Nevertheless, despite these more recognisable Western facets, Russia’s political development remained stubbornly and intrinsically alien to the rest of Europe. Most of Western and Central Europe gradually built powerful and autonomous institutions and entrenched traditions of private property rights. Russia moved in the diametrically opposite direction: it repeatedly produced highly centralised, very powerful institutions.

How could a civilisation, which was increasingly becoming more culturally European, remain politically foreign?

In the Anglophone world, multiple historians have grappled with this paradox. The two historians I will focus on for this article are Nicholas V. Riasanovsky and Richard Pipes, who wrote A History of Russia and Russia Under the Old Regime, respectively. Both books were incredibly informative; Riasanovsky tells us what happened to Russia, and Pipes explains why Russia became Russia.

One Nation was handed the political opening of a generation. Instead of smashing the immigration consensus, it has started crawling back inside it and it is counting on supporters being too distracted by the “lying media” spectacle to notice the betrayal.

On the ABC’s Insiders couch, on Sunday morning, One Nation’s immigration policy was deliberately murdered. David Farley, the man who took the first shot, is one of the party’s own MP’s.

David Farley, the man who in May delivered One Nation its first seat in the House of Representatives in the party’s thirty-year history, sat across from David Speers and calmly explained the numbers. The 130,000 figure, he said, is the “true NOM”: true net overseas migration. On top of it sit the labour schemes. Roughly 40,000 Pacific workers. Another 68,000 to 70,000 aged-care, mechanical and engineering migrants.

Speers asked the obvious question: so, another hundred thousand on top?

“A minimum of 100,” Farley said.

And then he conceded that the final number, is “not too different” from Labor’s.

He wasn’t wrong. Farley’s own numbers lands at about 230,000 people a year. The Albanese government’s target is 225,000 by 2027-28. The party of the immigration revolt and the government that provoked it, separated by basically a rounding error.

Within three hours, Pauline Hanson was on X performing damage control, and here you must read her post the way you’d read a contract, because every word was chosen by someone who hoped you wouldn’t. One Nation’s policy, she wrote, is “to cut net overseas migration to 130,000”, “less than half Labor’s current level.”1

Notice what she did not say. She did not say: David Farley is wrong. She did not say: there are no exempt categories. She did not say: 130,000 is a cap on arrivals and departures come off that number. She disputed the framing. She left the substance standing. She even helpfully explained, in the same post, which seasonal workers fall outside the ABS definition of net migration, which is not what you write when you’re denying that categories sit outside your cap. It’s what you write when you’re relocating them there.

The base was then invited to spend the week arguing about whether Farley “misspoke.”

The Number That Never Changes and Never Means the Same Thing

One Nation’s immigration policy has been “130,000” all year. The number never moved. What the number means has now changed at least two times.

March. On the first of March this year, Hanson answered a critic on X who called her target insane. Her reply, verbatim: “130k would be a cap on arrivals, minus all departures (230k last year for example) to arrive at the NoM.”

Run her own worked example. A ceiling of 130,000 people in, more than 200,000 people out. Net overseas migration of roughly minus one hundred thousand. Under the policy Pauline Hanson described in her own words six months ago, Australia’s migrant population would have been net negative. This policy is a different civilisational proposition. That post has since been deleted.2

Politicians do delete posts that are wrong, and politicians do delete posts that have become inconvenient. Only one of those explanations fits a leader who never issued a correction, and it is not the flattering one. The most restrictionist formulation of Australian immigration policy offered by any parliamentarian in a generation was published by One Nation’s leader, circulated among the faithful as proof of her seriousness, and then fed into the memory hole once the polling got good.

The website, still live this week. Onenation.org.au continues to promise voters the party will “cut immigration by over 570,000 people from current Labor levels by capping visas at 130,000 per year.” Capping visas. Not net migration, visas. A completely different instrument producing a completely different country.

August. The number now means net overseas migration, a figure that, by definition, already tolerates enormous gross inflows, because NOM is arrivals minus departures. Last financial year Australia recorded 568,000 migrant arrivals and 263,000 departures, per the ABS. Hold departures roughly constant and a “130,000 NOM” policy admits close to four hundred thousand arrivals a year. Stack Farley’s exempt categories on top and you are back, as the man said himself, “not too different” from Labor.

Two policies. One number. All marketed under the same reassuring five digits, to the same voters, in the same calendar year. Pauline has performed a magic trick of sorts.

If you need a second opinion on what happened, take it from the government’s own frontbench. Chris Bowen, having watched Farley on Sunday: “It appears to me based on what Mr Farley said that One Nation now agrees with the approach of the government. And obviously I welcome that.”

You Were Lent These Voters. You Did Not Earn Them.

Now for the part One Nation seems most determined to misunderstand: why any of this is dangerous.

The party is behaving as if its surge is a verdict on its own brilliance, as if millions of Australians looked at three decades of One Nation and finally concluded the party had been right all along. Nothing of the sort happened. One Nation did not get better at politics.

Look at what actually moved. In June, Newspoll put One Nation first in the country, 31 per cent, ahead of Labor, with the Coalition’s carcass on 18.3 Roy Morgan this month has the party level with the government. In March, South Australia’s Liberals didn’t lose an election so much as vanish from one: One Nation took three upper-house seats and four in the Assembly, and Antony Green counted 25 of the state’s 47 seats as Labor-versus-One-Nation contests. The Liberals were replaced.

Then Farrer. A seat held by the Coalition without interruption since 1949, Tim Fischer’s seat, Sussan Ley’s seat, handed to One Nation on a 33-point swing, with the Liberal candidate reduced to 12 per cent of the primary vote. Seats do not swing 33 points because voters develop warm feelings for a minor party. They swing 33 points because a dam bursts.

The dam was built by others. Years of record migration turned housing, wages, infrastructure and the demographic transformation of Australian cities into questions that could no longer be dismissed outright. The Lowy Institute, found 55 per cent of Australians now say migration is too high, the highest reading in the poll’s history.4 Redbridge found more voters trust One Nation on immigration than either major party: 27 per cent, against Labor’s 20 and the Coalition’s 19.5 Redbridge’s own strategist describes these voters reaching for a “wrecking ball.”

A wrecking ball is not a mandate for moderation. Nobody hires a wrecking ball and asks it to be reasonable and gentle with the building. So, here is the transaction these voters believe they have entered, stated plainly, because the “genuses” at One Nation appear to need it stated plainly: You break the immigration consensus. We give you power.

That’s it. That is the entire deal. It is not loyalty, it is not affection, and it is certainly not the rusted-on tribalism that kept Liberal branch members licking envelopes through decades of betrayal. These are, definitionally, voters who have already abandoned one party for going soft on them. They have demonstrated the capacity.

A party that dilutes the immigration policy at the precise moment voters begin rewarding it for the immigration policy, is defaulting on the only contract it holds.

You Did Not Build the Wave. You Surfed It.

There is a second delusion running alongside the first: the idea that this revolt is One Nation’s creation, One Nation’s property, One Nation’s to spend.

For years, years in which parliamentary conservatives treated immigration as either a Treasury input or a topic too radioactive to touch, the salience of this issue was manufactured by people with no seats, no staff and no protection. Independent commentators. Anonymous accounts. Nationalist activists and agitators and ordinary people who kept dragging population, demographic change and the question of consent back into public view, and who paid for it with their reputations, their jobs and sometimes their safety. The March for Australia rallies put tens of thousands of people on the streets of every capital in August 2025, before the Newspoll, before Farrer, before South Australia, before any of the numbers that now make Pauline Hanson a plausible power broker.

They were called extremists for saying things that pollsters now find are majority opinion. They made immigration salient. One Nation did not manufacture that wave. It climbed onto it.

Obviously converting public demand into parliamentary power is literally what parties are for. Political science has a name for the mechanism: radical flanks move the window, and parties walk through it. But the mechanism has a corollary that One Nation is ignoring at its peril. The movement created the demand. The party is just the vehicle currently receiving it. Do not confuse the vehicle with the movement.

Vehicles get replaced. Ask the British Conservatives, who assumed they owned the Brexit constituency right up until Reform UK began digesting them and then Restore UK after that. Ask the French Gaullists about the National Rally. In every case the party believed the movement belonged to it. In every case the movement disagreed, and the movement won. The constituency survives the vehicle. It always survives the vehicle.

The Party Now Proposes More Immigration Than Existed When It Was Founded

If you want to measure how far One Nation has drifted, you don’t even need to measure it against Labor. You can measure it against One Nation.

The party’s 1998 Immigration, Population and Social Cohesion policy, the founding document, the one that made Hanson the most hated and most popular woman in the country, committed the party in writing to a Zero Net Migration Program.6 Population stability as an explicit national objective, defended in the language of cohesion, identity and the democratic consent of the people already here. Co-founder David Oldfield still describes it in four words: same in, same out.

Now do the arithmetic on the new One Nation. Net overseas migration in 1996, the year Hanson stood up in Parliament and lit the fuse, was about 97,000. Her current target is 130,000.

One Nation’s “radical” immigration policy is now one-third higher than the migration levels the party was founded to oppose. The insurgency has drifted so far downstream that its maximum demand exceeds the status quo that created it.

And consider the messenger the party chose for this new dispensation. David Farley is a former chief executive of the Australian Agricultural Company, a man who in his agribusiness days championed importing hundreds of Indian workers and accused Barnaby Joyce, of all people, of “xenophobic views.”7 One Nation recruited a corporate labour-supply enthusiast to front an immigration revolt, and now performs surprise every time he enthuses about corporate labour supply.

The people walking out of the Liberal Party are not searching for a second Liberal Party. They are certainly not defecting so that Australia can manufacture another Liberal Party with orange paint.

Stop Clapping

“Pauline said it, so it must be right”. “The MP retreated, so the retreat must be four-dimensional chess”. “The policy changed, so the policy never changed”. “It does not need to be a perfect party, it just needs to be good.” “You’re attacking One Nation, you must be a Labor shill.”

You have seen this behaviour before. You have probably ridiculed this behaviour before, in Labor voters excusing every betrayal of the working class, in Liberal voters applauding a decade of record migration under governments that promised to cut it. You know exactly what it looks like from the outside, and you know exactly where it leads: to a party that learns retreat is free because its base pays the bill in applause.

The charge is not that 130,000 NOM equals an exact one-to-one Labor policy. The charge is that it is dramatically weaker than what One Nation allowed its supporters to believe.

So stop clapping. Parties respond to incentives and to nothing else. If the retreat costs applause, there will be more retreats. If it costs support, there will not. One Nation must be made to understand the one fact its behaviour suggests it has forgotten: these voters are on loan. They walked out on one party already. The door still works.

Someone Can Do to You What You Did to the Liberals

Britain is already running the experiment. Rupert Lowe walked out of Reform UK because Farage would not stomach his harder line on deportations, he launched Restore Britain as a party in February and claimed more than ninety-six thousand members by June, camped openly on Reform’s right flank, on exactly the ground Reform is judged to have vacated. Farage can afford to sneer, because first-past-the-post punishes a split right: a challenger mostly divides the vote and elects Labour.

Australia has preferential voting. A voter here can put a harder restrictionist party first and One Nation second, registering the protest while surrendering nothing to Labor. No spoiler effect. No structural moat protecting an incumbent minor party that drifts toward the centre. The precise electoral machinery that let One Nation feast on the Liberals’ collapse, protest first, preference back, sits loaded and pointed at One Nation itself.

If the party believes its voters have nowhere else to go, moderation is free. The moment something credible appears to its right, every softened number acquires a price tag. One Nation should hope that day never comes because its own conduct is the best recruitment poster such a party could ask for.

The Second Rug-Pull Not Enough People Are Talking About

There is a second retreat underway and in the long run it is more dangerous.

In January, in the panicked weeks after Bondi, Parliament rushed through the Combatting Antisemitism, Hate and Extremism (Criminal and Migration Laws) Act. The executive can now proscribe “prohibited hate groups” by arbitrary feelings of fear and directing such a group carries up to ten years’ prison, with separate offences for recruiting, funding and support. The apparatus is built and it is content-neutral in only one direction: it will be aimed by whoever holds the ministry. Australia has constructed the legal capacity to ban political organisations at precisely the moment nationalist politics has become electorally viable. If you cannot see how those two facts might one day meet, you have not been paying attention to how this country’s institutions treat the political right.

And where was the free-speech party when the architecture went up? Malcolm Roberts abstained. Not opposed. Abstained, and then published an explanation of the abstention, which is the parliamentary equivalent of leaving a note.

Set that against the party’s own website, which is magnificent: a constitutional referendum to enshrine free speech, a pledge to “repeal any laws or government bodies that restrict it,” censorship to be “dismantled.” The written platform is braver than anything the party’s politicians will say into a camera. One Nation’s free-speech policy, like its immigration policy, is strongest on its website.

Nobody in Australian politics has less excuse for this timidity than Pauline Hanson herself. She has just spent a reported nine hundred thousand dollars learning, personally, what section 18C does. In July the Full Federal Court unanimously threw out her appeal in the Faruqi case and upheld the provision’s constitutional validity against her challenge. She is now begging the High Court for special leave. She is living, litigating proof of her own website’s argument and yet the party talks about speech law like a permanent protest movement.

One Nation is polling level with the Labor Party. One Nation topped a Newspoll. One Nation hold the balance of power in an Australian state. A party in that position does not say we might challenge this in court. It says: we will repeal this. We will abolish that. We will restore this freedom. We will reverse this program. The language of government. Use it or admit you never expect to form one.

And understand, finally, why the two halves of this essay are one argument. Immigration policy is downstream of the freedom to demand one. A migration program means nothing if the movements capable of insisting on an alternative can be proscribed, defunded and criminalised by ministerial signature. The consensus does not need to win the argument if it is allowed to delete the arguers.

On the 30th of August, the March for Australia returns to every capital city, reorganised this year explicitly around free speech, explicitly against the new censorship architecture. One Nation is not attending. The organisers say the party has offered “all kinds of ridiculous excuses.” Thousands of people at those rallies are, demographically and politically, the new One Nation electorate.

Chosen, Not Entitled

So here is the state of play, one week out from the largest nationalist demonstrations in the country’s modern history.

The Liberal Party is collapsing, a seat held by the centre-right since 1949 has fallen, half of South Australia now votes Labor-versus-One-Nation, and the Coalition polls in the teens. A record majority of Australians say immigration is too high. More voters trust One Nation on the issue than trust either party of government. The old architecture of Australian politics is coming down in real time.

This is the opening parties wait generations for. And One Nation’s response, at the exact moment courage finally became electorally profitable, has been to delete its strongest promise, contradict itself on national television three times in two days, abstain on the censorship state, and skip the march.

There is no point replacing a cowardly establishment with an opposition that turns timid the moment power comes within reach. There is no point in thirty years of denouncing mass immigration if the destination is a frontbencher explaining that your final number is “not too different” from Labor’s, to the welcome of Labor’s own ministers. And there is no reason on earth for supporters to applaud while it happens.

The demand should be simple and non-negotiable. Restore the deleted commitment. Vote against the censorship architecture instead of abstaining from it. Name the laws a One Nation government would repeal. And stop, permanently, treating the people moving toward the party as property.

They are not property. They are the revolt. One Nation did not create it. It was chosen to represent it.

There is a very important difference between those two things. And if Pauline Hanson forgets it, somebody else, eventually, will not.

What the Combatting Antisemitism, Hate and Extremism (Criminal and Migration Laws) Act 2026 actually creates is a power for the Commonwealth executive to declare any organisation a “prohibited hate group” and then criminalise directing it, recruiting for it, funding it, supporting it or simply belonging to it, with seven to fifteen years in prison. Importantly this power can be used against political parties.3

The declaration is made on the advice of a single minister. The concept of “hate” is deliberately nebulous. There is no judicial review. Procedural fairness is expressly removed. The group is simply deemed “hateful” by arbitrary feelings of fear and then banned with no recourse or appeal.

No other Western democracy has a law like this on its books.

How is this possible under the Australian Constitution? The entire point of a constitution is to protect the integrity of democracy itself, to stop the government from banning its political opposition, to prevent exactly this kind of arbitrary power over who may contest elections and who may not.

You would think this would be unconstitutional, but the Commonwealth lawyers defending the new law in the High Court challenge brought by the now-banned White Australia Party are relying on the external affairs power, the Commonwealth’s power to make laws implementing international treaties. They argue this allows them to rely on Article 4 of the International Convention on the Elimination of All Forms of Racial Discrimination, which requires states to prohibit certain organisations. Importantly, Article 4 was pushed by the Soviet Union and its communist allies during the Convention’s drafting in the 1960s.

The Australian government is therefore relying on a Bolshevik drafted globalist treaty to claim the legal right to abolish democracy.

Which raises the obvious question: how did Australia ever ratify a UN covenant containing provisions so fundamentally at odds with the liberal-democratic protections we are supposed to have?

Well, this is the outcome of a multi-generational communist project: the systematic effort to criminalise nationalism and dissolve national identity throughout the West.

But that still leaves the larger question.

How the hell did we get to this point?

Stalin's constitution

The Bolsheviks were the first governing power of the modern era to write the suppression of “national enmity” into a systematic criminal code. The RSFSR Criminal Code of 1922 penalised agitation and propaganda arousing national enmity or dissension, its successor, the 1926 Code, carried the provision forward as Article 59-7, under the chapter dealing with especially dangerous crimes against the order of administration, punishing “propaganda or agitation directed towards arousing national or religious enmity or discord,” with sharply escalated penalties, up to and including death, where the offence occurred in wartime or amid mass disturbances. From the earliest years of the Soviet state, in other words, speech about nationality was not a civil-society problem to be argued out, but a category of state crime sometimes punishable by death.

To understand why, it is necessary to understand something about communism that conservatives and libertarians have largely obscured. If you ask the average conservative what communism is, he will most likely start discussing government ownership, five-year plans, bread queues etc.

Communism, from this point of view, is essentially capitalism with the economic settings reversed. The government “does and owns everything”. This is why so much conservative analysis eventually degenerates into horseshoe theory: fascists liked government intervention and communists liked government intervention, therefore fascism and communism were basically versions of the same thing.

But that completely misses the ideological conflict which defined twentieth-century Europe. Communism was not just some economic theory about who should own what. It was an internationalist theory about who you are.

Communism is an ideology designed to liquidate nations. Literally.

Marxism insisted that the fundamental political division of mankind was class. The worker was not ultimately supposed to understand himself principally as English, German, Italian, French or Russian. He belonged to the proletariat. His historical interests were shared with workers beyond the borders of his own country, while his supposed national solidarity with his own bourgeoisie concealed the class relationship upon which capitalism depended. Hence the language that runs through the entire communist tradition: Workers of the world, unite; The proletariat has no fatherland; No war but class war. You’re not Italian, you’re not German, you’re the proletariat, and all you have to lose is your chains.

The political logic here is blatantly obvious. Nationality competes with class consciousness, patriotism competes with proletarian internationalism. The nation tells a German worker that he shares something profound with another German who happens to own a factory. Marxism tells him that this solidarity is false and his real political brother is the French, Russian or Italian worker standing on the other side of the border.

That is why the nation became one of the great obstacles confronting revolutionary socialism. The theory said workers possessed common international class interests. Yet, history repeatedly demonstrated that workers continued to behave like members of nations.

In 1914, the workers of Europe did not unite against their governments and refuse the coming war. They rallied overwhelmingly to their respective countries. Socialist parties fractured along national lines. Men who Marxists expected to understand themselves as an international proletariat marched into battle as Germans, Frenchmen, Russians, Austrians and Britons. And the same problem returned after the Bolshevik Revolution.

That is why the great twentieth-century conflict between communism and nationalism was not accidental. It was ideological. Communism was internationalist not in the banal sense that communists in different countries cooperated with one another, but in its conception of history itself. The nation was something history would ultimately transcend. Lenin said this openly: socialism aimed not simply to bring nations closer together, but eventually to “merge them.” Elsewhere he described the centralised state as a historical step towards the future “socialist unity of the whole world.”4

Stalin, grasping this principle, forged civic nationalism as the indispensable stepping-stone toward that communist universalism. Inside the borders of the revolutionary state the old nationalities were to be liquidated into a single Soviet identity: you are not Ukrainian, you are not Russian, you are not Jewish, you are not Georgian, you are a Soviet patriot, loyal only to the revolution. That state, once purged of national loyalties, would then project its universalist ideology outward, seeking global hegemony by liquidating, in turn, every nation that still dared to resist it.

Fascism emerged partly from currents on the revolutionary left that rejected Marxist internationalism while retaining a revolutionary hostility towards liberal capitalism. Its decisive heresy was to place nation above class. The fascist answer to Marx was, in effect: We are not just workers. We are Italians.

That distinction explains far more than the libertarian obsession with whether Mussolini had enough government agencies. Communists understood fascism as an existential enemy because fascism attempted to capture precisely the people Marxism claimed for international revolution and bind them instead to the nation. That is why anti-fascism occupies such a central place in communist politics. And it explains something that otherwise appears strange in contemporary politics.

Communism was never primarily about big government. It was about getting rid of nations. That is why communists are primarily anti-fascist rather than anti-liberal: liberalism is just a bridge, nationalism is the resistance. That is why every anti-immigration rally draws communists who want to shut it down. That is why Antifa exists. The framework only makes sense once you understand that the ideology is globalist, anti-nationalist, and, when it comes to the West, fundamentally anti-white.

Why are communist organisations almost invariably found on the opposite side of nationalist demonstrations? Why does Antifa define nationalism and fascism as its central enemies rather than making its principal political project the destruction of liberal parties? Why do anti-immigration demonstrations so reliably produce communist counter-demonstrations? Why does the revolutionary left react to the assertion of national identity not as just another policy disagreement but as something morally illegitimate in itself?

Because underneath all the economic language is a much older and more profound conflict: nation or internationalism.

That context makes the Soviet obsession with “national enmity”, “bourgeois nationalism” and eventually “fascism” considerably more intelligible.

It was not just a concern with prejudice in the abstract, but with forms of national consciousness that could rival the political loyalties demanded by the communist state. That logic was eventually written directly into Soviet constitutional law. Article 123 of the 1936 Constitution of the USSR (the Stalin Constitution), drafted under the supervision of Nikolai Bukharin and Karl Radek, both of whom Stalin subsequently had murdered, declared the equality of Soviet citizens' rights irrespective of nationality or race to be “an indefeasible law,” and continued: any advocacy of racial or national exclusiveness, or of hatred and contempt, is punishable by law.56

Think about the specific wording of that clause, “any advocacy of racial or national exclusiveness, or of hatred and contempt, is punishable by law.” It is the first appearance in any constitution on earth of the proposition that advocacy, not violence, not incitement to imminent lawlessness, but the advocacy of a disfavoured idea about nation and race is a criminal matter. I also want you to note the strategic marketing of it. The clause does not present itself as censorship, but rather as an appeal to equality, protection and harmony among peoples. This same vocabulary is instantly recognisable to Western readers, especially Australian readers, as it is used constantly to manufacture consent for modern police-state multiculturalism.

This historical setting supplies the necessary contempt. Article 123 was promulgated in December 1936, as the Great Terror was gathering. Over the following two years the NKVD’s “national operations” arrested and shot Soviet citizens by the tens of thousands on the basis of their Polish, German, Latvian and other national origins, while “bourgeois nationalism” served as a standing capital charge against Ukrainian, Georgian and Central Asian intellectuals.78 Historian Terry Martin writing in The Journal of Modern History in his paper ‘The Origins of Soviet Ethnic Cleansing’, calculates that 335,513 people were convicted in the NKVD national operations and 247,157 were executed, meaning roughly 74 per cent of those convicted in those operations were killed. The Polish operation alone resulted in roughly 111,000 executions.910 The state that constitutionally guaranteed protection from national hatred was simultaneously the century’s most prolific practitioner of it.

That contradiction matters because it reveals the political function of these categories. The Soviet state reserved to itself the authority to determine which manifestations of nationality were legitimate and which were “bourgeois nationalism”, “national hatred”, “chauvinism” or eventually “fascism”. National identity was permissible when it could be subordinated to the revolutionary state. It became criminal when it threatened to become an independent source of political loyalty.

