Most Western companies have a Gulf strategy. Very few have a Riyadh strategy, an Abu Dhabi strategy and a Dubai strategy.

This gap is small on a slide. Across a table, it can cost you the room.

This week I came across a detail I found more significant than ever before. Dow Jones reported that Riyadh and Abu Dhabi are working to curb reporting of their rivalry.

This matters. Because you do not manage perceptions of a rivalry nobody can feel. And once you start looking through that lens, quite a lot of what is happening across the Gulf looks different.

Abu Dhabi’s property transactions in the first half of this year more than doubled, to AED117 billion. Its pipeline increasingly reads like a statement of intent — Disney on Yas Island, Sphere Abu Dhabi, Guggenheim Abu Dhabi.

Dubai, in the same period, completed more than 100 property projects worth over AED111 billion. Those are not two cities growing.

They are capitals competing — for investment, for tourism, for talent, for global brands, for attention.

Add Riyadh, building something different again around Saudi Arabia’s transformation, and the old Western habit of putting all of it under one heading marked “Gulf” starts to look inadequate.

I have watched this happen repeatedly. A company succeeds in Dubai. So it takes the deck that worked there to Riyadh. It opens with its UAE credentials, because it believes that is how you demonstrate regional credibility.

It talks about its strong Gulf relationships. And nobody tells them they have done anything wrong. The meeting is perfectly polite. It just does not go anywhere. Because regional credibility does not always transfer the way Western companies assume it does.

Sometimes the very thing you are using to show that you understand the region shows that you haven’t understood the room. If your Middle East strategy deck has one page headed “GCC”, I would look at it again.

Not because the six Gulf markets have nothing in common. Of course they do. But because the people sitting across the table do not experience their ambitions as interchangeable.

Neither should your strategy.

There is a generation growing up whose first association with Saudi Arabia may not be oil. It may be gaming.

I think Western businesses are seriously underestimating what that means.

Yesterday, the Esports World Cup closed in Riyadh. Not a niche event. The largest competitive gaming tournament in the world, funded by Saudi Arabia’s sovereign wealth fund, with a prize pool of 75 million dollars.

Last year’s edition was watched by 750 million people online. Three million came to Riyadh in person. Sit with those numbers, because they are not entertainment numbers. They are attention numbers.

And attention is the thing I would argue Saudi Arabia is now buying more deliberately than almost anything else.

Oil gave Saudi Arabia economic relevance. Investment gives it financial relevance. Tourism gives it destination relevance.

And sport, gaming and culture give it something none of those can: the attention of the young, at global scale, years before they hold any economic power at all.

This is a different game to the one most Western companies think they are playing.

This is the part that we Westerners often underestimate: Saudi Arabia is not just competing for investment anymore. It is competing for attention.

And attention captured at twenty can be worth more than attention captured at fifty.

A sovereign fund can buy a company tomorrow. It cannot buy the fact that a nineteen-year-old in Jakarta, São Paulo or Berlin spent last summer watching a tournament in Riyadh, followed the players, learned the venues, and now holds a picture of Saudi Arabia in their head that has nothing to do with the one their parents carry.

That picture will still be there in twenty years, when that nineteen-year-old is running a business, choosing suppliers, deciding where to travel, deciding who to trust.

You cannot buy that later. You can only build it early.

Which is exactly what is happening — in plain sight, filed by most people under “sport” or “entertainment” rather than “strategy.”

The Gulf your board remembers is not necessarily the Gulf its next generation is building.

SIGNAL: Saudi Arabia is investing at scale in the things that capture young global attention — gaming, sport, culture — not just in assets and infrastructure.

RISK: Your Gulf strategy is built around the audience your board pictures, which may look nothing like the audience Saudi Arabia is actually building for.

QUESTION: The next Saudi opportunity may not begin with asking where the money is going. It may begin with asking where the attention is going. Do you know?

Ten years from now, millions of people who grew up watching esports, football, boxing, films and creators connected to Saudi Arabia will hold a fundamentally different mental picture of the Kingdom from the one their parents hold.

That is not a side effect of the economic transformation. I think it is the transformation.

And companies entering Saudi Arabia today need to understand that they are not only entering a changing market. They are entering a market that is actively changing how the world sees it.

You are not just selling into a country. You are arriving into a story that country is telling about itself — and the audience for that story is far younger than the person you will be sitting across from.

Not: “Where is Saudi money going?”

