Hello readers, this is Emily, Cabin Radio’s senior reporter with another weekly news update for the Northwest Territories.

Over the weekend, a shooting in Fort Smith that left three people injured led RCMP to issue a shelter-in-place order for the town for part of Saturday.

RCMP have since arrested and charged two men from Alberta, one in connection to a bear spray attack that preceded the shooting.

The three people who were injured were medevaced outside the NWT for treatment. Police say all three are stable and expected to recover but one has suffered life-altering injuries.

While the incident disrupted the town’s Fireweed Festival, it was able to continue later on Saturday, with organizers saying: “This town is magic, and the South Slave region is magic, and we just want everybody to be able to see what we see in it.”

Also over the weekend, the Wıìlıìdeh Site hosted the Yellowknives Dene First Nation’s Fall Xat’ǫ̀ Gathering. Many hand games players wore vests that were not only a fashion statement but carry stories of family, culture and identity.

At Yellowknife’s City Hall, councillors passed an updated taxi bylaw introducing changes such as requiring taxis to have security cameras and mandating that an accessible taxi be available 24 hours a day.

And you can now sign up to take part in Cabin Radio’s third annual Adult Spelling Bee. One person who says they plan to return to compete is the two-time reigning champion Jacki McKinnon. She says it’s a combination of luck and knowledge that makes a spelling bee winner.

The Yellowknives Dene First Nation and Tłı̨chǫ Government say they have reached consensus on a 30-km wide corridor for the proposed Arctic Economic and Security Corridor. A more precise route is expected to be determined following public consultation among other work.

The leaders of Gamètì and Wekweètì say they see new opportunities with a potential new road in the region.

As for the proposed Mackenzie Valley Highway, the NWT government formally requested that the full Wrigley to Inuvik route be included in an environmental assessment. Currently, only the Wrigley to Norman Wells portion of the project is under assessment.

In other news, the Wek’èezhìı Land and Water Board is accusing PricewaterhouseCoopers – the receiver in charge of the Ekati diamond mine – of “direct non-compliance” for dumping emulsion into a contamination facility against the board’s direction. The board said it is considering suspending the mine’s water licence as a result.

And equipment working construction on the Ingraham Trail keeps falling into Pontoon Lake – first a dump truck, then an excavator. The territorial government has said the incidents resulted from a portion of an embankment under construction slumping. Plans are being reviewed to potentially extend the embankment on the other side of the road.

In municipal politics, we’re a couple of months away from Yellowknife’s election and sitting councillor Garett Cochrane has announced plans to throw his hat in the ring for the mayoral seat.

So far, Cochrane is the only person to have confirmed his intentions to run in the upcoming election. Current councillor Stacie Arden Smith has said she will not run for re-election while current Mayor Ben Hendriksen has previously said he does not plan to enter the mayoral race.

A new report from World Weather Attribution has found climate change is making wildfires in the NWT twice as likely to occur.

The NWT government announced that it has decided not to create and implement an Indigenous procurement policy, saying engagement had failed to produce consensus on the key elements of a potential policy. The Dene Nation has criticized the decision as a “significant setback for Indigenous economic reconciliation and the advancement of Dene-owned businesses in the territory.”

At the federal level, following disruption to mental health counselling supported through the Indian Residential Schools Resolution Health Support Plan and a controversial decision to end travel coverage related to counselling for residents in isolated communities, the Canadian government has said it will reinstate that funding.

In other news, Hay River South MLA Vince McKay has started a petition to create an independent education district in the town, several Inuvik residents are not happy about an impending hike in natural gas prices, and residents in Wrigley have been able to return home now that an evacuation order for the community has been lifted.

At Wednesday’s meeting, council examined a plan to create a new major projects department at City Hall, approved the contentious Burwash Hill rezoning – which changes some of a park into housing – and expressed “lukewarm” enthusiasm for hosting the 2035 Canada Games but agreed to keep discussing it.

In related news, a city development appeal board has overturned planners’ decision to refuse a new housing block in the Niven neighbourhood.

This, though is my pick – the sheer beauty that is Float on the Rocks, a night of music by canoe on Yellowknife Bay.

A Dehcho truck ride

If you spotted a poorly parked truck in the Dehcho in the last week or so, chances are that was me.

Two weeks ago I embarked on a nearly 2,000 km road trip to report on the latest from five communities in the region. The trip culminated in a visit to Fort Simpson just as residents were allowed back into the community following a nearly three-week long evacuation due to wildfire that threatened the village.

There, Dehcho Grand Chief Herb Norwegian gave me a tour of some of the areas most affected by the wildfire. I also got to visit the front line of the ongoing firefighting efforts and speak with some of the firefighters that have helped protect the community.

More stories from the Dehcho will be published in the days to come – stay tuned! In the meantime, here’s a quick tour of the mobile office that made this reporting possible.

Hello readers, this is Emily, senior reporter at Cabin Radio, with your weekly news update for the Northwest Territories.

The big headline this week is that Ekati is set to close. No one made an offer to buy the diamond mine during a court-ordered sales process after owner Arctic Canadian Diamond Company, a subsidiary of Australian firm Burgundy Diamond Mines, entered creditor protection.

Burgundy, the NWT government and Union of Northern Workers have each expressed disappointment at the outcome for what was the first diamond mine to open in the territory, in 1998.

Questions remain about what Ekati’s closure will mean for the mine’s environmental liabilities and creditors – including the federal government, which loaned Burgundy more than $175 million. Territorial officials have said they are confident enough money has been set aside for cleanup but others have expressed some skepticism.

