OTTAWA — Canadians struggling with the cost of housing may be reassured that governments remain committed to making homes more affordable.

Taxes are being reduced.

Development charges are being cut.

Red tape is being removed.

Attention has therefore turned to the next affordability problem.

Putting things in them.

Canada’s tariff regime now includes American refrigerators, furniture, chairs, kitchen furniture, lighting and other household goods.

Some face tariffs of 25%.

Others, 50%.

This creates an important distinction in federal housing policy.

The house should become cheaper.

The things required to live in it need not.

A Canadian family may therefore save money on development charges and HST while paying more for the refrigerator that goes in the kitchen, the chairs that go around the table and the lights required to see either of them.

This is known as a coordinated approach.

The economic mechanism is straightforward.

If Canadians continue buying the affected American goods, Ottawa collects the tariff.

If Canadians stop buying them, the tariff has successfully reduced demand.

Either outcome advances public policy.

The first raises revenue.

The second reduces the number of things Canadians can afford.

Fortunately, the government has announced billions of dollars in programs to support Canadians and businesses affected by the trade dispute.

Some of this support will presumably be required because the trade dispute is making things more expensive.

The circle is therefore nearly complete.

Government reduces the cost of building the house.

Government increases the cost of furnishing the house.

Government collects money from the increased cost.

Government spends money helping people deal with increased costs.

Housing affordability has finally become a whole-of-government initiative.

Whereas the President of the United States, Donald J. Trump, has repeatedly identified President Herbert Hoover as the American president he most emphatically does not wish to resemble;

Whereas President Trump has stated:

“I don’t want to be Herbert Hoover.”

Whereas Herbert Hoover’s full name was Herbert Clark Hoover;

And whereas the Government of Canada considers precision especially important in matters of official identification;

Therefore, Her Excellency the Governor General in Council, on the recommendation of the Prime Minister, orders as follows:

1. Official Canadian Designation

For all purposes of the Government of Canada, the individual previously identified in federal records and correspondence as:

Donald J. Trump

shall henceforth be officially recognized as:

Donald Herbert Clark Hoover

This designation shall constitute the official Canadian nomenclature for the President of the United States.

2. Full Name Requirement

Where government forms, diplomatic documents, identification records, ceremonial instruments or other official materials require the use of a complete name, the form:

Donald Herbert Clark Hoover

shall be used.

The use of the shortened designation Donald Hoover is discouraged where sufficient space exists.

Where abbreviations are necessary for administrative purposes, the designation:

3. Former Name

Where necessary during the transitional period, officials may use:

Eventually it may arrive at a Canadian household.

At that point it becomes patriotism.

The poll also found substantial support for enduring economic pain.

Sixty-seven per cent of boomers say they are willing to endure significant hardship if necessary.

Among Gen Z, the figure falls to 41%.

This has been interpreted as a generational divide in national resolve.

It may also indicate that willingness to endure economic pain increases after the mortgage has been paid.

Ipsos describes younger Canadians as living in what it calls the “endurance economy.”

They are already struggling with housing, food, debt and the general administrative expense of continuing to exist.

They are therefore somewhat less enthusiastic about adding geopolitical sacrifice to the monthly budget.

Older Canadians remain more supportive.

Their courage is encouraging.

Ottawa has also received strong public backing for additional measures, including business subsidies, worker retraining, financial assistance and potentially large-scale income support.

The trade war may therefore produce higher prices, job losses, government subsidies and emergency assistance.

All four can then be counted as evidence of national resilience.

The polling nevertheless provides government with considerable political room.

Canadians dislike Donald Trump.

Canadians dislike being pushed around.

And Canadians strongly prefer the phrase “standing up to America” to the phrase “paying more at Canadian stores.”

The distinction is important.

One describes national sovereignty.

The other appears on the receipt.

For now, the political architecture is functioning as designed.

The public has been informed that it is standing firm.

The government has been informed that the public approves.

And the tariff schedule remains safely between them.

Possibly lengthy ones.

Parts used in hydroponic pumps and ventilation equipment may also become more expensive.

Importers can seek an advance ruling.

There may be a review.

There may be a re-determination.

If necessary, there may be an appeal.

Eventually, certainty will emerge.

By then, the crop may have been planted.

Harvested.

Dried.

Rolled.

Smoked.

And used to make the appeal process comprehensible.

In the meantime, the importer can pay the tariff, retain professional advice and enjoy another traditional Canadian intoxicant:

Some may continue reading.

A few may eventually discover who actually pays a tariff.

This could become difficult to manage.

There is little danger from class-action lawsuits, either. If the government is eventually ordered to compensate consumers, taxpayers can reimburse themselves—after lawyers’ fees, administrative costs and a commemorative press conference.

Trump gets the message. Canadians get the bill. Ottawa gets a cut of breakfast.

WASHINGTON—Following a gruelling expedition from the Oval Office to the Sharpie drawer, Donald Trump has discovered Lake Ontario and renamed it Lake America.

White House officials say the achievement places Trump alongside Amerigo Vespucci—although Vespucci crossed the Atlantic and identified a New World, while Trump crossed the room and discovered that maps cannot sue him.

There is one small problem: America itself was named after an Italian. Even Trump’s “America First” map had to import its name from Florence.

OTTAWA — Canada announced today that American commercial vessels will be prohibited from travelling between Montréal and the Gulf of St. Lawrence unless they pay a 50% tariff on their cargo and apologize to a beluga.

The government emphasized that the waterway has not been closed.

“It remains completely open to every vessel we permit to enter,” explained the newly appointed Minister of Open Waterways and Closed Waterways.

The measure follows Iran’s successful demonstration that international law becomes surprisingly flexible when a country controls something everyone else needs.

Canadian officials rejected suggestions that the fee amounts to retaliation against Washington’s 50% tariffs.

Ignore the partisan propagandists, the social-media fabulists, the conspiracy merchants and the politicians who have already decided what you should believe.

Think for yourself.

Strip away Trump. Strip away Carney. Strip away the personalities, the outrage and the latest theory explaining what really happened behind closed doors.

Start with the agreement.

We already had one.

CUSMA established the rules governing Canada-U.S. trade and contained dispute-resolution procedures specifically designed for occasions when one country believed the other had violated those rules.

The United States imposed tariffs anyway.

Canada invoked the dispute mechanisms. Yet rather than resolving the original disagreement within the framework both countries had negotiated and signed, we ended up in a much broader negotiation in which Canada was being asked to make additional concessions simply to restore access that CUSMA was supposed to protect in the first place.

So why should Canada believe the next agreement will be treated differently?

We can negotiate another 500 pages of tariff schedules, safeguards, exemptions and dispute-resolution clauses. But if one party can simply invoke national security, impose tariffs and force everyone back to the negotiating table, the problem is no longer the wording of the agreement.

It is the credibility of the counterparty.

That is what makes the eleventh-hour American demands particularly troubling. Canada was being asked to surrender additional policy freedom in exchange for another American promise of market access.

But an agreement is only worth something when both parties can reasonably expect the other to honour it when honouring it becomes inconvenient.

CUSMA has already provided the test.

That is why walking away from a bad replacement agreement may have been considerably more rational than signing one.

Before judging whether Canada should have accepted the latest American offer, establish what Canada already had.

Otherwise, we are debating the price of replacing a warranty without first asking why the original warranty failed.

QSix-An Analysis of the Failed Trade Talks

Question 1 — What did CUSMA actually guarantee?

CUSMA was not merely a political statement promising “good relations.” It created a legal framework for North American trade. For qualifying goods that met the agreement’s rules of origin, the basic rule was that the parties would not simply impose new customs duties at will, and most originating goods were entitled to duty-free treatment under the agreed tariff schedules. It also required national treatment for goods from the other parties and established detailed rules governing origin, customs procedures, market access and other aspects of cross-border commerce.

Just as importantly, CUSMA anticipated that disagreements would occur. Chapter 31 created a state-to-state dispute-resolution system specifically for disputes over the interpretation or application of the agreement, including situations where one country believed another had failed to carry out its obligations. It provided for consultations and, if necessary, formal panel proceedings.

That matters because Canadian businesses did not build factories, supply chains and investment plans on the vague hope that the United States would remain friendly.

They relied on negotiated rules.

So before discussing what Canada should concede in a new agreement, ask a simpler question:

What exactly was the protection Canada believed it had already purchased through CUSMA — and what happened to it when the dispute began?

Question 2 — When the dispute arose, were the agreed procedures used?

Canada invoked CUSMA’s dispute mechanisms.

What happened next?

Did the dispute proceed toward resolution under the agreement, or did tariffs remain in place while the issue was shifted into a broader political negotiation?

That distinction matters.

Because if the agreed dispute-resolution process can effectively be bypassed by maintaining the disputed measure and opening a new negotiation, then the practical value of that process needs to be questioned.

Question 3 — If the existing agreement could be set aside in practice, what makes the next agreement more credible?

This is the central question.

