Hannah Arendt famously documented this totalitarian convergence in The Origins of Totalitarianism, showing how Stalinism and Nazism built identical machinery from opposite poles. Decades later, critics dubbed the modern iteration “The Cathedral”—the unelected consensus engine linking media, academia, corporate governance, and permanent bureaucracy into a single, self-reinforcing monoculture.

That complete monoculture—the circle—is the end result. But total institutional control cannot be seized overnight in a constitutional republic; it must be constructed piece by piece.

The vehicle to build it has a specific name: der lange Marsch durch die Institutionen—the “Long March Through the Institutions.”

Coined in 1967 by West German activist Rudi Dutschke and endorsed by Frankfurt School philosopher Herbert Marcuse, the phrase borrowed its name from Mao Zedong’s 1934 military retreat. As a doctrine, it was cold and pragmatic. It instructed the era’s radicals to abandon armed revolt in favor of a patient, generational infiltration of society’s key credentialing pipelines: academia, the judiciary, newsrooms, public administration, and philanthropy. A deliberate, “peaceful” subversion of American culture.

The playbook is simple: quietly ascend through these professional gateways, replace traditional civic norms with radical social theories, and convert primary power centers into top-down vectors for cultural hegemony.

On paper, the strategy sounds like a conspiratorial abstraction. It sounds mad.

Until you look around.

These ideas have leapt off the page into reality. To any serious observer of our municipal governance, this is no longer a theoretical debate limited to political philosophers. It is alive, operational, and funded.

Austin is the working model. The circle is complete.

Enter the Power Centers: Elected Officials in Austin & Travis County

91 elected officials govern Austin and Travis County across the municipal, judicial, and legislative branches. Seventy-four of them exercise direct control over local government—the city council, county commissioners, local benches, and school board.

In an electorate where Republicans are virtually non-existent, the primary struggle is no longer partisan; it is cannibalistic. A new, radical movement has been hard at work consuming and displacing more “traditional” democratic candidates from within, eating their way through – like an infection.

Nationally, they call themselves the DSA (the Democratic Socialists of America); their published platform calls for ending cash bail, abolishing policing and prisons as we know them, and replacing private ownership of major industry with social ownership. Its local strategy is meticulously pragmatic: capture key institutional chokepoints, displace existing democrats, and take over.

The DSA is the brand—the ideological seal of approval that commands an army of door-knockers and marshals the progressive faithful. But it cannot run a city on its own. It needs muscle, and more importantly, it needs a pipeline.

Enter the second and third components of the triad:

• Workers Defense Project is a 501(c)(3) charity dedicated to labor rights. In practice, it functions as a farm team for political power. It recruits activists, equips them with institutional credibility, elevates them into leadership, and polishes them for public office.

• Workers Defense Action Fund. Because federal tax law strictly forbids charities from engaging in partisan politics, the Project simply built its own political arm. Same officers, same mission, different tax code. What the non-profit is legally prohibited from touching, its 501(c)(4) twin executes with impunity. The charity builds the candidate; the action fund runs the campaign.

The payoff has been total:

José Garza (Travis County District Attorney)

Transformed WDP into a political launchpad as Executive Director. Backed by $652,000 from George Soros via the Texas Justice & Public Safety PAC and officially endorsed by Austin DSA, Garza leveraged ties to the Open Society–backed Wren Collective into office. His tenure has drawn sharp criticism for allowing hundreds accused of serious violent offenses—including murder—to be released on minimal bail, prompting federal prosecutors to step in to ensure justice. Opponents can run against him by filing before December 2027.

Greg Casar (U.S. House of Representatives)

As WDP’s Policy Director, Casar authored local regulatory mandates before parlaying that activist base into an Austin City Council seat as a dues-paying DSA member. There, he spearheaded the landmark 2019 repeal of the city’s public camping ban—a policy that created widespread encampments until voters overturned it via Proposition B. Despite these outcomes, Casar leveraged that base to catapult himself into Congress, where opponents can file to challenge him before December 2027. Mike Siegel (Austin City Council)

The son of Bay Area radical Daniel Siegel—a founder of the New American Movement that merged into the DSA in 1982—Siegel secured the official endorsement of the Austin DSA chapter. He won his runoff by just 206 votes, 4,402 to 4,196, in a low-turnout December election. Opponents can run against him by filing before Aug, 2028.

Andrew Gonzales (AISD School Board)

Endorsed and heavily backed by Austin DSA and union organizers in 2022, Gonzales helped usher activist-led priorities onto the board. Under this tenure, Austin ISD mismanaged its budget to the brink of a $181 million deficit, closed neighborhood schools after squandering tens of millions in renovation bonds, and allowed core academic outcomes to plummet toward a potential state (TEA) takeover. Gonzales will not be running for re-election.

Alumni and allies holding levers of power across the county’s prosecutorial system, federal representation, city council, and public schools—each propelled into office on the DSA ticket.

If you search campaign money records for direct payments between Workers Defense and the DSA, you will find a pristine ledger. Not a single dollar. That isn’t a flaw in the system; it is the design. The machine does not trade in cash—it trades in human capital. The Project builds them. The Action Fund elects them. The DSA brands them. And once seated in office, they vote public money back to the organization that raised them.

Three groups working together, off the radar of the law that’s supposed to catch this (which only follows money) — so it sees nothing at all.

The Surrounding City Council Roster

The rot extends far beyond the four officials who wear the formal DSA label. A larger bloc follows the same ideological playbook, preferring to quietly vote the line without publicly declaring the affiliation.

Across the Austin City Council, roughly half the dais consistently votes progressive on policing, housing density, and municipal spending—leaving Mayor Kirk Watson along with Council Members Paige Ellis and Mark Duchen as the lone center-left figures on the bench.

Natasha Harper-Madison, City Council, District 1

With Harper-Madison stepping down this cycle, the race to succeed her has drawn heavy DSA involvement. Amber Goodwin—an ADA in DSA District Attorney José Garza’s office – has raised more than every other D1 candidate combined, and her donor roll reads like an establishment directory — $500 checks from County Judge Andy Brown, Harris County Commissioner Rodney Ellis, and the Giffords PAC. Meanwhile, the DSA has formally endorsed Misael Ramos – perhaps in an effort to hedge their bets. Voters seeking to counter this bloc should examine candidates like Steven Brown, who has already demonstrated cross-party leadership by spearheading campaigns to defeat movements to increase property taxes.

Snackin’ José Valesquez, City Council District 3

A 46-year-old known for snacking on the taxpayer dime and living at home, Velásquez’s political alignment with socialist-leaning priorities centers heavily on housing intervention (HOME) – where he simultaneously sponsos strict anti-displacement mandates and relocation requirements (a costly contradiction). His current efforts to reallocate judicial funds toward social programming risk underfunding public safety, shifting the burden directly onto local business corridors. And his past isn’t spotless: in a budget year that raised property taxes significantly, his educational travel budget grew 540%, and his overall travel budget by 153% – for “overdue investment in professional development.” In 2023, the Ethics Review Commission issued him a letter of admonition for failing to disclose nonprofit income and a board role, omissions he called inadvertent and corrected. Those tired of Jose can vote for young Brock Skinner – the common sense candidate – in the upcoming Nov 3 elections.

Ryan Alter, District 5

A Statesman investigation found his office had funneled thousands of taxpayer dollars to political nonprofits — including a group literally named “Liberal Austin Democrats” — and personal-adjacent expenses like a $2,500 lifetime bar-foundation membership. After the story broke, he repaid some of the money and ended the practice. No rule had stopped him before the reporters did — which is the recurring Austin story: the auditor of last resort is a byline. This fall, voters seeking practical alternatives can evaluate Liz Brink, a Harley-riding master electrician emphasizing traditional Austin roots, or David Weinberg, who appeals to conservation-focused environmental voters.

Paige Ellis, City Council, District 8

Ellis was unable to secure the votes to run for a third term, and she was never a socialist on paper — just the reliable suburban rubber stamp that translated radical activist policy into city law. Her likely successor, former EMS union president Selena Xie, shifts the seat even further leftward. Xie—a self-described “leftist” who leans into Greg Casar-style anti-displacement and anti-developer rhetoric—brings organized labor muscle to the district. While framing her platform around frontline emergency services, Xie’s background as a union chief and alignment with progressive tactics ensure District 8 remains a captured vote for expanding municipal spending, aggressive regulatory mandates, and activist-driven governance. Voters seeking an honest, earnest, common sense candidate who volunteers to attend more city council meetings than the actual city council does, and genuinely cares — can vote for Jeff Bowen.

Zo Qadri, City Council District 9

Qadri cross-canvasses actively with progressive figures including Siegel and Garza, and previously contributed to Siegel’s congressional bid. In the upcoming election, challenger Katie Kam offers a platform focused on fiscal management and right-sized transit infrastructure. (Please note: while Katie is very “progressive” – we still feel like she is the most moderate of the candidates. And the machine clearly hates her – AURA gave their endorsement to Zo without giving her the chance to speak or debate – though she is a credentialed civil engineer).

OPPONENTS NEED TO DECLARE INTENT BY AUG 2028

Vanessa Fuentes, City Council District 2

Fuentes’s platform mirrors democratic socialist priorities by relying on heavy public-sector intervention at the expense of local enterprise. Her support for mandated wage hikes inflates regional labor costs, straining small businesses and independent employers. Furthermore, her aggressive regulatory agenda—from strict climate standards to expanded compliance requirements for housing providers—imposes costly capital mandates on private landlords, restricting market flexibility through municipal overreach.

Cryin’ Chito Vela, City Council District 4

Known for posting performative videos of himself, a grown man, crying, Vela frequently champions key DSA policy initiatives – and previously served as President of the Board of Directors at the Workers Defense Project (WDP), overlapping with District Attorney José Garza’s tenure as Executive Director. He voted yes on the $2 million grant (item AHFC002) that gave taxpayer money back to WDP. As a primary architect of the HOME initiative, Vela led land-use policies that rezoned single-family lots for multi-family units over strong neighborhood opposition. Critics argue this shift burdens existing homeowners with heightened development costs and property risks while delivering negligible gains in dedicated affordable housing.

Krista Laine, City Council District 6

Delia Garza — Travis County Attorney

The record: Another prosecutor aligned with the Wren Collective; coordinates routinely with Council Members Fuentes and “Chito” Vela and DA Garza on joint progressive initiatives. Her early case-rejection frameworks and non-prosecution stance on misdemeanors have turned the County Attorney’s office into a laboratory for ideological experimentation. Dating back further: she used taxpayer city funds to cover her personal legal dues — a city auditor investigation found the payments may have violated city ethics rules, though the Ethics Review Commission declined to sanction her.

The fallout: Sharp friction with law enforcement, bloated case backlogs, and an environment of impunity — with local business owners bearing the costs of property crime and disruption.

Sally Hernandez — Travis County Sheriff

While public outrage centers heavily on District Attorney José Garza, prosecutors do not set bail or release offenders—judges do. Across Travis County, 37 judges govern from behind obscure judicial ballots, holding immense power while insulated from public scrutiny.

Their rulings reveal a clear pattern: key members of the bench consistently advance core democratic-socialist policy planks—ending cash bail, mandating pretrial release, and prioritizing systemic decarceration over victim protections and public safety.

Equally consequential are the Travis County civil district courts. Located at the seat of state government, these benches handle lawsuits against state agencies, granting individual local judges extraordinary leverage over state policy.

Running largely unopposed on local Democratic tickets in low-information elections, this bench has transformed itself into a primary veto point against laws passed by the Texas Legislature.

Selena Alvarenga — 460th District Court

While none of these judges have any documented “formal” ties to DSA or any socialist organization, the associated philosophy clearly drives their decision – without explicit disclosure.

It’s hard to hold these judges accountable, but there is a growing motion to encourage “bench transparency” – those who see anti-democratic actions being taken can report the judges to Bench Receipts.

Enter: The Non-Profit and Consultant Network Engine

Local activist networks are actively reshaping both regional and national policy—and a paper trail of campaign disclosures and tax filings reveals some of how that machine is funded – with much still remaining anonymous.

This financial loop extends directly to the ballot box. On municipal ballot initiatives—such as tax-expansion measures like Proposition Q—campaign finance records reveal that local service providers and government contractors provided direct funding to pass the very measures that replenished their own municipal agreements.

Public exposure and financial transparency remain the most effective tools for accountability.

Behind these cases sits the documented ledger: 263 missed indictment deadlines in a single year, releasing 181 felony defendants — 70 accused of violent or sexual offenses, five charged with murder (KVUE). 911 response times up from 29 to 47 minutes (KUT).

This civic failure traces back to the 2020 municipal budget restructuring championed by DSA-backed Greg Casar, which triggered a severe police exodus. The subsequent release of violent defendants was the predictable result of the non-prosecution and diversion policies District Attorney José Garza was elected to enforce. To top it off, essential automated license plate readers requested by police were killed by an “Anti-Flock” advocacy campaign organized directly by Austin DSA (KUT).

These anti-police outcomes did not merely happen near Austin’s socialist activists; they happened because of them. It stands as the movement’s signature municipal accomplishment—the one policy area where leftist theory was codified into local practice with official roll-call votes.

Reversing this trajectory is not unprecedented. When San Francisco voters recalled progressive District Attorney Chesa Boudin in 2022, reported crime fell sharply (KRON4)—dropping to decade lows by 2025 (California City News) after the city deployed Flock camera networks in 2024, mirroring broader national reductions in violent crime (SF Standard).

Exhibit two: the homeless epedemic and uncharted spend

Homelessness in Austin is not an accidental administrative failure. It is the direct result of a specific policy approach.

The political movement governing City Hall operates on two core premises: first, that homelessness is driven entirely by systemic factors rather than individual choices, meaning no performance requirements are placed on individuals or the service providers funded to assist them; second, that budget size is the primary measure of compassion, making financial oversight appear secondary to the mission.

When a local government adopts these two principles, public records reflect the outcome: funding expands continuously while measurable results remain optional.

City Hall presents its homelessness effort as a $30-to-$35 million annual budget item. However, city audit reports, IRS Form 990 filings, and municipal contract records show total spending reached $1.7 billion over eight years. The current burn rate stands at $315 million annually across five separate public ledgers, with an additional $120 million to $160 million in Medicaid funds flowing annually to Integral Care outside standard city audits.

This funding produced the highest recorded homeless population in the city’s history: 3,238 individuals on a single night, representing a 29 percent increase since the spending expansion began.

A review of city contractors illustrates how these policies function in practice, as performance metrics have consistently been decoupled from contract renewals:

• Front Steps: Received $43.2 million over 18 years while meeting 29 percent of its contractual performance targets.

• Urban Alchemy: Selected to replace Front Steps despite a prior record that included a San Francisco Controller’s warning letter, eight lawsuits, a RICO suit, and Portland lobbying violations (SF Standard, The Nation). • Endeavors: Awarded the replacement contract through a non-competitive bidding process. According to IRS filings, the organization is led by former federal officials—former DHS budget chief Chip Fulghum ($699,472 salary) and former ICE official Andrew Lorenzen-Strait ($327,680 salary)—whose hirings coincided with the organization securing over half a billion dollars in non-competitive federal contracts (AP News).

Overseeing data collection and evaluation is ECHO, which manages the regional homelessness database, compiles official counts, and ranks local non-profits for federal grant allocation. During the same period the city’s homeless count reached record levels, ECHO’s executive compensation increased by 417 percent.

The Austin City Auditor documented these operational and oversight issues in five separate reports across seven years. Because the auditor’s office possesses only advisory authority, City Hall took no corrective action based on those findings.

When federal pandemic relief funds expired, city leadership placed Proposition Q on the ballot to raise property taxes, supported by a campaign funded in part by the city’s non-profit contractors. Voters defeated the measure, rejecting the tax increase and halting the proposed funding expansion.

Exhibit three: the dismantling of our educational systems

A failing school system is rarely the product of a sudden, unforeseen accident. It is built incrementally through years of unexamined administrative decisions.

In November 2025, Austin Independent School District trustees voted to close ten campuses, reassigning nearly 3,800 students to address what was initially presented as a $19 million budget shortfall. Just seven months later, district officials disclosed that the actual deficit had expanded to $95 million—a fivefold error that caught even board members unprepared.

Enrollment had dropped 3,000 students below internal projections, erasing $26 million in anticipated state funding, while nearly $30 million in expected land-sale proceeds failed to materialize. By the summer, AISD was taking on short-term debt simply to make payroll (KUT, Statesman).

These financial miscalculations coincided with significant operational waste:

• Stranded Capital Expenditures: The district had spent roughly $100 million in taxpayer-approved bond funds renovating several campuses shortly before selecting those same facilities for closure. (Austin Current)

• Recapture Pressures vs. Campus Performance: AISD sends $821 million annually—46 percent of its operational budget—to the state under Texas recapture laws. Meanwhile, two district middle schools recorded five consecutive failing academic ratings, meeting the statutory threshold for state intervention. (KVUE).

A school district that misjudges its core budget deficit by fivefold, sells off recently renovated real estate, and faces state takeover is not merely dealing with tight resources. It is experiencing a structural breakdown in institutional management.

While AISD leadership is not governed by explicit partisan activist blocs, the district mirrors the same oversight breakdown seen in other local bodies: major fiscal projections and multi-million-dollar operational plans go unverified until the budget breaks. Where partisan activists hold power, specific ideological mandates drive costs; where non-partisan institutions operate, an entrenched culture lacking rigorous independent scrutiny leads to the same structural outcomes.

With the Texas Education Agency stepping in to oversee low-performing campuses, the upcoming AISD board elections present a critical choice for local governance. Evaluating the current candidate pool based strictly on budget discipline, fiscal management, and operational oversight yields the following recommendations:

• District 1: Cheryl Bradley

• District 4: Tricia Mitchell Kim

• District 6: Marie Lebron

• District 7: Jimmy Counihan

• District 9: Kirk Becker

Exhibit four: the train to nowhere

Austin passed a $7 billion transit expansion, funded by a permanent 20% property tax increase. Years later, not a single mile of rail exists—yet the capital flows uninterrupted.

This is not simple administrative incompetence; it is a scalable blueprint designed to capture public infrastructure spending.

The Origin: The LAANE Blueprint

The strategy was engineered in California by the Los Angeles Alliance for a New Economy (LAANE). Rather than running political candidates, LAANE pioneered the community benefits agreement—forcing activist coalitions into municipal approvals to attach binding workforce conditions directly to public dollars. In 2012, LAANE secured a historic “Construction Careers Policy” with LA Metro, permanently tying the transit system’s multi-billion-dollar budget to coalition-enforced rules.

LAANE then scaled this model nationally through an umbrella organization—originally the Partnership for Working Families, now rebranded as PowerSwitch Action. Backed by major philanthropic networks, including the Open Society Foundations, the umbrella coordinates 21 regional franchises across cities like Seattle, Atlanta, Nashville, and Denver (via United for a New Economy).

