منذ عودة طالبان إلى السلطة في أغسطس 2021، تحوّلت أفغانستان إلى الدولة الوحيدة في العالم التي تمنع النساء والفتيات رسميًا من التعليم. فبعد أشهر قليلة من فرض دخول الجامعات بشكل مقسّم حسب الجنس وإلزام الحجاب، ألغت الحركة في مارس 2022 قرار إعادة فتح المدارس الثانوية للبنات في اللحظة الأخيرة، لتحرم عشرات آلاف المراهقات من الدراسة، بينما بقي التعليم الابتدائي وحده مسموحًا للفتيات حتى الصف السادس. ثم جاءت الضربة الأخيرة في ديسمبر 2022 حين أعلنت وزارة التعليم العالي وقف تعليم النساء في الجامعات بأمر فوري، لتصبح تقريبًا كل النساء والفتيات فوق سن الثانية عشرة خارج مقاعد الدراسة، في وقت تشير فيه تقديرات اليونيسف إلى أن نحو 850 ألف فتاة أفغانية توقفن عن الذهاب إلى المدرسة.

لم يقتصر الأمر على التعليم فقط. في مايو 2022 أُلزمت النساء بتغطية الوجه بالكامل والبقاء في المنزل وعدم السفر بين المدن دون محرم، وفي نوفمبر من نفس العام مُنعن من دخول الحدائق والمنتزهات والصالات الرياضية والحمامات العامة، وفي ديسمبر مُنعن من العمل في المنظمات غير الحكومية، ما دفع منظمات إغاثة دولية عديدة للانسحاب من بلد يعتمد ملايين سكانه على هذه المساعدات. مع كل قرار جديد، كانت الدائرة تضيق أكثر حول حياة المرأة الأفغانية حتى أصبحت شبه غائبة عن الفضاء العام بالكامل.

بنات القادة يدرسن في الخارج بينما الشعب محروم

المفارقة الصادمة التي تكشف حقيقة هذا القرار ليست في القانون نفسه، بل في من يُطبَّق عليه ومن يُستثنى منه. فبينما بنات الشعب الأفغاني ممنوعات من التعليم، تشير تحقيقات شبكة “محللي أفغانستان” (AAN) إلى أن عددًا من كبار قادة طالبان يرسلون بناتهم للدراسة خارج البلاد، وتحديدًا في قطر وباكستان. فبنتا المتحدث باسم حكومة طالبان سهيل شاهين تدرسان في الدوحة، وابنة وزير الصحة قلندر عباد تخرّجت من كلية الطب، كما أن ابنة أحد وزراء طالبان الحاليين تدرس الطب في إحدى جامعات قطر. أحد مسؤولي طالبان المقيمين في قطر اعترف لشبكة AAN بأنه سجّل أبناءه الخمسة، ثلاثة أولاد وبنتين، في المدارس المحلية لأن كل أطفال الحي كانوا يذهبون إلى المدرسة، وأضاف مسؤول سابق آخر أن عائلات طالبان المقيمة هناك لديها رغبة قوية في التعليم الحديث لأبنائها وبناتها دون أي اعتراض من أحد.

بل إن تقارير أخرى كشفت أن الأمر لا يقتصر على الخارج: الممثل الاسكتلندي ديفيد هايمن، مؤسس جمعية “سبيريت إيد” الخيرية، صرّح لصحيفة The Herald بأن مدرسة صغيرة تديرها جمعيته داخل أفغانستان نفسها، وتضم نحو 80 تلميذًا وتلميذة، يرسل إليها أفراد من طالبان بناتهم سرًا، في الوقت الذي يحرمون فيه بقية بنات البلد من الفرصة ذاتها. ووصف هايمن هذا السلوك بأنه ازدواجية صارخة من جانب من يمنعون تعليم الغالبية بينما يؤمّنون التعليم لأبنائهم هم. عامل إغاثة أجنبي وصف الأمر لصحيفة عرب نيوز بأنه “نفاق مطلق”، مضيفًا أن قادة طالبان لا يخضعون لمنطق عالمي فيما يخص الصواب والخطأ، بل يتبعون منطقهم الداخلي الخاص ولا يشعرون بأي حاجة لتبرير قراراتهم أمام أحد.

