As students prepare to head back to school today, many students, teachers, and parents are bracing for what layoffs and CPS budget cuts may mean for them. CPS is closing out a $732 million budget gap this year through a plan that includes 760 teacher layoffs, 801 support staff layoffs, and five unpaid furlough days for CPS employees. When students transition from home to classroom, that change of landscape is sometimes seamless — and other times, notably distinct.

Chicago’s South and West Sides have no shortage of crime and safety problems — and no shortage of kids sliding down the school-to-prison pipeline instead of getting detoured off it, into trades and public safety careers that could actually hold them. That detour starts with repairing the relationship between young people and police. CPS moved in exactly the opposite direction. With teen takeovers spreading and youth apathy running at what looks like an all-time high, the devil’s workshop shouldn’t be the only trade Chicago’s public schools have left to offer.

Two things used to exist in a Chicago public school that don't anymore: an officer whose face a kid knew before anything went wrong, and a shop class that led somewhere. Both got hollowed out by decisions made in the name of protecting the same kids. Neither got replaced with something built at the scale of the problem. That's not the same as saying CPD was pulled out to protect kids from over-policing, and it's not the same as saying the trades unions locked people out — those are the two easy versions of this story, and both are simpler than what actually happened, especially once you notice how a district that calls itself underfunded and kid-first can make a sweeping, citywide change and then grade its own results using metrics narrow enough to keep the hardest questions out of frame.

Start with the officer.

Chicago Public Schools had a uniformed police presence in its buildings continuously since 1966. In February 2024, the Board of Education voted — unanimously — to end it, effective that fall. The reasoning wasn’t invented: the school-to-prison pipeline argument is real, and this project has already taken the underlying pattern seriously in its own reporting on policing. Chicago Teachers Union had been on record since June 2020 wanting the school resource officer (SRO) contract redirected toward restorative justice coordinators, social workers, and trauma supports — an institutional position, stated plainly, not a guess about motive.

Worth flagging before it gets waved around as the final word: a widely cited 2024 study found removing SROs produced no measurable rise in discipline problems or drop in safety perceptions citywide. But by the lead researcher's own account, schools that kept both SROs through the 2024 mandate served more Black students, ran smaller, and already carried higher suspension rates than the schools that gave up officers early — the ones actually driving that "no detrimental effect" finding. So, the highest-need, most heavily Black South and West Side schools held onto their officers longest, which makes them the least-tested part of the sample, not the best-tested. And the study's own stated methodology tracks in-building discipline data only — suspensions, infractions, police notifications, safety perceptions. It has nothing to say about teen takeovers or other street crime involving CPS students, because those happen off campus, after hours, nowhere near anything the study was built to measure.

What actually replaced the officers was something more nebulous in direction. CPS still runs more than 1,400 non-CPD security staff, and the board called the shift a move toward “alternative systems of safety.” But a security guard isn’t a relationship, and neither is a social worker carrying a caseload of hundreds. The one place Chicago actually built the thing social justice educators should dream of — cops as mentors instead of enforcers — is the Chicago Youth Leadership Academy, where 3rd District officers spend a week mentoring Woodlawn-area boys through a University of Chicago partnership. The program has real promise and positive feedback. It’s also one district, one neighborhood, not a citywide program — a proof of concept that was never scaled at the exact moment the citywide version got shut down.

Now the trades.

This one’s a longer erosion, and it’s not unique to Chicago — nationally, federal education data going back to the 1980s shows high schoolers steadily taking fewer vocational courses as districts chased “college for all” outcomes. Chicago rode that wave along with everyone else. What’s real and specific to here is what filled the gap, and when: Dunbar Career Academy got a dedicated construction-trades program built explicitly because Black and Hispanic students had been shut out of union apprenticeships for generations — an IBEW business manager said as much on the record when it launched. The state’s Illinois Works Pre-Apprenticeship Program didn’t exist until 2021. HIRE360’s 40,000-square-foot training center, backed by building-trades money and corporate donors, is newer still. These are real programs doing real work, though DCEO's own numbers some real deficits: the state's 2024 grantee reports show most Illinois Works graduates who apply for a registered apprenticeship end up on a waitlist, not placed in one — several organizations that received $500,000 or more that year placed zero graduates into an actual apprenticeship. They're also recent, narrow, and site-specific — rebuilding, in a handful of locations, what a generation of "every kid goes to college" policy spent decades dismantling citywide, without yet fixing the bottleneck waiting on the other end. That timing cuts against Chicago's own build-out — though it's not the clean win it sometimes gets sold as. The Bureau of Labor Statistics counts more than 400,000 unfilled skilled-trade jobs nationally, with manufacturing-industry estimates putting the country roughly 3.8 million tradespeople short over the next decade. Post-pandemic, young people have been moving that direction largely on their own — vocational-focused community college enrollment has outpaced traditional four-year growth since 2022, per National Student Clearinghouse tracking. But a 2025 WalletHub ranking of entry-level jobs found some of those same trades — welding, electrical work, plumbing — sitting near the bottom for job security, with unemployment running more than three times higher than typical entry-level office work. That's not an argument against trades. It's an argument against treating any single lane — college, trades, public safety — as the automatic fix for every kid. What actually got taken out of Chicago wasn't just a shop class; it was the range of real, working options a kid and a counselor could build a plan around. Chicago's site-specific rebuilding hasn't come close to putting that range back.

Why these policies matter most.

Public safety is one of the single most important indicators of a community’s ability to build wealth through assets — neighborhoods hit by a surge in gun violence see real, measurable losses in home value and business investment, not just a feeling of danger. The rhetoric around police reform hasn’t matched the consequences. Cook County Sheriff Tom Dart shut down his office’s entire electronic monitoring program in April 2025, saying on the record that the SAFE-T Act had made it impossible to run safely — a warning that landed hardest after a man on an ankle monitor with repeated, unaddressed violations allegedly set a woman on fire on the Blue Line. ShotSpotter’s removal cuts a specific way, too: homicides fell in the neighborhoods that lost it, though the correlation may not equal causation. Also, “violent crime” broadly dropped in that same window, and per Brookings research, actual gunfire generates a 911 call only about 12 percent of the time without something else catching it — while CPD itself once claimed ShotSpotter had caught “hundreds of shootings that otherwise would have gone unreported.” A drop in reported violence in a neighborhood that just lost its detection system is at least as likely to mean less got heard as it is to mean less happened. All of that compounds with the city’s ongoing battle to curb teen mobs. We talk a lot about safe spaces for teens. That starts with public safety, homeownership, and building wealth through assets.

The median Black family in Chicago has a net worth of $0, per the Institute on Race, Power and Political Economy. The gap doesn’t close with a degree — it grows: among Chicago respondents without a bachelor’s degree, white families hold $135,700 more wealth than Black families; among bachelor’s degree holders, that gap widens to $260,000. Black youth cannot afford to be inflexible in their income streams as they try to make up for a lack of assets that could otherwise springboard their careers and soften their mistakes. Black parents cannot afford to let schools make broad changes that strip away the only father figures and disciplined crafts some kids will ever encounter, right before the wrong path starts looking attractive. Both of the things that used to help build and protect something — a trusted adult with a badge, a trade that pays without a four-year degree — got removed or eroded first and rebuilt small, slow, and late. Not a conspiracy so much as it is sequencing. Whoever’s asking for votes on the South and West Sides in 2026 owes a real answer to a specific question: not whether SROs should come back exactly as they were, not whether every school needs a shop class — but what, with a number and a date, replaces what got taken out at the scale it got taken out. “Alternative systems of safety” and “workforce readiness” are value statements. This project only takes plans, and measures success with real results.

