to assume among the powers of the earth the equal &amp; independant station to which the laws of nature &amp; of nature&#8217;s god entitle them, a decent respect to the opinions of mankind requires that they should declare the causes which impel them to change.</p><p>We hold these truths to be sacred &amp; undeniable; that all men are created equal &amp; independant, that from that equal creation they derive rights inherent &amp; inalienable, among which are the preservation of life, &amp; liberty, &amp; the pursuit of happiness; that to secure these ends, governments are instituted among men, deriving their just powers from the consent of the governed; that whenever any form of government shall become destructive of these ends, it is the right of the people to alter or to abolish it, &amp; to institute new government, laying it&#8217;s foundation on such principles &amp; organising it&#8217;s powers in such form, as to them shall seem most likely to effect their safety &amp; happiness. prudence indeed will dictate that governments long established should not be changed for light &amp; transient causes: and accordingly all experience hath shewn that mankind are more disposed to suffer while evils are sufferable, than to right themselves by abolishing the forms to which they are accustomed. but when a long train of abuses &amp; usurpations, begun at a distinguished period, &amp; pursuing invariably the same object, evinces a design to reduce them to arbitrary power, it is their right, it is their duty, to throw off such government &amp; to provide new guards for their future security. such has been the patient sufferance of these colonies; &amp; such is now the necessity which constrains them to expunge their former systems of government. the history of his present majesty, is a history of unremitting injuries and usurpations, among which no one fact stands single or solitary to contradict the uniform tenor of the rest, all of which have in direct object the establishment of an absolute tyranny over these states. to prove this, let facts be submitted to a candid world, for the truth of which we pledge a faith yet unsullied by falsehood.</p><p>[PAGE 2]</p><p>he has refused his assent to laws the most wholesome and necessary for the public good:</p><p>he has forbidden his governors to pass laws of immediate &amp; pressing importance, unless suspended in their operation till his assent should be obtained; and when so suspended, he has neglected utterly to attend to them.</p><p>he has refused to pass other laws for the accomodation of large districts of people unless those people would relinquish the right of representation, a right inestimable to them, &amp; formidable to tyrants alone:</p><p>he has dissolved Representative houses repeatedly &amp; continually, for opposing with manly firmness his invasions on the rights of the people:</p><p>he has refused for a long space of time to cause others to be elected, whereby the legislative powers, incapable of annihilation, have returned to the people at large for their exercise, the state remaining in the mean time exposed to all the dangers of invasion from without, &amp; convulsions within:</p><p>he has endeavored to prevent the population of these states; for that purpose obstructing the laws for naturalization of foreigners; refusing to pass others to encourage their migrations hither; &amp; raising the conditions of new appropriations of lands:</p><p>he has suffered the administration of justice totally to cease in some of these colonies, refusing his assent to laws for establishing judiciary powers:</p><p>he has made our judges dependant on his will alone, for the tenure of their offices, and amount of their salaries:</p><p>he has erected a multitude of new offices by a self-assumed power, &amp; sent hither swarms of officers to harrass our people &amp; eat out their substance:</p><p>he has kept among us in times of peace standing armies &amp; ships of war:</p><p>he has affected to render the military, independant of &amp; superior to the civil power:</p><p>he has combined with others to subject us to a jurisdiction foreign to our constitutions and unacknoleged by our laws; giving his assent to their pretended acts of legislation, for quartering large bodies of armed troops among us;</p><p>for protecting them by a mock-trial from punishment for any murders they should commit on the inhabitants of these states;</p><p>for cutting off our trade with all parts of the world;</p><p>for imposing taxes on us without our consent;</p><p>for depriving us of the benefits of trial by jury;</p><p>for transporting us beyond seas to be tried for pretended offences:</p><p>[PAGE 3]</p><p>for taking away our charters, &amp; altering fundamentally the forms of our governments;</p><p>for suspending our own legislatures &amp; declaring themselves invested with power to legislate for us in all cases whatsoever:</p><p>he has abdicated government here, withdrawing his governors, &amp; declaring us out of his allegiance &amp; protection:</p><p>he has plundered our seas, ravaged our coasts, burnt our towns &amp; destroyed the lives of our people:</p><p>he is at this time transporting large armies of foreign mercenaries to compleat the works of death, desolation &amp; tyranny, already begun with circumstances of cruelty &amp; perfidy unworthy the head of a civilized nation:</p><p>he has endeavored to bring on the inhabitants of our frontiers the merciless Indian savages, whose known rule of warfare