Historically, a farm’s success depended entirely on local inputs and immediate surroundings, leaving it completely vulnerable to regional shocks. Intuitively, you might expect today’s interconnected world to have solved this. By sourcing nutrients, labor, and transport across a vast global web, the modern food system should be more resilient than ever. If a disruption hits somewhere in the chain, the network should easily absorb it by rerouting, using different suppliers, or drawing from diversified buffers.

However, maximum efficiency often comes at the cost of redundancy. As multiple compounding pressures now begin to mount simultaneously across the globe, they are driving the food system toward a scenario that would immediately remind meteorologists of the Perfect Storm.

The phrase entered the public lexicon after the catastrophic 1991 storm off the coast of New England, when a developing low-pressure system, a powerful blocking high, and the remnants of Hurricane Grace converged under highly unusual conditions. The result was a nor’easter far more powerful than any of those individual forces could have produced alone. The danger lay not in any single weather system, but in their precise, fateful convergence.

Today, that exact dynamic is no longer just a metaphor. The convergence of compounding disruptions is the reality unfolding across our food chain.

As a foundational staple food and critical grain, wheat sits close to the core of the global food system, yet its production is unusually concentrated.

Russia is the world’s largest exporter, while Ukraine remains one of the world’s most important suppliers of wheat, corn, and other grains. Together, the two countries account for roughly 30% of global wheat exports, shipping the vast majority of this harvest across the waters they share. This makes the Black Sea far more than a regional shipping corridor; the body of water is instead one of the world’s most important arteries for moving calories from surplus regions to food-importing countries.

Tragically, the war is now choking that vital food artery from both sides. While Russia initially held a monopoly on terrorizing Ukrainian ports and grain routes around Odesa back in 2022, Kyiv is no longer hesitating to return the favor by dismantling Russia’s own export infrastructure. Last week, Ukrainian drone and missile strikes on the Russian port of Novorossiysk damaged two major grain export terminals, while Russian strikes targeted grain cargo vessels in Odesa.

Ukraine has aggressively rerouted exports through roads, railways, and the Danube ports of Reni and Izmail, while Russia routes its exports through the same region. These alternatives offer redundancy rather than equal capacity, and the waterways are fast reaching their limits. By late August, up to 70 vessels were backed up near the Sulina Canal with a throughput of just three ships a day. With costs reaching $8,000 per vessel daily, exports have plummeted to a fraction of normal volumes.

As a direct result, Chicago Wheat Futures surged to a 3-year high last week, underscoring how quickly physical disruptions translate into severe global market shocks.

The crisis has shifted downstream to the rivers. Yet, for a different reason.

Take the Rhine, Europe’s vital inland waterway connecting North Sea ports to the German industrial heartland. It handles everything from agricultural commodities to fuel and other bulk goods, but its capacity is fixed by nature. When low water levels or blockages disrupt shipping, there are no extra lanes to open—and the shockwaves ripple immediately across the entire European logistics chain.

In August, water levels at Kaub, one of the Rhine's critical shallow points, fell below 10 centimeters for several days, effectively disrupting shipping south of Mainz. Barge operators were forced to slash payloads as freight costs surged to record highs. The crisis grew so severe that French shipping giant CMA CGM introduced an emergency inland surcharge to offset the paralyzed traffic across the Rhine and other vital European waterways.

For farmers, rivers serve a dual purpose: they are essential for irrigation, livestock hydration, and crop production, but also act as the primary highway for exporting produce and importing agricultural inputs. Low water levels therefore trigger a severe dual squeeze, disrupting vital on-farm water supplies while sending transport costs for both imports and exports skyrocketing.

Crucially, this vulnerability is global. Vital shipping lanes for the global food chain are facing escalating threats from extreme weather. Prolonged droughts are repeatedly crippling traffic through the Panama Canal—the primary maritime shortcut connecting the Atlantic and Pacific oceans for major food and crop shipments. Meanwhile, extreme low-water levels on the Mississippi and the Danube are routinely forcing operators to slash cargo loads, directly threatening agricultural supply lines.

Ultimately, this demonstrates how food can grow more expensive without any actual shortage of supply. When vital waterways stall, soaring transport costs trickle down to your grocery bill. After all, if a barge is forced to operate at half-capacity, the number of required journeys multiplies, and consumers foot the bill.

Yet, transport is only half the equation. Before food can ever be shipped, it has to be grown—and modern agriculture depends on a handful of critical inputs. Chief among them is fertilizer, whose supply chain is itself inextricably tied to energy.

Within this category, nitrogen fertilizer is particularly vital. Ammonia, the basis of most nitrogen fertilizers, relies heavily on hydrogen derived from natural gas. This makes energy a fundamental input into the food system: from gas to fertilizer, from fertilizer to yields, and from yields to grain. Consequently, disrupt one link, and the effects travel relentlessly down the chain.

This interconnectedness explains why the Strait of Hormuz matters far beyond oil. Around 8% of global ammonia production sits behind the strait, while Qatari gas and LNG supply fertilizer plants around the world. As a result, any disruption can hit twice: by restricting fertilizer exports directly, and by cutting off the energy needed to produce fertilizer elsewhere—as recently seen when Middle Eastern conflict cut off Qatari LNG supplies and forced major gas-based fertilizer plants in India to temporarily shut down.

Alarmingly, the Food and Agriculture Organization (FAO) has warned that this fertilizer scarcity threatens to suppress yields and tighten food supplies well into 2027. They highlighted a strict agricultural reality:

“Agriculture operates within a crop calendar that cannot be postponed. Fertilizers must be applied at specific moments in the crop cycle. If they do not arrive on time, yields are reduced, regardless of what happens later.”

Because of this rigid timeline, the next planting season carries far higher stakes than the current harvest. Farmers may still be gathering pre-disruption crops, making today’s shortage feel nearly invisible. This persistent tightening continues to choke supply, as exporting nations have slammed the door, starkly illustrated when Russia suspended ammonium nitrate exports in April, cutting off roughly 25% of the global ammonium nitrate supply.

Adding to the strain, the Hormuz shock feeds directly into input costs farmers cannot simply absorb.

Modern farming relies heavily on diesel to power tractors, combines, and grain trucks—making fuel prices a critical variable that dictates the economics of every single planting and harvest season. Particularly in the United States and Europe, diesel prices are approaching all-time highs. The nationwide U.S. average hit $5.62 per gallon in August—just twenty cents shy of the record set in May 2022.

The drivers are clear: global supply shortages caused by refinery damage from conflicts, shipping disruptions in key waterways, and deeply depleted fuel inventories. For Russia—the world's second-largest diesel exporter—the crisis is so severe that domestic supplies have forced drastic intervention:

“Russia is set to extend its diesel export ban through September as fuel shortages persist in the domestic market, with a number of refineries still idle following repeated Ukrainian drone attacks, three industry sources told Reuters.

One of the sources said extending the ban until the end of the year is also under discussion.”

For American farmers, the timing couldn’t be worse. The United States is the world’s second-largest agricultural diesel consumer after China, far outpacing every other country. Diesel accounts for roughly 5% of production costs for major crops like wheat, corn, and soybeans, even before factoring in transportation. During the 2025–26 planting season alone, U.S. farmers spent an estimated $1.4 billion more on diesel than the year before—and costs heading into the harvest season are projected to eclipse even that figure.

The high fuel prices compound the ongoing fertilizer shock. As a result, farmers are squeezed at every turn: paying more to prepare fields, plant, harvest, and transport yields to market. Unlike fertilizer, where application rates can sometimes be tweaked, the required fieldwork demands fuel. This relentless cost pressure cascades through every single stage of the agricultural cycle.

Consequently, the real question is how farmers will adapt when planning their next crops. They may shift their crop mix or plant fewer acres. While individual decisions might seem modest, multiplied across millions of hectares, they ultimately dictate the size of the next global harvest.

Skeptics might argue that food prices have peaked, argueing that high prices for some of these critical agricultural inputs have persisted throughout 2026.

However, the IMF estimates that it takes six to twelve months for commodity and producer price shifts to fully reach grocery store shelves, as goods move through processing, packaging, and distribution. Today’s supermarket prices reflect yesterday’s conditions rather than current production realities. By the time higher prices hit consumers, the decisions driving them were made months prior.

And precisely while that lag is playing out, tomorrow's harvests are already under threat.

According to the World Meteorological Organization (WMO), the Super El Niño continues to intensify steadily and is expected to dominate global climate patterns from August to October. The phenomenon is projected to drive price shocks through 2028, disrupting rainfall and temperatures in major agricultural regions and adding immense uncertainty to an already fragile planting season. Goldman Sachs analysts warn that the intensity of this weather pattern could trigger a 16% surge in global food commodity prices.

Crucially, El Niño doesn’t need to cause a total global crop failure to do damage. Normally, a poor harvest in one region is balanced by surplus elsewhere—the great advantage of a globalized food market. But that flexibility relies on having a safety margin. When shipping lanes are jammed, alternative routes congested, farm inputs overpriced, and margins razor-thin, a weather shock doesn’t need to destroy an entire harvest. It only needs to strip away the system’s last remaining layer of slack.

To illustrate, the Russian experience shows how quickly this crisis turns circular. Despite a massive grain harvest exceeding 100 million tonnes, Russia struggles to export its grain due to disrupted Black Sea routes. As unsold wheat accumulates, domestic prices plummet, forcing the government to weigh expensive alternative corridors through the Baltic, Caspian, and Arctic. Consequently, some farmers are already demanding reduced winter sowing to avoid another surplus—even as officials warn this threatens long-term food security.

Ultimately, this is the great paradox at the heart of today’s food system: a country can sit on a mountain of grain and still tighten the global market. The issue is rarely total production; rather, it is the ability to connect supply with demand at the right time and a reasonable cost.

The cruelest aspect of the crisis is where the burden ultimately lands. Many of the world’s developing nations remain deeply dependent on imported staple foods, while possessing zero financial cushion to absorb sudden price spikes.

The underlying vulnerability is absolute: when supply chains break down, and essential operational costs surge concurrently, import-dependent nations run out of alternatives—and the means to pay for them. Because of this, the countries with the smallest buffers are facing some of the largest challenges

This is what makes the current environment so dangerous. The food system was engineered for efficiency, not for a cascade of compounding shocks hitting all at once. A blocked Black Sea corridor, a dry riverbed, an unaffordable fertilizer shortage, soaring diesel prices, or a shifting El Niño weather pattern could each be managed in isolation. When they lock together, however, they reinforce one another and rapidly strip away the very redundancy globalization was built to provide.

Much like the legendary convergence off the New England coast, the true threat is not any single force, but the fateful moment when multiple pressures collide—leaving the global pantry with nowhere left to absorb the blow.

America had won the war, yet it still had to convince those who had financed it that the new republic would honor its promises. Hamilton understood that this was not simply a problem of paying old bills; rather, it was a problem of public credit. Years earlier, in 1781, Hamilton had already articulated that he believed public debt could be a source of national strength rather than merely a burden:

“A national debt, if it is not excessive, will be to us a national blessing.”

To achieve this vision, they built an entire financial system around the government’s obligations. Hamilton persuaded Congress to assume the states’ war debts and refinance them into standardized federal bonds. At the same time, he proposed using tariff revenues and excise taxes, including a controversial tax on whiskey, to service the debt, while establishing the First Bank of the United States as part of a broader system for mobilizing capital.

The objective was to make American securities credible, liquid, and attractive enough that investors would willingly hold them. Hamilton succeeded. By 1792, the newly structured government bonds were trading at roughly $1.20 for every dollar of face value, a remarkable turnaround for a government whose credit had been deeply uncertain only a few years earlier. He had transformed the obligations of a fragile new republic into securities that investors were willing to pay a premium to own.

Ultimately, that distinction would become one of the foundations of American financial power. Hamilton did not simply create a way for Washington to borrow; instead, he helped establish a market where government debt could circulate through the economy. As the country grew, so too did that market, evolving until Treasuries became standardized, liquid, and widely held—a system fully capable of absorbing the liabilities of an expanding state.

However, Hamilton was under no illusion that debt could simply grow without limits. In his 1790 Report on Public Credit, he argued that borrowing had to be matched by a credible means of repayment:

“The creation of debt should always be accompanied with the means of extinguishment. This he regards as the true secret for rendering public credit immortal.”

This principle laid the groundwork for American statecraft. Whenever government borrowing outgrew the existing financial architecture, Washington found ways to adapt it. The methods changed, but the objective remained constant: preserve the liquidity and credibility of U.S. debt while enabling the state to keep expanding.

Despite this adaptable approach, the first attempt at building a national financial institution did not last. The First Bank of the United States lost its charter in 1811 amid political opposition, and the Second Bank, created in 1816, met the same fate when its charter expired in 1836.

As a result, for much of the nineteenth century, the United States operated without a central bank, while repeated banking panics exposed the weakness of a fragmented financial system. To address this instability, the Federal Reserve was finally created in 1913—largely in response to this instability and the Panic of 1907—to create a more stable banking system and a more elastic supply of money and credit.

By 1942, however, the nature of the challenge shifted entirely. The problem was no longer whether investors trusted the United States—they did. Instead, the challenge was how much debt Washington was about to issue. The country was preparing for a war that would require an extraordinary expansion of federal spending, while officials wanted to prevent rising interest rates from making that borrowing prohibitively expensive.

The solution was found in an extraordinary agreement between the Treasury and the Federal Reserve. In April 1942, the Fed agreed to hold three-month Treasury bill yields at 0.375% and long-term Treasury yields at approximately 2.25%. If investors demanded higher returns, the central bank would buy enough securities to defend the ceiling. In short, it was America's first experiment in yield curve control.

The numbers show just how powerful the arrangement was. Federal debt rose from roughly $43 billion before the war to about $269 billion by 1946—more than six times its prewar level. Despite this, the cost of servicing that debt remained remarkably contained. In 1946, the federal government paid roughly $6 billion in interest, equivalent to an effective rate of about 2.2%. Thus, Washington had effectively insulated itself from the price a freely moving bond market might otherwise have demanded for such a rapid expansion in borrowing.

The arrangement worked because the Federal Reserve was willing to make the government’s financing problem part of its own balance sheet. Once the war ended, though, the trade-off became painfully clear. Inflation surged, nearly reaching 20% in 1947, while the 2.5% ceiling on long-term Treasury yields remained in place.

Naturally, the Treasury wanted to preserve cheap financing, whereas the Federal Reserve increasingly needed freedom to fight inflation. The conflict eventually contributed to the 1951 Treasury-Federal Reserve Accord, which ended the formal yield caps and restored greater independence to monetary policy.

The lesson was clear: Washington could influence the price of its debt, but it could not permanently suppress the forces that determined that price.

What followed was a more subtle form of financial engineering. After World War II, the Bretton Woods system made the dollar the anchor of the international monetary system: other currencies were tied to the dollar, and the dollar itself was convertible into gold. This gave foreign governments a reason to accumulate dollars as reserves, while Treasuries became the system’s safest and most liquid assets. When Bretton Woods collapsed in 1971, the dollar lost its gold anchor but not its global role. The world still needed dollars for trade, commodities, and finance—and increasingly held Treasuries as the place to store that liquidity.

The pattern continued after 2008. Post-crisis regulations such as the Supplementary Leverage Ratio (SLR) made banks safer, but also limited their ability to hold and intermediate Treasuries. When the Treasury market seized up in March 2020, regulators temporarily relaxed the rule to give banks more capacity to absorb government debt. More recently, the SLR has again been loosened, another example of the financial system being adjusted to accommodate America’s growing debt.

The pattern is remarkably consistent. Whenever the scale of American debt increases, the financial architecture around it adapts: Hamilton built the market, the wartime Fed controlled its price, Bretton Woods created global demand for dollars, and post-2008 regulation expanded the system’s capacity to intermediate Treasuries. Each time, Washington found another way to make a larger supply of government debt easier to absorb.

And now, the scale of the underlying problem has become difficult to ignore.

Last week, U.S. federal debt crossed $40 trillion. It had taken more than two centuries to accumulate the first $20 trillion; the second $20 trillion arrived in roughly a decade. Interest payments have also become one of the largest items in the federal budget, while long-term Treasury yields have come under renewed pressure as investors demand more compensation for absorbing the government's expanding borrowing needs

The number is staggering, but you might begin to understand how the United States has been able to finance such an expansion without the Treasury market simply rejecting it. The answer is the same one that runs through its financial history: the system keeps adapting.

At $40 trillion, the question is no longer simply whether Washington can issue debt. It is whether the financial system can continue absorbing it without forcing the government to pay materially higher rates. And once again, Washington is responding by changing the architecture of the market itself.

Treasury Secretary Scott Bessent has increasingly emphasized the short end of the Treasury curve, while the Treasury has also used buybacks to support liquidity in longer-dated securities. At the same time, policymakers have been looking for ways to increase the capacity of banks to hold and intermediate Treasuries.

This is not 1942. There is no explicit yield ceiling, and the Treasury is not ordering the Federal Reserve to finance the government. The strategy is more indirect. Instead of controlling the price of debt outright, Washington is attempting to influence the structure of the market so that sufficient demand exists to keep that price from becoming unbearable.

The GENIUS Act, signed into law in 2026, may ultimately be remembered as more than a piece of cryptocurrency legislation. By requiring regulated stablecoins to maintain one-to-one reserves in approved dollar assets, including short-term U.S. government securities, it links the growth of a new form of digital money to the demand for Treasury bills. The stablecoin itself does not give its holder a claim on the interest earned by those reserves.

The market is already large enough to matter. Stablecoin market capitalization has surpassed $300 billion in 2026. Tether, the largest issuer, has approximately $141 billion in direct and indirect exposure to U.S. Treasuries, including roughly $122 billion held directly. That puts Tether among the largest holders of U.S. government debt in the world—remarkable for a private company whose core product did not exist two decades ago.

But the more important number is the one Washington is planning for. On the day the Senate passed the GENIUS Act, Treasury Secretary Scott Bessent cited a Citi forecast that the stablecoin market could reach $3.7 trillion by 2030. Citi’s April 2025 report put $3.7 trillion at its bull-case estimate and projected up to $1 trillion in net new Treasury purchases under a U.S. regulatory framework. Citi has since revised its 2030 bull case to $4 trillion, reflecting faster-than-expected growth.

That is the strategic significance: Washington is not simply regulating a new form of digital money, but actively extending the dollar system into the digital economy. As stablecoins grow as a settlement layer for cross-border finance—which remains overwhelmingly dollar-denominated—their reserves must grow with them. Because those reserves are largely held in short-term government debt, every new digital dollar creates a fresh pool of demand for U.S. Treasuries, reinforcing global dollar dominance much like Bretton Woods did for postwar trade. Citi itself expects on-chain money to remain heavily dollar-bound, providing vital incremental demand for American liabilities.

This explains the unusually favorable regulatory treatment. However, whether this strategy will succeed remains a question for time to tell. Experts point out that stablecoins risk masking public debt, sparking comparisons to the financial repression of the 1940s when inflation eventually broke the system.

For more than two centuries, Washington has repeatedly engineered its financial environment to manage rising debt—from Hamilton’s public credit and wartime borrowing controls to Bretton Woods and post-2008 intermediation rules. Where Hamilton once spoke of a "means of extinguishment," modern Washington pursues a means of absorption.

Ultimately, America's $40 trillion debt is not merely a measure of how much has been borrowed, but of how successfully the nation has engineered a financial system capable of absorbing it.

Ironically, that country is Canada.

While the United States now produces roughly 14 million barrels of crude oil a day, its refineries still process millions of imported barrels. In 2025, Canadian crude alone accounted for 63.4% of U.S. crude imports. The issue is not a shortage of domestic supply, but a fundamental mismatch in chemistry. American shale basins primarily yield light, sweet crude, whereas the sprawling refining network across the Midwest was specifically engineered and retrofitted decades ago to process something entirely different: the heavy, dense, and sulfur-rich bitumen flowing out of Alberta's oil sands.

Treating crude as a simple, interchangeable commodity hides these hard engineering realities. A barrel is just a barrel until it enters a specialized refinery, where chemistry, pipeline routing, and metallurgy suddenly dictate economic survival.

Over the decades, American refiners poured billions of dollars into facilities designed exclusively for heavy Canadian feedstock. The BP Whiting refinery in Indiana alone burns through roughly 430,000 barrels a day of it, with identical configurations anchoring industrial hubs across Illinois, Michigan, Wisconsin, Ohio, and Oklahoma.

