Power does not often surrender because it has been proved wrong. More commonly, it changes its vocabulary, gathers new authorities, and returns under another name.

That is what is now happening in Pennsylvania.

Governor Josh Shapiro’s Department of Health has proposed a 502-page revision of Chapter 27, the body of regulations governing communicable and noncommunicable disease. The Daily Wire first brought national attention to the breadth of the plan, but the official record is more troubling than any headline, because it shows an administration patiently constructing the legal authority that an earlier court decision—and the voters themselves—had denied.

There is a legitimate case for revising regulations first written in 1959. Pennsylvania should not meet the medical problems of this century with the language of the last. But the age of a regulation tells us nothing about the wisdom of its replacement, and “modernization” is not an answer to the question of how much power free citizens should surrender to an administrative agency.

This proposal is more than a technical revision. It is the Shapiro administration’s answer to the limits imposed after COVID, its means of insulating Pennsylvania’s health establishment from reform in Washington, and its warning to a national movement that has begun asking questions the old system does not wish to answer.

It is, in the fullest sense, a counterrevolution against MAHA.

The powers Pennsylvania already rejected

In 2021, Pennsylvanians amended their Constitution to limit unilateral emergency declarations and restore the legislature’s authority over their extension. The margin was close, but the constitutional judgment was clear. Emergency power was to be temporary, exceptional, and answerable to the people’s representatives.

Later that year, the Pennsylvania Supreme Court struck down the statewide school mask mandate. The court held in Corman v. Acting Secretary of the Pennsylvania Department of Health that the acting secretary had exceeded the authority conferred by the regulation then in force.

The Department now acknowledges that Corman “influenced” its proposed amendments. That admission deserves more attention than it has received. A court found that the existing regulation would not support the power the Department had claimed; the Department has returned with language designed to support it.

Under the proposal, disease-control authority would extend to the “prevention, containment or mitigation” of disease and include “any other disease control measure” permitted by the rule’s standards. The regulatory vocabulary would reach beyond communicable disease to a noninfectious medical “condition” or other health-related event. Authorized personnel could enter apartments, buildings, health facilities, schools, colleges, universities, and other locations during specified investigations after presenting agency identification. The text does not expressly require a judicial warrant, directs citizens not to obstruct the investigation, and requires access to patient records and electronic copies that officials consider relevant.

In contact-tracing and partner-service cases, schools could be required to give health authorities access to a student and allow a private meeting without school interference. Providers would submit vaccinations and identifying information to the statewide immunization system unless a patient, parent, or guardian declined in writing. The proposal’s own legal analysis invokes state authority over the enforcement of vaccination and notes that immunization may be required as a condition of school attendance. For certain child-care requirements, the Department proposes following the schedule of the American Academy of Pediatrics rather than the federal advisory committee.

Some of these powers have predecessors in the present code, and no honest criticism should pretend otherwise. The issue is what the administration is doing with them: broadening their reach, gathering them into a stronger legal structure, and doing so after both the judiciary and the electorate imposed limits upon executive rule.

A regulation may comply with the forms of administrative law and still offend the spirit of republican government. When citizens place a boundary around emergency power, their government is obliged to respect it. When a court explains where an agency’s authority ends, the proper response is not a search for broader language.

It is a return to law.

The machinery of medical tyranny

I do not use the phrase medical tyranny lightly. Medicine has relieved suffering, extended life, and earned the gratitude of every family that has watched a skilled physician or nurse restore someone they love. The danger begins when the authority earned by medicine is borrowed by government—and then used to place government beyond question.

Modern medical tyranny does not need a dictator in a white coat. It can be assembled through emergency declarations, agency directives, licensing boards, school rules, employer pressure, reporting systems, and the quiet threat of exclusion from ordinary life. A policy is called voluntary until refusal costs a citizen a job, an education, privacy, or the right to participate in society. A recommendation becomes a requirement; the requirement becomes routine; and what was introduced as an emergency survives as an administrative habit.

Pennsylvania has already seen enough of that habit. Shapiro did not issue the 2021 school mask order; he entered the governor’s office after the court had struck it down. That distinction matters. What matters more is what he has chosen to do with the warning. Instead of accepting Corman and the constitutional amendment as limits to be honored, his administration has proposed a more durable foundation for the next order.

The principle for the future should therefore be stated without qualification: no vaccine mandates, no mask mandates, no compulsory medical treatment, and no punishment for an informed refusal. When a genuine emergency requires temporary public action, that action must be narrow, time-limited, publicly justified, subject to judicial review, and answerable to the legislature. Medical advice may persuade. It must not become a substitute for consent.

That is not hostility to medicine. It is the protection of medicine from politics—and of citizens from a government that claims a medical exception to freedom.

The governor’s own words

There is no need to guess what interests Shapiro believes he is defending. At Children’s Hospital of Philadelphia in October 2025, he signed an executive order intended to insulate Pennsylvania’s vaccine policy from reforms in Washington. He called Robert F. Kennedy Jr. “wholly unqualified,” announced that the Commonwealth would instead follow medical associations selected by the state, and declared: “We didn’t look to Washington.” In the same speech, he said, “We want to keep politicians and lawyers out of the exam room,” and spoke of the freedom of parents to make decisions for their children. It was the right standard. His administration should be held to it.

Then, with unusual candor, he identified another consideration.

Vaccine policy is “also big business for us here in this Commonwealth.”

According to those official remarks, more than half of the vaccines administered in the United States come from a Pennsylvania facility. He cited 4,700 jobs and $4.74 billion in economic activity. Speaking of the effort by Kennedy and President Trump to alter federal policy, he promised: “They will not succeed.”

A governor should want Pennsylvania workers to prosper, and the production of a useful medicine can be both an economic and a public good. But when the same government promotes an industry, subsidizes its expansion, celebrates its profits, regulates its products, and instructs the public to treat its preferred policy as disinterested science, a conflict has arisen that no amount of official confidence can erase. An industrial interest must never be converted into a scientific commandment.

Executive Order 2025-02 gives that commandment an institutional form. It directs Pennsylvania agencies to rely upon the American Academy of Pediatrics, the American Academy of Family Physicians, the American College of Obstetricians and Gynecologists, and other organizations chosen by the administration. Their guidance can then move through schools, insurers, pharmacies, licensing boards, and health systems, creating a state-controlled alternative whenever federal recommendations change.

The administration has also joined a regional bloc capable of acting independently of Washington. Pennsylvania’s announcement of the Northeast Public Health Collaborative describes working groups devoted to vaccine recommendations and purchasing, emergency preparedness, data collection, infectious disease, epidemiology, and laboratory capacity. This is more than an exchange of professional advice. It is the foundation of a parallel public-health system built to prevent national reform from reaching Pennsylvania.

The distinction here is not complicated. Government may make medicine available; it may publish evidence and urge citizens to consider it. But access is not a mandate, expertise is not sovereignty, and a professional consensus—especially one shaped by institutions with political and financial interests—does not extinguish the citizen’s right to ask questions.

A government certain of its evidence has no reason to fear scrutiny. A government that fears scrutiny gives us every reason to doubt its certainty.

The architecture of capture

What does it mean to say that a politician is “owned” by an industry? It need not mean that an envelope changed hands or that a secret command was issued. There is no public evidence of either in this case. Political ownership in modern America is usually less dramatic and more durable: the politician rises through a financial network, governs through institutions allied with that network, and can be relied upon to protect its interests when they are challenged.

That is institutional capture, and the record surrounding Shapiro is substantial.

In the 2022 governor’s race, the Democratic Governors Association was Shapiro’s largest reported contributor, providing approximately $7.25 million. The DGA pools money from many interests, so no honest account can trace a particular corporate dollar into Shapiro’s campaign.

Yet the network surrounding pooled money still matters. I reviewed the DGA’s nonoverlapping public IRS filings for the election cycle in ProPublica’s 527 database. By my tally, selected pharmaceutical manufacturers and PhRMA contributed at least $2,888,500, while selected insurers and managed-care companies contributed at least $4,017,000. Together, those identified health-industry interests supplied at least $6,905,500 to the organization that became Shapiro’s largest contributor.