But: “Where is Saudi Arabia sending the world’s attention — and who is receiving it?”

Because the money tells you what the Kingdom is buying today. The attention tells you who it is building for tomorrow. And most Western firms are reading only the first one.

The obvious conclusion here is that gaming, entertainment and culture are becoming bigger Saudi opportunities.

I do not think this is the most useful conclusion.

The more interesting — and more uncomfortable — question is what happens to your business when the audience Saudi Arabia is building for looks nothing like the Gulf audience your company still imagines.

You can understand the person signing the contract and completely misunderstand the person they’re building the future for.

For a generation, one of the most visible destinations for Gulf capital was physical.

Land. Towers. Hotels. Infrastructure.

This week I came across a number that suggests something important is changing. And if you sell into Saudi Arabia, I would pay attention.

The loud Gulf stories this week were the ones you would expect.

Shipping. Security. Geopolitics. Important, certainly.

But not necessarily the stories that tell a Western executive what to do differently on Monday morning. Buried underneath them was a survey I found far more commercially interesting.

HSBC surveyed 4,000 international businesses about investment into Saudi Arabia. The headline was encouraging but unsurprising: nine in ten UAE firms surveyed plan to increase investment in the Kingdom, most within six months.

But this was not the number that stopped me.

It was this: Among UAE businesses looking at Saudi Arabia, technology and innovation have now drawn level with real estate as a leading investment priority.

This matters.

Not because property has stopped being important. It has not. But because capability is becoming as investable as physical assets.

AI. Data. Digital services. Technology. Knowledge. Skills.

The money is not simply getting bigger. What businesses want to build in Saudi Arabia is changing.

Here is the mental model I would give any Western company looking at Saudi Arabia right now: Do not just watch what the Kingdom is building.

Watch what it is trying to become capable of doing itself. You can see that ambition everywhere.

AI and data. Healthcare. Education. Tourism. Hospitality. Technology. Talent development.

Across sector after sector, Saudi Arabia is not simply investing in physical infrastructure. It is investing in the people, knowledge and systems required to operate it. And that distinction has enormous commercial implications.

Because if the buyer’s priorities are changing, eventually the way you sell to that buyer has to change too. A Western company entering Saudi Arabia today needs to think beyond: “What can we deliver?”

There is another question becoming increasingly important: “What will exist in the Kingdom because we were here?”

People? Skills? Knowledge? Technology? Capability? This is a very different commercial conversation. And I think a lot of Western companies are still preparing for the old one.

A while ago I worked with a client whose Saudi pitch kept going nowhere. The offer was good. The capability was real. On paper, there was no reason it should have been failing.

The problem was not what they were offering. It was how they were saying it.

The message was built entirely around what they would deliver — the scope, the timeline, the return. Competent, and completely silent on the thing the other side actually cared about: what it would mean for them, and what it would leave behind.

We rewrote it. Same capability, different frame — built around the client on the other side of the table rather than the company sending it.

They closed the deal.

Nothing about the underlying offer had changed. Only the understanding of who it was really for.

This is why this week’s signal matters to me. The shift from delivery to capability is not only about strategy. It is about whether you can read what the buyer is actually asking for — and most Western firms are still answering a question the Kingdom has stopped asking.

Not simply: “What is our Saudi pipeline?”

Ask: “If we win this work, what are we leaving behind?”

Because the answer may tell you more about your future Saudi competitiveness than the price on your proposal.

What I think happens next. Over the next three years, I think we will see an increasing divide between Western firms that sell Saudi Arabia a product or project...

…and those that demonstrate how their presence builds capability inside the Kingdom.

Saudi talent. Training. Knowledge transfer. Technology. Long-term presence.

The second group may not always look cheapest on the spreadsheet. But increasingly, I think they will look more aligned with what Saudi Arabia is actually trying to achieve. And that can be far more valuable.

📅 28 August — Emirati Women’s Day. A genuine opportunity for UAE-facing organisations to communicate meaningfully — if there is substance behind the message.

📅 23 September — Saudi National Day. One of the Kingdom’s biggest annual moments for brand visibility.

📅 From January 2027 — Saudi hospitality staffing changes are worth planning for now. For businesses in hospitality, recruitment and training implications begin well before implementation.

Knowing that the market is changing is useful. Knowing what to do differently because it is changing is what Boardroom members pay for.

There is one number almost every Western company operating in the Gulf is still using. Most do not even realise it.

How long a Gulf customer stays.