What provision in a new agreement would prevent another administration from invoking national security, imposing tariffs and demanding further negotiations?

If the answer is “another dispute-resolution clause,” we already had one of those.

The problem is therefore not simply drafting a better contract.

It is determining whether the counterparty can credibly commit to respecting it.

Question 4 — Are Canada’s concessions reversible to the same degree as America’s promises?

Suppose Canada changes industrial policy, alters trade relationships, restricts dealings with third countries or restructures supply chains in exchange for tariff relief.

Those may be costly, long-term decisions.

What happens if Washington restores the tariffs six months later?

Canada may have surrendered something difficult to recover in exchange for market access that can again be withdrawn by executive action.

A sensible agreement must therefore compare not merely the headline benefits, but the permanence and reversibility of each side’s commitments.

Question 5 — What is the economic value of an agreement whose enforcement depends primarily on the goodwill of the stronger party?

Businesses understand this instinctively.

A contract is worth less when enforcement is uncertain.

The same is true of trade agreements.

If Canadian companies can no longer assume that negotiated market access will survive a change in political mood, they will invest differently, source differently and value U.S. access differently.

They will demand a higher return before making investments dependent upon that access.

That uncertainty has an economic cost.

Trust, in economics, is not sentimental.

It has a price.

Question 6 — What would have to change before Canada could reasonably trust another agreement?

Better wording?

Stronger enforcement?

Automatic retaliation?

Binding arbitration?

Meaningful limits on national-security exceptions?

Or is the real requirement evidence, accumulated over time, that signed agreements will again be treated as obligations rather than temporary conveniences?

That is the question Canadian negotiators should answer before signing anything.

The QSix Conclusion

This is not ultimately about whether Donald Trump is a bully, whether Mark Carney is trustworthy, whether the Canadian media are saints or propagandists, or which partisan interpretation dominates social media this week.

Those are distractions.

The economic question is much simpler:

Can Canada reasonably rely upon the United States to honour the next trade agreement when doing so becomes politically inconvenient?

If the answer is yes, demonstrate why.

If the answer is no, then Canada should not trade permanent concessions for temporary promises.

Because an agreement that cannot be relied upon is not really an agreement.

It is an intermission between negotiations.

Canada and the United States may be close to announcing a new trade agreement. We already know how the political presentation will work.

Washington will emphasize every Canadian concession as proof that President Trump forced Canada to capitulate. Ottawa will compare the agreement with the most punitive tariffs Trump threatened and declare that catastrophe was heroically avoided.

Both stories may contain fragments of truth. Neither tells us whether the agreement is economically good for Canada.

Reports suggest that U.S. tariffs on Canadian steel and aluminum could be reduced from the threatened 50% to 25%, possibly subject to quotas. Changes to Canadian dairy-import licences, the return of American alcohol to provincial shelves and access to Canadian critical minerals have also been discussed.

But the complete agreement has not been released. We do not yet know the quota volumes, product exemptions, rules of origin, implementation schedules, enforcement provisions or full list of Canadian concessions.

Any confident verdict is therefore premature.

The devil is in the details, not the narrative—especially when both governments benefit from gaslighting their respective populations about what those details mean.

Citizens need something better than duelling press conferences.

They need QSix.

The Quick QSix Test

Before accepting anyone’s declaration of victory or defeat, ask six questions.

1. What did Canada have before?

Compare the agreement with Canada’s position before the dispute—not merely with Trump’s worst tariff threat.

2. What is Canada getting?

Which tariffs disappear? Which remain? What products qualify? What are the quotas, exemptions and rules?

3. What is Canada giving up?

Dairy access? Critical minerals? Procurement rights? Regulatory control? Retaliatory measures? What is their economic value?

4. Which direction is the economy moving?

After every benefit, concession and cost is counted, will Canadian exports, investment, production, employment and market share rise or fall?

5. What still needs to change?

Which industries remain exposed? How far is the agreement from stable, duty-free and quota-free trade?

6. How much time do we have?

When do the provisions take effect? How long do companies have to survive? When can either government reopen or terminate the arrangement?

Those six questions turn a political announcement into an economic ledger.

Now we need to inspect the bathtub.

The Bathtub Fallacy

The Bathtub Fallacy is the mistake of judging progress by watching what is flowing into the tub while ignoring how much water is already there—and how quickly it is draining away.

Governments love faucets.

They announce tariffs reduced, exemptions secured, markets reopened and investments promised. Each announcement is presented as another stream of economic progress pouring into Canada.

But the water level is determined by both the faucet and the drain.

While Ottawa points to tariff relief flowing in, Canadians must measure what may be flowing out:

• Existing market access

• Export volume

• Industrial capacity

• Business investment

• Employment

• Canadian market share

• Regulatory independence

• Bargaining leverage

• Public money paid in subsidies and compensation

A government can turn on a new faucet while leaving three drains open and still declare that it is “filling the tub.”

That is not economic analysis. It is plumbing by press release.

Q1: What Did Canada Have Before?

The choice of baseline will largely determine whether this agreement appears successful.

There are at least three possible comparisons:

1. The agreement versus Canada’s pre-dispute access under CUSMA.

2. The agreement versus tariffs currently being imposed.

3. The agreement versus the threatened 50% tariff regime.

Ottawa will naturally prefer the third comparison.

If a threatened 50% tariff becomes 25%, the government can claim that it cut the tariff in half. That sounds impressive—until we remember that Canadian goods previously entered the United States under much more favourable conditions.

Reducing a newly manufactured threat is not necessarily creating an economic gain.

If someone threatens to take $100 from you and eventually takes only $50, you have not earned $50. You have lost $50.

The proper baseline is Canada’s economic position before the coercion began:

• Tariff rates

• Quota-free access

• Export volumes

• Market share

• Production capacity

• Employment

• Investment

• Supply-chain integration

• Regulatory rights

• Dispute-resolution protections

A deal that is better than the threatened disaster but worse than the original trading relationship may be the least damaging option available. It should not be falsely presented as an economic victory.

Avoiding a larger loss and achieving a gain are not the same thing.

Q2: What Is Canada Actually Getting?

Headline tariff rates tell us surprisingly little.

We need the tariff schedules by product and tariff code. We need to know which Canadian goods qualify, which are exempt and which derivative products face separate treatment.

Most importantly, we need the quotas.

A reported 25% tariff on steel means little without knowing:

• How much steel qualifies for that rate

• Whether exports above the quota face a 50% tariff

• Whether quota volumes are based on normal trade or depressed recent exports

• Whether quotas expand with market demand

• Whether they apply nationally or by producer and product

• How import licences will be distributed

• Whether unused quota can be transferred or carried forward

Suppose the lower tariff applies only to a restricted volume of Canadian steel while exports above that ceiling face the higher rate. In that case, describing the agreement simply as a “25% tariff” would be technically convenient and economically misleading.

The meaningful calculation is:

Effective tariff burden = Total duties paid ÷ Total value of affected exports

We also need to know whether Canadian companies face new rules of origin, customs documentation, certification requirements or supply-chain restrictions.

Nominal market access can become commercially useless when buried beneath administrative costs and delays.

These are tariffs wearing bureaucratic moustaches.

Q3: What Is Canada Giving Up?

Trade agreements are exchanges, not gift baskets.

Every Canadian concession must be identified, quantified and compared with the value of the access Canada receives.

Potential concessions may include:

• Changes to dairy-import licence allocation

• Increased access for American agricultural products

• Returning American alcohol to provincial stores

• Preferential access to Canadian critical minerals

• Energy-supply commitments

• Government procurement access

• Changes to foreign-investment rules

• Regulatory or product-standard concessions

• Limits on Canadian export controls

• Removal of retaliatory tariffs

• Restrictions on Canada’s ability to retaliate later

Returning American liquor to store shelves may be economically minor. Changes to dairy access, procurement, industrial policy or critical-mineral rights may not be.

Critical minerals are especially important because their value is not limited to this year’s sales. They affect future industrial development, defence production, technology supply chains and Canada’s bargaining power.

Trading a long-term strategic asset for temporary tariff relief could produce a favourable press conference and an unfavourable decade.

The correct calculation is:

Net Canadian benefit = Access gained − Access lost − Concessions granted − Compliance and adjustment costs

Without values attached to both sides of that equation, the word “deal” tells us nothing about whether it is a good one.

Q4: Which Direction Is Canada Moving?

A national trade agreement cannot be judged from a single average.

Its effects will differ across steel, aluminum, automobiles, forestry, dairy, agriculture, energy and critical minerals. They will also differ across Ontario, Quebec, Western Canada and Atlantic Canada.

For each major sector, Canadians need to know:

• Annual exports affected

• Percentage of production exposed

• Expected change in export volumes

• Canadian market share before and after the agreement

• Plant capacity utilization

• Investment gained, cancelled or relocated

• Direct and supply-chain employment affected

• Changes in wages and hours worked

• Regional concentration of losses

• Downstream costs for Canadian manufacturers

A deal can appear mildly positive in a national estimate while devastating particular industries and communities.