Capturing Central Texas: Workers Defense Project

In Central Texas, the local franchise executing this playbook is the Workers Defense Project (WDP). WDP first tested the model on Austin Community College’s $400 million bond program, securing mandatory labor conditions through its “Better Builder” program.

When Austin created the Austin Transit Partnership (ATP)—the local public entity tasked with directing Project Connect’s $7 billion budget—WDP moved to capture the rules governing those dollars:

• Governance Mandates: WDP embedded its third-party monitoring requirements straight into ATP’s founding governance documents.

• Contract Lock-In: During 2021 Joint Powers Agreement negotiations governing tax revenues, WDP forced deliberations into overtime to lock its compliance standards into place (Austin Chronicle).

Long before ATP laid a single mile of rail, WDP established the regulatory pipeline through which transit funds must move.

The Closed-Loop Pipeline

Simultaneously, WDP operates as a primary talent pipeline for the local government overseeing ATP:

On council, Vela voted “yes” on measures like AHFC002—authorizing millions in municipal housing finance and Project Connect-adjacent funding streams that flow back into WDP and the compliance ecosystem he helped build.

Through this architecture, a single advocacy network maintains operational footholds across the prosecutor’s office, the city council dais, municipal ballot initiatives, and the largest capital infrastructure project in Austin’s history—completing a self-sustaining loop where former leadership authorizes the taxpayer funding that sustains the network.

Time to Break the Circle

Here we are. The circle is complete. We find ourselves running on it like we would a hamster wheel – marched into a city-state run by a single party holding nearly every elected office in local government.

Private consultants operating inside a public prosecutor’s office under a confidentiality agreement. Government contractors funding the political campaign to raise the taxes that refill their own contracts — a public-private fusion for which political science has a precise, uncomfortable term: corporatism, an economic architecture Mussolini built and named.

The outcomes:

• Criminal Justice: 181 felony cases dropped due to missed processing deadlines, accompanied by rising emergency response times.

• Homelessness Services: $1.7 billion spent over eight years, resulting in a record homeless count.

• Education Governance: Ten public schools closed to address an initial $19 million deficit that expanded to $95 million seven months later.

• Public Infrastructure: A $7 billion transit tax burden for a system that has yet to lay rail.

The pain stems from a single structural reality: an institutional loop where elected officials answer to political advocacy groups, advocacy groups answer to national philanthropic networks, and operational accountability to the taxpaying public is effectively lost.

It begs the question: what can men do against such reckless hate?

And the answer? They must actively intervene. Here’s what we can do:

1. Target the Non-Profit Pass-Throughs & Administrative Revolving Door

• Mandatory Recusal & Conflict-of-Interest Controls: Enact strict ethics rules prohibiting elected officials from voting on grants, tax allocations, or municipal contracts awarded to any 501(c)(3) or 501(c)(4) entity they founded, managed, or drew compensation from within the previous four years.

• Cap Executive Compensation on City Contracts: Any non-profit operating a municipal contract or receiving public pass-through funds must have executive salaries capped at standard public-employee wage limits, preventing multi-million-dollar executive packages funded by taxpayers while frontline services stall.

• Audit Tax-Exempt Political Coordination: Require any non-profit receiving municipal grants to undergo independent annual audits verifying that tax-exempt funds, staff time, and database resources are not being funneled into affiliated (c)(4) advocacy PACs, ballot campaigns, or candidate slate operations.

• Ban Non-Disclosure Agreements for Public Consultancies: Prohibit government offices—such as the District Attorney or city departments—from utilizing private consulting firms or fiscally sponsored non-profits operating under NDAs. Any entity advising public officials on policy, operations, or prosecution management must be subject to standard open-records laws.

2. Reclaim the Electoral Chokepoints

• Run. Or Find Someone Who Will: There are judges, justices of the peace, and constables on your ballot who have never faced an opponent in their careers. Not because they are universally supported, but because nobody filed. An empty ballot line is how institutional capture becomes permanent. Fill it.

• Vote in March, Not Just November: We need you to turn out this Nov 3. And beyond. Austin’s real municipal and county elections take place in the primaries. Every city and county office belongs to one party, meaning by November the winner has already been chosen—in a March primary where almost nobody shows up. The DA who releases felons is elected by a tiny sliver of the county, and major seats flip by margins smaller than a church picnic. Your primary ballot is worth fifty November ballots. Use it.

• Pre-Emption: Organizations like WDP push municipal mandates that intentionally challenge state statutory authority. When the Texas Legislature responds with sweeping preemption bills (such as HB 2127), local leaders use the conflict to mobilize activist bases, frame local governance as a resistance movement, and drive fundraising for affiliated non-profits.

• Off-Cycle Endorsements. Municipal and county power in Travis County is rarely decided in competitive general elections; it is secured in low-turnout Democratic primaries and off-cycle elections. Specialized political clubs and slates direct a disciplined bloc of voters down obscure ballots, enabling coordinated campaigns to secure local benches and administrative seats without broad electorate participation.

3. Bypass City Hall via Direct Democracy

1. Leverage Citizen Ballot Measures. Normally, to pass a city ordinance or change city spending, you have to convince the 11 people sitting on the Austin City Council. If the Council is captured by progressive non-profits, activist PACs, or union lobbies, they will simply refuse to vote for policies those groups oppose (like auditing non-profits, enforcing public safety laws, or cutting taxes). Under the Austin City Charter, citizens don’t have to wait for the City Council to act. The charter gives residents the power of Initiative and Referendum to:

   • Draft a Law: Citizens write a specific policy (for example: “Require an annual independent third-party audit of all city homelessness spending”).

   • Collect Signatures: Volunteers take clipboards out into the city and gather signatures from registered Austin voters (typically requiring around 20,000 valid signatures, or 5% of registered voters).

   • Force it onto the Ballot: Once the city clerk verifies the signatures, City Council is legally forced to either pass the exact law outright OR put it directly onto the next election ballot for the public to vote YES or NO.

5. Conduct Open-Source Citizen Oversight

• Document and Audit Public Proceedings: Institutional opacity relies on public apathy. Open-source oversight—such as tracking bond hearing decisions, monitoring judicial release metrics, reviewing public financial disclosures, and analyzing non-profit Form 990 tax filings—creates immediate accountability. Filing open records requests under state public information laws forces transparency on city agencies and non-profit contractors.

6. Build Permanent Counter-Infrastructure

• Fund Year-Round Grassroots Infrastructure: The municipal progressive machine maintains dominance because its core advocacy groups, political clubs, and non-profit networks operate continuously between election cycles. Countering a permanent political apparatus requires building alternative local institutions: funded, staffed, and dedicated to candidate recruitment, precinct organizing, and year-round voter education. Continuous ground-level organizing in spring primaries outweighs passive participation in fall general elections.

7. Challenge the Cultural and Media Narrative

• Engage Public Dialogue Directly: Get loud on social media: every man and woman in the arena. Systemic shift requires rejecting passive concession in everyday civic and cultural spaces. Documenting municipal performance, publicly challenging inaccurate reporting, holding media outlets accountable to verified data, and directly countering radical policy narratives in public forums prevents progressive frameworks from operating as the unquestioned default in civic life.

If you dial 911 in Austin tonight, your call will almost certainly be answered in under 15 seconds. Whether the person answering asks if anyone at your door is armed—nobody measures. The city only counts the pickup.

That is the terrifying trade-off sitting at the heart of Austin’s emergency response system. It is a vanity metric hiding a hollowed-out floor.

Austin City Hall did not fix 911. It patched a catastrophic staffing collapse with a wave of fast-tracked recruits, declared victory on a single pristine statistic—nearly 98% of calls answered in under 15 seconds—and then voted to perform open-heart surgery on the department behind it.

On August 12, against the unanimous objections of every public safety chief in the city, the council gambled $1.4 million of your taxes on a top-down overhaul no one who runs 911 asked for.

The budget funding it takes effect October 1. So do reduced 311 hours.

Leadership is gambling with the single most vital lifeline taxpayers fund.

Recalling a history of failure, staffing challenges and roughly patched solutions

The 2022–2023 emergency comms crisis did not sneak up on anyone.

In 2022, hundreds of city workers packed council chambers during the “$22 in ‘22” campaign and laid it bare: Austin’s cost of living had exploded, municipal wages had stalled, and the people who guide citizens through their worst moments were being priced out of the city they protected.

City Hall dragged its feet until vacancy rates crossed a harrowing 45%.

Hold times exploded. The national standard set by the National Emergency Number Association (NENA) demands that 90% of 911 calls be answered within 15 seconds. In 2022 and 2023, Austin managed roughly 75–77%. During peak volume, the City Auditor found, half of callers waited longer than 15 seconds—some past two minutes. On New Year’s Eve, holds averaged nearly half an hour. One council member reported waiting 28 minutes during an incident downtown. APD’s own assistant chief called it what it was: “Really, it was a crisis.”

Only when the system faced total operational failure did the city raise base pay and accelerate recruitment. The lesson Council should have drawn was obvious: the crisis was caused by pay and people, and it was cured by pay and people. The organizational chart was never the disease.

Today, the city points proudly to its green-light dashboard: 98% answered in under 15 seconds.

Answer speed is the single metric that a room full of raw hires automatically improves: more bodies equals faster pickups. The center went from 69 operator vacancies in late 2022 down to 19 by mid-2024. That means a massive share of the people answering Austin’s emergency calls today were hired in the last three years, trained at breakneck speed during the biggest hiring push in the center’s history—for a job that veterans consistently stress takes years to master.

Meanwhile, the city publishes no public measure of call quality:

• No audit of whether crucial triage questions are asked.

• No metric on whether call categorization is accurate.

• No tracking of whether vital details—like medical histories or weapon descriptions—reach paramedics and police officers before they roll blind into a scene.

Under City Hall’s scorecard, a call answered in eight seconds by a beginner who forgets to ask if an intruder is armed counts as a resounding triumph. It is a system engineered for spreadsheets, not human survival.

Against all advice, the Austin city council seems to be steering us towards a multi-million dollar cliff

The chiefs of APD, Austin Fire, and Austin EMS—the three people who actually run emergency response in this city—publicly opposed the city council’s decision.

The city also ignored the advice of the independent consulting firm the city hired to evaluate whether emergency communications should be restructured: Mission Critical Partners. In early communications, the consultant advised three directions, in order of priority — leaning heavily towards “Option A.”

The City Council, in their wisdom, chose “Option C.” Option C was NOT recommended.

1. Alternative A – maintain the current organizational structure (911 operations remaining a division inside APD) with operational enhancements to improve leadership, quality assurance, technology, and training.

2. Alternative B – Maintain current organizational structure without enhancements.

3. Alternative C – Create a standalone Austin 911 department outside of APD.

The City Manager called this out — but they were also ignored by the council. Even after Broadnax took a moment away from his expensive Sweetgreen salads to share: “It is my recommendation and the Staff’s recommendation to implement Alternative A. I believe this approach would yield real improvements to 911 service in Austin, minimize organizational disruption and administrative burden, and have relatively modest cost at approximately $900k over the next 12-18 months.”

Council Member Krista Laine—a champion of the consolidation—admitted in May: “We can’t advocate for funding or ensure adequate funding when we don’t know what it will take.”

This didn’t stop her from voting (incorrectly, we feel) before the firm’s final recommendations arrive in September — but before their final report was fully received or shared publicly, Council voted in August to spend $1.4 million to act on preliminary guesswork. Austin taxpayers are quite literally paying twice: once for expert advice, and once to ignore it.

Council funded the project with only minimal information and against the guidance of the emergency department chiefs, external consultants AND the city manager — placing a down payment on a department whose total price tag the city admits it does not know, inside a budget that raised property taxes, tapped reserves, and cut social services to close its gap.

A household that budgeted this way—hiring a home inspector, ignoring the inspection, and committing to the renovation before the estimate came in—would not be called bold. So why is City Hall?

The strongest evidence against trusting the city with this transition is its own execution record on this exact project:

• August 2025: Council unanimously orders a strategic plan for a Joint Emergency Communications Department, due mid-December.

• December 2025: The deadline passes with no document delivered.

• May 2026: Six months late, CM Laine admits, “We woefully do not have the information that we need... It is quite concerning that we don’t even have a roadmap to getting there.” Assistant City Manager Ramón Batista attributes the delay to “the complexity of the totality of the work.”

• August 2026: Council votes to begin the live reorganization anyway.

If a written blueprint was too complex to finish on time, launching a live operational overhaul on the system that answers active cardiac arrest calls is an alarming leap of faith.

We’ve run this experiment before. Do you recall 311?

Austin already maintains a case study in what happens when emergency-adjacent call handling is split across administrative boundaries: 311.

When residents call 311 regarding dangerous public safety situations near homeless encampments, they are routinely routed through a maze of separate departments and dedicated hotlines. Often, it sends them right back to 911: and 911 doesn’t prioritize issues like “general homeless person menacing woman on street.”

The responders, they say, call this “homeless hot potato.” This keeps our most vulnerable from getting the help they need.

South Austin neighbors reported calling 311 thirty to forty times about a single encampment with little resolution.

Even when a complaint lands, responsibility fragments—in one documented case, upkeep around a single site was split between a railroad operator and the city’s Public Works department.

Every administrative seam introduced into a call pipeline creates a gap where a cry for help can fall through. The City Council has now voted to slice a brand-new seam through the middle of 911 itself—separating call takers from the police, fire, and EMS operations they dispatch.

Time to put this call on hold

Consolidation itself is not inherently a bad idea. A 2019 city study documented real issues with outdated software and segregated systems. If the September report endorses this design, the destination may well be correct.

But Council didn’t vote for a destination—it voted for a premature departure time before the map arrived, against the crew’s explicit advice, with a workforce barely two years into recovery.

What the city should do is centralize all emergency comms — one department — under APD. Including 311 (why is it part of Austin Energy?!) Prioritize resolution of homeless complaints and issues.

But if they absolutely MUST spend $1.4 million on doing something noone agrees with, taxpayers at least deserve three non-negotiable safeguards:

The city already showed us, with 311, what happens when nobody clearly owns the call. The caller is the one left holding the line in the dark.

When they emerged, they brought back a number—nearly $1.9 billion across under six years—and a stunning confession: the data, they admitted in writing, “appears to be incomplete.”

No citywide inventory existed. The eleventh-largest municipal government in the United States—an enterprise employing thousands of public workers while taking a larger bite out of its residents’ paychecks every passing year—could not produce a unified list of whom it was paying (auditor special report).

This article is an attempt to put these missing pieces together. Rebuilt line by line from the city’s raw check register, the real figure leaving municipal bank accounts since FY2019 isn’t $1.9 billion. It is $2.5 to $2.6 billion, flowing to more than a hundred non-governmental organizations, social service providers, and quasi-public corporations the city created for itself. Pull the lens back to encompass every dollar moving through these regional networks—county tax funds, hospital district revenues, federal HUD grants, hotel occupancy taxes, and private philanthropy.

The total machine consumes between $9 billion and $12 billion.

And for all of that spend, noone can tell us if any of it… well… did anything worth a damn.

When city auditors sampled roughly twenty homelessness contracts within this windfall, they found an agreement with no performance goals or minimum expectations whatsoever. Worse, auditors acknowledged they had never independently verified whether a single vendor’s self-reported success metrics were true.

When external scrutiny finally penetrated the veil, the revelations were damning:

• Falsified Records: A major shelter operator’s staff was caught fabricating exit records to make it appear chronically unhoused individuals had secured stable housing. (HSO memo)

• Outright Fraud: A health contractor billed the city for vaccinations it never administered—claiming over a thousand shots in a single day with only fifty-nine patient forms on file—repaying a mere $12,500 of the $417,000 it extracted. Source here (page now “not found”).

• Zero Light Rail: A dedicated transit corporation has absorbed nearly $1 billion in local property taxes without laying a single foot of rail or securing a dime in federal capital grants. (ATP ACFR; $0 federal received).

• Soaring Youth Homelessness: A prominent youth-homelessness contractor campaigned on a pledge to “end youth homelessness by 2020,” only for youth homelessness in Austin to quadruple over the subsequent five years. (KUT)

• Idle Cash Reserves: A municipal heritage preservation fund sits on $31.4 million in idle cash reserves while disbursing barely three grants.(Council action notes)

• Convention Center Priority: A billion-dollar hotel occupancy tax pool yielded barely $165 million for local artists and musicians, with the vast balance earmarked for convention center debt and expansion.

• Unchecked Executive Compensation: Non-profit chief executives routinely draw salaries of $430,000, $530,000, $716,000, and $789,000 atop entities whose end outcomes face no formal municipal audit. (Austin Monitor).

• Lowering the Bar: When auditors flagged identical systemic oversight failures in 2019, City Council responded not by enforcing strict performance benchmarks, but by lowering them.

It’s not as if we don’t have someone “watching the watcher.” We have municipal audits, albeit toothless ones – and the city’s oversight framework reveals a systemic refusal to enforce basic performance standards:

• February 2019 Audit: The city’s nine largest homelessness contractors met their performance benchmarks roughly half the time. Instead of holding vendors accountable, Austin Public Health routinely amended contracts — in one instance, four separate times — to lower performance targets, while paying in full.

• December 2019 Audit: Auditors found the city had no formal definition of “social services” and no standardized procurement policy. Austin stood virtually alone among peer cities in allowing service providers to actively lobby council members for contract awards.

• September 2021 Audit: Despite spending $179 million on homelessness over three years, the city possessed no central inventory of its own service contracts.

• March 2023 Investigation: The City Auditor found APH contractor CTAHI was improperly paid roughly $417,000 on falsified invoices and doctored bank statements, and overstated vaccination counts by 20–30%. Only about $12,500 was repaid.

• July 2024 Follow-up: Auditors reported five homelessness recommendations — some issued more than five years earlier — remained incomplete.

• July 2025 Audit: Examining a sample drawn from nearly $2 billion in spending, auditors found an agreement for homeless services that lacked basic targets or minimum deliverables. Crucially, auditors did not evaluate whether the nonprofits’ self-reported data was accurate.

• September 2025 Termination: The Homeless Strategy Office ended its contract with shelter operator Urban Alchemy after staff were found misrepresenting HMIS exit dates and records — caught not by the city, but by ECHO’s data monitoring.

The true underlying scandal is not the existence of charity. Many of these organizations perform vital work—feeding families, sheltering victims of domestic violence, and training workers.

It’s that after two and a half billion dollars, proof was never part of the deal. Austin built a shadow government of pass-throughs, LGCs, and unaudited self-reporting — and then declined to keep score. What follows is the scorecard the city never kept.

