Recorder Kimbrough Attends the Public Records Industry Association (PRIA) Annual Conference

In August, your Marion County Recorder attended the Public Records Industry Association (PRIA) Annual Conference in Buffalo, NY.

The conference brought together county leaders from across the country to share ideas, discuss policy, and learn best practices for serving their communities. Hot topics during the discussion included the growing concern over property fraud nationwide and the increasing use of artificial intelligence (AI) in the recorder’s office. Both issues generated thoughtful discussion about the opportunities they present, as well as the challenges and potential risks.

Property fraud continues to be an important concern for property owners, title professionals, and government offices. Participants discussed the ways fraudulent transactions can occur, the challenges involved in identifying and preventing fraud, and the importance of maintaining accurate and secure property records.

These topics were considered from a variety of perspectives, including legal, title and deed, recording, and operational viewpoints. The discussion highlighted the importance of balancing innovation and efficiency with the need for accuracy, security, transparency, and public trust. As both property fraud and AI technology continue to evolve, these conversations will remain increasingly relevant to the professionals and organizations responsible for protecting property rights and maintaining reliable public records.

Second Helpings is dedicated to fighting food waste, hunger, and poverty throughout Central Indiana by rescuing surplus food, preparing nutritious meals, and providing culinary job training. Inspired by this important mission, the Marion County Recorder’s Office and staff recently volunteered at Second Helpings, helping prepare meals for individuals and families in need.

The experience left a lasting impression on our team. In support of Second Helpings’ ongoing work, the Recorder’s Office was proud to present the organization with a donation made possible through funding provided by Fidlar Technologies. Their generous support allowed us to further invest in Second Helpings’ mission of serving our community.

Recorder Kimbrough Attends the National Association of Counties (NACo) Annual Conference

This past week, our Marion County Recorder attended the National Association of Counties (NACo) Annual Conference & Exposition, where she participated in the Community, Economic and Workforce Development Policy Steering Committee meeting.

The conference brought together county leaders from across the country to share ideas, discuss policy, and learn best practices for serving their communities. While there, she also had the opportunity to connect with Sarah Bentzara, NACo’s newly elected Second Vice President.

Attending conferences like NACo helps ensure the Marion County Recorder’s Office stays informed, connected, and committed to providing the best possible service to the residents of Marion County.

Marion County Recorder’s Office Teams Up IndyGo & Adsposure to Raise Property Fraud Awareness

The Marion County Recorder’s Office is taking its property fraud prevention message on the road through a new partnership with IndyGo and Adsposure.

In July 2026, Marion County Recorder Faith Kimbrough hosted a special bus reveal showcasing the office’s new Property Fraud Alert awareness campaign. The campaign uses IndyGo buses to help residents learn about an important free service designed to protect Marion County property owners from potentially fraudulent recording activity.

Through the partnership, property fraud alert advertisements are displayed on three IndyGo buses traveling along various routes throughout Indianapolis. In addition, 20 Property Fraud Alert placards have been placed inside seven additional buses, extending the campaign’s reach to even more riders across the city.

By placing information on public transit, the Recorder’s Office is meeting residents where they are - in their neighborhoods, on their daily commutes, and throughout the community. The campaign provides a highly visible reminder that property owners can take proactive steps to monitor public records associated with their property.

Protecting Property Owners Through Awareness

Property and deed fraud can occur when someone improperly records a document involving another person’s property. Because these records may affect ownership interests or other property-related rights, early awareness is important.

The Recorder’s Office’s Property Fraud Alert service helps registered users monitor recording activity connected to their name or property information. When a potentially relevant document is recorded, the user receives an alert and can review the filing. While the service does not prevent a document from being recorded or determine whether it is fraudulent, it can provide an important early warning so residents can respond quickly if something appears suspicious.

The transit campaign is part of Recorder Kimbrough’s broader vision to educate one million Marion County residents about the services and resources available through the Recorder’s Office.

