Sorry about two emails in one day, but I have exciting news to share with you. Maryland Freedom Caucus for the win.

Today, the Circuit Court for Anne Arundel County delivered an important victory for Maryland voters and a sharp rebuke to the Democratic supermajority in Annapolis.

The court ruled in our favor in Howell & Morgan v. Maryland State Board of Elections, finding that the General Assembly acted unlawfully when it rushed House Bill 2100 through a hastily called special session and attempted to place it before voters as Question 3.

In a decisive victory, the court granted our motion for summary judgment, denied the State’s motion, and ordered the State Board of Elections not to include Question 3 on the November ballot.

Annapolis Democrats Cannot Ignore the Laws They Write

The hypocrisy behind HB 2100 could not have been clearer.

Earlier this year, the General Assembly enacted legislation establishing deadlines and procedures for statewide constitutional ballot questions. Among those requirements was a July 1 deadline for certifying the information that would appear before voters.

When that deadline became inconvenient, Annapolis Democrats simply ignored it and swiftly passed HB2100 in a special session just weeks ago.

They argued in court that the rules applied to everyone except them, and the court rejected that argument, finding that because the General Assembly failed to follow the very laws it had enacted, HB 2100 was “legally deficient.”

As I said, following the ruling:

“A chamber that holds a supermajority is still a chamber bound by the law. Today the court made clear that three-fifths of the vote doesn’t buy you an exemption from the rules you wrote yourself. Maryland doesn’t answer to kings, and it doesn’t answer to a legislature that thinks it’s one.”

That is the heart of this case. No political party, no legislative chamber, and no supermajority is above the law.

The Court Also Found the Ballot Language Misleading

The General Assembly’s failure went beyond missing a deadline.

The court also found that the language presented to voters was misleading. Question 3 claimed that the proposed constitutional amendment merely “clarifies” which redistricting standards apply to congressional districts.

The court found the use of the word “clarifies” to be “intentionally misleading.” It also concluded that the proposed amendment improperly combined separate issues into a single ballot question.

In their rush to expand their political power, Annapolis Democrats failed to follow the law, failed to craft an honest ballot question, and failed to provide Maryland voters with the fair and transparent process they deserve.

This is about Political Power

Let us be honest about why Democrats called this special session.

HB 2100 was designed to strip away constitutional protections requiring congressional districts to follow basic standards such as natural geographic boundaries and compactness. Their goal was to give themselves greater freedom to manipulate Maryland’s congressional map and eliminate the state’s last Republican seat in Congress.

Maryland Democrats already dominate state government and hold seven of our eight congressional seats. Apparently, that is still not enough. They want complete control, with no meaningful opposition and no Republican federal representation for the millions of Marylanders who reject their agenda.

They believed their supermajority allowed them to change the rules, evade statutory deadlines, and mislead voters in pursuit of that goal. This ruling says otherwise.

The Fight Now Moves to Maryland’s Highest Court

The Circuit Court ordered Question 3 removed from the November 3 ballot, but stayed the injunction pending the State’s appeal to the Supreme Court of Maryland. That means Question 3 remains on the ballot for now while the appeal proceeds. The court date has been set for September 3rd.

The Maryland Freedom Caucus, working alongside the attorneys at the Oversight Project, will continue this fight before Maryland’s highest court. We will keep defending the rule of law, honest elections, and the right of Marylanders to choose their representatives, rather than allowing politicians to choose their voters.

I am grateful to the patriots at the Oversight Project, my Freedom Caucus colleagues, our grassroots partners, and every Marylander who refused to remain silent.

Annapolis Democrats expected to get away with ignoring their own law. This time, they did not.

The special session earlier this month made one thing clear. With less than 75 days until the election, the stakes couldn’t be higher.

Maryland is our home, and here’s what Annapolis Democrats have done to our home over the past four years:

They inherited an efficiently run state government and drove it straight into a ditch. They hired 5,000 new state employees, then burned through a $5.5 billion surplus. They raised $2 billion in new taxes and fees. Car registration fees are so high that working families need payment plans to keep their vehicles on the road. They have pushed radical green energy mandates, forcing Maryland to import 40% of its power, sending electric bills through the roof. Now the state faces a $3 billion deficit, and a massive sales tax increase is on the way.

Their policies have made life in Maryland unaffordable.

My opponent is planning to bring that same playbook to St. Mary’s County. Jennifer Clancy (D) already supports another $1.6 billion in state tax hikes, targeting LLCs and inheritances, and she even wants to raise local taxes on alcohol, ammunition, and even your trash.

That is not the representation St. Mary’s County wants or deserves.

On this issue, Wes Moore and his Democrat Candidates don’t have a leg to stand on.

This term, Governor Moore and his allies inherited a $5.5 billion surplus and turned it into a massive deficit. What did they do with it? They burned through it! After their spending spree, they raised $2 billion in new taxes and fees and still managed to lose Maryland’s AAA bond rating. A rating Maryland has held since before I was born.

The Comptroller’s own housing report exposes the truth. Virginia homes cost $20,000 more than Maryland homes. Yet Marylanders pay $240 more per month to own one. That is a policy failure. Governor Wes Moore and his Democrat allies built this mess. Crushing taxes. Reckless green energy mandates.

Last winter, a mom in our district called my office. Her electric bill for a three-bedroom house topped $1,000. This is what these policies produce. Every single month, the bill lands on your doorstep.

Now the state faces a $3 billion deficit. Not one Democrat candidate will say it out loud.

Instead, they reach for the class warfare playbook. Tax the rich. Here’s the problem: They already did this. Two years ago, Annapolis Democrats introduced two new income tax brackets for earners above $500,000, generating an extra $600 million a year. The state is still $3 billion short. The math doesn’t work.

