Each day, a boy comes to tell them that Godot “won’t come this evening but surely tomorrow”. Vladimir and Estragon do not know who Godot is, why they are waiting for him, or when he will arrive. Yet they persist, sitting beside a tree on an abandoned road, pretending there is a purpose behind their waiting.

Vladimir, a calm and pragmatic philosopher, tries to give the waiting some meaning. As long as they are waiting for Godot, he reasons, they have an appointment; they must therefore matter, or someone must care about them. Estragon, impatient and weary, reiterates that “nothing happens. Nobody comes, nobody goes.” Estragon wants to leave, but he also remains exactly where he is.

Jackson Hole is a resort town in the US that since 1982 has hosted the world’s most important gathering of central banks – the economic policy symposium organised by the Federal Reserve Bank of Kansas City.

The symposium is held annually in the second half of August, bringing together central bank governors, finance ministers, and leading economists from approximately 70 countries by special invitation, with the proceedings receiving extensive media coverage from outside the conference halls.

The markets await the gathering each year for clues to the direction of monetary and fiscal policy.

It has become customary for Federal Reserve chairs to use the symposium to set out their views explicitly, or at least to offer signals from which their policy direction can be inferred. In 2010, then chairman Ben Bernanke used the gathering to announce his quantitative-easing measures. In 2022, Jerome Powell announced the tightening of US monetary policy and warned it would “bring some pain”, sending stock markets down 3.5 per cent in a single day.

Then, in 2024, Powell signalled that interest rate cuts were on the horizon. By 2025, it had become clear to him that fears of unemployment and recession had come to outweigh concerns about inflation, prompting an overdue end to the tightening cycle by the Fed.

The theme chosen for this year’s symposium is “Financial Innovation: Implications for Payments and Policy.” It is the first time the subject has been given such prominence. The choice reflects the growing role of digitisation and crypto assets in monetary and financial transactions, including the evolving role of stablecoins and crypto assets and the expectations surrounding them. This topic has been getting more attention, particularly following the enactment of the US.

GENIUS Act (Guiding and Establishing National Innovation for US Stablecoins Act), which was issued in 2025, and due to take effect in January 2027. This legislation provides, for the first time, a legal framework governing the issuance and use of stablecoins and crypto assets.

On Friday, the new chair of the Federal Reserve, Kevin Warsh, will deliver his address, only weeks after taking office, and after two meetings at the helm of the world’s most influential central bank.

Yet developments in financial markets over recent days, together with sharp volatility in the bond market, and a series of attempts that have so far failed to achieve their intended objectives, have left markets on edge.

Talk of a structural crisis in the underlying foundations of the financial system has grown, raising questions that cannot be addressed through monetary-policy instruments alone.

One such attempt was aimed at calming the Japanese yen market, with US authorities supporting the yen by selling euros, in an effort to prevent Japan from resorting to selling US Treasury securities.

Such sales would push Treasury prices lower and prompt creditors to demand higher yields in order to purchase them. The intervention, however, did little more than buy time; it did not address the underlying causes of the imbalances, foremost among them rising debt, and carry trade practices.

There have also been other unexpected attempts by the US Treasury to support the long-term bond market through direct repurchases in an effort to prevent investors, or, more precisely, creditors, from demanding higher interest rates.

This runs counter to the US administration’s desire to lower interest rates in order to stimulate demand and support the US real-estate sector.

This measure, too, can be seen as part of a series of seemingly hurried attempts to defer, rather than resolve the crisis by addressing its underlying causes: the widening budget deficit in the US and the US public debt, which has soared to around $40 trillion, with borrowing costs at their highest level in 19 years.

The Jackson Hole symposium comes against the backdrop of one war that has weighed on energy prices and other key commodities, and another — the trade war driven by tariffs — whose latest battle has been with Canada, while the US also looks ahead to midterm congressional elections.

The Jackson Hole symposium, the original purpose of which was communication and clarifying monetary and market-related policies, is taking place at a moment when investors are increasingly uneasy about the effectiveness of communication from the institutions responsible for economic policy, namely the US Federal Reserve and the Treasury, and particularly about their credibility in containing inflation in the short term.

Inflation has reached 3.4 per cent in the US, exceeding the Fed’s stated two per cent target, while a survey conducted by the UK Financial Times, in partnership with the University of Chicago, suggests that the Fed will take longer to bring inflation under control under Warsh.

Warsh appears to face the task of convincing markets and economists of his view that artificial intelligence will have a deflationary impact and positive effect on growth, and, more importantly, of explaining how the inflation target can be achieved amid deteriorating debt and public-finance conditions.

In defending his decision to hold interest rates steady, Warsh refused to characterise the rate decision as a “pause”, describing the Fed’s stance as “watchful thinking, not watchful waiting.”

Whether it is a period of thinking or one of waiting, however, markets are testing the administration’s credibility and pricing bonds accordingly. They are also missing the signals of ‘forward guidance’ by the Federal Reserve, to which they had become accustomed, with nothing yet to replace those signals with a convincing framework for economic policy, that goes beyond postponing crises.

And so we return to Waiting for Godot. “I can’t go on like this,” says an impatient Estragon. “That’s what you think,” Vladimir calmly replies.

Some commentators have also addressed the question of exchange-rate misalignment. Some have warned of the risks of the continued decline in the value of the Chinese yuan, while others have addressed the US intervention to rescue the Japanese yen, the yen’s exchange-rate misalignment, and the motives and significance of the intervention.

But beyond these two issues lurks an even greater danger.

In its last edition, the UK magazine the Economist featured an article by Gita Gopinath and Pierre-Olivier Gourinchas, both former International Monetary Fund (IMF) chief economists, and Hélène Rey, a professor at the London Business School, titled “Don’t Blame Global Imbalances on the Undervalued Yuan.”

The exchange rate is not the problem, they argue, but is best seen as a symptom of an underlying issue. The underlying cause lies in China’s large production surplus, huge savings, restrained consumption, property investment crisis, and weak social safety net.

These factors combined have contributed to the decline in the yuan, the authors say, and they have also strengthened the competitiveness of Chinese exports, increased China’s trade surplus, and perpetuated an expanding cycle.

By contrast, the huge US fiscal deficit and its high consumption have resulted in insufficient savings. This, combined with the dollar’s international role, has driven up the value of the dollar. Remedying the savings problem in both countries would resolve the exchange-rate issue between them.

China’s recent intervention in its currency market was aimed at preventing the yuan from depreciating. It was not an attempt to artificially lower the value of the currency in order to increase the competitiveness of Chinese exports.

Trying to force China to increase the value of its currency to rectify the current imbalances would inevitably backfire. Most Chinese exports are priced in dollars, which would slow the adjustment, and it would also not reduce the country’s exports.

Washington has called for a revival of the 1985 Plaza Accord with Japan and its application to China in order to solve the problem. However, this would not succeed either, because the two situations are different.

The Plaza Accord emerged within the framework of US-Japanese cooperation, and it was shaped by political considerations that enabled the US to reduce its deficit vis-à-vis Japan to some extent. China would never accept a comparable arrangement.

However, the accord does hold an important lesson for China. As the Japanese economists Koichi Hamada and Yasushi Okada argued in a 2009 study on the monetary and international factors behind Japan’s “lost decade” of the 1990s, the agreement was beneficial to the US but disastrous for Japan.

Gopinath et al argue that the G7 group of industrialised nations and the IMF are right to adopt proposals calling for a shift from the over-emphasis on exchange-rate mechanisms and currency deals to deeper reforms. Such efforts may be less dramatic, but they would address the deeper causes of the problem, the article says.

They would enable the US to remedy its chronic fiscal deficit and low savings level, while China would be able to increase domestic demand and expand its social safety net. The Chinese people would feel more secure about the future, and this would lead to higher consumption and the automatic appreciation of the yuan.

EU member states and other countries should also take measures to strengthen their competitiveness in order to buffer their economies against shocks arising from global surpluses and imbalances, the article says.

Meanwhile, economists are continuing to examine the recent US intervention to support the Japanese yen, after it fell to its lowest level against the dollar in 40 years, despite attempts by the Japanese authorities to support it with approximately ¥12 trillion in extra funds.

US President Donald Trump described his administration’s action as a token of friendship. The financial markets understand that the real purpose was to maintain US Treasury bond yields. Had Washington not intervened, a panicking Japan, which holds more than $1.1 trillion in US securities, would likely have sold them to buy yen. This would have pushed up US bond yields, already at their highest levels since before the 2008 world financial crisis.

In order to prevent this from happening, the Federal Reserve Bank of New York sold some of its euro holdings in order to purchase yen. The markets are continuing to monitor the outcome of the two interventions to bolster the yen.

The situation is alarming, and, as Financial Times columnist Gillian Tett has observed, there is no easy way out. Japan’s debt is more than twice its GDP, while the cost of servicing it accounts for more than a quarter of public expenditure.

Conventional solutions like tightening the budget to reduce the deficit, raising interest rates to contain inflation, and selling assets, are slow and painful. Moreover, if this is the situation in Japan, it will not take investors long to find similar cases elsewhere.

Other advanced economies have similarly high levels of debt, with debt-servicing crowding out other public-spending priorities. Should this situation continue, investors and creditors will become even more cautious than they already are. One consequence of this will be higher interest rates on the grounds of rising credit risks.

This brings me to what I call the “great folly”, for “folly” seems an apt way to describe the state of the global economy, with its fragmentation and imbalances. The term conveys all the muddle-headedness, impetuousness, and carelessness that have led to this situation.

It is a condition marked by a massive and worsening debt crisis. Solutions exist to this, but the will to implement them does not. I will return to this subject in a forthcoming article.

Harold Wilson, who served as UK prime minister in the 1960s and 1970s, famously observed that “a week is a long time in politics.” More than a week has passed since Andy Burnham, Britain’s new prime minister, met King Charles at Buckingham Palace before addressing the press and his supporters outside 10 Downing Street.

A long list of priorities awaits the UK’s seventh prime minister since David Cameron, who resigned following the Brexit referendum and Britain’s departure from the European Union. These were outlined in an article in the UK Prospect magazine by Ravi Gurumurthy, the chief executive of Nesta, the British government’s innovation and social problem-solving agency.

The agenda covers a broad range of issues that are largely to be expected, including stimulating economic growth and investment, encouraging competitive and pioneering enterprises while helping less capable firms to catch up, strengthening skills, addressing the housing crisis in collaboration with the local authorities, tackling the challenges of energy and digital sovereignty, restoring fiscal discipline, and implementing tax reforms to generate the revenues needed to finance these priorities.

What has been particularly striking, though, was Burnham’s pledge before the crowd at 10 Downing Street when he took office. “We will take power out of here and carry it into every postcode in the land so that they can do more. And in doing more, build a new economy where we put life’s essentials back under stronger public control to make them affordable to you again,” he said.

 This message was echoed by new Chancellor of the Exchequer John Healey, who included “growth in every postcode” among the government’s priorities.

I suggest that we call this approach “postcode economics”.

