In last week’s BWR, I examined how Azerbaijan’s accumulating military, energy, geographic, and diplomatic leverage, combined with Ilham Aliyev’s fluency in the language the Kremlin recognizes, is allowing Baku to expand its sovereignty without rupturing relations with Moscow or exchanging one patron for another.

This week, I turn to the official launch of Russia’s central bank digital currency. On Tuesday, 1 September, the country’s twelve systemically important banks and every retailer with annual revenue above ₽120 million (~$1.4 million) must be able to process the digital ruble (dRUB). The rollout, the largest monetary project undertaken by the Central Bank of Russia (CBR) in a generation, caps five years of testing. The system is ready. But is Ivan Petrovich?

Full Marks—The dRUB passes every test the world’s central bankers wrote. That is the problem. The tests were written by issuers, and no issuer thinks to ask whether you can get away from it.

The Fourth Test—Basel asks whether money works. Ivan Petrovich asks whether he can leave holding it. Cash fails the first question and passes the second, which is why he keeps taking it.

Nobody Is Forced—No Russian must use the dRUB. Ivan’s bank must accept it, his suppliers must accept it, the municipality pays in it. Compulsion is unnecessary when the alternative is being surrounded.

In Basel, in a cylindrical tower beside the railway station, the Bank for International Settlements (BIS) sets the standard by which monetary systems are judged. Its Annual Economic Report of June 2025 set out three requirements for a sound monetary system:

• Singleness – The issued currency is worth the same wherever it moves.

• Elasticity – The system can supply money on demand when the economy needs it.

• Integrity – The plumbing resists fraud and abuse.

BIS applied those tests to stablecoins and found them wanting on all three. The report argued that a sound monetary system should be built on tokenized central bank money. I ran the same framework against ruble-backed stablecoins in last August’s BWR. Today, I tested dRUB against these requirements.

Some 2,300 kilometers east, outside Elektrostal where a Wildberries warehouse burned to the ground, lives Ivan Petrovich. Ivan owns Koka-Kvas, a brewery that makes kvas, a popular national fermented Slavic drink. From May to September, his fleet of two-wheeled yellow barrel carts is set up on pedestrian streets across the city. Ivan also sells cases of bottled kvas to the large grocery chains, such as Magnit and Perekrestok. When the summer season is over, the two-wheeled yellow barrel carts go into storage, and he relies on sales to large grocery stores.

For a quarter century, his business has been steadily growing, and profit has been decent. But times have changed. The Kremlin’s war with Ukraine has come to Russia, bringing with it inflation, expensive bank credit, higher taxes, and burning warehouses.

In July, Ivan and thousands of other sellers who depend on Wildberries for warehousing watched their inventory burn, then learned that the billion-dollar online marketplace had rewritten its force majeure clause on 1 July, two weeks before Ukrainian drones set the warehouse alight.

The large uninsured inventory of bottled Koka-Kvas destined for grocery stores and the revenue he was counting on to carry him through the winter are now gone.

The summer season was also tough. He borrowed from relatives to make payroll and accepted cash payments from customers, not necessarily by choice, because the point-of-sale terminals were not working. The state switches off mobile signals without warning, on the argument that Ukrainian drones navigate by them, and the card terminals go dark.

From 1 September 2026, the CBR will require the twelve systemically important banks and retailers with large turnover to accept and process the dRUB. Why? The CBR describes dRUB as a third form of the national currency and less expensive to process because it runs on a cheaper payment rail. It is also a single state-operated ledger on which every transaction is visible by default.

The CBR has stated repeatedly that Ivan, his counterparties, and his customers are not obliged to transact in dRUB. True, but the infrastructure that surrounds him - banks, large grocery stores and restaurants, suppliers - must be capable of processing it. Nobody orders Ivan or his small retail customers to use the digital ruble. Ivan’s business is dependent on this infrastructure, so by default he will also need to adopt dRUB.

One Ruble, Two Prices

None of this is new to Ivan. In June the town ordered kegs for its summer holiday and settled in digital rubles. Unremarkable by now: federal departments have paid in the new currency since 1 January 2026, and the Treasury has been collecting budget revenue in it for just as long.

On paper Ivan held the safest money in Russia. By BIS’s reckoning this is the risk-free asset: an obligation of the Central Bank itself, no commercial bank between him and the issuer, no insurance ceiling, no spread. It is worth exactly one ruble.

Then came the season’s reckoning. The tax office accepted his dRUB payment without a transaction charge. His rye malt supplier was another matter. That supplier has spent two years staying below the revenue threshold that would oblige him to charge the 22% VAT that took effect in January, and he offered Ivan a cash discount.

The supplier would have refused a Sberbank transfer on the same grounds. The discount is not a verdict on the digital ruble. It is the old Russian split between money the state can see and money it cannot.

