I don’t think that label survives close reading. But the pact is real, it is significant, and it deserves to be understood properly rather than sensationally. So let’s do this the way I like to do it: question by question.

What actually got signed?

The Makkah Joint Defence Agreement builds on the Strategic Mutual Defence Agreement (SMDA) that Pakistan and Saudi Arabia signed in Riyadh in September 2025, the one committing each country to treat an attack on the other as an attack on itself. Makkah widens that circle to include Türkiye and shifts the emphasis. Where the 2025 pact was mainly about troop presence, Pakistani soldiers and air-defence units already stationed in the Kingdom, the new agreement is oriented toward building things together: joint defence production, technology transfer, and co-development, with Saudi capital, Turkish engineering, and Pakistani manufacturing and combat experience as the three inputs.

Why now?

Because the neighbourhood has been on fire (literally). The ongoing confrontation between the United States and Iran has repeatedly disrupted shipping through the Strait of Hormuz and the Red Sea, and Gulf states (Saudi Arabia chief among them) have found themselves within range of strikes they did not choose. Officials on all three sides say the pact had been under discussion for months; the war simply forced the pace.

Is this genuinely a NATO of the Muslim world?

Let me think a bit (rubbing my chin) umm, NO. NATO has a founding treaty ratified by parliaments, a permanent headquarters in Brussels, an integrated military command under a Supreme Allied Commander, and a shared budget. The Makkah Agreement has none of this. There is no secretariat, no joint force, no common command structure. What exists instead is a mutual-defence clause backed by coordination committees and bilateral arrangements, like the roughly 8,000 Pakistani troops already deployed in the Kingdom, run state to state rather than through any Brussels-style bureaucracy. Call it a strategic triangle with a collective-defence clause, not an alliance system.

Does this pull Türkiye out of NATO?

Again, NO, and it shouldn’t, and Ankara has been careful to say so. The pact reportedly contains language preserving each signatory’s existing treaty commitments, meaning Türkiye’s Article 5 obligations to NATO remain legally untouched. What the Makkah Agreement does is let Türkiye hedge (diversify its security relationships without formally exiting the Euro-Atlantic system it has belonged to since 1952). Ankara gets a paying customer for its drone and missile industry in Riyadh; it does not get a substitute for NATO. The obligations of NATO would superior to the Makkah agreement.

What does each side actually bring to the table?

Saudi Arabia brings money, the ability to fund defence-industrial projects at scale, including Türkiye’s KAAN fighter and submarine programmes. Türkiye brings a defence-export industry that has matured fast, particularly in drones and precision munitions, tested in real conflicts from Syria to Nagorno-Karabakh. Pakistan brings something neither of the other two has: status as the only nuclear-armed state in the Muslim world, alongside a large, combat-experienced conventional military and an established, if uneven, domestic defence-production base. Put together, it is financial weight, technological maturity, and strategic depth in one package, which is precisely why the pact is being read as more than symbolic.

How does this change Pakistan’s own position?

This is the part I think CSS candidates should sit with longest. For most of its history, Pakistan’s strategic relevance has been read through a South Asian lens, as India’s rival, as a nuclear state balancing a larger neighbour. The Makkah Agreement gives Islamabad a second theatre. It is no longer only a South Asian security actor; it is now a named party to a Gulf-Mediterranean security architecture, with the diplomatic and economic weight that comes from being courted rather than merely aided. That is a genuine elevation, and it deserves to be recognised as one. Pakistan’s decades of defending the Kingdom’s holy sites and its Gulf partnerships were not spent for nothing.

What is the catch?

There are a few, and a serious analysis has to name them rather than skip past them for the sake of celebration.

1. First, entanglement risk. A mutual-defence clause with two states inside an active Iran conflict zone is not a free option. It is a commitment that could, in the wrong scenario, pull Pakistan into a war it did not choose, at a moment when its own economy has little room for shocks.

2. Second, technology friction. Türkiye’s defence systems are built on NATO-standard hardware and cryptographic protocols; Pakistan’s are substantially Chinese-origin; Saudi Arabia runs a mixed Western fleet. Deeper integration will require Ankara to keep tight national firewalls around sensitive data, which limits how far “joint production” can actually go in practice —something Pakistani planners should expect and not oversell to the public.

3. Third, India’s countermove is already visible. New Delhi is deliberately separating its roughly $178 billion Gulf trade relationship from the security question, while accelerating alternatives, the India–Middle East–Europe Economic Corridor and deeper use of Iran’s Chabahar Port, that route around Pakistan entirely. That is not a reason for alarm, but it is a reminder that regional competition does not pause because Pakistan gained a new partnership.

4. Fourth, Iran. Tehran now sits geographically boxed by this triangle — Türkiye to its west, Saudi Arabia across the Gulf, Pakistan to its east. Whatever the pact’s intent, Iranian security planners can and will read it as encirclement, and any friction along the Pakistan–Iran border in Balochistan can now be read through that lens too. This is a relationship Islamabad has to manage with unusual care, not because the pact is aimed at Iran — Pakistani officials insist it is not — but because perception in that neighbourhood moves faster than clarification.

So, what is the way forward for Pakistan?

I would put it in four parts, and I say this as someone who has no interest in second-guessing the country’s founding choices or its right to seek strategic partnerships. The question is not whether Pakistan should have signed this. The question is how it converts a signature into durable advantage without being pulled off balance.

1. Keep the neutrality explicit. Pakistan has spent decades cultivating the ability to talk to Riyadh and Tehran, to Washington and Beijing, without being owned by any of them. That skill is now more valuable than the pact itself. Islamabad should be direct, publicly and repeatedly, that this is a defensive, not offensive, arrangement, and it should resist any drift toward sectarian framing that a “Sunni bloc” label invites.

2. Turn defence cooperation into real industrial capacity, not just imported hardware. The most valuable clause in this pact is technology transfer and co-production, not troop guarantees. If Pakistan uses this moment to build indigenous manufacturing and design capability, the way it should have used decades of foreign military relationships before, this becomes a long-term economic asset. If it becomes just another arms-purchase channel, the opportunity is wasted.

3. Manage the China relationship carefully. Beijing has so far reacted calmly, seeing the pact as reducing its own need to project power into the Gulf. That calm should not be taken for granted. Pakistan’s defence establishment runs substantially on Chinese platforms; balancing new Gulf-Turkish integration against that existing dependency will require deliberate sequencing, not improvisation.

4. Talk to Iran before Iran has to guess. A structured, visible channel of reassurance to Tehran, on Balochistan, on border security, on the pact’s actual scope, costs Pakistan very little and forecloses a genuinely dangerous misreading on its western border.

Pakistan did not sign away its independence at Jeddah. It signed a partnership that reflects real assets, its nuclear status, its military experience, its historic relationship with Riyadh being recognised and rewarded. The test now is not the signature. It is whether Islamabad can hold three simultaneous relationships, Gulf, Chinese, and with a wary Iran next door, without letting any one of them set the terms for the others.

This is the second entry in a series on the intellectual origins of Pakistan. The first covered John Bright, the British radical who argued in 1858 that India was too vast and too divided to be governed as one country. We now move to the first Muslim thinker who said the same thing and meant it personally.

There is a moment, recorded by Altaf Husain Hali, the Sayyid’s most observant biographer, that deserves to be read as the founding moment of Muslim political separatism in India. It took place in 1867, in Benares, during the Hindi-Urdu controversy. The Hindus of the United Provinces were demanding that Hindi replace Urdu and that Devanagari script replace Persian script in courts and government offices. Sayyid Ahmad Khan, who had until that point been an enthusiastic advocate of Hindu-Muslim unity, was shaken. He met with Shakespeare, the Divisional Commissioner of Benares, and said something that neither man would forget. According to Hali’s account reproduced by Aziz:

“Now I am convinced that both these nations will not join wholeheartedly in anything. At present there is no hostility between the two communities, but on account of the so-called educated people it will increase immediately in future. He who lives will see.”

Shakespeare replied: “I am also extremely sorry, but I am confident about the accuracy of this prophecy.”

That conversation was not a policy statement. It was not a theory. It was a man recording the moment his worldview broke. Before 1867, Sayyid Ahmad Khan (you know, the guy with a long, white beard) had believed that Hindus and Muslims were one people with a shared future. After 1867, he never believed it again.

The Structural Argument

What followed over the next two decades was one of the most consequential intellectual careers in the history of Muslim South Asia. Sayyid Ahmad Khan had a first-rate mind, a gift for plain speech, and, critically, a willingness to say in public what others said only in private.

In 1883, opposing the introduction of representative institutions in India, he laid out the problem with a precision that no one before him had matched. He acknowledged that representative self-government was, in the abstract, perhaps the greatest political lesson England had to teach. But he argued that Indian conditions made it an instrument not of justice but of permanent domination. India, he said, was not one nation. It was inhabited by a vast population of different races and different creeds, where the rigour of religious institutions had kept even neighbours apart, where the caste system remained dominant, where one section of the population commanded wealth while another possessed learning, where levels of political consciousness varied enormously between communities. In such a country, to introduce majority-rule representative institutions was not to give everyone a voice. It was to give the majority four votes for every one vote of the minority and to call it democracy.

He ran the arithmetic with brutal clarity in his Lucknow address of December 1887, delivered to the All India Muhammadan Educational Conference he had himself founded. Universal suffrage, he argued, would produce four Hindu votes for every one Muslim vote, because the Hindu population was four times larger. A restricted property-based franchise would be worse, because Muslim economic weakness meant even fewer would qualify. A system of communal allocation would still produce one Muslim seat to every four Hindu seats. And, then he posed the question that cut to the heart of it:

“And how can the Mahomedan guard his interests? It would be like a game of dice, in which one man had four dice and the other only one.”

This was not sentiment. It was mathematics. And it pointed toward a conclusion that liberal political theory could not easily answer: that majority-rule democracy in a deeply divided society does not produce representation. It produces permanent, structural, arithmetically guaranteed minority subjection.

The Congress and the Civil War

When the Indian National Congress was established in 1885, it immediately sought Sayyid Ahmad Khan’s endorsement. It needed Muslim participation to sustain its claim to speak for all of India. Badruddin Tyebji, an influential Bombay Muslim who had joined the Congress and presided over its December 1887 session at Madras, wrote to the Sayyid personally, urging him to lend his support. The Sayyid refused, publicly and without softening.

On March 14, 1888, he delivered two speeches at Meerut, one in the morning, one in the evening, that together constituted his most complete statement on the question. They are worth reading at length, as Aziz insists, because they show a mind that had moved far beyond warning and had arrived at a verdict.

In the morning speech, he declared the Congress not a national organization but a vehicle for Bengali Hindu domination. He was specific about who was pulling the strings, specific about the unfair pressure being brought to bear on Muslims to attend Congress sessions, and specific about what participation would cost:

“we do not want to become subjects of the Hindus instead of the subjects of the ‘people of the Book.’”

Then came the sentence that Aziz rightly identifies as the axis of the speech. If the British were to leave India — if the English army were to depart with all their cannon and weapons — two nations would remain. The Mahomedans and the Hindus. And these two nations could not sit on the same throne and remain equal in power. One would conquer the other. To hope otherwise was, in his words, “to desire the impossible and the inconceivable.”

He called the Congress, with a phrase of remarkable directness, “a civil war without arms.”

In the evening speech, he turned to the internal condition of his own people. The Muslim families of Hindustan were falling and being ruined. They needed education, national feeling, national sympathy. He prayed that “national sympathy may arise in my people” , and the word he used, in Urdu, was qawm: nation.

What He Named and What He Left Unfinished

Aziz is precise about what Sayyid Ahmad Khan accomplished and where he stopped short. He named the problem with complete clarity. He was the first person to tell Muslims, in unambiguous terms, that in political terms they were a permanent minority and were destined to remain one, that majority-rule meant Hindu rule, that Congress membership meant Muslim subjection. He drove Muslim politics into a new channel.

But he stopped in the middle of his own argument. His logic demanded a destination he refused to name. If Muslims were a separate nation, and if majority-rule meant permanent subjection, the only coherent alternative was a system under which they could govern themselves. He neither suggested this nor hinted at it. He did not think in terms of territorial separation. He did not point toward Muslim-majority provinces as the answer. He held his people back from the Congress without telling them where, instead, they should go.

Aziz attributes this in part to timing (modern politics had barely begun in his era) and in part to geography. Sayyid Ahmad Khan was from the United Provinces, not from Punjab or Sindh or the North-West Frontier, where Muslim majorities would eventually make territorial self-governance imaginable. Living in a province where Muslims were a minority even among Muslims, he could not easily see what Muslim-majority territory could offer as a solution.

There was also the matter of British rule. He believed, or needed to believe, that British presence in India was more or less permanent. In his first Meerut speech of March 14, 1888, he had said explicitly that for the peace and progress of India, the English government should remain “for many years — in fact for ever.” A man who believed that did not need to think about what political structure would replace British authority.

