Last month, gunfire broke out at Seattle’s Bite of Seattle festival, killing three people and wounding several others.

Once again, Americans were arguing about the same difficult question: how do we protect people from gun violence without denying law-abiding people the ability to protect themselves and others?

But behind that political debate is a quieter question that gets surprisingly little attention:

What does the Catholic Church actually teach about self-defense?

What Does the Church Actually Teach?

“It is the right of those who are attacked to defend themselves,” Pope Francis has said.

The Catechism of the Catholic Church goes further: “Legitimate defense can be not only a right but a grave duty.” (CCC, 2265)

That is especially true when someone is responsible for protecting another person.

But Self-Defense Has Limits

Catholic teaching does not give a blank check to violence.

The Church distinguishes between intending to preserve life and intending to kill. The Catechism explains that self-defense can have two effects: “the preservation of one’s own life; and the killing of the aggressor…the one is intended, the other is not.” (CCC, 2263)

And proportionality matters. “If a man in self-defense uses more than necessary violence, it will be unlawful.” (CCC, 2264)

So the Church holds two truths together: innocent life may be defended, sometimes even as a duty—and force can never become vengeance.

Pope Leo XIV has added a contemporary urgency to the other side of the question. After the 2025 shooting at Annunciation Catholic School in Minneapolis, he prayed that God would stop the “pandemic of arms, large and small, which infects our world.” (Angelus, August 31)

So What About Gun Control?

That is where Catholic Social Teaching becomes more complicated.

How should the right of legitimate self-defense be reconciled with the sanctity of life, proportionality, subsidiarity and the common good?

And where should the state draw the line between protecting the public and unnecessarily restricting legitimate self-defense?

Last week, Massachusetts changed its abortion law.

Under Chapter 188 of the Acts of 2026, signed August 10, the state removed the previous list of circumstances governing abortions after 24 weeks and replaced it with a standard based on the professional judgment of the physician.

Supporters say the change protects women facing complex and sometimes devastating pregnancies. Opponents see the removal of explicit limits as a profound failure to protect unborn human life.

That debate matters.

But behind the laws, political arguments and competing claims about abortion are actual women. And some of them, after an abortion, eventually ask questions that no legislature can answer:

Will God forgive me? Will I go to hell? Can I ever forgive myself?

The Church has an answer.

The Church Does Not Minimize Abortion

Catholic teaching on abortion is unequivocal. The Catechism of the Catholic Church teaches that formal cooperation in an abortion is a grave offense against human life.

The Church says this because the unborn child possesses human dignity. That dignity does not depend upon whether a child is wanted, healthy, economically convenient, legally protected—or capable of surviving independently.

But there is another part of Catholic teaching that can get lost amid the political battle over abortion. The woman who has had an abortion possesses exactly the same God-given human dignity.

And grave sin does not place a person beyond the reach of God’s mercy. The Catechism, even while discussing the canonical consequences associated with abortion, makes an important clarification: the Church does not intend “to restrict the scope of mercy.” (CCC, 2272)

Abortion is gravely wrong.

But God’s mercy is greater than our sins.

“Do Not Lose Hope”

Few Church statements express this combination of truth and mercy more powerfully than Pope St. John Paul II’s words directly to women who have had abortions. In Evangelium Vitae, 99, he acknowledges that many factors may have influenced the decision and that, for many women, it was “painful and even shattering.”

He does not pretend that what happened was morally insignificant. He says plainly that it “was and remains terribly wrong.” (Evangelium Vitae, 99)

And then he says something equally important: “Do not give in to discouragement and do not lose hope.” (Evangelium Vitae, 99)

Pope St. John Paul II urges women to face honestly what happened and, if they have not already done so, to turn with humility and trust toward repentance. “The Father of mercies,” he writes, “is ready to give you his forgiveness and his peace in the Sacrament of Reconciliation.” (Evangelium Vitae, 99)

And what about the child?

The Pope continues: “To the same Father and his mercy you can with sure hope entrust your child.” (Evangelium Vitae, 99)

This is Catholic teaching on abortion too.

Mercy Does Not Mean Pretending Nothing Happened

Forgiveness is not the same as saying an abortion did not matter.

In fact, the Church can speak convincingly about mercy precisely because it takes both the child and the mother seriously.

Pope St. John Paul II recognized that decisions against life sometimes occur amid “profound suffering, loneliness, a total lack of economic prospects, depression and anxiety about the future.” (Evangelium Vitae, 18) Such circumstances, he taught, can significantly affect a person’s subjective responsibility even though the act itself remains wrong.

That distinction matters.

The woman facing an unexpected pregnancy may be frightened, abandoned by the child’s father, under enormous financial pressure or convinced that there is no realistic alternative.

A society that simply tells her to “choose life” and then leaves her alone has not fulfilled its obligations under Catholic Social Teaching.

The Church’s defense of unborn life therefore cannot stop at opposition to abortion. It must include the mother.

Families, parishes, charitable organizations, employers, fathers and communities all have responsibilities. A genuine culture of life requires us to make it more possible—not merely more morally obligatory—for a frightened woman to say yes to her child.

And when an abortion has already occurred, the responsibility of the Christian community does not end. Pope Benedict XVI specifically called for psychological and spiritual assistance for women suffering after abortion and said that the solidarity of the Christian community requires this kind of support.

Mercy is not an abstraction. Someone has to show it.

Abortion Is Not the End of Your Story

Pope St. John Paul II went even further. He told women who had undergone abortions that, after reconciliation and healing, their own painful experience could enable them to become “among the most eloquent defenders of everyone’s right to life.” (Evangelium Vitae, 99)

That is a remarkable statement.

The Church does not say: You did this; therefore you are forever disqualified from speaking about life. It says that even this wound can, through grace, become part of a life given to others.

Perhaps no American Catholic illustrates that possibility more dramatically than Dorothy Day. Long before founding the Catholic Worker movement, Day underwent an abortion.

Her life did not end there.

She converted to Catholicism, devoted herself to the poor, became one of the most influential American Catholic witnesses of the twentieth century—and today she is a Servant of God, and her cause for canonization is underway.

Dorothy Day’s abortion was not good. What God did afterward was.

Her story is a reminder of something our culture often has difficulty understanding: a terrible decision does not have to become a person’s permanent identity.

The Question Politics Cannot Answer

The new Massachusetts law will generate arguments about rights, medical judgment, fetal viability, the authority of government and the protection owed to unborn children.

Those arguments are important.

Catholic Social Teaching brings an unmistakable conviction to them: every human life possesses dignity, including life in the womb.

But Catholic teaching refuses to stop there: the frightened pregnant woman has dignity; the woman who has undergone an abortion has dignity; the child she lost has dignity; and the sinner who believes she has placed herself beyond God’s forgiveness has dignity.

That is why the Church can say two things at the same time without contradiction:

Abortion is gravely wrong.

And: Yes. God can forgive you.

In Evangelium Vitae, Pope St. John Paul II did not offer women who had undergone abortions condemnation masquerading as Catholic orthodoxy, nor reassurance purchased by pretending abortion did not matter.

He offered something more demanding and more hopeful: truth, repentance, forgiveness, healing—and the possibility of beginning again.

That may be the part of the abortion debate our politics is least equipped to provide.

If This Helped Clarify the Church’s Teaching

What is the poorest country in the world? Before you can answer that, you have to answer a harder question first: who gets to decide what “poor” even means?

Most rankings quietly answer with a single number — GDP, income, output. A country counts as poor if it doesn’t produce or earn enough. But can a nation be wealthy on paper and still fail its people in ways a balance sheet can’t see?

Catholic social teaching says yes. Pope St. John Paul II put it simply: “It is not possible to understand man on the basis of economics alone.” True poverty isn’t only about what people lack in their wallets—it’s about whether they have what they need to flourish as whole human beings.

That’s the premise behind the Fordham Francis Index, developed in response to Pope Francis’s call for a broader measure of human well-being. Instead of one metric, it tracks seven — from clean water and food to education, gender equity, and religious freedom.

Change how you define poverty, and the “poorest country” question stops having one answer. The Central African Republic ranks poorest materially. Chad ranks poorest overall. But the country ranked poorest on spiritual freedom is a very different kind of country—and it reveals something important about what economic rankings miss.

Pope Leo XIV takes this further, arguing our metrics need to move beyond GDP entirely to capture things like the dignity of work and shared prosperity.

So which country is really the richest? No economic ranking — however sophisticated — can fully answer that.

If This Helped Clarify the Church’s Teaching

One side assumes the Church supports open borders and opposes nearly all enforcement; the other treats legal status as though it settles every moral question.

Neither view captures the whole teaching.

The Catholic Church does not teach open borders. Catholic Social Teaching affirms the rights and duties of migrants alongside the rights and responsibilities of nations—civil authority, national sovereignty, the rule of law—while insisting that every law and method of enforcement remain subject to human dignity and the common good.

That does not fit neatly into either political camp.

Here are two of the most persistent immigration myths—and the facts about what the Catholic Church teaches.

Myth: “The Catholic Church Teaches Open Borders”

It does not:

The Catechism of the Catholic Church, 2241 states that political authorities, “for the sake of the common good for which they are responsible,” may impose legal conditions upon immigration.

Pope Benedict XVI was even more explicit: “States have the right to regulate migration flows and to defend their own frontiers.”

But he did not stop there. He immediately added that border regulation must guarantee “the respect due to the dignity of each and every human person.” (Message for the 97th World Day of Migrants and Refugees, 2011)

Both parts matter.

A nation may control entry, screen newcomers, combat trafficking, defend its territory, and protect public safety. But it may not treat the people affected as though they were merely numbers, economic burdens, security problems, or political symbols.

The Catholic position is therefore neither open borders nor enforcement at any cost: nations may control entry, but they must do so justly.

Myth: “All Immigration Enforcement Is Un-Christian”

Not by definition — but not without limits either.

Nations may enforce just laws, prevent unlawful entry, protect public safety, combat smuggling and trafficking, and remove persons after a fair determination that they have no lawful or humanitarian basis to remain. The rule of law is a genuine moral good. It protects the vulnerable and restrains arbitrary power.

But enforcing a law does not automatically make every method of enforcement just.

Enforcement must be proportionate: it must respect due process, distinguish violent offenders from peaceful residents, avoid unnecessary harm to families, and preserve meaningful procedures for those who may face grave danger if returned.

Pope Francis affirmed that concern for migrants does not prevent governments from developing policies regulating “orderly and legal migration” — but warned that such policies cannot be built through “the privilege of some and the sacrifice of others.” (Letter to the Bishops of the United States, February 10, 2025)

The Church does not oppose enforcement. It insists that enforcement be just.

Where It Gets Harder

Those two myths have relatively clear answers. But Catholic teaching gets more demanding — and more surprising — the deeper you go.

Do immigrants have real duties toward the countries that receive them — or only rights? Does the Church care more about migrants than about citizens? Does solidarity require admitting more people — or something else entirely?

Those questions have answers that may surprise you.

But the teaching gets harder still:

Is removing someone shortly after a fair hearing morally equivalent to deporting a person brought here as a child, raised entirely in the receiving country, and sent to a place never meaningfully known as home? Does violating immigration law automatically constitute a mortal sin — or does culpability depend on freedom, necessity, and circumstance? Must Catholics support amnesty or a pathway to citizenship?

No slogan settles these. “Obey the law” does not by itself answer whether a law is just. “Welcome the stranger” does not by itself answer how a nation should protect public order.

Catholic Social Teaching holds both truths together — and its demands are sharpest precisely where they meet.

Borders, Yes. Cruelty, Never.

Pope Leo XIV expressed the tension plainly in November 2025:

“No one has said that the United States should have open borders. I think every country has a right to determine who and how and when people enter.”

But he added that when people who have been “living good lives” for years are treated “in a way that is extremely disrespectful,” something has gone wrong. (Remarks to journalists, Castel Gandolfo, November 18, 2025)

That is the heart of the teaching.

Borders, yes. Enforcement, when necessary. Cruelty, never.

If This Helped Clarify the Church’s Teaching

In late July 2026, roughly 60,000 people—many of them young men—crossed from Morocco into the Spanish enclave of Ceuta in the span of a few days. The influx overwhelmed border controls and reception capacity in a city of just under 84,000 residents. At least several dozen people died in the attempt, many drowning as they tried to swim around the border breakwaters. (Euronews)

Ceuta’s Crisis—and Europe’s

Before any policy question, there is a human tragedy: dozens of people lost their lives attempting the crossing. Whatever else this moment asks of us, it asks that their deaths not be reduced to a statistic or political talking point.

Italy then temporarily imposed checks on air and sea arrivals from Spain, citing security concerns and the risk that a breakdown at one European border could create pressure elsewhere in the Schengen area. Spain sharply criticized the measure, noting that Ceuta itself lies outside Schengen and that most of those who entered had already returned to Morocco. (Euronews)

What began as a crisis in one small enclave quickly became a dispute about national responsibility, European solidarity, and the integrity of shared borders.

Ceuta therefore presents the central Catholic social teaching question: can a nation secure its borders without sacrificing human dignity?

It must.

Catholic Social Teaching affirms that nations have both the right and the responsibility to control their borders, protect public order, and enforce immigration law.

But it also insists that this authority is not unlimited. Enforcement cannot be judged only by whether it is lawful or effective—it must also be judged by the purposes it serves, the means it employs, and the human consequences it produces.

The answer is not simply “balance.” It is just order: law directed toward the common good and exercised within the limits imposed by human dignity.

Yes, Nations May Secure Their Borders

The Catechism of the Catholic Church states that political authorities, “for the sake of the common good for which they are responsible, may make the exercise of the right to immigrate subject to various juridical conditions.” (CCC, 2241)

Government has a duty to preserve public order, protect its people, and regulate how newcomers enter and participate in the national community.

Pope Benedict XVI made the point unmistakably: “[E]very state has the right to regulate migration and to enact policies dictated by the general requirements of the common good.” But he immediately added that this authority must always be exercised while “safeguarding respect for the dignity of each human person.” (Message for the 99th World Day of Migrants and Refugees)

Both parts matter. A nation may screen entrants, confront trafficking, and require immigration to occur through an orderly legal system. Immigrants also have responsibilities: the Catechism teaches they must respect “with gratitude the material and spiritual heritage of the country that receives them,” obey its laws, and assist in carrying civic burdens. (CCC, 2241)

Immigration is not a one-sided claim upon the receiving nation. Borders matter because political communities matter—but political communities exist for persons, not persons for political systems.

But Authority Has Moral Limits

Catholic Social Teaching does not prescribe the number of border agents a nation should employ or the height of a physical barrier. Those are matters of prudential judgment. But the Church does identify the ends enforcement must serve and the limits it may not cross.

Screening entrants, preventing trafficking, and directing migration through legal ports of entry can all serve the common good.

But effectiveness cannot be the only test—a measure must also be proportionate. Treating a peaceful longtime resident, an asylum seeker, a trafficked child, and a violent offender as indistinguishable would not be justice; it would be a refusal to make the distinctions justice requires.

Due process matters. Family unity matters. And enforcement may not disregard the danger to which someone would be returned; a nation must preserve meaningful procedures capable of distinguishing economic migration from genuine flight from persecution or threats to life.

Pope Leo XIV made this concrete when he said that human dignity demands: “Legal and safe pathways, rescue and assistance, real cooperation against traffickers, effective protection for victims, serious processes of reception and integration, and policies that allow every person to live with dignity in their own land.” (Address to Organizations Working with Migrants)

This reminds governments that enforcement must confront those who profit from human vulnerability—not only those whom they exploit.

A Shared Border Requires Shared Responsibility.

Italy’s response also shows why border control cannot be treated as the concern of one country alone. Within Europe’s Schengen system, a serious breakdown at an external border may affect nations far from the original crossing. Temporary internal controls may answer an immediate security concern, but they are not a substitute for coordinated responsibility: securing external borders, processing claims promptly, returning those without a right to remain, and protecting those with genuine claims.

Subsidiarity requires action at the level closest to the problem whenever possible. Solidarity requires other nations to assist when the scale of the crisis exceeds what one city or country can reasonably manage.

Justice Must See the Difference

The Church does not teach that deportation is inherently immoral. A nation may remove persons who have no lawful right to remain, particularly when they pose a threat to public safety.

But “deportation” covers very different human realities.

Removing a person shortly after a fair determination that no legal or humanitarian claim exists is not morally identical to removing someone who has lived for years in a receiving country, built a family there, and has few remaining ties to the place they left. Time and community do not erase a legal violation—but they are relevant facts that justice must weigh.