Show your work. That’s all a teacher worth their salt ever asks a kid to do. Chicago Teachers Union—under the leadership of president Stacy Davis Gates— is “standing up to the multimillion dollar marketing firm Illinois Policy Institute”. Chalk in hand, CTU and Gates obviously plan to walk to the front of the class, —as has been asked of them by the lawsuit filed by its own members and an audit by the U.S. Department of Labor — and show their work. Funny thing about filing a defamation suit against Illinois Policy Institute for calling out alleged “cooked books” and “toxic” behavior: it means a judge gets to ask you to show what you have been working on that refutes that, except this time “show your work” isn’t a classroom rule — it’s called discovery, and it’s not optional.

So before the CTU court date drops, let’s prep with a practice set.

Problem 1: Meet Stacy

Stacy works Job A and Job B.

Job A: President of the Chicago Teachers Union. Job B: Executive Vice President of the Illinois Federation of Teachers, CTU’s statewide parent. Combined, those roles pay at least $265,150 a year, according to Illinois Policy Institute reporting on her compensation.

If Job A represents 30,000 CPS members and Job B represents a statewide federation with its own priorities, and a president cannot literally be in two buildings at once, solve for: whose interests get the marginal hour?

There isn’t a wrong answer so much as an unasked question — and once you’re the plaintiff in a defamation suit, “we didn’t ask” stops being a defense. Discovery gets to ask it for you.

And while we’re meeting Stacy: this is also the same union president who can mean mug during a press conference, talk tough about socialism and take ownership of the city’s children (until the next teen takeover or academic grading) — while her own son attends private school, even as she pushed to end Illinois’ only tax-credit scholarship program that helped low-income families afford exactly that kind of choice, according to Illinois Policy Institute's reporting. Consistency is also a kind of non-toxic math. It didn’t check out then either.

Problem 2: The Rejected Hike

In May, CTU leadership put a $8.5 million dues restructuring to a membership vote — real money, framed as necessary for “the fights ahead.” With about 80% of schools counted, roughly 60% of members voted no. It was, by outside political observers' own description, a stunning defeat for union leadership, coming from its own rank and file.

If X = the amount leadership asked for, and 60% of the people paying dues said no thanks, what does X actually represent — a mandate, or a miscalculation?

Leadership doesn’t have to show that work to a jury. Members already made them show it to a spreadsheet, and the spreadsheet said no. Their money, their choice.

Problem 3: The Missing $8 Million

Separately — and this is the one that should make anyone’s ears perk up— leaked video obtained by The Last Ward in 2025 showed Mayor Brandon Johnson, while still on staff as a CTU political organizer, directly responding to member allegations that he’d hidden $8 million in union funds. Johnson’s own answer to the room was to ask, rhetorically, why he’d bother hiding $8 million from thousands of members who’d notice.

That’s not an audit. That’s a toxic guy, answering a question with a question.

Discovery doesn’t accept rhetorical questions as exhibits. Swear your innocence under oath this time, not in a leaked car video attempting a public relations fix.

Problem 4: The Losing Bets

CTU spent big money trying to pick winners in city elections. In the 2026 March primary, the union endorsed 13 candidates and put over $760,000 behind them — seven lost. In the 2024 cycle, $2.8 million went to CPS school board candidates, and 75% of it — $2.1 million — went to candidates who didn’t win.

If a financial advisor lost three-quarters of a client’s investment on losing picks, would you call that a strategy or a track record?

Either way, that’s a ledger discovery gets to subpoena, not a headline it has to take on faith.

Problem 5: What “Toxic” Actually Means

The lawsuit centers on IPI and Liberty Justice Center calling CTU “toxic” and its books “cooked.” Strip the branding and look at what IPI’s underlying reporting actually says: in fiscal year 2025, the union spent over $4.2 million on political activities and lobbying — a record high — while only about 18 cents of every dollar spent went to representational activities like contract negotiation, according to the union’s own federal filings.

If “toxic” is defamatory, what’s the word for a budget where representing teachers — in a teachers union — is the minority use of the money?

Proving “toxic” is false means proving that budget isn’t real. That’s discovery’s job now, not a press release’s.

Problem 6: The Shady Column

For the extra credit round, a few line items that don't require a marketing firm's opinion — just public records: roughly $5 million in CTU-linked contributions flowed into Johnson's 2023 mayoral campaign despite the union's own member handbook stating dues aren't used for political purposes. Davis Gates let city water, sewer, and trash bills lapse into delinquency in back-to-back years, according to FOIA records. And she claimed an Indiana homestead property tax exemption reserved for owner-occupants — the kind of exemption that means paying less than everyone else on the block.

None of that is a defamation claim. It’s a spreadsheet.

Solve for why a spreadsheet feels more damaging than an opinion piece — and then explain that answer to opposing counsel, because now you have to.

Problem 7: The Missing Assignments

Before we get to the answer key, one more word problem, and this one’s a logic puzzle.

Stacy has two assignments that still aren’t turned in. Assignment one: the member-audit lawsuit, filed by her own union members back in 2024, demanding the annual financial audits CTU’s constitution says it owes them — still pending in Cook County. Assignment two: the U.S. Department of Labor’s audit of CTU’s federal financial filings, opened in January and, as far as the public record shows, still open.

Both assignments are, by definition, incomplete. Both involve showing the same math this whole study guide has been asking about.

So what does Stacy do with two open assignments sitting on the desk? She takes the time, the staff hours, and the legal budget to file a brand-new lawsuit — not to finish either audit, but against the outlets that reported on the audits she hasn’t finished. That’s not catching up on homework. That’s signing up for an extra-credit essay test, without opening the books, while two assignments are still marked incomplete.

Multiple choice. What logic could explain a move like this? Circle one, or all three — this isn’t graded on a curve.

a) The bet that a new lawsuit wins back public and union trust — that a jury, or at least the headlines, decide leadership’s the cool one and IPI’s the villain, audits notwithstanding.

b) The bet that racking up enough legal fees fighting this makes the point retroactively — that members who voted down the $8.5 million dues hike in May come around once they see what fighting costs without it.

c) The bet that IPI and Liberty Justice Center get spooked by the cost and hassle of litigation and quietly back off — even though discovery obligations in a suit CTU itself filed fall on CTU, not on the defendants.

There’s no answer key that makes any of the three look like sound test-taking strategy. If you’re missing assignments, you don’t sign up for an extra-credit essay test you’re likely to struggle with given the two assignments that are still marked incomplete. You finish the assignments. Especially when the essay test comes with a subpoena attached.

The Answer Key

Here’s the thing about word problems: the numbers don’t care who’s asking. $8.5 million rejected by your own members isn’t spin. Seven losing endorsements out of thirteen isn’t spin. Eighteen cents on the representational dollar isn’t spin. Those are the union’s own filings, the union’s own vote tallies, the union’s own FOIA responses.

A defamation suit asks a jury to decide whether calling that record “toxic” was false. But false requires the underlying facts to be wrong — and so far, nobody’s shown the math is wrong. Discovery says show your work on why that math still “ain’t mathin’,” as the kids say. They’ve just shown they’d rather not have to show it again, under oath, in front of a judge.

And if fighting in detention isn’t a cry for help, what is?

Class dismissed.

On June 19, 2026 — Juneteenth — the Obama Presidential Center opened its doors on 19 acres of Jackson Park, sitting almost exactly between Woodlawn and South Shore. A dedication ceremony. Springsteen, Common, Jennifer Hudson, excited onlookers dancing the electric slide — all of it livestreamed and watched around the world Chicago’s South Side, on the celebratory global stage, for a day.

Two weeks earlier, Illinois Answers Project and South Side Weekly published the numbers on what the city actually delivered to the neighborhood hosting that spotlight. They aren’t good. Let’s place both stories side by side: it isn’t that Chicago can’t move fast or spend big for a South Side neighborhood. It’s that when it does, it’s usually not for the long-term residents of South Shore and Woodlawn.

Chicago’s status as a “sanctuary city” goes back to Harold Washington in the 1980s. It was built to do one thing: stop local police from doing federal immigration enforcement’s job. That’s it. No shelter mandate. No housing pipeline. No taxpayer-funded resettlement infrastructure. No billions of dollars funneled through non-governmental organizations. No reallocation of the police force to investigate ICE.

