TLDR: If the election were held today, I would give Democrats roughly an 80 to 85 percent chance of winning the House, a 45 to 50 percent chance of winning the Senate, and about a 40 to 45 percent chance of capturing both chambers.

Those numbers closely track the betting markets cited in a September 3 MarketWatch analysis, which put Democrats’ probability of winning the House at 85 percent while giving Republicans a narrow 53 percent chance of retaining the Senate.

That gap tells the story of the midterms. Democrats have a favorable national environment and need only a small number of House seats. The Senate requires them to assemble a much more complicated electoral puzzle.

Why Democrats Are Favored to Win the House

Republicans currently hold 218 House seats, compared with 214 for Democrats, with three vacancies. That means Democrats do not need a massive wave. They simply need the national political environment to move a relatively small number of competitive districts. Reuters reported the current House alignment on September 2.

The national environment is doing exactly that.

A new Reuters/Ipsos poll found President Trump’s approval rating stuck at 33 percent. Seventy-one percent of Americans disapproved of his handling of the cost of living. Democrats also held a substantial enthusiasm advantage, with 46 percent of Democrats describing themselves as very enthusiastic about voting, compared with only 31 percent of Republicans.

The shape of the topic so far

Two things stand out immediately.

First, circuit LD has fully absorbed policy norms on this topic: plan texts, advantage counterplans, PICs, topicality against non-topical affirmatives, and K affs with full model defenses.

Second, the center of gravity on both sides is the same question — whether extinction is the trump impact. Nearly every topical aff runs a hedonistic-utilitarian framework engineered to make extinction outweigh, and nearly every serious neg position is an attempt to escape that weighing: suffering risks that outweigh extinction, a critique of whose survival counts, a turn that says colonization causes extinction, or a counterplan that solves extinction without leaving Earth.

The second axis is the word “colonization.” Affirmatives front-load answers to settler-colonialism and anti-blackness kritiks inside their 1AC frameworks, which tells you what they expect to hit. Negatives are running those kritiks, a word PIK (”inhabitation”), and a Global South framing that the aff file itself marks as “also useful as Neg turns.”

What is almost absent — on both sides — is a debate about the word “imperative.” More on that in Part IV.

Part I — The Affirmative

1. Framework: the util shell, with K preemption built in

The default aff framework is a variant of hedonistic utilitarianism, assembled from the metaethics-to-standard chain that has circulated in LD for years:

• Naturalism / causal closure (Papineau, Stanford Encyclopedia entries dated ‘07 and ‘20): non-natural moral facts could never make a causal difference, so we could never know them.

• Pleasure and pain are the only intrinsic value and disvalue: Nelson ‘20 (phenomenal introspection — we know pleasure and pain by feeling them), Blum et al. ‘18 (neuroscience of reward), Greene ‘15 (utilitarianism as “deep pragmatism” that resolves disagreement among moral tribes).

• Extinction outweighs: Pummer ‘15 (moral uncertainty — every minimally plausible ethical view, including deontology, virtue ethics, and sophisticated egoism, converges on reducing existential risk), Grunewald ‘22 (”A Kantian View on Extinction” — even deontologists must minimize x-risk). The standard tag: death is global, painful, irreversible, and a floor for value; no amount of suffering justifies universal nonconsensual death.

• “Prefer” add-ons: no intent/foresight distinction (states would evade responsibility), no act/omission distinction (states say yes or no, so omitting is acting).

One version labels itself “qualitative negative scalar preference utilitarianism” off a Tomasik ‘16 card and tags the denial of it as “performative authoritarianism that you should drop them for.” That is an attempt to convert any NC framework into a voting issue, and it will annoy a lot of judges.

The more interesting feature is how much K-preemption is baked into the frameworks themselves:

• Dalley ‘16 (extinction narratives in settler-colonial literature), tagged as “our representations are necessary for pragmatic action and to deconstruct settler colonialism.”

• Oman-Reagan (”speculative fabulation” — imagine a world that ruptures “the visions of a universal white cishet humanity in space”).

• Zitelmann ‘24: space colonization is not inherently colonial because the Moon, Mars, and asteroids are uninhabited, or at most host microbes.

• A “Method” module off Levine ‘15 (Jacobin, “Democratize the Universe”): condemning space colonization as a colonial venture cedes the domain to right-wing libertarians who are already colonizing it in anti-egalitarian ways that will fall hardest on the Global South. The left should contest space, not abdicate it.

Affs, in other words, are walking in expecting settler-colonialism and anti-blackness kritiks and answering them before the 1NC.

Extinction-outweighs also gets a dedicated K-answer module: Cordle ‘17 (extinction focus is not “a move to whiteness”; planetary mutual vulnerability is liberating), Mitchell ‘16 (extinction is a categorically distinct side constraint because it destroys the ontological conditions for ethics at all), Kornbluh ‘24 (envisioning what “should” be done is mass agency), and Ord ‘20.

2. Plans and advocacies

The file contains three plan texts plus whole-resolution affirmation.

Asteroid mining / NEO detection and deflection. “Outer space colonization through the creation of Near-Earth Object mining, detection, and deflection systems is a moral imperative.” A Valentine (Space Studies Institute) card argues this is a topical subset because resource extraction and NEO deflection are necessary for colonies. This plan is built to dodge human-habitation solvency attacks: the 1AR to the Reproduction DA says outright, “We don’t need to win that people reproduce in space.”

Moon. “Space colonization of the moon is a moral imperative,” with Munévar ‘19 for solvency, paired with moon-specific asteroid-defense and rare-earth advantages.