أب في قندهار وحلم مؤجَّل

قصة “زارام”، وهو اسم مستعار لأب من إقليم قندهار الريفي الجنوبي، تلخّص أثر هذه السياسة على الناس العاديين. الرجل الذي حُرم هو نفسه من تعليم كافٍ في صغره كان يأمل أن تحصل ابنته على حياة أفضل من التي عاشها، لكنه شعر بالانهيار حين علم أن التعليم العالي أصبح ممنوعًا عليها بالكامل. قال إنه يشعر بالخجل من نفسه لأنه لا يستطيع أن يوفر لها بديلاً، ولا يعرف ماذا ستصبح عليه حياتها بلا تعليم ولا خيارات سوى الزواج المبكر. هذه القصة الفردية تتكرر بصيغ مختلفة في ملايين البيوت الأفغانية، بينما تكبر بنات القادة أنفسهم في مدارس وجامعات محترمة خارج حدود البلاد.

هذا النفاق لم يمر دون رد فعل داخلي. طالبات في إقليم ننكرهار الشرقي عطّلن امتحانات زملائهن الذكور تضامنًا معهن، وطلاب طب ذكور في نفس الإقليم قاطعوا امتحاناتهم النهائية احتجاجًا على حرمان زميلاتهم، وأستاذ جامعي في كابل مزّق شهاداته على الهواء مباشرة قائلاً إنه لم يعد بحاجة إليها ما دام البلد لم يعد مكانًا للتعليم. مجلس الأمن الدولي نفسه أعرب عن “انزعاج بالغ” من هذا التآكل المتصاعد لحقوق الإنسان، وطالب طالبان بالتراجع الفوري عن هذه السياسات، لكن الحركة ردّت بأن على الدول الأجنبية عدم التدخل في شؤونها الداخلية.

صدى مألوف في الوطن العربي

المفارقة الأفغانية، رغم قسوتها الاستثنائية، ليست غريبة كليًا عن نمط أوسع يتكرر بأشكال أقل وضوحًا في أنحاء متفرقة من الوطن العربي. فبينما لا تصل أي حكومة عربية إلى حد منع التعليم بقانون صريح على أساس الجنس كما فعلت طالبان، إلا أن الفجوة بين “تعليم النخبة” و”تعليم العامة” حاضرة بقوة في أكثر من بلد: مدارس حكومية تعاني من الاكتظاظ ونقص الموارد وضعف تأهيل المعلمين في مقابل مدارس وجامعات دولية باهظة التكلفة لا يستطيع الوصول إليها إلا أبناء الطبقة السياسية والاقتصادية المتنفذة، والتي غالبًا ما ينهي أبناؤها تعليمهم في الخارج بشهادات مرموقة قبل أن يعودوا لتولي مواقع نفوذ لم يعبروا فيها بنفس الطريق الذي يعبره أقرانهم من الطبقات الأخرى.

هذا التفاوت ليس مجرد فارق في جودة التعليم، بل ينتج عبر الزمن فجوة اجتماعية عميقة يشعر معها كثيرون بأن الفقر والجهل ليسا قدرًا حتميًا، بل نتيجة مباشرة لسياسات تُبقي الأغلبية بعيدة عن أدوات الصعود بينما تحتكر النخب الحاكمة أفضل الفرص لأبنائها. وهو ما يفسّر جزئيًا لماذا كانت مطالب “العدالة” و”تكافؤ الفرص” و”الكرامة” حاضرة بقوة في أغلب الحراكات الشعبية التي شهدتها المنطقة خلال العقدين الأخيرين، من دون أن يعني ذلك أن كل دولة عربية تعيش الظاهرة بنفس الحدة أو بنفس الأسباب.

الفارق الجوهري بين الحالتين هو فارق في الدرجة لا التصنيف الأخلاقي الكامل: في أفغانستان، الحرمان معلن وصريح بقانون يستهدف نصف المجتمع بالكامل بسبب الجنس فقط، بينما في أغلب الدول العربية الفجوة أكثر ضمنية، تمر عبر آليات اقتصادية واجتماعية غير مباشرة كضعف الاستثمار في المناطق الفقيرة والريفية. لكن في الحالتين، يبقى السؤال نفسه مطروحًا بقوة: كيف يمكن لسلطة أن تقصّر في توفير تعليم كريم لأبناء شعبها بينما تحرص هي بنفسها، أو محيطها المقرّب، على أفضل تعليم ممكن لأبنائها؟ الجواب، كما تكشفه هذه الحالات مجتمعة، هو أن التعليم ليس مجرد أداة معرفة، بل أداة قوة ونفوذ، والنخب الحاكمة تدركها جيدًا حين تحتكرها لنفسها بينما تحرم منها من تحكمهم.

From this recurring situation, the word gradually broke away from its original meaning and turned, in colloquial dialects, into an expression of not caring about something, mocking it, or considering it not worth any attention at all.