In the Midwest specifically (PADD 2), Canadian crude accounts for essentially 100% of all foreign crude imports, leaving zero alternative foreign barrels entering the region. Consequently, American energy independence is an illusion when viewed through the lens of processing; the nation's production is diversified, but its refining capacity is concentrated. Retooling these complex refineries to process different types of crude would be costly and take years. It is not something U.S. refiners are currently planning to do—a reality detailed by Reuters:

“U.S. refiners are not planning to make big-ticket investments to process more domestic crude and less oil from top suppliers Canada and Mexico, industry sources and analysts said, an obstacle to President Trump's plan to boost oil output.”

The Kansas City Federal Reserve was already warning of this vulnerability last year, highlighting the limited ability of Midwest refineries to replace Canadian crude without incurring high costs:

“U.S. imports of Canadian oil—a heavy sour crude—have doubled over the past two decades. Most of this oil is sent to Midwest refineries that specialize in processing heavy sour crude. These refineries have limited flexibility to substitute other types of crude without incurring the cost of switching equipment. As a result, higher prices for Canadian crude, including from tariffs, could lead Midwest consumers to pay higher prices on refined petroleum products such as gasoline, holding other factors constant.”

The mutual reliance has quietly morphed into a profound vulnerability precisely as Washington's geopolitical cushion has worn thin. Earlier this year, the disruption of the Strait of Hormuz choked off a major global shipping artery, triggering a massive international emergency release. The United States tapped its Strategic Petroleum Reserve (SPR) for 172 million barrels, treating it as a buffer against foreign shocks. But instead of preserving what remained, Washington chose this exact moment to ignite a trade dispute with its largest energy provider under the looming shadow of the 2026 CUSMA review deadlines.

By mid-August, the SPR had plummeted to roughly 293 million barrels—less than half its 2010 peak and sitting at its lowest mark since the Reagan administration. Worse still, the Government Accountability Office has warned that more than a quarter of the remaining inventory may not be immediately available:

“The SPR’s drawdown, distribution and fill capabilities are currently limited and are at risk going forward due to longstanding issues with aging infrastructure compounded with ongoing major construction intended to address them.”

Ignoring these physical constraints, Washington enacted steep 50% tariffs on roughly $20 billion worth of Canadian goods. In response, Ottawa and provincial leaders like Ontario Premier Doug Ford placed everything on the table—including potential legislative mechanisms to directly tax or throttle energy flows south—while preparing dollar-for-dollar retaliatory strikes targeting American steel, electronics, and agricultural machinery starting September 8, with all diplomatic channels currently frozen.

Yet, market data immediately exposed the disconnect between political bluster and physical reality. During the very week the tariffs hit, imports of Canadian crude actually surged by nearly 600,000 barrels a day, averaging 4.2 million barrels daily. Refineries running at high utilization rates could not throttle back even if they wanted to.

This friction exposes a deep contradiction. Consider Line 5, the 73-year-old pipeline crossing beneath the Straits of Mackinac to pump 540,000 barrels of oil and gas liquids daily, supplying over half of Michigan's propane. While Washington slaps tariffs on Canadian commerce, the U.S. Department of Justice finds itself jointly fighting in court alongside Ottawa to prevent Michigan regulators from shutting that exact pipeline down. The border is political lines on a map; the energy grid is an integrated physiological system that rejects artificial borders.

For half a century, this continental pipeline network operated smoothly precisely because nobody treated it as a foreign entanglement. But that era is officially drawing to a close. Prime Minister Carney made this clear last week in remarks on Canada-U.S. trade negotiations:

“We cannot control the storm blowing in from Washington. We can chart a new course by building Canada strong at home and diversifying our trading relationships abroad.”

Canada has spent recent years aggressively insulating itself against American unpredictability. The completion of the Trans Mountain expansion (TMX)—often referred to as the Canadian ‘Trump-Proof” Oil Pipeline— in 2024 doubled pipeline capacity to nearly 890,000 barrels a day, carving a direct highway for Alberta crude to reach the Pacific coast.

The shift became increasingly visible in 2025. Trans Mountain transported an average of 761,000 barrels per day, up 37% from 555,000 in 2024, while 67% of the vessels loaded at its Westridge Marine Terminal were destined for Asia. Driven by the strong global pricing premiums Asian refiners pay above North American benchmarks, Prime Minister Mark Carney's diplomatic push in Beijing and across Europe has unlocked billions in non-American trade agreements, paired with exploratory plans for a brand-new West Coast export pipeline that could eventually divert another million barrels daily toward Asia.

Washington still operates on the outdated assumption that Canadian crude has nowhere else to go. While the Trans Mountain expansion and new trade agreements are opening alternative export routes, the ties remain deep: roughly 85% of Canada's oil still flows south. Severing that volume abruptly would deal a heavy blow to Canadian producers and provincial budgets.

Yet this cuts both ways, exposing a blind spot in U.S. strategy. For decades, refineries in the American Midwest and Gulf Coast have been optimized specifically to process heavy Canadian crude from the oil sands. Washington routinely underestimates this operational dependence. Halting or heavily penalizing this supply leaves American refiners with few alternatives and drives up costs directly for domestic fuel consumers.

Rather than forcing Canada into submission, a trade war is simply accelerating a multi-year diversification away from its dominant partner. The pipelines that once bound the two nations together are shifting from a permanent union into a strategic choice—and acquiring that choice changes the balance of power.

The ultimate question remains: who blinks first?

The USS Abraham Lincoln is on a historic streak of consecutive days at sea, with more than 200 days in a combat zone. On board are roughly 5,000 sailors and Marines, and keeping the crew and its entire air wing fully operational for months on end requires staggering amounts of resources. The ship’s galley prepares roughly 18,000 meals every day, and to support its Carrier Air Wing, the Lincoln carries approximately 3 million gallons of JP-5 aviation fuel. During heavy flight operations, its aircraft can consume between 150,000 and 300,000 gallons per day—all to power a relentless campaign that has now surpassed 10,000 sorties.

And that’s just the tip of the iceberg. According to USNI, more than 20 warships are currently operating in the Northern Arabian Sea region, constantly juggling refueling, resupply, and basic provisioning.

In short, it is a colossal operation where nothing can be left to chance.

However, last week, videos surfaced showing dire conditions on board, including moldy showers and broken toilets, while reports detailed weeks without working laundry, scarce food rations, and a total runout of basic toiletries like soap and toothpaste. At the same time, sailors on the Lincoln are suffering from low morale, with some reportedly even attempting to jump overboard amid their extended deployment. When asked about these reports, Trump dismissed the outcry with a blunt claim that the mission was "not nearly long enough.”

Professor at the U.S. Merchant Marine Academy, Salvatore Mercogliano, described the grueling reality of the extended deployment bluntly, exposing the stark contrast between those dismissive remarks:

“Every day on a ship is Groundhog Day. It's the same freaking day every day. It doesn't matter what day it is. It's a Monday. It doesn't matter because you're working 24/7. And if you work at that pace and that level for a long, protracted period of time, you’re going to get sloppy. You’re going to start losing your mental edge. And that’s the problem you’re seeing there. They’re conducting warfare, war-level operations, a blockade with just two carriers.”

As a result, the last remaining carrier in the Pacific has become the latest U.S. Navy ship drawn into the conflict with Iran. The USS George Washington is now headed to the Middle East to replace the Lincoln and finally relieve its exhausted sailors from their extended deployment.

But the Lincoln is not the only ship this month that the George Washington Carrier Strike Group has been called upon to support. Earlier this month, a U.S. Navy destroyer in the South China Sea went four days without power after an engineering failure, leaving its crew stranded without potable water, working toilets, galley services, or air conditioning. The stricken warship had to receive emergency provisions—including meals—directly from the George Washington before being towed into port for repairs.

It underscores a fleet-wide crisis stretching far beyond a single tired ship—a symptom of a much deeper, structural vulnerability.

These situations laid bare something few geopolitical “experts” have talked about. Most headlines discussed whether the U.S. should strategically seize Persian Gulf islands like Abu Musa or the Greater and Lesser Tumbs to break Iran's chokehold on the Strait of Hormuz, or whether capturing mainland oil terminals could force Tehran to the negotiating table. But high-level military strategy means nothing if you cannot physically sustain the force required to execute it.

As the old military maxim goes: Amateurs talk strategy, professionals talk logistics.

It is a phrase famously attributed to U.S. General Omar Bradley, who played a crucial role in Allied victories during World War II and ultimately rose to become a five-star general.

That lesson has defined American military power ever since. Historically, the U.S. military has operated close to secure forward bases since World War II. When fighting in Korea in the 1950s, there was Japan. In Vietnam, the Philippines. During Gulf conflicts in the 1990s and 2000s, short-staging hubs like Bahrain, the UAE, Oman, and Kuwait were right on the doorstep.

The conflict with Iran shattered that playbook entirely. The U.S. lost its foundational bases in the central Persian Gulf region, including its main logistical hub in Bahrain. As a result, the Navy has lost access to a vital liberty port, a designated harbor where sailors can finally step ashore for downtime.

Stripped of these close-in facilities, the U.S. is forced to operate from extreme distances. Its only secure, heavily established hub in the region is located far to the south at Diego Garcia in the Indian Ocean, which the U.S. and the UK manage together, a staggering 2,500 miles (4,000 kilometers) away from the conflict zone.

While secondary options exist—such as Djibouti on the Horn of Africa (vulnerable to Houthi threats) or facilities at Salalah and Duqm in Oman, which are well within the strike zone—providing a continuous logistical lifeline from thousands of miles away is an immense strain. To keep the fleet forward-supplied, the Navy must constantly send Military Sealift Command (MSC) ships deep into contested waters or pull combat ships all the way back down to distant bases.

In March, Iran launched at least two intercontinental ballistic missiles toward the island of Diego Garcia. Neither missile struck the target, as one of the missiles reportedly failed in flight, while the other was intercepted by a U.S. warship. Though the strike ultimately missed, it served as a chilling reminder: even from thousands of miles away, the U.S. military’s most vital rear-area logistics hub is now firmly viewed as a viable target.

As this logistical collapse unfolds, military planners in the East are watching closely.

Not because Iran is a model for modern warfare. Instead, they are watching because the United States is revealing something far more valuable: how its military logistics behave under sustained pressure. Every conflict is an intelligence exercise for the next one. Washington is providing a masterclass in what happens when supply lines are pushed to the limit.

How long can a carrier remain at sea? How quickly do crews deteriorate? Which supply nodes become impossible to replace? China does not need to guess. It can watch the answers unfold in real time.

This highlights a hard truth. An aircraft carrier is one of the most powerful objects ever built, but its usefulness depends entirely on everything around it. On a map, American military power looks like a collection of ships and aircraft. In reality, it is a vast network of ports, airfields, fuel depots, repair yards, and bases. Remove enough of that network, and the platforms lose their value.

The U.S. has faced this friction before. When the USS George Washington was withdrawn from Japan in 2015 for a massive, multi-year nuclear refueling and overhaul, it was not just a matter of moving a warship. It meant stripping an entire piece of forward infrastructure out of the region. This included the maintenance, personnel, and repair capacity needed to keep the ship operational.

Now, history is repeating itself as the George Washington Carrier Strike Group sails toward the Persian Gulf. This time, however, tensions between the U.S. and China in the South China Sea are much more intense—a topic we explored in an earlier piece, Eyes on the Price. Former Indo-Pacific commander Admiral Philip Davidson warned that the move could become a national security threat.

The lesson stretches far beyond a single carrier. While missiles and aircraft fight the current war, external planners are taking notes. They track fuel consumption rates, replenishment cycles, and the heavy strain of missing infrastructure. For China, that information is priceless. The next major test of American logistics will not happen in the Arabian Sea. It will happen in the Pacific. There, distances are vaster, supply lines are longer, and the adversary is far more capable of disruption.

The ultimate irony is that Washington is learning this lesson at its own expense. The war is testing how effectively the United States can project power. At the same time, it is exposing how much hidden infrastructure is required to sustain that power once easy logistics are gone

In the Art of War, Sun Tzu advised that victory is won before the battle is ever fought, decided entirely by the systems that sustain the army. Yet, there is another, perhaps more haunting, military principle at play here: “Never interrupt your enemy when he is making a mistake.”

China is not interrupting. They are simply watching. They understand that an adversary does not always need to strike to win. Sometimes, it is more than enough to simply stand back, wait for the logistics to fracture, and let the system reach its absolute breaking point.

Diamonds derived their value from scarcity, but suddenly there were far too many of them. Cecil Rhodes and Barney Barnato, once fierce competitors in Kimberley, eventually consolidated their interests in 1888 to form De Beers Consolidated Mines. What followed was the creation of one of the most powerful monopolies in history. De Beers bought up competing mines, controlled distribution, and regulated how much rough diamond supply actually reached the market. When necessary, stones could be kept out of circulation to protect prices.

De Beers understood that controlling supply was only half the equation. It also had to manufacture demand. Through decades of advertising, the company transformed the diamond into the ultimate symbol of love, marriage, and status. In 1947, it introduced the iconic slogan: "A Diamond Is Forever." To cement this, they engineered the famous two-month salary rule, turning a luxury purchase into an expected social obligation. De Beers was no longer just selling stones. It was selling scarcity, romance, and the expectation that a diamond was a mandatory milestone.

For most of the twentieth century, the formula worked remarkably well. De Beers hit its peak in the mid-to-late 20th century by controlling between 80% and 90% of the world’s rough diamond supply and strictly regulating prices through its London-based Central Selling Organisation (CSO).

In 2012, Rihanna famously sang that we should “shine bright like a diamond,” reflecting an era when the market was still at its zenith.

Eventually, however, the shine faded.

Over the past fifteen years, the natural-diamond market has entered a prolonged decline, hitting De Beers with three consecutive years of write-downs totaling a staggering $6.8 billion. To defend its turf, the company spent years trying to hold prices well above the true market rate. But last month, the pressure finally proved too much, forcing De Beers to make some of the deepest cuts ever to its official diamond prices. Even that desperate move failed to stem the bleeding. Last week, Bloomberg’s DIAMINDX—which tracks the spot market value of a standardized basket of natural diamonds—plunged to an all-time low, sitting roughly 70% below its 2011 peak.

Ironically, this crash isn't happening because natural diamonds are suddenly abundant. In fact, global supply has steadily declined since its peak in 2005. In recent years, major diamond mines have permanently closed or suspended operations due to depleted reserves, meaning natural diamonds are genuinely becoming scarcer. Yet, despite this natural supply crunch, the market is imploding.

The roots of this disruption go back decades. They were born not of luxury, but of sheer industrial and strategic necessity. As the hardest natural material on Earth, diamond features a rigid, three-dimensional carbon lattice that makes it unmatched for heavy-duty manufacturing tools and drill bits. Yet, its utility extended far beyond the factory floor. Because diamonds handle extreme heat and radiation better than almost any other material, they are also vital for military and aerospace applications.

Rather than relying on earth-mined stones, scientists learned to replicate nature inside the laboratory. They created synthetic or lab-grown diamonds that are physically, chemically, and optically identical to their natural counterparts.

To meet the growing demand for industrial-grade diamonds, China built a massive manufacturing footprint centered on Henan province. China methodically scaled up massive high-pressure, high-temperature (HPHT) capacity. Using heavy presses to recreate the extreme conditions of the Earth's mantle within factory chambers, they laid the groundwork for mass-producing lab-grown diamonds.

With the technology maturing, Chinese manufacturers realized those same heavy industrial presses could produce gem-quality stones. As diamond demand reached record highs and astronomical prices in the 2010s, that profound industrial muscle pivoted.

What started as a quest for industrial self-reliance exploded into a lucrative rush for consumer wealth. Although lab-grown stones were priced well below natural ones, their sheer volume and surging popularity captured the booming demand, dragging down the broader market and reshaping consumer expectations. China quickly cornered over 60% of global lab-made diamond production—with some estimates pushing past 90%—turning a rare luxury into an industrial commodity.

For De Beers, the irony is hard to miss. The company was originally forged in response to a nineteenth-century oversupply crisis and spent the next century mastering how to control it. This time, however, the new flood of supply isn’t coming from another mine, but from massive manufacturing lines.

The effect on the jewelry market has been brutal. As production expanded and costs plummeted, lab-grown diamonds have become dramatically cheaper than their natural equivalents, now generally costing 75% to 90% less. Consumers can suddenly buy a physically and chemically identical stone for a fraction of the price, while completely sidestepping ethical concerns like conflicts and blood diamonds. In the United States—which is the world’s largest jewelry market—lab-grown diamonds have rapidly captured the engagement-ring sector, while demand for natural stones steadily weakened. Demonstrating this shift, 61% of buyers in the US opted for a lab-grown diamond in their engagement ring last year.

The price collapse marked a harsh reversal for manufacturers. Historically, companies producing lab-grown diamonds enjoyed massive gross margins, often exceeding 80% to 90%. But as supply quickly overwhelmed demand, the entire jewelry market became bogged down in relentless overproduction, destructive price wars, and tumbling retail prices globally.

Yet, against this backdrop, shares of China's largest lab-grown diamond producers have recently surged. The catalyst is a surprising and fitting turn of events.

The diamond industry is finding an entirely new customer in artificial intelligence, driven by the material's exceptional physical characteristics. For the industry, this high-tech shift is far more than a clever niche application. It’s bringing the material's journey full circle.

To understand why this matters strategically, we have to look at the physical bottleneck holding back modern AI infrastructure. As companies like Nvidia, AMD, and hyperscalers pack billions of transistors onto denser silicon wafers, power consumption and specifically heat generation have skyrocketed. Traditional cooling methods, including liquid cooling and standard copper heat sinks, are rapidly hitting their thermodynamic limits. In high-density AI clusters, chips literally begin to throttle their own performance to prevent melting, turning thermal management into the single most critical constraint on computational scaling.

This is where lab-grown diamonds alter the strategic calculus. Thermal conductivity refers to a material's ability to conduct and transfer heat away from a source. Diamonds possess a thermal conductivity roughly five times higher than copper at room temperature. By integrating diamond heat spreaders directly onto or beneath AI accelerators, engineers can dissipate heat with a speed and efficiency that copper simply cannot match. It shifts diamond from a discretionary luxury item into a critical enabler of scalable compute.

Emphasizing how conventional materials are hitting a wall that threatens future progress, Liu Yuenan, an analyst at Shanghai-based Guotai Haitong Securities, points out the importance:

“Thermal management for high-density AI computing stands out as a core growth driver. Copper, the conventional material, is approaching its performance limits.”

This realization turns historical market dynamics completely upside down.

In February, California-based Akash Systems delivered the first diamond-cooled Nvidia GPU servers to an Indian cloud provider. Simultaneously, Chinese manufacturers began shipping high-spec diamond heat spreaders after passing rigorous overseas qualification tests. This practical implementation is rapidly scaling up on the ground. Researchers from the Chinese Academy of Sciences recently deployed a new diamond-copper composite material in an AI computing node in Henan province, successfully boosting cooling efficiency by up to 80% and helping the industry leap past the physical limits of traditional copper.

This stark pivot marks the ultimate irony for the entire industry. De Beers spent generations convincing humanity that a diamond’s value lay entirely in its rarity, backed by artificial scarcity and emotional marketing. But the market’s true future is being forged in high-pressure chambers where scarcity is obsolete, and utility is everything.

As this new reality takes hold, the implications extend far beyond the gemstone trade. China has taken a material once defined by geological scarcity and turned it into a scalable industrial input—first for manufacturing, then for consumer goods, and now potentially for the infrastructure powering artificial intelligence. That matters because control over the AI supply chain is increasingly shifting away from the chips themselves and toward the materials needed to make them run. In that sense, the diamond's transformation is not merely a story about the collapse of a luxury market. It is a striking microcosm of a much larger shift: China is increasingly turning abundance, scale, and industrial capacity into strategic power.

The gem once marketed as an eternal symbol of scarcity and romance has seen its shine fade, as it quietly transforms from a symbol of luxury into a high-tech workhorse born on a roaring Chinese factory floor.

“We must have more ships, more guns, more planes—more of everything. We must be the great Arsenal of Democracy.”

Roosevelt was not merely describing an ambition. America actually succeeded.

Between 1939 and 1944, U.S. manufacturing volume more than doubled, while the country’s raw materials production, labor force, and manufacturing employment all expanded sharply. An economy that had been emerging from the Great Depression was transformed into a war machine capable of supplying not only its own armed forces, but much of the Allied war effort.

By the time the war ended, American manufacturing had surpassed every global competitor by an unprecedented margin, delivering roughly 6.5 million rifles, 300,000 warplanes, nearly 100,000 armored vehicles, and a vast surplus of trucks, warships, and munitions sufficient to sustain a multi-front campaign and to provision much of the Allied coalition.

The “Arsenal of Democracy” was not a metaphor. It was an industrial reality.