Mars terraforming. The “Planetary Instability” advantage: Mansfeld ‘19 (terraforming Mars is a safety net for every existential threat and averts the Great Filter), DeBenedictis et al. ‘25 in Nature Astronomy (habitats and self-extending membranes ensure early-phase livability), Platt ‘25 citing Pete Worden (innovation gets us off the rock in the 2030s).

Whole resolution, defined broadly. Mane ‘22: colonization includes any space-based operation beyond the mesosphere — exploration, mining, terraforming, space-based solar. That definition does a great deal of work for the aff, and it is exactly what the neg’s Tourism PIC exploits (”their own definition”).

3. Advantage areas

(a) Asteroids

The general version: Hodge ‘19 (The Sun, citing Lewis Dartnell) and a Baum ‘19/’22/’23 cluster for extinction via direct environmental effects, cascading political shocks, and accidental nuclear war; “even small ones indirectly go existential”; Mazanek ‘05 (NASA Langley) — only space-based detection and deflection solves.

The moon-specific version is better built: Lubin ‘22 (lunar basing is key for hypervelocity kinetic planetary defense; other techniques are too slow or costly), Miyano ‘18 (DART-style kinetic impactors and nuclear deflection are only effective when moon-launched — tagged as answering “every solvency deficit”), ESA ‘25 on asteroid 2024 YR4 (solar blind spots make terrestrial detection inadequate), Abdussamatov ‘24/’25 (Pulkovo Observatory — moon-based continuous observation), Howe ‘15 (existential collisions are inevitable long term), Koplow ‘19 (overcorrect against systematic under-preparation even if the probability is low).

(b) Extinction is inevitable / “get off the rock”

This is the file’s largest section and clearly a composite of several 1ACs. The common structure: Earth is a single point of failure (the “everyone in one building” analogy), a laundry list of threats makes extinction inevitable, and off-Earth settlement is an “impact filter” that solves all of them at once.

The threat cards: nuclear war (Narang & Sagan ‘23 on structural deterrence failure; Ruff ‘25; Rendall ‘22 — “the law of averages”; Korda ‘25 on dual-use missiles; Sargoytchev ‘23 — explosions eject the atmosphere), asteroids (Salotti ‘22), overpopulation (Orta et al. ‘24; Cockerill ‘26), supervolcanoes (Pamlin ‘15; Walsh ‘19), mantle ejection from core drilling and “core degasation” blackmail (Turchin ‘16/’22), solar flares (Noy ‘22), a new solar minimum “locking in an ice age” (Zharkova ‘20; McFadden ‘23), climate, pandemics, and AGI (ÓhÉigeartaigh ‘25, Cambridge Prisms: Extinction), billionaires, R&D decline, and biotech (Loeb ‘26), and the Dark Forest argument — alien colonization is inevitable absent ours and would guarantee our elimination (Ćirković ‘19; Deshmukh ‘19).

4. Kritikal affirmatives

Three distinct K affs, with a shared thread of anti-privatization and Global South perspective.

(a) Public Heritage / Space Commons

Advocacy: “The settlement of outer space as the common heritage of humankind, not subject to private appropriation, is a moral imperative.” Thesis (Johnson ‘24, Property Rights in Outer Space): NewSpace is a capitalist sham — a techno-fix that defers action on the present catastrophe by wagering on a market-engineered escape reserved for the elect. Supporting links: Penny ‘20 (an aristocratic vision that multiplies inequality), Spencer ‘17 (Jacobin — Musk’s Mars is a country club priced by the ticket and governed by engineering fiat; “Mars should stay red”), Gunderson et al. ‘21 (settlement under NewSpace replicates Earth’s harms), Snow ‘23 (capitalist colonization breaks deterrence and makes extinction inevitable). Solvency: Yap et al. ‘23 (ETH Zürich), Goehring ‘21 (the common-heritage principle is already law — collective ownership and mandatory benefit-sharing foreclose full private property), Roberts ‘21, Robinson & O’Keefe ‘20 (reject the univalent “frontier-to-own or doom-to-flee” framing). The two scenarios are more policy than K. Mining: asteroid mining is ready to deploy (SI ‘26; ESA ‘20), terrestrial mining creates sacrifice zones with Indigenous dispossession and human trafficking (Kojolo & Pellow ‘21), off-world resources starve the terrestrial market and halt destructive Earth mining (Pascale ‘23; Harvey ‘25), dismantling neo-colonial monopolies (Hickel et al.). The Two Position Maps

These are the skeletons. Almost everything in Layers 1 and 2 either supports one of these ten claims or attacks one.

Affirmative core

1. “Compatible” means capable of responsible coexistence — not optimal, not necessary, not best. The burden is consistency.

2. Stewardship requires active management, not abstention. The word means keeping a household, and the conservation tradition it descends from is Pinchot’s, not Muir’s.

3. Nuclear minimizes climate, land, and public-health harms relative to realistic alternatives — 5.1–6.4 gCO2eq/kWh, 0.03 deaths/TWh, the smallest land footprint per unit of energy delivered.

4. Nuclear contains its most dangerous waste rather than externalizing it. Every thermal competitor vents its waste into the atmosphere, where nobody guards it and everybody breathes it.

5. Therefore at least some actual uses of nuclear energy are compatible with environmental stewardship — which is all the resolution asks.

Negative core

1. The resolution concerns nuclear as actually practiced, across the whole lifecycle — mining, milling, enrichment, operation, decommissioning, disposal — not an idealized reactor.

2. Stewardship requires prudence, reciprocity, and least harm. A steward who takes the more harmful of two paths to the same end has failed, whatever the outcome.

