Johor secured RM59.4 billion of approved investment in the first half of 2026, second only to Selangor. But another number in MIDA’s latest data may tell us more about whether that success will last.

Across Malaysia, 49.7 per cent of manufacturing investment approved over the same period came from companies expanding or diversifying existing operations. Of RM51.3 billion in manufacturing approvals, RM25.5 billion represented companies choosing to invest again.

Call this the Reinvestment Ratio: the share of manufacturing investment coming from companies that have already made their first location decision.

For the JS-SEZ, it could become one of the simplest measures of whether an industrial ecosystem is taking root. While winning the first plant proves Johor can attract a project, winning the second or third because the company’s suppliers, workforce and operating systems are already here tells us something more important. Previous investment is making the next investment easier to win.

Let us look at the data, Biocon established its Iskandar Puteri facility with an initial investment exceeding US$350 million and has since embarked on a second phase to expand capacity. MIDA separately recorded an additional RM226.1 million expansion by the company in Johor this year. BMW’s regional parts distribution operation has been in Johor since 2004, moved into a larger Senai facility from PTP in 2016 and expanded again in 2024 from 45,000 to 65,000 square metres. Scanfil invested €4.3 million to expand its Johor Bahru electronics facility by almost 50 per cent after identifying strong customer demand for Malaysian manufacturing.

These are different industries and different investment cycles, but they have one common thread, they all came back and expanded. This is important because Singapore has options beyond Johor.

A sticky asset is not the same as a sticky economy

Data centres make the distinction particularly clear. Malaysia approved RM95.8 billion of data-centre and cloud-computing investments in the first half of 2026, with Johor at the centre of that build-out. These facilities are anything but footloose once constructed. Large campuses require buildings, high-voltage substations, transmission connections, fibre networks, cooling infrastructure and long-term power arrangements. Billions can be sunk into one location.

That creates asset-level lock-in. But a facility being difficult to move does not necessarily make Johor difficult to replace.

I explored this earlier in What Is a Megawatt Worth to Johor?, where the argument was that data-centre capacity should not be judged only by the number of megawatts installed, but by the local capability it creates around them. Vertiv’s Senai facility was an early example of what this could look like, with data-centre demand helping to support manufacturing, testing and engineering capability in Johor.

The Reinvestment Ratio extends that question. If those capabilities are genuinely taking root, they should begin to influence where companies place their next project. Does Vertiv expand again? Do suppliers follow? Do engineering and maintenance firms build deeper operations around the customer base? Do new investors choose Johor because that capability is already here?

A 200MW data-centre campus can therefore be firmly anchored in Johor without the wider economy becoming equally difficult to replace. The larger prize is ecosystem-level lock-in, where investment creates skills, suppliers and specialist services that lower the cost and risk of the next investment.

That distinction matters well beyond data centres. A factory surrounded by trained engineers, specialist contractors and established suppliers is different from one that simply occupies a site. In the first case, the investor has sunk capital. In the second, the location itself has acquired capability.

That is why repeat investment matters. It is one of the clearest signs that the ecosystem, not just the asset, is becoming sticky.

The marginal project is the real competition

Singapore’s regional strategy makes the question more urgent. In July, Singapore’s Ministry of Trade and Industry grouped the JS-SEZ alongside Indonesia’s Batam-Bintan-Karimun region and the Vietnam-Singapore Industrial Parks as ways of enlarging the economic space available to Singapore companies and workers. Singapore also made clear that regional integration should remain additive, with higher-value activities anchored at home.

Singapore’s Economic Development Board describes BBK in similar terms. Companies can retain headquarters and R&D functions in Singapore while placing larger-scale manufacturing and digital operations in Indonesia to benefit from lower-cost land, labour and utilities. EDB explicitly calls BBK an “economic and strategic hinterland” for Singapore manufacturers.

Johor is therefore not Singapore’s sole external production option. Singapore benefits from having several.

That changes how we should read Johor’s RM59.4 billion. It is an impressive measure of projects already won, but it tells us less about where the next factory, engineering centre or 100MW data-centre block will go. The marginal project is the real test.

If every new investment must still be won from scratch through incentives, land pricing and government facilitation, Johor remains an attractive site. If existing investors increasingly expand because suppliers, workers and operating systems already make Johor the better location, something more durable is forming.

Batam is the long-run counterfactual

The question is not new to this region. When the SIJORI Growth Triangle was launched in 1989, it was built around a familiar division of labour. Singapore would provide capital, technology and management, while Johor and Batam supplied land, labour and industrial capacity. Together, the three were presented as a more competitive investment proposition.

Batam has since developed a substantial industrial base, particularly in electronics, shipbuilding and manufacturing, with digital industries now adding another layer. Singapore continues to deepen those links and today positions Batam-Bintan-Karimun as part of its wider regional production strategy.

The experience is instructive. Research on the electrical and electronics sector over SIJORI’s first quarter-century found that integration between the three nodes weakened over time, reducing SIJORI’s importance as a genuinely integrated cross-border industrial region.

This was not a failure of Batam. It became an important manufacturing centre in its own right. But its experience shows that proximity, lower costs and sustained investment do not by themselves produce a self-reinforcing cross-border cluster.

More than three decades after SIJORI began, Singapore still frames much of the BBK proposition around keeping headquarters, R&D and other higher-value functions in Singapore while locating larger-scale production across the water.

That is the warning for Johor. Greater integration with Singapore does not automatically change the underlying division of economic functions. For that to happen, Johor needs to build advantages that deepen with each round of investment.

Batam is close. Johor is continuous.

In trade economics, the distance between Singapore and Johor is measured only in kilometers but also the cost, reliability and uncertainty of crossing the border.

Johor’s two permanent land links provide a structural advantage. Components, machinery, prototypes and urgent replacement parts can move directly by road between industrial sites without first entering a maritime logistics chain. For businesses built around just-in-time production, frequent smaller shipments or urgent technical support, that difference can matter considerably. Batam is geographically close and increasingly well connected. Johor has the advantage of continuity.

The RTS Link extends the same logic from goods to people. Once operational, it will move up to 10,000 passengers per hour in each direction between Bukit Chagar and Woodlands North. For industrial activity, the significance goes beyond commuting.

Companies exchange tacit knowledge as well as products. Engineers inspect machinery, specialists troubleshoot failures, managers visit suppliers and customers audit production lines. Much of that know-how moves most efficiently through direct contact. Lowering the time and uncertainty involved in crossing the border allows Singapore-based management and engineering teams to operate much more closely with Johor facilities.

This is the practical application of the gravity model. Reduce the effective economic distance between two large adjacent economies and interaction should increase. The harder question is who captures the gain.

The RTS wage arbitrage points towards Singapore

A faster border works in both directions. The same infrastructure that makes Singapore expertise more accessible to Johor also makes Singapore jobs more accessible to Johor workers. That effect is not neutral when the wage gap is large.

Johor officials are already acknowledging the risk. In April, JETCO chairman Hasni Mohammad warned that the RTS could accelerate the movement of skilled workers to Singapore and argued that Johor needed to revisit starting salaries around RM4,000 to RM5,000.

The economics is straightforward. The RTS removes part of the cost currently suppressing labour-market arbitrage. If the better-paid job is across the border and reaching it becomes faster and more predictable, the immediate price signal points towards Singapore.

Agglomeration economics works both ways. A growing Johor cluster can attract firms by building pools of skilled labour, suppliers and knowledge. But the stronger neighbouring cluster can pull those same workers and higher-value functions towards itself. That makes Johor’s wage market part of industrial policy.

Johor does not need to match Singapore salaries. It does need investment-led demand for scarce skills to feed through into local wages quickly enough to sustain technical careers on the Malaysian side. Poor wage information makes that adjustment slower. Employers can continue pricing engineers and technicians against yesterday’s Johor market even while billions of ringgit of new investment change the demand for those workers. The RTS will make that pricing failure more costly.

The risk is not simply that Johoreans work in Singapore. In Johor we accept cross-border employment is already fundamental to the local economy. The larger risk is that Johor succeeds in anchoring sophisticated physical assets while failing to anchor the human capability around them. Now that would be asset lock-in without ecosystem lock-in.

Start measuring the second decision

MIDA already gives us a useful national benchmark. In the first half of 2026, Malaysia’s Reinvestment Ratio for manufacturing was 49.7 per cent. The corresponding figure should be published for Johor and, eventually, for the JS-SEZ.

The measure is simple:

Reinvestment Ratio = expansion and diversification investment by existing firms ÷ total manufacturing investment

It is by no means a complete measure of industrial depth and companies expand for many reasons. Tracked over time alongside supplier co-location, local procurement, skilled employment and technical functions, it would tell us far more about whether investment is developing roots.

It would also improve on the headline approval number. MIDA reports that 65.5 per cent of manufacturing projects approved in 1H2026 had entered implementation by 18 August, while noting that such projects normally take 18 to 24 months to develop. My own experience at IRDA taught me not to treat the remainder as failed projects. Approval, implementation and economic embedding are three different stages, and each needs to be measured separately.

The policy implication follows. The first phase of the JS-SEZ has understandably focused on winning projects. The next should put more weight on what makes investors stay and expand: supplier development, technical training, engineering depth, collaborative R&D, local management and repeat investment.

Ten years after a major investment arrives, the question should not only be how much capital it originally brought. It should be what exists in Johor because it came.

The next project

None of this requires Batam or Vietnam to lose. Stronger production networks across ASEAN can expand the region’s total investment pool. But a company still has to decide where to put its next factory. Singapore has every reason to maintain several credible regional options. Johor cannot rely on being Singapore’s natural hinterland because Singapore has never behaved as though it has only one.

The first phase of the JS-SEZ has shown that Johor can attract capital. The next test is whether that capital compounds. The Reinvestment Ratio gives us a place to start measuring it.

If suppliers come because customers are already here, if engineers build valuable careers around those clusters, and if existing companies invest again because reproducing the same operating network elsewhere would cost more, Johor will have achieved something more durable than another record year of approvals.

It will have made the next investment easier to win than the last.

Malaysia has spent years trying to solve its low-wage problem. Most of us are familiar with the usual suspects like the minimum wage, which has been raised repeatedly. Billions have gone into TVET, reskilling and graduate employability. The Progressive Wage Policy is trying to link higher pay to skills and productivity, while investment policy increasingly focuses on attracting higher-value industries.

Almost everyone can agree that all of these measures have a role. Yet in 2025, compensation of employees still accounted for only 33.9% of GDP. Malaysia continues to generate considerably less income for workers as a share of the economy than many higher-income countries. Perhaps one part of the problem has received too little attention.

Workers often do not know what their skills are really worth. That is not simply a wage problem. It is a market failure.

The existing solutions only go so far

The minimum wage has helped lift pay at the bottom, but it does not tell us what an experienced technician, engineer or accountant should earn. Bank Negara has pointed out that wages are also becoming more compressed around the minimum. The gap between low-skilled and semi-skilled workers fell from RM550 in 2016 to RM396 in 2024. In other words, raising the minimum wage helps the lowest-paid workers, but it does much less to lift pay for people in the middle of the labour market.

Skills policy has its own limitation. Training more workers does not automatically lead to higher wages. What matters is whether those skills are being matched with employers that can use them well and pay for them accordingly.

The World Bank estimates that tertiary-educated Malaysians working in jobs below their qualification level earn 49.3% less than similar graduates in jobs that match their skills. It also found that Malaysia’s most productive firms pay about three times more than the median firm, yet too few workers are moving into these better-paying companies.

That matters for Johor. If a company says it cannot find 200 electrical technicians at RM3,500 a month, the answer should not automatically be to train another 500 technicians. The first question should be whether those same jobs would be filled at RM4,500.

If the answer is yes, it may not be a skills shortage at all. It may simply be a price problem.

The market failure is poor information

Employers generally have a much better view of the labour market than individual workers. They know what existing employees earn, what previous candidates have accepted and how much room they have in their recruitment budgets. Larger firms can also buy salary surveys and compensation benchmarks.

The worker normally knows his own salary, what a few friends earn and whatever information happens to appear in job advertisements.

This is a classic case of asymmetric information about the market price of labour, Employers generally know more about the market than workers do.

A technician earning RM3,900 may not know that another employer 30 kilometres away is paying RM5,200 for similar work. An engineer considering a certification may know it is valuable but not whether it adds RM200 or RM1,000 a month to market pay. A student may know that data centres are growing rapidly but still have little idea which specific skills employers are actually paying a premium for.

Markets work through price signals. When those signals are difficult to see, workers move more slowly, employers face weaker competitive pressure and wages adjust less efficiently to shortages. The state does not need to decide what people should earn. It can simply improve the information.

What if Johor made the labour market visible?

Imagine a state-backed Johor Wage Observatory where a worker searches for a Data Centre Electrical Technician with three to five years’ experience.

Instead of another list of vacancies, the platform shows the market itself: the 25th percentile of actual compensation, the median, the 75th percentile, current vacancies, median advertised salaries, whether demand is rising and which skills attract higher pay.

A worker might see that the median is RM4,650, the 75th percentile RM5,900 and current advertised vacancies are offering a median of RM5,150. The screen might also show that commissioning experience or HV switching carries a measurable premium. These figures are illustrative, but the concept is simple: show workers what the market is actually paying.

The use of percentiles rather than averages matters. A few highly paid specialists can distort an average. Showing the 25th, 50th and 75th percentiles gives workers and employers a much more realistic picture of where the market sits, without creating a single government-approved wage that could become an artificial ceiling.

The platform should ideally combine two types of information. Anonymised administrative data from sources such as DOSM, EPF or SOCSO can show what workers are actually earning, while salary ranges from MYFutureJobs, JTDC and participating employers can show what companies are prepared to offer now.

The two datasets tell us different things, and together they give a much clearer picture of the labour market.

This helps employers too

Greater transparency will understandably make some employers uncomfortable. Workers who discover they are below market may ask for more or move elsewhere.

But that is only one side of the equation.

A transparent labour market can also tell an employer that a vacancy is underpriced before it spends three months trying unsuccessfully to fill it. Better information can reduce mismatched interviews, failed offers and recruitment search costs. It also gives new investors a clearer picture of the real cost and availability of talent before making investment decisions.

A transparent market helps a worker know when he is underpaid. It also helps an employer know when a vacancy is underpriced.

Both are signs of a market working better.

Johor has an unusual reason to get this right

Johor’s labour market is not closed. Singapore sits directly across the border, offering skilled workers an unusually visible alternative.

The exchange-rate difference means Johor employers will never compete with Singapore purely by matching salaries ringgit for Singapore dollar. But better information would help employers understand the premium required to retain particular skills locally and help workers identify when attractive Johor opportunities already exist.

This becomes increasingly important as the JS-SEZ brings new demand for engineers, technicians, data-centre specialists, logistics professionals and other skilled workers.

If a new multinational in Sedenak begins paying RM6,000 for technicians who were previously earning RM4,000, that information should travel quickly through the Johor labour market. Similar workers should know. Competing employers should know. Training providers should know.

The faster those signals move, the faster new investment can translate into higher wages.

There is evidence worth testing

Johor would not be starting from an untested theory. Canada already publishes detailed occupational wage ranges by location. California provides wage percentiles by occupation and geography. Singapore requires salary ranges to be disclosed for many jobs advertised through MyCareersFuture.

Recent US research also suggests transparency can make a measurable difference. A 2025 NBER study examining salary-disclosure laws found wage increases of approximately 1.3% to 3.6%, without detectable reductions in employment or job postings.

That will not solve Malaysia’s wage problem by itself. But a few percentage points of wage improvement from a relatively low-cost information intervention would still be significant. Johor does not need to assume it will work here. It can test it.

Pilot, measure, improve

Johor already has much of the institutional infrastructure through JTDC, MYFutureJobs and existing national labour-market data. Rather than trying to cover the entire economy, the state could begin with 20 to 30 occupations critical to the JS-SEZ.