Circles within circles: Austin’s nonprofit miscellany

To analyze where this money goes without double-counting or obscuring accountability, every dollar in this investigation belongs to one of three concentric financial circles:

• The direct ledger ($2.5B–$2.6B): The Innermost Circle. Money that physically exited City Hall’s bank accounts via municipal check between FY2019 and FY2026-to-date. Every dollar represents a specific line-item transaction traceable back to a City Council directive. • The city-controlled spending purse (~$5.0B): The Middle Circle. All funds directed or allocated by Austin’s municipal government, regardless of whether the recipient is a nonprofit. This encompasses the Direct Ledger plus general obligation housing bonds, tax increment financing (TIRZ) allocations, convention center capital debt, and federal grant dollars funneled through council votes.

• The total ecosystem/the machine (~$9.0B–$12.0B): The Outermost Circle. Every dollar flowing into these regional human-services and infrastructure systems across all funding sources—City of Austin, Travis County, Central Health, HUD, Low-Income Housing Tax Credits (LIHTC), hotel assessments, and private philanthropy. Much of this money never touches city accounts; for example, HUD wires tens of millions directly to the Housing Authority of the City of Austin (HACA). Consequently, an entire category measured at the ecosystem level—such as affordable housing at $2.0B–$2.8B—legitimately exceeds the city’s direct checkbook ledger because it draws on county, state, and federal streams.

Circle #1: The City’s Ledger

Between FY2019 and FY2026-to-date, the City of Austin dispatched ≈$2.5 to $2.6 billion in direct vendor payments from city accounts to nonprofits, NGOs, and municipal local government corporations (LGCs). This figure is derived from a full, department-wide audit of the city’s eCheckbook ledger.

To make sense of how these funds were distributed across dozens of service providers and city-adjacent entities, this report breaks down each organization line by line. Every dollar figure, executive paycheck, and reported result reflects the most up-to-date public records available.

To evaluate whether taxpayer dollars delivered measurable public value, outcomes are categorized using four clear performance tiers:

• Executive Pay: Listed compensation reflects total salary and benefits for the top executive, drawn from the organization’s most recent IRS Form 990 tax filing (primarily FY2024). Note that for national organizations operating in Austin (such as Vivent, AHF, or Family Endeavors), executive salaries reflect nationwide compensation, not local pay. Entities marked “n/d” (not disclosed) are either public agencies, churches, or smaller groups exempt from full tax filings.

• Track Record & Results: To show whether an organization actually delivered on its promises, outcomes are tagged using a four-tier reality check:

  • [V] Verified: The results were independently audited or verified by a reliable third party.

  • [C] City-Reported: Numbers provided by the city, but never independently audited.

  • [SR] Self-Reported: Numbers claimed by the organization itself with no outside verification.

  • NPR (No Public Reporting): No public records exist showing whether the program met its goals.

• City Council Connections: The listed affiliations record documented ties between organizations and City Hall—such as current or former council members serving on boards, past leadership roles, city-appointed seats, or direct office-budget funding. This is a baseline based on press reports and public records. Sworn financial disclosures from council members are not published online by the city.

• A Note on Verifying Contracts: Vendors frequently operate under multiple business names or contract variations. Before claiming an entity receives “no city funding,” cross-reference its legal name against the city’s official online contract catalog.

As you read, bear in mind that this is cash out, not promises: payout totals reflect actual cash checks written by the city through mid-FY2026, not total multi-year contract caps (which are often much higher). And because City Hall frequently misspells contractor names in its own checkbook (e.g., listing Caritas under three separate corporate titles), all figures represent conservative floors compiled after merging known vendor aliases.

Circle #2: The Purse

Now to count everything else the same city council steered—and it commands nearly double the capital.

This is municipal power in its rawest financial form: multi-million-dollar decisions made without grant applications, public performance metrics, or program officers attached. It is massive bond packages committed by council, a sprawling convention center expansion rising from the same hotel-tax revenue stream that promised to sustain local artists, property taxes quietly diverted into a downtown creek district, and roughly half a billion in federal stimulus dollars that landed with Washington’s return address but were spent entirely at City Hall’s discretion.

The table below maps these heavy capital pipelines, explicitly flagging where they intersect with the Ledger—ensuring bond funds that funded housing developers or federal relief distributed through local NGOs are counted exactly once. Stripped of duplicate flows, the Purse reveals the true reach of city council’s discretionary authority. What remains outside its boundary is money governed by other authorities—federal HUD wires, Travis County relief, hospital district levies, and private philanthropy. Those belong to the “machine” – the next category.

Circle #3: The Machine

This outermost circle measures the total volume of public and private wealth moving through Austin’s social-industrial ecosystem, regardless of who signed the check.

Here, City Hall is merely one operator among many. The Machine absorbs HUD housing vouchers wired straight to the housing authority, federal tax credits routed through state agencies, Travis County tax dollars, Central Health hospital district funds, hotel assessments, and millions in private philanthropic grants.

This is why a single sector—like housing—can consume $2.0 to $2.8 billion from all sources, dwarfing the city’s entire direct checkbook. It isn’t double-counting; it is tracking every dollar feeding the same apparatus.

The category tables that follow break down this $10 billion system piece by piece. Each section highlights which dollars were directed by city council and which were poured in by outside authorities—delivering a definitive accounting of what the entire system consumed, who financed it, and what taxpayers got in return.

Shadows on the Dais: City Hall, Nonprofit Networks, and the Ethics of Influence

Beneath the steady hum of Austin’s municipal machinery lies a tangle of allegiances, civic boards, and public funds. An examination of city records, ethics filings, and financial disclosures reveals a landscape where the line between public service and private advocacy often blurs into technicalities, omissions, and gray areas.

The Sitting Council: Omissions, Office Budgets, and Overlapping Ties

• The most documented disclosure failure involves Council Member José Velásquez. While sitting on the board of the East Austin Conservancy, Velásquez drew between $50,000 and $75,000 annually—income comprising over 10% of his gross earnings—which he omitted from his sworn financial statements. In August 2023, the Ethics Review Commission issued a Letter of Admonition after Velásquez admitted fault on three counts, characterizing the omissions as a clerical error.

• Ryan Alter (District 5): Rather than holding external board seats, Alter’s scrutiny stems from how he dispatches public dollars. A late-2025 Statesman investigation revealed nearly $10,000 from his office budget routed to various schools, political groups, and nonprofits, including TOOF, Mobile Loaves & Fishes, and Liberal Austin Democrats. Most notably, the disbursements included $2,500 to secure a personal lifetime membership with the Texas Bar Foundation. His office maintains all spending complied with existing rules; an attempt by the council to tighten discretionary budget guardrails was voted down in early 2026.

• José “Chito” Vela (District 4) & Zo Qadri (District 9): Vela previously served as board president for the Workers Defense Project (WDP), an advocacy group that secured $4.5 million in city funds—including emergency RISE dollars in May 2020—prior to his taking office in 2022. Meanwhile, District 9’s Zo Qadri currently sits on the board of Ground Game Texas, an advocacy nonprofit co-founded by fellow council member Mike Siegel (District 7). While no city funding flows directly to Ground Game Texas, it leaves two sitting members tied to the same outside political apparatus.

• Vanessa Fuentes (District 2) & Natasha Harper-Madison (District 1): Fuentes chairs the board of the Community Advancement Network (CAN)—an institutional seat representing the city itself in a broader regional partnership. In District 1, Harper-Madison founded East Austin Advocates prior to taking office, showing no municipal funding ties, though small city-card sponsorships were cleared as policy-compliant by her staff.

• Clear Records (on paper): searches yielded no nonprofit conflicts or municipal funding entanglements for Mayor Kirk Watson, Krista Laine (District 6), Paige Ellis (District 8), or Marc Duchen (District 10), the latter of whom built his campaign on auditing municipal homelessness grants.

The Former Guard: Revolving Doors and Governance Ties

The patterns of influence extend into recent history, highlighting a revolving door between City Hall and the organizations that operate within its orbit.

• Steve Adler (Mayor, through Jan. 2023): Adler’s tenure featured several intersecting threads. In 2021, the city approved a $400,000 no-bid contract to Equidad ATX while Mayor Adler’s senior policy adviser sat on the nonprofit’s board. While the arrangement drew sharp criticism from council colleagues, no formal ethics complaint or finding of misconduct was filed.

• Jimmy Flannigan (District 6, through Jan. 2021): Representing the classic “revolving door,” Flannigan accepted a $140,000 part-time role as president of Austin Convention Enterprises immediately after leaving office. While colleagues criticized the rapid transition from the dais to a municipal enterprise as an unsavory arrangement, the city’s ambiguous ethics code yielded no formal violation

• Greg Casar & Kathie Tovo: Before his departure in early 2022, Greg Casar (District 4) served as political director for the Workers Defense Project until roughly 2014; he later voted on the unanimous 2020 council measure delivering millions in RISE funding to the group without a recorded recusal. Kathie Tovo (District 9, through Jan. 2023) navigated dual roles, chairing ECHO’s Membership Council while the city approved funding for the coalition, alongside a structural appointment to the Sobriety Center board.

• The Remainder: Former members Ann Kitchen, Mackenzie Kelly, and Ellen Troxclair maintained various post-council or un-funded board positions (ranging from Integral Care to Ballet Austin), while searches for Leslie Pool, Alison Alter, Pio Renteria, Delia Garza, and Ora Houston revealed no documented conflicts within searched records.

The man charged with killing him should not have been on that corner.

His name is Hilario Chavez Adrian. Eight months earlier, he was in jail on a charge of aggravated assault with a deadly weapon. His bond was $40,000. He could not pay it. He was going to stay locked up.

But Texas has a rule, and it is an old one. Since 1977, Article 17.151 of the state’s criminal code has said this: if you jail a man on a felony charge, you have 90 days to indict him. Miss the deadline, and the court must let him out on a bond he can actually pay.

In August 2023, the Travis County District Attorney’s office — led by DA José Garza — missed the deadline for trying Chavez Adrian. The judge cut the bond to one dollar – and Chavez paid it, then walked out. Months later, Jeffrey Lewis was dead. Asked why the man was free, the court coordinator gave KXAN a single clause: the DA’s office “failed to return an indictment.”

And here is the part that should stop you: this was not a one time failure. It was one of hundreds.

When a joint investigation by the Austin American-Statesman and KVUE finally exposed the unsealed internal data in early 2025, it exposed a pattern of missed constitutional deadlines that altered the city’s criminal justice landscape.. In 2024 alone, Garza’s prosecutors blew the 90-day deadline 263 times, in cases involving 181 jailed defendants. Roughly 70 of those people were held on violent or sexual charges, and five were accused murderers. All of them walked out on personal bonds or bonds slashed to almost nothing — some to a single dollar.

Separately, KXAN uncovered more than 100 felony cases since 2021 where charges were completely dropped or bonds gutted due to missed clocks—including eight murder cases.

At least five of the released individuals were taken into ICE custody, and several were deported (KVUE).

The most damning indictment of Garza’s mismanagement is how easily the crisis was resolved once it became public.

For years, the DA’s office claimed it lacked the resources to keep up. Yet, immediately after TV cameras and investigative reporters began airing the numbers in February 2025, the office resurrected a tracking unit it had dismantled in 2021 and set simple calendar alerts.

Within months, the missed deadlines plummeted to zero. The office never lacked the ability to protect the public; just the political will (until forced by public humiliation).

And if you think 263 fumbled records sounds bad: let’s try 12,700 on for size.

When KXAN pried loose records from the DA’s internal case-management system in 2023, the data revealed that during Garza’s first two years in office, his administration dismissed or rejected roughly 12,700 felony charges—roughly 20 percent more than under his predecessor (~12,700 vs. ~10,400 in 2018–19). And the share of closed cases the office declined to prosecute rose from 27% to almost 50%.

Furthermore, data from the Office of Court Administration showed that Travis County sent more felony convictions to local jails instead of state prisons than any other county in Texas, while over 70% of felony DWI convictions were funneled into probation.

But when running for re-election, Garza’s campaign website boasted that his violent crime conviction rate had soared from 38% to 91%. Independent criminologists concluded the methodology was indefensible — dividing one year's convictions by a mismatched set of recent cases.

When the standard cohort calculation was applied (KXAN), the rate sat at 35%. Confronted with the discrepancy, Garza deflected: “We are attorneys, not statisticians.”

Clearly. And they’re aren’t accountants, either.

For what is the cost of a life? Or ten? Just what does this DA’s office cost us – both in lives, and in dollars? The ledgers are long, and neither is the kind of thing that shows up in a campaign ad.

Starting with the people, because they are the cost that matters: we take this moment to remember and honor the suffering of Jeffrey Lewis, Carlos Calleja, Anthony Brown, Brian Serrano, Quinton Arnold, Emily Norris – and all of the other victims of the criminals Garza let loose. All of the innocents.

Now the dollars — these are slightly easier to tally – and should end the “underfunded office” excuse for good. The DA office’s budget has risen every year of Garza’s tenure — up roughly 29% since FY2021, to $36.6 million. Hold that against the office’s performance. The 2024 collapse — 263 blown indictment deadlines — happened at the top of that curve, not the bottom. It seems the money was never the constraint.

Some spend of note: Travis County paid $115,000 for Garza’s personal security (KVUE), roughly $27,000 more to a Houston private-guard firm (KXAN), and stood up a new protective-services unit budgeted near $1.8 million after county constables guarded his home overnight for at least seven months (KVUE). Taxpayers spent up to $50,000 in outside counsel defending Garza against the 2024 removal petition (KXAN).

The point of the chart is the shape: the money never stopped rising, including through the worst year of the deadline failures. Whatever went wrong in this office, it was not a shortage of funding.

But some tabs are less visible. More bills exist that no one has yet forced into the open, because no one has filed the records requests that would surface them. The largest surrounds Christopher Taylor, the Austin police officer Garza prosecuted for two separate on-duty killings — the signature promise of his 2020 campaign. Both prosecutions failed completely: the Michael Ramos murder trial ended in a hung jury, and a grand jury then refused to re-indict on any charge; the Mauris DeSilva case produced a conviction that the Seventh Court of Appeals erased in December 2025, rendering a judgment of acquittal itself.

What those five years of failed prosecution cost the county — including the fees paid to the special prosecutor brought in on the cases — has never been disclosed.

Nor have the outside-counsel bills from the office’s litigation against the Attorney General of Texas: a lawsuit whose effect, whatever its legal merits, has been to keep the state from examining the office's own records. Every one of those invoices sits in a county ledger, reachable by the same Public Information Act this office has been documented slowing down.

Mr. Garza, it seems, costs taxpayers plenty.

A spotlight on the accused murderers Garza set free

Here are six of the 263 “missed deadline” release cases that matter most – at a glance. As you read: bear in mind that not one of these accused murderers were released because someone deemed them “safe.” The DA’s own office had charged each of them with a felony. It then it failed to indict on time, and the law — a law written to protect people from rotting in jail uncharged — forced the jail cell doors open.

• Hilario Chavez Adrian. The case that opened this story. Jailed April 2023 on a $40,000 bond, un-indicted by the 90-day deadline, released on a dollar, charged four months later with killing Jeffrey Lewis. Every link in this chain is documented. In April 2023, he was jailed on a charge of aggravated assault with a deadly weapon, held on a $40,000 bond. He couldn’t pay it — which was the point. That’s what the bond was for. Then the 90-day clock started, and Garza’s office simply never filed the indictment. He paid bond and walked out. Four months later, he stabbed 41 year-old Jeffrey to death at Sixth and Congress, one block from the Texas Capitol, in what police described as a dispute over meth money. Asked why he was free, the court coordinator gave KXAN one clause: the DA’s office “failed to return an indictment.”

• Abraham Kulor. In 2022, Garza’s office let a teenager with a string of prior arrests plead to deferred adjudication on aggravated robbery, with a plan to route him through juvenile treatment. The juvenile system had no place to hold him, and a judge ended the juvenile commitment in September 2022 — his adult deferred adjudication remained in place. Five months later, Abraham Kulor shot and killed two men in drug-deal robberies eleven days apart. Choosing probation over prison for a violent repeat offender was the district attorney’s judgment, and it is damning on its own. The physical release was a judge’s order after a state agency failed.

• Ervin Coronado-Palacio. He was charged with murdering Brian Serrano, a teenager shot roughly thirty times. While that case was pending, he was free on a $150,000 bond — and here’s where the discipline matters: a judge set that bond, and no published account says the DA’s office agreed to it. While out on it, he was arrested in Hays County for trafficking and sexual assault of a child. In November 2025, one week before trial, Garza’s office accepted a 20-year plea deal for the murder — a deal the victim’s mother told FOX 7 left her disappointed. The bond belongs to the judge. The plea belongs to the DA. Blame each actor for the thing he actually did.

• Caleb Anthony Jenkins. Jenkins was charged in the October 2025 killing of Quinton Arnold, 37, at a North Austin 7-Eleven (KVUE); he fled to California and was extradited in February 2026 (KXAN). Salient and concerning: by the time the murder occured, (according to court records reviewed by Fox News), Garza’s office had dismissed or declined three prior separate gun charges against Jenkins, starting in 2022 — three chances to take a repeat offender off the street, all passed up.

• Jaheim Neal. Neal was on deferred adjudication — probation instead of a conviction — and he kept getting in trouble: new arrests, failed drug tests. Garza’s office did what its critics say it never does. It moved to revoke his probation and put him in jail. It moved three times. And three times, District Judge Chantal Eldridge said no (KXAN). Then Neal was charged with manslaughter in the crash that killed 26-year-old Larissa Herold. Only after she was dead did the revocation finally go through. Here the prosecutor tried to lock the man up, and a judge kept the door open. The judges, it seems, are a problem as well.

• Stephon Morson was in jail, accused of murder, held on an $800,000 bond. That number wasn’t random. Judges set bonds that high for one reason: so the person can’t pay and stays locked up until trial. Remember the 90-day timeline? Garza’s office indicted Morson on day 91. One day late. In February 2025, a judge cut the bond from $800,000 to $100 per charge. And an accused murderer walked out of jail for less than the cost of a tank of gas, and the story went statewide. Governor Abbott went on the attack, calling the release “outrageous” and blaming “leftist judges.” But the judge was merely obeying a law the inaction of the DA’s office triggered. Only one person in this story had a choice — the prosecutor with 90 days to file one document, who chose to take 91.

Riddle us this: just how many of the felons freed after blown deadlines went on to be charged with new crimes? How much pain and suffering has been let loose by the Travis County DA’s office?

Nobody knows. Not the state, not the county, not any newsroom. The 263-case list has never been made public. The Legislature has since passed a law (HB 16, 2025 second special session) forcing DAs to report such releases — a quiet admission that until recently, nobody tracked it.

That list is the most important piece of unfinished reporting in this story. Get it, run the 181 names released from the 263 cases against booking records, and you’d know exactly how many people released by this office’s failures went on to be arrested again — and for what.