The pattern continued after his election. An analysis by The Philadelphia Inquirer found that Shapiro raised $23.3 million in 2025. Sixty-four percent came from outside Pennsylvania. Fifty-seven percent arrived in contributions of six or seven figures. The donor class included major life-sciences and business interests.

Meanwhile, Shapiro made pharmaceutical expansion part of his economic legacy. His administration committed $100 million in Commonwealth support toward Eli Lilly’s planned $3.5 billion facility and $41.5 million for a Johnson & Johnson project.

Those investments may create good jobs and useful medicines. They are not, standing alone, evidence of corruption. But they make one fact impossible to deny: Pennsylvania’s political leadership has tied part of its economic record to the growth of an industry it must regulate with complete independence.

The rulemaking process completes the picture. The Department’s published stakeholder list is dominated by government bodies, hospital systems, professional associations, and large institutional providers: Children’s Hospital of Philadelphia, the Hospital and Healthsystem Association of Pennsylvania, the Pennsylvania Medical Society, Penn Medicine facilities, Jefferson Health, Temple Health, and others. The Department says their advice helped shape the proposal. Its analysis identifies no comparable role for parents’ organizations, civil-liberties groups, medical-freedom advocates, or the MAHA movement whose reforms the governor has pledged to resist.

These institutions are not politically passive. A Spotlight PA investigation found that the Hospital and Healthsystem Association of Pennsylvania employed four lobbying firms and spent $1.1 million on direct lobbying in 2024. Individual hospitals and health systems spent millions more through their own lobbyists. The same legacy institutions invited into the rulemaking room possess a permanent and well-financed presence in the halls of state government.

This is how capture works when it has learned to dress itself in respectable clothes. The money helps elevate the politician. The institutions provide the experts. The experts help write the rules, and the rules enlarge the authority of the institutions. No single step must be illegal for the final arrangement to be intolerable. By the time the circle closes, the only person absent from the room is the citizen who will be ordered to obey it.

The child beneath the diagnosis

The deepest question raised by MAHA is one that every parent understands: What has happened to America’s children?

For too long, Washington answered that question by reaching for another program, another prescription, or another expert panel. MAHA changed the direction of inquiry. It asked what was making children ill, why the agencies responsible for protecting them had become so deferential to industry, and why a system that had failed to restore their health was still permitted to define the limits of debate.

That inquiry cannot stop at the supermarket aisle. It must reach every place where childhood distress has been converted into a market—including the medical treatment of children suffering distress about their sex or their bodies. Here, perhaps more than anywhere else, ideology, institutional prestige, and financial interest have combined to make caution appear cruel and intervention appear compassionate.

I believe the medical transition of minors is child abuse. I do not arrive at that judgment from hostility toward a troubled child, but from the duty owed to one. A minor cannot give adult consent to the interruption of sexual development, lasting bodily changes, the risk of infertility, or the removal of healthy tissue. Compassion cannot confer maturity, and a slogan cannot restore what medicine has taken away.

Gender dysphoria describes genuine distress; it does not establish that the child was born in the wrong body, that the body itself is diseased, or that medical transition is the cure. The existence of suffering should enlarge the investigation, not bring it to a premature end.

Shapiro has placed the Commonwealth on the other side of that principle. In August 2025, he became a named plaintiff in a federal lawsuit challenging the Trump administration’s effort to restrict gender-transition medicine for people under nineteen. The complaint repeatedly described those interventions as “medically necessary” and “often lifesaving.” In January 2026, his lawyers joined another brief declaring that so-called gender-affirming care remained legal and accessible in Pennsylvania and defending off-label prescriptions when state medical boards regard them as consistent with the standard of care.

These cases do raise legitimate questions about federal authority, patient privacy, and the traditional power of states to regulate medicine. But Shapiro’s filings went well beyond constitutional process. They embraced the medical conclusion itself, describing a disputed regimen of drugs and surgery for minors as necessary and lifesaving before the long-term evidence could sustain so absolute a claim.

The parent is told to be cautious about questioning the institution. The institution, meanwhile, is permitted to be reckless in its certainty.

Rachel Levine and the manufacture of consensus

No public official better illustrates the manufacture of that certainty than Rachel Levine. Before becoming President Biden’s assistant secretary for health, Levine served as Pennsylvania’s health secretary and emerged as one of the nation’s most powerful advocates for pediatric gender medicine. In 2022, Levine declared:

Gender-affirming care is medical care. It is mental health care. It is suicide prevention care. It improves quality of life, and it saves lives. It is based on decades of study. It is a well-established medical practice.

The 2025 HHS evidence review reproduces that statement. Its significance lies not merely in its confidence but in its finality. Levine did not acknowledge uncertainty, distinguish one intervention from another, or admit that the patients in question were children. A disputed medical judgment was announced as settled fact, and a political conclusion was presented in the language of science.

The record shows that Levine’s role was not limited to public advocacy. Emails from WPATH disclosed in federal litigation show concern from Levine about proposed age minimums for hormones and surgeries because publishing ages below eighteen might provoke legislation and jeopardize access. “She asked us to remove them,” one email records. In the same internal discussion, a WPATH leader acknowledged that the proposed ages rested on expert recommendation rather than evidence strong enough to make them firm thresholds. Nearly all of the minimums were later removed.

The order of events is important. A high federal official warned that explicit safeguards would be politically damaging. The professional organization altered those safeguards. Political officials could then point back to the resulting standard as proof of medical consensus.

Levine did not merely follow the science. Levine placed political pressure upon those writing the standard, and the altered standard was later offered to the public as science. That is not the independence of medicine. It is a closed circuit of political authority, each institution validating the decision of the other while the child bears the risk.

The questions medicine must be free to ask

The question most likely to be forbidden is also the first that responsible medicine should ask: What else is happening in this child’s life?

NHS England’s account of the Cass Review reports higher levels of neurodiversity, co-occurring mental-health problems, and adverse childhood experiences among young people presenting with gender incongruence. A child in gender distress may also be living with depression, anxiety, autism, trauma, disordered eating, body-image distress, family conflict, or suicidal thoughts. These conditions do not diminish the child, and they should never be used as terms of contempt. They are reasons for a more complete diagnosis and a more patient form of care.

A diagnosis may describe suffering without explaining its origin. The physician’s obligation is therefore to treat the whole child: to investigate competing explanations, address co-occurring conditions, allow time for development, and offer psychotherapy that is permitted to follow the evidence wherever it leads. A consultation that begins with only one acceptable conclusion is not an examination. It is a ceremony.

The Shapiro administration has placed that clinical freedom under a professional cloud. At the request of the Governor’s Office, five Pennsylvania licensing boards adopted policies warning that practitioners who engage in “conversion therapy” with minors may face discipline. The administration’s own announcement defines the term broadly as a practice seeking or purporting to change sexual orientation or gender identity. During the State Board of Psychology’s public discussion, its chairman called the policy a “content-based restriction on speech,” while counsel explained how a clinician could be charged under existing professional-conduct rules.

There should be no defense of coercive attempts to change a person’s sexual orientation. But the state must distinguish that abuse from open-ended therapy for a child struggling with gender. If the distinction is left vague, the lesson to every practitioner is plain: affirmation is professionally safe; investigation may not be. A clinician may guide a child toward medicalization, yet risk professional discipline for helping the same child question it.

Political authority has then entered the examining room and predetermined the answer. Whatever name is given to that arrangement, it is not medical freedom.

Children’s Hospital of Philadelphia occupies a revealing place in this network. Shapiro chose CHOP as the setting for his declaration of resistance to Washington, and the hospital appears among the institutions consulted on the Chapter 27 rewrite. In a 2021 policy brief, CHOP called puberty blockers “fully reversible” and “safe” and urged public and private insurers to cover blockers, hormones, and surgery for minors.