I am obviously not trying to claim that the drafters of the Australian Criminal Code sat with a Russian textbook open beside them, and this article will not claim that either. The more crucial and salient point is that the genealogy runs through a transmitted principle: the state defines an ideological category, attaches criminal consequences to expression within it, and then makes the crucial escalation from expression to organised association.

This principle needed a vehicle to travel from Moscow into the international legal architecture eventually adopted by liberal democracies.

That vehicle was the United Nations.

The first battle

The fight began immediately in the drafting of the Universal Declaration of Human Rights in 1947 and 1948. The Soviet delegation, represented during the crucial 1948 debates by Alexei Pavlov, pressed repeatedly for the free-expression article to carry an exception compelling states to outlaw “fascist” propaganda and the advocacy of national and racial hatred.11

The word “fascist” is crucial here.

For the communists, anti-fascism was never just some retrospective condemnation of Hitler. Fascism had been communism’s great ideological rival because it mobilised mass politics around nation rather than international class. The elasticity of the term therefore mattered enormously. If “fascism” meant only a historically specific political regime, the prohibition was narrow. If it could expand to encompass nationalist, anti-communist or otherwise politically hostile movements, it became a potentially unlimited category of political suppression.

Pavlov defined fascism during the debates as the “bloody dictatorship of the most reactionary section of capitalism and monopolies,” while Western delegates warned that the term was being expanded to encompass virtually any idea outside communist orthodoxy.12

The Western democracies understood precisely what was being attempted. When the argument resurfaced during the drafting of the binding human-rights covenant in 1950, Eleanor Roosevelt, still chair of the UN Commission on Human Rights, described proposals prohibiting incitement to national and religious hatred as “extremely dangerous.” She warned the Commission against including provisions “likely to be exploited by totalitarian States for the purpose of rendering the other articles null and void,” arguing that vague concepts such as national or religious hostility could allow governments to suppress criticism by simply redescribing it as incitement.13

Furthermore, Roosevelt was not speaking hypothetically. She pointed to the communist governments of Hungary, Bulgaria and Romania, where the supposed “suppression of fascism” had already provided a legal pretext for disregarding other political freedoms.14

The Soviet proposals were defeated. A 1947 Soviet amendment that would have criminalised advocacy of national, racial or religious hostility was rejected by ten votes to four, with three abstentions, and subsequent Soviet attempts to insert stronger anti-fascist provisions into the Declaration were also voted down.15 Article 19 therefore emerged without any specific exception for “hate speech” or fascist propaganda: “Everyone has the right to freedom of opinion and expression.”16

The Soviet Union, having failed to insert the poison, abstained on the Declaration itself, alongside the Byelorussian and Ukrainian SSRs, Czechoslovakia, Poland and Yugoslavia.17

Australia was not a bystander to this. Colonel William Roy Hodgson represented Australia on the UN Commission on Human Rights and sat on the original committee charged with drafting the Universal Declaration.18 When the Soviet amendments reached the General Assembly in 1948, Australia again came down firmly on the side of freedom of expression. Australian delegate Alan Watt warned that one Soviet proposal would give governments the power to establish “extensive censorship”, and argued that a right as important as freedom of expression should be stated with “the maximum of brevity and simplicity” rather than weakened by an enumeration of limitations and exceptions.19 In 1948, that was the Australian position. Hold the thought.

When the United Nations changed sides

The Soviets lost the battle of 1948 but proceeded to win the war, because between 1948 and the mid-1960s the arithmetic of the General Assembly was transformed. There were only 58 UN members when the Universal Declaration was adopted in 1948; by 1965 there were 117.20

Decolonisation had brought dozens of newly independent Asian and African states into the General Assembly, countries for whom colonialism and racial hierarchy were immediate political questions, and for whom apartheid South Africa was the standing enemy. Historian Roland Burke describes the resulting Afro-Asian bloc as possessing both numerical superiority and highly effective diplomatic organisation, giving the newly independent states enormous influence over the UN’s human-rights agenda.21

And here an important ideological convergence occurred.

The Soviet bloc was internationalist, anti-Western and committed to suppressing what it regarded as racist and fascist political organisation. The new post-colonial states were intensely hostile to European colonialism and apartheid and wanted international law armed with much stronger powers against racial discrimination. So on this question their interests aligned.

There was also a revealing asymmetry inside communist thinking itself. Marxists condemned nationalism when it bound European workers to existing bourgeois nation-states, but communist movements were perfectly capable of supporting nationalism when it took an anti-colonial form and weakened Western imperial power. Nationalism could therefore be reactionary in Europe and revolutionary in Algeria, Vietnam or Africa. The distinction was not nationalism in the abstract so much as the political direction in which nationalism pointed.

So, Soviet diplomacy grasped the opportunity with both hands: on questions of race and nation, the communist bloc could now assemble majorities against the West more or less at will.

During the drafting of the human-rights instruments of the 1960s, the Soviet and Polish representatives again pressed for states to prohibit racial propaganda and outlaw racist and fascist organisations.22 The doctrine that had failed to enter the Universal Declaration could now return backed by an entirely different General Assembly.

The first great prize was Article 20(2) of the International Covenant on Civil and Political Rights:

“Any advocacy of national, racial or religious hatred that constitutes incitement to discrimination, hostility or violence shall be prohibited by law.”23

Article 19 protects freedom of expression; Article 20 imposes an affirmative obligation to prohibit a specified category of it. And the prohibition extended beyond incitement to violence to the considerably less determinate concepts of “discrimination” and “hostility”, terms without stable boundaries in any legal system on earth.24

When the provision, then numbered draft Article 26, came to the vote in the Third Committee in 1961, the division was not between the virtuous and the indifferent. It was between the two conceptions of freedom described above. Australia warned that many of its elements “defied strict legal definition.” Its delegate observed that “hostility” could mean not just enmity but unfriendliness, antagonism or even contrariness, so that the prohibition might conceivably cover “a mere difference of view.”25

The division between ‘The West and the rest’ was indelible. The and a large group of Asian, African and other developing states carried paragraph 2 by 50 votes to 18, with 15 abstentions. Australia abstained on paragraph 2 and then voted against the article as a whole, which nevertheless passed 52 votes to 19, with 12 abstentions.26

Most Western democracies, together with Japan, either opposed the provision or declined to support it, on exactly the ground Roosevelt had stated a decade earlier. The principle the Soviet state had long embodied in its own law, that certain forms of national or racial advocacy were proper objects of legal prohibition, had been laundered into the language of human rights over the recorded objection of virtually every state with a functioning free press.

And the process was not finished.

The treaty that targeted organisations

Article 20 criminalised advocacy, but the next instrument criminalised association, and here the Soviet fingerprints are of documentary record.

The immediate catalyst was the so-called “swastika epidemic” of 1959-60, a wave of vandalism that began with the desecration of Cologne’s Roonstrasse Synagogue and spread far beyond West Germany.27 The episode helped propel racial and religious intolerance onto the United Nations agenda. Over the following years, newly independent African states, with apartheid and colonial rule squarely before them, pressed for the adoption of a binding convention against racial discrimination.28

The result was the International Convention on the Elimination of All Forms of Racial Discrimination, adopted by the General Assembly on 21 December 1965.29 Article 4 proved the most controversial provision in the drafting process.30 When the Sub-Commission began its work in 1964, sharply opposed approaches were pla ced before it.

Morris Abram, the American expert, proposed that states punish incitement to racial hatred and discrimination “resulting in or likely to cause acts of violence.” (a more classically liberal threshold).31 Boris Ivanov of the Soviet Union and Wojciech Ketrzynski of Poland, (Poland itself a communist client state of the USSR, having been conquered in the Second World War) proposed something considerably broader: states were to “prohibit and disband racist, fascist and any other organisations practising or inciting to racial discrimination.” The old argument had returned almost intact: whether international law should stop at violence, or empower the state to suppress ideas and organisations themselves.32

Prohibit and disband organisations. Not just punish violent acts, but outlaw associations themselves. This was the Soviet draft, tabled by the Soviet delegation, reflecting forty years of Soviet domestic practice, and in substance it prevailed.33

The Nordic states salvaged a fig leaf, by attempting to place a liberal brake on the provision, insisting that its implementation must have “due regard” to other fundamental rights. France separately pressed for an express reference to the principles of the Universal Declaration, and a Nigerian compromise ultimately combined those protections into the introductory clause.34 But the operative prohibition survived. Article 4(b), as adopted, obliges states parties to “declare illegal and prohibit organisations, and also organised and all other propaganda activities, which promote and incite racial discrimination,” and to recog nise participation in them as an offence punishable by law.35

So, there it is: the membership offence, in a United Nations treaty, in 1965, from a Soviet-Polish draft. Participation itself “an offence punishable by law.” The provision goes beyond even Article 20 of the Covenant, it requires criminalisation, it dispenses with any incitement threshold for the organisational limb, and it makes the individual’s affiliation, rather than any act of his, the unit of criminal liability.

Western delegations identified this danger during the negotiations. Britain declared that it defended the right even of fascist and communist organisations to exist and make their views known, provided they did not incite racial violence, Lady Gaitskell told the Third Committee that Britain “could never agree” to punishing somebody just for paying a subscription toward membership of a fascist organisation, and that however odious an organisation’s views, Britain could not agree to banning it.36

The United States likewise sought an express safeguard for freedom of expression and association, and supported the final compromise only on the understanding that Article 4 imposed no obligation to impair those freedoms.37 When the United States eventually ratified ICERD in 1994, it converted that understanding into a formal reservation, refusing to accept any obligation under Article 4 that would restrict constitutionally protected freedom of speech, expression or association.38 That reservation remains recorded by the United Nations today.

Obviously, Article 4 was not carried by Soviet votes alone. It was also carried because African and Asian states, who had deep racial grievances, wanted the strongest possible instrument, and the Soviet bloc, whose own nationalities policy at that moment included the persecution of Jewish “cosmopolitans” and the russification of captive nations, was delighted to supply the legal technology and harvest the propaganda victory.39

The Soviet system did not survive in the West in the form of collective farms or Five-Year Plans. But some of its assumptions about permissible politics travelled very well. The idea that certain political doctrines are too dangerous to compete freely, that the state may classify organisations ideologically, that membership in those organisations can itself be criminalised and that all of this can be described as the defence of equality and democracy against “fascism” and “hate.”

Australia’s long surrender

Australia’s path from resistance to this communist policy took around fifty years.

Australia signed ICERD on 13 October 1966 and ratified it on 30 September 1975, the same year the Whitlam government enacted the Racial Discrimination Act 1975.40 The Act expressly declared that one of its purposes was to give effect to the Convention, and in Koowarta v Bjelke-Petersen (1982) a 4-3 majority of the High Court upheld the relevant provisions as a valid exercise of the Commonwealth’s external affairs power in implementation of Australia’s international obligations.41 But Australia did not accept the Convention without qualification. Upon ratification it entered a declaration concerning Article 4(a), stating that Australia was “not at present in a position specifically to treat as offences all the matters covered by article 4(a)”, and that existing criminal law would apply until Parliament considered further legislation.42

When the Fraser government ratified the ICCPR on 13 August 1980, Australia went further. It entered a formal reservation to Article 20, declaring that Articles 19, 21 and 22, freedom of expression, assembly and association, were to be read consistently with Article 20, and that, because Australian governments had already legislated on matters of practical concern to public order, “the right is reserved not to introduce any further legislative provision on these matters.”43 As late as 1980, under a Liberal government, Australia was expressly refusing to accept Article 20 as an open-ended instruction to legislate further against speech and association.44

Neither qualification was temporary. Australia’s declaration on Article 4(a) of ICERD and its reservation to Article 20 of the ICCPR have never been withdrawn; both remain on the books at the United Nations today.45 Yet over the following four decades Australian legislatures progressively enacted much of what those instruments had initially declined to promise. New South Wales introduced racial-vilification provisions in 1989, making racial vilification unlawful and creating a criminal offence for its more serious, violence-related form.46 The original Bill contained criminal offences as well as civil prohibitions, but the Senate deleted the criminal provisions before passage, leaving what became section 18C and its associated civil regime.47 Parliament’s own later review records that the 1995 legislation was informed by Australia's obligations under Article 4 of ICERD and Article 20 of the ICCPR.48

This progression continued. New South Wales replaced its earlier serious-vilification offence with section 93Z of the Crimes Act 1900 in 2018, criminalising public threats or incitement of violence on specified grounds including race and religion. 49In December 2023 the Commonwealth enacted the Counter-Terrorism Legislation Amendment (Prohibited Hate Symbols and Other Measures) Act 2023, prohibiting specified Nazi and terrorist symbols and the Nazi salute; the legislation itself expressly states that relevant parts of the prohibition are intended to give further effect to Article 4 of ICERD.50 Then came the Criminal Code Amendment (Hate Crimes) Act 2025, which expanded federal offences for urging and threatening force or violence and, after intense Coalition pressure, introduced mandatory minimum imprisonment for several offences through government and opposition amendments. The same year also produced the most egregious developments yet, section 93ZAA of the Crimes Act 1900 (NSW) and the simultaneous beefing-up of Victoria’s racial vilification laws. Neither provision requires any nexus to violence. Both criminalise the mere public incitement of hatred and Victoria’s go further still, reaching even the incitement of contempt or ridicule. These stand in sharp contrast to the older suite of laws, which were either purely civil or confined to threats and the incitement of violence.51

Finally came the Combatting Antisemitism, Hate and Extremism (Criminal and Migration Laws) Act 2026, assented to on 21 January 2026.52 The Explanatory Memorandum completes the circle by citing, as legal foundation for the prohibited-hate-group regime, Article 4(a) and 4(b) of ICERD and Article 20(2) of the ICCPR, the very provisions against which Australia’s reservations were lodged, provisions drafted by Soviet diplomats over the objection of Australian ones.53

This was a long surrender, fifty years of officials each taking one further step down a staircase built by someone else, until the country arrived at the bottom without ever consenting to descend.

Labor could not have done it alone

It may be satisfying, for a conservative, to lay all of this at the feet of the Labor Party, but the temptation must be resisted because the record does not actually show this. Fraser ratified the Covenant. Holt's government signed the Convention. The Coalition held office for nine of the years in which section 18C operated and, after one abandoned gesture at repeal in 2014, when the party of Menzies discovered it lacked the will and stomach to defend one of the propositions that party was founded on.

The Coalition demanded the mandatory minimums in the February 2025 hate-crime laws and boasted of having toughened them. And in January 2026 the Coalition voted for the prohibited-hate-group regime, quibbling at the margins while endorsing the architecture. So, the scandal here is that no parliamentary force of any size now remembers, let alone defends, the position every Australian government held fo r most of this country’s history: that the criminal law punishes conduct, and that an idea, however disagreeable, is answered in a free country by the ballot box.

The High Court test

On the afternoon of 15 May 2026, the same day the Minister for Home Affairs announced that White Australia had been specified as a prohibited hate group, the Party and its National President lodged an urgent interlocutory application and an application for constitutional relief in the High Court.54 According to the affidavit before the Court, the Party then had 1,778 members.55 The substantive proceeding, formally commenced on 18 May, attacks Part 5.3B on three principal constitutional grounds: that the Commonwealth lacks legislative power to authorise the proscription of a political party in circumstances said to be relevantly indistinguishable from Australian Communist Party v Commonwealth; that the regime impermissibly burdens the implied freedom of political communication; and that it is incompatible with Chapter III by vesting punitive power in the Executive.56

The plaintiffs initially sought emergency orders preventing the listing from taking effect. Jagot J declined to hear the application ex parte before midnight on 15 May, holding among other things that the claimed urgency was “of its own making” because the Party had known since January that it was likely to be listed but had waited until the day of specification to challenge the legislation.57 An amended interlocutory application was later heard by Gageler CJ on 3 June and dismissed the following day. One form of relief sought to restrain the operation of the Regulations themselves; Gageler CJ rejected that formulation saying: “you can injunct people”; “[y]ou can’t injunct an Act.”58 He also held that the balance of convenience did not justify restraining enforcement while the legislation’s validity remained undecided.59 The substantive constitutional questions have been directed to the Full Court by special case for hearing in the fortnight commencing 7 September 2026.60

Consider what is now arranged before the Court. In 1950 the Menzies Liberal-Country government enacted the Communist Party Dissolution Act, declaring the Australian Communist Party unlawful, dissolving it by statute and empowering the Executive to declare affiliated organisations unlawful and particular individuals to be communists.61 In March 1951 the High Court struck the Act down by six votes to one in what remains one of the foundational judgments of Australian constitutional law.62 Dixon J declared that “the rule of law forms an assumption” of the Constitution and rejected legislation that would make Parliament’s own conclusion about the facts establishing its constitutional power effectively final.63 Fullagar J expressed the same principle in the famous metaphor that “a stream cannot rise higher than its source”: Parliament cannot manufacture the constitutional facts upon which its own legislative authority depends.64

Menzies then went to the people. On 22 September 1951 Australians were asked to amend the Constitution expressly to give the Commonwealth power to legislate with res pect to communists and communism. They refused: 50.56 per cent voted No, against 49.44 per cent Yes, and the proposal failed.65 The proscription of political association was rejected by the Court and then by the nation, at the height of the Cold War, against an organisation openly aligned with a hostile foreign despotism.

Seventy-five years later, the doctrine forged to protect communists from proscription is the principal shield of nationalists against a proscription regime whose international legal foundations were drafted by communists.

If, in September, the Commonwealth defends Part 5.3B under the external affairs power, as the structure of the legislation plainly invites it to do, the constitutional argument will complete the final legal links in the chain traced here. The Act itself declares that the prohibited-hate-group regime exists, in part, “to give effect to Australia’s obligations” under Articles 20 and 26 of the ICCPR and Articles 4(a) and 4(b) of ICERD. Those are the same international provisions whose genealogy runs through the battles described above.

The slippery slope

The Commonwealth now possesses, permanently, the power to categorise, prohibit and imprison people from organisations and political parties on a test of social and psychological harm which is nebulous and arbitrary. Constitutional lawyers of unimpeachable respectability, Anne Twomey among them, warned during the exposure-draft period that the framework could be turned on political parties as such.6667

Unless Part 5.3B is repealed or struck down, the power remains available to future governments. The political identity of the decision-maker can change at every federal election.

That doctrine does not stop with the White Australia Party. The same nebulous test of “hate” can be turned against any organisation that prioritises national cohesion over the official multicultural orthodoxy. One Nation is an obvious next candidate. The party already faces sustained attempts to criminalise its leader’s speech. Pauline Hanson has spent years in court defending a single tweet against Mehreen Faruqi under the Racial Discrimination Act, a process that has now reached the Full Federal Court and may yet reach the High Court. If the power to ban parties on ideological grounds is left intact, no nationalist force is safe.

More than that, the machinery can be turned against anyone on the right, no matter how moderate. The left routinely brands both Hanson and Trump as “fascists.” Once the state is armed with a power to dissolve organisations for “hate,” that elastic label becomes a ready-made warrant to silence any political current that resists the multicultural globalist settlement.

One Nation’s longstanding policies, withdrawal from the United Nations and the robust defence of free speech are therefore not peripheral. They are the necessary corrective.68 Leaving the UN removes the external-affairs pretext that Commonwealth lawyers are now using to claim a power the Constitution never granted.69 Constitutional protection for free speech restores the principle that political disagreement is answered at the ballot box, not by censorship and fifteen-year prison terms.

The fight returns, therefore, to the question with which this argument began. The entire point of a constitution is to stop the government of the day from banning its political opposition. Seventy-five years ago the High Court and the Australian people refused to let that happen even against the Communist Party. The same principle is now the last shield of those who insist that Australia remains a sovereign democratic nation. On 30 August the March for Australia will take place in cities across the country. It is a demand that the Australian people retain the fundamental democratic right to decide who they are and what laws they will live under. The alternative is the acceptance of a power that no free people should ever have surrendered, the power of a single minister, citing a Bolshevik-drafted treaty, to declare an entire political tradition “hateful”.

A man had come into the pub, and declined to join in with the jolly carol singing. Kenneth Ellis, who was a 21-year-old railway apprentice standing nearby, saw a revolver in the man's hand and assumed at first that it was a toy. Ellis then raised his hand towards the man's shoulder, and that, he recalled decades after, was when the first shot was fired. 3

Michael MacFarlane, died where he stood. George Frederick Morris and Thomas Owen were carried out gravely wounded and died at the Sheffield Royal Infirmary. Ellis was shot through his wrist, with the bullet then passing through the wall. Donald MacFarlane, Michael’s older brother, was taken to the Infirmary for emergency brain surgery to save his life.4

The gun man did not run far, he walked out to the gentleman’s lavatory in the yard and barricaded himself in.

Mohammed Ismail, an unemployed 30 year old labourer, a native of the British Somaliland Protectorate, made little to no effort to deny what he had done. When Detective Chief Superintendent G. A. Carnill showed him the revolver recovered from him and asked whether he had shot the men, Ismail replied: “Yes, sir.” Asked in court whether he wanted a solicitor, he said he did not mind. Ismail was granted legal aid, and he was remanded in custody on three charges of capital murder.5

One of the most horrific facts of this case is that Mohammed Ismail wanted to die but he believed that his religion forbid it. So he instead arranged for the British state to do so by intentionally murdering three innocent British men, as murder by shooting in 1960 was a hanging offence. So he thought that he could provide the crime, so the crown would provide the rope. Almost everything after the fact defeated his plan and worked out in absolutely no ones favour.

In late February of the same year, a Jury was brought forth to consider whether Ismail was fit to sit trial, not yet to consider whether he was guilty or not. And it took, according to one account, only 15 minutes to find him unfit to plead, and he was ordered to be detained until Her Majesty's pleasure should be known.6

To be clear this was not an insanity verdict, as Ismail was never actually tried, convicted or acquitted. In 1960, the governing provision was Section 2 of the Criminal Lunatics Act 1800, under which the question of an accused's fitness to stand trial went to a jury at the outset. And a finding of unfitness carried a mandatory order for detention during Her Majesty's pleasure.7 Thus the British courts role ended there. The Home Secretary was then able to specify the institution in which Ismail would be sent to, in this case Broadmoor in Berkshire, England. Importantly, when the Mental Health Act 1959 came into force on the 1st of November 1960, patients held during Her Majesty's pleasure were carried across into the new scheme and treated as though detained under a direction, with restrictions on discharge; the Home Secretary's control was preserved.8 In more simple words, this was in principle the most secure form of detention English law then possessed, indefinite and reviewable only by ministerial decision, with no fixed term and no release date. Yet, Ismail was out of Broadmoor in April 1962.

As reported by Ian McGill in the Sheffield Star on 3rd of January 1984, Ismail had been released after 22 months and then deported to Somalia, and apparently the survivors of the shooting were not informed about it. A man who had shot five people in a crowded room, killing three, ceased to be detained or held properly responsible.

It is difficult to understand the Home Secretary's reasoning for allowing Ismail to only carry out two years in a mental institution and then be deported back to Somalia. I believe the most plausible reason for his swift release is perhaps naive clinical optimism. Ismail's presentation on remand was truly psychotic, the medical officer recorded that he believed evil voices reached him through the prison's electrical system, and that he smashed light bulbs to stop them.9 Acute psychosis of that kind can remit substantially, and in 1962 remission would have been documented as recovery.

Then he killed again

Ismail's plan was probably doomed on its own terms. He appears to at least understood the English law of 1957, kill by shooting, and you will be hanged. But he was missing everything the same statute had done to introduce psychiatry into the courtroom. He was, in a sense, three years out of date to get the sentence he truly deserved.

It was reported that Ismail, after being deported back to Somalia killed again and then again. But I want to caution that this is the least verifiable part of the story and it should be handled at arm's length.

The day after McGill's feature appeared in February of 1984, The Star was contacted by a man who said he had known Ismail both in Somalia and in Sheffield. It was he who reported that Ismail had in the late 1960s run amok in a Somali village and killed several people, and then had been killed himself.10 He also apparently first shot at a judge in his own courtroom, then he was imprisoned, and after that he went on to commit a second massacre after his release.11

The innocent victims:

Michael MacFarlane was only 21 when he was murdered in cold blood. He and his brother Donald went everywhere together, including drinking on special occasions and and they had gone down to a Sheffield pub that night because they had lived around the corner from there five years beforehand.12 George Frederick Morris was 30 years old when he was murdered, he had worked until 6pm that evening and had arranged to meet his friends for a drink at a pub. His funeral at Burngreave was one of the largest the district had seen in years. Thomas Owen was 27 and on work leave, The Times called him a Royal Navy man and the Sheffield Telegraph called him a soldier.