For each occupation, publish what workers actually earn, what employers are currently offering and how strong demand is. Then measure the results. Do workers move more readily into better-paying jobs? Do employers offering below-market salaries adjust? Do vacancies get filled faster? Does wage dispersion between workers with similar skills narrow? Do students and training providers respond to emerging wage premiums?

If it works, expand it. If unintended effects appear, change the design. Pilot, measure, improve and scale.

From attracting capital to raising incomes

Johor has become increasingly sophisticated at giving investors the information they need. The next step is to do the same for workers.

The JS-SEZ can attract billions of ringgit in investment, but the real test is whether that investment raises what Johoreans can earn. New capital should create demand for skills, that demand should push wages higher, and workers should be able to see where those opportunities are emerging.

For that process to work properly, the market price of labour must be visible. Johor does not need to set wages. It needs to make wages visible.

If Johor wants to lead on premium jobs, it should aim to build Malaysia’s most transparent labour market and make wage transparency, skills pricing and labour-market intelligence a defining feature of the JS-SEZ.

An interesting article caught my eye last week that cited a study estimating Singapore residents could spend an additional S$1.05 billion in Johor every year once the Johor Bahru-Singapore Rapid Transit System begins operations. Another 11.2 million round trips are expected annually, with groceries, pharmacies, food and beverage outlets and beauty services accounting for much of the increase. It is exactly the sort of number that finds its way into conference presentations, investment pitches and property brochures because it is large, tangible and easy to understand. However I would argue that it could also become one of the most misunderstood numbers in the unfolding RTS story.

To be clear, I am not suggesting the study is wrong. Quite the opposite. Commissioned by the Singapore Business Federation together with the Singapore Retailers Association and the Restaurant Association of Singapore, it is a thoughtful attempt to understand how the RTS could reshape consumer behaviour across one of the world’s busiest international borders. Read from Singapore’s perspective, it does exactly what it set out to do. It quantifies the competitive challenge that Singapore retailers and F&B operators may face once crossing the border becomes as predictable as taking the MRT across the island.

Johor, however, should read the report through a different lens. The study tells us where money is likely to be spent. What it does not tell us is how much of that spending is converted into lasting economic value for Johor. That may sound like just an academic distinction, but it goes to the heart of whether the RTS becomes simply a successful transport project or a genuine catalyst for long-term economic development.

The conclusion seems simple enough. If Singaporeans spend another S$1.05 billion in Johor every year, Johor will reap S$1.05 billion of benefit. But that is not necessarily how value is created.

Turnover vs. Economic Value Add

Walk into a supermarket and spend RM500 on imported groceries. Then spend another RM500 at a locally owned dental clinic. The amounts may be identical, but the two transactions tell very different economic stories. By the time the groceries reach the checkout, much of their value has already been created elsewhere. Farmers, manufacturers, shipping companies, brand owners and distributors have all taken their share long before the customer reaches the cashier. The supermarket still employs local people and pays local taxes, but a large proportion of that RM500 has already begun its journey back out of Johor.

The dental clinic works differently. There is no container ship coming to the Tanjung Pelepas Port bringing in a dental consultation. There is no overseas factory producing a physiotherapy session or a legal opinion. Almost everything the customer is paying for is created locally. Malaysian skills. Malaysian labour. Malaysian enterprise. The money continues circulating through salaries, landlords, accountants, maintenance contractors and countless other businesses before eventually leaving the local economy.

While both transactions increase consumer spending, only one leaves a much deeper economic footprint.

That thought stayed with me as I worked through the RTS impact report because it changes the question entirely. The study measures where Singaporeans are likely to spend their money once travelling to Johor becomes faster and more predictable. It was never intended to answer the next question, which is arguably the more important one for Johor itself. Once the money arrives, how much of it can Johor turn into lasting economic capability?

That is a very different challenge from simply attracting visitors.

From Occasional Outings to Ordinary Life

For decades, the Causeway imposed a hidden tax on everyday life. Not a financial tax, but a tax on certainty. Nobody knew whether a journey would take forty minutes or four hours. That uncertainty shaped behaviour as much as the physical distance between the two cities. Singapore families planned major shopping trips because they had to. Routine errands rarely justified the effort.

In an earlier JS-SEZ Monitor article, “The S$600k Experiment”, I described this as the “suffering tax”. It was the invisible cost of living and doing business across the Causeway. Not measured in tolls or fuel, but in wasted time, missed opportunities and the simple unpredictability of crossing the border. The RTS removes much of that uncertainty.

That matters because people behave differently when travel becomes predictable. They stop thinking in terms of occasional shopping trips and start thinking in terms of everyday life. The railway is no longer just making existing journeys faster. It is making entirely new patterns of consumption possible.

That is why, despite being the largest category in the study, groceries may ultimately prove to be the least important part of the story.

Groceries are what economists call high-frequency purchases. They happen every week, sometimes every day, which is precisely why they dominate spending forecasts. But they are also a poor measure of long-term economic value. A supermarket can be packed with customers without fundamentally changing the productive capacity of the economy around it. The bigger opportunity lies in services.

Healthcare, education, professional services, engineering consultancies, financial advice and countless other knowledge-intensive activities create value in a very different way. They cannot be imported in a shipping container or stocked on a supermarket shelf. Their value comes from people, skills and expertise. Every consultation, every design, every diagnosis and every professional engagement strengthens capabilities that remain rooted in Johor long after the customer has gone home.

That is where the RTS could become far more than a shopping corridor. It becomes a platform that gives Johor’s service economy routine access to one of the world’s highest-income consumer markets.

That distinction feels particularly relevant to the broader ambitions of the JS-SEZ.

Much of the conversation around the zone understandably revolves around semiconductors, advanced manufacturing, artificial intelligence, logistics and data centres. Those industries matter because they create productive capacity. But productive economies are never built on factories alone. They are supported by dense networks of accountants, software developers, designers, healthcare providers, educators, engineers, lawyers, maintenance specialists and thousands of smaller firms whose names rarely appear in investment announcements.

The RTS quietly enlarges the market for every one of those businesses.

The report itself offers an interesting reminder that integration works both ways. While Singapore households are projected to spend an additional S$1.05 billion in Johor each year, Johoreans are also expected to increase their spending in Singapore by around S$756 million. The net effect on Singapore’s retail and food service sectors is estimated at about S$290 million, or roughly 0.4 per cent of annual sector sales. For Singapore, the adjustment is meaningful but manageable. For Johor, the opportunity is proportionately much larger.

What Real Transformation Looks Like

That difference should also change what investors look for.

Passenger numbers will tell us whether people are using the railway. Retail sales will tell us whether shopping centres are busy. Property prices around Bukit Chagar will tell us how the market values the immediate precinct.

Useful indicators, certainly. But they are not the ones that will determine whether the RTS has genuinely transformed Johor’s economy.

The more meaningful signals will emerge gradually and they are likely to be less obvious.

Watch for accounting firms, engineering consultancies, legal practices, and creative agencies building regional advisory and support teams that routinely serve Singapore clients. Watch for international schools, enrichment centres and professional training providers growing because the addressable market has expanded beyond Johor’s resident population. Watch for local SMEs hiring more engineers, designers and knowledge workers because competing on expertise has become more profitable than competing on cost.

Perhaps most importantly, watch where entrepreneurs choose to build their businesses. If the RTS succeeds, Singapore will increasingly be seen not as an export market but as part of Johor’s everyday commercial hinterland. That is a subtle shift, but it changes how companies think about growth, investment and talent.

Infrastructure has traditionally been judged by what it moves. Cars. Containers. Passengers. The RTS should also be judged by what it creates.

Every train arriving at Bukit Chagar will bring purchasing power into Johor. The real measure of success is whether that purchasing power leaves behind stronger companies, better jobs and a more productive economy long after the passengers have gone home.

Last week Johor’s industrial property story has returned to familiar territory. Mah Sing Group and KLK Land are developing a 419-acre industrial park in Kulai through a joint venture, with an estimated gross development value of RM2.26 billion. The site sits within the Johor-Singapore Special Economic Zone and is expected to accommodate factories, warehouses, logistics facilities and data centres.

News coverage has focused on land area, development value and industrial absorption. The wider debate has polarised. Property investors see capital inflows and rising land values. Critics see facilities that consume large amounts of electricity and water while creating few permanent jobs.

I think both sides are missing the more important industrial opportunity.

Johor does not have to remain the place where multinational technology companies install servers and consume utility capacity. It could become the regional location where the physical systems surrounding those servers are engineered, assembled, tested and maintained.

That opportunity is taking shape in Senai.

The Third Data-Centre Narrative

The conventional case is straightforward. Singapore has limited land and power. Johor offers larger sites, lower construction costs and proximity to Singapore’s corporate and financial ecosystem. Johor becomes the physical host for Southeast Asia’s expanding digital economy.

It is a compelling proposition that risks reducing Johor to a landlord and utility provider. Land is leased. Power is allocated. The operator imports its critical equipment and runs the campus with a lean technical workforce. I have earlier described these data centers as automated real estate. The engineering, the equipment intellectual property and the exportable manufacturing capability remain elsewhere.

There is another possible outcome. The concentration of hyperscale and artificial intelligence infrastructure in Johor creates a large anchor market for the systems data centres require: coolant distribution units, modular power systems, switchgear, busways, cooling networks and prefabricated equipment skids.

This is where Vertiv’s new Senai facility becomes strategically important.

The Vertiv Signal

Vertiv opened a major new manufacturing facility in Senai in July 2026, expanding its Asian production footprint closer to Johor’s rapidly growing data-centre market. The approximately 236,000-square-foot plant has been producing in its first phase since the first quarter of the year, with further phases planned through 2027. It manufactures and tests thermal management and power systems for conventional and AI applications, including coolant distribution units for liquid-cooled racks, modular power systems, power skids and prefabricated overhead infrastructure. Vertiv plans to add up to 500 skilled workers as the plant reaches full output in 2027.

The significance is not that another multinational has opened a factory in Johor. Vertiv operates inside the most difficult part of the AI infrastructure transition. Buying advanced processors is only one part of building an AI data centre. Operators must also deliver the power distribution and cooling needed to run increasingly dense racks. AI clusters are pushing rack densities to levels that require liquid cooling, higher-capacity power distribution and greater use of prefabricated infrastructure. The bottleneck is no longer access to chips. It is the ability to deliver the physical environment around those chips on increasingly compressed construction schedules.

The company says its prefabricated power systems can cut deployment time by up to 50 per cent compared with traditional construction, and that its SmartRun overhead platform can cut on-site installation time by as much as 85 per cent. For an operator holding expensive computing equipment that cannot yet be energised, every month of delay carries a significant cost.

Proximity to the customer becomes part of the product.

The Tariff Question

There is also a less flattering explanation available for the investment.

For some categories of industrial equipment, products manufactured in China face materially higher United States tariffs than equivalent goods originating in Malaysia. On this reading, Senai is partly a trade-diversion play. Production has moved to a more favourable customs position and could move again if that advantage disappears.

Trade-diversion assembly produces exactly the outcome Johor should avoid. A plant that exists because of a customs schedule has no incentive to develop local suppliers, local engineering or local intellectual property.

Two features of the Senai facility argue against that reading. It includes validation and testing capability, not final assembly alone. And its commercial logic rests on deployment speed within Asia, which holds regardless of any single tariff line.

The honest conclusion is that both motives are present. The opportunity for Johor is to make the second one dominant.

From Server Halls to an Industrial Ecosystem

The criticism that data centres create few permanent jobs remains valid when the facility is considered in isolation. The calculation changes when the data centre becomes an anchor customer for surrounding industrial activity.

An equipment facility requires mechanical and electrical engineers, controls specialists, technicians, quality-assurance personnel and commissioning engineers. It creates demand for local suppliers of metal enclosures, piping systems, electrical panels, pumps, valves, sensors and precision-machined components.

The highest-value opportunity is not fabrication alone. A region that only fabricates frames and cabinets remains exposed to price competition. A region that can design, integrate, validate and certify complete thermal and electrical systems becomes part of the operator’s critical deployment chain.

Vertiv’s investment points towards the second model. Its Senai facility includes testing and validation capabilities, not simply an assembly line.

What Johor Can Realistically Localise

Vertiv’s presence does not mean Johor already has a complete AI infrastructure cluster. Precision cold plates, advanced pumps and electronic controls will continue to be imported. They carry qualification requirements and intellectual property that generic contract manufacturers cannot reproduce overnight.

Johor does not need to localise everything at once. Skids, frames, enclosures, piping assemblies and electrical panels are accessible entry points. Coolant distribution unit assembly, sensors, controls and factory validation require structured supplier development. The longer-term prize is proprietary controls, power electronics, thermal engineering and locally owned intellectual property.

Johor already has an existing base in electrical equipment, metal fabrication, electronics and precision machining. The challenge is qualifying those firms against multinational reliability standards: tighter tolerances, traceable production systems, testing facilities and confidence that demand will outlast a single project cycle. This is an industrial upgrading programme, not a factory conversion.

Why the Senai-Kulai-Sedenak Corridor Matters

The geography is favourable. Vertiv sits in Senai. The Mah Sing and KLK Land park is in the wider Kulai area. Sedenak has emerged as one of Johor’s principal data-centre locations. Together they form an increasingly connected corridor containing manufacturing capacity, logistics infrastructure, industrial land and some of Southeast Asia’s fastest-growing demand for data-centre equipment.

The incentive framework strengthens the proposition. Official JS-SEZ guidelines identify the AI and quantum-technology supply chain as a qualifying manufacturing activity in Kulai–Sedenak, with eligible new investments receiving a 5 per cent corporate tax rate for 10 or 15 years depending on investment size and compliance conditions.

Demand, land, incentives and capability are beginning to overlap in the same corridor. That is the foundation of a cluster. It is not yet a cluster strategy.

The Missing Industrial Strategy

Clusters do not appear because related companies occupy nearby factories. The supplier relationships must be built, and four functions currently lack clear ownership.

No single institution maintains a consolidated map of how much of Johor’s data-centre capital expenditure is imported, which equipment categories could be localised, and which Malaysian firms could qualify as suppliers. Industrial planning does not reserve space for equipment manufacturers, testing laboratories and specialist service firms; the default is to fill every suitable site with another server campus. Technical training is not aligned with thermal engineering, power electronics, industrial controls and commissioning at the scale the pipeline implies. And no public framework measures local economic spillover per approved megawatt. What is not measured will not be managed.

None of this requires local-content mandates before suppliers are ready. It requires using the scale of Johor’s pipeline to create predictable demand that lets suppliers invest with confidence. Hyperscalers want shorter lead times and lower deployment risk. Johor wants skilled employment, local procurement and industrial capability. There is a commercial bargain available if both sides are brought into the same framework.

The harder question is which institution owns that framework. Johor’s economic planning has repeatedly named priorities without naming owners. The data-centre supply chain is where that habit would be most expensive to repeat.

A Better Measure of Success

The real estate case for Johor remains sound. But acres sold and megawatts approved are incomplete measures of economic success. Johor’s data-centre strategy should be judged by how much equipment is sourced locally, how many Malaysian suppliers enter multinational procurement programmes, and how much equipment manufactured in Johor is exported to other markets.

The most important measure is the local economic value generated for each new megawatt of data-centre capacity.

Vertiv’s Senai facility does not prove that Johor has become ASEAN’s AI infrastructure manufacturing hub. It proves the industrial logic is credible enough for a global equipment company to invest in local manufacturing, engineering and testing capacity.

Johor has the customers, the industrial land, an established manufacturing base and an incentive framework that already recognises the AI supply chain. What remains is to connect them.

If Johor succeeds, data centres will no longer be viewed only as power-hungry buildings occupying valuable industrial land. They will become anchor customers for a wider engineering economy that serves the region.

That is the option the property market is not yet pricing.