We are a volunteer outfit without a newsroom’s resources, so we’ll say this directly to the reporters we know are reading. Take this from us. Pull the list. Finish the story.

Credit where it’s due — Austin’s local press has already proven it can move this office. Their coverage is the only thing that ever has. And it produced the moment this story turns on. When the Statesman’s Tony Plohetski confronted Garza in March 2025, the district attorney of Texas’s fifth-largest county produced the sentence that will follow him: as to the question of whether we have an obligation or a deadline to indict within 90 days, the answer is 'no.’

Think about what that means. A hard legal boundary — one his office broke 263 times in a single year, freeing accused murderers on dollar bonds — dismissed as a suggestion. His office answers to its own calendar, not the court’s. Slow paperwork is just the cost of doing business.

It is a strange thing for this particular DA to say, because the 90-day rule is a civil rights law — written to stop poor people from rotting in jail without a charge — and Garza campaigned as a civil rights reformer.

By ignoring it, he failed in both directions at once. Every blown deadline wronged two people. The public: someone the DA’s own office called too dangerous for the street walked free, with no judge or jury ever weighing the danger. And the defendant: a legally innocent person sat in a cell for three months without ever being charged.

One more fact, about timing.

The 263 blown deadlines happened in 2024 — the same year Travis County voters re-elected Garza, with 67 percent in the March primary and two-to-one in November. The KVUE/Statesman investigation landed three months after the election. Travis County voted without knowing.

And in not knowing — and voting, Travis County’s electorate exonerated him: the sideways acts of his first term are now beyond reproach, thanks to “the forgiveness” act — it presumes the voters knew what Garza had done and still chose to elect him. His past misconduct cannot be used as a reason to remove him from office.

Whether voters would have voted differently, had they truly known — had the press piece dropped just three weeks earlier — no one can say.

Did Austin voters truly vote for this?

Technically, yes – yet very few individuals will admit to voting for the man, publicly.

Garza ran in 2020, in the summer of the George Floyd protests — protests that reached Austin, where officers fired “less lethal” beanbag rounds into crowds and put demonstrators in the hospital. He ran as the man who would finally prosecute police officers who hurt people, and voters handed him the office on that singular, emotionally charged promise.

Garza promised accountability.

What he delivered was a masterclass in performative justice.

He charged 21 Austin police officers over the protest injuries — among the most indictments any American city produced from the 2020 unrest. Indictment day generated national headlines and cemented Garza’s reputation as a progressive hero. Then the cameras turned off, the grueling work of actual prosecution began, and the cases crumbled.

Three years later, in a single December, Garza’s office dismissed the charges against 17 of the 21 officers. The official explanation was that the office had asked the U.S. Justice Department to take the cases — a maneuver prosecutors and defense lawyers alike recognize as a way to shed weak files without standing at a podium and admitting defeat. The Justice Department was under no obligation to act, and it didn’t. Austin Mayor Kirk Watson was candid about the politics, framing the dismissals as a necessary step toward repairing a “very broken” relationship with the police department. The office never pointed to changed evidence. The mayor pointed to a peace treaty.

That leaves two readings of Garza’s signature initiative, and neither is flattering: either the cases were weaker than the indictment-day headlines suggested, or viable cases were surrendered for political peace. By charging big and quietly folding, Garza collected the progressive credit on indictment day and the establishment credit on dismissal day — while the injured protesters got neither.

The marquee cases fared no better. The primary target was APD Officer Christopher Taylor, charged in the high-profile 2020 killing of Michael Ramos. That trial ended in a hung jury, and when Garza’s office tried to recharge him, a new grand jury refused to re-indict. Taylor’s separate prosecution — for the 2019 shooting of Mauris DeSilva — produced the only conviction the office ever won against an officer. It stood until December 2025, when the Seventh Court of Appeals erased it and rendered a judgment of acquittal itself. Garza’s office has since petitioned the Texas Court of Criminal Appeals to review the acquittal.

Add up the ledger: 21 officers indicted. Seventeen dismissed. One hung jury. One grand jury rejection. One conviction wiped from the books. The signature initiative of Garza’s five-year tenure stands at zero convictions. Not one.

And we know the underlying injuries were real, because a different branch of government proved it. While the prosecutions collapsed, the injured protesters sued the city — and won. As of mid-2025, the City of Austin had paid more than $27 million across 27 settled lawsuits, per KUT. The civil courts delivered the accountability the prosecutions promised. Garza delivered headlines; the taxpayers paid the bill.

The failures reached their nadir in the office’s highest-profile trial: the in-custody death of Javier Ambler. Ambler, a 40-year-old Black father, died in March 2019 after Williamson County sheriff’s deputies James Johnson and Zachary Camden chased him for failing to dim his headlights, then repeatedly tased him while he pleaded that he had a heart condition and could not breathe. A reality-TV crew filmed the entire fatal encounter.

When Johnson and Camden finally stood trial in Travis County in February 2024, Garza’s prosecutors broke the most fundamental rule of constitutional criminal procedure: the Brady doctrine, which requires the state to share all material evidence with the defense. The irony is hard to overstate — stopping prosecutors from hiding evidence is the moral foundation of the reform movement Garza claims to lead. Yet presiding Judge Karen Sage found his office had withheld evidence, cited “multiple violations of state and federal law by prosecutors,” and sanctioned the State, ordering the DA’s office to pay the defense’s legal fees connected to the violation. Both deputies were acquitted within weeks. In his flagship trial, the reform DA lost the verdict — and got caught by a judge breaking the very rules he was elected to enforce.

The questions did not stop at the courtroom door. In a separate, still-pending protest case, defense attorneys sought a rare court of inquiry, alleging that Garza, First Assistant Trudy Strassburger, and a senior prosecutor had held undisclosed meetings with city officials about the cases — allegations the defense cast as orchestrated prosecution. Judge Sage rejected the request in May 2026, but the office’s top leadership had been forced, once again, to defend its integrity in open court.

Then came March 2026. After Austin police officers shot and killed an active shooter at a downtown bar, Garza quietly set aside his own inaugural-year rule — whatever the grand-jury mandate was, it did not survive contact with a politically inconvenient case.

Police-union lawyers seized on the reversal, claiming an outside group had dictated the grand-jury policy all along; Garza denounced the swirling claims as “intentionally false.” But the damage was done. Whatever the grand-jury mandate was, it did not survive contact with a politically inconvenient case. Like the 90-day indictment deadline, it bent when bending was convenient.

It would not be the last time the office’s candor was called into question..

None of this is coincidental; it’s intentional. Enter “The Wren Collective”

If we told you that supervillains were real, and originating here in Austin, you’d probably call us crazy. But truth is stranger than fiction.

Garza didn’t hatch all on his own. No, he was incubated. In a nest that covers the entire nation. There are dozens of Garzas, across cities all over America – and they’re all at work instilling the same sort of destructive, destabilizing policies. This isn’t some conspiracy theory. It’s reality.

Garza’s policy initiatives mirror a broader national movement driven by a centralized consulting apparatus known as the Wren Collective.

Since 2021, according to KXAN’s review of Garza’s calendars and correspondence, the DA’s office has logged “dozens of meetings and hundreds of email correspondences” with this group. These meetings have covered subjects running “from media appearances to office policies.”

Every network has an architect, and Wren’s is Austin local Jessica Brand.

Her résumé reads like a career spent on one side of the courtroom: Penn, then Harvard Law, then the appellate division of D.C.’s Public Defender Service, then the Texas Defender Service, where she consulted on death-penalty trials across the state, then legal director of The Justice Collaborative — an advocacy operation notable for staffing lawyers alongside media strategists, on the theory that criminal justice is won as much in the press as in the courtroom.

Hold this history up against what Wren does, and the design becomes legible: a lifelong defense attorney built an organization whose business is embedding defense-side policy and messaging inside the offices of elected prosecutors — the very officials the public hires to sit on the other side of the aisle.

Even the org chart resists inspection. The for-profit LLC Brand formed in 2020 had its Texas tax certificate forfeited by June 2022 — meaning the corporate half of Wren lost its good standing with the state even as its consultants sat in meetings with the DA’s office, according to Texas Secretary of State records reviewed by KSAT.

The nonprofit half files no returns of its own, sheltering under a California fiscal sponsor that lets donors stay anonymous on request. Austin is not Wren’s only “nest — they have provided policy, communications, and legal support to roughly 40 prosecutor offices across 22 states — usually free of charge, and usually “without any billing or publicity, per the Law Enforcement Legal Defense Fund’s 2025 accounting— thus manages to exist almost nowhere on paper.

Here’s the roll call (*asterisks mark documented ties to Soros/Open Society-funded PACs, the Wren Collective, or DSA endorsements)

Currently in office:

• Larry Krasner* — Philadelphia, PA (Soros: ~$1.7M in 2017 race). Homicides hit an all-time record of 562 in 2021 on his watch, though they’ve since fallen to multi-decade lows. His 2022 impeachment articles cited plummeting conviction rates, mass exodus of prosecutors, and withdrawn/dropped gun and violent-crime cases. A court voided the impeachment; he won a third term in 2025. A report alleges — and it is an allegation, unproven and untested in any tribunal — that Wren coordinated unlawfully with Larry Krasner’s campaigns while simultaneously working for the campaign, for Real Justice PAC, and for the DA’s office itself.

• Mary Moriarty — Hennepin County (Minneapolis), MN. Offered plea deals of 18–24 months in juvenile facilities to two teens charged with second-degree murder in the killing of Zaria McKeever — so lenient that Gov. Walz had AG Ellison take the case away from her, backed by the victim’s family and the state’s largest police union. Families of other victims protested her juvenile plea deals. She has announced she won’t seek reelection in 2026.

• Monique Worrell* — Orlando, FL (Soros-backed). DeSantis’s suspension cited two cases: Keith Moses, 19, left on the streets despite prior arrests, who then allegedly killed three people in one day (a 9-year-old girl, her mother’s friend, and TV reporter Dylan Lyons); and Daton Viel, a repeat offender out on bond who shot two Orlando police officers before being killed by police.

• Eli Savit — Washtenaw County (Ann Arbor), MI. Ended cash bail and diverts low-level cases; no major “released offender re-offends” scandal on record, and his county is lower-crime than the others here.

• Sean Teare* — Houston, TX (Soros PAC: over $2 million in 2024). Houston’s entry proves the network’s discipline rather than its reach. Kim Ogg took Soros PAC money herself in 2016 — then governed as a critic of the movement, feuding openly with its allies. So in 2024 the same PAC spent more than $1.5 million to remove her, and Teare won the primary 75–25. Mark what that means: the money is not loyal to its prosecutors; the prosecutors must stay loyal to the money. Ogg’s offense was not misconduct — it was deviation. No Wren tie to Teare is documented; he is new, and the pattern elsewhere suggests the consultancy arrives after the election, not before.

• Joe Gonzales* — San Antonio, TX (Soros PAC: $958,000 in 2018, $897,000 of it in the final 30 days before the primary). This is the Wren case with the most paper. KSAT examined more than 200 pages of text messages between Wren and the DA’s office covering policy, court cases, public messaging — and his campaign. Yet when KSAT requested the contract governing all this, there was none on record; his campaign finance reports never mention Wren; he fought the release of communications with the D.C. law firm Wren recommended to him; and he was found to be conducting official business on four private email accounts beyond his county address. Where Austin’s office signed an NDA, San Antonio’s simply kept no contract at all — a consultancy shaping a DA’s office with no agreement to request, no line item to audit, no disclosure to check. He has announced he won’t seek reelection.

• John Creuzot* — Dallas County, TX (Soros PAC: more than $200,000 in 2018, with renewed support since). Announced within months of taking office that his prosecutors would decline theft-of-necessity cases under $750 and first-time marijuana possession — a declination-forward blueprint that drew a public rebuke from the governor. No Wren relationship is documented in Dallas; his tie is the money and the philosophy.

Removed — by voters, governors, or their own hand:

• Chesa Boudin* — San Francisco, recalled 2022 (Wren Collective “hatchling,” DSA-endorsed). Signature case: Troy McAlister, a parolee whose repeated arrests Boudin’s office declined to charge, killed two pedestrians (Hanako Abe and Elizabeth Platt) while driving a stolen car on New Year’s Eve 2020. Rampant retail theft and car break-ins defined the recall campaign, though homicides stayed roughly flat. Wren held weekly calls with Chesa Boudin. Pamela Price — Oakland/Alameda County, recalled 2024. Oakland’s 2023 crime surge (robberies up ~38%, violent crime up ~21%) unfolded on her watch. Drew outrage for weighing whether to drop sentencing enhancements against the freeway shooters who killed toddler Jasper Wu.

• Kim Gardner* — St. Louis, resigned 2023 (Soros-funded Missouri Justice & Public Safety PAC). Daniel Riley — free despite dozens of bond violations her office never acted on — crashed into 17-year-old volleyball recruit Janae Edmondson, who lost both legs. That triggered the removal suit. Her office had also let murder cases collapse when prosecutors failed to appear, while St. Louis posted the nation’s highest big-city murder rate.

• George Gascón* — Los Angeles, lost 2024 (Soros PAC ~$3M+, Wren Collective). Justin Flores, on probation from a lenient 2021 gun plea deal, murdered two El Monte police officers in June 2022. His blanket bans on sentencing enhancements and trying juveniles as adults (e.g., the Hannah Tubbs case) fueled two recall attempts before voters ousted him. Wren took a $180,000 taxpayer-funded contract with George Gascón’s office. But no one has documented Wren’s fingerprints on any single charging decision — the NDA helps see to that. What is documented is the pattern: where their consultancy embeds, declination becomes policy, and when declination fails, the failure has a body count.

• Andrew Warren* — Tampa, suspended 2022 (Soros-backed PAC). Suspended over pledges not to prosecute abortion and gender-care cases rather than a specific release; a federal judge found the suspension violated the First Amendment but couldn’t reinstate him. Lost his 2024 comeback bid.

• Mark Gonzalez — Corpus Christi, resigned 2023. Removal petition alleged “gross carelessness”: high dismissal rates and blanket refusal to prosecute low-level drug cases. Resigned days before trial.

These DAs may come and go – but The Wren Collective remains. That is the network’s real danger: prosecutors revolve at the electorate’s pleasure, and the little bird that advises them all answers to no voter anywhere. When San Francisco fired its DA, Wren lost a client, not an election. The bird simply flies to the next nest.

And in Austin, the pattern we know personally: Wren worked Garza’s 2020 campaign on behalf of “Real Justice PAC,” and when the campaign ended, Wren did not. It simply moved inside. The consultant who helps elect the prosecutor becomes the consultant who helps run the prosecution — one continuous engagement, with an election in the middle.

If Wren sits inside the Travis County DA’s office — dozens of meetings, hundreds of emails, media strategy to office policy — why can no one outside that office describe its work with any precision? The answer is not that nobody looked – and noone can. Wren and the Travis County District Attorney’s office signed a nondisclosure agreement.

Consider what an NDA is for. Governments sign them, routinely and legitimately, when an outside party will touch something genuinely sensitive: a software vendor handling personnel files, a contractor auditing courthouse security, outside counsel reading litigation strategy. The instrument exists to protect specific secrets everyone agrees ought to be secrets. Now consider what Wren is: an unpaid policy advisor, working on matters of public prosecution, inside a public office, funded by donors permitted to remain anonymous.

There is no personnel file, no security schematic, no privileged case strategy in “media appearances and office policies.” An advisor who works for free, on public business, should have nothing to hide — and need no instrument for hiding it.

The NDA cannot override the Texas Public Information Act; no contract can. But it doesn’t have to. It announces the office’s posture toward disclosure, and it supplied the rationale for what came next.

Wren works Garza’s campaign in 2020. In 2021 it moves inside, and the meetings begin. In January 2022, the secrecy is formalized. By June 2022, Wren’s for-profit LLC lets its Texas tax certificate lapse into forfeiture. Read in order: an organization that advises forty prosecutor offices while existing almost nowhere on paper produced, in its Austin engagement, exactly one substantial document — and it was a document about not producing documents. As Wren’s paper trail shrank toward zero, the single paper it did generate guaranteed the rest would stay unseen.

Then look at who held the pen. The county’s signatory was not some contracts administrator. It was Trudy Strassburger, the person running Jose Garza’s office’s daily operations as his First Assistant — the second-ranking prosecutor in Travis County — and Jessica Brand’s former colleague at The Justice Collaborative. She is the official who signed the county’s NDA with Wren. She serves as board secretary of the Grassroots Law Project, the Shaun King organization whose PAC network funds Wren, per its IRS Form 990. You can see her here, in the TCDA’s own org chart, circa 2025.

Travis County deserved a neutral official to review this NDA — someone whose only loyalty was to the public. What we had instead, was Trudy — the official who was part of Wren’s own circle, and who approved the secrecy for the insiders. It also solves the puzzle of how Wren got into the DA’s office with no contract, no payment, and no bidding at all. It didn’t need any of that. Its founder’s old colleague held the county’s pen.

The arrangement was tested exactly once, when the press pushed on it. Austin’s KXAN requested the office’s Wren correspondence under the Public Information Act; the office routed the request to the attorney general — a lawful referral that resets the statutory clock. You do not need to defeat a records law if you can outlast the people invoking it.

So tally what Travis County built: a consultancy with anonymizable funders; a confidentiality agreement signed by the county’s second-ranking prosecutor, binding her office to an organization she is professionally entangled with; a records process worked to slow disclosure. None of the three is illegal. All three are documented. And together they are why nobody outside the office — not the press, not the voters, not the commissioners who fund it — can say precisely what Wren does inside the Travis County Da’s office.

The secrecy, at least, is documented. The “why” requires no records request at all — he announced it himself.

Garza gave his 2020 victory interview to Jacobin, the socialist magazine, which identified him as a member of the Democratic Socialists of America — an unsavory element working its way through the American Democratic Party.

The DSA does not hide its intent: it calls for the abolition of capitalism outright. It does not call for police reform; it calls for abolishing “the carceral forces of the state — from prisons and police themselves, to their manifestations in all forms throughout society.”

It proposes scrapping the United States Senate, and remaking the President and the Supreme Court as instruments subordinate to Congress. That is not a reading between the lines; it is the lines. Nor is the strategy hidden: at its 2025 convention, DSA delegates voted to run a socialist for president in 2028 on the Democratic ballot line — not to build a party of their own, but to occupy one that already exists. Over 250 DSA members now hold elected office across forty states, nine in ten of them elected since 2019; New York City’s mayor is one of them.

So the elected prosecutor of Travis County belongs to an organization whose adopted platform calls for the abolition of prisons and police as such — and he administers the office that fills those prisons and works with those police.

Why have the people of Austin elected a DA affiliated with this mission? Ignorance? Lack of awareness? Or something worse?

The funding behind the movement

The Wren Collective is a well-funded machine, with ties to at least well-known bogeyman. Again, this isn’t conspiracy. This is reality.