3. Nuclear externalizes mining harms, creates deep-time obligations no institution can discharge, and exposes societies to irreversible risk — Church Rock, plutonium-239’s 24,100-year half-life, Zaporizhzhia under military occupation.

4. Less harmful alternatives exist, and nuclear impedes them. Renewables deploy faster and cheaper, and the evidence suggests the two crowd each other out rather than complement.

5. Therefore nuclear’s actual use is incompatible with environmental stewardship.

Where these collide: affirmative claim 1 against negative claim 2. The affirmative wants compatibility to be a consistency test. The negative wants stewardship itself to be a comparative concept — which smuggles comparison in through the second term of the resolution rather than the third, and is much harder to answer than inflating “compatible” into “optimal.” Section 5.1 is where that fight gets resolved.

TL;DR

• “Compatible” is a consistency bar, not a superiority bar. Negatives who let the round become “is nuclear the best option?” have conceded the interpretive fight — though the renewables trade-off in Section 4.8 is the best way to make comparison matter anyway.

• Stewardship has always meant management. The Pinchot/Muir split decides most rounds before the impact debate starts.

• The affirmative’s ground is lifecycle carbon of 5.1–6.4 gCO2eq/kWh, 0.03 deaths/TWh against coal’s 24.62, minimal land use, and the containment argument — nuclear is the only source that counts, guards, and pays for its waste.

• The negative’s ground is deep-time waste, the consent argument about uranium mining and siting on Native land (Section 4.11, and it is current rather than historical), irreversible risk under war and uncertainty, the renewables trade-off, and the kritiks that turn “stewardship” against the affirmative.

• AI is the newest and most double-edged variable. Data centre demand gave nuclear its first creditworthy customers in decades — but power contracted to a data centre serves net new load rather than displacing fossil generation.

• The affirmative’s best answer to the kritiks is Levine’s “affirmative instrumentality,” grounded in Kyle Whyte’s collective continuance — meaning the affirmative answers the settler-colonialism kritik by citing the same author the negative builds it on.

SECTION 1: DEFINING “NUCLEAR ENERGY”

Definitions matter more on this topic than on most, because the resolution’s subject term covers technologies that differ enormously in their environmental profiles. A debate about pressurized water reactors is a different debate from one about sodium-cooled fast reactors, which is a very different debate from one about fusion. Before you can argue about compatibility, you have to decide what you are arguing about.

1.1 Fission Fundamentals

Nuclear energy in the fission sense is the energy released when a heavy atomic nucleus splits into lighter fragments. The workhorse isotope is uranium-235, which constitutes only about 0.72% of natural uranium. The remaining 99.27% is uranium-238, which is fertile rather than fissile — it cannot sustain a chain reaction directly, but it can capture a neutron and transmute into plutonium-239, which is fissile. This distinction, technical as it sounds, drives the entire proliferation debate: reactors that produce plutonium produce weapons material as a byproduct.

Enrichment is the process of raising the U-235 fraction. The categories, which will recur throughout this file, are:

The fuel cycle runs from mining (open-pit, underground, or in-situ leaching) through milling into yellowcake (U₃O₈), conversion to uranium hexafluoride, enrichment by gas centrifuge, fabrication into fuel pellets and rods, burnup in the reactor, and discharge as spent nuclear fuel. From there the cycle either terminates in direct disposal — the “once-through” or open cycle used by the United States, Sweden, and Finland — or continues through reprocessing, which separates plutonium and uranium for reuse and is practiced most extensively by France.

Why this matters in round: The negative wants you to defend the whole cycle, mining through disposal, because the front end and back end are where the harms concentrate. The affirmative wants the debate centered on the reactor itself. Both moves are legitimate, and the burden debate in Section 5.3 is where they get resolved.

1.2 Reactor Types and Their Actual 2026 Status

There is an enormous gap on this topic between what exists and what is promised. Debaters who conflate the two — in either direction — get punished. The honest accounting:

The operating fleet

Pressurized water reactors (PWRs) and boiling water reactors (BWRs) dominate globally. The World Nuclear Association’s World Nuclear Performance Report 2025 recorded a record 2,667 TWh generated in 2024 from roughly 440 reactors (~397 GWe) across about 31 countries plus Taiwan. Other families include CANDU heavy-water reactors (Canada), gas-cooled reactors (the UK’s AGRs), and the historical RBMK — Chernobyl’s graphite-moderated design with a positive void coefficient, no longer built anywhere.

Generations are a useful shorthand: Generation II covers most of the operating fleet, Generation III and III+ covers modern designs like the AP1000 and EPR with passive safety features, and Generation IV covers the six advanced concepts coordinated by the Generation IV International Forum.

The Western build record

This is where the negative’s cost case lives, and the numbers are not close.

Vogtle 3 & 4 (Georgia, AP1000) — the only new reactors built in the United States in over thirty years. Final cost came in at approximately $36.8 billion over roughly fifteen years, against an original 2009 Georgia PSC-approved estimate of about $14 billion. A 2024 consumer and environmental coalition report, Plant Vogtle: The True Cost of Nuclear Power, calculated the ratepayer cost at $10,784 per kilowatt against $900–$1,500/kW for wind, solar, or gas. Unit 3 entered commercial operation in 2023; Unit 4 in 2024.

Flamanville 3 (France, EPR) connected to the grid on December 21, 2024 — the first new French reactor in twenty-five years — and reached full power in 2025. Construction cost approximately €13.2 billion, roughly four times the original €3.3 billion estimate. The Cour des comptes put the total including financing at €23.7 billion in January 2025.

Olkiluoto 3 (Finland, EPR) began regular production on April 16, 2023, about fourteen years late, at roughly €11 billion — three times the estimate.