is an undistinguished destruction of all ages, sexes, &amp; conditions of existence:</p><p>he has incited treasonable insurrections of our fellow subjects, with the allurements of forfeiture &amp; confiscation of our property:</p><p>he has waged cruel war against human nature itself, violating it&#8217;s most sacred rights of life &amp; liberty in the persons of a distant people who never offended him, captivating &amp; carrying them into slavery in another hemisphere, or to incur miserable death in their transportation thither. this piratical warfare, the opprobrium of infidel powers, is the warfare of the Christian king of Great Britain. determined to keep open a market where MEN should be bought &amp; sold he has prostituted his negative for suppressing every legislative attempt to prohibit or to restrain this execrable commerce: and that this assemblage of horrors might want no fact of distinguished die, he is now exciting those very people to rise in arms among us, and to purchase that liberty of which he has deprived them, by murdering the people upon whom he also obtruded them; thus paying off former crimes committed against the liberties of one people, with crimes which he urges them to commit against the lives of another.</p><p>in every stage of these oppressions we have petitioned for redress in the most humble terms; our repeated petitions have been answered by repeated injury. a prince whose character is thus marked by every act which may define a tyrant, is unfit to be the ruler of a people who mean to be free. future ages will scarce believe that the hardiness of one man, adventured within the short compass of 12 years only, on so many acts of tyranny without a mask, over a people fostered &amp; fixed in principles of liberty.</p><p>[PAGE 4]</p><p>Nor have we been wanting in attentions to our British brethren. we have warned them from time to time of attempts by their legislature to extend a jurisdiction over these our states. we have reminded them of the circumstances of our emigration &amp; settlement here, no one of which could warrant so strange a pretension: that these were effected at the expence of our own blood &amp; treasure, unassisted by the wealth or the strength of Great Britain: that in constituting indeed our several forms of government, we had adopted one common king, thereby laying a foundation for perpetual league &amp; amity with them: but that submission to their parliament was no part of our constitution, nor ever in idea, if history may be credited: and we appealed to their native justice &amp; magnanimity, as well as to the ties of our common kindred to disavow these usurpations which were likely to interrupt our correspondence &amp; connection. they too have been deaf to the voice of justice &amp; of consanguinity, &amp; when occasions have been given them, by the regular course of their laws, of removing from their councils the disturbers of our harmony, they have by their free election re-established them in power. at this very time too they are permitting their chief magistrate to send over not only soldiers of our common blood, but Scotch &amp; foreign mercenaries to invade &amp; deluge us in blood. these facts have given the last stab to agonizing affection, and manly spirit bids us to renounce for ever these unfeeling brethren. we must endeavor to forget our former love for them, and to hold them as we hold the rest of mankind, enemies in war, in peace friends. we might have been a free &amp; a great people together; but a communication of grandeur &amp; of freedom it seems is below their dignity. be it so, since they will have it: the road to glory &amp; happiness is open to us too; we will climb it in a separate state, and acquiesce in the necessity which pronounces our everlasting Adieu!</p><p>We therefore the representatives of the United States of America in General Congress assembled do, in the name &amp; by authority of the good people of these states, reject and renounce all allegiance &amp; subjection to the kings of Great Britain &amp; all others who may hereafter claim by, through, or under them; we utterly dissolve &amp; break off all political connection which may have heretofore subsisted between us &amp; the people or parliament of Great Britain; and finally we do assert and declare these colonies to be free and independant states, and that as free &amp; Over the course of history more whites have been enslaved than blacks. As Karl Polanyi documented in his book, Dahomey and the Slave Trade, black slavery originated in the slave wars of the black kings of Dahomey. Europeans purchased slaves from the black kingdom of Dahomey.</p><p>During the period of American slavery, how did slaveholders manage to balance their religious beliefs with the cruel facts of the &#8220;peculiar institution&#8220;? As shown by the following passages &#8212; adapted from Noel Rae&#8217;s new book The Great Stain, which uses firsthand accounts to tell the story of slavery in America &#8212; for some of them that rationalization was right there in the Bible.