Three days later, CGS International modeled a scenario in which the full absorption of the Pengerang Petrochemical Company stake by the parent entity could lift PETRONAS Chemicals Group’s (PChem) FY2027 to FY2028 core net profit forecasts by 67% to 96%.

By late June, Hong Leong Investment Bank (HLIB) published a research note flagging the structural logic of this consolidation. Analysts increasingly see the Aramco transaction as potentially clearing the way for PChem to divest its own 50% interest in the Pengerang Petrochemical complex that HLIB estimates could remove annual losses of RM500 million to RM600 million currently linked to PChem’s stake.

The public consensus has formed quickly. Published equity research has understandably focused on the immediate balance-sheet and earnings implications, viewing this corporate restructuring as a cleanup exercise. To the market, PETRONAS is simply consolidating control of a struggling asset to tidy its books while giving PChem a clear earnings recovery story.

The dominant framing among energy analysts is that the US$27 billion Pengerang Integrated Complex (PIC) is a conventional hydrocarbon asset gradually becoming a stranded liability as electric vehicles scale and global fossil fuel demand flattens.

I would argue this narrative has a structural blind spot. It is pricing Pengerang solely on the historical margins of fuel refining while ignoring the transition-chemicals option value embedded in its physical infrastructure.More importantly, it is analyzing Pengerang in isolation from the single most consequential infrastructure decision now unfolding on its doorstep.

As we previously analyzed in Why Pengerang May Be Asia’s Most Mispriced Energy Asset, the market continues to calculate Pengerang’s terminal value using an obsolete oil-refining playbook. To understand why that mispricing is widening, we must look at how legacy petrochemical footprints can pivot to resolve the energy transition’s next massive hardware bottleneck.

As global manufacturing markets seek alternatives to China-dominated supply chains, a massive vacuum has opened for the materials underpinning next-generation energy storage. By this I mean the electrolyte solvents and hard-carbon anodes required by the rapid scaling of sodium-ion battery technology.

To see how Pengerang anchors this transition, we have to look closely at the energy shift happening in the exact same postcode.

The Corridor Next Door

In November 2025, the World Bank’s International Finance Corporation (IFC), Johor’s state investment arm Permodalan Darul Ta’zim (PDT), and Ditrolic Energy signed a collaboration agreement to develop the Southern Johor Renewable Energy Corridor (SJREC), a US$6 billion hybrid solar and battery energy storage zone spanning 2,000 square kilometres. The policy-defined SJREC covers Kota Tinggi and Mersing, including Pengerang. The initial phase targets up to 4 gigawatts-peak (GWp) of solar capacity and 5.12 gigawatt-hours (GWh) of energy storage across a 10,000-acre site.

The SJREC forms a central pillar of the Johor-Singapore Special Economic Zone (JS-SEZ) masterplan. Its design purpose is to supply renewable electricity to multinational manufacturers and hyperscale data centre operators expanding across the JS-SEZ, and to enable cross-border electricity exports to Singapore via Energy Exchange Malaysia (Enegem).

The first renewable energy exports through Enegem began in late 2024, successfully moving cross-border renewable trade from a policy concept to actual power flow. By the time the SJREC reaches full phased deployment, Johor’s electricity infrastructure will be oriented around a fundamentally different demand profile than the one that shaped Pengerang’s original investment case.

Perhaps the market is reading the PETRONAS consolidation without reference to this energy transition happening in the exact same geography?

Why Sodium-Ion is the New Baseload Infrastructure

For years, lithium iron phosphate has been the uncontested baseline for renewable grid storage. That monopoly is cracking.

Sodium-ion chemistry has moved past laboratory-scale promise into utility-scale deployment. CATL has confirmed commercial-scale production across multiple sectors through its Naxtra series, and a three-year, 60 GWh supply agreement between CATL and HyperStrong represents the largest single sodium-ion storage commitment announced to date.

The technology’s case for stationary grids and hyperscale data centres rests on three realities. Sodium is roughly 1,000 times more abundant than lithium, insulating project economics from the commodity price shocks that have repeatedly destabilised lithium supply chains. Sodium-ion cells are intrinsically stable and non-flammable, eliminating the energy-intensive active cooling that lithium systems require. And unlike lithium, sodium-ion cells use aluminium current collectors rather than copper, stripping out another layer of critical mineral exposure.

The structural problem is geography. Over 95% of announced sodium-ion capacity sits inside China. As data centre operators, grid developers, and Western industrial buyers actively seek ex-China supply resilience, Southeast Asia has an open window — not for another assembly plant, but for the chemical precursors and raw materials the entire supply chain runs on.

That is precisely where Pengerang enters the picture.

What Pengerang Actually Holds

I can understand the standard bearish view on Pengerang. If the complex remains a naphtha-based refining and petrochemical operation dependent on volatile feedstock pricing and weak global chemical margins, the financial drag is structural, not cyclical. The Hormuz disruptions early this year that forced PRefChem to shut its 300,000 barrel-per-day crude unit illustrate this very clearly.

But PETRONAS now holds full operational authority over a piece of infrastructure that the transition economy will need, and that cannot be replicated cheaply.

Its integrated petrochemical complex has approximately 3.3 million to 3.4 million tonnes of annual nameplate capacity, with the steam cracker supplying core olefin and aromatic building blocks to downstream plants. It sits on deepwater logistics at the southeastern tip of Peninsular Malaysia, directly accessible to ASEAN shipping lanes. It has pre-built power utilities, a trained engineering workforce, and an established industrial services ecosystem.

Furthermore, a qualifying new transition-chemicals investment could seek support under the Pengerang Integrated Petroleum Complex’s (PIPC) existing manufacturing incentive framework, which explicitly covers specialty chemicals, organic intermediates, and biochemical products.

The survival of Pengerang does not depend on the energy transition. It depends on what chemistry it runs.

What Pengerang Already Has That the Supply Chain Needs

IRENA identifies two structural vulnerabilities in the global sodium-ion supply chain: announced battery capacity is overwhelmingly concentrated in China, while IRENA identifies two structural vulnerabilities in the global sodium-ion supply chain: announced battery capacity is overwhelmingly concentrated in China, while hard-carbon anode production is not keeping pace with battery-manufacturing ambitions. Both gaps are directly addressable from Pengerang.

The electrolyte side is the more straightforward conversion. Common sodium-ion electrolytes rely on carbonate ester solvents, particularly propylene carbonate, derived from the same ethylene and propylene streams Pengerang already produces at scale. Co-location with existing feedstocks, utilities, and logistics lowers total installed cost and execution risk relative to any standalone regional plant. The infrastructure advantage is not marginal.

The anode side is where Pengerang’s position becomes harder to replicate. Sodium-ion cells use hard carbon rather than graphite, and the precursor materials, heavy petroleum residues and pitches, are available at Pengerang as process byproducts. The more consequential opportunity is the parallel pathway: Johor’s geography gives the complex direct access to Malaysia’s palm oil biomass waste stream, creating feedstock optionality for the lower-carbon hard carbon that European and East Asian battery makers are actively seeking to source outside China. No other site in the region combines both pathways at industrial scale.

Neither conversion requires rebuilding Pengerang. Both require dedicated processing and purification units appended to existing infrastructure, the same co-location logic that made the complex viable as an integrated refinery in the first place.

The Pivot Is Already Underway

This transition-chemicals proposal is not a hypothetical concept; it is the next logical extension of a strategy PETRONAS has already begun execution on.

Inside the PIC, PETRONAS, Enilive, and Euglena have already commenced construction on a dedicated biorefinery. Designed to process up to 650,000 tonnes of renewable feedstock annually, the plant will produce Sustainable Aviation Fuel (SAF), Hydrogenated Vegetable Oil (HVO), and bio-naphtha starting in the second half of 2028. PETRONAS has explicitly noted that this project succeeds because it leverages the PIC’s integrated infrastructure, using existing utility lines, logistics networks, and shared services to make bio-refining economically viable.

This real-world development proves the core of the Pengerang transition thesis:

• PETRONAS already views the PIC as an asset capable of hosting non-conventional feedstocks and transition products.

• New conversion plants can be appended to, and benefit from, the existing industrial ecosystem.

• The evolution from traditional fossil molecules to transition molecules is already operational reality.

The Closed-Loop Strategic Option

Pengerang sits inside the SJREC geography. That single fact opens a strategic position no other industrial site in the JS-SEZ can replicate.

The SJREC’s dedicated renewable energy grid is designed to bypass national grid constraints and direct certified clean power to priority industrial users. Transition-chemicals manufacturing is electricity and heat intensive. A PIC operation producing battery-grade electrolyte solvents or hard carbon at scale would be among the corridor’s largest industrial power consumers, making it a natural anchor offtaker for the SJREC’s baseload renewable capacity.

The logic compounds. Pengerang produces transition-chemistry materials. Those materials supply sodium-ion storage systems. Those storage systems underpin the grid stability that makes large-scale intermittent solar viable across the JS-SEZ. The industrial architecture is self-reinforcing, and Pengerang is the only site currently positioned to anchor it.

What is absent is not the infrastructure. It is the decision.

The Reframe

The bearish analysts are right about legacy Pengerang. A naphtha-cracking complex exposed to geopolitical supply disruptions, running on weak global commodity chemical margins, and burning hundreds of millions of ringgit annually, is a clear liability. Their error is in treating the current operating configuration as the only one available.

PETRONAS now holds unencumbered control of infrastructure that is geographically inside the SJREC, adjacent to palm biomass supply chains, positioned to leverage PIPC specialty chemical incentives, and sitting on feedstock streams directly relevant to the transition-materials bottleneck the region has not yet solved.

Pengerang is currently being priced as the end of a legacy petrochemical investment cycle. The infrastructure case suggests it could be the foundational anchor of the JS-SEZ’s transition-chemicals cluster, should PETRONAS choose to reposition it as one. That choice has not been made publicly. But the option exists, and the market has not yet priced it.

What would it take for PETRONAS to claim it? Not a strategic pivot announcement. A capital allocation decision inside PRPC that treats the PIC’s feedstock streams as transition-chemicals infrastructure rather than legacy refining overhead. The biorefinery already under construction proves the organizational logic exists.

Until that signal arrives, the option stays unpriced. And in this corridor, unpriced options have a habit of being claimed by someone else.

First unveiled in November 2025 and formally presented in its expanded form on June 18 at Persada Johor International Convention Centre, the Johor Economic Transformation Plan (JETP) now has a full project list attached to it. The plan identifies 83 investment projects across eight priority sectors, covering electrical and electronics, energy, chemicals and petrochemicals, healthcare and pharmaceuticals, aerospace, logistics, tourism, and agriculture, with a combined target value of RM167.4 billion by 2030. Johor Menteri Besar Datuk Onn Hafiz Ghazi officiated the June launch alongside the state’s Economic and Investment Advisor Datuk Seri Hasni Mohammad and Pemandu Associates President and Chairman Datuk Seri Idris Jala, whose firm designed and facilitated the plan. The targets are substantial: a state GDP of RM260 billion, GDP per capita exceeding RM69,000, and 200,000 new jobs by the end of the decade.

These are numbers worth taking seriously, and numbers that warrant scrutiny. Not because the aspiration is misplaced, but because Johor has been here before.

What the Numbers Say and What They Do Not

RM167.4 billion across 83 projects is not analytically meaningful without the distribution. In any economic transformation plan of this kind, a handful of anchor projects typically account for the bulk of the headline figure. What investors need is the project-level breakdown: individual values, development stage, named sponsor or proponent, financing status, expected completion date, and whether each project is new, existing or an expansion of something already in the pipeline. Until that information is public, the aggregate tells investors relatively little.

What matters equally is the distinction between committed and realised investment. Johor’s own development history provides the relevant baseline. According to the New Straits Times, citing Iskandar Regional Development Authority figures from August 2024, Iskandar Malaysia had seen 70% of its total cumulative committed investment of RM413.1 billion actually realised since the corridor’s inception in 2006, amounting to RM291.4 billion. Earlier cumulative snapshots recorded lower rates, at 56% as of mid-2020 and 44% as of late 2013, as the Malaysia Investment Development Authority reported at those respective dates. These are cumulative snapshots rather than a controlled cohort analysis, since the denominator shifted continuously as new investments were added, but they establish a consistent pattern: even after nearly two decades, a material gap remained between commitments and capital deployed on the ground.

As Malaysia’s Ministry of Investment, Trade and Industry noted in August 2025, large manufacturing, energy, and data centre projects typically take years to move from approval to implementation before capital flows show up in any measurement. JETP’s 2030 target means the plan has roughly four years of execution runway. The committed-to-realised gap tends to be widest in a plan’s early years. That makes execution stage and project maturity as important as headline value, and it makes the implementation architecture in year one more consequential than the targets set for year five.

JETP and the JS-SEZ sit beneath the same state-wide RM260 billion GDP ambition, with the JS-SEZ positioned as one of its principal growth engines. Both plans draw on the same economy, the same investor pool, and in several sectors, the same project pipeline. The state should publish a crosswalk identifying which of the 83 projects pre-date JETP, which fall inside the JS-SEZ, which are already captured in existing MIDA or IRDA investment figures, and which represent genuinely incremental commitments. Foreign investors sizing Johor’s actual investment absorption capacity need that clarity. Without it, they cannot distinguish new capital from reclassified pipeline.

The Methodology

The JETP’s architecture bears the clear imprint of Pemandu Associates’ Big Fast Results framework, the same methodology that underpinned Malaysia’s Economic Transformation Programme, for which Idris Jala served as Chief Executive of the federal Performance Management and Delivery Unit. The structure covers identified catalytic projects, strategic intervention initiatives, defined KPIs, and a sector-by-sector prioritisation process.

I write the following with direct familiarity. As a core team leader on a transformation effort at Port of Tanjung Pelepas, I worked within the same Shell-derived methodology from which BFR originates. Its strengths are genuine: it forces public commitment to measurable outcomes, creates structured accountability through defined project lists, and brings rigour to priority-setting that most government planning documents lack. The ETP’s own record showed meaningful delivery across a number of sectors. A 2017 World Bank assessment of PEMANDU’s effectiveness found that its impact depended on frequent monitoring, defined escalation routes, and eventual access to the prime minister, while also cautioning that overlapping monitoring systems and blurred institutional responsibilities can weaken accountability. That finding is directly relevant to JETP.

The limitation I observed firsthand is that the methodology works best when accountability is unambiguous. When a project stalls, one person is answerable for clearing the blockage, and that person has direct access to the decision-maker who can resolve it. In a commercial operating environment, with a single organisation, a unified profit and loss structure, and a clear chain of command, that condition can be engineered. It is still hard. Transformation fails more often than it succeeds even under those conditions.

The JETP operates in a structurally different environment. It spans multiple state agencies, federal ministries, the JS-SEZ bilateral governance layer involving Singapore, and private investors across different national jurisdictions. When a logistics project stalls because of a federal land reclassification, or an energy investment slows pending a utility capacity decision that sits with Tenaga Nasional Berhad at the federal level, the question of who owns the KPI and who has authority to escalate becomes genuinely complex. While the methodology itself does not break under this complexity, the accountability architecture it relies upon becomes considerably harder to sustain.

The Delivery Unit Question

The JETP’s launch raises a practical question that the available public reporting does not yet answer: what is the institutional home of JETP accountability once the launch event is over?

The structural logic of a plan this complex points toward a clear requirement. A genuine delivery unit needs a mandate, a dedicated budget, proximity to decision-makers, and the authority to escalate and unblock across agency boundaries. Without those four elements, the plan gets handed to the normal bureaucratic machinery and the momentum that a launch event generates dissipates. Idris Jala has made this argument publicly, and it holds: the difference between transformation that sticks and transformation that fades is not the quality of the document. It is whether that delivery infrastructure exists and is empowered to use it.