That’s not what it is anymore.

Over the last several years the ordinance has quietly expanded into something much bigger — shelter, food, housing assistance, education, all funded by the same taxpayers who’ve been asking City Hall for decades why their own neighborhoods still don’t have that same abundance of wraparound services. And the rollout hasn’t been even. It’s landed hardest in the Black neighborhoods that were already crushed under the weight of higher crime — neighborhoods with Chicago's highest homicide rates experienced roughly 68 times more homicides than the lowest-rate neighborhoods in 2024, up from about 30 times in 2023 — underfunded schools, high unemployment, and housing instability before a single shelter opened.

So here’s the question: what happens when the people who’ve waited the longest are told to wait longer still — and to be quiet about it?

The shelters didn’t land everywhere

In 2023, as asylum seekers arrived from Latin America — Venezuela especially — Mayor Brandon Johnson and his allies on the City Council moved fast to stand up shelter operations. Fast enough that a lot of Black communities got little to no say in where those shelters went.

Woodlawn. South Shore. Austin. That’s where they landed — with minimal notice and even less opportunity for residents to weigh in before the decision was made. Lincoln Park and Lakeview didn’t get the same treatment. Few, if any, shelters opened there. Draw your own conclusions about what that pattern says about whose neighborhoods absorb the cost of a “humanitarian” policy and whose don’t.

Then came October 2023. 37th Ward Alderwoman Emma Mitts — who represents part of Austin — was reportedly physically blocked by Alderman Carlos Ramirez-Rosa from making it into council chambers in time to vote on a motion that would’ve let residents decide, by ballot referendum, whether to reconsider the sanctuary city designation. The motion failed. It didn’t need to succeed to make the point: this is what it looks like when a City Council decides some voices don’t need to be in the room.

That’s the throughline of Black political life in this city — controlled, managed, and allowed to develop only in the shadow of somebody else’s priorities.

The receipts, side by side

In 2020, the City Council passed the Woodlawn Housing Preservation Ordinance — a promise, made explicitly in anticipation of the Obama Center driving up land values, to protect the neighborhood from the displacement everyone knew was coming. Fifty-two city-owned vacant lots set aside for affordable housing. Seven separate programs: rehab grants, a tenant right-of-first-refusal pilot, a developer loan fund, a rent-stabilization refinance tool, a local jobs pipeline.

Five years later, as the ribbon was being cut a few blocks away: one of the 52 lots has a finished building on it — 58 units. Three of the seven programs never launched at all. Two million dollars earmarked for preserving existing affordable units went unspent. Not a single landlord has filed the notice required when selling a multifamily building — meaning the tenant right-of-first-refusal pilot, according to South Side Weekly’s June reporting, has functionally never triggered once, in six years, in a neighborhood where multifamily buildings keep changing hands. The jobs program produced three hires from the neighborhood it was built to employ. And developers working within the city’s own affordability guidelines are still asking close to $2,000 a month for a two-bedroom.

That failure has a name attached to it. Latisha Bolden works eight-hour shifts at a nearby hospital. She came home in early March to a notice from her landlord: her building sold, the new owner is renovating, she and her family are out by the end of July. The ordinance that was supposed to give her first right to buy in, or at minimum some notice and leverage, never applied — because the notice that would have triggered it was never filed, and nobody at the city enforced the requirement that it be. Blocks away, on South Ellis, four newly built townhomes each sold for close to $1 million. East Woodlawn’s median single-family home price roughly doubled between 2019 and 2025, landing around $440,000. The neighborhood didn’t become unaffordable by accident. It became unaffordable while a city ordinance built specifically to prevent that sat unenforced.

Meanwhile, the city moved with real urgency, and real money, elsewhere. Chicago spent more than $400 million on migrant shelter and services in a two-year stretch alone — on top of a state commitment that ran past $1 billion before Springfield shut the adult program down in mid-2025. In a single 2024 stretch, the city and state combined to move $220 million in a matter of months. That’s not a criticism of urgency itself — it’s a question about why urgency shows up so reliably in one direction and not the other, in the same city, often in the same zip codes.

Now look at where that urgency lands when the bill comes due closer to home. Chicago’s 2026 budget closed a $1.15 billion deficit with roughly $500 million in new taxes and fees — including a property tax increase tucked into the final package despite the mayor’s public pledge not to raise property taxes. Woodlawn residents pay into that budget too. What they got back was a working group, reconvened in 2026, to study why the ordinance meant to protect them from exactly this moment barely functioned.

The receipts are just the beginning. What follows — why Black leadership doesn't inoculate this pattern, the century-old parallel nobody wants to draw, and who's actually banking on the silence — is for paid subscribers.

We’d assume most nonprofits chasing city or state violence-prevention money follow the same steps without a fight: apply through the RFP — the Request for Proposals process government agencies use to competitively solicit and select vendors — sign the contract on the terms offered, hand over the data when asked. Acclivus, Inc. has resisted nearly every one of those steps, gotten the Mayor’s Office to intervene on its behalf, and still ended up with the money regardless. This is all according to what the city’s own former health commissioner put in writing, and it’s the same story two Chicago mayors and a sitting governor’s worth of political players have now run into.

On February 11, 2026, Dr. Olusimbo Ige, then head of the Chicago Department of Public Health, emailed two deputy mayors and mayoral senior advisor Jason Lee — an email first surfaced by Chicago Tribune city hall reporter Alice Yin — laying out a documented pattern of resistance CDPH says it had to push through at every stage: Acclivus initially refused to apply through the standard RFP and instead got the Mayor’s Office to earmark funding for it directly, before CDPH secured its application; after finally applying and being offered a contract, it refused to sign on standard terms and wanted advance payment, relenting only after several meetings; it withheld data CDPH needed until further escalation; and during a renewal, it again went around CDPH’s program team straight to the Mayor’s Office. Two FOIA requests for the underlying data were already pending. Three months later, Ige was pushed out of the administration — City Hall’s stated reasons didn’t mention Acclivus.

Three weeks after her email, Jason Lee emailed Acclivus and the CDPH team directly, pushing for a faster resolution “as prompt as possible,” with the Mayor’s Office offering to get on a call to “reach clarity.” Read against Ige’s account, that’s the Mayor’s Office doing exactly what she’d just documented: stepping into a contracting relationship her department was trying to hold to normal terms. The Mayor’s Office has said it only intervened to appropriate late-passed budget funds, not to help Acclivus skip bidding; Acclivus denies going outside the standard process and calls CDPH’s audit unfair.

This isn’t new, and it isn’t just Chicago’s problem

The same play predates Johnson. Tribune reporting by Yin found Acclivus executives approached at least four senior officials under Mayor Lori Lightfoot seeking funding, and were told every time they’d have to compete for it through the RFP like anyone else — including, according to an anonymous source, when Ald. Pat Dowell allegedly made the pitch to Lightfoot directly, who rebuffed her. Dowell denies she ever raised it with Lightfoot at all. Whatever the truth of that specific exchange, one thing isn’t in dispute: under Lightfoot, this organization hit a wall every time it tried to go around the process, with no senior official willing to help it push through. Under Johnson, per Ige’s own documented account, it hit the same resistance from CDPH — but this time the Mayor’s Office stepped in on Acclivus’s behalf instead of backing up the department trying to hold the line.