The Inheritance

Aziz closes his treatment of Sayyid Ahmad Khan with a verdict from a French historian of Indian Islam, which sums up the legacy with precision: that it was the tendencies of the Islamic soul, born of the ancestral virtues of a proud and independence-loving race, that determined in large part the birth of Pakistan, and that in this sense Sayyid Ahmad Khan may be considered the precursor of the young Pakistani state. His rigid attitude in the face of Hindu demands had become a model of Muslim civic consciousness. It led his successors to demand a separate electoral college and to claim the formation of a specifically Islamic state.

He did not build that state. He did not plan it. He did not even point clearly toward it. But he named the thing from which it would eventually grow: the conviction that Muslims constituted a separate nation, that their political interests were structurally incompatible with Hindu-majority democratic rule, and that no amount of brotherly sentiment could substitute for structural protection.

The idea of Pakistan did not begin with that conviction. But it could not have developed without it.

Sayyid Ahmad Khan named the problem. He left it to others to name the solution.

Then why did the Taliban’s own defense minister claim it would stop Pakistani air strikes?
Because rhetoric is cheaper than radar. Mullah Yaqoob’s warning was political theater aimed at an audience back home tired of watching Pakistani jets hit targets inside Afghan territory with impunity. The problem for Kabul is that reality keeps contradicting the boast. On June 10, Pakistan struck Paktika and killed 26 militants. On July 16, it hit seven hideouts in Nangarhar and killed over 80. If this pact were the deterrent Yaqoob claims, those strikes wouldn’t have happened. They did. That tells you what the pact actually is: a morale booster, not a shield.

So why does this agreement matter at all, if it changes nothing militarily?
Because military balance isn’t the only currency in this relationship. What Russia has actually built isn’t a Taliban air force; it’s leverage over the conversation. By recognizing the Taliban government and now formalizing security ties, Moscow has positioned itself as the one outside power both Kabul and Islamabad will still take a call from. When Pakistani strikes killed 28 people on July 1, it was Russia’s foreign ministry, not the UN or Washington, that called for de-escalation. The real shift here isn’t on the battlefield. Rather, it’s in who gets to referee the fight.

Is Pakistan losing ground to Russia, then?
Not in the way people assume. Pakistan and Russia are simultaneously deepening their own bilateral security track — a joint counterterrorism strategy agreed on July 9, following a working group meeting in Islamabad on June 30. Moscow isn’t choosing Kabul over Islamabad. It’s running two parallel relationships at once, and increasingly using the second to manage the first.

What does that actually mean in practice?
For most of the last two decades, Pakistan was Kabul’s default patron — not the only actor with influence, but the first call, the country that mattered most when Afghanistan needed trade routes, diplomatic cover, or leverage with the outside world. Pakistan didn’t have to compete for that role because no one else wanted it badly enough. That’s changed. Russia now has its own direct line to Kabul, and at the same time a growing one to Islamabad. It isn’t picking a side. It’s building the standing to speak to both which means Pakistan is no longer the sole author of how the outside world understands what’s happening on its western border.

Why does that cost Pakistan anything if Russia is just offering to mediate?
Because mediation isn’t free, even when it’s well-intentioned. A mediator stays credible to both sides by treating both as equally needing to compromise which means the natural drift of Russian language is toward “Pakistan and the Taliban both need to de-escalate,” rather than “the Taliban needs to stop sheltering the militants who are attacking Pakistan.” That equivalence is itself a cost. Pakistan’s actual position is that it’s responding to attacks launched from Afghan soil, not participating in a conflict between two equally culpable neighbors. Every time a third party frames it as symmetrical, Pakistan’s narrative advantage erodes a little.

But isn’t mediation still good for Pakistan overall? A rival cracking down on TTP is a win, whoever brokers it.
It can be, and this is worth being honest about rather than reflexively suspicious. A border war drains Pakistan regardless of who wins the argument about who started it. It ties down military resources, unsettles trade, and gives TTP room to exploit the chaos. If Russian pressure on Kabul produces real restrictions on TTP sanctuaries, that’s a genuine gain Pakistan cannot achieve through strikes alone, because Islamabad has no non-military leverage over the Taliban. Moscow does, as Kabul’s arms supplier and closest diplomatic partner. So mediation is good for Pakistan exactly as long as it only extracts concessions from Kabul.

Where does it stop being good, then?
The moment the mediation becomes two-sided. Watch for the first time Russia’s language shifts from “Taliban must restrain TTP” to something like “Taliban restrains TTP, and Pakistan limits the scope or frequency of its cross-border strikes.” That’s the point where a mediator stops being a convenience and starts being a rope around Pakistan’s own operational freedom. Right now, Pakistan strikes when and where its own threat assessment dictates, with no outside party’s approval required. A mediator invested in looking evenhanded to both capitals has every structural incentive to eventually ask something of Islamabad too in exchange for Taliban promises that, going by recent history, are not reliably kept.

Why would Russia bother playing peacemaker in a border war that isn’t its own?
Because Russia’s real target isn’t Pakistan or even the Taliban ; it’s ISIS-Khorasan. Moscow has effectively outsourced part of its Central Asian security perimeter to the Taliban, betting that a stable, cooperative Kabul is the cheapest way to keep ISKP from spilling north into states Russia considers its own backyard. Pakistan wants the same outcome for its own reasons. That overlap is why this isn’t an anti-Pakistan alliance dressed up in diplomatic language. It’s a counterterrorism marriage of convenience that happens to leave Pakistan as an interested, occasionally anxious, neighbor rather than the only power in the room.

So what’s the actual verdict : Is this pact good or bad for Pakistan?
Neither, cleanly , and that’s the argument people keep missing by reaching for a simple answer. Militarily, the pact changes nothing; Pakistan retains full freedom of action against TTP and ISKP inside Afghan territory. Diplomatically, it changes something real but slow-moving: Pakistan’s decades-long dealing (alone) with Afghan outcomes is quietly narrowing, one recognition and one mediation offer at a time. Islamabad isn’t facing a new adversary. It’s facing a more crowded room, one where staying “unfazed” — the word Pakistani officials keep reaching for — is only a strength if it doesn’t curdle into complacency about who else is now setting the terms of the conversation.

What should Pakistan actually watch for next?
Not new weapons crossing the border — that’s the wrong signal to track. The real one is whether Russian mediation starts coming with conditions attached to Pakistan’s own conduct rather than just Kabul’s. The day Moscow’s de-escalation language asks Islamabad to limit strikes in exchange for Taliban restraint on TTP sanctuaries is the day this stops being background noise about optics and becomes a genuine constraint on Pakistani strategic autonomy. Until then, this is a story about narrative and positioning — not about bombs.

Is this becoming World War III?

No, and the reason is not restraint. Rather, it is architecture. World wars are not simply wars with many participants; they are wars bound by mutual defense treaties that convert a bilateral clash into a chain reaction. That chain does not exist here. Russia, China, and Iran are not bound by a formal tripartite mutual defense treaty; their interests have aligned through conflict rather than obligation. When Washington and Tel Aviv struck Tehran in February, neither Moscow nor Beijing was contractually compelled to respond militarily — and neither did.

This is the crucial fact analysts keep circling back to. China pursues expansive global economic and diplomatic influence while actively refusing to bear the burden of mutual military defense guarantees — a model of “influence without entanglement.” Beijing’s posture proves it: China has focused on diplomatic mediation while Chinese companies quietly supplied dual-use technology and geospatial intelligence to Iran, but Beijing has not committed troops or engaged in combat operations. Russia’s calculus is nearly identical. Moscow’s role has centered on intelligence and logistical support — including data on US military positions — while deliberately avoiding direct combat so as not to strain resources already committed to Ukraine. Why not a global war, then, what exactly is stopping it?

Four structural circuit breakers, and it is worth naming them precisely rather than gesturing at “de-escalation efforts”:

First, treaty architecture. No NATO-style clause obligates Russia or China to fight for Iran. Their assistance, drones, S-400 batteries, satellite feeds — is transactional, not covenantal.

Second, opportunity cost. Both patrons have larger, more urgent commitments elsewhere. Russia is bleeding resources in Ukraine; a second front serves no one in Moscow. Beijing’s stake in Iranian oil is itself declining as China diversifies supply, reducing its incentive to escalate on Tehran’s behalf.

Third, munitions exhaustion. Sustained engagement is already straining American and allied weapons stockpiles, a constraint that disciplines Washington’s appetite for opening additional fronts even as it prosecutes this one.

Fourth, the absence of consensus among global capitals. European reaction has been fractured rather than unified against the US-Israeli position — Poland declined to join military operations, warning a prolonged Middle East war could jeopardize arms supplies to Ukraine, while several states like the Czech Republic and Finland openly backed Washington and Israel. A genuine world war requires camps. What exists instead is a patchwork of hedged, self-interested positions — the opposite of bloc formation.

So is this “just” another Middle East crisis, like 1991 or 2003?

Here the honest answer complicates the reassurance above. This is not a repeat of the Gulf War or the Iraq invasion — it is worse in kind, even if not in scope. Those wars had defined belligerents and, eventually, defined endings. This one has metastasized horizontally by design. Iranian strikes have targeted US embassies and military installations across the UAE, Saudi Arabia, Qatar, Kuwait, Bahrain, Iraq, Oman, and Jordan, while NATO forces intercepted Iranian drones and missiles near Incirlik. Foreign Affairs’ Robert Pape has termed this Tehran’s strategy of horizontal escalation: Iran’s approach widened the arena of conflict beyond military force into political and economic domains, aiming to outlast Washington and Israel’s willingness to sustain the cost. The closure of Hormuz is the clearest evidence this is no longer a bilateral fight. It is a deliberate attempt to convert a war into a conflict the world cannot afford economically — dragging every oil-importing economy from Tokyo to Lahore into the blast radius without a single additional soldier crossing a border. That is not World War III. It is something more insidious for countries like Pakistan: a war fought in Tehran and Washington, whose invoice is paid in Karachi’s fuel queues and Islamabad’s import bill.

What does the future look like?

Three trajectories are plausible, and none of them is a stable peace in the near term.

1. The first is grinding attrition: a war of ceasefires that collapse and re-erupt, exactly the pattern of the last five months, in which neither side achieves decisive victory but neither absorbs enough cost to stop. This is the most likely near-term path.

2. The second is negotiated exhaustion — Washington’s munitions constraints and Iran’s shattered command structure eventually force a settlement resembling the collapsed February-April ceasefire, but more durable because both sides are more depleted.

3. The third, less likely but not negligible, is miscalculation at Hormuz itself — a strike on a tanker or a Gulf Arab state that draws Riyadh or Abu Dhabi from bystander to belligerent. That scenario does not produce a world war either, but it would produce something Pakistan, as an energy importer bordering the theatre, cannot treat as a spectator’s problem.

Conclusion:

This is not the twentieth century’s world war reborn as no treaty chain exists to make it one, and both Moscow and Beijing have made a considered, self-interested choice to arm Iran short of fighting for it. But calling it “merely” a regional crisis understates its architecture: a war engineered by one side to be economically total even while remaining militarily regional. For Pakistan and the wider Muslim world, the lesson is not to ask whether this becomes World War III. It is to recognize that a war can reshape the global economy and regional order without ever needing to become one.

One man watched this happen up close, and instead of just mourning it, he tried to explain it. His name was Shah Wali Ullah, a scholar and jurist living in Delhi, and what he wrote down is, frankly, one of the more remarkable pieces of economic thinking to come out of the eighteenth century anywhere in the world. Most people who study him focus on his religious scholarship. Almost nobody outside specialist circles talks about him as an economist. That’s a mistake, and once you see what he actually argued, you’ll understand why.

Let’s walk through it slowly, the way he would have wanted a student to.

First, the big picture: his theory of how societies grow up

Wali Ullah believed human societies pass through four stages, like a person passing through childhood, adolescence, adulthood, and old age — except here, the stages are about how people organize themselves economically and politically. He called this framework al-Irtifaqat.

In the first stage, people live at the level of pure survival: food, shelter, safety, nothing more. In the second stage, people start cooperating: they specialize in different jobs, trade with each other, and build the beginnings of a shared social life. In the third stage, populations grow large enough that they need real institutions — courts, armies, rulers — to keep order. And in the fourth and final stage, entire states start interacting with each other on the world stage, and the challenge becomes maintaining peace and fairness between nations, not just within one.

This isn’t just a neat philosophical scheme. Wali Ullah used it as a lens. Every economic problem he diagnosed in the Mughal Empire, he traced back to a breakdown somewhere in this structure, usually in how the state was treating the people who actually produced its wealth.

Now, the Diagnosis: Why the Empire was Dying

Here is where his thinking becomes genuinely sharp, and where readers should slow down and pay attention, because this argument is not simple — it’s the kind of insight that takes a moment to fully land.

An empire’s wealth, Wali Ullah said, comes from the people who actually work: the farmers growing crops, the craftsmen making goods, the traders moving them to market. These are the productive people. Everyone else in a society — nobles, soldiers, court officials, poets living off royal patronage — depends on what the productive people generate.

Now think about what happens when a state starts taxing those productive people too heavily. At first, the treasury fills up nicely: more tax rate, more revenue, simple enough. But push the tax rate too far, and something breaks. A farmer who knows the state will confiscate most of what he earns has no reason to work as hard, or to expand his fields, or to invest in better tools. So he produces less. Multiply that farmer by every farmer in the empire, and the entire economic base starts shrinking.