That degree of certainty has not survived examination elsewhere. NHS England no longer routinely provides puberty blockers for gender dysphoria. In March 2026 it paused new prescriptions of cross-sex hormones for patients under eighteen after an evidence review found “very limited and weak evidence” supporting continued access. Its guidance acknowledges unknown long-term outcomes and irreversible or partially reversible effects, while its new model places greater emphasis upon psychological and psychosocial care.

Pennsylvania’s establishment declared the dispute settled. A major national health service reviewed the record and found that the essential questions remained unsettled. That difference cannot be dismissed as politics when it concerns a child’s future body and fertility.

The term chemical castration is condemned as inflammatory, but rejecting a term cannot alter the physiology beneath it. Puberty-blocking drugs suppress the hormonal signals that drive sexual maturation; they are not a pause button placed outside the body, but an intervention within a developing endocrine system. Cross-sex hormones can cause lasting physical changes and may compromise fertility. Surgery is irreversible by definition. A treatment need not end a life in order to alter it permanently.

Nor is surgery on minors an invention of partisan rhetoric. Genital procedures are rare, and critics should say so. But a national study in JAMA Pediatrics estimated 1,130 gender-related chest-reconstruction encounters among patients younger than eighteen from 2016 through 2019. The median age was sixteen, the range began at twelve, and more than 60 percent of the encounters were covered by private insurance.

Follow the money

There is also an economic fact that polite debate too often ignores. Pediatric gender medicine exists within a market. CHOP’s own website describes the placement of Supprelin LA, a branded histrelin implant, in children treated for gender dysphoria. The implant has a manufacturer; the prescription has a payer; the specialist visit, laboratory panel, procedure, and follow-up appointment each have a billing code. A healthy child requires no pharmaceutical company in order to complete puberty. A medicalized child may become a recurring customer for years.

To call this a cash cow is not to accuse every physician of cruelty or fraud. Many practitioners surely believe they are helping. But good intentions do not repeal economic incentives, and the business model is visible: diagnosis is followed by prescription, monitoring, procedures, and continuing care. The pharmaceutical, insurance, and hospital interests that finance the political network described earlier are not disinterested observers of an expanding treatment category.

No public record proves that one donation purchased one decision, and the argument does not require such proof. Modern political ownership is established through reliable alignment. Industry supports the political network; hospitals and professional associations confer expert authority; Democratic officials grant the treatment model moral immunity; and public programs and private insurance sustain the revenue. The arrangement protects itself because every powerful participant has acquired a reason for it to continue.

Institutions that detect a conflict of interest in every challenge to their authority somehow discover perfect neutrality among those who share their conclusions. MAHA was created to end that exemption.

It must do so through medical freedom, not through a rival system of administrative command. Adults remain responsible for their private choices. Children, however, are not miniature adults. Their parents are entitled to the whole truth; their physicians must remain free to dissent; and no licensing board should force a predetermined conclusion upon therapy. Medical freedom includes the right to say yes, the right to say no, the wisdom to say not yet, and the courage to demand the evidence.

The child in distress is not an enemy, an abstraction, or a symbol for either party. That child deserves protection from cruelty and abandonment, but also from haste, euphemism, and profit. No boy or girl should be taught that the body is a mistake, that he or she is inadequate as born, or that becoming a permanent patient is the only road to peace. No frightened parent should be hurried by the suggestion that hesitation may bring death. No professional association should transform a contested judgment into a commandment merely by repeating the word consensus.

Where the evidence is weak, the consequences lasting, and the interested institutions well paid, the burden of proof belongs to the institution—not to the child.

The humane answer begins with a truth no medical authority has the right to take away: You are not a mistake. You are not alone. The adults entrusted with your future will not turn your suffering into doctrine, politics, or profit.

Why they fear MAHA

The health establishment fears MAHA because MAHA begins with a different question. For decades, public policy has asked how to finance more treatment, expand more programs, and manage a population growing steadily sicker. MAHA asks why so many Americans became sick in the first place—and who acquired power and profit while the decline continued.

That change in perspective reaches far beyond food coloring. It requires an honest account of ultra-processed diets, metabolic disease, chemical exposure, physical inactivity, chronic stress, unnecessary medication, institutional conflicts, and the failure to make prevention the organizing principle of American health. It asks why a conflict of interest is considered disqualifying when attached to a reformer but dismissed as irrelevant when it belongs to a pharmaceutical company, a hospital system, or a professional guild.

These are not attacks upon science. They are the questions that keep science from hardening into ceremony.

The MAHA Commission’s strategy places causes long treated as peripheral—diet, environmental exposures, inactivity, chronic stress, and excessive medicalization—near the center of national policy. The scale of the emergency is no longer seriously disputable. The Centers for Disease Control and Prevention reports that 90 percent of America’s $5.3 trillion in annual health expenditures are associated with chronic and mental-health conditions.

America still possesses extraordinary physicians, courageous nurses, lifesaving medicines, and researchers of rare ability. MAHA honors their work by insisting that medicine be governed by evidence, humility, prevention, and the welfare of the patient rather than the convenience of the institution. No great profession is diminished by accountability; it is strengthened by it.

That is the threat Shapiro recognizes. A political economy built around the management of illness cannot easily accommodate a movement determined to restore health. The proposed regulations would supply the administrative power; the executive order, the approved doctrine; the regional collaborative, an institutional shield; and Pennsylvania’s pharmaceutical economy, a continuing incentive.

Each part has been presented separately. The public should now see the whole.

A test for both parties

MAHA cannot remain the possession of one party, because chronic disease observes no party registration. A poisoned food supply reaches Republican and Democratic homes alike. Metabolic illness crosses the boundaries between city and countryside, and concentrated corporate power does not become virtuous when it writes checks to the party we prefer.

Democrats who still claim the tradition of challenging corporate power must explain why pharmaceutical manufacturers, hospital conglomerates, and professional guilds deserve a permanent exemption. Republicans who praise MAHA at rallies must show that it is a governing commitment rather than a campaign ornament. Remembering the abuses of the last emergency is not enough; the next generation needs laws that prevent their return and policies capable of restoring health.

Every candidate for governor and the General Assembly should be asked five questions:

1. Will you oppose the current Chapter 27 proposal unless it includes narrow definitions, firm limits, meaningful judicial review, warrant and due-process protections, parental safeguards, and explicit legislative checks?

2. Will you publish the drafting history, stakeholder communications, scientific assumptions, financial interests, and institutional conflicts behind major public-health rules?

3. Will you adopt a Pennsylvania MAHA agenda with measurable goals for reducing chronic disease, improving school food, confronting environmental exposure, advancing metabolic health, and rewarding prevention?

4. Will you defend medical freedom by rejecting vaccine mandates, mask mandates, compulsory treatment, compelled medical speech, concealment of risk, and retaliation against lawful clinical dissent?

5. Will you protect a parent’s right to say no—or not yet—to drugs and surgery for a child in gender distress, and protect clinicians who offer watchful waiting, exploratory psychotherapy, and treatment of co-occurring conditions without steering every child toward transition?

These questions do not inject politics into medicine. Politics and money are there already. The purpose is to bring them into the light—and then remove them from the decisions that belong to patients, parents, and physicians.

The issue beneath every other issue

Health is not one concern among many. It is the condition upon which nearly every other national purpose depends.

A child burdened by illness cannot fully learn. A worker exhausted by chronic disease cannot fully build. A family consumed by medical costs cannot fully prosper, and a generation physically unprepared for service cannot long defend a republic. A nation that permits its people to become progressively sicker while celebrating the growth of the industries that treat them has mistaken expenditure for achievement and management for progress.

We will not medicate our way out of a poisoned food system, and we will not censor our way back to public trust. We cannot subsidize an industry, receive the support of its political network, invite its institutions to shape the rules, and then insist that power played no part in the result.

This is why the controversy reaches beyond one regulation or one governor. It presents a choice between the administration of decline and the work of renewal—between authority inherited from past failures and trust earned through present honesty. The old system has learned to live comfortably with a sick population. MAHA asks America to become healthy again.

Every generation is given a frontier it did not choose. Ours lies not only in space, technology, or industry, but within the American body itself: in the strength of our children, the vitality of our families, and the capacity of those who will inherit the Republic. There can be no durable national renewal without the renewal of the American people.

