Last year, Americans filed 8,683 complaints of anti-Muslim discrimination with the Council on American-Islamic Relations — the highest annual total since the organization started counting in 1996, and the third record year in a row. In Minnesota, complaints rose 96 percent, with nearly a quarter of the entire year’s total arriving in December alone, in the weeks after the President of the United States publicly called Somalis “garbage.” In May, three worshippers were killed in a shooting at the Islamic Center of San Diego, the largest mosque in the city, with a school attached to it. Every one of those numbers gets reported as a mood — a climate, a rising tide, something atmospheric that nobody built. That framing is wrong. Somebody built this. Somebody filed paperwork for it, and somebody got a tax deduction for it.

We know this because the money is public. American nonprofits file IRS Form 990s, foreign agents file with the Justice Department, and governments publish budgets. Researchers at the Center for American Progress started pulling those threads in 2011 and found $42.6 million moving from seven foundations to a small circle of self-described terrorism experts. CAIR picked it up and found nearly $106 million flowing from 35 of the country’s 50 largest charitable institutions into 26 anti-Muslim organizations between 2017 and 2019 alone.

What follows is not a theory about who hates Muslims. It’s a reading of the receipts. And the receipts say something more uncomfortable, and more useful, than the version most people carry around in their heads.

The biggest check came from a church, not a synagogue

The single largest philanthropic funder in CAIR’s data is Christian Advocates Serving Evangelism — a family-controlled charity founded in 1988 by Jay Sekulow, who is Jewish, later a personal attorney to Donald Trump, whose board consists of four members of the Sekulow family and which maintains no public website. CASE has moved over $32 million into Sekulow’s own American Center for Law and Justice, the legal outfit he co-founded with televangelist Pat Robertson. The ACLJ argued for the Muslim ban and campaigned against public schools in Georgia and Tennessee teaching students the five pillars of Islam, characterizing that instruction as indoctrination. Sekulow himself has written that radical Islamists and, in his words, many other Muslims are at war with America until it is destroyed.

Sit with that, because it dismantles the lazy version of this story. The largest documented funder of American Islamophobia is an evangelical legal empire — and the man who runs it is Jewish. The second-largest is the National Christian Foundation. Foreign Policy traced the roots of American anti-Muslim sentiment not to a foreign ministry but to what gets preached from American pulpits.

This is why the framing matters. If you tell people a community is behind this, you are wrong on the facts and you have handed every critic a reason to ignore everything else you say. If you tell people an industry is behind this, you can name every name on the donor list and nobody can touch you.

The pro-Israel money is real, and some of it has a Las Vegas return address

,The Adelson Family Foundation — established in 2007 by Miriam and Sheldon Adelson explicitly to benefit the State of Israel and the Jewish people — is among the largest private donors to anti-Muslim groups in the country, giving $5.85 million between 2014 and 2016 and nearly $4 million more between 2017 and 2019. That money reached MEMRI, CAMERA, the Endowment for Middle East Truth, and the David Horowitz Freedom Center. A 2012 New York Times investigation found the foundation had financed the marketing of the Clarion Project’s film Obsession, which was mailed on DVD into American swing states by the tens of millions before the 2008 election.

Alongside it sit the Irving Moskowitz Foundation, the Helen Diller Family Foundation, Nina Rosenwald’s long-running support of Daniel Pipes’s Middle East Forum, and Home Depot co-founder Bernard Marcus. CAIR has separately designated John Hagee’s Christians United for Israel — which bills itself as the largest pro-Israel organization in America — as an Islamophobic organization.

Then there are the conduits: Fidelity Charitable and Schwab Charitable, the Jewish Communal Fund, the National Christian Foundation, Donors Trust. These are donor-advised funds, and they are the actual engine of the whole system. A donor gives, takes the deduction immediately, and directs the money onward. The recipient sees the fund’s name. You never see the donor’s. CAIR’s own report is careful here, and so are we: these institutions are most likely being exploited by donors seeking anonymity rather than pursuing an agenda of their own. That’s not a defense of them. It’s an indictment of a tax structure that lets $106 million reach hate groups with no fingerprints on it.

Then a government decided to enter the market

The domestic machine was running long before any foreign money arrived. But it is now running alongside the largest state-funded influence campaign aimed at Western public opinion in modern memory. Israel’s public diplomacy budget was a rounding error before October 2023. The 2025 budget allocated $150 million — more than twenty times prior levels — which Foreign Minister Gideon Sa’ar described in terms of consciousness warfare. The 2026 budget, approved this spring, came in near $730 million.

Public accounting of the 2025 spending includes roughly $50 million in international social-media advertising across Google, YouTube, X and Outbrain, about $40 million flying some 400 foreign delegations to Israel, and a $1.5 million-per-month contract with the firm of former Trump campaign manager Brad Parscale. Separately, U.S. Justice Department FARA filings show roughly $900,000 budgeted for an influencer campaign run through a Washington firm, covering 14 to 18 creators — which, by Responsible Statecraft’s calculation, works out to thousands of dollars per post. None of those influencers has publicly disclosed the arrangement.

And in June 2024, the New York Times reported that Israel’s Diaspora Affairs Ministry had paid about $2 million to a Tel Aviv firm running hundreds of fake accounts posing as ordinary Americans, targeting U.S. lawmakers — Black Democrats in particular. The ministry denied it. Meta deleted 510 Facebook accounts, 11 pages and 32 Instagram accounts tied to the network. OpenAI reported that the operation’s fictional personas had been posting anti-Islamic content. You can decide for yourself what a denial is worth when two American platforms have already published the deletion logs and keep in mind some reports show this is only 1% of the estimated bot accounts on those platforms.

The chain ends in a masjid

Here’s why the accounting matters. David Yerushalmi, whose American Freedom Law Center received about $1.2 million routed through Fidelity Charitable, drafted the model legislation behind anti-sharia bills introduced in statehouses across the country. Frank Gaffney’s Center for Security Policy incubated the Muslim Brotherhood infiltration theory that became the basis for congressional hearings — Gaffney was eventually barred from CPAC for accusing its own organizers of being Brotherhood agents. Robert Spencer’s Jihad Watch was cited 162 times in Anders Breivik’s manifesto before he killed 77 people in Norway. Spencer condemned the attack. The citation count is still 162.

The frames those organizations spent twenty years manufacturing now come out of the mouths of sitting members of Congress. Rep. Randy Fine has said “The country needs more Islamophobia, not less.” Rep. Andy Ogles has said “Muslims don’t belong in American society.” Rep. Nancy Mace said “Every single Muslim holding public office in America is a trojan horse, and a threat to both national security and our republic. We refuse to be silent. Five federal bills introduced in 2025 would, by CAIR’s reading, effectively bar the practice of Islam or the entry of its adherents. Then 8,683 complaints. Then San Diego.

That is not a slippery slope. It is a supply chain with a receipt at every stage.

What we’d ask you to take from this

Two things, and the second one is the hopeful one.

First: refuse the frame that this is a community problem, because it isn’t, and because the people trying to make it one are counting on Muslims and Jews to accept it. When Rep. Fine posted his remarks, all 21 members of the Congressional Jewish Caucus condemned them as abhorrent and racist. Nevada’s own Senator Jacky Rosen demanded he apologize. The Jewish Council for Public Affairs put it exactly right: extremists are exploiting real fears about both antisemitism and Islamophobia to pit two communities against each other whose safety is bound together. Fifty-plus organizations signed a joint letter demanding Fine’s censure, Though Mike Johnson took no action against any of these racists and bigots.

Second: it isn’t working. Israel spent $150 million on a message and watched American unfavorable views climb from 53 percent to 60 percent in a single year. Gallup found only 32 percent of Americans approved of the military campaign in Gaza. Now they’re spending $730 million to fix it, and Israeli analysts quoted in Israeli newspapers are openly saying it won’t. Exposure of the paid influencer network didn’t persuade anyone — it made audiences more suspicious of the entire category. What it has done is fuel hate groups to target both jews and muslim. The rise of Christ Is King amongst white nationalist calling for a white Christian nation is a direct result of the anti Islam propaganda, and make no mistake, that puts Jews at risk just as much as muslims, sikhs, hindus and other minority groups. They tried to start a grass fire, it now risks burning down the entire neighborhood.

At 4:35 in the morning on Saturday, with the chamber emptying out ahead of recess, the Senate confirmed Todd Blanche as attorney general of the United States, 50-49. Blanche spent 2023 and 2024 as Donald Trump’s personal criminal defense lawyer — the hush-money case in Manhattan, the classified documents case in Florida, the 2020 election case in Washington. He now runs a department of more than 100,000 people, including the prosecutors and FBI agents who investigate the president’s enemies. Two Republicans, Susan Collins of Maine and Lisa Murkowski of Alaska, voted no. Mitch McConnell was absent. The margin was one.

There is a version of this story where a narrow confirmation reads as a check on power — the system straining, but holding. That is not this story. Look at who supplied the votes and what they had to be given, and the picture inverts: the Senate did not extract concessions from a weak nominee. It accepted paperwork in exchange for surrender, then went home.

