A Remarkable Summer for Galway Sport

July was an extraordinary month for Galway sport, with our senior hurlers, ladies footballers and senior camogie team all reaching All-Ireland Finals.

A special congratulations goes to the Galway Ladies Footballers on their outstanding All-Ireland victory. While our hurlers and camogie team narrowly missed out on silverware, all three teams represented Galway with tremendous skill, determination and pride.

Every player, manager and member of the backroom teams can be incredibly proud of what they achieved and of the example they set for young people across the county.

Housing & Infrastructure

Major Boost to Support New Homes

The Government announced a major €2 billion investment in Uisce Éireann infrastructure, aimed at removing one of the biggest barriers to housing delivery across the country.

Increasing water and wastewater capacity is essential if we want to deliver homes in growing towns and rural communities. This investment will help unlock development, support population growth and ensure local infrastructure keeps pace with housing demand.

Galway East, like many other parts of the country, needs the infrastructure in place before homes can be built. Continued investment in water and wastewater networks will therefore be central to delivering housing in the years ahead.

Delivering a Faster and More Effective Planning System

The enactment of the Planning and Development (Amendment) Act 2026 represents another important step towards speeding up the delivery of homes, infrastructure and essential public services.

The reforms are designed to reduce unnecessary delays, provide greater certainty around the planning process and reform elements of judicial review.

Ireland needs a planning system that protects proper environmental and community standards while also allowing important projects to move forward within reasonable timeframes.

Removing Barriers to Faster Infrastructure Delivery

A new framework has also been agreed to help public bodies accelerate delivery of critical water, energy and transport infrastructure.

The approach, spearheaded by Minister Jack Chambers, is intended to allow earlier and better-managed investment in planning, procurement and site preparation while still managing financial, legal and environmental risks.

Delays to major infrastructure ultimately carry a cost. Better planning at the beginning of a project can reduce those delays and help ensure housing, transport and economic infrastructure is delivered more efficiently.

Education & Young People

Progress for Athenry Primary School

A capital project has been approved for Athenry Primary School, providing for two new Special Educational Needs classrooms through the Department of Education’s Modular Framework Programme.

This is an important investment for the school and for families in the wider Athenry area.

Children with additional educational needs deserve access to appropriate facilities and supports within their own communities. Expanding local SEN provision will help provide that opportunity while strengthening the school for the future.

Promoting Financial Literacy for the Next Generation

Financial literacy is an essential life skill, yet many people leave school without a clear understanding of mortgages, pensions, insurance, budgeting or other everyday financial decisions.

As part of my continuing work on this issue, I recently spoke with Cian Carolan, Managing Director of D&G Financial Services, about the importance of strengthening financial education.

Giving young people a stronger understanding of personal finance can help them make better decisions throughout their lives. I believe there is a strong case for placing greater emphasis on financial literacy within our education system.

Supporting Families with Back-to-School Costs

More than €48.8 million in Back to School Clothing and Footwear Allowance payments is supporting over 126,000 families and 233,000 children nationally.

For the first time, the scheme has also been expanded to eligible children aged two and three.

Eligible families can receive €160 for children aged two to eleven and €285 for children aged twelve and over in second-level education.

These payments arrive at an important time for families facing the cost of uniforms, footwear and other school expenses ahead of the new academic year.

Applications remain open until 30 September 2026.

Enterprise, Innovation & Future Jobs

Galway has built one of Europe’s strongest MedTech clusters over the past three decades. The challenge now is to build on that success and position the region for the next generation of investment, technology and high-value employment.

During July, I raised a number of proposals focused on artificial intelligence, MedTech, strategic employment lands and the future of regional enterprise.

Ireland Needs AI Independence

Artificial intelligence has the potential to transform productivity, healthcare, public services and almost every part of the economy.

I raised in the Dáil the importance of ensuring Ireland does not become entirely dependent on technologies and platforms developed elsewhere.

We need to build greater capability at home through investment in skills, expertise and infrastructure. That means preparing workers for changing industries, supporting research and innovation, and ensuring Ireland has the capacity to shape its own digital future.

MedTech AI Hub for the West

I also called for the establishment of a dedicated MedTech AI Hub in the west of Ireland.

Galway already has the industry base, research expertise and talent needed to become a leader in the next generation of healthcare technology.

Combining our established strengths in MedTech with advances in artificial intelligence could help create high-value employment, attract further investment and develop technologies with a global impact.

Supporting Local Enterprise with Grá Chocolates

It was great to meet Gráinne Mullins of Grá Chocolates and hear about the continued growth of her Galway-based business.

Grá Chocolates is a strong example of Irish entrepreneurship: building a brand, creating employment and bringing an Irish product to a growing market.

As Fianna Fáil’s Spokesperson on Enterprise, speaking directly with businesses is one of my main priorities. Government policy needs to make it easier for good companies to start, grow, employ people and invest here in Ireland.

Health, Carers & Family Supports

Major Boost for Family Carers in Galway

The largest-ever increase to the Carer’s Allowance income thresholds has now taken effect, immediately benefiting 133 carers across Galway.

The significantly increased income disregards mean more families can qualify for support, while many existing recipients will now receive a higher rate of payment.

Family carers provide an extraordinary amount of care within homes and communities throughout Galway. These changes represent an important step towards improving the financial security and recognition they receive.

Supporting Family Carers in Budget 2027

I also attended Family Carers Ireland’s Budget 2027 event in Buswells Hotel during July.

It was a chance to hear from carers themselves about the challenges they face and the measures they believe are needed in the next Budget

Policy works best when it reflects the reality people experience every day. I will continue to advocate for practical supports that recognise the enormous contribution made by family carers.

Supporting Dementia Awareness and Advocacy

It was a pleasure to welcome Jordan and Josh Adams, the FTD Brothers, to Leinster House and hear about their work raising awareness of Alzheimer’s disease and dementia.

Through their platform, they are helping families speak more openly about dementia while highlighting the need for better awareness, research and support services.

This is an issue that affects thousands of families across Ireland. Keeping it part of the national conversation is essential if we are to improve understanding and support for those living with dementia and those caring for them.

Ireland Set to Ban Disposable and Flavoured Vapes

New legislation progressing through the Oireachtas will ban disposable vapes and restrict the range of flavoured vaping products available.

These measures are particularly important in reducing the appeal and accessibility of vaping products among younger people.

Protecting public health requires us to respond as new products and behaviours emerge, particularly where they risk creating long-term nicotine dependency among children and teenagers.

Agriculture & Rural Communities

Fuel Income Support Payments for Farmers and Contractors

The Fuel Income Support Scheme is providing important assistance to farmers and agricultural contractors facing continued cost pressures.

Nationally, €20.7 million is now being issued to eligible farmers and contractors, with total payments expected to reach approximately €27 million.

More than €1 million in payments are being made in Galway.

The scheme covers the five-month period from March to July 2026 and provides practical support towards fuel costs for one of the most important sectors of our rural economy.

IFA Pre-Budget Briefing

The IFA Pre-Budget Briefing provided an important opportunity to hear directly from farming representatives ahead of Budget 2027.

Discussions focused on rising costs, income certainty, generational renewal and the long-term sustainability of family farming.

Agriculture remains central to the economy and identity of Galway East. Ensuring farmers have a viable future must remain a central part of national policy.

Community, Sport & Heritage

More Than €213,000 for Galway Community Groups

More than €213,600 has been allocated to community and voluntary organisations across Galway under the Local Enhancement Programme.

The funding will support community halls, sporting organisations, youth services, Men’s and Women’s Sheds, active retirement groups and many other local organisations.

These groups are often run by volunteers who give enormous amounts of their time to their communities. Small and medium-sized grants can make a significant difference by helping organisations improve facilities, meet operating costs and continue providing local services.

Protecting Our Heritage

Applications have opened for the Government’s 2027 heritage funding schemes, including supports for historic buildings, protected structures and traditional thatched properties.

These grants help owners and custodians undertake essential conservation and restoration work while also supporting the traditional skills needed to maintain Ireland’s built heritage.

I would encourage anyone in Galway East with an eligible property to explore the schemes and begin preparing an application early.

Celebrating Community Spirit in Gort

The “Gort, Let’s Celebrate Together!” event in Market Square marked the arrival of the new Yeats-Gregory Explorer Hop-On, Hop-Off bus service.