No party can lead the future while defending the failures of the past. No candidate can speak credibly of freedom while accepting medical compulsion, or of reform while remaining dependent upon the institutions most threatened by it. That is why candidates in both parties must be for MAHA—not as a slogan added to an old platform, but as a governing commitment equal to the crisis before us.

Regulation No. 10-242 remains a proposal. Public comments are open through September 21, 2026, on the Independent Regulatory Review Commission’s docket. Pennsylvanians should use that process, demand legislative hearings, and require every candidate to answer a question the old health establishment can no longer evade:

Corporate contributions to the DGA are pooled. The public record does not permit attribution of any particular corporate dollar to the DGA’s spending for Shapiro. The figures therefore document the political network surrounding the campaign, not a direct payment or quid pro quo.

The Chapter 27 regulation is a proposal, not a final rule. Some investigative provisions have predecessors in Pennsylvania’s current regulations. The article’s claim concerns the proposal’s broadening, consolidation, and legal reinforcement of those authorities.

This article concerns medical interventions for minors, not the civil rights or private choices of adults. Its description of pediatric medical transition as child abuse is the author’s moral and political judgment based on the cited questions of consent, evidence, and irreversible risk. Rachel Levine did not serve in the Shapiro administration, and the article does not allege that Shapiro participated in Levine’s communications with WPATH. It identifies Levine as a former Pennsylvania health secretary whose national advocacy exemplifies the public-health establishment Shapiro now defends. The 2025 HHS review reflects the current administration’s position; the article therefore pairs it with NHS England’s independent evidence reassessment and links directly to the underlying WPATH emails filed in court. The article opposes coercive efforts to change sexual orientation; its concern is that Pennsylvania’s broad policy language may chill open-ended therapy for gender-distressed minors. Medical billing, insurance coverage, and industry participation establish economic incentives; they do not, without further evidence, establish misconduct by any particular clinician.

America will not become healthy because one administration changes one regulation. It will become healthy when enough citizens refuse to accept sickness, capture, and managed decline as the natural order of things.

There are moments when a political party can be right about its opponent and still be wrong about its time.

Republicans may be approaching such a moment.

We are right that socialism is not the answer to America’s problems. Government ownership does not create abundance. Price controls do not repeal scarcity. Redistribution cannot substitute for growth. And another layer of bureaucracy will not make an incompetent government competent.

But being right about what America must reject is not the same as offering Americans something worth choosing.

That is the warning in New York and Michigan. To look at these Democratic primaries and see only the word socialism is to see the label and miss the vote. Beneath the ideology is something larger: a generational revolt against a political order that asks younger Americans to pay more, wait longer, own less and expect less while the institutions—and too often the people—responsible for that order continue to prosper inside it.

The great political divide emerging in America is not simply Left against Right. Increasingly, it is movement against stagnation: between those who believe the country can be made to work again and those who have learned to profit from explaining why it cannot.

The revolt is not an endorsement of every policy its candidates propose. Many of those policies are wrong.

It is an indictment of stagnation.

And Republicans should understand the indictment before we assume that naming the ideology beneath one proposed solution is enough to answer the problem.

The revolt beneath the label

Zohran Mamdani was 34 when he defeated Andrew Cuomo, a former governor and one of the best-known figures in New York politics, in the 2025 Democratic mayoral primary. He then went on to win the general election against Cuomo, running as an independent, and Republican Curtis Sliwa, who was 71. The generational contrast could hardly have been clearer. But the important difference was not simply the number on each candidate’s birth certificate. It was the future each campaign seemed to imagine.

Mamdani made affordability the front door to his campaign: rent, groceries, transportation, child care—the daily cost of making a life in New York. His remedies were often the wrong remedies. But they were offered as remedies. Sliwa was not without proposals; he talked about crime, taxes, housing and the cost of government. Yet the Republican argument remained too heavily defined by disorder, opposition and what New York had to stop. Mamdani was telling voters what he intended to change.

Only a year earlier, Republicans had won nationally with something larger: MAHA, government efficiency, technological leadership, educational choice, American production, affordability and disruption. It was an argument that the country did not have to settle for decay or incompetence. New York Republicans never translated enough of that energy into a compelling urban governing vision. Sliwa ultimately finished with roughly seven percent of the vote.

New York is an overwhelmingly Democratic city, and no serious analysis can pretend that one campaign message explains that result. But the contrast is still instructive. Opposition is not an agenda. A warning is not a vision. A Republican can be right that Mamdani’s solutions are wrong and still lose if the Republican alternative sounds like an argument against the future rather than a plan for it.

The lesson is not that New Yorkers suddenly discovered socialism. It is that Mamdani gave dissatisfaction a destination. Republicans need to give it a better one.

This June, three congressional candidates backed by Mamdani swept their Democratic primaries, defeating established candidates and incumbents across the city.

Then came Michigan. Abdul El-Sayed, 41, narrowly defeated establishment-backed Rep. Haley Stevens for the Democratic Senate nomination despite extraordinary outside spending in the race. William Lawrence, 36, a self-described socialist, won the Democratic primary in Michigan’s 7th Congressional District. DSA-backed Donavan McKinney unseated Rep. Shri Thanedar in Detroit.

The labels are less tidy than the slogans. El-Sayed explicitly says he is a progressive, not a socialist; others embrace democratic socialism. Nor is every successful insurgent young. This is not merely a youth movement measured by birth certificates. It is a generational movement measured by the problems it chooses to notice.

Make ordinary American life work again.

Fill the pothole. Build the house. Lower the bill. Process the permit. Keep the street safe. Make the school worth attending. Make the government answer the telephone. Give people back some of the time and money modern life has taken from them.

The voter is asking a brutally practical question:

What are you going to do for the country I actually live in?

A generation paying more and getting less

The frustration is measurable.

The spring 2026 Harvard Youth Poll found that only 13 percent of Americans ages 18 to 29 believe the country is headed in the right direction. Half said inflation and rising prices had affected them “a lot.” Housing was close behind. Nearly half described themselves as struggling or getting by with little financial security.

They were given the old bargain: get educated, work hard, play by the rules, save your money and build a life.

Then the starter home moved beyond reach. Rent consumed the paycheck. Health insurance did not guarantee affordable care. Child care began to resemble a second mortgage. Tuition rose, debt followed, and too many public systems still operated through forms, lines, delays and websites that felt old before these voters were old enough to use them.

Meanwhile, the institutions that produced those outcomes became very good at protecting themselves. Scarcity protected asset values. Complexity protected incumbents. Consolidation protected market power. Consultants, lobbyists, donors and administrators learned to thrive in systems ordinary citizens experienced as cost, delay and frustration.

The bargain began to look one-sided: finance systems built by previous generations, enter markets already priced beyond reach, accept services that work poorly and be grateful for the opportunity.

Young Americans are not ungrateful.

They are finished settling for less from their elected officials.

That is why shouting “socialism” at a twenty something-year-old who cannot afford an apartment is not, by itself, an agenda. We can be completely right about socialism and still lose the voter—because the voter asked how he is supposed to buy a house.

Mamdani is Muslim. El-Sayed is Muslim. Constitutionally, that should end one part of the discussion. The First Amendment protects religious liberty, and Article VI forbids a religious test for public office. There are no first-class and second-class faiths in American citizenship.

Politically, their success tells us something worth understanding. Faith does not automatically place a voter inside one partisan silo. Muslim Americans are no more monolithic than Catholics, Protestants, Jews or Americans of no religion. Many combine traditional views about faith, family and responsibility with economic or political views Washington assumes belong somewhere else.

Pew’s latest Religious Landscape data make the fluidity plain: 53 percent of Muslim adults identify with or lean Democratic, while 42 percent identify with or lean Republican. Republicans made genuine inroads with Muslim voters in 2024.

Human beings were always more complicated than our political databases. A voter can believe in capitalism and hate monopoly power. A citizen can want limited government and still demand that the government he pays for work.

Housing does not care how you voted.

The grocery bill does not ask your religion.