We must also distinguish who formally pays a tariff from who ultimately bears its cost.

American importers initially pay U.S. tariffs. But the economic burden can be distributed among:

• American consumers through higher prices

• American importers through lower margins

• Canadian exporters through price reductions

• Canadian workers through lower production and employment

• Canadian shareholders through reduced profits and investment

• Canadian communities through plant closures and lost tax revenue

Saying that Americans pay the tariff does not establish that Canadians escape the damage.

If American buyers substitute U.S. or foreign suppliers, Canadian exporters can lose sales, market share and economies of scale. Investment may then migrate south of the border to avoid future political risk.

The statutory payer and the economic loser are not necessarily the same person.

Q5: What Still Needs to Change?

A deal should not be judged only by what it temporarily settles. It must also be judged by what it leaves unresolved.

We need to know:

• Which Canadian industries remain subject to tariffs

• Whether quota restrictions become permanent

• Whether exemptions can be withdrawn unilaterally

• Whether national-security tariffs remain available

• Whether Canada retains meaningful retaliation rights

• Whether affected industries require subsidies or compensation

• Whether the agreement restores predictable access

• Whether it reduces or increases Canada’s dependence on the United States

Compensation must also be counted honestly.

If Ottawa spends billions subsidizing industries damaged by the agreement, those payments are not evidence that the deal succeeded. They are part of its cost.

The money comes from taxpayers, borrowing or reduced spending elsewhere. Government does not possess a magical compensation orchard behind Parliament. It redistributes the losses and sends out a press release.

The long-term question is whether the agreement moves Canada toward productive investment and secure market access—or merely keeps vulnerable industries alive until the next tariff ultimatum.

Q6: How Much Time Do We Have?

Timing can turn a theoretical benefit into a practical failure.

The agreement must disclose:

• Effective dates

• Phase-in periods

• Quota-reset dates

• Transition arrangements

• Review provisions

• Sunset clauses

• Dispute-resolution timelines

• Enforcement mechanisms

• Termination rights

• Interaction with the CUSMA review

An exemption that begins after companies have cancelled investments or closed production lines is not much of an exemption.

A dispute mechanism that takes two years to produce a ruling may be legally impressive and commercially useless.

We must also ask whether the agreement provides durable access or simply a pause until the next American political demand.

Market access that can disappear with the next presidential social-media post is not secure market access.

It is rented stability.

The Metrics That Matter

When the agreement is released, Canadians should ignore the adjectives and look for these numbers:

• Trade-weighted effective tariff rates

• Quota volumes and above-quota tariffs

• Percentage of Canadian exports covered

• Value of exemptions obtained

• Value of Canadian concessions

• Expected change in real export volumes

• Expected change in Canadian market share

• Investment gained, cancelled or redirected

• Production capacity gained or lost

• Full-time jobs, hours worked and real wages

• Compliance and customs costs

• Consumer-price effects

• Government compensation and subsidy costs

• GDP and GDP-per-capita effects

• Tax revenue gained or lost

• Duration and enforceability of market access

Dollar-valued trade figures must also be separated from physical volumes.

Export revenue can rise because prices increased even while Canada ships fewer goods. Likewise, GDP can rise while output per person, productivity or real household income deteriorates.

One attractive number does not establish broad economic progress.

That is the Bathtub Fallacy in a suit and tie.

What Would Constitute a Good Deal?

A good agreement would:

• Restore broad and predictable access to the U.S. market

• Minimize tariffs and quotas

• Preserve commercially workable rules of origin

• Protect Canadian investment and production

• Avoid sacrificing strategic assets for temporary relief

• Include rapid and enforceable dispute resolution

• Prevent unilateral tariff escalation

• Produce benefits exceeding the value of Canadian concessions

• Improve Canada’s position against the pre-dispute baseline—or at least restore it as closely as possible

A bad agreement would:

• Normalize permanent tariffs

• Restrict exports through tight quotas

• Shift production and investment into the United States

• Trade strategic resources for temporary exemptions

• Weaken Canadian regulatory or retaliatory authority

• Require continuing public subsidies to offset industrial damage

• Leave Washington free to reopen the agreement through new threats

• Produce a net loss compared with Canada’s position before the dispute

There may also be a third possibility: a damaging agreement that is nevertheless less damaging than allowing the threatened tariffs to take effect.

That may be the best deal available under coercive circumstances. But intellectual honesty requires calling it damage control—not victory.

Read the Contract, Not the Curtain Call

Until the complete legal text, schedules, quotas, exemptions, concessions and sector-by-sector economic effects are available, no one can responsibly declare this a good deal or a bad deal.

Premiers, union leaders, industry associations, journalists and economists should all be asked the same question:

Compared with what?

Compared with a threatened 50% tariff, the agreement may look like relief.

Compared with Canada’s previous access, it may represent a significant deterioration.

Compared with the concessions Canada must make, it may prove beneficial, neutral or deeply expensive.

We do not yet know.

What we do know is that both governments have powerful incentives to manipulate the comparison. Trump needs a Canadian surrender. Carney needs a Canadian victory. The political narratives are already written; they are merely waiting for numbers to be inserted.

Citizens should refuse to choose between two advertising campaigns.

Apply QSix. Establish the original stock. Measure every inflow and outflow. Determine the net direction. Identify what remains missing. Examine the timeline.

Above all, do not stare at the faucet while the tub empties.

When the agreement is finally released, don’t tell us how much water Trump graciously turned back on.

Show us what Canada paid for the tap—and how much water remains in the tub.

CTV recently published an opinion column warning about the growing influence of conservative social-media personalities.

These creators supposedly operate outside editorial structures, compete “for attention rather than accuracy,” are rewarded for becoming increasingly extreme and “answer to no one.”

Those are serious allegations.

They may even be true of some influencers. But CTV’s column provides no names, no examples, no correction records, no comparative accuracy data and no disclosed method for distinguishing forceful opinion from extremism.

It merely asserts the superiority of institutional journalism—and leaves the institution itself conveniently outside the investigation.

So let us ask the questions CTV did not.

Q1: What do we have?

We have an opinion column—not a reported investigation—published under the CTV News brand and titled Stephen Harper wouldn’t win today’s CPC leadership.

The column makes at least four empirical claims:

1. Conservative influencers operate outside meaningful editorial oversight.

2. They compete for attention rather than accuracy.

3. Platforms reward them for becoming increasingly extreme.

4. They answer to no one.

Where is the supporting evidence?

• Which influencers were examined?

• Over what period?

• Which statements were found inaccurate?

• How was “extreme” defined?

• Were corrections requested?

• Did the creators correct their errors?

• How did their accuracy compare with CTV’s?

• Was audience growth measured, or merely assumed to be the product of algorithms?

Without that evidence, this is not analysis. It is institutional opinion wearing a press credential.

The proposition may be defensible. CTV simply did not do the work required to defend it.

Q2: What is coming in?

This is the question CTV’s commentary conspicuously avoids: who finances the supposedly accountable institution?

CTV is owned by Bell Media, which is owned by BCE. Bell does not operate merely one newsroom. Its holdings include CTV News, CP24, BNN Bloomberg, Noovo Info and news operations across its radio network.

Bell also received approximately $8.1 million from the Google contribution established under the Online News Act—the largest allocation among Canada’s private broadcasters.

Ottawa has now committed to extending the Canadian Journalism Labour Tax Credit to audio and audiovisual news production. The credit currently covers 35% of eligible newsroom salaries, up to $29,750 per employee.

Michael Geist estimates that extending it to broadcasters could deliver $50 million to $80 million annually to Bell, Rogers and Corus collectively. That remains an estimate because the final eligibility rules have not been published, but the potential conflict is real enough to demand disclosure. Michael Geist Department of Finance

The missing questions are obvious:

• Did Bell lobby for broadcasters to be included?

• What submissions did Bell or industry associations make?

• How much does Bell expect to receive?

• Which CTV employees would qualify?

• Has CTV reported prominently on the proposed extension?

• Does CTV disclose Bell’s financial interest whenever it covers journalism subsidies?

• Does government support affect coverage? If CTV says no, what safeguards demonstrate that?

Government support does not automatically prove political obedience. But refusing to examine the possible conflict while accusing competitors of lacking accountability is institutional ventriloquism: Bell speaks, CTV’s lips move, and taxpayers are told the puppet is independent.

Q3: What is leaving?

Audiences are moving, advertising revenue has migrated, newsroom employment has declined and public trust has deteriorated.

Only 39% of Canadians reported trusting news generally in the 2025 Reuters Institute survey—37% among English-speaking Canadians. That does not prove independent creators are more accurate. It does prove the public’s departure cannot be dismissed as merely algorithmic seduction. Reuters Institute

CTV should have asked:

• Why are audiences leaving traditional media?

• Which demographic groups are leaving fastest?

• Are they rejecting journalism, or rejecting the subjects, framing and omissions selected by established newsrooms?