</p><p>Out of the more than three quarters of a million words in the Bible, Christian slaveholders&#8212;and, if asked, most slaveholders would have defined themselves as Christian&#8212;had two favorites texts, one from the beginning of the Old Testament and the other from the end of the New Testament. In the words of the King James Bible, which was the version then current, these were, first, Genesis IX, 18&#8211;27:</p><p>&#8220;And the sons of Noah that went forth from the ark were Shem, Ham, and Japheth: and Ham is the father of Canaan. These are the three sons of Noah: and of them was the whole world overspread. And Noah began to be an husbandman, and he planted a vineyard: and he drank of the wine, and was drunken; and he was uncovered within his tent. And Ham, the father of Canaan, saw the nakedness of his father, and told his two brethren without. And Shem and Japheth took a garment, and laid it upon both their shoulders, and went backward, and covered the nakedness of their father; and their faces were backward, and they saw not their father&#8217;s nakedness. And Noah awoke from his wine, and knew what his younger son had done unto him. And he said, Cursed be Canaan; a servant of servants shall he be unto his brethren. And he said, Blessed be the Lord God of Shem; and Canaan shall be his servant. God shall enlarge Japheth, and he shall dwell in the tents of Shem; and Canaan shall be his servant. And Noah lived after the flood three hundred and fifty years.&#8221;</p><p>Despite some problems with this story&#8212;What was so terrible about seeing Noah drunk? Why curse Canaan rather than Ham? How long was the servitude to last? Surely Ham would have been the same color as his brothers?&#8212;it eventually became the foundational text for those who wanted to justify slavery on Biblical grounds. In its boiled-down, popular version, known as &#8220;The Curse of Ham,&#8221; Canaan was dropped from the story, Ham was made black, and his descendants were made Africans.</p><p>The other favorite came from the Apostle Paul&#8217;s Epistle to the Ephesians, VI, 5-7: &#8220;Servants, be obedient to them that are your masters according to the flesh, with fear and trembling, in singleness of your heart, as unto Christ; not with eye-service, as men-pleasers; but as the servants of Christ, doing the will of God from the heart; with good will doing service, as to the Lord, and not to men: knowing that whatsoever good thing any man doeth, the same shall he receive of the Lord, whether he be bond or free.&#8221; (Paul repeated himself, almost word for word, in the third chapter of his Epistle to the Colossians.)</p><p>The rest of the Old Testament was often mined by pro-slavery polemicists for examples proving that slavery was common among the Israelites. The New Testament was largely ignored, except in the negative sense of pointing out that nowhere did Jesus condemn slavery, although the story of Philemon, the runaway who St. Paul returned to his master, was often quoted. Maybe this is a common thread in mass killings.</p><p>The act of murder is rampant in the Bible. In much of the Bible, especially the Old Testament, there are laws that command that people be killed for absurd reasons such as working on the Sabbath, being gay, cursing your parents, or not being a virgin on your wedding night. In addition to these crazy and immoral laws, there are plenty of examples of God&#8217;s irrationality by his direct killing of many people for reasons that defy any rational explanation such as killing children who make fun of bald people, and the killing of a man who tried to keep the ark of God from falling during transport. There are also countless examples of mass murders commanded by God, including the murder of women, infants, and children.</p><p>The following passages are a very small percentage of the total passages approving of murder in the Bible. They are divided here into three parts: 1) Capital Punishment Crimes, 2) God&#8217;s Murders for Stupid Reasons, 3) Murdering Children, and 4) Miscellaneous Murders. This list is long, but it barely scratches the surface of all the murders approved of in the Bible.</p><p>Capital Punishment Crimes:</p><p>Kill People Who Don&#8217;t Listen to Priests</p><p>Anyone arrogant enough to reject the verdict of the judge or of the priest who represents the LORD your God must be put to death. Such evil must be purged from Israel. (Deuteronomy 17:12 NLT)</p><p>Kill Witches</p><p>You should not let a sorceress live. (Exodus 22:17 NAB)</p><p>Kill Homosexuals</p><p>&#8220;If a man lies with a male as with a women, both of them shall be put to death for their abominable deed; they have forfeited their lives.&#8221; (Leviticus 20:13 NAB)</p><p>Kill Fortunetellers</p><p>A man or a woman who acts as a medium or fortuneteller shall be put to death by stoning; they have no one but themselves to blame for their death. (Leviticus 20:27 NAB)</p><p>Death for Hitting Dad</p><p>Whoever strikes his father or mother shall be put to death. (Exodus 21:15 NAB)</p><p>Death for Cursing Parents</p><p>If one curses his father or mother, his lamp will go out at the coming of darkness. (Proverbs 20:20 NAB)</p><p>All who curse their father or mother must be put to death. They are guilty of a capital offense. (Leviticus 20:9 NLT)</p><p>Death for Adultery</p><p>If a man commits adultery with another man&#8217;s wife, both the man and the woman must be put to death. (Leviticus 20:10 NLT)</p><p>Death for Fornication</p><p>A priest&#8217;s daughter who loses her honor by committing fornication and thereby dishonors her father also, shall be burned to death. (Leviticus 21:9 NAB)</p><p>Death to Followers of Other Religions</p><p>Whoever sacrifices to any god, except the Lord alone, shall be doomed. (Exodus 22:19 NAB)</p><p>Kill Nonbelievers</p><p>They entered into a covenant to seek the Lord, the God of their fathers, with all their heart and soul; and everyone who would not seek the Lord, the God of Israel, was to be put to death, whether small or great, whether man or woman. (2 Chronicles 15:12-13 NAB)</p><p>Kill False Prophets</p><p>If a man still prophesies, his parents, father and mother, shall say to him, &#8220;You shall not live, because you have spoken a lie in the name of the Lord.