St. John Paul II described the challenge well: nations must combine “the welcome due to every human being, especially when in need,” with a realistic assessment of what is required for “both the local inhabitants and the new arrivals to live a dignified and peaceful life.” (Message for the 2001 World Day of Peace, 13)

That excludes the claim that compassion requires government to disregard borders and security—but it equally excludes an enforcement mentality that refuses to consider family bonds, length of residence, or danger upon return.

Secure Borders—Ordered Justly

Catholic teaching is sometimes described as a search for “balance.” But balance can sound like splitting the difference between two political camps.

Catholic Social Teaching asks more coherent questions: Do borders serve the common good? Are the laws just? Is every person affected—citizen, lawful immigrant, or undocumented resident—still recognized as a person?

People of good will may reach different prudential judgments about barriers, detention, refugee levels, enforcement priorities, or pathways to legal status. Those disagreements should be informed by facts and disciplined by moral principles—not settled by partisan accusations of cruelty or lawlessness.

What no just policy may do is remove human dignity from the calculation.

Can Spain—and can Europe—secure their borders while respecting human dignity?

They must.

The authority to control entry and enforce immigration law is real. But it can never become indifference toward the people against whom the law is enforced.

The goal is a secure border governed justly—one that protects the national community without forgetting that those who stand outside it, and those who have entered unlawfully, remain human persons whose dignity no border, statute, or government can take away.

Secure borders and human dignity are not competing goals. Properly understood, both are requirements of a just political order.

If This Was Valuable

On July 29, 2026, Dr. Anthony Fauci appeared before the Senate Homeland Security and Governmental Affairs Committee, chaired by Senator Rand Paul, and invoked his Fifth Amendment right more than a hundred times. The committee had called the hearing to examine the origins of COVID-19, federal support for potentially dangerous research, the preservation of government records, and whether Dr. Fauci’s earlier testimony to Congress had been accurate.

Those are legitimate questions for a committee of Congress to pursue. Public officials entrusted with extraordinary emergency powers owe the public an accounting of how they used them.

But the hearings cannot, by themselves, tell us whether the government protected the full range of human goods placed at risk by the pandemic — and by the response to it.

Was the overriding objective simply to reduce infection and death? Or did public officials also have a responsibility to safeguard worship, family life, education, work, community, freedom, and the social trust upon which effective government depends?

Long before any subpoena was issued, we brought that question to Catholic Social Teaching. In 2020, CAPP-USA published Catholic Social Teaching and COVID - CST Guidelines for Handling the Crisis. A year later, we Evaluated the Response to COVID-19 according to Catholic Social Teaching.

We had no epidemiological expertise to add. CST cannot tell us how far apart people should stand or when a school should reopen.

But it can tell us that policy must account for the whole human person, that burdens must be fairly distributed, that decisions should stay with families and local communities whenever they’re capable of making them, and that emergency action must not destroy the trust government needs to function.

These were not secondary concerns — they went to the heart of what public authority was responsible for protecting.

Public Health Was Never the Only Good at Stake

A central failure of the pandemic era was not that government acted. Faced with a novel, dangerous disease, officials had both the authority and the duty to act.

The failure was that public debate lacked an adequate account of what government was acting to protect.

Too often, reducing viral transmission became the controlling good against which nearly everything else was secondary. At the opposite extreme, some treated personal freedom as though it erased any responsibility toward vulnerable neighbors.

Catholic Social Teaching rejects both reductions. The Catechism defines the common good as: “[T]he sum total of social conditions which allow people, either as groups or as individuals, to reach their fulfillment more fully and more easily.” — Catechism of the Catholic Church, 1906

The common good requires respect for the person and fundamental rights, the social well-being of the community, and the peace and stability of a just order. In 2021, CAPP-USA assessed the pandemic response against these three elements. Protecting public health was indispensable. It was never the only moral responsibility on the table.

That doesn’t mean every restriction was unjust. Quarantines and closures can be legitimate when necessary to protect life—freedom isn’t absolute. But necessity must be demonstrated, not asserted.

Officials had to weigh the available evidence that a measure would work, the other goods it might impair, who would bear its heaviest costs, and whether less burdensome alternatives were available. They also had to revisit those judgments as evidence and circumstances changed.

A restriction justified amid uncertainty may become disproportionate when it is continued on autopilot, applied indiscriminately, or insulated from reconsideration.

Respect for the Person Means More Than Keeping Bodies Alive

Officials were right to place enormous weight on saving lives — they were morally required to.

The error came when that one measurable good was allowed to eclipse goods absent from any dashboard: worship, family presence at a deathbed, a child’s education, meaningful work, social trust.

A human being, in Catholic teaching, is not merely a biological organism. Every person possesses inviolable dignity because each is made in the image and likeness of God. Human beings are embodied and spiritual, individual and social, created for communion with God and one another.

That has consequences.

When communal worship was treated as less essential than certain retail activities, when families couldn’t accompany a dying parent, when children stayed out of classrooms even as the unequal costs of closure became clear, when small businesses were shuttered as though a business were just a line on a spreadsheet — in each case something more than transmission risk needed weighing.

Work is a means of participation, responsibility, and support for family life, not merely a paycheck. Worship, education, and family aren’t optional extras layered on top of survival. They’re part of what human life is for.

Subsidiarity: When Government Should Help—and When It Should Step Back

Pandemic debate also revealed a common misunderstanding of subsidiarity — the principle that decisions should ordinarily be made by the smallest body capable of handling them well.

Pope Pius XI put it sharply: “[I]t is an injustice and at the same time a grave evil and disturbance of right order to assign to a greater and higher association what lesser and subordinate organizations can do.” — Quadragesimo Anno, 79

But that doesn’t mean national government should sit out a national emergency, or that local decisions are automatically wiser. A contagious disease crosses every municipal line, and higher authorities properly supply what small communities can’t: research, reliable data, interstate coordination.

The real question was never whether Washington should act, but whether authorities consistently distinguished between coordinating, assisting, recommending, and commanding — because families, physicians, and local hospital administrators often knew things a distant agency didn’t: the needs of a particular classroom, the capacity of a particular ICU.

A one-size-fits-all directive can quietly displace the local judgment a response depends on.

Higher government has responsibilities smaller communities cannot fulfill, but it exists to assist those communities — not unnecessarily to absorb their proper responsibilities.

Solidarity Cuts Both Ways

Solidarity was the watchword of the pandemic — “protect the vulnerable,” “we are all in this together” — and that call was genuine. Pope St. John Paul II described solidarity as:

“[N]ot a feeling of vague compassion or shallow distress at the misfortunes of so many people…. it is a firm and persevering determination to commit oneself to the common good.” — Sollicitudo Rei Socialis, 38

That meant real obligations: checking on isolated neighbors, accepting inconvenience to protect the elderly and immunocompromised, ensuring poor communities weren’t left carrying the greatest risk with the fewest resources.

But solidarity failed in both directions. Officials and commentators who treated every dissenting question as moral delinquency — sorting citizens into the obedient and the ignorant — didn’t build unity; they weakened it. The same failure appeared in reverse: those who treated any restriction on personal freedom as inherently intolerable, with no accounting for the healthcare worker exposed daily to infection or the neighbor who could not afford to “wait it out,” made the opposite mistake.

Solidarity doesn’t cancel freedom or conscience — it directs freedom toward responsibility for others. It must run in both directions, or it isn’t solidarity at all.

How “The Science” Spent Down Public Trust

One of the pandemic era’s most enduring casualties was public trust — not a sentimental good, but the social capital without which institutions stop functioning.

People accept real sacrifice more readily when authorities explain what they know, admit what they don’t, and treat disagreement as part of scientific inquiry rather than a threat to manage.

Changing guidance isn’t proof of dishonesty — recommendations should change as evidence develops. Trust erodes when provisional judgments are presented as settled certainties, when standards are applied selectively, or when reasonable dissent is dismissed rather than answered. The same is true of politicians and commentators who exaggerate uncertainty or exploit fear for partisan advantage.

The deeper problem arose when “the science” was invoked as though it had resolved questions science alone can’t answer. Science can estimate transmission and mortality and test interventions. It cannot, on its own, tell a society how to weigh health against worship, education against caution, or one group’s safety against another’s livelihood.

Those are moral and political judgments, requiring scientific evidence and an adequate understanding of the human person and the common good. Claiming otherwise did lasting damage to trust on every side of this debate.

This Is Not a Victory Lap

None of this is offered as vindication.

Officials in early 2020 faced an unfamiliar disease, severe shortages of information and equipment, and the real possibility of overwhelmed hospitals. Physicians, nurses, first responders, scientists, clergy, teachers, workers, and neighbors responded with genuine courage and generosity. Medical treatment, vaccination, protection of high-risk settings, and many proportionate precautions saved lives. Some restrictions were clearly warranted.

Thoughtful and faithful people can still disagree in good conscience about precisely where the lines should have been drawn, even while accepting the same moral principles.

Catholic Social Teaching does not offer technical answers that epidemiologists somehow missed. It offers a moral vocabulary broad enough to hold everything at stake at once: the equal dignity of every person, special concern for the vulnerable, legitimate but limited public authority, freedom joined to responsibility, and solidarity joined to respect for conscience.

Above all, it understands the common good not as the triumph of one interest over all the others, but as the conditions in which individuals and the whole community can flourish.

That is not proof that Catholic social teaching had every answer in 2020 and 2021. It is evidence that the right questions were already on the table.

Before the Next Emergency

The hearings may eventually establish what officials knew, what they concealed, and which institutions failed. That matters — public trust cannot be restored without truth and accountability.

But accountability for the last emergency won’t, by itself, prepare us for the next one. For that, policymakers need a moral framework capable of identifying all the human goods government exists to protect — and of recognizing when pursuing one good begins to destroy the others.

The hearings are asking what happened and who was responsible. Catholic Social Teaching asks what government was responsible for protecting.

That is the question worth carrying into whatever comes next.

If This Was Valuable

It happens gradually. A headline breaks, and then another. A school, a house of worship, a public gathering, a quiet neighborhood street, a family home—places intended for learning, prayer, friendship, and rest—suddenly become places of fear.

At first, we are shocked. Then we are angry. In time, we become exhausted. And then, almost without noticing it, we begin to expect the next tragedy.

That expectation is itself a warning.

The cycle does not begin when a weapon is raised. It begins earlier, when another human being is no longer seen as a brother, a sister, a neighbor, or a child of God. It begins when anger becomes an identity, resentment becomes political purpose, and alienation becomes normal.

Pope Benedict XVI warned of violence reaching a ”degree…that knows no bounds.” His words no longer sound like a warning about some distant place or time. They sound like the evening news.

Perhaps, then, we need to ask a deeper question. Not simply, “How do we control violence?” but, “What kind of society forms people capable of violence—and what kind of society forms peacemakers?”

The Promise Violence Cannot Keep

Violence always comes wrapped in a promise. It promises justice, protection, and vindication. It tells the angry person that rage is righteous and the frightened person that force will make everything safe. It tells the wounded that peace will come when the enemy has finally been humiliated, silenced, or destroyed.

The Church knows that promise is false.

Pope St. John Paul II said plainly that ”peace cannot be established by violence.” Pope Benedict XVI went to the root of the matter when he said that ”violence is incompatible with the nature of God”. Pope Leo XIV, quoting Pope St. Paul VI, warned against seeking justice through “violent means,” while Pope Francis, speaking to people who had endured unspeakable brutality, reduced the matter to its moral essence: “No to violence!”

This is not pious softness. It is Christian realism.

This does not mean that Christians must stand aside when innocent people are threatened. The Church teaches that legitimate defense may be not only a right, but a grave duty for those responsible for the safety of others.

Yet defending life is morally different from vengeance. Even necessary force must be proportionate and ordered toward protection and the restoration of peace. An aggressor may need to be restrained, but even the guilty do not cease to be human persons.

The Christian is asked to resist evil without becoming what he opposes.

Where Violence Actually Begins

That is difficult because violence has a history before it reaches the street. It first takes root in the human heart.

Pope Francis warned that “hatred, indifference and selfishness” can reign within us. He has also named “greed, envy and, above all, resentment” among the roots that must be pulled up if violence is to end.

That diagnosis is uncomfortably personal. It is easier to regard violence as someone else’s problem—the extremist, the criminal, the unstable person, the ideological opponent, the people on the other side.

But the Gospel does not allow us to examine only other people’s hearts. Violence begins before the killing—in anger, contempt, and the refusal to recognize the other as a brother or sister.

A culture can help that contempt grow. It can profit from division, excuse cruelty, reward public humiliation, and train people to enjoy the suffering of those they dislike. Violence becomes normal not because everyone commits it, but because enough people begin to tolerate it when it serves the right cause or injures the right enemy.

Catholic Social Teaching calls the wider patterns created by repeated human wrongdoing “structures of sin.” Personal sins harden into habits, institutions, and accepted ways of seeing — and those structures then make cruelty easier to excuse and harder to escape.

A culture of violence is built gradually, whenever human life is treated as less worthy of protection; whenever racial or ideological hatred is cultivated; whenever families and communities weaken and the vulnerable become isolated; whenever exploitation, addiction, or indifference teaches us that some people are disposable.

When We Forget What a Person Is

That is why Catholic Social Teaching begins with the truth about the human person.

A person is not merely a voter, taxpayer, consumer, migrant, offender, rival, or member of a political tribe. Every person is made in the image of God. Human dignity is not awarded by government, conferred by popular opinion, or lost when someone becomes weak, dependent, inconvenient, or guilty.

When society abandons any truth about the person beyond individual will or political power, rights begin to look like privileges granted by those strong enough to define them.

Violence grows in that soil.

It grows when the family is weakened, when the poor are ignored, when the lonely disappear from view, and when public discourse teaches us to see opponents before persons. It grows whenever life is treated as negotiable—in the womb, on the street, at the border, in the prison, in the hospital, or in the neighborhood of an enemy.

The crisis is not simply that people break laws. It is that people no longer know who they are—or who their neighbors are.

What Politics Can—and Cannot—Do

This is also why politics, necessary as it is, cannot save us.

Catholic Social Teaching does not tell us to pray and ignore policy. Law can protect life. Public authority can restrain evil. Policy can strengthen or weaken families and communities.

But no law can manufacture mercy. No police force can create solidarity. No election can substitute for repentance, and no party platform can convert the human heart.

Politics matters greatly. It simply cannot redeem us.

A serious response to violence must address mental illness, addiction, poverty, radicalization, isolation, and the breakdown of the relationships through which people learn belonging and responsibility.

Justice Is Not Enough

Nor is justice sufficient if it is reduced to punishment or retaliation. St. John Paul II gave the Church one of its clearest formulas for social healing: “No peace without justice, no justice without forgiveness.”

Forgiveness does not deny evil or ask victims to pretend they have not suffered. It does not erase accountability or place dangerous people in a position to harm again.

Christian forgiveness begins in truth: evil must be named, the innocent protected, and justice pursued.

But forgiveness refuses to allow evil to dictate the future.

Justice without forgiveness can become revenge. Forgiveness without justice can become evasion.

The Church accepts neither. She asks harder questions than partisan politics usually asks:

What is true? What is just? Who has been wounded? What must be restored? What must be forgiven? And what must change in us?

The Answer Is Not an Idea

The deepest Christian answer to violence is therefore not a policy or an idea.

It is a Person.

Only Christ fully reveals the dignity of the human person because only Christ “fully reveals man to man himself.” Only Christ exposes the lie that another must be destroyed for me to be free.

Only Christ endures violence without answering it in kind and conquers evil not through domination, but through the Cross.

The world says peace comes when the enemy is defeated. Christ says peace comes when sin is conquered. The world says blood must be answered with blood. Christ makes peace through the blood of His Cross. The world says the other must die so that I may live. Christ, the Good Shepherd, lays down His life so that we “may have life, and have it abundantly” (John 10:10-11).

The Cross does not excuse evil. It defeats it. It does not abolish justice. It fulfills it. It does not deny suffering. It enters suffering and transforms it.

Where the Cycle Is Finally Broken

This may sound far removed from the practical work of ending violence, but it begins in very ordinary places: in the home, the parish, the neighborhood, the workplace, the screen, the voting booth, and the human heart.

We break the cycle when we refuse to speak about political opponents, migrants, prisoners, the poor, the unborn, or anyone else as problems to be removed rather than persons to be loved.

We break it when families form children in courage, self-command, mercy, and reverence for life; when communities notice the lonely before isolation becomes despair; and when Christians tell the truth without hatred, seek justice without revenge, and protect the innocent without denying the dignity of the guilty.