Healthcare costs are not Republican or Democratic.

Neither is a pothole.

The mandate of 2024 was the coalition

Republicans should not look back on 2024 as a collection of constituencies to be thanked and then forgotten. The coalition itself was the mandate.

Donald J. Trump rebuilt the Republican coalition by making it larger, more disruptive and less confined by the old boundaries of conventional politics. Pew’s validated 2024 voter study found that voters under 50 favored Kamala Harris by seven points, compared with Joe Biden’s 17-point advantage four years earlier. Men under 50 moved from a ten-point preference for Biden in 2020 to an almost even split in 2024.

They did not move because Republicans persuaded them that America needed to reenact 1984.

They moved because the party had begun to sound like a vehicle for disruption: a challenge to institutions that had stopped earning automatic trust, to arrangements that had been presented as permanent, and to a politics that seemed more interested in managing decline than changing direction.

Robert F. Kennedy Jr. had already revealed how large that constituency could become.

As the 2024 race took shape, a New York Times/Siena survey across six battleground states found Kennedy leading both major-party candidates among voters under 45. Among independents, he drew 39 percent. The enduring point was not the result of a single poll. It was what Kennedy had exposed: millions of younger and independent-minded Americans who were skeptical of institutions, suspicious of inherited orthodoxies and searching for a politics that would ask different questions.

When Kennedy endorsed Trump, many of his supporters followed. Trump did not create that constituency. Kennedy revealed it. Trump’s political achievement was recognizing that the Republican coalition could make room for it.

That is why Make America Healthy Again cannot be treated as a decorative slogan or one item in a policy catalogue. MAHA was a bridge into the coalition, and it has become a governing agenda. It asks a question larger than the old healthcare debate: why, in the richest and most medically advanced nation on Earth, are Americans so chronically sick? The MAHA agenda now being implemented is built around confronting that question through food, prevention, chronic disease, transparency and institutional reform.

But MAHA was not the whole promise of 2024. Around it stood a much broader proposition.

The Republican platform presented a “forward-looking agenda” that reached across affordability, housing, healthcare and education costs; energy abundance and American manufacturing; critical supply chains; artificial intelligence, digital assets and commercial space; school choice and alternatives to the traditional four-year college path; public safety, constitutional liberty and border sovereignty. The administration later gave the technological piece greater definition through its AI Action Plan, centered on accelerating innovation and building American AI infrastructure.

These were not disconnected talking points. Together they described a different idea of government and national purpose.

Build here. Invent here. Make things work. Make life affordable enough to build a home and raise a family. Educate children for the century they will actually inhabit. Give citizens more choices. Demand more from institutions. Use technology to enlarge human possibility instead of allowing old systems to ration it.

DOGE belonged to that same promise. It offered the idea that government itself could become faster, leaner, more technological and more accountable. But DOGE came and went. The executive order that created its temporary organization set its end for July 4, 2026. Whatever one thinks of the savings it claimed or the disruption it produced, it did not become the durable new model of government reform its strongest promise implied.

The answer is not to abandon that promise. It is to finish it.

Government reform should not depend upon a temporary project. It should be built into the machinery of government: measurable goals, modern technology, public accountability, deadlines, named responsibility and consequences when promises are not kept. A government asking citizens to trust it should be able to show them what it promised, what it spent, what it completed and what actually improved.

That brings us to 2026.

Every Republican in Congress and every Republican candidate should be running on the full mandate of 2024. Not one faction of it. Not one slogan from it. The whole coalition.

We should be widening the tent, not retreating into the old ideological silos we spent years trying to escape. The task is not to ask every voter who joined us in 2024 to become a Republican from 1988. It is to build a Republican Party capable of representing America in 2026—and leading it into the decades ahead.

This is not a revolt against age. America needs the experience of one generation and the energy of the next; the test of leadership is whether experience is used to prepare the country for the future or to preserve the arrangements of the past.

A governing majority is not preserved by continually narrowing the definition of who belongs inside it. It is preserved by giving more Americans a reason to enter.

This coalition was borrowed, not inherited. Power did not discharge the obligation of 2024. It created it. MAHA must keep delivering. Government reform must become permanent. Technological leadership must become visible in daily life. Affordability must become something families feel rather than something politicians measure.

Otherwise, younger Americans will ask Republicans the same brutally practical question they are already asking the Democratic establishment:

What changed in my life?

A government equal to the times

That question should transform the way Republicans think about government. For decades, we have asked how much government costs. The next generation is also asking what it does.

DOGE, at its best, offered something more radical than budget cutting: the proposition that government could become better as it became leaner—that technology could replace bureaucracy, speed could replace delay, measurement could replace excuses and accountability could replace Washington’s permanent alibi.

Waste is not merely a budget problem. Delay is not merely an inconvenience. A broken website, a six-month permit, a duplicative contract and an agency that cannot explain what it achieved are all forms of disrespect toward the citizen.

And efficiency without accountability is only another promise.

A twenty-first-century government should make its major commitments measurable. What was promised? What will it cost? Who is responsible? When is it supposed to be finished? What result defines success? Did it work?

The citizen should not need a lobbyist, a lawsuit or a congressional hearing to discover the answer.

Government should have to answer for its promises.

That is not big government. It is not small government for its own sake, either. It is competent self-government: public power treated as a public trust.

The richest and most technologically advanced nation on Earth should also be the easiest place on Earth to start a company, build a home, raise a family, receive high-quality care, learn a useful skill and deal with your own government.

The standard should not be whether Washington spent more.

The standard should be whether America worked better.

The Democrats can be wrong and still be moving

None of this requires Republicans to become Democrats. Quite the opposite.

The Democratic establishment bears enormous responsibility for the conditions its insurgents now exploit. It has its own donor class, entrenched interests, protected bureaucracies and leaders who too often confuse maintaining institutions with improving life.

And the socialist Left frequently prescribes the wrong medicine. Price controls do not create supply. Government ownership does not create competition. Redistribution does not build a factory, discover a cure or construct a million homes. Expanding the authority of institutions that already fail to deliver does not magically make them competent.

Democrats have correctly diagnosed the demand for escape and frequently prescribed the wrong medicine.

Republicans possess many of the better medicines—but we will lose if we spend all our time laughing at the diagnosis.

Politics contains an uncomfortable truth: a wrong road that appears to lead somewhere can defeat a party that appears content to stand still.

The new Democratic insurgents look at a frustrated generation and say: You do not have to accept this.

That promise of motion is powerful.

Our obligation is not to follow them.

It is to offer a better road.

The lesson of Reagan

The Republican answer cannot be scarcity administered by Republicans.

It must be abundance.

More homes. More energy. More doctors and more choices. More schools and more ways to learn. More factories. More competitors. More technology. More opportunity to own, build, marry, raise children and begin again.

If the Left proposes a government grocery store, our answer should be a market where a dozen new competitors can open without spending years fighting permits and incumbents.

If the Left proposes a rent freeze, our answer should be to build so many homes, in so many places, that scarcity no longer gives permanent leverage over a generation.

If healthcare is unaffordable, our answer should be health as well as healthcare: transparent prices, real competition and a MAHA determination to confront chronic disease before the only remaining question is who pays for it.

If education no longer prepares a young person for independence, give families choices and students many paths—academic, technical and entrepreneurial—into the economy being created now.

If government is bloated and slow, use modern software and AI to find duplication, expose waste, measure outcomes and make public services as intuitive as the best private products.

If young Americans postpone marriage and children because ordinary life is prohibitively expensive, family formation becomes an economic priority, not an annual applause line.

This is where Republicans should remember Reagan correctly.

Reagan understood the country in front of him and translated enduring principles into an agenda equal to his moment. Kennedy did not summon a New Frontier by asking Americans to return to the politics of the 1930s; Reagan did not restore confidence by pretending the country was still living in the 1950s. The leaders we remember understood that principles endure precisely because each generation must discover how to apply them anew.

The lesson of Reagan is not to repeat Reagan forever.

The lesson is to equal your own time.