As mentioned earlier, Kenneth Ellis was shot through the hand but recovered in hospital. He died shortly before Christmas in 2007. Donald Macfarlane, (Michael's brother) required emergency brain surgery on the night and he spent three long years in hospital trying to recover. Donald was sadly never able to walk again and since the shooting occurred before the Criminal Injuries Compensation Scheme was established, he received nothing, not even a penny for his horrible injuries. He died in 1990 at the age of 56 of a brain hemorrhage that his family believed traced back to the original incident. His ashes were poured out over where his brothers were at Shiregreen.

Conclusion:

The British state should always protect its own people first, but on New Years Day in 1960, like so many times after the fact, it failed in every conceivable way.

The lesson here is simple and harsh. When a foreigner deliberately murders British people in the hope of state execution, the correct response is still execution. Anything less is a betrayal of the dead, of the maimed, and of the principle that the state’s first duty is to its own people.

Thirteen years separate the deaths of Jason Arday and Aaron Dugmore. An unbridgeable gulf separates the meanings Britain’s legacy media and institutional class were prepared to attach to them.

Jason Arday died on 14 August 2026, aged forty-one. Police found him unresponsive at an address in Battersea and are treating the death as unexpected but not suspicious. Nine days earlier, he had resigned as Cambridge’s youngest Black professor after The Times documented extensive passages in his doctoral thesis that were identical or near-identical to earlier work, alongside serious questions about his qualifications and biography. He denied plagiarism. Cambridge, after initially circling the wagons, opened an investigation.

What happened next is the reason his death opens this article, though the actual article is not about him. Within a day, a complete interpretive apparatus had assembled itself. His family’s statement, issued through his publisher, described a three-year campaign of sustained racial abuse. The Mayor of London called it a “pernicious public shaming.”1 Simon Baron-Cohen, who spoke to Arday hours before his death, relayed Arday’s belief that plagiarism allegations function as a racist playbook for bringing down Black academics, invoking Claudine Gay.2 Hacked Off demanded an inquiry into press culture.3 It seems as if Britain possesses a fully developed vocabulary for recognising that a black person’s suffering may have a racial dimension.

The question is whether that reflex survives when the races are reversed. The answer, written in blood and institutional silence, is no.

Aaron Dugmore

Aaron Dugmore was nine years old when he was found at his home in Erdington on 12 February 2013 with an electrical extension lead around his neck. He died the next day at Birmingham Children’s Hospital. He had only recently started at Erdington Hall Primary School, where White pupils were already a small minority, under 25 percent.4

In the days after his death, his mother, Kelly-Marie Dugmore, and stepfather, Paul Jones, described how Aaron had changed from his first days at the school. A group of Asian classmates taunted him for being White. One child told him, “All the white people should be dead.” He was threatened with a plastic knife and warned that next time it would be real. He hid from other children in the playground at lunchtime. When he or his parents raised the bullying with the school, they were not taken seriously.

At the inquest in July 2014, Birmingham coroner Louise Hunt heard that a police investigation found “no evidence of systematic bullying” and that incidents had been dealt with “appropriately and proportionately.” On the night Aaron was found, he had argued with his younger brother and been sent to his room. The coroner, unable to accept that a nine-year-old could form a settled intention to die, recorded a verdict of accidental death and called it “an absolute tragedy.”

Notice what Britain’s institutions did with a clear allegation of racial torment directed at a White child in a majority-minority English school: nothing. No education select committee took evidence on the bullying of minority-White pupils. No charity commissioned research. No university department turned it into a field of study. There is a vast academic literature on the racist bullying of ethnic-minority children. There is virtually none on the reverse, even though the demographic conditions that make the reverse possible now exist in hundreds of English schools. When a minority child’s suffering is alleged to be racial, the allegation itself is treated as national data about Britain. Aaron’s was treated as one family’s private tragedy and then forgotten.

The Forgotten Names

Ross Parker. In the early hours of 21 September 2001, ten days after the attacks on New York, a seventeen-year-old cellarman was walking home from his pub shift in Peterborough with his girlfriend when a group of men blocked the cycle path along Bourges Boulevard. He was sprayed with CS gas, beaten with a hammer and stabbed with a hunting knife. He bled to death on the path. In December 2002, Shaied Nazir, Ahmed Ali Awan and Sarfraz Ali were convicted of his murder. Sentencing them, Mr Justice Jowitt told the court they had armed themselves to attack an innocent man they might find by chance, “simply because he was of a different race to yourselves.” That is a High Court judge, at the Old Bailey standard of proof, describing a racially motivated hunting of a White boy.

Now the afterlife. In the days after the murder, police initially stated there was no reason to believe the attack was racially motivated. The national press, saturated with post-9/11 coverage gave the case a fraction of the attention its mirror image would have commanded. Parliament noticed it once, in 2003, Peterborough’s MP offered condolences in the Commons. There has been no inquiry, no documentary of consequence, no anniversary journalism beyond the local paper. His memorial is a plaque in Netherton and an annual football match played by the people who actually knew him.

Richard Everitt. Seven years earlier, in Somers Town, the wedge of council estates between Euston and St Pancras, a fifteen-year-old came back from buying food with two friends on an August evening in 1994 and met a gang of Bangladeshi youths, perhaps fifteen or twenty strong, who were roaming the estate seeking revenge for a mugging committed by a different white boy the previous day. Richard Everitt was stabbed in the back with a kitchen knife and died. At the Old Bailey, Badrul Miah was convicted over the killing and jailed for life; the trial judge described it as an unprovoked racial attack. Most of the gang were never convicted of anything.

The Everitt case is instructive because an anthropologist happened to be standing next to it. Rosemary Harris of UCL had been studying ethnic conflict in Somers Town before the murder, and had personally observed Richard’s parents complaining to his school, weeks earlier, after he was set upon by a crowd of Bangladeshi boys. Her account, published in Prospect, recorded two findings that institutions did not want: that the estate’s violence ran in both directions rather than flowing solely from white racism, and that teachers feared disciplining Bangladeshi pupils lest they be accused of racism. She reported that the local council lost interest in her research when its conclusions took this shape. The local MP reportedly believed that acknowledging a racist motive would only inflame tensions, an anxiety about community relations that has a way of appearing precisely when the victim is white. Richard’s family campaigned for three decades for a permanent memorial, at one point his memorial stone was removed from the estate. A bench and plaque were finally unveiled in 2024, thirty years on, after what the local paper called a long battle for recognition. Stephen Lawrence, a black man, murdered eight months earlier a few miles south-east, has a national day, a research centre, a Westminster Abbey memorial and a place in the citizenship curriculum. So why did the Everitt family had to fight thirty years for a bench?

Kriss Donald. I have written about Kriss Donald at length elsewhere, so here the facts can be brief, which is itself a mercy. In March 2004, a fifteen-year-old Glasgow schoolboy with no gang involvement was abducted from Kenmure Street in Pollokshields by five men seeking revenge for an attack on their leader by white men the night before. Unable to find the men responsible, they took the first white boy they encountered. He was driven two hundred miles across Scotland while his captors telephoned around for premises, then brought back to the Clyde Walkway, held down, stabbed thirteen times, doused in petrol and set alight. The convictions that followed, Daanish Zahid in 2004, then Imran Shahid, Zeeshan Shahid and Faisal Mushtaq in 2006, included the first convictions for racially motivated murder in Scottish legal history. The victim of Scotland’s first legally recognised racist murder was a white child. Almost nobody knows this.

And here, unusually, the institution confessed. The BBC carried the case on UK-wide bulletins only a handful of times, coverage of the first trial was largely confined to Scottish output, and the corporation did not mention the second trial on its main national bulletins until its eighteenth day. After complaints, the BBC’s head of television news, Peter Horrocks, apologised and admitted the corporation had got it wrong. Peter Fahy, then the Association of Chief Police Officers’ spokesman on race, observed around the same period that many police officers and professionals preferred to avoid discussing attacks on white victims for fear of being criticised, and called that instinct unhealthy.

One could extend the list, Michael Collins, writing in The Critic, notes the 2005 killing of Christopher Yates in east London by an Asian gang as another case where the racial motive struggled for official recognition, and the death of Gavin Hopley in Oldham in 2002, for which no one was ever convicted of homicide, is often cited in the same breath, though the evidential record there is thinner.

The Lawrence Test

Stephen Lawrence was murdered at a bus stop in Eltham in April 1993 by a gang of Whites. Look at everything that followed. The Macpherson Inquiry of 1999 gave the country the doctrine of institutional racism and seventy recommendations that reshaped policing. The campaign led by Doreen and Neville Lawrence changed the law of double jeopardy, enabling the 2012 convictions. Landmark documentaries, award-winning dramas, an architecture centre bearing his name, an annual Stephen Lawrence Day in schools.

The Lawrence case shows what British institutions can do when they decide a racial murder is nationally significant: the inquiry, the legislation, the curriculum, the anniversary, the name every citizen knows. The test it poses is simple. Take the same institutions, the same decade, a victim of the same age, a motive proven to the same standard and reverse the races. Kriss Donald is the reversal. The Lawrence machinery did not only run slower for him; most of it never started. No inquiry examined whether any institution had failed him. No legislation bears his memory. No school teaches his name.

Demographics, Anti-White Racism, and the Future of Britain

The silence around these White children is the logical endpoint of a deliberate demographic and ideological project. Mass immigration since the 1990s, accelerated under successive governments of both major parties has transformed large swathes of England into majority-minority zones where the native population is already a despised out-group. White British children are now minorities in hundreds of schools, in cities such as London, Birmingham and Leicester they are heading toward permanent minority status within a generation. Official projections, when they are not suppressed, show the indigenous people of Britain becoming a minority in their own country by the middle of this century.

Anti-White racism is the enforcement mechanism of that replacement. It is taught in schools, enforced by the police, amplified by the BBC, and funded by the taxpayer through endless “anti-racism” bureaucracies that exist solely to pathologise the native majority. When Asian or Black gangs hunt White boys for sport, the state looks away. When a White child is driven to despair by racial taunts in a school that no longer feels like home, the coroner records an accident and the story vanishes. The same institutions that built a national religion around Stephen Lawrence treat the racially motivated torture and murder of Kriss Donald as a local Scottish inconvenience.

The future under these conditions is the steady erosion of the historic British nation into a low-trust, high-crime archipelago of competing ethnic blocs, with the original people reduced to a residual, guilt-tripped minority in the land their ancestors built. History offers no examples of a people that voluntarily became a minority in its own homeland and retained its culture, its safety, or its sovereignty. Britain is conducting that experiment in real time, and the results are already written in the blood of Aaron, Richard, Ross, Kriss and many, many more.

There is only one hard truth left. A nation that cannot protect its own children from racial predation, that cannot even name the predation when the victims are White, and that continues to import the demographic conditions that make such predation inevitable, has chosen dissolution. Either the British people reassert demographic control through an immediate halt to mass immigration and remigration, the restoration of borders that actually function, and the open rejection of the anti-White ideology that now saturates every institution or they accept the fate already mapped out for them: minority status, cultural erasure, and the permanent normalisation of their own children’s disposability.

The leader of the Liberal Party, Angus Taylor, announced that a Coalition government would put “Australian values” at the centre of its immigration policy1 The Coalition has promised that the Australian Values Statement, which is a document every visa applicant currently signs - promising respect for freedom of speech, association and faith, commitment to the rule of law and democracy, and equal opportunity would cease to be just a tick-box exercise.

At first glance, you should recognise that these are Western values, not specifically Australian. None of them are unique to Australia. They are Western values derived from British settlement, and Australian values come from the fact that this country was founded by British people carrying a British and more broadly Western institutional inheritance.

Taylor also stated something whose implications he may not fully grasp: migrants from liberal democracies have “a greater likelihood of subscribing to Australian values.”2 For the past few decades, both major parties have treated the demographic composition of the migrant intake as culturally irrelevant. A Swede and an Afghan were held to be equally probable carriers of Western values, and to suggest otherwise was inappropriate wrong-think. This comparison becomes more absurd once the values in question are recognised as Western rather than uniquely Australian.

Sweden is a Western country whose institutions and people already produced the political culture Australia inherited, Afghanistan is not. So with this, Taylor has now conceded the obvious. Origin does matter as political culture travels, and the institutions and peoples that formed a person shape the probability that he will flourish under ours.

This is a rhetorical advance from the Liberals, but also a cowardly half-measure. Having admitted that values are produced at the level of societies, the Coalition still proposes to manage them at the level of individuals, through a signature, a social-media audit, a character test and deportation powers.

The very premise of testing values at the individual level is laughably unrealistic. Applicants can be trained to pass the tests. They will tick all the boxes and say, “Yes, I agree with all this stuff.” But how do you know they mean it?

You cannot know what someone believes by putting them in a situation where they are incentivised to lie to get what they want. You can know what someone believes by looking at the evidence of their actions. But it is not possible to run a full character analysis on every individual person arriving in the hundreds of thousands. The only feasible way is to analyse it at the level of the country and the group. There may be individual Iraqis who sincerely want to assimilate and adopt “Australian values”. Yet, it is not feasible to separate those ones from the ones who do not. The only practical course is to bring migrants from places where pretty much all of them already have these values, where they have been established organically in the culture over centuries.

When Taylor was asked what conduct would actually breach “Australian values,” he said the details would be fleshed out in government.3 Existing law already bars criminals, security risks and advocates of violence.4 The values test is a fig leaf for continuing the largest non-White immigration program in the developed world. And that program rests on a lie about what values are.

The group aggregation hypocrisy

A migration program is an aggregate. The modern Australian immigration bureaucracy treats the migrant as a singular atom, but no other domain of policy pretends otherwise.

Democracy itself is rooted in aggregation. That is the reason why political polling works. Pollsters take a sample of a few thousand people and make sure the ratios match the total population on race, gender, income, age and so on. And because it is representative across these group aggregations, they can create a sample that predicts the views of millions of people within a few percentage points of error. The reason that is possible is because group aggregation actually works. Political polling then informs political strategy, and politicians seemingly understand group aggregation perfectly when they are competing for voters.

The same Liberal Party that says it does not matter what race you are will then come out and say we need to change our rhetoric to appeal more to non-White voters, or that we need to not criticise the CCP so much for fear of alienating Chinese voters.56 Or go after Jacinta Price for embittering Indian voters by pointing out their left-wing voting patterns (despite their apparent conservative disposition).7 Price was literally dumped from the frontbench over this and her refusal to apologise for the Indian comments. Liberal frontbenchers Alex Hawke and Julian Leeser had publicly rebuked Price, Hawke demanded an apology, and the ABC reported that some Liberals believed the party’s electoral future depended on improving its standing with migrant communities.8

There is an almost comic celebration parallax here, as Left-wing pollsters, journalists and politicians will openly celebrate the fact that particular migrant groups vote disproportionately for the them. Yet the moment someone on the Right cites the very same voting pattern as evidence that immigration has political consequences, the observation becomes improper and scandalous. It seems group behaviour is perfectly legitimate to discuss when it flatters the Left, but suddenly taboo when it comes from the Right.

Politician understand that group aggregates exist when it comes to political campaigning and messaging. But the moment the same logic is applied to immigration policy it suddenly becomes fundamentally illegitimate; that is the group aggregation hypocrisy. They pretend it does not exist when it is convenient.

But reality is otherwise. People migrate with families, settle near co-ethnics, marry within communities, sustain homeland media and homeland politics, and transmit identity to their children.9 This is simply what human beings do. It is what the British did when they settled this continent. An immigration program is therefore an aggregate policy. The Coalition’s plan claims to address the problem while refusing to think at the level on which the problem actually exists.

Methodological individualism, the idea that values are portable properties that can be bolted onto any person who signs a form has been rejected by essentially all mainstream sociologists for precisely this reason. It is pure ideology, not social science. Values are derivative of a culture one must live inside and identify with. Values cannot conjure identity, identity produces values.

Where values come from

The Coalition’s values test assumes that values are propositions that anyone can absorb.

But this is not how any serious tradition of political thought has ever understood political culture. In fact, the father of conservatism, Edmund Burke called the real constitution of a nation its “manners,” which are according to him the settled dispositions beneath the written rules.10 Furthermore, the World Values Survey which is the largest empirical study of human beliefs has mapped the planet’s populations into stable cultural zones. Joseph Henrich’s work on WEIRD psychology argued that distinctive individualism, impersonal trust, and rule-following of Western populations were produced over a millennium by specific Western institutional pressures. These traits are psychological outliers specific to Westerners, not human defaults.

Western values are downstream from White Western identity. They are group properties, not atomised individual ones. Yes, you can find individual exceptions in any population, but the distribution of attitudes is a group fact.

Australia’s borrowed inheritance

What, then, is the inheritance the statement gestures at? Not “mateship,” the “fair go” or the “Anzac spirit.” Politicians of every stripe reach for these because they are warm and pretty unfalsifiable. But, if you break them down one by one, they fall apart.

Firstly, mateship. People have friends in all countries, Australia is not unique in the idea of having friends. That is a universal human value. In some respects, other countries’ cultures are more community-focused than Australian culture. The word is just a different label for friendship or friendliness. It is meaningless as a distinctively Australian claim.

Secondly, the fair go. Once again, another banal statement. Fairness as a principle is not unique. But an interesting way to look at this concept is through etymology. Fair originally meant “beautiful” in Old English (fæger) before shifting to mean light-coloured or white-complexioned. “Advance Australia Fair” carries that older sense. Fairness means whiteness, in the same way that kindness comes from the root word “kin”, how you treat one’s kinsman and “gentleman” comes from the Latin gens, the root of the word genetics, meaning to be of one stock. To be kind, gentle and fair are etymologically interrelated with shared descent and appearance. On top of that, fairness as a principle is understood differently in the Western world than in non-Western societies. It is a WEIRD outlier.

Finally, the Anzac spirit. First, you cannot really have the Anzac spirit if you are an immigrant from outside Australia and New Zealand, by definition. Second, the Anzacs were literally fighting for British imperialism. Third, they were fighting for a White Australia. The soldiers at Gallipoli, the old recruitment posters, parliamentary speeches and letters home make this unambiguous. These three things are not universalisable.

The first is global. The second is problematised by both etymology and the WEIRD thesis. The third is historically bounded and particular.

What is actually distinctive about Australia’s political order is its provenance. The colonies received the accumulated institutional capital of Britain: the common law, trial by jury, responsible government, a free press, property rights, the presumption of innocence, and, most importantly, its people. Federation in 1901 was drafted by men who understood themselves as British, ratified by voters who understood themselves as British, and interpreted by judges trained in a British legal tradition. Until 1949 there was no Australian citizenship. Australians were British subjects. Empire Day once mattered more than Australia Day.

Of course Britain was not the sole source. The inheritance was composite, Christian, classical, Enlightenment, commercial adapted under Australian conditions. But Australian values did not fall from the sky over Canberra. They are the customs of a particular people with a particular history. Modern Australia has spent fifty years celebrating the customs while disowning the people and the history. The official national story now effectively begins in 1973 with the end of the White Australia policy and the proclamation of multiculturalism. Everything earlier is retained selectively, like Anzac Day without the Empire the Anzacs died for.

The free-speech test

If values were universal, attitudes toward free speech would not differ systematically by civilisation and race. They do.

In 2015, Pew Research surveyed 40,786 people across 38 countries on the limits of expression. A global median of just 35 percent said people should be allowed to make public statements offensive to the respondent’s own religion. The United States topped the table at 77 percent, Australia recorded 62 percent and Canada 64 percent.11 In much of Africa, the Middle East and South Asia, clear majorities favoured government suppression of religiously offensive speech.12 The same survey found sharp differences within countries that track group identity. White Americans supported the right to say things offensive to minority groups at 72 per cent, non-White Americans at 57. In Israel, 39 per cent of Jews but only 15 per cent of Arabs supported such speech.13

The Cato Institute’s 2017 Free Speech and Tolerance Survey found that 75 per cent of Black respondents and 72 per cent of Hispanic respondents agreed that hate speech is an act of violence, against 46 per cent of Whites; majorities of Black and Hispanic respondents, versus roughly a third of Whites, agreed that people who don’t respect others forfeit their free-speech rights. Sixty-two per cent of African Americans favoured a legal ban on hate speech directed at African Americans.14 At the level of states, Pew’s global audit found 79 of 198 countries maintained blasphemy laws in 2019, including ninety per cent of the Middle East and North Africa; 22 criminalised apostasy, thirteen of them in the same region.15 Pew’s 2013 study of the Muslim world found large majorities in several major migrant-source countries favouring the death penalty for leaving Islam among those who supported sharia as official law.16

What the evidence supports is that populations formed under different peoples and institutions carry measurably different assumptions about what speech is for and when it should be punished. A migration program drawing heavily from such societies shifts the national distribution of those assumptions. A values test and social media audit might catch the man who posts beheading videos. It cannot catch the tens of thousands of arrivals whose settled instincts are alien to ours. Yes, it might be a value to them. It is simply not an “Australian” one, or was not, until the composition of Australia began to make it so.

The multicultural contradiction

Australians are asked to believe two contradictory propositions.

First: the demographic composition of the migrant intake is culturally irrelevant as individuals from any society can adopt Australian values.

Second: Australia’s increasingly diverse society is so vulnerable to offence and intergroup hatred that it requires an expanding apparatus of speech regulation such as section 18C, widened state anti-vilification laws, hate-symbol bans, religious-vilification provisions, misinformation frameworks and a permanent administrative culture of communal sensitivity.

Both cannot be true. Free speech is supposedly an “Australian value”. Speech regulation itself is contrary to that value. It is not just that people are not getting along. The regulation is a direct violation of the thing claimed as an Australian value. If newcomers absorb the host political culture, that culture does not need to be re-engineered to keep the peace among them. If social harmony now requires that Australians say less about migration, religion and one another, then demographic composition has already altered the operation of Australian values. Mass third-world immigration that necessitates censorship has changed the values it was claimed to leave untouched.

In a society with a strong common ethnic identity, a man can attack your ideas while remaining your countryman. The argument is a contest inside the family. In a society reorganised into permanent ethno-cultural blocs, criticism of a migration stream is treated as an attack on the identity of the group. Meta-analyses show a robust negative relationship between ethnic diversity and social trust. Lower trust plus mobilised communal identity is precisely the environment in which anti-vilification law becomes attractive to governments of both parties. The adversarial public culture Australia inherited presupposes participants whose membership of the nation is never in question. That presupposition is a demographic fact.

The idea of “modern Australia” is that tolerance, diversity and multiculturalism are Australian values. This is fundamentally incoherent. If Australia possessed substantive values binding on all, they would be incumbent upon newcomers to accept. Instead, the elevation of diversity and multiculturalism as core values functions as a repudiation of any particular Australian inheritance.

They are anti-values by definition. If shared values are important, that implies homogeneity is better than diversity, because more homogenous populations have greater social cohesion and more shared values. Actively encouraging heterogeneity is a revealed preference against social cohesion and shared values. Defining these things as our shared values means the only value left is anti-values. Labor and the broader progressive project are rooted in this contradiction.

No values without the people who made them

Freedom of speech is not one Australian value among several. It is the precondition for noticing, naming and contesting everything else; intake numbers, ethnic voting patterns, civilisational identity, demographic change itself.

Under free argument, the defenders of mass third-world immigration must persuade the public to consent to all of these paradoxes, which more and more people are seeing through. But, under a mature censorship regime they need only prevent the public from articulating opposition. A patriotic movement that cannot legally name the policy it seeks to reverse has already lost.

So pick one. Australia can maintain the largest sustained third-world migration program in its history, institutionalise social incohesion, and progressively tighten the rules of public speech to manage the resulting frictions. Or it can preserve the inherited political culture drawn from its White British and Western inheritance. The Coalition’s plan pretends the choice does not exist.

A nation is an inheritance carried collectively through time by a particular people. Values are properties of that people. Because a values test cannot be meaningfully applied at the individual level, an immigration policy built around maintaining Australia’s values has to be applied at the level of the group. A country cannot lie about its values, its values are what they are. If you want migrants who will adopt Australian values, the easiest and only feasible way is to prioritise migration from other White Western countries, where those values are already established organically over centuries. Individual exceptions exist, but you cannot sort them at scale. Bring people from places where the distribution already matches what you claim to want.