• How much of influencer growth reflects algorithmic promotion, and how much reflects unmet demand?

• Has CTV measured whether viewers regard its coverage as politically slanted?

• What happened to CTV’s audience following significant errors or controversial editorial decisions?

• How often does CTV publish prominent corrections?

The Canadian Broadcast Standards Council found in 2024 that a CTV National News report on capital-gains taxation contained inaccuracies and incomplete information. It also found that CTV failed to correct the error on air promptly and unambiguously. CBSC decision

That single ruling does not establish systematic dishonesty. It does, however, demolish the fairy tale that possessing editors guarantees accuracy or correction.

CTV has editors. It was still wrong. It was then faulted for failing to correct the error properly.

Apparently, the accountability machine occasionally develops a loose belt.

Q4: What needs to change?

The same standards should apply to everyone making public factual claims.

For influencers:

• Identify sources.

• Distinguish reporting from opinion.

• Publish visible corrections.

• Disclose sponsors, political relationships and financial interests.

• Preserve original material rather than silently editing mistakes.

• Explain how conclusions were reached.

For institutional media:

• Publish complete correction logs.

• Disclose ownership and relevant government support.

• Identify opinion prominently and consistently.

• Publish editorial standards and enforcement outcomes.

• Distinguish verified errors from opinions the newsroom merely dislikes.

• Disclose lobbying conducted by the parent company on media policy.

• Provide evidence when describing competitors as inaccurate or extreme.

CTV’s editorial department is not public accountability. It is an internal management structure.

Accountability exists only when outsiders can see the standards, identify failures, obtain corrections and impose consequences.

Q5: What does the timeline show?

The chronology deserves examination:

• Ottawa created the Canadian Journalism Labour Tax Credit in 2019 while excluding licensed broadcasters.

• The Online News Act later produced an annual Google contribution supporting eligible Canadian news organizations.

• Bell received approximately $8.1 million from its first distribution.

• In April 2026, Ottawa proposed extending the labour credit to television and radio.

• The government consultation closed on July 31, 2026.

• CTV then published commentary warning about independent conservative influencers operating beyond established editorial control.

Timing alone proves no coordination and no editorial interference.

But it raises questions that CTV would undoubtedly ask if the institution involved were an oil company, grocery chain or Conservative advocacy group:

• What representations did Bell make during the consultation?

• Did CTV’s newsroom cover Bell’s potential financial benefit?

• Was the columnist aware of it?

• Was Bell’s interest disclosed to readers?

• Were independent journalists threatening democracy—or merely threatening market share during an effort to expand public support for broadcasters?

Suspicious timing is not proof. It is a reason to investigate. That used to be journalism’s favourite sentence.

Q6: In which direction are we travelling?

Canada risks replacing a competitive news market with a protected media hierarchy.

At the top are large, vertically integrated corporations benefiting from regulatory privileges, compulsory or government-engineered funding mechanisms and potentially refundable newsroom tax credits.

Below them are independent creators competing for attention without the same institutional protections.

Some independents will produce rubbish. Some will produce excellent work. The market will be unruly because free expression is unruly. Democracy was never intended to resemble a professionally moderated panel discussion sponsored by Bell.

The danger arises when established media organizations use their institutional authority to discredit outside competitors while seeking government policies that insulate themselves from the consequences of losing audiences.

That is not yet pre-1933 Germany, and invoking that comparison now would give CTV a convenient excuse to ignore the documented argument. What the evidence presently supports is less theatrical but still disturbing: an established media institution portraying unaffiliated political voices as dangerous while leaving its own ownership, public support, mistakes and incentives largely unexamined.

The question CTV never answered

CTV says influencers “answer to no one.”

But an influencer answers to the audience, the platform, sponsors where applicable, defamation law and the consequences of losing credibility. That system is imperfect and frequently ugly—but it is not nothing.

CTV answers internally to editors and executives, commercially to Bell and its shareholders, legally to regulators and standards bodies, and financially within a policy environment increasingly shaped by government support.

The proper question was never whether influencers answer to no one.

It was this:

Who does CTV answer to—and what happens when CTV is wrong?

Until CTV answers that openly, its warning about unaccountable competitors sounds less like journalism defending truth and more like an incumbent defending territory.

Premier Ford met with Loblaw CEO 1 day after dismissing grocery pricing legislation

There are two stories buried in the Global News report.

The first concerns Premier Doug Ford’s economically incoherent defence of the grocery industry. The second concerns a journalist manufacturing the appearance of a scandal without proving one occurred.

On April 16, Ford rejected proposals to prohibit surveillance pricing—the use of personal data, purchasing history or location to charge different customers different prices. He called such regulation “socialism” and declared that competition and the free market should determine food prices.

The following day, Loblaw CEO Per Bank met Ford at the premier’s Etobicoke home for 45 minutes. The meeting was not publicized, its purpose was not disclosed, and Ford’s office refused to say whether surveillance pricing or grocery property controls were discussed.

Those facts establish that a meeting occurred. They do not establish that Loblaw requested the rejection of the legislation or influenced government policy.

The story supplies chronology, opposition accusations and suspicious music—but no evidence connecting them. Even its description of a “one-on-one meeting” is misleading because a staff member also attended. Apparently, three people are now alone together.

The timing is suspicious and deserves investigation. It is not proof.

But Ford’s response is equally dishonest.

Prohibiting companies from secretly using personal data to determine how much each customer can be made to pay is not government price-setting. It is consumer protection. Ford was not answering the proposal; he was knocking down a cardboard cutout labelled socialism.

Nor is Ontario’s grocery industry the free market Ford imagines. A free market requires meaningful competition and relatively easy entry. Canada instead has a highly concentrated grocery sector in which restrictive covenants and lease provisions have been used to prevent competitors from opening stores.

Ford cannot proclaim that “the market dictates” while rejecting efforts to remove property restrictions that prevent the market from functioning. That is not free-market capitalism. It is incumbent protection dressed in an Adam Smith costume.

The private meeting creates a legitimate appearance problem—not because premiers should never meet business leaders, but because it occurred at Ford’s home, had no disclosed agenda, closely followed a controversial policy statement and involved a company registered to lobby on retail, privacy and data.

If the meeting was routine, transparency could settle the matter. Disclose who requested it, what was discussed and whether any follow-up occurred.

Instead, Ford’s office served the usual bureaucratic porridge about meeting “businesses and stakeholders”—a statement carefully designed to answer nothing.

Global News should now obtain the scheduling correspondence, briefing materials, staff notes, Loblaw talking points and subsequent communications. Until then, the responsible conclusion is narrower:

Ford’s economic position is inconsistent, his secrecy is indefensible, and Loblaw received privileged access. But Global News has not demonstrated that Loblaw dictated the government’s decision.

Accountability requires evidence. Without it, journalism becomes political insinuation, while government secrecy provides the fertilizer in which insinuation grows.

The real question remains:

How can Doug Ford claim to defend competition while refusing to remove the barriers that prevent it?

There are moments when professional training becomes an inconvenience. Numbers refuse to applaud on cue. Balance sheets decline to salute the party banner. Arithmetic, stubborn old thing that it is, insists that liabilities remain liabilities even after the communications department renames them “strategic investments.”

I spent years studying economics and finance and then decades practising the craft. That does not make me infallible, but it has taught me to begin with the accounts rather than the announcement. And when I examine Ontario’s accounts, I cannot find the economic miracle Peter Bethlenfalvy is advertising.

I see a $13.8-billion deficit—$12.7 billion larger than in 2024–25—net debt approaching $485 billion, debt exceeding $30,000 per Ontarian, $17.2 billion in annual interest costs and an economy that contracted in two consecutive quarters. Private-sector economists have nearly halved Ontario’s expected 2026 growth from 1.1 per cent to 0.6 per cent.

Queen’s Park calls this a “stronger financial position” produced by “sound management.” That conclusion cannot be reconciled with the direction of the government’s own figures. It can survive only if Ontarians never read beyond the Facebook graphic—within that peculiar political state of consciousness where borrowing more, owing more and growing less constitute prudent fiscal management.

Welcome to Junk Economics, where the press release is sunny because the balance sheet has been instructed not to make eye contact.

Q1 — What does “stronger” mean when every important fiscal measure is getting weaker?

Bethlenfalvy’s statement is not merely optimistic. It is directionally wrong.

Ontario’s own 2026–27 First Quarter Finances projects:

• a deficit of $13.844 billion, compared with $1.090 billion in 2024–25;

• net debt of $485.082 billion, compared with $427.050 billion in 2024–25;

• net debt per capita of $30,131, compared with $26,451;

• net debt equal to 37.7 per cent of GDP, up from 35.7 per cent;

• net debt equal to 210.7 per cent of annual revenue, up from 191.2 per cent; and

• annual interest and debt-servicing costs of $17.237 billion, up from $15.122 billion.