Nearly 85 years later, the U.S. still fields the world's most powerful military and outspends all others on defense. However, America’s Arsenal of Democracy faces deep structural hurdles, with many defense experts arguing that it is largely a ghost of its former self. Its primary constraint is not capital. It is industrial capacity.

Decades of post-Cold War consolidation, offshoring, and budget cuts have left the defense sector leaner, heavily concentrated, and ill-equipped for rapid scaling. Compounding this challenge is the aging military-industrial workforce that struggles with severe shortages of skilled machinists, process engineers, and chemists, leaving vital defense hubs overwhelmed by soaring demand.

The five-month war with Iran has laid bare this problem, making it impossible to ignore.

The United States has used a substantial share of its stockpile of advanced missiles and interceptors, while the Pentagon is now pressing defense companies to accelerate production. Recent reports indicate that U.S. inventories of Patriot and THAAD interceptors have fallen sharply during the conflict, exposing the uncomfortable reality that even the world's largest military cannot manufacture some of its most sophisticated weapons at wartime speed. Estimates show that rebuilding these critical stockpiles will take at least three years.

This is not entirely a new problem. The war in Ukraine had already demonstrated how quickly modern warfare can consume precision munitions and how difficult it is to replenish them. But Iran has brought the problem closer to home. Washington is discovering, in real time, that ordering more missiles and producing more missiles are two very different things.

Factories cannot simply be switched on, skilled workers cannot be trained overnight, and complex supply chains cannot be expanded with the stroke of a pen. Missile production requires specialized electronics, propulsion systems, explosives, chemicals, and precision manufacturing, often spread across a narrow industrial base.

Little remains of Roosevelt’s mid-century Arsenal of Democracy in the United States, but ambitions for a modern counterpart are quietly taking shape in the land down under.

Australia had already reached much the same conclusion years ago. Its sovereign Guided Weapons and Explosive Ordnance Enterprise (GWEO) was not created because of the current war with Iran. The strategy predates it. Australia began building the framework for sovereign missile production in 2023, backed by up to A$21 billion over the decade. The logic was straightforward, as Defence Industry Minister Pat Conroy put it:

“Global production capacity is limited and cannot surge quickly. Australia has not been manufacturing these weapons – that means we are dependent on imports for these critical national security capabilities.”

But “sovereign” never meant doing it alone. From the outset, Canberra sought to integrate its industrial base with the American defence system. In 2023, Australia and the United States committed to building guided-weapons production capacity in Australia, followed by plans for Guided Multiple Launch Rocket System (GMLRS) and Precision Strike Missile production, as well as rocket motor manufacturing.

For the United States, Australia is an obvious place to build that capacity. Not because it is cheap, but because it is trusted. Canberra is one of Washington's closest military allies. It’s a Five Eyes and AUKUS partner, thus a central pillar of the American security architecture in the Indo-Pacific. It also possesses an industrial economy built around mining, metallurgy, chemicals, and engineering, alongside abundant energy and mineral resources. Australia offers something increasingly valuable in an era of fragmented supply chains: a stable country with the industrial foundations to expand production and the political alignment to make that production part of the American-led security system.

Last year, Australia and the United States further strengthened their partnership by signing a Joint Statement of Intent on guided weapons and opening a joint office to deepen cooperation on co-development and co-production. The objective was not simply to create an Australian weapons industry, but to build a resilient and interoperable industrial base that could contribute to the broader allied system, echoing the spirit of collaboration Roosevelt championed during World War II.

That vision is now turning into physical reality. In March, Australia, together with U.S.-based Lockheed Martin, began manufacturing GMLRS missiles at Port Wakefield in South Australia. This marks the first time the system is produced outside the United States. While initial production relies on U.S.-supplied components, Canberra plans to build a high-rate facility by 2029 capable of producing up to 4,000 missiles a year, with the long-term goal of shifting the entire supply chain locally for “tip-to-tail” manufacturing.

A month later, the first five domestically made missiles were successfully test-fired at the Woomera Test Range. Beyond the milestone itself, the achievement proved that an American-designed precision weapon could be successfully produced outside the U.S. and integrated into the same military ecosystem, creating both a sovereign Australian defense capability and vital extra capacity for global demand.

That distinction is important. Australia wants sovereign capability. The United States gains something else: capacity.

Missiles manufactured in Australia are missiles that no longer need to come from an overburdened American production line. More importantly, this creates a new production node physically separated from the factories the United States currently relies on. The objective is not to replace American manufacturing, but to multiply it through the alliance.

That becomes even more interesting when production is combined with geography.

Tender documents revealed last month show that the United States is planning a permanent war-ready stockpile for the Marine Corps in southeastern Australia. Around US$30 million has been allocated for warehouses and offices in Victoria, with the stockpile expected to reach full capacity by 2028. The plan is designed to provide equipment and supplies for U.S. forces operating across the Indo-Pacific. This means Washington is not merely helping Australia build weapons. It is preparing to store American military equipment on Australian soil as well.

Production and prepositioning solve two different problems. Manufacturing gives you the ability to make weapons, while a stockpile gives you the ability to use them immediately. Together, they forge something far more valuable: strategic depth.

That matters because the geography of a potential war with China would be very different from the geography of the Second World War. American forces in the Indo-Pacific depend on a network of bases and logistics hubs, some of which would be exposed to Chinese missile strikes in a major conflict. The response is increasingly to distribute military infrastructure across a wider geography. Instead of concentrating every factory, warehouse, and supply chain in a handful of locations, the United States creates redundancy.

Australia is particularly useful in this model. While China’s missile reach is no longer confined to the immediate Western Pacific—with systems of up to 5,500 kilometers able to strike parts of northern Australia—the continent’s vast scale still provides critical strategic depth. Its major southeastern industrial centers are estimated to lie outside that northern threat envelope. This allows the U.S. military to establish permanent, war-ready weapons stockpiles on Australia’s southeast coast that estimates suggest remain beyond the range of most Chinese missiles (for now). Australia is therefore not an invulnerable sanctuary, but a secure rear area from which production, storage, and logistics can continue even if the front lines become contested.

The factory therefore matters for what it represents, not simply for what it produces.

During the Second World War, America’s greatest industrial advantage was concentrated inside its own borders. The continental United States possessed the factories, workers, resources, and geographic protection necessary to become the Arsenal of Democracy almost by itself. Today, Washington is attempting to recreate some of that resilience differently: by distributing industrial capacity across its alliances.

China is the obvious reason.

The central question in a future U.S.-China conflict will not simply be who has the most advanced missile on day one, but who can keep producing them on day thirty, sixty, or one hundred. China’s enormous industrial base gives it a formidable advantage in manufacturing at scale. The United States cannot solve that gap with a larger Pentagon budget alone. It needs more industrial capacity—and rebuilding it at home will take time.

Australia offers an early glimpse of another solution: multiply the industrial base across the alliance. Its missile production remains small, the 4,000-missile annual target is still years away, and shortages of skilled labour pose another challenge. But the purpose is not for Australia to become another America. It is to become another node in a larger allied production system.

Kathleen Hicks, then Deputy Secretary of Defense, captured the shift in 2024:

“Today’s arsenal of democracy is not only American. It’s not only western, either. Today’s arsenal of democracy is global.”

Roosevelt’s Arsenal of Democracy relied on concentration: one enormous industrial power producing enough weapons to supply an alliance. The emerging version relies on distribution.

The Arsenal of Democracy is not disappearing. It is finding a new home.

After spending almost eleven months trapped in thick Arctic ice, Nordenskiöld had demonstrated precisely why no shipping company would willingly follow in his wake. For the next century, the Arctic remained what it had always been: a pristine, impassable barrier rather than a trade route.

Russia, the largest Arctic state, eventually stopped seeing the region as an obstacle and began treating it as an opportunity. In 2008, then-President Dmitry Medvedev declared the Arctic a national strategic priority:

“Our biggest task now is to turn the Arctic into Russia’s resource base for the twenty-first century.”

Over the years that followed, Russia poured hundreds of billions into opening up its northern coastline. By building the world’s largest fleet of modern nuclear-powered icebreakers to replace nineteenth-century wooden ships, Moscow systematically dismantled the physical barriers that had trapped the Vega a century and a half earlier. Moreover, accelerating climate change acted as an unintended catalyst, extending the navigable summer season. What began as a geographical hurdle was transforming slowly, step by step, into something operational.

The transformation shifted from theory to practice when the tyranny of distance began to shrink. In 2013, a vessel operated by China Ocean Shipping Company (COSCO) sailed from Dalian to Rotterdam in just 33 days, roughly one-third faster than the traditional route through the Suez Canal. Instead of passing through the Indian Ocean and the Middle East, the ship navigated Russia’s Northern Sea Route (NSR), hugging the Arctic coastline from the Bering Strait to the Barents Sea. It would become the cornerstone of what Beijing officially terms the Polar Silk Road.

That record was shattered in 2025. The Istanbul Bridge, a vessel operated by China’s Sea Legend Shipping, completed the voyage from Ningbo-Zhoushan to Felixstowe in just 18 days. By comparison, the China-Europe Railway Express typically takes around 25 days, the Suez Canal route more than 40 days, and rerouting around the Cape of Good Hope over 50 days. Cutting transit times by weeks has profound economic consequences. Goods spend less time at sea, businesses require smaller inventories, working capital is tied up for shorter periods, and supply chains become significantly more responsive.

Even after this record-shattering voyage, many shipping analysts and critics of the NSR remained deeply skeptical, dismissing the route as a logistical gimmick rather than a viable commercial lane.

Yet last week, Rosatom—the Russian state-owned company that operates the Northern Sea Route—announced that it had issued permits for seven Chinese transit vessels to sail to Europe via the Arctic this season. Even more striking, Rosatom revealed that Chinese shipping company Sea Legend Shipping intends to launch the first regular container service between China and Europe via the Northern Sea Route. Alexei Likhachev, Rosatom's head, stated:

“Unlike previous container ​shipments via the Northern Sea Route, which were largely experimental or one-off in nature, the 2026 ​programme provides for a fully-fledged regular ​service with vessels sailing every week throughout the navigation ‌season.”

That announcement signals a much bigger shift than the addition of seven vessels. For the first time, China is not merely sending ships through the Arctic. It built a logistics network around the route.

Rather than relying on a single departure port, cargo will be collected from Dalian, Qingdao, Shanghai, Taicang, Fuzhou and Nansha, with collection beginning on 12 August. The containers will then be consolidated at Ningbo-Zhoushan, where the first scheduled departure is set for 15 August, before sailing north via the Arctic.

In other words, the NSR is evolving from an occasional shortcut into an integrated shipping corridor embedded within China’s own logistics network.

The commitment to the NSR was further confirmed by developments earlier this year, when Rosatom—together with Chinese shipping partners—approved the design of a new Arc7 ice-class container ship. With a capacity of around 4,800 TEU, the vessel is designed to navigate independently through Arctic ice up to 1.7 metres thick, ensuring smooth year-round navigation.

These milestones represent a significant step toward making the route commercially viable, but viewing this merely as a shipping story misses the bigger picture.

The Russia–China Arctic partnership represents the most significant structural shift in global trade since the opening of the Suez Canal in 1869. By fusing Russia’s sovereign icebreaker fleet with China’s industrial scale, they are forging a dual-purpose corridor: one that allows Russia to bypass Western sanctions while granting China a secure trade route that avoids vulnerable maritime chokepoints like Malacca and Hormuz.

This marks a radical break from the past. Before 2022, the NSR was viewed (somewhat) as a joint international venture, symbolized by Danish Maersk’s 2018 container trial and heavy investments from European energy giants like TotalEnergies. The invasion of Ukraine, however, shattered that cooperation, as sanctions forced Western firms to abandon projects and shed their remaining stakes—while simultaneously draining Moscow’s financial resources.

This sudden Western exodus triggered severe setbacks and mounting delays that threatened Russia's energy ambitions. Those ambitions rest on staggering natural wealth: according to the USGS, the region north of the Arctic Circle holds an estimated 13% of the world’s undiscovered oil (90 billion barrels) and 30% of its undiscovered natural gas (1,669 trillion cubic feet). Roughly 84% of this wealth is located offshore, concentrated squarely within Russian territory and directly accessible via the NSR.

China rapidly stepped into the vacuum left by Western partners, entrenching itself in Arctic mega-projects like Yamal LNG and Arctic LNG 2 through equity stakes. With traditional Western buyers barred by sanctions, China has naturally emerged as the primary offtaker for this Arctic production, creating a ready-made route to bypass those very restrictions.

The NSR serves as the ultimate catalyst for this sanction-proof strategy. With virtually the entire corridor enclosed within Russia’s Exclusive Economic Zone (EEZ), Moscow maintains sovereign control over its vital logistics, ensuring this trade remains entirely beyond the reach of Western oversight. Beijing and Moscow are thus transforming the Arctic from a frozen frontier into a sovereign, sanction-proof energy corridor.

To make this strategy operational, Rosatom acts as the chief architect. In 2023, the corporation solidified its control by acquiring a controlling stake in the Far Eastern Shipping Company (FESCO), a massive Russian intermodal transport and logistics operator. The deal was designed to bypass Western-dominated financial networks, as FESCO facilitates payments in Chinese yuan alongside other alternative options.

This ambition has now gone global through a strategic joint venture with Dubai-based port operator DP World. By integrating its logistics and shipping assets into a new entity, Rosatom is gaining access to expansive international port infrastructure. This partnership directly embeds the NSR into global supply chains, helping Russia circumvent Western isolation by leveraging the reach of its Middle Eastern and Asian partners to secure steady cargo volumes.

For the West—and NATO in particular—there is currently little room to counter this shift. China, long asserting its ambitions as a self-proclaimed "near-arctic state," has steadily expanded its footprint, while Russia already dwarfs regional rivals with its unmatched network of Arctic military bases. By leveraging the NSR, Beijing is not only securing trade and energy diversification, but actively enlarging its strategic footprint in the region, laying the groundwork for potential dual-use logistic networks that can serve both commercial and military purposes. Together, they are cementing a permanent geopolitical reality in the High North.

In response, the West is attempting to push back. Under the banner of the trilateral ICE Pact, a landmark agreement between the U.S. and Finland secured a major deal for 11 new icebreakers worth over $6 billion, with construction slated for completion by 2028. Alongside heightened NATO surveillance and strategic coordination, these vessels aim to enhance Western mobility and presence in the Arctic. Even so, they will do little to halt the rise of this sovereign, sanction-free trade corridor.

Despite the grand ambitions, formidable hurdles remain: a persistent shortage of heavy icebreakers required for year-round commercial viability, punishing weather, permafrost, and high operational risks. Nevertheless, the physical reality is shifting. With Moscow and Beijing treating the High North as a top-tier national priority, what began as a centuries-old dream for explorers like Nordenskiöld is finally taking shape. The route is slowly evolving from an unpredictable survival test into a operational, strategic artery that becomes more accessible with each passing season.

Instead of fulfilling the old imperial dream of open international cooperation, Russia is firmly asserting its sovereign rights over its own waters, while Beijing anchors its trade within them. Together, they are turning this maritime domain into a heavily secured corridor that operates completely outside the reach of Western oversight.

Whether the Northern Sea Route becomes viable in a couple of years, decades, or maybe not at all, for Washington, Brussels, and allied capitals this is no longer a distant frontier experiment or a secondary concern.

It is a rising reality that demands an urgent and serious recognition.

However, the global energy transition is turning that historical logic completely upside down.

China is often described as an extremely densely populated country—and that is certainly true if you think of Beijing, Shanghai, or Shenzhen. Yet, that perception is misleading.

To understand why, we must look at China's demographic divide, famously captured with the Heihe-Tengchong Line—the conceptual boundary introduced by Chinese geographer Hu Huanyong in 1935. It divides China into two portions with contrasting population densities and climates.

Over 94% of China’s population is crammed into the eastern side of the country, packed into coastal manufacturing hubs, financial centers, and megacities. The remaining 6% lives west of the line, an area encompassing 57% of the nation’s landmass. Nearly a fifth of this western region is covered by the Gobi and Taklamakan deserts. While this spatial imbalance was long viewed as a strategic weakness, it now gives China two profound structural advantages in the clean energy race.

First, leaving the western provinces sparsely populated means millions of square kilometers remain free from urban sprawl, soaring real estate costs, or competing land-use demands. This creates vast and uninterrupted terrain ideal for mega-scale energy harvesting, a footprint physically impossible to construct near the crowded eastern seaboard.

Second, geography provides a critical temporal advantage.

Although China officially operates under a single time zone, its landmass geographically spans four. Western regions such as Xinjiang and the Gobi Desert not only receive more than 3,000 hours of sunshine each year, but continue generating solar power long after the sun has begun to set across the eastern coast. As millions of workers in eastern cities leave their offices and electricity demand surges, western solar farms are still producing substantial amounts of electricity. This natural geographic delay feeds clean power into the national grid during the early stages of the evening demand peak, effectively extending the operational window of China's renewable energy system by several hours.

That geographical advantage, however, only postpones a fundamental reality. Eventually, the sun also sets over Xinjiang, the Gobi, and the Taklamakan.

Generating electricity has never been the most difficult part. Generating electricity when people actually need it has. As countries continue installing solar capacity at record speed, electricity production increasingly peaks around midday. Precisely when demand is relatively modest. By contrast, consumption surges in the evening as people return home, cook dinner, switch on the lights, charge electric vehicles, and power air conditioning. By then, solar generation has collapsed to zero.

Grid operators refer to this imbalance as the duck curve, named for the distinct shape it creates on generation charts. As more solar panels are installed, daytime electricity becomes increasingly abundant while evening shortages become increasingly severe. Around noon, wholesale electricity prices can collapse because supply exceeds demand. Just a few hours later, dispatchable power stations must rapidly compensate for the loss of solar generation.

The challenge, therefore, is no longer building more solar panels. It is moving electricity through time.

Earlier this month, China took a step toward solving that problem. Near the city of Hami on the edge of the Gobi desert, the commercial trial of the world's largest concentrated solar power (CSP) plant officially began. Rather than relying solely on photovoltaic panels, the facility uses more than 260,000 tracking mirrors to concentrate sunlight onto a central receiver, heating molten salt to roughly 550°C (1,022°F). The stored heat can later be used to produce steam, allowing conventional turbines to continue generating electricity for up to eight hours after sunset.

While the technology itself is not new, China’s breakthrough lies in its capacity to make it economically feasible at such an extraordinary scale in the harsh conditions of the desert. This momentum was on full display in June, when construction began on another massive thermal storage capacity mirror array in Qinghai. Unsurprisingly, it promises to be yet another 'world's largest' for China.

Skeptics might argue that the demographic imbalance between western and eastern China remains a major disadvantage. After all, most of the electricity generated in the country's western deserts must travel more than 3,000 kilometres to reach the energy-hungry industrial centres along the eastern coast.

To bridge this gap, China anticipated the challenge long before its vast solar and wind projects came online. Over the past two decades, it invested heavily in ultra-high-voltage (UHV) direct-current transmission lines, creating the world's largest long-distance electricity network. Operating at exceptionally high voltages, these lines can transmit vast amounts of electricity over thousands of kilometres with remarkably little energy loss.

Today, renewable electricity generated in Xinjiang and the Gobi Desert can be transmitted efficiently to factories and cities thousands of kilometres away. Despite these vast distances, electricity reaches eastern load centres in just a few milliseconds thanks to China's advanced UHV transmission technology. Rather than treating generation, storage and transmission as separate investments, Beijing has developed them as parts of a single, integrated energy system.

This seamless grid does more than just move power—it is rewriting the economics of energy. While many economies struggle to supply enough power as demand surges, China’s industrial apparatus is generating electricity at an unprecedented scale. Total installed solar capacity reached 1.27 billion kilowatts (1.27 TW) by June, and is poised to overtake coal as China’s largest source of installed power capacity this very year.

Yet, this milestone marks a pivotal shift: having flooded the market with raw capacity, Beijing is now deliberately cooling down blind expansion to focus on grid absorption, transmission efficiency, and market-driven pricing. As the sector pivots from sheer scale to high-quality development, this vast supply of clean power continues to provide a massive cost advantage to both industrial manufacturing and everyday households.

Critics of renewables often point to curtailment, transmission bottlenecks, and intermittency as proof that mega-scale green energy remains fundamentally flawed. Those grid-level hurdles are real, and as a matter of fact, the deserts present harsh environmental obstacles of their own. Shifting dunes constantly threaten solar sites, while strong winds—though great for energy production—whip up abrasive sand that wears down wind turbine blades and gearboxes, cutting operational efficiency by anywhere from 2% to 20%.

In response, China’s approach has not been to slow deployment, but to build the physical infrastructure required to overcome these harsh environmental conditions. A prime example is the Great Green Wall. Launched in 1978 and scheduled for completion around 2050, this decades-long project aims to combat desertification by planting billions of trees across northern China.