The event brought together local businesses, artists, community organisations and residents to celebrate everything Gort has to offer.

Initiatives like this can strengthen local tourism while connecting visitors with the history, culture and businesses of towns throughout south Galway.

Celebrating Local Sporting History

A new local history publication launched in Glentane celebrates the story of the Ballymacward 1940 Junior Hurling County Champions and the people involved in that achievement, including Tommie Raftery.

Local history is built from stories like these.

Recording and preserving them ensures the achievements of previous generations remain part of our communities and can be passed on to those who come after us.

Meeting with the Gaelic Players Association

A recent briefing with the Gaelic Players Association focused on the issues affecting inter-county players both on and off the field.

Player welfare, education, career development and wellbeing were among the issues discussed.

Gaelic games are central to communities throughout Galway, and it is important that the voices of the players themselves are heard in discussions about the future development of our national games.

Public Spending & Accountability

Public spending and accountability remain important priorities in my work in the Dáil and on the Public Accounts Committee.

Taxpayers are entitled to expect that public money is spent carefully, transparently and with a clear focus on delivering value.

Ensuring Value for Licence Fee Payers

RTÉ’s Up for the Match has long been one of the broadcaster’s best-known sporting programmes.

I recently questioned RTÉ’s decision to outsource the programme at a higher cost and sought clarity on how the decision represented value for licence fee payers.

RTÉ explained that the change was linked to a more ambitious production format, including broadcasting from Croke Park, as well as staffing pressures during a busy sporting summer.

Creative decisions are a matter for RTÉ, but when public money and licence fee revenue are involved, there must also be a clear focus on financial management and value for money.

I also wrote a piece for the Irish Mail on Sunday.

European Engagement

Ireland’s EU Presidency

I attended a recent event focused on Ireland’s EU Presidency and the priorities that will shape our engagement at European level.

The discussions brought together policymakers, industry representatives and stakeholders to look at the challenges and opportunities facing Ireland and Europe.

Ireland’s Presidency will give us an important opportunity to help shape the European agenda, particularly around competitiveness, innovation, sustainability and regional development.

Engagements During July

Meeting people and organisations directly continues to be an important part of my work.

During July, engagements included the Family Carers Ireland Budget 2027 briefing, the IFA Pre-Budget Briefing, discussions with the Gaelic Players’ Association, the Ógra Fianna Fáil Summer School in Castlebar, meetings with local businesses including Grá Chocolates, dementia advocates Jordan and Josh Adams, community events in Gort and Glentane, and discussions on Ireland’s forthcoming EU Presidency.

Each engagement is a chance to hear directly from the people affected by policy decisions and to bring those experiences back into my work in the Dáil.

Engaging with the Next Generation

The Ógra Fianna Fáil Summer School in Castlebar brought together young members from across the country to discuss housing, education, rural development and opportunities for the next generation.

I joined a panel discussion alongside Minister Dara Calleary and enjoyed hearing the ideas and perspectives put forward by young members.

Young people need to have a meaningful voice in shaping the policies that will determine the Ireland they inherit.

Housing & Infrastructure

Major Housing Infrastructure Investment for Athenry, Tuam and Gort

Galway East received a major boost this month with Government approval for four significant infrastructure projects under the Housing Infrastructure Investment Fund and Housing Activation initiatives.

The investment will provide roads, junctions and utility infrastructure needed to unlock almost 2,000 new homes across Athenry, Tuam and Gort.

Housing delivery depends on infrastructure. Investment like this removes barriers to development, supports sustainable growth and ensures our towns can continue to expand while meeting housing demand.

Athenry Ring Road Receives Full Funding Approval

Another important milestone was reached this month with confirmation that Galway County Council has received full funding approval to progress the Northern Section of the Athenry Ring Road.

This project has long been a priority for Athenry. It will improve traffic flow, reduce congestion and support future housing and economic development within the town.

Strategic infrastructure such as this lays the foundations for future investment and strengthens Athenry’s position as one of the fastest-growing towns in the county.

Major Reform of Rural Housing Planning Rules

The Draft National Planning Statement on Sustainable Rural and Gaeltacht Housing has been published, representing the most significant review of rural housing policy in more than twenty years.

The proposals seek to provide greater clarity for people with genuine links to rural communities who wish to build their own homes, while supporting vibrant towns, villages and Gaeltacht areas.

For many young families, rural housing remains one of the defining issues facing their future. It is important that planning policy reflects the realities of rural Ireland while supporting sustainable development.

Galway Wastewater Strategy

The proposed Galway Wastewater Strategy was outlined by Uisce Éireann during a recent briefing.

The strategy focuses on long-term wastewater infrastructure for Galway City, Athenry and Moycullen, helping ensure sufficient capacity for future housing, employment and economic growth.

Without investment in wastewater infrastructure, development simply cannot happen. Planning for future capacity today will help avoid delays tomorrow.

Outdoor Recreation Infrastructure Scheme

Applications have opened under the 2026–2027 Outdoor Recreation Infrastructure Scheme (ORIS), with €20 million available nationally.

Community groups, clubs and organisations throughout Galway East are encouraged to bring forward ambitious projects that improve walking trails, outdoor amenities and recreational facilities.

Seeking Progress on Strategic Oranmore Development Site

One of the country’s most strategically important development sites sits just outside Oranmore.

During the month I sought an update on plans to unlock the site through the delivery of the infrastructure needed to attract investment and support regional growth.

This represents a major opportunity for Galway. Ensuring the necessary infrastructure is delivered will be key to maximising its economic potential.

Green Light for Ardrahan National School Extension

Ardrahan National School has received approval to proceed to tender for a major extension under the Department of Education’s Additional School Accommodation Scheme.

The project will provide two new mainstream classrooms, a special education tuition room and associated facilities, helping the school meet growing demand while providing additional supports for pupils.

New Autism Class Approved for Coolarne National School

A new autism class has been approved for Coolarne National School in Turloughmore as part of the Government’s continued expansion of special education provision.

The additional class will provide valuable local school places for children requiring specialist educational supports while reducing travel for families.

Official Opening of Brownsgrove National School Extension

It was a pleasure to attend the official opening of the new extension at Brownsgrove National School.

The investment provides modern learning facilities that will serve pupils and staff for many years to come. Congratulations to the principal, staff, Board of Management, parents and everyone involved in delivering this excellent project.

New Transition Support Programme for Special Schools

A new Special School Transition Support Programme, backed by €1.35 million in Budget 2026, has been announced.

From September 2026, every special school will have access to personalised transition planning, guidance on further education and employment opportunities, and support in connecting students with relevant services.

Young people with disabilities deserve every opportunity to succeed as they move from school into adult life.

Back to School Allowance Extended

The Back to School Clothing and Footwear Allowance has been extended to include eligible children aged two and three.

This important measure will help more families with the cost of preparing children for preschool and school while easing some of the financial pressures many households continue to face.

Engaging with Teachers Ahead of Budget 2027

The INTO’s annual pre-Budget briefing provided an opportunity to hear directly from teachers, including representatives from Galway.

Discussions focused on the challenges facing primary and special education together with the priorities teachers want reflected in Budget 2027.

Listening to those working in classrooms every day is essential if we are to continue improving our education system.

Financial Literacy – A Skill for Life

I believe financial literacy should play a greater role in our education system. Everyone should have the knowledge and confidence to make informed financial decisions throughout their lives.

Preparing young people for adult life should include equipping them with the confidence to manage their personal finances.

Official Opening of conneXions in Loughrea

The official opening of conneXions, the new shared facility for Corlann and the Irish Wheelchair Association in Loughrea, marked a significant milestone for disability services in the region.

The new centre provides a modern, inclusive and welcoming space for service users, staff and the wider community. Congratulations to everyone involved in delivering this outstanding project, which will make a real difference to many people across Galway East.

Increase to Carer’s Allowance Income Disregards

The increase in the Carer’s Allowance income disregards is a welcome step that will allow more carers to qualify for support while enabling existing recipients to earn more without losing their entitlement.

Carers make an enormous contribution to families and communities across Galway East. Providing greater financial security recognises the invaluable work they do every day.

