Since the Hamas attacks of 7 October 2023 and the ensuing Israeli war of genocide on Gaza, American public opinion towards Israel has undergone a transformation unmatched in the seven decades of the United States–Israel special relationship. This paper surveys the current state of American opinion, with particular attention to generational and partisan fractures; examines the apparent near-collapse of bipartisan Congressional consensus; assesses the changing fortunes of the Israel lobby, above all the American Israel Public Affairs Committee (AIPAC); analyses the deepening divisions within American Jewry, including a revival of interest in pre-Zionist Reform theology; considers the impact of the 2025–2026 wars against Iran, which have subjected the ‘shared strategic interests’ framing of the U.S.–Israel relationship to unprecedented public scepticism; and addresses the structural question of whether attitudinal shifts are likely to produce policy change in the near to medium term. The paper concludes that a decisive rupture in the relationship remains improbable in the short run, given the continued dominance of institutional pro-Israel networks, but that the trajectory of opinion, cross-generational, cross-partisan, and now visibly cross-communal, constitutes a strategic threat to Israel of a kind it had never faced.

The attached paper seeks to show that:

• Israel has effectively annexed all Palestinian territory and exercises sovereignty over the whole land between the Jordan River and the Mediterranean Sea, including the West Bank, Jerusalem and the Gaza Strip; thereby imposing a “one-state reality”.

• A review of Israeli legislative and military practices since 1948 reveals that de facto annexation is the modus operandi of Israeli expansion, with Israel staving off potential legal and international repercussions by avoiding declaration of de jure annexation.

• The paper also explores reasons for continued pretence in Palestinian, Arab and international discourse that annexation has not taken place and that a negotiated two-state solution is still possible, concluding that this is nothing more than “useful fiction” for several parties. It argues, moreover, that calls by the Israeli far right to “impose sovereignty” over the West Bank are not aimed at “annexation,” which is already a reality, but rather at consolidating Jewish supremacy.

In concluding remarks, the paper calls for extensive Palestinian debate aimed at reimagining the Palestinian struggle and proposes some questions in this regard.

Some poets possess a keen political sense and a penetrating political insight that ought to be the envy of even the most astute of political analysts. Among such poets was the Palestinian Mahmoud Darwish. However, here, I would like to draw attention to an Israeli poet, Yitzhak Laor.

More than 16 years ago, in January 2009, London Review of Books asked some of its contributors to comment on Israel’s war on Gaza, which had just ended. The responses were published on the website of the Review on the 22nd of the month. A striking response was that of Yitzhak Laor, most of which I will quote below. Reading Laor’s response from today’s perspective, one might conclude that the man was prophetic, or, which is more pertinent, that Israel’s strategy has been there for all to see, and that it has been consistent and pursued with brutal relentlessness.

“We’ve been here before. It’s a ritual. Every two or three years, our military mounts another bloody expedition. The enemy is always smaller, weaker; our military is always larger, technologically more sophisticated, prepared for full-scale war against a full-scale army…

Israel is engaged in a long war of annihilation against Palestinian society. The objective is to destroy the Palestinian nation and drive it back into pre-modern groupings based on the tribe, the clan and the enclave. This is the last phase of the Zionist colonial mission, culminating in inaccessible townships, camps, villages, districts, all of them to be walled or fenced off, and patrolled by a powerful army which … is really an over-equipped police force, with F16s, Apaches, tanks, artillery, commando units and hi-tech surveillance at its disposal.

The extent of the cruelty, the lack of shame and the refusal of self-restraint are striking, both in anthropological terms and historically. The worldwide Jewish support for this vandal offensive makes one wonder if this isn’t the moment Zionism is taking over the Jewish people.

… Israel has not given up the territories, but cantonised and blockaded them. The new strategy is to confine the Palestinians: they do not belong in our space, they are to remain out of sight, packed into their townships and camps, or swelling our prisons. This project now has the support of most of the Israeli press and academics.