The work also begins in prayer—not because prayer replaces action, but because it purifies action.

Pope Francis prayed simply, “Father, have mercy on us!”

That must be our prayer as well.

Father, have mercy on us. Console the victims. Convert those who commit violence. Heal families. Protect children. Give courage and wisdom to public servants. Purify our politics. Restore reverence for human life. Teach us to see one another again as brothers and sisters.

The cycle of violence will not end because we finally learn to hate the right people. It will not end through revenge, fear, or contempt dressed up as justice. It will not end through another ideology of power.

It will end only when we return to God, recover the truth of the human person, rebuild the bonds of solidarity, and receive the peace that Christ alone can give.

Violence promises justice. Christ alone gives peace.

If This Was Valuable

On July 17, President Donald Trump—who has long called tariffs one of his favorite economic tools—proposed using them in response to something unusual: Canadian wildfire smoke.

As smoke from hundreds of Canadian fires spread across much of the United States, President Trump accused Canada of failing to manage its forests and said the resulting costs should be added to tariffs on Canadian goods.

The smoke was real. So were its health and economic consequences.

But was a tariff the right remedy?

Three days later, the question became even more urgent. President Trump signed three proclamations imposing additional 50 percent duties on specified Canadian goods—this time not over wildfire smoke, but over alleged Canadian discrimination involving American automobiles, alcoholic beverages, and dairy products.

The two cases are different.

The wildfire threat offered no clear connection between the alleged harm and the proposed remedy. The new tariffs rest on specific claims about Canadian trade practices and measurable losses to American exporters.

But do specific grievances automatically make a 50 percent tariff proportionate, effective, or just?

The Tariff Debate Starts in the Wrong Place

Tariffs are usually discussed as though their morality were self-evident. Supporters say they defend workers and punish cheating. Critics say they raise prices and provoke retaliation.

Catholic Social Teaching refuses to begin with either answer. It begins with questions: What injustice is being corrected? Is the remedy connected to the harm? Who benefits? Who pays? And what happens to those with the least power to protect themselves?

A tariff can preserve a factory town—or raise the cost of everyday goods. It can confront real discrimination—or punish people and industries with little connection to the underlying dispute. The Church canonizes neither free trade nor protectionism. Both are instruments, judged by the same standard: the dignity of the human person and the common good.

The Church Is Not Against Markets

Catholic Social Teaching does not begin from hostility toward markets.

As CAPP-USA explains in its overview of Catholic Social Teaching and economics, Pope St. John Paul II recognized that markets can use resources efficiently, encourage initiative, and meet human needs—but only within limits.

In Centesimus Annus, he insisted that economic freedom must operate within a strong juridical framework and remain at the service of human freedom in its totality. Markets are free, but not free from truth, justice, or moral responsibility.

Pope Francis struck the same balance in a 2015 address in Paraguay: growth must serve the common good, not just a few.

Good intentions aren’t enough, though—a tariff meant to protect workers may raise costs elsewhere, and efficiency alone doesn’t prove a trading arrangement is just.

Agreeing to a Deal Doesn’t Make It Fair

Supporters of unrestricted trade sometimes assume an exchange must be just simply because both parties agreed to it.

Catholic Social Teaching is more realistic. In Populorum Progressio, Pope St. Paul VI acknowledged that free trade can be beneficial when parties possess comparable economic strength—but when wealthy and developing nations meet on unequal terms, formal freedom of contract does not guarantee justice.

Differences in bargaining power, technology, and capital can leave the weaker party little real choice.

Paul VI insisted that commerce pursue a “certain equality of opportunity” among nations. The Church’s objection isn’t to trade, but to assuming every voluntary exchange is automatically just.

That principle can justify targeted protections against dumping, forced labor, or dangerous strategic dependence—but it can also condemn tariffs that wealthy nations use to exclude poorer ones from their markets.

Pope Benedict XVI made this concrete in Caritas in Veritate, 33: “The high tariffs imposed by economically developed countries… make it difficult for the products of poor countries to gain a foothold in the markets of rich countries.”

A policy presented as protecting domestic interests may deprive workers elsewhere of one of their few paths to advancement. The question is not only whom a tariff protects, but whom it burdens.

Five Questions Every Tariff Must Answer

Pope Leo XIV has called Catholics to approach social questions with “seriousness, rigour and serenity.” That means judging what a particular tariff actually does—not who proposed it.

What wrong is it actually correcting? 

A tariff may be legitimate when it answers a demonstrable injustice—dumping, forced labor, predatory subsidies, theft of intellectual property, or dangerous strategic dependence. But “the national interest” cannot become a blanket justification for every economic penalty.

In the wildfire case, cross-border pollution is a real harm. At the height of the smoke event, more than 900 wildfires were burning across Canada, and air-quality alerts affected more than 100 million Americans; on Truth Social, President Trump called the situation “Willful Negligence” and said the cost “must of necessity be added to the TARIFFS Canada is currently paying.”

But it leaves open whether taxing Canadian goods would actually improve forest management or compensate those harmed, or whether the connection between the two remains unclear.

The July 20 tariffs come with more to go on. The proclamations invoke Section 338 of the Tariff Act of 1930, a long-dormant authority that permits the president to impose duties after finding that another country has discriminated against or placed an unequal burden on American commerce—and determining that the duties serve the public interest.

The White House says: (1) Canadian treatment of American vehicles contributed to a 22% ($5.6 billion) decline in U.S. auto exports to Canada; (2) provincial restrictions cut Canadian imports of American alcohol by roughly 81%; and (3) Canada’s cheese quotas favor European exporters over American ones.

The tariffs cover a specific list of goods—from wine to hockey sticks to cement—while excluding energy, potash, and goods already under other tariffs.

That doesn’t settle whether the tariffs are proportionate or whether the figures hold up to scrutiny—it simply means this case offers something concrete to evaluate that the wildfire threat did not.

Who really pays?

Tariffs are collected from importers, but their costs rarely stay there—they pass to manufacturers, retailers, workers, and consumers. That makes the preferential option for the poor indispensable.

Will the tariff preserve dignified employment in a vulnerable community, or materially raise the cost of consumer goods, construction materials, or other necessities?

The new tariffs would not be paid directly by the Canadian government. They would be collected from American importers and could be passed on to manufacturers, retailers, workers, and consumers. The additional duties cover specified goods ranging from wine and hockey sticks to cement.

Some American producers may benefit from reduced Canadian competition; businesses relying on covered imports may face higher costs, and consumers may ultimately pay more.

It is not enough to invoke “the national interest.” Catholic Social Teaching asks which people receive the benefits, and which are asked to pay.

Do People Beyond Our Borders Count?

Governments owe particular duties to their own citizens, but that responsibility cannot become moral blindness.

In Fratelli Tutti, Pope Francis warned against treating the immediate advantage of one nation as the full measure of the common good. The universal destination of goods reminds us that the goods of creation are meant for the whole human family; national sovereignty is legitimate, but it carries social responsibility.

Canada is neither poor nor powerless, but tariffs aimed at a government are often felt most by workers and businesses that neither made nor control the disputed policy.

Trade policy must hold two truths together—special responsibility to one’s own people, and membership in one human family.

Is the Tariff the Right Tool?

A targeted tariff on goods made with forced labor differs from a broad tariff on a large group of products; a temporary measure meant to create leverage differs from permanent protection against legitimate competition.

Could a negotiated agreement, enforcement action, or more narrowly targeted response achieve the same objective with less collateral harm?

In the wildfire case, joint firefighting resources, forest-management cooperation, or cross-border air-quality measures would appear more closely connected to the harm than a tax on unrelated imports.

This is where subsidiarity matters: it permits higher authorities to assist when lower institutions cannot adequately address a genuine problem, but requires that intervention support rather than displace their proper initiative.

In the auto, alcohol, and dairy disputes, the relevant question is whether a 50 percent tariff on lists of Canadian goods is the least harmful effective response, or whether existing USMCA procedures and narrower enforcement measures could address the alleged discrimination more directly.

The question is not whether a government can act, but whether it is using the instrument best suited to the problem. That is, of course, a prudential judgment.

Will it invite reform, or retaliation?

One country’s tariffs can produce retaliation, disrupted supply chains, and escalating uncertainty having little to do with the original harm.

That doesn’t mean governments must stay passive in the face of injustice—only that they must weigh foreseeable consequences.

The timing makes this especially fraught. The White House says it “did not agree to renew” USMCA in its current form because the agreement is “not sufficiently beneficial” to the United States. The agreement remains in force but now faces annual reviews; Ottawa, meanwhile, argues that the new tariffs violate it.

Prime Minister Mark Carney says Canada remains “ready to intensify” talks to resolve the dispute; Ontario Premier Doug Ford has been less patient, calling on Ottawa to “respond tariff for tariff, dollar for dollar.”

A tariff over wildfire smoke, added to a dispute this tangled, could easily pull agriculture or energy—industries with no connection to forests—further in.

Solidarity requires more than compensating people after a conflict; it requires nations to consider one another’s legitimate interests and seek cooperation that advances the good of all.

Pope Leo XIV Challenges Both Sides

Pope Leo XIV has not ruled on any specific tariff program, but his social teaching offers a demanding two-way test.

In Magnifica Humanitas, 58, he warns that “it is not enough to extol individual freedom or private enterprise” while people go without decent work or basic necessities—a challenge to simplistic free-market triumphalism.

But in Magnifica Humanitas, 84, he is just as clear that authentic progress is never what “shift costs onto the most disadvantaged communities”—a challenge to simplistic protectionism.

Cheap imports aren’t an unquestioned good if their low price depends on forced labor or the ruin of communities—and protecting domestic interests doesn’t justify dumping disproportionate costs onto poor families, or onto people with little influence over the conduct being punished.

Whether the new tariffs pressure Canadian governments to change course, or simply harden resistance while shifting costs onto American importers and consumers isn’t yet settled—but it’s exactly the kind of tradeoff Pope Leo’s warning asks us to keep watching.

The common good is neither the sum of producers; interests nor the sum of consumers; preferences—it requires conditions in which persons, families, workers and nations can flourish together.

The Question Politicians Prefer Not to Answer

Can you tariff wildfire smoke? A government can certainly threaten to impose one. That doesn’t make it a just, proportionate, or effective remedy.

Can a government impose tariffs in response to discriminatory trade practices? Yes—and specific findings of unequal treatment give that action a stronger factual basis than an improvised threat.

But even then, the Catholic questions remain: What does this tariff actually do—and to whom?

A tariff confronting forced labor, predatory subsidies, or genuine discrimination may protect the conditions necessary for dignified work. A tariff that rewards political allies, raises the price of necessities, or punishes people with no connection to the underlying harm may violate the very justice invoked in its defense.

Most tariffs involve some mixture of benefits and burdens, which is why slogans are inadequate.

Policymakers must identify the injustice being corrected, establish a genuine connection between the harm and the remedy, measure the costs honestly, weigh less destructive alternatives, and pay particular attention to those least able to absorb the consequences.

Free trade is not sacred. Neither is protectionism. Markets, tariffs, and trade agreements are instruments—the human person is the end.

The final Catholic test is not whether a policy is described as pro-worker, pro-business, or pro-America. It is whether it actually serves the authentic good of persons, families, and nations—especially those with the least power to make their interests heard.

If Democratic Socialism Cares About the Poor, Why Does the Church Reject It?

Democratic socialism sounds like it should be Catholic.

Universal access to healthcare, affordable housing and education, stronger protections for workers, and serious action on poverty and environmental degradation — these are concerns Catholics are obligated to take seriously.

We are called to defend the poor, protect workers, care for creation, and build a society ordered toward the common good.

So why does the Church still say no to Democratic Socialism?

Pope Pius XI acknowledged the apparent overlap in goals nearly a century ago. Moderate socialism, he wrote, “inclines toward and in a certain measure approaches the truths which Christian tradition has always held sacred”. (Quadragesimo Anno, 113) Some socialist demands, he conceded, resemble reforms Christians can — and sometimes must — support.

But similar goals do not necessarily arise from the same understanding of the human person. Nor do they justify the same political and economic machinery.

That is where the disagreement begins.

Democratic Socialism vs. Catholic Teaching

Democratic socialism is not simply another name for generous social programs. It seeks to place major sectors of economic life under public ownership, democratic control, or extensive state direction in order to secure greater economic equality.

Catholic Social Teaching does not reject public assistance, economic regulation, progressive taxation, or every form of public ownership merely because democratic socialists may also support them.

The deeper question is what role the state should play in organizing society — and what vision of the human person lies beneath that role.

When socialism places economic equality at the center of social life, transfers excessive responsibility to the state, weakens private ownership, or displaces families, businesses, churches, unions, charities, and local communities, it collides with principles the Church considers indispensable.

Socialism’s intentions may be humane. Its underlying vision of the human person and society is incompatible with Catholic Social Teaching.

The Problem Begins with the Human Person

The Church’s most serious objection to socialism is not first about taxes, government spending, or even private property. It is about the human person.

Socialism tends to understand society principally through economic categories: production, distribution, ownership, labor, wealth, and material equality. The great social problem becomes the unequal allocation of resources, and the great political task becomes reorganizing economic life to correct it.

Catholic Social Teaching certainly cares about material conditions. Hunger, homelessness, unemployment, exploitation, and exclusion are not secondary concerns. Christians cannot preach human dignity while ignoring the concrete conditions in which people live.

But the human person cannot be understood through economics alone. As Pope St. John Paul II wrote:

“It is not possible to understand man on the basis of economics alone.” Centesimus Annus, 24

We are not merely workers, consumers, taxpayers, or recipients of government benefits. We are persons made in the image of God, created for truth, freedom, relationship, worship, culture, creativity, moral responsibility, and eternal life.

Pope Pius XI identified the deeper error with unusual clarity. Socialism, he warned, risks treating human association as though it existed “for the sake of material advantage alone”. (Quadragesimo Anno, 118)

That does not mean every democratic socialist is personally materialistic or hostile to religion. Many are motivated by sincere compassion, and some identify themselves as Christians.

The danger lies in the underlying logic of socialism: the tendency to treat political and economic structures as sufficient to answer the human problem.

Even when explicit atheism is removed, politics becomes spiritually empty when economic structures are treated as sufficient to fulfill the human person.

A government may provide services. It cannot provide meaning. It may redistribute income. It cannot create solidarity by decree. It may regulate social behavior. It cannot create virtue.

Nor can government replace the moral, cultural, religious, and interpersonal institutions through which human beings actually flourish.

The Church Defends Private Property — But Not Property Without Obligations

Socialist movements have often treated private property as a principal cause of inequality. Democratic socialism may not seek to abolish every form of personal ownership, but it generally favors much greater public control over productive property and major sectors of economic life.

Catholic Social Teaching takes a different view. In Rerum Novarum, Pope Leo XIII defended private property as a natural right rooted in the dignity and freedom of the person. Suppressing it, he warned, would “rob the lawful possessor” and distort the proper responsibilities of the state.

Private property gives individuals and families a protected sphere in which they can exercise responsibility, provide for the future, develop their talents, and participate freely in social life.

Pope St. John Paul II affirmed that this right, “fundamental for the autonomy and development of the person, has always been defended by the Church up to our own day”. (Centesimus Annus, 30)

But that same right is not absolute. In the same encyclical, John Paul II went on to note that “the possession of material goods is not an absolute right,” its limits inscribed in its very nature. Private property remains subject to the universal destination of goods — the principle that the goods of creation are ultimately intended for the benefit of all. Ownership therefore carries obligations to workers, families, communities, the poor, and the common good.

Catholic Social Teaching rejects both extremes: collectivism, which absorbs ownership into the state, and market absolutism, which treats ownership as though it carries no social duties.

The Catholic goal is not simply to defend those who already own property. It is to create the social conditions in which more people can acquire it.

A healthy economy should expand access to homes, savings, businesses, land, education, and productive work. It should allow families to build security and workers to participate more fully in the fruits of their labor.

That is very different from concentrating economic ownership in either a small private elite or a centralized state.

The State Has a Role — But Not Every Role

This leads to one of the most practical differences between democratic socialism and Catholic Social Teaching: subsidiarity.

Subsidiarity holds that decisions and responsibilities should ordinarily remain with the smallest and most local institution capable of carrying them out. Pope Pius XI called it a “grave evil and disturbance of right order” for a larger organization to take over functions that smaller communities can perform for themselves. (Quadragesimo Anno, 79)

This does not mean government should never intervene. Subsidiarity is not libertarianism. Higher authorities have a genuine responsibility to assist when individuals, families, local communities, or private institutions cannot meet an important need. Government must protect rights, enforce justice, restrain exploitation, provide essential public goods, and act when problems exceed the capacity of smaller communities.