We have seen this even earlier. In 2008, Democrats passed a nearly identical tax targeting the wealthy. The wealthy didn’t pay it. They left. Revenue dropped. The tax was allowed to expire the following year. When the wealthy leave, who picks up the tab? The working middle class. Every single time. That’s why my brother-in-law just paid $217 to register his F150 truck. The working middle class always gets stuck with the bill.

Now the Left is pushing the so-called “Fair Tax Act.” Sounds reasonable until you read the details. It lowers the inheritance tax threshold, threatening family farms handed down over generations. It imposes combined reporting, forcing Maryland businesses to pay taxes on their worldwide assets. Marriott. T. Rowe Price. Under Armour. McCormick. These are Maryland institutions, and this policy gives every one of them a reason to walk out the door.

CNBC just ranked Maryland the 49th worst economy in America. That is the cause and effect of four years of bad decision-making.

Now those same Democrats who created the mess are pretending they are the only ones who can fix it. They are selling collectivism as a policy platform for the upcoming election, but let’s call it what it is: a con.

Every election is a decision. Not only about the next four years, but about the home we leave behind for our kids and grandkids. Southern Maryland families deserve a government that protects their money, protects family farms, keeps the lights on, and tells them the truth. Lower energy costs. Real fiscal discipline. Policies that attract businesses instead of chasing them away.

The decision this November could not be clearer.

Annapolis Democrats just spent your tax dollars on a special session for one reason: to rewrite the Maryland Constitution so they can eliminate the last remaining Republican congressional seat in the state.

It’s an unbridled power grab.

They claim the Supreme Court’s decision in Louisiana v. Callais “gutted” the Voting Rights Act. That is false. Callais did not destroy the Voting Rights Act. It reaffirmed its original intent: race cannot be the predominant factor when drawing legislative districts.

Here’s what they don’t want discussed. Maryland already has two congressional districts drawn with race as a primary consideration — District 4 and District 7. Both are majority-Black districts created under that approach. If the rules are truly race-neutral, those districts would also have to change substantially. Democrats stay silent on that point because it undercuts their entire story.

They also broke their own process rules. Current Maryland law requires ballot language for constitutional amendments to be submitted by July 1, written in plain language, and opened to a 15-day public comment period. Democrats ignored that. Thirty minutes before the committee hearing, they dropped an amendment to try to paper over the problem, called it merely a “technical” fix, and attempted to hide what they were doing. As amended, the legislation is now also a blatant violation of Maryland’s single-subject rule.

Here is a picture from the state Board of Elections website showing important dates. Annapolis Democrats are a month overdue.

I strongly urge you to watch this video. The Maryland Freedom Caucus and I called it out on the floor:

A constitutional ballot referendum does not go into effect until voters approve it and the results are certified. If Democrats prevail, that would not happen until mid-November. How can a referendum that is not even in effect until mid-November supersede current law and due process for the public right now? The attorneys are going to have a field day with this.

This type of disregard for the law is normally found in totalitarian regimes and third-world banana republics. Unfortunately, that is what the General Assembly has become under the new Socialist Democrats.

This was never about fairness. It was about locking in permanent one-party control and silencing rural and conservative voices.

Common-sense people should not tolerate this abuse of power. Annapolis Democrats are required to follow the law. They must be held accountable for the results of their policies.

In the last two elections, Republicans in the House of Delegates have lost 11 seats. Anyone who follows Maryland politics knows the state would be far more moderate if another 10 Republicans were in that building. The only way to force real change is to vote.

You have to vote this election.

A recent report showed that a $2 million lottery winner was permitted to keep cashing SNAP benefits for 18 months. Over 1,800 inmates sit behind bars while food stamps and cash assistance kept flowing to their accounts. And Maryland’s SNAP error rate? A staggering 13 percent, high enough to potentially trigger $240 million in penalties. This is incompetence on a breathtaking scale, and it’s the hardworking families of Maryland who are picking up the tab.

The Office of Legislative Audits report on the Department of Human Services, released on July 15, did not reveal anything new. Whistleblowers told us earlier this year that DHS was deliberately keeping error rates high to delay further federal penalties. The Maryland Freedom Caucus members said it on the floor, repeatedly. We have introduced bills and floor amendments to tighten eligibility checks and fix these problems. Fixing these issues could have saved Maryland millions and ensured funds reached those who truly need them.

Just like the audits, our legislation was ignored.

And here we are, same problems, same failed administration, same audits piling up like unpaid bills while Annapolis shrugs and looks the other way. The Moore administration is treating audit findings like suggestions rather than alarms.

Here’s the simple truth: every dollar that flows to someone who doesn’t qualify is a dollar stolen from the people who need it: struggling families and children, senior citizens making a fixed income stretch to cover medications. It’s stolen from working parents who follow the rules, pay their taxes, and expect their government to do the same.

This is a moral failure.

Marylanders aren’t asking for miracles; they’re asking for basic competence. Citizens want to know their tax dollars are being spent prudently. By every measurable standard, this administration has fallen short.

Instead of fixing the mess they created, Annapolis Democrats are focused on a special session to rewrite the Maryland Constitution. Their goal? Eliminate Maryland’s last Republican congressman and lock in permanent one-party rule. When they can’t convince voters, they change the rules.

That’s why I’m the radical Left’s number-one target. As Chairman of the Maryland Freedom Caucus, I stand between them and total control, and I’m preparing for an influx of outside political money to pour into our area.