Recorder Kimbrough Attends the Center Township Annual FunFest

The Center Township Annual FunFest, hosted by Center Township Trustee LaDonna Freeman and her dedicated staff, provided an excellent opportunity for the Marion County Recorder’s Office to partner with Center Township in serving local families. While children enjoyed an afternoon of games, entertainment, and activities, Recorder’s Office staff connected with residents by sharing valuable information about the services and resources available through the office, answering questions, and helping increase awareness of programs that benefit the community. The event showcased the importance of collaboration between local government agencies to engage residents in a fun, welcoming environment while ensuring they have access to helpful information and public services.

Season 2, Episode 5 of On the Record features Marion County Recorder Faith Kimbrough and Chief Deputy Recorder J.R. Ryder in an engaging conversation with Motor Speedway Museum Communications Manager Kelsey Burr and Collections Manager Roxy Dunbar.

This episode explores the newly renovated museum and its remarkable collection of artifacts and memorabilia that celebrate more than 117 years of Indianapolis Motor Speedway history since construction first began in 1909.

During the visit, the Marion County Recorder’s Office presented the museum with a copy of the original 1909 deed for the racetrack, providing the museum with a unique historic artifact to add to its collection and preserve for future generations.

Viewers will gain insight into the museum’s preservation efforts, exciting exhibits, and the stories behind some of the most treasured pieces of Indianapolis racing history.

Indiana Recorder’s Association User Group Meetings

Recorders from across Indiana gathered in March for a collaborative and forward-looking series of sessions focused on innovation and the growing role of artificial intelligence in public records management. The event brought together county officials to share insights, explore emerging technologies, and discuss how modern tools can improve efficiency, accuracy, and accessibility in their offices.

Throughout the sessions, attendees received updates on the latest advancements in AI and digital solutions, including practical applications that can streamline document processing, enhance data security, and better serve their communities. The conversations also highlighted the importance of adapting to technological change while maintaining the integrity and reliability of public records.

The sessions were sponsored by Fidlar Technologies. Participants left with a deeper understanding of how innovation can be thoughtfully integrated into their daily operations, as well as ideas for future collaboration across counties.

City County Chaplain Brings High School Students to Visit the Marion County Recorder’s Office

Junior and Senior High School students recently took a field trip to the city-county building, where they explored how local government agencies serve the community. The experience sparked interest among many students, with several sharing their plans to get involved in local government after graduation. To top it off, they successfully passed Recorder Kimbrough’s jingle test!

Madame Recorder had the pleasure of interacting with 18 young ladies from “Girls in Training Under the Leadership of Mrs. Keisha Howard.

In celebration of Women’s History Month, Recorder Kimbrough shared her role as the Marion County Recorder and emphasized the significance of her role and its importance. Faith was impressed by their questions about the definition of a deed. Clearly, Mrs. Howard’s exceptional leadership is evident in the group. As the Recorder, Faith appreciates the opportunity to educate and inform the group.

Indiana Senator Pushes Property Fraud Resolution

After meeting with Recorder Faith Kimbrough, J.D. Ford introduced a resolution to raise awareness about the growing threat of property fraud in Marion County and across Indiana.

A resolution is an official legislative statement adopted by lawmakers to formally recognize an issue, express the position of the legislative body, and call attention to matters of public importance. While it does not create a new law, it becomes part of the permanent legislative record — documented in government archives and history — making it a meaningful step in elevating awareness and influencing future policy.

Working closely with the Marion County Recorder was critical to this effort. As Recorder, Faith Kimbrough oversees the recording and safeguarding of property documents, giving her office direct insight into filing trends, irregularities, and emerging fraud patterns. Association of Indiana Counties (AIC) Annual Conference

Recorder Faith Kimbrough and Chief Ryder both attended the Association of Indiana Counties (AIC) Annual Legislative Conference on February 3–4, 2026, at the Downtown Hyatt in Indianapolis. The annual conference brings together county leaders, legislators, and state officials to discuss key issues impacting local government and communities across Indiana.

This year’s speakers included Mike Braun, Todd Rokita, and Diego Morales, who addressed pressing statewide concerns. Among the hottest topics were property taxes, property fraud, and the future of local government administration.

Under Indiana Code, $10 from every deed recorded in the Marion County Recorder’s Office is automatically set aside for the City Housing Trust Fund (CHTF). This isn’t just a fee—it’s a direct contribution to housing stability and opportunity for Indianapolis residents.