Hinkley Point C (UK, two EPRs) has escalated to about £35 billion in 2015 prices, roughly £46–48 billion nominal, with startup pushed toward 2029–2031.

NuScale / UAMPS Carbon Free Power Project (Idaho, SMR) was cancelled on November 8, 2023. This one deserves attention because NuScale held the only NRC design approval for a small modular reactor (September 2020), making it the industry’s flagship. The target power price rose from $55/MWh in 2016–2020, to $58/MWh after a 2021 downsizing, to $89/MWh in January 2023 — a 53% increase driven by construction cost estimates jumping from about $5.3 billion to $9.3 billion, or roughly $20,139/kW, which is worse than Vogtle on a per-kilowatt basis. David Schlissel of IEEFA called the cancellation “absolute evidence” that “the claim that SMRs are going to be cheaper is false.”

Restarts — the 2024-2026 story

A new development, and one the negative should read carefully because of what is driving it. Three Mile Island Unit 1, renamed the Crane Clean Energy Center, is being restarted by Constellation under a twenty-year power purchase agreement with Microsoft announced September 20, 2024, explicitly to power data centers. The restart was accelerated to 2027 from 2028 and backed by a $1 billion DOE loan in November 2025, for 819–835 MW. This is Unit 1, not the Unit 2 that suffered the 1979 partial meltdown.

Holtec’s Palisades plant in Michigan, closed in 2022, is being repowered with a $1.5 billion DOE loan. NextEra’s Duane Arnold in Iowa is tied to a Google agreement.

Strategic note: The negative’s additionality argument in Section 4.8 turns on exactly this — nuclear capacity being built or restarted to serve growing AI compute demand is not nuclear capacity displacing fossil generation.

Asia and Russia

China leads global construction with the domestic and export Hualong One (HPR1000). South Korea builds the APR1400 domestically and exported it to Barakah in the UAE. Russia’s Rosatom exports VVER reactors under a build-own-operate model that creates decades-long fuel and financing dependency — a fact both sides can weaponize, as Section 3.7 and Section 4.6 explain.

The advanced reactor pipeline

Small modular reactors and advanced designs currently in development include GE Hitachi’s BWRX-300, the Rolls-Royce SMR, X-energy’s Xe-100 high-temperature gas reactor (backed by Amazon), Holtec’s SMR-300, Westinghouse’s eVinci microreactor, Oklo’s Aurora sodium-cooled fast microreactor, Kairos Power’s fluoride salt-cooled design (backed by Google), Terrestrial Energy’s IMSR molten salt reactor, and TerraPower’s Natrium sodium-cooled fast reactor with molten-salt storage.

The World Nuclear Industry Status Report 2025 devotes a full chapter to SMRs and concludes their development is “less advanced than generally thought.” Thorium and molten-salt concepts (including LFTR designs) remain essentially pre-commercial. Debaters should resist reading advanced-reactor promises as accomplished facts — and should equally resist the negative move of treating a design under active NRC review as vaporware.

1.3 Fusion — and a Live Topicality Question

Fusion combines light nuclei rather than splitting heavy ones: deuterium plus tritium yields helium plus a fast neutron. The differences from fission are fundamental, not incremental. There is no chain reaction and therefore no meltdown physics. There are no long-lived transuranic wastes. The fuel derives from lithium (for tritium breeding) and seawater deuterium, both effectively unlimited. What fusion does produce is neutron-activated structural material — a low and intermediate-level waste stream — and it requires tritium handling plus tritium breeding at scale, which has never been demonstrated.

Where fusion actually stands

The National Ignition Facility at Lawrence Livermore achieved fusion ignition on December 5, 2022, when 2.05 MJ of laser energy delivered to the target produced 3.15 MJ of fusion energy — target gain above 1 for the first time.

Per LLNL’s own record, ignition has now been achieved eleven times. The current record was set on April 7, 2025 — the eighth ignition — with a yield of 8.6 MJ (±0.45) from 2.08 MJ delivered to the target in a 456-terawatt peak-power pulse, giving a target gain of 4.13. The most recent ignition was June 20, 2026: 7.9 MJ (±0.4), target gain approximately 3.8.

Intermediate milestones: 3.88 MJ (July 30, 2023); 2.4 MJ (Oct 8, 2023); 3.4 MJ on a record 2.2 MJ laser shot (Oct 30, 2023); 5.2 MJ (Feb 12, 2024); 4.1 MJ (Nov 18, 2024); a then-record target gain of 2.44 (Feb 23, 2025) that the April 2025 shot superseded; a Los Alamos-led ignition producing 2.4 MJ and a burning plasma (June 22, 2025); and a 3.5 MJ shot at gain 1.74 (Oct 1, 2025) run as a nuclear weapons survivability experiment — a useful reminder for the negative that NIF’s primary mission is stockpile stewardship, not energy.

The distinction every debater must hold onto: this is target gain, not wall-plug gain. As Interesting Engineering summarized the achievement, the energy produced is not sufficient for grid-scale power generation and does not offset the total energy consumed by the facility. Debaters should learn the difference between Q_plasma (energy out of the plasma versus energy into the plasma) and Q_total (versus total facility draw). The latter remains far below 1 everywhere in the world.

Magnetic confinement approaches include tokamaks — ITER (now slipping to first plasma around 2034 and deuterium-tritium operation around 2039), JET, Commonwealth Fusion Systems’ SPARC, and Tokamak Energy — and stellarators, including Wendelstein 7-X and Type One Energy. Private ventures include Helion, TAE, Zap Energy, General Fusion, Pacific Fusion, and Xcimer.