Consider what he said recently during his counter-programming July 4th speech:

“Patriotism is not selfish. It is selfless. But today there are those who will use patriotism to justify pulling books from schools and rewriting history until it comforts those in power. That’s not patriotism. That’s nationalism. Patriotism asks you to fight for values and ideals. Nationalism asks you to fight for a person or a group.” ~Gov. Wes Moore

Let that sink in for a moment.

In Moore’s world, if you’re a parent concerned about explicit material in your child’s school library, you’re a nationalist. If you question the revisionist history framework of the 1619 Project and advocate for accurate, honest history, you’re not a patriot. You’re a nationalist. It’s a neat rhetorical trick: reframe the terms, and suddenly anyone who disagrees with you is the villain.

But here’s where it gets rich.

Moore declares that nationalism is about fighting for “a person or a group.” Yet no one in Maryland politics does more to carve Marylanders into competing identity groups than Wes Moore himself. Just weeks ago, he launched a task force specifically to benefit migrants. He champions DEI initiatives, calling them “tools of opportunity.” But let’s be honest: these are identity-based quota systems that sort people by race rather than merit.

So, which is it, Governor?

The founding document of this nation couldn’t be clearer. The Declaration of Independence states: “We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights.”

That’s individual equality under natural law. Not group-based equity. Not demographic outcomes engineered by government task forces. No special preferences are given based on race, immigration status, or identity. Just the radical, timeless idea that every individual stands equal before God and the law.

The new Democratic socialists’ policies Moore supports don’t reflect that ideal. They contradict it. And now, to add insult to injury, he wants to redefine patriotism so that defending America’s founding principles somehow makes you a nationalist.

True patriotism doesn’t divide us into groups and pit us against one another. It unites us around the principles that built the greatest nation in human history. The real question Marylanders should be asking isn’t whether Moore is a patriot. It’s whether he even believes in the founding ideals he so confidently rebukes.

I wanted to share a social media post I wrote over the weekend with you.

I want to congratulate the establishment Democrats who spent years feeding the snake.

In primary after primary, Democratic Socialist candidates are beating your handpicked favorites. The radicals you nurtured now hold the keys to the cage. You poured billions into a network of non-profits, educational grievance mills, and open-border pipelines, while insisting that America was irredeemably evil.

You told them America’s foundation was immoral.

You told them capitalism was theft.

You told them the police were the problem.

You told them housing and healthcare were free human rights.

You told them men could become women.

You told them borders should be open.

You told them every institution had to be burned to the ground.

And guess what? They believe you.

The beast you raised is now grown, its coils tightening around the levers of power you handed over. Now that the snake is so big, it has decided to devour its own keepers. The old guard of the Democratic Party looks like startled zookeepers who just realized they were inside the cage all along.

They raised this monster. They fed it. They defended it.

Now the very ideology Ronald Reagan warned us about is at our door: the lie that government can perfect society by expanding its control, only to see that power consume those who unleashed it.

The feeding frenzy has begun. In Maryland and across the country, a return to the values and principles on which this nation was founded might be the only deterrent. Vote smart this year, or you’ll be next on the menu.

It took less than a few hours to prove my point.

I wrote the above post on Saturday afternoon about how establishment Democrats spent years feeding a snake, only to be devoured by the beast they raised. Then on Saturday evening, at the Maryland Democratic Party’s annual dinner, we saw it firsthand.

Listen to the socialists in the crowd chanting “Genocide Joe.” Do these sound like people ready to work across the aisle for the good of Maryland? This is NOT your parents’ Democratic Party. Wake up and realize what time it is?

We knew this was coming. We rang that warning bell.

We told you this was nothing more than a short-sighted, election-year budget. We said the Moore Administration and Annapolis Democrats were spending with reckless abandon, steering us straight toward a massive tax hike.

And now, the bill is coming due.

Last week, MACo Executive Director Michael Sanderson laid out the grim reality: Maryland’s already staggering $2.5 billion deficit is exploding toward $4 billion by the next legislative session. “This gets you right past the election,” he warned. After the votes are counted? “Order of business number one is the biggest financial reckoning the state has seen in years.”

The political calculus is clear: spend now, pay later. They’re betting you won’t notice the spending spree, and that you’ll forget who dug this hole.

Are you going to let them get away with it?

Maryland does not have to be a state in constant decline. This downward spiral is a choice made by our leaders. Tomorrow is Primary Election Day.

I’m proud to share that I earned an A, with a 95.08% alignment score, on the Institute for Legislative Analysis’ 2026 GOP Scorecard. This is the most comprehensive review of how faithfully lawmakers vote in line with the Republican and Trump platform across more than 60 bills and amendments.

Since the day I first ran for this seat, my scores have stayed consistently in the high 80s to the high 90s. I value this score not because it ranks any legislator as the most conservative, but because it serves as clear proof that I have followed through with the promises I made to the people of St. Mary's. Too many politicians say one thing on the campaign trail and at fundraisers, then vote the complete opposite, once they are seated in Annapolis. I don’t play that game, and I never will.

The Maryland Freedom Caucus once again led the state, with all seven members topping the list for the second straight year.

Here are a few personal observations I have about this scorecard.

First, Democrats vote in near-perfect lockstep with the liberal agenda. They love to present themselves as independent voices for their districts, but the data shows very little diversity of thought on their side of the aisle.

Second, it is troubling to see some Republicans who represent some of the reddest parts of Maryland statistically voting better for Democrats than for Republicans. If you live in a district that went strongly for President Trump and your representative is one of those drifting away from the conservative platform, you might want to have a conversation with them directly on where they stand.

Voters can trust me because my votes have always matched the promises I campaigned on. I will keep fighting every single day for limited government, lower taxes, constitutional rights, secure communities, and parental authority.