Johor’s investment and economic development ecosystem already involves multiple overlapping actors: IRDA as the federal-state statutory authority for Iskandar Malaysia; the Johor State Economic Development Corporation and Invest Johor at the state level; IMFC-J as the JS-SEZ one-stop facilitation centre; and the federal Economy Ministry, which has been leading the parallel JS-SEZ master plan process. Each of these institutions has a legitimate claim on some part of the JETP’s project pipeline. That is not a problem in itself. It becomes a problem when a project requires coordinated action across several of them simultaneously, and no single entity has the mandate or authority to drive that coordination to a conclusion.

The JETP document identifies 32 strategic intervention initiatives alongside its 83 catalytic projects. What it must also identify, if it is to function as a delivery framework rather than a planning document, is a named unit responsible for tracking those interventions, a reporting line that reaches a decision-maker who can resolve inter-agency blockages, and a cadence of public accountability that allows investors and the public to assess progress against commitments.

What Investors Should Watch

None of the above is an argument against JETP’s ambition. The eight priority sectors are credible given Johor’s existing industrial base and the JS-SEZ’s investment momentum. The district-level framing, which assigns specific economic roles to each of Johor’s ten districts rather than concentrating focus on Johor Bahru alone, reflects a more sophisticated understanding of the state’s geography than most investment promotion documents offer. The Pemandu methodology, whatever its limitations in complex multi-jurisdictional environments, produces better-structured output than the alternative of an unstructured plan.

The plan’s design is not the primary concern. The more important question is whether the implementation architecture behind the document matches the structural complexity of what is being attempted.

On that question, the structural logic of the JETP points toward a three-level answer. Political sponsorship must sit in the Menteri Besar’s office, which is the only location in Johor’s governance architecture with sufficient cross-agency authority to drive escalation by mandate rather than by negotiation. But the MB’s office cannot substitute for formal federal and bilateral decision channels. A permanent operational secretariat, anchored in the state’s economic planning machinery, is needed to track the 32 strategic interventions daily and surface blockages before they become delays.

Above that, a formal escalation protocol into the Economy Ministry, relevant federal ministries, and the JS-SEZ bilateral governance structures must be established and tested before a project first stalls, not after. The World Bank’s own assessment of PEMANDU found that unresolved matters required an escalating hierarchy reaching the actual decision-maker. A delivery unit can track and de-bottleneck, but it cannot substitute for that hierarchy when the blockage sits above its authority level.

Equally important is the profile of whoever leads it. The role requires someone with genuine public sector fluency, specifically the ability to navigate federal-state coordination and bilateral governance, alongside private sector credibility that gives investors confidence the unit understands how capital deployment decisions actually get made. That combination is rare, and identifying it should be treated as a founding decision, not an administrative one.

The timing of the June 18 launch adds a layer of institutional urgency that goes beyond personnel. A transformation plan launched during a caretaker period must be embedded deeply enough in the state’s institutional machinery to survive changes in officeholders, cabinet composition, and political configuration. A plan that depends entirely on the continuing presence of its political sponsor is a plan with a structural vulnerability. The project ownership structure, reporting system, and escalation mechanisms must be designed to outlast any individual administration.

The answer will not be found in the JETP launch materials. It will show up in the first twelve months of execution. The minimum disclosure package investors should demand is concrete:

1. Complete list of the 83 projects with individual investment values; classification of each by development stage from concept through to operation; a named senior responsible owner for every project;

2. Crosswalk against existing JS-SEZ, IRDA, and MIDA pipelines; quarterly progress reporting on the 32 strategic interventions; and

3. Dependency dashboard covering land, power, water, permits, labour, and financing,

4. Defined escalation deadlines when an agency blockage remains unresolved beyond a set period.

Johor has the investment momentum and now has a structured framework for channeling it. The founding decision, covering who leads the delivery unit, where it sits, and what authority it carries across state, federal, and bilateral levels, is the variable that separates a plan that performs from a plan that reports. That decision has not yet been made publicly. It is the most important economic governance question in Johor right now, and it deserves an answer before the first project stalls looking for one.

On June 4, Menteri Besar Datuk Onn Hafiz Ghazi told Johoreans that premium wages of RM4,000 and above were now available to fresh graduates inside the Johor-Singapore Special Economic Zone, and that the state’s young no longer needed to cross the Causeway for a decent first salary. The ambition behind the figure deserves credit. Johor is the only state in the country to have built a dedicated talent council for this purpose, the Johor Talent Development Council, which since its launch in November 2024 has coordinated TVET institutions, universities, PERKESO and HRD Corp around a single goal of matching local graduates to higher-value work. JTDC reports having facilitated 7,773 placements between January and April this year, which shows the matching machinery is running, even if that figure spans hiring at all wage levels rather than the premium tier alone. Setting these markers, and getting investors to take them seriously, is a serious attempt to address a problem the state did not create, namely a labour market that has long priced its own talent against ringgit wages while Singapore bids in dollars.

It is worth being precise about what the June statement adds. The headline numbers are not themselves new; they have been the council’s targets since 2024. The harder achievement sits in the mechanism. There is no zone wage law, so the premium depends on voluntary commitments secured from investors through the Invest Malaysia Facilitation Centre Johor and the JTDC, and Onn Hafiz has reported that the majority of investors agreed. Persuading firms to accept a wage floor with no statutory force behind it is genuinely difficult, and a meaningful result if it holds.

That same voluntary basis explains why the figures have been refined over time. By May 2025 the agreed commitment was RM3,500 for diploma holders and RM4,000 for degree holders, a tier below the launch ambition of RM4,000 and RM5,000. So when the June statement says fresh graduates can now earn RM4,000 and above, the firmer commitment beneath it still sets the diploma floor at RM3,500. The distance between the announcement and the signed agreement is the reason to track the agreement. The deeper question is less whether the floor is high enough and more whether Johor can build work complex enough to be worth that figure and beyond, since the wage follows from the work rather than the other way round.

Who pays for the premium

The strategic idea is sound. Johor sells good infrastructure at a fraction of Singapore’s cost, to workers who earn in ringgit but live next to a Singapore dollar economy. The premium tries to capture some of that gap for locals before Singapore does. The problem is what a higher wage floor does to the firms it is meant to attract.

A large multinational will not object to these numbers. By its benchmark, the cost of the same job in Singapore, the figure is still cheap. The risk is that it pushes these firms further along a path they were already on. Picture a back-end semiconductor plant setting up in Kulai. At RM2,500 a month, forty technicians on a manual inspection line are cheaper than the automated optical inspection system that would do the same work with twelve. Raise that technician floor toward the committed RM3,500 for diploma holders, and the economics tilt toward the machine. The plant still opens, but it opens with a dozen engineers tending equipment rather than forty technicians on a line.

The real strain falls on the tier below. A working economic zone needs a layer of local suppliers under the multinationals: machine shops, logistics firms, packaging and calibration outfits. Take a machine shop in Pasir Gudang that wins a subcontract to supply precision parts to one of the new tenants. It pays its diploma-trained machinists around RM2,800. The moment its own client is advertising RM3,500 in the zone next door, the committed floor for diploma holders, its best people have somewhere better to go, and it cannot raise its own rates to match without pricing itself out of the contract that fed it. A policy meant to close one gap then opens another, inside the Malaysian economy it was supposed to strengthen.

What RM4,000 is actually up against

The premium is sold as a reason to stay home, so it has to be measured against Singapore. At today's rate of about 3.16 ringgit to the Singapore dollar, not the 3.5 still quoted out of habit, the comparison is stark. A Singapore polytechnic graduate in full-time permanent work now earns a median of about S$3,000, or roughly RM9,500. A university graduate, closer to S$4,500, earns about RM14,200. Even a junior technician on S$2,800 takes home around RM8,800.

Consider a polytechnic graduate in electrical engineering, call him Faiz, weighing his first job. As a diploma holder, the zone offers him RM3,500, the committed floor. An entry role on the Singapore side offers S$3,000, about RM9,500. Even after he subtracts the cost, the early starts, and the fatigue of the daily crossing, the Singapore figure is close to three times the Johor one. RM3,500 changes Faiz's decision only if he had already half decided to stay. For the worker who never wanted to commute and values living at home, the premium does its job. For the one already doing the arithmetic, it lifts the floor without closing the gap. That gap reflects the price Singapore pays for its own labour shortage, and no decree from Johor can wish it away. Matching it would mean becoming Singapore.

There is one point the official case tends to skip. Over the past year the ringgit has gained about six percent against the Singapore dollar. That has narrowed the wage gap more than any announcement, and at no cost to employers. A stronger currency is a cheaper retention tool than a wage premium, though it is also outside Johor’s control.

What to watch

Three markers will show whether this is working over the next two quarters.

• First, real uptake: how many new investors sign the premium commitment and hire at those rates, rather than taking the incentives and letting pay drift to the minimum, with the 7,773 placement baseline a useful number to track against.

• Second, the RTS Link once Bukit Chagar opens, which both eases the commute to Singapore and makes Johor easier to live in.

• Third, whether local TVET institutions can produce graduates worth the wage to a cost-conscious employer on day one.

Imagine a degree holder the certificate prices at RM4,000 whose actual output is closer to what RM2,500 would justify. Faced with that, the rational firm does not overpay; it invests in the machine instead. Automation itself is not the problem here, since for a zone trying to climb the value chain it is part of the point. The danger is narrower: a premium wage attached to an ordinary skill speeds up that automation without creating the higher-complexity roles to absorb the workers it displaces. Unless the training system moves people into those roles at the same pace, the premium ends up funding the machine that makes them redundant.

The Complexity Imperative

The RM4,000 premium is a fair opening bid in a contest Johor cannot win on pay alone. Its weakness is that it treats the wage as the lever, when the wage is really a result of something harder to build: the depth and complexity of the work on offer. Talent stays when the roles are ones global supply chains genuinely need filled in Johor, because they cannot be done cheaply elsewhere or handed to a machine. Get the work right and the wages follow. Set the wage first, before that work exists, and Johor risks paying twice: once in higher costs for the local firms that can least afford them, and again in the automated hiring squeeze the premium was meant to stop.

The Johor-Singapore Special Economic Zone (JS-SEZ) is currently experiencing an unprecedented influx of hyperscale data centre investments. With Malaysia’s data-centre electricity demand officially projected to reach 7.7GW by 2030, and Johor carrying a disproportionate share of that load, the state is becoming one of the critical compute nodes in Southeast Asia.

But beneath the surface of these multi-billion-ringgit announcements lies a more complex structural bottleneck. The first wave of the data-centre boom was about land, water, grid connection, and proximity to Singapore. The second wave will be about something less visible but potentially more decisive: the ability to prove, hour by hour, that the electricity consumed by AI infrastructure is matched by credible, deliverable clean energy.

In other words, Johor’s next competitive frontier is not simply the physical megawatt. It is the verified green megawatt.

The Compute Profile: Why AI Breaks Old Models

To understand the urgency of this shift, one must look at the load profile of the modern AI data centre. Traditional enterprise cloud workloads had more natural variation, loosely following business demand, consumer activity, and regional traffic patterns. AI data centres behave quite differently.

Training clusters for developing the AI models are designed to keep expensive GPU capacity highly utilised for long periods, while inference which is what happens when you type in prompts to your AI chatbot, creates continuous, latency-sensitive demand. High-performance GPU and AI accelerator clusters, from Nvidia Blackwell-class systems to custom hyperscale silicon, do not behave like ordinary enterprise servers. They turn electricity into compute on a near-industrial basis.

This creates a new kind of baseload: not steel, chemicals, or aluminium, but machine intelligence. And that baseload has to be powered not just reliably, but credibly.

The Evolution of the “Green” Claim

For years, the corporate standard for sustainability was “100% Renewable Energy.” This was largely achieved through annual matching. A data centre could consume fossil-fuel-heavy grid power at night, buy unbundled solar Renewable Energy Certificates (RECs) generated during the day, and balance their ledger at the end of the year to claim carbon neutrality.

That era is ending.

Driven by stringent ESG mandates, the market is shifting from annual RECs to high-resolution Granular Certificates (GCs). Google and Microsoft have already made explicit 24/7 or hourly zero-carbon commitments, while Amazon/AWS and other hyperscalers are moving under rising customer, investor, and regulatory pressure toward more rigorous carbon-free procurement.

The Geographical Reality and the Storage Penalty

For the JS-SEZ, the global shift to 24/7 clean energy creates a problem that is as much about geography as energy.

Malaysia owns one of the region’s best clean energy assets for this challenge: Sarawak’s hydropower. Hydropower runs continuously. Solar farms stop when the sun sets. Wind depends on the weather. Hydropower, with water held in reservoirs and released through turbines on demand, generates clean electricity at three in the afternoon or three in the morning with equal reliability. For data centres that never sleep, this is the kind of clean power that matters.

The problem is that this ideal asset sits on the wrong side of the country.

If Johor cannot tap into Sarawak’s hydro credentials, the alternative becomes expensive. Powering gigawatt-scale data centres on solar means building enormous battery systems to store daytime sunshine for nighttime use. Batteries help, but at this scale the cost of covering every nighttime hour becomes a serious commercial burden. Sarawak hydro, simply by being available around the clock, sidesteps that cost.

The new global rules on what counts as credible clean energy are also becoming stricter about geography. A buyer can no longer purchase a clean energy certificate from anywhere in the world and call their electricity green. The clean generation must be plausibly connected to where the electricity is consumed, through the same grid or a genuine physical link. This “deliverability” requirement is becoming the global standard for serious 24/7 clean energy claims.

This is where Johor’s geographic problem becomes acute. Peninsular Malaysia, where Johor sits, runs on one grid. Sarawak runs on a completely separate grid, on the other side of the South China Sea. There is no physical connection between them. Under the emerging international standards, a Johor data centre cannot straightforwardly claim that its electricity is backed by Sarawak hydropower, because Sarawak’s clean electrons cannot physically reach Peninsular Malaysia.

Unless Malaysia builds a credible way to bridge this gap, with certification architecture sophisticated enough to satisfy international auditors that Sarawak’s clean attributes can legitimately back Peninsular consumption, Johor risks being locked out of the premium green data centre market, even as the clean energy it needs sits abundantly available a few hundred kilometres away.

The Missing Layer: The 2 a.m. Problem

Malaysia has already begun building the first layer of this market through the Corporate Renewable Energy Supply Scheme (CRESS) and corporate renewable procurement. That matters.

But solar-heavy procurement solves only part of the hyperscaler equation. It can reduce annual Scope 2 exposure and cover daytime load, but it does not by itself answer the harder question: what clean attribute backs a Johor AI cluster at 2 a.m.?

The Market Infrastructure

Bridging this geographical divide will require sophisticated market mechanisms. Currently, the Malaysian market relies on established annual Renewable Energy Certificates (RECs) to meet corporate sustainability targets. Institutions like Bursa Carbon Exchange (BCX) have successfully built the trading infrastructure to facilitate these foundational instruments.

However, as international hyperscalers push for sub-hourly matching to hit their 24/7 CFE targets, the broader Southeast Asian region will need to decide how to upgrade its digital accounting architecture. Whether this takes the form of new cross-border frameworks, upgraded national grid policies, or localized granular tracking, the market is currently waiting for a clear demand signal to justify the infrastructure build-out.

The Strategic Horizon: The Race for the ASEAN Grid

The Sarawak-Singapore interconnector has moved from concept to conditional approval. Singapore’s Energy Market Authority (EMA) has already granted conditional approval for 1GW of low-carbon electricity imports from Sarawak, with commercial operations anticipated around 2035. However, it is not an immediate solution for Johor. Its initial market design is aimed at Singapore, not Peninsular Malaysia’s data-centre load.

Johor may be geographically closer to Singapore, but without advanced cross-border accounting frameworks, it remains structurally farther from Sarawak’s clean baseload. To retain these high-value tenants and attract the next generation of green industrial investments, the region’s clean energy accounting must become as sophisticated as its engineering. The physical megawatt is only half the equation; the digital protocol that proves its provenance will dictate who captures the premium value of the green economy.