&#8221; When he prophesies, his parents, father and mother, shall thrust him through. (Zechariah 13:3 NAB)</p><p>Kill the Entire Town if One Person Worships Another God</p><p>Suppose you hear in one of the towns the LORD your God is giving you that some worthless rabble among you have led their fellow citizens astray by encouraging them to worship foreign gods. In such cases, you must examine the facts carefully. If you find it is true and can prove that such a detestable act has occurred among you, you must attack that town and completely destroy all its inhabitants, as well as all the livestock. Then you must pile all the plunder in the middle of the street and burn it. Put the entire town to the torch as a burnt offering to the LORD your God. That town must remain a ruin forever; it may never be rebuilt. Keep none of the plunder that has been set apart for destruction. Then the LORD will turn from his fierce anger and be merciful to you. He will have compassion on you and make you a great nation, just as he solemnly promised your ancestors. &#8220;The LORD your God will be merciful only if you obey him and keep all the commands I am giving you today, doing what is pleasing to him.&#8221; (Deuteronomy 13:13-19 NLT)</p><p>Kill Women Who Are Not Virgins On Their Wedding Night</p><p>But if this charge is true (that she wasn&#8217;t a virgin on her wedding night), and evidence of the girls virginity is not found, they shall bring the girl to the entrance of her fathers house and there her townsman shall stone her to death, because she committed a crime against Israel by her unchasteness in her father&#8217;s house. Thus shall you purge the evil from your midst. (Deuteronomy 22:20-21 NAB)</p><p>Kill Followers of Other Religions.</p><p>If your own full brother, or your son or daughter, or your beloved wife, or you intimate friend, entices you secretly to serve other gods, whom you and your fathers have not known, gods of any other nations, near at hand or far away, from one end of the earth to the other: do not yield to him or listen to him, nor look with pity upon him, to spare or shield him, but kill him. Your hand shall be the first raised to slay him; the rest of the people shall join in with you. You shall stone him to death, because he sought to lead you astray from the Lord, your God, who brought you out of the land of Egypt, that place of slavery. And all Israel, hearing of this, shall fear and never do such evil as this in your midst. (Deuteronomy 13:7-12 NAB)</p><p>Suppose a man or woman among you, in one of your towns that the LORD your God is giving you, has done evil in the sight of the LORD your God and has violated the covenant by serving other gods or by worshiping the sun, the moon, or any of the forces of heaven, which I have strictly forbidden. When you hear about it, investigate the matter thoroughly. If it is true that this detestable thing has been done in Israel, then that man or woman must be taken to the gates of the town and stoned to death. (Deuteronomy 17:2-5 NLT)</p><p>Death for Blasphemy</p><p>One day a man who had an Israelite mother and an Egyptian father got into a fight with one of the Israelite men. During the fight, this son of an Israelite woman blasphemed the LORD&#8217;s name. So the man was brought to Moses for judgment. His mother&#8217;s name was Shelomith. She was the daughter of Dibri of the tribe of Dan. They put the man in custody until the LORD&#8217;s will in the matter should become clear. Then the LORD said to Moses, &#8220;Take the blasphemer outside the camp, and tell all those who heard him to lay their hands on his head. Then let the entire community stone him to death. Say to the people of Israel: Those who blaspheme God will suffer the consequences of their guilt and be punished. Anyone who blasphemes the LORD&#8217;s name must be stoned to death by the whole community of Israel. Any Israelite or foreigner among you who blasphemes the LORD&#8217;s name will surely die. (Leviticus 24:10-16 NLT)</p><p>Kill False Prophets</p><p>Suppose there are prophets among you, or those who have dreams about the future, and they promise you signs or miracles, and the predicted signs or miracles take place. If the prophets then say, &#8216;Come, let us worship the gods of foreign nations,&#8217; do not listen to them. The LORD your God is testing you to see if you love him with all your heart and soul. Serve only the LORD your God and fear him alone. Obey his commands, listen to his voice, and cling to him. The false prophets or dreamers who try to lead you astray must be put to death, for they encourage rebellion against the LORD your God, who brought you out of slavery in the land of Egypt. Since they try to keep you from following the LORD your God, you must execute them to remove the evil from among you. (Deuteronomy 13:1-5 NLT)</p><p>But any prophet who claims to give a message from another god or who falsely claims to speak for me must die.&#8217; You may wonder, &#8216;How will we know whether the prophecy is from the LORD or not?