But assistance should strengthen society — not replace it. The state should support families, not assume their responsibilities. It should protect workers and unions without assuming control over ordinary economic decision-making. It should help local communities solve problems, not drain them of authority. And it should provide a safety net without turning citizens into permanent clients of a distant bureaucracy.

Pope St. John Paul II put it plainly:

“By intervening directly and depriving society of its responsibility,” the Social Assistance State produces a loss of human initiative.” (Centesimus Annus, 48)

The problem is not simply that bureaucracy can be inefficient. The deeper problem is that excessive state control can weaken the habits and institutions through which people learn responsibility, cooperation, generosity, and self-government.

Needs are often best understood by those closest to them: families, neighbors, parishes, local charities, businesses, schools, unions, professional associations, and municipal governments. These institutions do more than deliver services — they connect human beings to one another.

A centralized program may provide necessary material assistance. A family, neighbor, parish, union, or local association can often provide that help within a relationship of personal knowledge and responsibility. The two can complement one another. But they are not interchangeable.

Solidarity Is Not the Same as State Provision

Democratic socialism often presents itself as the political expression of solidarity. But solidarity is not primarily a government program.

Pope St. John Paul II defined it not as “a feeling of vague compassion,” but as a firm commitment to the common good. (Sollicitudo Rei Socialis, 38) Solidarity begins with the recognition that we are responsible for one another. That responsibility applies to individuals, families, employers, consumers, churches, unions, civic organizations, and governments alike.

The Catholic alternative to socialism is therefore not individualism. It is not a society in which the poor are left solely to private charity, businesses are permitted to exploit workers, and government watches passively from the sidelines. Nor is it a society in which every social responsibility is transferred upward until the state becomes the principal provider, employer, regulator, educator, and caretaker.

Catholic Social Teaching envisions a richer social order: responsible persons, strong families, ethical businesses, independent unions, vibrant churches, voluntary associations, local governments, and public authorities all contributing according to their proper roles.

Solidarity tells us that we belong to one another. Subsidiarity tells us how that responsibility should be organized.

Separate them, and both become distorted: solidarity without subsidiarity easily becomes paternalism and bureaucracy; subsidiarity without solidarity becomes abandonment disguised as freedom.

The Church insists that the two work together.

Catholic Social Teaching Does Not Endorse Laissez-Faire Capitalism

Rejecting democratic socialism does not make Catholic Social Teaching a defense of unbridled capitalism.

Just as socialism can reduce the person to an economic unit through central control, an idolized market can do the same thing through unchecked freedom.

Pope Benedict XVI named the danger directly: “the market is not, and must not become, the place where the strong subdue the weak”. (Caritas in Veritate, 36)

The Church has repeatedly condemned exploitation, unjust wages, degrading working conditions, consumerism, exclusion, monopolistic power, and the concentration of wealth without regard for the common good.

Wage theft, unsafe working conditions, and the offloading of environmental costs onto communities that never consented to bear them are not merely regrettable side effects of a free market — they are precisely the kinds of injustice Catholic Social Teaching names and condemns, just as firmly as it condemns the socialist errors above.

Markets are useful, but they are not morally self-justifying.

Economic freedom must operate within a legal and ethical framework that protects human dignity and directs economic activity toward the common good. A business is not merely a machine for generating profit. Work is not simply a commodity. A worker is never merely a cost.

As Pope St. John Paul II put it, “economic freedom is only one element of human freedom” (Centesimus Annus, 39); when it becomes autonomous from every other human good, it stops serving the person and starts subordinating him.

The Catholic choice is therefore not between socialism and an unrestrained market. It is between systems that subordinate the human person to economic or political power and an economy ordered toward integral human flourishing.

Both the market and the state are instruments. Neither is the final judge of human worth.

Why the Church Still Says No

The appeal of democratic socialism is real because many of the problems it identifies are real. Many families struggle to afford housing, healthcare, and education. Many workers feel economically insecure. Wealth and opportunity are often distributed in ways that undermine social trust and mobility. Government has an obligation to confront these conditions.

But good goals do not make every method compatible with Catholic Social Teaching. The Church rejects socialism when it reduces the person to material needs, weakens private ownership, centralizes social responsibility, and treats state administration as a substitute for the moral and institutional life of society.

Even after acknowledging that moderate socialism might abandon some of its more extreme positions on class struggle and private ownership, Pope Pius XI reached a stark conclusion: “its concept of society itself is utterly foreign to Christian truth”. (Quadragesimo Anno, 117)

The Catholic alternative is neither indifference nor collectivism. It is an economy in which work is dignified, property is widely accessible, families and local communities are strong, businesses accept social responsibilities, workers can organize, government protects the vulnerable, and public authority acts when necessary without absorbing the life of society.

The real question is not whether we should care for the vulnerable. We must. The question is whether our response will strengthen persons, families, and communities — or gradually replace them with the state.

“You don’t have to watch it to be one of its victims.”

That line comes from Pornocracy (Polity Press), a book by journalists Jo Bartosch and Robert Jessel — two writers with no religious axe to grind. Their subject is pornography, and their argument is blunt: we don’t use it. It uses us.

What’s striking isn’t just the claim. It’s who’s making it.

For decades, criticism of pornography was filed under religious conservatism — a relic of squeamishness about sex, easily dismissed by anyone who didn’t share the theology. That framing is getting harder to sustain. A serious, secular, evidence-based feminist critique has arrived at almost the same conclusions Catholic Social Teaching has been stating for half a century.

They agree on the harm. They agree on who pays for it. They agree the problem is systemic, not personal.

Where they part ways is at the one question that actually matters: why is this wrong?

What They Both See

Bartosch and Jessel call the system they’re describing a “pornocracy” — a society in which “political power, culture, relationships and identity are shaped or dominated by the purveyors of pornography.” Their evidence is hard to wave away:

• A French government review found that 90 percent of mainstream pornographic videos contain verbal, physical, or sexual violence against women.

• Choking and slapping during sex have measurably increased among young people.

• Teachers report boys who no longer know how to talk to girls without being overtly sexual.

None of this is accidental. The platforms driving mainstream pornography are built to escalate — because escalation is what keeps people watching. Novelty sustains attention. Shock increases engagement. The system isn’t organized around desire so much as around the manipulation of desire.

The Catholic Church saw this coming before the algorithm existed to do it. In 1989, the Pontifical Council for Social Communications warned that pornography produces “a progressively desensitizing effect, gradually rendering individuals morally numb” — and that, like narcotics, it pushes people toward increasingly extreme material to get the same effect.

That’s not a moral flourish. It’s a prediction that came true.

Where the Secular Critique Runs Out of Road

Here’s the problem Pornocracy can’t solve on its own terms.

If sexuality has no meaning beyond what consenting adults decide to assign it—if there’s no such thing as human nature ordered toward anything in particular — then the case against pornography collapses into a preference. A strongly felt, well-evidenced preference. But a preference all the same. Someone can always answer: so what if it’s harmful—who says harm is the standard, and who says I have to care?

The secular critique can tell you exactly what pornography does. It cannot fully say what pornography violates. Without an account of what the human person is for, even the strongest critique eventually runs out of philosophical ground.

Catholic Social Teaching begins with an answer to precisely that question.

Satisfaction Without Relationship

The Church’s answer starts somewhere the secular critique doesn’t: every person is made in the image and likeness of God, and that gives them a worth that cannot be bought, sold, or exchanged for pleasure. CAPP-USA explored this question at greater length in What Is “Ethical” Porn?, arguing that the central issue is not simply exploitation, but the commodification of the human person.

The Catechism doesn’t hedge on this. Pornography, it says, “does grave injury to the dignity of its participants… since each one becomes an object of base pleasure and illicit profit for others” (CCC 2354).

Pope Francis put the whole argument in four words: pornography is “satisfaction without relationship.”

Sit with that phrase. It’s not a condemnation of pleasure — the Church has never taught that sexuality is shameful. It’s a description of a counterfeit. Pornography offers the feeling of intimacy with none of what intimacy actually requires: vulnerability, fidelity, another person genuinely encountered as a person rather than consumed as an image.

It also explains why pornography leaves so many people feeling not simply guilty, but empty. It promises communion while removing the very conditions that make communion possible.

That’s also why it damages freedom rather than expressing it. Modern culture tends to define freedom as doing whatever you want. Pope St. John Paul II offered a harder truth: “Freedom negates and destroys itself… when it no longer recognizes and respects its essential link with the truth”. (Evangelium Vitae, 19) A habit that trains you to see another person as an object doesn’t liberate you. It narrows what you’re capable of wanting.

This is the piece the secular critique gestures toward but can’t quite close. Pornocracy documents deformation. Catholic Social Teaching can explain what’s being deformed, and what it was for in the first place: communion, fidelity, the complete gift of one person to another.

This Isn’t a Private Problem — For Either Side

Both camps also agree pornography stopped being a private matter a long time ago, if it ever was one.

It shapes what adolescents expect from intimacy before they’ve had any other education in what intimacy is. It erodes trust and introduces secrecy into marriages. It is, per the Catechism, (CCC, 2354) something “civil authorities should prevent the production and distribution of” — not because the Church wants to police bedrooms, but because a society’s common good depends on the conditions that let people actually flourish, and a system built on commodifying human beings works against that by design.

And artificial intelligence is accelerating all of it. Deepfake technology is already being used to generate non-consensual intimate images of real women. Teenagers are using AI tools to do the same to classmates. Synthetic companion apps now offer personalized erotic experiences requiring no other human being at all.

As Pope Leo XIV put it in his first encyclical, Magnifica Humanitas: “Technology is never neutral, because it takes on the characteristics of those who devise, finance, regulate, and use it.” (9) A system built to monetize desire will optimize for escalation — the only question is how far, and how fast.

Artificial intelligence does not change the moral question. It magnifies it.

Compassion Without Compromise

None of this is a case for contempt — for performers, for the person caught in a pornography habit, or for the adolescent whose imagination got there before anyone taught him otherwise.

The Church has always insisted that moral clarity and pastoral compassion aren’t opposites. The person struggling is first someone made in the image of God—often wounded, sometimes exploited, always deserving of truth, compassion, and hope.

Pope Francis calls the Church to meet “the weakest of her children, who show signs of a wounded and troubled love,” by restoring “hope and confidence” — not shame. (Amoris Laetitia, 291)

Pornography tends to take root in loneliness, alienation, and a hunger for connection that’s real even when the solution on offer is fake. Naming the counterfeit clearly is part of taking that hunger seriously.

What’s Actually Being Revealed

The strangest thing about pornography may be that everyone assumes its problem is that it shows too much.

It’s the opposite. It reveals far too little — bodies without persons, pleasure without communion, desire without any cost attached to it. A secular, feminist, evidence-driven critique has now caught up to what that absence costs a culture. Catholic Social Teaching can tell you what’s missing from the frame.

Catholic Social Teaching is most powerful—and most credible in the public square—when it refuses false choices. An integral account of that teaching ultimately provides the most durable foundation for the pastoral goals the bishops rightly pursue.

The constraints of an amicus brief—a legal document shaped by the requirements of constitutional argument—naturally limit the theological development any single filing can undertake. CAPP-USA presents this companion reflection in fidelity to the Magisterium, to ground the brief in the fullest possible account of the teaching and tradition we share.

1. Strengthening the Argument’s Foundation

The brief’s invocation of human dignity—rooted in the imago Dei, affirmed across the Catechism, 1700, Gaudium et Spes, 12, 22, and the recent declaration Dignitas Infinita—is entirely correct and deeply welcome. Every child born on American soil possesses inviolable dignity, regardless of the circumstances of birth or the legal status of parents. On this there can be no ambiguity.

The tradition’s teaching on dignity is, however, strengthened rather than weakened when its ontological character is precisely affirmed. Human dignity is God-given, inalienable, and infinite: it precedes, transcends, and survives any legal, political, or social determination. It is not conferred by the state through citizenship, nor is it diminished by the absence of it. As the Catechism makes clear, basic human rights—to life, sustenance, shelter, and family unity—are prior to the state and independent of legal status. Certain civic rights, by contrast, may legitimately be associated with membership in a particular political community.

Because dignity is ontological — grounded in the creative act of God — its claims on the conscience of legislators and jurists are absolute and unconditional.

This distinction, far from undermining the brief’s concern for migrant children, actually deepens it. If dignity were dependent on a particular citizenship regime, its defense would always be vulnerable to jurisdictional challenge. The most compelling argument for humane treatment of every child born in the United States does not rest on the mechanism of jus soli; it rests on the prior and indestructible fact of that child’s humanity.

A fully integral account of the tradition affirms that while birthright citizenship may serve important goods in the American legal context, the Church’s moral concern for migrant children and families extends beyond and beneath any single legal framework. This framing makes the bishops’ case more universal and more resilient: it cannot be answered by pointing to the many nations—including longstanding Catholic-majority countries—that maintain human dignity and uphold immigrant welfare through jus sanguinis or hybrid citizenship systems.

2. Deploying the Principle of Subsidiarity in Its Full Depth

The brief’s appeal to subsidiarity reflects a genuine insight: that the social belonging of a child born and raised within a community creates a real, morally significant bond that ought not be lightly disregarded by higher political authorities. This is an authentically Catholic intuition, rooted in the principle’s concern for the integrity of human community at every level of social life.

The full depth of subsidiarity, however, encompasses a complementary truth. As Pope Benedict XVI emphasized in Caritas in Veritate, subsidiarity governs the proper allocation of authority and responsibility across all levels of society—safeguarding not only lower-level communities from unjust absorption by higher powers, but also protecting the legitimate sphere of political communities to govern matters properly within their competence. The determination of membership criteria in a political community, including the rules by which citizenship is acquired, has historically been understood in CST and political philosophy as falling within the proper authority of the nation-state, to be exercised in service to the common good.

An integral deployment of subsidiarity does not resolve the legal question of birthright citizenship in either direction. It insists, rather, that whatever rules a political community adopts for membership must be oriented toward the common good, must respect the inherent dignity of all persons, and must be exercised with justice and charity toward the vulnerable. This framing is both more precise and more persuasive: it engages the legitimate concerns of those who hold that sovereign communities possess real authority over membership, while insisting that such authority is never unlimited and must always be exercised in a manner worthy of human dignity.

3. Mercy and Justice as Companions

The bishops’ brief is animated by mercy—by a compassionate concern for children and families who face genuine hardship and uncertainty. Mercy is a cardinal virtue of the Christian life, and the pastoral urgency that drives the brief is admirable and authentic.

Catholic Social Teaching, however, consistently presents mercy and justice not as competitors but as companions. As Pope Benedict XVI teaches in Caritas in Veritate, authentic social action must be grounded in truth: without this grounding, even well-intentioned advocacy risks serving partial interests rather than the integral common good. An account of migration policy that attends only to the claims of those in irregular status, without equally attending to the legitimate interests of law-abiding citizens and of migrants who patiently pursue lawful pathways, risks presenting a vision of mercy detached from justice.

The Catechism (CCC 2241) articulates the reciprocal character of the moral relationship between immigrants and receiving nations — a two-way bond of welcome and civic obligation.

Such an account demonstrates that the Church’s advocacy is genuinely ordered toward a common good that includes the well-being of citizens and immigrants alike.

4. Solidarity is the Fullness of a Mutual Bond

St. John Paul II’s articulation of solidarity as “a firm and persevering determination to commit oneself to the common good; that is to say, to the good of all and of each individual” (Sollicitudo Rei Socialis, 38) remains one of the most luminous expressions of the social dimension of the Gospel. The brief’s appeal to solidarity on behalf of vulnerable migrant families is well-grounded in this tradition.

The full depth of John Paul’s vision, however, presents solidarity as a bond of mutual obligation—a web of interdependence that encompasses not only the host society’s duty of welcome, but also the immigrant’s corresponding responsibilities of integration, respect for law, and contribution to shared civic life. When solidarity is presented in its full bilateral character, the case for immigrant inclusion is actually deepened: it is grounded not in unilateral entitlement but in the dignity of a shared humanity that generates duties on all sides.

CST also calls for moral discernment in the evaluation of different migration situations. Those fleeing genuine persecution, life-threatening violence, or extreme deprivation carry an urgent claim on the solidarity of receiving nations—a claim the Church has consistently and emphatically affirmed. Those migrating primarily in pursuit of economic opportunity, while fully deserving of humane treatment and orderly pathways, present a morally distinct situation. Honoring these distinctions does not diminish the Church's welcome; it ensures that those with the most urgent claims receive the most urgent attention, and that the principle of solidarity retains its full moral weight.