As a father of two, I know firsthand how crushing childcare costs can be. It wasn’t that long ago that my wife and I were writing those checks every month, feeling the squeeze. So when politicians promise to make childcare more “affordable,” my ears perk up. I want to believe them.

But let’s examine how the Annapolis socialists tried to “solve” this problem with HB 543. Their solution was not to cut red tape to help entrepreneurs open more daycare spots or to give parents tax relief. Instead, they decided to force small, mom-and-pop landlords to convert their rental properties into state-licensed childcare centers.

Growing up on a tobacco farm taught me a fundamental truth: private property rights aren’t some dusty abstract idea. They are the constitutional bedrock of American freedom and prosperity.

Imagine this scenario. You scrimped and saved to buy an investment property, like a modest duplex or single-family home, to build security for your family. Then the government steps in and says your tenant can turn it into a full commercial daycare operation, and you have no say. You can’t even raise the rent to account for extra wear, tear, liability, or the fact that your home is now a business.

This is government confiscation by regulation, and it’s spreading. In New York City, socialist Mayor Zohran Mamdani has made the most troubling announcement yet, describing how he will push to seize buildings from “bad landlords” and place them under government control.

It’s the same radical impulse. Layer on the Community Opportunity to Purchase Act (COPA), which gives nonprofits and community groups the first right to buy multifamily properties before private owners can sell freely. What sounds like “opportunity” is really a backdoor power grab that delays transactions, scares off investors, and erodes ownership rights.

We defeated HB 543 and watched HB 774, the “never-ending lease” bill, die in the Senate. If the government can dictate what happens inside your investment property and who gets first crack when you sell, what private property right is safe from the next “good idea” from Annapolis? Real solutions empower people through incentives, tax relief, and deregulation. They don’t confiscate property rights under the guise of “helping.” This assault on ownership is why I’m running for the Maryland House of Delegates. I want to be a defender of the principles that built this nation.

Mail-in Ballot Fiasco

So if you missed the news, the Governor Moore administration once again embarrassed us.

Under this administration, the mail-in ballot disaster was almost predictable.

For years, local boards of elections handled mailing ballots to their own voters. This limited mistakes to a single county because the process was close to home, accountable, and efficient. This year, the state seized control and outsourced the job to a printer in Minnesota. The result? Roughly 400,000 ballots were printed and mailed, with some landing in the hands of the wrong party’s voters. This isn’t a minor glitch. It’s a fundamental failure that threatens the integrity of every vote cast in Maryland.

The Maryland Freedom Caucus sounded the alarm with a detailed press release on Saturday, exposing exactly how this chaos unfolded under Moore’s watch.

President Trump rightly called it out shortly afterward, shining a national spotlight on the mess in Annapolis.

Sunday afternoon, State Board of Elections Director Jared DeMarinis called me directly. We discussed the scope of the problem and the urgent steps needed to prevent double-counting ballots. More details are coming, but one thing is already clear: Marylanders deserve better than this amateur-hour operation.

“Friends, take a look at the false, derogatory, and anonymous hate mail that just landed on my desk in Annapolis. Is this what they mean by ‘civil discourse’? Let’s be honest: this isn’t a policy disagreement. This is an attempt to scare, intimidate, and silence conservative voices. When they can’t win on the merits of their arguments, they resort to screaming ‘r@cist’ and ‘Christian n@tionalist.’ But these attacks don’t break us. They strengthen our resolve.”

What was my “crime” to earn this lovely note from the socialists in St. Mary’s County? I dared to stand with Turning Point USA, the organization that teaches young people about entrepreneurship, limited government, personal responsibility, and the God-given rights that built America.

Last night in Indiana, the Left got another painful reminder of why they don’t just disagree with Turning Point’s principles. They absolutely hate the electoral impact those principles are delivering. President Trump will deservedly get a lot of credit for the wave of primary victories. But don’t overlook the boots-on-the-ground reality. Turning Point Action’s aggressive ground game, which included door-knocking, voter turnout, direct mail, and relentless organizing, powered Trump-backed challengers to unseat five incumbent Republican state senators who had blocked commonsense redistricting to protect their own power.

The only incumbent who survived was a lucky senator in District 38 who held on solely because two challengers, both named Wilson, split the anti-incumbent vote.

Democrats love having Republicans they can control, and when the “managed opposition” gets beaten at the ballot box, it terrifies them. The Left doesn’t merely oppose limited government, parental rights, school choice, and traditional American values; they despise the fact that Turning Point USA and Turning Point Action are turning those timeless principles into real election wins.

It’s the same toxic intolerance Maryland Freedom Caucus member Delegate Mark Fisher exposed back in February at a Calvert County School Board meeting. A woman testified that students forming a TPUSA Club America chapter should be reported to Child Protective Services, treating patriotism, entrepreneurship, and conservative ideas as literal child “abuse.” I highly suggest watching the video.

That’s authoritarian panic.

Here in Maryland, the same crowd mailing hate to my office is the same crowd terrified of young people hearing the truth about freedom. But every vicious attack, every smear, and every desperate attempt to shut down TPUSA only proves one thing: we’re over the target.

It won’t stop us from fighting for the God-given rights and limited government the Founders enshrined. End of Session Letter to Constituents,

Part One

May 3, 2026

Dear Neighbor,

It has been an honor to serve as your representative in the Maryland General Assembly during one of the most revealing legislative sessions I have experienced. This session was not just different; it revealed the true priorities of Annapolis’s political machine. The session was supposed to be laser-focused on kitchen-table issues like public safety and lowering the cost of living for Maryland families, but it devolved into election-year gimmicks and national political posturing. To say this session started with high expectations would be an understatement. Maryland families are desperate for relief from soaring electric bills. We want real cost-of-living help and safer streets. Instead, the General Assembly ignored these kitchen-table realities and fixated on national political fights.