The headline numbers are real. The problem is what they are not measuring.

The World Bank’s newly released Raising the Ceiling, Raising the Floor put it plainly: Malaysia’s economy is growing, but the gains are not reaching the middle. Wages are not keeping up. The people most exposed to that gap are graduates.

That is where this piece starts.

1. The Mismatch Economy

Malaysia’s skill-related underemployment rate stood at 32.2% in 2024, with 1.60 million graduates employed below their qualifications according to DOSM. One in three degree holders is doing a job that does not require a degree. The median monthly graduate salary sits at RM4,521. The World Bank puts the wage penalty for a mismatched graduate at approximately 49%.

This is not a supply problem. The number of graduates reached 5.98 million in 2024, with degree holders in the labour force rising 5.4% year-on-year. The universities are producing graduates. The economy has not produced enough graduate-level work to absorb them.

The World Bank calls this a demand-side constraint. The country is not generating enough high-productivity jobs for an increasingly educated workforce. Employers have not needed to pay degree-level wages because they have not been creating degree-level work.

That is the loop. It is not about bad degrees. It is about a jobs market that has not kept pace with the people entering it.

Johor knows this pattern well. Significant tertiary enrolment. The most productive economy in the world next door. Graduates commuting across the Causeway or relocating to KL.

2. Then There Is AI

The underemployment problem existed before AI. Now there is a third pressure, compressing the same pipeline from the other end.

The entry-level white-collar jobs that graduates have traditionally used as footholds, analyst roles, junior finance, market research, basic legal work, administrative positions, are the jobs most exposed to automation. Bloomberg research finds AI could replace 53% of market research analyst tasks and 67% of sales representative tasks. Managerial roles face only 9 to 21% automation risk.

The risk does not fall evenly across seniority. It concentrates at the bottom.

SignalFire’s 2025 State of Tech Talent report found new graduates now account for just 7% of Big Tech hires, down 25% from 2023 and more than 50% from 2019. The World Economic Forum reports that 40% of employers expect to reduce headcount in roles where AI can automate tasks.

The structural logic is unforgiving. Entry-level careers are most affected, and this could have lasting effects as graduates move through their careers with less experience and find fewer job opportunities. The entry-level job is not just a salary. It is where graduates learn to work, build judgment, develop networks, and accumulate the experience that justifies a promotion. Without entry-level positions, a catastrophic gap opens in the career pipeline.

The bottom rung of the ladder weakens, and the path to the middle becomes harder to reproduce.

For Malaysian graduates already facing a 32% underemployment rate, AI does not create a new problem. It detonates the existing one. The fallback jobs, the acceptable positions while waiting for something better, are the ones going first.

3. What the SEZ Is Actually Betting On

This is where the JS-SEZ matters. It is not merely an investment corridor. It is Johor’s most important test of whether growth can be converted into graduate-level demand.

If the zone creates high-value firms but not accessible career pathways, it solves the investor problem while leaving the graduate problem intact. If it succeeds, it becomes one of Malaysia’s first serious demand-side answers to wage stagnation.

The JS-SEZ came into force on 7 January 2025. By the first nine months of 2025 alone, it had attracted RM68 billion in approved investments, equivalent to 75% of all approved investment in Johor over the same period. Johor closed the full year at a record RM110 billion in approved investments, with the Menteri Besar anticipating more than 24,000 new jobs from those commitments. The zone covers over 3,500 sq km across nine flagship zones and 11 economic sectors. Investor sentiment has held even through delays in the master plan rollout, with new commitments still being announced at forums into Q2 2026.

The official target: 100 high-impact projects over ten years, with the intention of creating 24,000 skilled jobs. The sectors prioritised, AI, quantum computing, advanced manufacturing, global services, clean energy, are the high-productivity categories the World Bank identifies as the engine of real wage growth.

Johor’s government is explicitly positioning the JS-SEZ as its answer to brain drain, aiming to build a high-income employment ecosystem capable of competing with Singapore’s labour market.

The ambition is right. But the AI-driven compression of entry-level work means the timeline is more urgent than the ten-year framing suggests. Many of the entry-level tasks being automated globally are unlikely to return in their old form. The SEZ needs to create replacement pathways before the current graduating cohort ages out of its most formative career years.

4. The Enclave Risk

Special economic zones have an uncomfortable track record. They frequently produce enclaves. A well-paid knowledge class inside the fence. The same low-productivity economy outside it.

When MNCs arrive in a new SEZ, they hire from the talent pool they already know. Regional veterans from Singapore. Senior managers from KL. Specialists from existing networks. Companies in the JS-SEZ can tap spillover talent from Singapore-based engineers, managers, and specialists who collaborate across sites. That is a genuine selling point for investors. It is also a displacement risk for local graduate hiring if left unmanaged.

AI sharpens this. The SEZ’s anchor firms are AI-forward by design. They will arrive with leaner headcounts than equivalent firms a decade ago, having already automated the entry-level functions that once created graduate entry points. A data centre does not generate the same junior analyst positions per ringgit of investment that a conventional services firm once did.

The 20,000 jobs target may be reached in absolute terms while the share accessible to fresh Johor graduates, without significant AI fluency, remains thin.

The conversation in Malaysia’s workforce has shifted toward the reality of augmentation, with tools such as generative AI, data analytics, and cloud platforms moving from optional enhancements to essential workplace infrastructure. That framing is probably correct in the long run. It does not help the 2025 or 2026 graduate who needs a job now, in a market where employers’ ratings of the job market for college graduates are at their most pessimistic since 2020.

5. The Design Questions That Decide This

Johor’s investment committee chairman Lee Ting Han has said the zone’s approach is intended to ensure local participation, skills development, and long-term career pathways rather than short-term employment gains. Johor has also established the Johor Talent Development Council, tasked with talent attraction, development, and retention through collaboration between universities and industry.

The question is not whether the intent is there. It is whether the mechanisms are binding and measurable.

Three things will determine the outcome.

AI-literate graduate pipelines. Are Johor’s universities, UTM, UTHM, UiTM Johor, structurally connected to SEZ employer hiring cycles? In an AI-augmented workplace this means more than internship quotas. It means curriculum co-development with anchor firms so graduates arrive with demonstrated proficiency in the tools those firms actually use. Today’s employers are prioritising demonstrated skills and industry experience over academic results. The pipeline needs to reflect that reality, not the one from five years ago.

Skills infrastructure that accounts for AI displacement. Training provisions should extend beyond new entrants to workers currently in mismatched roles nearby. A 32% underemployment rate does not clear itself. It requires deliberate upskilling pathways connecting existing workers to the new job categories arriving in the zone, with specific attention to the administrative and analytical roles most exposed to automation.

SME and supplier linkage programmes. Anchor MNCs create direct employment, but the wage diffusion effect comes through supply chains. If SEZ firms source locally, local SMEs upgrade, wages rise, and productivity gains spread outward. If they source from Singapore or internationally by default, Johor gets a well-lit island in an unchanged sea.

The Scorecard That Matters

FDI figures and job creation numbers will dominate the public reporting. They should not be the primary measure of success for human capital outcomes.

The issue is not whether the JS-SEZ creates skilled jobs. It almost certainly will. The harder question is whether it creates first-rung jobs, the structured entry points through which Johor graduates can actually become the skilled workforce the zone says it needs.

The numbers worth watching: the share of SEZ roles filled by Johor graduates; the graduate underemployment rate in the Johor corridor over five years; whether the median graduate salary in Johor narrows its gap with KL. Right now, the three states with the highest median graduate salaries are Kuala Lumpur (RM5,888), Putrajaya (RM5,723), and Selangor (RM5,207). Johor does not feature. That is the gap the SEZ exists to close.

The investment momentum is real. The policy intent is sound. But the AI-driven compression of entry-level work means the graduating cohorts of 2025 and 2026 are entering at the worst possible moment in a transition whose long-run outcome may well be positive.

If the SEZ builds the pathways, it becomes the story of how Johor escaped the graduate trap.

If it does not, it will have built a very impressive fence around someone else’s opportunity.

The biggest risk to the Johor Bahru-Singapore Rapid Transit System (RTS) Link is no longer whether the trains will run on time. It is whether the city around the station will. Johor may soon discover that moving 10,000 people per hour across a strait is far easier than absorbing them into a city.

Most stakeholders already understand the megaproject story. Sunway broke ground in March 2025 on the park-and-ride and Immigration, Customs and Quarantine (ICQ) connection at Bukit Chagar, with the towers and mixed-use components to follow under a separate notice to proceed.

The trains are real. The station is taking shape. What lies beneath is the systems stress story that runs beneath all of this. I first raised it in RTS Without a City and again in RTS Trial Runs Begin Soon. The concern has only sharpened since.

1. The Compression Zone and the First Three Kilometres

The real stress point is not the rail line. It is the first three kilometres radiating outward from Bukit Chagar. This is the compression zone.

When a single train unloads passengers within minutes, the challenge shifts immediately from transportation to dispersal. The original vision assumed a feeder transit network would absorb much of this load: corridors threading north to Tebrau, west to Skudai, east to Pasir Gudang, and southwest to Iskandar Puteri, all converging at Bukit Chagar. A good plan on paper.

As of this week, that picture has shifted. On May 5, Ukas (the federal government’s public-private partnership unit under the Prime Minister’s Department) issued a letter of intent to a consortium comprising DOM Industries, MMC Engineering, Thai mass transit operator BTS Group Holdings, and Nylex Malaysia. The concession award targeted for end-2025, which was missed, has now at least reached the LOI stage.

That is progress. But an LOI is not a concession. Definitive agreements still need to be negotiated and executed. And the announcement has already drawn scrutiny: transport consultant Dr Rosli Azad Khan has publicly questioned whether the project has quietly shifted from the elevated ART system originally described to an automated people mover, and whether that technology change was driven by genuine planning or by the shape of the proposals received. He also asked whether MRT Corp or Prasarana were involved in the technical evaluation at all, or whether Ukas handled the process alone.

These are not minor procedural concerns. They go to whether the feeder system Johor eventually builds is the right one for the job.

The RTS may still begin operations before a supporting feeder system is operational.

Let me put some numbers to it. At design load, even if only half of all arrivals require onward dispersal by bus, the system needs to accommodate around 5,000 bus passengers every hour. At crush capacity of roughly 60 passengers per vehicle, that is approximately 84 bus departures per hour. One fully loaded bus every 43 seconds during peak periods. That calculation covers bus demand alone. It excludes taxis, e-hailing, private cars, pedestrians, delivery traffic, and the compounding inefficiencies of monsoon rain, road works, or a single stalled vehicle.

The risk is not that the RTS fails. The risk is that Bukit Chagar becomes an urban pressure chamber.

The Rosli Khan questions compound the concern. He warned in 2025 that the RTS could simply move congestion from the Causeway to the inner city. This week he has gone further, asking whether the transit project is government-led planning or proposal-led planning, and whether a full study of alternatives was done before one system emerged as the front-runner. Those are the right questions. A feeder system selected through a process that bypassed technical rigour will not solve the compression problem. It will restate it under a different name.

2. The Invisible Infrastructure Problem

The most important blind spot may not be physical infrastructure at all. It may be digital.

At peak periods, thousands of commuters will simultaneously book e-hailing rides, make digital payments, clear immigration, and check transport schedules. People need connectivity most precisely when networks are most congested.

The real question is whether Bukit Chagar has sufficient indoor 5G density, small-cell deployment, fibre backhaul capacity, and handoff optimisation under high user concurrency. Coverage on paper is not enough. The test is performance under simultaneous load.

If networks choke during peak compression, digital payments stall, e-hailing coordination slows, and QR-based immigration services degrade.

In modern cities, a telecom failure is no longer just a communications problem. It becomes a mobility problem. Digital Nasional Berhad (DNB) and the private telcos need to be at the readiness table, not as observers but as accountable parties.

3. The Geography Repricing Machine

The RTS is not merely a transport project. It is a geography repricing machine.

The numbers are already visible on the ground. Serviced apartment launches at the Bukit Chagar-ICQ node from developers including Majestic Gen, Astaka Kimlun, R&F Development, and Tropicana Corp are now reaching RM1,500 per square foot. At the firm’s 2026 Market Outlook presentation, CBRE WTW Johor Bahru director Jonathan Lo noted that these price levels reflect occupier demand that is real, not merely speculative.

But the same precinct attracting capital is also concentrating risk. Olive Tree Property Consultants founder Samuel Tan has flagged that the volume of new serviced apartments concentrated in a small area poses a significant absorption risk. Success, he warned, will depend on the actual volume and efficiency of cross-border commuters, rental affordability relative to Singapore rents, and whether Johor can attract businesses to set up offices locally rather than simply functioning as a dormitory. “The market will absorb supply in phases,” he said, “with prime projects closest to the RTS station thriving while poorly located or lower-quality projects may struggle with occupancy and downward pressure on rents.”

The property market is already pricing in the same question this article is asking.

Sunway can build the place. It cannot build the network. Sunway’s own construction sequence proves it. What broke ground first in March 2025 was not the towers or the retail. It was the park-and-ride, the drop-off zone, and the ICQ connection. Move people first, build the place around them second. Even the private sector knows the order.

4. The Governance Bottleneck

The structural bottleneck of the RTS is no longer engineering. It is coordination.

The Johor Bahru Local Plan 2035 (RTJB 2035) identifies the Ministry of Transport (MOT), the Land Public Transport Agency (APAD), the Johor Public Transport Corporation (PAJ), and the Johor Bahru City Council (MBJB) as implementing actors. It assigns no lead agency, no consolidated funding mechanism, and no single point of accountability. That is the same fragmentation that stalled the Iskandar Malaysia BRT before it was cancelled in 2024.

The technology question now swirling around the feeder system shows this in real time. The project was introduced to the public as an elevated ART. The proposal now progressing appears to be an automated people mover. Whether that shift reflects genuine engineering reassessment or merely the shape of the proposals received is unclear, because no single authority owns the responsibility of explaining it. In fragmented institutional systems, even good decisions look accidental. That ambiguity corrodes investor confidence and public trust at precisely the moment Johor needs both.

I saw how this plays out at IRDA during major infrastructure works in Johor Bahru. Public frustration does not come from inconvenience. It comes from surprise. Smooth delivery works when someone is firmly in charge, accountable for the end-to-end experience rather than a single agency silo.

Three things are needed now:

❶ A Transit Systems Integrator for Bukit Chagar. Not a new agency, but a standing body with authority to convene MBJB, MRT Corp, PAJ, APAD, DNB, private telcos, immigration, and enforcement, and to set cross-agency performance standards. The Chief Minister’s Office is the only logical convening authority. Singapore’s LTA shows what this looks like in practice: someone owns the end-to-end commuter experience, and everyone else answers to that. One office, one mandate, one set of outcomes.

❷ A published city readiness plan. Not construction milestones. Performance thresholds: feeder bus capacity, pedestrian infrastructure, digital network density, e-hailing staging, all tied to a published go-live date. The market is pricing in certainty. It deserves to see the plan.

❸ Stress-testing before opening day. Run high-volume dispersal scenarios across peak, monsoon, and disruption conditions while remediation is still possible. Bukit Chagar needs to be tested as an urban system, not just as a station.

None of this requires legislation. It requires the political will to hold it together.

The Clock Is Running

Johor has spent years building the RTS. It now needs to spend the remaining runway preparing for what the RTS will do to Johor.

Modern metropolitan regions require an operating system, not merely infrastructure assets. Roads, rail, telecoms, governance, and public trust have to function as a single integrated system under load. That is what Singapore built over decades. That is what Johor now needs to demonstrate it can run.

The structural bottleneck is no longer engineering. It is whether Johor can coordinate itself at Singapore-adjacent urban intensity.

If it does, the RTS marks Johor’s arrival as a genuine metropolitan peer.

If it does not, we will have built a very efficient train into a commuter hinterland.