The Wren Collective’s documented funding:

• Dustin Moskovitz and Cari Tuna. Moskovitz co-founded Facebook and later Asana; Tuna is a former Wall Street Journal reporter. Their wealth is Facebook stock — self-made tech money with no financial relationship to Soros or to any older banking fortune. Their vehicles, Good Ventures and Open Philanthropy (rebranded Coefficient Giving in late 2025), grew out of the “effective altruism” movement and fund malaria prevention, pandemic preparedness, and AI safety alongside criminal justice. One detail matters more than any other in this ledger: Tuna personally was Real Justice PAC’s largest donor — roughly $1.9 million from 2017 to 2019. Which means two of Wren’s funding streams — the Open Philanthropy grant and much of the Real Justice money — likely trace back to the same couple.

• Shaun King. The activist and writer co-founded Real Justice PAC in 2017 with Becky Bond, Zack Malitz, and Michael Kieschnick to elect progressive prosecutors. The PAC has drawn legitimate criticism for routing consulting fees to firms tied to its own leaders.

• John and Laura Arnold. John Arnold made his fortune trading natural gas — first at Enron, then at his own hedge fund; Laura Arnold is a Yale-trained lawyer. Arnold Ventures’ giving is evidence-based-policy oriented and ideologically mixed: it funds police recruitment research, crime-deterrence studies, and pension reforms that unions despise, alongside bail reform. The Arnolds are hard to place as simply “left.”

• Vital Projects Fund. Run by David Menschel, a former Innocence Project attorney. The money is Goldman Sachs equity — his father Robert Menschel was a partner — plus a bequest tied to the Horace W. Goldsmith Foundation. Its signature cause is death-penalty abolition.

There is a fifth notable funding source – that is least visible, and the most concerning.

While public filings show no direct funding from George Soros (known, colloquially, in some circles – as “Ole’ Ballsack Eyes”) to the Wren Collective, the open-records trail illuminates parallel financial networks – there is a $7.6 million clue.

Wren is a “project” of Social and Environmental Entrepreneurs (SEE), a California 501(c)(3) that serves as legal umbrella to roughly two hundred such projects. SEE takes in the donations, holds the money, and files one consolidated Form 990 for everything under its roof; the projects themselves file nothing.

Between 2017 and 2023, per grant records cited in the LELDF report, Soros’s Open Society network gave roughly $7.6 million to SEE, which acted as a passthrough to sponsor Wren’s nonprofit arm.

Brand’s stated none of the Soros funding was passed on to her group, but the structure means neither claim can be independently verified — which is an argument about the structure, not proof about the money.

The opacity is not an accident of the record. Fiscal sponsorship is legal and common, but confidentiality is among the services it sells. A question this simple — did this donor fund this group? — ought to be answerable from public documents. Here, by design, it is not. The document that would settle it — SEE’s internal, project-by-project accounting — is not a public record. SEE’s filing shows money in and money out; it does not show whose dollars became whose budget.

And SEE itself told KSAT that its donors may stay confidential on request — which means the four funders named above are only the ones visible from the donor side, on Open Philanthropy’s ledger and in FEC records and foundation tax filings. Wren’s full donor list, from the receiving side, is unknowable.

Many of the prosecutors Wren advises — Gascón, Boudin, Krasner, Worrell — were elected with heavy backing from Soros-funded PACs, and Garza is among them: the Texas Justice & Public Safety PAC that carried his 2020 runoff took $652,000 from Soros that spring. Critics describe Wren as the operations arm of a movement whose elections arm Soros funds, and on the documents that is a fair description: parallel funders converging on one cause, with the same prosecutors at the receiving end of both. The chain of command remains ambiguous.

But the funding streams come together to show something the record documents plainly: coordination of spending. Moskovitz’s money is Facebook stock, Arnold’s is gas trading, Menschel’s is Goldman equity, Soros’s is his hedge fund — four fortunes with separate origins, no shared holding company, no common trust, no documented financial relationship between the families.

Yet all of these fortunes flow, independently, into the same PACs, the same fiscal sponsor, the same consultancy, the same candidates, cycle after cycle — Tuna’s money inside King’s PAC, Soros’s PAC and Wren’s staff behind the same campaigns. Nobody owns this network. Everybody in it can see everybody else, and they deploy accordingly.

A convergence. A coalition.That all arrived at the same niche strategy: fund the elections of local prosecutors and the consultancies that advise them.

America’s prosecutor offices turn out to be the cheapest point of leverage over criminal justice policy in America.

Do not lose hope – there are men (and women) in the arena

As many of these foul creatures seem to crawl about in the dark, as many good citizens are ready and equal to meet them. Austin has such a few – including Chris Harris.

Harris has no newsroom and no law degree. He is, by his own description, a liberal, and he insists his fight is not partisan: “transparency is the ultimate disinfectant.”

His story starts with a trial — one that captured the country.

In 2023, Travis County prosecuted Daniel Perry, an Army sergeant who shot and killed an armed protester at a 2020 Black Lives Matter march in downtown Austin. It was the biggest murder case of Garza’s tenure — a jury convicted Perry, and Governor Abbott later pardoned him.

The trial was not televised, but Harris sat through it in person, and what he saw troubled him.

Then he spoke directly with David Fugitt, the Austin police detective who led the investigation — the man who built the case. Fugitt had sworn in an affidavit that the DA’s office directed him to strip evidence favorable to Perry out of his grand jury presentation, and that he “was afforded no choice but to comply.”

Texans have a name for what that resembles.

Michael Morton spent 25 years in prison for his wife’s murder because a prosecutor hid the evidence that would have cleared him; his exoneration forced the state to rewrite its evidence laws. Harris heard the echo.

So Harris did the one thing Texas law lets any citizen do: he asked.

Under the Public Information Act, he requested the DA office’s records concerning Detective Fugitt. The office stonewalled. Harris sued — representing himself, no lawyer, no funding.

Dozens of requests later, his conclusion is a paradox: “If you are innocent and charged with a crime in Travis County, the records make it hard to believe you will receive a fair trial. Simultaneously, if you commit a violent crime, the records suggest you may not be held accountable.”

Chris has been working diligently on his case against the DA’s office (cause D-1-GN-25-002588 in Travis County district court).

Follow them in order; they tell the story – a story the DA’s office is not happy about – to say the least.

Exhibit 1 — They were watching him. An internal email dated March 19, 2024 — a year before Harris’s lawsuit, Trudy Strassburger (remember her?!) asks a staffer to forward “everything we released to Chris Harris,” explaining, “He’s posting stuff on Twitter so I just want to see what he has.” She closes: “If I can also review the wren stuff too? Thank you!” First the watching, then the stonewall, then the lawsuit — in that order.

Exhibit 2 — What Harris was asking about. A sworn affidavit filed inside the DA’s own murder case — State of Texas v. Daniel Perry, cause D-1-DC-21-900007 — by the case’s lead detective, David Fugitt. In paragraph 5, under penalty of perjury, Fugitt states his belief that the DA’s office, “acting under the authority of Jose P. Garza, tampered with me as a witness,” and swears he was directed to tailor his grand jury presentation and “was afforded no choice but to comply.” These are sworn allegations no court has ruled on. They are also why Harris wanted the office’s Fugitt records..

Exhibit 3 — “Everything.” From the official hearing transcript in Harris’s records lawsuit (cause D-1-GN-25-002588): the DA office’s lawyer tells the court the office “has provided everything; the case, therefore, is moot” — asking the judge to dismiss the suit on the strength of that single word. Remember the word. The next two documents test it.

Exhibit 4 — What “everything” was. The office’s own discovery responses in that lawsuit, identifying its entire production: documents Bates-numbered TCDA_00001 through TCDA_00071. Seventy-one documents. And note the office’s own words quoted in Request 3: it had described what it sent the Attorney General as a “representative sample” of the records responsive to “Harris’ Public Information Request” — the office’s own admission that more existed than it showed.

Exhibit 5 — The other number. A letter from the DA’s office to the Texas Attorney General, February 13, 2025, on office letterhead — Garza’s name on the left, Strassburger’s on the right — answering a cost complaint Harris filed in his records fight with the office. In the office’s own highlighted words: “The total number of emails from that search was 2,427,” a pool the office says took over 15 hours to sort for responsive records. It never disclosed that search, or that number, to the court or to Harris’s attorney — though both asked what the office had looked for. An office that searched 2,427 emails told a judge that 71 documents were everything. It has never explained the gap.

That is the record one citizen with a laptop built. No subpoena power, no press badge, no budget. Every document above is public, and every one was pried loose against resistance from an office whose lawyer stood in a courtroom and said everything.

Harris’s premise — that the voting public is the constitutional check, and that a check that cannot see cannot function — is not a slogan. It is the operating theory of this nation.

Yet… always two, there are. Another Garza, there is.

The solution seems easy on the surface: remove José Garza. Some have already tried – one HB-17 motion, already failed. It is the remedy his critics have pursued in petitions and in court, and it is one tempting to settle for.

But you do not fix a captured institution by replacing one man.

The next Garza is already funded, already advised, already in office. Delia Garza — no blood relation — was elected County Attorney the same night in November 2020: José got the felonies, Delia the misdemeanors. She arrived by the same route — a candidacy drafted by Greg Casar’s organizers and their Progressive Justice Now PAC, endorsed by Shaun King’s Real Justice PAC, the network that is Wren’s largest documented funder — and she governs by the same playbook.

Her “early case review” rejected 543 misdemeanor cases in four months, 202 before any judge saw the file (her office says victim cases were excluded; the public has only its word).

She dismissed all 79 criminal-trespass cases from the UT protests over the university’s objection. The two Garzas co-sign letters blaming Austin police for crimes going uninvestigated. And when Attorney General Paxton adopted rules opening big-county prosecutors’ files to state oversight, Delia led the lawsuit — José as co-plaintiff — that has blocked those rules ever since. The two offices aren’t just philosophically aligned; they are allied in court against the state’s attempt to see inside them.

Why Delia matters is simple. Her office is the gate every misdemeanor in Travis County passes through, and when she declines hundreds of cases a season, nothing marks it — no headline, no named victim, no grounds for removal. José can be removed for cause; there is no cause to remove Delia. So removing José fixes less than his critics hope. The same donors put both Garzas in office. Take him out tomorrow, and she is still there — clean record, same backers, still deciding what gets prosecuted.

So run the thought experiment the removal petitions invite. Let’s say José Garza is gone tomorrow.

Jessica Brand’s work remains intact; Wren will continue to help prosecutors decide what not to prosecute, and then helps them explain it. That is the whole business: charging policy and communications strategy, delivered free, funded by donors who may remain anonymous, shielded in Austin by a nondisclosure agreement. All to deliver heinous outcomes.

Brand’s operation loses a client — in a county where it still has another. Because Travis County, alone among the jurisdictions, runs two elected prosecutors, and the movement won both offices on the same night.

And Trudy Strassburger, his second in command, would be well positioned in the office that remains

Removal replaces the elected official; it does not replace the hundreds of staff hired under his tenure, the policies embedded in the office’s manuals, or the First Assistant who binds it all together — and any appointed successor inherits all three on day one.

What remains? A misdemeanor office run by a prosecutor from the same PAC slate, filtering the county’s criminal intake by the same philosophy. A felony office administered by a First Assistant with personal ties to the consultancy and a governance seat in its funding network. And the consultancy itself — unelected, unremovable, anonymous where it chooses to be — already advising forty other offices and, on the evidence of San Francisco, entirely untroubled by the loss of any one client.

Removal decapitates nothing. The design has no head to cut off.

That is not a reason to abandon accountability for José Garza; it is the reason accountability cannot end with him.

You do not dismantle a network by firing its most visible employee. You dismantle it by naming every node — which is what we’ve tried to do. This is a cancerous, dangerous ideology that has seized control of our judicial system, our institutions, our country.

A summation, and a nod to what’s next

The picture that emerges from five years of public records, court rulings, and investigative reports is not one of random administrative hurdles.

To us, it reads as the portrait of a district attorney’s office that has systematically compromised public safety in pursuit of a radical ideological agenda. By prioritizing political crusades against police officers and operating hand-in-hand with dark-money special interest groups, the administration let basic, mechanical prosecutorial duties disintegrate.

The victims of this experiment are the citizens of Travis County, who are left to navigate a system where violent felony deadlines are ignored, public records are suppressed, and accused murderers walk the streets for the price of a single dollar.

A district attorney has a few basic jobs – and ours is failing at all four: charge people on time, tell courts the truth, follow the open-records law, and win the cases he brings.

Here are the #s to remember:

• 263 missed 90-day deadlines in 2024; 181 jailed defendants released or bond-reduced (KVUE/Statesman)

• 100+ felony cases since 2021 with bonds cut or charges dropped over missed deadlines, including 8 murder cases (KXAN)

• ~12,700 felony charges dismissed or rejected in 2021–22, vs. ~10,400 in 2018–19, from the DA’s own data (KXAN)

• 17 of 21 police indictments dismissed; zero standing convictions from the office’s flagship prosecutions (Texas Tribune)

• $115,000 in security money approved behind closed doors (KVUE); ~$1.8 million more for a new protective unit (KVUE)

• 2,427 vs. 71. When a citizen requests records, a government office must tell the Texas Attorney General what it found. Garza’s office certified it had found 2,427 emails. Later, sued over those same records, it handed a court 71 documents and swore under oath that was “everything.” The office has never explained the missing 2,356 — the case (cause D-1-GN-25-002588) is now on appeal.

• Two violations, one overcharge. The Texas Public Information Act gives every citizen the right to see government records, on a fixed clock, at a fair price. It’s the law that lets the public check the government’s work. The Attorney General — the state’s referee on these disputes — has formally ruled that Garza’s office broke the act’s deadlines twice in this term alone (rulings OR2025-008054 and OR2026-001615), and unlawfully overcharged a requestor, refunding $182.75 after the Attorney General's ruling. These aren’t accusations. They’re the state’s own findings, in writing.

No previous Travis County district attorney has a documented record like it. And so far, nobody has made this one answer for any of it — not the voters, who chose him before the count was public; not the courts, which are still weighing the sworn contradiction; not the state.

The only forces that have ever changed this office’s behavior are television cameras… and one citizen with a laptop.

Austin votes on this office again in 2028. We pray the lege will put forward a state prosecutor this fall, to end things sooner – or – that a citizen will triumph in the filing of a successful HB-17 motion.

Whichever comes first, cannot come soon enough.

But even with one of its limbs cut, the monster remains. And only an informed electorate can truly slay the beast.

Change is needed:

• The county commissioner’s court must instill accountability and transparency. It holds the lever nobody has touched: the money. Travis County’s commissioners hand the DA’s office $36.6 million a year and attach nothing to it. Attach three things. A public quarterly dashboard — deadline compliance, dismissals, declinations — so the next 263 missed deadlines surface in month one, not three months after an election. A rule that any outside entity advising a county office, paid or unpaid, operates under a written, publicly filed agreement — and a flat ban on confidentiality agreements with policy consultants. A requirement that official business happen on official email. None of this touches prosecutorial discretion. It touches secrecy, which is the thing that actually needs touching. Five commissioners could end the embedded-consultant arrangement in Travis County by Thursday.

• The lege must act. It must pass a bill forcing every DA in Texas to report each defendant released under Article 17.151 (already filed, already drafted, inexplicably stalled). And repair House Bill 17’s two exposed flaws: define incompetency to include the systemic failure of statutory duties, and close the forgiveness loophole, so misconduct hidden from voters until after an election cannot be laundered by the very election it was hidden from. Enact the Attorney General’s oversight-reporting rules as statute, mooting the lawsuit both Travis County prosecutors filed to keep the state out of their files. And extend to embedded advisors the sunlight Texas already demands of lobbyists: register, name your funders, file your agreements. A private organization steering public prosecutions should not be harder to look up than one steering a highway contract.

• The Feds own taking the deepest rot to account: the fiscal sponsor. Federal tax law lets one California nonprofit keep the books for 250 such projects, file a single blended return, and sell its donors anonymity as a service — which is why the simplest question in American civic life, “who is paying for this?, “has become unanswerable on purpose. The fix fits on one IRS schedule: project-level reporting for sponsors above a revenue threshold. Money in, money out, per project, per year. Every passthrough in the country becomes checkable in an afternoon.

Every system is designed to get the results it achieves. In Austin, Texas, we see this manifesting in a eight-year, $1.7-billion-dollar experiment in crisis management that has yielded a devastating paradox: the more the public spends, the larger the encampments grow.

Between fiscal year 2019 (the year the first city auit documented systematic failures — the accountability starting gun) and the summer of 2026, an intricate network of city departments, federal pandemic relief funds, and politically connected non-profits channeled a documented $757 million in core operational cash into Austin’s homelessness response. But when tracking the broader ecosystem—including parallel county healthcare budgets, capital housing bonds, and all combined city, county, federal, and private sources —the total footprint scales past $1.7 billion, driven by an annual burn rate that crested at an astonishing $315 million at its peak.

The returns on that investment are frozen in public record. In January 2025, the annual Point-in-Time (PIT) homeless census documented 3,238 people living on Austin’s streets and in its shelters—the highest number in recorded history, representing a 29% increase from the dawn of the spending surge.

This is not a story of a city that failed to care. It is the biography of an accountability vacuum operating in the dark. Thousands of pages of IRS Form 990 filings, city audits, campaign finance disclosures, and internal memos reveals world where underperforming contractors were paid tens of millions, where critical data systems were managed by the very groups whose funding depended on them, and where a powerful political feedback loop insulated the entire apparatus from oversight—until the taxpayers finally revolted.

Introducing the money map: an intentional architecture of an undetectable total

“We’re just not spending enough to care for these people,” say some. But $315M in annual homeless spend seems like plenty — so how can it be that the streets downtown are covered in human urine & despair?

And yes, we said $315M. A three hundred million dollar-a-year-ish burn rate. Where is it going? Clearly, not to the people in need.

For years, Austin city officials maintained that tracking aggregate homelessness spending was an impossible task, using “overlapping programs” as political armor. Dispersed funding streams are inherently resistant to holistic audits.

If you look only at the official Homeless Strategy Office (HSO) budget, the city appears to spend a modest $30M to $35M dynamically. But an interrogation of parallel public agencies, unlisted federal pass-throughs, and active capital bond drawdowns reveals the true, annualized velocity of the money.

At its peak, the public and private ecosystem operated at a $315 million annual burn rate spread across five distinct shadow budgets:

• $35M | The Official City Ledger: The visible tip of the iceberg—general fund dollars allocated directly to the HSO for basic shelter operations, the Marshalling Yard ($8M/year), and street outreach contracts.

• $60M | The County Parallel: Travis County operates an entirely separate funding apparatus. Through its own $110 million ARPA allocation and healthcare contracts, it pours an estimated $60 million annually into the exact same network of non-profits, doubling the operational capital.