That is not one unfortunate statistic cherry-picked from an otherwise flourishing orchard. The deficit is worse. The debt is worse. Debt per citizen is worse. Debt relative to GDP is worse. Debt relative to revenue is worse. Interest expense is worse.

Even the economy has been moving backwards. Real GDP declined 0.3 per cent in the fourth quarter of 2025 and another 0.1 per cent in the first quarter of 2026. Two consecutive quarterly contractions may not satisfy every technical or institutional definition of recession, but they do satisfy the ordinary English definition of “not an economic miracle.”

Private-sector forecasters have also cut their estimate of Ontario’s 2026 real growth from 1.1 per cent to 0.6 per cent. Population growth can therefore make the aggregate economy look less sick than the experience of the person living inside it. If total output barely grows while the number of people sharing it grows faster, prosperity per person declines even while politicians point at a larger nominal GDP number.

The government’s defence is that its forecast remains consistent with the budget. That is a remarkable standard of achievement. The original plan anticipated a large deficit, and the update confirms the same large deficit. Apparently predicting one’s own deterioration now counts as preventing it.

Q2 — Were taxes really not raised?

In the narrow statutory sense, the government may be able to defend the slogan. It did not necessarily increase the legislated rate on a named tax.

But that is political grammar, not economic analysis.

Ontario expects taxation revenue to rise from $151.5 billion in 2024–25 to $163.6 billion in 2026–27—an increase of more than $12 billion. Personal income-tax revenue alone is projected to rise from $55.7 billion to $65.1 billion, or nearly 17 per cent in two years.

Higher tax revenue does not, by itself, prove that tax rates were increased. Revenue can rise because incomes, prices, employment or corporate profits rise. That is precisely why Bethlenfalvy’s wording is so slippery. “We did not raise a tax rate” is converted into “we imposed no additional burden.” Those are not the same claim.

Taxation is not confined to the number printed beside a bracket in a statute. The relevant economic question is how much command over household income and resources government absorbs—directly, indirectly, today or tomorrow.

The Ford government has not abolished the bill. It has diversified the collection methods.

Q3 — Isn’t interest on government debt a tax by another name?

Yes—economically, although not legally.

Ontario will spend $17.2 billion this year servicing debt. That is approximately $47 million every day. It buys no nurse, teacher, bridge, subway car or long-term-care bed. It is payment for resources consumed or capital commitments made in the past.

There are only a few ways to meet that obligation:

1. collect more revenue;

2. reduce or defer public services;

3. sell assets;

4. borrow again; or

5. rely on economic growth and inflation to shrink the burden relative to nominal income.

None is magic. Borrowing merely changes the date on the tax bill and obscures the identity of the taxpayer who will ultimately receive it.

Debt-financed infrastructure can be legitimate when a long-lived asset produces benefits over decades. Matching part of its cost to future beneficiaries is defensible. But persistent operating deficits and rising interest expense are different. They transfer current political consumption to future taxpayers while allowing today’s government to advertise benefits without displaying the full price.

Interest is therefore a deferred tax when it requires future revenue, and a service tax when it displaces current programs. Every dollar sent to bondholders is a dollar unavailable for something else unless government extracts or borrows another dollar.

The Financial Accountability Office has described the interest-to-revenue ratio as a measure of budgetary flexibility: as the ratio rises, less revenue remains available for programs. Ontario’s own forecast shows that ratio increasing from 5.5 per cent in 2024–25 to 6.7 per cent this year, with 7.1 per cent projected by 2028–29.

The government boasts that it did not raise taxes while arranging for more future income to be pre-committed before taxpayers earn it. This is rather like celebrating that the restaurant did not increase menu prices while quietly adding the meal to your children’s credit card.

Q4 — Is inflation a tax?

Inflation is commonly described as a tax because it reduces the purchasing power of money and nominal claims without requiring Parliament or Queen’s Park to pass a tax bill. Cash loses value. Wages that fail to keep pace buy less. Nominal investment gains may be taxed even when the investor has experienced little or no real gain. Governments with fixed-rate nominal debt may benefit because inflation reduces the real value of what they owe.

But intellectual honesty requires an important qualification: Ontario does not control Canadian monetary policy, and Doug Ford cannot reasonably be blamed for every increase in the national price level. The Bank of Canada sets monetary policy; global supply shocks, federal fiscal policy, energy, housing constraints, exchange rates and private demand all matter.

That does not make inflation irrelevant to Ontario’s boast.

First, provincial policy can raise the cost of housing, electricity, transportation, construction and doing business through taxes, charges, regulation, restricted supply and poor infrastructure decisions. Not every price increase is monetary inflation, but every government-created increase still lands in the household budget.

Second, inflation flatters government accounts. Nominal GDP rises. Nominal incomes rise. Tax receipts rise. The debt-to-GDP ratio can improve even when real output per person and household purchasing power do not. A government can therefore collect more, report a larger economy and claim fiscal progress while families become materially poorer.

Statistics Canada reported Canadian CPI inflation of 2.8 per cent in June 2026. That is the twelve-month rate, not a reversal of the cumulative price increases already embedded since 2020. A slower rate of inflation means prices are rising more slowly; it does not mean the earlier loss of purchasing power has been restored.

Inflation is the perfect political tax because nobody sends an invoice. The supermarket, landlord, insurer and utility deliver the bad news one transaction at a time, while each government insists the culprit lives in another jurisdiction.

Q5 — Can a delayed or diminished public service be a tax?

Absolutely. It is payment extracted in a different unit.

Suppose a citizen pays taxes for timely health care but waits months in pain for diagnosis or surgery. The cost may appear as lost wages, reduced productivity, unpaid family caregiving, travel, medication or payment for private treatment. The government has not recorded a tax increase, but the citizen has surrendered time, income and welfare because the promised service was rationed by delay.

Waiting is a time tax.

If a classroom becomes more crowded, a court matter takes longer, a road deteriorates, transit becomes unreliable or access to a public program is narrowed, the household may purchase substitutes privately. Tutoring, physiotherapy, home care, security, transportation and legal assistance become the second invoice for a service the first invoice—taxation—was supposed to provide.

Service reduction is therefore a quality-adjusted tax increase. If citizens pay the same amount and receive less, the effective price of government has risen. If they pay more and receive less, even the euphemism department should blush.

Ontario’s comparatively low program spending is not automatically evidence of efficiency. The FAO found that in 2024–25 Ontario’s per-capita health spending was the second lowest among the provinces and its “all other” program spending per person was the lowest. Low cost is admirable only if outcomes and access are maintained. Otherwise, it is not efficiency; it is rationing wearing an accountant’s visor.

There is also a distributional cruelty hidden in service delays. The wealthy purchase an alternative. The middle class pays twice and winces. The poor wait. A nominally universal service can therefore become progressively less universal without any minister announcing a formal cut.

Q6 — So what has the Ford government actually accomplished?

It has mastered the fiscal version of shrinkflation.

The package costs more. The debt is larger. Interest consumes more revenue. Economic growth has weakened. The customer waits longer and increasingly purchases missing pieces elsewhere. Yet the label announces “sound management” because the statutory tax rate printed on the side has not changed.

Some of Ontario’s borrowing finances real capital assets, and some public investments may raise future productivity. It would be unserious to treat every borrowed dollar as waste. Credit-rating agencies have maintained Ontario’s AA ratings with stable outlooks, and a 37.7 per cent net-debt-to-GDP ratio is below the government’s self-imposed ceiling of 40 per cent.

But staying below a ceiling is not the same as strengthening the foundation. The government’s other debt target—net debt below 200 per cent of revenue—is already being missed. The ratio is projected at 210.7 per cent this year. More importantly, the ceiling itself does not convert deterioration into improvement. A man gaining ten pounds may remain below the maximum capacity of his bathroom scale. He has not thereby become thinner.

Nor should a credit rating be confused with a certificate of good government. Credit agencies primarily assess whether creditors are likely to be paid. Ontario possesses a large, diversified economy and extensive taxation powers. Bondholders can be safe precisely because taxpayers are available to be squeezed.

That brings us back to Bethlenfalvy’s triumphant Facebook declaration:

“Through sound management, our government has put Ontario’s finances in a stronger financial position so we can make strategic investments to protect workers and families, all without ever raising a tax.”

Nearly every clause is doing political work that the accounts cannot support.

“Sound management” describes a $13.8-billion deficit.

“Stronger financial position” describes rising debt, rising debt ratios and rising interest costs.

“Strategic investments” merges productive capital with ordinary spending, subsidies and political announcements under one flattering noun.

“Protect workers and families” assumes that whatever government spends necessarily achieves its advertised purpose.

“Without ever raising a tax” confines the definition of taxation to the one collection method the government chose not to increase visibly.

It excludes the deferred tax of debt, the purchasing-power tax of inflation, the time tax of waiting, the replacement tax of buying privately what government failed to deliver, and the opportunity cost of $17.2 billion diverted annually to debt service.

This is not economic analysis. It is a semantic protection racket.