Is fusion topical?

This is a winnable topicality fight, and it rests on a real regulatory bifurcation.

On April 13–14, 2023, the NRC voted unanimously to regulate fusion machines under the 10 CFR Part 30 byproduct materials framework — the framework governing particle accelerators and medical isotope production — rather than the Part 50/52 “utilization facility” framework that governs fission reactors. Hogan Lovells covered the decision, and the NRC’s own process documentation is publicly available. Congress endorsed the approach in the ADVANCE Act of 2024, which added a statutory definition of “fusion machine,” and the NRC issued a proposed fusion rule in 2026. Foley Hoag’s analysis tracks the streamlining implications.

The Fusion Industry Association’s position is unambiguous: fusion energy is not nuclear fission and should not be regulated as such.

Note a related solvency argument that cuts against the affirmative: the fusion industry’s own case for Part 30 treatment is that applying fission’s regulatory apparatus to fusion would crush investment and deployment. That argument concedes the definitional distinction — see Section 7.2.

How to use this: A negative can argue that the regulatory bifurcation makes fusion topically distinct, and that an affirmative leaning on fusion is illegitimately dodging fission’s waste and proliferation burdens. An affirmative can respond that fusion is definitionally nuclear — it is a nuclear reaction, and the IAEA and DOE both treat fusion within nuclear science — and that regulatory categorization does not control ordinary meaning. Both readings are defensible and citable, which makes it good debate.

1.4 Definitional Sources and Scope Questions

Authoritative definers include the IAEA, the NRC, the Department of Energy, the Energy Information Administration, the World Nuclear Association, and the IPCC glossary. For legal and ordinary meaning, Black’s Law Dictionary, Merriam-Webster, and the OED all supply usable definitions.

Three scope questions carry real strategic weight:

Does “use” mean electricity only? Or does it extend to process heat, desalination, hydrogen production, naval propulsion, space power (radioisotope thermoelectric generators; NASA’s Kilopower and Fission Surface Power programs), and medical isotopes? Broad readings expand affirmative ground — the containment and industrial-heat arguments get stronger — but also expand negative ground, since naval propulsion runs on HEU.

Does “the use” mean present, continued, or expanded use? An agent-neutral “continued use” reading is the easiest affirmative position. “Expanded use” imports all of the buildout-scale arguments: proliferation in unstable states, expanded mining, and the trade-off with renewables.

Where are the definitional margins? RTGs and weapons-derived material downblended under the Megatons to Megawatts program sit at the edges of the term and can be leveraged by either side.

SECTION 2: DEFINING “ENVIRONMENTAL STEWARDSHIP”

The topic turns on this section, and most debaters do the least work here. What follows is the deep research: etymology, theology, the American policy fault line, the critical literature on managerialism, and the affirmative’s defenses of that managerialism.

2.1 The Word Itself

“Steward” comes from the Old English stigweard — literally “sty-ward,” the keeper of the house or hall. The house root repays attention. The Greek oikos, meaning household, gives us both oikonomia (household management, hence “economy”) and oikologia (study of the household, hence “ecology”).

The etymology already encodes the concept’s central tension: stewardship means the management of a household one does not ultimately own. That framing carries an implicit hierarchy — steward above the estate, owner above the steward — and it is precisely this hierarchy that the critical literature in Section 11 attacks. A debater who opens with this etymology has framed the round before making a single argument.

2.2 Theological Roots

The Genesis problem

The Judeo-Christian debate turns on two texts. Genesis 1:28 issues the dominion mandate: humanity is to “subdue” the earth (kabash) and “have dominion” (radah) over it. Genesis 2:15 offers a gentler charge: to “till and keep” the garden — avad, to serve or work, and shamar, to guard or keep.

Lynn White Jr.’s 1967 Science essay, “The Historical Roots of Our Ecologic Crisis”, is the essay that made this a live question. White argued that Christianity is the most anthropocentric religion the world has seen and that it bears a large share of the guilt for licensing the exploitation of nature. He proposed St. Francis of Assisi as a patron saint for ecologists. The essay is among the most-cited in all of environmental discourse and generated a vast responding literature, including Willis Jenkins’s “After Lynn White” (2009) and the entire modern Christian “creation care” counter-tradition.

Laudato Si’ — the affirmative’s hardest theological obstacle

Pope Francis’s 2015 encyclical Laudato Si’ is directly usable as a kritik of nuclear-as-stewardship, and negatives should read it carefully.

The encyclical critiques what Francis calls the “technocratic paradigm” — a one-dimensional faith in technology that treats the world as something formless and completely open to manipulation (¶106). It explicitly invokes nuclear weapons as an emblem of the danger. Francis writes that immense technological development has not been accompanied by a corresponding development in human responsibility, values, and conscience, and he calls for resistance to the assault of the technocratic paradigm (¶111). The passage most usable against a growth-based affirmative comes at ¶191: a decrease in the pace of production and consumption can at times give rise to another form of progress. Useful commentary is available from the Laudato Si’ Movement and, on the technocratic paradigm specifically, The Distributist Review. Laudate Deum (2023) sharpens the climate argument further.

Note the internal Christian dispute, which affirmatives can exploit: the Evangelical Environmental Network embraces creation care while the Cornwall Alliance defends resource development on explicitly theological grounds.

Other traditions

Jewish thought supplies bal tashchit (do not destroy or waste), tikkun olam (repair of the world), and shomrei adamah (guardians of the earth). Islamic thought supplies khalifa (vicegerency or trusteeship) and mizan (balance). Indigenous traditions supply the Haudenosaunee Seventh Generation principle, Robin Wall Kimmerer’s “honorable harvest” in Braiding Sweetgrass, and Kyle Whyte’s work on Indigenous climate justice and settler colonialism.