The General Assembly failed to make any improvement on one of the most critical issues: skyrocketing healthcare costs. Instead of delivering relief, the General Assembly offered thirteen new insurance mandates and passed three that will result in higher premiums for Maryland families and seniors.

In an election year, the majority party attempted mid-decade political gerrymandering disguised as voting-rights legislation. Thankfully, those attempts failed. But while they played politics, public safety and family budgets took a backseat. Rather than partnering with the Trump administration to fight against criminal illegal immigration and protect our communities, the majority party chose retaliation against federal immigration enforcement and passed sanctuary policies that put Marylanders at risk. Even their much-hyped effort to lower skyrocketing electric bills failed to deliver, offering only minimal rebates and band-aids where root-cause fixes were needed. Worse still, the majority party passed the largest budget in Maryland history. This $71 billion budget is built on last year’s largest tax increase in Maryland’s history. It means more spending, more taxes, and more government. All of this while they ignored the $3 billion structural deficit they created for next year. What happened to making Maryland more affordable for working families? Instead, we are now bracing for broad-based tax increases next year. For years, I have been sounding the alarm about these self-inflicted fiscal wounds.

But here is the positive aspect: we are reshaping how the minority party fights back. We are done being “voices in the wilderness.” The Maryland Freedom Caucus is the state’s principled conservative force, amplifying common-sense values and holding Annapolis accountable. Thanks to public involvement, we exposed the final hours of chaos, defeated harmful proposals, and forced real debate on the issues that matter to you. We forced transparency reforms, exposing how taxpayer dollars were funneled to partisan nonprofits. We have amended legislation to stop these groups from wasting your money. These are not small victories; they are foundational shifts in how Annapolis operates. The following list highlights some of the legislation we addressed this year and how I voted on each. While I acknowledge that the General Assembly accomplished some positive outcomes, finding the upside can often be challenging when so much is wasted on political theater.

FIGHTING FOR AFFORDABILITY AND FISCAL RESPONSIBILITY

The General Assembly passed the largest budget in Maryland history.

SB282, SB283 & SB284: (The Budget Package)

This $71 billion budget is built on last year’s largest tax increase in Maryland’s history. It means more spending, more taxes, and more government, while ignoring the $3 billion structural deficit they created for next year and failing to address more than $8 billion in unfunded liabilities after promising to make Maryland more affordable. There is no coverage for liabilities such as audit discrepancies ($358.7 MDOT), the expected payout to victims of child sex crimes committed by state employees, or the reparations tax the commission is expected to propose.

Governor Wes Moore boasts that the budget contains no taxes. How did he pay for it? With last year’s tax hikes, raids on special funds, and the gutting of the Department of Disabilities budget by hundreds of millions. The Freedom Caucus offered an amendment to the Capital Budget to restore DDA funding by cutting aid to various nonprofits. It was rejected by the House, with several members walking off the floor to avoid the vote. This budget’s spending trajectory will lead to a larger deficit and higher taxes next year. It is designed to kick the can down the road past the election. But the bill will eventually come due. Next year, we will be back debating a tax increase. I voted NO to this massive, bloated budget.

ADDRESSING THE ENERGY CRISIS

HB1532: The Energy Omnibus Bill

Are you feeling the sting of skyrocketing electric bills? You are not alone. Families in Southern Maryland and across the state are paying the price for years of failed Green Energy policies. So, what’s the Democrats’ grand solution? A measly refund of about $12.50. A token gesture after their climate mandates drove up your costs in the first place. Late in the session, they introduced a bill, proudly claiming it would save you money. The bill did not address the elephant in the room: expensive and unreliable green energy policies pushed and passed by the General Assembly and lobbied for extensively by groups like the Sierra Club, which have directly resulted in power plant closures and energy shortages. I voted no initially because this bill does not go far enough. I had hoped that by voting no, we could have forced the Senate to return with a better, more comprehensive bill that would deliver real relief to ratepayers. Unfortunately, while the Senate did incorporate a couple of good things, including my amendment to ensure that any eventual third-party administrator of the EmPOWER program or similar is subject to PIA, the final bill did nothing to strengthen the grid or deliver significant relief to ratepayers. I voted NO because it simply did not do enough. The bill passed.

I co-sponsored a slate of bills with the Maryland Freedom Caucus that would have significantly lowered your electric bill. Unfortunately, none of these bills moved.

1. HB 66: Environment - Regional Greenhouse Gas Initiative - (Restoring Energy Freedom Act): withdrawing Maryland from the Regional Greenhouse Gas Initiative (RGGI), a carbon-tax scheme that drives up electricity costs without guaranteeing reliability.

2. HB 79: Climate Solutions Affordability Act of 2026: restoring affordability safeguards by requiring climate mandates be implemented only “to the extent economically practicable.”

3. HB 521: Electric Companies and Gas Companies - Customer Bill Surcharge - Repeal: an emergency repeal of the EmPOWER surcharge that appears as a hidden line item on electric and gas bills.

PUBLIC SAFETY AND THE ASSAULT ON ICE

At a time when public polling indicates strong support for ICE to have the ability to remove criminal illegal aliens from our community streets, Annapolis Democrats went in the opposite direction, introducing over forty bills designed to prevent federal agents from doing their job.

HB444: Public Safety - Canceling of Local 287g ICE Agreements

This legislation will prohibit law enforcement from entering into 287(g) agreements with ICE. Why would Annapolis Democrats want to end a program that helps local sheriffs remove criminal illegal immigrants from our streets? This program simply allows ICE to retrieve these criminals from the safety of local jails. Make no mistake, ending this program will not stop ICE from doing its job. It just forces them to do it on our streets instead of in a secure environment. I voted NO; unfortunately, the bill passed and was signed by the Governor.