Johor has taken the gold in the regional data centre race. That should sound like a victory sentence, but it is not quite that simple. Winning is just the start of a new phase.

For the past few years, Johor has been treated as Southeast Asia’s great data centre release valve. Singapore became increasingly constrained. Johor had land. Malaysia had power. The border was close. The exchange rate helped. The story was almost too neat. Global cloud platforms needed space, and Johor appeared to have the perfect mix of what the market wanted.

We have now reached the stage where we need to ask the uncomfortable question. What is the state actually selling?

The End of the Abundance Model

AirTrunk’s latest announcement forces that very question out into the open. The company is investing US$3 billion in two new hyperscale data centres in Johor Bahru, bringing its Malaysia platform to more than 700MW across four data centres, with total investment reaching about US$6.8 billion, or RM27 billion. That number is not merely a measure of AirTrunk’s confidence. It is a measure of Johor’s new policy burden.

Johor has crossed the point where data centres are no longer just private investment. They are now a claim on the state’s power, water, land, grid capacity, political attention and industrial future. At 700MW, this is no longer a property story. It has become state policy with servers inside.

A 700MW platform is not merely a cluster of buildings but a permanent electrical district. If that load runs continuously, 700MW translates into roughly 6.13 terawatt-hours of electricity per year before cooling, conversion losses and other facility overheads are added. While a data centre may look digital on an investment slide, on the ground it is substations, transformers, backup systems, cooling equipment, water supply, fibre routes, access roads, land zoning and grid planning. The servers may serve global customers, but the infrastructure burden is very local.

In the early days, Johor was selling availability. Land was available. Power connections seemed available. Water was assumed to be manageable. Costs were lower than Singapore. Abundance was the pitch, and it worked. But abundance is no longer the right mental model. Johor now has to behave like a state managing scarce strategic resources, not just a landlord welcoming tenants.

This is the kind of question JS-SEZ Monitor seeks to examine: not whether investment is arriving, but what Johor is becoming after it arrives. In No Water, No AI, I argued that Johor’s boom depends on infrastructure reliability that cannot be assumed. In Malaysia is saying no to the wrong types of data centre, I described the emergence of a scarcity filter: Malaysia is no longer trying to attract all compute at any cost. AirTrunk’s 700MW number makes that argument concrete.

Measuring Value per Megawatt

This is the point where the old FDI scoreboard begins to fail. For decades, Malaysian states measured investment success by headline size. A larger number was a larger win. That logic works reasonably well when investment is labour-intensive, supplier-intensive or deeply linked to the domestic economy. Unfortunately it becomes much weaker when applied to hyperscale data centres.

A RM12 billion manufacturing plant and a RM12 billion data centre do not create the same economic footprint. One may employ thousands of workers, generate deep supplier networks, create training pipelines and build industrial capability. The other may produce a large construction phase, a smaller permanent workforce and a long-term claim on power and water. To be clear this is not an argument against data centres. I am making a case against measuring them lazily.

We should no longer be too focused on how many billions Johor attracted. The better question is what Johor gets per megawatt.

Malaysia already has technical standards that answer part of that question. The Khazanah Research Institute (KRI) notes that the Malaysian Communications and Multimedia Commission’s (MCMC) updated Technical Code for Green Data Centres requires a minimum Power Usage Effectiveness (PUE) of 1.9, with a PUE below 1.5 needed to qualify as green. For context, PUE measures how much total power a facility draws relative to what actually reaches the servers; a score of 1.0 would be perfect efficiency, so lower is better. The Malaysian Investment Development Authority (MIDA) tax incentive thresholds range from 1.4 to 1.7 depending on facility size.

These are all useful metrics, but they are not enough. PUE tells us how efficiently a data centre uses energy. It does not tell us whether the data centre deserves the energy in the first place. A very efficient low-value facility can still be a poor use of scarce grid capacity. Johor’s next policy frontier is not just green data centres but economically justified data centres.

The Scarcity Signal

In February, Prime Minister Anwar Ibrahim announced that Malaysia had frozen development of new data centres not used for artificial intelligence, citing concerns over power and water consumption, while confirming that AI-focused facilities would still be approved. That was not an anti-data-centre signal. It was a scarcity signal. Malaysia was sending a message: not every server deserves equal access to national resources.

That distinction matters enormously for Johor because every project will now claim to be AI-ready. The phrase will appear in press releases, investment decks and launch speeches. It will become the new magic word for access to scarce power and water. But AI-ready cannot be just a marketing label. It has to be verifiable.

The Reciprocity Bargain

Consider the approval table. On one side is the investor, asking for land, power, water, fibre, fast approvals and long-term certainty. On the other side is the state, holding scarce infrastructure that many other industries also want. The question is not whether the investor is welcome. It is whether the exchange is a fair deal for the state.

The first test is workload quality. Is the facility genuinely designed for high-density AI, regulated enterprise workloads, sovereign cloud, financial services or advanced industrial users? Or is “AI-ready” just a phrase attached to a conventional hosting facility?

The second is infrastructure reciprocity. If a campus requires major power, water and grid commitments, what does the investor contribute back? Reclaimed water, grid reinforcement, renewable procurement and transparent efficiency reporting should be part of the bargain, not decorative commitments.

The third is domestic capability. Does the project train local engineers, deepen the electrical and mechanical services ecosystem, support Malaysian enterprise customers and strengthen the state’s digital industrial base? We do not want Johor to be just the physical shell while the real value sits somewhere else.

Are these anti-investor questions? No, they are reasonable questions, and serious investors should welcome them because they separate strategic infrastructure from opportunistic capacity grabs.

Johor has already started moving in this direction. The state has tightened approvals for lower-tier data centres because of water concerns and is reviewing new applications based on electricity use, water use, environmental impact, cooling technology and green criteria. Several campuses have reportedly begun using reclaimed water for cooling through a system modelled after Singapore’s NEWater, involving Johor Special Water and Indah Water Konsortium. These are good starting points. The next step is to make the bargain explicit.

The Opportunity Cost of Compute

Savvy investors understand that Johor’s advantage is not merely cheaper land than Singapore. That is the shallow version of the story. Johor’s real advantage is its adjacency to Singapore, access to Malaysian land and power, growing industrial depth and the possibility of becoming the physical infrastructure layer for the region’s AI and cloud economy. That is valuable, and valuable things should not be given away cheaply. If Johor becomes the overflow yard for Singapore’s digital demand, it will have won the investment race but lost the value-capture race.

In Beyond the Data Center, I argued that Johor’s highest-value plays may not always be the ones generating the biggest headlines. Biomethane and green industrial pathways may create deeper local multipliers because they connect rural feedstock, engineering work, certification, logistics and export demand. The point is not that biomethane is better than data centres. The point is that Johor’s allocation choices are also its industrial strategy choices, whether or not that was the intention.

That is why opportunity cost is the argument that matters most right now. A megawatt allocated to compute cannot be allocated to another factory. A water commitment made to a cooling system cannot be casually reallocated to another industrial user. A grid corridor reserved for hyperscale load may shape where future manufacturing can grow. Land absorbed by server campuses cannot host other employment-intensive uses.

In the early stage of an investment boom, opportunity cost is often ignored. Everything feels additive. One more project, one more investor, one more headline. But economies do not mature by saying yes to everything. They mature by developing a clearer vision of the future they aspire to.

In RTS Without a City, I argued that infrastructure cannot be judged by the asset alone. The RTS is not just a train. Its success depends on whether Johor Bahru can absorb, distribute and benefit from the flow it creates. The same logic applies here. A data centre is not just a building. Its success depends on whether Johor can absorb, price and benefit from the resource demand it creates.

The first phase of the data centre boom was about attraction. The second phase must be about discipline. Johor should welcome strategic compute, AI infrastructure and serious hyperscalers that understand the value of operating inside Malaysia within reach of Singapore. But it should not treat every megawatt as equal. A megawatt used to train frontier AI or support financial services is different from a megawatt used for low-value storage.

AirTrunk’s announcement proves that Johor can attract global capital. The next test is whether Johor can price its scarcity. Watch the next major approval carefully. The signal will not be the headline investment number. It will be the justification: what workload is being prioritised, what infrastructure is being consumed, and what local capability is being created in return.

That is where the real JS-SEZ story is moving. Because at 700MW, this is no longer just a data centre story. It is state policy with servers inside.

The timeline that reshaped Johor’s immediate future began on February 28, 2026. That was the day the United States and Israel launched strikes on Iran under what the Pentagon called Operation Epic Fury. Within less than two weeks, the International Energy Agency was describing the resulting disruption as the largest oil supply shock in the history of the global oil market, with Brent having surged to almost US$120 a barrel at its peak.

In Malaysia, the official machinery continued moving for a short while as if nothing had changed. On March 12, Economy Minister Akmal Nasrullah said the government was finalising the JS-SEZ master plan and investment blueprint for a March 30 launch in Johor Bahru. Five days later, the launch was postponed following a Cabinet meeting chaired by Prime Minister Anwar Ibrahim. More than a month on, the delay still appears open-ended.

The Shockwave from Hormuz.

This is not proof that the JS-SEZ is broken. The fundamentals remain real. But the silence matters. A war more than 4,000 kilometres away has abruptly changed the zone’s operating context. Singapore Foreign Minister Vivian Balakrishnan put it bluntly when he called the closure of Hormuz “an Asian crisis.” He was right. According to US Energy Information Administration data, 84% of the crude oil and condensate that transited the strait in 2024 was destined for Asian markets, and 83% of the LNG. That means the shock was never just a Middle East story. It was always going to ricochet into Johor’s investment narrative.

If the blueprint was pulled back, three explanations look more plausible than others.

Deconstructing the Postponement

The first is political optics. As oil prices surged, Malaysia’s monthly fuel subsidy bill jumped from around RM700 million before the conflict to more than RM3 billion within two weeks, which is a fourfold increase confirmed publicly by Finance Minister II Amir Hamzah. Even if the government could absorb that shock temporarily, it would have been politically awkward to stage a high-profile investment launch while the state was scrambling to contain a widening energy and cost-of-living problem. In that environment, celebration would have looked detached from the public mood.

The second is that the contents of the blueprint may simply have needed recalibration. The JS-SEZ story has always leaned heavily on Johor’s cost advantage over Singapore, especially on land, utilities and industrial scalability. But the war badly destabilised Asia’s gas outlook. Reuters reported that Asian LNG prices had jumped 143% by late March, while Singapore’s state gas buyer has since been forced to secure extra cargoes amid ongoing volatility. If the blueprint was written around assumptions of stable energy costs and straightforward utility confidence, those assumptions may no longer have been robust enough for institutional investors.

The third is that the crisis exposed a visible difference in posture between Kuala Lumpur and Singapore. Malaysia engaged directly with Tehran and secured passage for Malaysia-linked vessels through Hormuz. Singapore, by contrast, insisted that transit through such waterways is a right under international law, not a permission to be negotiated. That difference does not break the bilateral project. But it does make a joint launch more delicate in the middle of a live geopolitical rupture. For a zone whose governance model rests on continuous bilateral coordination, understanding what strains that coordination is at least as important as understanding what drives it.

Energy Reliability and the Helium Bottleneck

The pressure is clearest in the sectors Johor most wants to scale. In data centres, energy is not a side issue. It is the business model. Malaysia’s attraction to operators has long rested in part on power economics relative to Singapore. At the same time, the semiconductor ecosystem is now watching a different vulnerability: helium. Reuters reported in March that firms in Malaysia were monitoring risks from disruptions to helium supplies linked to the Middle East conflict.

That matters because Qatar’s Ras Laffan, the same facility struck early in the conflict, is a major global production center for helium. While the industry is exploring alternative sources, Qatar still produces nearly one third of the world supply as a byproduct of its gas processing. This specialty gas is used in several key chipmaking stages, including cooling, precision manufacturing, and leak detection. Because high purity helium is difficult to source quickly from other regions already operating at capacity, the risk of a supply squeeze is a serious concern for advanced fabrication. The JS-SEZ is not just selling cheap space. It is selling reliability to power-hungry and precision-dependent industries, and that reliability now has a supply chain dimension that was not on the risk register three months ago.

The Malacca Exposure: A Scenario Analysis

Beyond these observed supply chain shocks, we must also consider the broader maritime environment as part of our own scenario analysis. While all public focus has been on Hormuz, the Strait of Malacca is the artery through which Johor’s industrial output reaches global markets. The JS-SEZ’s manufacturing and logistics proposition depends on this passage remaining open and predictable.

On April 18, Reuters confirmed that the USS Miguel Keith, a US Navy expeditionary sea base, passed through the Strait of Malacca. The U.S. described the transit as “routine operations” and did not link it to the Middle East conflict. However, from an analyst’s perspective, the presence of such high value military assets in our local waters serves as a reminder of the zone’s exposure to wider maritime volatility. This is a tail-risk framing rather than a prediction. The probability of meaningful Malacca disruption remains low. But investment risk is not only a function of probability. The consequence of any interruption to Malacca traffic for a zone whose entire logistics model depends on frictionless maritime access would be severe. In a world of heightening tension, this scenario must be named even if the current military movements are officially classified as routine.

A Forcing Function for Nuclear Ambition

The war may also strengthen a longer-term policy shift already underway. Malaysia is not about to become a nuclear economy overnight. But recent official statements show nuclear energy receiving more serious consideration as part of the future energy mix, especially in the context of rising demand and energy security concerns accelerated by the conflict.

You can see the physical stakes of these decisions when you drive through Johor today. The construction of the RTS Link continues to rise over the water, and the branding for the Forest City Special Financial Zone remains a constant feature of the landscape. These projects represent a massive bet on a frictionless, highly connected future. For hyperscalers and advanced manufacturers making commitments into the 2030s and 2040s, the issue is no longer just whether Johor can attract investment. It is whether Malaysia can build a power and security system that remains credible under repeated external shocks.

From Development Story to Strategic Asset

None of this means the JS-SEZ has lost momentum. Johor recorded RM110 billion in investments in 2025, the strongest performance in its history. But it does mean the blueprint expected in March belonged to a calmer world than the one investors are now facing. The real question is no longer whether the blueprint will be launched. It is whether it will be rewritten for volatility. The investors who succeed in Johor will be the ones who understand that the zone is no longer just a development story. It is now a strategic asset being priced against a much harsher world.

Traders are watching Brent surge and insurance costs spike around Hormuz. That is the obvious market reaction. But the more important shift is happening elsewhere.

The market is starting to put a premium on something it used to take for granted: major refining and petrochemical capacity outside the Gulf. Pengerang sits outside the conflict zone but inside the Asian demand corridor, right beside Singapore’s financial and trading system. Most people have not fully priced that in yet.

The unintended dividend

When Saudi Aramco invested alongside Petronas in PRefChem, it was not making a geopolitical hedge. It was making a market-access decision. Place refining and petrochemical capacity closer to Asian demand growth, secure a strong position inside one of the world’s most important consuming regions. Rational, not prophetic.

But assets take on new meaning when the world changes around them.

That same capacity was designed primarily for heavy Middle Eastern sour crude but engineered from the outset to process a range of non-Saudi feedstocks. It sits on the Strait of Malacca, close to Singapore’s financial ecosystem, and it now looks very different when Gulf logistics are under sustained stress. Not immune, not a perfect hedge. But something increasingly scarce: a large integrated downstream facility serving Asia without sitting inside the main conflict zone, and with more feedstock optionality than its Gulf-oriented design might suggest.

Pengerang is inside the Asian demand corridor while being outside the Gulf’s immediate geopolitical blast radius. That positioning has already shown up in practice: Malaysia secured bilateral passage rights for its vessels through the Strait at no toll, a small but telling sign that its neutrality carries real diplomatic currency in a conflict where most commercial operators have simply withdrawn.

When markets start valuing resilience over textbook efficiency, that becomes worth something real. The question is how much, and when the market starts paying for it.

Why the JS-SEZ is the most underappreciated part of this story

This is where the argument becomes more interesting, and more misunderstood.