Here’s the cruel twist: the state, watching its revenue fall, usually responds by raising taxes even further to make up the shortfall. Which shrinks the base even more. Which forces taxes even higher. It’s a spiral, and it only goes one direction — down. Wali Ullah watched this exact spiral happening in the Mughal Empire in real time, and he wrote directly to the people in power — the emperor, ministers, regional rulers like Ahmad Shah Abdali — warning them that this was not bad luck. It was the predictable result of a system eating its own productive base.

If this sounds familiar, it should. Two centuries later, economists drew this exact relationship as a simple curve on a graph — commonly known today as the Laffer Curve — showing how tax revenue rises with tax rates, up to a point, and then falls as rates become punishing.

Wali Ullah had no graph. He had something arguably more powerful: a moral and political vocabulary for the same idea. He named the class of nobles, idle soldiers, and courtiers living off extracted wealth without producing anything as a parasitic burden on the state. And he stated, plainly and directly, that pushing taxation past what producers could bear was not a side effect of imperial decline — it was the direct, proximate cause of it.

This reading isn’t just my interpretation of an old text. A historian named Vasileios Syros examined Wali Ullah’s political writings closely in a peer-reviewed academic paper published in the Journal of World History in 2012. Syros argues that Wali Ullah built a genuine, coherent theory of how empires rise and how they fall — not scattered complaints, but an actual analytical framework — along with a practical program for addressing the crises that cause decline before they become fatal. Syros goes further and places Wali Ullah in the same intellectual company as major European thinkers who explored similar territory: Montesquieu, Vico, Edward Gibbon — the very people historians usually credit with theorizing imperial decline. The difference is timing. Wali Ullah was doing this work in Delhi before most of them had published a word.

What He Actually Told the Government to do

Wali Ullah wasn’t content to diagnose a problem and walk away. He proposed concrete fixes, and they’re worth understanding because they show he was thinking like a policy advisor, not just a moralist.

The Mughal Empire ran on a system called jagirdari — the state handed out land grants, called jagirs, to nobles instead of paying them salaries directly. The noble was supposed to collect revenue from that land to support himself. Sounds efficient on paper. In practice, smaller nobles often couldn’t manage their own land properly, so they rented the job out to middlemen, and those middlemen, having no long-term stake in the land’s health, squeezed the peasants as hard as they could before their lease ran out. It was extraction with no accountability attached to it.

Wali Ullah’s answer: shrink that system. Stop handing out small jagirs to minor nobles. Reserve larger grants for senior figures who had an actual long-term interest in keeping the land productive. Expand what was called khalisah land — territory managed directly by the state treasury, cutting out the middlemen entirely. And bring back the older practice of paying minor officials fixed cash salaries straight from the treasury, so they had no personal incentive to over-tax the farmers under them.

None of this is abstract theology. This is public finance reform, argued by a religious scholar because, in his world, religious and legal reasoning was the only language of legitimate authority available to make such an argument to a king.

On Currency

He held a similarly firm line on money itself. He believed currency needed real, intrinsic value — gold and silver, not debased or artificially inflated coinage — because a government that quietly devalues its own currency to solve a short-term cash problem is, in effect, stealing from everyone who trusted that currency. He treated hoarding goods to create artificial scarcity, and manipulating prices through speculation, the same way: not clever business, but extraction dressed up to look like commerce.

A Brief, Important Comparison, and Where It Breaks Down

You’ll sometimes see people compare Wali Ullah to Adam Smith, the Scottish economist who published The Wealth of Nations in 1776 — roughly a generation after Wali Ullah was writing in Delhi, with no possible connection between the two men. The comparison is worth making, but only if you also see where the two thinkers genuinely disagree, because that disagreement is the more interesting lesson.

Smith believed prosperity comes mainly from individuals pursuing their own self-interest inside a competitive market, with government mostly staying out of the way. Wali Ullah believed the opposite on this point: that cooperation was close to a moral duty, and that the state had an active responsibility to intervene — policing hoarding, restraining exploitation, and redistributing wealth when voluntary charity failed to do the job on its own. Smith measured a nation’s success by its output. Wali Ullah measured it by output and the moral condition of the people producing it. A treasury that grows fat while its farmers are starving, on his account, is not a successful state — no matter what the numbers say.

That is a genuinely different theory of what an economy is even for. And it was argued with real rigor, a generation before Smith, by a scholar working from Quranic ethics and firsthand observation of imperial collapse — not from a university lecture hall in Glasgow.

Why Any of This Should Matter to us

Here is the point worth sitting with. We tend to file Wali Ullah under “Islamic studies” or “Pakistan studies” and Adam Smith under “economics,” as though one man was doing religion and the other was doing science. That habit of sorting is itself worth questioning. Wali Ullah built an early, independently developed theory connecting taxation, productive capacity, and the survival of a state — and he handed that warning, in writing, to the people who could have acted on it. They didn’t. The empire collapsed roughly on the schedule his own logic predicted.

That’s the real lesson buried in this history: ideas about how empires die don’t belong to one civilization. They show up wherever someone is paying close enough attention to a state in the act of failing — and Delhi, in the 1750s, had exactly such a person watching.

Yes, and an extensive one. Contrary to the image of an isolated, unreachable regime, Washington and the Taliban were in regular contact for years before the attacks — more than twenty formal meetings during the Clinton administration alone, across three separate tracks: the custody of Osama bin Laden, counter-narcotics, and a proposed trans-Afghan gas pipeline.

Why was bin Laden already a target before 2001?

Because he had already attacked Americans directly, repeatedly. On August 7, 1998, al-Qaeda bombed the U.S. embassies in Nairobi and Dar es Salaam, killing 224 people, twelve of them American. Clinton responded with cruise missile strikes and a federal indictment. In October 2000, the USS Cole bombing in Yemen killed seventeen more American sailors. By the time of 9/11, bin Laden was not a mystery — he was a known adversary the U.S. had been negotiating around for three years.

What did those three diplomatic tracks look like?

All three showed a regime willing to deal, not one in flat refusal. On bin Laden, the Taliban proposed in 1998 that a panel of international Islamic scholars review U.S. evidence and rule on extradition. On narcotics, Mullah Omar banned opium cultivation in 2000, wiping out 99 percent of the crop — and in May 2001, four months before the attacks, the Bush administration publicly commended the Taliban for it and sent $43 million in aid. On energy, Unocal flew Taliban officials to Houston to negotiate pipeline security, a channel that only collapsed after the 1998 bombings made it politically toxic.

So what changed after September 11?

The terms did, not the willingness to negotiate. Days after the attacks, on October 14, 2001, the Taliban repeated their earlier offer in a new form: hand bin Laden to a neutral third Islamic country for trial, provided the U.S. supplied evidence and halted its bombing campaign. This was consistent with everything they had proposed for three years. Washington rejected it outright and demanded unconditional surrender to American custody.

Why did the U.S. reject a negotiated handover it had accepted in principle before?

Because the objective had shifted from resolving the bin Laden question to removing the regime. A negotiated trial, even one that delivered bin Laden, would have left the Taliban government standing — an outcome incompatible with an invasion that had already been decided.

Was the WMD justification itself supported by evidence at the time?

No. Hans Blix, executive chairman of the UN Monitoring, Verification and Inspection Commission (UNMOVIC), told the Security Council as early as February 14, 2003 — over a month before the invasion — that inspectors had found no such weapons, only a small number of empty chemical munitions. UNMOVIC's thirteenth quarterly report, submitted in June 2003 after inspectors' withdrawal, confirmed the same conclusion: no evidence of a prohibited weapons program was found. The invasion proceeded regardless. No WMDs were ever found afterward, vindicating the inspectors' findings that had been available before the war began.

Was there independent confirmation that the threat had been overstated?

Yes. A January 2004 study by the Carnegie Endowment for International Peace, WMD in Iraq: Evidence and Implications, compared pre-war intelligence against the official case presented to the public and what was actually found afterward. The authors — Joseph Cirincione, Jessica Mathews, and George Perkovich — concluded that the absence of an active chemical weapons threat was knowable before the invasion, and that intelligence had been presented to the public in a way that exceeded what the underlying evidence supported. The finding echoed what UNMOVIC inspectors had already reported months earlier: the inspection process was closing in on the truth before it was cut short by the invasion.

Did Iraq offer a comparable off-ramp?

Yes, on a larger scale. In late 2002, Iraqi intelligence used back-channel contacts to deliver an extraordinary set of concessions directly to the Pentagon: unrestricted access for up to 5,000 American agents to search for weapons of mass destruction, priority oil contracts for U.S. companies, internationally monitored elections within two years, and the surrender of Abdul Rahman Yasin, a wanted 1993 World Trade Center bombing suspect already in Iraqi custody.

Why did that offer also go nowhere?

For the same underlying reason as Afghanistan. The stated objective was disarmament, but the actual objective was regime change. Full inspection access could prove the absence of WMDs; it could not remove Saddam Hussein. An offer that satisfied the pretext but not the goal was never going to be accepted.

What connects these two cases?

In both wars, the United States had functioning diplomatic channels, a history of engagement, and concrete offers on the table that addressed the stated justification for war — bin Laden's custody in one case, WMD disarmament in the other. In both cases, Washington rejected the offer because the real objective sat one level above the stated one: not custody, but regime removal; not disarmament, but regime removal. Diplomacy did not fail for lack of a partner willing to negotiate. It failed because the war had already been decided, and no negotiated outcome that left the regime intact could satisfy that decision.

The roots of this ran deeper than one man's stubbornness. On 21 June 1947, weeks before independence, the Faqir joined Abdul Ghaffar Khan's Khudai Khidmatgars at a jirga in Bannu and passed the Bannu Resolution: a demand that Pashtuns be given a third option beyond India or Pakistan — an independent Pashtunistan comprising all Pashtun-majority territory of British India. The British refused to place that option on the 1947 referendum ballot in the NWFP. Ghaffar Khan's movement boycotted the vote in protest. The grievance did not disappear with partition; it migrated into the tribal belt and found its armed expression in the Faqir.

What turned a local revolt into a geopolitical problem was patronage from two directions. Afghanistan's objection to the settlement was structural: Kabul had never fully reconciled itself to the Durand Line and used the Faqir's uprising to keep the question of Pashtun self-determination alive. Radio Kabul greeted his 1948 declaration with open enthusiasm, and the government extended recognition and assistance. Prince Mohammad Daoud Khan built a direct relationship with him; Afghan material support reportedly extended to helping the Faqir set up a rifle factory at Gurwek and sustaining the Pashto newspaper Ghāzī, which he used to broadcast his case to the tribes.

India's role is murkier but not invented. The diplomat James W. Spain recorded that both Kabul and New Delhi financed the Pashtunistan movement, and that Indian officials attempted a direct payment to the Faqir. The journalist C.L. Sulzberger put a figure on it — roughly 600,000 rupees. Elisabeth Leake's archival work adds texture: the Congress leadership's long personal warmth toward Ghaffar Khan and the Khudai Khidmatgars gave New Delhi an ideological reason to want the frontier destabilized, even as Indian officials calculated, amid the Kashmir dispute at the UN Security Council, that open backing of Afghanistan would be diplomatically reckless. Douglas Gracey, then commanding the Pakistan Army, assessed that India was encouraging Afghanistan's financial support for the rebellion rather than acting alone. The pattern was deniable sponsorship on both sides of a fearful, mistrustful frontier — each state treating a Pakistani state agency as a proxy battlefield in a rivalry that had nothing to do with Waziristan itself.

Pakistan's response combined coercion and attrition: economic pressure on Afghan transit trade, and eventually air operations by the Royal Pakistani Air Force against Gurwek in 1953–54. The Faqir never surrendered, but his movement lost its animating logic once the British — the imperial power he had built his jihad around — were gone, and Pashtun tribesmen grew unwilling to keep fighting a war whose enemy had left the country.

The Pashtunistan question that survives into today's Pakistan-Afghanistan friction is often described as an organic ethnic grievance, and in its social roots it partly is. But its origin as an armed movement was something more specific by international standards: a foreign-funded and foreign-armed separatist project against a state that had inherited its territory through the same lawful process of succession as India itself. That distinguishes it from the many post-colonial separatisms that dot the twentieth century — Biafra, Katanga, Aceh — which, whatever their legitimacy, rarely had two neighbouring states simultaneously bankrolling them from their founding month. Waziristan in 1948 was not simply Pashtun nationalism finding its voice. It was Pashtun nationalism weaponized by a fearful, newly drawn regional order — and that origin still shapes how Islamabad reads any talk of Pashtunistan today.

A federal presidential republic. Since December 2023, governed by Javier Milei — a self-described anarcho-capitalist libertarian who arrived wielding a literal chainsaw as a campaign prop, promising to dismantle the Argentine state. He has slashed government spending, eliminated ministries, devalued the currency, and achieved the first fiscal surplus in decades. Whether this is radical necessary surgery or catastrophic social dismantling depends entirely on who you ask. Either way, Argentina is running the world’s most dramatic real-time economic experiment.