For decades, the answer was simple. Three years. Maybe five. People came to earn, save, gain international experience, and leave.

Without anyone deciding it, businesses adapted. Marketing, service, loyalty, investment — all quietly built around a customer who was, sooner or later, going home.

This week, I saw the number that tells me that assumption is breaking.

Most of this week’s attention went to geopolitics. Hormuz. Security. Defence pacts. Important stories — but not, in my view, the most commercially significant ones.

The line that mattered landed quietly, in an economic round-up most people skimmed.

Dubai’s population recovered to above pre-war levels in June.

Read that again.

Through a regional conflict. The population didn’t fall. It grew.

In the same week, UAE non-oil GDP came in at 4.8% for the first quarter, led by a 17% surge in finance. Growth, through a war quarter. And underneath the numbers, the same theme surfaced across report after report: expatriates are choosing to stay. Buying homes. Raising children. Building lives.

Each looks like a separate story. An economy story. A population story. A lifestyle story. I read them as one thing.

The Gulf customer has stopped leaving — and most companies are still budgeting as if they have not.

This is the mental model I would give any CEO doing business in the GCC.

The Gulf did not just gain residents. It gained lifetime customer value.

A customer who stays three years and one who stays fifteen are not two versions of the same customer. They are different economic models. One rents, samples, and leaves with your reputation. The other invests, commits, and carries your reputation into a community they’re not leaving.

For fifty years, Gulf businesses became very good at acquiring customers. The next decade rewards the ones who become very good at keeping them.

I believe this is The Permanence Shift. And I suspect most companies have not clocked it — because the population held through a war, and they filed that under “resilience” instead of “re-founding.”

I trust this pattern rather than just noticing it.

Years ago, when social media was still a nice-to-have, I told a client they needed to be on Instagram. Not because it was fashionable. Because I had been in the Gulf, and I had seen with my own eyes that everyone around me was on it — constantly, seriously, in a way the Western playbook had not caught up with (and this is the same shift with AI now). It was an open goal and nobody was taking it.

Some clients moved. Some waited for it to be “proven.” The ones who moved spent years talking to Gulf customers where those customers actually were, while their competitors were still deciding whether it counted.

This essentially is the whole job, really. Not reading the news faster than everyone else. Seeing what a change means before it is obvious enough to be safe — because by then the advantage is gone.

The permanence signal feels exactly like Instagram did back then. Quiet. Easy to file under “interesting.” And, I think, an open goal.

Not: “How do we attract more customers?”

But: “Are we still budgeting for customers who no longer leave?”

If your models, service standards and retention strategy still assume a transient population, you are deciding with yesterday’s market. And yesterday’s assumptions are often tomorrow’s competitive disadvantage.

Within five years, the companies that dominate Gulf markets will not necessarily have the best products. They will have the highest customer lifetime value.

Not because they acquired customers better. Because they realised before everyone else that the customer had stopped leaving.

If I am right, the winners will not simply sell more. They will spend less acquiring customers while earning more from each relationship.

That combination is hiding in a population statistic most people scrolled straight past this week.

There is a mistake hundreds of Western marketing teams are about to make. Most of them do not know it yet.

The deadline is 23 September. The warning was published this week. Almost nobody noticed.

In about seven weeks, thousands of companies will publish Saudi National Day campaigns.

Many of them will accidentally announce something else. That they have not been paying attention.

Here is what you need to know: Saudi Arabia released an official National Day identity this week. Many thought it was a branding exercise. I saw something else.

A compliance signal.

The brands that understand the difference will look like insiders. The ones that do not will spend thousands producing content that quietly tells Saudi audiences they still do not understand the Kingdom.

Over the next month we all will probably see hundreds of beautifully designed Saudi National Day campaigns.

Many will be visually impressive. Some will even win awards. A surprising number will fail for exactly the same reason. Not because the design was poor.

Because they solved the wrong problem.

What most Western marketers have not clocked is this: Saudi Arabia is not looking for brands to be more creative. It is asking them to become more aligned.

Those sound similar. But they are miles apart.

Western marketers are rewarded for originality. Saudi institutions increasingly reward coherence. This is a very different game — and most brands are still playing the old one.

The UAE changed its public holiday law this week. Up to eight days off across two long weekends.

It looked like a lifestyle story. It was anything but.

If your sales team is planning September and Q4 outreach without those dates on the calendar, they have probably missed this.