Claregalway Clinic Receives National Age Friendly Ireland Award

Congratulations to Karen Fahy and the team at Foot Health Podiatry in Claregalway on becoming the first podiatry clinic in Ireland to receive an Age Friendly Ireland Award.

The award recognises their commitment to accessible and inclusive care for older people and demonstrates how listening to patients and continually improving services can make a real difference.

Community, Sport & Heritage

Official Opening of Athenry Community Garden

The official opening of the Athenry Community Garden was a wonderful celebration of local collaboration and community spirit.

The garden will provide a welcoming space where people can come together, while also supporting biodiversity and wellbeing. Congratulations to everyone whose hard work made this fantastic project possible.

Investment for Galway Libraries

More than €200,000 has been announced for Galway libraries under the Libraries Capital Programme.

The investment will fund accessibility improvements, enhanced digital services, sensory facilities and upgrades to library spaces, ensuring they continue to serve as welcoming community hubs.

Libraries are central to lifelong learning, community life and equal access to information.

Supporting Volunteers and Youth Clubs

A national investment of €1.2 million has been announced for volunteer-led youth organisations and clubs.

Groups such as Foróige, Scouting Ireland, Youth Work Ireland and Macra na Feirme play an invaluable role in developing confidence, leadership and opportunities for young people throughout our communities.

Swimming Infrastructure Funding

Funding of €25,000 has been confirmed to improve swimming infrastructure, including facilities at Loughrea Lake.

Dunguaire Castle

Progress continues to be sought regarding the future of Dunguaire Castle.

Galway County Council has confirmed that the Department of Housing, Local Government and Heritage, together with the OPW, is exploring the acquisition of the title of the castle by the Minister.

This is a positive development. Dunguaire Castle is one of Galway’s most recognisable heritage sites and securing its long-term future and public accessibility remains a priority.

Irish Language Advocacy

A recent briefing with SEAS and Conradh na Gaeilge highlighted the importance of continuing to strengthen Irish language services and supports.

Protecting and promoting our language requires practical action that ensures Irish speakers can access public services and opportunities through Irish where they choose.

Macra na Feirme Pre-Budget Submission

The launch of Macra na Feirme’s Pre-Budget Submission provided an opportunity to hear directly from young farmers and rural young people about the priorities they want reflected in Budget 2027.

Supporting agriculture, rural communities and opportunities for younger generations must remain central to future Government policy.

Public Spending & Accountability

Public spending and accountability continue to be among my my main priorities in the Dáil. Every euro of taxpayers’ money should be traceable from the moment a contract is awarded through to the final payment.

Tender to Payment Public Transparency Bill

Work is continuing on my Tender to Payment Public Transparency Bill, which I intend to introduce in the Dáil.

At present, we can often see who was paid and how much they were paid, but we cannot easily identify which contract authorised that spending.

The legislation aims to create a clear public trail:

Tender → Contract Award → Purchase Order → Payment

It is a simple reform that would significantly improve transparency and accountability across public procurement.

Foster Care Vs Private Residential Care

People often ask what happens after issues are raised at the Public Accounts Committee.

Following my review of Tusla’s 2025 purchase order data, I will be seeking a detailed breakdown of private residential care costs after Tusla previously informed the Committee that the average cost of a private residential placement is approximately €420,000 per child each year.

Some young people require specialist residential care and this is not a direct comparison with foster care. However, costs of this scale require careful scrutiny to ensure the best outcomes for vulnerable children while also ensuring value for public money.

Galway has established itself as one of Europe’s leading locations for MedTech and advanced manufacturing. Building on that success means continuing to invest in strategic employment lands, critical infrastructure and emerging technologies that will support the next generation of high-value jobs.

During the month, I raised a number of proposals focused on strengthening Galway’s long-term economic competitiveness, including the development of strategic enterprise sites, the case for a dedicated MedTech AI Hub in the west of Ireland, and the importance of ensuring Ireland develops its own capabilities in artificial intelligence.

By planning ahead and investing in innovation today, we can create sustainable employment opportunities and ensure Galway remains at the forefront of global investment.

Housing & Infrastructure

106 Affordable Homes for Athenry

Galway County Council, in partnership with Highgate Properties Limited, has announced the delivery of 106 affordable homes at the Fearann na hEascrach development on the Raheen Road in Athenry.

Increasing supply remains the single most important challenge facing housing policy. Affordable purchase schemes such as this, help bridge the gap for people who are working, saving and trying to secure a home within their own community.

Flood Relief Funding

An allocation of €200,000 was confirmed for Galway County Council to support the removal of river conveyance blockages and additional works under the OPW Minor Flood Mitigation Works and Coastal Protection Scheme.

Targeted investment of this nature helps improve resilience while protecting homes, businesses and public infrastructure.

Loughrea Post Office

The Post Office in Loughrea will remain on Main Street through its relocation to O’Connor’s Centra.

This is positive news for the town and surrounding areas. Post offices remain an important community service, particularly for older people, local businesses and those who rely on in-person services.

The local Fianna Fáil team worked constructively to help retain this service in the heart of Loughrea.

Community Climate Action Programme

Galway has been awarded €858,575.72 under the Community Climate Action Programme.

Community-led projects play an important role in supporting sustainability while delivering practical benefits locally. These investments allow local groups to take action on energy efficiency, biodiversity and environmental improvements.

The best climate projects are those that deliver visible improvements within communities while helping achieve wider environmental goals.

Biodiversity Action Fund

Galway County has received €98,712.77 under the Biodiversity Action Fund.

Protecting biodiversity means protecting habitats, supporting wildlife and preserving our natural environment for future generations.

Transport

Fairer Rail Fares for Galway Commuters

I recently raised in the Dáil the disparity in rail fares facing Galway commuters.

Passengers travelling from Athenry to Galway are paying significantly more than commuters travelling similar distances within the Dublin network. I called for Galway commuters to be included within the Leap Card commuter fare structure.

If we are serious about encouraging public transport use, affordability must be part of the conversation.

New Summer Bus Service for Gort Attractions

A new seasonal bus service, Yeats - Gregory Explorer, has been introduced by the National Parks and Wildlife Service connecting key attractions throughout the Gort area from June to August.

The service will improve accessibility for both residents and visitors while helping support tourism and economic activity across South Galway.

Education & Community Facilities

New Special Class for Gaelscoil Riabhach

A new special class has been confirmed for Gaelscoil Riabhach in Loughrea.

Expanding local provision ensures children can access appropriate supports within their own communities and closer to home. Increasing local capacity remains essential. I will continue to work to support families.

Tuam FET QQI Awards

The Tuam FET QQI Awards provided an opportunity to celebrate the achievements and dedication of adult learners from across our communities. Lifelong learning opens doors, creates opportunities and strengthens local communities.

I would also like to congratulate Padraic Lynch on his retirement from GRETB Tuam FET after 43 years of dedicated service.

Family Resource Centre Briefing

The work Family Resource Centres undertake every day supporting families and communities throughout the country is essential. The services provided by these centers often provide support at critical moments in people’s lives and deserve continued recognition and investment.

It was a pleasure to meet members of Báireoirí Na Gaillimhe who visited Leinster House during the month.

Health & Childcare

University Hospital Galway Expansion

I raised the urgent need to accelerate delivery of the proposed 300-bed block at University Hospital Galway and called for the project to be treated as critical infrastructure.

University Hospital Galway is the only Model 4 hospital serving the west and north-west. Additional capacity is urgently needed as demand continues to increase.

The Taoiseach acknowledged the strong case for prioritisation. Significant groundwork has already been completed and the focus now must be on maintaining momentum and delivering the additional beds that patients and frontline staff need.

Hollyblue House

The Wear Blue for Hollyblue Coffee Morning highlighted the support provided by Hollyblue House to individuals and families affected by cancer throughout our community.

Organisations such as Hollyblue House play a vital role in supporting people through difficult periods and deserve enormous credit for their work.

Oireachtas Cardiovascular Health Briefing, to mark World Hypertension Day

I attended a cardiovascular health briefing hosted by Senator Gerard Craughwell during the month.

TDs and Senators learned about the need to introduce more consistent screening and treatment for hypertension and discussions focused on prevention, innovation and improving long-term health outcomes. As healthcare demand continues to grow, investment in prevention and innovation will become increasingly important.