If Australia transforms the people, suppresses the history, and restricts the speech through which the inheritance is defended, no values statement will save it. Western values require White Western people. There is no third option.

Besides the typical civic questions, the Cato questionnaire also asked Americans their feelings on communism, socialism and capitalism. The responses were quite explosive; the survey’s authors reported that: 21 percent of Americans said they held a favourable view of communism.1

Not socialism but communism. The word itself, which to the older Western mind is attached to the gulag and the Stasi and the Cultural Revolution, the one that American politics spent literally seven decades treating as roughly synonymous with treason.

Among Americans aged 18 to 29, the figure was 38 percent. In that cohort, favourable views of communism (38 percent) ran only seven points behind favourable views of capitalism (45 percent), and the generation was the only age group in which favourable views of communism actually edged out unfavourable ones, 38 to 36. Socialism, meanwhile, outpolled capitalism among the young outright: 53 percent favourable against capitalism’s 45. Also, the generational gradient was almost perfectly linear. Favourability toward communism fell from 38 percent among Gen Z to 29 percent among younger millennials, 19 percent among the middle-aged, 13 percent among those approaching retirement, and just 5 percent among seniors, the Americans old enough to remember duck-and-cover drills, Brezhnev, and the Berlin Wall as a piece of functioning infrastructure.

The 2026 Cato survey was not a fluke, which would be plainly obvious to people with even a slight interest in American politics. We also know this was not a fluke because the year before, in March of 2025, a Cato/YouGov survey of 2,000 adults found 34 percent of under-30s favourable toward communism and 62 percent favourable toward socialism. Cato’s senior editor Michael Chapman recorded roughly 52 million Americans aged 18 to 29, reporting a 34 percent favourability figure implying something on the order of eighteen million young people willing to say a kind word about an ideology that the Black Book of Communism credits with approximately 100 million deaths.

If you know a bit about the history of communism in America, you can understand why these numbers landed the way they did. American attitudes toward communism for most of the twentieth century were not just slightly negative; they were extremely so. Anti-communism was one of the few genuinely bipartisan commitments in American life, embraced by Cold War liberals and conservatives alike. Congress quite literally passed the Communist Control Act of 1954, effectively outlawing the Communist Party. Having any public sympathy for communism was politically and professionally fatal, as evidenced by the loyalty oaths, blacklists, and the House of Un-American Activities Committee (HUAC). When Gallup asked Americans in 1949 what “socialism” meant to them, the largest share answered on the lines of “government ownership of the means of production”, and they wanted no part of it. Communism, the harder and more explicit term, was too unthinkable during that time to even be asked in the poll.2

Even after the anti-communist McCarthyite fever broke, the consensus on the issue held for decades. While the New Left of the 1960s attacked the Cold War state, self-described communists remained a vanishingly small and heavily surveilled fringe. After the Soviet Union collapsed in 1991, the communist question seemed pretty much closed. Francis Fukuyama’s “end of history” thesis was mocked almost from the moment it was published. Still, its core empirical observation was hard to dispute: no serious ideological competitor to liberal democratic capitalism remained standing upright.

Even in the 1990s and 2000s, the label “socialist” functioned as an epithet, something Newt Gingrich called Bill Clinton, something the Tea Party called Barack Obama. Back then the sting of the accusation depended on the fact that nobody would claim the label voluntarily.

Back then, the polling actually reflected this. When Gallup began tracking the public’s image of “socialism” in 2010, positive responses sat at 36 percent and barely moved for a decade, oscillating in a relatively narrow band between 35 and 39 percent.3 During that time capitalism held mostly steady around 60 percent, reflecting the numbers of a seemingly settled question.

But by 2018, Gallup found that Democrats viewed socialism more favourably than capitalism for the first time in its measurement.4 By 2019, capitalism and socialism were tied among adults under 40, a pattern that has held ever since.5 And by August 2025, capitalism’s overall positive rating had slipped to 54 percent, the lowest Gallup had ever recorded, driven by collapsing enthusiasm among Democrats and independents under 50.6 Among younger Democrats, positive views of capitalism fell from 54 percent in 2010 to 31 percent.7

An entire generation walked out of the consensus while the country’s average opinion barely budged for fifteen years.

This raises the question that this article will spend the next several thousand words trying to answer. How did the country that organised its entire foreign policy, much of its domestic politics, and a good deal of its self-understanding around the defeat of communism produce a rising generation in which the word polls net positive? Is America witnessing the return of revolutionary socialism with cadres and programmes and theories of the state? Or is it watching a generation reach for the most transgressive available shorthand to express its exhaustion with an economic settlement that has not delivered for it?

Why Young Americans Lost Faith in Capitalism

For Americans born after roughly 1985, capitalism has not kept its side of the bargain, or at least not in the ways their parents were taught to expect.

The median age of a first-time American homebuyer reached a record 40 in late 2025, according to the National Association of Realtors, and the share of first-time buyers dropped by roughly a fifth in a single year. Redfin’s analysis of census data found boomer empty-nesters holding 28 percent of America’s large family-sized homes while millennial parents held 16 percent and Gen Z parents held 1 percent.8 Average student debt per borrower roughly doubled between 2007 and 2024, from about $18,000 to about $38,000, and researchers have found a strong inverse relationship between student debt loads and homeownership. A Washington Post analysis found Gen Z workers paying 31 percent more for housing than millennials had a decade earlier, and 46 percent more for health insurance, after adjusting for inflation.9 Federal Reserve data show baby boomers, about a fifth of the population, holding more than $85 trillion in assets, against roughly $18 trillion for millennials and $6 trillion for Gen Z; boomers own over half of all stocks. The Harvard Youth Poll in spring 2025 found just 15 percent of Americans under 30 saying the country was headed in the right direction, and about four in ten describing themselves as barely getting by financially.10

The asset story is perhaps even more important than the wage one. The post-2008 policy regime with its near-zero interest rates, quantitative easing, and enormous fiscal transfers did eventually stabilise the economy. But it did so partly by inflating the price of assets. If you were lucky and already owned assets, the last fifteen years would have made you substantially richer, often without you doing much at all, if anything. If you did not, however, the entry price of the ownership society rose faster than your ability to save for it. The returns to capital were outrunning returns to labour, and which side of that line you were born on mattered more than how hard you worked. It is honestly quite difficult to imagine a more effective curriculum in class consciousness.

Furthermore, the professional-class escape route which entails having a university degree has become simultaneously and paradoxically more necessary, more expensive, and less reliable. By 2025, more than 40 percent of recent graduates were working in jobs that did not require their degree, and graduate unemployment ran above the national average, with the business press openly predicting that artificial intelligence would thin out entry-level white-collar work further.11

Nevertheless, analysts at the American Enterprise Institute argue that the most commonly cited wage-stagnation statistics use 1973 (a cyclical peak) as a base year and the CPI as a deflator, which understates real wage growth, and that a more defensible calculation shows real wages up substantially over recent decades.12 Furthermore, Federal Reserve survey data actually showed the median net worth of under-35 households jumped from about $16,000 to $39,000 between 2019 and 2022, the largest three-year gain on record, and by this calculation the typical Gen Z income is meaningfully higher (inflation-adjusted) than what boomers earned at the same age.13

By global standards, young Americans are rich; nonetheless, by the standards of their own parents’ trajectories at the same age, blocked. Our political attitudes are formed by the second comparison, not by the first one. Literally nobody from the Western world measures their life against a Bangladeshi garment worker or an Indian taxi driver; they measure it against the house their parents bought at 27 on one income.

The word many young Americans have reached for to name that arrangement is “capitalism.”

The Collapse of Anti-Communism

So how is it possible that favourable views of communism is polling at 38 percent among the young? Getting the straightforward stuff out of the way, obviously nobody under 45 remembers the Soviet Union as a functioning adversary and I would wager a large segment of people under 35 know about it at all (at least in a bit of detail). A 20-year-old in 2026 was born a decade after the Wall fell and a full 35 years separates her from the world in which Soviet communism was a live geopolitical fact. It has been suggested before that living memory is the most effective vaccine against political catastrophe, and it expires on a biological schedule. Scholars of collective memory call this the eighty-year cycle, the theory that societies tend to re-run their worst experiments at intervals of roughly one long human lifetime, once the last people who remember the previous run have left the stage.

Nevertheless, the American case also involves the entire pedagogical and cultural apparatus of anti-communism being deliberately dismantled in the 1990s. In American high schools, the curriculum’s treatment of communism has shrunk to a unit on the Cold War. Surveys by the Victims of Communism Memorial Foundation have found large majorities of young Americans unable to define communism accurately or to estimate its death toll within an order of magnitude. The foundation’s 2020 YouGov survey found 49 percent of Gen Z holding a favourable view of the word “socialism” and substantial minorities unfamiliar with figures like Mao beyond name recognition. Similarly, Cato’s 2026 survey found that only about half of Gen Z would affirm that the Founders were courageous leaders, and a fifth admitted they didn’t know enough about the founding to have an opinion at all.

The Rise of the New Socialist Left

The modern American socialist revival started in Zuccotti Park with Occupy Wall Street in the fall of 2011. Occupy achieved almost nothing by the goals it set for itself: no new laws, no lasting group, no clear demands. What it did achieve was a new vernacular, in the language of the 99 percent” vs “the 1 percent.” Occupy also brought forth a cohort of young activists who had tasted collective politics and gone looking for somewhere to put it.

They found it, improbably, in a 74-year-old senator from Vermont, Bernie Sanders. Sanders is a politician who has proudly called himself a democratic socialist for forty years, which nearly all consultants in Washington regarded as electoral cyanide, and in 2016 he won 22 states and more than 13 million votes against the most established candidate in Democratic Party history, and winning voters under 30 by margins that exceeded Clinton’s and Trump’s youth totals combined.14 Sanders demonstrated that the socialist label was survivable, and he built a national donor and volunteer list that constituted the infrastructure of a movement waiting for organisations to claim it.

In 2018, the Justice Democrats, a group that set out to primary establishment Democrats from the left (founded in 2017 by Sanders campaign alums), produced the movement’s second biggest icon, a bartender named Alexandria Ocasio-Cortez, after she unseated the fourth-ranking House Democrat in a Queens primary. The girlboss “Squad” followed from this with Ilhan Omar and Rashida Tlaib. And the Democratic Socialists of America, a sleepy legacy organisation that had puttered along with around 6,000 to 8,000 aging members for decades, became the movement’s institutional vessel almost by default, because it happened to be the largest thing standing when the wave hit. DSA tripled to roughly 25,000 members within a year of Trump’s 2016 victory, reached the mid-90,000s at its pandemic-era peak, sagged during the Biden years, and then, after Trump’s 2024 re-election and a mayoral campaign we will come to shortly, surged past 100,000 dues-paying members by February 2026, making it the largest socialist organisation in the United States since the Debs-era Socialist Party a century ago.15

Around this electoral core accreted a wider penumbra of movement politics, including campus activism, first around fossil-fuel divestment and sexual politics. Then Black Lives Matter brought it roaring back. The protests of 2020 were arguably the largest mass mobilisation in American history, exposing millions of young people to abolitionist theories of policing and prisons that had previously been confined, rightly, to academic departments and activist fringes. After the October 7 attacks, Palestine became the defining cause of the campus left worldwide; it drove the encampments of 2024 and deepened the generational break with the Democratic Party’s foreign-policy establishment. These movements all had different origins, but they drew from a similar pool of young activists. DSA’s new strategy was to turn that loose coalition into something permanent.

By August 2025, more than 250 DSA members held public office in the United States, 90 percent of them elected after 2019. This included nearly a hundred city councillors and county commissioners, sizable socialist blocs on the Chicago and Portland city councils, a cluster of New York state legislators, and a handful of members of Congress. Then in June 2025, a 33-year-old DSA assemblyman, Zohran Mamdani, defeated Andrew Cuomo in New York City’s Democratic mayoral primary, in one of the great upsets of modern municipal politics, and in November he won the general election. On January 1, 2026, in a decommissioned subway station beneath City Hall, Bernie Sanders ceremonially swore in a democratic socialist as the 112th mayor of the largest city in the United States. Mamdani had campaigned on freezing rents, making buses free, delivering universal childcare, and opening city-owned grocery stores, and he promised at his inauguration to govern “audaciously.”16

The Mamdani effect on the movement’s morale and membership is hard to overstate. NYC-DSA more than doubled during his campaign, from under 6,000 members to over 13,000. National membership grew from 50,000 in October 2024, the month he announced, to nearly 93,000 by December 2025. And the momentum carried into the 2026 cycle, in June’s New York congressional primaries, three Mamdani-backed insurgents, including a DSA state legislator and a doctoral student who had never held office, defeated establishment opponents, one of them a sitting congressman, while democratic socialist mayoral candidates advanced in Washington, D.C. and Los Angeles. The Hill’s summary was that democratic socialists were rattling mainstream Democrats ahead of the midterms, and DSA’s national convention had already resolved to identify congressional targets for 2026 and to recruit a viable democratic socialist candidate for president in 2028.17

Whatever this is, it is no longer a subculture, which makes it worth asking what the organisation at its centre actually believes.

Inside the Democratic Socialists of America

The DSA was created in 1982 as an act of explicit anti-communism, a fact so much at odds with its current reputation. Michael Harrington, its founder, was the most influential American socialist of the postwar era. He was also a man whose political formation was a decades-long quarrel with Leninism. The DSA was created by merging Harrington’s Democratic Socialist Organising Committee with the New American Movement, on a shared platform of democratic socialism. This socialism was achieved through elections and coalitions inside and alongside the Democratic Party, in permanent opposition to the Soviet model. The organisation joined the Socialist International, the global federation of social-democratic parties like Germany’s SPD. Harrington’s vision was famously modest: to build a “conscience constituency” of liberals, trade unionists, and religious progressives who would drag the Democratic Party leftward. The DSA of the 1980s and 1990s was a big tent of democratic Marxists, Fabians, religious socialists, and labour Zionists, distinguished from the Leninist grouplets to its left precisely by its commitment to pluralism and the ballot.

This specific anti-Leninist identity was written into its rules, as for most of its history, DSA’s bylaws contained a provision allowing the expulsion of members “under the discipline of any self-defined democratic-centralist organisation”. A guardrail aimed squarely at entryism, which is the classic Trotskyist tactic of joining a larger, softer organisation to capture or cannibalise it. Democratic centralism, the Leninist organisational principle in question, holds that a party may debate internally but must present absolute unity in public once a decision is taken; DSA’s founders regarded it as the seed of every authoritarian deformation on the left, and banned it.

The post-2016 membership explosion arguably changed the organisation’s composition faster than its own self-understanding. New DSA members were overwhelmingly young, radicalised, and largely innocent of, or actively bored by, the old anti-communist quarrels. The internal politics organised itself into publicly declared caucuses/factions. On the organisation’s right (everything is relative) are Groundwork and the Socialist Majority Caucus, broadly reformist tendencies focused on electoral work, coalition with unions and progressives, and making DSA a functional junior partner in Democratic politics. In the middle of the DSA are the Bread & Roses, a Marxist caucus descended from the Jacobin magazine milieu, committed to the “rank-and-file strategy” of salting members into strategic industries to rebuild militant unions—the Bread & Roses functions as the organisation’s swing vote.

And on the left of the left: Red Star, a self-described Marxist-Leninist caucus founded in San Francisco in 2019 and the Marxist Unity Group, founded in 2021–22 in the orthodox Marxist lineage of Kautsky and the early Bolsheviks. Their stated primary plank is replacing the existing American constitutional order with a new socialist republic, including the abolition of the Senate, the Electoral College, the Supreme Court’s veto, and the independent presidency. The left of the left also has a Trotskyist caucus, Reform & Revolution, a Libertarian Socialist Caucus, Springs of Revolution and smaller communist formations, including an NYC-born communist-autonomist caucus called Emerge and, in earlier years, a caucus that called itself the Communist Caucus.

The balance of power shifted at the 2023 national convention, when a coalition formed by Red Star, Marxist Unity Group, and Bread & Roses won a majority of the National Political Committee, displacing the reformist coalition that had governed since 2021. Observers began describing the NPC as a multi-caucus parliament in which majorities must be assembled issue by issue. The 2025 convention, held weeks after Mamdani’s primary victory, confirmed the new dispensation, the left retained its majority, with one sympathetic tally putting explicitly communist-aligned caucuses at a narrow absolute majority of NPC seats, and then the delegates repealed the democratic-centralism ban. Red Star’s literature had described the old clause as a relic of DSA’s anti-communist origins, the Marxist Unity Group openly advocates what it calls the true meaning of democratic centralism, in which members may dissent publicly but must accept and help implement majority decisions. The founders’ firewall against Leninist organisation was voted out of existence, democratically, by a membership that no longer saw the point of it.

The DSA’s 2025 “Workers Deserve More” platform passed 900-291, it included things like Medicare for All, a Green New Deal, universal childcare, tenant protections and social housing, a living wage and collective ownership of key sectors like energy and transit. Convention resolutions committed the organisation to the goal of becoming an independent mass socialist party, while pragmatically declining, in a separate vote, to abandon the Democratic ballot line to a congressional strategy for 2026, and to fielding or backing a democratic socialist presidential candidate in 2028. The convention also reaffirmed maximal positions on Palestine, committing resources to BDS and passing a resolution making “material support for Zionism” an expellable offence.

As documented in the organisation’s own convention records and caucus publications, self-described Marxist-Leninists and revolutionary Marxists now hold a leading position in DSA’s national leadership, that the anti-entryist rule is gone, and that caucuses openly committed to the abolition of the constitutional order operate legally and successfully within it. When Donald Trump told a Faith & Freedom Coalition audience in 2026 that many Democratic Socialist candidates were really hardcore communists, the fact-checkers who scoffed were, on the narrow compositional question, less accurate than he was. It is equally a fact that the median dues-paying member is not a cadre.

From Bernie to Revolution?

On rhetoric, the radicalisation is very much unmistakable. The Sanders campaigns were New Deal restorationism. When Sanders was pressed to define democratic socialism, he pointed to Franklin Roosevelt and Denmark. Basically no one in his orbit at the time spoke about abolishing the Constitution or the police. Yet, a decade later, the discourse is considerably more radical and brazen.

The Marxist Unity Group’s publications describe their unspoken dream as socialist revolution in the United States and their programme as the overthrow of the constitutional order in favour of a new republic. Red Star describes itself without hedging as Marxist-Leninist and argues that elections matter mainly as instruments for building working-class organisation and has successfully fought to write the abolition of police and prisons into DSA’s national platform.

Convention debates feature disputes over anti-Zionism as a membership condition and in one episode, there was a failed attempt to remove a Maoist activist whose small caucus had published a statement sympathetic to the man charged with murdering two Israeli embassy staffers in Washington, a removal blocked by the votes of the left caucuses. On Ukraine, much of the organised left has taken positions ranging from anti-anti-Putin to straightforwardly campist, treating NATO as the war’s primary author. This stance has cost it sympathy among liberals and among Eastern European socialists alike, and sits with the movement’s professed anti-imperialism.

Furthermore, on leadership the shift is also very measurable, as revolutionary caucuses hold the balance of power nationally, and the structural safeguard against Leninist organisation has been repealed.

On operational behaviour, what does the movement actually do? The DSA runs candidates in Democratic primaries, knocks on doors, files legislation about boring but important things like rent and buses. The revolutionary caucuses themselves, whatever their eschatology, behave in practice like especially bookish parliamentary factions. The Bolshevik comparison their opponents reach for founders on an obvious dis-analogy.

What all the factions do agree on is that capitalism must ultimately be replaced, not regulated. The Democratic Party itself is a temporary vehicle, not a home and that Palestine is a defining commitment. The DSA is a genuine spectrum, ranging from social democrats who would be at home in the Danish parliament to a small number of people who would defend, with varying levels of throat-clearing, most of the twentieth century’s communist record.

Is This Actually Communism?

When 38 percent of young Americans tell a pollster they view communism favourably, what proposition, exactly, are they affirming here?

Gallup has asked Americans what “socialism” means to them twice. In 1949, the plurality answer was government ownership of the means of production. By 2018, the plurality answer was equality, vague social generosity, with only 17 percent giving the classical definition. If “socialism” has migrated from an economic system to a synonym for equality, “communism” has almost certainly travelled with it. Cato’s own analysts concede the point, as surveys did not define the terms.

The behavioural evidence of young people also points this way. If we actually look at what the young left votes for and organises around (Medicare, tuition, minimum wage, universal childcare, free buses, etc.), we see this is the policy architecture of Vienna or Copenhagen, not Havana. Mamdani’s mandate, rent freeze, childcare, groceries, are municipal social democracy of a kind that would have been unremarkable in New York’s own past; the city ran extensive public housing, free universities, and municipal enterprise for much of the twentieth century under mayors nobody called Bolsheviks.

Gallup’s most revealing poll may be the one showing “free enterprise” at 81 percent approval and “small business” at 95 percent even as “capitalism” sinks. The same respondents who like communism-the-word overwhelmingly like markets-the-thing.

There is also a pure protest-value component, as for seventy years, “communist” was the most transgressive thing an American could call themself. Perhaps a fraction of that 38 percent trolling the pollster.

Conclusion

Seventy years of anti-communist victory bought the United States a long holiday from an old question in political economy: who gets what, and why, and the holiday is clearly over. The younger generation, for the most part, don’t want a revolution; they just want the deal their grandparents got. The most consequential political question of the next twenty years is whether anyone in the American mainstream is still capable of offering it, because if the centre cannot, the more radical groups have made it very clear that they will keep offering something else.

Indeed, there is a large body of research on diversity, mostly produced by scholars who are personally very sympathetic to non-European immigration. Yet, their research does not say what the slogan says. Most of there findings conclude that ethnic and cultural diversity tends, especially at the neighbourhood level, to be associated with lower social trust, weaker civic engagement and a diminished willingness to cooperate with strangers.

This article will examine whether trust and cooperation on which successful societies depend tend to decline, as ethnic and cultural heterogeneity increases.

What social trust is, and why it matters

Social trust is the expectation that strangers will generally behave decently. That the person you have never met will return your wallet, honour the queue, pay their taxes and not vandalise your beautiful city. Sociologists distinguish it from particularised trust in family and friends, and from confidence in institutions like courts or parliaments. The related concept of social capital, popularised by the Harvard political scientist Robert Putnam, refers to the networks, norms and reciprocity that make collective life possible, for example the neighbourhood watch, the volunteer fire brigade and the school fete.

High-trust societies can enforce their contracts more cheaply, sustain generous welfare states with a lot less fraud, run governments with less corruption and cronyism, and endure crises with less panic. Economists Stephen Knack and Philip Keefer showed in the 1990s that trust predicts economic growth across countries.1 Trust is also simply what a good life in a good neighbourhood feels like from the inside: children playing outside, doors left unlocked, favours asked and returned. When it erodes, people start to withdraw from society.

Australia: the inequality explanation put to the test

The standard leftist/progressive response to declining community life is that inequality, not diversity, is the main culprit. I can understand why this sounds believable, especially in America as racial divisions and American income gaps map onto each other so closely that statistical models struggle to tell them apart.

Australia is a less muddied example, which is what makes the economist (now federal minister) Andrew Leigh’s 2006 study very valuable. In “Trust, Inequality and Ethnic Heterogeneity,” Leigh combined a large Australian social survey with fine-grained neighbourhood data to model both localised trust (in people in your area) and generalised trust (in people at large).2 He found things like education raising trust, long commutes lowering it and affluent neighbourhoods being more trusting. But two of his finding really stand out. First, in contrast to the American literature (which as stated is tricky to unpack because of the confounding variables), Leigh found no apparent relationship between neighbourhood income inequality and trust in Australia. Second, both ethnic and linguistic diversity were associated with lower trust. Linguistic diversity depressed localised trust for the native-born and immigrants alike, and depressed generalised trust among immigrants. Instrumental-variable specifications, a technique designed to reduce the risk that the correlation is spurious, produced similar results.