And buried in the same window are two dates most Western brands will get wrong — one of which is observed in some Gulf countries and quietly not observed in others. Sending the wrong greeting to the wrong country is the kind of small mistake that tells a Gulf client everything about how well you actually know the region.

The holiday is not in the news. But the planning window is slowly closing.

I would ask one question that instantly tells me whether a company is thinking like 2026 or still operating like 2021.

This week, most Western headlines focused on missile interceptions.

I barely paid attention.

Because while the world watched the conflict, something far more important happened for anyone doing business in the Gulf.

Saudi Arabia’s Public Investment Fund and the US Export-Import Bank quietly signed a $15 billion financing framework.

Most people will read that and move on.

I think it may become one of the most important commercial announcements of the year. Not because of the number. Because of what it changes.

For years, Western companies believed that winning in Saudi Arabia was mainly about the best product, the best proposal, or the best relationships.

Increasingly, it is not.

The companies that win the next wave of Vision 2030 projects won’t just arrive with technical capability.

They will arrive with capital behind them.

This is the shift.

And I don’t think most Western businesses have realised it yet. If you are pitching Saudi Arabia in Q4, this is the week I would start paying attention.

Stop reading the headlines about the region. Start reading the capital.

I always ask myself one question when I read Gulf news.

Not “what happened?”

“What changes because of this?”

This week, I think three things changed at once — and they are not separate stories.

• A financing framework was signed.

• A senior UAE leader spent time, publicly, with the people who set technology procurement policy.

• And AlUla released another piece of a tourism strategy most people still read as marketing.

Most Western companies will read these as three unrelated headlines.

I read them as one thing.

The Gulf is becoming more coordinated. Capital, government, technology and tourism are increasingly moving together — and the companies that recognise that early tend to become the companies everyone else is asking about two years later.

This is the pattern underneath. What I would do about it is another matter.

Forget asking “what are your priorities for Q4?”

I would ask:

“How are those priorities being funded?”

That single question tells you more than most people realise.

Who is investing. Which institutions are involved. Which competitors you’re likely to face. And whether the opportunity in front of you is about to grow or quietly disappear.

One question. An entirely different conversation.

People ask me this often. The answer is simple.

• I am not really reading the news.

• I am looking for the pattern.

Because by the time a trend reaches Western business media, the companies winning the contracts have usually been acting on it for months.

Seeing the pattern is useful. Knowing what to do with it is where businesses make money.

Why this matters. Below the paywall I explain why brands with relationships in both Riyadh and Abu Dhabi will have a structural advantage over the next six months—and the three actions I would take before August.

Signal 3

The Move. The UAE didn’t hold a ceremony on 18 July. It sent a market signal.

What Everyone Else Sees. A UAE national holiday.

What It Actually Means. Sheikh Mohamed bin Zayed publicly reaffirmed UAE stability and continuity to international capital. Every Gulf-aware operator marked it in real time on Saturday. Your team probably didn’t.

What I Would Do. The moment for a warm acknowledgment has passed. Anything sent this week reads as an afterthought. The operational lesson is bigger: put every Gulf national observance in your team’s calendar now — with a 48-hour pre-alert — so this doesn’t happen for National Day, Commemoration Day or Bahrain’s National Day. This is the fix.

Mistake #1. Pausing meetings your Gulf competitors are keeping.

Every meeting you cancel this week gives one to your competitor. Your Gulf client noticed who kept the meeting and who didn’t. This is the operator they trust for the next 12 months.

Mistake #2. Sending a Union Pledge Day acknowledgment on Monday.

What to send this week

Surface-level condolences will not work.

A generic “thoughts and prayers” corporate post from a brand with no real Qatari relationship reads as noise. Worse — as opportunism dressed up as sympathy. The Gulf reads this instantly.

BEC Arabia published new construction plans for both projects — with hospitality work explicitly proceeding in parallel to the broader NEOM recalibration we covered last week. 3. Qiddiya Speed Park F1 circuit progressing on schedule.

4. UAE oil flows hit record highs in June.

Gulf oil exports jumped in June on record UAE volumes. This is not just an oil-and-gas story. Record energy revenues are the fuel for Vision 2030 and UAE 2031 discretionary spend. When Gulf sovereign wealth has cash flow, deals move faster. This month is when deals move faster.

5. Abu Dhabi introduced a new advertising regulation.

That is what a working Western partnership with the Gulf looks like from the outside.

The lesson from both scenes is the same.