Beyond halting desert expansion, these vast forest belts serve a vital dual purpose: they act as natural windbreaks and sand barriers, anchoring shifting dunes and reducing airborne dust to protect delicate solar panels and wind turbines. To ensure these defenses last, Chinese scientists continue to innovate, recently turning to sustainable bamboo barriers to replace short-lived straw grids. With an estimated 66 billion trees planted, China is actively leveraging nature itself to shield its energy infrastructure.

This is precisely what makes Beijing’s approach so compelling. Rather than merely deploying solar panels across empty sands, China is weaving cheap manufacturing, massive desert energy hubs, long-duration storage, UHV lines, and smart grid coordination into one seamless machine.

Ultimately, resolving the duck curve isn't just about clean tech. It’s a massive systems-engineering puzzle, and China's true edge stems from its unique capacity to plan, coordinate, and execute at such a monumental scale.

China’s ambitions should therefore not be underestimated. Driven by unique geography, decades of targeted infrastructure, and unmatched industrial execution, deserts once dismissed as barren voids are becoming the powerhouses of the 21st century. The question is no longer whether arid wastelands can power modern economies—it is whether any other nation can pull off the integrated system China has built around them.

Regardless of whether the event was orchestrated, it begs the question: whose geopolitical interests are served when Ceuta becomes a flashpoint?

In March, Spain blocked the United States from using the jointly operated military bases at Rota and Morón on its territory for strikes against Iran, as Madrid ramped up its condemnation of what it termed an “unjustified and dangerous military intervention.” Socialist Prime Minister Pedro Sánchez explicitly denounced the “unilateral military action” launched by the US and Israel against Iran, issuing a warning that it is driving the international order towards a far more hostile and uncertain future.

As a result, relations between the U.S. and Spain have hit a historic low, with Trump regularly adopting a threatening tone toward Spain in interviews. A month ago, Trump piled on the pressure during a speech:

“Ah, the Spanish. They're members of NATO, but not very good members of NATO. They say, "No, we don't want to help other people." What are we doing, huh? They are not behaving nicely.

They were learned soon after they relinquished their grip on Cuba and Guam, the Philippines, and Puerto Rico, and they were all ours. And speaking of Cuba, after many many decades, it’s coming our way.”

Given this week’s events in Ceuta, what stands out in hindsight is Trump’s choice to invoke those very historical losses during that speech. Reminding Spain how Cuba, Guam, Puerto Rico, and the Philippines were once ceded to the U.S.

Against this backdrop of deteriorating diplomatic relations, shifts were already taking place within Washington policy circles.

Earlier this year, heavy lobbying targeting the Trump administration—and Secretary of State Marco Rubio in particular—began to draw attention to Spain's North African territories. The intellectual groundwork was laid by the American Enterprise Institute, a prominent Washington-based public policy think tank, which published an article in March outlining how Morocco could theoretically pressure or retake the Spanish enclaves without facing international consequences:

“Moroccans should gather, send bulldozers to the border, and then enter Ceuta and Melilla unarmed to raise the flag. Sánchez and the Spanish press bleat, but they have no grounds to act. Nor, for that matter, would NATO, even if Moroccan forces entered the towns to restore order and organize the dispatch of settlers across the Strait of Gibraltar and back to Spain.

Neither Ceuta, Melilla, nor the Canary Islands would trigger a NATO response, just as NATO would not need to respond to an attack on Hawaii or Puerto Rico.”

Subsequently, what began as a proposal within policy and research circles soon found its way into official legislative channels. Just a month later, the U.S. House of Representatives published House Report 119-1631, declaring the Spanish cities of Ceuta and Melilla to be located in “Moroccan territory.” This marked the first time a body of the U.S. Congress has cast written doubt on Spanish sovereignty over the two North African enclaves. The author of the report was Congressman Mario Díaz-Balart, who himself called Marco Rubio a “dear and close friend”.

Ultimately, these are extraordinary reports to read in light of what happened this week. While these publications do not prove that foreign governments directly coordinated the border push, they demonstrate that prominent figures have openly signaled a willingness to write off Spanish sovereignty. Thus creating a high-stakes geopolitical backdrop.

Sources point to local dynamics—including online mobilization, domestic political rivalries in Morocco, and criminal networks—that played an immediate role on the ground. However, this crisis cannot be viewed in isolation from the struggle over a strategic piece of land in Africa and the broader geopolitical landscape playing out across the region.

For instance, the Spanish enclaves in North Africa, and Ceuta in particular, occupy extremely strategic locations. By holding Ceuta, Spain—and, by extension, its European allies—controls a strategic point along the Strait of Gibraltar, ensuring that this vital shipping lane cannot be easily shut down, unlike the Strait of Hormuz.

When looking at the map of maritime boundaries, such as the territorial waters around the Strait of Gibraltar, Spain and Morocco—it becomes instantly clear how complex and fiercely contested this geographic choke point is.

Both Spain and Morocco claim overlapping maritime zones and 12-mile territorial limits governed by international law. However, maps like these visualize more than just lines in the water; they map out a profound geopolitical tug-of-war. Control over enclaves like Ceuta and Melilla on the African coast, combined with European territories like Gibraltar, create a complex web of maritime jurisdiction that allows nations to project power, regulate naval traffic, and tightly manage one of the most vital shipping lanes in global trade.

This is where Israel enters the equation, bringing an entirely new layer of leverage to the geopolitical board. To understand this dynamic, one must look back to the normalization of ties between Israel and Morocco under the Abraham Accords in 2020. Morocco entered into this partnership primarily to secure United States recognition of its sovereignty over the disputed Western Sahara territory, gaining vital military and intelligence upgrades as well as a critical diplomatic shield. This fundamentally transformed Rabat into a major strategic node backed by Washington.

Furthermore, the transactional nature of this partnership is vividly visible on the ground through mega-projects like the $1 billion Tiznit–Dakhla expressway, reportedly dubbed the "President Donald J. Trump Highway." Stretching deep into the disputed territory, such infrastructure projects physically and symbolically cement the axis between Washington and Rabat, illustrating why Morocco feels uniquely emboldened in the region.

Building on this strategic alliance, commentators in Israeli outlets like Ynetnews explicitly argued earlier this year that Israel could use its diplomatic weight and influence in Washington to support Morocco’s territorial claims over Ceuta and Melilla as a tool to pressure and punish Spain.

In addition, this leverage became particularly relevant as relations between Madrid and Tel Aviv sharply deteriorated—driven by Spain’s recognition of Palestine in 2024, its criticism of Israeli military operations in Gaza, Lebanon, and Iran, and its push for EU sanctions against Israel.

This alignment quickly spilled over into public diplomacy. High-profile friction erupted when Israel’s UN Ambassador Danny Danon publicly called out Spain over the Ceuta crisis:

“Spain, which never misses an opportunity to lecture Israel, has declared a state of emergency in Ceuta following the crisis over its immigration policy.

Maybe before it continues lecturing us, it’s time it explained to the world why it still maintains colonial enclaves in Africa.”

In response, Spanish Minister Óscar Puente shared the post on X, noting that things were “becoming quite clear.” His comments feed the intense speculation across Spanish media and political circles that Israel, Morocco, and the U.S. are tightly coordinated in an effort to apply intense pressure on Prime Minister Pedro Sánchez’s progressive government.

Beyond the geopolitical maneuvering, the crisis has exposed Europe’s ultimate Achilles’ heel: irregular migration as a permanent fracture line within the bloc. Rather than uniting the European Union in solidarity, the shockwaves of the Ceuta crossing have immediately fueled internal division. Demonstrating how quickly external pressure can shatter European cohesion, Italy moved to temporarily suspend the EU’s passport-free Schengen agreement with Spain, triggering an immediate diplomatic row and forcing emergency talks among member states.

Whether the events in Ceuta were the result of a coordinated push or an opportunistic spark ignited by immigrants looking for a better life, one thing is clear: the crisis did not happen in a vacuum. Long-standing tensions in the region have only deepened. In a shifting international order, Ceuta is no longer just a local border crossing. Rather, it has become a high-stakes geopolitical lever, a vulnerability that multiple global actors, each with their own interests, are all too willing to exploit.

As pressure on the southern border grows, Europe may soon find that the true battle for its stability is being fought at its most contested geographical choke points.

Nepal wanted to increase electricity exports to Bangladesh from 40 to 60 mW, while Dhaka wanted the power. However, the countries do not share a border. India sits between them, and New Delhi withheld approval for the exports due to transmission line capacity constraints. A month later, the tide had turned. Indian and Nepalese officials met in Pokhara to deepen cooperation on hydropower and electricity trade, expanding an energy relationship both governments want to grow over the decade.

Nepal seemed to loosen India’s grip while moving closer to it. To understand why, one must look beyond those 20 megawatts and examine the older game Nepal plays between its giant neighbors.

Indeed, this was a new version of a familiar problem for Nepal. During the Anglo-Nepalese War of 1814–1816, the expanding Gorkha Kingdom fought the British East India Company in the Himalayan mountains. The war eventually ended with the signing of the Treaty of Sugauli, forcing Nepal to surrender roughly a third of its territory. Nepal remained independent after the war despite loss of strategically important regions such as Kumaon and Garhwal. To the south, British India continued to extend its influence, whereas relations with the north were maintained by the adjacent Qing administration of Tibet. Even though Nepal could not equal the power of either of these larger states, its geographic position conferred sufficient strategic advantage to permit some degree of maneuver.

That predicament was recognized decades earlier by the founder of modern Nepal, King Prithvi Narayan Shah. As he described his country:

“a yam between two boulders.”

The metaphor proved durable.

Eventually, British India became independent India and the Qing dynasty gave way to the People’s Republic of China and its control over Tibet. Nepal remained wedged between the Indian plains and the Tibetan Plateau, turning that position into foreign policy. India was inevitable. The country surrounds Nepal on three sides and provided access to trade, fuel, ports and employment. China was beneficial as well, simply because it’s not India. Beijing provided Kathmandu with capital, infrastructure and political support. Whenever dominance shifted to New Delhi, Nepal could just go to its other neighbor. The result was always an effort to avoid choosing between the two countries.

Former Nepalese Prime Minister K.P. Sharma Oli built his political identity around that balance. After relations with India deteriorated during the 2015 border crisis, his government moved closer to Beijing, signing a transit agreement to reduce dependence on Indian trade routes. Tensions intensified further over the disputed Kalapani-Lipulekh-Limpiyadhura region, which Nepal boldly incorporated into its official map in 2020. China quickly emerged as a reliable counterweight, while ambitious Belt and Road projects offered Kathmandu a lucrative economic opening to the north.

However, by 2025 that fine-tuned strategy proved increasingly difficult to sustain as India and China quietly began repairing their fractured relations after years of confrontation. When the two Asian giants formally agreed to resume border trade through Lipulekh, Nepal naturally protested. Oli raised the issue directly with Xi Jinping, only to discover that Beijing had little incentive to let Nepal’s territorial dispute interfere with its broader rapprochement with New Delhi. In fact, India-China border trade via Lipulekh is cleared to resume in August after a pause of more than six years.

Consequently, this episode exposed an uncomfortable hierarchy: China could certainly help Nepal balance India, but Nepal could never blindly assume China would prioritize Kathmandu over its own vital national interests.

Domestic politics then shifted dramatically. The Nepalese Gen-Z protests against widespread corruption and a sudden social-media ban erupted in September 2025, creating a backlash so intense that it forced Oli from office. An interim government quickly followed, parliament was dissolved, and sweeping elections reshaped the political landscape in early 2026.

Consequently, Nepal entered 2026 between neighbors whose relationship was changing, amid a domestic political reset. Yet, the new government quickly returned to a familiar strategy. Last month, Foreign Minister Shisir Khanal made his first official foreign visit to India. Barely a week later, he travelled to Beijing for talks with Wang Yi, where Nepal reaffirmed its One China policy while courting Chinese investment.

The government has changed, but Nepal’s geopolitical calculus has not.

This context explains why the June and July developments matter more than the electricity involved. Bangladesh should offer Nepal another option, but the attempt to expand trade encountered the same geography Nepalese governments have spent decades trying to escape. Weeks later, Nepal was deepening its energy relationship with New Delhi anyway. Nepal wants alternatives to India, but increasingly needs India.

The reason lies in what descends from the Himalayas.

Nepal has no oilfields or gas reserves; instead, it possesses an abundance of water with over 6,000 rivers coursing through the country, concentrated primarily around the Koshi, Gandaki, and Karnali basins before feeding the mighty Ganges. Nepal’s theoretical hydropower potential is estimated at roughly 83,000 megawatts, with 43,000 megawatts considered economically feasible. For decades, those figures remained theoretical. Mountainous terrain, political instability, limited capital, and weak infrastructure meant rivers generated little economic value before flowing south.

Fortunately, that reality is rapidly changing.

According to a statement published last week by the Nepal Electricity Authority, Nepal exported 3.877 billion kilowatt-hours of electricity to India and Bangladesh in the 2025/26 fiscal year, up from 2.383 billion. Export earnings reached a record $189.84 million, a nearly 68% increase. Nepal still imports Indian electricity during the dry season because its run-of-river system produces less in winter, yet the broader transformation is clear.

Hydropower is becoming an industry capable of giving a nation of 30 million people strategic importance beyond its economy.

Crucially, China is largely driving this success. The rivers are part of China’s strategy along southern Tibet. For years, Beijing has worked to turn the Himalayas into a gateway by investing in roads, crossings, trade, and infrastructure. Hydropower adds a layer to this vision, cementing economic ties south of the plateau—a focus that was highlighted in a promotional video by state-owned New China TV showcasing various projects in Nepal.

Most of Nepal’s trade, infrastructure and energy links have historically pulled south toward India. These Chinese investments create a competing direction, tying parts of Nepal’s future growth to capital and infrastructure arriving from across the Tibetan frontier.

Nevertheless, China and India view Nepal’s rivers differently. Pradeep Kumar Gyawali, Nepal’s former foreign minister, once captured the distinction:

“China sees Nepal’s water resources through the lens of development and it is a money-making business for them. But for India, it’s a strategic resource and is an issue of security so water is far more important to them.”

Unsurprisingly, that stark distinction is far from trivial.

While Beijing brings capital and raw construction power, New Delhi brings the ultimate prize: a living market. As the primary buyer of Nepalese electricity, India makes itself indispensable to Kathmandu’s economy.

Nowhere was this difference in strategic interests more glaring than in the saga of the 750-megawatt West Seti project. After Chinese firms repeatedly abandoned the initiative due to financial unviability, Nepal handed it straight to India’s NHPC—a script repeated down to the letter with the 450-megawatt Seti River-6 project. These events laid bare a reality: Nepal could happily invite Chinese hands to pour concrete, but the power itself inevitably flowed south. India cemented this geographical destiny in 2024 by locking in a landmark pact to import 10,000 megawatts of Nepalese electricity over the coming decade.

This dynamic represents both an immense opportunity and a hidden vulnerability for Nepal. On one hand, India provides the vital demand required to transform rivers into a thriving export industry. Yet, on the other hand, an energy sector built entirely around Indian customers risks recreating dangerous dependency. Thus, China still remains uniquely valuable because Chinese capital gives Kathmandu essential alternatives, meaning that Chinese infrastructure keeps the northern frontier relevant, while Beijing’s heavy presence provides much-needed bargaining power with New Delhi.

Yet, the Himalaya is only part of a much larger water story.

The strategic positions reverse eastwards. Measured at 1,800 miles long, the Yarlung Tsangpo — nicknamed The Everest of Rivers — crosses the Tibetan Plateau before turning around the eastern Himalayas and entering India as the Siang, forming the Brahmaputra. In July last year, China began construction of a hydropower complex on its lower reaches at the river’s “great bend”. The complex is estimated at an astonishing $170 billion, and will consist of five stations producing 300 billion kilowatt-hours annually, roughly triple the Three Gorges Dam, which is currently the largest hydro-project on earth.

But this is not just another China mega-project.

“It is going to cause an existential threat to our tribes and our livelihoods. It is quite serious because China could even use this as a sort of water bomb.”

Pema Khandu, Chief Minister of India’s Arunachal Pradesh state, may have put it dramatically, but the underlying concern is real. The project poses a profound strategic risk for India.

China sits upstream, while northeastern India and Bangladesh lie downstream. Beijing maintains that the project will not harm downstream countries and that China cannot switch off the Brahmaputra, since downstream flows rely heavily on rainfall outside Tibet. Still, infrastructure of that scale gives Beijing a role in hydrological data and reservoir management. India has raised concerns with China.

This reality establishes a fascinating reversal across the Himalayas. On the Brahmaputra, China holds the upstream advantage while India watches Beijing build infrastructure beyond its control. In Nepal, India sits downstream yet holds the market capable of turning water into economic value. Chinese involvement in Nepal matters beyond individual dams; India faces a powerful China upstream, leaving little incentive to allow Beijing to dominate Nepal’s river systems.

Caught in the middle of all this, Bangladesh sits at the end of both complex equations. The Brahmaputra reaches Bangladesh from China through India, while Nepalese electricity reaches Bangladesh only through Indian territory. Dhaka wants Himalayan hydropower because its energy system relies on imported fossil fuels, while Nepal wants Bangladesh to reduce Indian market dependence. Yet, the 20 megawatts denied in June revealed diversification limits.

Compounding matters for Dhaka, there’s another uncertainty looming. The 1996 Ganges Water Sharing Treaty is set to expire in December 2026. The treaty governs the transboundary Ganges River, providing roughly 31% of Bangladesh’s annual surface water inflow from upstream. This leaves Dhaka scrambling to secure its vital dry-season water supply against Indian control. Bangladesh can be a customer, but it cannot change geography.

Faced with these realities, Nepal inevitably reverts to its time-tested strategy: keeping all major players interested. While New Delhi absorbs the power Nepal cannot consume, Beijing remains the vital counterweight preventing total economic capture, and Bangladesh adds an alternative customer.

Two centuries after Sugauli, Nepal’s basic strategy has barely changed. It remains a yam between two boulders, unable to dictate their behavior yet valuable enough to prevent dismissal. What has changed is what those powers want from the Himalayas. Mountain passes once made Nepal useful as a buffer.

Today, the descending rivers turn the country into an energy prize between two Asian giants.

Over the course of more than two decades in power, Recep Tayyip Erdoğan has survived everything politics and geopolitics could throw at him: elections, sanctions, a coup attempt, mass protests, pressure from Washington, pressure from Moscow, and repeated predictions of his political demise. Through it all, he has remained firmly in control. Trump, who has long admired leaders capable of turning political longevity into power, appeared pleased to be back in his company:

“I was very disappointed with NATO. Frankly, if it (the summit) weren’t held in Turkey, where my friend happens to be a very strong leader, a very strong person, it’s possible that I wouldn’t have attended”.

The optics were difficult to misread. Two presidents smiling in Ankara. Two NATO allies presenting themselves as friends. And, at least on the surface, a relationship considerably warmer than much of the alliance surrounding them.

Yet, behind the handshakes, Turkey has made a series of decisions that point toward something far more consequential.

For instance, in May, marking Eid al-Adha, Erdoğan predicted that once the instability surrounding Turkey subsides, the country would emerge as “one of the shining stars of the new era”, invoking the restoration of Ottoman-era influence across the region.

At first glance, it is tempting to dismiss such language as the usual theatre of Turkish politics. Erdoğan has spent much of his career wrapping modern Turkish ambitions in the symbolism of an older empire. But empires, even dead ones, leave behind maps. Turkey happens to sit at the centre of one of the most important.

For centuries, Ottoman power rested not simply on territorial conquest, but on controlling the spaces between other powers. Constantinople connected the Black Sea to the Mediterranean, Anatolia connected Europe with Persia and Central Asia, the Levant opened the road toward Arabia and Egypt, and the Balkans pushed Ottoman influence deep into Europe. Ultimately, the empire sat between worlds, meaning that position mattered more than almost anything it possessed beneath the ground.

When the Ottoman Empire collapsed after the First World War, the territory disappeared, but the geography remained. The Bosphorus was still there, and so were the Dardanelles. Russia still needed access to warm-water seas, Europe still bordered the Middle East, and trade still moved between Asia and the Mediterranean. The Turkish Republic inherited a fraction of the empire’s territory, but much of its strategic real estate.

During the Cold War, Washington understood this perfectly. Turkey joined NATO in 1952, only three years after the alliance was created. The reason was hardly ideological sentimentality. The Soviet Union sat immediately to Turkey’s north-east, while the Turkish Straits controlled the maritime exit from the Soviet Black Sea Fleet. American nuclear weapons eventually arrived on Turkish soil, and NATO installations followed. Turkey became the southeastern wall of Western containment.