The government takes more resources, promises more benefits, borrows the difference and presents the absence of a formal rate increase as proof of thrift. Future taxpayers inherit the liability. Present taxpayers absorb the inflation, delays and diminished services. Bondholders receive their interest. Politicians receive the graphic.

Everybody gets something—except an honest accounting.

Ontario’s economic miracle is not that the government has strengthened the province without raising taxes. The miracle is that it can publish numbers showing the opposite and expect applause for its restraint.

That requires more than creative accounting.

It requires an altered state of consciousness.

Canadians pay for government with the expectation that it will serve them—not manage their perceptions.

That obligation becomes particularly important during war, when information is incomplete, intelligence is uncertain and every belligerent has an incentive to manipulate public opinion. Yet Global Affairs Canada operates a website called Countering Disinformation with Facts that presents Canada’s preferred account of the war in Ukraine as settled truth.

Russian statements are labelled “false claims.”

Canadian statements are labelled “the facts.”

No degrees of certainty. No competing evidence. No permanent record of failed predictions. No meaningful distinction between verified events, intelligence estimates, legal arguments, political opinions and forecasts about what might happen next.

That is not fact-checking.

It is government propaganda with a Canadian flag in the corner.

Truth Is Not a Government Franchise

Russia conducts propaganda. That is neither surprising nor seriously disputed. It censors journalists, suppresses opposition and promotes narratives intended to justify its invasion of Ukraine.

But Russian dishonesty does not confer honesty upon Ottawa.

A Canadian government cannot establish the truth of its position merely by declaring the opposing position false. Nor does attaching links to NATO governments, allied intelligence agencies or Western policy institutes transform interpretation into fact. Governments participating in a conflict are interested parties, not neutral referees.

Some of the material published by Global Affairs is well supported. Russia invaded Ukraine. Its forces have caused enormous civilian suffering. There is substantial evidence of unlawful transfers of Ukrainian children, coercive passport policies, repression in occupied territories and attacks on civilian infrastructure.

Those facts should be reported plainly.

But they are mixed with propositions of an entirely different kind:

• NATO poses no threat to Russia.

• No promise concerning NATO’s eastward expansion was ever made.

• The conflict is not a proxy war.

• Russia has never negotiated in good faith.

• Sanctions are steadily destroying Russia’s industrial and military capacity.

• NATO is defensive because NATO describes itself as defensive.

• Canadian military forecasts are facts, even when subsequent events prove them wrong.

These are not all facts. Some are arguments. Some are legal positions. Some are intelligence assessments. Some are forecasts. Some are demonstrably misleading.

Ottawa puts them all into the same bucket marked FACT.

That is precisely how propaganda works: not necessarily by inventing everything, but by removing the labels that allow citizens to distinguish knowledge from persuasion.

The Historical Record Is Inconvenient

Global Affairs states categorically that NATO never promised Russia it would not expand eastward.

The archival record says otherwise.

No binding treaty permanently prohibited NATO enlargement. That qualification matters. But senior Western officials gave Soviet leaders repeated political assurances during the negotiations over German reunification. James Baker’s now-famous assurance that NATO’s jurisdiction would move “not one inch eastward” appears in the declassified diplomatic record.

An honest government publication would explain the distinction:

Political assurances concerning NATO’s eastward reach were discussed and given, principally during negotiations over German reunification, but they were never incorporated into a binding treaty prohibiting future enlargement.

Instead, Ottawa says no promise was ever made.

That is not simplification. It is deletion.

Likewise, saying NATO is defensive does not establish that NATO poses no threat to Russia. A military alliance does not become non-threatening because its communications department awards it a certificate of peaceful intention.

Threat is assessed through capabilities, proximity, doctrine and conduct—not institutional self-description.

NATO intervened militarily outside its members’ territories in Yugoslavia and Libya. It continued expanding eastward after the Cold War and declared in 2008 that Ukraine and Georgia would eventually become members. After 2014, NATO countries substantially increased their training, arming and integration of Ukrainian forces.

None of that legally justifies Russia’s invasion.

But recognizing NATO’s contribution to the security crisis is not the same as excusing Moscow. Explanation is not exoneration. Mature citizens can hold both ideas at once, even if government communications departments apparently regard that as an unsafe level of cognitive independence.

A Proxy War by Any Other Name

Global Affairs rejects the description of Ukraine as a NATO–Russia proxy war by observing that Ukraine has a right to defend itself and receives assistance from NATO countries.

That does not answer the claim.

Ukraine is defending itself against a Russian invasion. At the same time, NATO governments provide weapons, money, training, intelligence, maintenance and targeting assistance used against Russian forces and increasingly against targets deep inside Russia.

Those facts describe a proxy conflict regardless of whether the term is politically uncomfortable.

Subsequent reporting makes the depth of that relationship even harder to dismiss. Ukraine receives Western satellite imagery, surveillance and intelligence capable of assisting long-range attacks inside Russia. American reconnaissance aircraft operate around the region, while Western systems, training and technical support are integrated into Ukrainian military operations.

NATO itself acknowledges tens of billions of euros in continuing equipment, assistance and training. At its 2026 Ankara summit, alliance members pledged approximately €70 billion for Ukraine during 2026 and committed themselves to comparable support in 2027.

This does not prove that NATO selects every Ukrainian target. It does not prove that formally declared NATO bases operate inside Ukraine. Western personnel, contractors or instructors being present at Ukrainian facilities would not automatically convert those installations into NATO bases.

Nor does it establish sensational claims that the United States helped Ukraine attack Vladimir Putin’s residence.

Russia alleged that Ukraine launched 91 drones against Putin’s residence in the Novgorod region in December 2025. Ukraine denied it. Reported American intelligence assessments subsequently concluded that Ukraine was pursuing a military target elsewhere in the region and had not targeted Putin or his residence.

The allegation therefore remains unsupported and is contradicted by the best publicly available evidence. Claims that American intelligence planned such an attack should not be presented as fact.

But rejecting that particular allegation does not erase the broader reality: Ukraine’s war-making capacity is deeply integrated with Western military and intelligence systems.

Calling that merely “bilateral assistance” is legally convenient and strategically incomplete.

The question of whether NATO governments have become legal co-belligerents is more complicated. Supplying weapons alone does not necessarily produce that result under international law. Direct participation in targeting particular attacks could.

But the strategic reality is unmistakable. Russia and NATO are engaged indirectly through Ukraine while trying to avoid a formal direct war.

Global Affairs avoids that description because Canadians might then ask an awkward question:

How far are we prepared to travel down this road, and who authorized the destination?

Yesterday’s Predictions, Still Labelled Facts

National Defence repeatedly published battlefield assessments under the heading “The facts.”

Many contained language such as:

• “likely”

• “very likely”

• “appears”

• “we expect”

• “will struggle”

• “unlikely to achieve”

Those are not facts. They are estimates.

Several aged badly.

Russia was described as incapable of meaningful regeneration, unable to sustain offensive operations and increasingly deprived of modern weapons. Sanctions were said to have nearly halted Russian ballistic-missile and military-aircraft production.

Russia subsequently expanded weapons production, continued large missile campaigns, mobilized additional forces and captured territory Canadian assessments had suggested it was unlikely to take.

In June 2022, Canada emphasized Russia’s failure to encircle Lysychansk. Russia captured the city shortly afterwards.

In December 2022, Canada dismissed the likelihood of a significant Russian breakthrough around Bakhmut. Russia captured Bakhmut in May 2023.

In February 2023, Canada declared that Ukraine retained the “overall strategic initiative.” Ukraine’s subsequent counteroffensive failed to achieve its principal objectives.

In October 2023, National Defence characterized Russia’s operation around Avdiivka as suffering significant losses for minimal progress. Russia captured Avdiivka four months later.

An intelligence estimate is not propaganda merely because it proves wrong. Intelligence necessarily deals in uncertainty.

The propaganda begins when government presents an estimate as fact, never revisits it after failure and continues using its institutional authority to sell the next estimate.

A government genuinely committed to countering disinformation would maintain a public scorecard:

• What was claimed?

• What evidence supported it?

• What degree of confidence was assigned?

• What subsequently happened?

• Was the assessment corrected?

Global Affairs provides no such accounting.

Apparently, accountability is essential when Moscow speaks and optional when Ottawa does.

Sanctions: Costs Are Not Victory

Western sanctions have imposed real costs on Russia.

They have restricted access to finance and advanced technology, frozen reserves, disrupted civil aviation, increased transaction costs and made Russia more dependent upon China and alternative trading systems.

But imposing costs was not the advertised strategic objective.

Sanctions were supposed to cripple Russia’s ability to wage war.

They did not.

Russia adapted its trade routes, expanded domestic and imported substitutes, maintained government financing and increased military production. Inflation and high interest rates reveal genuine economic strain strain, but they do not prove collapse.

Global Affairs repeatedly presents every shortage, malfunction or industrial decline as evidence that sanctions are succeeding while ignoring evidence contradicting the promised outcome.