As the graph demonstrates, the study found that social trust rose alongside income. It also identified a slight positive correlation between inequality and trust. In contrast, both linguistic and ethnic diversity were associated with substantially lower levels of social trust. Left-wing critics of neoliberalism often attribute the erosion of civil society to inequality, yet findings such as these suggest that diversity is a more significant factor, and that inequality alone can sometimes correspond with higher, rather than lower, levels of trust.

The view from eighty metres

Another important things to flag, is that a lot of research on diversity measures the wrong thing. Sometimes when researchers, classifying a whole city or municipality as “diverse”, it will tell you very little about anyone’s daily experience, because diverse cities are usually self-segregated cities. For example, London is horrifyingly diverse in aggregate but many Londoners nonetheless live on streets that are anything but (although this is becoming less common now because of the sheer scale of immigrants). So, if diversity affects trust through actual exposure to difference, then coarse geography will blur the effect into invisibility.

This is the problem that Peter Thisted Dinesen and Kim Mannemar Sønderskov solved in Denmark, as their country records where every resident lives and where they were born. In “Ethnic Diversity and Social Trust: Evidence from the Micro-Context,” published in the American Sociological Review in 2015, they linked survey responses to the precise ethnic composition of each respondent’s immediate surroundings, down to a radius of eighty metres, roughly the view from your window.3 Within that radius, exposure to diversity is the people in your stairwell and at your bus stop.

The result showed that ethnic diversity in the micro-context was negatively associated with social trust, and the association weakened and then vanished as the geographical unit grew. The people most exposed to diversity in their daily residential environment reported the least trust; measured at the municipal level. The effect dissolved, however, exactly what you would expect if aggregate measures were hiding segregation. The finding survived controls for individual characteristics and for the deprivation of the area.

Denmark matters a lot for another reason, as it is routinely cited as the Nordic exception, a country whose generalised trust is among the highest ever recorded and has risen in recent decades even as immigration increased. But, both things can be true at once.

Denmark’s aggregate serenity coexists with a measurable trust penalty for those who actually live amid diversity. This suggests that the effects of diversity may not initially appear in national measures of institutional confidence, but instead emerge in the attitudes and behaviour of those most directly exposed to it.

Similar data is visible across the Øresund in Sweden, where diversity appears to affect not only interpersonal trust but also support for the welfare state itself. Maureen A. Eger’s 2010 study, “Even in Sweden: The Effect of Immigration on Support for Welfare State Spending,” reached a similar conclusion. Analysing Swedish survey and demographic data from 1986 to 2002, Eger found that people living in areas with larger foreign-born populations tended to express less support for government welfare spending, even after accounting for income, education, employment and political ideology. Increasing ethnic diversity, in other words, was associated not only with lower interpersonal trust but with a reduced willingness to sustain the redistributive institutions for which the Nordic countries are famous.

In the researchers on words:

Both recent immigration and proportion of foreign born reduce support for the Swedish welfare state. Indeed, immigration is the only county-level variable that negatively affects Swedes’ attitudes, and it is the only regional variable that is significant across models. When universal spending is assessed by itself, recent immigration still has a negative effect on support, which demonstrates that these analyses are not merely picking up the effect of immigration on support for redistribution. Regardless, the redistributive nature of the Swedish welfare state is an integral part of the institution and is inextricably linked to its ideological roots—the idea that all Swedes are ‘all in the same boat’.

Taken together, the Danish and Swedish evidence suggests that attitudes towards immigration track exposure to it. That is perhaps why the professional and academic classes who most confidently celebrate diversity are disproportionately likely, by virtue of income and the housing, to not experience the horribly negative effects of it.

What heterogeneity does to civic life

In 2003, Dora Costa and Matthew Kahn published “Civic Engagement and Community Heterogeneity: An Economist’s Perspective” in Perspectives on Politics, a review of roughly fifteen empirical studies produced since the late 1990s.4 Across different datasets, volunteering, membership of organisations, charitable giving, census response, trust, participation in community lending schemes, willingness to fund public goods and local schools, greater community ethnic diversity was repeatedly associated with less civic engagement. People, it seems, find it easier to act collectively with people like themselves.

Costa and Kahn’s own most arresting evidence comes from the nineteenth century. Using records of Union Army companies in the American Civil War, they examined what predicted whether soldiers deserted.5 Companies whose men were more alike, in birthplace, occupation and age, held together; more diverse companies bled deserters. Men facing identical dangers, under identical discipline, for an identical cause, were measurably more willing to risk death alongside men who resembled them. It seems as if the raw material of solidarity is similarity, and asking human beings to sacrifice for a group is easier when they recognise themselves in it.

Putnam’s discovery

The intellectual centrepiece of this literature remains Robert Putnam’s 2007 paper “E Pluribus Unum: Diversity and Community in the Twenty-first Century,” delivered as the Johan Skytte Prize lecture and published in Scandinavian Political Studies.6 Putnam is the scholar who diagnosed America’s civic decline in Bowling Alone, the 2007 study extended that project with the Social Capital Community Benchmark Survey, covering roughly 30,000 Americans across 41 communities, one of the largest investigations of social capital ever conducted.

Putnam expected, and by his own account hoped, to vindicate one of two established theories. Contact theory predicts that diversity breeds familiarity and tolerance, conflict theory predicts that diversity sharpens in-group loyalty and out-group suspicion, trust within your group rises as trust across groups falls. Yet, he found neither. He found something, as a self-described liberal that he feared, in more diverse communities, trust fell across the board, in neighbours of other races and in one’s own. Diversity did not turn people against each other so much as away from everyone. Residents of high-diversity areas reported less confidence in local government and leaders, lower rates of voter registration, less volunteering and charitable giving, less participation in community projects, fewer close friends and confidants, lower expectations that others would cooperate, lower reported happiness and quality of life, and more time in front of the television. His summary was that people in diverse areas “hunker down,” pulling in, as he put it, like a turtle.

In Putmans’ own words:

Diversity does not produce ‘bad race relations’ or ethnically-defined group hostility, our findings suggest. Rather, inhabitants of diverse communities tend to withdraw from collective life, to distrust their neighbours, regardless of the colour of their skin, to withdraw even from close friends, to expect the worst from their community and its leaders, to volunteer less, give less to charity and work on community projects less often, to register to vote less, to agitate for social reform more, but have less faith that they can actually make a difference, and to huddle unhappily in front of the television. Note that this pattern encompasses attitudes and behavior, bridging and bonding social capital, public and private connections. Diversity, at least in the short run, seems to bring out the turtle in all of us

Two main points make this finding really hard even for a leftist to dismiss. The first is its scale and robustness within the dataset: the associations survived controls for poverty, crime, age, mobility and much else. The second is the author. Putnam is no immigration restrictionist, in the exact same paper, he argues that immigration carries long-run cultural, economic and fiscal benefits, and that successful immigrant societies eventually dissolve the problem by constructing broader identities (his examples include the US military and American religious congregations). Putman published these results even though they cut against his own left-wing sympathies.

Nevertheless, a finding of this magnitude, from the most celebrated social scientist of his generation, produced no detectable adjustment in how any major Western party talks about diversity. The slogan sailed on untouched by reality.

The apartment block as a natural experiment

One of the greatest objection to all of the above is selection. People choose where they live, of course. If distrustful or transient people accumulate in diverse neighbourhoods, correlation tells you about sorting, not causation. What you want, and can almost never get, is people assigned to their neighbours by something other than their own choices.

France, provides this for for us, as roughly a sixth of French households live in public housing, and allocation to a particular block is made by administrative bodies under legal criteria that do not include ethnicity and leave applicants little choice over their precise building. Within this system, the ethnic mix of your block is, to a useful approximation, handed to you. Yann Algan, Camille Hémet and David Laitin exploited this in “The Social Effects of Ethnic Diversity at the Local Level: A Natural Experiment with Exogenous Residential Allocation,” published in the Journal of Political Economy in 2016.7 Using the French Housing Survey, they measured diversity at the level of the individual apartment block with an index of ethnic fractionalisation. In plain terms, the probability that two residents drawn at random belong to different origin groups.

The results showed that more fractionalised blocks had more vandalism and degraded common areas, broken letterboxes, damaged doors, graffiti in the stairwell. Residents were less able to informally sanction antisocial behaviour: nobody tells off the kid breaking the lift, because the social ties that make such correction possible are absent. And collective action failed. Diverse blocks were worse at organising to demand repairs and proper maintenance from landlords, so buildings decayed. Strangely, the authors found no effect of diversity on public safety. Their interpretive label for the mechanism was social anomie, about withdrawal. The apartment block is the welfare state in miniature, shared spaces, shared costs, and cooperation that either happens or doesn’t.

Can diversity sustain the welfare state?

Why does the United States, richer than Europe for a century, have so much stingier a welfare state? Alberto Alesina and Edward Glaeser put the question at the centre of Fighting Poverty in the US and Europe: A World of Difference (2004), building on earlier work with Bruce Sacerdote.8 Their answer is plural. American political institutions matter enormously: majoritarian elections, a Senate and Supreme Court built to frustrate redistribution, federalism, the absence of the proportional-representation systems that let European socialist parties translate votes into power. So does ideology, the American conviction that poverty reflects effort rather than luck.

But a substantial part of their answer, supported by evidence across US states and across countries, is racial and ethnic heterogeneity. Support for redistribution is consistently lower where the poor are perceived as belonging to a different group from the median taxpayer. In their accounting, America’s racial divisions explain a large share, their estimates suggest roughly half, of the transatlantic gap in social spending, with institutions carrying most of the rest. Solidarity, has always been easiest to sell as solidarity with people like us. European welfare states were built by ethnically compact nations in the mid-twentieth century, so the uncomfortable question now is what happens to their political foundations as those nations diversify (Refer back to the studies on Denmark and Sweden).

Another Swedish study by Matz Dahlberg, Karin Edmark and Heléne Lundqvist used the country’s refugee placement program, which assigned refugees to municipalities showed that increased immigration caused a measurable drop in local support for redistribution.9 A political project that wants simultaneously high immigration, a generous welfare state and a high-trust society is betting that it can keep three balls in the air that the research strongly suggests interfere with one another.

Diversity is a horrible destiny

Return, finally, to the mantra at the beginning. “Diversity is our strength” which functions in the same way as “the science is settled”: it is a device for ending the conversation before it can begin. Yet the research examined here, much of it conducted by left-wing academics across the United States, Australia, Denmark, France, Sweden and Britain, thoroughly demolishes the slogan.

Even when academics and politicians insist on emphasising the supposed benefits of diversity, we should remember the extreme trade-off they are imposing on us: measurable declines in local trust, civic participation and social solidarity, alongside rising crime and disorder. These costs fall most heavily where demographic change is fastest and common identity is weakest. They are borne by the diverse neighbourhoods themselves, not by the affluent, mostly homogeneous suburbs in which the slogan is most confidently said.

The research all points towards something that should be obvious to anyone with open eyes and a functioning brain: trust does not arise from difference. It grows from what people hold in common, race, ethnicity, language, culture, habits, mutual obligations and, above all, a shared understanding of who “we” are.

Australia’s story is completely different; this country was literally built out of immigration in a way that is only really analogous to North America and other Anglo-settler nations. The majority of the people arriving now are East or South Asian, and they come legally. Of course we still have the usual immigration-associated problems, but they sit inside a different paradigm altogether.

Australia was not only built by immigration at some distant point in the past. It continues to be built through immigration. The colonial settlement of the continent was an expanding British civilisational project, and immigration remained one of the principal mechanisms through which that project reproduced itself. New generations of settlers arrived, established families, built towns, institutions and industries, and extended Australian society across the continent. That is to say, immigration was a continuous part of Australian history.

This is why Labor’s familiar claim that Australia is “a nation of immigrants” is simultaneously true and misleading. Australia was created through immigration, but it was not created through immigration in the abstract. It was created overwhelmingly through British and European immigration. The society, institutions, language, legal system, political traditions and cultural assumptions of modern Australia emerged from that particular population.

Obviously, being a nation of immigrants does not mean being a nation without an identity, Australia’s identity was established by a historically identifiable migrant population. The fact that Australians arrived from elsewhere does not render the resulting nation culturally empty, it simply means that Australia’s national identity was transplanted and developed rather than arising indigenously from the continent.

Even after the formal dismantling of the White Australia policy, the immigration intake remained heavily European for a considerable period of time. The broader point, however, remains unchanged, the legal end of racial selection did not instantly transform Australia’s demographic intake. The movement from predominantly European immigration to the present Asian-dominated system occurred gradually over several decades. That historical fact makes the Australian situation unique, it is not a European-style argument about “native people being replaced.” Trying to force that template onto Australia produces idiotic claims and muddies the waters. The conversation here is distinct, and almost no one is having it properly.

The description of Australia as a migrant nation should therefore strengthen the case for Western immigration rather than weaken it. The nation’s historical success was inseparable from a particular form of migration: European. If Labor wishes to celebrate the migrant origins of modern Australia, it should be required to explain why it now appears uninterested in attracting the kinds of migrants who historically built and assimilated into the country.

The Wrong Immigration Debate

In Europe, the entire debate is around shutting the border, sending people back, and dealing with the crime and welfare disasters that follow low-skill, culturally distant arrivals. In Australia that is obviously not the primary dimension as illegal migration is not a serious problem the way it is in the United States or Europe. Crime and welfare rorts exist, but they are not the central axis of the conversation.

The real Australian discussion is about returning to primarily European migration.

Australia also possesses a strategic advantage that most European countries lack: it remains exceptionally attractive to potential migrants from other Western societies. Its climate, beaches, wages, political stability, low population density and general standard of living make it one of the most desirable destinations in the world. For many people in Britain and Europe, Australia represents a combination of prosperity and lifestyle that they may regard as superior to what is available at home.

This attraction is not limited to Britain, although British migration provides the most obvious case.12 There is likely considerable latent demand throughout Europe among people who would consider moving to Australia if the process were made easier. Evidence concerning British interest already exists, according to a poll Robert Half ran on LinkedIn over one week in August 2022, 53% of British jobseekers would consider moving to Australia for a new job.3

If Australia established migration agreements with Britain and selected European countries approaching the freedom of movement enjoyed by New Zealanders, it could attract very substantial numbers of Western migrants. Britain is particularly important because no country is more culturally compatible with Australia. Australia’s language, parliamentary system, common-law tradition and many of its fundamental social norms were inherited from Britain.

Following Brexit, proposals were raised for a much more liberal movement arrangement between Britain and Australia, allowing the citizens of each country to live and work more easily in the other.4 Australia should be pursuing deeper mobility arrangements with Britain and Europe instead of directing its most generous migration concessions towards India.

The Alternative: Keep Immigration (but lower it) and Change the Composition

That is why this idea needs to be pushed, as it should be an obvious point to anyone paying attention, yet it is barely discussed; resulting in a discourse plagued by the wrong framing. Properly stated, the case is positive rather than purely defensive. European immigration is good. Australia can have the economic and demographic benefits of immigration without the downsides that plague Europe simply by prioritising the right source countries. You can have your cake and eat it too. Deportation and remigration still matter, but this is the constructive alternative: Decrease the inflow, change the composition.

Obviously, Immigration still needs to be reduced substantially, the argument that the current level is excessive is already mainstream. Housing shortages, infrastructure pressure, declining living standards and public dissatisfaction have made lower migration politically difficult to avoid. But the relevant question then becomes who should receive those limited places to migrate to Australia.

This distinction must be made explicit. Australia should reduce the overall number of migrants while simultaneously prioritising applicants from Western and culturally compatible countries. Lowering the intake addresses economic and infrastructural pressures. Changing its composition addresses assimilation, social cohesion, political continuity and national identity. These are related but separate questions.

There is also the economic pressure. People constantly claim we need high migration to prop up an ageing population and fill labour shortages. If net migration went strongly negative for several years and large numbers were deported, a recession would follow, and the political pressure to reopen the taps would become immense. Birth rates will take a generation to recover even under the best policies. Therefore any serious plan must include a sustainable, high-quality immigration stream, and that stream should be Western.

This also raises another problem with the economic case for migration. The system is usually defended as though Australia were importing isolated units of labour: one engineer, one doctor, one technician, each selected to fill a particular shortage. But, human beings do not migrate as detached economic inputs, they come with their wives, husbands, children, parents and wider extended family.

This is completely normal and obvious, families want to live together, and it is unrealistic to recruit someone to the other side of the world and then tell him that his family has no place in his future. The problem is that this reality completely undermines the fiction that immigration can be organised purely around economics. Even when the first visa is awarded for a particular skill, the government is establishing the conditions through which an entire family, and potentially an extended chain of relatives, can be transferred from one country into Australia.

That is the reason why the composition of skilled migration matters so much. If Australia prioritises a Western engineer, and that engineer brings his wife, children and eventually other members of his family, the result is more Western immigration. The family stream ceases to be an unfortunate loophole and instead becomes part of the benefit. Australia is not only gaining one skilled worker, it is gaining a whole family that is more likely to share the country’s broad cultural assumptions and assimilate into its existing society.

This does not mean ACTUAL skills should be ignored. Australia should still favour genuinely qualified migrants where there is a real and demonstrated national need. But economic criteria cannot be the only criteria, as that model has failed even on its own terms. Many of the occupations placed on skilled-migration lists are barely credible as genuine national shortages. The system has at various times admitted applicants in fields that do not remotely justify permanent migration, while large numbers of supposedly skilled migrants end up working in jobs that make little or no use of the qualifications under which they entered.

A Policy Already Inside the Overton Window

There are several natural ways to advance the argument. One is the abstract claim that European immigration is good in itself. Another is the practical political angle for One Nation: it is not realistic to demand a full restoration of the White Australia policy, but it is entirely realistic, and already inside the Overton window, to say that Australia should prioritise Western migrants because they come from countries that share our values and have a proven track record of assimilating. That rhetoric is mainstream-compatible. Empirical evidence already shows it would be wildly popular. European immigration is more popular with the Australian public than simply stopping immigration altogether.5 Plenty of people hold positive views of immigration in principle; they just prefer it to be from Europe.6

There are also practical ways in which such a policy could be implemented. Australian migration operates through a series of visa categories, planning levels, eligibility requirements and administrative priorities. Each category admits a limited number of applicants, whether through formal caps, annual planning levels or practical processing constraints. A future government could give priority within those categories to applicants from Britain, Europe and other culturally compatible societies.

One Nation has also discussed requiring temporary visa holders who seek permanent residency to leave Australia and apply again from their country of origin. Under such a system, temporary residence would no longer create an implicit expectation of permanent settlement. Applicants would have to compete again for a limited number of permanent places. If Western applicants were prioritised within those permanent visa allocations, and there were enough qualified Western applicants to fill the available places, very few positions would remain for applicants from other regions. Large numbers of non-Western temporary residents would consequently be required to leave when their visas expired and would have no guarantee of returning as permanent migrants.

The Commonwealth already possesses extensive control over visa categories, planning levels, ministerial directions and eligibility criteria. Immigration composition is already determined by government policy. The system is not neutral, a government that wanted to prioritise Western applicants could redesign the criteria and allocations accordingly.

This is also politically more effective than attempting to compile a long list of countries to ban. One Nation has previously advocated restrictions on immigration from Muslim countries, and there has historically been measurable public support for such proposals.7 Migrants from Muslim-majority countries also tend to receive particularly unfavourable responses in public-opinion research.

However, a prohibition-based policy quickly encounters political and rhetorical difficulties. It may be possible to argue for restrictions on countries associated with jihadism, sectarian conflict or Islamist extremism. It is more difficult to move systematically through every culturally distant country and explain why each one should be excluded. A campaign against Hindu migration, for example, would not have the same established political language available to it as a campaign concerned with Islamism.

The more politically intelligent approach is therefore to speak less about which countries Australia wants to ban and more about which countries it wants to prioritise. Instead of announcing that applicants from dozens of countries are prohibited, the government would establish a hierarchy of preference. Western applicants would be considered first. Applicants from culturally comparable and strategically aligned countries would receive the next priority. By the time the available places were filled, there would be few or no positions left for less preferred migration streams.

The practical effect could be similar to exclusion without requiring the government to announce a formal racial or religious ban. It would be easier to defend because the government would not be claiming that every individual from a particular country was unacceptable. It would simply be stating that, in a system with limited places, Australia has the right to select the applicants most likely to assimilate and contribute to national cohesion.

There nevertheless needs to be explicit changes to the preferential arrangements Australia has already created with India. Agreements such as the Australia–India Economic Cooperation and Trade Agreement and the Migration and Mobility Partnership Arrangement have expanded or facilitated pathways for Indian students, graduates, workers and professionals.

Those arrangements should be repealed and replaced by far more ambitious agreements with Britain and Europe. Australia should not be making it easier for Indians to migrate here than for citizens of the countries from which Australian civilisation emerged. If special mobility pathways are justified, the strongest case exists for extending them to Britain and culturally compatible European states.

Why Aren’t Europeans at the Front of the Queue?

The political task of a party like One Nation is to put Labor on the back foot instead of the other way around. Why does it seem like the government makes it harder for Europeans to migrate here than for non-Europeans? Why does it not want European migrants? Is it because Europeans vote for the right? Is it anti-white racial animus? These are the questions that need to be asked. If immigration is supposed to be about people who come, work hard and assimilate, then European migrants should be at the front of the queue: they arrive from some of the best-educated countries on earth with higher average IQs and a high standard of human capital.

In fact, Anthony Albanese loves to talk about his own family’s European migration story and pretends that history validates today’s policy. Fine, then why are we making it easier for Indians from a third-world education system than for Europeans? Public-opinion research, including Scanlon Institute data, shows the majority of Australians are strongly positive about migrants from European countries and almost no one is negative. 61% of Australians have a positive attitude towards migrants from Britain, whereas only 31% have a positive attitude towards migrants from India, and only 18% report a positive attitude towards migrants from Sudan. In terms of attitudes towards religious groups, more people expressed a negative attitude towards Muslims than a positive one.

This would transform the political framing of immigration. The debate would no longer be reduced to Labor being pro-immigration and One Nation being anti-immigration. Labor would instead be forced to defend its preference for the existing composition of migration. It would have to explain why prioritising Western migrants is supposedly undesirable and why Indian and Chinese migration should be favoured over European migration.

That is a far weaker position for Labor. Research indicating that Australians view European migrants more positively than migrants from many non-European countries would make the contrast especially difficult. Prioritising Western immigration may prove significantly more popular than either maintaining the existing system or eliminating immigration altogether.

Labor would be required to argue against the preferences of much of the electorate. It would have to tell voters why migrants from societies with similar languages, institutions and values should not receive priority. It would have to justify why the government has constructed special pathways for India while failing to create equivalent arrangements with Britain and Europe.

Immigration Is an Electoral Question

The electoral data makes the pragmatic case unavoidable, as non-European migrants vote heavily for the left. That is why Labor works so hard to bring people in from India rather than Europe: Indians vote Labor.8 Right-wingers may personally like people from East and South Asia, but the hard truth is that we need primarily European migrants if the right is to keep winning elections and if we are to retain Western values. Western migrants assimilate more easily, adopt Western norms, and show little interest in the leftist politics of diversity and multiculturalism. For white Australians who care about demographic replacement, this is existential. For the political right, it is also existential. It is also important to note that racial anxiety now generates the bulk of the right-wing vote; church attendance and class politics no longer do the heavy lifting. On the other side of the ledger, leftism is propped up by non-European migrants. Even conservatives who find the racial framing extreme have to confront the necessity: adopt something like this or lose permanently.

This reframing also creates a direct response to the accusation that Western-priority immigration is just an attempt to recreate the White Australia policy. The answer is that Labor’s own migration policy can be interpreted as an attempt to import a more favourable electorate. If Labor claims that One Nation is selecting migrants for political reasons, One Nation can point to the voting patterns of existing migrant communities and ask whether Labor’s demographic preferences are truly politically innocent.

The charge becomes: you accuse us of wanting to preserve our electorate, but you are importing yours.

As seen above, many non-European migrant communities vote disproportionately for Labor, while migrants from some European and Anglosphere countries are more favourable to centre-right and right-wing parties.

The right should ask why Labor appears to prefer migration streams that strengthen the Labor vote. Why does it favour countries whose diaspora communities are more receptive to multiculturalism, public-sector expansion and minority-based political organisation? Why is the possibility that immigration changes the electorate treated as illegitimate when conservatives mention it, but seemingly understood perfectly well by the parties responsible for administering the system?