Community, Sport & Heritage

Fianna Fáil Ard Fheis

The Ard Fheis provided an opportunity to engage with members from across the country, discuss policy priorities and hear directly about the issues affecting communities.

Galway East CDC Centenary BBQ

Locally, I attended the centenary celebration of Galway East CDC at Clarke’s Tavern in Corrandulla.

It was a wonderful occasion marking 100 years of community engagement, political participation and public service. It was also a reminder of the strength of local organisation, and of the many people, past and present, who have given their time and effort to build and sustain it.

Darkness Into Light

Darkness Into Light is an important event that brings communities together to support mental health awareness, remember those we have lost and highlight the importance of hope, connection and looking out for one another. The team in Monivea ran a great event, it was great to take part with the community.

Famine Commemoration

The Famine Commemoration at Portumna Workhouse provided a opportunity to remember those who suffered and reflect on an important chapter in our history.

Grassroots Venues Support Scheme

The Government’s announcement under the 2026 Grassroots Venues Support Scheme was welcomed. This included €20,000 for The Cornerstone in Loughrea.

Grassroots venues play an important role in supporting local arts, emerging talent and the wider night-time economy.

Animal Welfare Reforms

I welcomed proposals for significant reforms to dog breeding legislation.

These reforms aim to strengthen animal welfare standards and improve accountability across dog breeding establishments nationwide. Strong welfare standards benefit animals, breeders and the wider public.

Public Spending & Accountability

This month was very active in my work to improve how your taxes are spent. Below are some key takeaways from my ongoing work this month.

MetroLink Oversight

I posted a video from a previous Public Accounts Committee meeting, where I raised questions about MetroLink purchase orders and expenditure.

Following my work, newly published data now shows €86.6 million spent in 2025 and more than €111 million spent in total with the “Client Partner”. This underlines why strong oversight and transparency remain essential. The data can be found here and also on the tracker.

Large infrastructure projects require robust accountability to ensure taxpayers receive value for money. In June, I tabled a number of parliamentary questions on this issue.

Golden Thread - Public Spending

This month, I published a Substack piece outlining a new way to talk about public spending, sharing my perspective and a number of proposed solutions.

Tender → Contract Award → Purchase Order → Payment

We can often see who was paid. We can often see how much they were paid. But we still cannot easily see which contract authorised that spending. That is a major gap in public accountability.

I raised this issue with Minister Chambers and proposed a simple change: add a contract reference to published purchase order reports. It sounds like a small adjustment, but it would create a clear trail from:

Tender → Contract Award → Purchase Order → Payment

Public money should be traceable from beginning to end.

Over €1 billion in HSE spending is now visible for Q4 2025 alone. For the first time ever

For the first time, the HSE has published purchase orders and payments above €20,000, reduced from the previous €100,000 threshold.

This means 10,238 records are now visible for Q4 2025 alone, compared with 1,578 records in Q4 2024, giving the public far greater detail on HSE spending.

The HSE engaged constructively on this change, and I continue to work with Minister Chambers, who is supporting greater transparency in this area.

This is an important step toward stronger scrutiny, better oversight, and better value for taxpayers’ money, but there is still much more to do.

Public Spend Tracker: Hits over 100bn+ and Version 2.0

It was a big month for the Spend Tracker. We passed €100bn in tracked spending and announced that Version 2.0 will be released soon, with an improved user interface and other upgrades.

It has been encouraging to receive so much feedback and to see strong interest and engagement from both the public and the system.

Taoiseach Visits Dexcom and Medtronic

The Taoiseach’s recent visits to Dexcom and Medtronic highlighted the strength of Galway’s medtech sector and the importance of supporting investment, innovation and job creation across the region.

Meeting people on the ground remains the most important part of my work.

This month included attending the Fianna Fáil Ard Fheis, participating in Darkness Into Light in Monivea, attending the Galway East CDC Centenary BBQ, supporting Hollyblue House, attending the Family Resource Centre National Forum event, participating in the Famine Commemoration at Portumna Workhouse, attending the Tuam FET QQI Awards, visiting Dexcom and Medtronic, welcoming student groups to Leinster House and holding clinics across the constituency.

These conversations inform what I raise in Dublin.

Fuel Costs and Economic Pressures

April was dominated locally and nationally by concerns surrounding rising fuel costs and the pressure being placed on households, businesses, farmers and transport operators.

Over recent weeks I spent time engaging directly with people affected and listening to the concerns being raised across Galway East. It is clear that many people feel increasingly disconnected from political decision making and frustrated that it often takes significant public pressure before communities feel heard.

For many in rural Ireland, transport is not optional. People rely on their cars and commercial vehicles every day to get to work, bring children to school, run farms, operate businesses and access services. Policy responses must reflect the realities of rural life.

Politics only works when people believe their voices matter and that government responds when it hears them. Rebuilding and maintaining that connection remains essential.

Government Supports

The Government has announced the opening of a number of schemes. One of the main ones was the Fuel Income Support Scheme for farmers and agricultural contractors in response to the significant increase in the cost of Marked Gas Oil (MGO).

The scheme will provide targeted support during a critical period for food production and rural economic activity, with applications remaining open until 27th May 2026.

Farmers can apply through My AgFood, while agricultural and forestry contractors can access application forms through the Department of Agriculture website.

Galway Ring Road Approval

Approval of the Galway Ring Road marks a major milestone for transport and regional infrastructure.

It is my long held view that traffic steals peoples time and reduces their quality of life. Traffic congestion continues to place pressure on commuters, businesses and communities across Galway. Strategic infrastructure projects such as this are essential if we are serious about improving connectivity, reducing journey times and supporting balanced regional development.

Progressing infrastructure at scale requires long-term planning and sustained commitment.

Vacant Above the Shop Grant Scheme

The Vacant Above the Shop Grant Scheme will provide up to €135,000 to convert vacant upper floors into residential accommodation while retaining commercial activity at street level.

This is a practical initiative that can help increase housing supply in towns and villages while supporting town centre regeneration. Across rural Ireland there are buildings sitting idle that could once again provide homes for individuals and families.

Addressing vacancy must form part of a wider housing strategy alongside continued delivery of new builds and infrastructure. Further Details can be found here.

€3.4 Million Investment for New Loughrea Fire Station

A €3.4 million investment has been confirmed for a new fire station in Loughrea.

Emergency service infrastructure is essential public infrastructure. Investment of this nature strengthens response capacity, improves safety standards and supports frontline personnel who provide an invaluable service to communities across Galway.

Continued capital investment is required to ensure emergency services have facilities that are modern, fit for purpose and capable of meeting growing demand.

Housing and Wastewater Infrastructure

I continued to raise concerns regarding infrastructure capacity constraints and the impact delays are having on housing delivery.

Without investment in wastewater and enabling infrastructure, communities cannot grow sustainably. Housing delivery and infrastructure delivery must proceed together.

Infrastructure cannot continue to become the bottleneck preventing development.

Transport

6:50am Athenry to Galway Train Service

I raised concerns regarding the potential removal of the early morning 6:50am train service from Athenry to Galway.

Approximately 50 people rely on this service daily to commute to work and reduce reliance on private cars. Removing a service that is already being used would increase congestion while reducing transport options for commuters.

Athenry continues to grow rapidly and public transport investment must keep pace with population growth. The focus should be on expanding services that are working effectively, not scaling them back.

Irish Rail has already submitted the required costings to the National Transport Authority and a decision is now required.

Education & Childcare

Progress on School Projects in Athenry

A further step forward has been confirmed for Coláiste an Eachréidh and Gaelscoil Riada following the issuing of letters of intent regarding both projects.

School infrastructure must keep pace with growing populations and increasing enrolment demands. Investment in education infrastructure is essential if communities are to continue growing sustainably.

Families deserve certainty regarding school capacity and project delivery timelines.

Carrabane National School

I raised directly with the Taoiseach the ongoing delays regarding delivery of the new school building for Carrabane National School.

Tenders were received in January 2024 and communities are understandably frustrated at the lack of progress since.

Where projects have advanced through planning and procurement stages, delivery timelines must move with greater urgency. Delays create uncertainty for parents, staff and students alike.

€10 Million Building Blocks Extension Scheme

A €10 million allocation has been announced under Phase 2 of the Building Blocks Extension Scheme.

Expanding childcare capacity remains essential for working families and local communities. Childcare provision impacts workforce participation, family finances and regional growth.