It is interesting to consider global trends in this regard. The UN’s recently published 2026 report on progress towards the 17 Sustainable Development Goals (SDGs) shows a conspicuous lag in Goal 11 “Sustainable Cities and Communities”.

There are clear deficits in dealing with the impacts of climate change, widening gaps in both traditional and digital infrastructure, housing shortages, mounting pressure on water systems and energy supplies, and shortages in essential public services, particularly education and healthcare.

Presenting its findings using a colour-coded chart, the report coloured five of the ten targets under SDG Goal 11 grey, signalling “insufficient data”. These include public transport systems, sustainable urbanisation, cultural and natural heritage, urban green and public spaces, and sustainable and resilient buildings.

There were a few encouraging green indicators, indicating relative progress in urban air quality and waste management, urban planning policies, and disaster risk-management measures. However, only modest progress has been made under “human and material losses from disasters”, while efforts towards “housing and basic services” have fallen behind target.

UN Deputy Secretary General Amina Mohamed has proposed four accelerators that are needed to revive progress towards achieving the SDGs. They include promoting multi-level governance that integrates local priorities from the outset and is supported by coordinated policies and strong institutional structures; adequate financing, drawing on the development financing framework adopted in Seville in July 2025, since national and local budgets remain by far the most important financing sources; greater involvement and coordination on the part of UN agencies; and ensuring that development remains people-focused.

In a recent book, Business, Government, and the SDGs: The Role of Public-Private Engagement in Building a Sustainable Future, my co-authors and the book used empirical evidence to demonstrate the vital importance of localising development to achieve the SDGs, especially those related to poverty reduction, decent job creation, and the provision of essential public services in education, healthcare, sanitation, and transport.

Achieving these objectives requires modern data systems, sound governance in which local authorities work alongside oversight bodies and civil-society organisations to identify priorities, and an environment that encourages practical solutions, innovative ideas, local initiatives, and private investment.

If these recommendations were pressing when the book first appeared in 2023, they are considerably more urgent today given the deterioration in the international development system and the fiscal pressures many governments are facing against the backdrop of the deepening debt crisis.

Surveys using modern digital applications have made it possible to identify disparities in living standards with far greater precision, throwing into relief the gap between the poorest and the wealthiest segments of society and the variations within the middle class.

Some such disparities become particularly visible when they are examined by postcode. Living standards in postcode 90210 in the US, for example, immortalised by the famous 1990s TV series Beverly Hills 90210, are a far cry from lower-income parts of rural Minnesota or the poorest urban communities in Pennsylvania.

Likewise, there is no comparison between the high-quality health services available to residents in Westminster and the experience of an elderly woman from another part of the country who told the UK TV programme Good Morning Britain recently that she had had to wait three months for a blood test and several more weeks before receiving the results.

If this is the case in the UK, what is the situation in developing countries where incomes are far lower and where even postcodes are a relatively recent innovation, seen only in more affluent cities and neighbourhoods?

This, then, is the starting point: the local level where people are best able to identify their priorities. Action must begin here by empowering people through the localisation of development. It should not begin at the “last mile” – in development jargon the final stage of delivering development opportunities and benefits to communities –since these are promises that are all too seldom met.

Artificial intelligence (AI) featured prominently at the annual conference of the Royal Economic Society held in Newcastle in the UK last week.

AI applications, solutions, opportunities, and dilemmas were present in the discussions of a wide range of topics, with Nobel Laureate Christopher Pissarides, a professor at the London School of Economics and the University of Cyprus, addressing developments concerning AI’s disruptive effects on the labour market in the opening session.

Following his presentation, I asked him two questions. The first concerned AI readiness metrics – ie, the measures used to gauge how prepared institutions or countries are to benefit from artificial intelligence. The second concerned ways of addressing AI-related disparities between countries and between regions and sectors within them.

Pissarides reminded the audience that the impact of AI on the labour market remains uncertain and unclear, like that of many other changes shaping today’s world. Many would agree with this assessment. Some have been hailing AI as a panacea, while others have been warning that it will wreak devastation upon the Earth and its inhabitants.

Economists are as divided on this subject, with some arguing that AI will have only a limited impact on employment and productivity while others predicting that the impact will be substantiative.

The only answer to such a wide divergence of views is empirical research. Only data and concrete evidence can settle questions that cannot be resolved through inferences based on limited information.

Studies show that workers are increasingly anxious about job security and whether their skill sets will remain relevant in the age of artificial intelligence. Business owners fear fierce competition from those who adopt AI early, yet many are uncertain which AI applications would benefit their businesses. Some have engaged employees from the emerging class of AI experts but have yet to see benefits that outweigh the costs.

For now, AI is primarily being used as a tool assisting employees in their regular tasks. More significant disruptions will probably only emerge with the advent of what is known as artificial general intelligence (AGI) – ie, AI that is capable of transferring knowledge acquired in one domain to entirely unrelated fields.

An example might be an AI machine that can switch from being a chess grand master to a master chef, while solving physics equations in between. That stage has not yet been reached.

According to Pissarides’ labour-market research, AI-induced job destruction remains limited. However, the impact is already being felt by new entrants to the labour market, as AI applications have begun replacing them in support roles in professions such as accounting and law.

This is what prompted my first question regarding AI readiness indicators, such as those formulated by the International Monetary Fund (IMF), and how they correspond to the Disruption Index (DI) developed by Pissarides and his team.

The IMF’s AI Readiness Index includes components that measure labour market flexibility, human capital, technological infrastructure, and governance. Pissarides’ DI, by contrast, focuses on two dimensions: technological transformation in terms of both investment and AI development, and preparedness for that transformation in terms of human capital and digital infrastructure.

It is understood from Pissarides that his index was consistent with the IMF’s framework, adding that he was in continuous consultation with the fund because of its ability to distribute the index widely and update it regularly. 

I will take this occasion to point out that, with only a few exceptions, the Arab countries do not shine brightly on the global map of AI readiness, as measured by the IMF’s index. This includes components related to governance frameworks, regulatory systems, and rights protections.

In my view, there are only two ways of responding to reports issued by international institutions. The first is to accept their findings as long as policymakers believe they accurately reflect reality. In that case, they should work to build on what is assessed to be their strengths while addressing the shortcomings identified in other areas, thereby improving their rankings. It should be born in mind that these rankings guide investors, commercial firms, and research institutions alike.

The second is to disagree with a given ranking on the grounds that it does not reflect the reality in a given country due to demonstrable flaws in methodology or deficiencies in data. This disagreement should be expressed publicly, as India did recently in response to its ranking on the AI Readiness Index.

It is not a good idea to feign indifference to such reports on the grounds that responding to them would create unneeded controversy. This approach has proven ineffective in this matter as it has in many others. Ignoring problems is no way to avoid their consequences. Conversely, if an alleged problem does not exist in the first place, then everyone should be made aware of this fact.

As for my second question regarding disparities, I wondered what actions could be taken to help parts of the world that are likely to fall behind because they lack the capacity to adapt to the advances in AI while the income gap widens between them and countries that rank higher on the AI Readiness Index.

Should this issue be left to income and wealth distributional mechanisms? For example, might it be possible to tax wealth accumulated through AI proficiency and dominance and use the proceeds to provide a universal basic income to areas where living standards have declined, in absolute or relative terms, due to AI?

Or should regions that are seen as failures in terms of AI adaptation be consigned to becoming tourist and leisure destinations where the wealth of the beneficiaries of artificial intelligence can trickle down to these regions’ countries and their inhabitants? US economist Kenneth Rogoff has envisioned such a scenario for Europe if it continues to fall behind the US and China in artificial intelligence.

However, there might be a third path. Could there be a way of containing the social and economic disruptions of AI by distributing its benefits in ways that both increase efficiency and diversify opportunities for generating income? This question will be addressed in a forthcoming article.

They persist despite frequent meetings and repeated talk about the importance of cooperation and coordination and the benefits of information sharing. And although today’s crises share common causes that combine to harm people’s lives and livelihoods, the institutions responsible for addressing them tend to work at cross purposes, resulting in duplicated effort, wasted resources, and lost opportunities for effective and timely action.

Officials representing different agencies operating under the same governmental umbrella often assemble before the cameras to sign memorandums of understanding and cooperation protocols, smile and shake hands, and proclaim a new era of constructive engagement – only for nothing of the sort to materialise.

The efficacy of international public action has been steadily declining as a result of being dispersed across isolated agencies and confined within institutional strongholds that are fortified by thick bureaucratic walls and invoke their prerogatives under antiquated mandates to restrict the flow of information and defend their boundaries and jurisdictions.

Domestic public administration can also be trapped in organisational silos whose doors remain closed to outside access due to regulations passed down across the generations. Unfortunately, these old rules are upheld not to improve efficiency, respect specialisation, or strengthen institutional organisation, but to safeguard and perpetuate the perks and benefits that come with committee posts and overseas assignments.

Such thoughts occurred to me some days ago when I was participating in the London Climate Action Week and a meeting of the Paris Club, the body responsible for monitoring, restructuring, and rescheduling sovereign debt.

In London, UN Secretary General António Guterres, alluding to the famous novel by UK novelist Charles Dickens, spoke of “a tale of two crises,” namely energy and climate. The recent war in the Gulf and the disruption of oil and natural gas supplies have exposed the world’s vulnerability more than ever, he said.

At the same time, the record-breaking heatwaves that have struck London and other European cities have driven home how vulnerable the world is to disasters related to climate change. The heatwaves – unprecedented in their intensity, timing, and duration – have claimed many lives, disrupted transportation networks, forced schools to close, and compelled hospitals to postpone operations.

All these developments, underscored the need to accelerate the just transition to new and renewable sources of energy while investing in adaptation to climate change. Such action is particularly urgent in water management, agriculture, food security, public health, and the protection of residential and coastal communities, as well as combating desertification.

At the Paris Club meeting, the participants discussed the worsening international debt crisis and possible ways of addressing it, among other issues. One of the speakers, Nobel laureate in economics Esther Duflo, reiterated a point she developed which I explained previously in this column: that although the developing countries owe substantial debts, they are also owed money incurred by the developed countries in a different way.

Through their production and consumption patterns, the advanced economies have generated greenhouse-gas emissions far exceeding critical thresholds, inflicting severe climate-related damage on the developing countries, which are therefore compelled to increase spending on climate adaptation.

If we multiplied the millions of tons of excess emissions by the price per ton, the amount would exceed the sovereign debts of the developing nations combined. As a result, Duflo argues that the damage and costs inflicted by the advanced economies’ excess emissions constitute a moral and ethical debt to the developing ones.

Is it possible to produce an equitable formula for offsetting sovereign debt with climate debt? Technically, yes, but judging by practical experience, no.

Even modest and easily implemented proposals for alleviating the international debt crisis have failed to gain support. These include debt-relief measures advocated in the Jubilee Report that was prepared by a committee of experts at the request of the late Pope Francis.