Most Australians want Australia to remain recognisably Western. They may disagree about migration numbers, particular cultures or the meaning of assimilation. Still, they generally expect the country’s language, institutions, alliances and social norms to remain grounded in Western civilisation. A policy that prioritises migrants who already share those assumptions should therefore be comparatively easy to defend.

The political attack on Labor should be simple: why do you oppose migrants who share Australian values? Why are you more interested in creating pathways from India than Britain? Why do you treat Western cultural compatibility as morally suspect while expecting Australians to celebrate every other form of ethnic and cultural identification?

This question becomes even more important when considering the scale of China and India. Each contains more than a billion people. Even a tiny proportion of either population is sufficient to transform Australia demographically. Migration from countries of that size can also produce large, self-sustaining communities with their own media, business organisations, political networks and connections to foreign governments.

Australia should not permit the formation of politically organised communities capable of functioning as foreign-aligned blocs or informal fifth columns. Large diaspora populations can be mobilised by foreign states, ethnic organisations or domestic political parties, particularly when they retain intense connections to their countries of origin.

One Nation’s existing rhetoric does not fully capture this. Its immigration message remains too vague and often narrows the issue almost entirely to Muslims. Muslim immigration raises legitimate concerns, but Muslims constitute only a fraction of Australia’s total migrant intake. A policy focused almost exclusively on Islam cannot address the scale of Indian and Chinese migration or the broader demographic transformation occurring through the skilled, student and family visa systems.

Immigration Without Social Fragmentation

Why does Labor insist on deliberately importing the more divisive forms of immigration that undermine our social cohesion? I ask this because we must learn to use the left’s own language against them: “stop the divisiveness, protect social cohesion”.

The assimilation problems we are facing are the foreseeable consequences of bringing in people from incompatible cultures and regions. European cultures are Western and compatible with ours; that is not rocket science. This same point feeds directly into the multiculturalism debate, as difficulties of cohesion, ethnic lobbying and free-speech restrictions all become clearer once the source-country mismatch is acknowledged.

The strongest policy is to reduce the intake, prioritise European applicants, end preferential arrangements that accelerate non-Western migration, and revive mobility agreements with Britain and the rest of Europe. It would allow Australia to continue receiving migrants while ensuring that immigration reinforces our national character.

The political objective should be to put Labor on the back foot and make them defend the least popular and most ideologically vulnerable aspects of their program. Instead of allowing One Nation to be endlessly interrogated about why it wants lower immigration, Labor should be interrogated about why it opposes European immigration. The debate should concern why Labor wants to favour India and China over Britain and Europe.

That places the government in an uncomfortable position, as it must either concede that cultural compatibility matters or openly argue that Australia’s historic Western and European identity should have no influence over the selection of future citizens. Additionally, it must either acknowledge the political consequences of migration or pretend that millions of new voters arrive without affecting the balance of electoral power.

Australia’s immigration conversation does not have to be a gloomy European-style fight over borders and deportation alone. We still possess the unique ability to run a large, selective program with people who share our civilisation. Prioritising European, Western migrants is the positive, data-based, electorally viable way to keep the benefits while discarding the costs. It is the policy that lets Australia remain Australia.

Australia is a nation created and continually recreated through immigration, but that does not mean every immigration policy produces the same country. The people admitted today will shape the society that exists tomorrow.

The question is not whether Australia will continue to be built through immigration. The question is who will be invited to build it.

Although it’s impossible to say for sure, Trofim Lysenko probably killed more human beings than any individual scientist in history.

In the 1930s, Soviet farmers were taught that a stalk of wheat had no fixed genetic nature. You could chill its seeds, “treat them” the right way, subject them to the right conditions and you could remake the plant entirely, and its offspring would inherit the change forever, in fact, whole harvests were staked on this promise. The harvests obviously failed.

The man behind this spurious claim was Trofim Lysenko, and his ideas are one of the greatest warnings I know for a certain kind of conservative who has not noticed that he borrowed his thinking from an ideology he claims to vehemently oppose.

The man who thought you could abolish nature

Lysenko was a Soviet biologist who rose to power under Stalin, he rejected genetics, the science of heredity, which holds that living things carry inside them a set of inherited instructions that shape what they are and pass those traits on to their young. A wheat plant is a wheat plant because of what it inherited, not just because of the field it happened to grow in.

Lysenko denied this, he taught that organisms have no fixed, inherited nature, he claimed that environment and “training,” could transform a plant completely, and, crucially, those acquired changes would become permanent and heritable, passed down to every generation after. There was to him nothing stable locked “in the blood.”

He thought conventional genetics was a bourgeois superstition: reactionary, racist and capitalist, because it insisted that something real and durable was fixed at birth. His own doctrine came to be called Lysenkoism, the belief that living things are infinitely mouldable by their conditions, and that inherited nature is a myth invented by the enemies of progress.

Why Stalin loved it

You can see why the Kremlin embraced this. Communism promised to build a new kind of human being, asserting that if you give people the right system, the right schooling, the right conditions, human nature itself could be poured into a new mould. This is the blank slate, the belief that people (and nature) arrive with nothing written on them, so anything at all can be written on them by whoever holds the pen.

For the Soviets, hard biological limits were not only inconvenient but dangerous and immoral. If nature set boundaries the state could not cross, then the utopia was impossible and the commissars were liars. So the boundaries had to be denied, Lysenko denied them, and Stalin rewarded him for it.

What happened when reality answered

Lysenkoism became official state biology and scientists who defended genetics were denounced, sacked, and imprisoned; many literally died in the camps or were executed. Soviet farms were ordered to follow Lysenko’s methods across the country.

I need to be precise here because it is important to know that the catastrophic famine of 1932-33, which killed millions, was caused mainly by Stalin’s forced collectivisation of agriculture, the seizure of private farms, not by Lysenko. But Lysenko’s reign did its own damage, years of failed techniques, ruined crops, and a Soviet biology so crippled that it took decades to recover.

Today no serious scientist defends Lysenkoism. It is a textbook case of pseudoscience, bogus dogma, believed because it was politically useful rather than because it was true.

The same habit, wearing a different hat

The Lysenkoist habit of mind, that living things are endlessly mouldable, that inherited nature is a fiction dreamt up by reactionaries, did not die with the Soviet Union. It survives, oddly, on the political right, in the doctrine of pure civic nationalism.

Civic nationalism is the idea that a nation is defined only by its laws, its values, its language, and its institutions, never by ancestry, history, or shared peoplehood. On this view, a Frenchman is simply anyone who holds French papers and endorses French values. Nothing deeper is inherited, nothing deeper is required.

Assimilation which is the process by which newcomers take on the language, loyalties, and habits of the country they join, is then treated as essentially unlimited. Anyone, from anywhere, in any number, at any speed, can be converted into a full member of a centuries-old nation just by living there, attending its schools, and accepting its rules. Demographic continuity, the plain fact that a people persists and renews itself across generations, and the deep, slow-moving patterns of a culture are dismissed as irrelevant, or as faintly disreputable even to mention.

If we look at the structure of that claim which is that a people has no durable nature. That is literally Lysenko’s argument. It has simply swapped crops for citizens. The blank slate that communists once applied to the New Soviet Man, some conservatives now apply to the nation itself, and they still somehow call it patriotism.

Conclusion:

Many conservatives who defend this pure civic idea believe they are standing up for traditional patriotism or classical liberalism. In reality they are borrowing a core communist assumption while rejecting it only for agriculture. They accept that wheat has a nature that ideology cannot abolish, yet they insist that peoples and nations do not. They will mock the Soviet Union for pretending plants have no fixed essence, then turn around and insist that the English, the French, the Americans, or the Australians are nothing more than a set of propositions that anyone can adopt overnight.

This is quite literally the operating assumption behind open-border policies, mass low-skill and “high-skill” immigration, and the endless celebration of “diversity” as an unalloyed good. It is why elites can look at the demographic transformation of once-cohesive countries and declare that nothing essential has changed, so long as the newcomers sign a citizenship form and wave the flag on national holidays. It is why pointing out the obvious, that different populations are not interchangeable clay, is treated as the ultimate evil.

Lysenko’s ideas were stupid because living things are not infinitely malleable. A people is more than a legal category, it is a concrete historical community shaped by centuries of shared blood, soil, struggle, and memory. Ignore those realities long enough and you do not get a stronger, more vibrant society (as we all know). You get the same hard collision with reality that Soviet farmers discovered when the crops failed. Calling that collision “immoral” or “reactionary” does not make it disappear, just as it never made Soviet wheat grow in frozen soil. The conservatives who keep repeating the civic-nationalist mantra are applying communist pseudoscience to the one place it can do the most lasting damage: the nation itself.

Lysenkoism – as his theories became known – was an unmitigated disaster. Instead of solving famine, it grew worse. Millions starved as Lysensko’s methods were enforced by the government. Mao Zedong brought Lysnkoism to the People’s Republic of China in 1958; estimates of the people who died in the resulting Great Chinese Famine are as high as fifty-five million.

Few books grasped this earlier, or stated it more bluntly, than Patrick J. Buchanan’s The Death of the West: How Dying Populations and Immigrant Invasions Imperil Our Country and Civilization, published by St. Martin’s Press in January 2002, weeks after the September 11 attacks and into a country in no mood for pessimism about itself. Buchanan’s thesis was twofold. First, the peoples of the West, Europe, North America, the Anglosphere settler nations, had ceased to reproduce themselves, with total fertility rates across the developed world falling well below the 2.1 children per woman required to sustain a population. Second, the demographic vacuum thus created was being filled by immigration on a scale, and from sources (non-Western), that would transform the cultural, religious and political character of Western nations within two generations. The first process he treated as a symptom of civilisational exhaustion, the second as its consequence and accelerant. Together, he argued, they amounted to something no army had ever accomplished: the voluntary dissolution of the West.

The book was a bestseller and also very much a scandal. Reviewers in the mainstream press called it alarmist, racist, or worse: the New York Times treated it as a curiosity from a political has-been, academic demographers largely ignored it. Yet a quarter of a century later, The Death of the West does not really read like a polemic from the political margins. This book now reads like an opening statement in what has become the central argument of Western politics. The fertility collapse Buchanan described has deepened everywhere, in some places to levels he never imagined. Immigration has become the pivot of electoral realignment from Stockholm to Sydney. Parties that did not exist, or barely existed, when the book appeared now lead polls in Britain, France and Germany on platforms whose demographic anxieties are recognisably Buchananite. To assess the book honestly is to do what its first reviewers mostly declined to do: take its claims seriously enough to test them against the evidence. Twenty-five years of data now exist and they vindicate Buchanan on most counts.

Who Was Patrick Buchanan?

Patrick Joseph Buchanan was born in Washington, D.C., in 1938, the third of nine children in an Irish-German Catholic household presided over by an accountant father who revered Francisco Franco, Douglas MacArthur and Joseph McCarthy. The family piety was pre-conciliar Catholicism, the family politics were pugilistic anti-communism. Both marked Buchanan permanently. He was educated by Jesuits at Gonzaga College High School and Georgetown University, took a master’s degree from the Columbia School of Journalism, and at twenty-three became the youngest editorial writer in the country at the St. Louis Globe-Democrat.

In 1966 he joined Richard Nixon’s political operation and remained at Nixon’s side through the wilderness years, the 1968 campaign, and the White House, where he served as a special assistant and speechwriter. Buchanan was one of the architects of the rhetorical strategy that split the New Deal coalition along cultural lines, the appeal to the “silent majority,” the assault on the adversary press delivered through Vice-President Spiro Agnew, the courtship of Northern ethnic Catholics and Southern Democrats. He was, in a real sense, present at the creation of the culture war as an electoral instrument. He survived Watergate untouched, served briefly under Gerald Ford, spent a decade as a syndicated columnist and television combatant, and returned to the White House as Ronald Reagan’s Director of Communications from 1985 to 1987, where he pushed the administration rightward on the Nicaraguan contras and against the détente instincts of the State Department.

It was after the Cold War ended that Buchanan became genuinely interesting, because it was then that he broke with the movement he had helped build. Against the first Gulf War in 1990-91, against NAFTA, against the World Trade Organisation, and increasingly against the interventionist, free-trading, immigration-friendly consensus of the Republican establishment, Buchanan articulated a politics he explicitly traced to the pre-war America First movement: economic nationalism, restricted immigration, non-intervention abroad, cultural traditionalism at home. He challenged George H. W. Bush for the 1992 Republican nomination, winning 38 per cent in New Hampshire, and delivered at the Houston convention the speech declaring “a religious war going on in our country for the soul of America”, a formulation mocked at the time and vindicated, descriptively at least, by everything that followed. In 1996 he won the New Hampshire primary outright before losing the nomination to Bob Dole, in 2000 he ran a doomed Reform Party campaign. In 2002, the same year The Death of the West appeared, he co-founded The American Conservative magazine as an organ of opposition to the coming Iraq War and to neoconservatism generally.

Buchanan’s intellectual formation drew on the Old Right of the 1930s and 1940s, Robert Taft’s nationalism, Charles Lindbergh’s non-interventionism and on the mid-century anti-communist canon of James Burnham and Whittaker Chambers, from whom he took both the vocabulary of managerial elites and a tragic sense that the West might lack the will to survive. Behind these stood Oswald Spengler, whose Decline of the West supplied Buchanan’s title by inversion and his morphology of civilisational senescence, and the Catholic social tradition, which supplied his conviction that the family, not the individual or the state, is the elementary particle of society. He was labelled, and accepted the label of, a paleoconservative: the faction that lost every institutional battle within American conservatism between 1980 and 2015, and then, in the person of Donald Trump, whose 2016 platform of border walls, trade protection and foreign-policy retrenchment was Buchananism with the Catholicism removed and the volume raised, won the war. Buchanan himself, who died (politically) in retirement having outlived his marginalisation, remarked on the irony. So did his critics.

But of course, all of those explanations are just opinions, and more importantly, they don't really explain why this is happening now.

One Nation isn't the first party of its type to emerge, in fact, Australia is actually pretty late to this trend. We've already watched similar parties rise in Britain, the United States, Germany, France, Italy, the Netherlands, Sweden and across much of Western Europe.

So instead of just throwing around opinions, why don't we look at what political scientists who've spent years studying this exact phenomenon actually have to say?

Political scientists increasingly argue that focusing on voter demand, whether that be people becoming more concerned about immigration or losing trust in political elites only really explains one side of the equation. The more interesting question is why the political parties that used to represent those voters suddenly stopped doing so.

Take immigration, immigration wasn’t invented in 2026. If you look at Australian polling, immigration was one of the country’s top political issues throughout the 2010s. During COVID it dropped down the list because borders were shut, but before that it was consistently one of the issues Australians cared about most.

So if immigration alone explains One Nation's rise, why didn't One Nation explode ten years ago?

The answer, according to a growing body of political science, isn't simply that voters changed. It's that the centre-right stopped functioning the way it used to. For decades, parties like the Liberal Party acted as gatekeepers. They bundled together free-market economics, cultural conservatism and a vague patriotism into one broad electoral coalition. But the Liberal Party has fractured rapidly and everything has changed.

This is exactly what happened with Trump and the Republican Party, with Brexit and then Reform UK in Britain, and with similar populist parties across Europe. The rise of the populist right isn't just about people becoming more conservative, it’s about the collapse of the old centre-right policy formula. Australia is now going through exactly the same process.

As a comparison, Reform UK established itself as the dominant force on the British right rivaling the Torie’s whilst they were already crumbling, which allowed those voters to become apart of Reforms broader support base. Analyses of the 2024 election in the UK found that around 80% of Reform voters had voted Conservative in 2019.1 The same thing now seems to be happening with One Nation. Some of that growth comes from former Liberal voters. Some comes from people who previously supported smaller right-wing parties and have now consolidated behind One Nation because they think it's the only party capable of replacing the Liberals. Some comes from Labor. But overwhelmingly, this is a story about the collapse of the centre-right rather than some sudden ideological revolution among Australians.

So yes, immigration matters. Cost of living matters. Housing matters. But those things explain why voters became dissatisfied. They don't explain why millions of those voters suddenly stopped expressing that dissatisfaction through the Liberal Party and started expressing it through One Nation instead. To answer that question, you need political science and when you look at the research, the rise of One Nation starts looking like Australia's version of a much bigger political realignment that's already transformed much of the Western world.

A Pattern Bigger Than Australia

As mentioned, immigration anxiety and institutional distrust are not unique to any one country, but neither are they uniform in degree, timing, or cause. Britain de-industrialised before France. America’s immigration politics are organised around a southern land border that has no Scandinavian equivalent. Italy’s stagnation has a different chronology and a different origin than the Netherlands’. And yet, within roughly the same fifteen years bracketing the 2010s, recognisably similar political formations surfaced across nearly every advanced democracy at once: Trump in the United States; Brexit and then Reform/Restore in Britain; the National Rally in France; the League and then the Brothers of Italy; the Party for Freedom and Forum for Democracy in the Netherlands; the Sweden Democrats; the Freedom Party in Austria; a fracturing centre-right and One Nation in Australia.

What these countries for the most part have in common is a shared institutional inheritance. Each had, for most of the postwar period, a relatively cohesive party or party family of the centre-right that performed a specific job. It took the scattered materials of right-leaning sentiment, free markets, low taxes, business interests, a sense of Christian religious and moral traditionalism, semi-patriotic feeling, and bundled them into a single governing coalition disciplined enough to win elections and to govern within constitutional limits. That bundling function is what has broken, in country after country on the same timeline. So the larger point is that the populists did not cause the breakage, they just moved into the space it opened.

The Collapse of the Load-Bearing Party

For a decade, political science has been preoccupied with two questions: why the social-democratic left declined, and why the radical right rose. Both assume that the centre-right is the stable backdrop against which those dramas play out. Yet, Noam Gidron and Daniel Ziblatt’s 2019 review of centre-right parties argues that the assumption is backwards. Cohesive centre-right parties, they contend, were not one actor among others in this system but a load-bearing part of its structure. Where such parties stayed organisationally strong and ideologically bundled, the radical right struggled to break through. Where they fragmented or split along the seams that used to hold their coalition together, radical challengers found room to grow.

A lot of people just assume the radical right was an external shock that the centre-right then had to manage. Gidron and Ziblatt invert the causation, explaining that the radical right’s rise is endogenous to the centre-right’s prior weakening. This is important because cohesive moderate-right parties have historically done things no other actor in the system does reliably, which was absorbing diffuse public dissatisfaction and converting it into bounded and negotiable policy demands rather than letting it curdle into cold white rage. They mediate the pace of social change, translating cultural anxiety into legislative compromise and they crowd out more radical competitors. But as these Centre-right parties have broken down, all three functions go with it and the space that opens does not stay empty.

The frozen equilibrium

To see how thoroughly this function had been taken for granted, it helps to recall what postwar politics actually looked like. Political sociologists Seymour Martin Lipset and Stein Rokkan, writing in the 1960s, described European party systems as “frozen.” The cleavages that had organised political conflict; class, religion, town against country, centre against periphery, settled into stable party alignments by the 1920s and then persisted, with remarkable durability for decades. Their famous observation was that the party systems of the 1960s still reflected the cleavage structure of the 1920s almost unchanged: the alternatives on the ballot, and often the organisations printing them, were older than most of the voters choosing among them.

Irish political scientist Peter Mair, catalogued the organisational rot beneath the stable “frozen” surface. Membership was falling and the public were disengaging from party life even where the party labels survived on the ballot. The frozen surface was concealing a structure losing its mass.

What froze, in the sense that matters here, was not only which parties existed but what they fought about. The main axis of postwar conflict ran through taxation, spending, the welfare state, the regulation of markets, arguments about how much the government should do, not about what kind of country the nation was. Civilisational questions, national identity, immigration, the boundaries of the political community, were present but rarely decisive, they were not what elections turned on. On that axis, the centre-right’s job was less to resist change than to manage its tempo, to take the welfare state as given and argue about its size, to take European integration or postwar reconstruction as given and argue about its terms. This is conservatism as adaptation, not conservatism as resistance and the distinction is the whole story here.

What the centre-right was conserving

The unbundling argument does not make sense until you specify what was in the bundle.

Edmund Burke’s foundational insight, formed against the French Revolution, was that institutions survive not by freezing but by changing in order to preserve what matters most about themselves: a state without the means of some change, he warned, is without the means of its own conservation. This is conservatism now, concede what must be conceded, in the right order, at the right pace, so that the core survives the concession.

Benjamin Disraeli in Britain pioneered something called “One Nation" conservatism, deliberately courting working-class voters through appeals to patriotism, empire, and the Church of England, thereby bridging the economic class divide with shared cultural loyalties.2 Disraeli instituted this strategy in the mid-to-late 19th century to prevent revolution and preserve traditional institutions, absorbing the threat instead of mounting a doomed defence against it. This Burkean-Disraelian reflex, adapt to preserve and concede strategically became the connective tissue of centre-right politics across the democratising nineteenth and twentieth centuries. Christian Democracy, crystallising across the continent from the late nineteenth century (with Catholic social teaching), extended the logic into an explicit synthesis. Fusing market economics with a communitarian account of social obligation, and national tradition with an acceptance of mass democratic participation. This resulted in a genuinely bundled product. A voter who wanted lower taxes, a voter who wanted church and family shielded from secular upheaval, and a voter who wanted a strong national identity could all, with some compromise, vote for the same party, because the party had been built, on purpose, to hold those three wants together.

The late-twentieth-century neoliberal turn, Thatcher, Reagan, and their continental and antipodean counterparts, added a fourth and increasingly dominant strand: market liberalisation, deregulation, an individualist economic philosophy that sat in some tension with the communitarian inheritance but did not yet break the bundle. If anything it re-bundled the right around economics, subordinating the religious and national strands to a market-first agenda that won elections through the 1980s.

So by the 1990s the centre-right bundle in most advanced democracies looked roughly like this: market economics, now dominant, traditional social and religious order, subordinate but present, national identity, largely latent and rarely decisive, all held inside a single organisational vehicle. The party machine had inherited, from a century of institution-building, the donor networks, the friendly newspapers, the habituated loyalty that made it the only efficient route to right-of-centre power. The bundle did not need to be philosophically coherent, just electorally cohesive. For most of the postwar period, it was.

Unbundling

Unbundling is the load-bearing concept for everything that follows. The populist right disassembles the old conservative package and assembles a completely different one. Where the old bundle paired market economics with social traditionalism and a latent patriotism, the new coalition frequently rejects market orthodoxy outright while turning the identity strand up to maximum: immigration restriction, hostility to multiculturalism, assertive nativism, suspicion of supranational institutions.

Empirical political science confirms the reality of this unbundling, demonstrating that political conflict no longer operates on a single left-right economic axis. Scholars like Lee Drutman and Herbert Kitschelt have extensively documented, modern politics operates on at least two major dimensions: economic preferences (state intervention versus free markets) and identity/cultural preferences (traditionalism/nationalism versus cosmopolitanism/liberalism, often referred to in political science as the GAL-TAN scale: Green/Alternative/Libertarian vs. Traditional/Authoritarian/Nationalist).3

This multidimensional space reveals the structural vulnerability of the traditional centre-right. To illustrate this, we can map the modern electorate into four distinct quadrants based on these two axes of conflict.

Lee Drutman’s analysis of the 2016 electoral realignment in the United States, utilising Voter Study Group data, illuminated the demographic realities of these quadrants. The “libertarian” quadrant, voters who are economically conservative but socially liberal (the “market cosmopolitans”) has historically held immense sway over centre-right party platforms, largely because these voters represent the affluent donor class, media executives, and think-tank intellectuals.4 Yet, Drutman found that this group constitutes a remarkably small fraction of the actual electorate, roughly 3.8% in the United States.

Conversely, the “populist” quadrant-voters who lean left on economics (favouring social safety nets, infrastructure spending, and market regulation) but are deeply conservative on issues of immigration, race, and national identity, constitutes a massive and politically decisive voting bloc, comprising nearly 29% of the U.S. electorate.5 Gidron similarly identifies these voters in the European context as “welfare chauvinists”. Herbert Kitschelt previously theorised a “winning formula” for the radical right in the 1990s that combined free-market economics with authoritarian social policies; however, as the knowledge economy advanced and globalisation created clear “winners and losers” (as explored by Hanspeter Kriesi), the radical right adapted. The new winning formula relies heavily on welfare chauvinism-defending the welfare state, but demanding that its generous benefits be strictly restricted to native-born, deserving citizens rather than immigrants.