The City Housing Trust Fund is managed by a mayor-appointed board and supports initiatives that strengthen neighborhoods, expand access to affordable housing, and help families remain safely housed. These dollars are reinvested locally, ensuring that growth in Marion County also means stronger, more inclusive communities.

In 2025, the Marion County Recorder’s Office collected an impressive $1,119,010 for the City Housing Trust Fund. That’s over one million dollars generated through routine public record filings—showing how everyday transactions can create meaningful, long-lasting impact.

Congratulations to Joy Rubin, the 2025 Clerk of the Year! The Clerk of the Year is awarded to the staff member who displays excellent customer service, good work, and is a team player.

2025 Accomplishments

• $1.3M Indiana Trust Fund Investment. This yields $ 3,000 per month in interest for Property Fraud and Veterans’ Honors awareness ads and preserves the use of constituent funds.

• Complete a Full Year of ON THE RECORD TV Show with CH 2/ CH 16

• Prepared to switch processes to enable customers to receive the recorded documents the SAME day they come in, or to send in their documents!

• Purchased a new Oversized Plot Printer. The surveyor, contractors, and other customers depend on this printer for accurate plot map copies, etc.

• Applied for a grant to preserve 66 more books in the Recorder’s Office

About 8 weeks ago, I filed a transfer upon death deed. My wife and I came downtown, and we paid the fee, etc. We were told it would be emailed in about 3 days. We never received the email.

I finally called about it today and did not have high expectations. However, the wonderful lady I got on the phone was super nice and helpful. She found our request and emailed it to me immediately. She had me check my email to make sure I had it (which I did). What fantastic service.

Again, I’m very sorry I cannot spell her name but hopefully you can look me up and find who helped me. She exceeded my expectations with her friendliness and promptness.”

I finally called about it today and did not have high expectations. However, the wonderful lady I got on the phone was super nice and helpful. She found our request and emailed it to me immediately. She had me check my email to make sure I had it (which I did). What fantastic service.

Historical records show that the first Christmas observed in Marion County, Indianapolis was in 1861. It was a unique event under a blue sky and leafless trees. Settlers gathered at the Billings home, a log house on the Cottonwood, where they celebrated with a balmy spring-like day, allowing men to work in shirt sleeves. They brought flower seeds and garden seeds, planting immediately upon their arrival in June. The families prepared their Christmas dinner using the harvest of wild elderberries, wild plums, and native black walnuts. The Christmas tree was decorated with popcorn balls, and gifts were hung on a clothesline. This early Christmas marked the beginning of a new life in the area, with settlers planting gardens and preparing for the coming year.

Indiana Recorders Association District Meeting

The Indiana Recorder’s Association held its annual District meeting in Franklin, Indiana, in October. Chief Deputy Recorder J.R. Ryder sat in proxy for Recorder Kimbrough, who was on a business trip. The agenda included keynote speakers from the Indiana Department of Veterans Affairs and HVAF of Indiana. Q&A panel discussions included various attorneys, prosecutors, and government officials. The hot topics centered around deed fraud, AI, and best recording practices.

Recorder’s Office Attends the Indianapolis Prayer Service

Some staff members of the Marion County Recorder’s Office attended the Annual Indianapolis Prayer Service sponsored by Public Servants Prayer. City-County Chaplain Tim Lindsey hosted the program, while Indianapolis Mayor Joe Hogsett, State Representative Cherish Pryor, and others offered up prayers for our city leaders.

The Wabash Pastoral Leadership Program’s treasure hunt led one of its leaders, Pastor Ketre Dickens, to an unexpected but vital discovery: knowledge is power against property fraud. The real “treasure” found in Recorder Faith Kimbrough’s office is the Property Fraud Alert system. Pastor Dickens’s journey revealed that the Recorder’s office is an active cohort in solving adaptive community challenges by offering free, essential tools that protect citizens’ most valuable assets—their homes—from theft and fraud. The program concluded that true community flourishing requires finding and activating these powerful, yet often unknown, government resources.

Every October, the University of Indianapolis proudly hosts the Celebration of Flags Ceremony & Festivities, an event that honors and recognizes the self-identified international heritage of our faculty, staff, and students. This cherished tradition brings our campus community together in celebration of culture, diversity, and unity. Historical records show that the first official Indiana statewide observance of Thanksgiving took place on December 7, 1837. The statewide day of thanks was declared by Indiana’s governor, Noah Noble, for the first Thursday in December 1837.