• $45M | Bond Capital (Prop A & AHFC): Voters approved a $350 million housing bond. The Austin Housing Finance Corporation draws down an estimated $45 million annually to buy and convert hotels (like Pecan Gardens). Because this is capital infrastructure, it never shows up on the city’s operational deficit sheets.

• $25-30M | The Full Fed Pipeline HUD/CoC Pipeline: The federal government funds Austin's homelessness system through five separate channels — most of which never appear in any city budget. HUD's Continuum of Care (CoC, ~$14M/yr, administered by ECHO) is the only one commonly cited. But flowing alongside it: HOME Investment Partnership grants (~$4–7M/yr through AHFC and City Housing), Community Development Block Grants (~$4–6M/yr through City Housing & Planning), Emergency Solutions Grants (~$1–2M/yr federal portion), and SSVF/HUD-VASH veteran housing funds (~$4–8M/yr to Caritas, LifeWorks, and SAFE Alliance).

• $150M | “Finding Home ATX” (Off-Ledger): A public-private initiative that claimed to have raised $450 million before its website abruptly went dark. Operating with no unified public ledger, this mixed philanthropic capital sloshes through the non-profit network with zero centralized oversight.

Homing in on the ACTUAL homelessness spend, for a holistic picture, to get to the $1.3-$1.7B number, was not easy. But we gave it the old college try (as you read this, bear in mind COVID-era funds powered some of this, and are now expiring):

When a city council member or a non-profit executive stands at the dais and argues that a program is facing “devastating cuts” because the city’s base budget is constrained, they are weaponizing a half-truth.

There’s money. Lots of it. And indeed, the true scope of the spending is… beyond what we’ve reported here.

Well beyond, actually. This accounting is deliberately conservative — what is still not in this accounting: the tens of millions in annual Medicaid reimbursements flowing to Integral Care — Austin's designated Local Mental Health Authority — for services delivered overwhelmingly to the same unhoused population. Integral Care billed an estimated $15–20 million per year through the state Medicaid system for behavioral health and crisis services. Over eight years, that parallel system represents roughly $120–160 million in additional public spending on Austin's homelessness crisis — spending that never appears in any homelessness budget, never gets audited alongside HSO contracts, and never factors into the performance metrics used to evaluate whether the system is working. Also excluded: St. David's Foundation granted $3.3M to ECHO in a single year, with total homelessness-related philanthropy across Austin providers likely running $8–15M annually beyond what Finding Home ATX claimed.

The $1.7 billion figure, in other words, is a floor — not a ceiling.

Following the long and winding trail of institutional dysfunction

For nearly a decade, City Auditor Corrie Stokes served as Austin’s institutional Cassandra. Between 2019 and 2025, her office published multiple comprehensive performance audits explicitly outlining the systemic fractures within the city’s homelessness strategy.

The documents were received, noted, filed into public record—and systematically ignored.

• 2019 - rewarding underperformance. The baseline audit found that Austin “doesn’t effectively help people get out of homelessness—or measure progress.” The most damning finding was how the city handled contractors who failed to meet their goals. Instead of withholding funds or canceling contracts when an NGO missed its metrics, Austin Public Health (APH) staff actively stepped in to amend the contracts to lower the performance bars. In one documented case, the city amended a single contract four times in a row, reducing the contractor’s target outcomes further each time so the provider wouldn’t technically be in default.

• 2021 - the missing ledger: Following rare pushback from the City Council’s audit committee, Stokes’ office was tasked with creating a master list of all active homelessness contracts to see exactly where the cash was going. The audit team returned empty-handed. The report officially stated that auditors were “unable to determine the entire number of agreements due to severe limitations with available data.” The city was distributing roughly $179 million in approved funds at the time, but the managing departments did not maintain a centralized, trackable contract inventory. Millions were moving through the pipeline, but no single official could produce a master spreadsheet of who was legally bound to deliver what.

• 2022 - ultimately unprepared for crisis. This review focused on emergency infrastructure, specifically the city’s cold weather shelter plans. The audit revealed that the city’s emergency operations playbook had not been updated since 2019. Furthermore, the shelters being funded completely lacked standardized security protocols, clear chain-of-command structures, or contingency plans for power outages—critical failures that directly endangered the vulnerable populations they were paid to protect during Texas winter freezes.

• 2024 + 2025 follow-ups: ignoring all recommendations. By July 2024, Stokes issued a follow-up to see if the city had implemented her past recommendations. The finding was a stark indictment of city management: five core recommendations from 2017 and 2019 remained completely unaddressed. When auditors sampled five active, major homelessness contracts to see if they finally included basic accountability measures (like specific performance benchmarks and concrete deliverables), they found that only one out of the five contracts met the city's own legal criteria. The rest were still blank checks written to non-profits with no enforceable metrics.

• 2026: Delivered the ultimate indictment of Austin’s broader contracting culture. Stokes retired, and her successor and long-time deputy, Jason Hadavi, inherited an open ledger of unfulfilled structural fixes dating back seven years. In a review of $279.3 million in citywide consultant spending, 40% of contracts had no formal needs assessment before hiring, 82% never evaluated whether internal staff could perform the work, and 71% were closed without any performance evaluation whatsoever. It proved that the lack of oversight found in the homelessness sector was standard operating procedure across the city’s entire consulting apparatus.

Why is Austin’s existing auditing so… well… bad?

The roadblock is baked into the city’s charter. The City Auditor is appointed by the City Council and reports directly to its Audit and Finance Committee. The auditor possesses the authority to investigate and recommend, but entirely lacks enforcement power.

Implementation rests entirely in the hands of the City Manager. In effect, the governance model requires the political body distributing the funds to police its own distribution.

The tragedy isn't that nobody knew the wheels were coming off. It's that the city's own designated watchdog spent several years shouting the exact diagnosis into the microphone, while the managers holding the checkbook simply turned down the volume.

The core homeless contractors and the falsified ledger

When the public ledger is opaque, the providers who operate within it wield immense autonomy. In Austin, the flow of capital was concentrated across a few primary entities, punctuated by spectacular institutional collapses.

• Front Steps. For 18 years, Front Steps operated the flagship Austin Resource Center for the Homeless (ARCH) downtown. By the time the city severed ties in July 2022, it had paid the group $43,213,053. The contract was dissolved only after an internal performance scorecard revealed that Front Steps had spent just $3,800—a mere 10% of its annual allocation—from a critical direct-client-assistance stream, achieving only 29% of its performance targets (for comparison, Caritas hit 97%, Family Eldercare 94%, Meals on Wheels 125%). There was no criminal referral; the contract was simply wound down with the help of an outside consultant.

• Urban Alchemy — and the data falsification scandal. To replace Front Steps, Austin turned to Urban Alchemy, a San Francisco-based nonprofit, despite a highly publicized trail of contract overruns in California. In September 2025, the city was forced to terminate Urban Alchemy after five employees were caught systematically altering exit dates within the Homeless Management Information System (HMIS). The goal of the manipulation was simple: making shelter stays appear shorter and placement outcomes appear more successful than reality. The manipulation warped the exact data used to justify the program’s efficiency to taxpayers. In response, the city bypassed competitive bidding entirely, issuing an emergency, no-bid contract to an organization named Endeavors to take over operations.IRS Form 990 filings show the organization's executives drew significantly higher compensation while holding an active city contract. Executive compensation at Endeavors, the emergency successor, followed a similar upward trajectory, with total exec compensation reaching $1.66M/yr across 7 individuals, according to public tax disclosures. And their CEO pay nearly tripled in 3 years while the organization was actively being contracted by Austin.

• ECHO. The Ending Community Homelessness Coalition (ECHO) is the federally designated lead agency for Austin’s Continuum of Care, overseeing roughly $14 million per year in CoC grants — one piece of a federal pipeline that, when including HOME, CDBG, ESG, and SSVF/HUD-VASH flowing to the same providers, totals $25–30 million annually. ECHO occupies a deeply conflicted position in the local hierarchy: it maintains the HMIS database (the very database Urban Alchemy manipulated) and compiles the PIT count, while simultaneously ranking and prioritizing the grant applications of the local providers. It acts as judge, jury, and data-gatherer for the federal money flow. ECHO's total executive compensation in FY2024 reached $614,238 — spread across Executive Director Matthew Mollica ($185,100 base, $26,701 in additional compensation) and three Vice Presidents added since 2019. In 2019, ECHO had one disclosed key employee earning $118,899 total. By 2024, that figure had grown to $614,238 — a 417% increase. Over the same period, ECHO's total revenue grew 32% (over the 2019–2024 period) —meaning total executive compensation grew more than thirteen times faster than organizational revenue over the same period.

It’s the same old song: executives get rich on the backs of those suffering, while front-line case managers and shelter staff in Austin pull in average salaries between $35,000 and $55,000. According to IRS Form 990 filings, the financial growth of the system’s leadership vastly outpaced its street-level outcomes.

Also of note (but worth separating from the extra foul flavor of those above):

• Mobile Loaves & Fishes: CEO Alan Graham’s total compensation was documented at $359,172 in FY2023, the same period the organization was tapped for a slice of Travis County's $110 million ARPA homelessness allocation

• Integral Care: Longtime CEO David Evans drew $377,697 in total compensation in FY2023. That same fiscal year, the public mental health authority laid off 48 employees and was forced to return $1.6 million to the state of Texas for services it contracted to perform but failed to deliver.

A special callout: the closed political money loop of “Love Austin PAC”

The insulation of this “homeless industrial complex” system from meaningful correction points to a profound governance issue: a closed financial loop linking non-profit contractors, political campaigns, and the elected officials holding the purse strings.

Why on Earth hasn’t anyone fixed it yet?

The answer has less to do with complexity than with money and politics.

The organizations that run Austin’s homelessness programs depend on city contracts to survive. The elected officials who vote on those contracts depend on political support to stay in office. Over time, these two groups have become financially entangled in ways that make meaningful reform difficult — because reforming the system means cutting the contracts, and cutting the contracts means alienating the donors.

We see this in a specific use case: in mid-2025, Austin faced a budget crisis. The roughly $200 million in combined city and county ARPA funds — including the City of Austin's $100 million homelessness ARPA allocation and Travis County's separate $110 million in COVID relief — that had been propping up homelessness spending since 2021 was almost entirely exhausted.

Rather than restructure how the money was spent, the city placed Proposition Q on the November 2025 ballot: a property tax increase generating $110 million annually — with approximately $35 million earmarked for homelessness and housing services, the rest split across parks, public safety, and other city needs. This would have likely been directed to the same programs, through the same contractors, under the same oversight structure that had produced a 29% increase in homelessness.

To pass Prop Q, a political action committee called Love Austin PAC was formed and registered with the Texas Ethics Commission. It ran the “Vote Yes on Q” campaign.

Every donation to this PAC was fully compliant with Texas law. Yet, the systemic reality was unmistakable: organizations sustained by public tax dollars were donating to a political committee to persuade voters to increase those tax dollars, standing shoulder-to-shoulder with the politicians who approve their contracts.

This is a conflict of interest on both sides of the table. Contractors are not supposed to fund campaigns to expand the budgets they benefit from. Elected officials are not supposed to co-fund political committees alongside the vendors whose contracts they vote to approve — and no documented recusals from those contract votes have been filed.

This arrangement exposes a stark systemic conflict of interest — documented in the PAC filings below:

The voters of Austin (incidentally, led in part by D1 current city council candidate, Steven Brown) broke the circuit.

On November 4, 2025, they overwhelmingly rejected Proposition Q.

The defeat triggered an immediate crisis. The city’s roughly 200 million cushion of temporary federal ARPA funds was exhausted, creating a massive funding cliff. Because the tax increase failed, the Homeless Strategy Office was forced to immediately implement $5.2 million in emergency cuts, hitting sensitive safety nets, including 345 domestic violence survivors served by the SAFE Alliance.

The comparative ledger: ATX vs other metros

Those that defend the homeless industrial complex often argue that homelessness is an intractable macroeconomic symptom that cannot be managed by municipal oversight. The data from peer cities indicates otherwise - and shows us a better path forward.

Austin: accountability is knocking.

So. How do we rebuild Austin’s broken homeless framework?

Austin spent years, a historic mountain of federal cash, and nearly a billion dollars of local taxpayer equity to learn a timeless lesson in governance: compassion without accountability is simply an industry. The question moving forward is no longer how much money the city can find, but whether it possesses the political courage to count it.

Austin does not need to invent a solution to its homelessness crisis. This is a solved problem. It needs to dismantle the administrative state that profits from its perpetuation. To transition from a system that manages a funding stream to one that solves a civic emergency, it’s time to implement a radical governance overhaul:

• Say no to Sunrise 2.0. Our city council is, as we speak, planning to open a second “Sunrise” — near two Travis County Schools. These facilities have been associated with documented increases in nearby crime calls and community safety complaints. Siting a facility of this nature adjacent to schools raises legitimate concerns that the city has not publicly addressed.

• Institute real innovative homeless reform by:

  • Forcing mandatory holds for those exhibiting dangers to others, and known, repeat-offenders. 10 days would encompass most major bouts of withdrawal.

  • Partnering with the Federal government to build a state-of-the-art wellness center at the boundary of city limits, away from businesses, children, temptation/alcohol/drug availability. Get the homeless there for the immediate triaging they need — as well as long-term care.

  • Upon discharge, decentralize. Relocate Austin’s dense, 3k+ homeless population away from Austin. There are many, many municipalities in Texas: by dispersing this challenge, we can get those in need the focused micro-care they need — at a cost away from Austin’s incredibly expensive borders. Stipends to encourage care, and continued care, could save Austin taxpayers over 50% per homeless individual.

• Structurally separate data & dollars. ECHO cannot objectively manage the database that measures program success while simultaneously ranking those same providers for federal funding. The City of Austin should exercise its authority under HUD guidelines to strip ECHO of its dual role, moving the management of the Homeless Management Information System (HMIS) to an independent, academic, or third-party auditor with no financial stake in local contract allocations.

• Establish an absolute anti-lobbying firewall. City Council must pass an ethics ordinance stipulating that any non-profit organization, coalition, or corporate contractor receiving more than $50,000 in municipal funding is strictly barred from contributing to local political action committees or ballot measures related to city revenue. The political money loop must be permanently closed.

• Eliminate the social services bidding exemption. The state-sanctioned “social services exemption” has allowed Austin to hand out millions in no-bid, insider contracts—such as the $650,000 allocation to Equidad ATX, an organization whose board included a senior official in the Mayor's office. By municipal decree, all homelessness contracts exceeding $100,000 must be subject to open, competitive procurement with mandatory public notice.

• Implement a “no progress, no pay” mandate. Incentivize for the outcomes desired. Borrowing from the Houston model, performance deliverables—specifically tracking permanent housing exits, rather than shelter occupancy inputs—must be legally non-waivable. If a contractor falls below 80% of its performance targets for two consecutive quarters, the contract must trigger automatic termination, bypassing the typical bureaucratic wind-down period.

• Establish a unitary public ledger. The City Auditor’s office must be funded to produce a single, publicly accessible, real-time ledger detailing every dollar from every source (City General Fund, County Funds, Private Activity Bonds, HUD Grants) flowing into the homelessness ecosystem. Unverified private-public hybrids, like the opaque $450 million “Finding Home ATX” initiative, must match their public claims against this ledger or forfeit municipal cooperation.

• Enforce a pre-condition audit rule. No city department may present a new homelessness service contract to City Council for approval unless the City Auditor has issued a written certification verifying that all outstanding audit recommendations within that specific program area have been fully implemented by the managing department.

So in November 2020, she voted yes.

She voted yes on Project Connect: Austin’s most ambitious public transit proposal in a generation, a $7.1 billion plan to thread 27 miles of electric light rail through the city’s heart, tunnel under downtown, extend to Austin-Bergstrom International Airport, and finally make Austin feel like a real city to its people. It passed with 58% of the vote. Over 242,000 Austinites said yes. The margin was 15.8 points.

“You have to vote for what’s good for the city,” Cocco said.

Four years later, she sued the city to stop it.

She is not an anti-government activist or a Republican obstructionist. She is exactly the kind of voter Project Connect needed — pro-transit, globally experienced, genuinely hopeful. The fact that she now leads the legal fight against the project tells you something the defenders would rather you didn’t notice: the people most betrayed by Project Connect are the people who believed in it.

The 20% forever tax

Before we get to the cost overruns, the shrunken rail line, or the ATP CEO earning north of $400,000 a year while cutting staff, you need to understand what Austin voters actually agreed to in 2020 — because most of them probably didn’t.

The ballot measure created a permanent 20% increase to Austin’s city property tax rate, dedicated to Project Connect and the Austin Transit Partnership (ATP). For the owner of a $325,000 home in 2020, that meant roughly $284 more per year. With Austin home values having since surged, that same household today pays over $400 annually.

Here is the part that didn’t make the campaign mailers: the tax has no sunset. It was not a bond measure — the kind of tax levy that expires once the debt is repaid. It is a permanent rate increase, written to fund both construction of the rail system and its ongoing operations and maintenance in perpetuity. Even if Project Connect is completed, scaled back, delayed, or restructured, the tax does not automatically go away. The City of Austin would have to affirmatively vote to repeal it.

Many voters assumed they were approving something closer to a traditional infrastructure bond — you tax yourself, you build the thing, the tax ends. That’s how such measures typically work. This one doesn’t. What voters may have understood as a one-time investment is actually an open-ended, permanent claim on their property tax bills, with no built-in accountability for whether the project it funds still resembles what they approved.

That distinction — permanent tax, not a bond — is central to everything that has gone wrong since.

The plan that wasn’t

The 2020 ballot measure was visionary on paper: a 27-mile rail spine from north to south, passing through downtown via an underground tunnel, reaching all the way to the airport. Twenty-six stops. Ten-minute frequencies. Projected ridership of *70,000 weekday riders within two decades.=

Austin had rejected light rail twice before, in 2000 and 2014. This time, the pitch was bigger, bolder, and better packaged. It won easily.

What voters didn’t know — couldn’t know, because even the agency building the thing apparently didn’t know either — was that the plan was barely more than a rendering. An internal memo from April 2022 would later reveal that only 5% of the light rail had actually been designed before the vote. Land costs were already spiraling. Construction costs surged. Planners found they’d need to acquire far more property than initially expected, at prices that nearly quadrupled original estimates.

The dream was real. The plan was not.

By summer 2023, with costs careening toward $10.3 billion — nearly 80% above the original estimate — ATP made its choice. The downtown tunnel was cut. The airport extension was shelved as a “future phase.” The line shrank from 27 miles to 9.8 — about a third of what voters were promised. Stops fell from 26 to 15.

The price tag, somehow, went up anyway.