In fairness, there’s no single historical document that settles exactly how “طز” made the leap from an answer given at a customs checkpoint to a popular expression of indifference spread across the Arab world; the historical accounts available explain the word’s origin and its literal meaning, but they leave a gap between that Ottoman-era moment and how it’s used across the Arab world today. It’s likely that this shift didn’t happen through one decision or a single event, but through a long, undocumented process of everyday contact between languages — merchants, soldiers, and travelers who moved between Ottoman and Arab lands over centuries carried words and expressions with them that slowly entered colloquial speech, with their meanings shifting a little with every generation that used them in a new context, until “طز” finally settled into the meaning we know today. Many loanwords in Arabic slang followed the same path: starting out with a specific, practical meaning, then gradually sliding, through repeated use, toward a broader emotional or expressive one, without anyone documenting that journey step by step.

Today, when someone says “طز فيك” or “طز في الموضوع كله,” they’re obviously not thinking about salt or Ottoman borders at all. “طز” has become a ready-made, shorthand way of expressing indifference — as when someone says “طز فيه خليه يعمل اللي هو عايزه,” meaning their opinion or behavior simply doesn’t matter to them — as well as dismissiveness and downplaying, when people decide something doesn’t deserve all the fuss or argument around it; as a way of shutting down a discussion, said sometimes just to end a pointless argument, as if to say “enough, there’s no point continuing”; and as a form of light-hearted mockery, said with a smile rather than anger, carrying more playfulness than real hostility.

What’s striking about the story of “طز” is how it shows the way an entire cultural habit can sometimes form out of a small, passing moment. A word originally said to dodge a tax on a bag of salt eventually turned into one of the most expressive words for a psychological state everyone knows well: that moment when you decide not to let something trivial take up your time or peace of mind. i remember all of it. every year sits inside me like a record i never asked to be given. i remember being the kid who wanted to matter and had nowhere to put that wanting, so it just sat there, growing. i remember it being the best part of me and the most exhausting part of me at the same time. it was the reason i read everything i could get my hands on, watched everything, studied the people who came before me, took apart what they made piece by piece the way you take apart an engine to understand why it runs. i was obsessed. i am still obsessed. i do not know a different way to be.

mastery was never gentle. i never expected it to be. it is total immersion, letting something take you over until your mind returns to it on its own, without permission. it is practice long after it stops feeling good, and study long after your body wants to stop, and a devotion so unreasonable that people watching you call it too much. let them say it. anything worth building deserves to be built past the point of comfort.

i want to be one of the great ones. people don't usually say that out loud. it sounds arrogant, or naive, or like you're setting yourself up to be laughed at by your own ambition. but i am saying it anyway. i have wanted it for as long as i can remember and i am done shrinking the wanting to make it more comfortable for other people. i am inspired by everyone who sat in their own smallness and refused to stay there, by everyone who built something out of nothing and left it behind for the rest of us to stumble on exactly when we needed it.

i want to be remembered for love. for the work. for something that mattered to people who never once knew my name. i want someone to come across what i made twenty years from now and feel exactly what i felt while making it. i want to leave the kind of thing that stays. something that finds someone in a hard year, even if i am long gone and never know that it did. i think that would be enough for me. to have left something behind that made a stranger feel a little less alone.

i know i go looking for problems inside the solution sometimes. i know i worry about the worrying itself. i know there are days when all this wanting feels less like a wing and more like something i'm dragging behind me. days when i wonder if wanting this much out of one life is eventually going to break something in me. but i am still here. still reading, still watching, still taking things apart to understand how they work, still up too late with something turning over in my mind that will not let me sleep. there is still so much in me that wants to become something.

i have a dream and i am protecting it. because no one else is going to do that for me. because it is mine, it has always been mine, i have carried it this far on my own, and i am not putting it down now.

not for anyone. not even for the people i love the most.

After the First World War, Europe emerged from the wreckage with no answers. Tens of millions had been killed by new industrial weapons — machine guns, bombs — and entire economies collapsed under the weight of debt and war reparations. Italy, despite standing among the victors, felt betrayed when the gains it had been promised never materialized. Germany was in a far worse position: millions of soldiers lost, vast territories stripped away, and crushing debt that sent its currency into total collapse. Amid this humiliation and rage, societies began to ask themselves whether the existing democratic order could actually save them, or whether something radically different was needed.

One option on offer was communism, modeled on the Bolshevik revolution that had overthrown the old order in Russia and promised workers control of the land and the factories. But alongside this communist tide, a very different option emerged, led by a former soldier named Mussolini — himself a former socialist expelled from his party for supporting Italy's entry into the war. Mussolini founded a small club of angry veterans and began building a narrative: Italy's problems came not only from betrayal by its allies, but from internal "sicknesses" — communism, socialism, and even liberal democracy itself, which he described as having "drowned in compromise," incapable of resolving anything.