Culture & Society

Argentine culture is European in ancestry, Latin American in soul, and entirely itself in practice. The population is predominantly of Spanish and Italian descent — Buenos Aires feels more like a melancholy European city than a Latin American one. Porteños (Buenos Aires residents) are famously sophisticated, neurotic, passionate, and convinced they live at the center of the universe.

Tango was born in the working-class immigrant neighborhoods of Buenos Aires in the late 19th century — a collision of African rhythm, Italian melody, and Spanish melancholy. It became the most internationally recognized art form Argentina ever produced. UNESCO-listed. Still danced in milongas (tango halls) across the city every night.

Football is the other religion. Argentina produced Diego Maradona — a god, a flawed genius, a national myth — and Lionel Messi, the greatest player of his generation. The 2022 World Cup win in Qatar was a national catharsis — millions in the streets, grown men weeping, a collective exhale 36 years in the making.

Psychoanalysis is almost a cultural institution — Buenos Aires has more psychoanalysts per capita than any city on Earth. Therapy is normal, expected, and discussed openly at dinner. The asado (barbecue) is the social ritual — beef, fire, red wine, and hours of conversation. Mate — a bitter herbal drink — is consumed constantly, everywhere, from a shared gourd. Literature runs deep — Jorge Luis Borges, Julio Cortázar, and Ernesto Sabato gave the world some of its most extraordinary fiction.

Why It Matters Globally

1. The Peronism enigma. Peronism is one of the most studied and least understood political movements in history — simultaneously left and right, nationalist and populist, endlessly adaptable. 4. The Disappeared and human rights legacy. Argentina’s prosecution of its own junta leaders in 1985 — the Trial of the Juntas — was a global landmark. It established that military leaders could be held accountable by civilian courts. It influenced international criminal law, the ICC, and transitional justice frameworks worldwide.

5. The Malvinas/Falklands wound. Argentina’s claim to the Falkland Islands is a live political issue — not just nationalistic posturing. It shapes Argentina-UK relations, regional geopolitics, and comes up at every international forum. Britain and Argentina have never fully normalized.

Economy

A nation that should be wealthy and keeps choosing not to be — or more precisely, keeps being prevented by its own political cycles. Argentina has extraordinary natural wealth — fertile agricultural land, lithium reserves (part of the world’s largest lithium triangle), oil and gas in Patagonia’s Vaca Muerta shale formation, and a highly educated population. GDP per capita around $13,000 — but inflation has run at 200%+ annually, the peso has lost 99% of its value over decades, and the country has defaulted on sovereign debt nine times — more than any other nation on Earth.

The economic model has yo-yoed between Peronist state intervention and orthodox market reform, never sustaining either long enough to build institutional credibility. Milei’s reforms — brutal spending cuts, devaluation, deregulation — have brought inflation down from a monthly peak and achieved a fiscal surplus, but at severe social cost. Poverty spiked above 50% in 2024. The IMF relationship is permanent — Argentina is the Fund’s single largest debtor. Vaca Muerta’s shale reserves could be transformative if political stability ever arrives.

Best Ally

Brazil — the unavoidable neighbor and essential partner. Together they anchor Mercosur — the South American trade bloc. The relationship is competitive, complex, and codependent — like two siblings who need each other and can’t quite admit it. Historically Italy holds a special place — millions of Argentines have Italian ancestry and dual citizenship, and the cultural connection is deep and genuine. The United States is the dominant external power — Milei has dramatically tilted toward Washington, calling Biden’s administration communist and embracing Trump warmly. Under Milei, the US-Argentina relationship is the warmest it has been in decades.

Arch Nemesis

The United Kingdom — for the Malvinas/Falklands. The 1982 war killed 649 Argentine and 255 British soldiers, and the underlying territorial dispute has never been resolved. Every Argentine president reaffirms the claim. Britain refuses to negotiate sovereignty. It’s the one foreign policy issue that unites all Argentine political factions — Peronists, libertarians, and everyone in between. Domestically, the deeper nemesis is the IMF — representing, in popular imagination, foreign financial control, austerity, and national humiliation. Anti-IMF sentiment is a permanent feature of Argentine political culture across the entire spectrum.

One Remarkable Fact

Argentina tried to disappear an entire generation — and the mothers found them anyway. The Mothers of the Plaza de Mayo began marching in 1977 during the height of the dictatorship — silently circling the Plaza de Mayo in Buenos Aires every Thursday, wearing white headscarves, holding photographs of their missing children. The junta called them Las Locas — the crazy women. They kept marching. They helped bring down the dictatorship. They forced the trials. They found the grandchildren who had been stolen and given to military families — the Abuelas de Plaza de Mayo have identified over 130 stolen children using DNA testing, some now in their 40s and 50s, discovering their true identities decades later. Against a state with absolute power and no accountability, a group of mothers with photographs won.

That second chain starts earlier than most tellings allow, and on the other side first. When Arab traders and later conquerors arrived in India, the rulers they encountered were Hindu, and Hindu consolidation against Muslim power began immediately — not centuries later. Al-Biruni, writing in the early eleventh century after accompanying Mahmud of Ghazni’s campaigns, recorded that Hindu hostility hardened directly because of those raids: Hindus, in his account, became scattered like dust by the conquest and grew increasingly closed to outsiders, regarding them as impure. A Muslim scholar was documenting Hindu identity calcifying in reaction to Muslim power eight centuries before Sirhindi — while Muslims, holding the throne for most of the next seven hundred years, had no comparable reason to feel threatened at all.

What’s missing from most tellings of this chain is that the other side of it started first, and started earlier than most accounts admit. That is why Sirhindi’s problem, when it finally arrived under Akbar, was theological rather than existential. Akbar’s Din-i-Ilahi — a syncretist court religion blending Islam with Hindu, Zoroastrian, and Christian elements — was a political tool for managing a Muslim-minority empire, not a sincere faith. Sirhindi saw it as a contamination of Islamic orthodoxy at the very center of power. But because the throne would remain Muslim regardless of the outcome of that argument, his resistance stayed intellectual: letters to the court, not mass mobilization. The impact was real anyway — his epistles shaped policy under Jahangir and impressed Aurangzeb decades later. A threat that never reached the level of ordinary people’s lives still produced a lasting intellectual settlement.

Shah Waliullah, a century later, faced something Sirhindi never had to: two threats at once. The external one was political collapse — Mughal authority disintegrating as the Marathas, who explicitly framed their rise as Hindavi Swarajya, Hindu self-rule, and the Sikhs filled the vacuum. This is the moment the eleventh-century head start finally cashed in politically: a Hindu identity that had been consolidating defensively since Mahmud’s raids now had the power to act on it. The internal threat was Muslim disunity — fractured jurisprudence and sect, with no common front to meet the external danger. Waliullah answered both. Internally, he worked to reconcile Islamic legal schools, and translated the Quran into Persian so ordinary believers, not just the ulema, could understand their own faith well enough to distinguish it from Hinduism — his sons later did the same in Urdu, doing for Indian Muslims what Luther’s German Bible did for German Christians. Externally, he invited Ahmad Shah Abdali to check Maratha power militarily. The military fix lasted a season. The jurisprudential and scriptural one didn’t fade — it became permanent infrastructure for everyone who came after him.

That asymmetry matters because of when each side’s “problem” actually started. The Hindu side had been building a defensive, self-conscious identity since the eleventh century, under Muslim political dominance, with nothing to lose by closing ranks. The Muslim side did not need a comparable identity defense until two things happened at once: Mughal political authority collapsed, and Hindu power, in the explicitly self-described form of Maratha “Hindavi Swarajya,” rose to fill the vacuum. That is the moment Shah Waliullah inherited — not a fresh contest, but a seven-century head start on the other side, now finally cashing in politically.

The same asymmetry reappears, more sharply, under the British. By the mid-nineteenth century, Hindus had already moved into English education and colonial administration decades ahead of Muslims — through institutions dating to the 1810s and reform movements like the Brahmo Samaj, founded in 1828. Muslims, by contrast, associated English education with the loss of Mughal primacy and largely stayed apart from it after 1857. William Hunter’s 1871 report to the colonial government measured the resulting gap directly, describing Muslims as having “held aloof” from British institutions while the “more flexible Hindus” had “cheerfully acquiesced.” That gap is precisely what Sir Syed Ahmad Khan (who had a long, white beard, by the way) was responding to when he founded Aligarh in 1875 — not just a numerical minority against Hindus, but a community already a generation behind in the very institutions that now determined power.

Sir Syed’s answer — English education, loyalist cooperation — was pragmatic accommodation, not separatism. But it produced an educated Muslim political class that outgrew his intentions, demanded separate electorates, and eventually concluded, as even Jinnah did, that political union with Hindus was untenable. None of these men were laying track toward Pakistan. Each was closing a gap that had been widening, in one form or another, since the eleventh century — and each closing left behind capacity that compounded rather than dissipated.

Where that compounding never happened, the outcome was different. Hyderabad’s Muslim elite faced the identical demographic problem in 1947 with no comparable centuries of accumulated religious, legal, or political infrastructure behind it specific to that state, and collapsed within a year under Indian annexation in 1948.

Pakistan was not the destination of a plan. It was the residue of an asymmetry that opened in the eleventh century, widened under colonial rule, and was closed, generation by generation, by people who had no idea they were building anything but the next answer to the threat directly in front of them.

This is the first entry in a series on the intellectual origins of Pakistan. We begin where K.K. Aziz begins — not with Jinnah, not with Iqbal, not even with Syed Ahmad Khan. We begin in the British House of Commons, in 1858, with a Quaker radical from Rochdale who had no particular interest in Muslim nationalism but whose speeches planted a seed that would take nearly a century to flower.

The conventional story of Pakistan’s origins is a compressed one. It tends to begin somewhere around 1930, when Iqbal sketched a vague Muslim homeland in his Allahabad address, accelerates through the Lahore Resolution of 1940, and arrives at August 1947 as though the destination were always obvious. This story is politically convenient — it makes Pakistan the product of a specific movement, specific leaders, a specific moment in anticolonial history. It is also, as K.K. Aziz argued across four meticulous volumes, fundamentally incomplete.

Aziz opened his History of the Idea of Pakistan not with a Muslim thinker or a subcontinent politician, but with an Englishman. A Quaker. A free trader. A man who had never set foot in India and whose primary concerns were Corn Laws, franchise reform, and the moral bankruptcy of British foreign policy. His name was John Bright, and in two speeches delivered to the House of Commons in 1858 — in the immediate aftermath of the Indian Mutiny — he proposed something that no one had proposed before from a position of parliamentary authority: that India was not one country and should not be governed as one.

The Context: 1857 and Its Aftermath

To understand what Bright said, you have to understand the moment in which he said it. The Indian Rebellion of 1857 — called the Mutiny by the British, the First War of Independence by Indian nationalists — had shaken the foundations of British rule in the subcontinent. The East India Company, that extraordinary and grotesque hybrid of commerce and sovereignty, had lost the confidence of Parliament and the public. The Government of India Act of 1858 formally transferred power from the Company to the Crown. India would henceforth be ruled directly by the British state, administered by a Viceroy answerable to a Secretary of State in London.

The parliamentary debates over how to structure this new arrangement were extensive. They were also, by and large, debates conducted by men who treated India as a single administrative problem requiring a single administrative solution. Bright approached it differently.

The First Speech: May 20, 1858

Bright’s first intervention on India in 1858 came on May 20, during debate over the Ellenborough Dispatch — a controversial communication from the President of the Board of Control to the Governor-General that had inflamed Parliament. Bright used the occasion to do something broader: to indict the entire structure of British governance in India as extractive, centralized, and constitutionally indefensible.

His argument was not merely administrative. It was moral. Bright had long held, rooted in his Quaker conscience, that concentrated imperial power corrupts as surely as concentrated domestic power. The problem with India, in his view, was not that the Company had been incompetent — though it had been — but that the entire model of governing a vast, diverse subcontinent from a single center was a category error. India was not a nation. It was a civilization containing multitudes, and treating it as a single administrative unit served British interests, not Indian ones.

He blamed the Mutiny squarely on misrule — on annexation policies, on the destruction of local authority, on a civil service that enriched Englishmen while impoverishing the governed. He was nearly alone in Parliament in saying so. The dominant view was that the Mutiny reflected Indian barbarism; Bright insisted it reflected British failure.

The Second Speech: June 24, 1858

The second speech is the one that matters most for our purposes. Delivered on June 24, 1858, during the second reading of the Government of India Bill, Bright put forward a concrete structural alternative to centralized Viceregal rule. It was, in its essentials, a plan for the partition of India into autonomous governing units.

He called for at least five separate Presidencies, each with its own government of equal rank and status. The capitals of those Presidencies, he proposed, would be Calcutta, Madras, Bombay, Agra, and Lahore. Each would have its own Governor and Council. Each would administer its own territory. Note the geography. Lahore. The capital of the Punjab. The city that would become the intellectual and cultural heart of the Pakistan movement. In Bright’s scheme, Lahore was not a provincial backwater subordinate to Calcutta. It was a seat of co-equal sovereign administration.