We have not even seen long-needed revisions to debt-sustainability frameworks, debt-restructuring mechanisms, or debt-for-climate, debt-for-nature, or debt-for-development swaps.

The discussions in London and Paris revolved around three interconnected crises that transcend national borders: energy, climate change, and debt. The failure to address them, despite the availability of technically and financially feasible solutions, has produced an even greater crisis: the regression of development. 

According to a recent UN report on the Sustainable Development Goals (SDGs), the world remains far off track in reaching them, with only 17 per cent of the targets expected to be met successfully by 2030.

Likewise, the World Bank’s Atlas of Sustainable Development Goals 2026, published on its website a few days ago, reveals that progress in development has slowed to its weakest pace in 75 years across 15 out of 26 key indicators, including human development, gender equality, income and wealth distribution, poverty reduction, natural resources (especially water), infrastructure, energy, and digital transformation.

It is common knowledge that bringing development back on track will necessitate mobilising the necessary enablers: financing, access to appropriate technologies, and behavioural change through incentives for modernisation. Unfortunately, such enablers are dissipated among isolated islands and fortified silos.

Some remote islands are prized for their tranquillity and natural beauty. Some silos should be maintained because they do a good job of preserving valuable grain. But here I am referring to artificial islands bureaucratic islands that waste resources and refuse to coordinate efforts and share information with others whose work intersects with theirs.

The kind of domestic silos I am referring to are the organisational ones that hamper cooperation, complicate people’s lives, and leave investors running around in circles.

Meanwhile, a major “disruptor” is looming over both the islands abroad and the silos at home. Artificial intelligence may ultimately succeed where decades of reform efforts have failed. I will return to this subject in a forthcoming article.

Today, I participated in the 13th edition of the Paris Forum, which coincided with the 70th anniversary of the #paris_club https://lnkd.in/eXxEHyEY. The session was titled “Rethinking Dialogue and Partnerships in a Shifting Global Debt Landscape.” In my intervention, I drew upon the insights of Jacques de Larosiere, the former Managing Director of the International Monetary Fund. De Larosiere recounted his discussions with the Mexican Finance Minister and the Chairman of the US Federal Reserve as well as the creditors, during the 1982 Latin American debt crisis. He emphasized the importance of distinguishing between actual events and perceived narratives, underscoring the significance of transparency, communication, and ongoing explanations to those affected.

I highlighted the importance of learning from history, using Egypt as an example. The country’s economic, political, and social history can be significantly explained by its debt and lessons of managing it. I reminded the audience of Egypt’s outstanding debts in the 19th century, which were used as a pretext for its occupation in 1882. Additionally, Egypt’s request for loans to construct the Aswan High Dam in the 1950s, coupled with the subsequent rejection by the World Bank, Britain, and the United States, contributed to the Suez Crisis of 1956 and the Tripartite Aggression against Egypt. I then delved into the role of the Paris Club in rescheduling Egyptian debt under the joint program with the International Monetary Fund and the World Bank in the early 1990s, and the social repercussions that followed.

The work of the Paris Club itself gained significant attention in Egyptian and Arab popular culture in 1992 including through the unique and politically sarcastic song “platform 5” or “raseef nemra khamsa” by the renowned singer Amre Deyab. The lyrics of the song, penned by the poet Dr. Medhat Al Adl, convey a cynical message of the impact of debt and its rescheduling:

“O Paris club

come and hold me accountable,

and reschedule our debt

for the sake of my fellow citizen and me”

I emphasized the importance of transparency and communication extending beyond the circle of policymakers and experts like those present today. It should be broadened and simplified to serve the interests of the affected general public who are directly impacted by our decisions.

These proposals include:

- Improving the common framework

- Accelerating the revision of the debt sustainability analysis

- Learning from the development of the debt swap markets, particularly the positive example of Côte d’Ivoire in debt for development and education

- Operationalizing the Borrowers Platform.

In order to understand why, we must look at interest rates. War tends to drive up the prices of energy and certain commodities, prompting the US Federal Reserve to raise interest rates to contain inflation. Higher rates strengthen the dollar and increase demand for it.

But unlike the dollar, gold does not generate a yield. Gold is also globally priced in dollars, meaning that when the dollar strengthens, the cost of gold goes up in other currencies, lowering the demand for it.

The demand for gold is often driven by the fears that accompany the outbreak of wars and crises. When those fears subside, demand naturally declines. During periods of tension, creditors’ demand for liquidity increases. Since gold holdings can readily be converted into cash, this generates greater supply and lower prices.

Likewise, at times of crisis, some central banks try to shore up their currencies against the dollar by selling a portion of their gold reserves. This also increases supply and drives gold prices downwards.

It was once an accepted rule that stock markets would fall when employment figures dropped and unemployment rates rose. But recently markets have often risen instead. Once again, the reason is to be found in interest rates.

Since the 2008 global financial crisis, the financial markets have become heavily dependent on cheap financing. When rises in unemployment raise the spectre of a recession, the Federal Reserve typically cuts interest rates, increasing liquidity and boosting demand for securities.

Moreover, many of today’s most popular financial assets depend less on labour demand than on capital intensity, as is the case with the tech firms that dominate the markets.

In a recent article for Project Syndicate, the British economist Jim O’Neill observes that the US stock market is currently valued at around $77 trillion, which is about half the total value of the global financial markets. Meanwhile, the US share of global GDP stands at around 25 per cent as the centre of gravity of the global economy continues to shift eastwards towards China, India, and the surrounding region.

The question now is whether the US economy will see rapid growth driven by the efficiency and productivity increases associated with artificial intelligence. This is what AI optimists predict, encouraged by a record wave of initial public offerings in the industry and soaring valuations.

Another question is whether the financial markets will undergo waves of correction, bringing them more in line with the realities underlying the present economic shifts. O’Neill reminds us of the harsh correction experienced by the Japanese market, whose capitalisation peaked in the early 1990s at around 45 per cent of the global total. What followed was three and a half decades of decline and stagnation.

Attention in the financial world has been riveted this week on the Federal Reserve’s first interest-rate-setting session under its new chairman Kevin Warsh. While the markets currently expect neither a rate increase nor a cut, the new chairman’s credibility and independence are under scrutiny.

His predecessor, Jerome Powell, was persistently criticised by US President Donald Trump for refusing to lower interest rates. Many are under the impression that Warsh’s loyalty to Trump might lead him to yield to short-term political and economic pressures instead of prioritising market stability and inflation control in the long term.

It should also be borne in mind that, unlike most central banks, the Federal Reserve has been mandated by Congress to maximise employment – in other words to reduce unemployment to the lowest possible level – and to pursue the traditional monetary policy objective of maintaining price stability through low inflation.

Beyond this dual mandate, it is also responsible for ensuring financial stability by supervising the banks and monitoring their financial soundness.

The Federal Reserve is now confronted with a 4.2 per cent inflation rate that was recorded in May. This is the highest level in more than three years and more than double its stated target of two per cent. Inflation stood at 2.4 per cent in February, just before it began to climb in tandem with what is known in the US as the “Iran war effect.”

The current situation does not warrant a rate cut, contrary to Trump’s wishes, especially given the decline in unemployment cited in the latest US labour market report. Consequently, a majority of the Federal Reserve’s monetary policy committee members are likely to vote to hold interest rates unchanged.

If Warsh joins the hold side, as indicated in a recent editorial of the British newspaper the Financial Times, it will signal his independence from Trump and provide him with an opportunity to explain the trends revealed by US inflation and unemployment data.

Warsh has rightfully criticised the excessive reliance of interest-rate decisions on economic data that fail to reflect current conditions in real time. Most often, the data cited describe what has happened, rather than what is taking place or is expected to occur, and it is for this and other reasons that the Federal Reserve has been criticised for reacting too slowly to inflation and mistakenly characterising inflationary waves as temporary or transitory.

As a result, it has failed to take timely action, thereby allowing inflation to persist longer than it should have done.

Meanwhile, the recently released Global Economic Prospects Report produced by the World Bank predicts a sharp slowdown in global growth, which is expected to fall to 2.5 per cent, the lowest level since the Covid-19 pandemic.

Growth in developing countries and the emerging markets is projected to decline to 3.6 per cent, threatening employment opportunities and complicating efforts to achieve development goals in these countries where an estimated 1.2 billion people are expected to enter the labour market in the coming decade.

As crucial as such factors are, they are not decisive in shaping Federal Reserve policy. Nor do financial markets pay them much heed when swept up in the euphoria of momentary booms.

It seems locked in a haphazard history of deep crises, missed opportunities, strokes of luck, new beginnings, fleeting triumphs, and dashed hope. What would it take to break that lock? Answering that question is the central objective of this Handbook. This synthesis chapter presents the main messages that emanate from reading across the 43 chapters of the Handbook and provides snapshots of each chapter. The snapshots are an attempt by the co-editors to distill in plain, nontechnical language what, in their view, each chapter is saying. The synthesis draws parting conclusions. These are not about technical fixes; rather, they are sit-back lessons we can learn from and about the Egyptian economy and observations on what seems possible.

كان من مواليد العشرينيات من القرن الماضي، فعاصر أوج الحركة القومية. رغب في دراسة القانون أو الأدب أو الزراعة، لكن كانت رغبة الأم الحاسمة غالبة حتى يكون طبيباً كأخواله، فكان الطب اختياراً عليه وليس منه.

عوض حرمانه من دراسة ما يحب في الأدب بالاطلاع النهم، وفي الزراعة بالممارسة حتى الاحتراف في أمراض النباتات وخاصة الموالح. لم يتح له انشغاله في عمله كطبيب بكتريولوجي وهواياته الأدبية والزراعية فرصة لدراسة القانون بعد التخرج كما فعل أخوه وأقران لهما من جيلهما، وجدوا في القانون مأرباً للدفاع عن قضايا الوطن وللإسهام بدور في "المسألة المصرية" كمصطلح شاع، خاصة في الأربعينيات لتناول قضايا الاستقلال والتحديث والقضاء على ثالوث الفقر والجهل والمرض، وبالأخص في ريف مصر.

كانت الخطابة وإجادة اللغة العربية وكذلك اللغة الإنجليزية

من متطلبات المثقف النابه والسياسي الواعد، فلم يأل جهداً في التحصيل والتدريب، بما تنوه به شهادات وجوائز تقدير بما في ذلك ما قدرته به المدرسة الإبراهيمية حيث درس في المرحلة الثانوية، بعدما أنهى سنوات الإعداد في مدرسة  قصر الدوبارة في منطقة المنيرة.

التحم مع متطلبات الحياة بعد التخرج من القصر العيني، ثم العمل بمعهد طب البلاد الحارة والمعامل المركزية، والكثير من السفريات  لمؤتمرات دولية لم تمنعه من ممارسة رغبته المستمرة في الاندماج مع عموم الناس لإبداء النصح ومشاركة الخبرة، خاصة في كفر شكر مسقط العائلة، ومحل وجودها وتطورها، وملاعب صباها وحقول زراعتها ومركز دوائرها الانتخابية ومثوى راحليها.