Decades later, it increasingly appears that Erdoğan has concluded that Turkey is worth more when nobody is entirely certain which way it will lean. Indeed, that calculation explains much of what might otherwise appear to be a contradictory Turkish policy.

One particularly telling signal came in March, when Turkey’s reported holdings of US Treasuries collapsed from roughly $16 billion to just $1.8 billion in a single month. There are mundane explanations for such a move. Turkey has spent years defending a weakening lira, rebuilding foreign-exchange reserves, and fighting inflation above 30%. Treasuries are liquid assets, and liquid assets exist partly to be sold during periods of financial stress.

However, that is merely the first-order explanation. The second-order question is what Turkey’s resulting position tells us, especially because the Treasury move does not exist in isolation.

Indeed, at the same time Ankara reduced one form of financial exposure to the United States, it simultaneously deepened a completely different relationship with Russia in the sector where strategic dependency becomes physical: energy.

Russia’s state-owned Rosatom is constructing the Akkuyu nuclear power plant on Turkey’s Mediterranean coast. The plant consists of four reactors that once fully operational, are expected to provide roughly 10% of Turkey’s electricity. Akkuyu is not a normal export project. Under its build-own-operate structure, Rosatom is not merely selling reactors to Turkey and leaving. The Russian company owns the project and will remain deeply embedded in its financing, fuel supply, technical operation, and infrastructure for decades. Moscow recently committed billions more to completing it, with $4-5 billion allocated in 2026 alone.

Viewed through the old Cold War map, the arrangement is quite bizarre. Turkey, a NATO member controlling Russia’s access to the Mediterranean, is voluntarily allowing a Russian state-owned company to build and own infrastructure that supplies a significant share of its electricity.

Yet, viewed through Erdoğan’s map, it makes more sense. Turkey is not moving from Washington toward Moscow; instead, it is creating room to manoeuvre between them. A country seeking autonomy makes itself useful to several camps simultaneously, and few countries embody this strategy more clearly than Turkey.

To put this in perspective: Turkey sells drones to Ukraine while buying Russian energy. It closes the Bosphorus to Russian warships (under the Montreux Convention), while refusing to join the Western sanctions regime against Moscow. It competes with Russia in Syria, Libya, and the Caucasus, while allowing Russian capital, tourists, and trade to flow through its economy. It remains a NATO member while purchasing Russian S-400 air defence systems, strongly enough opposed by Washington to get Turkey removed from the F-35 program.

None of these choices align with a conventional East vs. West framework. The reason may be that Ankara largely discarded that framework years ago

Consequently, its strategy is more in line with the Ottoman approach: make yourself necessary to competing systems, and prevent any single system from becoming powerful enough to dictate your choices. For Erdoğan, the disorder spreading across the Middle East may therefore represent less of a threat than an opening.

A clear historical example lies to the south and east: for decades, Iran has been one of the principal constraints on Turkish influence, building an arc of power stretching through Iraq and Syria into Lebanon using proxy networks and the IRGC. In response, Turkey built a competing network by backing factions across the region, cultivating Azerbaijan, deepening ties with Qatar, and promoting itself as a political centre of the Sunni world. The two powers did not need to fight directly, as geography ensured competition. Therefore, if Iranian influence weakens, the consequences will certainly not end with Iran.

After all, power in international politics is relative. If one power falls faster than another, the other becomes stronger even if nothing about it has changed. This is where Washington and Jerusalem may be creating a problem they have not fully priced in: for Israel, weakening Iran removes its most organised regional network, while for Washington, it potentially lowers the military burden of managing the Middle East.

At first glance, first-order thinking suggests a more favourable regional balance. However, second-order thinking asks the crucial question: who occupies the void Iran leaves behind? The answer sits directly to its northwest.

Syria offers the clearest illustration of this dynamic. For much of the civil war, Turkey, Russia, and Iran were locked in an extraordinary triangular relationship over the country. Today, the weakening of Iranian influence changes that equation, and so does Russia’s preoccupation with Ukraine. As a result, every unit of political and military attention Moscow or Tehran can no longer devote to Syria increases the relative value of the actor already sitting across its northern border with a large army, established supply routes, and years of operational experience.

Yet, Ankara does not need to conquer the region to benefit from its fragmentation; it only needs the other regional powers to become weaker. Naturally, this helps to explain why relations with Israel increasingly matter.

Turkey was the first Muslim-majority country to recognise Israel, doing so in 1949. By the 1990s, the relationship had developed into military cooperation, intelligence links, and defence trade. Israel gained a strategically valuable relationship with a large Muslim NATO state, while Turkey gained technology, Western access, and a useful regional partner.

That equilibrium has been eroding for years, and Gaza accelerated its destruction. Rooted in a deep shared history, Palestine and Turkey maintain strong cultural and social connections. Naturally, those ties have repeatedly translated into material support, meaning Ankara has consistently provided humanitarian and development assistance to Palestinians in Gaza through successive periods of conflict.

In recent years, Erdoğan has emerged as one of Israel’s fiercest critics. Speaking before the 79th United Nations General Assembly in New York, he made little effort to temper his language:

“Just as Hitler was stopped by the alliance of humanity 70 years ago, Netanyahu and his murder network must also be stopped by the alliance of humanity.”

Naturally, this dynamic works vice versa, as Israeli politicians increasingly describe Turkey not as an irritating partner, but as a strategic threat. Israeli Minister Miki Zohar has argued that Israel should begin treating Turkey as an “enemy state”, and former prime minister Naftali Bennett has warned of a Turkish threat emerging alongside the Iranian one.

Yet, the real issue isn't whether Turkey and Israel are headed for war, because most likely they are not. Rather, the question is why Israel now speaks of Turkey using the same strategic language once reserved exclusively for Iran. Partly,the answer is that the regional balance has already shifted: a weakened Iran does not leave Israel alone at the top. Instead,it exposes the next layer of competition, and Turkey is a very different competitor.

After all, while Iran’s influence was built largely through proxies and asymmetric warfare, Turkey possesses something much broader: a significant industrial economy, a domestic defence industry, NATO’s second-largest military, control of the Bosphorus, access to the Black Sea, influence in the Caucasus, troops across northern Syria and Iraq, and deep economic connections to Europe.

It also possesses something Iran never had: formal membership of the Western security architecture. That makes Turkey difficult to contain without damaging the system containing it.

All of this brings us back to Trump and Erdoğan in Ankara. Indeed, Trump sees Turkey as an asset: a large military, influence in Syria, leverage over Russia, and the ability to shoulder a regional burden Washington would rather leave behind. However, therein lies the paradox: almost everything making Turkey more valuable to Washington is also making it less dependent on Washington. After all, a weaker Iran expands Turkish influence to the south, a distracted Russia increases Ankara’s leverage to the north, while an anxious Europe and the Black Sea conflict make Turkey increasingly indispensable to NATO.

For now, Trump’s desire for stronger regional partners and Erdoğan’s pursuit of greater autonomy overlap. Yet, they may not forever. Ultimately, Erdoğan is not rebuilding the Ottoman Empire; instead, he is rediscovering its strategic logic: sit between Europe, Russia, Asia and the Middle East, become indispensable to competing powers, and dependent on none.

Trump calls Erdoğan a friend, Moscow calls him a partner, Europe calls Turkey indispensable, and Israel increasingly calls it a threat. In the end, Erdoğan may prefer it exactly that way.

Built in 1943, the Guest House served as the only hotel in Oak Ridge, the secret city the United States constructed as part of the Manhattan Project. Scientists, military officials, and government figures passed through its doors, among them physicist Enrico Fermi, General Leslie Groves, and the father of the atomic bomb, J. Robert Oppenheimer. Outside, an entire city was being built around a single problem: uranium enrichment.

Oak Ridge had been chosen as a central site for the historic endeavor, transforming the surrounding Tennessee countryside into a vast industrial complex. Tens of thousands of workers arrived, enormous enrichment facilities appeared, and a settlement that had barely existed became one of the most critical places in the emerging atomic age.

Yet, as Oppenheimer succeeded, decades passed, and as the Cold War ended, the fierce urgency faded. Believing the nuclear fuel supply was permanently secured by global markets, the United States allowed much of its domestic enrichment infrastructure to wither away, unknowingly planting the seeds of a modern vulnerability. This oversight became glaringly clear when looking at the broader picture of energy independence.

Just down the road from the Alexander Guest House, where Oppenheimer once conceived the science behind Fat Man and Little Boy, physicists are reimagining that science today.

At the Oak Ridge National Laboratory, TRISO-X, a subsidiary of X-energy, is currently building the TX-1 fuel fabrication facility. In February 2026, the Nuclear Regulatory Commission (NRC) granted the company a 40-year license to receive uranium and process it into TRISO fuel for advanced reactors, marking the first new U.S. nuclear-fuel fabrication facility licensed by the NRC in over 50 years. Tri-structural isotropic (TRISO) fuel is known for exceptional safety; each poppyseed-sized particle uses multiple carbon and ceramic layers to trap radioactive material, making it physically impossible to melt down in a reactor and highly resistant to extreme heat.

It is encouraging to see how quickly parts of America’s nuclear industry are beginning to move again. The United States remains extraordinarily capable in nuclear science, engineering, and advanced reactor technology, possessing an unmatched combination of national laboratories, private capital, and technical expertise. However, an important detail is buried in the NRC license granted to TRISO-X: the facility is licensed to specifically take high-assay low-enriched uranium (HALEU) for the fabrication of TRISO fuel.

The reason is that advanced Generation IV reactors, such as X-energy's, need uranium enriched between 10% and 19.75%. Conventional low-enriched uranium sits below 5%. HALEU bridges that gap, sitting between 5% and 20%. This higher concentration allows reactor designers to build smaller cores, extract more energy, and in some cases operate for up to eight years before refueling. This is precisely why advanced designs like small modular reactors (SMRs) can maintain a smaller physical footprint while generating substantial amounts of energy. Just 750 grams or three tablespoons of HALEU can meet an average American’s electricity needs for life.

It sounds like a near-limitless promise. Yet this remarkable density brings us straight to the bottleneck. Producing HALEU at scale has proven notoriously difficult. Natural uranium contains less than 1% uranium-235. To increase that concentration, uranium is converted into a gas and fed through centrifuges spinning at immense speeds. Each centrifuge separates only a tiny amount, requiring hundreds to be connected in cascades to incrementally enrich the material. This eventually demands thousands of centrifuges working continuously to supply a full fleet of advanced reactors.

For decades, Russia built and maintained exactly that capability. State-owned Rosatom’s subsidiary TENEX has held a commercial-grade HALEU production monopoly for many years now, and American utilities willingly bought Russian enrichment to avoid high domestic costs. The US treated the dependency as a standard economic relationship rather than a strategic vulnerability. That routine shattered in 2022 when Russia invaded Ukraine.

As Washington moved to impose sweeping sanctions, an untenable contradiction emerged: a portion of the American electricity grid remained tethered to Russian nuclear fuel.

The legislative response followed in May 2024 when President Biden signed the Prohibiting Russian Uranium Imports Act, banning Russian low-enriched uranium and HALEU. Crucially, the law included a waiver provision allowing the Department of Energy (DOE) to authorize continued imports through the end of 2027 where no viable alternatives existed.

Energy Secretary Chris Wright underscored the scope of the challenge during the 2025 IAEA General Conference:

“We’re moving to a place—and we’re not yet there—to no longer use Russian enriched uranium. We hope to see rapid growth in uranium consumption in the US from both large reactors and small modular reactors. The size of that right buffer would grow with time. We need a lot of domestic uranium and enrichment capacity.”

Washington now faces a dual challenge: purging Russian fuel from its existing supply chain while aggressively expanding the nuclear industry that will require far more of it. At Idaho National Laboratory, material accumulated from decades of past research reactors is being processed into commercial-grade HALEU to support early demonstration projects. It’s an ingenious bridge, but ultimately a temporary fix rather than an operational supply chain.

A more significant operation is taking place in Piketon, Ohio, where Centrus Energy has restarted American HALEU enrichment using domestically developed centrifuges. In June 2025, Centrus produced and delivered 900 kilograms of HALEU under its DOE program, marking an important milestone for an industry that had largely disappeared from American soil.

While heralded by nuclear energy advocates, the achievement also starkly revealed the scale of the problem. While 900 kilograms is enough to demonstrate that America can produce HALEU again, building an advanced nuclear industry will require production measured not in hundreds of kilograms, but eventually in tens of tonnes every year. To put this in perspective, TRISO-X alone is licensed to process up to 8 to 16 metric tons of HALEU per year with plans to scale higher.

This transition has created a classic industrial deadlock. Enrichment companies have little incentive to spend billions building centrifuge capacity for reactors that do not yet exist, while reactor developers are reluctant to commit billions to fleets whose fuel supply has not yet been built.

The result is a chicken-and-egg problem that has held back domestic HALEU production in recent years. Centrus chief Daniel Poneman once described the dilemma neatly:

“Nobody wants to order ten reactors without a fuel source, while nobody wants to invest in the fuel source without ten reactor orders.”

In short, America faces a coordination problem. The reactors need the fuel industry to scale first, while the fuel industry needs the reactors to justify scaling at all.

To break this deadlock, Washington is increasingly stepping in to become the buyer before a commercial market fully exists. In 2024, Congress unlocked $2.72 billion to expand production of conventional low-enriched uranium and HALEU following the Russian import ban. By January 2026, the DOE had awarded an additional $2.7 billion to expand domestic enrichment, including up to $900 million to three companies for enrichment services over the following decade. Two of those three companies—American Centrifuge Operating and General Matter—secured awards to develop domestic HALEU enrichment capacity.

Despite all this progress, a statement released by the DOE last week reinforces our earlier findings that the commercial sector still has a long way to go. The department announced conditional commitments to supply HALEU to both NASA and Radiant Industries:

“HALEU is not currently available from domestic suppliers, and many advanced reactors need the material to achieve smaller designs, longer operating cycles, and increased efficiencies over current technologies. To help fill this gap, DOE created a process for nuclear developers to request HALEU material from DOE sources, including material from the National Nuclear Security Administration.”

The contradiction is telling. The U.S. has no shortage of nuclear ambition, but the industrial base is still catching up. This forces Washington to bridge the gap with government inventories for missions ranging from NASA's SR-1 Freedom trip to Mars to Radiant Industries' microreactors.

The engine driving it requires deep roots. Solving the supply chain crisis of tomorrow ultimately means returning to the landscape where the atomic age first took root.

Which brings us back to Oak Ridge.

Eighty years after rural Tennessee became the industrial heart of the Manhattan Project, the US is confronting a familiar lesson. Scientific leadership alone is not enough. The breakthrough at Oak Ridge was not simply mastering nuclear physics, but building the industrial system capable of turning that knowledge into strategic power.

Now the United States is trying to rebuild what it once took for granted. The technologies are changing, the reactors are becoming more advanced, and the geopolitical rival has changed. The strategic logic has not.

History shows that control over the Red Sea has rarely been about the sea itself. For centuries, it has been about controlling the connection between Europe, Asia, and Africa. The Romans depended on this route for trade with India, and the Ottoman Empire sought to secure it against European expansion. After the opening of the Suez Canal in 1869, Britain transformed the route into the maritime artery of its empire. Via Egypt and the Bab el-Mandeb Strait, the Suez Canal became the lifeline connecting London with India.

Even today, the Red Sea remains of vital importance. Roughly 12% of global trade passes through this corridor. Container shipping, oil exports, and consumer goods moving between Europe and Asia depend on it every day. Whoever is able to influence the stability (or instability) of this waterway gains influence that extends far beyond the region itself.

It is precisely this strategic importance that has turned the Red Sea into one of the world's newest geopolitical battlegrounds, where a power struggle has been unfolding along both shores of the Red Sea, stretching from Yemen to Sudan and from Saudi Arabia to the Horn of Africa. Increasingly, the future of this waterway is being shaped by competing regional ambitions, proxy wars, and the race to secure ports, logistics hubs, and political influence.

For years, the Gulf states largely worked together to secure this strategic position. Saudi Arabia and the United Arab Emirates (UAE) cooperated closely during their military intervention in Yemen, invested throughout East Africa, and sought to curb Iranian influence along the Red Sea. Last week, Saudi and UAE officials reaffirmed these ties, sharing similar social media posts affirming their close historical ties and ‘wise leadership’. Chairman of the UAE National Media Authority, Abdulla bin Mohamed Alhamed, wrote on X:

“Emirati-Saudi relations are an extension of a shared history and deep-rooted fraternal ties between two brotherly ​peoples, united by a single destiny.”

A few minutes later, Saudi Minister of Media Salman Al-Dosary, posted something similar:

“The relationship between the Kingdom and the Emirates is a relationship between ​two peoples united by a shared history and heritage, and wise leadership in both countries.”

The coordinated messaging is striking given the tensions that have emerged between Saudi Arabia and the UAE in recent years. Behind the public displays of unity, the two countries have increasingly found themselves competing over regional influence, suggesting that the relationship is far more complex than their statements imply.

The first cracks in the partnership became visible as early as 2019. The UAE significantly reduced its military presence in Yemen while simultaneously increasing its support for the separatist Southern Transitional Council (STC). As a result, the STC gradually gained control over large parts of southern Yemen. Tensions escalated further on December 2, 2025.

On that day, the UAE-backed STC launched a large-scale offensive into the oil-rich Hadhramaut region. Within a short period, it captured large parts of the area until Saudi-backed forces managed to reverse the advance. This made it clear that Riyadh and Abu Dhabi no longer shared the same strategic vision for Yemen.

The civil war in Sudan has since deepened this divide even further. Former allies now support opposing sides, turning Sudan into the center of a broader geopolitical rivalry that increasingly extends across the Horn of Africa and the Red Sea. What began in 2023 as a power struggle between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) has evolved into one of the world’s largest proxy wars. Rather than ending quickly, the conflict has attracted a growing network of foreign sponsors providing weapons, financing, and diplomatic support.

Saudi Arabia has gradually emerged as one of the SAF’s principal diplomatic backers, alongside Egypt and Turkey. The UAE, by contrast, has long been accused of providing substantial support to the RSF, although Abu Dhabi continues to deny these allegations. As a result, Sudan is no longer merely a domestic conflict, but an arena in which Gulf powers compete for influence.

Geography helps us to explain why. Sudan lies at the crossroads of North Africa, Sub-Saharan Africa, and the Red Sea. Instability in the country threatens maritime security, migration flows, regional trade, and access to one of the world’s most important shipping corridors. For Riyadh, a permanently fragmented Sudan could mean accepting chronic instability directly across the Red Sea from Jeddah, Mecca, and Medina.

For the UAE, however, Sudan remains one of the few Red Sea states that has yet to fall within Abu Dhabi's sphere of influence. That helps explain its support for the RSF, as securing influence over Port Sudan would complete much of the Emirati maritime network stretching from the Gulf of Aden to the Suez Canal.

This competition extends far beyond Sudan itself. One of the defining features of Emirati foreign policy over the past decade has been the construction of a network of strategic ports along the Indian Ocean and the western coast of the Red Sea.

The flagship of this strategy is the state-owned port operator DP World. By investing more than $11 billion in port infrastructure, the company has expanded its global capacity to more than 100 million TEU, giving it control over roughly 10% of global container capacity. Through these investments, the UAE has steadily expanded its maritime footprint by acquiring commercial ports while simultaneously building security relationships with local governments.

Berbera in Somaliland has become one of the UAE’s flagship projects. The modern commercial port is supported by rapidly expanding logistics infrastructure. Bosaso in Puntland strengthens the Emirati position along the Gulf of Aden, while Assab in Eritrea served as a key military logistics hub during the Yemen War. Although some projects have faced setbacks, most notably the long-running dispute over the Doraleh Container Terminal in Djibouti, the broader strategy has remained remarkably consistent: maritime infrastructure serves as the foundation of geopolitical influence.

Saudi Arabia, meanwhile, views the region through a different strategic lens. Crown Prince Mohammed bin Salman’s Vision 2030 is transforming the kingdom’s western coastline into one of its most important economic growth corridors. Projects such as NEOM, Oxagon, the Red Sea tourism developments, the Yanbu industrial complex, and the continued expansion of Jeddah all depend on a stable maritime environment. For Saudi Arabia, the Red Sea is therefore no longer merely a security concern but an economic lifeline tied to hundreds of billions of dollars in investment.