The historical genius of the traditional centre-right was its ability to hold the traditional conservatives, the market cosmopolitans, and a sufficient slice of the welfare chauvinists together in a single, tension-filled coalition. But as the cultural salience of immigration and national identity skyrocketed, cross-pressured voters were forced to choose which of their preferences mattered most. Donald Trump, the architects of Brexit, and European populist parties succeeded by specifically targeting the populist/welfare chauvinist quadrant. They assembled a coalition of voters who were economically moderate or even interventionist, but fiercely protective of national sovereignty and borders. The traditional centre-right, trapped by its ideological commitment to the tiny libertarian quadrant and its reliance on corporate donor networks, found itself electorally outflanked and structurally obsolete.

The hostile takeover of the Republican Party by Donald Trump is the quintessential modern example of ideological unbundling. The traditional GOP, defined for decades by the consensus of neoconservative foreign policy, free-market libertarian economics, and religious traditionalism, functioned as a classic gatekeeper, maintaining a strict boundary against the Buchananite paleoconservative fringe.6 Trump broke apart that this bundle. By discarding entitlement reform, attacking free trade, and marrying a populist economic appeal with intense nativism and cultural grievance, he captured the massive “welfare chauvinist” quadrant of the American electorate that Mitt Romney’s patrician, market-cosmopolitan conservatism fundamentally alienated. The Republican elite, possessing no robust institutional mechanisms to stop a hostile primary takeover, completely collapsed.

The multidimensional turn in political science lets us watch this happen, Lee Drutman’s analysis of the 2016 American electorate, built on the Democracy Fund’s VOTER Survey, dropped the single left-right line and modelled voters along two largely independent axes: an economic dimension (redistribution, trade, regulation, the safety net) and a social or identity dimension (immigration, race, religious minorities, national pride, moral tradition). Two axes make four quadrants rather than two camps. Most Clinton voters fell in the liberal quadrant, left on both. Most Trump voters fell in the conservative quadrant, right on both. But a third group, Drutman’s “populists,” economically left-leaning yet culturally conservative, made up close to a third of the 2016 electorate, a bloc rivalling the orthodox conservative quadrant in size. The fourth group, “libertarians,” economically right but socially liberal, had shrunk to a sliver under four percent.7

What happened in the populist quadrant is the decisive finding, as Trump carried these voters over Clinton by something like three to one. Among populists who had voted for Obama in 2012, Clinton held roughly six in ten; Trump took better than a quarter outright, and the rest stayed home. This is the empirical signature of unbundling, a bloc whose economic preferences would once have seated it comfortably in a labour-oriented Democratic coalition voted instead for the candidate who matched its identity preferences, because identity, not economics, had become the dimension that decided the vote. Drutman’s density plots make the asymmetry vivid. Clinton and Trump voters overlapped substantially on economic attitudes, with real numbers of each on the “wrong” side of the median. On the identity dimension they barely overlapped at all. This to say that the country was not splitting over how much to tax and spend, but splitting over what it meant to belong, an existential question.

This is not more conservatism, a voter who wants tariffs and a hard line on immigration is not a more intense Reaganite, he or she is a different political animal, one the market-first bundle of the 1980s had no natural home for. The libertarian quadrant, the purest expression of that old bundle, dwindled to a rounding error. The space that used to hold a single coherent “conservative” package had split into two constituencies that share a ballot line and disagree about what the party is for.

The gatekeeping function

If unbundling explains what came apart, Ziblatt’s earlier and more historical work explains why it mattered that it did. In Conservative Parties and the Birth of Democracy, he traces, in fine comparative grain, why some nineteenth- and twentieth-century European conservative movements organised themselves into durable, electorally competitive parties and others did not, with consequences that ran all the way to 1933.

Britain’s Conservative Party built itself, over the nineteenth century, into an organisation that could compete for votes under an expanding franchise. It cultivated local associations, recruited a mass membership through vehicles like the Primrose League, and learned to win elections rather than defend inherited privilege by extra-electoral means. The party was never converted to democracy as a philosophical proposition, it adapted to democracy organisationally, because adaptation was the only way the interests it represented could keep power. That is the Burkean-Disraelian reflex turned into party-building, and its payoff was a movement with the capacity to discipline and ultimately marginalise its own extremist fringe, because it had a viable, vote-winning alternative to offer instead.

Germany’s pre-Weimar right never built the equivalent. In Ziblatt’s account the German conservative movement was captured instead by an agrarian, increasingly nationalist and antisemitic vehicle, the Agrarian League, that pulled it away from electoral competition and toward an alliance of convenience with openly anti-democratic forces. The misjudgment of Franz von Papen and his fellow conservative notables in 1933, that they could install Hitler and then contain him by manoeuvre, was not a freak error by a few men. It was the predictable terminus of decades in which German conservatism had never built the capacity to win on its own, and so reached for the more extreme partner because it had nothing else to reach for.

Here the gatekeeping argument arrives at its sharpest, and at an irony worth sitting with. Ziblatt, writing from a broadly liberal vantage, concludes that the chief guarantor of democratic stability across this history was not a mass left or a set of constitutional safeguards but a well-organised, electorally competitive conservative party, one strong enough to win without the radical right’s votes, and therefore able to treat the radical right as a competitor to be beaten rather than an ally to be courted. A weak centre-right does not yield a more moderate system by default. It yields a system in which the radical right’s path to power runs straight through the conservative party, because the conservative party, unable to win alone, eventually needs the radicals’ votes more than the radicals need its respectability.

This is the hinge between the history and the present. A centre-right that has not unbundled can still offer restless voters something inside its own tent. A centre-right that has unbundled, whose market-first and identity-first halves now want incompatible things, cannot. It either loses the identity-first half to a populist competitor or is captured by that half from within. The gatekeeping consequence is the same either way.

Where the right came from

To see why this function was inherited rather than invented, go back one more step, behind Burke and Disraeli, to the plain fact that conservative parties across nineteenth-century Europe began as instruments of a landed, often aristocratic elite trying to manage a franchise expansion it could not finally prevent. The conservative party, at its origin, was less a movement of resistance to democracy than a technology for surviving it, a way for elite interests to keep influence by learning to compete for votes instead of just suppressing them.

Over the following century that technology hardened into infrastructure, aligned newspapers, sympathetic universities and think tanks, local associations, and eventually full party machines capable of fundraising, candidate recruitment, and message discipline at national scale. None of it was inevitable, Ziblatt’s cases are full of conservative movements that never built it. But where it succeeded it created an asset of enormous value: an organisation that could turn elite economic interests into electorally viable mass politics, again and again, across generations, without the elite having to rebuild the apparatus each time.

Modern centre-right parties are, in this sense, less the authors of their coalitions than the custodians of an inheritance. The donor networks, the brand, the media relationships, the habituated loyalty a 1990s Republican or Christian Democrat could draw on had been built by people dead for decades. That inheritance is precisely what is now being spent down, and, in several countries, has been spent to exhaustion.

Why populism replaces rather than reforms

This origin story is what makes the populist right qualitatively different rather than just more extreme.

A movement that rises directly out of mass discontent, through media celebrity or digital mobilisation rather than party apparatus, inherits none of that infrastructure: no donor networks, no local associations, no institutional memory. Its legitimacy comes from a direct relationship with voters, not from custodianship of an inherited machine. And that difference dictates the kind of politics it practises. A movement whose authority flows from an institution has every reason to manage change incrementally, because the institution is the thing being protected. A movement whose authority flows from a direct, plebiscitary bond with aggrieved voters has the opposite incentive. There is no inherited apparatus to protect, and the energy that built the movement came precisely from rejecting the slow, compromising style of institutional politics.

That is why the populist right tilts so heavily toward identity, culture, sovereignty, and the legitimacy of institutions themselves, and away from the older questions of economic management that used to organise the right. It is not that economics has stopped mattering to these voters, Drutman’s data shows they care intensely about the safety net and about trade. It is that the coalition’s organising logic no longer runs through economic management, because the populist right was never built by the institutions whose business that was. It was built by mobilising grievance against them.

The comparative pattern

Run the framework across the cases and the same mechanism recurs, local in its details but identical in its logic.

In the United States it is visible in the data already described: a populist quadrant, economically interventionist and socially conservative, that the Democratic coalition had held since the New Deal and that a Republican Party rebuilt around Trump, rather than around the supply-side orthodoxies of the Bush and Romney years, absorbed three to one. The Voter Study Group’s work on religious Trump voters adds a texture usually missing from the story. Among Trump’s 2016 coalition, frequent churchgoers were consistently more moderate than secular Trump voters on immigration, race, and attitudes toward Muslims, likelier to support a path to citizenship, less enthusiastic about the border wall, less troubled by non-English speakers. Trump in fact ran weakest, relative to Romney, among the most devout, and strongest among voters who never attend services at all. This complicates any tidy story in which “the religious right” drove the populist turn. If anything it suggests that a declining mediating institution, organised religious participation, falling sharply among conservatives since the 1990s, had been performing inside the electorate some of the same moderating work that party institutions performed at the elite level, and that its erosion freed up the same unbundled, identity-first politics. Two institutions thinning on parallel tracks, to the same effect.

In Britain the mechanism took the form of an outright organisational rupture. The Conservatives’ 2024 defeat was their worst on record, 23.7 percent of the vote, a historic low for a governing party, while Reform UK took 14.3 percent and, within months, began overtaking the Conservatives in membership and in some polling. Crucially, the defection did not track newfound economic grievance, it tracked the Brexit-era Leave/Remain identity cleavage almost exactly, with Conservative Leavers going to Reform and Conservative Remainers to Labour or the Liberal Democrats. The identity cleavage split the party’s coalition down a fault line that economic policy never created and economic policy cannot mend.

In France, the post-Gaullist centre-right, the Republicans and their predecessors has been steadily squeezed out of the populist-right space by the National Rally, to the point that governing has at times required cross-party arrangements while the National Rally makes and breaks governments from outside. In Italy, the postwar Christian Democratic settlement dissolved in the corruption scandals of the 1990s, and the vacuum filled by stages with a populist and post-fascist right, Forza Italia, the League, finally the Brothers of Italy rather than with any reconstituted centrist conservatism. The Netherlands and Sweden, with very different welfare and immigration histories, show the same shape: a once-dominant centre-right losing ground to explicitly anti-immigration, anti-EU challengers it can neither absorb nor defeat. Australia supplies its own variant, a Liberal Party straining to hold its free-market and somewhat socially conservative wings together while One Nation and others peel off the identity-first segment, even though compulsory and preferential voting give the consequences a distinctive shape.

But, the exception proves the mechanism. Germany is the case where the centre-right’s organisational core held, the CDU and its Bavarian partner kept control of their own apparatus through the postwar decades, anchored by robust local organisations, far longer than their counterparts in Italy, France, or Britain. Gidron and Ziblatt single it out for exactly this reason. And the prediction the theory makes is the one that came true. Facing the same insurgent pressure as everyone else, Germany’s more robustly organised centre-right has proved the most resistant to it, the Alternative for Germany has grown into a formidable force, but the CDU/CSU has held the top of the right and returned to the chancellery rather than being supplanted or captured. Robust organisation did not make the centre-right immune. It made it durable, which is precisely what the theory says the variable should do.

None of these countries shares an economy, an immigration history, or an electoral system. What they share is a structural fact: an institution that once bundled market economics with social order and national identity has, in each case, come apart, quickly where its organisation was already falling apart, slowly and partially where the organisation held.

The strategic trap

This account also explains a pattern that pure-grievance theories cannot, centre-right parties that imitate the insurgents usually fail to stop them, and frequently speed their own decline.

The logic is plain once seen, if voters who want hard immigration restriction or economic nationalism can buy the authentic version from a party built around exactly that, why settle for an imitation from a party whose memory, donors, and internal culture were built around something else? The imitator carries every liability of its own history, the establishment associations, the donor commitments to free trade, decades of rhetoric pledged to a different coalition, without the authenticity that made the original attractive. Voters can tell the difference between a party that has always meant what the insurgent says and one that started saying it under electoral duress.

So the trap is real. Hold the old bundle, and you lose the unbundled, identity-first voters to the authentic alternative. Move to imitate, and you lose credibility on both flanks at once, the market-oriented base reads betrayal, and the populist-leaning voters you are chasing can simply choose the real thing. No available position reassembles the old coalition, because its coherence depended on conditions that no longer hold: frozen cleavages, low-salience identity politics, and an institutional inheritance that commanded loyalty independent of any particular policy.

What actually happened

Put the pieces together now and the last decade looks different. Immigration, wage stagnation, and institutional distrust were real and did real work, nothing here denies it. But they were the spark, not the charge. The charge was a century-old institutional bundle, market economics, social traditionalism, latent national identity, held together inside organisations that had inherited the infrastructure and the loyalty to make the bundle electorally durable, that had been coming apart for a generation, for reasons with little to do with any particular immigration wave or recession. It came apart because the identity and economic dimensions, frozen together by mid-century cleavage structures, stopped moving in tandem, because party organisations lost the disciplining capacity that had let them absorb dissent and because the gatekeeping function Ziblatt traces to nineteenth-century Britain depends on having a viable, vote-winning alternative to offer the restless, an alternative the fracturing bundle could no longer supply.

The populist right, country after country, is not really radicalised conservatism. It is what fills the space left when an institution that used to do several jobs at once, managing economic change, mediating cultural anxiety, absorbing the resentful into a coalition disciplined enough to govern, stops being able to do them all from inside one coherent party. When you see that the institution failed long before the right-wing insurgency arrived, the simultaneity across a dozen unrelated democracies stops looking like coincidence and starts looking like exactly what the theory predicts.

Ask this modern Westerner to describe themselves, and they will tell you about their attributes and achievements: “I’m curious, I’m a runner, I work in logistics.” Almost everyone else who has ever lived would answer with relationships and roles: “I am the son of so-and-so, of such-and-such a clan, from this village.” Ask the Westerner whether they would lie in court to protect a friend who caused a car accident, and they will hesitate, squirm, and probably say no, the rule is the rule. In most societies across most of history, the answer is obvious and immediate: of course you protect your friend; what kind of monster betrays their own people to an abstraction? Show the Westerner a picture of a cow, a chicken and some grass and ask which two belong together, and they’ll pair the cow with the chicken - both animals, same category. Most people elsewhere pair the cow with the grass, because cows eat grass; the relationship matters more than the category.

These are differences in perception, in moral reasoning, in the architecture of the self. And they raise a question that is one of the biggest in all of human history: why are Western people, statistically speaking, on dozens of measurable psychological dimensions, such outliers among humanity, both present and past?

In 2020, the Harvard evolutionary anthropologist Joseph Henrich published a 680-page attempt at an answer, The WEIRDest People in the World: How the West Became Psychologically Peculiar and Particularly Prosperous. His thesis is audacious, counterintuitive, and one of the most interesting big ideas of the past few decades. It goes roughly like this, beginning around 1,500 years ago, the branch of Christianity that became the Roman Catholic Church waged a centuries-long campaign against the extended family. It banned cousin marriage, polygamy, arranged clan alliances, and eventually even marriage to in-laws and god-kin. Nobody intended what came next. By slowly dissolving the dense webs of kinship that had organised human life since the invention of agriculture, the Church inadvertently forced Europeans to build their lives around something new: voluntary relationships with strangers. Over dozens of generations, that new social world reshaped psychology itself, making people more individualistic, more trusting of strangers, more rule-following, more analytical. And that peculiar psychology, in turn, became the soil in which markets, science, universal law and democracy could grow.

If Henrich is right, the modern world is, in a sense, the unintended consequence of a marriage policy.

Part I: The people who mistook themselves for humanity

The story begins in a psychology lab, or rather, in thousands of them.

For most of the twentieth century, experimental psychology and behavioural economics operated on the assumption that a human mind is a human mind. If you wanted to study perception, memory, fairness or moral reasoning, you could recruit whoever was cheapest and closest, which in practice meant undergraduates at Western universities. The findings would then be published as facts about “human psychology,” full stop. One review found that a startling proportion of subjects in top psychology journals were American college students, arguably the most unrepresentative sample of our species you could design if you tried.

In 2010, Henrich and two colleagues, Steven Heine and Ara Norenzayan, published a paper politely detonating this assumption. Its title asked, “The weirdest people in the world?” and it introduced the acronym that stuck. WEIRD stands for Western, Educated, Industrialised, Rich and Democratic. The paper’s message was that WEIRD people are not a neutral baseline for humanity. On measure after measure, they sit at the extreme end of the global distribution. Psychology had been doing something like studying penguins and publishing the results as “bird flight.”

The evidence had been accumulating for years, much of it from a research programme Henrich himself helped run, taking the games of experimental economics out of the lab and into villages, rainforests and savannahs around the world.

Consider the Ultimatum Game, a deceptively simple experiment. Two anonymous strangers are paired. The first is given a sum of money, say, a day’s wages and must offer some portion to the second. The second player can accept the split, or reject it, in which case both players get nothing. Pure economic logic says the second player should accept any offer above zero (free money is free money), and the first player, knowing this, should offer a pittance. When the game was played with Western students, that’s not what happened, proposers typically offered close to half, and responders angrily rejected offers below about a third, paying real money for the pleasure of punishing stinginess. For years, this was reported as a human universal, proof that Homo sapiens is a fair-minded, spiteful only toward cheaters species.

Then Henrich took the game to the Machiguenga, a people living in the Peruvian Amazon in small, independent family clusters. The Machiguenga offered little and accepted almost everything. They found the idea of rejecting free money to punish an anonymous stranger baffling. Why would you burn your own resources over what someone you’ll never meet chooses to do? Subsequent studies across fifteen and more small-scale societies found enormous variation. Some groups, like whale-hunting communities that depend on large-scale cooperation, made generous offers. Others made “hyper-fair” offers of more than half, which were then frequently rejected, apparently because in gift-giving cultures, accepting a large gift creates a burdensome obligation. The supposedly universal fairness instinct turned out to be a cultural dialect, and the WEIRD dialect was among the most unusual: an intuition that anonymous strangers, people with no relationship to you whatsoever, are owed fairness and that norm-violators should be punished even at personal cost.

The pattern repeats across domains. In Solomon Asch’s famous conformity experiments, people were asked to judge line lengths while confederates confidently gave wrong answers; Americans conformed less than almost any population later tested. In tests of “analytic” versus “holistic” cognition, the cow-chicken-grass task above, Westerners obsess over categories and object properties while most others attend to relationships and contexts. Westerners are more prone to the “fundamental attribution error,” explaining behaviour by personal disposition (“he’s lazy”) rather than situation (“his harvest failed”). They trust strangers, institutions and abstract rules to an unusual degree, they feel guilt (a private, internal emotion about violating one’s own standards) more than shame (a public emotion about losing face before others); they are patient, self-focused, and by global and historical standards remarkably indifferent to their second cousins.

WEIRD psychology is impressive but this individualism has a shadow side that Henrich acknowledges: loneliness, weaker family bonds, an obsession with the self. WEIRD psychology is strange and strangeness demands explanation. Human psychological variation of this magnitude, tracking geography and history this closely, isn’t noise. Something happened. What?

Part II: The Church takes an axe to the family tree

To understand Henrich’s answer, you first need to appreciate what he’s claiming was destroyed.

For nearly all of history since agriculture, the fundamental unit of human society was not the individual, and not the nuclear family either. It was the intensive kin group: the clan, the lineage, the tribe. These institutions solved the basic problems of life, security, insurance, justice, marriage, inheritance, old-age care, through dense networks of relatives bound by obligation. Anthropologists have documented their machinery in loving detail, segmentary lineages that could mobilise hundreds of armed cousins in a feud; ancestor cults that made the dead shareholders in the living; corporate ownership of land by the lineage rather than any person; arranged marriages that functioned as treaties between families.

And crucially, these systems were held together by marriage rules that ran precisely opposite to modern Western ones. Cousin marriage was not a taboo but a strategy, often the preferred match, because marrying a cousin kept property, loyalty and alliances inside the group. Polygyny let successful men extend their lineages. Levirate marriage (a widow marrying her dead husband’s brother) kept her, and her children, within the clan. Everyone, everywhere, from China to the Middle East to pre-Christian Europe, lived embedded in some version of this world. The Romans had their patriarchal familia and ancestor rites; the Germanic tribes their kindreds and blood feuds; the Irish their septs. If you had surveyed the world in 300 AD and asked which region would eventually dismantle intensive kinship altogether, Europe would have been an unremarkable pick.

Then, Henrich argues, something unprecedented happened. Beginning around late antiquity and accelerating from roughly 500 to 1200 AD, the Western Church, the branch of Christianity centred on Rome developed what he calls, with deliberate dryness, the Marriage and Family Program, or MFP. It wasn’t a single decree but an accumulating avalanche of prohibitions, promulgated through church councils, papal letters and penitentials over centuries.

The Church banned marriage between cousins and then kept extending the ban outward, at its medieval peak prohibiting marriage out to sixth cousins, a circle so wide that in a small village virtually everyone was off-limits. It banned polygyny, insisting on lifelong monogamy for peasant and king alike (a rule that, notably, elite men everywhere else in the world had always exempted themselves from). It banned levirate and sororate marriage. It counted relatives by marriage and even spiritual kin, godparents, as incestuous matches. It discouraged and marginalised adoption, which in Rome had been a routine tool for securing heirs; for centuries in parts of Western Europe, legal adoption essentially vanished. It insisted that marriage required the consent of the bride and groom themselves, undercutting the ancient practice of families arranging marriages as alliances. It ended easy divorce and remarriage. And it pushed newlyweds toward “neolocal” residence, setting up their own household rather than moving in with a clan compound.

Perhaps most consequentially, the Church transformed inheritance. It promoted individual testaments, the personal will over customary claims of the kindred, and encouraged the pious to leave property to the Church rather than to distant relatives. This was, to put it mildly, not against the Church’s material interests: by some estimates the Church came to own a third of the cultivated land in parts of Western Europe. Henrich is agnostic-to-cynical about motives. Some churchmen sincerely believed cousin marriage was spiritually polluting or, as Pope Gregory the Great suggested in a letter to his missionary in Kent, physically unhealthy for offspring. Others surely noticed that a Church competing with clans for loyalty and legacies did rather well when the clans withered. Cultural evolution, Henrich stresses, doesn’t require anyone to understand what they’re doing. Practices that helped the Church grow and heirless couples, forbidden from adopting or remarrying strategically, produced a steady stream of bequests, were retained and intensified, whatever the stated theology.

What makes this a genuinely strange historical episode is the contrast with every other major religion, including other Christianities. The Eastern Orthodox Church adopted some incest prohibitions, but later, less extensively, and with laxer enforcement. Islam permitted (and in practice often favoured) cousin marriage and polygyny, the Middle East and North Africa remain among the world’s highest cousin-marriage regions today. Judaism, Hinduism, Confucianism and Zoroastrianism all worked with the grain of kinship, sanctifying lineage and ancestor obligations. Only the Western Church spent six or seven centuries systematically at war with the extended family and only Western Europe ended up without one.

By the High Middle Ages, the results were visible on the ground. European peasants increasingly lived in monogamous nuclear households, married late (often in their mid-twenties), chose their own spouses, worked as servants in strangers’ homes before marrying, and moved away from their parents when they did, the pattern demographers would later call, from parish records, the “European Marriage Pattern,” documented west of an imaginary line running from St Petersburg to Trieste. Clans, in the anthropological sense, simply ceased to exist across most of Western Europe. Europeans came to find cousin marriage viscerally disgusting, an intuition so deep that WEIRD people today assume it’s universal human nature, when it is in fact one of the odder products of their history. Globally, even now, something like one in ten marriages is between cousins; in parts of the world it’s closer to half.