America in 2026 confronts an artificial-intelligence revolution, a housing shortage, chronic disease, industrial competition with China, the rising cost of family formation, institutional distrust and a government whose operating systems too often belong to another age.

The questions therefore belong to this age.

How do we make homes abundant again?

How do we make Americans healthy again?

How do we make it easier to have children, start companies and own things?

How do we build the best schools, factories, energy systems and technology in the world?

How do we make government smaller where it should be smaller, stronger where it must be strong, and competent everywhere it acts?

How do we make America feel new again?

Those are Republican questions if we have the confidence to answer them.

An escape route from stagnation

Young Americans are not asking us to preserve a political inheritance under glass.

They are asking whether they will have an inheritance at all.

A home they can afford. A family they have time to raise. A country that builds. A government that works. Schools that prepare them for the century they will actually inhabit. Technology that enlarges human possibility rather than merely enriching the institutions that already possess it.

They are asking for an escape route from stagnation.

The Democratic Left has recognized the question.

Too often, it has supplied the wrong answer.

Republicans cannot prevail merely by pointing that out.

We must give America the right answer.

Not a return to yesterday.

A country equal to tomorrow.

That was the promise of 2024. It must become the work of 2026.

And it should become the purpose of the generation that comes next.

America did not become the richest nation in history so it could become one of the sickest.

That is not progress.
It is decline disguised as prosperity.

For more than a century we have asked how to build a wealthier nation. We have asked how to produce more, consume more, and live longer.

Those were worthy questions.

But they are no longer enough.

Our generation must ask a greater one:

How do we build the healthiest nation on Earth?

That is why Secretary Robert F. Kennedy Jr.’s recent appearance on CNN mattered.

The significance of the interview was not merely the exchange itself. Political interviews are forgotten within days. What mattered was the question beneath the headlines.

Can America move beyond a system that reacts to sickness—and begin building one that creates health?

That is not simply a healthcare debate.
It is a debate about the future of the Republic.

The Next Great American Challenge

Every great American generation inherited a test.

The Founders inherited empire.
Lincoln inherited disunion.
Franklin Roosevelt inherited economic collapse.
Jack Kennedy inherited the Cold War.

None of those generations chose its challenge.
Each chose its response.

Our generation has inherited a different crisis.

Not one measured in battlefields or bank failures.
But in chronic disease.
In declining public trust.
In children who deserve healthier futures.

History will not remember us for identifying those problems.
It will remember us for whether we solved them.

The Strength of a Republic

The strength of a republic is not measured only by its economy.
Nor by the size of its military.
Nor by the speed of its technology.

It is measured by the strength of its people.
By the health of its children.
By the confidence of its families.
By the trust its citizens place in the institutions created to serve them.

A nation cannot remain truly great if every generation becomes less healthy than the last.

That is the challenge before us.

Not merely to cure disease after it appears.
But to build a country where more disease is prevented, more children thrive, more families flourish, and more Americans live long, healthy, productive lives.

That is a mission worthy of a great Republic.

What the Interview Revealed

On State of the Union, Secretary Kennedy confronted that mission directly.

When asked about the COVID response, he did not evade. He named the cost:

“I think the thing that did the most damage to our country was the lockdowns, lockdowns that shut down 3.5 million businesses in our country with no due process, no just compensation, all of our churches, closed our schools, and our children are still paying the price for that. And yet we had the worst outcome of any country in the world.”

He insisted the primary obligation of government remains the Constitution:

When the discussion turned to preparing for future pandemics, he rejected the idea that rights must yield to emergency powers: the Constitution is not a fair-weather document.

On the measles outbreak he accepted neither personal blame nor narrative convenience. He pointed to disrupted childhood vaccination during lockdowns, noted that the communities hardest hit have long declined vaccination for religious reasons, and stated clearly:

“I have never questioned the efficacy of the MMR vaccine.”

Then, looking into the camera, he said:

“Parents should get their children vaccinated for measles. A measles vaccine is effective. It stops measles in about 97 percent of the cases. So, people should get vaccinated.”

He demanded evidence rather than assertion. When claims were made about the COVID vaccine’s net benefit for children, he asked for the study that demonstrated it did more good than harm. He would not accept estimates in place of data.

This was not performance. It was a public insistence that science remain science, that rights remain rights, and that the institutions charged with protecting health answer to both.

Make America Healthy Again

That insistence finds its full expression in the work now underway: Make America Healthy Again.

MAHA is not a slogan. It is a recognition that the United States cannot continue managing chronic illness as a permanent condition while ignoring the conditions that produce it.

Under Secretary Kennedy, the Department of Health and Human Services has begun the harder work of root causes—ultra-processed food, environmental exposures, physical inactivity, over-medicalization, and the quiet assumption that pharmaceuticals must always be the first answer rather than the last.

New dietary guidelines seek to restore food, not pills, as the foundation of health. SNAP reforms limit the purchase of the least nutritious products with public funds. Artificial dyes are being driven from the food supply. Resources are being redirected toward the childhood chronic disease epidemic. Real food is returning to military bases.

These are not peripheral adjustments. They are the first serious attempt in a generation to reverse the trajectory in which each successive cohort of Americans carries a heavier burden of preventable illness.

Rights and Health Are Not Opposites

Some will argue that constitutional rights must sometimes yield to public health.

History and principle counsel otherwise.

A republic that suspends the First Amendment in the name of safety teaches its citizens that speech is conditional. A system that demands compliance without transparent evidence teaches them that science is whatever authority declares it to be.

When policies serve the continued expansion of pharmaceutical markets more reliably than they serve independent inquiry, the claim of public health loses its moral force.

Constitutional rights are not an obstacle to health. They are the precondition of any health policy worthy of free people. The freedom to question, the freedom to dissent, the freedom to demand evidence—these are not luxuries. They are the mechanisms by which a free society corrects itself.

The Days of Decline Need Not Continue

America has lived for too long with the quiet acceptance that each generation will be heavier, more medicated, more chronically ill than the one before.

That acceptance is ending.

Make America Healthy Again is the decision that decline is not destiny.

It is the decision that the same nation that conquered polio, mapped the human genome, and landed on the moon can also reverse the chronic disease epidemic of its own making.

It is the decision that our children will not inherit a weaker body politic than the one we received.

The interview on CNN was one moment in a larger turning.

What endures is the choice it illuminated:

Every generation of Americans is asked, sooner or later, whether it intends merely to inherit the future—or help build it.

Ours has been given little time to decide.

Artificial intelligence is advancing across every frontier of modern life. It is changing medicine and manufacturing, warfare and agriculture, science and commerce, the work we perform and the knowledge we command. It carries no party registration. It waits for no legislature. It will not slow its advance because one state is uncertain how to meet it.

Yet at this moment, some Republicans have mistaken nostalgia for principle, fear for prudence, and delay for defense.

They are right to defend the family farm, the homeowner, the ratepayer, the small town, and the authority of communities to shape their own future. They are right to distrust secret agreements, corporate favoritism, and any policy that transfers private costs onto working families.

But they are wrong when caution becomes paralysis, when local control becomes an excuse for statewide obstruction, or when the defense of what Pennsylvania has been prevents us from building what Pennsylvania must become. They are wrong to suggest that our only choices are corporate surrender or technological retreat.

The concerns are real. The answer is wrong.

A pause in Pennsylvania will not pause artificial intelligence.

It will not pause construction in Texas, Ohio, Virginia, or any state prepared to accept the investment we reject. It will not pause the worldwide race for advanced models, semiconductors, robotics, medicine, cyber defense, or military power. It will not pause China.

It will only pause Pennsylvania.

The right answer is not to close the gate on investment and call the resulting stillness security. It is to establish clear rules and enforce them; to build the energy and defend the citizen; to give American enterprise room to take risks, create capacity, employ workers, and turn possibility into production.

The future is not waiting for permission from Harrisburg. It is already here.

The Fear Is Real. Retreat Is Not the Answer.

A serious argument should begin with honesty: public resistance is responding to real failures.