HB351: Civil Actions - Violation of Constitutional Rights (No Kings Act)

In its original form, I dubbed HB351 the KGB Authorization Act of 2026. This bill was designed to target, dox, and obstruct federal agents, including ICE officers and Border Patrol, for doing their jobs. Based on a mere complaint, the Attorney General could order the state police to collect an agent’s digital data, from license plate data to GPS tracking. It authorized the use of StingRay surveillance tools, meaning anyone driving or walking by could have their phone data swept up, constituting a significant privacy violation. The original bill was dangerous. After the attention it received on the House Floor, the Senate amended it, gutting the bill entirely before returning it to the House. The bill now allows individuals to sue federal agents who violate their constitutional rights. Under current law, individuals already have many ways to take action if they believe their rights have been violated. They can file civil lawsuits, pursue criminal charges, seek internal discipline, request the suppression of illegally obtained evidence, and file state tort claims for things like assault or false imprisonment. I voted NO. This virtue signaling bill has passed and is on the Governor’s desk for signing.

SB791: Immigration Enforcement - Prohibitions (Community Trust Act)

Named the “Community Trust Act,” this is the worst of the anti-ICE bills. It prohibits state and local law enforcement from asking about immigration status or detaining someone to investigate immigration status. It also prohibits ICE from accessing non-public areas or non-public records. This bill was brought to the Floor late during a Saturday session, extensively debated, and passed at 11:35pm with no one watching. The Freedom Caucus and the Republican Caucus offered nineteen amendments in an attempt to ensure that the worst of the worst illegal alien criminals are turned over to ICE when arrested. The majority party rejected all of them. After a grueling session that lasted until midnight, I voted NO. Unfortunately, the bill passed.

PROTECTING ELECTION INTEGRITY

HB964: Secure the Vote Act of 2026

I co-sponsored the Secure the Vote Act, a Freedom Caucus priority bill and model legislation. The bill would have tightened election laws by reducing mail-in ballots, eliminating ballot drop boxes, and requiring voter ID and proof of citizenship at the polls. This was a major Freedom Caucus initiative, prompted by the discovery that an illegal immigrant arrested in Iowa was also registered to vote in Maryland. The bill stalled, so the Freedom Caucus offered the measure as an amendment on another bill to force a vote. As expected, Democrats voted it down.

HB488: Mid-Decade Congressional Gerrymandering

Instead of passing a bill to ensure only citizens can vote, this session, the majority party dedicated considerable time to passing a bill that would allow for midterm redistricting. HB488 was championed by Governor Wes Moore. The bill died in the Senate, even though the Congressional Democratic Minority Leader, Hakeem Jeffries, visited Annapolis to push for its passage. However, after crossover day, another bill, SB5: General Assembly - Special Election to Fill a Vacancy in Office, was amended with language that mirrors HB488. While not directly drawing maps, it guts the main constitutional protection against gerrymandering for congressional maps. By explicitly stating that compactness and boundary rules do not apply to congressional districts, the amendment would legalize the kind of map that Judge Battaglia called “extreme gerrymandering” and struck down in 2022. I voted NO on both bills, and the measure died in the Senate.

SB949: Election Law - Absentee Ballots - State and Federal Requirements

This legislation establishes a two-tiered system for vote tabulation. If the federal government tightens deadlines for absentee ballots in federal elections, Maryland will apply the new federal deadline only to federal races. Ballots for state offices on the same ticket would still be counted if they were postmarked by Election Day. This bill further erodes election integrity. I voted NO, but the bill passed.

SB255: Voting Rights Act of 2026 - Counties and Municipal Corporations

Another controversial election bill empowers the Attorney General to sue a local government, such as St. Mary’s, if a “protected class” believes polarized voting is occurring. If a lawsuit is successful, it could force a municipality to change its entire election system. I offered two amendments to this bill: 1) to exempt any municipality that utilizes voting at large; and 2) to require the inclusion of school board elections. The majority party voted both amendments down.

The final vote on the bill came in the last four minutes of the session on Sine Die. Chaos erupted in the final minutes as the Speaker refused to recognize members to speak on the bill. Instead, they rammed the bill through, along with SB141, ironically named “Election Misinformation, Election Disinformation, and Deepfakes,” a bill that violates free speech and expression and raises the possibility of civil action against an individual for a vague “credible report” of disinformation. I voted NO to both bills.

IMPROVING EDUCATION

HB1039: Education – Alternative School Options (Right to Learn Act)

I cosponsored this Maryland Freedom Caucus priority bill. This school choice bill provides a way out of failing schools, giving students a real chance to succeed. Unfortunately, the Democrats refused to give the bill a committee vote. The Freedom Caucus offered an amendment on the floor to force a vote on the measure. I voted YES, but the amendment failed.

HB486: Public Schools - Ruby Bridges Walk to School Day

Instead of passing a bill that ensures that every student has the right and ability to attend a successful school, the majority party focused on DEI and sex ed curriculum. HB486 commemorates the desegregation of schools by naming a Ruby Bridges walk-to-school day. But what is the real agenda? The bill is a Trojan horse for forcing more social justice and DEI into the education curriculum. I voted NO, and the bill died in the Senate.

HB355: Education - Sexual Abuse and Human and Sex Trafficking Awareness

Another bill that has an attractive title with an ulterior motive, HB355, gives the state control over the sex education curriculum in all schools, including nonpublic schools. This overturns a hundred-year-old precedent that left school curriculum to school boards. This bill is a lesson on why you should read a bill, not just the flashy title. Unfortunately, many Republican colleagues joined Democrats in passing this bill. I voted NO, and it died in the Senate.