Bright went further. He proposed that the Governor of each Presidency should have in his Council some officials of his government, some non-official Europeans resident in the Presidency, and two or three at least of the intelligent natives of the Presidency. This was not just decentralization. It was a proto-democratic vision of territorially distinct, locally representative governance — governance that reflected the actual human geography of the subcontinent rather than the administrative convenience of a distant empire. He said something else that deserves to sit with the reader for a moment. On the question of Indian capacity for self-governance, Bright was contemptuous of the prevailing imperial condescension. He argued that one could find in every part of India men equal in intellect and capability to any who sat in the House of Commons — and that to suggest otherwise was, in his word, an insult.

Why Aziz Starts Here

K.K. Aziz was a historian with a particular project: to demonstrate that the idea of Pakistan — the idea that the Muslims of the subcontinent constituted a distinct political community deserving distinct political arrangements — was not an invention of the 1930s or 1940s but had roots that ran far deeper, and came from directions that the standard nationalist narrative did not acknowledge.

Starting with John Bright was a deliberate provocation. Bright was not a Muslim. He was not Indian. He had no stake in the communal politics of the subcontinent. He was not arguing for a Muslim homeland. And yet his structural argument — that India was too vast, too diverse, too internally differentiated to be governed as a single unit, and that the subcontinent’s natural political geography demanded separate, autonomous, co-equal governing centers — was precisely the structural logic that would underpin the Pakistan demand eight decades later.

The idea, in other words, preceded the ideology. Before anyone had theorized Muslim nationhood, before the two-nation theory had been articulated, before the Lahore Resolution had given the demand a name and a date, a British radical had stood in Parliament and said: this cannot be one country. You cannot govern Lahore from Calcutta and call it justice.

Aziz was not suggesting that Bright caused Pakistan. He was making a more subtle and more important point: that the partition of India was not a communal aberration dreamed up by Muslim separatists in the twentieth century. It was a rational response to the actual conditions of the subcontinent — conditions that perceptive observers had identified long before Muslim nationalism gave those conditions a political form.

The Seed

Bright’s speeches were not acted upon. The Government of India Act 1858 created exactly what he argued against: a centralized Viceregal structure with a Secretary of State in London at its apex. India remained, constitutionally, one empire. The five Presidencies remained subordinate to Calcutta.

But the argument had been made. It was on the record. And the question Bright posed — how do you govern a subcontinent of twenty nations, speaking twenty languages, practicing different religions, organized around different social structures, without doing violence to all of them? — was a question that would not go away. It would be asked again by Syed Ahmad Khan, differently. By Iqbal, differently. By Jinnah, differently.

Each of them, in their own idiom, arrived at a version of Bright’s answer: you don’t. You don’t govern it as one. You recognize its internal divisions as political realities, not administrative inconveniences, and you build structures that reflect them.

That is where the idea of Pakistan begins. Not in 1940. Not in 1930. In the British House of Commons, in 1858, with a Quaker from Rochdale who thought Lahore deserved its own government.

Antigua’s outline is irregular and deeply indented — a coastline gnawed by dozens of natural harbors and inlets, the product of ancient volcanic collapse and centuries of erosion. That jagged shape is not a curse here — it’s the entire economic foundation. Each inlet became a natural anchorage; English Harbour and Falmouth Harbour are among the finest natural deep-water harbors in the Caribbean, sheltered enough that the Royal Navy chose Antigua as its principal Caribbean dockyard in the 18th century under a young Horatio Nelson. Politics is personal, small-island style — everyone knows everyone, patronage networks run deep, and political loyalty is intensely local. Republic debate simmers — Browne has repeatedly signaled intent to remove the British monarch as head of state, though no referendum has been held yet.

Culture & Society

Antiguan culture is Afro-Caribbean at its core — shaped by the brutal sugar plantation system, the emancipation of 1834, and the creative resilience that followed. The population is predominantly of African descent, descendants of enslaved people brought to work the sugar estates that made British planters enormously wealthy.

Cricket is religion. Antigua is the birthplace of Sir Vivian Richards — arguably the most dominant batsman in cricket history — and Sir Curtly Ambrose, one of the most feared fast bowlers ever. The Sir Vivian Richards Stadium is a national shrine. West Indies cricket is the one arena where small Caribbean islands punch at the absolute highest global level.

Carnival is the cultural crown — held in late July and early August, it’s one of the Caribbean’s most vibrant, a week of steel pan, calypso, soca music, elaborate costumes, and collective joy that traces directly back to emancipation celebrations. The steel pan and calypso tradition connects Antigua to the wider Caribbean musical universe. Food is classic Caribbean — saltfish, fungi (cornmeal), pepperpot stew, ducana, and fresh seafood everywhere.

Ethnic composition is overwhelmingly Afro-Caribbean — approximately 91% of the population is of Black African descent, the direct legacy of the sugar plantation slave economy that defined the islands for two centuries. A small but historically significant mixed-race (mulatto) population descends from unions — often coerced — between enslaved Africans and British planters. Cultural identity is built on a foundation of survival and reclamation. Unlike islands where indigenous populations partially survived, Antigua’s Arawak and Carib peoples were essentially wiped out by disease and colonial violence — meaning Antiguan identity today is almost entirely a product of the African diaspora experience: forged in slavery, defined by emancipation, and expressed through resistance and joy simultaneously. This is why Carnival isn’t just festive — it is explicitly a commemoration of emancipation from slavery in 1834, the single most important date in the national calendar. Why It’s Geopolitically Interesting

1. The Allen Stanford scandal. Sir Allen Stanford — a Texas billionaire — essentially purchased influence over Antigua in the 2000s. He built a bank, a cricket stadium, sponsored international tournaments, received a knighthood, and was treated as a national benefactor. In 2009 he was arrested by the FBI for running a $7 billion Ponzi scheme — one of the largest financial frauds in history. Antigua had effectively let a fraudster buy the country. The reputational and financial damage was severe.

2. Citizenship by investment. Antigua runs one of the Caribbean’s most active citizenship by investment programs — sell a passport for $100,000–$200,000. It attracts wealthy Russians, Chinese nationals, and others seeking visa-free travel or tax advantages. Convenient for some, controversial internationally — raising questions about who exactly holds an Antiguan passport and why.

3. Climate vulnerability as geopolitics. Antigua and Barbuda is on the absolute front line of climate change. Hurricane Irma in 2017 destroyed 95% of Barbuda’s structures — the entire island had to be evacuated. It was the first time Barbuda had been completely evacuated in recorded history. For small island states, climate change isn’t a future threat. It already happened.

4. Reparations voice. Antigua has been one of the most vocal Caribbean nations demanding reparations from Britain for slavery. But the United States is the practical day-to-day ally — geographically close, the source of most tourists, and the dominant economic and security power in the Caribbean. CARICOM — the Caribbean Community — is the regional family, with Barbados and Jamaica being the closest peer relationships. The truth is Antigua is too small to have a truly powerful patron; it navigates between Britain, America, and regional institutions simultaneously.

Arch Nemesis

No military enemies — Antigua has no army to speak of. But the colonial legacy of British planter families is the deep historical antagonist — families that extracted enormous wealth from enslaved labor, received compensation at emancipation, and whose descendants today hold assets built on that theft. The reparations debate is essentially a confrontation with that history. More immediately, the Allen Stanford saga represents a different kind of nemesis — the vulnerability of tiny states to wealthy outsiders who arrive with money and extract trust, resources, and reputation before disappearing. PAKISTAN BRIEF | June 10–17, 2026

1. Pakistan at the Table

   On June 14, Prime Minister Shehbaz Sharif announced the US-Iran peace deal on X, declaring that "following intensive talks, we are pleased to announce that the Peace Deal between the United States of America and Islamic Republic of Iran has been REACHED," and confirmed the official signing ceremony would take place on June 19 in Switzerland. The announcement was Pakistan's — not Washington's or Tehran's. Sharif credited Field Marshal Asim Munir for his active role in facilitating the peace, and thanked political leaders across the spectrum, including former premier Nawaz Sharif, President Asif Ali Zardari, and PPP Chairman Bilawal Bhutto-Zardari, for supporting the effort. Pakistan's mediation role had been building since the Islamabad Talks in April 2026, where it hosted US and Iranian delegations at a critical juncture in the conflict. The diplomatic dividend is real: Pakistan has spent years in international isolation, caught between great powers rather than courted by them. Brokering the end of a three-month war between the United States and Iran — a war that disrupted a fifth of global oil supply — is a different kind of chapter. Whether Islamabad converts this moment into sustained leverage, or whether it remains a one-time transactional success, is the question that comes next.

2. A Budget Written in IMF Margins

   

   Finance Minister Muhammad Aurangzeb presented the FY2026-27 federal budget in the National Assembly on June 12 — a session that began two hours late, marred by loud opposition protests — outlining a total outlay of Rs18.8 trillion, with Rs8,045 billion set aside for markup payments alone. The FBR has been assigned a record tax collection target of Rs15.264 trillion, 17.6% higher than the Rs12,983 billion collected in the outgoing year. GDP growth has been targeted at 4%, average inflation at 8.2%, and the fiscal deficit is to be contained at 3.6% of GDP, with a primary surplus of 2% targeted. The gesture to the salaried class — abolishing the 9% surcharge on salaried workers and expanding income tax slabs — is real but narrow. The income tax threshold of Rs50,000 per month remained unchanged. The deeper structure of this budget is unchanged from its predecessors: revenues are squeezed from those already in the tax net, development spending is subordinated to debt servicing, and the FBR target is, by the government's own admission, ambitious to the point of being aspirational. Foreign exchange reserves have climbed from around $4 billion three years ago to over $17 billion — stabilisation has happened. Transformation has not.

3. A 9-Year-Old, a Police Unit, and the Question Pakistan Won’t Ask Itself

   On the night of June 10, nine-year-old Hania Ahmed was killed in Chakwal when Punjab's Crime Control Department opened fire on her family's vehicle, mistaking it for that of fleeing robbers. Her father, Adeel Ahmed, 39, and brother Aafan, 10, were critically injured; her mother, Dr. Sidra Khan, was unhurt. The family — Perth-based Australian nationals — had just returned from Hajj and were travelling to a relative's house for dinner when armed suspects on a motorcycle robbed them of cash and jewellery. CCD personnel, arriving at the scene and assuming the family's speeding car belonged to the fleeing suspects, opened indiscriminate fire. The FIR was initially filed under Section 322 (manslaughter by mistake), but has since been amended to include Section 302 — premeditated murder — with one CCD officer arrested. Australian Prime Minister Anthony Albanese called for a transparent inquiry, and Australian media including ABC, The Guardian, and SBS covered the killing extensively, noting the family was on holiday when they were caught in the crossfire. The international attention is exactly why the case moved as fast as it did. The HRCP's fact-finding report had already documented around 924 suspects killed in at least 670 CCD-led encounters across Punjab over an eight-month period in 2025 — those deaths drew little scrutiny. Hania's death drew an Australian PM. The question that nobody in Lahore's political establishment wants to answer is not whether a CCD officer made a mistake. It is whether a force operating with this level of impunity — over a thousand killed in staged encounters in under a year — can be reformed by arresting one constable while the structural rot continues unchallenged.

World Bank Is Not a Charity. It Is a Shareholders’ Club.

The World Bank is owned by its 189 member countries. But ownership is not equal. Every country buys shares when it joins, and those shares determine voting power. The United States holds roughly 16% of total votes. Major decisions require an 85% supermajority. Simple arithmetic means the US alone can block any constitutional change. No other country has that power individually.

The Bank runs through two bodies. The Board of Governors — one per country, usually the Finance Minister — meets once a year and handles big constitutional decisions like admitting new members or increasing capital. Real power sits with the Board of Executive Directors, 25 directors who meet permanently in Washington and approve every loan, every country program, every operational policy. Large economies like the US, Japan, Germany, France, UK, China, and Saudi Arabia each appoint their own director. Smaller countries are grouped into shared seats called constituencies.

Pakistan sits in constituency EDS06, sharing a seat with Afghanistan, Algeria, Ghana, Iran, Libya, Morocco, and Tunisia. The current Executive Director is Algerian. Pakistan’s own representative serves as Alternate. This constituency — already dominated by MENA countries — is the board-level home Pakistan has occupied for years. The analytical reclassification into MENAAP simply made the data match the boardroom reality.

Voting shares are reviewed every five years under the Lima Shareholding Principles. The last review concluded in 2021 with virtually no rebalancing. A new review began in 2025. Pakistan holds 0.51% of IBRD votes — enough to be a member, not enough to influence anything.

What Actually Changed and Why

In early 2026, the World Bank updated a single entry in its DataBank metadata glossary. Pakistan was no longer listed under South Asia. It now appears under MENAAP — Middle East, North Africa, Afghanistan, and Pakistan — effective fiscal year 2026. No vote. No announcement. No formal criteria published. Management did it administratively, within its own discretionary zone, below the threshold requiring board approval.