5. Conflating “Extreme Necessity” with “Economic Preference”

The brief draws, implicitly, on the Thomistic tradition of necessity—the moral teaching, articulated in the Summa Theologica (II-II, q. 66, a. 7), that in cases of dire need, actions otherwise prohibited may be morally justified as a matter of natural equity. Applied to migration, this principle has real and important force: those fleeing imminent threats to life or fundamental human welfare have a compelling moral claim that transcends ordinary juridical categories.

The principle’s power, however, derives precisely from its precision. St. Thomas and the tradition apply this exception narrowly, to situations of genuine extremity—not to the full range of circumstances that may motivate migration. An argument that extends the logic of necessity to encompass all unauthorized presence, regardless of the gravity of the circumstances that prompted it, risks diluting the principle to the point where it loses its distinctive moral force.

6. Embracing the “Yes/And”

The genius of Catholic Social Teaching is its refusal of false choices. Gaudium et Spes (26) defines the common good as “the sum total of social conditions which allow people, either as groups or as individuals, to reach their fulfillment more fully and more ”easily”—a definition that is at once universal in scope and particular in application, encompassing the good of all humanity and the good of specific political communities.

Applied to migration, CST proposes a demanding but fruitful “Yes/And”: yes to the fundamental right of persons to migrate in search of security and a dignified life, and yes to the sovereign nation’s legitimate authority—and responsibility—to regulate membership and borders in service to its own common good. These are not competing principles to be traded off against each other; they are complementary dimensions of a single integral vision. This is, indeed, the framework CAPP-USA has consistently applied in its own analyses of immigration policy—a framework the USCCB itself articulated in Strangers No Longer.

This “Yes/And” approach also requires moral and legal distinctions among different factual situations. A child born to parents who are living, working, and seeking to build a life within the United States presents a different civic and pastoral circumstance from the case of a pregnant foreign national who enters the country solely to give birth, with no intention of residing, integrating, or contributing to the political community.

Catholic Social Teaching does not require the state to ignore such distinctions. On the contrary, subsidiarity, the common good, and the reciprocal nature of solidarity support the legitimate authority of political communities to enact prudent regulations addressing abuses of citizenship law, while still insisting that every child, regardless of legal status or parental intent, possesses inviolable human dignity.

The most enduring contribution the Church can make to the ongoing debate about immigration policy in the United States is not the advocacy of any single legal mechanism, but the insistence on this integral vision—on the dignity of every person, the legitimate authority of political communities, the reciprocal character of solidarity, the indispensable role of just law, and the common good of both those who arrive and those who receive them.

Birthright citizenship may well serve important goods in the American context; the bishops are right to defend it. But the tradition’s concern for the migrant child and family is wider and deeper than any single policy, and it is precisely this wider and deeper concern that gives the Church’s voice its unique moral authority in this debate. An advocacy grounded in the fullness of CST cannot ultimately be answered by pointing to policy alternatives, because it does not depend on any particular policy. It depends on the indestructible dignity of the human person—which the state can fail to protect, but can never, in the end, take away.

7. Conclusion

CAPP-USA is confident that the bishops share the conviction that the fullest defense of the migrant child and family is one that holds together, in a genuine “Yes/And,” the universal dignity of every person and the ordered governance that allows communities to sustain welcome over time. We offer this reflection in that spirit—not as a dissent from the bishops’ pastoral concern, but as an invitation to ground that concern in the fullest possible account of the tradition we share.

Catholic Social Teaching has never offered simple answers to complex questions of migration and membership. Its power lies precisely in its refusal of false choices—its insistence on holding human dignity and ordered governance, universal solidarity and particular common good, mercy and justice, together in a demanding but fruitful tension. We trust that this fuller vision, far from weakening the bishops’ concern for the vulnerable, ultimately provides it with the most durable theological foundation.

It is in that spirit of fraternal dialogue, and in our shared commitment to the integral flourishing of every human person, that CAPP-USA offers this reflection to the Church and to the broader public conversation.

If This Was Valuable

The short answer that isn’t short: exploitation is always gravely wrong. Just, respectful employment can be morally defensible — but it never fully escapes the legal and structural tensions that surround it. The honest question is never simply “Is it a sin?” It is: does this act serve justice, or does it feed on another person’s vulnerability?

A contractor is three framers short with a job due Friday. Two men show up ready to work — skilled, willing, glad for the chance. Their English is fine. Their paperwork is not. He can pay them a fair wage, treat them like anyone else on the crew, and finish the job. Or he can turn them away and miss the deadline.

He is not cruel. He is not trying to cheat anyone. He needs the work done, and they need the work.

But they are not authorized to work.

Multiply that morning across construction sites, farms, restaurant kitchens, and nursing homes, and you have one of the most common moral binds in American economic life.

The law is clear. The conscience is not always simple.

So what does the Church actually ask of the employer standing in that doorway?

The dignity of work comes first

Catholic Social Teaching always begins in the same place: the dignity of the human person.

Before the Church asks about markets, borders, or paperwork, it asks who is standing in front of you. The answer never changes — a person made in the image of God.

In that light, work is never merely an economic transaction. It is not simply labor exchanged for wages. Work is one of the ordinary ways a person provides for a family, contributes to the common good, develops his gifts, and shares in God’s own creative action.

That is why Pope Leo XIII warned that to treat workers “as though they were things” in pursuit of gain is “shameful and inhuman”. (Rerum Novarum, 20)

None of that depends on legal status.

A worker’s rights flow from his human nature, not from his documentation.

An undocumented worker does not lose his humanity at the border. He does not become less entitled to just wages, safe conditions, and humane treatment because his legal situation is irregular.

For a Catholic employer, that point is decisive. The person may never be reduced to a risk, a cost-saving measure, a hidden convenience, or a vulnerability to be used.

The law matters — but it is not the whole question

Catholic teaching does not treat civil law as an inconvenience to be waved away.

The political community has real authority. Laws governing employment, taxation, borders and public order exist to protect workers, sustain civic life, preserve fairness, and serve the common good. The Church takes those obligations seriously.

The Catechism teaches that nations may regulate their borders for the sake of the common good, while also recognizing their duty to welcome those in need. (CCC, 2241)

So Catholic teaching refuses both extremes. It does not collapse justice into law alone, But neither does it pretend the law can be brushed aside whenever compassion is invoked.

To ignore the law is to weaken the common good.

To ignore the person is to betray it.

Here an honest essay has to name something many treatments skip: knowingly hiring, or continuing to employ, a worker who is not authorized to work is itself unlawful for the employer, independent of how well that worker is treated. Employers are legally required to verify identity and employment authorization, and penalties may apply when an employer knowingly hires or continues to employ someone unauthorized to work. That carries genuine moral weight.

Knowingly violating the law is not nothing. It can become scandal, weaken respect for obligations that protect the common good, and raise the question of cooperation with a disordered system.

This is precisely why fair wages alone do not settle the matter. The same external act — hiring — can carry very different moral weight depending on intention, circumstance, and effect.

So the real question is not “Is it a sin to hire an undocumented worker?”

It is: does this particular act of hiring serve justice, or exploitation?

How the judgment actually falls

In practice, three patterns emerge, and the judgment becomes clearest at the extremes and hardest in the middle.

1. Exploitation — the clearest case.

When an employer hires in order to take advantage of a worker’s vulnerability — paying below a just wage, denying ordinary protections, dodging legitimate obligations, or using the threat of deportation to silence complaint — the verdict is not ambiguous.

This is not assistance; it is exploitation.

It reduces a person to an instrument of gain, and the Catechism names fraud in wages and the exploitation of another’s hardship as serious moral wrongs. (CCC, 2408–2409) A just wage, the Church teaches, is the rightful fruit of a person’s work—and no agreement to accept less makes withholding it just. (CCC 2434)

No business rationale changes that. The vulnerability of another person is never a resource to be used.

2. Just employment under pressure.

The harder case is the employer who is not trying to exploit anyone.

He pays fairly. He provides decent conditions. He refuses to use legal status as leverage. He may know the worker’s family. He may be responding to a real human need. He may be acting within a system he did not create and cannot fix on his own.

Here the moral question is eased — but it does not disappear.

And the fact named earlier has not gone away: even handled justly, the employment itself remains unlawful, and fair wages do not dissolve that. The tension is real, not imagined — it is precisely what good treatment cannot settle.

The employer still has to ask whether hiring the person, taken whole, upholds dignity or quietly props up an unjust arrangement he is benefiting from; whether the worker truly faces necessity with no legal alternative; and whether he is acting within circumstances not of his own making.

This is where paying “off the books” deserves a hard word.

Even at a fair wage, it evades taxes that fund the common good. It may strip workers of protections and credits, including Social Security. And it can deepen vulnerability rather than relieve it. If such an arrangement is ever justifiable at all, it can only be as a genuine last resort — never as a convenient business practice.

The principle of subsidiarity is essential here. Moral responsibility begins with the person who must act in conscience within real, imperfect circumstances. That is the wisdom developed in the tradition from Pope Pius XI’s Quadragesimo Anno to Pope St. John Paul II’s Centesimus Annus.

But subsidiarity does not make every private decision self-justifying. A hard circumstance may explain the burden on conscience. It does not erase the need for one.

3. Lawful and just — the most coherent path.

When an employer verifies work authorization, follows legal hiring requirements, and treats every worker with dignity, civil authority and the rights of the person are aligned. This does not solve the broader immigration crisis or the hardship of families caught in an inadequate system. But it gives the employer stable moral footing, with no private workaround for a public disorder.

Nor does Catholic teaching dismiss the claims of workers who are here legally and competing for the same jobs. Those workers have genuine claims to transparency and fairness. So do those who, in good conscience, believe enforcement of the law must come first. They are not being uncharitable simply for saying so.

But the answer is not to pit workers against one another.

Exploiting any worker, documented or not, drags down wages and conditions for everyone. The Catholic response is to insist on just wages and enforced standards for all — and to demand a system that stops forcing this choice.

The deeper disorder

This problem does not start with the individual employer.

A system is morally disordered when it depends on labor it refuses to regularize, benefits from workers it leaves unprotected, and offers millions no realistic legal pathway while punishing them for the gap.

That is not merely an economic failure. It is a failure of solidarity and justice.

Solidarity calls us to see every person — native or immigrant, documented or not — as a neighbor. But solidarity without realism can become sentimentality, and realism without solidarity may become “cold” and incomplete.

A faithful response has to be systemic. It must include legal pathways that match economic reality, protections for all workers regardless of status, enforcement aimed at standards rather than only at the vulnerable, and attention to the root causes that drive migration in the first place.

What this asks of employers

If you hire, the obligation is fixed regardless of circumstance: just wages, safe conditions, and the dignity of every worker, without exception.

Legal status can never be used as leverage. Not to cut pay, not to dodge obligations, not to silence complaint. Not to make someone feel trapped.

Any decision to hire must be made with clear eyes about the legal risks and a real commitment to treating the worker as a person, not a convenience.

And if you decide you cannot hire undocumented workers, your responsibility does not end there.

Recognizing the dignity of the immigrant means more than a hiring decision. It can mean helping someone find legal assistance, supporting parish ministries and community organizations that serve immigrant families, or advocating for reforms that align the law with the human realities it governs.

In either case, the question is not only whether one has avoided personal risk.

The question is whether one is contributing to justice or to exploitation.

Final word

So — is it a sin?

Yes, gravely, when the hiring is exploitative. The vulnerability of another person is never a resource to be used.

Sometimes it is more complicated. When the hiring is just in intention and execution, the moral burden shifts — but it does not vanish. The legal tension remains. The structural disorder remains. Good intentions do not dissolve moral complexity; they are where our work begins.

But the deepest question never changes:

Does this action uphold the dignity of the person, or exploit it?

That is the measure Catholic Social Teaching demands.

And it is a standard that admits no shortcuts.

As Christians, we are called to see Christ in every worker — documented or not.

Why Did Pope Leo XIV Apologize for Slavery?

In Magnifica Humanitas, Pope Leo XIV did something striking. In an encyclical on safeguarding the human person in the age of artificial intelligence, he paused to apologize for slavery. (Magnifica Humanitas, 173–179)

Not in passing. Not vaguely. Not merely for the sins of anonymous Christians somewhere in the past. Pope Leo XIV specifically named the Church’s delay in clearly denouncing slavery.

He acknowledged that many individuals and even ecclesiastical institutions had held slaves. He stated that the Apostolic See had, at times, intervened to regulate and legitimize forms of subjugation and, in some cases, the enslavement of “infidels.” He identified several fifteenth-century papal bulls in a footnote.

Then he wrote: “For this, in the name of the Church, I sincerely ask for pardon.” (Magnifica Humanitas, 176)

That raises the obvious question: why here? Why in an encyclical on artificial intelligence?

The answer is that Leo XIV is not simply looking backward. He is using one of the Church’s gravest historical failures on human dignity to sharpen moral discernment in the digital age. (Magnifica Humanitas, 177–179)

The Long and Uneven Historical Arc of Slavery and the Church

The Catholic story on slavery is not simple. It is not accurate to say, “The Church always clearly condemned slavery.” Nor is it accurate to say, “The Church endorsed slavery.” The record is more complicated.

As early as 873, Pope John VIII condemned a concrete instance of enslavement, writing to rulers in Sardinia and ordering that those held in slavery be restored to freedom. This was not yet a fully developed universal doctrine against every form of slavery. It was a specific intervention in a Mediterranean Christian context.

But it matters. It demonstrates early papal opposition to enslavement and strengthens the case that the later fifteenth-century authorizations of conquest and servitude were not inevitable products of Christian doctrine. The tradition already contained the resources for condemning enslavement. They were simply not applied consistently.

That inconsistency becomes especially clear in the fifteenth century.

In 1435, Pope Eugenius IV issued Sicut Dudum, condemning the enslavement of Canary Islanders who had become Christian or were approaching baptism. This bull has often served as the “counterargument” in Catholic discussions of slavery: the Church did intervene against enslavement in this case, and demanded liberation under threat of excommunication.

Yet Pope Leo XIV’s footnote groups Sicut Dudum together with Etsi Suscepti 1442, Dum Diversas and Romanus Pontifex.

At first glance this is puzzling, because Sicut Dudum is itself an anti-enslavement intervention. But Leo is not accusing it of complicity. He is citing the fifteenth-century corpus as a whole to show how unstable the Church’s witness was in that era: within the very same decades, papal authority could condemn enslavement in one case and authorize conquest and perpetual servitude in others.

The point is not that every document was wrong, but that the framework was inconsistent—liberation and subjugation coexisting under the same authority. (Magnifica Humanitas, 176, Footnote 174)

The most troubling documents remain Pope Nicholas V’s Dum Diversas (1452) and Romanus Pontifex (1455). These authorized the Portuguese crown to wage war against “Saracens,” pagans, and other enemies of Christ, to seize their possessions, and to reduce persons to perpetual servitude. These are not merely historically awkward documents, and Pope Leo XIV now treats this history as part of a “wound in Christian memory.” (Magnifica Humanitas, 176)

Then comes a significant corrective. In 1537, Pope Paul III’s Sublimis Deus declared that the Indigenous peoples of the Americas—and other peoples yet to be encountered—were human beings capable of receiving the faith, and not to be deprived of liberty or property.

This was a major development. It protected not only the baptized or catechumens but non-Christian Indigenous peoples as human persons with rights to liberty and property. It directly undercut the logic later associated with conquest and enslavement.

In 1839, Pope Gregory XVI’s In Supremo Apostolatus condemned the slave trade and warned Christians not to reduce persons to servitude or to defend such practices as permissible.

But even here the story remains complicated. Catholic slaveholding societies often read Gregory’s condemnation narrowly—as aimed primarily at the slave trade rather than as a mandate for immediate emancipation.

The fuller picture, then, is this:

There were real anti-enslavement interventions: Pope John VIII in 873; Eugenius IV’s Sicut Dudum in 1435; Paul III’s Sublimis Deus in 1537; Gregory XVI’s In Supremo Apostolatus in 1839; and Pope Leo XIII’s In Plurimis in 1888, which condemned slavery as a violation of human dignity, contrary to the original order of creation in which all are born free and equal, followed by Catholicae Ecclesiae in 1890, calling on Catholics to support the global movement to end the African slave trade.