Prominent Marion County resident Calvin Fletcher documented his own family’s celebration on that date. In his diary, he stated that he and his wife hosted a Thanksgiving dinner for 17 friends and family members at their home in Indianapolis. The evening concluded with a community-wide meeting at the Methodist Episcopal Church, where all the churches joined together to raise money for the poor. Fletcher noted that all the stores were closed and that “Indianapolis was in great harmony.”

Marion County Recorder Faith Kimbrough goes before the City Council for her Annual Budget Hearing

Marion County Recorder Faith Kimbrough and Chief Deputy J.R. Ryder presented her 2026 budget before the City Council’s Economic & Development Committee on September 16, 2025. Recorder Kimbrough demonstrated good stewardship over the $1,911,033 million 2025 approved funds by fulfilling the Recorder’s core mission of securing and preserving the county’s official records. For the 2026 budget, she and Chief Deputy Ryder justified the requested technological needs, new state mandates, and increased demand for public services like fraud protection. The funds will ensure the Recorder’s operation supports economic stability by maintaining clear and secure property titles, which are vital for real estate transactions and development in Marion County. The 2026 Recorder Perpetuation budget was approved for $1,915,820.

Recorder Kimbrough Shares an “Interest” with the Treasurer

Marion County Recorder Faith Kimbrough has partnered with the Marion County Treasurer to invest a portion of her perpetuation fund into an interest-yielding CD through Trust Indiana Local Government Pool. This strategic move by Recorder Kimbrough and the Marion County Treasurer demonstrates fiscal prudence and a smart way to fund public service initiatives without relying on increased taxes. The interest earned will be used to fund two distinct billboard campaigns in 2026, both of which directly align with the Recorder’s mandate to protect property and vital records:

Veterans Honors Billboards

To encourage veterans to secure their most important document: the DD-214 Certificate of Discharge. The Recorder’s office offers free and permanent storage of the DD-214. If a veteran loses their personal copy, the Recorder can provide a certified copy immediately, which is necessary to access VA medical care, real estate services, education benefits, disability claims, and burial services. Placing this message on a billboard is a highly visible public service announcement that directly supports the veteran community, ensuring they know where to go when time is of the essence.

Property Fraud Alert Billboards

To protect all property owners in Marion County from deed fraud. The Recorder’s office provides a free Property Fraud Alert service that automatically notifies homeowners via email or phone whenever a document (like a deed, mortgage, or lien) is filed against their property. This allows them to catch fraudulent filings immediately. Real estate is a crucial element of Marion County’s economic stability. By using high-visibility billboards, the Recorder can significantly increase enrollment in this anti-fraud system, proactively protecting citizens from losing their most valuable asset.

PRIA Annual Conference

Marion County Recorder Faith Kimbrough attended the Property Records Industry Association (PRIA) annual conference in Tacoma, Washington, in late August. She was selected to speak about the different activities she does to engage with her community. These include her monthly TV show, newsletter, speaking engagements, and placing property fraud alert signs with a QR code around the city. Recorders from across the country gathered to discuss topics that included property fraud prevention, the housing market forecast, and ways for Recorder offices to engage with their communities.

National Night Out

Marion County Recorder Faith Kimbrough attended the National Night Out with Marion County elected officials. The event took place on Tuesday, August 5th, as part of a nationwide crime prevention initiative. Communities across the United States organized local events such as block parties and cookouts to promote partnerships between police and residents, aiming to increase neighborhood safety and unity.

IMPD Jamboree

Marion County Recorder Faith Kimbrough attended the IMPD Community Jamboree Community Day on Saturday, August 2, to provide Property Fraud Alert information to parents and educators at Arsenal Tech High School. Kids enjoyed several activities such as face painting, glitter tattoos, bounce Houses, and free food. Indianapolis Mayor Joe Hogsett attended the event and had an opportunity to spin the wheel at the Recorder’s table.