The stated justification was economic alignment. The World Bank pointed to shared structural features between Pakistan and MENA economies: heavy reliance on remittances, energy dependence, demographic pressure, weak private sector, and conflict exposure. These are real. Pakistan received $38 billion in remittances in FY2025, more than half from Gulf states. In January 2026 alone, Saudi Arabia sent $739.6 million and the UAE $694.2 million. The Gulf is not a supplementary income source for Pakistan. It is the foundation of its entire external account.

This shift did not happen in isolation. The IMF had already moved Pakistan into a similar grouping — MENAP — back in April 2013. That passed without consequence. But the IMF and World Bank do different things. The IMF watches macroeconomic stability. The World Bank designs decade-long lending programs, benchmarks development performance, and shapes how international capital perceives a country’s trajectory. The same administrative act carries far greater weight here.

The Money Argument: Pakistan Won the Budget Fight

In FY2025, the World Bank committed $13.2 billion to South Asia and $8.5 billion to MENA. On raw numbers, Pakistan moved into a smaller regional budget. That looks like a loss.

It is not — for one structural reason. India commands roughly half of South Asia’s lending envelope. Bangladesh absorbs another large portion. Pakistan was realistically extracting around $1.5 billion per year from that pool while competing against the region’s two dominant borrowers. In MENAAP, the Gulf states do not borrow at all. They are contributors. Egypt and Iran operate on separate pipelines. Pakistan arrives as the group’s primary concessional borrower with effectively no competition for IDA resources within the new regional frame.

The Country Partnership Framework signed for 2026–2035 reflects this. The World Bank committed $40 billion to Pakistan over ten years — $20 billion in sovereign public lending through IDA and IBRD, and $20 billion in private sector mobilization through IFC. This is the first time the Bank has designed a ten-year framework for Pakistan rather than its standard five-year cycle. At $4 billion per year, Pakistan is now receiving more annually from the World Bank than it ever secured while sitting inside South Asia’s budget.

The Reputation Argument: Pakistan Lost the Benchmark

Here is where the cost becomes real and lasting.

South Asia is currently the world’s fastest growing emerging market region, projected to grow at 6.3% in 2026. By leaving South Asia, Pakistan has been administratively removed from that growth story. It will no longer be benchmarked against India or Bangladesh — countries driving one of the most compelling development narratives of this decade.

Instead Pakistan is now compared to Egypt, Jordan, and Lebanon. These are countries surviving on IMF programs, Gulf deposits, and perpetual debt restructuring. That comparison is not neutral. Sovereign credit rating agencies read regional aggregates. Bond markets price risk based partly on neighbourhood. Every future Eurobond Pakistan issues will be priced against MENAAP regional performance — a region exposed to active conflict, oil price volatility, and chronic instability. The additional basis points on borrowing costs that flow from this perception shift are real money, compounding over years.

Furthermore, every World Bank policy recommendation Pakistan receives going forward will be drawn from MENA experience — energy subsidy reform, labor export management, remittance formalization. These may be partially relevant. But Pakistan’s deepest structural problems — a collapsed tax base sitting at 9% of GDP, deindustrialization, agricultural fragility, and a civil-military imbalance that distorts every economic decision — are not problems Egypt solved. The analytical frame has changed, but the problems have not.

The Verdict

Pakistan did not request this reclassification publicly. It did not oppose it either. The government’s silence was telling — neither celebration nor protest. What Pakistan received was more money, locked in longer, with less competition. What it gave up was the right to be measured against Asia’s rising economies rather than the Middle East’s struggling ones.

Better funded. Worse perceived. That is the trade Pakistan made — whether it fully understood the terms or not.

The Flag

Two horizontal stripes — red on top, black on bottom — with a golden emblem dead center. Red represents the blood shed during the independence struggle and colonial resistance. Black represents the African continent. The central emblem is a half cogwheel (industry and workers), a machete (peasantry and the struggle), and a star (socialism and progress) — unmistakably Marxist iconography frozen in 1975. Angola never changed its flag after abandoning socialism. The revolutionary symbols outlasted the revolution. One of the few African flags that still openly wears its Cold War origins.

The Land

Vast, varied, and largely unexplored by the outside world. Atlantic coastline to the west, Congo rainforest to the north, Kalahari desert edges to the south, and the dramatic Bié Plateau in the center. The Okavango River originates here before flowing into Botswana’s famous delta. It also has Cabinda — a small oil-rich exclave physically separated from the rest of Angola by the Democratic Republic of Congo. A geographic anomaly that produces a huge chunk of national revenue.

The Shape of Angola

Angola’s map shape is a broad, irregular rectangle — wide across the Atlantic coast and pushing deep into the African interior like a clenched fist pointed eastward. That shape is not natural — it is entirely colonial, drawn by Portuguese and Belgian negotiators at the Berlin Conference of 1884–85 carving Africa into European possessions with no regard for ethnic, geographic, or cultural logic. The most telling anomaly is Cabinda — the small rectangular oil-rich exclave sitting detached above the main body, separated by a strip of the Democratic Republic of Congo. Cabinda exists where it does because Belgian Congo needed Atlantic access and Portugal needed to retain its trading post. The result is a country with an amputated piece of itself — producing nearly half its oil revenue from a territory it cannot reach by land without crossing another nation. Angola’s shape is a map of colonial convenience that became an independent nation’s permanent structural problem.

Government

A presidential republic dominated since independence by the MPLA party — in power for 49 unbroken years. João Lourenço has been president since 2017, succeeding the 38-year rule of José Eduardo dos Santos. Lourenço launched genuine anti-corruption drives, even targeting dos Santos’s own children. Elections exist but the MPLA has never lost one. The system is liberalizing slowly, from the top down, on its own terms.

🎭 Culture & Society

Angola is extraordinarily diverse — over 90 ethnic groups, with the Ovimbundu, Mbundu, and Bakongo being the largest. Each has distinct languages, traditions, and historical identities that predate the Portuguese by centuries. Portuguese is the official language but most Angolans grow up speaking Bantu languages at home.

The cultural heartbeat is music. Angola gave the world Semba — the direct ancestor of Brazilian Samba, carried across the Atlantic by enslaved Angolans. It also gave the world Kizomba — a slow, intimate dance music that has swept Europe and Latin America in recent decades. Music here isn’t entertainment — it’s identity, resistance, and memory compressed into rhythm.

Society is young, urban, and rapidly changing. Luanda is one of Africa’s most expensive and chaotic megacities — gleaming towers next to vast musseques (slums). Family structures are communal and extended. The Catholic Church, brought by Portuguese colonizers, is deeply embedded — but traditional spiritual practices layer underneath it. Food reflects the coast and the interior — muamba de galinha (chicken stew), calulu, fresh seafood, and cassava in every form imaginable.

Historical Evolution

• Ancient: Home to the Kingdom of Kongo — one of Africa’s most sophisticated pre-colonial states, spanning modern Angola, DRC, and Congo-Brazzaville.

• 1483: Portuguese arrive. Trade rapidly becomes exploitation.

• 1500s–1800s: Angola becomes the single largest source of enslaved people in the Atlantic slave trade. An estimated 5 million Angolans shipped to Brazil alone.

• 1961–1975: Armed independence struggle against Portugal. Three movements — MPLA, FNLA, and UNITA — fight the Portuguese and each other simultaneously.

• 1975: Portugal abruptly abandons Angola with no transition plan. Independence declared. Civil war begins immediately.

• 1975–2002: 27 years of civil war — one of the Cold War’s most brutal proxy conflicts. USSR and Cuba backed the MPLA. USA and apartheid South Africa backed UNITA’s Jonas Savimbi. Hundreds of thousands dead. Millions displaced.

• 2002: Savimbi killed in battle. War ends almost overnight. A country exhales.

• 2002–now: Oil-funded reconstruction. Luanda briefly becomes one of the world’s most expensive cities. Inequality explodes alongside growth.

Why It Matters Globally

1. The Cold War laboratory. Angola was where the US-Soviet proxy war was most nakedly fought on African soil — Cuban troops, Soviet weapons, CIA funding, and South African tanks all clashing openly. It shaped the entire southern African political landscape.

2. Oil and the resource curse. Angola is sub-Saharan Africa’s second largest oil producer. Oil accounts for 95% of exports. Luanda’s skyline filled with glass towers while rural Angola had no roads or hospitals. Textbook resource curse operating at full intensity.

3. China’s African blueprint. Angola became the early model for China’s infrastructure-for-oil deals across Africa. Chinese loans built roads, railways, and stadiums. Angola got infrastructure without Western governance conditions.

4. Landmine legacy. Decades of war left Angola one of the most landmine-contaminated countries on Earth. Princess Diana walked those minefields in 1997, making Angola briefly the world’s focus. Clearance continues today.

Economy

Oil-dominated and dangerously lopsided. Hydrocarbons account for 95% of export revenue — making Angola one of the most oil-dependent economies on Earth. The state oil company Sonangol is the spine of the entire economy and historically the primary vehicle for elite corruption. GDP per capita sits around $3,500 — respectable on paper but grotesquely unequal in reality. Luanda regularly ranks among the world’s most expensive cities for expats while the majority of Angolans live on under $2 a day. Agriculture employs 70% of the population but generates almost nothing for export — a colonial legacy of developing only extraction. Diamond exports are the second revenue stream — Angola is one of the world’s top diamond producers. China is the largest trading partner and creditor. The Lourenço government has pushed genuine diversification rhetoric but oil still dominates. The informal economy — street trading, subsistence farming, artisanal mining — sustains tens of millions completely outside official GDP.

Best Ally

China. The relationship is the defining economic partnership of post-war Angola. China lent billions for reconstruction, built the infrastructure, and bought the oil. At the peak of the relationship, over 250,000 Chinese nationals lived in Angola — the largest Chinese community in Africa. It was Angola’s choice too — Chinese money came without lectures about democracy or corruption, which Western donors attached to every dollar. The relationship has cooled somewhat as Angola struggles with Chinese debt repayment and seeks to diversify partners, but China remains the dominant external force in the Angolan economy.

Arch Nemesis

UNITA and Jonas Savimbi — historically the defining enemy, though UNITA is now a legitimate opposition party. For 27 years Savimbi and his UNITA movement, backed by the US and apartheid South Africa, fought the MPLA government in a war that killed hundreds of thousands and destroyed the country. The hatred between MPLA and UNITA isn’t just political — it’s ethnic, regional, and deeply personal. Families were split. Atrocities were committed by both sides. The wound hasn’t fully healed even two decades after Savimbi’s death. Externally, apartheid South Africa was the most direct state enemy — invading Angolan territory multiple times in support of UNITA and in pursuit of Namibian independence fighters.

Major Issues Today

• Oil dependency with zero cushion against price crashes

One Remarkable Fact

Angola gave Brazil its soul. The Samba — Brazil’s most iconic cultural export, the heartbeat of Carnival — descends directly from Semba, the music and dance of the Mbundu people of Angola. Enslaved Angolans carried it across the Atlantic in the hulls of Portuguese ships. It survived, transformed, and became one of the most recognized musical traditions on Earth. Brazil knows this. Angola is only recently reclaiming it. Somewhere in every Carnival in Rio, there is an Angolan memory that was never fully erased.

Ryszard Kapuściński — the Polish journalist who covered the Angolan civil war firsthand in 1975 and wrote the defining account of it:

The week of June 2–9 produced a single clarifying fact: the world now has more active conflicts than at any point since World War II, with 244,600 people killed in fighting in 2025 alone — the highest death toll since the Rwandan genocide. That number has a geography. It is concentrated in Ukraine, where Russia launched 656 drones and 73 missiles in a single night. In Gaza, where a ceasefire exists on paper while Israel has killed over 900 people under its cover. In the Gulf, where the US and Iran traded strikes across a ceasefire neither side fully believes in. And in Belfast, where a knife attack by one man became a license for mobs to burn the homes of Ugandan carers, Ukrainian families, and Roma children. The architecture of international order is not collapsing dramatically — it is being quietly hollowed out, agreement by violated agreement.

1. The Middle East's Paper Ceasefires:

   The week's defining theme was the fiction of de-escalation across the Middle East. Iran and the US have formally had a ceasefire in place since April 8, and Israel and Hamas have had one in Gaza since October 2025 — yet strikes continue across all fronts. The US struck coastal surveillance radar sites in Iran after shooting down four Iranian attack drones launched toward the Strait of Hormuz, while Iran's IRGC said it launched overnight attacks on a US air base in response, calling the American strikes a "clear violation" of the ceasefire. Things escalated further mid-week: Kuwait briefly shut its main airport after Iranian drones heavily damaged a terminal building, killing one person and wounding dozens. By June 7–8, Israel and Iran traded their worst strikes in months, after which Netanyahu said Israel had halted attacks on Iran — stopping short of acknowledging a ceasefire — while Iran suspended operations against Israel but warned it would resume them if Israeli strikes in southern Lebanon continued.

Russia’s Mass Strike on Ukraine:

At least 22 people were killed and dozens wounded in Russian missile and drone attacks across Ukraine on June 2, days after President Zelenskyy warned Moscow was preparing for a major offensive. Russia launched 656 drones and 73 missiles overnight, targeting Kyiv, Dnipro, Poltava, Kharkiv, and Zaporizhzhia. On the ground, Russian forces advanced near or in eight settlements during the June 2–9 period, while Ukrainian forces made no reported advances, though ISW data showed Russia lost a net 10 square miles of Ukrainian territory over the same week.