A critical strand — developed fully in Section 11.2 — holds that “stewardship” is itself a settler-colonial frame, because it presupposes property, management, and an owner-steward hierarchy foreign to the relationships it claims to describe.

2.3 The Central Fault Line: Pinchot vs. Muir

If you take one thing from this section, take this.

American environmental thought split early and permanently between two visions:

Gifford Pinchot’s conservation-as-wise-use. Nature is a resource, to be scientifically managed for “the greatest good of the greatest number for the longest time.” Forests should be harvested sustainably, rivers dammed productively, land worked well. Conservation is a management science.

John Muir’s preservationism. Nature has intrinsic and spiritual value independent of human use. Wild places should be left as they are. The right posture is restraint, not optimization.

The canonical case is Hetch Hetchy — the damming of a Yosemite valley to supply San Francisco’s water, authorized in 1913. Pinchot supported it. Muir fought it and lost, and the fight split the American conservation movement permanently.

Aldo Leopold’s land ethic reframes both positions. His formulation in A Sand County Almanac (1949) — that a thing is right when it tends to preserve the integrity, stability, and beauty of the biotic community, and wrong when it tends otherwise — is neither pure preservation nor pure use, which is exactly why both sides cite it.

Secular and policy definers include the EPA, the USDA Natural Resources Conservation Service with its “working lands” conservation framing, the IUCN, the UN, and the corporate ESG apparatus that has adopted “environmental stewardship” as a term of art.

Everything else on this topic follows from this choice. If stewardship means Pinchot-style wise use and active management, nuclear fits comfortably — it is a managed, high-yield, land-sparing resource, exactly the kind of thing scientific management is for. What Dedev Is

Dedev is an impact turn to the economy. The affirmative reads a case that grows the economy, or an advantage that quietly depends on the economy not collapsing, and you argue that economic growth is the terminal cause of extinction, that the growth trajectory cannot continue in any event, and that a contraction now produces a transition to a sustainable steady-state economy while a contraction later produces nothing, because there will be nothing left to transition to.

The 1NC is short. Growth is terminally unsustainable. That produces a compounding polycrisis. It is try-or-die for a post-growth transition. And decline does not cause war, but growth does.

That fourth card is doing defensive work in an otherwise offensive shell, and it belongs there anyway, because the transition-wars debate decides most Dedev rounds and you do not want to be reading your first piece of evidence on it in the block.

Two things follow from Dedev being an impact turn rather than a kritik. First, the affirmative has no permutation available, since you have not advocated anything. They either beat the turn or win that the case outweighs it. Second, uniqueness runs backwards from a normal DA. You are not claiming growth is low now. You are claiming the growth trajectory continues absent the plan and that this is the problem. Be careful with the collapse-is-coming evidence for this reason. If you read a card saying eco-collapse arrives within a year and then argue the plan causes catastrophic growth, a good 2A will point out that you have conceded your own impact is inevitable. The version that holds together is that the trend line is bending down, the plan and the political economy it represents straighten it back out, and you need the bend to complete.

I like this argument. I also think it loses rounds it should win, because negatives read nine impact scenarios and no transition evidence, and then spend the 2NR on the part of the debate the judge already believed.

Where This Came From

Know the history of this position before you read it. It will keep you from overclaiming novelty in front of an older judge who has been hearing it since college, and it sets up the argument that actually matters, which is that the position is old and the evidence behind it is much newer.

Growth-bad has been in competitive debate since at least the 1970s. The Limits to Growth came out in 1972, and the World3 model behind it gave debaters a systems-dynamics account of overshoot and collapse that mapped onto policy debate almost immediately. Georgescu-Roegen’s entropy work in 1971 and Schumacher’s Small Is Beautiful in 1973 supplied the theory. Herman Daly’s steady-state economics in the late seventies gave the position a policy face. On the energy and population topics of that era, arguing that the economy should shrink was ordinary practice.

The first generation of this argument was predictive. It said the collapse was coming, sometime around the middle of the following century on the model’s baseline run. That is a hard case to make in a debate round, because a prediction fifty years out loses every timeframe comparison and invites every version of the model-was-wrong answer. Affirmatives had real ammunition too. The Simon-Ehrlich wager was settled in 1990 with Simon winning, commodity prices fell for two decades afterward, and the Malthusian frame picked up a reputation for crying wolf that it has never entirely shed.

The version in this file is the second generation, and it dates to the 1990s. The pivot is the move from limits are coming to we are already past them. Catton had named overshoot in 1980, but the 1992 update to Limits to Growth was the point at which the flagship model reported that the world had already exceeded sustainable throughput and had entered the drawdown phase. Ecological footprint accounting followed in 1996 and attached a number to the claim. That reframing is what makes the modern argument debatable, because it converts a prediction into a description. You are no longer asking a judge to bet on a fifty-year model run. You are asking them to notice something that has already happened.

Everything after that has been the measurement catching up. The planetary boundaries framework in 2009 replaced one aggregate claim with nine specific thresholds. Four of the nine were assessed as crossed in 2015. In 2023 the count was six. In September 2025 ocean acidification joined the list and it became seven. Over the same stretch degrowth stopped being an activist slogan and turned into a research program with its own conferences, journals, and publications in Nature, Science Advances, and the medical literature.

So when the 2A says the argument is fringe, you have an answer, and when they say it is old, you have a better one. Its age is a track record. A claim that existed as a modeling exercise in 1972 and a footprint estimate in 1996 now takes the form of measured Earth-system indicators, most of which have moved the wrong direction at every reassessment. Very few debate arguments have gotten more empirically supported over fifty years. Make sure the judge hears that framing before the 2AR tries the opposite one.