These differing priorities help explain why Riyadh has become increasingly concerned about the UAE’s policies in the Horn of Africa. In response, Saudi Arabia has intensified its diplomatic engagement with Egypt, Eritrea, and Djibouti, while also seeking to prevent neighboring countries from being used as transit routes for weapons destined for Sudan. Rather than competing through port acquisitions, the Saudi’s are increasingly focused on building a broader coalition of states that share an interest in maintaining stability along the western shore of the Red Sea. This ultimately gave rise to the coalition between the Saudi’s, Turkey, Egypt, and other smaller countries in the region.

Ethiopia, part of the UAE–Israel–Ethiopia axis, adds another layer of complexity to this geopolitical chessboard. With a population of more than 130 million, it is Africa’s second-most populous country. Yet, it has been landlocked since Eritrea gained independence in 1993. Prime Minister Abiy Ahmed has repeatedly made his position clear, most notably during a speech before parliament in 2023:

“The Red Sea and the Nile will determine Ethiopia. They are interlinked with Ethiopia and will be the fundamentals that will either bring Ethiopia's development or bring about its demise. With the growing population, access to the sea is a matter of existence for Ethiopia, not a luxury. Ethiopia's claim of access to the sea can be discussed, including the options, but it cannot be disregarded."

A year later, those ambitions began to translate into policy. In 2024 Ethiopia signed the controversial memorandum of understanding with Somaliland. Under that agreement, Ethiopia would gain access to the coast in exchange for the possibility of diplomatic recognition of Somaliland. The deal immediately heightened tensions with Somalia while simultaneously fuelling concerns in Eritrea that Ethiopia ultimately seeks to regain access to Assab, the port it lost more than three decades ago.

These maritime ambitions are closely intertwined with the broader regional power struggle. In recent years, Ethiopia has significantly deepened its economic ties with the UAE, while relations with Sudan’s military leadership have deteriorated sharply. Khartoum has accused Addis Ababa of facilitating Emirati military support for the RSF, an allegation both governments deny.

At the same time, Ethiopia has grown increasingly suspicious of the closer military cooperation between Sudan, Eritrea, and Egypt. Ongoing tensions surrounding the Grand Ethiopian Renaissance Dam, combined with Ethiopia’s internal conflicts, continue to fuel regional instability. As a result, the Horn of Africa is increasingly evolving into a geopolitical chessboard where domestic conflicts, maritime ambitions, and external rivalries continually reinforce one another.

Iran remains a key player in this evolving strategic landscape, but its approach differs fundamentally from that of the Gulf states. Rather than controlling ports, Tehran focuses on maritime chokepoints. Through the Houthis, it has shown that inexpensive drones, anti-ship missiles, and maritime harassment can disrupt global trade without the need for a conventional navy.

Through this strategy of controlled escalation, Iran continuously tests the limits of Saudi deterrence. Earlier this month, the first direct Iranian flight in more than a decade landed in Houthi-controlled Sana’a, openly breaking the Saudi-led blockade. Shortly afterward, the Houthis renewed their threats against Saudi airports, ports, and commercial shipping. Riyadh responded by bombing the runway at Sana’a International Airport in an attempt to prevent further Iranian flights. Once again, the episode underscored how fragile the ceasefire between Saudi Arabia and the Houthis remains in practice.

Following these events, several sources have suggested that the aircraft was carrying Islamic Revolutionary Guard Corps (IRGC) commanders and military advisers tasked with rearming the Houthis:

"The IRGC commanders travelled there to support Houthi operations and provide training on new ​missile systems," one of the sources said, adding that Iran also sent gold on the aircraft to fund Houthi activities.”

If these reports are accurate, the implications extend well beyond Yemen itself. Rebuilding the Houthis' military capabilities would not only strengthen one of Iran's most important regional proxy forces, but also expand Iran's ability to threaten global maritime trade. Iran already exerts considerable influence over the Strait of Hormuz, through which roughly one-fifth of global oil consumption passes each day. By strengthening the Houthis, Tehran also projects pressure onto the Bab el-Mandeb, giving it leverage over the southern entrance to the Red Sea.

Together, these two maritime chokepoints form the gateways to the Persian Gulf and the Suez Canal, providing Iran with an unprecedented ability to disrupt global energy supplies and international shipping.

While Iran weaponizes the Bab el-Mandeb through Houthi proxies to disrupt global trade, its arch enemy Israel has been drawn directly into this theater. Ever since Houthi attacks began threatening shipping lanes to the Israeli port of Eilat following the October 2023 Hamas attacks, protecting these waters has become a vital Israeli security interest.

To counter this mounting Iranian pressure, Israel has expanded its own footprint in the region. Most notably, its recognition of Somaliland. This was not just a diplomatic gesture. Somaliland is bolstered by Emirati infrastructure at the Port of Berbera near the Bab el-Mandeb. This provides Israel with strategic depth at a crucial maritime crossroads. This dynamic pulls the Horn of Africa firmly into the broader Middle Eastern rivalry, setting up a direct strategic collision between Iran and Israel across the Red Sea.

The result is not the emergence of formal alliances, but of competing geopolitical networks. Saudi Arabia, Egypt, Turkey, Somalia, Eritrea, and the Sudanese Armed Forces broadly align to preserve the regional status quo, while the UAE, supported by Israel, has built a flexible network spanning Ethiopia, Somaliland, Puntland, the RSF, and a growing portfolio of strategic ports.

Whether Saudi Arabia and the UAE can turn their recent diplomatic rapprochement into a coordinated regional strategy remains one of the key questions for the years ahead.

The Red Sea is no longer simply a shipping lane threatened by the Houthis. It has become one of the world’s principal geopolitical arenas, where developments in Sudan, Ethiopia, Yemen, and Somalia increasingly shape security across the Middle East and global trade.

Ultimately, the question is no longer whether the Red Sea matters, but who will shape its future.

After decades of civil war, Emperor Augustus claimed to have restored order to the Roman world. His reign marked the beginning of what historians would later call the Pax Romana—a roughly 200-year period of stability, economic prosperity, and Roman hegemony that lasted from 27 BC until the death of Emperor Marcus Aurelius in AD 180. Trade flourished, infrastructure expanded, and the empire reached unprecedented levels of political and economic integration across the Mediterranean.

Yet, Rome's pax was never built on consensus; it rested on overwhelming military superiority, economic dominance, and the reality that no rival possessed the power to challenge Roman authority.

This pattern repeated itself throughout history. During the nineteenth century, Pax Britannica emerged as the Royal Navy secured the world’s sea lanes, allowing Britain to dominate global commerce. After the Second World War came the Pax Americana, supported by American industrial strength, the dollar, unmatched military power, and a network of alliances that shaped the post-war international order.

Although the dominant powers and their specific eras evolved, the core principle remained consistent. Every cycle of pax-leadership has been built around the unilateral control of the strategic infrastructure of its time.

For much of the twentieth century, geopolitical power flowed through oil fields, steel mills, shipping routes and aircraft carriers. Those assets remain important, but they no longer determine leadership on the technological frontier. Increasingly, military capability, economic competitiveness and political influence depend on advanced semiconductors, artificial intelligence, hyperscale data centres, critical minerals and the vast industrial ecosystem connecting them.

Washington has concluded that preserving American leadership in the twenty-first century requires controlling these new foundations of power. In December 2025, the United States unveiled Pax Silica, a strategic initiative designed to organize the world’s most important AI and semiconductor supply chains around the United States and its allies.

Jacob Helberg, the U.S. Under Secretary of State for Economic Growth, Energy, and the Environment, summarized the transition succinctly:

“If the 20th century ran on oil and steel, the 21st century runs on compute and the minerals that feed it.

This historic declaration hails a new economic security consensus ensuring aligned partners build the AI ecosystem of tomorrow—from energy and critical minerals to high-end manufacturing and models”.

It was more than a statement about technology. It was a declaration about power.

The initiative launched with seven founding members: the United States, Japan, South Korea, Singapore, Australia, Israel and the United Kingdom. Momentum quickly accelerated. India, Qatar, the United Arab Emirates, Sweden, Finland, Norway and the Philippines joined ahead of the second summit in June 2026.

By the time the summit concluded, another ten participants signed on, including the European Union, Germany, the Netherlands, Greece, Kazakhstan, Argentina, Chile, Costa Rica, El Salvador and Panama. Within six months, Pax Silica had evolved from an American initiative into a coalition spanning much of the world’s advanced technology ecosystem.

This marks a radical shift, because for most of the post-Cold War period, technology supply chains were treated primarily as economic assets. Efficiency, lower production costs and globalization were viewed as strategic advantages in themselves. Manufacturing shifted to wherever labour was cheapest, production concentrated across East Asia and resilience became secondary to profitability.

However, three developments fundamentally changed that calculation.

The first was China’s transformation from manufacturing partner into strategic competitor. Despite successive rounds of U.S. export controls targeting advanced AI chips and semiconductor manufacturing equipment, China’s domestic industry continued narrowing the technology gap. What American officials once believed was a four-to-five-year lead has reportedly shrunk to roughly four months across several frontier AI technologies. As a result, supply chains that once appeared economically efficient have increasingly become strategic vulnerabilities.

The second was the COVID-19 pandemic. Global chip shortages exposed the fragility of highly concentrated supply chains. Factory shutdowns disrupted industries ranging from automobiles to consumer electronics, revealing how dependent the global economy had become on a handful of semiconductor manufacturers.

The third, and arguably most important development, was the rise of artificial intelligence.

Semiconductors are no longer simply components inside smartphones or laptops. They became the foundation of military modernization, scientific research, industrial productivity and geopolitical influence. Once compute had become a strategic resource, the supply chains producing it could no longer remain politically neutral.

Pax Silica is Washington’s response to that new reality.

The objective is not to relocate every semiconductor factory back to the United States. Such a strategy would be prohibitively expensive and economically impossible. Instead, the United States is pursuing something far more achievable and arguably far more powerful: control over the bottlenecks.

To put this into perspective, the semiconductor industry has become one of the most complex industrial systems ever created. Producing a single advanced chip requires more than 500 manufacturing steps and typically crosses over 70 international borders before reaching the final customer. No country controls the entire process. Instead, every major participant dominates one or several indispensable technologies.

This system’s geopolitical weight lies in its extreme concentration; the entire global supply chain relies on a few critical chokepoints, most of which are monopolized by a single nation or even a single company.

For instance, the United States controls the industry’s design layer through giants like Nvidia, AMD, Broadcom, and Qualcomm, whose processors and software underpin the global AI ecosystem. However, the Netherlands occupies the most absolute physical chokepoint. ASML is the sole manufacturer of Extreme Ultraviolet (EUV) lithography machines—the multi-hundred-million-dollar systems required to print advanced chips. Without ASML, leading-edge manufacturing grinds to a halt. Meanwhile, South Korea commands the memory bottleneck. SK Hynix and Samsung control over 95% of global High Bandwidth Memory (HBM) production. Demand for these specialized AI chips is so intense that global supply is already fully allocated through 2026.

Taiwan remains equally indispensable. TSMC manufactures roughly 90% of the world’s most advanced chips, producing the processors that power Nvidia’s AI accelerators, Apple’s iPhones and much of the global technology industry.

Yet Taiwan is notably absent as a formal member of Pax Silica.

The omission is partly diplomatic, reflecting Washington’s adherence to the One China Policy. However, Taiwan’s lack of official status does not diminish its central role; as a key non-signatory participant and observer, it maintains deeply entrenched ties with the US. This was underscored last week, when TSMC announced an additional $100 billion investment in US chip manufacturing. Therefore, although it is not an official member, Taiwan is undeniably aligned.

The coalition's strategic weight becomes clear when its semiconductor supply chains are mapped. Research by BIG Europe highlights that while the supply chain is highly fragmented, the Pax Silica bloc holds overwhelming economic leverage:

“Dependencies vastly outnumber chokepoints, with no single country dominating across all sectors of the supply chain. Assessing where dependencies lie in terms of Pax Silica membership highlights the alliance’s significance: approximately two-thirds of observed dependencies have a Pax Silica supplier.

Taking value into consideration heightens this contrast, with dependencies on Pax Silica suppliers valued at approximately $29.9 billion, as against $4.51 billion for non-bloc members.”

Rather than pursuing complete self-sufficiency, Washington is attempting to ensure that the most strategically important links in the AI supply chain remain embedded within a US-led geopolitical architecture.

The strategy is already reshaping industrial policy beyond the developed world.

The Philippines offers an early glimpse of how Pax Silica may expand. Shortly after joining the initiative, Manila announced plans for a 4,000-acre Economic Security Zone in New Clark City that will host semiconductor manufacturing, advanced packaging, AI infrastructure, data centres and critical mineral processing. Designed as a purpose-built platform for allied manufacturing, the zone combines American legal and regulatory frameworks with the Philippines’ skilled workforce, strategic location and natural resources.

Rather than simply attracting foreign investment, the objective is to move the country up the semiconductor value chain while embedding it more deeply within Western technology supply chains as production gradually diversifies away from China.

Beijing understands exactly what Pax Silica represents. From China’s perspective, it is not simply another trade agreement. It is a long-term containment strategy designed to slow China’s technological ascent by consolidating control over the critical chokepoints of the AI economy.

China has responded asymmetrically.

Beijing has weaponized its own advantages further upstream. China has imposed export restrictions on gallium, germanium, graphite and several rare-earth processing technologies. Those restrictions matter because China produces roughly 98% of the world’s refined gallium, between 60 and 70 percent of global germanium, and dominates processing across many of the critical minerals required for semiconductors, defence technologies and advanced electronics. Chinese Foreign Ministry spokesperson Lin Jian made no secret of Beijing's reasoning:

“China has lodged stern protests with the U.S. for its update of the semiconductor export control measures, sanctions against Chinese companies, and malicious suppression of China's technological progress”.

The result is a new form of strategic interdependence. While the US and its allies dominate advanced AI chips, software, and manufacturing, China controls many of the critical raw materials. Neither side commands the entire system, but both hold chokepoints capable of imposing enormous costs.

This balance defines Pax Silica. Rather than full decoupling or bringing all manufacturing to America, Washington aims to ensure the global AI infrastructure—compute, capital, and critical minerals—remains governed by US-led rules and technologies.

Every era of international order has been defined by mastery over its vital infrastructure, from Rome’s roads to Britain’s oceans. The next era will not be measured in barrels of oil or fleets of ships, but in semiconductors and compute. Pax Silica is Washington’s play to ensure this new technological foundation remains firmly American-led.

Thriving in Java's rich volcanic soil, this particular variety proved to be exceptionally rich in quinine—which was, at the time, the world’s only effective defense against malaria. The Dutch didn't just cultivate the trees, they industrialized them. They systematically carpeted the island with the potent crop, harvesting the bark and subjecting it to a rigorous chemical gauntlet of drying, pulverizing, and acid-solvent extraction. By 1928, this hyper-efficient operation allowed the Dutch to control more than 95% of the global quinine market, establishing one of the world’s first highly successful pharmaceutical cartels.

At the time, Britain ruled the seas, Germany dominated heavy industry, and France held vast global territories—yet they all ultimately danced to the tune of Dutch quinine. The true lesson of Java was never about a single medicine, it was about the strategic risk of supply chain dependency. It demonstrated that controlling the foundational ingredients of healthcare creates a powerful form of leverage.

More than a century later, a similar dynamic is unfolding, only this time, the theater is global pharmaceuticals.

For decades, the global pharmaceutical industry has sold the public a fairy tale. We are told the story of the market champions—Pfizer, Merck, Novartis, Roche—and their labs of genius. The narrative is always the same: scientists discover a breakthrough, they slap a patent on it, and the profits roll in. It is a story of intellectual brilliance. But that is merely the glittering surface. In March, Pfizer CEO Albert Bourla finally pierced that veil, delivering a blunt warning:

“U.S. dominance in biotech technology is being challenged by a competitor, and that’s China.”

He described China’s “meteoric rise of their scientific capabilities,” noting that 8 of the top 10 global research institutions on the 2025 Nature Index are now Chinese.

It is a notable shift, to be sure. But while the C-suite in the West obsesses over the scorecard of academic prestige, they are missing the forest for the trees. The real vulnerability doesn't lie in the brilliance of the lab, it lies in the dirt of the supply chain.

Beneath the surface of blockbuster drugs lies a vast industrial ecosystem. While the West focused on intellectual innovation, China quietly secured the foundational capacity required to produce them. Much like the Dutch once leveraged control over quinine, Beijing recognized that true power in Pharma is not won through patents, but by dominating the supply chain upstream.

This strategy has created a chokehold that renders Western medical independence a delusion.

To understand how, one must look at the chemical hierarchy of medicine. Manufacturing a drug is a multi-step recipe that starts at the absolute bottom with raw petrochemicals and coal byproducts. These raw materials are refined into Key Starting Materials (KSMs), which are then synthesized into Active Pharmaceutical Ingredients (APIs)—the actual biologically active components responsible for curing a patient. By controlling the very beginning of this chain, China has effectively secured a veto power over the end product.

Because this synthesis involves dirty chemistry, including toxic processes such as nitration, chlorination and fluorination, the ESG-regulated West steadily retreated from these upstream stages. China moved in the opposite direction. By aggressively subsidizing the polluting, energy-intensive coal-to-chemical plants required to produce these compounds, Beijing made it economically impossible for many Western facilities to compete.

Today, because China controls the chemical reactions that synthesize the crucial KSMs behind almost every API, Western drugmakers are mostly left with nothing but the final, simple step of pressing imported powder into pills. The recipe—and the power—resides in Beijing.

This reality forces you to ask a vital question: if China is so dominant in this market, how does India maintain its reputation as the 'Pharmacy of the World'?

The truth lies in a paradox you see throughout the entire supply chain: India is indeed the world’s leading supplier of generic medicines. But while India manufactures its APIs, it often only performs the very last synthetic steps, using chemical intermediates imported directly from China. In reality, India’s pharmaceutical giant stands on a Chinese foundation

This hidden pipeline explains why official trade statistics are so profoundly misleading. When regulatory agencies suggest that China provides only a fraction of U.S. API imports, they present a dangerous sleight of hand. It counts only direct shipments, conveniently ignoring the molecular passports of drugs that transit through India or Europe despite being born in Chinese chemical plants.

In fact, when you audit the full supply chain, China’s effective control over the U.S. generic market is closer to 80%. The West has outsourced its health security, mistaking the final packaging of a pill for its actual creation.

This vulnerability is not just a Western anxiety, it is openly acknowledged at the highest levels of the supply chain.

In a report published last month assessing India's self-reliance ambitions, the country's premier public policy think tank, NITI Aayog, concluded that India's pharmaceutical export success masks a deep structural dependence on Chinese raw materials. As the Asia Times observed:

The report dissects a dangerously anemic supply chain. For all its manufacturing might, India’s industry is a giant with feet of clay. It is reliant on China for over 65% of its key starting materials (KSM) and active pharmaceutical ingredients (APIs) — the chemical heart of any medicine, according to NITI Aayog’s Trade Watch Quarterly.

This dependency exceeds 85% for entire classes of life-saving drugs, including antibiotics and fever reducers. This is not an equal partnership — it is a tenuous pipeline. A single geopolitical tremor, trade dispute or new lockdown at a Chinese port could choke off these critical supply lines.

The supply chain of Amoxicillin illustrates this dynamic particularly well. As one of the world's most widely prescribed antibiotics, it is a staple of modern healthcare. Although much of the finished drug is manufactured in India, nearly 94% of its KSMs originates in China. The supply chain may appear diversified, but its foundation remains overwhelmingly Chinese. If China halts exports, global hospital and pharmacy stocks could collapse within weeks.

This extreme vulnerability was laid bare on July 10, when the FDA issued a historic proposed rule to modernize drug manufacturing registration. Politically and diplomatically, the FDA carefully avoided naming China. Instead, it targeted the “indirect” supply chain—specifically forcing foreign facilities that ship APIs through intermediary countries (like India) to finally register and report exactly what they produce.

By targeting these “hidden” upstream suppliers, Washington is attempting to shine a light on its biggest blind spot. As CDER Acting Director Michael Davis admitted:

“When an active ingredient in a medicine reaches an American patient, the FDA should be able to trace exactly where it came from. Closing this registration gap for foreign establishments is a concrete step toward increasing the supply chain transparency that patients deserve.”

The fact that the U.S. is only now, in late 2026, scrambling to legally map these indirect foreign pipelines proves just how blind the West has been to China’s foundational chokehold.

While the FDA’s new rules attempt to close this tracking gap, Washington’s main defensive weapon has been the BIOSECURE Act. Signed into law in late 2025, the legislation aims to decouple the supply chain by banning federal contracts with Chinese “Biotechnology Companies of Concern”.

However, the Act’s strategic reach was structurally bounded from the start. By avoiding a blanket ban on the massive trade of generic APIs, policymakers prioritized immediate supply stability over national security. Its “grandfather clause”—allowing existing contracts to run until 2032—was a tacit admission that the U.S. healthcare system is too deeply tethered to China for a rapid divorce.