&#8217; If the prophet predicts something in the LORD&#8217;s name and it does not happen, the LORD did not give the message. That prophet has spoken on his own and need not be feared. (Deuteronomy 18:20-22 NLT)</p><p>Infidels and Gays Should Die</p><p>So God let them go ahead and do whatever shameful things their hearts desired. As a result, they did vile and degrading things with each other&#8217;s bodies. Instead of believing what they knew was the truth about God, they deliberately chose to believe lies. So they worshiped the things God made but not the Creator himself, who is to be praised forever. Amen. That is why God abandoned them to their shameful desires. Even the women turned against the natural way to have sex and instead indulged in sex with each other. And the men, instead of having normal sexual relationships with women, burned with lust for each other. Men did shameful things with other men and, as a result, suffered within themselves the penalty they so richly deserved. When they refused to acknowledge God, he abandoned them to their evil minds and let them do things that should never be done. Their lives became full of every kind of wickedness, sin, greed, hate, envy, murder, fighting, deception, malicious behavior, and gossip. They are backstabbers, haters of God, insolent, proud, and boastful. They are forever inventing new ways of sinning and are disobedient to their parents. They refuse to understand, break their promises, and are heartless and unforgiving. They are fully aware of God&#8217;s death penalty for those who do these things, yet they go right ahead and do them anyway. And, worse yet, they encourage others to do them, too. They must carry the Tabernacle and its equipment as you travel, and they must care for it and camp around it. Whenever the Tabernacle is moved, the Levites will take it down and set it up again. How could you do a thing like this? You weren&#8217;t lying to us but to God.&#8221; As soon as Ananias heard these words, he fell to the floor and died. Everyone who heard about it was terrified. Then some young men wrapped him in a sheet and took him out and buried him. About three hours later his wife came in, not knowing what had happened. Peter asked her, &#8220;Was this the price you and your husband received for your land?&#8221; &#8220;Yes,&#8221; she replied, &#8220;that was the price.&#8221; And Peter said, &#8220;How could the two of you even think of doing a thing like this &#8211; conspiring together to test the Spirit of the Lord? Just outside that door are the young men who buried your husband, and they will carry you out, too.&#8221; Instantly, she fell to the floor and died. When the young men came in and saw that she was dead, they carried her out and buried her beside her husband. Great fear gripped the entire church and all others who heard what had happened. (Exodus 23:23 NAB)</p><p>Destruction of Ai</p><p>Then the LORD said to Joshua, &#8220;Do not be afraid or discouraged. Take the entire army and attack Ai, for I have given to you the king of Ai, his people, his city, and his land. You will destroy them as you destroyed Jericho and its king. But this time you may keep the captured goods and the cattle for yourselves. Set an ambush behind the city.&#8221; So Joshua and the army of Israel set out to attack Ai. Joshua chose thirty thousand fighting men and sent them out at night with these orders: &#8220;Hide in ambush close behind the city and be ready for action. When our main army attacks, the men of Ai will come out to fight as they did before, and we will run away from them. We will let them chase us until they have all left the city. For they will say, &#8216;The Israelites are running away from us as they did before.&#8217; Then you will jump up from your ambush and take possession of the city, for the LORD your God will give it to you. Set the city on fire, as the LORD has commanded. You have your orders.&#8221; So they left that night and lay in ambush between Bethel and the west side of Ai. But Joshua remained among the people in the camp that night.</p><p>Early the next morning Joshua roused his men and started toward Ai, accompanied by the leaders of Israel. They camped on the north side of Ai, with a valley between them and the city. That night Joshua sent five thousand men to lie in ambush between Bethel and Ai, on the west side of the city. So they stationed the main army north of the city and the ambush west of the city. Joshua himself spent that night in the valley. When the king of Ai saw the Israelites across the valley, he and all his army hurriedly went out early the next morning and attacked the Israelites at a place overlooking the Jordan Valley. But he didn&#8217;t realize there was an ambush behind the city. Joshua and the Israelite army fled toward the wilderness as though they were badly beaten, and all the men in the city were called out to chase after them. In this way, they were lured away from the city. There was not a man left in Ai or Bethel who did not chase after the Israelites, and the city was left wide open.</p><p>Then the LORD said to Joshua, &#8220;Point your spear toward Ai, for I will give you the city.&#8221; Joshua did as he was commanded. As soon as Joshua gave the signal, the men in ambush jumped up and poured into the city. They quickly captured it and set it on fire. When the men of Ai looked behind them, smoke from the city was filling the sky, and they had nowhere to go. For the Israelites who had fled in the direction of the wilderness now turned on their pursuers. When Joshua and the other Israelites saw that the ambush had succeeded and that smoke was rising from the city, they turned and attacked the men of Ai. Then the Israelites who were inside the city came out and started killing the enemy from the rear. So the men of Ai were caught in a trap, and all of them died. Not a single person survived or escaped. Only the king of Ai was taken alive and brought to Joshua.