That split is Basel's first test failing, and it was failing before the digital ruble existed. It fails on visibility, because cash buys a discount at the counter, unlike electronic RUB. It also fails on availability. Blackout days have become routine wartime governance, which means card settlement is unreliable. His two-wheeled yellow barrel kept pouring kvas and collecting cash. The shop behind him posted a sign reading Cash Only.

The digital ruble has no advantage. It cannot buy the discount, because the state sees it. It cannot pour kvas on a blackout day, because it needs the network. And programmability adds a third constraint the other two forms never had: the Finance Ministry has been candid that it exists to ensure funds are spent on their intended purpose.

The Ruble That Stops Lending

In April, buying malt and bottles for the season ahead, Ivan drew on his credit line. He did not go to a bank.

When a customer buys his kvas, Wildberries takes the payment and holds it, settling with Ivan later, less its commission. So his Wildberries merchant portal always shows a running figure: money already paid for goods already shipped, still sitting with the platform. A box on the same page offers him a loan against it. The lender is WB Finance, Wildberries’s own microcredit company, licensed by the CBR. WB Finance repays itself out of that balance before the money reaches Ivan. The offered terms were more expensive than the previous year, without explanation.

Ivan’s situation is not unusual. Lending to marketplace merchants has become a niche of Russian finance, run by microfinance firms rather than banks, with small loans underwritten in minutes against sales data only the platform can see. Commercial banks do not have that view, nor can they move as quickly.

Since January, the banking sector's liquidity shortfall has quadrupled, from ₽0.6 trillion to ₽2.6 trillion. Every ruble withdrawn as cash leaves the banks and takes its lending capacity with it. Sberbank’s chief financial officer, Taras Skvortsov, put it memorably:

the cash leaving the banks amounts to one million mortgages that will not be written.

Ivan's microfinance lender borrows from banks, so when banks have less to lend, Ivan's loan costs more. He never dealt with a bank, and a bank's problem reached him regardless.

The mechanism is known. Money in a bank deposit gets lent out and lent again; money in a digital-ruble wallet sits on the Central Bank's balance sheet, where the law forbids it from being lent at all. Each ruble that moves from a deposit into a wallet is a ruble that ceases to multiply. Whether that matters depends on volume, and volume is capped for now — ₽300,000 a month into a wallet, no interest paid on the balance, and a public that polls as unconvinced.

The same shortage runs to the top of the system. The Finance Ministry suspended its OFZ auctions on 20 July after a run of failed sales, and Skvortsov said all hope rested on support from the Central Bank. Banks that cannot fund Ivan's malt also cannot fund the war. In both cases, the Central Bank is what stands in for the missing money.

CBR Governor Elvira Nabiullina spent the summer discussing whether digital ruble wallets might sit on banks’ balance sheets rather than the Central Bank’s, which would put the money back where it can be lent. Should that happen, the elasticity objection largely dissolves. The money would sit where it can be lent, and the digital ruble would become something closer to a tokenized bank deposit than a claim on the Central Bank.

Same Soviet Cloth, Different Cut

Baku has spent a century deciding what it is. Azerbaijani President Ilham Aliyev and Russian President Vladimir Putin are cut from the same Soviet cloth, albeit with differences akin to sirloin vs. skirt steak. Putin came up through the KGB. Aliyev came up through MGIMO, the Soviet foreign ministry’s finishing school, where he enrolled in 1977, defended a candidate’s dissertation in 1985, and taught until 1990. I’ll let my fellow barbers decide which cut is which. The point is that both men learned the same Soviet grammar of respect and deference.

Ilham Aliyev’s father was Heydar Aliyev, First Secretary of the Soviet Azerbaijan Communist Party from 1969 to 1982. He then moved to Moscow, where he joined the Politburo and served in the senior ranks of the USSR government as first deputy prime minister. He fell out with Mikhail Gorbachev, watched the union he had served come apart, and returned to power in independent Azerbaijan in 1993, governing until 2003, when Ilham succeeded him. It should be noted, Heydar bəy also spent a quarter-century in Soviet state security, entering in 1944 and heading Azerbaijan’s KGB until 1969, before becoming First Secretary. This, no doubt, is not lost on Putin.

So Ilham started life with the right Soviet pedigree, credentials, and of course, good luck. He inherited a state and his father’s political machinery, which came with a practical understanding of how the Kremlin reasons, what it will tolerate, and where its sensitivities sit. That understanding is now working alongside something new: leverage. Azerbaijan now has a record of military success, energy revenue, competing trade corridors, an increasingly influential Türkiye beside it, an opening with Armenia, and a fresh relationship with the United States. Russia, meanwhile, is spending its resources on Ukraine.