Here lies the first hallmark of fascism: the glorification of violence as a tool of purification and nobility. Mussolini believed the men who had fought the war were a new elite, forged by suffering rather than birth, destined to replace the "weak" elites produced by democracy. For his movement he chose the symbol of the fascio — a bundle of sticks bound together around an axe, an ancient Roman emblem signifying that individual strength is weak, but unity under a single banner is unbreakable. From this symbol came the name "fascism."

Mussolini's small groups quickly hardened into armed militias known as the Blackshirts, who fanned out across the country to attack socialists and communists, burn their headquarters, wreck their newspapers, and in some cases kill their leaders. The irony is that Italy's divided, weak government did nothing to stop them — and many wealthy businessmen and landowners actually financed these militias, because they were smashing labor strikes and protecting their interests from the "communist threat." This is the second hallmark of fascism: its acceptance by economic and political elites as a useful tool against a common enemy, however brutal its methods.

When the situation became untenable, and the king realized the army itself was sympathetic to the fascists, he chose to cut a deal rather than confront them — inviting Mussolini to become prime minister. From that moment, Mussolini began dismantling democracy from within: silencing the press, creating a secret police, banning rival parties, and finally abolishing elections altogether. The arc was complete: from a small gang, to a violent militia, to legitimacy granted by elites, to total control of the state, to the destruction of democracy from within, and finally to the mobilization of the entire nation into a project of expansion and war.

In Germany, Adolf Hitler followed almost the same road, but added an extreme racial dimension. He exploited the collapse of the German economy after the war and the myth of the "stab in the back," the claim that Germany had not been defeated militarily but betrayed by its own politicians and communists. Hitler built a false racial theory around a "pure Aryan race" supposedly responsible for every great civilization, and blamed Jews for all of Germany's misfortunes. After a failed coup attempt in Munich in 1923 landed him in prison, Hitler concluded that violence alone was not enough to seize power — that he had to follow the same path Mussolini had: win legitimacy through democracy itself, then destroy it from within.

After the Great Depression of 1929 sent German unemployment to catastrophic levels, Hitler's rhetoric found an ever more receptive audience. Once again, political and economic elites decided to embrace him, believing they could "keep him in check" and use him against the communists. No sooner had he become chancellor than he exploited the burning of the Reichstag to declare a state of emergency, suspend the constitution, ban rival parties, and become an absolute dictator within less than a year and a half. From there began his criminal racial project, which ended in a second world war and a genocide that claimed the lives of millions of Jews and other minorities.

Comparing these two experiences reveals shared features that can be considered the essence of fascism: beginning with small groups that glorify violence against specific political rivals; constructing a myth of a glorious past stolen from the nation by enemies at home and abroad; promising a single charismatic leader who will deliver "rebirth" and "greatness"; winning acceptance from economic and political elites by presenting the movement as a shield against communism; then using democratic tools themselves to reach power as a prelude to destroying it entirely from within; and finally turning the whole of society into a disciplined military body serving a project of expansion and war.

Looking at the world today, these same features are reappearing one after another. A steady decline in liberal-democracy indicators worldwide. A marked rise in movements openly embracing the symbols and slogans of historical fascism. Leaders who present themselves as the only ones capable of "restoring" the greatness of a nation stripped of its glory. Rhetoric that blames "outsiders" — migrants, religious or ethnic minorities — for every domestic crisis. A growing normalization of political violence through militias and unofficial armed groups. And economic and political elites who, just as their counterparts did a century ago, decide that allying with these nationalist movements is preferable to confronting the left or losing control of the narrative — handing them the legitimacy they need to burrow into the institutions of the state itself.

It's true that scholars of fascism don't all agree on using the word itself. Some prefer the term "illiberal democracy" to describe systems that retain the outward form of elections while gradually hollowing out individual freedoms, wary that "fascism" risks becoming a scare word that loses its analytical force. But even those wary of the term agree on the core diagnosis: what is unfolding is not a natural continuation of twentieth-century liberalism, but a dangerous departure from it, one that bears the unmistakable fingerprints of fascism's historical playbook. The distinction between "full-blown fascism" and "fascism still taking shape" may matter a great deal in academic seminar rooms, but it changes nothing about the fact that the world is retracing, in different details but in an almost identical structure, the very path Mussolini began in Milan and Hitler began in Munich: from an angry fringe, to a violent militia, to legitimacy from elites, to control of the state, to the dismantling of democracy from within by those who had used it to reach power.