Ekati’s shutdown, which follows the closure of Diavik earlier this year, signals the end of the NWT’s diamond era. Capital city Yellowknife had proudly held the title of the “diamond capital of North America” for nearly three decades. NNSL recently reported Mountain Province Diamonds, which co-owns the remaining Gahcho Kué diamond mine, plans to delist shares from the Toronto Stock Exchange as it seeks to restructure.

In brighter news, the Peel River ferry has reopened after high water and a snapped cable forced it out of commission for a week.

And Folk on the Rocks, Yellowknife’s main annual summer music festival, takes place on the shore of Long Lake this weekend. A wide range of artists on the lineup includes headliners Cadence Weapon, The OBGMs, Mae Martin and Aysanabee.

Dancers take Whatì talent show by storm

This week the Auditor General of Canada released another damning report of NWT child and family services finding serious shortcomings. It said many issues identified in audits in 2014 and 2018 have not been resolved.

The NWT Legislative Assembly is now in session until June 4. So far MLAs have discussed promised federal investment, the financial impacts of Ekati entering creditor protection, and lead in school water, among other issues.

Moving on to the news this week, Arctic Canadian Diamond Company – a subsidiary of Burgundy Diamond Mines – which owns the Ekati Diamond Mine, has entered creditor protection. Documents indicate the company owes around $380 million to more than 200 creditors. That includes the federal government, which has given Burgundy $175 million in loans, and now says it is “committed to protecting taxpayers’ money.”

Also in the news this week, the community of Behchokǫ̀ is recovering and five people have been charged following a nine-hour-long lockdown.

NWT Premier RJ Simpson announced on Monday the territory will stop changing its clocks after Alberta Premier Danielle Smith said the province will move to permanent daylight saving time ahead of the fall.

The Yukon ended seasonal time changes in 2020, while Nunavut still changes its clocks twice a year.

Meanwhile, federal officials have been holding meetings in Inuvik and Yellowknife to detail how they plan to expand military capacity in those communities in the coming years, particularly at the airports.

In Norman Wells, mayor and council discussed how life in the town could change with the impending closure of Imperial Oil’s operations in the NWT.

In Ottawa, Mikisew Crew First Nation Chief Billy-Joe Tuccaro announced the results of a health study commissioned by the First Nation that he said shows cancer rates in Fort Chipewyan were approximately 25 percent higher than the rest of Alberta between 1993 and 2022.

The First Nation is calling for improved healthcare services and for the federal government to prevent the release of treated oil sands tailings into the Athabasca River. Indigenous leaders have also expressed concerns about the potential downstream impacts of the oil sands on the NWT.

The sun has returned and spring weather is creeping around the corner here in the North.

In the news this week, Premier RJ Simpson offered an apology in a written statement for the impact of a raid on a Łútsël K’é Dene cultural camp by wildlife officers in September 2022.

The premier said officers were responding to “credible evidence of illegal harvesting in a protected area” but recognized it was a “deeply difficult and upsetting experience for many people in the community.” Simpson said an internal workplace investigation is ongoing.

Łútsël K’é Dene First Nation Chief James Marlowe was less than impressed with the premier’s statement and said the apology should be delivered in the community.

He further raised concerns that the territorial government is not adequately addressing the First Nation’s priorities, including housing and healthcare, nor consulting the First Nation about proposed major infrastructure projects.

In other news, the federal government committed $20.1 million for a new water treatment plant in Hay River, which was celebrated by local officials.

(The Capitol Theatre has ended commercial operations, but non-profit Western Arctic Moving Pictures is planning to hold a free screening at the theatre on April 15 for National Canadian Film Day.)

Questions remain about what will now happen to the space with some residents considering a co-operative model that helped to save a movie theatre in Whitehorse.

For now, the Riverview Cineplex in Hay River is the only theatre operating in the NWT.

After nearly 23 years and more than 150 million carats of rough diamonds mined, Tuesday was the final day of production at the Diavik diamond mine.

The mine is now entering a closure phase, which will involve the demolition of structures on site and flooding of the mine. Mining officials said they aim to return the site as close as possible to original conditions.

A monitoring period will follow closure, which could stretch into the 2040s until the site is relinquished.

In other news, Caroline Wawzonek– the NWT’s minister responsible for strategic infrastructure, energy and supply chains – says she’s more confident than ever about three mega infrastructure projects getting built in the territory after meeting with the federal Major Projects Office.

Last week we were unable to issue a newsletter as there was just so much going on, from Prime Minister Mark Carney visiting Yellowknife to the Arctic Winter Games wrapping up in Whitehorse.

While in the NWT capital, Carney unveiled a $35-billion plan to invest in defence and infrastructure in the North, which includes a recommitment of $32 billion the federal government pledged to modernize Norad in 2022. The Prime Minister also referred the proposed Mackenzie Valley Highway, Taltson hydro expansion and Arctic Economic and Security Corridor (formerly called the Slave Geological Province Corridor) to the Major Projects Office.

NWT’s premier and several Indigenous leaders celebrated support for the Mackenzie Valley Highway while Conservative critics expressed skepticism about the Liberal government’s announcement. The Taltson expansion project has also drawn mixed views.

The Snowkings’ Winter Festival is in full swing on Yellowknife Bay.

Outside the Snowcastle are nine impressive sculptures that artists carved, shaped and smoothed from giant blocks of snow for the 2026 International Snow Carving Symposium.

People can vote on their favourite sculpture. The winners of the artists’ choice and people’s choice awards will be announced at the end of Snowcastle season.