Which raises the governing question of this piece. What allows Azerbaijan to keep expanding its sovereignty without provoking a confrontation with Russia, and without exchanging dependence on Moscow for dependence on someone else?

The Handle Came Off

For three decades the answer to Azerbaijani ambition was always the same: the unresolved conflict with Armenia. The dispute was a Soviet inheritance, and Moscow worked it the way the Soviets had, presenting itself as the honest broker, supplying peacekeepers, and selling weapons to both capitals. Every party needed Russia, which was the point.

Azerbaijan’s restoration of control over Karabakh, and the subsequent withdrawal of Russian peacekeepers, took that instrument away. Moscow retains other forms of leverage over Baku; but the mechanism it used most effectively is gone. Russia is now one player among several in the South Caucasus, powerful and unpredictable, with no monopoly on conflict management. Russian commentary concedes the shift in blunt terms, describing Armenia’s Russian military base as sitting in “the status of a mausoleum” and the August 2025 Washington Declaration as leaving Moscow unnecessary to all three sides.

Ukraine created the opening. Baku walked through it.

My Turkic Brother in the Next Chair

Azerbaijan’s relationship with Türkiye is old. The two countries call each other Turkic brothers, a bond the late Azerbaijani President Heydar Aliyev captured in the phrase one nation, two states. The Russo-Ukrainian War gave Türkiye an opening to expand its influence in the South Caucasus, and Azerbaijan was the natural place to start. Türkiye provides scale Azerbaijan could not achieve on its own: military expertise, defense-industrial cooperation, energy transit, diplomatic cover, and a land bridge west into Europe and east toward Central Asia.

October Mobilization Call

Joint iStories and Verstka reported that a new military mobilization could be announced as early as October, after the managed Duma elections, while stressing that no decision has been made. According to the piece, a person overseeing recruitment at a state corporation described months of preparation for “something that will never be called mobilization.” Another report, Meduza, added a milder option over mobilization being considered: rotating rear-area reservists. Then there are the turbo-partriots and Z-bloggers on Telegram channels advocating for a full-blown mobilization on the horizon.

The timing for this action is not subtle: an unpopular measure lands better after a managed election than before one.

Demobilization: June 2025

Last June, in Marching Toward the Abyss: Demobilization, I argued that Russia had built a trap for itself. A quarter of a million dead and three-quarters of a million wounded, on the estimates then available, meant one in 145 Russians directly touched by the war.

I put one-time death and disability payments near $62 billion and lifetime veteran care near $209 billion, using a World Bank male life expectancy of 68 against an average soldier age of 36, leaving roughly 32 years of care each. Interfax reported that more than half of war participants recognized as disabled had undergone amputations, RAND described psychological rehabilitation capacity measured in dozens of beds, and Mark Galeotti, writing for the Global Initiative Against Transnational Organized Crime, set out how demobilization would push violent crime back into Russian towns.

The conclusion then was that the Kremlin cannot comfortably demobilize – that train left the station in the third year of the second invasion of Ukraine. The conclusion now is the corollary to it. Another uncomfortable mobilization will deepen the war trap: growing problems with veterans’ assimilation, healthcare costs, and labor shortages already showing its ugly presence in Russia soicety.

Preparation, Discussion, Decision

Preparation is documented and extensive. Jamestown makes the essential legal point that the September 2022 decree was never terminated, so the first wave technically continues, and the Institute for the Study of War assesses that Putin already has every legal mechanism needed for an involuntary call-up at any scale. The summons registry is running, badly enough that Mediazona documented AI-generated summonses reaching women. Mobilization orders are being glued into military IDs in growing numbers, and more than 2,500 HeadHunter listings for military-registration specialists appeared by late July, per Ukraine’s foreign intelligence service, whose analysts nonetheless judge a full-scale wave unlikely before the vote. On 22 July the Duma widened the criminal-record categories eligible to sign contracts during mobilization and special periods. A statute drafted to operate during mobilization is itself a preparation artifact.

Discussion is well sourced. Verstka’s editor Olesya Gerasimenko said in a 30 June interview that the road map is very detailed, that training grounds can process several tens of thousands over two to three months, and that the missing ingredient is political will rather than capacity. Her belief that 70% of the 2022 cohort are dead comes with her own admission that no reliable statistics exist.

Russian Oil Refining Falls to 24-Year Low as Drone Campaign Bites [High]

Russian refineries processed an estimated 3.6 million barrels of crude per day in July 2026 — the lowest level since May 2002 and roughly one-third below the seasonal norm — according to EA Analytics data cited by Bloomberg (latest available data, July 2026).

Ukrainian drones and missiles struck eighteen refineries in July, exceeding the previous monthly record of 17 set in May.

In Tver, falling debris caused what the governor described as minor facade damage to a Wildberries logistics complex, with additional damage reported in Voronezh and to agricultural facilities.