Alignment is a decision, not a discovery.

You do not stumble into a Vision 2030 partnership. You choose to build one, over years, in a specific category, with a specific team, ahead of the moment the Gulf side is ready to commit.

Every Western luxury brand with a Gulf operation has one or two bets in the wrong category. A hospitality investment in the wrong emirate. A partnership with a developer that no longer matches the pipeline. A distribution deal from 2019 that does not reflect 2026.

They were watching Hormuz.

I was watching this.

Here is why it matters more than the headlines you have been reading.

For twenty years, foreign nationals could not buy Saudi property directly. They needed a Saudi sponsor. A zone permit. A structure built around them by a Saudi national.

That changed on Wednesday.

The Saudi Properties portal went live on 25 June. Eligible foreign buyers can now apply online — directly, transparently, in English — for ownership under the new law.

This is the single biggest commercial access shift in Saudi Arabia in five years.

And here is the part Western press is missing.

It is not a buyer story. It is a services story.

Foreign buyers entering a market they do not understand need everything around the transaction:

Legal advisory in English.

Property management.

Furnishings, interiors, design.

Sheikh Hamdan approved three Dubai infrastructure projects including a new AI park. Capital deployment continues at velocity regardless of regional uncertainty.

NEOM faces a reported $16bn bill to cancel contracts. This is not failure. It is editing. Saudi is narrowing NEOM to what can actually be delivered. The brands inside the new scope are in a stronger position than they were last month.

What I would do this week

Three names. Write them down.

Emirates is flying at 86% of pre-war capacity. The premium routes to London, Paris, and New York are filling. Gulf business travellers — who went largely absent for 107 days — are moving again.

Most Western companies have their Gulf engagement scheduled for Q4.

That is the wrong timeline. The Gulf professional who lands at Heathrow this Wednesday was not available for a meeting for the last four months. They are available now — and they are in a mindset that is rare: the blockade is over, the deal is signed, and they are looking forward. That is not the same person you will meet in October when their diary is full and the Q4 pipeline is already set.

The September pipeline belongs to whoever shows up in June. Not to whoever sends a calendar invite in October.

Two things to do before Wednesday.

📌 First: look at your existing Gulf contacts and ask which ones are likely to be travelling right now. Emirates and Riyadh Air route data tells you which cities Gulf travellers are arriving in — London, Paris, New York, Cairo, Madrid. If you operate in any of those cities, the audience is there.

📌 Second: the message that works for a re-engagement after a 107-day crisis is not the same as a standard outreach. The tone, the framing, and the ask are different. What converts a re-engagement into a real meeting — and what kills it — is in this week’s bonus section below.

22 June onwards — Summer travel window opens. Gulf families begin extended European travel — UK, France, Italy, Switzerland are the primary destinations. If your property or brand serves this corridor, Gulf guest readiness should be confirmed before this date, not after. The checklist is in this edition.

23 June — Qatar’s next Group B match. All four teams still on equal points. Qatari institutional presence at its peak global visibility. This is not just sport — it is the moment when Qatari identity and soft power are most legible to a global audience. For brands with Qatari relationships: acknowledge it.

24 June — Ashoora (Bahrain). Solemn observance. No pitches, no follow-up nudges to Bahraini contacts this week. One of the most basic rules of Gulf relationship management — and one of the most frequently broken by Western companies operating on a Monday–Friday commercial calendar.

25 June — Riyadh Air Cairo route launches. The Saudi premium passenger corridor is now connecting Riyadh to London, Dubai, and Cairo. By March 2027: 22 cities. The profile of traveller — high-net-worth, Saudi national, travelling on a carrier designed specifically for them — is already changing the demand picture at airports and hotels across these cities.

17 July — Riyadh Air Madrid route opens. European expansion accelerating. If your brand operates in Madrid and has not had a conversation about Gulf guest readiness, that conversation is overdue.

Mid-July — UAE government’s 90-day AI sprint closes. If you have government-adjacent clients or procurement relationships inside UAE entities, ask your contacts now what has changed in their approval processes in the last 45 days. That answer will tell you whether you are ahead of this or behind it.

Mid-August — The Hormuz toll deadline. If Iran holds to its 60-day timeline from the June 19 MoU signing, the next Hormuz standoff arrives in mid-August. Saudi Arabia has already publicly opposed the toll plan. The commercial implications for shipping, insurance, and energy costs are significant. Map your exposure now, before it is a crisis rather than a planning assumption.