</p><p>When the Israelite army finished killing all the men outside the city, they went back and finished off everyone inside. So the entire population of Ai was wiped out that day &#8211; twelve thousand in all. For Joshua kept holding out his spear until everyone who had lived in Ai was completely destroyed. Only the cattle and the treasures of the city were not destroyed, for the Israelites kept these for themselves, as the LORD had commanded Joshua. So Ai became a permanent mound of ruins, desolate to this very day. Joshua hung the king of Ai on a tree and left him there until evening. At sunset the Israelites took down the body and threw it in front of the city gate. They piled a great heap of stones over him that can still be seen today. (Joshua 8:1-29 NLT)</p><p>Killing at Jericho</p><p>When the people heard the sound of the horns, they shouted as loud as they could. Suddenly, the walls of Jericho collapsed, and the Israelites charged straight into the city from every side and captured it. They completely destroyed everything in it &#8211; men and women, young and old, cattle, sheep, donkeys &#8211; everything. I, the LORD, vow that the members of your family who die in the city will be eaten by dogs, and those who die in the field will be eaten by vultures.'&#8221; Then Ahijah said to Jeroboam&#8217;s wife, &#8220;Go on home, and when you enter the city, the child will die. All Israel will mourn for him and bury him. He is the only member of your family who will have a proper burial, for this child is the only good thing that the LORD, the God of Israel, sees in the entire family of Jeroboam. And the LORD will raise up a king over Israel who will destroy the family of Jeroboam. This will happen today, even now! Then the LORD will shake Israel like a reed whipped about in a stream. He will uproot the people of Israel from this good land that he gave their ancestors and will scatter them beyond the Euphrates River, for they have angered the LORD by worshiping Asherah poles. And they raised over him a great heap of stones to this day. So the LORD turned from the fierceness of his anger: wherefore the name of that place was called the valley of Achor to this day. These women invited them to attend sacrifices to their gods, and soon the Israelites were feasting with them and worshiping the gods of Moab. Before long Israel was joining in the worship of Baal of Peor, causing the LORD&#8217;s anger to blaze against his people. The LORD issued the following command to Moses: &#8220;Seize all the ringleaders and execute them before the LORD in broad daylight, so his fierce anger will turn away from the people of Israel.&#8221; So Moses ordered Israel&#8217;s judges to execute everyone who had joined in worshiping Baal of Peor. Just then one of the Israelite men brought a Midianite woman into the camp, right before the eyes of Moses and all the people, as they were weeping at the entrance of the Tabernacle. When Phinehas son of Eleazar and grandson of Aaron the priest saw this, he jumped up and left the assembly. Then he took a spear and rushed after the man into his tent. Phinehas thrust the spear all the way through the man&#8217;s body and into the woman&#8217;s stomach. So the plague against the Israelites was stopped, but not before 24,000 people had died. (Numbers 25:1-9 NLT)</p><p>Murder</p><p>At the customary time for offering the evening sacrifice, Elijah the prophet walked up to the altar and prayed, &#8220;O LORD, God of Abraham, Isaac, and Jacob, prove today that you are God in Israel and that I am your servant. Options for a New American Strategy toward Iran&#8221; published by The Saban Center for Middle East Policy at The Brookings Institute outlined a war plan which would begin with peaceful talks that are intended to fail, the failure of which could be pointed to as the reason for an offensive military operation.</p><p>&#8220;The best way to minimize international opprobrium and maximize support (however, grudging or covert) is to strike only when there is a widespread conviction that the Iranians were given but then rejected a superb offer&#8212;one so good that only a regime determined to acquire nuclear weapons and acquire them for the wrong reasons would turn it down,&#8221; the document said on page 39. &#8220;Under those circumstances, the United States (or Israel) could portray its operations as taken in sorrow, not anger, and at least some in the international community would conclude that the Iranians &#8216;brought it on themselves&#8217; by refusing a very good deal.&#8221;</p><p>Page 65 of the white paper detailed how the U.S. could wait for Iran to provoke a military action against it before attacking Iran, but cautioned that if the public realizes they&#8217;re being misled into a war the mystique of the propaganda would quickly fade.</p><p>&#8220;&#8230;if the United States were to decide that to garner greater international support, galvanize U.S. domestic support, and/or provide a legal justification for an invasion, it would be best to wait for an Iranian provocation,&#8221; page 65 said. &#8220;And it is certainly the case that if Washington sought such a provocation, it could take actions that might make it more likely that Tehran would do so (although being too obvious about this could nullify the provocation).