The 28-story building opened in 1962 after two years of construction, for $22 million. The City-County Building is notable as the first building to surpass the height of the Soldiers' and Sailors' Monument. It remained the tallest building in the city until 1970. The building's total floor area covers 734,447 sq ft (68,232.4 m²).

Before its construction, Marion County offices were located in the Marion County Courthouse, which stood on what is now Richard G. Lugar Plaza on the south side of the City-County Building; the courthouse was demolished upon completion of the latter. Indianapolis city offices were located in the Indianapolis City Hall

Recorder Kimbrough Attends Groundbreaking Ceremony for Upcoming Housing

Marion County Recorder Faith Kimbrough attended a groundbreaking ceremony in July, along with the mayor, for the new Central at 29 project. This new four-story housing development will consist of 57 mixed-income homes in the Mapleton Fall Creek area. The Recorder’s Office funds the City Housing Trust Fund, which provided $700,000 towards the project.

Backpack Giveaway Event

The Recorder’s Office attended a backpack giveaway event sponsored by New Beginnings. Parents were educated about the services of the Marion County Recorder’s Office while kids received free backpacks filled with school supplies. Indianapolis Colts player “JuJu” Brents was on-site to mingle and sign autographs. Activities included a dunk tank, 3 on 3 basketball, free physicals and health screenings, and free food.

Lawrence 4th of July Parade

Recorder Kimbrough attended the annual Lawrence 4th of July Parade. She passed out candy to the kids and provided property fraud alert flyers to the residents. This proud Lawrence tradition brings neighbors together along some of the city’s oldest streets—Richardt Avenue, 47th Street, and Franklin Road—to celebrate the Fourth of July in true community spirit. The parade ended at Lawrence Community Park, where the festivities continued all day.

Women’s Empowerment Brunch - Keynote Speaker

Marion County Recorder, Faith Kimbrough, had the honor of speaking at Kina Webb monthly Women’s Empowerment Brunch. Lucas Oil Stadium is a stadium in Indianapolis, Indiana, that replaced the RCA Dome as the home field of the National Football League (NFL)'s Indianapolis Colts. It opened on August 16, 2008, and was constructed to allow the removal of the RCA Dome and expansion of the Indiana Convention Center on its site. The stadium was named after Lucas Oil, which purchased the naming rights for $120 million over 20 years. This year, the Indianapolis Colts prepare for their 17th season in Lucas Oil Stadium.

Marion County Recorder’s Office Give Back Day~

Marion County Recorder’s Office had their 3rd Annual GIVE BACK DAY on June 27 at SECOND HELPINGS. Second Helpings fights hunger in Central Indiana from every angle. They rescue food that would otherwise be thrown away, prepare it, deliver it to local nonprofits for free, and train people for careers in the culinary industry. They deliver more than a million meals every year—many of them to kids and seniors. Since the COVID-19 epidemic, they’ve collected more than 45,000 pounds of pasta, which has provided more than 840,000 meals. This year, they hope to pass 50,000 pounds and 1,000,000 meals! The Marion County Recorder staff volunteers sorted food, made sandwiches, and cleaned the stock and delivery dock area. In the early 1800s, transportation and trade in Indiana and the United States as a whole was extremely limited. In 1836, the General Assembly passed the Mammoth Improvement Act to provide a general system of internal improvements. Construction of the Indiana Central Canal began in 1836. It was originally intended to run a total of 296 miles long, which would have connected the Wabash and Erie Canal to the Ohio River. However, it was never completed because the state faced bankruptcy just three years into the construction. Although the Central Canal did not turn out as originally planned, it played a critical role in the development of Indianapolis. In the 1980s the city began a project to restore the canal, which led to its extension into White River State Park and the completion of the Canal Walk in 2001. In 2004 the Indianapolis Cultural Development Commission established The Canal and White River State Park as one of the city’s six cultural districts because of its opportunity to engage people of all ages and enable them to learn more about Indiana’s past, present, and future. Today, the canal is one of Indianapolis’ most popular attractions for residents and tourists alike.

Indiana Recorders’ Association State Called Meeting

Recorders across the state attended the Annual Indiana Recorder’s Association Conference in April. Marion County Recorder Faith Kimbrough won several awards, including having the highest eRecording percentage in the state. Speakers at the conference included Indiana’s 1^st Lady Maureen Braun, Indiana Secretary of State Diego Morales, the State Board of Accounts, and the Attorney General’s Office.