Families should not learn through rumor that nearby land is being assembled for a massive industrial project. Public officials should not be bound by secrecy while citizens remain in the dark. A family farm should not become an inconvenience to a corporation with deeper pockets and better lawyers. A household should not pay more for electricity because a technology giant persuaded government to socialize its costs.

Pennsylvania should favor brownfields and industrial sites, reject “sweetheart” tax treatment, require community-benefit agreements, and use the natural gas beneath our feet. Local officials need model zoning language, independent information, and a defined process for evaluating unfamiliar demands on power, water, roads, and emergency services.

These are not anti-technology objections. They are pro-citizen obligations.

In a spring survey by the Muhlenberg College Institute of Public Opinion, 20 percent of Pennsylvania adults called data centers a crisis and another 43 percent called them a problem. That concern cannot be dismissed as ignorance, hysteria, or political manipulation. When public trust collapses, even a good project can become impossible to build.

An indefinite statewide pause resolves none of those failures. A municipality without appropriate zoning may need a brief, fixed planning period, model ordinances, independent engineering support, and public hearings. But “however long it takes” is not a standard. It is delay without accountability.

A pause is not a plan. Delay is not leadership.

The Cloud Is Not in the Sky

One reason backward-thinking Republicans are missing the mark is that they still speak of data centers as though they were merely oversized warehouses filled with servers.

They are not.

They are the physical foundation beneath an economy that may appear weightless but is not. Artificial intelligence, cloud services, cyber defense, advanced medicine, autonomous systems, finance, and modern manufacturing all depend upon computing capacity somewhere—built on land, connected by fiber, cooled by water or air, and powered by electricity.

The cloud is not in the sky. It is on American soil—or it will be on someone else’s.

Data centers are becoming the civic works of the digital age. The canal carried commerce. The railroad joined a continent. The power station illuminated a nation. Each transformed not only how Americans worked, but what Americans believed they could build.

Earlier generations constructed those works not because every project was beautiful or every developer benevolent, but because national strength required a physical foundation for future industry.

The same is true now.

The infrastructure beneath artificial intelligence includes chips and electricity, cooling and fiber, cybersecurity and transmission, research and skilled labor. A state that controls more of that foundation controls more of its destiny. A nation that surrenders it will eventually discover that technological dependence is economic dependence—and economic dependence can become political dependence.

Artificial intelligence is not merely another application. It is the next great extension of human capability: enabling physicians to recognize disease earlier, manufacturers to produce more precisely, farmers to manage land more efficiently, researchers to test ideas faster, and small businesses to command tools once reserved for corporations.

It will also displace tasks and unsettle workers. We should not answer that anxiety with slogans. But neither can we protect today’s worker by refusing to build the industries that can employ his children.

The task of leadership is not to stop the tide of history. It is to build the ships, train the crews, chart the course, and make certain the American people are carried forward rather than swept aside.

What Senator McCormick Understands

Senator Dave McCormick has approached this question with the scale it deserves.

He sees what the backward-looking do not: that a data center is not an isolated building, that energy policy is not a separate question, and that workforce development cannot be an afterthought. Artificial intelligence is not merely a contest among companies, but among nations and political systems. The country that joins computing power to energy, advanced chips, scientific talent, and industrial capacity will help shape military power, medicine, manufacturing, finance, and global standards.

That is why McCormick brought President Trump, energy producers, technology leaders, labor, and universities together at the Pennsylvania Energy and Innovation Summit. The commitments exceeded $90 billion—approximately $50 billion in energy and power projects and $40 billion in data centers, plus workforce training. One year later, McCormick’s office reported that 19 of 20 announced or previewed investments were on track.

This is not an abstract promise of “innovation.” It is an attempt to join Pennsylvania’s historic energy strength to the defining technological competition of the century.

Western Pennsylvania provides the clearest example. At Homer City, a retired coal-power site is becoming a natural-gas generation and data-center campus designed to place 700 to 800 megawatts onto the broader grid. It already employs roughly 1,200 construction workers, a figure expected to rise to 3,500. The project’s current figures are detailed here.

That is the model Pennsylvania should improve and reproduce: reuse an industrial site, build new generation, employ Pennsylvania labor, power the new economy, and strengthen rather than drain the public grid.

Not every project will meet that test, and those that do not should receive no public support. But stopping every project because some are poorly designed will drive away the good with the bad.

McCormick’s approach asks how Pennsylvania can lead. The backward-looking approach asks how Pennsylvania can wait.

Only the first question can move America forward.

Energy Abundance Is the Right Answer

The data-center debate is often presented as though Pennsylvania possesses a fixed ration of electricity and must choose whether families or computers receive it, whether we will illuminate our homes or power our future.

That is a politics of scarcity. America should reject it.

The answer to rising demand is not managed decline. It is rising supply.

Pennsylvania is not an energy-poor state being asked to import an industry it cannot support. We are the nation’s second-largest natural-gas producer and the third-largest net supplier of energy to other states. The U.S. Energy Information Administration’s current Pennsylvania profile records an extraordinary inheritance beneath our feet, inside our power stations, and across our workforce.

Yet inheritance is not achievement. Gas in the ground powers nothing until it is produced and converted into electricity. A grid designed for the last industrial age cannot carry the next without new generation, transmission, pipelines, and modern substations.

“Drill, baby, drill” remains an essential beginning. It cannot be the end of the sentence.

We must drill, generate, transmit, build, and connect.

We should use Pennsylvania gas, expand reliable generation, strengthen the grid, and require large computing projects to bring additional power with them. Responsible projects deserve timely decisions, with firm rules against pollution, deception, and cost-shifting.

Energy abundance protects ratepayers, restores manufacturing, and powers artificial intelligence without dimming the lights in an American home.

The choice is not between technology and affordability. The choice is between building enough power for both and rationing too little power between them.

President Trump Has Already Supplied the Standard

The strongest answer to public concern is already taking shape in the Trump agenda. Pennsylvania should apply it.

President Trump’s 2025 order accelerated federal permitting for major data-center, semiconductor, energy, and networking projects. Importantly, it also directed federal agencies to prioritize brownfields and Superfund sites—precisely the kind of industrial land reuse that can protect farms while returning abandoned property to productive life.

The administration then addressed the most politically explosive issue: electricity costs.

Under President Trump’s Ratepayer Protection Pledge, participating technology companies commit to build, bring, or buy the power they require; pay for grid upgrades; accept separate rates under which they pay for committed power even when they do not use it; invest locally; and, where possible, strengthen the surrounding grid.

That is not a retreat from the free market. It is the restoration of the free market.

A free market does not mean subsidized electricity for a politically connected corporation while a widow’s utility bill rises. The company creating the demand should pay the cost, accept the risk, sign long-term commitments, invest in its host community, and strengthen rather than drain the grid.

The principle is simple: build quickly, pay fully, and leave the community stronger than you found it.

That standard protects the public without surrendering progress. Pennsylvania should write it into utility rates, development agreements, permits, and every public benefit.

Pennsylvania should not pause the Trump agenda. It should make the Trump standard enforceable.

The Future Must Pay Its Way

Support for data centers cannot become a blank check. The right position is neither “stop everything” nor “approve everything,” but to build what strengthens Pennsylvania, reject what exploits it, and make every project pay its own way.

Begin with land. Direct projects toward retired power stations, brownfields, former mines, and industrial property. No private data-center company should take a family farm for its campus. Transactions must be voluntary and transparent; where public transmission imposes unavoidable burdens, landowners deserve honest notice, meaningful negotiation, and fair compensation.

Require disclosure. Before approval, developers should reveal acreage, power demand, water use, emergency needs, end users, expected employment, and proposed tax treatment. Public officials should not hide material facts from the people who will live beside a project.

Make local benefits and energy obligations enforceable. Agreements should cover roads, emergency services, noise, water, hiring, apprenticeships, and municipal revenue. Large-load customers should pay rates reflecting the costs they impose and bear the risk of canceled projects rather than leaving households with stranded infrastructure.

These conditions do not obstruct development. They legitimize it.

The future may be built in an American community, but it must never be built on top of that community.

The Jobs Beyond the Server Room

Data centers may employ thousands during construction but far fewer once operating. That is precisely why the building itself cannot be the entire economic-development strategy.