The market has confirmed this inertia. While a quarter of Western firms expressed an intent to divest, only 2% actually took concrete steps to unwind these relationships. For these companies, Chinese firms are not mere third-party vendors, they are the deeply embedded, irreplaceable architects of the entire manufacturing ecosystem.

A striking example is WuXi Biologics, an end-to-end powerhouse that handles everything from early lab research to commercial production. In 2025, the company’s new integrated projects hit a record high, with approximately 50% originating from U.S. clients. This staggering level of integration means the company is so deeply embedded that the West lacks the domestic infrastructure to independently develop or manufacture advanced biologics, such as complex cancer treatments, at scale.

This playbook should feel familiar to anyone follows the global scramble for critical minerals. China has simply applied that same strategic rigor to an even more acute market.

The danger here is that Beijing doesn’t need to fire a shot to exert control. It can employ peacetime weaponization, using subtle, deniable tactics like sudden environmental shutdowns of factories, deliberate customs delays, or slow-rolling export licenses to disrupt supplies for diplomatic leverage. In 2019, Chinese economist Li Daokui was remarkably candid:

“Once the export is reduced, the medical systems of some developed countries will not work”.

History has already shown how a pharmaceutical monopoly ends, and the warning is stark.

For decades, the Dutch cartel believed their control over Java’s volcanic soil made them untouchable. But in 1942, the illusion shattered. The Japanese military invaded Java, instantly cutting off the Allied powers from 95% of the world’s quinine supply.

The consequences were catastrophic. During the grueling Guadalcanal campaign, malaria posed a greater threat than enemy fire, knocking out thousands of American soldiers daily as infection rates in the South Pacific crossed 65%. In a race against time, the U.S. launched a massive crash program, enduring a brutal trial-and-error campaign before finally synthesizing chloroquine as a substitute. It was a near-fatal lesson in the vulnerability of outsourced health security.

Today, the West is sleepwalking into the exact same trap, but on a vastly larger scale, and without a safety net. Developed economies cannot simply innovate their way out of a modern supply collapse, because China controls the very chemical infrastructure needed to mass-produce those discoveries in the first place.

If the West wants to secure its future, it must realize that scientific brilliance is only half the battle. The ability to conceptualize a breakthrough remains entirely useless without the physical, domestic factories to actually produce it.

Until those industrial foundations are rebuilt, the master key to global health security remains in Beijing.

For decades, the Kremlin maintained an unyielding grip on the flow of Caspian hydrocarbons, forcing landlocked neighbours to route their economic lifelines through Russian territory. Today, that structural dominance is unraveling. Driven by the destructive realities of the war in Ukraine and shifting supply lines in the Middle East, a permanent reordering of Eurasian trade is underway, forcing Kazakhstan to aggressively rewrite its strategic playbook.

To understand why this moment is so revolutionary, one must look back to the collapse of the Soviet Union, when the vague concept of Russian energy was deliberately manufactured to preserve Moscow's regional hegemony. Just as Russia’s Gazprom historically purchased Turkmen natural gas simply to re-export it to Europe under a Russian label, much of the oil flowing out of Black Sea ports has actually been Kazakh crude.

In the early 1990s, a newly independent Kazakhstan sought international partners to tap its immense onshore Tengiz field, forming a consortium led by the American major Chevron. During this pivotal era, the Clinton administration led by Vice President Al Gore, heavily pushed for American industrial integration into the region's energy architecture.

While Western strategists strongly advocated for a southern maritime route to ensure absolute independence from Moscow, intense Russian pressure ultimately forced a compromise: the creation of the Caspian Pipeline Consortium (CPC). This network funneled the oil across southern Russia directly to the port of Novorossiysk.

This historical arrangement handed Moscow a near-monopoly, transforming the CPC pipeline into the ultimate lifeline of the Kazakh economy. When the offshore supergiant field of Kashagan came online years later, its immense output was similarly swallowed by the CPC network. Kazakhstan's export apparatus became so structurally dependent on this single corridor that the vast majority of its foreign crude sales relied entirely on Russian transit infrastructure, with secondary volumes entering the Russian grid through the Atyrau-Samara pipeline to connect with Europe's Druzhba network. For three decades, this geographical bottleneck granted the Kremlin an effective veto over Kazakhstan’s sovereign economic survival.

However, the safety of this arrangement evaporated with the outbreak of full-scale war in Ukraine and the escalating maritime volatility surrounding Iran. What began as temporary, conflict-induced disruptions to global logistics has hardened into a permanent transformation of Eurasian shipping lanes. Ukraine’s relentless campaign of drone and missile strikes against Russian energy infrastructure has turned the Black and Baltic Sea ports into high-risk zones. Recent precision strikes directly targeting CPC infrastructure like Novorossiysk terminal, and tankers in Russia’s shadow fleet have shattered any lingering illusion that Russian territory offers a secure route to global markets.

For the government in Astana, the degradation of this transit network is not merely an inconvenience, it is an existential threat to domestic stability. The memory of Bloody January in 2022 remains vivid, when the government lifted price caps on liquefied petroleum gas (LPG), causing fuel prices to double overnight and triggering the largest wave of civil unrest since Kazakhstan gained independence. The violence pushed the regime to the brink, forcing President Kassym-Jomart Tokayev to invoke the Collective Security Treaty Organization (CSTO) and request Russian military assistance.

With the hydrocarbon sector accounting for roughly 20% of GDP and up to 40% of government revenue, Kazakhstan's stability remains fundamentally tied to oil exports. Any prolonged disruption of Russian export terminals could therefore trigger a severe economic shock, risking renewed domestic instability. Kazakhstan thus finds itself trapped in an agonizing paradox: it is highly vulnerable to the military strikes crippling Russian infrastructure, yet it is simultaneously driven by an urgent need to abandon the very pipelines that sustain its economy.

It is, therefore, striking that President Tokayev used the St. Petersburg International Economic Forum to publicly challenge the Kremlin’s narrative. Sitting beside Vladimir Putin, he pointedly refused to recognize Russia’s annexation of the Donbas:

“In general, if the right of nations to self-determination is realized throughout the globe, then instead of 193 states that are now members of the UN, more than 500 or 600 states will arise on Earth. Naturally, it will be chaos.

Therefore, we do not recognize Taiwan, Kosovo, South Ossetia, or Abkhazia. This principle will be applied to quasi-state associations, which, in my opinion, are Luhansk and Donetsk”.

By making this bold declaration on Russian soil, Tokayev signaled a clear ideological departure from Moscow, prioritizing Kazakhstan’s long-term sovereign stability over unconditional alignment with his neighbor.

Faced with this reality, Astana has actively accelerated its search for alternative corridors to accommodate its booming oil production, which is projected to expand significantly over the coming years. This drive for security coincides with a massive shift in the South Caucasus balance of power. Following its victory over Russia-aligned Armenia, Azerbaijan—backed by the rising influence of Turkey—has firmly established itself as the dominant player in the region. As Europe aggressively severs its reliance on Russian fossil fuels, Western eyes have locked onto the South Caucasus as a vital, non-Russian energy corridor.

This alignment of interests has revitalized the strategic importance of the Ganja Gap, a narrow 60-kilometer-wide land corridor nestled between Russia and Armenia where Georgia and Azerbaijan meet. This crucial strip of land allows trade, gas, and oil to flow uninterrupted from the Caspian Basin straight to Mediterranean and European markets without ever crossing Russian soil.

It already acts as the foundation for the vital Baku-Tbilisi-Ceyhan (BTC) oil pipeline and the Southern Gas Corridor. Because Azerbaijan’s domestic oil production is naturally tapering off, the BTC pipeline has been running at less than half its total capacity, prompting Baku to invest heavily in capturing Kazakh oil to fill the void.

Yet, turning this geopolitical vision into a functional logistical reality is an uphill battle against geography and cost. Currently, Kazakhstan's primary western option to bypass Russia involves loading crude onto tankers at the port of Aktau and shipping it across the Caspian Sea to Baku to feed into the BTC network.

While Astana holds an ambitious long-term vision of scaling this route to 20 million tons annually, actual shipped volumes have remained a mere fraction of that target. Even if achieved, this capacity would cover less than a third of what Kazakhstan traditionally pumps through Russian territory. Furthermore, the maritime and pipeline route through Azerbaijan is more than three times more expensive than the CPC pipeline, and technical hurdles have frequently forced Astana to rely on Moscow's infrastructure to keep its economy humming.

As Russia finds itself outmanoeuvred in the South Caucasus, its diplomatic leverage to protect its interests is shrinking. Striking an amicable deal with Baku remains highly unlikely, leaving Georgia as one of the few remaining geographic chokepoints where Moscow might still exert coercive pressure to disrupt this emerging east-west energy axis.

This western bottleneck has forced Kazakhstan to look in the opposite direction, toward an eastern superpower with an insatiable appetite for energy certainty: China.

Beijing's leadership has grown deeply alarmed by the vulnerability of global maritime chokepoints, particularly after recent conflicts highlighted how easily international trade can be paralyzed at the Strait of Hormuz. Facing its own economic headwinds and deteriorating relations with the United States, China is terrified of a potential naval blockade in the Straits of Malacca, through which the vast majority of its crude imports must pass.

This strategic anxiety has given President Xi Jinping's Belt and Road Initiative renewed urgency. Notably, Xi first unveiled the initiative in Astana in 2013, underscoring Kazakhstan's central role in his vision for Eurasian connectivity. At the center is the Middle Corridor, or Trans-Caspian International Transport Route (TITR), which runs through Kazakhstan and bypasses Russia.

Central Asia and the South Caucasus have witnessed an unprecedented surge in cargo volumes as international trade scrambles to bypass Russian soil entirely. On the energy front, this eastern pivot relies heavily on the Atasu-Alashankou pipeline, which links western Kazakhstan to China’s Xinjiang province. While the route historically carried a mix of Russian transit crude and modest Kazakh volumes, an extensive network of internal pipeline upgrades is now underway to connect Kazakhstan's Caspian fields directly to the Chinese border.

Ultimately, two distinct strategic paths lay before Kazakhstan as it attempts to insulate itself from Russia's vulnerability. The first is a determined western push to maximize the Baku-Tbilisi-Ceyhan route—a scenario enthusiastically backed by Turkey and Azerbaijan. Yet the harsh reality of high transit costs and slow infrastructure scaling means that a sudden halt in Russian pipelines would still devastate the Kazakh state before the western corridor is fully ready.

This elevates the likelihood of a decisive eastern pivot. Capitalizing on China’s proven ability to rapidly design and deploy massive infrastructure projects, Astana may choose to de-emphasize the volatile West and route its surplus oil directly into the Chinese industrial engine.

While Russia's Rosatom secured the contract for the country's first nuclear power plant, China has been awarded the second and third through the state-owned China National Nuclear Corporation (CNNC).

Sanctions, wartime budget pressures, and persistent delays have steadily eroded Rosatom's ability to deliver major overseas projects. The recent cancellation of a $2 billion thermal power plant agreement in Kazakhstan only reinforced those concerns. Capitalizing on China's proven ability to rapidly finance and deploy large-scale infrastructure, Astana may ultimately choose to route a growing share of its surplus oil directly into the Chinese industrial engine.

Whichever path dominates, the geopolitical conclusion is identical: the era of uncontested Russian dominance over Caspian energy is drawing to a permanent close, re-drawn by the hard realities of a fragmenting Eurasia.

Few political rehabilitations have unfolded this quickly. Western governments are dismantling years of sanctions, Gulf monarchies are racing to invest, and Washington is negotiating a new era of security cooperation with Damascus.

The pace of this strategic shift is even accelerating. The momentum reached a tipping point this week when the two leaders sat down for a high-stakes bilateral meeting on the sidelines of the NATO summit in Ankara. Afterwards, President Trump formally notified Congress of his intention to remove Syria from the U.S. list of State Sponsors of Terrorism, initiating the mandatory 45-day review period.

The decision is more than symbolic: it clears the way for American companies to participate in Syria's reconstruction. As Trump wrote in a letter to Syrian President Ahmed al-Sharaa:

“I promised to remove all barriers stopping you from rebuilding your country, and very soon, you will finally be able to do ​so. We ​have U.S. companies ready to invest in Syria and help make your ⁠country greater and more prosperous than ever before.”

This dramatic reversal makes far more sense when viewed through a strategic lens. Syria is no longer simply a country emerging from civil war. Its position on the Eastern Mediterranean, combined with its energy infrastructure, has made it a pivotal geopolitical asset. From Washington's perspective, Syria offers an opportunity to reshape the regional balance of power. Seen through that lens, the shift in U.S. policy is far less surprising.

The true blueprint of this grand strategy is hidden within a quiet but aggressive effort by the West and its allies to completely redraw the Middle East's energy architecture. Rather than repeating the overt, Western-fronted reconstruction model that proved politically toxic in Iraq, Washington has engineered a far subtler, proxy-led architecture. An influential bloc of Arab states, led by Riyadh and Abu Dhabi, provides the overt capital and diplomatic framework, while Western companies manage the operation from the background.

The groundwork for this strategic turn was laid when the US and UK moved early to dismantle international sanctions against the former Russian-backed al-Assad regime. This served as a deliberate signal that the West was fully committed to resurrecting Syria’s foundational oil and gas sectors.

Before the 2011 civil war, Syria was a formidable crude oil powerhouse, pumping up to 600,000 barrels per day (bpd) from proven reserves of 2.5 billion barrels. This output supplied Europe with roughly $3 billion in oil annually, with major refineries in Germany, Italy, and France specifically configured to process Syria’s heavy, sour "Souedie" crude alongside its lighter "Syrian Light" grade via the Mediterranean export terminals of Banias, Tartus, and Latakia.

Even more lucrative than its oil is Syria's gas sector. Prior to the conflict, Syria produced up to 30 million cubic meters of natural gas per day (mcm/d) backed by 8.5 trillion cubic feet of proven reserves. Today, production has cratered to barely 7.6 mcm/d—less than a third of the 18 mcm/d required to keep Syria’s national electricity grid online.

Syria's energy collapse was largely a consequence of war and Western sanctions. Within a year of the U.S. and EU imposing sanctions on Syria's energy sector and banning imports of Syrian oil, the country had gone from a net energy exporter to a net energy importer—despite possessing vast oil and gas reserves.

Ironically, the physical groundwork for Syria's energy resurrection was laid by Russia. Through its years of propping up the previous regime, Moscow deployed US-sanctioned Stroytransgaz to develop the South-Central Gas Area, boosted national gas production by 40%, and signed a massive 2015 Cooperation Plan to restore 40 energy installations—including the Aleppo and Deir Ezzor thermal plants. From a Western perspective, Russia did the heavy lifting; the West is now simply moving in to inherit the infrastructure.

Yet, inheriting this infrastructure is about far more than just turning the lights back on. While securing these energy supplies is vital—especially given the Western embargoes on Russian gas due to the Ukraine war—the immediate access to pipelines and power plants is merely a stepping stone to the much larger geopolitical endgame.

For the past decade, Syria was the absolute linchpin of Russia’s Middle East and North Africa strategy, and a vital hub for China. It gave Moscow a warm-water military presence on the Mediterranean outside NATO’s containment arc, anchoring permanent military reach into the Levant via the Tartus naval facility and Hmeimim airbase. Iran's sphere of influence was equally vast. According to the Jusoor Institute, a Syrian think tank, Iran maintained a staggering 570 military sites across Syria in 2023.

However, as US–Syria relations have strengthened, Russia's military presence in Syria has declined dramatically over the past two years, shrinking from 114 military sites to just two bases today, while Iran has abandoned all its bases.

In fact, Moscow is on the verge of losing its last remaining military foothold. Rather than a secure asset, the future of Russia’s naval base is currently up for re-negotiation, sparking a high-stakes corporate takeover of Syria's strategic coastline.

The economic battle lines have already been drawn at Tartus itself. In a major blow to the Kremlin, Syria’s new government tore up a 49-year contract with Russia's Stroytransgaz, handing an $800 million, 30-year concession to the UAE’s DP World. By replacing a sanctioned Russian giant with a staunchly US-aligned powerhouse, the geopolitical landscape fundamentally altered. Desperate to salvage whatever presence it has left, Russia is now racing to open a commercial logistics hub in one of the base's final berths by mid-July.

The war for Syria is no longer being fought with tanks, but through an intense economic proxy war over ports and logistics hubs.

Syria was also the final, critical destination for Iran’s projected "Land Bridge" from Tehran to the Mediterranean coastline, which was designed to funnel heavy weaponry to Israel's borders. Furthermore, China had embedded this route into its own grand strategy via the $17 billion Iraq-China Strategic Development Road, intending to link Basra to southern Turkey and plug directly into China's Belt and Road Initiative.

The expanded presence of the West and its allies effectively smashes this Sino-Russian-Iranian axis. By locking down Syria’s strategic coastline, the U.S. is shutting Moscow out of the Levant and blocking Iran’s westward corridor.

The spearhead of this new Western-Arab alliance became clear with the landmark agreement signed between the Syrian Petroleum Company (SPC), America’s ConocoPhillips, and Britain’s Novaterra ConocoPhillips, focusing on developing new gas fields and maximizing existing output. This Western corporate push is backed by massive Gulf capital and expertise.

The UAE’s Dana Gas—fresh off major gas projects in Egypt and the Khor Mor expansion in Iraqi Kurdistan—has signed a preliminary deal to redevelop Syria’s natural gas fields. Simultaneously, Saudi Arabia’s Ministry of Energy is deploying four of its heavyweight enterprises to provide comprehensive field development and technical support. These initiatives mesh seamlessly with a broader Western consortium that plans on executing a “master plan” to rebuild Syria’s oil, gas, and power sectors, starting west of the Euphrates before moving east.

Ultimately, the ConocoPhillips-Novaterra-SPC deal and the surrounding surge of Gulf-backed energy projects represent far more than a routine energy industrial reboot.

They amount to a deliberate takeover of Syria’s strategic orientation. By anchoring Western corporations at the absolute core of Syria’s post-war reconstruction, Washington secures an unbreakable lever over the political and economic architecture of the Levant.

By pulling Damascus into a regional framework anchored by U.S.-aligned Arab powerhouses, the West is reviving the Arab-Israeli normalisation framework that defined Donald Trump’s first term—effectively locking Russia and China out, and permanently rewriting the strategic map of the Middle East.

What looked like an impossible political rehabilitation was, in reality, the closing sequence of a cold, calculated chess game. Damascus didn’t just buy its way back into international respectability; it traded its geography for survival. As Western rigs move onto Syrian fields and allied flags line the Mediterranean coast, the message is unmistakable.

The decades-long war for Syria didn't end with a traditional peace treaty—it ended with a corporate acquisition, forever altering the balance of power in the Middle East.

It therefore seemed fitting to explore the other side of the equation through a series of essays that step back from my usual posts. Rather than focusing on climate or environmental policy, this essay series explores the forces behind our ever-growing demand for energy and raw materials.

The history of human progress is often told as a triumph of ingenuity over scarcity, driven by the belief that greater efficiency would free us from the limits of the physical world.

In the nineteenth century, when the steam engine began to replace the muscle of man and beast, observers anticipated that these miraculous machines would lead to a dramatic reduction in the consumption of coal. The logic was as seductive as it was simple: if a machine could perform the same amount of work with less fuel, the total demand for fuel would inevitably decline.

Enter William Stanley Jevons, a sharp-minded British economist and logician working in the thick of the Industrial Revolution. In 1865, while his contemporaries were busy celebrating the "miracle" of efficiency, Jevons looked at the figures and felt a cold shiver of reality. He realized that the math didn't add up the way everyone hoped. As the steam engine grew more efficient, the cost of the work it performed plummeted, and rather than conserving the remaining coal, the economy responded by finding a thousand new, ravenous uses for it.

We did not use the efficiency of the coal-fired engine to consume less; we used it to ignite a global industrial fire that continues to burn today. This is the Jevons paradox—an inescapable law that remains the hidden architect of our current predicament.

This dynamic is far from a theoretical anomaly; it describes an accelerating trajectory where our relentless drive for efficiency creates a compounding, exponential growth in total resource demand. While historical examples like coal or air conditioning show a modest increase in energy demand relative to efficiency gains, our modern era shows a radical shift.

The surge in global internet energy use, highlights how our digital infrastructure has become a primary driver of this trend, far outpacing the efficiency gains of previous technological shifts. Rather than flattening the curve, every marginal gain in optimization seems to serve as a catalyst for further expansion, pushing us further along a path of systemic exhaustion that defies our best intentions for sustainability.