&#8221;</p><p>Page 66 explained that short of a 9/11-style scenario to blame on Iran, invasion will be incredibly hard to sell to the American public and the international community.</p><p>&#8220;Most European, Asian, and Middle Eastern publics are dead set against any American military action against Iran derived from the current differences between Iran and the international community&#8212;let alone Iran and the United States. Other than a Tehran-sponsored 9/11, it is hard to imagine what would change their minds,&#8221; page 66 said.</p><p>The document began by mentioning Iran&#8217;s strong anti-U.S. sentiment while also being home to a large percentage of citizens who harbor favorable opinions of the U.S. and the West. The authors detail the political history of Iran since the 1979 Islamic Revolution to give context to the discussion.</p><p>The analysis focused on Iran&#8217;s position on the geopolitical grand chessboard following the Middle Eastern conflicts of the early 21st century, with Tehran&#8217;s nuclear ambitions increasing the importance of action. Page 1 of the document states &#8220;the 2007 National Intelligence Estimate on Iran, properly understood, warned that Tehran was likely to acquire the capability to manufacture nuclear weapons at some point in the next decade.&#8221;</p><p>Page 2 detailed the George W. Bush administration&#8217;s &#8220;weak hand&#8221; policy of diplomatic pressure toward Iran, then posits that Barack Obama&#8217;s administration should take a &#8220;more ambitious&#8221; approach to the Islamic Republic.</p><p>The analysis has four main parts, Dissuading Tehran: The Diplomatic Options, Disarming Tehran: The Military Options, Toppling Tehran: Regime Change and Deterring Tehran: Containment.</p><p>Four main categories of Iranian threats to the U.S. are listed: support for violent extremist groups, efforts to subvert U.S. allies, efforts to block an Arab-Israeli peace agreement and development of weapons of mass destruction.</p><p>Page 18 said that the Obama administration is facing a &#8220;ticking clock&#8221; of Iran being able to develop a nuclear weapon, which it predicted would happen some time around 2010 to 2015.</p><p>Obama ended up making a nuclear deal with Tehran in 2015. That deal involved Washington shipping $400 million in cash on pallets to Tehran in exchange for the promise they will refrain from developing nuclear weapons. President Donald Trump was unhappy with the 2015 Iran nuclear deal and withdrew from it during his first term in office.</p><p>During the first year of his second term in office, Trump appeared to be optimistic of reaching a nuclear deal with Tehran, his officials holding regular negotiations with Iranian officials up until the day the U.S. and Israel launched a massive military operation against the Islamic Republic.</p><p>Page 21 of the white paper outlined methods of dissuading Tehran from pursuing nuclear weapons through diplomatic options. Persuasion tactics were discussed on page 23, which described &#8220;an offer Iran shouldn&#8217;t refuse.&#8221;</p><p>The persuasion policy&#8217;s goal is said to be to change Tehran&#8217;s mind on issues critical to Washington, not regime change.</p><p>&#8220;The core concept of the Persuasion approach remains the idea of simultaneously offering Iran a series of compelling rewards for giving up its nuclear program (and possibly ceasing its other deleterious behavior as well) and threatening to impose harsh penalties on Iran for refusing to do so. In essence, it means offering Iran a &#8216;deal,&#8217; but one that also contains an implicit ultimatum: change your ways and you will be rewarded; don&#8217;t and you will be punished,&#8221; page 26 said.</p><p>Page 27 goes over how Iran would be more willing to accept a deal that allows it to utilize nuclear energy, just not build nuclear weapons. It also mentions how other international parties (European countries) are against Iran maintaining any nuclear technology.</p><p>Throughout negotiations between Washington and Tehran in 2025 and 2026, the Islamic Republic denied any interest in nuclear weapon development, but fiercely maintained its interest in developing peaceful nuclear technology. Israeli Prime Minister Benjamin Netanyahu said he would only accept a deal that prohibits all nuclear technology in Iran, including nuclear energy.</p><p>Page 28 through 30 discuss the likely fear Tehran has that not possessing nuclear weapons keeps it open to foreign attacks, and how security guarantees from the U.S. could lessen that concern.</p><p>Page 31 through 34 describe how to &#8220;bring the hammer down&#8221; on Iran through sanctions if it fails to make a deal.</p><p>Page 42 begins the section on the engagement option of &#8220;tempting Iran.&#8221; That strategy is based on the belief that punishing Iran through sanctions could embolden it in its quest to attain nuclear weapons. The strategy seeks to &#8220;drop the sticks and instead focus on the carrots as the only way of creating a set of incentives that the Iranian regime might accept.&#8221;</p><p>Page 61 describes the military option of disarming Iran. The aforementioned diplomatic options require Tehran to comply, but the military option could succeed in disarming Iran when the others fail. The downside to this option is public opposition to war in the U.S. &#8211; hence the ability to sell the war on the false pretense of failed negotiations.