3. Wars at a Post-WWII High

   A landmark data release framed the week's violence in stark historical terms. Researchers at Uppsala University's Conflict Data Program recorded 65 active conflicts in 2025 — the highest number since World War II — with approximately 244,600 people killed, the highest fatality count since the Rwandan genocide in 1994. The Russia-Ukraine war was the deadliest interstate conflict, accounting for 62% of all battle-related deaths. The Israel-Hamas war was second, with 14,400 fatalities, while Sudan's civil war came third with 12,200 deaths.

4. Belfast Erupts in Anti-Immigrant Riots

   On June 9, riots broke out across Belfast following a stabbing attack allegedly committed by a Sudanese man the previous evening, with further protests spreading to other parts of Northern Ireland and to Glasgow, Edinburgh, and Southampton. 27 people were made homeless after rioters went door-to-door searching for immigrants, attacking homes belonging to Ugandan carers, a Ukrainian family, and a Romani family. The fire brigade attended 62 incidents across Belfast. The victim of the original stabbing, Stephen Ogilvie, remained in a coma after losing one eye. A 30-year-old Sudanese man was charged with attempted murder. The riots drew international attention partly due to claims that Elon Musk amplified inflammatory content about the attacks.

   

5. Gaza: Ceasefire Hollowed Out

   Since the October 2025 ceasefire announcement, Israel has killed at least 922 people in near-daily strikes on Gaza while expanding its territorial control by approximately 11%, choking off access to about two-thirds of the enclave for its inhabitants by April 2026. Hamas retains its weapons in the Strip, key questions around disarmament and an international stabilisation force remain unresolved, and UNRWA's access remains severely restricted.

Pakistan Briefing | June 2 to 9, 2026

Pakistan’s week was its own concentrated version of the same disorder. Security forces shot protesters in Azad Kashmir demanding basic political representation, then signed a deal with them two days later — the cycle of crackdown and concession that has defined Islamabad’s relationship with its peripheries for decades. Across the Afghan border, Pakistani jets struck Khost, Kunar, and Paktika, killing what Kabul says were 13 civilians including 11 children, in a war that multiple rounds of mediation have failed to stop. In Gilgit-Baltistan, the PPP emerged as the largest party in elections that PTI — which won a supermajority in 2020 — could barely contest under its own name. And through it all, two cases of violence against women cut through the noise in ways that budgets and border skirmishes rarely do: a doctor burned with acid at her desk in a government hospital, and a 17-year-old college student who left home to collect clothes from a tailor and never came back.

1. AJK Bloodshed: Civil Rights vs. the State

   The week's most alarming domestic story unfolded in Azad Jammu & Kashmir. At least seven civilians were killed during clashes between police and supporters of the newly proscribed Joint Awami Action Committee (JAAC) in Rawalakot on June 7, while four law enforcement personnel were also martyred and 23 policemen injured. The immediate trigger was the government's decision to ban JAAC under anti-terrorism legislation days before a planned major rally. The JAAC is a grassroots umbrella organisation of traders, lawyers, transporters, students and civil society groups whose core demand is the abolition of 12 seats in the AJK Legislative Assembly reserved for Kashmiri refugees living in mainland Pakistan — seats JAAC alleges are used by Islamabad to install a captive bloc in Muzaffarabad regardless of how AJK's own voters vote. The AJK Supreme Court ruled that these seats enjoy constitutional protection and cannot be abolished without a constitutional amendment — a ruling that directly preceded the violence. Two days after the bloodshed, the government and JAAC reached an agreement covering 12 core and 13 additional points, including forming a high-level committee to examine the refugee seat issue.

2. Pakistan–Afghanistan: The War That Won't Stop

   Pakistan launched fresh air raids across the Afghan border, with Information Minister Attaullah Tarar claiming 26 TTP fighters were killed and four targets destroyed, including a training centre, an ammunition cache, and positions linked to two TTP commanders. The strikes were carried out in response to a succession of attacks inside Pakistan: a vehicle-borne suicide attack on a military post in North Waziristan on June 2, a strike on a paramilitary Federal Constabulary post in Musa Dara on June 9, and a suicide bombing at a police station in Bannu in May. Afghanistan's government told a different story: spokesman Zabihullah Mujahid said 11 children, one woman, and one elderly man were killed in strikes on Khost, Kunar, and Paktika provinces. The two sides have been in armed conflict since late February, when Afghan Taliban forces launched a cross-border attack on Pakistan in retaliation for Pakistani airstrikes. Several rounds of internationally mediated peace talks have failed to produce a lasting truce.

   

3. Gilgit-Baltistan Elections: PPP Surges

   Unofficial and preliminary results from the June 7 Gilgit-Baltistan Legislative Assembly elections showed PPP leading with 10 seats, PML-N in second with six, and independent candidates — including two PTI-backed ones — winning seven constituencies. MWM secured one seat. PTI, which had won a supermajority in 2020, was largely shut out of the formal results, with its supporters contesting mostly as independents. More than 17,500 security personnel were deployed across the region, and the Chief Election Commissioner said the law and order situation remained satisfactory throughout polling.

4. Budget 2026–27: IMF-Shaped, Citizen-Tested

   Finance Minister Muhammad Aurangzeb was set to present a federal budget of approximately Rs17.5 trillion, with a tax revenue target of Rs15.267 trillion, Rs7.824 trillion earmarked for debt servicing, and a proposed defence allocation of Rs3 trillion. The budget's finalisation required close coordination with the IMF, with the government focusing on enhancing tax collection through stronger enforcement and expanding the tax base. PM Shehbaz directed preparations for income tax relief for the salaried class, with proposals under consideration including reduced rates for individuals earning Rs100,000, Rs200,000, and Rs300,000 monthly, and a reworking of tax slabs from six to eight. The budget follows an Economic Survey released June 9 showing Pakistan's economy in dollar terms reached $452 billion in FY26, up from $408 billion the previous fiscal year.

5. Two Women, Two Crimes, One Reckoning

   

Two cases of violence against women consumed Pakistani social media and newsrooms in the same week, together exposing the persistent danger facing women in workplaces, on streets, and inside institutions meant to protect them.

On June 5, a lift operator at Quetta's Civil Hospital, Humayun Shah, entered the room of Dr. Mahnoor Nasir in the orthopaedic ward and threw acid on her before fleeing. CCTV footage showed him knocking on her door before carrying out the assault. Dr. Mahnoor, 29, sustained acid burns to her face, abdomen, thighs, and right hand and was airlifted to the Aga Khan University Hospital in Karachi, where specialists confirmed her eyesight and vital organs were unaffected. Police killed Shah in an exchange of fire at a bus station as he attempted to flee the city. The Young Doctors Association announced a boycott of all non-emergency services at government hospitals in protest. The Pakistan Medical Association demanded a judicial inquiry, noting that most CCTV cameras at Civil Hospital Quetta were non-functional — the attack footage was recovered only from cameras installed by the orthopaedic ward using personal resources.

Days later came news from Jhang. On June 4, 17-year-old first-year college student Ishal Fatima left home to collect clothes from a tailor near a friend's house. She was picked up by the younger brother of a friend on an electric scooter and never returned. She was found in critical condition at a private hospital on June 7, having allegedly been abducted and raped. She died at DHQ Hospital Jhang. Police subsequently declared her death a murder, adding Section 302 to the FIR, and arrested four suspects identified through CCTV footage. The case triggered nationwide outrage, drawing comparisons to the 2018 Zainab murder and renewing demands for enforcement of rape laws that, on paper, allow for the death penalty but in practice carry a conviction rate of under one percent.

The Numbers Tell the Story

According to FocusEconomics, Pakistan’s GDP by expenditure in 2023 stood as follows: private consumption at 83.4%, government consumption at 10.2%, fixed investment at 13.7%, and net exports at −7.3%. Add those up and you see the architecture of a consumption-driven economy running a structural trade deficit. Pakistan does not primarily produce its way to growth — it spends its way through it.

An 83% consumption share is extraordinary. For comparison, India’s household consumption sits around 58% of GDP, Vietnam’s near 65%, and Bangladesh’s roughly 70%. Pakistan’s figure is not just high — it is anomalous, reflecting an economy where domestic demand dominates while productive capacity stagnates.

What Fuels the Consumption?

The logical next question is: what finances this consumption? The answer lies not in exports, but in remittances. According to the World Bank and IOM data, remittances accounted for 7.85% of GDP in 2023, and rose to approximately 9.36% of GDP in 2024 — injecting roughly $35–40 billion annually into household purchasing power. The State Bank of Pakistan has revised its FY2026 remittance forecast upward to $42 billion.

This is the engine behind the consumption number. Overseas Pakistanis send money home; families spend it — on food, fuel, imported goods, and services. The current account is not held up by export competitiveness but by diaspora transfers. As Business Recorder noted, in the three fiscal years from 2023 to 2025, Pakistan received $95.8 billion in remittances compared to $91 billion in merchandise exports — remittances have outpaced exports as the country’s primary foreign exchange earner.

Consumption Built on Imports

That consumption, in turn, is heavily import-dependent. Pakistan’s total imports stood at $53.2 billion in 2024 against exports of just $31 billion — a structural trade gap of over $22 billion. The import composition is telling: mineral fuels alone accounted for 33.5% of total merchandise imports, with manufactured goods at 41.7% and food at 16.1%. Pakistan imports the oil that powers its transport, the machinery it doesn’t manufacture, and increasingly the food it no longer grows efficiently enough. The country’s consumption is not self-sustaining — it is outsourced.

The Investment Deficit

The investment figure — 13.7% of GDP — exposes the other side of the problem. Pakistan’s fixed investment rate of roughly 11.9% of GDP in 2022–23 is less than half the South Asian regional average of 27.8%, and well below Bangladesh (32%), Vietnam (31.7%), and Indonesia (29.1%). Low investment means low productive capacity, which means Pakistan cannot generate sufficient exports to finance its import habit — pushing it further into remittance dependency.

Exports That Never Scaled — and FDI That Followed Suit

Pakistan’s export performance is the structural wound that ties everything together. Total merchandise exports stood at just $31 billion in 2024 — a figure Bangladesh, with a smaller population and a fraction of Pakistan’s natural resources, nearly matches through garments alone. Vietnam, with a similar population size, exports over $350 billion annually. Pakistan’s exports as a share of GDP sit at roughly 8–9%, one of the lowest ratios in Asia.

But the more revealing problem is the character of what little foreign investment does arrive. Pakistan’s FDI is not export-oriented — it is consumption-chasing. Inward FDI has historically flowed toward retail, telecoms, consumer finance, and fast-moving consumer goods: sectors that service domestic demand rather than build export capacity. Pakistan’s FDI inflows amount to barely 0.4% of GDP — compared to Vietnam’s 4.4%, Indonesia’s 1.7%, and Bangladesh’s 0.8%. Vietnam attracted manufacturing FDI that turned it into a global electronics exporter. Pakistan attracted consumer-facing FDI that deepened its import dependence.

This is the compounding trap. A consumption-driven economy signals to foreign investors that the opportunity lies in selling to Pakistanis, not in building things through Pakistan. So FDI reinforces the consumption bias rather than correcting it. Export-oriented industrialisation — the model that lifted South Korea, Vietnam, Bangladesh, and China — never took root, because the incentive structure never demanded it. Remittances kept the current account afloat, imports kept consumers supplied, and no crisis severe enough arrived to force a structural pivot.

The result is an economy that consumes what others produce, finances that consumption through diaspora goodwill, and attracts investment calibrated to serve that cycle — rather than break it.

The Per Capita Verdict

All of this collapses into one number: GDP per capita. Pakistan’s nominal GDP per capita stood at approximately $1,581 in 2024 — against a global average of $10,589. It ranks around 160th in the world on this measure. A consumption-driven economy, financed by remittances, running a persistent trade deficit, chronically under-investing, attracting FDI that feeds the consumer cycle rather than building export muscle — does not generate national wealth. It circulates borrowed time. The GDP components don’t just describe the economy. They diagnose it.

Bourdieu's central insight is deceptively simple. Every social arena — what he calls a field — operates through its own currency of power, its own capital. Those who possess that capital belong. Those who don't, remain invisible regardless of their actual worth. Sir Syed Ahmad Khan grasped this structural reality with remarkable clarity in the nineteenth century. The colonial political field ran on a very specific currency — English language, legal reasoning, constitutional argument, institutional participation. Muslim religious authority, cultural heritage, moral standing — none of it was recognised tender within that field. Sir Syed's prescription was not surrender. It was strategy. Acquire the capital the field recognises. Enter the institution. Master its language. Because you cannot reshape a game you refuse to play.