Sustained investment is needed to ensure capacity can meet growing demand.

New Special Class Announcements

Additional special education provision was confirmed for schools including Claran NS Headford, Clonberne NS and Gaelscoil Riada, Athenry.

As educational needs continue to grow, expanding local provision is critical. Families should be able to access appropriate supports within their own communities wherever possible.

Rural Development, Heritage & Community Investment

Traditional Farm Buildings Grant Scheme

Funding of €750,000 has been announced under the 2026 Traditional Farm Buildings Grant Scheme.

Protecting traditional farm buildings helps preserve rural heritage while supporting sustainable reuse of historic structures. These buildings form part of the character and identity of rural Ireland.

Investment in heritage conservation can also support tourism, local enterprise and community pride.

Historic Structures Fund

I welcomed continued investment in heritage buildings through the Historic Structures Fund.

Preserving historic buildings is not simply about conservation. These projects contribute to local economies, maintain heritage assets and support regeneration in towns and villages.

Targeted investment allows important structures to remain active and accessible for future generations.

Community Monuments Fund

Funding under the Community Monuments Fund will support the protection and preservation of local archaeological and heritage sites.

Community-led heritage projects play an important role in protecting local history while strengthening tourism and educational opportunities.

Continued support for these initiatives remains important.

€76,000 Allocation for Monivea Woods

An allocation of €76,000 has been confirmed for Monivea Woods for car park improvement works and extensive trail upgrades.

Public amenities and green spaces improve quality of life while supporting recreation, biodiversity and tourism. Investment in outdoor infrastructure benefits communities across all age groups.

Protecting and improving these amenities must remain a priority.

Enterprise & Innovation

AI Ready Initiative

I welcomed engagement around the AI Ready initiative and the importance of preparing businesses and workers for technological change.

Artificial intelligence will increasingly shape how businesses operate and how services are delivered. Supporting awareness, training and adaptation is important if smaller enterprises and rural communities are to benefit fully from technological change.

Innovation policy must ensure that rural Ireland is included in future economic opportunities.

Ministerial Visit to Galway East

I was pleased to welcome Minister James Lawless to Galway East during visits to Mountbellew Agricultural College, GRETB Athenry and the Dr Karen Guinee Library development.

These visits provided an opportunity to highlight local projects and discuss ongoing investment in education, training and community infrastructure.

Strong engagement between local communities and national government remains important in progressing regional development.

Meeting with Athenry House

I attended discussions alongside Minister Dara Calleary regarding Athenry House and opportunities for local development.

Constructive engagement with local stakeholders is essential in identifying opportunities for investment, tourism and economic activity within communities.

Engagements During April

Meeting people on the ground remains the most important part of my work.

During April I visited Tuam Stars, Tuam Men’s Shed, Fr Sammon Hall Committee, Gort Community School’s 30th anniversary celebrations and hosted groups visiting Leinster House.

These organisations and volunteers play a vital role in strengthening communities across Galway East. The strongest communities are built through consistent local leadership, volunteerism and participation.

Whether meeting community organisations and local stakeholders, participating in media interviews, attending local events across the constituency or holding clinics throughout Galway East, direct engagement remains the most important part of public life.

I also participated in a podcast discussion with LCRFM. Local media continues to play an important role in highlighting issues affecting communities and ensuring public debate remains connected to people’s day-to-day concerns.

The result is that debates about public spending often collapse into process talk or politics, leaving a basic question unanswered:

This piece sets out a minimum, operational way to answer that question…

Since being elected to the Dáil, I have been working to build a database of public payments and purchase orders covering more than €99.5 billion in public spending across multiple departments and agencies. That work has convinced me that the absence of a shared language is the central reason why debates about public spending so often generate frustration rather than clarity. People are left without a clear way to judge whether public money is actually delivering a good deal.

My engagement with this issue began with a simple question my team and I asked about two years ago:

Most people’s frame of reference is their own household finances. That’s natural. But household budgeting and State budgeting operate on fundamentally different principles.

The State operates at a scale, through systems, and under legal and distributional obligations that make outcomes harder for the public to observe directly. Decisions are made collectively, delivered through administrative processes, and paid for over long time horizons. As a result, whether public money was well spent is not always legible in the way household spending is. This increases the State’s obligation to account clearly for what it committed to, what it delivered, and what it paid.

The Department of Public Expenditure defines value for money as a formal requirement:

“All Irish Public Bodies are obliged to treat public funds with care and to ensure that the best possible value-for-money is obtained whenever public money is being spent or invested”1

That requirement is given practical effect through the Public Spending Code, which sets out how public bodies are expected to appraise, approve, manage, and review expenditure. But it cannot resolve political disagreements about what should be prioritised or what outcomes should matter.

What can be evaluated independently of those disagreements is how effectively the system executes once a decision has been taken. Whether one agrees with a policy or not, there is a legitimate public interest in knowing whether the State did what it said it would do, using the resources it said it would use.2 .

At present, these two questions:

• Was this the right policy?

• Was this policy competently executed?

are often conflated. When that happens, debates about public spending collapse into arguments about intent rather than evidence. This means that neither policy choices nor operational performance receives proper scrutiny. A project that fails operationally might be defended on the grounds that the policy was sound; a policy that is sound might be obscured by operational failure.

What remains unclear is how the public can independently assess whether that standard was met. Cost–benefit analysis at State level can be complex. Public Spending Code guidance, appraisal manuals, and value-for-money frameworks account for things most people never encounter in day-to-day life: non-market benefits, distributional effects, long-term risk, statutory duties, and opportunity costs across entire systems.

That necessary complexity creates a gap between how the system explains spending decisions and how the public experiences them. When people raise concerns about public spending, they are often met with technical descriptions of process or compliance that do not answer the underlying question of delivery. All done in a language they don’t recognise. This doesn’t meet people where they are and over time, this erodes trust.

What people can understand are concrete examples. The “bike shed” controversy and the National Children’s Hospital are obvious examples.

As Ken Foxe, the journalist who broke the bike shed story and has done extensive work on State transparency, put it:

“How does a lay person – or indeed a journalist – tell the difference between two major projects, both costing the same amount of money? Which one of them was too expensive? And which one was executed to near perfection and achieved maximum value for money for the taxpayer?”

That question cannot be answered without a clear link between contracts, costs, and delivery.3

The bike shed was legible. €336,000 maps onto everyday reference points: the cost of a house, a number of Special Needs Assistants, or several nursing posts. €100 million does not map onto everyday reference points. At that scale, costs become abstract, and abstraction makes accountability harder. But the real issue is not legibility; it is that we lack a shared, operational language for evaluating whether the State got what it paid for.

In practical terms, this means asking a simpler, operational question:

That question led me to develop a simple operational test.

Creating a shared framing

Public spending almost always contains an irreducible subjective element4. However, once a decision has been taken and public money is committed, a different standard applies. At that point, the question is no longer whether everyone agrees with the policy, but whether the system executed that decision competently.

I wanted to step away from abstract debates about “value” and focus on a practical question:

The answer I landed on was deliberately simple, because shared understanding requires a shared starting point, not shared expertise. So I developed a simple framework to operationalise this distinction.

The Contract Delivery Test

For any public project delivered through a contract, we should be able to answer three basic questions:

1. Did we get what we contracted to get, as defined in the contract and any formally approved changes? (Yes / No)

2. Was it delivered at the price agreed, including documented variations? (Yes / No)

3. What was the total amount paid by the State for this contract? (Number)

Together, these questions form a minimum test of execution competence. They do not attempt to determine whether a policy was the right one. They establish whether the State delivered on its own stated terms5.

This framework is deliberately limited. By asking only whether the State delivered on its stated terms, we create a shared language for talking about value for money.

A key point is this framing doesn’t try to replace existing appraisal frameworks or value-for-money guidance. It sits underneath them. If the system is functioning properly, being able to answer these questions should be straightforward.

There is little that is innovative here. Comparable practices are embedded in private-sector project management. The State should therefore be able to address such questions as a matter of routine; failure to do so constitutes a deficit of governance capacity.

Why procurement is the right place to start

Procurement is the clearest place to start because it involves explicit commitments on scope, price, and delivery. It’s the point where public debate and administrative reality can meet on common ground.