The most striking empirical support for this story arrived in 2019, in a study in Science by Jonathan Schulz, Duman Bahrami-Rad, Jonathan Beauchamp and Henrich. The researchers exploited a natural experiment: the Church didn’t arrive everywhere at once. Bishoprics spread gradually across Europe over a millennium, so different regions received different “dosages” of exposure to the MFP, measured in centuries. The team then correlated Church exposure with the intensity of kin-based institutions (using ethnographic and cousin-marriage data) and with modern psychological measures, individualism, impersonal trust, conformity, creativity, across countries, across European regions, and even among the adult children of immigrants, whose psychology tracks their parents’ homeland’s kinship intensity despite growing up elsewhere. The correlations ran the predicted way at every level. Each additional century under the Western Church predicted meaningfully lower cousin marriage and WEIRDer psychology today. Within Italy, a single country, one language, one modern state, provinces with historically low cousin marriage show more voluntary blood donation, more use of cheques over cash, and higher generalised trust; the historically clannish south shows the reverse, a pattern the political scientist Edward Banfield described in the 1950s as “amoral familism”, trust the family absolutely, and no one else at all.

So, why would dismantling cousin marriage change how people think a thousand years later?

Part III: A world of strangers

Here is the crux of Henrich’s argument, and the logic is more subtle than “the Church made people individualists.”

Start with a thought experiment. You are a young man in a strong clan society, say, a lineage village in imperial China or a tribal district in pre-Islamic Arabia. Your world is given, not chosen. Your spouse will be selected to cement an alliance. Your land is the lineage’s land. Your security against violence is the certainty that your forty male cousins will avenge you. Your old age is guaranteed by sons bound by sacred filial duty. In this world, what psychological traits does life reward? Loyalty above all. Deference to elders. Exquisite sensitivity to your standing within the group, shame, the fear of losing face, is the master emotion. Conformity is safety. Nepotism isn’t corruption, it’s morality. Trusting strangers is stupidity, because strangers sit outside every web of obligation that makes people behave. And there is little premium on cultivating a unique personal identity, because your identity, son, nephew, member of the Li lineage is assigned at birth and non-negotiable.

Now transplant that young man’s descendant into an English or Flemish village around 1200, after centuries of the MFP have done their work. The clan is gone. He must find a wife, by mutual consent, outside his (now nonexistent) kindred, probably from another village. He must find land or a trade. If he wants security, insurance, opportunity, he cannot inherit them from a lineage; he must join things. And medieval Europe, remarkably, was full of things to join because everyone else faced the same problem.

This is the pivot of the whole theory as when kinship stops solving life’s problems, people build voluntary associations to solve them instead, and those associations select for a completely different psychology.

The associations were everywhere in the medieval record. Monasteries, themselves the prototype, deliberately structured as anti-families where individuals renounced kin, chose membership, and lived under a written rule that applied identically to everyone regardless of birth. The Cistercians, to take one order, built a Europe-wide network of hundreds of standardised monasteries that operated like a franchise system, complete with annual audits. Craft and merchant guilds, which pooled risk, trained apprentices, and enforced quality standards among unrelated members. The medieval commune: towns like those of northern Italy, Flanders and the German Hansa, sworn associations of citizens, the word “conjuration,” a swearing-together, tells you what they were, that won charters of self-government. German towns advertised for settlers with the promise encoded in the saying Stadtluft macht frei: town air makes you free, a runaway serf becoming legally free after a year and a day. Universities, Bologna, Paris, Oxford which were simply guilds of masters or students (universitas means “corporation”), and which pioneered the bizarre notion that unrelated scholars could form a self-governing legal person that outlived its members. Merchant networks and eventually chartered companies. Confraternities, communes, leagues, orders, corporations: Western Europe between 1000 and 1500 was an explosion of institutionalised cooperation among non-relatives, on a scale with no clear precedent.

Each of these institutions had to answer a question that clans never face: how do you get strangers to trust each other? The answers they evolved are the deep infrastructure of the modern world. Written rules that apply impersonally to all members. Oaths and contracts. Reputation systems. Elections and representation (the monastic orders and Italian communes were electing officials centuries before modern democracy). Individual rights and obligations attached to the person, not the family. Merit and skill as criteria for membership and advancement, because a guild, unlike a lineage, can choose whom to admit and a guild full of talented strangers beats a workshop full of mediocre nephews.

So, Henrich’s claim is that centuries of living inside such institutions did not merely change how Europeans behaved, it changed, cumulatively and culturally, how they thought and felt. People whose prosperity depended on their reputation among strangers developed impersonal prosociality, honesty and fairness toward anonymous others, because in a world of voluntary association, being known as fair to everyone is what gets you chosen as a partner, an apprentice, a guild brother. Shame (what will people say?) gradually yielded ground to guilt (I broke the rule; I feel bad even though no one saw), because internalised standards travel with you into anonymous interactions where no one is watching. Rule-following became intuitive rather than just prudent: WEIRD people are unusual in feeling that rules bind even when enforcement is absent, and in judging intentions - did he mean to do it? - as central to morality, a luxury of societies where you’re judged as an individual rather than held collectively liable with your kin. Relationships became chosen rather than given, which meant cultivating a distinctive, consistent self, attributes, talents, principles that you carry across contexts became a life strategy. The “self” became a portable individual project.

None of this happened to anyone in a single lifetime. That’s the point of cultural evolution: each generation absorbs, from parents and peers and institutions, slightly shifted intuitions, and over thirty or forty generations the shifts compound into a different psychological world. By the time Protestant reformers in the sixteenth century declared that every individual should read scripture and stand alone before God, driving mass literacy in the process, another psychological bombshell, since learning to read literally rewires the brain, they were less inventing WEIRD psychology than codifying what centuries of institutional life had already made intuitive. Henrich likes the summary that the Reformation was WEIRD psychology’s first great political product, not its cause.

Part IV: Different worlds, different minds

It’s worth noting just how deep these psychological differences go, because “individualism” alone undersells it. The differences reach into perception and reasoning, into what people literally notice.

Take the Triad Task, the cow-chicken-grass test mentioned earlier. When psychologists give versions of it around the world, WEIRD populations reliably sort by abstract category (cow and chicken: animals), while most others sort by functional relationship (cow and grass: the cow eats the grass). These answers reflect different default strategies. Analytic thinkers pull objects out of their context, assign them to categories, and reason about their inherent properties. Holistic thinkers keep objects embedded in their relationships and reason about situations and interactions. Show American and Japanese participants an animated aquarium scene, as the psychologist Richard Nisbett and colleagues did, and ask them to describe it: Americans lead with the biggest fish and its attributes; Japanese participants describe the scene, the water, the plants, the relationships among the fish, and later prove better at remembering background elements. Eye-tracking studies suggest the difference begins at the level of where people point their gaze.

Or take moral judgment. The “passenger’s dilemma,” used in cross-cultural management research, asks whether you’d testify falsely to protect a friend who hit a pedestrian while speeding. In some Western countries, over ninety per cent of respondents say the friend has no right to expect false testimony, in more relational societies, majorities say loyalty comes first. WEIRD morality is universalist, the same rules for everyone, friend or stranger which is precisely the morality you’d expect from people whose ancestors spent centuries in institutions where impartial rules were the technology holding strangers together. Relational morality, obligations scale with closeness is precisely what you’d expect where the kin network was the institution. Each side finds the other faintly monstrous: the universalist sees corruption and nepotism, the relationalist sees a person so alienated they’d betray a friend for a legal fiction.

The same logic runs through agency and attribution. WEIRD people, primed by a world of chosen relationships and portable selves, explain outcomes through individual dispositions and intentions, hence both the West’s heroic literature of self-made individuals and its characteristic blind spot, the fundamental attribution error, the reflex of underrating circumstances. They value consistency across contexts (”be true to yourself”), where much of the world values appropriateness to context (a different self for family, work, strangers is not hypocrisy but competence). They experience guilt, self-punishment by internal standard, more than shame, punishment by audience. They are less deferential to elders and tradition, more comfortable with dissent, more (over)confident, and more inclined to see themselves, flatteringly and often inaccurately, as unique.

Henrich’s insists that this whole psychological package is not a matter of genes. I would beg to differ but I’ll leave that for another time.

Conclusion: The mind is younger than we think

Lets return, finally, to our time-traveller, the Melburnian marooned in Tang China, blinking at a world where nobody thinks like him. The conventional lesson of such thought experiments is that other people do things differently. Henrich’s lesson is stranger and goes deeper: other people perceive differently, feel obligation differently, locate the self in a different place and the version of humanity that WEIRD societies mistake for the default is, in the long view, the anomaly. The intuitions that feel most central to a modern Westerner, that you are an individual before you are a relative, that rules bind everyone equally, that strangers deserve fairness, that you must be true to a self you carry across every context are not human nature. They are artefacts, manufactured over roughly forty generations by institutions, beginning, if Henrich is right, with a church’s peculiar war on cousin marriage.

Ultimately, most of the world does not think like us and we ourselves are the WEIRD ones.

Kerjean is a “French” national, born on 21 February 1995 in the Central African Republic. An African-born man living in Britain now stands accused of one of the most depraved crimes imaginable: the rape and murder of a defenceless toddler.

This is again another predictable outcome of policies that have allowed people from unstable, high-violence non-European regions to settle in the United Kingdom. The Central African Republic is one of the most dangerous and dysfunctional countries on the planet. It is ravaged by civil war, extreme poverty, tribal violence, and a near-total breakdown of law and order. The average IQ in this country sits between 57.7 and 62.55. Importing people who come from societies that routinely produce these conditions, and who often carry the cultural attitudes that sustain them, into British towns and cities was always going to carry deadly risks. When those risks materialise as the rape and murder of a two-year-old child, the British public has every right to demand radical, fundamental change.

Britain’s political class cannot keep importing people from societies with completely different norms around violence, sexuality, child protection, and basic civilisation, then pretend to be shocked when the worst possible outcome occurs. One case like this is already one too many. If we refuse to implement a serious policy of remigration, the organised, large-scale return of foreign nationals who commit serious crimes, who fail to assimilate, or whose presence is fundamentally incompatible with a safe and cohesive society, then these atrocities will keep happening.

Foreign nationals who rape and murder British children should not be housed, fed, clothed, and given years of legal process at the expense of British taxpayers. They should face the death penalty. Anything less is an insult to the victim and a green light to the next predator. Broader remigration of those who entered under previous lax regimes, especially from high-risk, non-European regions is the only realistic way to reduce the exposure of British children to this kind of imported, perverted, and entirely preventable criminality.

The alternative, more of the same open-door approach, more “diversity,” more hand-wringing about “root causes,” more refusal to name the obvious patterns, guarantees more dead and raped children. The British public did not vote for that. They did not consent to their daughters and sons being sacrificed on the altar of mass migration from incompatible cultures and peoples.

Kevin Kerjean must face full justice for what he is accused of doing to that little girl. But justice for one victim is not enough. The only way to protect future victims is to stop importing the conditions, the attitudes, and the people that produce such predators in the first place.

Remigration or repeat.

There is no third option that keeps British children safe.

Firstly, we must distinguish what is meant by multiculturalism in relation to politics. Multiculturalism is not just the presence of different cultural practices in Australia. That is a deliberate straw-man. “Abolish multiculturalism and you lose your Bah mi or Chinese takeaways” is a lazy reductionism pushed by people who are either stupid or as a sarcastic question from the left about the lack of One Nations ability to provide actual policy.

Multiculturalism, as it operates in Australia, is the institutionalisation of minority ethnic and religious lobbying. It is a system in which governments treat organised ethnic, religious and minority identity-based groups as permanent stakeholders with privileged access to policy-making. These groups receive taxpayer funding, sit on advisory bodies, submit formal recommendations, and see their priorities turned into law on hate speech, anti-discrimination, social cohesion and diversity policy. The broader Australian public is expected to accept the resulting consensus.

The Machinery That Actually Exists

Australia maintains a Minister for Multicultural Affairs, an Office for Multicultural Affairs inside the Department of Home Affairs, an Australian Multicultural Council, and a Ministerial Forum on Multicultural Affairs. States have their own legislation: the Multicultural NSW Act, Victoria’s Multicultural Victoria Act, South Australia’s Multicultural Act, Queensland’s Multicultural Recognition Act and others. They create recurring funding streams, annual reporting obligations, advisory councils and grants programs that sustain an entire ecosystem of peak bodies, settlement providers and advocacy organisations.

Commonwealth multicultural grants run into tens of millions annually. Additional streams exist for “social cohesion,” security upgrades for specific communities and settlement services. Peak bodies such as the Federation of Ethnic Communities’ Councils of Australia (FECCA), the Executive Council of Australian Jewry (ECAJ), the Australian Federation of Islamic Councils (AFIC) and the Hindu Council routinely prepare submissions, appear before inquiries and maintain ongoing relationships with ministers and bureaucrats. Personnel overlap between federal and state advisory structures is visible and recurring.

This is what political scientist Theodore Lowi called “interest group liberalism.”1 Lowi’s insight was that the pluralist system does not represent the public interest but rather rewards whichever organised groups can gain access to the machinery of government. The democratic problem is that the state has granted specific groups a structural position that ordinary, unorganised citizens do not enjoy. This results in something called mobilisation of bias, as coined by E.E. Schattschneider. described this form of power as the “mobilisation of bias,” where “some issues are organised into politics while others are organised out.”23

Prominent Lobbying Examples: Jewish Lobby

One of the most established and effective participants in this system is the Jewish organisational network. The Executive Council of Australian Jewry (ECAJ) is widely recognised as the peak representative body. It prepares detailed submissions to government on religious freedom, anti-discrimination law, antisemitism policy, education, refugee issues and matters relating to Israel.

The ECAJ is the clearest example that multiculturalism is institutional power and not just food, festivals or vague “diversity.”

Section 18C of the Racial Discrimination Act is one of the best examples of this. It makes it unlawful to do an act reasonably likely to “offend, insult, humiliate or intimidate” a person or group because of race, colour, national origin or ethnic origin.

Organisations such as the ECAJ have consistently argued and lobbied for strong anti-vilification laws which they claim are necessary to protect minority communities. Following the highly publicised Andrew Bolt case, Tony Abbott’s government attempted to amend the Racial Discrimination Act in 2014 by removing the words “offend”, “insult” and “humiliate” and replacing them with a narrower standard focused on genuine intimidation or incitement. The proposal was framed as a free speech reform and Abbott argued that people have a right to be wrong, a right to offend, and a right to participate in robust public debate without fear of legal sanction.

The response from the multicultural institutional framework was immediate and overwhelming. The ECAJ, alongside numerous other minority advocacy organisations, strongly opposed the changes. Submissions from these groups flooded government consultations warning that weakening 18C would endanger social cohesion and expose minority communities to harm.4

This resulted in Abbott ultimately abandoning the reform despite holding government. Public opinion polling at the time frequently showed substantial support for amending 18C, yet the institutional pressure proved stronger than the electoral mandate.

In 2025, New South Wales passed the Crimes Amendment (Inciting Racial Hatred) Act, creating a criminal offence of intentionally inciting racial hatred. Victoria also strengthened its anti-vilification regime, introducing serious criminal vilification offences under its anti-vilification and social cohesion reforms. Both were justified through the language of social cohesion, community protection and anti-hate policy.

Then in 2026 after the Bondi terror attack which was perpetrated by an Indian Muslim, we got the federal Combatting Antisemitism, Hate and Extremism Act. This marked a further escalation which was pushed by these lobby’s, as they created a framework for prohibited hate groups.5 In May 2026, the Australian Government listed White Australia, also known as the White Australia Party and formerly linked to the National Socialist Network, as a prohibited hate group under the Criminal Code.6

Other Prominent Examples: Islamic and Hindu Organisations

The Australian Federation of Islamic Councils (AFIC) serves as the largest national umbrella body for Muslim organisations. Established in 1964, AFIC explicitly positions itself as a representative of Muslim interests to government and the wider society. It coordinates state-based Islamic councils and regularly engages in advocacy on legislation, religious freedom, education, halal certification, discrimination issues and national security policy. AFIC and affiliated groups participate in government consultations, human rights inquiries, discrimination law debates and discussions around counter-terrorism measures.

The Australian government has allocated various specific grants and funding packages to Islamic and Muslim community organisations, most notably a $27 million to $28.1 million security grant awarded to the Australian National Imams Council (ANIC) for facility upgrades under the Security Uplifts for Muslim Communities program.7

The Hindu Council of Australia represents another rapidly growing example. The organisation has become more active in engaging government on religious discrimination, education and foreign policy matters relating to India. While still less institutionalised than bodies like the ECAJ or AFIC, the Hindu Council and similar Indian community organisations are increasingly participating in public debates and policy consultations.

As the Indian-born population continues to grow, these efforts mirror the pattern seen with other communities. Demographic increase leads to organised lobbying, which in turn gains access to government funding streams, advisory roles and policy influence under the multicultural framework.

The Democratic Problem

The practical consequences of bureaucratic multiculturalism are straightforward, policies on hate speech, online regulation and antiwhite DEI measures are routinely justified by reference to recommendations from these same organisations and commissioners. The justification is never “this is what a majority of Australians want.” It is “these recognised community representatives have told us this is necessary.”

That arrangement inverts democratic accountability as ordinary Australians become the diffuse, unorganised interest whose preferences can be set aside when they conflict with the demands of better-connected groups. When millions of voters express concerns about immigration levels, speech restrictions or cultural direction, the institutional response is that such views lack legitimacy within the multicultural framework, as the framework itself decides which opinions are admissible.

This is why for example the rejection of the Aboriginal Voice to Parliament was so telling. When the unorganised Australian majority was given an opportunity to vote on a constitutionally entrenched body for one group (Aboriginals), they voted no.

Yet the same logic is applied daily to other groups through non-constitutional channels where they get dedicated funding and policy influence. White Australians, as the historic majority, are told they require no such structures because the general political process already represents them while everyone else receives supplementary representation.

DEI and Antiwhite discrimination

Under the multicultural framework “cultural and linguistic diversity” (which actually just means less white people), is a measurable policy outcome that the government actively engineers inside its own institutions. The Albanese Government’s Employment Strategy sets an explicit target of 24 percent cultural and linguistic diversity representation in the Senior Executive Service, with an interim goal of 15 percent within four years. The Federation of Ethnic Communities’ Councils of Australia (FECCA), the main national peak body for ethnic communities, has long advocated for diversity targets in the Australian Public Service. In its 2022 policy platform, FECCA explicitly called for governments to “establish diversity targets in the Australian Public Service”, which is what the Albanese Government’s Employment Strategy did.8

The Race Discrimination Commissioner Giridharan Sivaraman reinforces the same framework. Before his appointment in March 2024, he served as Chair of Multicultural Australia (2021–2024) and as a member of the Queensland Multicultural Advisory Council. He has spoken at FECCA conferences and events, and multicultural organisations have hosted him as a keynote speaker since he took office.

He describes Australian systems as built to maintain white privilege and argues that claims of anti-white or reverse racism miss the point because racism must be understood through historical power imbalances and colonisation. Official multiculturalism positions white Australians as a background condition that requires active dilution at the top of the bureaucracy and it treats organised minority identities as the groups whose advancement constitutes progress.9

Free Speech and multiculturalism

Multiculturalism as an institutional project also explains the steady expansion of speech restrictions. Politicians and certain minority lobby’s like the ECAJ argue that a diverse society requires limits on expression to prevent offence and maintain harmony. The implication of this is that unrestricted political speech is incompatible with the current model of multiculturalism. Someone, somewhere, will always be offended, so the sensibilities that must be protected are those of organised minorities rather than the population as a whole, whose rights are subordinated.

Social cohesion rhetoric functions the same way. The original sociological concept referred to shared values and common enterprise. In contemporary Australian usage it serves as justification for managing the frictions created by multiculturalism itself. A shared culture produces cohesion. A policy that treats the maintenance of distinct group identities and their separate institutional representation as the goal is managing incohesion, not creating cohesion.

Immigration Numbers Are Not the Whole Story

One Nation and other restrictionist voices are correct that current immigration levels are too high and that public concern is widespread. Reducing the numbers is very necessary. But it is not sufficient. A government can slash migration tomorrow and still leave the bureaucratic and lobbying infrastructure untouched. That infrastructure continues to shape policy, allocate resources, define legitimate speech and decide which groups count as stakeholders. The underlying distribution of institutional power remains the same.

The more important question is therefore civilisational and institutional. Australia is a Western nation with a particular legal tradition, political culture and historical inheritance. Immigration policy should reflect that reality by prioritising entrants from societies with compatible norms, IQs, institutions and expectations. For the sake of appealing to the majority of voters within One Nations this argument does not require explicit discussion of race. It rests on observable differences in integration outcomes and cultural continuity. It is compatible with both civic and cultural nationalism.

Why Mainstream Rhetoric Has Failed

Liberal leaders have repeatedly declared opposition to multiculturalism in principle. John Howard and Tony Abbott both did so. Yet while in office they left the grant programs and advisory councils wholely intact. Right-wing Liberals have used rhetoric without changing anything structurally. In fact, during their time the institutions continued to grow, adapt and embed themselves deeper into government.

If Pauline Hanson and One Nation are serious about ending multiculturalism, the test is whether they are willing to do what previous governments would not: defund the peak bodies, abolish the dedicated multicultural departments and offices, repeal the speech and discrimination laws that flow from this framework, and restore the principle that government represents the Australian people as a whole.

A Point of Broad Agreement on the Right

This approach does not require any faction on the right to abandon its existing commitments. Civic nationalists, conservatives, cultural nationalists and ethno nationalists can all support the same concrete steps: dismantle the multicultural bureaucracy, restore free speech, end taxpayer-funded identity lobbying and reject anti-white discrimination in policy and institutions.

The advantage of this framing is that it shifts the argument from contested demographic questions to uncontested democratic ones. It does not ask Australians to dislike any particular group. It asks why unelected commissioners, funded activists and organised lobby groups should exercise greater influence over law and policy than millions of ordinary Australian citizens. That is a question any serious person on the right should be able to answer.

The institutions that have dominated Australian public life for three decades were built on a particular set of assumptions about diversity, representation and the role of the state. Those assumptions are now open to challenge. Forcing them to defend their legitimacy rather than simply exercising power is the necessary first step.

The output which is consistently replicated across different devices and geographic locations is a deluge of mixed-race couples. The output is overwhelmingly dominated by images of white women intimately paired with black or non-white men.1 To the casual observer passively consuming this digital output, the presentation establishes an immediate baseline for normalcy. The volume and priority of these specific demographic pairings create the distinct impression that such relationships are the standard, ubiquitous, and foundational reality of modern Western society.

Yet, when we contrast this algorithmic simulation with reality, a massive discrepancy emerges. Statistically, interracial marriages remain a distinct minority of overall unions in the United States and across the broader Western world. According to comprehensive data from the Pew Research Center, in 2020, only 11% of all married couples in the United States were interracial or interethnic.2 When we drill down into the specific pairing that dominates the aforementioned image search, the numbers shrink even further. Marriages specifically between a white woman and a black man account for a mere 7% of that already small 11% sliver of intermarriages.³ In absolute terms, out of over 51 million married white women in the United States, less than 1% are married to black men.3

Despite this statistical rarity, the digital simulation feels entirely “normal” to the modern consumer because media giants like Google, alongside massive stock photography conglomerates like Getty Images and Shutterstock, consciously and relentlessly curate it that way.4 This immense disparity between reality is the result of neutral, blind code cataloging human existence. It is an intentional act of social enforcement, by artificially elevating specific demographic pairings, media platforms execute a subtle but pervasive socio-cultural engineering project.

It can thus be argued that this engineered visual output serves a distinct ideological purpose: pushing European women toward demographic change and eroding the visual primacy of the homogeneous nuclear family that built and sustained Western nation-states for centuries. When digital representations are manipulated to consistently overwrite physical realities, a significant ontological shift occurs within the host population. The native majority is conditioned to view their own demographic decline as an organic, inevitable, and morally righteous progression. This forces us to confront the question: If images precede and dictate reality, who is engineering our extinction?

Hyperreality and Media Narratives

To understand the mechanics of this visual engineering, we must utilise the theoretical framework established by the French philosopher Jean Baudrillard. In his seminal 1981 work, Simulacra and Simulation, Baudrillard posited that postmodern culture has ruptured the boundary between reality and representation.5 Mass media no longer serves as a passive mirror reflecting the physical world; instead, it actively generates a “hyperreal” condition.6 Hyperreality is a state in which idealised, synthetic fabrications, such as the simulated utopias of endless multicultural harmony, overshadow, replace, and eventually destroy authentic, grounded human experiences.7