But there were also papal acts that empowered conquest, subjugation, and servitude—above all Dum Diversas and Romanus Pontifex.

Pope Leo XIV’s summary is that the Church’s denunciation of slavery was delayed, that practice was inconsistent, and that the full incompatibility of slavery with Christian conscience was long relativized. (Magnifica Humanitas, 176)

Does This Touch the Church’s Teaching Authority?

A natural worry follows: if popes authorized enslavement, does Leo’s apology concede that the Church’s teaching office failed, or even erred while teaching infallibly?

It does not, and Leo is careful here.

The fifteenth-century bulls were acts of governance bound to particular political circumstances, not definitive doctrinal pronouncements. They were prudential judgments addressed to specific rulers at a specific time and place; they did not invoke—and did not meet—the conditions for a definitive or ex cathedra teaching binding the whole Church.

These were disciplinary and political documents, open to questioning and criticism, and the Church’s teaching on infallibility is simply not in play.

The Church made the same point in 2023, when it stated that the bulls underlying the so-called Doctrine of Discovery have never been considered expressions of the Catholic faith.

All this matters for reading the apology correctly.

Pope Leo XIV is not confessing that the Church taught error as defined doctrine. He is confessing that those holding ecclesial authority acted contrary to the Gospel they professed, and that the Church was slow—across centuries—to draw out and apply a truth it already possessed.

The failure was one of witness, vigilance, and consistency, not of defined doctrine.

And that is precisely what makes it usable as a warning for the present.

What Did Pope Leo XIV Do That Pope St. John Paul II Did Not?

Pope John Paul II gave the Church the grammar of historical repentance.

In Incarnationis Mysterium, issued for the Great Jubilee of 2000, he called for the “purification of memory.” He taught that the Church must acknowledge the wrongs committed by those who bore the name of Christian.

While present Christians are not personally guilty for every sin of the past, the Church is one Body across time; they cannot simply detach themselves from the burdens of Christian history. The Church must kneel before God, confess its counter-witness, and seek forgiveness. (Pope St. John Paul II, 11)

Pope Leo XIV takes that and applies it concretely to slavery.

He does not merely say that Christians sinned. He says that ecclesial authority itself was implicated in structures that regulated and legitimized subjugation.

He names the delay. He names the role of the Apostolic See. He identifies the relevant papal bulls. He frames the matter as a development in the Church’s understanding of the perennial truths of Revelation. And then he asks pardon in the name of the Church. (Magnifica Humanitas, 176, Footnote 174)

In one sentence: John Paul II supplied the grammar of ecclesial repentance; Leo XIV used it to make a concrete magisterial confession about slavery and the Church’s complicity.

What Does the Catholic Church Teach About Unions?

Few institutions generate more debate in modern economic life than labor unions. Some see them as indispensable defenders of workers; others view them as obstacles to economic flexibility and growth. Amid these competing narratives, Catholic Social Teaching offers a distinctive perspective.

Rather than beginning with questions of politics or economics, the Church begins with a more fundamental question: What does human dignity require in the workplace?

The answer leads directly to one of the Church’s most consistent social teachings: workers possess a natural right to associate with one another in pursuit of justice and the common good. But that endorsement is not a blank check. As we’ll see, the Church supports unions precisely because they serve human dignity and the common good, and it holds them to that standard.

At its most basic level, a union is an organization of workers who join together to advance shared concerns regarding wages, benefits, working conditions, and other workplace matters. Through collective action and bargaining, unions seek to ensure that workers have a meaningful voice in shaping the conditions under which they labor.

But within the framework of Catholic Social Teaching (CST), a union is more than a workplace organization. It is an expression of a fundamental human right.

A Right Rooted in Human Nature

The Church’s support for worker associations did not emerge as a response to a particular political movement or economic theory. Rather, it arises from the recognition that human beings are social by nature and possess the right to freely associate in pursuit of legitimate ends.

When Pope Leo XIII inaugurated modern Catholic Social Teaching with his landmark 1891 encyclical Rerum Novarum, he devoted significant attention to the role of worker associations. Drawing upon historical precedents such as the craftsmen’s guilds of earlier centuries, he argued that workers have both the right and the responsibility to organize for their mutual benefit.

Of all the associations established to serve human flourishing, Leo wrote: “The most important of all are workingmen’s unions… [and it is] hoped that they should become more numerous and more efficient.” (Rerum Novarum, 49)

Leo’s defense of worker associations was remarkable for its time. He rejected both socialist efforts to abolish private property and laissez-faire approaches that left workers vulnerable to exploitation, charting a distinctly Catholic path rooted in human dignity, private property, and social cooperation.

Successive popes consistently reaffirmed and developed this teaching.

In Quadragesimo Anno, Pope Pius XI praised the flourishing of worker associations that followed Leo’s teaching.

In Mater et Magistra, Pope St. John XXIII reaffirmed “the worker’s natural right to enter into association with his fellows.”

A century after Rerum Novarum, Pope St. John Paul II declared in Centesimus Annus that “the right of association is a natural right of the human being” (7).

No pope explored the dignity of work more extensively than John Paul II. In his encyclical Laborem Exercens, he explained: “[T]he modern unions grew up from the struggle of the workers… to protect their just rights… Their task is to defend the existential interests of workers in all sectors in which their rights are concerned... They are indeed a mouthpiece for the struggle for social justice.” (20)

More recently, Pope Benedict XVI reaffirmed in Caritas in Veritate that labor unions have always been encouraged and supported by the Church.

Across more than a century of social teaching, the Church’s position has remained remarkably consistent: the right of workers to organize is not a privilege granted by governments or employers. It is rooted in the dignity of the human person.

Why Government Protects—But Does Not Create—This Right

Because the right to associate arises from human nature itself, governments do not create this right through legislation. Rather, they recognize and protect a right that already exists.

This understanding reflects the principle of subsidiarity, which teaches that higher authorities should support—not absorb or replace—the legitimate functions of smaller communities and associations.

Pope Leo XIII described unions as “real societies” and argued:

“Since to enter into a ‘society’ of this kind is the natural right of man; and the State has for its office to protect natural rights, not to destroy them; and, if it forbid its citizens to form associations, it contradicts the very principle of its own existence.” (Rerum Novarum, 51)

Can the State ever intervene?

The Church acknowledges that intervention may occasionally be justified when associations are formed for purposes that are clearly unlawful, harmful, or dangerous to society. Even then, however, Leo XIII warned that governments must be careful:

“...not to violate the rights of individuals and not to impose unreasonable regulations under pretense of public benefit.” (Rerum Novarum, 52)

The guiding principle remains clear: the State should safeguard justice while respecting the freedom and autonomy of legitimate worker organizations.

Unions Exist for Justice, Not Power

Catholic Social Teaching does not support unions simply because they advance workers’ interests. The Church supports them because they serve human dignity and contribute to the common good.

For that reason, unions themselves are subject to moral evaluation. Like businesses, governments, and other institutions, they can fulfill their mission well—or poorly.

1. Avoid Class Egoism: Focus on the Common Good

The Church rejects the notion that labor relations should be understood primarily as a struggle between competing classes.

While unions properly advocate for workers, their efforts should never become narrowly self-interested. Their actions must contribute to the well-being of society as a whole.

As John Paul II explained, unions should work to correct social imbalances:

“with a view to the common good of the whole of society.” (Laborem Exercens, 20)

2. Maintain Independence from Partisan Politics

The Church has consistently warned against turning unions into instruments of political power.

As John Paul II cautioned, unions should advance workers’ interests without becoming vehicles for partisan ambition:

“The role of unions is not to ‘play politics’ in the sense that the expression is commonly understood today. Unions do not have the character of political parties struggling for power; they should not be subjected to the decision of political parties or have too close links with them.” (Laborem Exercens, 20)

Political engagement may sometimes be necessary, but unions lose sight of their proper mission when they become extensions of political parties or ideological movements.

Their primary responsibility remains the defense of workers’ dignity and legitimate rights.

3. Be a Voice for the Voiceless

Pope Francis repeatedly challenged labor organizations to defend not only their own members but also those who lack protection and representation. He argued that unions must not become concerned only with those already protected; they must also reach “the walls of the city of work” where the excluded, unemployed, and vulnerable often remain unheard.

In an economy marked by precarious employment, informal labor, and growing inequality, unions should serve as advocates for those whose voices are often ignored.

Their mission is not merely economic. It is profoundly human. As St. John Paul II noted, unions also help workers “share in a fully human way in the life of their place of employment”. (Centesimus Annus, 15)

Why This Teaching Matters Today

The Church’s teaching on unions remains as relevant today as it was in Leo XIII’s time.

The rise of gig work, remote employment, artificial intelligence, and economic uncertainty has renewed questions about how workers can effectively exercise their rights and protect their dignity. Recent debates over app-based employment, automation, and workplace surveillance have only intensified these questions.

While the popes did not address “gig work” or “automation” by name, the underlying principle they articulated applies directly: workers should never be treated merely as instruments of production. They are persons created in the image of God whose work contributes to their flourishing, the well-being of their families, and the common good of society.

Pope Leo XIV has now applied that principle to the new landscape head-on. In Magnifica Humanitas, his first encyclical—signed on the 135th anniversary of Rerum Novarum—Pope Leo XIV does not mention unions in passing – he situates them within the very tradition traced above, recalling that Leo XIII “esteem[ed] workers’ associations” and that Pius XII recognized labor unions as “an essential safeguard for civil equilibrium and for protecting the common good.” (32)

Turning to the present, he affirms that labor unions, “which the Church has consistently supported, are called upon to be open to new types of employment and the corresponding needs of workers, in order to represent and defend them.” (155)

The stakes are high: without bold decisions, he warns, “the prospect of greater poverty and inequality looms large” leaving many “marginalized, stranded and surrounded by the machines and automated systems that have replaced them.” (155)

The image Leo XIV chooses is telling. Drawing on Nehemiah’s rebuilding of the walls of Jerusalem, he describes a society in which each group is given “their own section of the wall”—”entrepreneurs and workers, educators and legislators, civil society, popular movements and faith communities”—laboring together according to "the logic of subsidiarity.” (13)

Unions, in this vision, are not combatants in a class war but builders of the common good. From Leo XIII to Leo XIV, the principle endures even as the world of work is transformed.

Any economic system that forgets this truth ultimately undermines both justice and human dignity.

When Is a Strike Morally Justified?

Catholic Social Teaching recognizes that workers may sometimes need to withhold their labor in order to defend legitimate rights.

The right to strike, therefore, is not primarily an economic weapon but a moral safeguard when fundamental rights are threatened.

John Paul II explicitly affirmed that workers should enjoy the right to strike without being subjected to personal penal sanctions for taking part.

At the same time, the Church views strikes as an extraordinary measure rather than a routine tactic. A strike should be employed only after other reasonable avenues have been exhausted, and—in John Paul II’s words—it “must not be abused, especially for ‘political’ purposes”. (Laborem Exercens, 20)

Like every exercise of freedom, the right to strike carries corresponding moral responsibilities.

The Bottom Line

More than a century after Rerum Novarum, the Church continues to insist that economic life must serve the human person—not the other way around.

Unions are not an end in themselves. They are one means by which workers can participate responsibly in shaping the conditions of their labor, defending their dignity, and contributing to the common good.

Pope Francis summarized this enduring truth when he observed:

“There is no trade union without workers, and there are no free workers without trade unions.” (Address to Managers and Delegates of the Italian General Confederation of Labor (CGIL), December 19, 2022)

The challenge for Catholics today is not merely to support or oppose unions in the abstract. It is to ask whether our workplaces, institutions, and economic systems uphold the dignity of every worker and advance authentic human flourishing.

As Pope Leo XIII wrote:

“We may lay it down as a general and lasting law that working men’s associations should be so organized and governed as to furnish the best and most suitable means for attaining what is aimed at, that is to say, for helping each individual member to better his condition to the utmost in body, soul, and property.” (Rerum Novarum, 57)

Catholic Social Teaching does not ask us to choose between economic prosperity and human dignity. It insists that a truly just economy must foster both. The Church’s defense of workers’ associations is ultimately rooted in a simple conviction: every worker is a person, not a commodity, and society flourishes when that truth is honored.

On May 15, 2026 — the 135th anniversary of Rerum Novarum, Leo XIII’s great encyclical on labor and capital — Pope Leo XIV released Magnifica Humanitas, his first encyclical and an ambitious entry into one of the defining questions of our age:

What does the rapid rise of artificial intelligence mean for human dignity, work, solidarity, and the future of society?

The document is long, rich, and demanding. It will reward slow reading and serious study. The Catholic social tradition it draws upon stretches back 135 years and across dozens of pontificates. It will take time to absorb what Pope Leo XIV has placed before us.

But here is what is initially striking about the encyclical: it does not begin with answers.

It begins with questions.

In paragraph 6, after a diagnosis of the technological moment we inhabit, the Pope pauses and turns to the conscience of every reader.

He writes that “crucial questions impose themselves on our conscience and can no longer be avoided.”

Then he poses three:

“Where are we going?”

“Toward what goal do we wish to orient ourselves?”

“What direction should we choose as a people and as a human community?”

Notice what Pope Leo XIV is doing.

He is not beginning with condemnation. He is not leading with a policy proposal or a regulatory framework. He is beginning — as a pastor — with the questions we cannot responsibly avoid.

These questions were so important as an organizing theme in the encyclical that he reiterated them in his address to CAPP during a private audience only 5 days after the encyclical’s release.

So let us examine how the encyclical answers each one.

1. “Where are we going?”

This is the diagnostic question — and the encyclical’s answer is sobering.

If we continue on our current trajectory without deliberate moral intervention, the document suggests we are drifting toward what the Pope calls the “Babel syndrome”: a world shaped by the idolatry of profit, the flattening of human difference into data, and the illusion that a single digital language can capture everything — including the mystery of the human person.

The warning is sharpened in paragraph 5, where Pope Leo XIV identifies a structural problem few other voices have named so plainly: the main drivers of technological development are now often private entities whose resources and capacity to act surpass those of many governments.

“Technological power takes on an unprecedented, predominantly ‘private’ aspect, which makes it even more challenging to discern, govern and direct such power toward the common good.” — Magnifica Humanitas, 5

This is not an abstract concern.

When power escapes democratic accountability — when there is no mechanism for the common good to assert itself over the logic of profit — the vulnerable lose. They always do.

Rerum Novarum said the same thing about unregulated industrial capitalism in 1891.

Magnifica Humanitas says it about unregulated AI and digital power in 2026.

Pope Leo XIV’s concern is not that technology is evil. His concern is that technological power, when detached from moral and social development, becomes dangerous.

“More power does not necessarily imply something better… if technological development advances without a corresponding ethical and social progress, the result may be an increase in means without a growth in humanity: ‘having more’ without ‘being more.’” — Magnifica Humanitas, 94

The encyclical also identifies a deeper ideological drift: a growing tendency to evaluate human beings by their productivity.

In paragraph 51, Pope Leo XIV warns against “the ideology that suggests that every person must earn or justify his or her own worth, to the point of attributing greater value to those who are more efficient or effective.”

This is the culture we are headed for — if we do not choose differently.

And at the furthest horizon of this drift, the document places transhumanism and posthumanism: philosophies that treat human limits not as part of our dignity, but as engineering problems to be solved.

The Pope does not dismiss these currents. He takes them seriously enough to name them as the ideological destination of an uncorrected course. (Magnifica Humanitas, 115, 116, 252)

So where are we going?

Toward a world where the mystery of the person is reduced to data, where power concentrates in private hands beyond democratic reach, and where human beings are measured by what they produce — unless we make a different choice.

2. “Toward what goal do we wish to orient ourselves?”

This is the teleological question — the question of ends.

Here the encyclical stands squarely within the tradition of Catholic Social Teaching that Pope St. John Paul II created CAPP to promote.

The goal is not complicated, but it is demanding.

It is integral human development: the authentic flourishing of every person in every aspect of life — spiritual, material, cultural, moral, relational — with no one left behind, and no part of the person reduced to a means.

Pope Leo XIV is direct about this in paragraph 14. The standards of discernment are the principles Catholics have been given: “the dignity of the human person, the universal destination of goods, the preferential option for the poor, care for our common home and peace.”

These are not new. They are the accumulated wisdom of 135 years of the Church’s engagement with the modern world.

But they must now be applied — concretely — to AI governance, data systems, platforms, and algorithms.

“Development is truly human when it places people at the center instead of the accumulation of wealth.” — Magnifica Humanitas, 83

This is why the encyclical treats human dignity not as one value among others to be weighed in a cost-benefit analysis, but as the starting point and criterion of all legitimate development.