وفي كفر شكر يبدأ الصباح في منزل العائلة بارتشاف القهوة مع تصفح الجرائد، ثم فطور سريع فالوجبة الرئيسية في البيت، المعروف  بالسرايا، هي الغذاء. والعشاء خفيفاً بما هو متاح. دخول الكهرباء المتأخر في الريف لم يكسب الأجيال القديمة عادة تخزين الطعام في الثلاجة. فالطعام يعد يوماً بيوم، والثلاجات بعد وصول الكهرباء ، كانت للاحتفاظ بالأجبان والمشروبات المثلجة.

ولم يكن في القرية، التي أصبحت مدينة، مطاعم ياستثناء محال صغيرة  للفول والطعمية وبعض البقالات المحدودة التي كانت تعد ساندوتشات خفيفة. وكلما فتح مطعماً صغيراً أبوابه غلقت بسرعة لتعثره لضعف الإقبال، فلا طلب وقتها على مثل هذه الخدمات حتى ظهرت بوادر التحول نحو حياة المدينة في التسعينيات.

وككثير من جيله لم يكن مستبشراً أو سعيداً بالتحولات تلك. فقد كان ينعم بالفصل بين حياة المدينة التي يعيش فيها من صباح السبت حتى بعد ظهر الخميس، ثم يستقل السيارة لأقل من ساعتين من القاهرة إلى "البلد" كفر شكر ليعيش حياة الريف. ورغم قصر المسافة والزمن الذي تستغرقه الرحلة فإنك تنتقل بعيداً عبر حدود المكان والزمان بفعل اختلاف العادات والتقاليد. وانسجاماً معها فكان يترك طبيعة التعامل مع الطب وعلومه، ومتطلبات العمل البرلماني في العاصمة،  ولقاء الأصدقاء في المنتديات والنوادي الاجتماعية والمطاعم في القاهرة، فيخلع الأزياء الأفرنجية فور الوصول إلى كفر شكر ليرتدي الجلباب الأبيض ومعه العصا الخيزران خفيفة الوزن متينة الاحتمال،

لينطلق مساء الخميس لمقابلة الأهالي في التختابوش أو المضيفة. وقد يقوم ببعض الزيارات للعائلات للتعزية أو التهنئة أو يقضى وقتاً مع الشباب في مراكزهم الذي أسهم في إنشائها في كفر شكر ومحيطها، أو في أمسية في قصر الثقافة الذي أسهم أيضاً في تأسيسه.

أما يوم الجمعة فقبل الصلاة وبعدها حتى ما بعد العصر  فكان الوقت المخصص للمرور على الأرض. يبدأ المرور بأرضه وأرض أشقائه،  ثم بأرض أنسابه وكان يشرف عليها لأنها تخص فيما تخص سيدات وأرامل وبعض الأيتام، وكلها كانت تزرع بالبرتقال واليوسفي وأنواع أخرى من الموالح. يوجّهني بالدخول بين الأشجار،  وهو مستند إلى عصاه على الممشاة ويسأل عن جودة "عزيق الأرض" أو تقليم الأغصان الجافة أو مكافحة الحشرات الحمراء والسوداء على الثمار، والصمغ في أسفل سوق الأشجار، أو عن التسميد وموضعه. ثم يتمتم "ناس هايصة وناس لايصة".

في يوم أتاه من يخبره عن مصير قرار من المحافظ في أحد الأمور وكان في ظاهره الحسم والردع لأحد أقرباء المحافظ،  وكان القريب صاحب حق رجع إليه بعد بحكم القضاء، فيقول "حكموا بالظلم ليشتهروا بالعدل"، فقد كان من رأيه ألا يقرر المحافظ هذا الأمر بنفسه ويحيله إلى السلطة الأعلى لتعارض المصلحة بصلة القرابة، وهو منطق بديهي في الحكم على الأمور. ولكن آثر المحافظ أن يظلم قريبه تضحية، ربما من أجل طموحه السياسي أو اتقاء للشبهة وكان عليه أن يتقيها فعلاً بالاعتذار عن خوضه في الموضوع واتخاذ القرار فيه أصلاً.

وفي المفاضلة بين الزعماء الذين عاصرهم كان ينوه بتقديره لزعامة سعد زغلول رغم أنه لم يكن من أعضاء حزب الوفد تنظيمياً، وكان يؤثر الاستقلال في نشاطه السياسي. وكان يرى فيه نبلاً ومزيجاً من أصالة الريف وتقدم الحضر، وأن الوحدة الوطنية لم تكن شعاراً يتبناه للاستهلاك السياسي ولكن من أصول مبادئه ونضاله، وكثيراً ما ردد أبيات من شعر إليا أبو ماضي في رثاء زعيم الأمة

"قالوا دهت مصر دهياء

قلت هل غيض النيل أم هل زلزل الهرم

قالوا أشد وأدهى

قلت ويحكم

إذن فقد مات سعد وانطوى العلم

لم لا تقولون إن العرب قاطبة تيتموا

كان زغلول أباً لهم"

ثم يشتكي اليه أحد الفلاحين من عزوف ابنه عن الزراعة ورغبته في عمل آخر رغم بعده عن القرية، فينصحه بألا يتعسف مع ابنه في الإرشاد والتوجيه للقيام بعمل  لا يطيقه  أو بطريقة لإدارة حياته، ويستعيد بيت شعر من نظم إسماعيل صبري باشا:

"لم يدر طعم العيش شبان

ولم يدركه شيب

جهل يضل قوى الفتى

فتطيش والمرمى قريب

وقوى تخور إذا تشبث

بالقوى الشيخ الأريب"

ويأتيه شخص آخر باتهامات بلا دليل لأحد أبناء القرية، وعادة ما تأتي هذه الاتهامات بعد أن يذكر الشخص الشاكي مدائح في صفات من يتهمه وكيف أنه صديقه وعشرة عمره وأنه أقرب إليه من الأخ الشقيق، ثم تأتي التهم الظالمة بعد ولكن… فيعلق مقاطعاً استرساله في الباطل قول المتنبي:

‏"إذا ساء فعل المرء ساءت ظنونه

‏وصدّق ما يعتــــــاده من توهّـم

‏وعادى مُحبّيه بقــــــــــول عُداته      

‏وأَصبح في ليل من الشكّ مُظلم"

ولا يخلو العمل العام من نقد ومدح بالحق أو بالباطل وقد تعرض للكثير في عمله البرلماني والتنفيذي وتعامل معه بحكمة وجلد والتسامح الواجب. يأتيه من يسعى لتتطييب خواطر المسئولين بكلمات من نوع لا تلقى بالحجارة إلا النخيل المثمرة، فيقاطعه يأن لا داعي لهذا الكلام المضلل وإن حسنت نواياه، فربما كانت هناك أوجه قصور في النتائج، أو في أساليب الوصول لها، أو طرق عرضها. وربما لم تلب طموحات الناس كما ينبغي.

ويأتيه صاحب كلام معسول بمداهنة ومبالغة في المدح، فيعرض عنه متمتماً "أكثر الناس نفاقاً لصاحب السلطة أشدهم انقلاباً عليه بعد انحسارها، وأكثرهم جحوداً ونكراناً" .

‏ومن عاداته إن أصابه ملل من تكرار شرائط كاسيت الأغاني، أثناء قيادته لسيارته، أن يغلقه ويردد بعض الكلمات المنظومة مما اطلع عليه ومنها ما جاء في يوميات نائب للأرياف لتوفيق الحكيم

وكان يكتفي منها عادة بكلمات البداية، فخاتمتها مألوفة عند الكثيرين؛  كأن يقول

"نهيتك ما انتهيت

والطبع فيك غالب…

ويطلع على أحد الكتب عن الإمام علي بن أبي طالب رابع الخلفاء الراشدين رضي الله، وكان مغرماً به وبفصاحته وشجاعته، وكثيراً ما ذكر ما نسب إليه من أقوال حكيمة مثل "إصبر على ما تكره، وإصبر عما تحب"

ثم يختمها بما نسب إلى الإمام علي رضي الله عنه  قبل مماته، وكان دائماً ما يشعر بدنو أجله، فيقول "اسألوني قبل أن تفقدوني"، ثم يهمس متدبراً الآية الكريمة  "وما تدري نفس ماذا تكسب غداً وما تدري نفس بأي أرض تموت".

وصف بعد رحيله، بأنه كان عدة رجالات في رجل واحد وكانت هذه مقتطفات من رحلة الدكتور صفوت محيي الدين مع الكلمات، وقد كانت لي في حياته، وكلماته، عظات وهو اليوم أوعظ لي منه حياً.

In response to an intensifying debate over the accuracy and comprehensiveness of GDP as a benchmark for tracking and comparing countries' economic performance, the UN commissioned a High-Level Expert Group to evaluate this indicator, which has been in use since the 1940s, and propose alternatives.

The group, co-chaired by two distinguished scholars, the Indian economist Kaushik Basu, who serves as a professor of International Studies at Cornell University, and the Argentine economist Nora Lustig, the director of the Commitment to Equity Institute at Tulane University, both in the US, released its report in early May under the title “Counting What Counts: A Compass of Progress for People and Planet.”

After a year of study and consultation, the report proposes a new measurement framework for evaluating countries' economic performance. The framework does not discard GDP. Instead, it introduces a dashboard of indicators that includes GDP without burdening it with tasks it was never designed to perform.

The framework rests on four components: peace, human rights, and respect for the planet;wellbeing; equity and inclusion; and sustainability and resilience.

A look at history helps illuminate the problem. In her book on the history and origins of GDP, UK economist Diane Coyle traces the growing attention to national statistics since the 17th century and highlights the connection between the development of ways to measure overall economic performance and war and specifically states’ efforts to finance war through taxation.

GDP itself was developed by the Russian-born American economist Simon Kuznets, a winner of the Nobel Prize in Economics, who presented it in a report submitted to Congress in 1934. At the Bretton Woods Conference ten years later, GDP was adopted as the principal indicator of economic performance, a status it has retained from the post-World War II era to the present day.

GDP measures the value of goods and services produced by an economy during a given year. Its components are total consumption, government expenditure, and net exports. As GDP’s use spread as the go-to standard for tracking the performance of national economies, it became the definitive indicator of economic success or failure. Political forces would compete over how to interpret GDP readings. Downward trajectories could stir socioeconomic turmoil. Governments could even fall because of it.

In an article published in the UK journal the Lancet in September 2024, researcher Annegeke Jansen together with several other scholars reviewed five decades of literature challenging the reliance on GDP growth as a single measure of welfare and prosperity.

Although rising GDP has historically been linked to rising living standards, it does not measure them directly. Beyond a certain income level, the relationship between increases in production and income and improvements in living standards begins to weaken. Moreover, from a long-term perspective, the influence of GDP alone on life satisfaction and happiness diminishes.