Cross-border infrastructure projects have a structural problem. The physical side needs land, water access, berths, tank storage, and room to operate at scale. The financing side wants something different: legal clarity, deep hedging markets, strong trade-finance capability, and a jurisdiction international lenders know how to work with. Those two things rarely sit neatly in the same place.

The Johor-Singapore Special Economic Zone does not solve that problem completely. It would be too much to say it turns Johor-based assets into Singapore-risk in the eyes of lenders. But what it does do is make the split legible and, more importantly, structured.

Johor provides the land, the industrial footprint, the deep-water access, and the room for large-scale operations. Singapore continues to provide the legal, financial, hedging, and trading architecture. The JS-SEZ, formally agreed in January 2025 and embedding Pengerang as one of its nine designated flagship zones, strengthens the case that these are not two disconnected jurisdictions but two halves of one workable system, backed by a 15-year preferential tax structure designed to make long-duration capital feel at home.

The critical test isn’t the policy framework. It’s whether independent capital acts on it. Here the early signal is meaningful: ChemOne Group recently chose Pengerang, not Jurong and not a Gulf location, to site and finance the Pengerang Energy Complex, a multi-billion dollar integrated condensate splitter and aromatics project. That was a discretionary choice made in a competitive landscape.

If that continues, Pengerang stops looking like “cheap land next to Singapore” and starts looking like the industrial half of a system where Singapore supplies financial depth and Johor supplies physical scale. That is a very different investment story.

Integration matters more when margins are volatile

When crude prices spike, simple refineries come under pressure. They have one way to make money, and when that margin compresses, there is nowhere else to go.

Integrated complexes are better placed. They can capture value across petrochemicals, downstream products, and a longer chain than basic refining alone provides. That does not mean they are protected from everything. Feedstock and product mix cannot be changed overnight, and operational limits are real. But having more ways to earn when conditions are hardest is a meaningful structural advantage, not just a theoretical one.

Pengerang is Malaysia’s only fully integrated refinery, steam cracker, and petrochemical site. In a volatile crude environment, that matters to operators and investors alike. Not because it removes the ups and downs of the cycle, but because it makes the business harder to break when conditions turn against it.

Its real peer set

If Pengerang is gaining a strategic premium, the comparison has to be honest. The benchmark is not generic Southeast Asian industrial parks. The real peer group is Ulsan, Jamnagar, and Jurong Island. These are serious hubs with real scale, credibility, and ecosystem depth. Pengerang is not replacing any of them.

But it occupies a position that none of them fully replicates.

Jurong has financial and trading density, but it has very little room left for major new land-heavy expansion. Jamnagar and Ulsan have enormous industrial scale, but neither sits beside Singapore’s specific combination of liquidity, legal infrastructure, and commodity-finance capability. Pengerang has all four things in one place: space, deepwater access, integration, and proximity to Singapore.

That combination is genuinely rare. If the world continues to place a higher value on resilience, optionality, and capital that can actually be deployed when conditions get harder, Pengerang should command a premium it has not historically been given.

What To Watch

Energy commentary often confuses a strong narrative with a proven thesis. So what would actually show this repricing is real?

First, independent storage and midstream investment. If infrastructure funds and terminal operators start expanding tankage or quietly taking positions at Pengerang, that is real capital moving on a real conviction. It would suggest the market has decided that insulated logistics capacity deserves a premium, not just a mention in a strategy deck.

Second, real feedstock diversification. Not press statements, but actual operational evidence that PRefChem is processing a wider range of non-Gulf crude inputs over time. The current disruption is creating exactly the conditions that would reveal whether Pengerang’s geographic optionality is genuine or just a good story. Watch what actually goes into the refinery over the next twelve months.

Third, and most important, how deals get structured. If future expansions and financing vehicles increasingly use Singapore-based legal and financial architecture for Johor-based physical assets, the JS-SEZ thesis moves from framework to practice. That is the clearest signal that serious capital has decided to treat this as a cross-border system worth building around.

This is where the upcoming JS-SEZ blueprint becomes the immediate catalyst. If the final execution blueprint provides the explicit regulatory clarity and mechanisms needed for Singaporean lenders to underwrite these dual-node structures without prohibitive cross-border risk premiums, it will unlock the institutional capital pipeline.

None of that has fully materialised yet. That is either a warning sign for the thesis, or it is the opportunity.

Why Pengerang’s Value May Be About to Change

The old Pengerang story was about regional scale and demand capture. It was a valid story, and it still is.

But the world has changed. When energy security moves from background assumption to boardroom priority, the assets that matter most are not always the biggest or the cheapest. They are the ones that combine scale, resilience, integration, and access to capital in a way the market can actually use when disruption hits.

Pengerang may now sit in that category.

If so, the market is still looking at it through yesterday’s lens. And that is where the opportunity lies. By the time the premium is obvious, the best positions will already have been taken.

On 24 February 2026, Prime Minister Anwar Ibrahim said something that most people glossed over. Malaysia had restricted new data centres unrelated to AI for nearly two years, deliberately, to protect the national power grid and water supply. A country that had spent years saying yes to anything with racks and a land title had started saying no.

That single decision is the key to understanding what Johor actually is right now.

The market still tells the old story. Johor is Singapore’s cheaper neighbour. The overflow yard. The place hyperscalers go when land across the Causeway gets too tight or too expensive. That story was useful once. It is no longer the real one.

What is emerging in Johor is not a spillover market. It is something far more specific: the physical compute annex of the Singapore system, purpose-selected for the age of AI. Land, power, water, network adjacency, and policy discipline are converging in one corridor at exactly the moment the world needs somewhere to put industrial-scale AI infrastructure. That combination is rarer than it looks.

The old edge was price. The new edge is scarcity, and who controls access to it.

The Strategic Re-Pricing of Infrastructure

For years, the pitch for Johor was simple: cheap land, room to expand, and enough infrastructure to attract hyperscalers fleeing Singapore’s constraints. That was sufficient in the first wave. It is not the real edge now.

The real edge is that Johor is becoming more valuable precisely because access is no longer indiscriminate. Malaysia has started to apply a scarcity filter. It may not use the phrase “AI compute reserve” in official language, but functionally that is where policy is drifting. If you are going to consume sovereign grid capacity and industrial water at scale, the state increasingly wants to know that the economic value density justifies it.

That is not a minor policy tweak. It is a strategic re-pricing of sovereign infrastructure.

There is a simpler way to understand what Malaysia has done. When Microsoft, Google, and AWS start competing for the same corridor, they have already done the analysis. The due diligence, the site selection, the infrastructure modelling. They know. And Putrajaya has read that conclusion directly from their behaviour. You do not get simultaneous commitment announcements from the three largest hyperscalers in the world by accident. That level of demand concentration is itself a signal, and Malaysia received it.

The moratorium on non-AI data centres is what happens next. It is not a conservation policy. It is not technocratic infrastructure planning. It is a government that has achieved information parity with the most sophisticated infrastructure operators on the planet, and is now pricing access accordingly. The seller finally understood the buyer’s urgency. The terms changed.

This matters because for years the hyperscalers held a structural advantage across Southeast Asia. They understood exactly how rare contiguous, gigawatt-scale, hyper-connected geography truly was, and their strategy was to secure as much of it as possible before host governments realised they were parting with a non-renewable strategic asset. That window has closed. Malaysia has stopped pricing its geography like a desperate emerging market and started pricing it like a chokepoint. The distinction is not rhetorical. It has direct consequences for who gets in, on what terms, and at what cost.

Why Geography Still Wins

There is a temptation to dismiss Johor’s physical advantages now that frontier AI training can be distributed across multiple data centres. NVIDIA has published work showing that large-model training can span multiple facilities, with its communications stack supporting cross-data-centre coordination and long-haul optimisation. The world has moved beyond the constraint that every serious training run must be confined to one building.

But that does not mean geography has stopped mattering. If anything, the more distributed the system becomes, the more valuable good geography becomes.

Frontier AI is not just about raw compute. It is about coordination costs, synchronisation overhead, latency predictability, and network topology. The more you stretch a training cluster across distance, the more you start paying taxes that do not show up in the original marketing deck. You can engineer around those penalties. NVIDIA and others are doing exactly that. But engineering around a penalty is not the same as eliminating it. Physical concentration still carries a premium, and that premium is rising, not falling.

Johor’s value is not that it defies physics. Its value is that it softens one of the hardest trade-offs in infrastructure: the choice between scale and adjacency.

Historically, hyperscalers had to pick one. Build at true scale in places with room to sprawl, or stay close to the connectivity, capital, and ecosystem density of a tier-one hub. Johor increasingly lets operators get a meaningful slice of both. TM and Singtel’s Nxera announced in 2024 an AI-ready campus in Iskandar Puteri, 16 km from Singapore, with an initial 64MW phase designed to scale to 200MW, built around liquid cooling and GPU-heavy workloads. Not generic colocation. Purpose-built AI compute, sitting next to one of Asia’s most connected cities.

“Spillover” is the wrong word for what is taking shape. Spillover implies passive overflow. This is more deliberate: Singapore’s network gravity extending into a geography that can absorb industrial-scale compute without the land, power, and water constraints that Singapore itself cannot solve.

Connectivity: Optionality, Not Sovereignty

Johor is not about to dethrone Singapore as the region’s submarine-cable capital. Singapore remains the dominant regional node. But Johor does not need to replace Singapore to become far more valuable than it was.

What Johor is gaining is direct cable optionality. Telekom Malaysia joined the Asia Link Cable system in 2023, with the cable landing station at TM Exchange Kuala Sedili in Johor, projected complete by 2025. TM has also tied the future CANDLE cable into the same connectivity story, with operations targeted for 2028. Johor is beginning to move beyond pure dependency on cross-border backhaul. Not into full connectivity sovereignty, but into something more strategically useful: redundancy, multiple routing paths, and a more direct role in international data flows.

The value of a compute corridor rises sharply once it stops looking like a dead-end estate and starts looking like a place with multiple exits.

The Geopolitical Layer: Neutrality With Caveats

Malaysia offers hyperscalers a neutrality premium, not geopolitical immunity. That distinction matters more than most commentary acknowledges.

Malaysia is not China. It is not a sanctions target. It is not politically frozen in ways that create deployment risk. In a world where AI infrastructure is increasingly entangled with export controls, alliance structures, and the security anxieties of great powers, that makes it genuinely attractive. For operators managing global infrastructure footprints, a jurisdiction that is politically stable, commercially predictable, and outside the most acute geopolitical fault lines commands a real premium.

But no serious operator should model Johor as sitting outside the Silicon Cold War. In July 2025, MITI imposed strategic-trade permit requirements on the export, transshipment and transit of high-performance AI chips of US origin. Read that carefully. Malaysia is not resisting Washington’s chip architecture. It is actively managing compliance with it. That is a meaningful signal about how Putrajaya intends to navigate the AI infrastructure era: not as a defiant non-aligned actor, but as a jurisdiction that understands the ruleset and is willing to enforce it.

For Western hyperscalers and their home offices, that is likely a feature rather than a bug. A neutral jurisdiction that manages compliance predictably is often more commercially attractive than a louder “independent” jurisdiction that creates ambiguity about whether deployed hardware will trigger regulatory exposure back home. The question operators should now be asking is not whether Malaysia’s neutrality is real. It largely is. The question is whether the chip permit regime will be administered with enough consistency and speed to support operational timelines. That is where the practical risk lives, not in the headline geopolitics.

Industrial Base: Why Malaysia Starts From Strength

If Johor were building an AI corridor inside a country with no hardware history, the execution risk would be far higher. But Johor is not rising in isolation. MIDA figures indicate Malaysia accounts for roughly 13% of global semiconductor assembly, testing and packaging volume, placing it among the world’s major semiconductor exporters.

The bulk of the deepest back-end semiconductor base remains elsewhere in the country, particularly in Penang. But what this industrial history gives Johor’s compute build-out is something that matters more than it sounds: a surrounding ecosystem that already understands the physical economy of chips, advanced electronics, and mission-critical reliability. Hyperscalers are not just buying parcels of land and utility connections. They are buying into a contractor base that can build to specification, an engineering talent pool that understands what these facilities actually require, and a regulatory environment that knows the difference between an AI data centre and a generic industrial shed.

Countries with no hardware muscle can still attract flashy announcements. Sustaining a high-reliability ecosystem is a different problem entirely. Malaysia starts from a stronger position than most of its regional competitors on this, and that advantage compounds as build volumes increase.

Second-Order Effects: What Happens Next

The first-order story is now reasonably well understood in infrastructure circles. Johor has land, power, water, adjacency, and a government that has achieved information parity with the operators it is hosting and is acting on it. The more useful question, for anyone using this analysis operationally, is what follows from that.

The window for competitive entry is narrowing. Malaysia’s shift to a scarcity model means the first-mover advantage in securing large, power-allocated land parcels is real and compressing. Operators still in “watch and evaluate” mode should understand that the evaluation period has a cost, and not just in price appreciation. Power allocation queues are already forming. The sites that can support 200MW+ campuses at reasonable total cost are a finite list. Some are already spoken for.

Competitor jurisdictions are being structurally disadvantaged. Jakarta has land but faces grid reliability constraints and water stress that limit genuine hyperscale ambition. Vietnam is politically more complex for Western operators following the tightening of chip controls. Thailand is building, but starts from a weaker industrial base and lower network density. Johor’s rise is not happening in a vacuum. It is partly happening because the alternatives have identifiable ceilings, and those ceilings matter more as AI infrastructure requirements become more demanding, not less.

The talent and supply chain question will surface sooner than most projections assume. The build phase attracts announcements. The operate phase exposes gaps. As Johor moves from greenfield construction toward live operations at scale, the pressure will shift to whether the local talent pool in AI infrastructure operations, cooling engineering, and high-density power management can grow fast enough to support what is being built. Malaysia’s semiconductor heritage helps here, but it is not a complete answer. Operators with long investment horizons should be modelling talent localisation strategies now, not after the facilities are live.

For Singapore-based operators and investors, Johor’s emergence is not a competitive threat. It is an extension. The corridor effect means Singapore’s position as the regional commercial, legal, and financial hub becomes more valuable as the physical compute base next door grows. The pairing strengthens both sides. The risk for Singapore-based players is not displacement. It is misjudging how quickly the JS-SEZ is transitioning from a cost play to a strategic infrastructure layer, and moving too late as a result.

What To Watch

Three signals worth tracking closely.

Power allocation policy. How Malaysia manages grid access requests over the next 18 months will reveal whether the scarcity model is being applied consistently or selectively. Inconsistency here would be the first serious crack in the thesis.

The chip permit regime in practice. The July 2025 MITI requirements are the policy. The operational question is turnaround times, interpretive consistency, and whether the regime creates predictable compliance pathways or bureaucratic friction. Watch for operator commentary on this through 2026.

Submarine cable progress. The ALC landing at Kuala Sedili and the CANDLE timeline are the milestones that will determine whether Johor’s connectivity story moves from optionality to genuine redundancy. Slippage here matters.

The old story was that Johor won because it was cheaper than Singapore.

The new story is more formidable. Johor may win because Malaysia figured out what the hyperscalers already knew, and stopped negotiating like a country that needed the deal more than the other side did.

Once that happens, a place stops being a spillover market. It starts becoming a reserve.

In the AI era, reserves matter more than excess. The operators who understand that earliest will find the best positions are already being taken.

As the Ministry of Economy approaches the March 30 launch of the Johor-Singapore Special Economic Zone (JS-SEZ) blueprint, the public narrative still appears focused on headline metrics: a targeted RM260 billion contribution to Johor’s GDP by 2030, more than 20,000 high-skilled jobs, and a 15% tax rate for eligible knowledge workers.

While these are important signals of ambition, they also risk locking the discussion into the wrong frame.