Any technology — any system, platform, or algorithm — that diminishes human dignity is not progress.

It is regression, regardless of what the efficiency metrics say.

The encyclical deepens the goal as it moves forward. Integral human development is not merely a political or economic goal. It has a theological horizon.

Pope Leo XIV invokes the image of the New Jerusalem and the “civilization of love” that both Pope St. John XXIII and Pope St. John Paul II held out as the ultimate direction of Christian social action.

The goal we orient ourselves toward is not a technocratic utopia.

It is a human community in which every person is received as a gift, not evaluated as a resource.

3. “What direction should we choose as a people and as a human community?”

This is the practical question.

And it is answered with one of the encyclical’s most memorable images.

Pope Leo XIV reaches back to the Book of Nehemiah. After the exile, Nehemiah returned to Jerusalem to find the walls in ruins and the community in despair.

He did not rebuild the city alone.

He assigned “each person their own section of the wall” and called the whole people to the work together.

The encyclical holds this image up as the model for what the Church — and indeed all people of good will — are called to do in the face of the AI revolution.

“All are given their own section of the wall: scientists and researchers, entrepreneurs and workers, educators and legislators, civil society, popular movements and faith communities… We should not be intimidated by tensions or differences because they can become creative forces when guided by shared responsibility.” — Magnifica Humanitas, 13

The direction, in other words, is not withdrawal, resignation, or the passive hope that technology will regulate itself.

Nor is it the opposite error: a panicked rejection of AI as inherently dehumanizing.

The direction is engaged, collaborative, morally grounded stewardship.

The encyclical is concrete about what this looks like. In paragraph 14, Pope Leo XIV calls for “responsible planning, the assessment of human and social impact, the inclusion of the most vulnerable, the promotion of digital literacy and guiding research and industry toward justice and peace.”

These are not vague aspirations.

They are practical criteria — derived from Catholic Social Teaching — that can and must be applied to technology governance.

But the encyclical also insists that the choice is ultimately a choice between two cultures, two ways of being human together.

In paragraph 16, Pope Leo XIV puts it in its most compressed form:

“The task that stands before us is that of being builders of communion, rather than architects of Babel. We are to be servants of the coming Kingdom, instead of lords of towers destined for ruin.” — Magnifica Humanitas, 16

Builders of communion. That is the direction.

Not the domination of nature, of other people, or of the future by those with the most processing power — but the patient, humble, collaborative work of building a world in which every person finds a place.

Much Remains to Be Discerned

Magnifica Humanitas is new. It is a text that will reward re-reading.

There are chapters on the history of Catholic Social Teaching, on the specific pathologies of digital culture, on the ethics of AI governance, and on the theological vision of integral ecology and the common home that have not been touched here.

But beginning with the three questions — and tracing how the encyclical answers them — gives us something solid to stand on as the wider conversation begins.

So here are the three questions again.

1. Where are we going?

   Toward a Babel of private technological power, efficiency-as-ideology, and the reduction of the person to data — unless we intervene.

2. Toward what goal?

   Integral human development: the flourishing of every person in every dimension, with no one left behind — a goal with a theological horizon in a civilization of love.

3. What direction should we choose?

   The direction of Nehemiah: each person taking their section of the wall, guided by the principles of Catholic Social Teaching, building communion rather than Babel.

Pope Leo XIV has asked good questions.

He has also answered them — not in a tidy list, but woven through the whole of a rich and serious document.

The encyclical is structured so that the answers deepen as you read, which is itself a statement about how discernment works.

Because immigration is one of the most polarized issues in public life, the strongest objections deserve to be addressed directly — not dismissed, caricatured, or simplified.

Catholic Social Teaching does not belong to the political left or right. It critiques both because it begins not with ideology, but with a moral vision rooted in the dignity of the human person and ordered toward the common good.

The objections surrounding immigration are often serious precisely because they involve competing moral goods: law and mercy, order and solidarity, sovereignty and human dignity.

What follows addresses those objections as they are actually raised — by Catholics and people of good will across the political spectrum.

I. Law and Moral Responsibility

Are you justifying illegal immigration?

No.

Catholic Social Teaching does not treat immigration law as optional, nor does it endorse open borders. Nations possess both a legitimate right and a serious duty to regulate migration in service of the common good.

What this framework clarifies, however, is that legal violation and moral guilt are not always identical. Catholic moral theology has long recognized that in cases of grave necessity—where no proportionate alternative exists—moral responsibility may be diminished or even absent.

This is not a justification of disorder. It is a recognition that justice requires prudence and attention to concrete circumstances, not slogans.

Doesn’t this undermine the rule of law?

No.

The rule of law is itself a moral good. It provides stability, protects the vulnerable, and preserves the conditions necessary for social flourishing.

Catholic Social Teaching affirms both legitimate civil authority and the obligation to obey just laws. Evaluating moral culpability in particular cases does not weaken law. It reflects the Church’s longstanding understanding that justice requires prudence and attention to real human circumstances.

Why not simply declare all undocumented immigrants morally innocent?

Because Catholic moral theology does not operate through ideological absolutes detached from reality.

Some migrants may have acted under grave necessity and therefore bear little or no moral culpability. Others may have acted primarily from opportunity, which carries greater moral weight. Most situations fall somewhere in between.

Catholic Social Teaching evaluates actions through intention, circumstance, and available alternatives—not ideological categories.

II. Justice and Fairness

What about fairness to those who immigrated legally?

This concern is legitimate and must be taken seriously.

Justice requires respect for those who followed legal processes, often at significant personal cost. Any reform consistent with Catholic Social Teaching must avoid incentivizing disorder and must account for the sacrifices of lawful immigrants.

At the same time, moral analysis cannot assume that a viable legal pathway always existed. In some cases—especially involving danger, severe instability, or legal systems that provide no viable avenue for relief—no proportionate alternative was realistically available.

Justice must consider all affected parties, not only one group.

Is economic hardship enough to justify crossing illegally?

Not automatically.

Catholic teaching does not equate the desire for greater opportunity with grave necessity. The principle of necessity applies when basic survival or fundamental duties to protect one’s family are at stake—and no proportionate alternative exists.

Economic migration motivated primarily by preference carries different moral weight than flight from violence or life-threatening deprivation.

Most cases require careful moral discernment—not ideological reduction.

Is deportation always wrong?

No.

The Church does not teach that immigration enforcement is inherently immoral. Governments may enforce immigration law when doing so is proportionate and genuinely ordered toward the common good.

But enforcement must respect human dignity, safeguard due process, and avoid unnecessary harm — particularly to families and children.

Justice in applying law to complex human realities requires prudence, not rigidity.

III. Political Order and Responsibility

Are you saying borders don’t matter?

No.

Political communities are legitimate and necessary. Sovereignty serves the common good by preserving order, public safety, and social stability.

Catholic Social Teaching affirms the right of nations to regulate migration. But it also insists that this authority be exercised in a manner consistent with the dignity of the human person.

Solidarity does not eliminate subsidiarity. Compassion does not erase political responsibility.

Is this political advocacy dressed up as theology?

No.

This framework does not endorse specific legislation or partisan programs. It applies enduring principles — human dignity, solidarity, subsidiarity, and the common good — to contemporary realities.

Because it begins with a vision of the human person rather than ideology, Catholic Social Teaching critiques distortions on both sides. It rejects both open-border utopianism and the reduction of migrants to legal infractions detached from moral context.

Who bears primary responsibility for reform?

Policymakers.

The political community has a primary responsibility to protect the safety, stability, and economic well-being of its citizens — and immigration policy must serve that responsibility.

At the same time, lawmakers must ensure that legal frameworks do not create contradictions that undermine human dignity or permanently marginalize long-term residents without proportionate justification.

Responsibility is shared — but not identical — among migrants, citizens, and government.

The Core Takeaway

Catholic Social Teaching insists on holding together truths that are often separated:

• Legal status and moral standing are not always identical

• Nations possess the right to regulate borders

• The dignity of the human person precedes the state

• Both immigrants and political communities possess real duties

None of these truths cancels the others. All of them must be held together.

A Final Word to End the Series

Immigration debates often force false choices: compassion or order, welcome or law, dignity or security. Catholic Social Teaching refuses that reduction — not because these goods are easily reconciled, but because prudence, clarity, and honesty about reality make it possible to hold them together.

The question is not simply how to manage immigration. It is how to order law and society in a way that remains faithful both to the dignity of the human person and to the demands of the common good.

That is the standard Catholic Social Teaching sets — and the standard by which immigration policy, like all political authority, must ultimately be judged.

Reform Begins with Moral Coherence

Catholic Social Teaching does not begin with ideology, party platforms, or policy preferences. It begins with a moral framework rooted in the dignity of the human person — and from that foundation, ordered toward the common good of all.

That framework rests on three foundational principles. They are distinct but deeply connected. Human dignity is foundational — the other principles derive their meaning from the human person they are meant to serve. And when all three are properly held together, they produce something that cannot be manufactured by policy alone: the common good.

Human Dignity — every person possesses inherent worth, regardless of legal status. Dignity is not conferred by administrative recognition. It precedes the state and cannot be revoked by it. From this truth, all other rights and obligations flow.

Solidarity — those who live and work among us are not abstractions or political symbols. They are neighbors. As Pope St. John Paul II wrote, solidarity is “a firm and persevering determination to commit oneself to the common good” (Sollicitudo Rei Socialis, 38). The moral bonds formed within communities are real — and ignoring them does not make them disappear.

Subsidiarity — problems are best solved at the most immediate level capable of fulfilling them. What individuals, families, and local communities can accomplish should not unnecessarily be transferred to larger institutions or the state. As Pope Pius XI taught, it is “an injustice and at the same time a grave evil” (Quadragesimo Anno, 79) to do so. In the context of immigration, subsidiarity reminds us that pastoral accompaniment, legal judgment, civic engagement, and legislative reform each belong to different levels of authority—and that no single level can substitute for another without distorting the whole.

When these three principles are genuinely applied together, the result is the common good: “the sum total of social conditions which allow people, either as groups or as individuals, to reach their fulfillment more fully and more easily” (Catechism of the Catholic Church, 1906). The common good is never merely the sum of individual interests. It always depends upon a correct understanding of the dignity and rights of the person.

A just immigration system must reflect all three principles. When it produces permanent marginalization, exploitable labor structures, or enduring contradiction between social reality and legal status, the common good is not being served.

Where that coherence breaks down, reform becomes necessary. Not as a political preference. As a moral requirement.

What Immigration Reform Must Accomplish

If the structural contradiction identified in Part 4 is to be resolved, reform must do more than intensify enforcement or expand administrative complexity. It must restore coherence between law, moral responsibility, and lived reality.

That does not require abandoning order. It requires ordering the system toward justice.

A just system should provide realistic legal pathways for long-term residents who have demonstrated responsibility, contribution, and stable integration into society.

It should protect family unity as a central social good—not a secondary consideration that enforcement decisions can set aside.

It should guarantee due process and humane treatment in all legal proceedings, because procedural justice is not a bureaucratic nicety. It is a requirement of dignity.

It should prevent the emergence of a permanent underclass—a system that benefits from labor it refuses to recognize is not serving the common good. It is exploiting a contradiction it has chosen not to resolve.

It should maintain laws that can actually be followed—not merely severe on paper, but realistic and genuinely enforceable. A law that cannot be complied with does not serve the common good; it simply produces more contradiction.

These are not simply policy preferences. They are moral requirements flowing from the dignity of the person, the obligations of solidarity, and the responsibilities of political authority.

The Balance Catholic Social Teaching Refuses to Abandon

Catholic Social Teaching rejects the false choice that dominates much of the immigration debate.

It does not say: compassion or law. It insists on both.

It affirms that nations possess the right to regulate borders, maintain public order, and enforce immigration law. At the same time, it insists that immigrants remain persons—not abstractions, burdens, or political symbols.

Pope St. John Paul II expressed this balance with characteristic clarity:

“The challenge is to combine the welcome due to every human being, especially when in need, with a reckoning of what is necessary for both the local inhabitants and the new arrivals to live a dignified and peaceful life.” — Message for World Day of Peace, 13

Pope Leo XIV, in his 2025 Message for the World Day of Migrants and Refugees, brought that same balance into the present moment—affirming every nation’s right to determine who enters while insisting that people who have lived good lives for years must still be treated with the dignity they carry as human beings. The right and its limit, stated together.

This is not a compromise. It is a moral synthesis.

A system that treats enforcement as if persons do not matter becomes harsh and morally disordered. A framework that speaks of compassion while dismissing the necessity of law and social order becomes incoherent in a different way.

Catholic Social Teaching refuses both distortions. It calls for a system that is humane in its treatment of persons and serious in its responsibility to the common good.

From Principle to Practice

If these principles are taken seriously, they demand something not only from policymakers, but from citizens, communities, and the Church itself. The traditional “See, Judge, Act” method used in many Catholic lay apostolates offers a useful structure for that response.

1. Personal Formation — See and Judge

Before we can act effectively, we must align our hearts and minds with the Church’s vision of the human person.

This begins with honest formation—learning what the Church actually teaches and refusing to reduce immigration to partisan instinct or ideological identity. It means praying specifically, using Pope St. John Paul II’s words as a meditation, for policymakers to find the wisdom to hold welcome and the rule of law together. And it means returning, repeatedly, to a truth this series has tried to make clear: documentation does not determine a person’s worth before God.

2. Parish and Community Engagement — Act

The Church is not only a teacher. It is a community—and the local parish, rightly understood, becomes a place of immediate care and genuine encounter.

In practice this means supporting Catholic legal services that help immigrants navigate the current system. It means creating spaces—a parish potluck, a listening session—where parishioners can hear the lived experiences of those affected. Personal stories bridge gaps that statistics cannot. And it means ensuring that parish ministries—food pantries, baptismal preparation, youth groups—are explicitly open to all, regardless of documentation status.

The Church must remain a sanctuary of grace, not a gatekeeper of it.

3. Civic Advocacy — Transform

Charity is necessary. But Catholic Social Teaching recognizes that justice requires more—it requires reforming the structures that produce injustice in the first place.

This means advocating for legislation that provides clear, earned pathways to legal status for long-term residents who have demonstrated responsibility and contribution. It means supporting the Church’s teaching on the right not to migrate—the principle that people should not be forced from their homelands by violence, poverty, or persecution, and that international aid and policy should address those root causes directly. And it means calling for administrative reform that makes the legal system efficient enough to actually be followed—because a law that cannot realistically be complied with does not serve the common good.

In this way, charity and justice are not opposed. They are brought into right relationship.

The Final Principle

Throughout this series, one truth has remained constant:

The human person is prior to the state.

Law is necessary. Order is necessary. But neither can be understood apart from the dignity they are meant to serve.

Holding these truths together—without collapsing one into the other—is the distinctive contribution of Catholic Social Teaching.

When a legal framework leaves millions in permanent tension—present, contributing, yet without any realistic path toward reconciliation—it does not fully serve the common good.

Immigration reform, then, is not merely political. It is a matter of justice rightly understood.

Until that reform is achieved, one truth must remain clear: our brothers and sisters who lack legal status are not less beloved by God, less worthy of dignity, or less part of our Christian community.

Through faithfulness, honest contribution, care for family, and sincere effort to live in accordance with conscience and moral law, a person can maintain moral integrity—even when their legal status remains unresolved.

A person’s dignity is not determined by legal status.

What Comes Next

This series has attempted to offer a Catholic framework for thinking about immigration: one that distinguishes legal categories from moral responsibility, affirms both the dignity of the person and the legitimate responsibilities of political communities, and refuses the false choice between compassion and law.

But serious questions remain—and they deserve serious answers.

• What about fairness to those who immigrated legally?

• Does this weaken the rule of law?

• Are borders still morally necessary?

• Can deportation ever be just?

• Who bears primary responsibility for reform?

These objections should not be dismissed. They should be addressed directly, honestly, and without ideological reduction.

What happens when a person fulfills the responsibilities of ordinary life for years—working, raising a family, contributing to society—yet remains permanently outside the law?

At some point, the problem is no longer only personal. It becomes structural.

Building on What Came Before

In Part 1, we distinguished between legal violation and moral culpability.

In Part 2, we saw how that distinction unfolds in real lives shaped by necessity, responsibility, and circumstance.

In Part 3, we clarified that both immigrants and nations bear real moral duties.

Now the question deepens further into territory none of those earlier pieces fully resolved.

The Contradiction at the Heart of the System

Consider a situation that is no longer exceptional. It is increasingly common.