In other words, GDP is not the sole determinant of a better quality of life. Indeed, it has been shown that GDP can grow while employment opportunities decline, as has occurred in some societies where production is highly capital-intensive or where technologies introduced into certain sectors displace labour, of what’s known as jobless growth.

GDP does not – nor was it ever intended to – measure unpaid work such as caring for children or other dependent family members, despite the value of these activities to society and the economy. Nor does GDP concern itself with the fairness of income distribution or account for the costs associated with the depletion of finite natural resources and environmental pollution.

Therefore, while its crucial importance should not be understated, GDP should not be treated as a standalone measure of welfare, justice, or sustainability in any society. In fact, Kuznets himself cautioned against using GDP alone to assess the wellbeing of societies and nations. That said, the enthusiasm for alternative measures should not lead us to disregard GDP altogether. Without steady, equitable, and sustainable growth in GDP, there can be no meaningful development.

The idea of a dashboard of indicators rather than a single measure has been explored before through various initiatives. One such effort, which anticipated the results of the UN panel, was discussed in this column in October 2023 in an article on localising development.

The article drew on the work of a working group led by Nobel laureate Michael Spence, of which I was a member and which produced a concise report in 2014 called “New Growth Models: Challenges and Steps to Achieving Patterns of More Equitable, Inclusive, and Sustainable Growth.” In addition to GDP, the report incorporated such indicators as natural capital, unemployment, gender equality, competitiveness, public investment, and equal opportunities.

The new “Counting What Counts” report presents a framework consisting of 31 indicators arranged in a dashboard divided into the four components mentioned above. More than half are directly related to the UN Sustainable Development Goals (SDGs).

Based on the report, the first component comprises indicators relating to governance, institutional effectiveness, safeguards, and public trust in institutions.

The second component – wellbeing – includes material conditions and work, health, education, security, social cohesion, and environmental quality.

The indicators under the equity and inclusion component include wealth and income inequality, poverty, work inclusion, spacial disparity, and inequality across groups of population and generations. The fourth component – sustainability and resilience – is measured in terms of various forms of capital including human, physical, social, institutional, and natural.

With the release of this report and its recommendations, we have what promises to be a more accurate and comprehensive framework for measuring countries’ performance and a framework that is also more meaningful to both ordinary people and policymakers.

As is always the case in public policy, the question now is implementation, a subject I will address in another article.

أتت إلىّ ابنتي ذات الأعوام العشرة لتنبئني، والسعادة تغمر وجھھا، باكتشاف لھا. فلما استفھمت منھا وھي تجذبني إلى محل الاكتشاف، قالت لي أنھا حددت موقع بلدتنا كفر شكر على برنامج للحاسب الآلي اسمه “جوجل إيرث”، وھو برنامج يتم تحميله مجاناً، ويظھر لك أي موقع في الأرض عن قرب شديد بمعالمه وتضاريسه ودروبه ومنازله. وأصرت على أن تريني اكتشافھا في التو واللحظة، وشرحت لي كيف أنھا تحركت بالمؤشر على شاشة الحاسب الآلي من موقع القاھرة إلى شمال الشرق قليلاً متابعة مسار الطريق الزراعي إلى بنھا، ومنھا بحزاء الرياح التوفيقي إلى كفر شكر فظھرت لھا المعالم الأخرى ملونة وواضحة، فھا ھو النيل يحف البلدة وما حولھا من قرى شمالاً، ومبان كثيرة متشابھة متلاصقة، ومزارع وحقول متناثرة.
وأخذت أتابع معھا محاولاً أن أحدد الأماكن التي نتردد عليھا، فھا ھو منزلي، وھا ھي بيوت عائلتي، ومكان المزرعة التي ورثتھا عن أبي، وھا ھو موقع قبره الذي دفن فيه مع أبيه وشقيقه، وھا ھو موقع مضيفة العائلة، وذاك مكان ماكينة المياه يظھر واضحاً وأمامه قناة المياه التي تسقي الزرع.
وأخذت أشرح لھا قصة ھذه الماكينة التي جددھا أبي منذ أكثر من ربع قرن لتعمل بالكھرباء بدلاً من السولار وبطاقة أكبر، وسط حماس البعض للتطوير واعتراض البعض الآخر، كما ھو الحال مع أي شئ مستحدث.

قاطعتني ابنتي وسألتني سؤالاً بريئاً، “ولكن ما الذي يميز كفر شكر عن غيرھا وعما حولھا؟” … وأخذت تتحرك بالمؤشر يمين اً ويساراً، وصعوداً وھبوطاً لتؤكد لي أنه لا فرق ھناك بينھا وبين ما تطالعه أعيننا من مواقع أخرى في محافظة القليوبية التي ننتمي إليھا أوما جاورھا.
لعل ھذا ما يظھر لأي عابر على القرى والمدن في أقاليم البلاد وأريافھا، لا يكاد يبين له الفرق بينھا وبين سواھا، فالمعالم متشابھة والألوان متكررة. وإن كان لابنتي عذر لصغر عمرھا، فلا عذر ھناك لمن سكن ھذه الديار وتقدم به العمر فيھا، ولكنه لم يعش ولم يختلط بأھلھا أو يحيا حقاً فيھا، ولم يتابع ما حدث لھا وفيھا من تغيرات عبر الزمن. فلم ير كفر شكر منذ عھد ليس بعيد، وبيوتھا الريفية تتوارى خلف الحقول والمزارع، ولم يرھا اليوم ومزارعھا تتوارى خلف المنازل والعمائر.

لم ير كفر شكر وھي تنتظر المواسم والموالد والأعياد والمناسبات بشغف وتستعد لھا بما تيسر، كحالھم مع “مولد الشيخة صالحة”، واحتفائھم بھا بموكب لكسوة الضريح وأناشيد وأطفال يھللون ويمرحون.
ثم يأتي المولد النبوي وبحشد أكبر عدداً من البشر يصحبھم جمع من المبتھلين والدعاة، ومن راكبي الخيول والجمال في موكب ذي أعلام، والأطفال بأعداد غفيرة يتنافسون في المسابقات والتھام الحلوى.

ولم ير ھذا العابر أعياد الفطر والأضحى تأتي فيتزين لھا الناس كل بقدر استطاعته، ومازلت أذكر مجموعة من الأطفال وقد ارتدى أغلبھم “بدلة ضابط” بيضاء أو كاكي، وآخرين “بجلابيب وطواقي” بألوان زاھية، وآخرين يرتدون “بيجامات مقلمة” تم شراؤھا لغرض العيد والفسحة على سبيل
التجديد، اختلافاً عما يسترھم في الأيام العادية، فھي تقوم بالغرض، في ظن آبائھم، استعاضة عن بدلة الضابط أو أي بدلة أخرى أغلى ثمن اً. ولكن الكل فرح بما ارتدى وما ھو مقبل عليه من لھو وركوب للمراجيح وسباق بالدراجات المستأجرة، وصور تُلتقط لھم وھم متكاتفو الأيدي جميعاً كأنھم يقولون لا فرق بيننا اليوم ولا فراق بيننا في الغد.

‎سنغافورة 🇸🇬

الراتب بالأرقام:

متوسط راتب المعلم: 3,325 دولارًا سنغافوريًا شهريًا، أي ما يعادل 2,450 دولارًا أمريكيًا تقريبًا.

معلم المرحلة الثانوية ذو الخبرة: 74,649 دولارًا سنغافوريًا سنويًا، أي 55,000 دولار أمريكي، ويتراوح بين 52,000 و97,000 دولار.

معلم المرحلة الابتدائية: 67,444 دولارًا سنغافوريًا سنويًا، أي 50,000 دولار أمريكي.

المقارنة بالمهن الأخرى:

الموقف الرسمي: تقوم وزارة التعليم بمراجعة الرواتب دوريًا لضمان أن تظل "تنافسية" ولجذب معلمين ذوي كفاءة.

جمهورية كوريا الجنوبية 🇰🇷

الراتب بالأرقام:

معلم مبتدئ: 29,252 دولارًا سنويًا — أقل من متوسط منظمة التعاون الاقتصادي والتنمية البالغ 31,013 دولارًا.

معلم بخبرة 15 عامًا: 51,489 دولارًا سنويًا — أعلى من متوسط منظمة التعاون الاقتصادي والتنمية البالغ 42,825 دولارًا.

بعد 15 عامًا من الخبرة: يصبح راتب المعلم الكوري "جذابًا مقارنة بمتوسط رواتب جميع الكوريين".

الرضا عن الرواتب: 29% فقط من المعلمين راضون عن رواتبهم، وهي نسبة أقل من متوسط منظمة التعاون الاقتصادي والتنمية البالغ 39%. وقد انخفضت هذه النسبة بمقدار 20 نقطة مئوية بين عامي 2018 و2024.

فنلندا 🇫🇮 - نظام رواتب المعلمين مقارنةً بالمهن الأخرى

تُعد فنلندا "المعيار الذهبي" عالميًا في التعامل مع رواتب المعلمين، ليس لأن الرقم هو الأعلى، بل بسبب النسبة مقارنةً بالمهن الأخرى.

The former is a rapidly rising superpower. The latter is a superpower clinging to its status at the pinnacle of the world order in a position acquired after long periods of steady growth that were consolidated after leading the Allied powers to victory in World War II and then secured through global hegemony following the collapse of the Soviet Union.

The Thucydides Trap is named after the ancient Greek historian Thucydides who chronicled the Peloponnesian War in the 5th century BCE. He held that the steady rise of Athens and the fear it provoked in Sparta as the established hegemon made war between them inevitable.

The Kindleberger Trap, by contrast, arises in the absence of an international leader capable of maintaining security and global stability. According to US economist Charles Kindleberger, the Great Depression of the 1930s followed the global financial collapse in 1929 because Britain was no longer able to lead the world and the US was unwilling to do so.

As a result, the provision of global public goods broke down since there was no lender of last resort and no macroeconomic policy coordination. This led to the economic depression whose disastrous consequences culminated in the outbreak of World War II.

Harvard University professor Graham Allison invoked the concept of the Thucydides Trap in his 2017 book Destined for War to explain the rising tensions between the US hegemon and the emergent Chinese superpower. According to his study, out of 16 cases of rivalry between rising and established powers since the conflict between Athens and Sparta, 12 ended in war.

In my view, two factors have prevented a slide into conventional war between China and the US: first, mutual deterrence between two nuclear powers; and second, China’s prudence in exercising restraint and avoiding escalation.

During US President Donald Trump’s recent visit to China, the Thucydides Trap came up in a major speech by Chinese President Xi Jinping. Noting the “fluid and turbulent” international situation arising as a result of  transformations not seen in a century, Xi asked “can China and the United States overcome the Thucydides Trap and create a new paradigm of major-country relations? Can we meet global challenges together and provide greater stability for the world? Can we build a bright future together for our bilateral relations in the interests of the well-being of the two peoples and the future of humanity?”

This was not the first time the Chinese president had voiced this view. He has reiterated it on numerous occasions since 2013, especially in meetings with US leaders. On these occasions, he has stressed that falling into the Thucydides Trap is not inevitable and that the problem is not China’s rise but the fear of it.