A 38% decline in automobile production over a selected period may be factual. It does not prove that Russia’s military-industrial base is collapsing.

A 21% central-bank interest rate indicates severe inflationary pressure. It does not prove that the economy is approaching bankruptcy.

“The real inflation rate may be much higher” is speculation—not fact.

Reports of component shortages demonstrate technological constraints. They do not establish that Russia is unable to produce effective weapons.

Most glaringly, Ottawa’s 2022 claim that sanctions had forced Russia to “nearly cease” producing ballistic missiles became indefensible as Russia continued launching them in large numbers.

Global Affairs advertises every shot on goal while refusing to display the score.

Civilian Harm and the Need for Precision

Russia has repeatedly attacked Ukrainian cities, energy systems, hospitals and other civilian infrastructure. Those attacks have killed and injured thousands and imposed extraordinary suffering upon ordinary Ukrainians.

Canada is justified in rejecting Russia’s categorical assertion that its forces do not attack civilian targets.

But even here, precision matters.

There is a legal and factual distinction between:

• deliberately selecting civilians as targets;

• deliberately attacking dual-use infrastructure;

• launching indiscriminate attacks;

• recklessly accepting civilian harm;

• striking a military objective and missing it;

• and causing incidental civilian casualties.

All may be morally appalling. They are not identical propositions under international law.

Global Affairs sometimes moves from evidence that a Russian weapon struck a civilian object to the conclusion that civilians were deliberately selected as the target, without publishing the evidence needed to establish intent.

Demanding proof of intent does not minimize civilian suffering. It preserves the distinction between evidence and accusation—the distinction Ottawa claims to defend.

Ukrainian Children

The evidence concerning Ukrainian children is among the strongest parts of Canada’s case.

International investigators have documented unlawful deportations and forcible transfers, changes in citizenship and identity, placement with Russian families and serious obstacles to return. The International Criminal Court issued arrest warrants for Vladimir Putin and Maria Lvova-Belova based upon alleged responsibility for unlawful deportation and transfer.

The UN Commission of Inquiry has since concluded that Russian authorities committed crimes against humanity through the deportation and forcible transfer of Ukrainian children.

These are serious findings and should not be dismissed as Western invention.

But Ottawa still compresses different cases into one political narrative.

Some children were moved without valid family consent. Others were initially sent to camps or facilities with parental consent but were not returned as agreed. Consent given under occupation may have been coerced or uninformed, but the circumstances must still be examined individually.

It is also misleading to say simply that “Ukraine must decide” what is in every Ukrainian child’s best interests. Parents, lawful guardians and courts ordinarily make individual decisions about children. National sovereignty does not turn children into state property.

The accurate conclusion remains damning enough:

Russia operated an organized system under which many Ukrainian children were unlawfully transferred, retained, assigned Russian identities or placed with Russian families, while return mechanisms remained inadequate and obstructed.

There is no need to inflate strong evidence into absolute rhetoric. Doing so only gives propagandists somewhere to hide.

Chemical Weapons and Attribution

The Organisation for the Prohibition of Chemical Weapons confirmed that grenades and environmental samples recovered near Ukrainian positions contained CS, a riot-control agent whose use as a method of warfare is prohibited.

That is a verified finding.

But the OPCW’s technical investigation was not mandated to determine who deployed or used the devices. Canada’s own statement to the OPCW acknowledged that limitation.

Global Affairs nevertheless presents the finding within a narrative of confirmed Russian chemical-weapons use without clearly separating:

• identification of the chemical;

• recovery of the device;

• allegation of use;

• and attribution of responsibility.

Russia may well have been responsible. Other evidence may support that conclusion. But the OPCW result itself did not establish attribution.

A government supposedly teaching Canadians to detect disinformation should not omit the most important limitation in the underlying report.

The Iran War Reveals the Same Machinery

The 2026 war against Iran provides a useful comparison.

The United States and Israel initiated the immediate military hostilities. The resulting disruption of the Strait of Hormuz sharply reduced petroleum traffic, increased energy and shipping costs, strained interceptor supplies and encouraged regional states to reconsider their dependence upon American security guarantees.

These are measurable consequences.

The US Energy Information Administration estimated that petroleum traffic through Hormuz fell from approximately 21.6 million barrels per day before the war to about 4.9 million during the second quarter of 2026. Millions of barrels of daily production were shut in, while shipping, insurance and rerouting costs increased.

Yet the same Western communications machinery describes military coercion as stability, blockade as freedom of navigation and strategic retreat as controlled de-escalation.

Independent commentators expose much of this, but they must also be tested.

Claims that the United States has exhausted every advanced weapon, Iran has already achieved complete victory, Saudi oil exports have fallen permanently to zero or Western power is about to collapse exceed the publicly available evidence.

Propaganda does not stop being propaganda when it says something we would prefer to believe.

The same standard must apply to Ottawa, Moscow, Washington, Tehran—and retired colonels appearing on YouTube.

What Canadians Are Owed

Canadians are not children requiring an officially approved bedtime story.

We pay for Global Affairs Canada. We pay for National Defence. We pay for intelligence gathering, sanctions, weapons, foreign assistance and the consequences of policies pursued in our name.

Canada and its NATO allies are now financing and enabling military operations that can reach deep inside a nuclear-armed state. Whether those actions are justified or prudent is a question Canadians should be permitted to examine with the complete record before them.

We are therefore entitled to know the difference between:

• a verified fact;

• a credible but unconfirmed allegation;

• an intelligence assessment;

• a legal interpretation;

• a government position;

• a forecast;

• and a political objective.

Every public government claim concerning war should disclose its source, confidence level, evidentiary limitations and subsequent corrections.

Where intelligence cannot be revealed, the government should say so. It should not convert secrecy into certainty and expect citizens to salute the footnote.

Propaganda Undermines the Democracy It Claims to Defend

The democratic injury is not confined to one misleading webpage.

A government that shapes information to manufacture consent prevents citizens from evaluating the policies they finance. It replaces informed consent with managed consent.

That is particularly dangerous during war. Policies presented as moral obligations acquire lives of their own. Temporary assistance becomes an open-ended commitment. Intelligence cooperation becomes operational participation. Escalation becomes deterrence. Every failed strategy becomes the reason more money, more weapons and more risk are required.

The public is never asked to approve the journey because the government never admits how far it has travelled.

Propaganda also destroys institutional trust. When governments label opinions as facts and failed predictions quietly disappear into the archive, citizens begin doubting everything—including genuine evidence of war crimes and human suffering.

That is the ultimate stupidity of propaganda.

It contaminates the truth along with the lie.

Canada claims to support Ukraine in defence of democracy. But democracy cannot be defended by withholding context from Canadians, erasing uncertainty and presenting government advocacy as objective truth.

A free society does not require citizens to believe Moscow.

It does not require them to believe Washington, NATO, Tehran or whichever retired intelligence officer owns a microphone that afternoon.

It requires their own government to trust them with the whole record.

The question is not whether Russia lies.

Russia lies.

The question is why the Government of Canada believes Russian lies give Ottawa permission to mislead Canadians.

This morning I harvested beans.

Quite a lot of beans, actually.

Three containers now sit on the kitchen table overflowing with purple and green beans, accompanied by several cucumbers and one rather lonely tomato apparently included for statistical diversification.

I harvested beans last week too.

But looking only at this morning’s photograph, I could announce something considerably more exciting:

Production is booming.

Output has accelerated.

The garden is outperforming expectations.

The fundamentals remain strong.

We have momentum.

Put an upward-pointing arrow beside the photograph and I have myself a perfectly serviceable government economic release.

There is only one small problem.

You don’t know how many beans I harvested last week.

You don’t know how many plants produced them. You don’t know whether the harvesting intervals were identical. You don’t know whether this is simply the normal August peak. You don’t know cumulative production. You don’t know yield per plant. You don’t know how this harvest compares with last year’s.

And you certainly don’t know whether the plants are entering their most productive period or approaching the end of it.

All you know is that there are a lot of beans sitting on my table.

The beans are real.

The narrative is the invention.

And that brings us rather neatly to Canada’s economy.

The Canadian Job Boom

Statistics Canada reported that employment increased by 75,000 in July, or 0.4%. The unemployment rate declined to 6.4%, while the employment rate increased to 60.9%.

That followed gains of 88,000 jobs in May and 18,000 in June. Canada therefore added about 181,000 jobs over those three months.

Those are good numbers.

There is absolutely no reason to pretend otherwise.

In fact, doing so would commit precisely the sin this column exists to expose: deciding what the statistics should say before examining what they actually say.

But 181,000 jobs sitting in a statistical bowl do not prove an economic renaissance any more than three bowls of beans prove an agricultural one.

They require context.

So let’s QSix the harvest.

Q1 — WHAT ACTUALLY CHANGED?

Employment has rebounded strongly since April.

But the choice of starting date matters.