The most important lesson from the study of the 1930s is not to withhold the word until every historical condition is met with perfect precision. It is to recognize that fascism never arrived in power all at once — it arrived through a series of small steps that, to the people living through them, seemed containable, temporary, or overstated as a danger. If we wait for the picture to be as complete as it was in 1933, or 1925, before allowing ourselves to sound the alarm, we will have missed exactly the moment when something could still be done. Fascism does not announce itself with a banner. It creeps in step by step, through institutions that still look democratic on the surface. And that is precisely what makes recognizing its patterns today, while they can still be confronted, more important than ever.

He told them: We're going to build a new city here, but wait a little — we need to wait for the right moment.

They asked: And when is the right moment?

He said: I don't know, the astrologers will tell us. When the hour of fortune and the rising star arrives, I'll pull the ropes, the bells will ring, and the workers will hear the sound and start digging — that will be the signal to begin building the city.

But as usually happens in any construction project, the plan didn't go as intended. A crow flew by and happened to land on one of the ropes, so the bells rang before the appointed time. The workers, already impatient, heard the ringing and took it as the signal, dropped everything, and began digging immediately.

The astrologers tried to stop them, saying "wait, it's not time yet," but the workers weren't listening and carried on. At that point the astrologers looked up to see which star was rising at that exact moment, and found it was Mars — known as "al-Qahir," the Conqueror. So they said: fine, then the new city will be named "al-Qahira" (Cairo), after the star that rose at the moment of its founding — as if it would conquer the world.

All of this was by order of the Fatimid Caliph al-Mu'izz li-Din Allah, carried out by his army commander Gawhar al-Siqilli, after he seized Egypt from the Abbasids. And so, in the year 970 CE, the first stones of Cairo were laid — a city born from a simple timing mistake, yet one that has remained standing and thriving to this day, more than a thousand years later.

A city that shaped an empire's ambition

The story of Cairo's founding, however legendary, still tells us something important about the city and its history: a great city with enormous ambitions, built to become the center of the Islamic world — yet from the very first moment, something had gone wrong. Its foundation stone was laid at the wrong time, overriding the auspicious star the astrologers had been waiting for.

Before Cairo, there had been Fustat, al-Askar, and al-Qata'i, but Cairo is the one that endured under the same name to this day. Every era that followed added its own imprint: the Ayyubids built the Citadel, the Mamluks built the Mosque of Sultan Hassan, the Ottomans built the Sabil of Ismail Pasha — and so on, up to the present.

A fortified city from day one

The Cairo that Gawhar built was, from the start, a substantial city, home to a magnificent mosque and the Sultan's palace at its heart, fortified with specific gates — with no direct link to Fustat except through them, since it lay between the hill and the river. Like any Islamic city, its center was the great mosque — al-Azhar — and the Sultan's palace, located in what is now the area of the Mosque of al-Hussein and Khan el-Khalili. Around it stood fortresses and gates, because the world at the time was uneasy, and people needed to be able to shut the city's gates while they slept.

Walking from al-Azhar to Bab Zuweila

If you start your walk at al-Azhar Mosque — the old center of the city — pass by the Dome of al-Ghouri, and take al-Mu'izz Street to its end, you'll arrive at Bab Zuweila and the walls of Cairo. And nearly everything you pass along the way can tell you a story.

Historians, for instance, learned from al-Maqrizi's writings that Cairo's walls under Gawhar were built from large mudbrick, not stone — even though quarries were available nearby. The reason was simple: he was in a hurry, and mudbrick could be prepared and built with far faster than quarried stone. This tells us Cairo was under real threat at the time, and Gawhar needed the walls finished quickly.

Gradually, Egyptians themselves grew invested in these antiquities too — especially amid the long-running debate over Egyptian identity.

Yes, in my childhood, I used to steal different things from my friends at school like pens, for example because I loved pens in an almost obsessive way. I could stay hungry all day, saving the allowance my father gave me in the morning, just so I could go and buy pens. And then he would come afterward and break all of them in front of me. He didn't just break the pens he broke me too. I'm not exaggerating when I say he broke me. He really did break me, literally. He broke my arm once, and my leg too. He would throw furniture at my head daily. My childhood was extremely painful, and I still don't love my father, and I never want to deal with him again. This made it impossible for me to ever ask him for any financial help. I stopped asking anyone for anything I became self-sufficient and completely independent, even in my worst circumstances. To this day, it's rare for me to ask anyone for help. Things have gotten a little better, but not the way they should be.