A building full of imported servers, supplied by imported equipment, maintained by a small outside workforce, and subsidized by local taxpayers is not industrial renewal. It is a missed opportunity.

The greater value lies around the building: electricians, operating engineers, gas producers, cybersecurity professionals, chip designers, fiber installers, cooling manufacturers, robotics companies, researchers, and small businesses. Pennsylvania should not merely host the computing. We should manufacture more of what it requires.

Public support should be tied to apprenticeships, community colleges, career pathways for displaced workers, local purchasing, and Pennsylvania manufacturing. A statewide AI and energy workforce compact should connect schools, trades, universities, unions, employers, and veterans to actual jobs with published results.

Workers deserve more than promises. They deserve a bridge from the work being changed to the work being created.

The generational question cannot be avoided. Earlier Americans inherited power plants, highways, factories, laboratories, and public works built by those who came before them. Younger Americans are inheriting immense public debt, unaffordable housing, an aging grid, and an economy transformed by technologies our leaders are sometimes unwilling to build.

We cannot ask the next generation to pay for yesterday’s systems while denying them a place in tomorrow’s industries. Data centers alone will not guarantee their prosperity. But refusing to build the infrastructure beneath artificial intelligence will guarantee that its investment, employment, and power move somewhere else.

The duty of one generation is not to preserve the world exactly as it found it. It is to leave the next generation a country more capable of mastering what comes next.

Artificial intelligence will eliminate tasks, make other workers more productive, and create industries whose names we do not yet know. The builders of electrification, aviation, automobiles, computers, and the internet could not foresee every job their work would produce. They built anyway—and later Americans claimed the opportunity.

Our obligation is the same.

The purpose of technology is not to make human beings economically unnecessary, but to make life more capable, secure, and free. Its rewards should appear in higher wages, lower costs, safer work, stronger communities, and more time for families—not only in corporate valuations.

A Pennsylvania Compact for the AI Age

Pennsylvania should offer the country a clear governing compact before this debate hardens into a false choice between corporate extraction and technological surrender.

That compact should make five commitments:

No indefinite statewide pause. A community may need a short planning window, but Pennsylvania must remain open to responsible investment.

Build power with computing. Major projects must add or contract for new generation, pay interconnection costs, and protect ordinary customers from stranded costs.

Put industrial land and public trust first. Prioritize brownfields, retired power sites, former mines, and industrial property; disclose each project’s material footprint, demands, incentives, and effects before approval.

Make jobs and local benefits enforceable. Hiring, apprenticeships, roads, emergency preparedness, water protection, and community investment belong in binding agreements—not press releases.

Build the whole American supply chain. Recruit the energy, chips, cooling, fiber, cybersecurity, robotics, and manufacturing surrounding data centers, while requiring trusted equipment and American control of critical infrastructure.

These are not barriers to growth. They are the terms of a state determined to convert growth into lasting strength.

Leadership Equal to the Times

Data centers are not popular. Any Republican who ignores that fact will lose the argument before making it.

The public sees family land placed under pressure, private negotiations conducted behind closed doors, enormous demands placed upon the electrical grid, and promises of permanent employment that may never equal the scale of the project. Citizens are being asked to accept immediate and visible costs in exchange for national benefits that remain distant and poorly explained.

Their concern is not backward. It is understandable.

The failure belongs to leaders who have not explained what these facilities are, why America needs them, what will happen if we refuse to build them, and what protections citizens must receive when they are built. The war of ideas cannot be won by assuming that the people already agree with us—or by accusing them of ignorance when they do not.

Leadership does not merely follow public opinion. Nor does it disregard it. Leadership informs it, earns its confidence, and converts national necessity into a fair public bargain.

That requires leaders equal to the times: leaders capable of explaining that the cloud rests upon physical ground; that artificial intelligence depends upon American energy and American computing power; that China will not pause while Pennsylvania debates; and that progress worthy of America must protect the citizen rather than pass its costs onto him.

The victories of 2024 were not won because every new policy was already popular. They were won because President Trump gave millions of Americans a larger explanation of what had gone wrong and what America could become. Republicans cannot maintain that coalition by retreating into old silos—or by defending data centers as though the interests of large corporations were sufficient arguments by themselves.

Popularity cannot be commanded. It must be earned.

If data centers raise household bills, displace families, enrich distant corporations, and leave communities with little permanent value, voters should oppose them. But if they bring their own power, strengthen the grid, reuse industrial land, employ local workers, create new industries, and help America lead the defining technology of the century, then leaders must possess the courage and ability to make that case.

The Republican Party should not demand that Americans follow it blindly into the future. It should show them where that future leads, protect them along the journey, and give them a reason to help build it.

The Right Answer Is Forward

Backward-thinking Republicans are right about one thing: government owes a duty to the people who will live beside these projects, supply their power, build their foundations, and bear the consequences if their promises fail.

But protection without progress leaves the next generation with little to inherit. Progress without protection asks ordinary citizens to finance and endure a future owned by somebody else.

The right answer is to unite them.

This is not a conservative answer or a liberal answer. It is the right answer—the answer that moves America forward.

Produce energy rather than rationing it. Protect property without prohibiting progress. Welcome investment without worshiping the investor. Defend the family farm and build the factory. Strengthen the grid and lower the bill. Advance artificial intelligence and keep it under American law.

Senator McCormick is right to see energy and artificial intelligence as one economic and national-security mission. President Trump is right to accelerate infrastructure while requiring the largest technology companies to bring their own power and protect American households. These are not answers because they belong to one faction or fit an inherited ideology. They are answers because they address the world as it is and move America toward what it can become.

Republicans who retreat into the past will not preserve America. They will merely allow other states, other companies, and other countries to design the future without us.

America has never secured its future by refusing to build it. We did not enter the industrial age by fearing the factory, master the continent by rejecting the railroad, illuminate our cities by opposing the power plant, or reach the moon by waiting until the journey carried no risk. We led because each generation took command of the new forces of its time and directed them toward a national purpose.

We can protect the land without abandoning the future. We can shield the ratepayer without starving the grid. We can respect the town without surrendering the nation. We can build data centers without becoming servants of the companies that own them. And we can lead artificial intelligence without permitting artificial intelligence to decide what kind of country we become.

The age before us will demand more electricity and infrastructure, more skill and judgment, more imagination and courage than the age behind us. It will change the work Americans do, the tools our military uses, the discoveries our scientists make, and the balance of power among nations.

We cannot repeal it. We cannot un-invent it. And we cannot protect Pennsylvania by pretending the future will politely stop at our border.

The future will be built. The power will be generated. The rules will be written. If we decline the responsibility, others will not.

The question is who will lead, who will build, whose laws will govern, and whose people will receive the rewards.

Let rival powers choose control. Let timid states choose delay.

Pennsylvania should choose to build.

Not carelessly. Not secretly. Not at the expense of the citizen.

But confidently, responsibly, and on American terms.

For the future is already here. And if we possess the courage to shape it, it will not be something that happens to Pennsylvania—or something imposed upon America.

It will be something Pennsylvanians build and Americans lead.

The politics of cancellation already destroyed the Democrat Party. Republicans must not destroy themselves the same way.

Republican voters did not build a broad national majority in 2024 so it could be reduced, in victory, to a tribunal of ideological suspicion.

And yet that is the danger now before us.

There is a growing impulse on the Right to treat disagreement over policy, strategy, or emphasis not as a normal feature of democratic politics, but as a form of disloyalty requiring punishment, exclusion, or silence. Too many now seem eager to denounce, exile, or politically cancel anyone inside the movement who departs from their preferred line on a particular issue. That is not strength. It is not confidence. And it is not how a governing majority endures.

The irony is obvious. After watching the modern Left spend a decade destroying its own credibility through censorship, ideological policing, and public excommunication, some on our side now appear eager to imitate the very habits that made the Democrats brittle, arrogant, and estranged from normal Americans in the first place.

That road did not save them.

It severely weakened them.

It may weaken us too, if we are foolish enough to follow it.