Three details are worth your time, because the details are where the deal actually lives: who cast the decisive vote and why, what the $1.8 billion “anti-weaponization” fund really is, and what the Justice Department did while Blanche was already running it.

The Deciding Vote Came From a Senator Who Already Lost His Seat

Bill Cassidy of Louisiana announced Friday he would vote yes, and with McConnell out and Murkowski and Collins opposed, that settled it.

Cassidy did not pretend the nominee was clean. From the Senate floor, he said he was troubled by Blanche’s judgment in exempting the president from IRS audits, and troubled by the Justice Department suing the president’s perceived political enemies. “A never-ending cycle of prosecuting political enemies undermines the rule of law, degrades the public’s trust in our institutions, and makes our politics more extreme,” he said — and then voted to confirm the man running that cycle. His reasoning: “The choice is not between perfection and Mr. Blanche. It is between Mr. Blanche and another acting attorney general who may not run the department effectively under President Trump.”

Read that again. The argument for confirming him is that the alternative would be worse. That is not oversight. That is triage.

And note who was free to make it. Cassidy lost his renomination bid in May to Julia Letlow, a Trump-backed challenger, finishing third in his own primary with roughly 25 percent. He was one of seven Republican senators who voted to convict Trump in his second impeachment trial. He is on his way out — and he still voted yes. If the senator with nothing left to lose votes yes, what exactly is the leverage on the ones with everything to lose?

The $1.8 Billion Fund Is Not Dead. It Is On Hold Until Nobody Is Watching.

The fight that nearly sank this nomination was over money. In May, the Justice Department settled a $10 billion lawsuit Trump filed against the IRS over the leak of his tax returns — a settlement between the president and his own government. Two things came out of it: a $1.8 billion “anti-weaponization” fund to pay people who claimed the federal government had been weaponized against them, and a grant of immunity shielding Trump, his family, and his businesses from tax audits and enforcement.

Senators John Cornyn and Thom Tillis — both leaving Congress — held the nomination hostage until Blanche put it in writing. On August 2 he did, ordering that the fund “is rescinded and shall have no force or effect,” and narrowing the audit immunity to apply retroactively and only to Trump, his two oldest sons, and the Trump Organization.

Murkowski was not persuaded, and her statement is the sharpest thing any Republican said this week: “I am also keenly aware that the Department’s nearly $2-billion dollar slush fund — which likely would have rewarded January 6 protesters — is only off the table because this nomination is pending and the Senate has leverage. Once we vote, that will end, and there is no telling what the future holds.”

She was right within days. Trump told reporters this week that the fund would have been “very fair” and could have offered “some solace” to supporters prosecuted over January 6. “I view that fund as a positive,” he said. Brandon DeBot of NYU Law’s Tax Law Center told NPR the written assurances “are not worth the paper they’re written on” — they were never signed by all parties to the settlement, including Trump himself.

He Has Already Been Running the Department. Look at the Record.

Blanche was not an unknown quantity. He was deputy attorney general from the start of the term and acting attorney general since April, when Pam Bondi was pushed out. In that time the Justice Department charged former FBI Director James Comey over a photograph of seashells he posted online. It charged the Southern Poverty Law Center over payments to confidential informants used to infiltrate extremist groups. It opened an investigation centered on E. Jean Carroll — the writer who sued Trump for sexual abuse and defamation, and won.

Federal judges have repeatedly found the department’s representations in court unsupported by facts, or its compliance with orders missing entirely. And on the Epstein files, which Blanche oversaw, more than two million records were released — some with survivors’ names and personal information left unredacted. Blanche conceded at his hearing that “mistakes were made.” He met with survivors only after Tillis made it a condition of his vote. Annie Farmer, one of them, said afterward that she “found him abrasive, condescending, and intentionally noncommittal to survivors.” Another called the meeting a check-the-box exercise. They asked the Senate to vote no.

What to Watch Now

The next ninety days will tell you whether Murkowski’s warning was prophecy or caution. Watch whether the anti-weaponization fund returns under another name — a grant program, a settlement facility, a line item. Watch the Comey and SPLC cases; both are weak, and weak cases against political enemies are the point, not a bug. Watch whether the Epstein disclosures continue or quietly stop.

And keep the arithmetic in mind. One vote — cast at 4 a.m. by a man already voted out of office — separated this outcome from its opposite. Institutions do not usually fail loudly. They fail on a Saturday morning, on a procedural margin, right before everyone goes home.

On Friday, in Mecca, Recep Tayyip Erdogan, Mohammed bin Salman and Shehbaz Sharif signed a document committing Turkey, Saudi Arabia and Pakistan to collective defense. Pakistan’s Foreign Ministry said the terms are plain: an armed attack on any one of the three states is to be regarded as an attack against them all. They called it the Mecca Joint Defence Agreement, and they signed it on a Friday, in the holiest city in Islam, five months into a war that began when the United States and Israel struck Iran on February 28. Erdogan flew in that morning on what his office had billed as a routine one-day working visit.

Nothing about it was routine. This is the first formal military pact among the region’s leading Sunni powers, binding NATO’s second-largest standing army, the Muslim world’s only nuclear-armed state, and the custodian of Mecca and Medina. Sharif had arrived a day earlier with army chief Field Marshal Asim Munir and performed Umrah. Diplomats briefing Al-Monitor on background said there is little doubt the pact is aimed at Iran. That is the easy read, and it is probably half true.

The harder read is the one Washington should be sitting with this weekend. Three governments that spent fifty years outsourcing their security to the United States just wrote their own Article 5 — and the United States is not in it.

The Pact Isn’t Really About Iran. It’s About the Airbase Saudi Arabia Closed.

In early May, Trump announced “Project Freedom” on social media: a plan to escort ships through the Strait of Hormuz, which Iran shut shortly after the war began and through which roughly 20 percent of the world’s oil and gas once moved. He announced it, according to NBC News citing two US officials, without securing the one thing the plan required.

Saudi Arabia suspended US access to Prince Sultan Airbase and to Saudi airspace. Kuwait cut off its bases and airspace too. Without that defensive umbrella, American warships could protect nothing. A call between Trump and bin Salman did not fix it. Within roughly forty-eight hours, Trump paused the operation.

Read that again. The Gulf states did not object to an American military operation. They vetoed it, by withholding the runways. That is not the behavior of a protectorate. That is a client discovering it holds the leash — and everything signed in Mecca on Friday flows from that discovery.

What Each Country Brings, and the Thing Nobody Will Say Out Loud

Turkey brings the army and the NATO seat — and it is the only one of the three that formally recognizes Israel, at a moment when its relationship with that government has curdled badly. Saudi Arabia brings money, oil that still moves by pipeline while the Strait stays choked, and religious legitimacy. Pakistan brings something the other two cannot buy on any market: warheads.

Officials are working hard not to say that. A Turkish spokesperson called the deal purely defensive and aimed at no particular actor. A Saudi official said it has nothing to do with “any nuclear ambitions.”

We have heard this before. When Riyadh and Islamabad signed their bilateral Strategic Mutual Defence Agreement in September 2025 — the direct ancestor of Friday’s text — that document said nothing about nuclear weapons either. Pakistan’s defense minister Khawaja Asif then told Pakistani television that “what we have, and the capabilities we possess, will be made available according to this agreement,” before walking it back to say a nuclear umbrella was “not on the radar.”

Friday’s treaty text is not public. The pattern is: deliberate ambiguity, maintained by three governments who all benefit from letting everyone else do the imagining. Extended deterrence works by never being tested. It fails catastrophically the day someone tests it.

Beneath the Surface: The Exit Has Been Under Construction for Months

Friday was a headline. The architecture is older and duller and more consequential.

On July 30, fourteen countries — Bahrain, Bangladesh, the Comoros, Djibouti, Egypt, Jordan, Kuwait, Pakistan, Qatar, Saudi Arabia, Somalia, Sudan, Turkiye and Yemen — announced a Multinational Maritime Defence Coalition to protect shipping through the Bab al-Mandeb, the Red Sea and the Gulf of Aden. On August 6, Saudi Arabia named Rear Admiral Abdullah bin Salem Al-Shehri to command it, with a framework meeting set for August 12–13. Note who is absent from the founding fourteen, and note that this is the corridor the US Fifth Fleet has patrolled for decades.

Meanwhile the war has shredded the economic case for the old arrangement. Middle East Eye, citing the Wall Street Journal and Moody’s Analytics, reported Dubai hotel occupancy projected to collapse to around 10 percent in the second quarter, against roughly 80 percent before the war. Qatar’s LNG exports stalled under force majeure. Saudi Arabia keeps selling only because its East-West pipeline runs to the Red Sea, bypassing Hormuz entirely.

If American protection cannot keep your ports open, your tourists home, or your gas flowing, what exactly are you paying for?

The Part That Should Worry You

It is tempting — especially for anyone who has watched Washington arm the destruction of Gaza and Lebanon — to read Mecca as a correction. Sovereignty. Self-reliance. An end to Muslim-majority states hosting the militaries that bomb their neighbors.