And the pattern doesn’t stop at the city line. Acclivus’s senior staff includes Bamani Obadele — listed third on the organization’s own leadership page, behind only the CEO and COO — who pleaded guilty in 2010 to steering more than $190,000 in DCFS money toward companies he secretly controlled, and served six months in jail. Since then he’s built a political consulting firm, Goshen Impact Solutions, that’s taken in more than $2.3 million in Illinois campaign spending since 2016 — more than $1.1 million of it from Gov. JB Pritzker’s own campaign in the last four years alone, plus paid work for Johnson, Dowell, and other sitting officials. Acclivus COO Sheila Regan told the Sun-Times “there is no relationship” between Obadele’s campaign work and the organization’s grants, which “have been awarded in alignment with state law, primarily via competitive grant processes.” That denial answers one specific question — whether the grants were awarded because of the campaign work — and leaves untouched the plainer fact sitting next to it: the governor whose campaign has personally enriched one of Acclivus’s top three executives is the same governor whose agencies have sent the organization more than $100 million over the years, including over $25 million in each of the last two fiscal years, one line item literally titled “Violence Prevention - Acclivus” in the state’s own catalog. That’s state money alone — Chicago’s own procurement records add at least $6.4 million more in city contracts on top, the same city money Ige’s original email was about in the first place. Acclivus’s own independent audit puts a number on just how concentrated that dependency is: in 2024, 95% of its annual grant and contribution revenue came from just two grantors — up from 91% the year before. Its 2023 federal tax filing shows $13.47 million in total contributions and grants that year, $13 million of it government money. That’s not where it started. Acclivus’s IRS filings show revenue of $166,825 in 2018, the year it was founded — then $1.5 million in 2019, $9.4 million by 2021, and $13.47 million by 2023: roughly an 80-fold increase in five years, almost entirely funded by the same two levels of government now facing the question of how it got access other nonprofits don’t. Jeff Orr posed the obvious follow-up question: has Illinois ever audited this organization at the state level after sending it more than $100 million, and if so, why didn’t that audit catch what CDPH found? As of this writing, nobody’s answered it.

Line these two administrations up and the comparison gets interesting. Johnson’s team left a paper trail — one messy enough to raise real questions about a commissioner’s departure three months after she documented it — and his own campaign took a $25,000 check from Acclivus — sixteen times the $1,500 cap Chicago’s ethics ordinance puts on contractor contributions, dated before the RFP that would fund Acclivus had even closed. Springfield’s version of this relationship is bigger by every dollar figure involved and has produced no equivalent friction: no fired commissioner, no emails leaking, no visible pushback from anyone in Pritzker’s orbit. Credit for pushing that comparison into public view belongs partly to independent commentators like Jeff Orr, who was among the first to publicly connect Acclivus’s funding growth to the campaign money trail and ask why the state hadn’t caught it sooner — the kind of question that professional coverage and independent digging both had to get right for the fuller picture to come together. One of these operations got caught because it was clumsy enough to generate a paper trail. The other has run longer, moved more money, and left almost none. Which of those should actually worry you more is worth sitting with.

None of this requires proving an explicit exchange to matter. A sitting commissioner documented in writing that one grantee got Mayor’s Office help clearing hurdles we’d assume most other applicants have to clear alone, and was gone three months later. That grantee is still operating on tens of millions in public money, at every level of government, run in part by a man whose last brush with public money ended in a guilty plea and whose current side business is bankrolled by campaigns tied to the same officials overseeing its funding. Whatever you call that, it isn’t equal treatment — and calling it a pattern isn’t a stretch anymore.

A customer, in real life, opened with something like: I know drug dealers getting $400, and I’m an upstanding citizen. What do I have to do? Then she asked what would happen, hypothetically, if she stopped reporting the circumstances that currently keep her SNAP work-exempt — because non-compliance is the fastest route to Illinois’ new $400 FRESH payment. She wasn’t asking me to help her commit fraud. She was working policy logic out loud, in front of the one person whose job is to write down what she says for the sake of said policies.

I don’t know if she meant it. What I do know is FRESH would let her collect that $400 with no application, no paperwork, and — once it hits her Link card as cash — no way for anyone to know what it actually buys. That’s not a flaw in her. That’s a flaw in the design. A design we have ignored for decades and apparently, even when facing the consequences of it, continue to hit copy and paste. From where I sit, that same design flaw is the strongest argument against how reparations would likely actually get paid out.

Here’s the uncomfortable joke buried in that comparison: freed people getting an actual 40 acres and a mule — even if half of them had never worked a mule in their life — might have set them up better than anything on the table today. Say what you want about the execution. At least it was something to build on.

Two very different reparations arguments

The original American reparations argument — the one behind “40 acres and a mule” — had a shape that made it legible. A living wrongdoer (the slaveholder) owed a living, directly harmed party (the freed person) something concrete, and the ask wasn’t just cash — it was land, an asset meant to build on. Traceable harm, traceable debt, an asset-building purpose attached to the payment.

The argument being made today is a different shape entirely. It spans roughly a century and a half, involves parties who are neither the direct wrongdoers nor the directly wronged, and still has to answer basic design questions nobody’s resolved: how do you quantify harm that compounded across six or seven generations, and who actually pays for it? California’s own Reparations Task Force landed on an estimate as high as $1.2 million per eligible resident for slavery’s legacy effects — a number that gives you a sense of the scale, not a settled methodology. And the “who pays” side is its own tangle: one analysis estimates as many as 70 percent of non-Black Americans — including more than half of non-Hispanic white Americans — descend from people who arrived in the U.S. after 1860, meaning most of the taxpayers who’d fund reparations have no lineage connection to the harm being compensated at all. Worth noting the same tracing problem cuts the other way too: eligibility frameworks built around broad racial categories rather than verified lineage to enslaved ancestors — the ADOS (American Descendants of Slavery) distinction — run into the identical quantification issue on the receiving end.

That “who pays” unfairness isn’t unique to reparations — FRESH is already running a smaller version of the same problem, right now, in real time. Illinois taxpayers, including elderly residents living on a fixed income who still owe their share of state tax, and the working people who put in every one of their required 20 hours a week to keep their own SNAP, get no vote and no say in who collects that $400 or why. They’re funding a payment that — once it’s cash in someone’s hand — could be going to someone who missed the work requirement over a genuine hardship, or to someone whose reasons look more like what my customer was comparing herself to when she brought up drug dealers. Nobody who’s actually footing the bill gets a say in which one it is. They just get the bill. That’s the same resentment reparations skeptics raise about funding people they have no connection to and never got a say in choosing — except with FRESH, nobody has to imagine it. It’s already happening in Illinois, at $400 a head, to a taxpayer who followed every rule.

Where FRESH becomes the preview

None of that settles whether reparations are owed as a matter of history or justice — that’s a separate argument. What it does settle is a design and incentive question — a payment built around correcting the past, funded by people uninvolved in causing it and paid to people who weren’t necessarily its direct victims, creates a different set of incentives than a payment tied to present, verified need, and nobody’s built a mechanism for what those incentives actually produce. FRESH is a live answer to it. Illinois couldn’t build asset-tracking or spending safeguards into a single-state, one-time, $70 million emergency payment. No verification of what it’s used for, no requirement that it build toward anything lasting, no language to customers that even defines what “misuse” would look like. If the state can’t manage that at FRESH’s scale, there’s no real reason to expect a reparations-scale cash transfer — bigger by orders of magnitude, and already murkier on who owes whom — would arrive with safeguards FRESH doesn’t have either.

I’m not saying that money gets spent on nothing worth spending it on. I’m saying nothing in the design stops it from happening, and nothing tracks it either way. A payment engineered to build durable, generational wealth looks nothing like a no-strings cash drop with no plan past the deposit. FRESH is what “no plan past the deposit” looks like in practice, at a scale small enough to actually watch happen.

The moral case for reparations is an argument people can have honestly, on the merits. The case against unconditional cash as the mechanism isn’t really about slavery at all — it’s about whether the state has ever once shown it can hand out money and get anything built with it. So far, the receipts say no.