HB288: State Superintendent of Schools - Prolonged State of Emergency

This is a dangerous piece of legislation that will allow one person to declare an emergency and impose COVID-like mandates in schools, including masking, vaccine mandates, and extended virtual education. State of emergency powers are currently limited to the Governor. I voted NO; the bill passed and is on the Governor’s desk for signature.

PROTECTING PROPERTY RIGHTS

HB313: Landlord and Tenant - Rental Applications and Tenant Screening

This bill undermines core property rights by restricting a landlord’s ability to freely manage and protect their private rental property. It imposes new regulatory burdens and prohibits landlords from considering prior court actions, including failure-to-pay-rent proceedings. Again, legislation like this discourages investment in rental housing, increases operational costs, and ultimately harms the housing market by making it harder for owners to safeguard their property from unsuitable tenants. I voted NO, and the bill died in the Senate.

HB774: Residential Leases and Holdover Tenancies - (Good Cause Eviction)

This would have allowed jurisdictions to adopt a law that prevents property owners from failing to renew a lease unless they have “good cause”. The state decides what those “good cause” reasons are. This is a direct attack on property rights, granting renters more rights than the owner. I offered an amendment to add property damage exceeding the security deposit to the list of “good cause,” but it was defeated. I voted NO, and the bill died in the Senate.

HB543: Landlord and Tenant - Family Child Care Homes

Another direct usurpation of property rights, HB543 would prevent property owners from denying tenants the right to run an at-home daycare. I offered an amendment to exempt homes that use septic systems. I pointed out the absurdity of forcing property owners to allow a business to be run in a residential home, which would result in the property owner incurring additional costs; as a result, the bill was laid over and eventually died.

HB146: On-Site Septic - Requirements for Inspection and Pumping Services

If passed, this would require property owners to pump out the septic system when selling AND before each new tenant moves in. All this bill does is add more state-mandated regulations on property owners, which are already often part of buyer/seller negotiations, as well as landlord/ tenant disclosures and agreements. I argued on the floor that legislation like this forces people with investment properties to sell rather than rent them. And what is the result? A growing housing affordability crisis. I voted NO. Ultimately, the bill failed.

THE GROWING COST OF HEALTHCARE

SB496: Maryland Medical Assistance Program - Coverage for the Treatment of Obesity

This is a costly bill that adds Medicaid coverage for obesity treatments such as GLP-1. While the merits of losing weight are clear, making Medicaid a Cadillac plan on the ratepayer’s dime, as insurance costs rise, is the wrong move. I voted NO, the bill passed and is on the Governor’s desk for signing.

HB637: Public Health - Pharmacist and Required Health Insurance Coverage (The Vax Act)

Allows the State of Maryland to determine the vaccination schedule for anyone age 7 or older. It decouples the state’s vaccine policy from the federal guidelines. It requires insurance companies to cover vaccines endorsed at the state level. This bill is not only unnecessary but will also result in higher insurance rates. I voted NO, it passed and was signed by the Governor.

TRANSPORTATION

SB188: Maryland Transportation Authority - Revenue Bond Limit - Increase

This bill raises MTA’s borrowing authority by another billion dollars, the second billion-dollar increase in just over a year. The result of SB 188 will be increased tolls. I voted NO. Unfortunately, it passed and is heading to the Governor’s desk for signing.

HB437: Transportation - Transportation and Climate Alignment Act of 2026

This bill requires MDOT to conduct a climate change assessment for major road projects, increasing costs and creating another roadblock to improvements to the roadway infrastructure we all depend on. I voted NO, and the bill died in the Senate.

FREEDOM CAUCUS WINS

HB122: State Aid - Nonprofits - Status

Requiring nonprofits that receive taxpayer-funded money to be in good standing with the Comptroller’s office. While the bill did not pass, the provision was amended into the Budget SB282. This is a good first step toward accountability for the millions of taxpayer dollars flowing to nonprofits across Maryland.

HB941: Public State Buildings - Appropriate Size Tampons in the Men’s Room

Requiring the state to use taxpayer funds to supply men’s bathrooms with tampons. It is unbelievable to many people across Maryland that, in a time when families are facing high taxes, high energy costs, and high grocery prices, this is a priority for the majority party. This is just virtue signaling to the radical gender ideology wing of their party, using your money. The Freedom Caucus successfully attracted significant media attention to the bill, which was special-ordered and never returned to the Floor.

SOME GOOD BILLS

SB242: Modernizing Civil Relief for Service Members Act

Allowing active service members and their spouses who relocate to Maryland under military orders to practice in the state using their out-of-state professional licenses. I voted YES. The bill passed and is on the Governor’s desk for signing.

SB8: Criminal Law - Identity Fraud - Artificial Intelligence and Deepfake Representations

Makes it illegal to use AI and deepfakes to cause physical injury, serious emotional distress, or economic damage. The bill includes fines and potential jail time penalties. I voted YES. The bill passed and is on the Governor’s desk for signing.

MY BILLS

HB 15: Public Information Act - Public Records - Nonprofit Organizations

After seeing numerous reports on the lack of accountability and transparency in Maryland’s vast non-profit ecosystem, I introduced a bill to address it, which became part of the Maryland Freedom Caucus’ legislative package. This bill would require any Maryland nonprofit that receives over $50,000 in government funds to comply with the state’s Public Information Act (PIA). The bill did not move out of committee, but part of the bill was adopted in the Energy Bill.