Some of that is real. But an alliance of governments is not an alliance of peoples. None of these three states is a defender of human rights at home, and the pact contains no mechanism that makes anyone in Sanaa, Tehran, Diyarbakır or Balochistan safer. Saudi Arabia is trading strikes with the Houthis right now while Yemenis absorb the consequences. Mutual defense clauses do not deter wars so much as widen them — that is the lesson of 1914, and of every alliance that turned a border incident into a continental catastrophe.

So watch three things. Whether the treaty text is ever published. Whether India, which says it is studying the implications, treats a Turkish-Saudi-Pakistani bloc as a threat to be answered. And whether the first invocation of “attack one, attack all” comes in defense of a country — or in defense of a regime.

The order that held this region together for fifty years is being replaced this month, in public, by people who did not ask you. The least we can do is watch closely enough to name what replaces it.

The Associated Press called Michigan’s Democratic Senate primary for Abdul El-Sayed on Wednesday morning, more than twelve hours after polls closed and after a night of steadily narrowing leads. El-Sayed finished with roughly 49 percent to Haley Stevens’ 47 — a margin of 14,893 votes out of more than 1.5 million cast. Against him stood more than $60 million in outside spending, including a record $30,638,639.63 from the United Democracy Project, the election arm AIPAC directs and funds. He won anyway. Fourteen thousand votes is not a mandate, and anyone selling you a landslide is selling something. But that is precisely why it matters. A one-point win is what you get when a machine built to end a candidacy runs at full power and still cannot close the gap. The question was never whether El-Sayed could win comfortably. It was whether $30 million could still buy a Democratic nomination in a swing state that went for Donald Trump twice. On Tuesday the answer came back no — barely, and therefore unmistakably.

This is not really a story about one candidate. It is a story about a pricing model that has governed Democratic foreign policy for a decade, and what happens when the price stops working

$60 Million, and Almost None of It Was About Israel

Here is the arithmetic, drawn from Federal Election Commission filings. AIPAC and allied PACs put more than $54 million behind Stevens. A dark-money outfit called the Center for Democratic Priorities added roughly $6.5 million in ads it never reported to the FEC at all. The largest non-AIPAC spender, a group called A Stronger Michigan that did not exist before this cycle, put in more than $17 million, bankrolled largely by a nonprofit whose donors are shielded from view. El-Sayed’s side drew about $3.5 million in independent expenditure support — call it a seventeen-to-one gap.

Now consider what all that money actually said. TIME reported a New York Times analysis of AIPAC’s advertising since April 2022: of 109 ads, six mentioned Israel. Six. The apparatus exists to enforce a foreign policy position and almost never names it out loud. In Michigan the ads went after a man named Abdul as sexist, as extreme, as not one of us. Maya Berry of the Arab American Institute — a nonpartisan group that endorses no one — told Al Jazeera that voters “did not buy” an avalanche of ads that skipped policy entirely in favor of attacks “about an Arab American Muslim man named Abdul.”

That is the tell. When an argument cannot survive being stated plainly, you buy airtime for a different one

Stevens Said There Was No Difference. There Was a $56 Million Difference.

Pressed at a debate about the money flooding in on her behalf, Stevens offered the both-sides formulation: “I don’t think there’s much difference between super PACs going in for Abdul or super PACs going in for me.” The trouble with that sentence is that it is arithmetically false by roughly $56 million.

El-Sayed’s counter is the line that will outlive this primary. Noting that Stevens had voted the week prior to send $3.3 billion to Israel, he said: “That is the pro quo that comes with the quid of $30 million spent by AIPAC.” You need not accept the causation to notice that the sequence is public record. Michigan voters were invited to draw their own conclusion, and enough of them did.

To her credit, Stevens endorsed El-Sayed within minutes of the AP call, praising him as “a doctor, a community health official, a Rhodes Scholar, and a dedicated Michigander.” Gretchen Whitmer, who had broken her own neutrality to endorse Stevens on July 24, fell in behind the nominee. So did Peters, and Chuck Schumer, and Kirsten Gillibrand. The establishment lost and then, within an afternoon, pretended it had not been playing.

The Ground Game Nobody Bought

The most consequential number in this race may not be $30 million. It may be 13,000.

On the eve of the primary, the Council on American-Islamic Relations ran robocalls into more than 13,000 Muslim households

in Michigan — in a universe of roughly 29,000 registered mail-in ballot recipients — plus another 19,000 calls to low-propensity Muslim voters. That is TIME’s reporting, and it is a single-sourced figure worth flagging as such. Hold it against a 14,893-vote margin and the shape of the thing becomes clear.

This is what the spending analysis always misses. Thirty million dollars buys saturation. It does not buy a community that has spent three years watching its own government finance the destruction of Gaza and decided to organize about it. CAIR — currently being written onto state “terrorism lists” in Texas and Florida — used the final 48 hours to show what that organizing is worth in raw votes.

What This Actually Predicts

Be careful about the lesson you take. A one-point August primary predicts very little about November, and Republicans are openly relieved to be running against El-Sayed rather than Stevens. Rogers will spend the fall making El-Sayed’s record on Israel the entire campaign. Trump has already started, calling him “a Communist loser who hates Jews and Israel” — which tells you exact

ly which buttons the general election will press.

What Tuesday does predict is a change in the calculation every Democrat now makes. For a decade the operating assumption has been that crossing AIPAC ends a career — not because the argument is persuasive, but because the money is. Michigan put a number on that assumption and found it short by 14,893 votes. Politicians are not moral philosophers; they are risk assessors, and the risk just got repriced.

So watch the races that follow. Watch whether the spending climbs or simply goes quieter, into shell PACs and unreported dark-money groups, the way it already has. And watch El-Sayed, who now has to hold a coalition together in a state Trump carried twice. On election night he asked his own supporters for “magnanimity in victory.” That was the right instinct, and the harder path.

President Donald Trump told reporters on Air Force One Sunday that a deal with Iran is imminent — one covering the Strait of Hormuz and what he called “the denuclearisation of Iran” — and that negotiations would begin Monday. He said he had called off what would have been “the biggest attack since World War II” at the request of Qatar, Saudi Arabia and the United Arab Emirates. On Monday morning, Iranian Foreign Ministry spokesman Esmaeil Baghaei stood before reporters in Tehran and said the opposite: “We are not going to host a delegation or be guests of a country during these days.” Asked directly, he added: “We do not have any negotiations with the United States at the moment.” Six months into a war that has killed civilians on both sides and strangled a fifth of the world’s oil supply, the American president and the Iranian government cannot agree on whether they are talking to each other.

That gap is not a translation error. It is the story. One side is announcing a peace process; the other side — the one that would have to sit at the table — says the table does not exist. In the space between those claims sit roughly 6,000 seafarers stranded in the Gulf, Iranian families living under a bombing campaign running since February 28, and an oil market that swung four dollars a barrel on a single presidential sentence.

The question is not “will there be a deal.” It is what the announcement itself accomplishes, for whom, and at what cost to the people who have no say in any of it.

The announcement is the product

Trump named no location, no participants, no deadline. Asked about a timeline, he declined, offering instead: “Would I rather make a deal? I’m not looking to kill people because people die, a lot of people die, and we don’t want that.”

The market responded anyway. Brent crude futures slid $4.08, or 4.64 percent, to $83.85 a barrel late Sunday, according to Reuters, with some outlets logging a steeper drop as Monday trading opened. A canceled strike moved global energy prices more than most actual policy does. That is the mechanism: threat made, threat withdrawn, withdrawal announced as a diplomatic victory, cycle resets.

Trita Parsi of the Quincy Institute for Responsible Statecraft told Al Jazeera this has become “somewhat of a tiresome pattern,” and his warning deserves quoting in full: “At some point, all credibility for negotiations is going to be lost. The credibility of actually sticking to a deal is questionable. The credibility of any incentives that are offered is questionable. And obviously, the credibility of the threats is degraded.” Alan Eyre of the Middle East Institute put Tehran’s calculation more bluntly: Iran has decided direct talks aren’t worth it because it “can’t count on anything the US says.”

What is actually being negotiated is a shipping lane

Strip away the word “denuclearisation” and here is what is genuinely on the table: a route through a waterway.

Baghaei confirmed Iran has been talking to Oman “for the past seven to eight days” about a temporary safe-passage corridor, and that “some progress has been achieved.” Foreign Minister Abbas Araghchi told Iranian state media Sunday those talks are in their “final stages.” But Baghaei added a caveat that got almost no American coverage: an understanding with Muscat is a necessary condition for reopening the strait, not a sufficient one — because the disruption, in Tehran’s account, is a consequence of American strikes and the US naval blockade, both of which continue.

Charles Kupchan of the Council on Foreign Relations drew the same line for Al Jazeera. A framework for opening Hormuz? “Maybe, could be.” An agreement on the nuclear file? “Absolutely not. That is far off in the distance, if at all achievable.”

So the deal being sold as denuclearization is, at present, a bilateral traffic-management negotiation between Iran and Oman that Washington is not in the room for. Before the war, roughly 20 million barrels of oil moved through Hormuz daily — about a fifth of global consumption — on some 100 ships. In the first eighteen days after the June 17 memorandum reopened it, 513 ships passed. Twenty-eight a day. Then it closed again.