Jinnah was the fullest expression of that strategy. His power was not simply intelligence — the subcontinent produced countless intelligent men who achieved nothing remotely comparable. What Jinnah possessed was symbolic capital accumulated to its absolute maximum. He argued constitutional law more precisely than colonial lawyers. He reasoned within British frameworks more rigorously than British statesmen. And critically — they recognised his authority on their own terms. That recognition is everything in Bourdieu's world. Symbolic capital functions only when the opposing field acknowledges it. Jinnah's genius was maintaining one foot inside the colonial field — fluent in its language, masterful in its rules — while keeping one foot entirely outside it. That rare positioning gave him the ability to play the game and simultaneously redefine what the game was for.

But here is where Pakistan's story becomes complicated. The leaders who inherited the state in 1947 carried within them a habitus — Bourdieu's term for the deep internalised instincts shaped by years inside particular institutions — that was fundamentally colonial in character. The civil servant. The military officer. The judge. They didn't merely inherit colonial structures. They inherited the colonial feeling of those structures. The instinctive distance from ordinary citizens. The conviction that authority must appear remote, strict, inaccessible. No manual prescribed this. The institutional field pressed it into them gradually, silently, until it stopped feeling colonial and simply started feeling correct.

What makes this genuinely tragic is that Pakistani society internalised the same logic from the other side. Citizens shaped by colonial administration, feudal hierarchy, and decades of military rule learned — at the level of instinct, not conscious thought — to read accessibility as weakness and distance as strength. An officer who opens his door, who treats citizens as equals, who speaks plainly without performance — gets read as incompetent. Not by the system. By the people themselves. This is Bourdieu's symbolic violence in its most devastating form. The dominated actively enforcing the dominant's definition of power. No coercion required. No dictator necessary. The prison runs itself.

This is precisely why political reform in Pakistan fails when it targets only individuals or only ideology. You cannot simply elect better people into unreformed fields. The field absorbs them. PTI is the most recent and vivid demonstration — a movement that genuinely cracked the doxa of Pakistani politics, that made the previously unquestioned feel questionable, and yet reproduced many of the same structural patterns once inside the system. The field is more durable than the player.

The answer therefore must be structural. Genuine local government. Participatory institutions that bring citizens inside governance rather than keeping them beneath it. Public education and public health as fields where ordinary people develop a different habitus — one that reads participation as natural rather than presumptuous, accountability as normal rather than threatening. New structures, lived daily, across generations, gradually produce new instincts. That is how the colonial feeling embedded inside Pakistani institutions eventually transforms into something authentically our own. Not through revolution. Not through ideology. But through the slow, patient, structural work of building spaces where people govern themselves.

Bourdieu identified the prison with extraordinary precision. Pakistan still lives inside it. The exit exists — but it must be built brick by brick, institution by institution, generation by generation.

The Flag

Three vertical stripes — blue, yellow, red — with the national coat of arms in the center yellow stripe. The coat of arms contains four quadrants representing the two co-princes (the Bishop of Urgell’s mitre and crook, and the Catalan stripes of France) plus the Catalan counties of Foix and Béarn. The colors are borrowed from France and Catalonia — fitting for a country that exists because of both. Without the coat of arms it looks almost identical to the Romanian and Chadian flags — an awkward case of flag plagiarism by geography.

The Land

A postage stamp of a country buried deep in the Pyrenees between France and Spain. All of it is mountain. Minimum elevation 840m. In winter it’s a ski resort. In summer it’s hiking trails and dramatic gorges. No airport, no coastline, no flat land. What it does have is one of the most spectacular settings of any country on Earth.

Government

A co-principality — the only one in the world still functioning. Two heads of state simultaneously: the Bishop of Urgell and the President of France. This arrangement has existed since 1278. Emmanuel Macron is technically a feudal prince. Day-to-day governance runs through an elected parliament — the General Council — dating to 1419. Currently in formal EU accession negotiations which would fundamentally change everything.

Culture & Society

Andorra is culturally Catalan at its core — the official language is Catalan, shared with northeastern Spain and spoken by only about 10 million people worldwide. Andorrans are fiercely proud of this linguistic identity. The culture is a blend of Pyrenean mountain tradition — simple, hardy, community-focused — with the modern veneer of a wealthy tax haven.

Society is surprisingly cosmopolitan for its size. Only about 48% of residents are actually Andorran citizens — the rest are Spanish, Portuguese, French, and other nationals drawn by tax advantages and ski industry jobs. This creates a peculiar dynamic: the country is culturally Catalan but demographically international. The Catholic faith is deeply embedded — the co-principality structure means the church literally co-governs. Festivals like the Festa de la Primavera and traditional Catalan dances like the sardana connect the tiny nation to a much larger cultural world. Food is hearty mountain fare — trinxat (cabbage and potato), escudella stew, and exceptional cured meats.

Historical Evolution

• 788: Charlemagne grants the valley to locals as reward for guiding his forces through the Pyrenees against the Moors.

• 1278: Co-principality deal struck between the Bishop of Urgell and the Count of Foix. Two rivals share sovereignty rather than fight. It worked for 748 years.

• Medieval–1900s: Ignored by history. Too small and remote to bother conquering. Paid nominal tributes and was left alone. Obscurity was the survival strategy.

• WWII: Declared neutrality. Became a smuggling corridor between occupied France and neutral Spain. Quiet and profitable.

• 1970s–1990s: Ski tourism and tax haven status transform it from medieval curiosity to wealthy microstate.

• 1993: Adopted its first written constitution. Before that, governed by medieval feudal arrangements.

• 2000s–now: Tourism boom. EU accession negotiations. Identity debate intensifying.

Why It’s Geopolitically Interesting

1. The accidental survival story. Exists because of a 13th century legal compromise nobody ever bothered to undo. The most boring origin story with the most extraordinary longevity.

2. Tax haven in plain sight. No income tax, low VAT, generous corporate rates. Millions of day-tripping Spaniards and French flood in for duty-free shopping annually.

3. The sovereignty paradox. Uses the Euro but isn’t in the EU. In Schengen Area but not a Schengen member. Exists in permanent legal ambiguity that somehow functions perfectly.

4. EU accession threat to identity. Joining the EU would require adopting EU tax standards — effectively dismantling the entire economic model that Andorra was built on. The accession debate is existential.

Economy

Built on three pillars: tourism, retail, and financial services. Around 8–10 million tourists visit annually — extraordinary for a country of 77,000 people. They come for skiing in winter, hiking in summer, and duty-free shopping year-round. The main commercial street of Andorra la Vella is essentially one long tax-free mall. Financial services attract wealthy Europeans seeking low-tax residency and banking privacy. GDP per capita sits around $49,000 — higher than Spain or France. There is virtually no agriculture and minimal manufacturing. The entire economy is a service economy built on geographic accident and favorable tax law. EU accession would force tax harmonization, threatening the retail and financial model that generates most of the wealth.

Best Ally

Spain — practically and culturally. Andorra is landlocked between Spain and France, but its cultural identity is Catalan — rooted in northeastern Spain. The Spanish market drives tourism, the Spanish language dominates daily life alongside Catalan, and Spain is the primary trade and diplomatic partner. The Bishop of Urgell — one of Andorra’s two co-princes — is a Spanish clergyman appointed by the Vatican. Andorra uses Spanish infrastructure, Spanish hospitals for serious medical cases, and Spanish universities for higher education. The relationship is less alliance and more benevolent dependency.

Arch Nemesis

Andorra has no enemies — it’s too small and too useful to everyone. But the greatest existential threat is the European Union itself. EU accession negotiations, if completed, would force Andorra to adopt EU tax regulations, eliminate its duty-free advantage, and fundamentally dismantle the economic model that has sustained it for 50 years. The EU isn’t hostile — it’s indifferent, which is almost worse. Andorra must decide whether to join a system that would normalize it into irrelevance, or stay outside and risk being slowly bypassed by digital commerce and changing travel patterns. The nemesis isn’t a country. It’s modernity.

A medieval arrangement that quietly outlasted empires, world wars, and the entire 20th century without changing a single thing.

The Flag

Split vertically — green on the left, white on the right — with a red crescent and star centered across both halves. Green is Islam and the fertility of the north. White is peace. It doesn’t represent a distant past. It represents 1962.

The Land

The largest country in Africa and the Arab world. Yet 90% of its population lives crammed into the northern coastal strip. The rest is the Sahara Desert — endless, brutal, and beautiful. The Hoggar Mountains in the south rise dramatically from flat sand hitting 3,000m. The north is fertile Mediterranean — vineyards, wheat fields, Roman ruins. Two completely different countries sharing one border.

Government

A presidential republic in name. In practice, power sits with Le Pouvoir — “The Power” — an opaque military-civilian establishment ruling since independence. President Abdelmadjid Tebboune holds office but the army calls real shots. When the mass Hirak movement erupted in 2019, the system absorbed and outlasted it. Elections happen. Change doesn’t.

Culture & Society

Algeria is a layered cultural identity that has never fully resolved its contradictions — and that tension is what makes it fascinating.

At its base is Amazigh (Berber) culture — the indigenous civilization predating Arabs, Romans, and everyone else. The Tamazight language was only recognized as an official language in 2016 after decades of suppression. Berber identity, especially in the Kabylie region, is a live cultural and political force.

Over that sits Arab-Islamic identity — the dominant official culture. Arabic shapes government, religion, and education. Islam governs daily rhythm — Friday prayers, Ramadan, the call to prayer echoing across Algiers at dawn. Yet Algerians are also distinctly Mediterranean — coffee culture, loud family gatherings, football obsession, and a sharp sardonic humor that cuts through everything.

French remains the language of business, elite education, and much of the media — a colonial legacy that Algerians use fluently while politically resenting. Most urban Algerians code-switch between Arabic, French, and Tamazight in a single conversation. The cuisine is spectacular — couscous, merguez, tajines, pastilla, and the world’s finest flatbreads.

Historical Evolution

• Ancient: Berber kingdoms, Carthaginian influence, then Rome. Ruins of Timgad rank among the best-preserved Roman cities on Earth.

• 7th century: Arab conquest. Islam reshapes North Africa permanently.

• 1516–1830: Ottoman regency. Algiers becomes a powerful Barbary pirate base — enslaving over a million Europeans.

• 1830–1962: French colonization — brutal and transformative. France declared Algeria not a colony but part of France itself. Over 1 million European settlers made it home.

• 1954–1962: The Algerian War of Independence — savage and world-altering. Estimated 1.5 million Algerians died. Traumatized France politically and morally for generations.

• 1962–1990s: Single-party FLN rule. Oil wealth. Arab socialism. Slow stagnation.

• 1991–2002: The Black Decade — civil war after military cancelled elections. Between 100,000–200,000 killed. A wound that never fully healed.

• 2000s–now: Oil money stabilizes the surface. Deep reform never comes.

Why It Matters Globally

1. Energy leverage. Algeria is a top supplier of natural gas to Europe — Spain, Italy, and France depend on Algerian pipelines. After Russia’s Ukraine invasion scrambled European energy markets, Algeria’s importance spiked overnight.

2. The France wound. The Algeria-France relationship is arguably the most psychologically complex post-colonial relationship in the world. 1.5 million Algerian immigrants live in France. The war’s memory poisons politics in both countries — still front-page news 60 years later.

3. Sahel gateway. Algeria’s vast southern border touches Mali, Niger, and Libya — the epicenter of Sahel instability and jihadist movements. It’s a firewall — or a funnel — depending on how you look at it.

4. The Berber question. Algeria’s indigenous Amazigh population has never fully accepted Arabization. Language rights and autonomy demands simmer constantly beneath official nationalism.

Economy

Heavily state-controlled and dangerously concentrated. Hydrocarbons — oil and gas — account for 95% of export revenue and roughly 70% of government income. The state company Sonatrach is the largest company in Africa. When oil prices crash, Algeria bleeds. The government heavily subsidizes food, fuel, and housing to maintain social peace — creating a population dependent on state largesse and a state dependent on oil prices it cannot control. Outside hydrocarbons, the economy is thin — some agriculture, construction, and a small manufacturing sector. Unemployment among youth exceeds 25% officially. The private sector is stunted by bureaucracy and corruption. Algeria has resisted IMF structural adjustment and foreign ownership, keeping the economy sovereign but stagnant. The real economic diversification plan has been announced, delayed, and forgotten multiple times.

Best Ally

Russia. Algeria is one of Russia’s closest partners in Africa and the Arab world — buying the majority of its weapons from Russian arms manufacturers, maintaining close military cooperation, and consistently abstaining on UN votes condemning Russian actions in Ukraine. The relationship goes back to Soviet support during the independence war when the USSR armed and politically backed the FLN against France. That Cold War loyalty calcified into a durable strategic partnership. China is the rising economic partner, but Russia remains the military backbone.

Arch Nemesis

Morocco. The Algeria-Morocco rivalry is one of the most bitter and petty in the world — and one of the most consequential for the region. The core dispute is Western Sahara — a former Spanish colony Morocco annexed in 1975 that Algeria believes should be an independent state. Algeria hosts and funds the Polisario Front, the Sahrawi independence movement, on its soil. The two countries have closed borders since 1994, killing regional trade and integration. Every attempt at Maghreb unity collapses on this rivalry. They’ve come close to direct military conflict multiple times. France is the deep historical nemesis — but Morocco is the daily operational one.