The Indianapolis Motor Speedway is a purpose-built, banked oval racing circuit. It was constructed in 1909 and is the third-oldest permanent automobile racetrack in the world, behind Brooklands and the Milwaukee Mile. It is also known as the ‘Brickyard’. The track has hosted the Indy 500, Formula 1 Grand Prix, Brickyard 400, and two IndyCar races a year. It used to host MotoGP races. Carl Graham Fisher of Indiana was the co-founder and first President of the Indianapolis Motor Speedway. According to Wikipedia, in 2019, the Penske Corporation purchased Hulman & Company and its assets, which included the Speedway, the IndyCar Series, and associated enterprises. The Indianapolis Motor Speedway is an iconic landmark in the Circle City.

Book Restoration Project - Phase 1!

The Marion County Recorder’s Office set up a book restoration project in 2024, to restore the old Plat, Deed, and Town Lot books. The 41 books in Phase 1 are now complete. These books can be accessed online or in person. We anticipate Phase 2 to begin in 2026.

Recorder Faith Kimbrough attended the 2025 National Associations of Counties (NACo) Legislative Conference in Washington DC. National experts and thought leaders came together to discuss policy priorities and best practices in attainable housing, community revitalization, and workforce development.

Deputy Recorder J.R. Ryder attended the PRIA Conference in San Antonio.

Deputy Recorder J.R. Ryder attended the 2025 Property Records Industry Association (PRIA) Winter Symposium in San Antonio. PRIA was created based on the concept that participants from all industry segments come together as equals to openly discuss issues and develop best practices and standards for the industry. The housing market forecast was a hot topic at this conference.

The saying "April showers bring May flowers" likely originated in the United Kingdom or Ireland, where the month of April tends to be especially rainy because of the position of the jet stream. The cooler climate in these areas also tends to push back the appearance of many flower species to late April and early May. The shamrock plant is a symbolic plant in Ireland. It is a type of clover and was originally used by ancient Greeks and Egyptians as well. Saint Patrick, one of Ireland's patron saints, is said to have used it as a metaphor for the Christian Holy Trinity. The name “shamrock” comes from Irish seamróg, which is the diminutive of the Irish word seamair and simply means "young clover". The shamrock was a sacred plant in ancient Ireland because it symbolized the rebirth of spring. By the seventeenth century, the shamrock had become a symbol of emerging Irish nationalism.

The Association of Indiana Counties (AIC) held their Annual Legislative Conference at the Downtown Indianapolis Hyatt Regency on February 4th & 5th. Several Indiana Recorders attended. Indiana Governor Mike Braun shared his vision and answered questions from AIC Board of Directors President Sue Ann Mitchell. The agenda included hot topics such as property tax increases and immigration policy.

Recorder’s Office Celebrates Black History Month

We honor our very own Recorder Faith Kimbrough during February’s Black History month. She is the first African American Recorder in Marion County and is currently the only African American Recorder in all 92 Indiana Counties. We congratulate her for her accomplishments and her example to all women of color.

Marion County Recorder Faith Kimbrough Continues her mission to educate the citizens and constituents of Marion County. Her new TV show “On the Record” will air monthly beginning in late February or early March. She will co-host with her Deputy Recorder J.R Ryder. Valentine’s Day is celebrated in the United States, Canada, Mexico, the United Kingdom, France and Australia. In Great Britain, Valentine’s Day began to be popularly celebrated around the 17th century.

By the middle of the 18th century, it was common for friends and lovers of all social classes to exchange small tokens of affection or handwritten notes, and by 1900 printed cards began to replace written letters due to improvements in printing technology. Ready-made cards were an easy way for people to express their emotions in a time when direct expression of one’s feelings was discouraged. Cheaper postage rates also contributed to an increase in the popularity of sending Valentine’s Day greetings.

Americans probably began exchanging hand-made valentines in the early 1700s. In the 1840s, Esther A. Howland began selling the first mass-produced valentines in America. Howland, known as the “Mother of the Valentine,” made elaborate creations with real lace, ribbons and colorful pictures known as “scrap.”