The part nobody in Washington is stopping

On July 30, the Senate voted 49–50 against a resolution by Sen. Kirsten Gillibrand directing the removal of US forces from hostilities against Iran that Congress never authorized. Three Republicans — Lisa Murkowski, Susan Collins and Rand Paul — voted to constrain the president. One Democrat, John Fetterman, voted against. It failed by a single vote for the second week running, and it was likely the last such vote before recess begins August 10.

Six months of war. No authorization. A one-vote margin. Meanwhile Defense Secretary Pete Hegseth posted Monday that the US remains “locked and loaded,” ready to strike at “levels not seen since World War II.”

That is the structure of American policy right now: a war Congress never voted for, punctuated by strike threats that move oil markets, narrated as a peace process by the one man who can restart it tomorrow.

What to watch

Watch whether the Iran–Oman corridor is actually signed, and whether traffic recovers past that 28-a-day floor. Watch whether any American official — not the president, an official with a name and a portfolio — confirms a venue and a delegation. If nobody can say where the talks are happening, there are no talks.

And watch the Senate after August 10. A six-month war Congress never authorized, checked by nothing but a 49–50 vote, is not a foreign policy. The hostages are the people under the bombs and the crews stranded on ships in the Gulf. The announcement is free. The war is not.

Pvt. Isabella Gonzales was 19. She died Friday night when an Iranian missile slipped past U.S. air defenses and hit Muwaffaq Salti Air Base in Jordan. 1st Lt. Tyler James Feehan, 25, died at the same base the next day. A third American service member died Sunday in northern Iraq, killed during a “controlled detonation” of a downed Iranian attack drone. Their deaths bring the confirmed U.S. military toll in this war to at least 17. On Monday night, for the tenth night in a row, the United States bombed Iran anyway.

Most Americans stopped paying attention to this war months ago. It has a way of doing that — flaring, quieting, flaring again — while the casualty count climbs in the background and gas prices creep back toward $4 a gallon. What’s happening this week isn’t a new war. It’s the same one, restarted, with U.S. soldiers now dying in it at a faster clip than at almost any point since it began.

The uncomfortable part isn’t just that Americans are dying nearly five months into a conflict most of the country can’t fully explain. It’s that Congress already voted — twice, with Republican votes attached — to make this illegal without its explicit sign-off. The bombing continued regardless. That gap, between what the legislature said and what the commander-in-chief is doing, is the story.

The War That Wouldn’t Stay Over

The current phase traces back to February 28, when U.S. and Israeli forces launched roughly 900 strikes on Iran in twelve hours, killing Supreme Leader Ali Khamenei and dozens of officials. A ceasefire held from April 8 until early July, when Iran began striking commercial vessels that bypassed a route it had preapproved through the Strait of Hormuz — hitting tankers, disabling ships, and eventually shutting down a corridor that carries roughly a fifth of the world’s oil and gas.

Trump authorized what the White House called “limited” and “defensive” strikes on July 7 and notified Congress on July 10. The bombing campaign against Iran has run nightly since, with CENTCOM saying Monday’s strikes targeted “Iranian military command centers, air defense and coastal surveillance sites, maritime capabilities, missile and drone launch sites, and communications networks.” Iran has hit back at U.S. allies across the region — Jordan, Bahrain, Kuwait, Saudi Arabia — and its Houthi allies in Yemen announced a new naval blockade of Saudi Arabia on Monday, threatening to reignite a conflict that had been quiet since a 2022 truce.

Congress Already Said No

Here’s what makes this different from the war’s earlier phases: lawmakers didn’t stay silent this time. The House passed a War Powers Resolution on June 3 by a vote of 215-208. The Senate passed it June 24, 50-48, with four Republicans — Bill Cassidy, Susan Collins, Rand Paul, and Lisa Murkowski — crossing over to join Democrats. It was the first time both chambers of Congress had ever passed a resolution directing a president to pull troops from an active war under the War Powers Act. The resolution said Trump could use further force against Iran only if “explicitly authorized by a declaration of war or a specific congressional authorization.”

He didn’t seek one. Instead, Trump cited his “constitutional authority as commander in chief” and his “responsibility to protect Americans and United States’ interests both at home and abroad” — language that sidesteps the resolution entirely. The resolution never carried legal force to begin with; without Trump’s signature, it’s a formal objection, not a binding order, and constitutional scholar Bruce Fein told Al Jazeera the courts would likely stay out of it under the “political question doctrine.” Asked by Axios last month what he’d learned about the limits of his power after this war, Trump didn’t hedge: “There are no limits.”

The Casualties Nobody’s Adding Up

The deaths in Jordan and Iraq this weekend weren’t isolated. They followed six U.S. service members killed in an Iranian attack on a base in Kuwait in March, six more killed when a refueling plane crashed in Iraq that same month, one killed in a strike on Saudi Arabia’s Prince Sultan Air Base, and a Navy pilot who died last month when his helicopter went down at sea. Add Gonzales, Feehan, and the soldier killed in Iraq Sunday, and the toll since February climbs past 17 — a number that undercounts the dozens wounded in four separate Iranian strikes on the Jordan base alone in the past five days.

Secretary of State Marco Rubio said Sunday that U.S. defenses “shot down almost all the missiles” aimed at the base. “One leaked through, hit the wrong place, and tragically, and it’s heartbreaking,” he said — an admission that raises real questions about whether the systems protecting American troops are keeping up with the barrage. Trump, for his part, called the dead “patriots” fighting “so Iran cannot have a nuclear weapon” — even though the strikes he’s ordered this month are aimed at reopening shipping through the Strait of Hormuz, not Iran’s nuclear program, which the February campaign had already targeted.

What to Watch

Congress holds the power of the purse and, on paper, the power to force this fight to end. It used neither this week. The resolution lawmakers passed with bipartisan votes reads today like a symbolic gesture that changed nothing about what happens each night over Bandar Abbas, Isfahan, and the Strait of Hormuz. If a president can absorb a direct rebuke from both chambers of Congress and keep bombing anyway, the question worth sitting with isn’t whether this war is legal. It’s whether anything short of a veto-proof supermajority can stop a war once it starts.

On the evening of July 16, 2026, President Donald Trump stood at the East Room podium in prime time and told the American people that the country’s election systems are catastrophically broken — “vulnerable to hacking, exploitation, and foreign interference,” in his words. He said “great damage has been done to our country,” that elections were “left vulnerable to being rigged and stolen,” that the American people’s trust was gone. To make his case, he released a batch of newly-declassified intelligence documents from 2020 — files his administration said proved the threat was real, the cover-up was vast, and he was vindicated. The documents say the opposite of what he said.

The January 2020 National Intelligence Council memo — one of the centerpiece documents released that night — states directly: “We assess that vote tabulation systems would be difficult to manipulate on a wide enough scale to compromise election results.” A companion August 2020 NIC report concluded that while localized manipulation of individual machines might be possible, “it probably would be difficult to coordinate a campaign to alter voting results on a wide scale.” Post-election audits and paper trails, the documents note, “very likely would uncover such an effort” in nearly all U.S. states. A CIA assessment released alongside them found that Smartmatic — the voting machine company Trump’s allies have blamed for years — lacked the “level of control or access required to manipulate the outcome of an election outside of Venezuela.”

These aren’t documents someone dug up to counter Trump. They’re the files his own White House chose to declassify. He touted them on national television. And they quietly, in plain language, dismantle the central claim he was making while holding them.

The Intelligence Files Say the Voting Machines Are Safe

The core of Trump’s speech focused on vulnerabilities in voting infrastructure — and to be clear, some real vulnerabilities exist. The declassified documents acknowledge that voter registration databases, pollbooks, and public election websites can be targeted by foreign adversaries. Russia probed election networks in 2016, the documents confirm, and accessed infrastructure in two states. China probed presidential campaigns. Iran ran online influence operations ahead of 2020. None of that is fabricated.

But the documents are precise about what that means — and what it doesn’t. The systems that register voters are one thing; the machines that count votes are another. The NIC assessed that cyberattacks on elections “could delay results reporting” but “probably would not affect the integrity of certified results.” Voting machines in most jurisdictions require a voter-verifiable paper ballot, creating a paper record that cannot be altered by software alone. The January 2020 memo concluded that the coordination required to manipulate results across multiple states would be “difficult” and “very likely” caught by existing audit systems.

Election officials who watched the speech said they heard nothing new. Arizona Secretary of State Adrian Fontes put it plainly: “I have seen zero new facts. I have seen zero evidence backing any of these claims.” Geoff Hale, a visiting fellow for election security at the Center for Democracy & Technology who spent a decade at CISA — the federal agency tasked with securing elections — said the vulnerabilities Trump described have “long been publicly known,” and that officials have spent years building safeguards around them. Pam Smith, president and CEO of Verified Voting, noted there was “a lot of conflation” in the speech between “different types of technology, the vast majority of which doesn’t actually affect election outcomes.”