This reliance on efficiency as a saviour is a persistent historical fallacy. While the Jevons Paradox explains how efficiency gains paradoxically drive up the total consumption of abundant resources—like coal—the whale oil industry serves as a grim counterpart. It illustrates what happens when we apply that same obsession to a finite, biological base.

During the eighteenth and nineteenth centuries, the transition from tallow candles to whale oil was driven by the promise of efficiency: whale oil burned brighter, cleaner, and longer, making it the superior fuel for illumination. But this efficiency did not lead to conservation. Instead, as hunting techniques were refined and fleets expanded, the increased accessibility of the resource only fueled demand. We didn't use this surplus to spare the whales; we used it to illuminate and industrialise the world at a massive scale, driving the resource base toward inevitable collapse.

By mid-century, whale oil production had peaked at 12 million gallons per year and plummeted to less than half that by 1860. The industry was so physically exhausted that the future of whaling had become entirely dismal; President Abraham Lincoln eventually ordered 38 decrepit whaling ships to be filled with stone and sunk at the mouth of Charleston harbour to form a stone blockade during the Civil War. Whaling was dying long before kerosene emerged as a saviour, a testament to the fact that our obsession with optimisation is not a path to conservation, but a catalyst for systemic exhaustion.

This brings us to a fundamental question: why, in the face of such clear historical evidence, do we continue to double down on the same destructive strategy? The answer lies in a strange competitive logic that forces us forward, even when the path leads to collapse.

A fitting metaphor comes from Lewis Carroll's 1871 novel Through the Looking-Glass. As the Red Queen drags Alice across the landscape at a breakneck pace, Alice realises they haven’t moved an inch from their starting point. The Queen’s reply provides the definitive rule of this state:

“Here, you see, it takes all the running you can do, to keep in the same place.”

In 1973, biologist Leigh Van Valen applied this metaphor to the fossil record, proposing the Red Queen’s hypothesis to explain why a species’ risk of extinction remains constant regardless of its age. Longevity offers no armour; surviving ten million years grants no reprieve for the next ten. The primary threat is not the environment, but the competition: every leap forward by a rival forces you to sprint merely to maintain your current position.

Nowhere is this phenomenon more visible than in artificial intelligence, where the 'Red Queen's race' has shifted from biological evolution to silicon-based industrial warfare. In 2025, AI startups shattered every previous funding record, attracting an unprecedented $192.7 billion in global venture capital. Like Alice, the world's most powerful tech companies are now forced to run simply to remain where they are—locked in a frantic, energy-intensive race driven by the same competitive logic that once transformed the industrial world.

To survive this sprint, massive capital investments are being funnelled directly into the pursuit for greater efficiency, perfectly illustrated by the launch of Nvidia’s Blackwell architecture. Engineered under Jensen Huang to be among the most energy efficient chip architectures for heavy AI tasks, these chips were initially heralded as a victory for sustainability.

Since the product launched in 2024, the NVIDIA-driven boom in data center construction has fundamentally reshaped the global energy landscape. Yet, just like the Jevons Paradox warns, every leap in efficiency is not leading to a lower energy footprint. By drastically lowering the effective cost of raw compute, these efficiency gains have merely democratised and accelerated its use, sparking an insatiable demand for more data centers and fueling a surge in energy consumption.

This dynamic mirrors the trajectory of the whaling industry. We are applying the same obsession with optimisation to our physical limits—the massive hardware and grid requirements needed to fuel our energy and compute hunger—driving them toward a point of systemic exhaustion. We are not building a more sustainable future; we are financing a high-speed sprint toward collapse, all while running as fast as we can just to stay exactly where we are

Yet, this systemic behaviour is not merely a byproduct of the internal logic of infinite growth, it is deeply rooted in our own anatomy.

Our Red Queen-like drive to sprint is fueled by the prefrontal cortex, the part of our brain responsible for planning and complex problem-solving. We are evolutionarily wired to seek more effective solutions; whenever we find a way to do the same task with less effort, the brain registers it as a success and rewards us, reinforcing the very behaviour that keeps us running.

This biological drive creates a perfect collision with the Jevons paradox. When the 19th-century whaling industry was collapsing from over-extraction, we didn't embrace restraint; we used the efficiency of petroleum-derived kerosene to bypass the limit and accelerate consumption further. We are trapped in a feedback loop where we use the efficiency of one transition to fuel the extraction of the next, proving our neurology is designed not to respect planetary limits, but to innovate our way past them in a relentless pursuit of growth.

This is where our obsession with progress starts to resemble the fate of Icarus.

In the original myth, Daedalus crafted wings of feathers and wax for his son, warning him that the path to freedom required a delicate balance: fly too low, and the sea spray would weigh the wings down; fly too high, and the sun’s heat would melt the wax. But Icarus, intoxicated by the sensation of flight, pushed beyond those limits. He flew too close to the sun, which melted the wax holding his wings together, causing them to disintegrate and sending him plummeting into the sea.

Just as Icarus was seduced by the effortless power of flight, we have become addicted to the height our innovation provides, forgetting that the sun is the same force that will inevitably melt the precarious resources holding our society together.

We have crafted our wings from the wax of technological innovation, and with every advancement, we fly higher, fueled by the intoxicating belief that we can transcend the gravity of our material reality. Yet, we ignore the Jevons paradox, which acts as the heat slowly softening the wax. The more efficient we make our flight, the higher we dare to ascend, bringing us ever closer to the scorching reality of our limits.

We believe we are masters of the sky, yet we remain entirely dependent on the structural integrity of a planet we are systematically dismantling.

That principle became the foundation upon which the American West was built.

Congress reinforced it with the Reclamation Act of 1902, launching one of the largest hydraulic engineering projects in history. Dams, reservoirs, canals, and aqueducts transformed deserts into productive farmland and made it possible for cities to flourish where nature had provided little water of their own. A few years later, Los Angeles demonstrated just how far that logic could go, quietly acquiring water rights in the Owens Valley before constructing an aqueduct that diverted an entire watershed more than 200 miles south to fuel the city’s expansion.

The backlash was fierce. Ranchers and farmers, convinced that Los Angeles had stolen their future, repeatedly sabotaged sections of the aqueduct with dynamite during what became known as the California Water Wars. The transfer of water was never simply about water. It was about wealth, power, and who got to grow.

By 1922, confidence in America’s ability to engineer nature had reached its peak. The Colorado River Compact divided the river among seven states using flow estimates from an unusually wet period, allocating more water than the river actually holds. It was an extraordinary act of optimism, one that assumed tomorrow’s water would always resemble yesterday’s.

For much of the twentieth century, these decisions looked like triumphs of engineering and ambition. But as the climate shifts and the demand grows, the "first in time, first in right" mentality is colliding with a much harsher reality.

More than a century after those initial compacts were signed, the American West is no longer just managing a fluctuating supply; it is facing a structural deficit. In early 2026, the United Nations University Institute for Water, Environment and Health published a report warning that the world had entered a new phase of water scarcity. Its central conclusion was striking:

“The world has moved beyond a water crisis and into a state of global water bankruptcy”.

The choice of words was deliberate. A crisis suggests a temporary disruption from which recovery is possible. Bankruptcy implies something far more structural. According to the report, water bankruptcy occurs when societies withdraw and pollute freshwater faster than rivers, lakes, and aquifers can naturally replenish it, while simultaneously degrading those systems to the point where recovery becomes increasingly difficult—or, in some cases, impossible.

The American West is the epicenter of this depletion: the Colorado River has experienced decades of declining flows, Lake Mead and Lake Powell have lost a substantial share of their storage, and the Ogallala Aquifer is being drained at an unsustainable rate.

If the 20th century was a battle between farmers and cities, the 21st-century conflict is far more complex. The “pie” of available water is shrinking fast, but the number of hands reaching for it is increasing.

For decades, water policy revolved around a single question: how do we grow more food? According to the United States Geological Survey (USGS), irrigation still accounts for by far the largest share of freshwater use in the United States. For more than a century, that made perfect sense: the American West was built around agriculture, and its infrastructure was designed to prioritize the field over the factory.

Increasingly, however, that is no longer the only question. The United States is in the midst of its largest industrial expansion in decades, fueled by the CHIPS Act and the race to build AI infrastructure. These new industries—semiconductor manufacturing and hyperscale data centers—are among the most water-intensive industrial activities in the modern economy.

This shift creates an uncomfortable collision between the historical priority of agriculture and the strategic imperative of leading the global technology race.

Few projects illustrate this shift better than Taiwan Semiconductor Manufacturing Company's (TSMC) semiconductor campus in Phoenix, Arizona.

The choice of location is striking: Arizona is drying out faster than any other state in the United States. The tension became impossible to ignore after state officials suspended approvals for an estimated 500,000 new homes in 2023 because groundwater supplies could no longer satisfy Arizona's 100-year water assurance requirements. Yet shortly thereafter, the state approved the massive expansion of TSMC's campus.

The question, then, is obvious: why prioritize a fab over housing development—or, more broadly, why does tech get a seat at the table while farmers may face cutbacks?

The answer lies in a cold economic calculation. Agriculture remains the world's largest consumer of freshwater, accounting for roughly 70% of global withdrawals. Yet measured in economic output generated per unit of water, it ranks among the least productive sectors of the modern economy (according to World Bank data). Semiconductor manufacturing occupies the opposite end of the spectrum. Although highly water-intensive, it generates vastly greater economic value from each liter consumed, giving governments facing structural water scarcity a powerful incentive to allocate water toward high-value industry rather than agriculture.

To a state government facing a structural water deficit, this creates an irresistible incentive to prioritize industrial expansion over the agricultural sector. One massive chip fabrication plant offers the state far more in tax revenue, job creation, and geopolitical influence than thousands of acres of farmland could provide under the same water constraints.

However, this efficiency comes with a dangerous trade-off. Arizona’s massive TSMC campus serves as the ultimate test case for this strategy. To secure their water allocation, the company has pledged to recycle 90% of its process water by 2028, effectively betting that technological sophistication can mask the physical reality of a drying desert.

Arizona is essentially betting that it can maintain its industrial engine without further depleting the water traditionally reserved for the land. If this bet fails, the state will be left with stranded industrial infrastructure while residential development remains frozen in limbo, and agriculture faces an increasingly difficult trade-off.

Artificial intelligence introduces a different, more elusive source of demand. Ironically, the majority of America's planned AI infrastructure is expected to be built in drought-hit regions. Hyperscale data centers require vast cooling systems, and while several companies argue that newer facilities consume relatively little water thanks to closed-loop cooling systems, that captures only part of the picture. A recent Wall Street Journal investigation found that the power plants supplying electricity to these facilities can consume many times more water than the data centers themselves. AI's hidden water footprint, therefore, extends well beyond the server hall and deep into the energy grid that powers it.

As competition for an increasingly finite supply intensifies, a legal entitlement to water has evolved from a simple resource right into one of the planet's most coveted economic assets. Financial markets are now formalizing this scarcity, transforming a basic necessity into a tradeable commodity.

This institutionalisation of water began in 2020, when CME Group launched the world's first water futures contract. The contract tracks the price of water rights leases and sales across California's five largest and most actively traded regions, allowing market participants to hedge against growing water scarcity. Meanwhile, private equity funds and large utilities have been aggressively acquiring water rights across the American West, increasingly viewing them as strategic long-term assets.

This investment wave is also reshaping ownership of water infrastructure and water rights. The planned merger between American Water Works and Essential Utilities will create a utility with an enterprise value of roughly $65 billion, serving around 20 million people across 17 states. Alongside this consolidation, investment funds have reportedly earmarked more than $100 billion to acquire water rights, viewing them as strategic long-term assets.

The Colorado River Basin has become a focal point of this strategy, where firms such as Water Asset Management have acquired land largely for the embedded water rights. Similar logic can be seen in Washington State, where Bill Gates’s agricultural holding company purchased 14,500 acres of irrigated farmland, with the embedded water rights representing a significant part of the asset’s value.

Neither investment is solely about farmland. Both reflect a broader shift in strategic thinking: in a water-constrained world, ownership of land increasingly matters because it provides access to the resource that determines what can still be produced.

There is a profound historical irony here.

The legal principles that emerged during the California Gold Rush were designed to settle disputes between prospectors competing for water. More than a century later, those same principles are quietly determining who secures access to one of the twenty-first century's most strategic resources. The dynamite has been replaced by financial markets, infrastructure funds, and strategic acquisitions, but the underlying logic remains remarkably familiar.

When scarcity becomes permanent, the greatest advantage belongs not to those who need the water most, but to those who already control it.

President Zelensky has embraced precisely this strategy, launching an intensive forty-day campaign of long-range drone and missile strikes designed not simply to destroy military targets, but to pressure Russia politically. The campaign has been remarkably successful in reaching its objectives. Yet there is growing evidence that it is simultaneously failing at its larger purpose.

Rather than bringing peace closer, it may be bringing Russia and NATO closer to direct confrontation than at any point since the invasion began.

Let's start with what the campaign has achieved.

Measured purely by military effectiveness, Ukraine’s long-range campaign has exceeded expectations. In May alone, Ukrainian forces struck at least 16 Russian oil refineries, including 8 of the country’s 10 largest facilities. Russian refining throughput fell to its lowest level since 2009. The strikes have become progressively more ambitious.

More recently, Ukrainian drones reached the refinery in Ufa, more than 1,300 kilometers from the front line. Only a year ago, such operations would have seemed almost unimaginable. Today, Ukraine possesses the capability to repeatedly strike strategic infrastructure deep inside Russian territory, hundreds of miles beyond the battlefield itself.

The consequences are becoming increasingly visible. On Russian state television, Vladimir Putin made an unusually candid admission that the attacks were "obviously creating problems." He acknowledged fuel shortages while insisting they were "not critical." Speaking about Crimea, he admitted that only a few days of fuel reserves remained before reassuring viewers that additional supplies would soon arrive. Such openness is highly unusual for the Kremlin, where public discussion of vulnerability is normally avoided.

The reality appears more severe than official statements suggest. Fuel rationing has reportedly begun across 56 Russian regions. In 18 of those regions, local authorities have imposed mandatory restrictions on every fuel station.

For Putin personally, the symbolism may be even more damaging than the material losses. His political legitimacy has always rested heavily on projecting competence, stability, and control. The image of Russian territory being struck repeatedly, while shortages spread across the country, undermines that carefully cultivated perception.

Nothing demonstrated this more vividly than Ukraine's recent drone attack on Moscow itself. Nearly 200 drones targeted multiple locations across the Russian capital. Images of smoke rising over Moscow quickly circulated around the world. Ukraine is no longer merely defending itself at the front. It has demonstrated an ability to project force more than a thousand kilometers beyond its borders and into the symbolic heart of the Russian state.

From a Western perspective, this appears to strengthen Kyiv’s negotiating position. The argument is seductive. Increasing pressure eventually produces compromise. Raise the costs high enough, and Russia will conclude that peace is preferable to continued escalation.

The problem is that this assumption depends almost entirely on viewing the conflict through a Western lens. From Moscow, the same events produce almost the opposite conclusion.

Whether one agrees with Russia's interpretation or not, Russian policymakers have consistently framed the war not as an unprovoked campaign of conquest but as the culmination of a thirty-year deterioration in European security. In this view, NATO's steady expansion toward Russia's borders, Western support for the 2014 Maidan revolution, years of military assistance to Ukraine, and the eventual prospect of Ukrainian NATO membership represented a long process of strategic encirclement.

Russia argues that the Minsk agreements were never intended to resolve the conflict in eastern Ukraine, a view reinforced by later public comments from former European leaders acknowledging that the agreements also bought time for Ukraine to strengthen its military. Within this framework, Moscow does not see itself as the aggressor responding to temporary setbacks. It sees itself as fighting what it believes to be an existential struggle against an expanding Western security architecture.

That distinction matters enormously because it determines how pressure is interpreted. If a government believes it is fighting a discretionary war, rising costs encourage compromise. If it believes it is fighting for long-term national survival, rising costs often encourage escalation instead.

Everything emerging from Moscow suggests the latter.

Russian Foreign Minister Sergey Lavrov has warned of "massive coordinated strikes on a regular basis" in response to Ukrainian attacks deep inside Russian territory. He has repeatedly argued that continued NATO involvement risks direct confrontation between Russia and the alliance, including the possibility of nuclear escalation. Last week, the Kremlin stated flatly that Russia would not accept European ultimatums.

The political messaging has become remarkably consistent. Negotiations are not being rejected because Russia believes it is winning easily. They are being rejected because Moscow increasingly believes that the West itself is now a direct participant in the war. Russian officials argue that European governments cannot function as neutral mediators while simultaneously financing, training, and arming Ukraine. From this perspective, diplomatic proposals calling for immediate ceasefires or frozen front lines appear less like peace initiatives and more like attempts to preserve Ukrainian military capacity.

Putin himself made this explicit during a state television interview on June 28. Asked about proposals for a mutual suspension of long-range strikes, he dismissed the idea outright. Russia's retaliatory strikes, he argued, were significantly more destructive than Ukraine's, and Kyiv's proposal reflected its growing manpower shortages rather than any genuine desire for peace. Saving the current Ukrainian government, he added bluntly, "is not part of our plans."

The Kremlin has become equally direct regarding Western assistance. Russia now openly argue that Ukraine could not conduct these deep strikes without American intelligence, targeting data, and operational support. Whether this assessment is entirely accurate is almost secondary. What matters is that it shapes Russian decision-making. If Moscow increasingly concludes that NATO is functionally participating in attacks on Russian territory, the incentive shifts away from negotiation and toward raising the costs for the alliance itself.

That is where the current discussion often misses the larger picture. The escalation Russia appears to be preparing is no longer centred solely on Ukraine. Increasingly, it is unfolding along NATO's northern frontier.

The Kremlin has accused NATO of abandoning rationality and moving toward what Foreign Ministry spokeswoman Maria Zakharova described as a "high-risk zone”:

“The North Atlantic bloc is venturing into a high-risk zone, seeking to get the most out of Ukraine. For its part, the Kiev regime is intensifying its attempts to actually realize its long-cherished desire to draw NATO into a direct armed conflict with Russia, in the false hope of saving its desperate position on the battlefield, which also clearly falls into the category of irrational fantasies".

Recent intelligence assessments suggest that Russia is preparing accordingly.

Intelligence agencies from the Nordic and Baltic states report that Russia is steadily reinforcing its frontier with NATO. Existing bases near Finland are being enlarged, transport infrastructure is being upgraded, and new storage facilities and barracks are under construction. According to Finnish military assessments, troop levels along the border could eventually rise to roughly 80,000 soldiers—around four times the pre-war presence.

More consequential than troop numbers is Russia's military transformation. Moscow is rebuilding larger divisions for sustained conventional warfare, with many of these battle-hardened units expected to reinforce NATO's northeastern border after the war.

Rather than accepting the current trajectory, Russia is likely to seek ways to regain the strategic initiative and strengthen its bargaining position before returning to the negotiating table. That may require expanding the conflict beyond Ukraine itself. Keir Giles, a Russia analyst at Chatham House, offered a stark assessment:

“Moscow will be looking for ways to disrupt the current trend, through horizontal escalation [spreading the conflict to other countries] or doing something elsewhere. We should not expect Russia to passively lose.”

This is the strategic paradox emerging from Ukraine’s successful drone campaign. Every refinery destroyed, every fuel shortage created, every successful strike on Moscow undoubtedly increases pressure inside Russia. Yet pressure alone does not determine political outcomes. It interacts with how governments interpret the conflict itself. The West largely assumes that higher costs inevitably produce negotiations. Russia increasingly appears to believe that higher costs confirm its long-held conviction that it is engaged in a broader confrontation with NATO rather than merely a regional war with Ukraine.

If that diagnosis is correct, then Ukraine’s long-range strikes are producing two opposite effects simultaneously. Operationally, they are some of Kyiv’s greatest successes since the war began. Strategically, they may be accelerating precisely the wider confrontation they are intended to avoid.

History offers countless examples of military success producing the opposite political outcome. During the Blitz, Germany expected sustained bombing of British cities to shatter public morale and force London toward accommodation. Instead, the campaign hardened British resolve and transformed the war into an even more existential struggle. Air power proved capable of destroying infrastructure, but far less capable of breaking political will.

Ukraine’s long-range drone campaign risks producing a similar dynamic. It has demonstrated that Russia is vulnerable deep within its own territory, exposing weaknesses that once seemed unimaginable. Yet every successful strike also reinforces the Kremlin’s conviction that the conflict has evolved beyond a war with Ukraine alone.

Rather than pushing Moscow toward the negotiating table, the campaign may instead strengthen the Kremlin's incentive to regain the strategic initiative through further escalation rather than compromise.