“Procurement is when the State buys something it cannot do itself. It decides what it needs, goes to market, picks a supplier, and agrees on a price.”

When the State needs specialised goods or services, such as building a school, delivering an IT system, or carrying out specialist work, it goes to the market and makes an explicit and testable commitment: it defines a requirement, runs a competitive process, awards a contract, and agrees a price and scope of delivery. That sequence creates a contractual obligation on the supplier and an accountability obligation on the public body (contracting authority).

Not all public spending fits this model. Employment contracts, pay agreements, and income supports involve broader considerations that make simple comparison misleading. For this reason, this framework focuses on procurement with a defined contract, where expectations, costs, and responsibilities can be clearly identified. This is a minimum viable case for operational accountability: a domain where the State plans explicitly, commits resources deliberately, and can reasonably be expected to account for delivery against the plan.

In procurement, we can trace a clear sequence:

• A public body needs something it cannot do itself

• It runs a procurement

• It awards a contract

• It spends public money

The contract tells us:

• What was planned to be delivered

• By whom

• At what price (roughly)

From that, the minimum set of information we need is not controversial:

• Supplier name

• Contract details (what is being delivered)

• Contract value

• Payments made against that contract

If we can get this information, we now have the minimum viable dataset required to talk meaningfully about delivery and value. If we cannot reliably link these, then meaningful financial accountability is difficult.

Why this framing matters for trust and performance

In procurement, two parties have clear responsibilities: a contracting authority must manage public funds effectively, and a supplier must meet contractual obligations.

When projects overrun, we tend to focus on the public body. Yet we often lack clear visibility into whether contractual obligations were met by the supplier, whether scope changed, or whether pricing assumptions were realistic.

If, for example, we repeatedly spend more than planned on IT consultancy contracts, that may indicate:

• Poor scoping

• Weak pricing capability

• Structural dependence on external expertise

Any organisation, whether public or private, plans within limited resources. If what an organisation ends up doing consistently diverges from what it planned to do, it has a resource management problem.

At State scale, the consequences are significant:

• Underspending means opportunities lost elsewhere

• Overspending means knock-on effects across the system

We should therefore be able to see, clearly:

• How much we spend on contracts

• How many come in on, under, or over budget

• Which contracts account for overruns

• Who we are spending public money with, and for what

If the public doesn’t have that visibility, that’s a democratic problem. But if the State itself doesn’t have it, that is a systemic governance failure.

When systems don’t connect

Once you accept this framing, the next question becomes unavoidable:

In my work to date, I’ve found that this traceability is not reliably possible because the system is not designed to connect those things6. Across the €99.5 billion in spending and 500,000+ payment and purchase order records in my database, I found no reliable way to link these records back to the original contract award notice. This means we can answer one question: How much did the State pay? But we cannot reliably answer the other two critical questions: Did we get what we contracted to get? Was it delivered at the agreed price?

Tenders, contract awards, and payment systems frequently operate as parallel processes rather than as a single, connected accountability chain. Each lives in its own system; the data flows do not meet. This means the State cannot easily see patterns in its spending: which contracts consistently overrun, which suppliers consistently deliver late, which types of projects are most problematic. Without that visibility, the same mistakes repeat.

For a country where projected spending under the new EU fiscal framework is set to almost triple over fifteen years, rising from €54 billion in 2015 to €147 billion by 2030, this design problem becomes more urgent. As the scale of spending increases, the consequences of poor contract management multiply. The State needs to be able to track and learn from its spending patterns, not just authorise them.

Design problems persist until someone deliberately redesigns the system. That is what this framework is designed to do. I plan to bring a private members bill to underpin it via legislation.

Why This Matters To Me

At State scale, the consequences of mismanaged spending are not evenly distributed. When spending is mismanaged, the impact falls first on those without buffers or alternatives.

Public spending cannot increase indefinitely. Economic cycles turn, and when they do, cuts follow. That is a political and fiscal reality, not an ideological one. The question is where those cuts land.

The State has a clear responsibility to protect people who depend on public services and income supports to live with dignity. This is precisely the context in which value for money matters most.

When public funds are wasted or poorly managed, it narrows the State’s capacity to protect those people. It increases the risk that, in a downturn, the wrong areas will be squeezed. As a public representative, I regard that risk as unacceptable. Ensuring that financial mismanagement never translates into harm for those without power or a voice is one of the reasons I entered public life in the first place.

The framework I’m proposing is a tool for achieving that goal. If we can ensure that public money is spent as intended, we protect the State’s capacity to invest in the services and supports that vulnerable people depend on.

My focus on public spending is to make it work better. Even a one-per-cent improvement at the scale of the State is enormous. On more than €100 billion of spending, that is over a €1 billion redirected to services and supports, and once public money is spent, we do not get to spend it again. The task is difficult, but that is precisely why it is worth doing.

Next steps

From here, I am starting with procurement and will push until the State can follow every payment back to the contract that approved it.

I regard it as my responsibility to show the work behind this effort and explain what needs to change. I will publish updates, documents, parliamentary questions and data as I go.

This is not about removing politics from public spending. Disagreement about priorities is legitimate. What matters is preventing failures of delivery from being hidden behind arguments about intent.

If the State cannot reliably show that it delivers what it commits to deliver, within the resources it commits to use, then debates about value for money will continue to undermine public trust and weaken the State’s capacity to govern effectively. In that environment, political disagreement about priorities becomes entangled with basic questions of execution, and neither receives proper scrutiny.

But if the State can provide clear, consistent data on contract performance, a different standard becomes possible and we can have a different kind of debate. One grounded in evidence rather than assertion, where political disagreement is about what we should do, not about what we actually did.

Expansion of Fuel Allowance

Fuel Allowance has been extended to an additional 2,300 households in receipt of Working Family Payment.

This is a necessary support, particularly for rural households where there is no alternative to driving and energy costs remain high. Cost of living pressures continue to be felt across communities.

Fuel Costs Raised in the Dáil

I raised the issue of rising fuel prices in the Dáil, highlighting the pressure on families across Galway.

For many in rural areas, driving is not optional. Government must use the available levers to ease pressure where possible. Cost of living measures must reflect the realities of rural life.

Education & Community Supports

Two New Special Classes Confirmed

Gaelscoil Iarfhlatha and High Cross College, Tuam will each receive one new special class.

This matters for families across Galway East. Greater local provision ensures children can access appropriate supports within their own communities.

SNA Provision

I raised the pressure on schools dealing with increasingly complex needs in classrooms.

While additional SNAs have been funded, clarity is needed on how quickly they are being deployed. Schools require certainty to plan effectively and support students appropriately.

Transport Support for Students with Intellectual Disabilities

A €2 million transport fund has been announced to support learners with intellectual disabilities.

Access to education must include access to transport. Without it, participation becomes limited regardless of provision.

Rural Development & Community Funding

CLÁR 2026 – €12 Million Fund

€12 million has been made available under CLÁR 2026.

This programme delivers targeted investment in rural areas, supporting community infrastructure and improving quality of life.

Community Centres Investment Fund

The 2026 Community Centres Investment Fund (CCIF) will open for applications on May 29th.

Community centres remain central to rural life. Continued investment ensures they remain fit for purpose and accessible.

Potential applicants are advised to register on the MyPobal Portal prior to the opening date. Application will remain open until 13th July 2026.

Transport

Route 425A Update

Following public consultation, the proposal to reroute the 425A through Athenry has been withdrawn.

This is a clear example of engagement working. I want to thank everyone who made submissions and raised concerns. Public consultation must be meaningful — and in this case, it was.

Housing & Infrastructure

Housing Adaptation Grant – €4.77 Million for Galway

€4,774,187 in Exchequer funding has been allocated to Galway under the Housing Adaptation Grant scheme.

This funding supports older people and those with disabilities to remain in their homes. It is a practical measure that improves quality of life while reducing pressure on institutional care.

Bringing Vacant Council Homes Back into Use

€765,360 has been allocated to return vacant council homes to active use.

Using existing housing stock efficiently is one of the quickest ways to increase supply. Every vacant property brought back into use is one less household in need of accommodation.

Stalled Wastewater Infrastructure – Clarinbridge & Craughwell

I raised concerns regarding stalled wastewater infrastructure projects in Clarinbridge and Craughwell.