What Trump Said — And What the Evidence Actually Shows

Trump’s speech did contain some new specificity. He claimed 270,000 noncitizen voters are registered nationwide, citing a DHS memo drawn from voter file reviews in four states: California, Nevada, New Jersey, and Pennsylvania. Nevada Secretary of State Cisco Aguilar said his office received nothing from DHS. “We don’t even understand how they calculated those numbers,” he said. Pennsylvania’s Republican Secretary of State Al Schmidt said “all evidence has shown that noncitizen voting is extremely rare across the country, including in Pennsylvania,” and asked DHS to share its methodology before his office could evaluate the claim.

State audits and academic research consistently bear Schmidt out. Noncitizen voting, when it occurs, is almost always the result of individuals who believed they were eligible or who were inadvertently registered through a government process — not coordinated fraud. In Texas, state officials running their own SAVE program check found that hundreds of flagged voters had registered through the state Department of Public Safety, which requires a passport or other proof of citizenship at the point of registration. In April, Texas Secretary of State Jane Nelson — a Republican — sent a letter to federal immigration officials raising concerns about SAVE’s accuracy.

Trump also spotlighted a six-year-old Michigan case from Muskegon, where suspicious voter registration applications were submitted before the 2020 election. Michigan Attorney General Dana Nessel’s office described it as “a perfect example of the system working exactly as it should” — the clerk caught the suspicious forms before the election, the matter was referred to law enforcement, and no one voted improperly. The story made headlines in 2020. Trump presented it Thursday as a cover-up.

Why This Speech, Why Now — 100 Days Before the Midterms

It is worth noting when this happened: roughly 100 days before the 2026 midterm elections, with Democrats favored to make gains in a political environment shaped by economic anxiety and a string of aggressive executive actions. Trump closed the speech with a call to pass the SAVE America Act, which would impose photo ID and proof-of-citizenship requirements on voters nationwide. The Brennan Center for Justice has estimated that SAVE Act requirements could disenfranchise more than 10% of eligible voters — a figure that falls disproportionately on low-income Americans, elderly voters, and communities of color.

DHS Secretary Markwayne Mullin has separately threatened state election officials with criminal prosecution for failing to comply with federal voter roll verification requests. Courts have begun pushing back — a federal judge blocked part of the SAVE database overhaul in June, ruling it violated privacy and voting rights — but the pressure campaign on state officials is ongoing.

Here is the detail that may matter most, buried in the same January 2020 NIC memo Trump released as vindication: “Much of the voting public probably knows little about the process of administering U.S. elections, which could allow false narratives to gain traction.” The memo continued: “A widely publicized compromise of election infrastructure probably would undercut public confidence in the election, even if the compromise was not used to manipulate election-related data or systems.”

That is not a prediction about what foreign adversaries might do to us. It reads, in retrospect, as a description of exactly what happened in 2020 — and what appears to be happening again. The intelligence community warned, in writing, that false claims about election integrity are themselves a national security threat: they don’t need to be true to work, they’re nearly impossible to disprove in real time, and they produce exactly the crisis of confidence that adversaries would otherwise have to engineer on their own.

Iran’s response — closing the Strait of Hormuz, through which 25% of the world’s seaborne oil and 20% of its liquefied natural gas passes every single day — triggered what the International Energy Agency has since called “the largest supply disruption in the history of the global oil market.” Brent crude surged to $80–$82 a barrel within days. The conflict has dominated coverage of global politics, energy markets, and American foreign policy. What it hasn’t dominated is coverage of the industries absorbing the downstream cost at ground level — including, quietly and significantly, the American roofing industry.

The connection between a war in the Persian Gulf and the price of your roof isn’t obvious until you know the chemistry. Asphalt shingles — the material covering approximately 80% of American residential roofs — are 30 to 40 percent asphalt by weight. Asphalt is a petroleum byproduct. When oil prices spike, the cost of manufacturing shingles spikes with them. Historically, major oil market disruptions cause shingle prices to swing 5 to 10 percent within a single quarter. On Monday afternoon, a man walked into Valley Fair Mall in West Valley City, Utah, approached a kiosk worker, and made small talk. “Where are you from?” he asked. India, said the worker — a man named Sohail, an immigrant, a father of two. “Are you Muslim?” the man asked next. Sohail said yes. The man then pulled out a knife and stabbed him more than 15 times. Bystanders had to tackle the attacker and take the blade away before he could finish what he started. Sohail is now in critical condition, undergoing surgeries on his hands, his heart, and his lungs. The suspect, Peter Michael Larsen, 48, has been charged with attempted murder. He told investigators he targeted Sohail because he was Muslim — and that he was planning mass-casualty events against Muslims. This is not an isolated incident. This is a pattern. And it has a body count.

What happened to Sohail is not the kind of story that breaks through the noise the way it should. A Muslim man doing his job at a mall kiosk — selling something, helping customers, just working — was nearly murdered because of his faith. He didn’t provoke anything. He didn’t threaten anyone. He answered a question honestly. And for that, he was stabbed 15 times. If you need to know the climate we’re living in, that’s it, distilled to its most brutal form.

The facts around Larsen make this worse, not better. According to Fox13, he was released from prison on January 21, 2025, on parole — after previously pleading guilty to assault on a police officer and arson. Court filings describe him as posing “a substantial danger to the public” based on his actions, his extremist ideology, and his stated plans for mass violence targeting Muslims. He was out. He was on parole. And the system apparently had no mechanism for stopping what was coming. Sohail is now the one paying for that failure.

He Asked One Question. The Answer Cost Sohail 15 Stab Wounds.

The sequence matters. Larsen didn’t attack randomly — he approached Sohail deliberately, engaged him in conversation, and used the conversation to verify his target before drawing a weapon. “Are you Muslim?” is not a question someone asks before a random attack. It is a screening question. It is a test. And the moment Sohail confirmed what Larsen already suspected, the knife came out.

Sohail was working. He turned to get a bottle of water when Larsen had requested one. That’s when the stabbing began — from behind, while his back was turned, while he was in the middle of doing his job. His injuries required surgeries on his hands, his heart, and his lungs. Friends and colleagues described him as a hardworking family man who is the sole breadwinner for his wife and two young children. CAIR National Executive Director Nihad Awad said it plainly: “This horrific attack is yet another reminder that anti-Muslim rhetoric has real-world consequences. When Muslims are routinely demonized, portrayed as threats, or treated as less deserving of equal rights and dignity, some twisted individuals inevitably act on that hatred.”

That last sentence is the one politicians need to sit with. The rhetoric doesn’t stay on social media or in the comment sections. It gets internalized. And sometimes it gets translated into a knife pulled out in a Utah mall.

The Numbers Don’t Lie: Anti-Muslim Violence Is at Record Levels in the US, UK, and Ireland

This attack did not happen in a vacuum. It happened inside a surge that advocacy groups, government statistics offices, and law enforcement have all been documenting for years — and that has only accelerated.

In the United States, CAIR documented 8,683 anti-Muslim discrimination complaints in 2025 — the highest number recorded since the organization began tracking cases in 1996. That slightly surpassed the previous record of 8,658 complaints filed in 2024. The FBI’s 2024 hate crime data reported 228 hate crimes against Muslims, with 143 victims subjected to intimidation and 66 to physical assault. The numbers undercount reality — hate crimes are notoriously underreported, and CAIR’s complaint data captures a far broader range of incidents than police logs ever will.

Across the Atlantic, the UK tells the same story in different accents. Official UK government statistics for the year ending March 2025 recorded a 19% rise in anti-Muslim religious hate crimes, from 2,690 to 3,199 offences. The monitoring group Tell MAMA documented 6,313 anti-Muslim hate cases in 2024 alone — a 43% increase from the year before — with offline incidents, meaning physical assaults and confrontations, up 72%. The spike traces directly to August 2024, when far-right riots swept through England following the Southport murders, targeting mosques, hotels housing asylum seekers, and Muslim-owned businesses. The violence was opportunistic, organized, and it revealed how quickly rhetoric becomes action when the right trigger is pulled.

In Ireland, where the Muslim population has grown 29% since 2016 to over 81,000 people, the picture is similarly alarming. Research published in 2025 found that more than one in three Irish Muslims — 36% — reported experiencing anti-Muslim hostility. Between 2018 and 2025, the Hope and Courage Collective identified 38 arson incidents linked to far-right mobilizations using anti-Muslim rhetoric. As recently as July 7 of this year, RTÉ reported that anti-Islam rhetoric online was rising sharply, with Irish Muslims describing the digital environment as increasingly threatening.

A System That Put Him Back on the Street

The specific facts of Larsen’s history demand accountability beyond the criminal charge. He was on parole. He had a documented violent history — arson and assaulting law enforcement officers. And court documents filed after Monday’s attack suggest investigators believe he had not only violent intentions but plans for multiple attacks. “Pre-planned mass casualty events” is not a phrase that appears in an arrest warrant for an impulsive act. This man had thought about this. He had prepared.

The question no one in Utah’s criminal justice system appears to have asked — or at minimum, acted on — is: what do you do with a man who has a violent record, extremist ideology, and stated plans to harm people? The answer, apparently, was to release him and hope for the best. Sohail is in the hospital undergoing surgery on his heart and lungs because the system gave that man a parole card and the benefit of the doubt that he clearly had not earned.