When the Hormuz deal needed to be closed on the UAE side, Abu Dhabi did not send a diplomat. They sent Sheikh Tahnoon bin Zayed — the man who controls the UAE’s sovereign wealth funds, its AI infrastructure through G42, its healthcare system, and its strategic reserves. A figure whose presence in a room carries more commercial weight than most nations’ trade agreements.

That is not an accident. That is a deliberate signal about how the UAE operates when something matters. The relationship came first. The role was assigned to whoever already had the trust. The press found out after the work was done.

Most Western companies entering the Gulf are still trying to find the right door. The Gulf is not waiting at the door. It already knows who is coming, why, and whether they are serious.

The commercial implication is direct: if your Gulf market strategy depends on formal introductions and government channels, you are operating one layer too far from the room where decisions are made. The people who matter in the Gulf already know each other. The question is whether they know you — and whether they believe you are worth knowing.

Sheikh Tahnoon did not get that call because of a well-timed pitch. He got it because Abu Dhabi spent twenty years building the infrastructure of trust that made him the obvious choice. The brands and businesses that are winning in the Gulf right now are doing the same thing at their own scale. Showing up consistently, committing visibly, and building relationships that exist before they are needed.

Luxury villas, residential towers, hospitality, retail — a complete city being built inside the city that already exists. The developer behind Burj Khalifa is not experimenting. This is a 20-year bet placed with full confidence.

What the coverage missed: developments of this scale in the UAE do not wait for groundbreaking to fill the brand mix. Design and commercial run simultaneously. The conversation about who goes inside this development is happening now — not in 18 months.

The framing matters. Do not approach this as a leasing enquiry. Approach it as a partnership conversation — your brand considering what it would build inside a city, not what space it would rent. Emaar is curating a destination. The brands they want are the ones that understand that.

If you do not have a UAE commercial contact and your brand should logically be inside a $54.5 billion mixed-use development — that is the more urgent problem. And it is solvable before Friday.

What the announcement actually means, framed for commercial action.

What this development is. Emaar’s new masterplan is not a single building or district — it is a self-sustaining urban community built to the scale of a city. 4.5 million square metres. 150,000 residents. Luxury villas, residential towers, commercial offices, retail destinations, hospitality assets, district parks, waterfront attractions, wellness infrastructure. The developer behind Burj Khalifa, Downtown Dubai, and Dubai Mall is not experimenting. This is a 20-year bet placed with full confidence.

Partnership categories most likely open now.

• Luxury hospitality operators. Emaar will need branded hotel management for the hospitality assets inside the development. Boutique and ultra-luxury operators with existing UAE footprint are the most interesting candidates. If your hospitality brand operates at £500+ per night and does not yet have a Dubai presence, this development is the entry point that makes a standalone launch redundant.

• Premium retail and flagship brands. The retail component of a development this size is not convenience shopping — it is destination retail. Think Dubai Mall level of curation, not a neighbourhood high street. Luxury fashion, jewellery, watches, wellness, and specialist F&B are the categories that anchor mixed-use communities at this profile.

• Wellness and spa operators. The wellness component of Gulf residential developments has moved from amenity to anchor. Female-only facilities, branded medical wellness, longevity programming — this is where the residential premium lives. Gulf families choose their address partly on the quality of the wellness offer. Operators who understand Gulf wellness preferences — including the cultural specifics — are in a different conversation to operators who import a Western spa concept unchanged.

• F&B concepts. Not chains. Concepts. Emaar curates its F&B like a hotel curates its restaurant programme. Unique operators with a clear identity and an understanding of Gulf palate — halal as default, not as adaptation — are who gets the call.

Where the door is open. International luxury brands without UAE presence. Operators with a clear identity and a long-term commitment signal. Concepts that can be locally adapted rather than locally imposed. Anyone who approaches this as a partnership rather than a transaction.

Where the door is largely closed. Brands seeking short-term leases, brands without Gulf market experience, and concepts that position “availability of alcohol” or “Western lifestyle” as their primary differentiator. Emaar is building a community for people who live in Dubai — that is an overwhelmingly Muslim, Gulf-influenced consumer base.

The pitch posture. Emaar has a commercial and partnerships team. They are not waiting for inbound. Your contact should be approaching them on your behalf — not with a deck, but with a conversation about fit. What does your brand build inside a city? What does your presence add to the lives of 150,000 residents? Those are the questions that get a second meeting.