It’s worth asking what FRESH is actually optics for. Illinois is already staring down an estimated $700 million in federal penalties over the exact same lack of verification this piece keeps circling back to — and FRESH hands out $400 with even less vetting than the system that’s already failing. Compare that to what a single mother goes through for TANF or AABD Cash the old-fashioned way: a caseworker interview, income and resource documentation, monthly verification, work requirements enforced in writing. FRESH skips every bit of it. That’s not compassion outrunning bureaucracy — it’s a one-time, $400 consolation prize for problems it was never built to fix. It doesn’t touch why the state keeps losing residents and jobs, why its tax burden keeps pushing people out the door, or why chronically unemployed young men still can’t find a real path into a trade. If uplift were actually the goal, the design would look nothing like this. It looks like what it is — a fast, photogenic answer to a federal fight, not a fix for anyone’s actual circumstances. Say this for 40 acres and a mule: nobody had to guess where it went once you got it.

A dispatch from a South Side resident who’s watched this movie before.

Everyone keeps asking whether Chicago is about to catch “Mamdani fever.” Wrong question, and honestly, an insulting one to ask someone from my side of the city. I don’t need to imagine what a fringe-left experiment does to a neighborhood — I’ve been living in one for three years, and if I’m honest, for decades before that. I can walk you past the same boarded storefront I passed as a kid, the one that was going to be “reinvested in” three administrations ago. Different mayor, different acronym, same block. So let me answer from where I actually stand.

Monday, Johnson stood at Malcolm X College next to CTU President Stacy Davis Gates and declared the “days of school closures, consolidation and privatization” over, warning anyone — “billionaire or not” — who wants “torment and torture” back has “another thing coming.” Watch the clip — watch him say it with a straight face.

He was standing on the Sustainable Community Schools expansion: 15 more campuses, 51 total, roughly one in ten CPS schools now. Each gets $500,000 a year funneled to a nonprofit partner, the central office budget for the program jumped 57% to $38.6 million this year alone, and the union contract demands 70 schools by 2028. I know this pipeline. It’s the same one that’s supposedly been “investing” in my neighborhood for years — money that shows up in a press release and disappears somewhere between the school and the nonprofit. Chalkbeat’s own reporting found $6.6 million left unspent since 2018, one partner sitting on 45% of its allotment, the district admitting it doesn’t even track how many people these nonprofits hire with our money. To be fair, it’s not all bad news: schools in the program now graduate students at higher rates than similar schools that didn’t get in, and suspensions have dropped — though suspensions fell citywide over the same stretch, too. But on the metrics that matter most, the record is rough. At the original eight schools, reading proficiency runs 22 points below the district average and math 18 points below, absenteeism is nearly double, enrollment is down a quarter since 2018 — while spending 15% more per kid than everywhere else. That’s the record he stood on to call the alternative “torture.” Here's what "torment and torture" actually means for a parent: it means fewer charter seats, fewer private options, no vouchers — less power to walk your kid into a school that's actually working, and less competition forcing every school to earn your family's trust. Centralizing that money instead, and pouring it into one government-blessed model with no real metrics and no real accountability, isn't investment. It's giving a blank check to the friend with the gambling problem and calling it the plan to save your house.

That same day, even election-greedy Alexi Giannoulias — who’d jumped into the 2027 mayor’s race a day earlier, while still running for reelection as Secretary of State — said the plain thing out loud: CPS runs 145 schools with more empty seats than students, and somebody should be honest about it. Johnson didn’t answer with a plan. He answered with a villain. I don’t need a lecture about torment. I need someone to open the books.

Instead: Tuesday, Budget Director Annette Guzman resigned, the third finance official gone in months, five weeks before an election-year budget with a $90 million midyear hole, a $1 billion gap next year, and a $36 billion pension crisis. Asked about it, Johnson said “I’m the stability,” and got prickly when pressed, comparing a fair question to disrespecting a woman caring for her sick mother. Watch it — a mayor rattled by a basic accountability question, while the money that was supposed to touch your block is still unaccounted for.

Then there’s the grocery store — the one that Johnson in Mamdani-esque theatrics planned out loud with his full chest, but didn’t show up to follow through. In 2023, Johnson floated a city-owned grocery chain for the food deserts on the South and West sides. A feasibility study said it was doable for $27.7 million. Illinois had $20 million sitting there, ready to apply for. Chicago didn’t.

The deadline passed quietly in December. Meanwhile Pritzker’s campaign is running an ad built around Forty Acres Fresh Market in Austin — a grocery store on our own West Side that opened because somebody else’s team filled out the paperwork Chicago wouldn’t. Even Mamdani, for all his own grocery-store noise in New York, has $70 million in capital funding moving and sites picked. We have a PDF and a missed deadline. That’s the “investment” — a study, a press conference, and nothing on the shelf. I don’t need a ribbon cutting I’ll never see. I need somebody in this administration to fill out the form.

Invest South/West got the same treatment. Johnson's team dropped the Lightfoot-era name in 2023, and his deputy mayor said the quiet part out loud about why. "I think that there's a perception of INVEST South/West, particularly with folks that live in neighborhoods, of an unfulfilled promise," Kenya Merritt told WBEZ. "And that's not what we want to continue to perpetuate in terms of the branding, or how we speak about investing on the South and the West side. And so because of that, we won't be calling it INVEST South/West." And there it is. Straight from the mayor's own office — even they knew the name had become a punchline in the neighborhoods it was supposed to help. So they changed the name. In 2025, whatever was left of the mission got folded into a bigger rebrand called Build Better Together, which Crain's described as a repackaging of a whole collection of the administration's existing initiatives — bundled together with a bigger checkbook. The original Invest South/West pot was $750 million for 10 corridors; Build Better Together runs on a different, bigger pot of money — a $1.25 billion housing and economic development bond plus TIF dollars and developer fees. Same neighborhoods, same promise, new umbrella. Organizers were calling the underlying process "a facade, it's a veneer," years before any of this rebranding, and they'd say the same thing today. New neon sign, same empty storefront.

Johnson’s tough talk isn’t limited to schools or grocery stores. Last fall, asked about a threatened National Guard deployment, he declared “law enforcement is a sickness” he intends to “eradicate.” He’s held to that line even as South Side garbage cans turned up human remains twice in two weeks this July. Zenobia Weatherspoon, 38, a Black woman and nursing student, was found in Back of the Yards after her family identified her from clothing in videos circulating online; two weeks later, skeletal remains turned up in a Greater Grand Crossing alley, gender and identity still unconfirmed as of this writing. Both cases remain open, no arrests. Black girls alone make up nearly 30% of the city’s missing-persons cases while accounting for just 2% of its population, a crisis serious enough that Springfield stood up its own task force on missing and murdered Chicago women three years ago. Johnson says he fights hardest for the people “caught up in the violence” because, in his words, “the vast majority of them look like me.” The unsolved cases piling up on the South Side make that promise look thin.

Here’s what I actually want said plainly: liberals have run this city, uninterrupted, for generations. Black political leadership has held real weight in Chicago and in Springfield for a long time now — this isn’t a story about being locked out of power. And still, on many of our blocks, the pattern holds: our schools are underfunded and unaccountable at the same time, our neighborhood grocery store never got built, our corridor got a new name instead of a new anchor tenant. When that record comes due, the answer isn’t ownership. It’s a finger pointed at inherited problems, no matter how far removed; at billionaires; at “privatization”; at ghosts of white supremacy and conservative devils who aren’t the ones who missed the grant deadline or left $6.6 million sitting unspent. Those are unforced errors made by the people who’ve had the keys the whole time. And Johnson and Pritzker aren’t even allies in this — Pritzker called the head tax a “job killer” and said flatly Johnson “has no plan” on anything, and Johnson shot back that “wealthy white men have a lot of cover.” They’re not a team. They’re two Democrats chasing the same activist energy from opposite ends of the state, and neither one is spending it on my block — but they’ll both be here for the photo op, catering to a radical expansion of government power, never taking accountability, with more and more control over the money I work for.