What This Moment Requires — From Leaders, From All of Us

CAIR called on elected officials and public leaders to “unequivocally repudiate anti-Muslim rhetoric and reject those who promote it.” That is not a partisan ask. It is a baseline moral requirement. Muslim Americans are working kiosk jobs, going to school, raising families, praying in their mosques, living their lives — and they are being screened, targeted, stabbed, and in some cases killed because of their faith. The political environment in which this violence metastasizes is one where anti-Muslim rhetoric has been normalized at the highest levels of government, where immigration debate is shot through with dehumanizing language, and where the algorithmically amplified hate ecosystem runs 24 hours a day.

Sohail said yes to the question “Are you Muslim?” because it is a truthful answer, not because he expected it to cost him his life. He should be safe saying that in a Utah mall. In 2026, he was not. That is a political failure and a moral failure, and no amount of charged language or “thoughts and prayers” covers the distance between what is happening to Muslim communities across the Western world and what our leaders are willing to do about it.

On February 28, 2026, US and Israeli airstrikes killed Iran’s supreme leader, Ayatollah Ali Khamenei, and opened a war that has never really stopped since. On Monday, US Central Command hit Iranian coastal defenses, missile sites and maritime facilities across Bushehr, Bandar Abbas, Mahshahr and Abadan. Iran responded with cruise missiles that killed an Indian sailor and wounded eight more crew members aboard two UAE-flagged tankers in the Strait of Hormuz, plus strikes on US-linked sites in Bahrain and Jordan. On Tuesday at 4 p.m. ET, the US reinstated a full naval blockade of Iranian ports — and announced it would charge a 20% toll on cargo passing through one of the most vital chokepoints in the global economy. Congress, for its part, already voted to stop all of this.

This isn’t the first blockade. The US ran one from April 13 to June 18, lifting it only after Trump and Iranian President Masoud Pezeshkian signed a 14-point memorandum of understanding on June 17 — a 60-day ceasefire meant to wind the war down and reopen the strait. We’re now past the halfway mark of that ceasefire, and it has functionally collapsed. Trump himself declared it “over” at a NATO summit in Turkey last week, even as his administration insists talks could still continue.

What makes this moment different is that the branch of government constitutionally responsible for declaring war already told Trump to stop. He kept going anyway.

Congress Said Stop. The Pentagon Said Not Yet.

On June 3, the House passed a war powers resolution ordering an end to unauthorized US military action against Iran, 215-208. On June 23, the Senate followed, 50-48, with four Republicans crossing over to join Democrats — a rare bipartisan rebuke of a president from his own party’s majority. Under the War Powers Resolution, further force against Iran is supposed to require “a declaration of war or a specific congressional authorization.” Trump never sought one, instead describing the war at various points as a “skirmish” or a “short-term excursion.”

The resolution was never sent to Trump’s desk for signature, and a 1983 Supreme Court ruling raises real questions about whether a measure like this carries legal force without one. But the political message was unmistakable: majorities in both chambers — including members of his own party — voted that this war should not continue. It’s continuing anyway, and the strikes that followed came days after that vote, not before it.

A Chokepoint, a Toll, and a Dead Sailor

Roughly 20% of the world’s oil and gas moves through the Strait of Hormuz. Since the war began, transit has cratered — shipping analytics firm Kpler recorded just 22 crossings last week, an 85% drop from pre-war traffic. Trump’s answer to the chaos his administration is presiding over is to monetize it: a 20% toll on cargo moving through the strait, with the US recasting itself, in Trump’s own words, as “THE GUARDIAN OF THE HORMUZ STRAIT.”

Iranian Foreign Minister Abbas Araghchi didn’t reject the idea of a toll outright — he argued Iran should be the one collecting it, calling Tehran the strait’s “GUARDIAN” and telling Trump directly, “20% is of course too much. We will be fair.” That’s the level this negotiation has sunk to: two governments haggling over toll percentages on a waterway where people are actively dying.

On Tuesday, Iranian cruise missiles hit two UAE-flagged tankers, the Mombasa and the Al Bahiyah, inside Omani territorial waters, killing one Indian national and wounding eight more crew — six Indian, two Ukrainian. India summoned Iran’s deputy ambassador in protest. The UAE’s defense ministry called it a “blatant attack” and asserted its right to respond. Jordan said its air defenses intercepted four Iranian missiles entering its airspace before dawn. None of these countries — India, the UAE, Jordan, Ukraine — asked to be part of this war. They’re absorbing it anyway, as bystanders to a fight over shipping lanes and tariffs.

The Ambiguity That’s Doing the Damage

Much of this isn’t accidental escalation — it’s baked into the vagueness of the ceasefire deal itself. Paragraph five of the June memorandum says Iran will use its “best efforts for the safe passage of commercial vessels,” language that Michael Singh of the Washington Institute for Near East Policy says “hews much more to what Iran wanted,” because it places responsibility for the strait’s safety in Iran’s hands rather than affirming it as international waters that no single country controls.

Iran’s parliament speaker and lead negotiator, Mohammad Bagher Ghalibaf, has leaned hard into that reading, posting the disputed clause online with the message: “The era of one-sided deals is OVER.” The US, meanwhile, has publicly accused Iran of breaching that same memorandum. Both governments signed one document and walked away believing they’d won a different argument. That’s not a peace deal — that’s a pause with a built-in excuse to restart, and everyone knew it going in.

What to Watch

Qatar, Oman and Pakistan are still positioning themselves as mediators, and Araghchi says he’s in touch with all three about de-escalating. But watch the toll fight, not the talking points. Michigan is not a random battlefield. It has one of the largest Arab American and Muslim American populations in the United States — concentrated in Dearborn, Hamtramck, and the communities surrounding them, communities that have been vocal, organized, and increasingly angry about U.S. policy toward Gaza. AIPAC knows this. That’s precisely why they moved in early and moved in hard. If they can buy this seat, in this state, against this candidate, they send every future progressive who considers taking a different position on Israel the same message: no constituency is safe.

The candidate they’re trying to stop is Dr. Abdul El-Sayed — physician, former Detroit Health Department Director, and the most prominent Arab American Muslim running for Senate in American history. El-Sayed has refused super PAC money of any kind. He’s running a grassroots campaign. After Mallory McMorrow dropped out of the three-way race, this became a straight two-way contest between his vision for Michigan and the one $10.9 million in outside money is trying to buy.

Haley Stevens has been AIPAC’s candidate in Michigan for years. According to Quwwaa’s PoliTrack — a database that tracks pro-Israel PAC money to every U.S. politician, sourced directly to FEC filings and updated as of July 9, 2026 — Stevens has received $5,096,385 in pro-Israel funding over her congressional career. That includes $47,500 in direct PAC donations and $3,883,449 in supporting independent expenditures spent on her behalf.

PoliTrack tracks contributions from AIPAC PAC, the United Democracy Project, DMFI, NORPAC, RJC, and JStreetPAC for every sitting U.S. Senator and Representative, the President, and 2026 congressional candidates. Every figure links to its Federal Election Commission filing. This race is among the most heavily invested in the entire database — and that was before the Senate run began.

For this Senate race specifically, AIPAC’s political operation — the United Democracy Project — has spent more than $10.9 million in independent expenditures, split between ads boosting Stevens and ads attacking El-Sayed. That’s separate from the direct contributions her campaign has received. It is, in effect, a second campaign running alongside hers that she doesn’t have to pay for and cannot legally coordinate with.

The Loophole That Let $5 Million In Without a Name

AIPAC’s official spending in this Senate primary is listed as zero. That’s technically true — and it’s the point.

A group called the Center for Democratic Priorities dropped more than $5 million in advertising in Michigan in May — before it had even registered with the Federal Election Commission. Ad-buy paperwork listed an officer connected to a 2024 Michigan organization with direct ties to AIPAC. The result: millions in AIPAC-linked money hit Michigan airwaves without AIPAC’s name appearing on a single ad.

The Detroit News reported this structure as AIPAC using a “loophole” to back Stevens in the Democratic primary while maintaining the appearance of non-involvement. It is not illegal. It is exactly the kind of influence architecture that grassroots campaigns cannot compete with dollar for dollar, which is why El-Sayed’s path to winning depends entirely on something money cannot buy: turnout from the communities paying closest attention.

The Clip That Said the Quiet Part Out Loud

In a race this tight, symbols matter. In May, a 2023 clip of Haley Stevens resurfaced and went viral across social media and Arab American networks in Michigan.

At a Hanukkah menorah lighting that year, Stevens told the crowd: “Israel comes to me in my dreams. I see Israel’s future.” She is not Jewish. The clip spread rapidly, particularly in Dearborn — one of the most heavily Arab American cities in the country and a key Democratic constituency in this primary. It became shorthand for what her critics had argued for years: that her relationship with AIPAC is not transactional. It is foundational.

At the July 7 debate, El-Sayed pressed the point directly: “The question I think the congresswoman needs to answer is, why has she allowed $40 million of outside spending, the bulk of it coming from AIPAC, to come into this race?” Stevens defended her record and her right to be supported by groups that share her values. The audience in a state with a politically organized Arab American community drew its own conclusions.