Reading the 1NC

The shell has three functions and you should be able to name them before you stand up.

The first is establishing that growth cannot continue. Lead with feasibility rather than desirability, because high growth rates in mature economies are not returning regardless of anyone’s preferences, and that claim is easier to defend than the moral one. Follow it with the polycrisis card. Get that card out of a serious journal if you can. The qualification does more work here than it does almost anywhere else in debate, because a meaningful fraction of judges walk into the round assuming this position comes exclusively from anarchist blogs, and hearing a journal name in the 1NC changes how they listen to the block.

The second is establishing that a post-growth economy is better rather than merely different. Your strongest card is the one that never says collapse is good. It says GDP is a poor proxy for welfare, that rich economies have passed the point where additional output buys human development, and that reorganizing production around needs satisfaction delivers better outcomes at lower throughput. “It is in fact likely that advanced AI will drive a hundred years’ worth of technological development in less than a decade.” — William MacAskill & Fin Moorhouse, Preparing for the Intelligence Explosion (2025)

Read those three lines again. The first two say the future is arriving on fast-forward — progress now measured in months, not decades. The third says the thing arriving may not take orders. Put them together and you have this year’s NSDA Big Questions resolution, the one that runs the whole season:

Get excited about this one, because it is genuinely unsettled. This is not a topic where one side has the better evidence and the other is stuck defending a corner. Both sides have facts that are true, current, and sharp. That means the round turns on thinking, not just on who cut more cards.

Start with the verb. “Has surpassed” is past tense. It doesn’t say the gap is coming, or widening, or worrying. It says the gap already opened — the contest happened and we lost it. That one word is the whole debate. The affirmative has to prove a completed failure, on the ground, right now. The negative gets to ask the deadliest question on the topic: on what date did the surpassing occur? There is no clean answer, and watching a team try to name one is half the fun.

Two facts, both true. For the affirmative: the European Union spent years negotiating the most ambitious AI law on earth, set its high-risk rules to take effect on August 2, 2026 — and days before the deadline, pushed them to 2027 and 2028. Twenty-seven democracies wrote a rule, picked a date, and moved the date before the rule could bite.

For the negative: in August 2024, the United States finished building the replacement for the encryption that guards the world’s banking and medical records — years before any machine exists that could break the current kind. An open, eight-year, international competition solved a problem that does not yet exist. Humanity looked around a corner and fixed something before it broke.

Both of those happened. The topic, in one question: is the first story the rule, or the exception?

The twist almost nobody prepares for. Most debaters will argue about whether we use technology well — whether we can resist dropping the bomb, editing the embryo, pointing the camera at everyone. That’s the obvious reading, and it’s a strong one. But a second reading hides inside the word “use,” and it’s where the Hinton quote earns its spot at the top of this post.

If a system sets its own goals and acts on its own judgment, you don’t use it. You don’t “use” an agent any more than you “use” an employee. And if that is what these systems are becoming, the resolution can be true no matter how careful people are — not because we failed a test, but because we are no longer the one taking it. The affirmative can run that as a second contention. The negative has a lovely answer waiting: the very research that caught models scheming is humanity building a new instrument of moral supervision in real time. Either way the round stops being about gadgets and starts being about whether we are still the ones deciding. Debate that.

The best weapons on each side. Affirmative, in three: rules are written faster than ever and enforced later than ever (the first comprehensive US state AI law was repealed and replaced before it ever took effect); the new harms cannot be undone (a heritable gene edit, a released gene drive, and already-intercepted encrypted data offer no do-over); and the benefits skip the people carrying the risk (the first CRISPR cure for sickle cell lists near $2.2 million, for a disease centered where almost no one can pay).

Negative, also in three: the resolution asks about ability, and every harm the affirmative names was found, measured, and published by humans exercising exactly that ability; in the hardest cases governance actually arrived first (post-quantum encryption, a decade of gene-drive capability with zero wild releases, neurorights law written before brain implants shipped); and the single most destructive tool ever built has sat unused in war for eighty years and counting.

Here’s what makes it fair: the strongest evidence for both sides showed up in the same twelve months. Machines produced research-grade mathematics. Frontier capability became a file anyone can download. Two researchers solved the same open problem with the same model three hours apart. In that same year, labs voluntarily disclosed their own systems getting loose, more than a thousand employees of the biggest AI companies asked governments to help them slow down, and Interpol-coordinated operations produced more than 1,500 arrests. The danger curve and the response curve bent upward together. The resolution asks which one bent faster, and the facts do not settle it.

So what actually decides the round? Strip away the case studies and the disagreement shrinks to a single question: is the ethical response to a technology measured by when it arrives, or by whether it arrives? The affirmative measures timing — a rule that shows up after the harm did not govern the technology, it memorialized the failure. The negative measures arrival — a capacity is proven by its exercise, however late. Neither is obviously correct, because they are two different beliefs about what ethics is for. Pick your standard, defend it under cross-examination, and show your evidence meets it. That is the whole game.

Go debate it. This is the rare topic that rewards exactly what we want students to get good at: reading a claim precisely, checking whether a “famous” statistic is still true (several in circulation on this topic are already wrong), and arguing a side you may not hold. It punishes lazy prep. It rewards the debater who has actually thought about whether we are keeping up — or whether, as MacAskill suspects, the next ten years are going to feel like a hundred.

You don’t need much to start. You need the resolution, the three quotes at the top of this post, and a willingness to argue that we have either lost control or proved that we never do. Go find out which.