So no — Chicago doesn’t need a Mamdani. We need leadership that is rooted in facts, reality, is able to discern the most qualified people to address the needs of the entire city, while uplifting the marginalized, trusting those individuals to do the work before them, yet also remain transparent while holding them accountable. We need to be real about crime, schools, pension obligations and reducing waste in our budgets. We’ve come to expect higher crime, economic abandonment, high rents, taxes and the “landlord special” rehab on the South and West sides for decades, no matter who is on the Fifth Floor. We’ve been the pilot program for three years, and the neighborhoods that were promised the most have the least to show for it. The last thing my block or the whole of Chicago needs is a more polished version of the same instinct, incomplete ideas, sloppy execution, and even less understanding and oversight of where the money actually lands.

Today, Illinois started depositing $400 payments onto LINK cards. By tonight, the comment section under the local news post had the whole argument in miniature.

“Thank JB!” one commenter wrote. A few replies down, someone pushed back, mimicking the tone right back at them: “You mean, I’ll vote for u JP at Election. Even though you only helped migrants for how many years. $400 is a slap in everyone’s face.” And sitting right between the two, a third commenter did the Governor’s messaging for him, for free: “The new work requirements that have kicked people off are federal, not state. This is Pritzker putting a band aid over the bullet hole the current admins has shot into public benefits.”

That last comment is the one to sit with. It’s not a talking point from a press release — it’s a private citizen, unprompted, doing the “blame Trump” framing on the state’s behalf, in a comment section, for free. That’s how well the messaging has landed before anyone’s even asked a follow-up question.

Before anyone signs off on gratitude or the vote it’s apparently already bought, it’s worth understanding exactly what this money is, who it’s for, and who it isn’t for. I’ve spent a decade on the inside of this system. Here’s what the $400 actually says about who Illinois rewards.

What FRESH actually is

FRESH — Families Receiving Emergency Support for Hunger — is a $70 million program tucked into Governor Pritzker’s FY27 budget. Starting August 1, it sends a one-time $400 payment to every eligible household member whose SNAP benefits ended on or after May 1, 2026, because they didn’t meet the federal work requirement for Able-Bodied Adults Without Dependents (ABAWDs) and used up their three-month grace period.

The ABAWD rule itself changed this year. Under the federal law passed in 2025, the age range subject to work requirements expanded from 18–54 to 18–64. The parent exemption narrowed — it used to cover parents of any child under 18; now it only covers parents of children under 14. And several groups that used to be exempt outright no longer are: veterans, people experiencing homelessness, and former foster youth under 24. To keep SNAP now, an ABAWD has to document 80 hours a month — about 20 hours a week — of work, school, or volunteering.

No application is required for FRESH. The state identifies who qualifies and mails the payment automatically. Roughly 100,000 to 175,000 Illinoisans are expected to receive it.

That’s the mechanism. Now here’s what it looks like depending on where you’re standing.

The working parent

6:15 a.m., and she’s already up. Lunch packed, her son — fifteen now — reminded twice to grab his gym clothes before the bus. On the way to drop-off she stops for gas, forty-eight cents a gallon in state tax now, more than double what it was before 2019, ticking up a little more every year since Springfield tied it to inflation. She doesn’t think about it long. It’s just what filling up costs now. She clocks in by 8. On her lunch break, she logs her hours into the state portal, screenshots the confirmation, and saves it to a folder labeled “LINK proof,” just in case, because a lost form is a fight she doesn’t want to have twice.

She didn’t used to have to do any of this. Until this year, having a child under 18 exempted her entirely from the ABAWD documentation requirement — eighty hours a month of work, school, or volunteering, in any combination, not employment alone. Her son turning fifteen didn’t change anything about her life — she was already clearing that bar through her job — but it changed what the state now demands she prove, every month, on top of everything else.

That night, scrolling before bed, she sees the FRESH headlines. A neighbor thanking the Governor. A cousin posting a screenshot of $400 landing on a Link card. She does the math in her head: she worked the hours, filed the proof, kept exactly what she already had. Somewhere in her same age bracket, someone let the three months run out without logging in once, and got a check for it — no folder required.

She thinks about the overtime shift she picked up the week before, tired but glad for the extra pay. Federal law says the first $12,500 of overtime earned this year isn’t taxed at all — a break written for exactly her kind of week. Illinois chose not to pass a dollar of it down. Every overtime dollar she worked still gets the state’s full 4.95%, no exception carved out for her. Maxed out, that’s over $600 a year the state keeps from hours she already worked, doing exactly what was asked of her.

Doing the thing the state asked of her got her the status quo. Not doing it got someone else $400. She closes the app and goes to sleep. Tomorrow, she logs her hours again.

She’s not the only one running these numbers tonight. Two more people are doing the same math, and neither of them likes the answer any better.

Reporting like this takes real time and carries real risk that institutional outlets with legal departments don’t have to think about. It isn’t free to produce.

This week, Anthony Fauci sat before the Senate and answered for a diary that contradicts nearly everything he told the public. Wrong on masks. Wrong on the lab. Funded the very research he spent years denying he funded. The country is just getting a taste of a reckoning, five years late.

Illinois has yet to get its version of that hearing. It should.

Because Illinois had its own Fauci. His name is J.B. Pritzker, and the receipts have been sitting in public records the entire time.

The kids

In March 2020, Pritzker closed every school in Illinois. By April, he’d extended that closure through the rest of the spring semester, telling the public it came down to one question: how do you save the most lives. No off-ramp. No data threshold he committed to. Just “trust me”.

That trust was enforced by decree. Pritzker governed the pandemic through more than 110 executive orders over roughly two years, each one renewed through consecutive 30-day emergency proclamations — no legislative vote required, no expiration that he did not control himself.

Illinois kept masks on schoolchildren for nearly two years. When Illinoisans pushed back, Pritzker didn't offer data — he offered condemnation. "The enemy is you," he said of anyone who wouldn't mask up, warning it showed "a callous disregard for the people in your community." Fauci himself later admitted there was little scientific basis for mandating masks on kids in the first place.

Illinois high schoolers paid for that trust with a nearly 15% drop in SAT math scores and a 9% drop in reading between 2019 and 2021 — sharper declines than most of the country saw. By 2022, the state itself reported 20% fewer students meeting basic reading and math standards than before the pandemic. Chronic absenteeism in Chicago Public Schools hit 45% at its peak. Five years later, one in four Illinois students is still chronically absent.

And the toll wasn’t only academic. Nationally, the share of high schoolers reporting persistent sadness or hopelessness jumped from 37% to 42% during the years schools sat closed. In Illinois today, nearly one in three students still report feeling that way nearly every day. Twelve percent of Illinois tenth graders say they’ve seriously considered suicide in the past year. Kids didn’t get a vote on any of these decisions. They just lived with the consequences — and in many cases, they’re still living with them.

Some experts now see a darker thread connecting back to that lockdown decision. This year's wave of "teen takeovers" — mass gatherings, or mobs that have turned violent in downtown Chicago and cities across the country — has researchers pointing to the same isolated cohort: kids who hit middle school during lockdown, missed the years they were supposed to spend learning how to socialize, and are now, as one researcher put it, acting out of a desperate need for connection rather than random lawlessness. Not everyone agrees the pandemic explains it — critics note mob behavior like this predates Covid by decades. But it's a live debate playing out in real time on Chicago's own streets, and it's one more question Pritzker has never really been asked to answer for.

The elderly

While Illinois’ youngest residents were locked out of classrooms, its oldest were dying in numbers the state didn’t want the public to see. By June 2020, more than three-quarters of Illinois’ weekly COVID deaths were happening inside nursing homes. Statewide, long-term care facilities accounted for more than half of all coronavirus deaths in Illinois. At the LaSalle Veterans’ Home alone, 36 veterans died in a single outbreak that later triggered a state audit finding poor planning at the root of it.

When Illinois finally built a public dashboard tracking nursing home deaths, Pritzker’s own administration initially held it back. His stated reason: he didn’t want to stigmatize the facilities. Grieving families didn’t get to make that trade-off for themselves.