What This Race Is Actually a Referendum On

There is a bigger question underneath the polling averages and the ad buys. Michigan’s August 4 primary is a live test of whether AIPAC’s intervention model still works.

The model: find a centrist candidate in a district with access to pro-Israel donor networks, flood the race with independent expenditure money before opponents can respond, frame the progressive challenger as extreme or unsafe. It worked in 2022 when AIPAC spent $4.2 million to help Stevens defeat Rep. Andy Levin — a Jewish progressive — in a redrawn Michigan district. It has worked in New York, Oregon, and Georgia.

El-Sayed is running explicitly against that model, with the opponent named and the money documented. He has refused super PAC support. He is currently polling ahead of Stevens. An anti-AIPAC PAC — one he cannot legally coordinate with — has announced it will spend in the race regardless, providing some independent expenditure counterweight to the $10.9 million already on the air.

Watch August 4. If El-Sayed wins, it is the clearest signal yet that the model has limits — that organizing in communities directly affected by U.S. foreign policy can outperform outside money in a Democratic primary. If Stevens wins, AIPAC will have demonstrated it can flip even Michigan, even now, even against this candidate. Either way, Michigan voters know exactly what was spent, by whom, and why. This is what a “ceasefire” has looked like for the last month: a piece of paper both sides accuse the other of violating, propping up a war that never actually stopped, just paused long enough for everyone to reload. The mid-June memorandum of understanding halted the fighting, lifted the U.S. naval blockade on Iran, and reopened the Strait of Hormuz — but it punted the two things that actually caused the war, Iran’s nuclear program and control of the strait, into a 60-day negotiating window. That window is now visibly collapsing in real time, and the people paying for it were never in the room when the deal was cut.

The proximate spark was Monday night: Iranian forces fired on commercial shipping in the strait, hitting a Qatari LNG tanker, the Al Rekayyat, whose crew survived but whose engine-room fire left the ship at risk of exploding. A second tanker caught fire off the Omani coast after being struck by what officials called an “unknown projectile.” The U.S. answered with two consecutive nights of strikes — more than 80 targets on July 7, another 90 on July 8 and into July 9, per U.S. Central Command’s own count. Iran’s Revolutionary Guard retaliated with a joint drone-and-missile attack on U.S. bases: Camp Arifjan and Ali Al Salem Air Base in Kuwait, Shaikh Isa Air Base and the Juffair facility in Bahrain. The IRGC says it will hit more American installations in the region if Washington keeps striking. A Qatari civilian was killed by shrapnel. This is not de-escalation with a few rough edges. This is a war wearing a ceasefire’s name tag.

The Sailors Nobody’s Negotiating For

Start with the number that should embarrass everyone at the table: roughly 8,000 seafarers, according to the International Maritime Organization, are still stranded in or near the Persian Gulf as of early July — down from a peak of around 11,000 mariners aboard 600 vessels when this war first erupted in late February. The UN managed to evacuate about 2,500 of them in a brief window before an attack on a commercial vessel forced the operation to a halt. Before the war, 120 to 140 ships a day passed through Hormuz; at the worst of the fighting, it was down to two tankers. Traffic has crept back up — 108 verified crossings over one recent weekend — but “back up” is a relative term when the alternative is near-total shutdown of one of the world’s most important oil chokepoints.

These aren’t abstractions. They’re mostly Global South labor — Filipino, Indian, Bangladeshi crews — trapped for months on vessels in a war zone because two governments couldn’t hold a truce longer than a news cycle. Nobody at the NATO podium mentioned them. Nobody in Tehran’s retaliatory statements mentioned them either. They are the collateral of a conflict both sides insist they’re being reasonable about.

A Truce Built to Fail

Look at what the June MoU actually resolved versus what it deferred, and the collapse this week stops looking like a surprise and starts looking like the plan. The deal stopped the shooting and reopened shipping lanes — genuine, material relief. But it left the two load-bearing disputes, Iran’s nuclear program and who controls passage through Hormuz, unresolved and running on a 60-day clock. A truce that defers its hardest questions isn’t peace. It’s a scheduling agreement for the next war, and both governments seem to have understood it that way from the start: as a chance to rearm and reposition, not to actually settle anything.

Trump’s Wednesday comments make that reading explicit. Calling Iran “scum” and “liars” at a NATO summit isn’t diplomatic language buying time for talks — it’s a public signal that the American side is done pretending this is a negotiation. Iran’s response, hitting U.S. bases across three Gulf states within hours, reads the same way from Tehran.

What to Watch Next

Watch whether mediators can get both sides back to the 60-day framework before it fully disintegrates, or whether “the ceasefire is over” becomes the operative reality rather than a rhetorical flourish. Watch Hormuz traffic numbers as the real-time gauge of how bad this gets — a drop back toward two tankers a day means the world’s oil supply chain is absorbing the cost of a war two governments won’t call by its name. And watch whether anyone with actual leverage — the UN, the Gulf states hosting U.S. bases, China as Iran’s largest oil customer — starts pushing for the release of the sailors as a standalone humanitarian demand, separate from the nuclear and strait negotiations. So far, no one has.

Iran struck three commercial tankers near the Strait of Hormuz on Tuesday. The United States hit back within hours, striking more than 80 targets across southern Iran — air defense systems, command networks, radar sites, and over 60 small boats used by Iran’s Revolutionary Guard. Iran then struck U.S. military installations in Bahrain and Kuwait, claiming to have destroyed 85 of them and losing one of its own troops in the process. By Wednesday morning, President Trump was standing at a NATO summit in Ankara telling reporters that the ceasefire he brokered with Iran in June is “over.”

This isn’t the first time this exact sequence has played out. Ten days earlier, on June 28, Iran hit Bahrain and Kuwait with drones and missiles after a nearly identical round of U.S. strikes — damaging a residential building in Muharraq and forcing Kuwaiti air defenses to intercept two ballistic missiles. Wednesday’s exchange is the third major round of U.S. strikes on Iran since the two countries signed a 60-day memorandum of understanding on June 17, and the largest since April, when the current ceasefire framework was first negotiated.

What makes this round different is the timing. The strikes landed in the middle of a days-long state funeral for Iran’s Supreme Leader Ayatollah Ali Khamenei, killed February 28 in the opening minutes of the U.S.-Israel war on Iran. That funeral, which wraps up Thursday, had been read by diplomats as a natural cooling-off period. Instead, it became the backdrop for the deal’s near-collapse — and a test of whether Trump’s “waste of time” comment is posturing or a genuine walk-away.

What Actually Happened in the Strait

CENTCOM says Iran struck three tankers Tuesday — the Marshall Islands-flagged M/T Al Rekayyat, the Saudi-flagged M/T Wedyan, and the Liberian-flagged M/T Cyprus Prosperity — all reportedly sailing a route hugging Oman’s coast rather than the “safe route” Iran has unilaterally designated closer to its own shore. One tanker caught fire off Oman; the UK Maritime Trade Operations center said the other two sustained damage but no injuries and continued on their way. Iranian state television claimed the vessels ignored warnings; a Tehran-based analyst told Al Jazeera the ships may have strayed into an active mine-clearing zone.

The U.S. response, per CENTCOM, targeted Iranian air defense systems, coastal radar, anti-ship missile capability, and more than 60 IRGC small boats “to degrade Iran’s ability to continue attacking international commerce.” Explosions were reported in Bandar Abbas, Sirik, and Qeshm Island, and at two military bases in Bushehr province. Several people were injured by shrapnel at a commercial pier in Sirik; Iran’s Fars news agency reported no deaths. Washington simultaneously reimposed sanctions on Iranian oil exports it had waived under the ceasefire, effective July 7, with a grace period for cargo already at sea. Brent crude jumped 6% to $78 a barrel on the news.

Two Gulf States Keep Absorbing a War That Isn’t Theirs

Iran’s Revolutionary Guard says it hit back with strikes on 85 U.S.-linked military sites — Bahrain’s Port Salman and the U.S. Fifth Fleet’s naval base, plus Kuwait’s Ali Salem Airbase — and claims it shot down a U.S. drone in the process. Those casualty and damage figures are the IRGC’s own claims; neither Bahrain, Kuwait, nor the U.S. has independently confirmed the scale of destruction, and sirens sounding twice in Bahrain is the clearest verified fact on the ground so far.

What is verified is the diplomatic fallout. Kuwait’s foreign ministry condemned “the repeated sinful Iranian attacks” on its territory. The Gulf Cooperation Council, Oman, Qatar, Egypt, and the UAE all issued formal condemnations of Iran within hours. None of those countries chose this fight — Bahrain hosts the U.S. Navy’s Fifth Fleet and Kuwait a major U.S. Army presence, and both keep absorbing retaliatory strikes for a bilateral U.S.-Iran conflict they have no say in escalating or ending.

The Incentive Problem Underneath the Strikes

Analysts see two competing explanations for why Iran keeps provoking a fight it’s visibly losing on the battlefield. Retired U.S. naval officer Harlan Ullman told Al Jazeera Iran may be “taunting” Washington specifically to widen the rift between Trump and NATO allies who’ve criticized his handling of the war. Others, like Doha Institute scholar Muhanad Seloom, read the U.S. targeting choices as deliberately narrow — hitting military infrastructure, not leadership or population centers — meaning Washington itself may still consider the MoU technically alive despite Trump’s rhetoric.