A person may have entered unlawfully—perhaps under conditions of genuine necessity or hardship. Over time, that person builds a life marked not by disorder, but by responsibility: working, raising a family, contributing to the community, participating in the life of the Church.

And yet, legally, nothing has changed.

They remain permanently out of status—often with no meaningful path toward regularization.

This is not merely a difficult circumstance.

It is a contradiction embedded within the structure of the law itself.

As this series has shown, a person may violate civil immigration law, yet bear little or no moral culpability when acting under genuine necessity. They may even be fulfilling fundamental duties: protecting life, sustaining family, contributing to the common good.

When these realities diverge temporarily, tension exists. When they remain unresolved for years—or decades—the tension becomes structural.

Catholic Social Teaching does not conclude from this that law no longer matters. It concludes something more demanding:

Human law must remain capable of recognizing basic moral reality. When it cannot, the law itself stands in need of reform.

When Law Cannot Reconcile with Moral Reality

The Church does not dismiss law. It affirms its necessity. Social order, political authority, and legal frameworks all serve the common good—and are indispensable to civilized life.

But Catholic Social Teaching also insists that law is not an end in itself.

Law exists for the person. Not the person for the law.

When a legal framework creates conditions in which long-term residents can neither regularize their status nor fully participate in society, when families remain permanently insecure despite years of stable contribution, and when social belonging is acknowledged informally but denied legally, the question must eventually be asked:

Is the fault solely in the person?

Or does the structure itself bear responsibility?

Catholic Social Teaching answers clearly: when human law cannot accommodate fundamental moral realities, the law itself stands in need of reform.

This is not an argument against enforcement. It is an argument against the permanence of contradiction.

Living in Moral Integrity Amid Legal Limbo

Even within this unresolved condition, the moral life does not collapse.

In many ways, it becomes more demanding.

Catholic Social Teaching offers guidance for living responsibly within legal uncertainty—not by ignoring the law, but by refusing to abandon moral responsibility because the law remains unresolved. That guidance unfolds across four essential relationships.

Before God

A person’s relationship with God is not determined by immigration status. If the original act occurred under genuine necessity, and the person now seeks to live honestly, fulfill obligations, and pursue lawful paths where possible, they may stand before God with a clear conscience—and approach the sacramental life of the Church.

Before Family

The duty to protect and provide for one’s family is fundamental. When migration occurs in order to fulfill this obligation, especially under conditions of hardship or danger, the moral weight shifts. The obligation to family is not secondary to administrative requirements. It is prior to them.

Before Conscience

Conscience requires honest examination, not rationalization, not self-justification. A person must still ask difficult questions: Was this truly necessary or merely convenient? Am I contributing honestly to the community in which I live? Am I seeking lawful resolution where it exists?

A well-formed conscience can find peace even within legal uncertainty—but only when grounded in truth, responsibility, and sincere effort to do what is right.

Before the Political Community

Even in irregular status, obligations to the political community remain. This includes contributing to the common good through honest work and participation; respecting laws that protect public safety and order; pursuing legal pathways wherever they exist, however limited; and advocating, appropriately, for just reform.

Legal status may be unresolved. Moral responsibility is not suspended.

The Limits of Moral Justification

This framework depends on a critical condition: genuine necessity.

Moral mitigation applies most clearly when migration occurs under conditions of serious hardship, danger, or inability to sustain basic family life. The further one moves from those realities, the weaker the moral justification becomes.

Catholic Social Teaching does not provide a blanket defense of unlawful migration. It offers something more disciplined: a framework for careful moral judgment rooted in circumstance, intention, proportionality, and responsibility.

That distinction matters greatly. Without it, moral reasoning collapses either into permissiveness or into rigidity.

The Church accepts neither.

A Note for Pastors and Those Who Serve Immigrants

For pastors, counselors, parish leaders, and those accompanying immigrants in these situations, the task is both moral and pastoral.

It begins by recognizing the person before the category. Legal status does not determine human worth before God, nor does it tell the whole story of a person’s life.

Pastoral care, therefore, requires more than legal awareness. It requires affirming the dignity of the person, honestly examining circumstances, and helping individuals distinguish legal violation from moral culpability without falling into either harshness or false comfort. It requires asking difficult questions with sincerity: Was there genuine necessity? Are lawful options available now? What responsibilities remain toward family, community, and the broader society?

At the same time, the Church must remain a place of hope. God’s mercy is not withheld because a legal system is broken. Those living in uncertainty must still be accompanied toward truth and responsibility, encouraged to pursue lawful paths where they exist, and to advocate appropriately for a system more capable of serving justice.

Practical accompaniment also matters. Where available, this may include connecting individuals with Catholic legal services, qualified immigration professionals, and parish or community resources capable of offering responsible assistance.

One limit must be named clearly. Pastoral care must remain pastoral. Legal questions require legal expertise. The principle of subsidiarity reminds us that different responsibilities belong to different levels of authority: pastoral accompaniment cannot substitute for legal judgment, nor can legal structures ignore moral reality.

The Church accompanies the person morally and spiritually—it does not replace competent legal counsel.

From Contradiction to Reform

Parts 1 through 3 established the principles, applied them to real lives, and clarified the responsibilities of persons and nations.

Part 4 reveals something further.

When a system produces widespread and enduring contradictions between legal status and moral reality, the issue is no longer merely individual.

It is structural.

A legal framework that offers no path toward reconciliation for those who acted under necessity, lived responsibly, and became part of the social fabric does not fully serve the common good.

At that point, reform is no longer a matter of political preference.

It becomes a matter of justice.

The Final Question

This leads to the final question: what would a just and workable path to citizenship actually require?

Part 3: The Moral Responsibility of Persons and Nations

This is the third piece in our series on Catholic Social Teaching and immigration. In Parts 1 and 2, we explored a distinction often lost in today’s debates: what is illegal is not always the same as what is immoral—and how circumstance shapes moral judgment in real lives.

Now the question becomes practical. If moral responsibility depends on circumstances, what does that actually require — of immigrants, of nations, of all of us?

The answer is the same for both: real obligations, seriously held. Because in Catholic Social Teaching, rights and duties always go together.

From Moral Judgment to Moral Responsibility

If moral responsibility isn’t automatic — if it genuinely depends on your situation — then what does it actually demand? What is asked of the person who migrated without legal status? What is asked of the nation that receives them?

Catholic Social Teaching answers with characteristic clarity: everyone is included, and no one is exempt.

What the Church Asks of Immigrants

It’s worth saying plainly: the Church does not treat migration as a free pass.

Even someone without legal documentation remains a moral agent—a person capable of making choices, and responsible for making them well. The Catechism of the Catholic Church is direct:

“Immigrants are obliged to respect with gratitude the material and spiritual heritage of the country that receives them, to obey its laws and to assist in carrying civic burdens.” — (CCC, 2241).

This isn’t a footnote. It applies to everyone—documented or not.

What does it look like in practice? It means respecting people and property. It means working honestly and contributing to the community. It means a genuine effort to live within the law, not just when convenient. And it means moving toward integration—learning the language, engaging the culture, seeking to regularize one’s status where that’s possible.

The Church’s position here is neither harsh nor naive. It simply holds that:

Rights may justify the decision to migrate, but duties govern how one lives once you’re here.

Moral mitigation—the recognition that dire circumstances can reduce culpability—applies to genuine necessity. It doesn’t cover migration undertaken purely for economic advantage when legal pathways exist.

What the Church Asks of Nations

Here’s where the conversation often goes off the rails—with one side insisting nations have no real limits on enforcement, and the other suggesting borders themselves are the problem.

Catholic Social Teaching rejects both.

A state has a legitimate right—and a real responsibility—to regulate its borders in service of

the common good. This isn’t a concession to politics. It’s basic Catholic social thought. Pope Leo XIV put it simply at Castel Gandolfo in November 2025:

“I think every country has a right to determine who and how and when people enter.”

But—and this matters enormously—he didn’t stop there. He immediately added that people who have built good lives over ten, fifteen, twenty years must still be treated with the dignity they carry as human beings. The right and its limit, in the same breath.

That’s the Catholic position in miniature. Authority is real. And it is answerable.

A nation fails its own obligations when enforcement becomes an end in itself—when procedural violations are treated as more serious than human dignity, when people who came out of genuine necessity have no path to make things right, when families are torn apart without serious justification, or when a permanent underclass of working people is simply left in legal limbo because it’s economically convenient.

The question isn’t only whether laws are enforced. It’s how they’re enforced—and whose dignity is honored in the process.

What This Means for Policy

Catholic Social Teaching doesn’t hand you a legislative agenda. What it gives you is something harder to ignore: a moral framework that every policy has to answer to.

And when you apply that framework honestly, some things become clear.

A just system doesn’t leave people who have contributed for years in permanent uncertainty. It takes seriously the possibility of bringing them into legal status. It treats keeping families together not as a favor but as a moral priority. It pays special attention to the most vulnerable—children, refugees, people who didn’t choose their circumstances.

And it insists that the legal process itself be just. Due process isn’t red tape—it’s a dignity requirement. Labor protections aren’t optional extras—they’re how you prevent a system that benefits from cheap, frightened workers while claiming to oppose exploitation.

The human person is not a problem to be managed. They are a dignity to be upheld.

That’s not a political statement. It’s a moral one—and Catholic Social Teaching won’t let us treat it as anything less.

The “Yes—And” at the Heart of Catholic Teaching

Here is where Catholic Social Teaching is most countercultural—and most needed.

It refuses the forced choice. You don’t have to pick between compassion and order, between the immigrant and the citizen, between mercy and law. The Church says: yes to both, and here’s what that demands of you.

The right to migrate is real. It flows from the dignity of the human person. The Catechism says that wealthier nations are obliged, to the extent they are able, to welcome those who can’t find safety at home (CCC 2241). Gaudium et Spes (65) grounds this in the universal right to seek the conditions for a dignified life.

Pope Benedict XVI named it directly:

“The right of persons to migrate…is numbered among the fundamental human rights.” (Message, World Day Of Migrants And Refugees)

And the right to regulate migration is equally real. Pope St. John Paul II was clear: “The exercise of such a right is to be regulated, because practicing it indiscriminately may do harm and be detrimental to the common good.” (Message for World Day of Migration, 3)

Pope Benedict reinforced it:

“Every state has the right to regulate migration…always in safeguarding respect for the dignity of each human person.” (Message, World Day Of Migrants And Refugees)

Pope Leo XIV brought both together in a single unscripted moment—acknowledging every nation’s right to control its borders, then immediately insisting that people who have lived well for a decade or two must still be treated as the dignified human beings they are. (November 2025)

That’s not a political compromise. It’s a moral synthesis—one the Church has been working out for a long time.

Holding It Together

The Church asks something genuinely difficult of us: to hold two things at once that our political culture wants to treat as opposites.

Human dignity must be protected. Social order must be preserved. Ignore either one and you get injustice—just a different kind depending on which you drop.

Hold both together and something better becomes possible:

A way of living together in which law serves the person, and the person contributes to the common good.

That’s the vision. It’s demanding—and it asks something of all of us.

What Comes Next

We’ve now established three things across this series: moral judgment depends on circumstances; individuals have duties; nations have duties.

The practical question remains—how do you actually build a legal system that allows all of that to be fulfilled? That’s where Part 4 picks up.

In Part 1, we established a difficult but necessary truth:

what is illegal is not always the same as what is immoral.

But that distinction only matters if it can be applied in real life.

Because immigration is not lived in abstractions. It is lived in concrete human situations—often under pressure, uncertainty, and constraint.

So the question becomes more demanding:

How do we evaluate real cases—not just principles?

Catholic Social Teaching approaches immigration at the level of society—law, policy, and the common good. Catholic moral theology evaluates the responsibility of individual persons.

Both are necessary. Neither is sufficient on its own.

What follows are four cases. Each is different. Each resists easy answers.

Maria

Maria fled Honduras after gangs killed her husband and threatened to recruit her 14-year-old son.

Local authorities could not protect her.

She crossed the U.S. border unlawfully with her children.

From the standpoint of personal responsibility, her situation is relatively clear. She acted under extreme necessity to fulfill a fundamental duty: protecting her children.

When no reasonable alternative exists, Catholic moral theology recognizes that the preservation of life can outweigh legal requirements. Her violation of civil law does not necessarily carry moral guilt.

But her case also raises a broader question—one that belongs to the level of law and policy. A just legal order must recognize situations of grave necessity. When it does not, it risks placing people in impossible positions, where survival and legality are set against each other.

Carlos

Carlos was brought to the United States at age three and has never known another home.

He is now 25, a college graduate, and a teacher. He has no memory of his country of birth.

In terms of moral responsibility, Carlos bears none for his original situation. His presence was not his decision, and his life since then reflects responsibility, contribution, and stability. His “illegal” status is a legal classification, not a moral failing.

But his case raises a different kind of question. What does justice require when someone has lived, worked, and formed his identity within a society, yet remains permanently excluded from full legal recognition?

At some point, the issue is no longer only about past actions. It is about whether the law continues to serve the common good.

Roberto

Roberto left his home to earn higher wages and support his family.

They were not starving, but opportunities were limited, and legal pathways were effectively unavailable.

His case is more difficult.

He did not face immediate danger in the way Maria did. His decision was not compelled by a direct threat to life or safety. For that reason, his violation carries real moral weight. Catholic moral theology does not treat this situation as equivalent to one of grave necessity.

At the same time, moral responsibility is not assessed in isolation from circumstances. Roberto’s intention—to support his family—is morally serious. The limited opportunities available to him, and the absence of realistic legal pathways, do not remove responsibility, but they may mitigate it.

On the one hand, individuals have a genuine obligation to respect just laws. On the other, Catholic teaching recognizes that people may seek the conditions necessary for a dignified life, particularly when those conditions are not attainable where they are.

Roberto’s case sits between these realities.

It neither justifies the violation nor ignores the pressures that led to it. It requires something more demanding: a recognition that moral responsibility can be real, yet not absolute.

At the same time, his situation points beyond the individual case. When legal pathways are effectively closed, the gap between legal obligation and lived reality widens—something Catholic Social Teaching insists must be taken seriously in evaluating the justice of the system as a whole.

Elena

For 20 years, Elena has built her life in the United States after entering unlawfully.

She has married a U.S. citizen, raised three children, paid taxes, and served her parish.

She now faces deportation.

Her situation cannot be understood simply by looking backward.

Even if her original entry carried some moral fault, her life since then reflects sustained responsibility, contribution, and commitment to family and community. Her situation must be evaluated in light of the whole of her life—not only its beginning.

Over time, her presence has created real bonds: family ties, social relationships, and participation in the common life of a community.

When those bonds are deep and enduring, the question changes.

It is no longer only whether a law was violated. It is whether a legal system that cannot recognize decades of integration remains ordered to justice and the common good.

At that point, the issue is no longer only personal.

It becomes structural.

What These Cases Show

These four cases do not yield a single answer.

They demand something more exacting: careful moral judgment, attentive to persons, circumstances, and consequences.

From the standpoint of personal responsibility, not all violations of law carry the same weight. Moral culpability depends on intention, freedom, knowledge, and context—not simply legal status.

At the same time, the question does not end with the individual. Laws themselves must be evaluated in light of the human person and the common good.

When either level is ignored, the result is distortion.

When both are held together, the judgment becomes more demanding—but also more just.

Immigration, then, cannot be judged in the abstract. It must be assessed in the concrete realities of human life, where law, moral responsibility, and the common good intersect.

Common Questions

“They broke the law. How is that not a sin?”

Not all violations of law carry the same moral weight. Moral culpability depends on intention, knowledge, freedom, and circumstance—not simply legal status.

“Isn’t this encouraging illegal immigration?”

No. The Church affirms that nations have the right to regulate their borders and that immigrants have real duties. Clarifying moral responsibility is not the same as dismissing legal obligation—it clarifies its proper moral application.

“What about those who followed the legal process?”

This is a legitimate concern rooted in justice. But it often assumes that a meaningful legal pathway exists for everyone. In many cases, that assumption does not hold. A just system must be both orderly and humane.

“Does staying illegally for years make it worse?”

Not necessarily. Over time, a person’s life may reflect responsibility, contribution, and integration. These realities become part of the social fabric and must be taken seriously in evaluating the justice of the law.

From Principle to Judgement

Part 1 established the principles.

Part 2 shows what those principles require.

Immigration cannot be judged only in the abstract. It must be evaluated in the concrete realities of human life.

That is more demanding than slogans—but also more faithful to the truth.