Statistics Canada reported that May’s 88,000-job increase was the first significant employment gain since November 2025. More importantly, it followed a net employment decline of 112,000 during the first four months of 2026.

April itself recorded another 18,000 decline in employment, while unemployment rose to 6.9%.

Then:

May: +88,000

June: +18,000

July: +75,000

Photograph only those three bowls and the garden looks spectacular.

Extend the camera slightly to the left and we discover that some of what we are observing is recovery from previous weakness.

That doesn’t make the recovery imaginary.

It changes what we can legitimately infer from it.

There is an enormous analytical difference between:

things are getting better

and

things have never been better.

There is an equally important difference between:

employment has rebounded

and

Canada has entered a new high-growth economic trajectory.

The first proposition is supported by the recent data.

The second requires considerably more evidence.

Q2 — COMPARED WITH WHAT?

This may be the most dangerous question in economics.

It ruins speeches.

Canada’s employment rate reached 60.9% in July.

Sounds good.

Now compare it with the recent past.

The employment rate was 60.8% in January 2026.

It was 61.1% in January 2025.

And 61.8% in January 2024.

Suddenly the photograph changes.

The July employment rate represents an improvement from the spring weakness, certainly.

But it is hardly evidence of an unprecedented employment boom.

Indeed, the overall unemployment rate of 6.4% remains above its 2017–2019 average of 6.0%. Core-age unemployment is 5.5%, compared with a pre-pandemic average of 5.1%, while youth unemployment is 12.6%, compared with 10.8%.

Again:

Compared with what?

Suppose I announce that my bean harvest increased 40%.

Impressive.

Then I tell you I planted 70% more bean plants.

Less impressive.

Economic quantities without denominators make wonderful politics.

They make lousy economics.

Q3 — WHAT IS INSIDE THE NUMBER?

Now empty the bowls onto the table.

One of the most persistent errors in public economic discussion is treating every additional job as economically interchangeable with every other additional job.

They are not.

A job is obviously valuable to the person who gets it.

But if we are trying to determine whether the productive capacity of an entire economy is improving, composition matters.

Full-time and part-time work are not identical measures of labour utilization. Market-sector and government-sector employment tell us different things about private economic activity. Employment gains in highly productive, capital-intensive industries are economically different from identical numerical gains in lower-productivity activities.

That does not make one worker more worthy than another.

It means GDP accounting is not a moral ranking system.

The July number tells us employment increased.

QSIX asks the next question:

Where?

Because an economy can add tens of thousands of jobs while simultaneously losing productive capacity elsewhere.

The aggregate doesn’t necessarily reveal the structure underneath it.

My garden could produce 200 additional beans while my cucumber crop collapses.

Announce only TOTAL VEGETABLE PRODUCTION UP and the cucumbers disappear.

Nothing false has been said.

Something important has simply been omitted.

Welcome to bumper-sticker economics.

Q4 — WHAT DOES GDP ACTUALLY TELL US?

The recent monthly GDP numbers provide another attractive bowl.

Real GDP by industry expanded 0.3% in May, with both goods-producing and services-producing industries contributing to the increase.

That is unquestionably positive.

Now widen the frame.

Real GDP was unchanged in the first quarter of 2026, following a 0.2% decline in the fourth quarter of 2025. Final domestic demand edged down 0.1%.

Business capital investment fell 0.7% in the first quarter.

That was its fifth consecutive quarterly decline.

Residential investment fell 2.0%.

Now our booming economy has become rather more complicated.

May’s GDP increase is still real.

It simply no longer carries the evidentiary burden originally assigned to it.

This distinction matters enormously.

A monthly acceleration after a period of stagnation may indicate that an economy is turning a corner.

It does not prove that the road beyond the corner is straight, paved and heading uphill.

Sometimes there is another corner.

Economists invented time series because photographs were insufficient.

Q5 — ARE WE PRODUCING MORE, OR SIMPLY USING MORE INPUTS?

Now we arrive at the statistic that economic cheerleading generally keeps somewhere behind the curtains.

Productivity.

Canadian business labour productivity fell 0.5% in the first quarter of 2026, following a 0.3% decline in the previous quarter.

That matters far more to Canada’s long-term prosperity than whether one particular month produced 75,000 additional jobs.

Because employment measures how many people are working.

Productivity asks what we are producing with the labour we use.

And Statistics Canada’s own comparison with the United States is brutal.

From the first quarter of 2015 through the third quarter of 2025, Canadian labour productivity grew at an annualized rate of only 0.80%.

The United States managed 1.96%.

Canadian real GDP per capita grew 0.82% annually over that period.

The United States: 2.07%.

Statistics Canada concludes that Canada’s productivity performance has failed to keep pace with the United States and identifies the relative decline in productivity growth as the principal reason Canada has been falling behind across broader measures of economic performance.

Those aren’t numbers produced by some disgruntled economist blogging from his garden.

They come from Statistics Canada.

The bean equivalent is straightforward.

Suppose I harvest 50% more beans this year.

Excellent.

Now suppose I needed twice as many plants, twice as much fertilizer and twice as many hours of labour to produce them.

Have I become more productive?

No.

I have become bigger.

There is a difference.

And Canada has spent far too much time congratulating itself for the former while neglecting the latter.

Q6 — ARE CANADIANS ACTUALLY GETTING BETTER OFF?

Eventually every economic discussion has to arrive here.

Not:

Did GDP increase?

Not:

Did employment increase?

Not:

Did some financial-market index increase?

But:

Is the productive capacity and material living standard of the average Canadian improving?

Statistics Canada’s Canada–U.S. comparison gives us a disturbing longer-term answer.

Between 1997 and 2015, Canadian and American real GDP per capita grew at almost precisely the same annualized rate: 1.53% in Canada and 1.52% in the United States.

After 2015 the trajectories separated.

From 2015 through the third quarter of 2025, Canadian real GDP per capita grew only 0.82% annually, while the United States grew 2.07%. By Q3 2025, Canada’s real GDP per capita relative to the United States was about 14% below its early-1997 relative level.

That is the structural problem against which July’s employment report must be judged.

Meanwhile, prices have not politely returned to where they were before the inflation surge.

Canada’s CPI was still 2.8% higher year-over-year in June, while grocery prices were up 3.9%. Grocery inflation had exceeded headline CPI inflation for 17 consecutive months.

And here we encounter another favourite statistical parlour trick.

When inflation falls, prices do not generally fall.

They rise more slowly.

If something costs $2, rises to $4 and then its inflation rate falls to zero, it still costs $4.

Nobody sends the missing two dollars back.

Declining inflation is good.

Pretending that declining inflation reverses the previous increase in the price level is nonsense.

Once again:

the statistic can be true while the story attached to it is wrong.

SO IS CANADA’S ECONOMY IMPROVING?

Yes.

That shouldn’t be difficult to say.

Recent employment numbers have been strong. The unemployment rate has declined. The employment rate has improved from its spring weakness. Monthly GDP strengthened in April and May.

Those are favourable developments.

If they persist, they will become evidence of something more important.

But they have not yet erased the structural evidence sitting beside them:

Canada entered the recent employment rebound after losing jobs during the first four months of the year.

The employment rate remains below its January 2025 level.

Business capital investment has declined for five consecutive quarters.

Business labour productivity fell again in Q1.

And Canada’s post-2015 productivity and GDP-per-capita performance has badly lagged the United States.

None of those facts disproves July’s 75,000 jobs.

They answer a different question.

And that is precisely the point.

THE GREAT CANADIAN BEAN BOOM

Which brings me back to my kitchen table.

There really are a lot of beans there.

They aren’t imaginary beans.

Nobody manipulated the bean statistics.

Statistics Canada did not secretly adjust my purple beans into green ones.

There is no clandestine network of Marxist horticulturalists operating out of Agriculture Canada.

I had a good harvest.

What I cannot legitimately tell you from today’s photograph is that bean production is accelerating.

I cannot tell you productivity is rising.

I cannot tell you this year’s total harvest will exceed last year’s.

I cannot tell you next week’s harvest will be larger.

And I certainly cannot announce a permanent transformation of the Moir agricultural economy.

To establish those propositions, we would need more information.

We would need a baseline.

A denominator.

A time series.

Inputs.

Outputs.

Seasonality.

Historical comparisons.

And evidence that whatever improvement we are observing can continue.

In other words:

we would have to do economics.

That is the difference between reporting economic statistics and using economic statistics to tell a political story.

The first asks:

What does the number say?

The second too often asks:

What can I make the number say?

Those are not the same exercise.

The July employment report is good news.

Three months of improving labour-market data are better than three months of deterioration.

But neither a politician nor a newspaper headline gets to turn recovery into renaissance merely by changing the adjective.

Three bowls of beans do not prove an agricultural boom.

Three months of stronger employment do not prove an economic miracle.

For now they establish something considerably more modest:

Things may be getting better.

Keep measuring.

And whenever somebody tries to tell you considerably more than the data can support, there is one question worth asking before all the others:

Compared with what?