The isolation cut both directions. As services, medical appointments, and even basic communication with family moved online almost overnight, a national report found nearly 22 million older Americans lacked broadband access at home during the pandemic — and access was only half the problem. Researchers studying older adults during Covid found the shift to digital life created what they called a "triple exclusion": seniors already isolated by age now faced a widening gap in digital literacy on top of it, with little training offered to close it. The CDC has found that a third of adults over 45 report loneliness, and one in four adults over 65 are socially isolated — numbers that only worsened when the primary way to reach a doctor, a caseworker, or a grandchild required a skill nobody made time to teach them.

The apology nobody made

Fauci and Pritzker weren't the only ones playing loose with the truth. The person standing next to Pritzker at nearly every one of those briefings had her own credibility problem waiting in the wings. In 2022, IDPH Director Ngozi Ezike — the face of the policies that closed the schools and locked down the nursing homes— left for a hospital CEO job at an organization that had received $4.2 million in IDPH contracts under her own regulatory authority the year before. An ethics investigation found she hadn’t made a good-faith effort to determine whether that violated state law. She settled with the Attorney General’s office for $150,000 in 2025.

Fauci is being forced to answer for his diary this week because a senator refused to let the record stay buried. Illinois has its own record. It’s just not been forced into the light the same way.

Kids lost years of learning and, for many, their sense of stability. Families lost parents and grandparents to a system that chose optics over disclosure. And the officials who made those calls never had to explain themselves under oath, in public, the way Fauci is having to right now.

Millions of Americans marched this year under a banner reading "No Kings," protesting a president they say rules by unchecked executive power. Springfield never got the same visit. When asked to respond to his own critics, Pritzker didn't engage — he dismissed them: "Those are not the audience for what we are saying. It is clear to me that those who are willing to protest against the vax or against masks are not listening to the science." A governor who ran Illinois by emergency decree for two straight years, one 30-day renewal at a time, never had to answer to a crowd like that at all.

That’s not a partisan complaint. It’s an open question that deserves an answer: reporters, watchdogs, and Illinoisans have been raising it for years. Fauci at least has an autopen pardon standing between him and prosecution — one so legally shaky that even his own accusers say he “had no right to refuse to answer questions” this week, and he still wouldn’t. Pritzker doesn’t even have that. No pardon, no autopen, no shield. Just a legislature that’s never once forced the question.

Read the notice yourself. On July 23, 2026, the Illinois Department of Human Services published something called the FRESH Program Benefit Notice. FRESH stands for “Families Receiving Emergency Support for Hunger.” Stripped of the acronym, here is what it does: it loads a one-time $400 payment onto the LINK cards of people whose food benefits were cut off — and it hands them that money precisely because those benefits were cut off.

Why were they cut off? The notice is explicit. These are adults subject to the federal work requirement who lost SNAP because they didn’t meet it after using their three countable months. Under the new rules signed into law in 2025, that group is broader than it used to be: the work requirement now runs to age 64, up from 54, and the caregiver exemption was narrowed — where a parent of any child under 18 used to be excused, now only a parent whose youngest child is under 14 is exempt. A single parent of a 15-year-old who was exempt last year is subject to the requirement today.

The requirement itself is not steep: 80 hours a month — about 20 hours a week — of work, training, or volunteering, in any combination. Meet it, keep your benefits. Don’t, and after three months the clock runs out. And we spent months in policy training, making referrals, warning people it was coming — all so they could adjust, comply, and keep their benefits.

Illinois’ response to people who hit that limit is not to help them meet it. It’s to put $400 on their card.

And here is the tell: the $400 goes out to everyone in the cut group, indiscriminately. It makes no distinction between the single parent of a teenager who is genuinely scrambling and the able-bodied adult who simply declined to work, train, or volunteer twenty hours a week. A program actually built around need would tell those two people apart — that’s what verification is for. FRESH doesn’t, because it can’t. With no application and no paperwork, there is no mechanism to distinguish hardship from avoidance. It just pays. That’s not a safety net catching the people who fell. It’s a blanket thrown over the whole floor so nobody has to ask who was pushed and who sat down.

Sit with the logic. The federal government sets a modest expectation — able-bodied adults should work, train, or volunteer part-time to keep receiving food benefits. That is not a cruel ask. It is the same bargain most working people live under every single day: you contribute something, and in return you receive support. People who don’t meet it lose the benefit. And the State of Illinois, rather than accept that outcome or help people comply, steps in with cash to soften the consequence of not complying. The word for a policy that pays out precisely when someone declines the work expectation isn’t “emergency hunger support.” It’s an offset — a way of blunting a federal rule the state would rather not enforce, dressed in the language of compassion.

It’s the parent who announces the rule, braces the whole house for it, then slips the kid a piece of cake the moment they fuss. Everyone learns exactly one thing: the rule was never real. A rule you cave on was never a rule. And when the rule-maker is a state government and the “cake” is public money, the lesson doesn’t just spoil one child — it trains an entire system to expect the standard to collapse on contact.

There’s a growing sentiment, too — you hear it loudest from younger workers — that the basic expectations of a job are themselves a kind of injustice: showing up, keeping hours, being someone others can count on. A safety net that quietly rewards opting out of those expectations doesn’t just cost money. It agrees with them. It tells a generation already skeptical that work is worth it that they were right all along — and puts taxpayer money behind the message.

Now here’s where it goes from questionable policy to open door.

The notice states, in writing, that the $400 payment requires “no application and no paperwork.” It is deposited automatically onto the recipient’s Illinois LINK card and can be withdrawn as cash at any ATM. No form. No verification step. No fresh confirmation of who the person is, where they live, or whether they still qualify.

I’ve spent a decade inside these systems, and I’ll say only this: a benefit that loads cash onto a card with no application and no verification is a benefit built to be gamed. That’s not cynicism — it’s how any experienced caseworker reads a “no paperwork required” cash disbursement. When you remove the verification step, you don’t just help the people you meant to help. You open the door to everyone else — the recently incarcerated whose cases were never properly closed out, the ABAWDs quietly hopping state lines because they’ve already burned through their countable months somewhere else, people enrolled under borrowed or out-of-state addresses, and anyone Illinois simply has no way to cross-check in real time. Without the paperwork, there is no wall between a benefit and fraud.

And here is the part that should matter to every working family and every honest person who relies on food assistance — because you are the ones who pay for this twice.

Illinois already has one of the worst benefit-accuracy records in the country. According to USDA data released in June 2026, the state got 14.67% of its SNAP payments wrong in fiscal year 2025 — up sharply from 11.6% the year before, and well above the national average of 10.6%. Only a handful of states and the District of Columbia scored worse. The errors are overwhelmingly overpayments — benefits going out the door that shouldn’t have. And under new federal rules, a state with an error rate over 10% must repay a share of its SNAP costs — an exposure estimated at roughly $705 million for Illinois. The bill is coming, and Illinois taxpayers are the ones who will cover it.

Here’s what that means in real life, and why it lands on the very people who play by the rules. When a state’s error rate climbs, the fix is not gentler service — it’s tighter scrutiny on everyone. More documentation. More re-verification. More interviews, more proof, more chances for a legitimate family’s benefits to get delayed or flagged over a paperwork technicality. Every person who games a loose process makes the process harder for the grandmother, the single mom, the disabled worker, and the between-jobs father who were never doing anything wrong. The honest recipient pays for the dishonest one — not in theory, but in the hours spent proving and re-proving they deserve that for which what they’re already eligible. And the working taxpayer pays for all of it in the penalty bill.

So look at what Illinois is actually doing. It runs a program that already overpays one in seven benefits with verification — and its newest idea is to launch a fresh cash benefit with no verification at all. It is pouring more water through a bucket it already can’t keep from leaking, then handing the cleanup bill to the people who never spilled a drop.