We are the masters. We work and travel. They can make their living by policing their own people. We drive on the highways. They must live across the hills. The hills are ours. So are the fences. We control the roads, and the checkpoints and the borders. We control their electricity, their water, their milk, their oil, their wheat and their gasoline. If they protest peacefully we fire tear gas at them. If they throw stones, we fire bullets. If they launch a rocket, we destroy a house and its inhabitants. If they launch a missile, we destroy families, neighbourhoods, streets, towns.

Israel doesn’t want a Palestinian state alongside it. It is willing to prove this with hundreds of dead and thousands of disabled, in a single ‘operation’. The message is always the same: leave or remain in subjugation, under our military dictatorship. We are a democracy. We have decided democratically that you will live like dogs. …”

[Yitzhak Laor is a poet, novelist, essayist and literary critic in Hebrew. Some of his works have been translated into European languages. One of his books is available in English is entitled “The Myth of Liberal Zionism,” in which he trenchantly criticises the positions and works of leading Israeli writers, David Grossman, Amos Oz, and A. B. Yehoshua. In the 1980s, he joined the Democratic Front for Peace and Equality (Hadash) and founded the Israeli Committee for Solidarity with Birzeit University.]

في الشهر الأول من عام 2009، أي قبل 16 عامًا، طلبت مجلة لندن ريفيو أوف بوكس من بعض المساهمين فيها أن يعلّقوا على الحرب التي شنتها إسرائيل على غزة والتي كانت قد وضعت أوزارها على التو. وقامت المجلة بنشر هذه التعليقات على موقعها على الإنترنت في 22 من الشهر، وكان لافتًا بينها تعليق يتسحاق لاور، الذي سأورد فيما يلي معظمه مترجمًا.

لدى قراءة هذا التعليق من منظور اليوم، قد يذهب المرء إلى الرجل نبوي، أو يستخلص، وهذا على الأرجح هو الأصح، أن الاستراتيجية الإسرائيلية كانت واضحة، لمن أراد أن يرى، ولا تزال، وأنها تتميز بالثبات والاستمرارية فيما يتميز تطبيقها بالدأب. قال الرجل:

لقد بلغت القسوة وبلغ انعدام الحياء ورفض ضبط النفس مستويات مدهشة، أنثروبولوجيًا وتاريخيًا على السواء. ويجعل الدعم اليهودي العالمي لهذه الهجمة الهمجية المرء يتساءل عما إذا كانت الصهيونية قد استولت على الشعب اليهودي.

إسرائيل لم تتخل عن أي أراض، بل قسمتها إلى كانتونات وحاصرتها. الاستراتيجية هي حصر الفلسطينيين: فهم لا ينتمون إلى فضائنا وعليهم أن يظلوا بعيدين عن أنظارنا، محشورين في بُليداتهم ومخيماتهم أو تفيض بهم سجوننا. وقد أضحى هذا المشروع يحظى بدعم غالبية الصحافة الإسرائيلية والأكاديميين الإسرائيليين.

نحن السادة. نحن نعمل ونسافر. هم يمكنهم كسب عيشهم بمراقبة شعبهم لحسابنا. نحن نقود سياراتنا على الطرق السريعة. هم يجب أن يعيشوا فيما بين التلال. التلال لنا وكذلك الأسوار. نحن نسيطر على الطرق ونقاط التفتيش والحدود. نحن نسيطر على كهربائهم ومياههم وحليبهم وزيتهم وقمحهم ووقودهم. إذا احتجوا سلميًا، نطلق عليهم الغاز المسيل للدموع. إذا رشقوا حجارة، نطلق عليهم الرصاص. إذا أطلقوا قذيفة، ندمر منزلًا وسكانه. إذا أطلقوا صاروخًا، ندمر عائلات وأحياء وشوارع ومدنا.

إسرائيل لا تريد دولة فلسطينية إلى جانبها. وهي مستعدة لإثبات ذلك بمئات القتلى وآلاف المعاقين في كل “عملية” مفردة. الرسالة (الموجهة للفلسطينيين) هي نفسها دائمًا: إما أن ترحلوا أو تبقوا خاضعين لدكتاتوريتنا العسكرية. نحن ديمقراطية. وقد قررنا ديمقراطيًا أنكم ستعيشون كالكلاب.”