While it has so far been possible to avoid falling into the Thucydides Trap, which involves great-power conflict, the Kindleberger Trap presents a more immediate danger due to the lack of effective international coordination on crucial issues.

 Several mounting risks cannot be understood in isolation from the erosion of trust in the rules and norms of international relations, the weakening of governance within international institutions, the decline in their ability to carry out their functions, and the escalating scale of geopolitical conflicts and their repercussions.

Today we observe multiple examples of failures in international cooperation in addressing, for example, sovereign debt crises in developing countries, public health threats such as the Covid-19 pandemic, and the dangers presented by climate change.

The perils of the two traps are mounting, and the consequences and costs do not fall only on the rival great powers. Indeed, much of the detrimental impact is borne by poorer countries that depend on systemic stability to facilitate trade, finance, and protection from shocks.

Under these conditions, recurrent crises exacting severe economic and social tolls should come as no surprise. When they occur, we hear the refrain that “every crisis brings both hardships and opportunities.” Yet, ordinary people only see the former, while receiving reassurances that what they are experiencing are merely temporary and unintended side effects.

While war is, as the Prussian military thinker Carl von Clausewitz wrote in his 1832 work On War, the continuation of politics by other means, war is also waged through non-military means. Among the most pernicious are economic instruments, which include trade wars, currency wars, financial sanctions, the weaponisation of supply chains, and restrictions on exports of energy and critical technologies.

In a disjointed world, as I described it in a previous article, geopolitical tensions and conflict are intensifying while an increasingly crippled international institutional framework is incapable of resolving disputes, especially in areas of trade due to rising protectionism and restrictions on investment and technology.

The US political analyst Edward Fishman has explained “how to fight an economic war,” also the title of his recent article in the US journal Foreign Affairs. He observes that a spirit of cooperation has given way today to increasing polarisation, ruptures, and intensifying tensions and conflicts centring around “chokepoints”.

These are areas over which a single state exercises tight control and may also use as leverage against rivals who have no easy alternatives. Such chokepoints can be geographical, as with the Strait of Hormuz, or economic, through the weaponisation of the US dollar, or of supply chains in the race to acquire critical rare-earth minerals.

At the same time, whenever the US weaponises its economic power, other countries scramble to come up with ways to reduce their dependence on it. They have turned to gold and other financial assets, or they have adopted alternative payment systems, as China and Russia have done in response to restrictions on access to the SWIFT international payments system.

The measures China has taken to secure technological sovereignty were clearly evident during Trump’s recent visit to Beijing.

The road to international stability does not lie in preventing competition or wasting energy on obstructing rising powers in the race of nations. Nor does it lie in replacing one global hegemon with another, which would risk creating a power vacuum leading to the Kindleberger Trap.

Instead, the remedy is to promote an efficient and just multilateral system grounded in legitimacy and confidence in its rules. The best starting point for this is to localise development and strengthen regional cooperation.

واسمحوا لي في البداية أن أتقدم بخالص الشكر للدعوة الكريمة، والتقدير لدولة رئيس مجلس الوزراء الدكتور مصطفى مدبولي على مشاركته في هذا الحدث الهام، بما يعكس اهتمام الحكومة بقضية التعليم وأولوياتها.

كما أود أن أتوجه بخالص التقدير لمعالي وزير التربية والتعليم والتعليم الفني الأستاذ محمد عبد اللطيف، وفريق وزارة التربية والتعليم والتعليم الفني، على الجهد الكبير المبذول في تنفيذ الإصلاحات الهامة للمنظومة التعليمية، وسعيها الدؤوب لتزويد الأطفال والشباب في مصر بالمهارات والقيم اللازمة لتأمين مستقبلهم ومستقبل الوطن.

وأيضاً أتوجه بالشكر والتقدير لفريق اليونيسف في مصر، وعلى رأسهم السيدة دوروثي، وفريق الأمم المتحدة، والشركاء الدوليين، على الدعم الفني والاستراتيجي.

أما بعد، فقد أعد لي الزملاء في الأمم المتحدة كلمات متميزة منمقة، فيها من الأدلة والبراهين المؤكدة لما جاء في هذا التقرير. وكعادتي، محباً لبعض المخاطر، لن ألتزم بما جاء حرفيا بما أعدوه، وسوف أشير إليه من حين إلى آخر.

لأن ما تمت الإشارة إليه من جانب الزملاء يستحق صراحة التجاوب معه. وبدون مبالغة، إذا كان هناك تقرير أهم على الإطلاق معني بمستقبل البلاد والعباد في مصرنا، فهو هذا التقرير، مع علمي بأهمية التقارير الأخرى الصادرة عن المؤسسات الوطنية المختلفة.

عملت لسنوات طويلة في البنك الدولي وصندوق النقد الدولي والأمم المتحدة. أعلم أهمية التقارير الصادرة عنها جميعاً، التي تشغل اهتمامات القائمين على أنشطة الاقتصاد والأمور القطاعية المختلفة، ولكن لا يوجد أي تقرير على الإطلاق معني بمستقبل البلاد أهم من الاستثمار في رأس المال البشري، في الصحة وفي التعليم. ونحن اليوم بصدد الحديث عن التعليم.

يبشرنا هذا التقرير ببساطة بأن الطلبة والتلاميذ يعودون اليوم إلى المدارس. وأيضاً يضع بعض الشروط لكيفية أن تكون هذه العودة هي البداية، وهي الضرورة التي بدونها لا يمكن الارتقاء بكيفية التعليم أو نوعيته.

اليوم نحن لا نتحدث فقط عن إصلاح تعليمي، بل عن مستقبل التنمية والاقتصاد في مصر. الدول لا تبني مستقبلها الحقيقي بالبنية التحتية وحدها، رغم أهميتها الحيوية، بل ببناء الإنسان. والاستثمار في التعليم ليس بنداً إنفاقياً.

وقد التقيت أمس بسيادة وزير المالية، وأيضاً كان معه سيادة وزير التخطيط، فبشراني أن المرصود من الإنفاق علي التعليم في الموازنة العامة للدولة هذا العام، في الخطة الاستثمارية للدولة، تحسن عما كان عليه الوضع من قبل، وأن بند الصحة حظي باهتمام أكبر، وبند التعليم كذلك حظي بهذا الاهتمام باعتبار أن هذا من مجالات التمويل.

الأمر عندنا ببساطة: إن لم يكن الأمر في الموازنة، فلا وجود له. إن لم تكن الأولوية في الموازنة، فلا وجود لها. بهذه البساطة.

كان في أهداف الألفية للتنمية واحداً من أهم الأهداف. ولكن كان في الفترة من عام 2000 إلى 2015 الاهتمام فقط بالتواجد في المدارس. ومن 2015، أصبح الاهتمام بنوعية التعليم، لكن هناك شرط ضرورة، وهو التواجد في المدارس.

الذي حدث أن مصر نجحت خلال أهداف الألفية للتنمية، من عام 2000 إلى عام 2015، في تحقيق شبه تعميم للتعليم الأساسي والحصول والوصول إلى معدلات التحاق مرتفعة للغاية. لكن التحدي العالمي بعد عام 2015 لم يعد مجرد: هل الأطفال بالمدارس؟ بل أصبح: هل يتعلمون بالفعل؟

الفيلسوف البريطاني برتراند راسل نظر إلى التعليم ليس كعملية ملء وعاء بالماء، ولكن هو محاولة لمساعدة النبتة على النمو والازدهار، بتطوير الاستقلال الفكري والتفكير النقدي، وتعزيز الرغبة الطبيعية الدائمة في المعرفة والتعلم المستمر.

والشيء بالشيء يذكر. فعندما اطلعت على ما قاله السيد راسل، تذكرت أساتذتي الأجلاء في المرحلة الدراسية المبكرة في مصر. لا أستطيع أن أنسى الأستاذ محمد السبعة، ابن كفر شكر، الذي علمني مبادئ اللغة العربية. لا أستطيع أن أنسى الأستاذتين الجليلتين، ليلى منصور، وليلى شريف، اللتين علمتاني قواعد التسامح قبل قواعد التعلم. الأستاذ المنشاوي الذي أرشدني إلى طريق المكتبة في المدرسة، والأستاذة نادية وهبة التي أرشدتني إلى دار الكتب. والمهيب الوقور ذي الاعتبار الكبير بيننا جميعاً كطلبة، الأستاذ محمد البنا.

هذه أسماء يعرفها فقط أبناء مدرستي في القاهرة. ولكن لكل هذه الأسماء، لأبناء جيلنا، الوزراء والزملاء في كل المدارس ندين لهم بالفضل في مسيرة حياتهم. ولم نكن لنتعلم منهم تلقائياً إلا إذا كنا في محيطهم بالتواجد في المدرسة.

المسألة ليست فقط مناهج عن بعد، ولكن تواصل مع أهل العلم وأهل المعرفة، بمن يستطيع نقل المعرفة عبر الأجيال.

ولكن نحن بصدد أمور في غاية الخطورة. هناك تحسن، ولكن هناك مسيرة طويلة نبدأها حتى يتمتع هذا التطبيق بالمصداقية الواجبة. عندما تحدثت مع معالي وزير التربية والتعليم، قلت له: أن أمام كل الحاضرين اليوم وفريق العمل، مهمة كبيرة جداً لإقناع عموم الناس وأيضاً المتابعين لنتائج هذا التقرير بهذه النتائج الإيجابية والمدهشة في بعض أبعادها.

ولكن تلحق بذلك بعض المؤشرات الهامة التي تقول إنها بداية الطريق وليست نهاية الطريق. تقرير اليونيسف جيد ومتوازن، يعتمد على أدلة، ولكنه لا يكتفي فقط بالأمور الإيجابية، بل يدلنا على ما يجب الاستمرار فيه.

نستعين بتقرير آخر من البنك الدولي عن ما يعرف بمؤشر رأس المال البشري بلس، وهذا التقرير مجمع للتعليم والرعاية الصحية ومؤشرات سوق العمل.

وهنا، دولة رئيس الوزراء، والسادة الوزراء، ولكل طريقة في التعامل مع التقارير، نرى التجاوب مع هذه الأخبار.

مصر سجلت درجة 161. الحد الأقصى النظري لهذا الرقم القياسي الذي لم تصل اليه دولة علي الاطلاق هو 325

عندما أقارن مصر بمحيطها الإقليمي، وهو الشرق الأوسط وشمال أفريقيا وأفغانستان وباكستان، الرقم في هذه المنطقة 147. فالمسئول عن مقارنات هذه التطلعات يقول: أبشر، نحن أفضل من غيرنا، نحن 161 والمتوسط 147، فقد تفوقنا.