Without adequate services, housing delivery cannot proceed. Delays of this nature have real consequences for communities, restricting both residential development and local economic growth.

Progress must be prioritised so that infrastructure does not become the limiting factor in development.

Record Delivery of Social Homes

A record number of new build social homes were delivered nationally in 2025.

Increasing supply remains central to addressing housing need. Sustained delivery at scale is required, alongside targeted supports, if we are to stabilise the system and reduce pressure on families.

Additionally €5.2 million has been allocated to Galway County Council under the Energy Efficiency Retrofit Programme.

Improving the energy efficiency of housing stock reduces long-term costs for households while also contributing to climate targets. Retrofitting must be delivered at pace and scale if it is to have meaningful impact.

Enterprise & Local Economy

Local Enterprise Week

Local Enterprise Week, held from 2nd to 6th March, highlighted the importance of small businesses across Galway East.

I visited a number of businesses, including Athenry Antiques following its recent refurbishment. Local businesses are central to economic activity and community identity.

Intreo Work & Skills Recruitment Fair

I attended the Intreo Work and Skills Recruitment and Training Fair on March 6th which is run in conjunction with Galway Rural Development.

Events like this connect employers with jobseekers while showcasing training pathways and supports available. Practical engagement of this kind is essential for workforce development. Thanks to the Intreo team and all the organisations involved in putting together such a valuable event for our community.

Grassroots Venue Support Scheme

A €1 million allocation has been announced under the Night-Time Economy Grassroots Venue Support Scheme.

Supporting grassroots venues helps sustain cultural activity and local economies. These spaces are often the starting point for emerging talent.

Community, Sport & Heritage

St. Patrick’s Day – Athenry

I was delighted to attend the Athenry St. Patrick’s Day Parade.

Community events like this bring people together and reflect the strength and spirit of local areas. Congratulations to all involved in organising such a successful event.

Daffodil Day

I was proud to support Daffodil Day and highlight the work of the Irish Cancer Society.

I also raised the financial burden that comes with a cancer diagnosis. Support must extend beyond medical treatment to include financial and practical assistance for families.

South Galway Flood Relief Scheme

The OPW confirmed that the South Galway Flood Relief Scheme is now fully designed.

The next stage is progressing to planning. Given the impact flooding has had on communities, maintaining momentum is essential so that long-term protection can be delivered.

Turoe Stone

I followed up on progress regarding the return of the Turoe Stone to Bullaun.

Planning permission is in place, and it is important that the project progresses without delay. This is about preserving heritage and ensuring public access.

Engagements During March

Meeting people on the ground remains the most important part of my work.

This month included attending the Galway East Fianna Fáil Breakfast in Raheen Woods Hotel, participating in Local Enterprise Week visits, attending the Intreo Work and Skills Fair, joining St. Patrick’s Day celebrations in Athenry, hosting visitors to Leinster House, supporting Daffodil Day events, attending the Galway West selection convention, and holding clinics across the constituency.

These conversations inform what I raise in Dublin.

Taoiseach Opens New Homes in Ballinasloe

Social housing in Ballinasloe received a major boost as the Taoiseach officially opened two new Galway County Council housing developments.

Delivering homes remains the single most important priority facing government. These developments represent more than units on a site — they represent stability for families, dignity for individuals and momentum in tackling housing need locally.

Continued partnership between central government and Galway County Council is essential if we are to sustain delivery.

€3.2 Million Housing Acquisitions Programme

Galway County Council has been allocated €3.2 million under the €373 million national housing acquisitions programme.

This provides flexibility to step in quickly where households are facing homelessness or tenancy insecurity. Early intervention prevents crisis, reduces long-term costs and provides certainty for families.

Targeted acquisitions are not a substitute for building, but they are an important stabilising tool while supply continues to scale.

Signing of the R332 Kilbannon Road Realignment Scheme

The signing of the R332 Kilbannon Road Realignment Scheme marks an important milestone.

Local landowners, councillors and engineering staff worked constructively to bring this project to reality. Infrastructure projects only move when collaboration replaces conflict. This scheme will improve safety and connectivity for road users in the area.

€63.3 Million Roads Investment for Galway East and County

A €63.3 million roads investment package has been confirmed for Galway.

This is a significant allocation. It means safer roads, stronger infrastructure and better connectivity for towns, villages and rural communities. Maintenance funding often receives less attention than new projects, but road quality directly affects safety, economic activity and daily life.

Sustained capital investment is essential to avoid larger remediation costs later.

Local Improvement Scheme – €1.42 Million for Galway

Under the €17.55 million national Local Improvement Scheme, over €1.42 million has been allocated to Galway.

For rural households and farms dependent on non-public roads, this scheme is vital. These roads may not appear on tourist maps, but they underpin agriculture, local enterprise and family homes.

Rural infrastructure must remain a priority.

Community & Social Investment

Monivea Community Playground

Congratulations to the Monivea Community Committee on securing LEADER funding for their playground project.

Community-led initiatives demonstrate what can be achieved when strong local leadership is matched with targeted funding.

Meals on Wheels – €2 Million Increase

An additional €2 million has been allocated nationally for Meals on Wheels services.

This is a vital community service that tackles isolation while supporting older people to remain independent. Volunteers underpin its success. Investment here is preventative — reducing hospital admissions and supporting wellbeing at home.

Monivea Active Age Group

I called into the Active Age Friday meet-up in Monivea with Cllr Sean Broderick. These gatherings strengthen social connection and community cohesion.

Often the most effective supports are the simplest — community, continuity and conversation.

Beagh GAA Hall Visit

Last year I visited Beagh GAA to hear their proposals and support their application for funding. It was fantastic to have been invited back this year to see how the money was spent. This club has transformed their facilities and provided an amenity that will future proof the club and support them in competing at all ages and levels.

I firmly believe our clubs are the most efficient spenders of the states money, I will continue to advocate for more money to make its way to our local clubs and organisations where they control what happens

GAA facilities are more than sporting venues. They are central to community life in rural Ireland.

Free Birds Fly – Raheen Woods

I had the pleasure of participating in the “Free Birds Fly” fundraising fashion show in Raheen Woods in support of the National Breast Cancer Research Institute, Ronald McDonald House Charities, the Alzheimer Society of Ireland and Athenry Cancer Care.

Agriculture & Rural Affairs

Dept of Agriculture before the Public Accounts Committee

This month I raised concerns regarding the impact of TB lock-ups on farming families.

When a herd is locked up, the financial pressure is obvious — but the stress and anxiety placed on families is often less visible. I questioned both the scale of spending and the effectiveness of the current eradication approach.

Eradication policy must balance disease control with fairness, transparency and proportionality. If significant public funds are being spent, we must also measure outcomes honestly.

As someone who grew up on a family farm and completed my Green Cert in Mountbellew, I understand first-hand the challenges and importance of Irish agriculture.

In times of global uncertainty, farming must remain at the core of our national resilience. A strong agricultural sector is essential to our independence, to food security, and to our ability to stand on our own two feet as a country.

I raised ongoing delays in ACRES payments, with some farmers only being paid for 2023 in 2026.

Farmers are left waiting with no interest or compensation, despite repeated assurances that delays were being cleared.

At a minimum, farmers deserve certainty, when they’ll be paid, how much, and for what. Those are basic expectations when payments are this late.

I challenged underspends across schemes such as agri-environmental schemes, forestry, organics and TAMS money that is meant to go directly to farmers.

Over €100m in underspend was flagged by the Comptroller and Auditor General, raising serious questions about drawdown and delivery.

If the funding is there, whether national or EU, it needs to reach farmers. Underspending farmer payments is a delivery and planning failure, not a success.

I welcomed the launch of the National Conversation on Early Years and School-Age Childcare.

This is an opportunity for parents, educators and communities to shape the future of early learning in Ireland. Capacity, affordability and workforce sustainability must be addressed together. Reform without listening will not succeed.

PAC DEPT EDUCATION -SNA Supports and Growing Needs in Schools

As needs continue to grow and become more complex, it is vital that we respond appropriately. That is why the Government is investing more in Special Needs Assistants (SNAs) than ever before.

I raised this issue with the Department of Education at the Public Accounts Committee to ensure that the needs of students, families, and schools are properly addressed.