Either way, Iran has real incentive to keep testing the deal’s edges: the reimposed oil sanctions just cut off what Al Jazeera’s Tehran correspondent called “almost the only lifeline to sustain the economy.” Squeeze that lifeline and provoke more strikes, or hold the line and buy 60 days to negotiate a permanent deal on the nuclear program and the strait — Tehran’s negotiators appear to be gambling they can do both at once.

What to Watch

Trump said he “might” let negotiators keep talking even as he called the effort a “waste of time” — which means the MoU’s fate now rests on a mood, not a mechanism. Watch whether U.S. strikes stay confined to military infrastructure or start hitting targets that suggest Washington has actually abandoned the deal. Watch oil prices, which spike every time this cycle repeats and hit ordinary consumers worldwide. And watch Bahrain and Kuwait, two countries with no vote in this war who keep taking its hits.

And every few weeks, a new committee, a new proposal, a new deadline gets floated as the thing that finally moves the process forward.

The actual questions worth asking about Monday’s move are not whether Hamas meant it sincerely — intent is unknowable and beside the point. They’re structural: what power, if any, actually changed hands; why the body meant to replace Hamas still can’t set foot in the territory it’s supposed to administer; and why despite Hamas following the ceasefire agreement to the T, Israel has murdered over a thousand women and children since signing the deal.

A Government Dissolves. A Committee Still Can’t Enter.

Hazem Qassem, spokesman for Gaza’s local authorities, told The National that Hamas “has taken this step to make it clear to everyone that it has relinquished all governing authority and power in Gaza and that it will not stand in the way of efforts to administer Gaza.” He framed it as a call for the NCAG and international mediators — Egypt, Qatar, and Turkey coordinated on the timing — to finally step in and “bring an end to the difficult period that the people of Gaza have been enduring.”

Here’s the catch: the NCAG has existed since January. It has not entered Gaza in six months, because Israel has refused to let it in until Hamas disarms. So Monday’s announcement doesn’t resolve that standoff — it just restates Hamas’s position that it’s not the obstacle. An Israeli official pushed back hard on that framing, telling Kan that “Hamas fears it will be found to be in violation of the agreement, so it is buying time and engaging in spin,” and noting that every committee member named in the resignation remains in their post. Israeli Prime Minister Benjamin Netanyahu, in a Channel 14 interview last week, put the underlying Israeli position bluntly: after killing Izz al-Din al-Haddad, described as one of the last senior Hamas military commanders, “what was the response? Nothing. Zero. Not a single bullet, because we are in control.” He added that dismantling Hamas’s civilian rule was still “not yet achieved,” but “we will get there.”

Disarmament Is the Whole Plan, and Almost Nobody’s Doing It

Trump’s 20-point plan always had two Hamas obligations baked into its second phase: cede governing power, and disarm. Hamas agreed to both in October. Since then, senior figures including Khaled Mashaal and Musa Abu Marzouk have rejected key elements of that same phase, disarmament chief among them. Hamas’s stated reasons include Israel’s refusal to withdraw from parts of Gaza, the slow pace of reconstruction, and the continued blockade — grievances that are genuine.

Mediators have been trying to break the impasse with a modified proposal, floated in the final days of June, that would also require Israeli-backed militias operating inside Gaza to surrender their weapons, while roughly 10,000 members of Hamas’s police force would be folded into a rehabilitated force to maintain order. It’s a more balanced ask than disarming Hamas alone — but balance hasn’t produced movement yet, and the committee meant to take custody of Hamas’s “infrastructure,” meaning weapons sites, tunnels, and manufacturing locations, still can’t get past the border.

The Missing Piece Nobody’s Built Yet

The plan’s other backstop, the International Stabilisation Force meant to oversee weapons handover and eventually patrol parts of Gaza still held by the Israeli military, has not been formed. Not staffed, not deployed — just a name in a document. That’s the actual bottleneck underneath all of this: every mechanism this plan depends on to make disarmament verifiable and safe for both sides is still theoretical, seven months after the framework was signed.

Mediators are set to reconvene in Cairo within 48 hours to try to narrow the gaps on this next phase, with Gaza’s Board of Peace representative reportedly involved, though his participation hadn’t been independently confirmed as of Monday. That meeting, not Monday’s committee dissolution, is where anything resembling real movement would actually show up.

What Would Actually Count as Progress

Watch whether the NCAG is allowed to physically enter Gaza in the coming days — that, not a resignation letter, is the test Israel itself has set. Watch whether Cairo produces a disarmament mechanism both sides will act on, or another paper agreement that dissolves the moment either side finds it inconvenient. And watch the death toll, because a peace process measured in committees and memoranda while civilians keep dying isn’t a peace process at all — it’s paperwork running alongside a genocide.

This isn’t a story about a single bad week in a single cell. It’s a story about what “administrative detention” actually means when there’s no trial waiting at the end of it — just renewal after renewal, appeal after appeal, and a body that keeps deteriorating in the meantime. Abu Safiya is one of the most visible Palestinian medical figures in this war, a pediatrician and neonatologist who kept a hospital functioning under bombardment. That visibility hasn’t protected him. If anything, it’s made him a test case for how far Israel’s detention system can be pushed before anyone with the power to stop it does.

The facts here aren’t in serious dispute, even where the two sides disagree on what they mean. What’s disputed is whether a 53-year-old doctor’s declining body is evidence of torture or, as Israeli authorities insist, nothing at all.

Sixteen Months, No Charge, No Trial

Abu Safiya has been held since his arrest under Israel’s Unlawful Combatants Law, a legal framework that allows detention without the evidentiary standards of a criminal charge. The Israeli military has said he’s being investigated over alleged cooperation with Hamas; staff who worked alongside him and international aid organizations have rejected that characterization. Whatever the truth of the allegation, it has never been tested in a courtroom, because no formal charge has been filed against him in over a year and a half.

On June 16, Israel’s Supreme Court rejected his latest appeal, extending his detention order to at least October. Human rights group Common Dreams called the ruling a “profound moral and legal failure.” Amnesty International has run an active campaign demanding his release, describing him as a paediatrician and hospital director being held arbitrarily.

Since June 3, Abu Safiya has reportedly been kept in solitary confinement. On June 24, he was transferred to Nitzan prison, an underground facility, where his lawyer, Nasser Odeh of Physicians for Human Rights Israel, visited him and described a man he barely recognized: visible injuries, difficulty breathing, a person who appeared “weak and frightened.” Al Jazeera reported in June that Abu Safiya’s family said he showed signs of torture.

Two Accounts, One Body

The Israel Prison Service has denied all of it. In a statement, the agency called allegations of abuse, torture, starvation, and denial of medical treatment “false and entirely without factual basis,” saying detainees receive care in line with Ministry of Health guidelines. The Prison Service declined to discuss Abu Safiya’s case specifically, citing privacy.

That denial sits against a stack of independent testimony that doesn’t come from Hamas or from Gaza’s Health Ministry, but from an Israeli human rights organization staffed by Israeli lawyers operating inside Israel’s own legal system. Naji Abbas, who directs the Prisoners and Detainees Department at Physicians for Human Rights Israel, said the information gathered from Abu Safiya’s most recent visit raises “grave and immediate concerns for Dr. Hussam Abu Safiya’s life,” warning plainly that “if the authorities do not intervene immediately, there is a real risk that Dr. Abu Safiya will not leave detention alive.”

When the people documenting alleged abuse are working inside the same legal system as the people denying it, a flat denial doesn’t settle the question. It just tells you where the burden of proof is being placed — and on whom.

What “Bargaining Chip” Actually Means

Palestinian and Israeli commentators alike have described detentions like this one as leverage: a prominent hostage-shaped presence that can be traded, released, or quietly left to deteriorate depending on what the moment calls for. +972 Magazine has reported on this pattern directly regarding Abu Safiya’s case. Whether or not that’s the explicit intent here, the practical effect is the same. A man with no charge against him, whose detention order gets renewed by a court rather than tested by a jury, becomes a piece on a board rather than a defendant with rights.

That’s the part that should trouble anyone paying attention, regardless of what they believe about the underlying allegation. A justice system that can hold someone indefinitely without ever having to prove anything isn’t really a justice system with respect to that person — it’s custody with a legal veneer. The Unlawful Combatants Law exists precisely to create that space, and Abu Safiya’s case shows what happens when a person gets stuck inside it for a year and a half.

What Comes Next

Abu Safiya’s detention order now runs to October, barring a successful appeal or outside intervention. Physicians for Human Rights Israel is pushing for an urgent judicial visit and medical evaluation before that date arrives. Amnesty International’s petition campaign remains active. None of that guarantees anything changes soon — this case has already survived a Supreme Court appeal once.

What’s worth watching is whether the reporting keeps happening. Stories like this tend to fade between news cycles precisely because there’s no single dramatic event to point to — just a slow deterioration that’s easy to look away from until it isn’t. The lawyer who visited him didn’t need to argue for outrage. He just described what he saw.