ممكن اخر يسأل: ما هي المقارنة مع شريحة الدخل الأدنى المتوسط، وهي الشريحة التي تنتمي إليها مصر؟ سنجد ان الرقم في هذه الشريحة هو 153، ومصر أعلي عند 161. فأيضاً نحن أفضل من غيرنا. ولكن الدول التي تتطلع إلى أكثر من ذلك، حتماً لا تنظر فقط إلى المتوسطات في المناطق المحيطة، وليس إلى شريحتها الدخلية فقط، ولكن تنظر إلى الأعلى أداءً كذلك.

وهذا هو العالم الجديد، الذي لم أملّ على مدار الخمسة عشر سنة الماضية من أن أؤكد: أن العالم اقتصاديا يتجه شرقاً. العالم يتجه حيث الصين واليابان وكوريا وفيتنام وأخواتها.

الدولة الأولى في التصنيف لرأس المال البشري، اليابان 284. الدولة الثانية سنغافورة 282. الغرب ظهر بالدولة الثالثة وهي هولندا 271. الصين 220ماليزيا 201 أمريكا في الغرب 252 بريطانيا 261. وفيتنام 216 ونتذكر أيضا أن مصر 161

فهنا هي قضية اختيار. إما أن نرضى بالمتوسط، وهو جيد، وهو مناسب، ويساعد على بعض النمو والارتياح النسبي.

ولكن في هذا العالم شديد التغير، يجب أن أنظر إلى الأفضل دائماً. والأفضل يوجد اليوم في الشرق، وهناك بعض الومضات باقية في الغرب، إذا تكلمنا على أن القرن التاسع عشر كان قرناً بريطانياً بسبب الثورة الصناعية وللتعلم الأفضل، والقرن العشرين كان قرناً أمريكياً بسبب التعليم وللصناعة والتنافسية، فهذا القرن، ونحن في بداية الربع الثاني منه، هو حتماً قرن آسيوي، وفي صدارته الصين.

الدراسة التي أمامنا تؤكد تحسن معدلات الحضور بصورة واضحة. أفاد 74 في المائة من المعلمين و82 في المائة من مديري المدارس بوجود تحسن في انتظام الطلاب. هذه ميزة متميزة.

انخفض متوسط كثافة الفصول من 46.2 طالباً في العام الدراسي 2022/2023 إلى 38.1 طالباً في العام الدراسي 2025/2026. نقطة مهمة.

الاستفادة من الفراغات: تقريباً 98,744 فراغاً غير مستغل أو قليل الاستخدام، تم إدخالها في الاستخدام التعليمي المنتظم كفصول دراسية، بما وسّع الرصيد الوطني من الفصول بنحو 20% خلال عام دراسي واحد. وهو أمر متميز.

أبدى 81 في المائة من المعلمين و91 في المائة من مديري المدارس آراء إيجابية تجاه تعديلات المناهج. هذه من الأمور المبشرة التي يجب الارتكاز عليها والارتكان إليها فيما هو أهم في الارتقاء بالدولة وإصلاح التعليم.

نبدأ أولاً بإعادة بناء شروط التعلم نفسها، بانتظام الطلاب في الحضور، بتواجد المعلمين، بتقليل الكثافات، كما استعرض التقرير. ولكنها بداية للطريق وليست نهاية الطريق. في الوقت نفسه، يجب أن نوضح أن الدراسة نفسها تؤكد أن قياس التحسن الفعلي في نتائج التعلم ما زال يمثل التحدي القادم.

وهذا ليس عجزاً، بل دليل على أن الإصلاح يدار بمنهجية علمية تعترف بما تحقق وما لم يتحقق بعد. لم أعلم أن زملائي في اليونيسف يجاملون على الإطلاق في تقاريرهم. وهذا التقرير، مرة أخرى، يؤكد هذا الحياد وهذه الموضوعية، وهذه البيانات والأدلة شاهدة على ذلك.

لدينا اليوم أكثر من خمسة وعشرين مليون طالب في التعليم قبل الجامعي. وفقاً لليونسكو، النظرة إليها أنها كتلة بشرية يمكن أن تتحول إلى قوة اقتصادية هائلة، أو إلى ضغط اقتصادي واجتماعي كبير، إذا لم ننجح في بناء المهارات المطلوبة للمستقبل.

وأحسب أننا سننجح مرة أخرى بالممكنات، وبما تم من العمل والبناء عليه.

الممكنات، وفقاً لإستر دوفلو، الحائزة على جائزة نوبل في لاقتصاد، ثلاثة: تمويل، تكنولوجيا، ومحفزات تغير من السلوك. من غير الثلاثة، لن يتغير أي شيء في أي مجال لدينا.

حصلت على جائزة نوبل بسبب أعمالها في مكافحة الفقر. أي تغير يحتاج إلى التمويل، التكنولوجيا، والمحفزات. وبدونها، لن يستطيع الفريق المتميز مع معالي وزير التربية والتعليم الوصول للنتائج المرجوة واليسيرة التخطيط إذا ما توفرت.

هل التجارب الدولية تقدم لنا دروساً؟ نعم.

الهند استخدمت التمويل المشترك لدمج التمويل الحكومي مع التمويل التنموي.

البرازيل استخدمت بنوك التنمية لتمويل البنية التعليمية. إندونيسيا استخدمت الصكوك طويلة الأجل السيادية لتمويل برامج بناء المدارس. المغرب استخدمت آليات تمويل متعددة السنوات لدعم إصلاح التعليم. التعليم والتحول الرقمي يبقى نموذجاً متميزاً للغاية، أقدمه لدولة رئيس الوزراء بنفسه للنظر فيه.

لأن لدينا مشكلة حقيقية في موضوع الديون، وأنها تستخدم جانباً معتبراً من الموازنة العامة للدولة وتستهلك جانباً كبيراً من الإيرادات العامة للدولة. وكنت أتمنى أن ما ينفق على التعليم والرعاية الصحية والبنية الأساسية في بلادي يتجاوز ما ننفقه على خدمة الديون. ولكن ليس هذا هو الأمر، وإن كنا في إطار من التحسن المستمر للسيطرة على الديون، وبالتركيز على السيطرة على خدمة الديون.

هناك تجربة من ساحل العاج، كوت ديفوار، بإعادة تمويل 400 مليون يورو من الديون التجارية، بوفر 60 مليون يورو كقيمة حالية صافية. وتم استخدام الوفر، مليون يورو، لاستحداث 33 مدرسة جديدة تخدم نحو 30 ألف طالب، كبداية لما يعرف بمبادلة الديون من أجل التنمية.

مبادلة الديون ليست فقط من أجل تمويل المناخ، ولكن هذه الطريقة من الممكن استخدامها في مصر، والبنك الدولي عنده نموذج جيد في هذا الموضوع.

إذاً سنحتاج إلى التمويل، ومشاركات أوسع مع مؤسسات التمويل الدولية، وبنوك التنمية، وأدوات تمويل مبتكرة، وصناديق وطنية لدعم التوسع التعليمي. ولكن يجب أن يكون ذلك كله في إطار الموازنة العامة للدولة الموحدة.

مهما تحدثنا عن تكنولوجيا أو التمويل، يبقى العنصر الحاسم وهو المعلم. فأي توسع في التعليم المتميز لن ينجح دون تدريب مستمر، وحوافز عادلة، وبناء حقيقي لقدرات المعلمين.

وقد بشرنا معالي وزير التربية والتعليم بتحسن هو بداية أيضاً في إفادة المعلمين في مصر. وأرجو أن يأتي اليوم الذي يكون فيه المعلم في المدرسة وعضو هيئة التدريس في الجامعة من الأعلى دخلاً في المجتمع، وفقاً لأولويات وجدناها في دول أخرى.

صندوق النقد الدولي لديه رقم قياسي عن الاستعداد الذكاء الاصطناعي.

نحتاج أربعة أمور.

الأمر الأول هو الاستثمار في رأس المال البشري وسوق العمل.

الأمر الثاني: البنية التحتية الرقمية. بما يشمل ذلك مراكز البيانات وشبكة الإنترنت وسرعتها، إلى غير ذلك.

الأمر الثالث: إعادة التدريب والابتكار وتطوير النسق الاقتصادي المعين للعمل في إطار التحول الرقمي والذكاء الاصطناعي.

والأمر الرابع هو أن نتعامل مع موضوع الحوكمة وأخلاقيات التعامل مع الذكاء الاصطناعي.

البشر في القلب من هذا كله. تحدثت عن جائزة نوبل في الاقتصاد، وأستشهد بحائزٍ آخر على جائزة نوبل، وهو بول رومر، الذي أثبت أن النمو والتنمية لا يحدثان إلا بثلاثة بداية: ليس بالثروات الطبيعية، وليس بالأراضي، ولكن بالبشر وأفكارهم، ثم تأتي الأشياء الأخرى من رأس المال والموارد إلى غير ذلك.

أؤكد مرة أخرى أننا بصدد تقرير مهم لموضوع هو الأخطر لمستقبل مجتمعنا، وهو الأهم لتطوير الأوضاع إلى الأفضل اقتصادياً وتنموياً. والتعليم ليس مجرد قطاع خدمي، بل هو الاستثمار الأهم في مستقبل مصر، وفي قدرتها على تحقيق النمو والاستقرار والقدرة التنافسية خلال العقود القادمة.

ومن المؤكد أنه إذا أرادت مصر، فبمشيئة الله لا عائق يعيقها عن تحقيق ما أرادت. فمصر لا تريد أبداً إلا الخير.

ويستند فخ ثوسيديديس إلى رأي المؤرخ الإغريقي، الذي يحمل الفخ اسمه، بأن صعود أثينا المطرد كقوة صاعدة والخوف الذي أثاره في إسبرطة كقوة قائمة مستقرة جعلا الحرب حتمية.

أما فخ كيندلبرجر فيدور حول غياب القائد الدولي عند الحاجة لضبط الأمن وحفظ الاستقرار العالمي. فوفقاً للاقتصادي تشارلز كيندلبرجر فقد حدث الكساد الكبير في الثلاثينات بعد الانهيار المالي العالمي، لأن بريطانيا لم تعد قادرة على القيادة، والولايات المتحدة لم تكن راغبة فيها. وقد ترتب على ذلك تعرض المنافع العامة العالمية لاضطراب مع غياب مقرض الملاذ الأخير وعدم تنسيق السياسات الاقتصادية الكلية، فحدث الكساد بتبعات جسيمة انتهت بنشوب الحرب العالمية الثانية.

واستدعى غراهام أليسون، الأستاذ بجامعة هارفارد، مصطلح فخ ثوسيديديس في كتابه «مصيرهم الحرب» الصادر عام 2017، لشرح تصاعد التوتر بين الولايات المتحدة المهيمنة والصين الصاعدة. ووفقاً لدراسة أليسون فهناك 16 حالة يرصدها التاريخ منذ صراع أثينا وإسبرطة، بين قوى صاعدة وأخرى قائمة انتهت 12 منها بالحرب. وفي تقديري أن ما يمنع الوقوع في مستنقع «الحرب التقليدية» بينهما أمران: الأول قوة الردع المتبادلة بين دولتين نوويتين، والثاني هي حكمة الصين بضبط النفس وعدم التصعيد.