BONUS 2: THE HORMUZ TOLL BRIEFING

What the deal actually means for your costs and exposure — and the timeline to watch.

The deal in plain language. A US-Iran memorandum of understanding, signed in Geneva on June 19, ends the 107-day Hormuz crisis and commits both parties to opening the Strait. The crisis began February 28 when the US and Israel launched an air campaign against Iran and assassinated Supreme Leader. Iran’s Revolutionary Guard responded by mining the Strait, attacking merchant vessels, and banning transit. The MoU ends the blockade in principle.

The fault line. Iran’s state media says ships can transit toll-free for 60 days. After that, Iran and Oman jointly administer the strait and impose charges. Trump says it is permanently toll-free. Saudi Arabia has publicly condemned the Iranian interpretation. This disagreement is not being resolved quietly. If Iran holds to its 60-day timeline, the next confrontation arrives in mid-August — this time economic rather than military.

What this means by sector.

• Shipping and logistics. Insurance rates for Gulf transits will remain elevated until at least two cleared corridors are publicly confirmed. The 80 mines still in the Strait mean the centre of the waterway is not yet safe. Map your routing assumptions against a 6-month clearance timeline, not a 6-week one.

• Energy and procurement. Brent has softened post-MoU but the supply restoration is slower than the headline suggests. Saudi and Qatari export volumes will recover, but gradually. If your business models Gulf energy availability, the mine clearance milestone — not the MoU signing — is the date to track.

• Investment. The Hormuz reopening accelerates export recovery for Saudi Aramco, ADNOC, and QatarEnergy. The equities story for Gulf energy producers is positive — but the timeline is six months of normalisation, not six weeks. ADX energy plays and the QE Index are the primary vehicles to watch.

• Geopolitical exposure. Companies whose Gulf market access depends on stable transit should stress-test their operations against the mid-August toll deadline. If Iran imposes tolls and the US does not back down, a second standoff — this time over money rather than mines — is the scenario to plan for.

The Sheikh Tahnoon factor. Abu Dhabi’s national security advisor has been named as UAE’s primary Iran troubleshooter. This matters commercially, not just diplomatically. When Sheikh Tahnoon engages a counterpart, it is a signal that commercial infrastructure follows. The UAE-Iran trade channel — which never fully closed during the blockade — is being formalised into something larger. The entities to watch: G42, ADQ, and IHC. These are the vehicles through which Abu Dhabi’s post-MoU Iran strategy will be expressed. Watch them before the press does.

BONUS 3: THE UAE SOCIAL MEDIA BAN — THE BUSINESS ANGLE

What the regulation actually requires, and where the opportunity is.

What the law says. The UAE has enacted a ban on social media access for users under 15, effective now. The legislation places compliance obligations on social platforms, app stores, and internet service providers. Age verification is a mandate, not a recommendation.

What most Western tech companies are getting wrong. The default assumption is that UAE regulation moves slowly. This one has not. The TDRA will publish implementation guidance — when it does, the window to comply without penalty will close fast. Companies that are not already reviewing their age-gating infrastructure in the UAE are behind.

Where the opportunity is. This is the beginning of a UAE parental-control, digital safety, and age-verification technology market. Solutions already operating in Australia and the UK — where similar laws are live and enforcement is active — should be in conversations with UAE telecoms and distribution partners now. The market will move to whoever arrives first with a credible, locally adapted product.

For brands with Gulf audiences. The ban changes the social media landscape for under-15s but also shapes how brands communicate with Gulf families. Platforms used by parents — rather than children — will see increased engagement. If your Gulf audience strategy relied on reach through younger demographics, review it this week.

BONUS 4: THE SIGNAL MOST OUTLETS MISSED THIS WEEK

One development that did not make the headlines — and why it matters more than most of what did.

MBS declined the G7 invitation. He thanked Macron personally and sent his regrets. Most outlets treated this as a brief diplomatic footnote — the kind of protocol item that gets three sentences in a roundup. It is not.

This is the third major Western multilateral forum that Saudi Arabia has declined or deprioritised in the last twelve months. The pattern is deliberate. MBS is not avoiding Western leaders — he is calibrating the terms on which he engages with them. The message is consistent: Saudi Arabia will come to the table on Saudi Arabia’s schedule, at forums of Saudi Arabia’s choosing, for agendas that serve Saudi Arabia’s interests.