The central question for the JS-SEZ is no longer whether Johor can attract capital, policy attention, or investor interest. Johor has already demonstrated that it can. The much harder question now is whether the state can absorb success without destabilizing the systems on which that success depends.

To be clear, this is not an argument against the JS-SEZ. It is an argument that Johor’s next challenge is no longer attracting growth, but governing its consequences.

That is the real second-order blind spot.

The blueprint is still appears largely being discussed as an investment attraction framework when the underlying reality has already shifted to capacity management. The pressure points are no longer hypothetical. They are visible in labour markets, in housing and commuting patterns, and most clearly in utilities. In each domain, the problem is not simply growth. It is growth arriving faster than Johor’s mechanisms for distributing, sequencing, and absorbing it.

The risk to the JS-SEZ, in other words, is not that it fails to take off. It is that it succeeds faster than Johor’s governing capacity can keep up.

Labour: When Talent Policy Becomes Extractive

Johor’s push for higher-value growth is increasingly tied to a more aggressive talent strategy. Premium salaries for skilled roles make sense if the goal is to retain talent, attract higher-quality employers, and reduce leakage to Singapore. What if we look at this from a different perspective of talent absorption?

If large incoming international firms can consistently outbid local SMEs for engineers, technicians, and supervisors, then the SEZ does not automatically deepen Johor’s productive base. It may instead begin to hollow it out. Smaller domestic firms do not automatically become embedded suppliers in a stronger ecosystem. They may in fact become unwilling net donors of talent to it.

This is where the attraction narrative starts to break down. Higher wages and more prestigious employers might look like obvious wins at the macro level. But unless those labour-market pressures are matched by supplier upgrading, managerial diffusion, technology adoption, and structured vendor development, the gains remain concentrated within enclaves rather than transmitted across the wider state economy.

The issue is therefore not whether Johor should welcome better-paying jobs. Of course it should. The issue is whether the state has built a mechanism to convert anchor investment into broad capability formation rather than one-way talent extraction. This is one of the things I will be looking out for in the upcoming blue print.

This is also where political economy matters. Governments are rewarded quickly for announcing investment totals and job numbers. They are not rewarded nearly as quickly for the slower, less visible work of upgrading SMEs, standardising suppliers, and deepening domestic linkages. That is why supplier development is so often praised in principle and weak in execution.

If the JS-SEZ is serious about avoiding internal hollowing-out, the blueprint should not stop at generic language about ecosystem building. It should require major investors above a certain threshold to submit Local Capability Plans as part of project approval. Those plans should specify supplier-development targets, training commitments, vendor digitisation pathways, and measurable procurement spillovers into Johor-based firms.

Without that, the labour market will do what labour markets usually do under asymmetric bargaining power: talent will flow toward the deepest pockets, and the domestic base will be expected to adjust on its own.

Housing and Mobility: The RTS Is Both the Growth Engine and the Stress Multiplier

The housing problem is often treated as a secondary social issue, something to be managed after the investment wave has already been secured. In my view, that is a mistake. In the JS-SEZ context, housing and mobility must be part of the operating model itself. The RTS Link makes this clear.

Cross-border connectivity is not peripheral to the zone’s value proposition. It is central to it. The JS-SEZ is supposed to benefit from tighter integration with Singapore, lower friction for firms, better labour-market matching, and stronger locational appeal. All of which depends on improved connectivity.

But the same infrastructure that makes the zone economically powerful may also intensify one of its most politically dangerous side effects.

The more efficiently the RTS reduces travel friction, the more it increases the premium on access: access to stations, access to feeder routes, access to high-demand corridors, and access to the employment clusters most directly plugged into the Singapore-facing growth story. That premium is unlikely to stay confined to landowners or developers. It will also shape rents, commuting burdens, and the geography of who gets priced toward the periphery.

What most policy makers overlook is the fact that the RTS is both the growth engine and the stress multiplier.

If housing, feeder roads, and public services do not keep pace with the SEZ, the first visible result may not be better lives for ordinary Johoreans. It may be higher land prices, heavier traffic, and longer daily commutes. In that scenario, the SEZ will not just create growth. It will widen the gap between well-connected, high-value corridors and outer areas forced to absorb those priced out of them.

The real problem is not ignorance. It is incentives. Rising land values look like progress and are politically easy to celebrate. Congestion, longer commutes, and pressure on schools, clinics, and roads are less visible, more spread out, and often someone else’s problem administratively. That is why the system tends to reward approvals and growth stories before it rewards the harder task of managing the fallout.

That is why the blueprint must go beyond vague calls for regional planning. It should require Corridor Impact Assessments for major RTS-facing and flagship-zone developments before large approvals are given. The key question should be straightforward: can the surrounding system actually absorb the growth?

That means testing real-world pressures, not just celebrating projected investment. Will feeder roads cope, or will nearby communities be hit by worse daily congestion? Can public transport take the extra load? Is there enough housing near the jobs, or will workers be pushed further out? And can ageing sewerage, drainage, clinics, schools, and other local services handle the added strain?

If the state is serious about preserving social licence, it cannot treat these problems as downstream side effects. Once traffic worsens, sewerage systems come under stress, and local services start to buckle, the political cost of “success” becomes much harder to ignore.

Utilities: Where Johor Has Already Quietly Admitted the Model Has Changed

The clearest evidence that the JS-SEZ is no longer mainly an attraction problem lies in utilities.

Johor’s water-security response and its tighter stance toward high-water-intake data-centre proposals are not just technical adjustments. They are an implicit admission that the state can no longer think in purely promotional terms. It has already begun behaving like a capacity-constrained system.

That matters because utilities reveal the broader truth the JS-SEZ debate still avoids stating openly: not all investment is equally absorbable at any given moment, and the real constraint is no longer investor appetite but infrastructure sequencing.

This is what makes the data-centre issue analytically important. Johor has not rejected the sector. It has instead become more selective. That is a meaningful shift. It shows that once stress becomes visible enough, the state is willing to move from attraction to triage.

But that also raises the more interesting question: why has this logic appeared first in utilities and not elsewhere?

Because utility stress is politically legible in a way other forms of strain often are not. A water shortfall is immediate, visible, and difficult to hide. Household reliability risk forces action faster than an eroding SME talent base or a worsening commuting burden does. Utilities become the first domain where physical constraints overpower promotional rhetoric.

That is why utility sequencing should not remain a narrow technical rule applied only to certain sectors. It should become the prototype for a broader state-level governance principle: major projects should be approved against verified absorption capacity, not merely against investor demand or strategic enthusiasm.

What the Blueprint Still Needs: A State Absorption Framework

This is where the current debate must move beyond diagnosis.

If Johor now faces an absorption problem rather than an attraction problem, then the missing institution is not another incentive scheme. It is a State Absorption Framework.

That framework should include three things.

First, a Capacity Clearance Committee at state level that brings together economic planning, utilities, transport, housing, and local government before major project approvals are finalised.

Second, a mandatory Absorption Test for large or resource-intensive projects. This should assess labour-market strain, housing spillovers, feeder mobility, water, and power readiness as part of one approval logic rather than as disconnected technical reviews.

An airline, most likely European and operating under a blending mandate, will uplift sustainable aviation fuel produced in Pasir Gudang. It will pay a certified green premium for that fuel. The premium will be real money. It will be attached to a documentation trail, a certification mark, and a chain-of-custody record.

That premium will not, in any meaningful statutory sense, belong to Johor.

This is the Verification Gap. It is the structural equivalent of what Singapore’s healthcare insurance reforms did to the medical cost equation. It is a quiet shift in who captures value that will look obvious in hindsight but is being systematically underpriced right now.

The Build Is Real. The Governance Isn’t.

Let’s be clear about what Johor has assembled. EcoCeres is commercially operational in Pasir Gudang as of January 2026, with 420,000 tonnes per year of combined SAF, renewable diesel, and renewable naphtha capacity. The PETRONAS-Enilive-Euglena biorefinery in Pengerang has RM6 billion committed and a 2028 target. Forty-two data centers are approved. The Southern Johor Renewable Energy Corridor is framed around 4 GWp of solar. YTL’s Kulai campus is integrating 500 MW of dedicated renewable supply into a hyperscale data center ecosystem.

But here is the problem that should be keeping Johor’s economic planners up at night. In green commodity markets, the physical asset is only half the trade. The other half is the verification layer: the certification, the chain-of-custody documentation, and the retirement audit trail that allows a buyer to make a legally defensible sustainability claim about what they purchased.

Right now, that layer is owned by international certification bodies operating under frameworks Johor had no hand in designing. ISCC. RSB. The EU’s ReFuelEU sustainability criteria. When a Johor-produced SAF molecule gets certified, the premium attached to that certification accrues through mechanisms that Johor has no statutory basis to participate in.

While we may have the production facility, we do not own the stamp that certifies it.

It is the standard risk premium applied in any market where provenance documentation is contested.

The Fix: A Johor Sovereign Green Ledger

The solution is not to compete with ISCC or RSB. That would be the wrong fight and we would lose it. The solution is to build a state-mandated green ledger that operates as a data and audit layer within the existing international certification infrastructure. It would contribute origin documentation, custody chain records, and retirement audit trails to the frameworks buyers already rely on, rather than asking buyers to accept a new authority.

Done correctly, this is additive, not competitive. It gives international certifiers better data. It gives producers a cleaner evidentiary record to defend their claims. And it gives Johor the documented statutory basis for a predictable state-level levy tied to verified output.

We are not asking Singapore or the EU to accept a lower standard. We should put in place the infrastructure that makes Johor’s output more legible, more defensible, and more valuable within the standards they already apply.

The three practical functions are straightforward. Record origin and sustainability attributes for every unit of eligible production in the state. Create a single auditable trail that prevents double counting and allows claims to retire cleanly. Establish the lawful basis for a levy structured as a known, recoverable cost rather than an arbitrary charge.

The Levy Is Not a Tax Grab: It’s a Regulatory Shield

I know the immediate reaction to any levy proposal. Producers are in volatile markets. Margins are tight. The last thing SAF producers or renewable energy generators need is another cost layer.

Here is the reframe. International buyers are already paying compliance costs to defend their green procurement claims through internal auditing, third-party certification, and documentation management. A Johor ledger that reduces those costs by generating cleaner documentation is worth something to those buyers. A predictable, bounded levy is less damaging to producer margins than the unpredictable compliance discount they currently absorb when documentation is fragmented.

Johor’s absolute constitutional authority lies in the State List: land alienation, water rights, and local government licensing. What has been missing is the strategic execution to tie these powers together. By making integration with a state-mandated green ledger a conditional requirement for land leases, industrial utility access, or local council operating licenses, Johor can achieve the exact same sovereign oversight without needing to rewrite federal environmental law.

The JS-SEZ is where we can pilot this. Singapore’s carbon tax is now S$45 per tonne and rising. Singapore-based companies can offset up to five percent of taxable emissions using eligible international carbon credits. That is a live financial incentive for Singapore-based firms to access credible regional instruments. Johor, with a functioning green ledger, would be the obvious regional supplier.

Just to be clear, Singapore will not just rubber stamp Johor’s green outputs. They enforce strict standards, making any cross border agreement genuinely difficult to negotiate. The route forward is a narrow pilot within the SEZ. We must agree on a specific, auditable category of verified production, build a documented track record, and expand as the evidence accumulates. This is the same build-trust-then-scale logic we should be applying to the medical corridor.

If the pilot succeeds, the economic effect is structural. Cross-border transactions in verified green output stop requiring double layers of auditing. Johor’s production becomes financially legible to Singaporean buyers within their own compliance system. The value that currently leaks starts to stay.

We must be clear: the RTS Link will not be just a commuter train. It is potentially a 6-minute “hospital hallway” connecting two previously siloed systems into a single, integrated medical corridor. Of course when you travel will determine your actual journey time.

The Johor Advantage: Inevitability, Not Permission

The ground reality has already moved past the policy debate. Regency Specialist Hospital and Gleneagles Hospital Medini Johor are the front line. They have already cleared the high bar of being recognized for MediSave use through Singapore-based referral frameworks like HMI and Parkway. However, we must note that MediSave use remains subject to MOH-approved procedures and referral pathways, rather than a blanket hospital accreditation.

But for Johor to seize the sovereign crown, we cannot have only two portals. To truly capture this opportunity, Johor must stop waiting for Singapore to “approve” our systems. We need to build a network led by giants like KPJ Healthcare and Columbia Asia so robust that the market makes integration inevitable.

If our hospitals wait for perfect policy clarity instead of acting, this opportunity will not disappear. It will simply be captured piecemeal, without standards, without leverage, and without Johor setting the terms. We must lead the integration through the JS-SEZ Framework, which is set for its official blueprint launch in March 2026.

The JS-SEZ Policy Pillars: Negotiating from Strength

A sustainable medical corridor requires “Medical Twinning.” To make this politically savvy and sellable, the JS-SEZ can focus on three blunt moves:

1. Pop the MediSave Gasket

Johor should push hard for a pilot allowing the S$600 MediSave outpatient scan limit (currently restricted to Singapore SOCs/polyclinics) to be utilized at JS-SEZ certified facilities. Singapore’s public wards are overheating, with wait times for MRIs stretching into months. Opening this “gasket” isn’t a favor to Johor; it is a life-raft for Singapore’s over-congested public sector.

2. Import the Expertise via the 15% Tax Hook

We leverage the 15% special tax rate for knowledge workers in the SEZ to facilitate 'Clinical Twinning.' This isn't about brain drain; it’s about talent mobility. By incentivizing Singaporean specialists ( many of whom are Malaysian) to hold joint rotations in Johor facilities, we ensure that a 'Singapore Standard' of care is physically present in the North. When a Singaporean patient sees their own specialist consulting in a Medini suite, the trust deficit doesn't just shrink, it evaporates.

3. Digital and Physical Speed

To capture the $6,000 Fault Line, Johor and Singapore must transition from a bridge to a seamless medical corridor built on three pillars:

• The Medical Fast-Pass: Utilizing the RTS Link as a “virtual ospital hallway” with “Green Lane” priority, moving patients from Singapore to Johor in minutes.

• The Secure Digital Handshake: Ensuring diagnostic data moves faster than the patient, hitting a Singaporean specialist’s screen before the return commute.

The $6,000 Fault Line has redrawn the map of medical access. Left unmanaged, this shift will create a two-tier system by accident rather than by design. But if we act deliberately, Johor becomes the essential safety valve that keeps the entire regional system from overheating. Singapore wins by gaining capacity; Johor wins by becoming the high-value hub of the ASEAN South.

Even under a stress-test scenario of 2.90 MYR/SGD, Johor’s “ingredients” of industrial land, utilities, and tax remain 3x to 10x cheaper than Singapore’s. As of late January 2026, the Ringgit (MYR) is Asia’s top performer, currently trading at 3.12 against the Singapore Dollar (SGD) and hitting a seven-year high of 3.975 against the Greenback. For the retail crowd, the psychological barrier of “3.00” is causing great distress. The fear is simple: If the Ringgit keeps strengthening, doesn’t the Johor advantage evaporate?

I call this the 2.90 Fallacy. It is a mistake arising from the confusion between the Price of the Currency and the Price of the Ingredients.

To understand why the Johor-Singapore Special Economic Zone (JS-SEZ) is currently absorbing RM68 billion in approved investments (75% of Johor’s total 2025 haul), we must look past the FX ticker and into the structural “factor cost stack.” Even under a “Stress Test” scenario where the Ringgit hits 2.90, the JS-SEZ remains an irresistible play for institutional capital.

The RM68 Billion “Signal”

In the world of strategic advisory, we often say that “capital is the only honest signal.”

While critics fret over currency fluctuations, the Ministry of Economy has confirmed that the JS-SEZ locked in RM68 billion ($21.9 billion) in approved investments in the first nine months of 2025. This isn’t speculative “hot money.” These are massive, capital-intensive bets from global hyperscalers, AI-ready semiconductor fabs, and green energy protocols.