HB827: Repair the Transportation Trust Fund

Once again, I introduced a bill that would not only prevent the tax you pay at the pump from rising with inflation but also require the MTA to recover a greater share of its operating expenses from mass transportation users. Currently, MTA recovers less than 7%, leaving the rest to be subsidized by plundering the Transportation Trust Fund, which is funded by drivers paying the gas tax and meant to improve highways and bridges. This bill was not voted on in committee, death by desk drawer.

HB1646: Maryland Aviation Administration - TSA Private Screeners Partnership Program

With 2 weeks left in the ninety-day session, Chairman of the National Freedom Caucus, Congressman Andy Harris, reached out to me to suggest an emergency bill that would allow the Maryland Aviation Administration to direct Maryland’s airports to enter the TSA’s Screening Partnership Program. This means that the airports can hire private security to do the screening and return ICE to their main job of arresting criminal illegals. This bill was introduced as a Maryland Freedom Caucus Emergency Bill. Because it was introduced so late, it was sent to the Rules Committee, where it unfortunately died.

LOOKING AHEAD

Maryland now faces a staggering $3 billion structural deficit of the Majority Party’s own making. With this self-inflicted crisis looming, broad-based tax increases on hardworking families are already on the table. You can trust that I will fight those tax hikes with everything I have — just like I have promised.

The Democrat Comptroller’s October 2025 Housing Report makes it painfully clear: Marylanders are voting with their feet and leaving the state in search of relief. It is profoundly disappointing that our policies have become so hostile to family life that even grandma and grandpa are being forced to move away at the very moment they need their families the most.

I remain steadfast in my commitment to the fight for a better future. I will continue to champion thoughtful, common-sense solutions to make Maryland a freer, safer, and more prosperous state for all.

Dear Friends and Supporters,

This session, House Republicans stepped up with three common-sense proposals for a temporary gas tax holiday to give Maryland families breathing room as prices spiked amid the conflict in Iran. Each time, I voted for those efforts to lower gas prices—because hardworking drivers deserve real relief and far better value for the taxes they already pay.

We’re not getting it.

The news this week about the Moore administration “off-ramping” the Key Bridge contractor came as no surprise. After two years, minimal work has started on the bridge replacement, costs have ballooned toward $5 billion, and now they’re scrambling for a new builder because the first one’s price was “unreasonably high.”

If that sounds familiar, it should.

The Purple Line tells the same story: originally scheduled for completion in 2022, it is now 5.5 years behind schedule and roughly $4 billion over budget. Roads, bridges, and basic infrastructure sit neglected while billions pour into projects that never seem to end. Marylanders are right to ask, “Where is our money actually going?”

My bill, HB827, pulled back the curtain. The fiscal note reveals how much of the gas tax revenue funneled into the Transportation Trust Fund is quietly subsidizing mass transit instead of fixing the roads you drive every day.

How bad is it? According to the MTA’s own report, riders cover just a fraction of the cost:

• 6.6% for buses

• 4.6% for light rail

• 2.3% for the subway

That means taxpayers, especially motorists, are footing the bill for a system that riders barely support. All while nearly 65% of the Transportation Trust Fund is spent on mass transit.

This isn’t responsible government. This is a one-way transfer from hardworking Southern Maryland drivers to inefficient transit bureaucracies in Annapolis and Baltimore. Conservatives believe in personal responsibility and value the use of tax dollars, not in forcing families to subsidize failing experiments.

Annapolis Democrats got us here. The Democratic Socialists’ pipe dream of a mass-transit utopia will only make the problem far worse. Socialists across the state represent: higher taxes, bigger spending, and excuses for endless delays and overruns.

I stand with Maryland motorists and conservatives fighting government waste, demanding accountability, and insisting every transportation dollar actually improves the roads and bridges we rely on.

Here’s what the Annapolis Democrats don’t want you to notice.

With just eight days left in the 2026 Legislative Session, I remain in the trenches with the Maryland Freedom Caucus. We are fighting every single day for fiscal sanity, individual liberty, and the limited-government principles that once made Maryland strong.

Last week, Delegates Kathy Szeliga, Ryan Nawrocki, and I went live on Fox Baltimore and delivered the unfiltered truth about one-party Democrat rule in Annapolis. Watch the full interview. I voted 7-0 with my Freedom Caucus colleagues against the Democrats’ monstrous $71 billion budget, the largest in Maryland history. It slashes services for families caring for the developmentally disabled, raids special funds, and relies on one-time gimmicks that all but guarantee broad-based tax increases next year.

Last week, Governor Moore’s administration posted a $120,000-a-year taxpayer-funded job for a social media coordinator. Think about the contrast: while caregivers lose support and working families foot the bill, the Governor wants you to pay for his personal PR machine. Is that leadership? Or is it arrogance on the taxpayers’ dime? Maybe he’s just clueless and tone deaf.

I filed an emergency bill to authorize the Maryland Aviation Authority to hire private contractors for TSA screening at BWI. Federal bureaucracy creates endless lines; proven private solutions already work at airports nationwide. Government failure meets conservative common sense, again. I am hopeful members of both parties can agree that this is a real solution to the long lines and wait times at our airports.

As a late-filed bill, it must first clear the Rules Committee. Then, it needs to move quickly through the legislative process to pass. Is it a challenge? Yes. But when the majority party wants a bill passed, they get it done. This is no different. A good idea that helps our citizens should be a priority.

Politics is about contrast. Ronald Reagan was right: the Republican Party must be the party of bold colors, not pale pastels. We must represent a clear alternative to the status quo in Maryland.

With eight days left in the session, our work is far from over. We’re still fighting to fix the omnibus energy bill, which, in its current form, only pads corporate pockets while leaving your electric bill unchanged. We’re also fighting a flood of housing bills that would trample property rights, punish responsible landlords and homeowners, and make housing even less affordable. Stay tuned. The battle continues.