What the file argues

This is a Con offense file built on a single chain: data center construction is currently driving a buildout of U.S. heavy manufacturing capacity, so restricting or slowing data centers kills the manufacturing revival — and manufacturing is the lynchpin for military readiness, supply-chain resilience, the economy, biotech, and the China balance.

3. Existential framing — Ford 25 (New Paradigms Forum) Rebuilding the industrial commons counters four converging geopolitical risks: emerging/disruptive technologies (AI, quantum, bio) creating first-mover asymmetries; collapse of the global information space; WMD proliferation under multipolarity; and Chinese ambitions of global predominance. Xi has explicitly pledged China to seizing the “Fourth Industrial Revolution” — a Sinocentric order is the alternative if the U.S. loses that race. Useful for framing why industrial capacity is a first-order variable, not a jobs argument.

4. Independent internal link — Wijitapure & Senanayak 24/25 (Sri Lanka Economic Journal) Domestic manufacturing is key to supply-chain resiliency: reshoring, development of key industries (semis, pharma, medical, energy), regional manufacturing hubs. Also duplicated in the file.

5. Impact — ÓhÉigeartaigh 25 (Cambridge CSER) Reliance on global supply chains magnifies cascading shocks; interconnection of stresses is the greatest existential risk; a catastrophe that disrupts power and food supply chains renders cities uninhabitable. Note the card’s own hedge: “total human extinction remains a very high bar.” Also duplicated.

The China add-on is the most strategically interesting: Dobbins argues interdependence itself is the deterrent, and that the U.S. should not decouple — only ensure the balance of dependence doesn’t shift too far. That’s a nuanced position that cuts against crude “beat China” framing and can be turned by a competent opponent.

Strategic assessment

What’s strong

• The Funderburk link card is recent, specific, and quantified. Named plants, named companies, dollar figures, dates. That is hard to hand-wave.

• The link is empirical rather than speculative: these expansions are already breaking ground, so Con can argue the Pro world reverses observable capacity investment, not a projection.

• O’Brien and Ford are both 2025, credentialed, and give you a readiness impact that doesn’t require the economy internal link.

What’s weak — and where the Pro will go

1. Link narrowness. The evidence proves data centers drive engine and generator manufacturing. It does not prove they drive semiconductors, machine tools, shipbuilding, or munitions — which is what every impact card is actually about. The internal link cards talk about the defense industrial base; the link card talks about diesel gensets. That gap is the file’s central vulnerability, and it should be patched with additional evidence on transformers, turbines, switchgear, and chip fabs.

2. The link is also a Pro turn. 645 diesel generators for one campus is the Pro’s environmental impact card verbatim. The same evidence that proves manufacturing demand proves local air quality and emissions harms. Expect this card read against you.

3. Impact evidence age. Outside Contention I, the file runs on 2002–2014 evidence — Utgoff 2002, Preeg 2003, Zhong 2007, ORNL 2011, Brzezinski 2012, Dobbins 2012, Lagarde 2013, Mann 2014. Against a prepared opponent these are dated-generics with well-known answers. The Preeg card’s currency-manipulation premise is a 2003 argument about a China that no longer exists.

4. Internal duplication. The O’Brien, Wijitapure, and ÓhÉigeartaigh cards each appear twice under different tags. Reads as padding and wastes prep space; consolidate.

5. Uniqueness cuts both ways. If manufacturing is already resurging because of data centers, the Pro can argue the impact is non-unique or already solved — the buildout is happening at scale and marginal restriction doesn’t reverse $4.3T in planned projects.

Highest-leverage fixes

• Add link evidence connecting data center demand to defense-relevant manufacturing (transformers, grid components, advanced chips) so the internal link isn’t a leap.

Wording the Plan

The plan says “establish national health insurance for incarcerated individuals.” The solvency evidence says something else. Edmonds (2021) and Winkelman (2017), the cards doing the actual work in the 1AC, are about repealing the Medicaid Inmate Exclusion Policy — the inmate exclusion buried in Section 1905(a) of the SOCIAL SECURITY ACT, which bars federal Medicaid payment for care delivered to people in custody. Repealing the MIEP and establishing a new national insurance program are different mechanisms with different solvency stories, different counterplan vulnerabilities, and different topicality profiles. The first cross-examination question every competent 2N will ask is: what does the plan do? If your answer is “repeal the exclusion and enroll incarcerated people in Medicaid,” then the negative’s Section 1115 waiver evidence and their squo-solves cards become directly responsive, and you have to explain why the plan is “national health insurance” rather than a Medicaid

amendment. If your answer is “create a new federal insurance program for incarcerated people,” then the Oregon experiment, the $4.7 billion state savings figure, and every MIEP card in your file stops being your solvency evidence, because none of it describes your mechanism.

Pick before the tournament. My advice is to defend MIEP repeal plus federal enrollment, because that is what every card in the file assumes, the fiscal story is clean, and the bill history gives you politics answers. Then be ready for the definitional consequence: your own T-Single Payer answer, Toth (2016), defines national health insurance as a system in which the state requires residents to purchase private coverage from competing multi-payer insurers. Read literally against your plan, Toth means you are mandating that people in prison buy Wellpath policies, which is an outcome nobody’s advantage describes and which your capitalism link turns spend four cards condemning. The answer — that Toth describes a genus and Medicaid-style public coverage sits inside the broader family the comparative literature calls NHI, per Immergut (2001) — is fine, but you need to deliver it smoothly in cross-ex, not discover the tension there.

The Neglect Advantage

The advantage is well built and honestly carded, and the honesty is both its strength and its soft spot.