The Federal Transit Administration now lists the project’s cost at $8.2 billion on its Capital Investments Grants Dashboard — $1.1 billion higher than the $7.1 billion ATP publicly cites. ATP says the FTA figure includes financing costs that shouldn’t count as capital expenditure. The dispute itself is revealing: the agency overseeing a multibillion-dollar public project and the federal agency funding half of it cannot agree on what the project costs. Either way, depending on whose number you use, Austin is spending somewhere between $725 million and $840 million per mile of rail — two to three times the rate voters were quoted in 2020. NYU’s Marron Institute ranks it the 7th most expensive light rail per mile in the country out of 34 projects analyzed.

For that money, the city now projects 34,000 daily riders — less than half the original projection. In a country where $50,000 to $75,000 per projected rider was once the benchmark for rail viability, Austin’s number approaches $200,000.

(Note: On the 70k: multiple sources give different original figures. The official city ballot materials cite 81,700 daily riders; other sources mention projections ranging from 54,200 to 86,000 depending on configuration and year. The “70,000” figure is in circulation but is not clearly the number from the 2020 ballot campaign.)

The agency no one elected — and what they’re spending your money on

Meet Austin Transit Partnership (ATP): a nonprofit local government corporation the City of Austin created specifically to build Project Connect.

It was also purpose-built to be unaccountable. It is not a city department. Its board is appointed, not elected. It has never appeared on a ballot. It was structured deliberately at arm’s length from government — which also puts it at arm’s length from the consequences of failure.

What it does have: a permanent dedicated tax revenue stream, the power to issue bonds, and the authority to hire staff, sign contracts, and spend hundreds of millions of dollars without voter approval on any individual expenditure.

Since 2020, ATP has accumulated more than $400 million in cash reserves from tax collections and investment income — while building nothing. With another $185 million expected in 2026, the agency will soon have collected over $1 billion before a single passenger ever boards. ATP’s own budget projects spending ramping to over $500 million in 2026. A board member raised “excessive spending” concerns when the agency approved an earlier budget heavy with payroll and consultant costs. Those concerns were noted. The budget passed unanimously anyway.

The agency’s CEO, Greg Canally, was brought in as interim CEO in 2022 at $310,000 per year. The board promoted him to full-time CEO in 2023 with an 18% raise to $365,000. In March 2025, his contract was amended again: base salary now $404,682, with annual increases automatically pegged to raises given to ATP staff. His contract ties his annual increases to ATP staff raises — meaning his compensation grows as the organization grows. At the same time, ATP cut its overall staffing by 25%.

Then there was the office. In early 2026, ATP moved to lease 51,600 square feet of Class A office space in a downtown high-rise — $32 million in rent over 7.5 years, plus a separate $15 million contract with CBRE for buildout and equipment. Forty-seven million dollars of taxpayer money, for an office, for an agency that hasn’t built an inch of rail. City Council Member Paige Ellis called it “tone-deaf.” Mayor Kirk Watson — who sits on ATP’s board as Vice Chair — called it “inappropriate.” ATP pulled the item.

No one was fired. No one was disciplined. The board moved on.

ATP CEO Greg Canally has a ready answer for critics. “You have three choices when the cost of infrastructure goes up. You can just stop, you can go back and ask for additional funds, or you can reframe the project and size it to live within your budget.”

Voters were not offered any of those three choices.

$1B* collected. Nothing built? What exactly has ATP been buying?

Before a single design element was finalized — while only 5% of the rail had been drawn — ATP paid Ernst & Young infrastructure advisers $17 million for “commercial risk and project delivery services,” essentially paying a global consulting firm to figure out how to build something they’d already sold to voters. That ran alongside a separate, simultaneously negotiated ~$30 million engineering consultant contract. Nearly $50 million in consultant fees before the design phase meaningfully began.

In December 2024, ATP selected LINC Austin — a consortium led by AECOM — as its delivery partner on a $98.5 million base contract, with options for two additional four-year terms. A potential decade-long engagement worth hundreds of millions of dollars, awarded by an unelected board, with no mechanism for the public to weigh in. ATP's own procurement rules include a formal Unsolicited Proposal process — a documented pathway that allows firms to approach the agency directly and receive sole-source contracts bypassing competitive bidding, if ATP deems the proposal sufficiently unique. How that process has been used, by whom, and whether any of the agency's major contracts have flowed through it has not been publicly reported or independently audited.

ATP also maintains a formal Unsolicited Proposal process — a documented pathway that allows firms to approach the agency directly and receive sole-source contracts, bypassing competitive bidding, if ATP deems the proposal sufficiently unique. Whether and how it has been used has not been publicly reported.

And most pointed of all: Austin homeowners are funding ATP’s legal defense against the very taxpayers suing it. The same pool of property tax reserves pays for ATP’s lawyers fighting Cathy Cocco in court. The public is, in effect, paying both sides of this lawsuit.

Enter: the lawsuit

In 2024, Cocco became a named plaintiff in a class-action lawsuit that cuts to the root of the matter: if the project has fundamentally changed, do the city’s taxing powers change with it?

The suit argues yes — that the city no longer has legal authority to levy taxes for Project Connect because the project voters approved in 2020 no longer exists. The tax was tied to a specific vision: 27 miles, 26 stops, an airport connection, a downtown tunnel. That vision is gone. What remains is a smaller, pricier, less connected system that bears little resemblance to what was on the ballot.

“You said you’re going to do all this, and then you do a fraction. And then you’re still going to make us pay for the whole thing. At what point is that illegal?”

The lawsuit’s other central claim is about money sitting idle. Since the tax began in 2020, the suit alleges, hundreds of millions in taxpayer dollars have been “stockpiled, unused.” “Plainly, the taxpayers of Austin are getting nothing, absolutely nothing, this year from this ‘annual appropriation’ of the Project Connect tax,” the suit states.

Cocco is not alone. She and co-plaintiff Barbara Epstein joined a separate legal fight launched in November 2023 by Austin attorney Bill Aleshire — a former Travis County official who argues the entire financing mechanism is illegal, not just the scope change. His lawsuit was sparked in part by a 2023 nonbinding opinion from then-Attorney General Ken Paxton, who concluded ATP’s method of using maintenance-and-operations property tax revenue to back bonds was unlawful.

Aleshire’s plaintiffs include the owner of Dirty Martin’s Place — a century-old burger joint near UT-Austin that once faced demolition to make way for the rail, generating nearly 25,000 signatures in protest. “What I would like to see happen,” owner Mark Nemir said, “is this thing go away.”

The two lawsuits were consolidated and began working toward the Texas Supreme Court — which has already intervened once. In May 2026, TXSC ruled that the trial court had “deliberately” erred by advancing the case without first ruling on the state’s jurisdictional challenge. Chief Justice Jimmy Blacklock wrote that the approach was “a deliberate effort to frustrate the State’s appellate rights.” The case was sent back down. The underlying constitutional question — whether Project Connect’s funding mechanism is legal at all — remains unresolved.

Accounting for politics

The political environment around Project Connect has darkened considerably since 2020.

Republican state legislators have twice introduced bills to strip the project’s tax funding — in 2023 and 2025. In 2025, the Texas Senate passed a bill targeting the financing structure ATP uses, though it did not retroactively affect Project Connect. Both attempts ultimately failed after aggressive Austin lobbying. State Rep. Ellen Troxclair put it plainly: “Whatever one’s position on light rail, it is simply inaccurate to say voters approved the project as it exists today.”

At the federal level, the picture is complicated. In January 2026, the Trump administration’s FTA issued a Record of Decision for Austin’s light rail — clearing the project for final design, land acquisition, and construction prep, and formally opening the door for federal grant funding. The FTA also gave Project Connect a “Medium-High” rating in its 2026–27 funding cycle, the highest rating issued this year.

But cleared hurdles are not the same as dollars. Well into year two of Trump’s second term, the administration has not awarded money to a single new transit project. Transportation Secretary Sean Duffy has issued guidance saying the FTA will now prioritize projects whose benefits “outweigh the cost” and will “give preference to communities with marriage and birth rates higher than the national average” — and require local cooperation with federal immigration enforcement. How Austin, a sanctuary city, fares under those criteria is an open question. The $4.1 billion in federal funding ATP is counting on — roughly half the project’s cost — remains theoretical. U.S. Sen. John Cornyn has publicly opposed it.

Meanwhile, the bus network promised alongside the rail — the part that was supposed to show up first — has been a study in lowered expectations. Voters approved four new MetroRapid lines in 2020. Two launched in spring 2025, roughly two years behind schedule, substituting diesel buses for the promised zero-emission vehicles and running at 20-minute headways instead of the 10-minute frequencies in the original plan.

The other two routes — serving Oak Hill and the ACC Highland campus corridor — remain delayed with no confirmed launch date. The small deliverable arrived late and underspec. The large one hasn't been started.

If Cathy’s lawsuit were to win…

Opponents of the lawsuit frame Cocco and her allies as anti-transit obstructionists. They are not.

Cocco voted for this. She wanted it to work. Her argument is not against transit — it’s against being lied to, and then billed for the lie permanently.

She and the other plaintiffs believe more high-frequency bus service would deliver more riders, more equitably, for far less money. They believe Austinites deserve a vote on what they’re actually getting — not a project transformed beyond recognition by an appointed nonprofit with no elected oversight. They believe a tax that was sold as funding a specific vision should not outlive that vision without the public’s consent.

That’s not a fringe position. Eric Goldwyn of NYU’s Marron Institute, one of the country’s leading transit cost researchers, described the gap between what voters were sold and what’s being built bluntly: “What you’re voting on is sort of like a dream rather than an actual constructible plan.” He added: “Look, I’m a New Yorker, I don’t drive, I’m as pro-transit as it gets. But the people of Austin voted for something, and maybe they were sold a bill of goods that could not be delivered.”

If the Texas Supreme Court sides with Cocco’s coalition, it wouldn’t just kill Project Connect. It would set a precedent that fundamentally changes how Texas cities finance long-term infrastructure — and how much latitude appointed agencies have to redesign voter-approved projects after the fact. That’s a good precedent. Voters should know what they’re approving. Taxes should match their stated purpose. Agencies should be accountable.

Meanwhile, the rail keeps getting laid

ATP says it plans to break ground in 2027. If everything goes right — federal funding secured, courts favorable, costs stable — Austin riders could board their first light rail car in 2033. That’s 13 years after voters said yes, for about a third of what they said yes to.

The lawsuits are still pending. The Texas Supreme Court hasn’t issued its final ruling. Washington hasn’t written the check. And the tax keeps collecting — $185 million more expected in 2026 alone, from Austin homeowners who have never been asked whether they still want to fund this version of the project.

More than 242,000 people voted for Project Connect in 2020. Not one of them has been asked, in any official way, whether they still support what it has become.

What could we do with the money, instead?

As we consider the accumulated largesse of “Project Connect” — its worth looking at other forms of mass travel. All-up estimates below (calculated circa June 2026):

• $350M: An 8-mile, underground tunnel from the airport to the downtown hotel district, à la Las Vegas. Co-brand with Tesla/Boring to reduce costs. Downtown terminal (Congress/2nd), possibly one midpoint stop (maybe East 6th/Airport Blvd), and the airport

• $1B: Three aerial gondola lines; 15 miles; 19 stations, connecting the Hill Country, the airport, East Austin and UT.

• $2B: Monorail. A 14-mile N/S line plus an 8-mile airport spur (20 miles total) connecting Cedar Park, The Domain, UT, Downtown, SoCo/Slaughter, Ben White and the airport. 18–22 stations. The current light rail is 6-8x more expensive than elevated monorail would be, and delivers much less ground.

• $125M: Water gondolas via partnership with local innovators Saronic and/or Valsted. 6 miles of east-west "last mile" transit for downtown connections and tourists (closer to San Antonio's River Walk). Walsh Landing/360 area → Zilker Park/Barton Springs → Lamar/Lou Neff → Congress Ave (direct downtown connection) → South 1st → Rainey Street/Red River entertainment district → Longhorn Dam/East Riverside.

• $1.6B: 330 square miles of connected greenways and multimodal paths connected to the existing trailways and supporting alt transit (bikes, golf carts, new EVs). Serves the entire city, every day, for every mode.
  

  All totaled, that's STILL less than what Project Connect is tracking towards!

How do we help stop the train?

Cathy Cocco believed in this city enough to tax herself for it. She still does. What she no longer believes in is an unelected agency with a permanent budget, a shrinking project, a growing payroll, and $1B in reserves — answering to no one, on a timeline that keeps slipping, spending money that was never supposed to fund this.

“You have to vote for what’s good for the city,” she said in 2020.

She’s suing. But what can we do?

• Some candidates, like civil engineer Katie Kam, are running for Austin City Council and have made returning Project Connect to the ballot a central issue — with honest numbers, a real scope, and a project Austinites can actually hold someone accountable for. The courts will decide whether the funding mechanism is legal. But the legal question is narrower than the democratic one. Here is what real accountability looks like:

• Put it back to voters. If ATP and the mayor believe the revised plan is worth building, make that case to Austinites directly. A new ballot measure — clearly describing a 9.8-mile line, 15 stops, no tunnel, no airport connection, a price tag between $8-10 billion depending on who’s counting, and a permanent tax with no sunset — would either win or it wouldn’t. Either way, the city gets a legitimate answer.

• Demand a full financial accounting. Over $1B has been collected or is en route. The public deserves a line-by-line breakdown: how much levied, how much spent, on what, and how much sits in reserve. ATP’s board should commission an independent forensic audit — not an internal one — and release it publicly before spending another dollar. ATP’s own ethics hotline is here if you have information to report.

• Reform ATP’s governance. An unelected nonprofit with a permanent tax, no electoral check, and a formal process for bypassing competitive bidding is not a governance structure — it’s a blank check. ATP’s board should include directly elected members or face City Council approval on major expenditures. Sole-source contracts should require a public interest finding. The $47 million office proposal — floated and nearly approved before the mayor intervened — should never happen again.

• Tie executive pay to results. The CEO’s salary should not auto-escalate while the project is in litigation, behind schedule, and unbuilt. Raises should be tied to delivery — miles of track completed, federal funding secured, riders served.

• Create a real sunset. If the project is not substantially complete by a defined date, the tax rate should automatically revert to its pre-2020 level unless voters affirmatively reauthorize it. That is how a democratic funding mechanism should work. That is not what Austin has.

But just how badly?

We took a long hard look at Kendall’s initial findings. Then, we simplified them.

AISD execs criminally charged with stealing 65,000+ from taxpayers

Three senior AISD executives were criminally charged with stealing. Not one thief. Not two. But three. The loot? Over $65,000 in gift cards reported missing.

Three separate executives in Austin ISD’s Compensation and Benefits department were criminally charged for stealing district-owned gift cards intended for employee wellness programs.

• Lynn Brennan | Executive Director, Compensation & Benefits Stole at least $30,000.00 in district gift cards from May 2022 through March 2023. Pleaded guilty in 2025; received two years’ deferred adjudication and 100 hours of community service.

• Angelica Williams | Compensation & Benefits department (subordinate to Brennan) Co-defendant in the same scheme. Charged with theft between $2,500–$30,000.

• Jose Ventura | Executive Director, Compensation & Benefits. Arrested separately. Allegedly used ~$7,000 in district MasterCard gift cards on personal expenses including utilities, groceries, and tuition. A day after investigators showed up, “someone” deleted $36,250 worth of entries from the gift card log and changed initials on records.

In addition, beyond what was confirmed spent, over $65,000 in district gift cards were reported missing in total. As of the latest reporting, investigators identified: $21,000+ in MasterCard gift cards and $17,500 in Walmart gift cards. These funds have not been recovered.

Beyond the outright theft, there are other glaring ethical issues: such as denying legally required services to hundreds of disabled students. For at least two years, AISD failed to conduct legally required special education evaluations for hundreds of students with disabilities — in some cases waiting nine months to assess children they were already required by law to serve. A TEA investigation found a backlog of more than 600 evaluations and cited the district for non-compliance in 40 of 43 investigations.

This is the culture this board created.

The bonds that will break us

“These monies have been wasted, and whether the district cares is unclear. But certainly taxpayers care. Taxpayers have now witnessed a lot of their money just being wasted on facilities that will go unused.” -James Quintero of the Texas Public Policy Foundation

$95M+ was spent recently, specifically – on schools that are now closing.

How did we get here?

In 2022, AISD asked Austin voters to approve a $2.4 billion bond to fix crumbling schools. Voters said yes.

What AISD didn’t tell them: their own internal planning document — written in 2020 — already showed that enrollment had been declining for years. A district with falling enrollment has too many buildings. You don’t renovate buildings you’re going to close. You close them first.

AISD’s own 2020 planning document showed this.

They ran the bond campaign anyway — using the crumbling buildings as the sales pitch — and then spent the money on schools they subsequently shuttered.

Here’s where some of it went.

• Martin Middle School. $61.4 million allocated. In May 2025, AISD held a public groundbreaking — speeches, shovels, kids cheering. Two months earlier, the district had already begun publicly discussing which schools to close. By November, Martin was on the closure list. Either the left hand didn’t know what the right hand was doing, or someone knew and let the ceremony happen anyway.

• Barrington Elementary. The budget for modernizing this existing school was $38.9M. And the construction contractor is listed as “PENDING” — meaning a builder was never hired. The school’s since been closed. Yet $4.9M was already spent or committed to design and planning fees. Stantec and AECOM*. That’s money we’ll never get back.

• Widen Elementary & Bedicheck Middle School. This is where it gets genuinely opaque. Both schools’ bond program pages are essentially empty. No project details. No financials. No contractor names. No milestones. No renderings. Yet $2.8M and $1.2M were “committed” to these schools, respectively. Committed to what, exactly? The bond pages don’t say. AISD hasn’t said. The contracts haven’t been released.

*Of note: AECOM served as program manager across several of these projects — including schools now closed. They were paid regardless.

So – where did this nearly 100 million dollars go? The funds taxpayers will need to pay back, with interest? $24 million already spent on buildings now padlocked. Another $72 million in contracts AISD scrambled to cancel after the vote.

When reporters filed public records requests for the contracts, AISD refused to release them.

When the citizen oversight committee created specifically to watch bond dollars met after the November vote to ask administrators what would happen to the money, AISD leaders said the future of the buildings remained “unclear.” The committee tasked with accountability learned what had happened, the same way everyone else did.

Transparency? Accountability? They don’t exist here.

These decisions have consequences beyond the fiscal. They destroy public trust. AISD’s standing excuse is that they lack funding. It turns out that even with billions, they’ve proven they’ll misspend it. Actual criminal corruption? That remains to be seen.

Deception over data: the great diffusion.

AISD spends more per student than any other urban peer district — even after recapture. And yet, Austin has 23 “F-rated” schools compared to, say, Houston’s 0.

And what do we get for our money?

• 3rd grade reading districtwide: 56% meeting grade level in 2022 → 51% in 2025. Declining.