وفي أثناء الزيارة الأخيرة للرئيس الأميركي دونالد ترمب إلى الصين، ورد مصطلح فخ ثوسيديديس في كلمة الرئيس الصيني شي جينبينغ، بتأكيده على أن «التحول العالمي الذي امتد على مدار قرن يتسارع». وطرح تساؤلاً: «هل ستستطيع الصين والولايات المتحدة تجاوز ما يسمى فخ ثوسيديديس، وإيجاد نموذج جديد لعلاقات الدول الكبرى لمواجهة التحديات العالمية معاً وتوفير مزيد من الاستقرار للعالم؟»، فالرئيس الصيني يكرر ما ذكره من قبل، منذ عام 2013، في مناسبات دولية عديدة، خاصة عند لقائه مع القادة الأميركيين، من أنه لا حتمية للسقوط في فخ ثوسيديديس، وأن المشكلة ليست في صعود الصين إنما الخوف من صعودها.

وإذا أمكن، حتى الآن، تفادي السقوط في فخ ثوسيديديس الذي يدور حول صراع القوى، فإن فخ كيندلبرجر أقرب خطراً لغياب التنسيق الدولي الفعال في قضايا رئيسية. وتتصاعد مخاطر عدة لا يمكن إدراكها بمعزل عما تعانيه العلاقات الدولية من غياب للثقة في قواعدها ومعاييرها، وحوكمة المؤسسات الدولية وتراجع قدراتها على إنجاز مهامها وتضخم النزاعات الجيوسياسية وآثارها. ونرى اليوم نماذجَ عدة لقصور التعاون الدولي منها الديون السيادية التي تعاني منها بلدان نامية، ومهددات الصحة العامة على النحو الذي تجلى في أزمة كورونا، فضلاً عن مخاطر تغيرات المناخ.

وبين الفخين تتصاعد المخاطر بتداعيات وتكاليف لا تقع أعباؤها فقط على القوى المتصارعة فحسب، بل على الدول الأفقر التي تعتمد على استقرار النظام لتيسير التجارة والتمويل والتوقي من الصدمات. وليس من عجب، في ظل هذه الأوضاع، أن يتكرر حدوث الأزمات بتداعيات اقتصادية واجتماعية حادة. ومعها تتردد مقولات أن مع كل أزمة محنة ومنحة، لكن لا يرى عموم الناس منها إلا المعاناة مع المحن، مع كلمات للطمأنة بأن ما يعانونه من العوارض المؤقتة لعواقب غير مقصودة.

وإذا كانت الحرب هي استمرار للسياسة بوسائل أخرى، كما قال المفكر العسكري البروسي كارل فون كلاوزفيتس في كتابه عن الحرب المنشور في عام 1832، فللحرب أيضاً وسائل أخرى غير عسكرية ومن أخطرها الاقتصاد. ومن وسائله وعتاده حروب التجارة والعملات والعقوبات المالية وتسليح سلاسل الإمداد، وتقييد تصدير الطاقة والمستلزمات التكنولوجية.

وفي عالم وصفته في مقال سابق بأنه منزوع الأوصال، تتصاعد حمى التوتر والصراع الجيوسياسية مع هشاشة الإطار المؤسسي الدولي، وجموده بما يعجز معه أمر حسم النزاعات والخلافات التي تنشب خاصة في مجالات التجارة وتصاعد الحمائية فضلاً عن قيود الاستثمار والتكنولوجيا. ويشرح المحلل السياسي إدوارد فيشمان في مجلة «فورين أفيرز» كيفية القيام بحرب اقتصادية، فالعالم لم يعد قائماً على التعاون بل الاستقطاب والتفتيت. وضرب أمثلة بالتوتر والصراع في «نقاط الاختناق»، التي تعرف بإحكام سيطرة دولة واحدة عليها، وعدم وجود بدائل ميسرة لها، ويمكن استخدامها في الضغط على الخصوم والغرماء. وقد تختلق نقطة اختناق من خلال استخدام أدوات ومنتجات اقتصادية مثل الدولار الأميركي، وأشباه الموصلات، والمعادن الحرجة النادرة.

ومن الملاحظ أنه كلما استخدمت الولايات المتحدة قوتها الاقتصادية سلاحاً، سارعت البلدان الأخرى في البحث عن بديل سريع لتقليل الاعتماد عليها. فمع تسليح الدولار ونظمه، لجأت البلدان للذهب وأصول مالية أخرى، وتبنت نظم دفع بديلة عوضاً عن تقييد استخدام السويفت كما فعلت الصين وروسيا. كما ظهر جلياً ما اتخذته الصين من إجراءات لتحقيق سيادتها التكنولوجية في زيارة الرئيس ترمب الأخيرة لها. وليس السبيل للاستقرار الدولي بمنع المنافسة واستنزاف الطاقات بعرقلة الدول الصاعدة في سباق الأمم. ولا يكمن الحل في استبدال قوة مهيمنة بأخرى حتى لا يحدث فراغ وتجنب فخ كيندلبرجر، فالعلاج يكمن بنظام كفء وعادل متعدد الأطراف، يتمتع بالشرعية والثقة في قواعده. والبداية الأوفق تأتي بتوطين التنمية ودفع التعاون الإقليمي.

Academia Changes What We Measure — And Therefore What We Finance

The most powerful thing academia ever did for development finance was not a paper — it was changing how we define progress.

For decades, GDP dominated political and financial decision-making. But GDP measures economic activity, not whether people are healthier, more educated, more resilient, or living within planetary boundaries. Academia played a central role in challenging that paradigm and expanding the global understanding of development beyond income and output alone.

• In 1990, Amartya Sen and Mahbub ul Haq created the Human Development Index (HDI) to challenge GDP as the sole measure of national progress. It was a profoundly academic intervention, but its consequences were political and financial. Governments that adopted the HDI increasingly directed public spending toward health, education, and human capabilities — not only economic growth. The metric changed what policymakers were evaluated against, and that changed where money flowed.

• Today, the “Beyond GDP” debate is becoming central to discussions on sustainable finance, climate resilience, and long-term prosperity. Concepts such as inclusive wealth, natural capital accounting, multidimensional poverty, well-being indicators, and resilience metrics are increasingly shaping sovereign risk assessments, ESG frameworks, MDB investment approaches, and SDG financing strategies. Academia is not observing this shift from the outside — it is designing the intellectual architecture behind it.

• Similarly, 193 countries now report against 169 SDG targets and 231 indicators. That monitoring architecture — built largely by academic statisticians, economists, and researchers — creates political accountability. Countries that rank poorly face pressure. Investors increasingly use SDG performance as a signal. The SDSN’s annual SDG Index has been cited by governments, MDBs, and institutional investors in policy and investment decisions.

• The Intergovernmental Panel on Climate Change is perhaps the clearest recent example. The concept of the “carbon budget” — developed by climate scientists in the IPCC’s Fifth Assessment Report — directly shaped the net-zero architecture of the Paris Agreement in 2015. The science did not merely inform the policy — it defined its architecture. And the Paris Agreement subsequently reshaped the global climate finance ecosystem: green bonds, climate taxonomies, central bank stress tests, and MDB climate mandates all followed.

When academia changes the metric of success, it changes political incentives — and financial systems eventually follow. The HDI, the SDG Index, and the carbon budget are not simply academic outputs. They are governance instruments in academic form.

But Academia Must Also Transform Itself

If academia wants to shape political and financial decisions at the speed and scale the SDGs require, it cannot continue operating under business-as-usual models. The challenge today is not only producing knowledge — it is producing relevant, representative, and actionable knowledge fast enough to matter.

• Speed: The average time from academic research to policy adoption is 17 years. The 2030 deadline is now only four years away. A system that takes years to move from research to peer-reviewed publication, and then additional years to influence policy, is fundamentally misaligned with the urgency of the SDG and climate agenda.

• Geography: The knowledge most needed for achieving the SDGs is knowledge grounded in the realities of the Global South and produced by researchers from the Global South. Yet global knowledge production remains highly concentrated. In 2023, the top ten research-producing institutions were all based in the US, UK, or China. Meanwhile, less than 10% of authors contributing to the IPCC AR6 were from Africa, despite Africa being among the regions most exposed to climate impacts.

جو ربيعي صفو ساطع الشمس دفعني للتجول في لندن، وقادتني قدماي إلى شارع كوينز واي حيث استمعت في أحد مقاهيه إلى أغنية جورج وسوف الشهيرة "كلام الناس" لأول مرة منذ أكثر من ٣٠ عاماً، وتحديداً في عام ١٩٩٥، وكانت الأغنية قد صدرت قبلها بشهور من كلمات أحمد شتا وألحان صلاح الشرنوبي- عرفت هذه المعلومات مؤخراً فالشاعر والملحن مستتران بفنيهما حتى تستلزم الأغنية اكتمال المعرفة بأطرافها، وقد يظل مشاركون فيها بعيدين عن المعرفة كحال الموزع والعازفين ومساعديهم، رغم إسهامهم.

الأغنية ذاع صيتها وانتشرت لوقع ألحانها وسهولة كلماتها وتميز صوت مغنيها، كما يرتاح لمعاني كلماتها جمهور المستمعين. فكم من كلمات تلقى يلوذ الناس منها فراراً إذا ما وصفتهم بما ليس فيهم، أو صادف الوصف حقيقة يؤلمهم أن تعرف عنهم أو يعرفون بها. والناس أصناف في تعاملهم مع الكلمات ودوافعها وآثارها. فمنهم من تكون الكلمات بخيرها وشرها وقوداً دافعاً لانطلاقاتهم، ومنهم من تحبطه كلمات حتي يبلغون بها مشارف نهاياتهم، ومنهم من لا يتأثر بها بدافع قوة في الشخصية أو لعدم اكتراث. ومن الكلمات ما يسهم في بناء الأمم، ومنها أيضاً ما يشعل نار الفتن، وينثر بذور الفناء.

ومن الكلمات ما يغير ويطور ويحسن ويساند متلقوها وينقل لهم دروساً وعبراً. وهذه هي الكلمات التي سأرصدها في هذه السلسلة. جاء بعضها على ألسنة من تحدثت إليهم وجاء بعضها الآخر من كتابات اطّلعت عليها أو محاضرات استمعت إليها. المشترك بين مصادر الكلمات ثقتي في مصدرها ووسيط نقلها، وأنها جميعا قد تجاوزت في تأثيرها لحظات خروجها من عقال أصحابها قولاً أو كتابة.

وإلى أن تجتمع هذه السلسلة فيما يصلح به أن تنشر مجتمعة، سأعرضها مجزأة منثورة، لا يجمعها إلا ما ذكرت من فضل الكلمة وخطرها أيضاً. وسأرفق بكل منشور صورة لشجرة، أو أشجار سألتقطها من موقع كتابة ما أنشره دون ترتيب مسبق للمكتوب مع المُصور. والربط بين الكلمات والأشجار لا يحتاج لشرح أو إسهاب في تفسير.