For Western businesses whose Gulf market entry strategy relies on government-to-government momentum — UK trade missions, EU bilateral frameworks, US-Saudi commercial councils — this pattern should prompt a reassessment. That momentum is softer than the press releases suggest. The deals that are moving in Saudi Arabia right now are not moving because of a trade mission. They are moving because someone built a relationship inside the Kingdom before they needed it.

What to do with this information. If your access strategy has more than two layers of institutional intermediary between you and the Saudi decision-maker — a trade body, a government department, a bilateral chamber — your timeline is longer than you think. The brands entering Saudi Arabia successfully right now have a person on the ground, a local partner who is genuinely invested, and a commitment structure that reads as long-term. The G7 snub is a reminder that the Kingdom is not waiting to be invited into the Western commercial system. It is building its own.

BONUS 5: THE GULF GUEST READINESS PROTOCOL

The one fix that separates properties capturing Gulf spend this summer from the ones losing it quietly. It takes less than a week to implement.

Gulf families are in Europe now. Emirati, Saudi, and Qatari nationals — staying in Western hotels, eating in Western restaurants, spending at a level that makes them the most commercially valuable guests in the building. Most properties are not ready for them.

One thing separates the ones that are: they made it easy to be a Gulf guest before the guest arrived. Not on request. As standard.

The five-point audit. Do this before Wednesday.

• Halal dining visible at booking, not on request. Gulf guests should not have to ask whether they can eat safely. If halal options exist — and in most European cities they do — they should appear in the booking confirmation, the welcome pack, and the in-room dining menu. Burying it in a footnote is the same as not having it.

• Prayer direction in the room as standard. A qibla card costs nothing to print. Placing it in the room as a standard item — not available upon request — signals that the guest was expected and prepared for. Gulf guests notice this. They also notice its absence.

The Riyadh Air story is a study in disciplined patience.

Announced in March 2023. CEO hired. Route map drafted. Brand identity developed. Training programme launched. Fleet specified to custom interior standards. Pilots trained. IT backbone built.

Only after all that did the planes arrive.

Three years of building. No partial launches. No “soft openings.” No early commercial routes the airline would later have to apologise for.

When Riyadh Air starts flying commercially, it will fly correctly — because everything that needed to happen before the first paying passenger boarded has already happened.

This is the pattern most Western luxury brands cannot operationally execute. We launch with the announcement and refine in production. The Gulf often refines in private and launches once the product is ready.

If your brand operates in the Gulf and is tempted to enter the market with a “test launch” or a “pilot programme,” reconsider. The Gulf reads pilots as not serious yet.

Five major Gulf commercial announcements landed during Eid week. Most Western press missed all five. The Gulf Desk did not.

While most Western brands were emailing “Eid Mubarak” templates and then going quiet for a week, the Gulf produced one of the loudest commercial weeks of 2026.

• Dubai real estate hit $18.6 billion in April — a 20% rebound. Last edition was $5.7 billion in one week. April’s total is $18.6 billion. The Gulf property market is not steady. It is accelerating into Q3.

• Kuwait approved the high-speed rail line to Riyadh. Journey time: under two hours. A rail corridor between Kuwait City and Riyadh reshapes the HNW movement pattern across the Gulf. Your Kuwaiti clients will start treating Riyadh the way Parisians treat Brussels.

While most Western luxury houses spent the last fortnight cancelling, postponing or “waiting until things settle” — Saudi launched an entirely new ultra-luxury category.

• Saudi’s Dream of the Desert ultra-luxury train is confirmed for December launch. Operated by Arsenale Group. Saudi has just answered the European luxury rail tradition — Belmond, Orient Express, Royal Scotsman — with its own peer product. Regional rollout next: Egypt, the UAE, Uzbekistan.

• Dubai Land Department recorded $5.7 billion in property transactions in seven days. Last week was $4 billion. The acceleration continues. Your Gulf HNW clients are not waiting for the news cycle to settle. They are deploying capital while their peers in the West hesitate.

• Sphere Abu Dhabi has awarded a $1.7 billion construction contract to Alec. From announcement to procurement to construction in weeks. The pace is real.

The opportunity this week is not what to send tomorrow. It is what to send next week.

Most Western brands will email Gulf clients on 1 June or 2 June — the moment offices technically reopen. They will all arrive at once. The inbox on the morning of 2 June will be a flood, and your message will be one of forty.

The smartest brands will hold until 5–9 June. Send later, signal patience. The Gulf reads patience as respect.