• Economically disadvantaged 3rd graders in math: 24% meeting grade level. Statewide average for the same group: 34%.

• Middle school math districtwide: 19% met grade level. That’s AISD’s own number, from their own improvement plan.

• Burnet Middle School: 9% of 6th graders met grade level in math

• At Dobie, Burnet, and Webb, 88–92% of 7th graders did not meet grade level in math — compared to 65% districtwide who also failed to meet it.

The reality is that parents were misled. Performance slipped. And when it became clear the state was about to step in on Dobie, Webb, and Burnet (three schools experiencing four consecutive “F” ratings), AISD did something strange.

They went looking for an outside partner to take over the schools and pause the accountability clock. Only one organization submitted a bid (TCIS). And AISD tried to obfuscate that fact.

When Austin Current filed a public records request asking how many organizations had bid, AISD asked the Texas Attorney General’s Office to let them keep it secret, claiming disclosure could harm an ongoing bidding process. The AG rejected the request. A Freedom of Information Foundation attorney called it “inappropriate” and said there was “no compelling reason” to seek the ruling — characterizing it plainly as a delay tactic.

The board then voted to approve the sole bidder days before a legal deadline. At the time of the vote, the number of bidders had still not been publicly disclosed.

AISD’s chosen partner was ultimately rejected by TEA for lacking a track record of improving failing schools. A partner Segura had stated exhibited “proven ability.” TEA disagreed in writing.

A $19.7 million deficit became a $181 million deficit – in under a year

AISD has seen its deficit climb suddenly – but the number didn’t suddenly jump. It was always larger — the district’s own budgets obscured the real gap — until they couldn’t.

A fast timeline view:

• FY2023-24: $71 million adopted deficit

• FY2024-25: $78 million adopted deficit

• FY2025-26: $19.7 million adopted deficit — presented in June 2025 as manageable

• FY2026-27: $181 million projected deficit

So: how did this come to be?

1. Committed, spent, closed. As we touched on already, AISD committed more than $95M in bond funds on 10 campuses it then voted to close. $24M was already spent in renovations before the closure decision.

2. COVID money was used to paper over a structural deficit. For two consecutive years — 2021-22 and 2022-23 — AISD quietly used federal COVID relief money to cover ordinary operating costs. Around $224 million, gone. When that ran out, there was nothing left to hide behind.

3. Assumptions were made around property sales — that did not hold. That $19.7M number was only possible because of three assumptions baked into the budget that haven’t materialized: $45 million in property sales (Brooke Elementary and Rosedale), $67.5 million in “Pending Strategies,” and $16.9 million in “Unrealized Revenue.” Strip those out and, per Kendall Pace’s analysis of AISD’s own budget documents, the real structural hole was closer to $134 million from the start.*

4. Double-counting property sale dollars. At the May 21, 2026 board meeting, two budget documents were presented simultaneously. The FY2025-26 amendment counted the $45M property sales (Brooke + Rosedale) as a solution to close that year’s gap. But the FY2026-27 preliminary budget counted the same $45M sales as a solution to close next year’s gap. Neither of these campuses sold; and even if they had, a sale closes once. The same properties were counted twice — in consecutive fiscal years — at the same meeting. The overlap was not addressed at the meeting.

In February 2026, the first crack shows publicly. Six months after the board approved the $19.7M budget, AISD announced the deficit had grown to $49 million.

Enrollment fell faster than projected — the district lost more than 3,000 students this school year alone. Austin property values declined more than expected. The land sales hadn’t closed.

The projected gap for FY2026-27 landed at $181 million. The district’s own projections show the unassigned fund balance going from $270 million in 2018-19 to a projected negative $224 million by 2027-28 — a nearly $500 million swing on this board’s watch.

The board’s response: lower the reserve requirement, cut teachers, and approve next year’s budget before the current year’s books are even closed.

Beheading the recapture bogeyman

Every time someone criticizes AISD, the same defense appears: “It’s recapture. The state takes half our money. What do you expect?”

It’s a real grievance. But it doesn’t explain the failure.

In FY2024-25, AISD adopted a budget collecting $1.697B in revenue and sending $821M straight to the state before a single classroom light turned on. That left $876M. Running the schools was budgeted at $954M. The planned gap: $78 million — covered by drawing down reserves. The actual year-end deficit came in at $90 million.

What came IN (FY2024-25 revenue): $1.697B

• Local property taxes: $1.602B

• State funding: $75M

• Federal funding: $20M

What went OUT: $1.775B

• Recapture to the state: $821M

• School operations: $954M

Net shortfall: $78M budgeted. $90M actual. Not borrowed. Not cut. Taken from savings.

Here’s the problem with blaming recapture: AISD was paying $710M in recapture back in FY2020-21 — and running a roughly balanced budget. By FY2024-25, that number had grown to $821M. That’s a $111M increase over five years.

The deficit grew by far more than that. What changed wasn’t recapture — it was that federal COVID relief money ($224M across two years) masked a structural spending problem. When that money ran out, the hole appeared. Recapture didn’t create the deficit. Overspending did.

Then there’s Houston. Houston ISD serves a student population that is 78% economically disadvantaged — compared to AISD’s 48%. It spends roughly $14,147 per student. It has zero F-rated schools. AISD, serving a less-impoverished population and spending more, has 23.

Same state. Same recapture formula. Different choices.

The fact is that AISD:

• Ran deficits for multiple years without a correction plan, lowering its own reserve requirement rather than cutting spending

• Spent bond money on campuses it then padlocked

• Kept hiring even as enrollment fell — locking in fixed costs on a shrinking student base

These wounds are self-inflicted. Recapture is a constraint. It is not an alibi.

How can we fix her?

We encourage you to get as mad as we are – and to take action. The smartest policy move Austin voters can make is showing up AISD’s June 18 budget meeting, making noise about the budget.

In 2022, AISD asked voters for $2.4 billion to fix its schools. If $2.4 billion wasn’t enough – no amount will be. Stop feeding the animals.

Instead of jacking up taxes frivolously and continuing to do more of the same, here’s what we can do instead:

• Consolidate and shutter. No one wants this. But it’s the only thing that makes sense.

• Pass a budget that’s honest. Every AISD budget for three years has been approved at one number and ballooned to a much higher deficit mid-year. The board needs to stop approving budgets that assume best-case outcomes on enrollment, property values, and land sales that haven’t closed. If the real number is $181M, say $181M. Voters and taxpayers cannot hold anyone accountable for a crisis they were never honestly told about.

• Make the bond oversight committee binding. Right now it’s advisory. It found out about school closures after the vote. Give it veto power over any bond expenditure above a threshold, and require it to sign off before contracts are awarded — not after buildings are half-built.

• Complete the bond contract terminations. The $72M in outstanding contracts on closed schools needs to be fully unwound and every dollar accounted for. Release the contracts publicly. There is no defensible reason they’re being withheld.

• Right-size staffing to enrollment with a published formula. Every year enrollment falls and fixed costs don’t. That gap is the deficit. The district needs a binding rule: staffing levels are calculated from enrollment projections, updated annually, and cuts happen before the year starts — not mid-year when it’s too late.

• Zero-based budgeting. Every department justifies its existence annually. The 20% central office cut proved there was enormous bloat. That should have happened years ago and shouldn’t have required a crisis.

• Get ahead of TEA rather than fight it. TEA is coming. Houston ISD went through a state takeover and went from 56 F-rated schools to zero. Fighting oversight while running a $181M deficit is not a viable strategy. Invite the accountability, negotiate the terms, and use it as political cover to make cuts the board has been too afraid to make on its own.

• Do not lower reserve requirements again. AISD has already gone from 20% to 15%. Going lower is borrowing against a future the district may not have.

• Enrollment recovery. 3,000+ students lost this year alone, on top of years of prior decline. Some of that is the immigration climate. Some is families choosing charters or private schools. The F-rated campuses are a direct driver — parents leave when schools fail. Fixing the schools fixes the enrollment, which fixes the revenue. Houston proved this is possible in under three years.

• Consider something radical. Like, breaking up AISD into smaller, independent districts (say, by high school). They can independently experiment, try new things – and possibly revolutionize public education as we know it.

Lastly: many AISD board seats are up in November. People who care about educational reform should run for office.

And, while the city should be commended for attempting this transparency initiative, the data provided fails to achieve true accountability. The report contains severe data omissions, lacks standard performance metrics, and reveals a deeply fragmented operation.

EXECUTIVE SUMMARY

The report cites $10.38 million in marketing spend over two years (~$5.2 million/year).

However, this figure is fundamentally misleading because it completely omits internal payroll. While the city disclosed a headcount of 176 communications employees (167 full-time, 9 part-time) across 28 departments to satisfy the letter of Resolution 20250522-055, it entirely omitted what those employees cost.

Once standard municipal salaries, healthcare, and pension overhead are factored in, the true annual cost of the personnel involved in Austin’s communications operation likely approaches an estimated $44 million.

If #s are lower, we have no way of knowing – unfortunately, we must make our best guess.

For context/comparison: this # of employees (and this amount of campaign spend) is about what a private, midmarket B2B corporation generating $3–5 billion in revenue typically operates around.

Ultimately, if this report was intended to prove fiscal responsibility, it fails. By tracking media spend while keeping millions in personnel costs in the shadows, the city has delivered a transparency report that obscures the true cost of public communications.

The current marketing stratosphere remains diffuse, unmeasurable, and aggressively in need of centralization.

KEY FINDINGS

1. Incomplete and “Off-Book” Data

The integrity of the dashboard data is compromised by significant gaps and incongruous accounting:

Austin Emergency Management: Ran 36 campaigns—the most of any department—yet every field beyond the campaign name and language is blank. No platforms, no budgets, and no funding sources were submitted.

Austin Public Health: Reports a $0 departmental budget, yet individual line items reveal $194,652 in ad spend for Children/Youth Mental Health Phase 2 and $148,120 for a single print initiative. Funding these via “one-time grants” rather than budget lines obscures the true scale of public spending.

Aviation ($1.173M): This budget is fractured across four distinct funding streams, including a $600K expansion contract and $400K in concession marketing. These are largely contracted services, not traditional advertising, a critical distinction the report fails to make.

2. Zero Visibility into ROI and Channel Strategy

What was the impact of the“It’s a Birthday Thang” campaign? Or the $455,000.00 for “Beats, Bites and Flights?” The $82,000.00 for “Breathe With Pride?”

• No Measurable ROI: We know the city doesn’t care about return on it’s marketing investments. Nonetheless, the industry standard for marketing evaluation is “Return on Ad Spend (ROAS),” where a 3:1 ratio is the baseline for success. This framework applies equally to non-revenue outcomes (clicks, sign-ups, service uptake) — essentially, whatever “success metric” or KPI you set from the start. Based on the city’s data, KPIs are totally absent, and any kind of ROI is completely uncalculable.

• Absent Channel Strategy: The dashboard lacks a breakdown of where campaigns ran or how channels were selected. Without cost-per-click (CPC) or conversion metrics, the city cannot determine if it is overspending on inefficient media.

• No Creative Attribution: Across 233 campaigns, not a single piece of ad creative or sample copy is included. There is no basis to evaluate quality, brand consistency, or whether A/B testing was utilized to optimize tax dollars.

• Procurement Questions: The report lists various local community and mainstream media outlets as platforms but provides no selection criteria. This raises legitimate questions regarding the procurement process for city advertising dollars.

3. Campaign Proliferation and Misaligned Budgets

Operating 233 separate campaigns is inherently inefficient. Hyper-local, ad-hoc initiatives dilute impact. A city of Austin’s size would be far better served by a small, streamlined inventory of “always-on” campaigns.

Furthermore, departmental spending priorities are heavily inverted relative to public utility:

NOW — HOW DO WE FIX IT?

To transform Austin’s fragmented communications apparatus into a modern, fiscally responsible operation, the city must move away from its siloed departmental model. The following recommendations leverage proven enterprise cost-controls while respecting the realities of municipal operations

1. Invert the Pyramid: START with 3-1-1

Austin 3-1-1 is the primary resident interface for a city of over one million people, yet it operates with a fraction of the budget of back-office departments.

Budget allocation alone will not fix delayed response times or prematurely closed service tickets. There’s a need for accountability — so implement a closed-loop” communication system requiring resident sign-off via SMS or email before any 3-1-1 ticket is finalized.

Lastly: include homeless concerns as part of 311 coverage. These are our most vulnerable citizens and we need to end the current cycle of deflected or unaddressed calls. 311 currently refuses to service these matters.

2. Consolidate Vendors, Staff, and Tools

Phased consolidation over a 12 month period.

• Phase 1: Software & Tool Rationalization (Months 1–6)
  Conduct an immediate cross-departmental inventory of marketing tech software. Eliminate redundant platform licenses and consolidate into a single, modern, centrally negotiated marketing stack.

• Phase 2: Vendor & Procurement Centralization (Months 6–12)
  Transition away from an unmanaged, highly fragmented network of hyper-local vendors. Move to a Federated Agency of Record (AOR) model, consolidating the city’s buying power into 1–3 master contracts to drastically reduce vendor markups and mandate clear procurement transparency.

• Phase 3: Headcount Migration & Structural Realignment (Months 12+)
  Dissolve the 28 independent departmental silos and transition the 176 communications staff into a unified, centralized Shared Services model.

3. Establish a Federated Governance Model

To respect the legal and financial boundaries of municipal finance—specifically regarding “Enterprise Departments” like Austin Energy and Austin Water, which are legally restricted from mixing funds with the General Fund—the city should adopt a Federated Governance Model.

Under this framework, utility and aviation communication staff remain funded by their respective revenue streams but are structurally bound to the centralized office’s brand guidelines, master vendor contracts, and technology stack. This eliminates redundant tool spend while maintaining fiscal compliance. Siloed capital project budgets, such as the airport expansion communications and the over-budget public broadcasting “AV Upgrade,” should be immediately absorbed into this central governance.

4. Bake Clear KPIs into All Comms Initiatives

Mandate a Digital Marketing Maturity Model:

• Pre-Funding KPI Requirements: No campaign may be approved or funded without pre-defined, non-financial performance metrics (e.g., Cost Per Click, Cost Per Document Download, or Verified Reach within Targeted Demographics).

• Zero-Based Budgeting for “Miscellaneous” Campaigns: Eliminate ad-hoc, special-interest campaigns (e.g., “It’s a Birthday Thang”). Transition to a streamlined inventory of “always-on,” predictable campaigns that drive measurable public utility. Any campaign that cannot demonstrate clear public outcome metrics should face immediate defunding.

5. Centralize into One City-Wide Communications Office

Once fully consolidated, the unified City Communications Office should be organized into three highly specialized operational lanes. Dissolve the 28 departmental silos and centralize all 176 staff members into a single office organized around:

WHAT’S NEXT

To be fair, the city is already proving it has the political will to execute this exact brand of operational reform—or is at least talking about it – with IT spend.

It just hasn’t applied it to communications yet (or IT) — for some reason.

An official March 2026 City of Austin audit revealed that between 2023 and 2025, a staggering amount of your tax dollars went to outside consulting contracts approved by Austin’s government —with almost zero accountability.

The breakdown from the City Auditor’s report is mind-blowing:

• 82% of contracts had no needs assessment. No one even checked if already-on-the-clock Austin city employees could have done the job first before outsourcing it.

• 71% of contracts closed with zero performance review. The city handed over millions without formally verifying if the work was actually done right.

The audit warned that because departments aren’t monitoring results, the city of Austin runs a massive risk of continuously rehiring consultants with a history of underperformance.One vendor rose to the top of the $279M consultant pileup: WSP USA collected $30.1 million from the City of Austin across 2023–2025, classified as "CONSULTANT-OTHERS."

That's nearly 11% of the entire $279M audited pool going to a single firm — more than any other vendor, by a wide margin.

Three consecutive years. One department. No contract visible anywhere in the public record.

Showing Us the Money

Every WSP payment in 2023 and 2024 traces to a single source: department 6100, Austin Public Works. The descriptions — "Financial Management Services," "Construction Management Services," "Project Management Services," "Land Development and Planning/Engineering" — point to one large, ongoing engagement, not scattered project work.

The spending didn't hold steady. It exploded: $6M in 2023, $14.7M in 2024, $9.4M in 2025.

On February 1, 2024, a single check of $4,001,223 went out the door, described only as "PROJECT MANAGEMENT SERVICES." That one payment represented two-thirds of everything WSP billed the city in all of 2023.

There is no WSP contract in the city's public catalog — active or otherwise. Austin's procurement rules require competitive solicitation for professional services contracts above certain thresholds.

The March 2026 city audit found 82% of sampled consultant contracts lacked any documented justification for the engagement. Without a contract in the public record, there is no way to confirm whether this $30M engagement was ever competitively bid, sole-sourced, or authorized under any documented exception.

Enter the Lobbyists

In 2022, WSP retained Greenberg Traurig — one of Texas's most powerful lobbying firms — to register two lobbyists with the City of Austin: Demetrius McDaniel (registered March 2022, terminated July 2022) and Elizabeth Hadley (registered August 2022, terminated July 2023).

McDaniel's registration lasted four months and terminated before WSP's spending accelerated. Hadley's is the telling one: her registration ended July 2023 — the same year WSP billed $6M, and the year before billing nearly tripled to $14.7M.

The pattern: lobby to get in the door, terminate the registration, collect the money.

Who is Demetrius McDaniel?

McDaniel isn't a minor player. He's ranked #7 among roughly 2,000 registered Texas lobbyists and has held Top 10 status since 2003. Greenberg Traurig lists him in their lobbying Hall of Fame.

He also has a documented personal financial relationship with Sheryl Cole — now Texas State Representative for HD-46, and formerly an Austin City Council member who chaired the Comprehensive Planning and Transportation Committee, which directly oversaw Public Works spending.

The Austin Bulldog reported that while Cole was a sitting council member and McDaniel was already a lobbyist, the two co-invested in over 100 vacant lots across Austin subdivisions — Crystal Brook, Las Cimas, and Northridge Park. The Coles sold most of their shares by end of 2007.

McDaniel registered to lobby for WSP in 2022 — years after the real estate partnership and after Cole had left the council. No allegation of an active quid pro quo is made here. What the public record shows is a lobbyist who built a personal financial relationship with the chair of the committee governing Public Works — and who later represented a firm now collecting $30M from that same department, with no contract to show for it.

WSP's Hands in Other Cookie Jars?

The city of Austin isn't the only government entity paying WSP in Austin right now.

TxDOT selected WSP as one of the prime engineering consultants for the I-35 Capital Express Central project — a $4.5 billion, eight-mile reconstruction running directly through downtown Austin, concurrent with the city engagement. The specific value of WSP's state contract isn't publicly disclosed.

One firm. Two governments. The same corridor. No visible contract on the city side.