</p><p>Fascinatingly, Trump&#8217;s airstrike against Iran&#8217;s nuclear facilities in June 2025 coincides with a sentence on page 62, &#8220;Airstrikes against Iran&#8217;s nuclear facilities are the most frequently discussed military option for the United States and Israel, and indeed they are the most likely scenario for the use of force.&#8221;</p><p>Page 63 discussed &#8220;going all the way&#8221; with an invasion of Iran. The document explained how this would be immensely unpopular with the American public as well as difficult for the overstretched U.S. military. The task would not be quick either.</p><p>&#8220;Consequently, if the United States ever were to contemplate an invasion of Iran, it would likely find itself in the same bind as it is in Iraq: the country is too important to be allowed to slide into chaos, but given Iran&#8217;s internal divisions and dysfunctional governmental system, it would be a major undertaking to rebuild it. As with Iraq and Afghanistan, the reconstruction of Iran would likely be the longest and hardest part of any invasion, and would generate risks and costs so great that a decision to invade could only be responsibly made if there were a concomitant commitment to a full-scale effort to ensure the country&#8217;s stability afterwards,&#8221; page 64 said.</p><p>As previously mentioned, page 66 explained that the only scenario that could likely be used to codify public support behind an invasion of Iran would be a 9/11-style attack, which the document said is unlikely to happen.</p><p>&#8220;&#8230;there does not seem to be much utility in examining an American invasion of Iran in the context of an overt Iranian attack that produced mass American civilian casualties. It does not seem to be a scenario that the United States is likely to face, nor is it an &#8216;option&#8217; for American foreign policy because the outcry from the American people for an overwhelming military response would drown out all other possible approaches,&#8221; pages 67 said.</p><p>Page 67 described how Israel would be the main country in support of a U.S. attack on Iran, &#8220;To be blunt, Israel is probably the only country that would publicly support an American invasion of Iran, and because of its difficult circumstances, it would not be in a position to furnish much assistance of any kind to the United States.&#8221;</p><p>Page 73 explained how an invasion of Iran would likely destroy America&#8217;s reputation on the world stage and hinder its soft power abilities.</p><p>Page 74 began the section on the &#8220;The Osiraq Option&#8221; of airstrikes, &#8220;such a policy would most likely target Iran&#8217;s various nuclear facilities (possibly including key weapons delivery systems such as ballistic missiles).&#8221; Page 79 detailed likely targets for these strikes, including locations Trump struck in 2025 (Esfahan and Natanz).</p><p>Page 82 detailed how Iran is likely to retaliate to a U.S. air campaign against it, from returning fire to terror attacks. Page 83 goes over why airstrikes are likely not a stand-alone option.</p><p>&#8220;If the United States were to adopt the Airstrikes option, it would have to anticipate that the initial round of airstrikes would not eliminate the problem altogether, and so the policy would have to include a series of next steps to cover the long term. As already noted, some proponents of the Airstrikes option argue that the right long-term approach is simply repeated airstrikes: every time the Iranians begin to rebuild their nuclear program, strike again to knock it down. They argue that, if nothing else, this would simply keep pushing the operational date of an Iranian nuclear weapon farther and farther into the future. At best, repeated airstrikes might eventually convince the Iranian people that their leaders&#8217; policies were bringing ruin on their country, and so they would overthrow the regime,&#8221; page 83 said.</p><p>Page 89 began the chapter &#8220;Leave It To Bibi&#8221; &#8211; allowing or encouraging an Israeli military strike.</p><p>&#8220;In short, there is considerable reason to believe that under the right (or wrong) set of circumstances, Israel would launch an attack&#8212;principally airstrikes, but possibly backed by special forces operations&#8212;to destroy Iran&#8217;s nuclear program,&#8221; page 90 said.</p><p>Page 101 explained the option of toppling Iran with regime change, &#8220;There are several ways in which the United States could change the regime or undermine it: supporting a popular revolution, stirring up Iran&#8217;s ethnic groups, or promoting a coup.&#8221; The next few chapters describe each of those methods as well as their benefits and drawbacks.</p><p>The final section, beginning on page 129, detailed how to contain Iran with deterrence, which has been the U.S. policy since the Islamic Revolution. On page 131 the document went over why that option is now unacceptable &#8211; Iran&#8217;s quest for nuclear weapons.</p><p>The conclusion section began on page 145 by explaining how all possible policy tactics toward Iran have downsides and require contingency plans and &#8220;because the problem of Iran is such a difficult one, any realistic policy toward Iran likely would combine at least two or more options, either in sequence, as contingency plans, or as parallel tracks.