Enterprise & National Engagement

ETF Taxation Raised in the Dáil

It is wrong to tax unrealised gains. Right now, an ordinary worker investing €100 or €200 a month into an ETF can face a tax bill after eight years despite not selling anything or receiving any income. We are taxing time, not profit.

That is bad tax design. It breaks compounding. It discourages long term investing.
It tells young people and first time investors that building wealth slowly is somehow suspect.

In a country where billions sit on deposit and retail participation is low, we should be making it easier for people starting out to invest, not harder.

Tax gains when they are realised. Give ordinary workers a fair chance to build something over time.

Taoiseach Visit to Easyfix

It was great to welcome the Taoiseach to Easyfix alongside my colleague Senator Anne Rabbitte. Easyfix is a globally recognised local company that manufactures livestock housing and handling equipment used on farms across the world.

During the visit, the Taoiseach had the opportunity to see the company’s operations first-hand and discuss their products, including how recent changes to TAMS are supporting farmers to invest in modern equipment.

Easyfix is a strong example of a local business creating employment while exporting Irish innovation globally, and it was valuable for the Taoiseach to hear about the company’s plans for future growth.

Irish Host Community – STLT Event

I attended a meeting with representatives from the short-term rental sector to hear directly about the challenges facing hosts and communities.

Launch of Fianna Fáil Centenary Programme

A Galway East centenary committee has been established to mark 100 years of Fianna Fáil. The committee will organise a series of events across the constituency to reflect on the party’s history, recognise those who contributed to its development locally, and look ahead to the future of public service in the area.

Housing & Infrastructure

Vacant Homes Refurbishment

Returning empty properties to use is one of the quickest ways to increase supply. Nationally, over 3,000 vacant or derelict homes were brought back into use during 2025 through the Vacant Property Refurbishment Grant.

Behind that figure, are families housed, streets revitalised, and pressure eased in communities where supply is tight. I want to see strong uptake locally, and will continue encouraging owners to examine the scheme.

According to the latest statistics, Galway County Council has received 664 applications since the launch of the scheme, with 467 approvals and just 23 rejections, demonstrating strong demand and effective delivery at local level. To date, 108 grants have been issued on completion of works, with a total value of €5.89 million invested in bringing homes back into use across the county.

In 2025, 35 grants were issued on completion of works, with a total value of €1.9 million, helping to return previously vacant properties to active use as homes.

Housing Infrastructure Fund

A €1 billion fund is now in place to unlock land by providing the roads, water services and enabling works that are needed before homes can be built.

Built Heritage Fund – Galway

€127,500, has been allocated to Galway County Council to protect and restore historic buildings.

Investment in heritage is not cosmetic. It sustains tourism, supports town centres, and preserves the character that makes our communities attractive places to live and work.

Rural Housing & TII

The Taoiseach has committed to addressing barriers arising from Transport Infrastructure Ireland (TII) objections which are affecting rural planning applications.

Families with genuine local need must have a fair pathway to build. I will be monitoring how this commitment translates into practical changes. It is vital that where young couples and individuals desire to build an exit onto an existing entrance on a family farm holding, they must be permitted to do so.

Eyrecourt Wastewater Capacity

I raised ongoing sewage infrastructure issues in Eyrecourt. Without adequate services, homes cannot be delivered and businesses cannot expand. Raising this nationally is about ensuring smaller communities are not left behind.

The following is the response we received from Uisce Eireann:

The Delivery Department has advised that the Eyrecourt Wastewater Treatment Plant project is part of the Uisce Éireann Capital Investment Plan. The project is currently at stage 2 as per the infrastructure guidelines – design, planning and procurement. The project is currently undergoing detailed design and is scheduled for a planning submission in late 2027. This is subject to statutory approvals, land acquisitions and budget availability.

Transport

Route 425A

There will be no alteration to the route until the public consultation process is complete. I will continue engaging with residents and transport authorities as the review progresses.

Athenry–Galway Rail 🚂

I have raised the need to double-track the line between Athenry and Galway to improve frequency and reliability.

If we are serious about reducing congestion and supporting commuters, rail capacity must match demand. This is central to balanced regional development.

Education & Community Facilities

School Building Projects

Progress continues for Coláiste on Eachréidh, Carrabane National School and Gaelscoil Riada. Modern, fit-for-purpose buildings are essential for students and staff alike. I will keep pressing for momentum so projects move from planning into delivery.

This month it was confirmed that a number of long-awaited school projects across Galway East are now moving to tender and construction stages for 2026/2027 under the National Development Plan – Education Sector Plan.

These include:

• Carrabane National School, Athenry

• Coláiste an Eachréidh, Athenry

• Archbishop McHale College, Tuam

• Gaelscoil Riada, Athenry

• Extension for SN Na Coille Glaise

This is a significant investment in education infrastructure, ensuring our schools have the modern, safe and fit-for-purpose facilities they need to support students, teachers and wider school communities.
Projects like these are about more than buildings , they’re about backing our rural communities, planning for growth, and making sure every child has access to high-quality education close to home.
I will continue working closely with the Department of Education to ensure these projects progress without delay and deliver real results on the ground for Galway.

Additional Special Classes

New special classes have been approved for Clarin College, Creagh National School and Cummer National School.

Additionally Corrandrum NS, Tuam and Killeeneen NS, Craughwell each receive one new special class.

This matters enormously for families. Greater local provision means children can be educated within their own communities with the supports they require.

Community Employment Supports

Sponsors across Galway East will receive an additional €1,000 in grant assistance.

These schemes quietly underpin a huge amount of community activity, from maintenance of facilities, to services for older residents. Extra backing in the form of grant assistance, helps to sustain that work.

Health & Childcare

Childcare Investment

A €135 million state-led programme is supporting families while helping providers remain viable.

Affordability and sustainability must go hand in hand. Expanding capacity while protecting quality is the long-term objective.

GP Access/Capacity

Many practices locally are operating at, or beyond capacity. Constituents are telling me clearly that access to GP services is becoming more difficult.

I am continuing to raise this with the HSE and the Department because primary care is the front door of the system.

I raised the issue of GP practices at capacity and the failure to retain young doctors we invest so heavily in.

We spend years funding education and training, then allow that investment to leave the country because the system does not support them to stay.

That is bad workforce planning and poor value for money, and it leaves communities like Galway East short of GPs.

Galway Bay article

Portiuncula Hospital

I continue to raise issues concerning services and accountability at Portiuncula Hospital. In December I had the opportunity to raise these at the Health committee, I have previously also raised these issues at Public Accounts Committee level. I will continue to push on this.

Patients and staff need confidence that standards are improving, and that oversight is robust. I will follow developments on this matter closely.

Prevention & Public Health

In recent discussions on preventative healthcare, the focus has been on early action — supporting healthier lives so fewer people require acute intervention later.

If we are serious about long-term sustainability, prevention cannot remain secondary to treatment. It needs to be embedded in how we design policy, including how we use the tax system.

That is why I am still pushing to allow people to claim tax relief on gym memberships and structured physical activity. The measure is now under active examination by the Department of Finance. You can read my views on the following piece.

That shift is vital if the system is to remain sustainable.

Community, Sport & Heritage

Galway Sports Partnership

€477,048 has been awarded, including dedicated funding for women in sport.

Local clubs are powered by volunteers, and targeted investment helps widen participation and strengthen facilities.

Athenry Camogie

Congratulations to Athenry Camogie Club on their All-Ireland success. Achievements like this lift entire communities and inspire the next generation.

Loughrea Hurling

Commiserations to the Loughrea players and supporters after a tremendous campaign. Representing your area on the national stage is a source of immense pride.

Dunguaire Castle

I have continued to press the case regarding the closure of Dunguaire Castle.

It is an important heritage site and a contributor to local employment. A clear path to reopening is needed.

Committee Role

I have been appointed to the Joint Committee on Justice, Home Affairs and Migration.

This provides an opportunity to contribute directly to national policy and to ensure rural and regional perspectives are represented.

Engagements During January

Meeting people on the ground remains the most important part of my work.

This month included discussions with Eyrecourt IFA members, attending the protest in Dunmore regarding Bridge Street, welcoming students from Gurteen National School to the Dáil, hosting local canvassers in Leinster House, and holding clinics across the constituency.

These conversations inform what I raise in Dublin.