Let me be clear about the federal side, because it matters. Asking states to account for their own error rates and their own waste is not an attack on poor people. It’s basic stewardship. A work expectation for able-bodied adults without dependents is not cruelty; it’s the ordinary logic of a safety net that’s supposed to be a bridge, not a destination. The problem here isn’t that Washington is holding Illinois accountable. The problem is that Illinois would rather load $400 onto cards and absorb nine-figure penalties than run its programs with the basic discipline the rest of us are held to every day.

This is what “compassion” looks like when it’s really about something else. Real help would move people toward work, toward stability, toward getting off the rolls with dignity. This does the opposite — it pays a premium for not working, casting the recipient as a perpetual victim in need of saving, removes the checks that protect the fund, and then tightens the screws on the honest families left holding the bag. And it does it quietly, through an information memo most Illinoisans will never see.

The notice is public. The dollar figure is public. The “no application, no paperwork” language is public. None of this is hidden — it’s just not being explained. So I’ll ask the question the agency won’t: if a program has to waive every verification the rest of us are held to, and pays out exempt, unearned income specifically to those who declined the work expectation — who is it actually for?

At the June 2025 House Oversight hearing on sanctuary states, Rep. Byron Donalds pressed Governor Pritzker on whether Illinois keeps track of the public dollars going to illegal immigrants. Pritzker’s reply, on Medicaid, was: “They do not get Medicaid in Illinois or any state, as far as I know.”

I want to sit on that sentence for a moment, because I’ve spent years on the other end of it. I process these cases. And that statement was false when he said it — false in a way that depends entirely on nobody in that room, and nobody in the press afterward, thinking through and calling out how the system he runs actually works.

The part that was false the instant he said it

Emergency Medicaid has existed nationwide since 1986. Under federal law — 42 U.S.C. § 1396b(v) — any noncitizen, including someone here illegally, who has an emergency medical condition and meets Medicaid’s income rules receives federally funded Medicaid coverage for that emergency. Every state. For nearly forty years. It is so well established that Chairman Comer’s own letter to Pritzker, sent three months after the hearing, spells it out and cites the statute. So the governor told Congress illegal immigrants don't get Medicaid in any state, while the committee questioning him was holding the federal law that says they do.

The word doing the dishonest work: “noncitizen”

Pritzker was asked about illegal immigrants. When his administration describes who was actually covered, the word quietly becomes “noncitizen” — a term engineered to make you picture a vetted, lawful, permanent resident. He is betting you’ll assume anyone labeled asylum-seeker or refugee is here legally, fully processed, categorically different from an illegal immigrant. I’m here to tell you, as the person who determines this eligibility, that assumption is wrong.

Illinois policy — his agency’s own written policy — granted taxpayer-funded medical benefits to some noncitizens who had merely “applied or intend to apply,” or were “preparing to file,” for a T Visa, U Visa, or asylum. Not approved. Not adjudicated. Intending. The eligibility standard was a signed sworn statement from the applicant, plus one piece of “other credible evidence.” And “other credible evidence” was an open-ended category. The policy’s own listed examples include things as thin as a letter from a social service program or a printout of a case-status query.

Here is what that looked like in practice, from someone who lived it: we took almost anything. A newspaper clipping. A police report. A letter from a family member. The bar for “credible evidence” was so low that, in real cases, the documents were sometimes not complete or legible — and were accepted anyway. A person could walk in, swear they intended to seek asylum, hand over a scrap of supporting paper, and receive a year of state-funded medical benefits without ever having an adjudicated claim. Under the pre-2024 rule, they could receive that year of benefits and, in some cases, never file a formal application for asylum at all.

And it wasn’t only medical. The same standard — applied or merely intending to apply, no adjudicated status — opened the door to state-funded cash and food assistance too. Under the VTTC program, a noncitizen who swore an intent to seek asylum could receive monthly cash benefits and food assistance, funded by Illinois taxpayers, on the same sworn-statement-plus-loose-evidence bar. So we’re not talking about emergency medical care in a crisis. We’re talking about ongoing cash, groceries, and health coverage flowing to people whose legal claim to be here may never have been established — some never even filed.

That is the “noncitizen” Pritzker is hiding behind. Not a settled legal resident. A person whose lawful presence was never established — whose claim might be denied, might be abandoned, might never have been real. On paper that’s a “noncitizen.” In plain English, that’s an illegal immigrant receiving taxpayer-funded benefits.

And notice the timing. That loose “intent to apply” standard was quietly tightened in June 2024 — after that date, applicants must have actually filed, and the “intending/preparing to file” provision was removed. You don’t rewrite a standard that was working. The rollback is an admission that the prior bar was too low.

Who the memo actually says was covered

Now look at what his own Department of Human Services is doing as I write this. In July 2026, IDHS published an action memo and began mailing notices to noncitizens whose Medicaid coverage ends October 1 under H.R.1. Read the document. It is titled “H.R.1 Noncitizen Medicaid Changes.” It states that these groups “have been receiving Medicaid.” It says all states must discontinue “full Medicaid coverage” for them. And nowhere does it call this a state-funded program — the entire memo is framed as compliance with a change in federal Medicaid law, which is only coherent if the coverage being cut is federal Medicaid. You do not rewrite eligibility to comply with a federal statute for a program the federal government doesn’t fund.

Look closely at who is on that list.

“Individuals granted withholding of removal” — that is a person an immigration judge already ordered deported, allowed to remain only because they cannot be sent to one specific country where they’d face persecution. A judicial removal order, no green card, no path to citizenship, revocable if conditions change. A person under a deportation order was on full federal Medicaid.

“Humanitarian parolees” — including the Biden-era Ukrainian and Afghan parole programs. Parole is not an adjudicated legal status. It is temporary, discretionary, and revocable. Also on full federal Medicaid.

That is who “noncitizen” is quietly covering for.

Congress already had the law in hand

The contradiction is written into the very letter Chairman Comer sent to Pritzker three months after the hearing. That letter states plainly that federal Medicaid funding is available for emergency treatment for individuals who meet all Medicaid requirements “except satisfactory immigration status,” and cites the same statute. So the man who told Congress noncitizens don’t get Medicaid “in Illinois or any state” administers a program that does exactly that — under a law the committee was quoting back to him.

The simple version, past all the policy weeds

If Pritzker thought covering these people was right, he would have said so. Proudly. To Congress. “Yes, Illinois covers certain humanitarian categories, and here’s why I stand by it” is an answer a confident governor gives. Instead he reached for a sentence built to make the whole subject disappear — “as far as I know,” from the man who runs the agency, signs the budget, and whose own department wrote every one of these policies and the memo now going out.

He doesn’t get to plead ignorance about his own Medicaid rolls. “As far as I know” isn’t humility. It’s a deliberately installed deniability valve — the denial on the record for the public, the hedge on the record for later. That is not how a person talks about something they believe is fine. It is how a person talks about something they are hoping won’t get looked at too closely.

Which leaves three questions no one with a platform seems willing to ask. Why did no one on that committee — or anywhere in the media — push back when he said it? Why is his false claim hardl, if at all, quoted in the coverage, when reporters transcribed every jab and applause line he delivered that day? And why is he only now, quietly, mailing notices restricting the federal Medicaid he swore these people never had? If they were never covered, there would be nothing to restrict. The notices exist because the coverage existed.

He didn’t misspeak. He calculated. A man doesn’t reach for “as far as I know” — while running the agency, signing the budget, and overseeing the very policies in question — unless he already knows the honest answer is one he can’t afford to give out loud. The slick language isn’t a footnote to the story. It is the story. He had something to hide, and the care he took to hide it proves he knew it.

His own Department of Human Services just mailed the correction to thousands of mailboxes across Illinois.

I’m Nicole Patrice — a South Side Chicago native who has spent a decade inside Illinois’ public-aid system, watching how policy actually lands on the people it’s supposed to serve.
