In my own schooling, dictionary literacy was taught explicitly.
Every child was issued a dictionary and taught how to use it.
This is no longer the case, and the absence of moral education and dictionary literacy in the modern curriculum has produced a generation of public servants who lack the conceptual tools to understand moral terminology.

This, in my view, explains why my previous correspondence to the Minister of Education — urging the introduction of moral education — received no reply.
A society not taught moral principles cannot recognise them, cannot define them, and cannot respond to arguments based upon them.

III. The Police Admission

New Zealand Police have stated — repeatedly and explicitly — that:

• They cannot identify any moral principles.

• They cannot locate any moral principles.

• They cannot define any moral principles.

• They cannot produce any moral principles.

• They cannot point to any moral principles in the Code of Conduct.

These are not interpretations.
They are admissions.

IV. Logical Consequence

If integrity requires moral principles, and New Zealand Police cannot identify any moral principles, then the following conclusions are unavoidable:

• New Zealand Police cannot possess integrity.

• New Zealand Police cannot defend integrity.

• New Zealand Police cannot teach integrity.

• New Zealand Police cannot measure integrity.

• Therefore, a “National Integrity Unit” cannot exist in functional terms.

This is a definitional misnomer.

V. The Dichotomy

The most significant contradiction is the following:

If the baseline is zero moral principles, then deviation from that baseline — which is the definition of corruption — becomes:

the introduction of moral principles.

In other words:

• If an organisation has no moral principles,

• And an officer does have moral principles,

• Then the officer is “corrupt” relative to the organisation’s baseline.

This is a perfect dichotomy.
It is not rhetorical.
It is a direct consequence of the definitions.

VI. Operational Consequence for NIU

Because New Zealand Police cannot measure corruption against moral principles, the NIU defaults to measuring corruption against:

• Criminal offending,

• Misuse of systems,

• Reputational damage,

• Organisational embarrassment.

Not moral deviation.

This explains why NIU cases overwhelmingly involve criminal acts rather than ethical breaches:

• Rape

• Kidnapping

• Drug supply

The NIU is not enforcing integrity.

VII. Societal Observation

New Zealand’s lack of moral education and the removal of dictionary literacy have produced a public sector unable to recognise contradictions in moral terminology.

This is consistent with what Edward Blair (George Orwell) described as Doublespeak:
the use of words whose meanings are not understood by those who use them.

Terms such as “integrity”, “ethics”, and “corruption” are being used without reference to their definitions.

This is not sustainable in a modern democracy.

VIII. Request for Clarification

I respectfully request clarification on the following points:

1. What moral principles define “integrity” within New Zealand Police?

2. Where are these moral principles documented?

3. How are these moral principles taught to Police staff?

4. How does the NIU measure corruption without a moral baseline?

5. How can the NIU defend integrity if integrity is undefined?

These questions are definitional and governance‑related.
They do not concern political ideology.
They concern the logical coherence of Police administration.

This letter is written in good faith and in the interest of improving the clarity, coherence, and credibility of New Zealand’s governance structures.

• Strengthen community safety

But when you follow the implications through to their logical end, something strange happens.

Suddenly, ordinary New Zealanders — who already fund policing through taxation — appear to have been quietly deputised as 24/7 volunteer enforcement officers.

No pay.
No training.
No safety gear.
No ACC modelling.
No liability protection.

Just… more responsibility.

So I asked the Government the obvious questions.

2. The “Stupid but Legitimate” Questions

I filed an Official Information Act request asking:

• If citizens are now expected to intervene in crime, where is the compensation?

• If citizens must know the Crimes Act, where is the training?

• If citizens may be injured, where is the ACC modelling?

• If citizens must restrain offenders, where is the protective gear?

• If citizens must observe crime 24/7, is this unpaid deputisation?

These are the kinds of questions that sound absurd — until you realise they are simply the logical consequences of the Government’s own legislation.

And that’s when the comedy begins.

3. The Hot Potato Begins

The Police responded first.

“The information to which your request relates is not held by us…”

Translation:
We didn’t think about any of this. Please ask someone else.

So they transferred the entire request to the Minister of Justice.

Justice responded:

“We acknowledge receipt… we will respond by 14 September.”

Then, after reading the request more carefully, they panicked and threw Part C back to Police:

“Part 2(c)… has been transferred to New Zealand Police for consideration.”

So now:

• Police → transferred everything to Justice

• Justice → transferred part of it back to Police

• Neither agency has answered a single question

• No documents have been provided

• No analysis has been acknowledged

• No responsibility has been claimed

This is not an answer.
This is a bureaucratic relay race.

4. What the Hot Potato Reveals

The Government’s behaviour tells us something important:

No agency has done any analysis on the consequences of expanding citizen‑arrest powers.

None.

Not on:

• compensation

• taxation

• training burden

• safety gear

• ACC liability

• risk modelling

• public education

• operational guidelines

The policy was passed without the infrastructure required to make it safe, lawful, or fair.

This is not satire.
This is the actual OIA trail.

5. The Real Question: What Do We Get Out of It?

There is one more detail worth mentioning — not as a headline, but as a quiet, devastating footnote.

At the same time the Government has been steadily tightening firearms regulations and removing guns from lawful owners, they have now expanded citizen‑arrest powers.

Which raises a very simple, very awkward question:

If citizens are expected to intervene in crime, with what tools are they supposed to do it?

Police officers carry:

• batons

• tasers

• pepper spray

• radios

• stab‑proof vests

• ballistic protection

• handcuffs

• training

• backup

• legal indemnity

Citizens carry:

• a phone

• a conscience

• and apparently now, the responsibility to restrain offenders

The Government has simultaneously:

• reduced citizens’ access to defensive tools,

• increased citizens’ legal exposure,

• expanded citizens’ enforcement duties,

• and provided no training, no gear, no compensation, and no ACC modelling.

This is not satire.
This is the actual legislative landscape.

So again, the unavoidable question:

What do we get out of it?
Where is the support?
Where is the protection?
Where is the fairness?

Because right now, the Government’s position appears to be:

“We’ve taken your guns.
We’ve given you arrest powers.
Good luck.”

And that is precisely why these “stupid but legitimate” questions matter.

6. Conclusion: The Joke Isn’t the Policy — It’s the Silence

The Government’s refusal to answer these questions is not accidental.
It is structural.

Your OIA exposed a contradiction so large that every agency immediately tried to hand it off to someone else.

That is why this article matters.

Because the moment legislation begins shifting enforcement duties from trained, paid police officers to ordinary citizens, the public has every right to ask:

What do we get out of it?
Where is the support?
Where is the protection?
Where is the fairness?

Until the Government can answer those questions, the policy remains exactly what it currently is:

The result is devastating in its simplicity.

Across every critical category — generation feasibility, grid stability, ecological impact, cost responsibility, legislative clarity, and public compensation — Transpower confirms either:

• “We do not hold this information.”

• “This information is withheld.”

• “See our public documents.”

In other words:
New Zealand is preparing to host 1–6 gigawatts of new baseload demand without the modelling required to understand what that means.

Yet in New Zealand, gold is treated as:

Whatever answer emerges will reveal the philosophical architecture of New Zealand’s resource law.

I feel he is a generous man, and well, that made me feel he would be happy to hear from me again, and so I have written:

Dear Minister Jones,

Thank you for your recent letter explaining the remarkable generosity of New Zealand’s minerals royalty regime. I must say, I had no idea the Crown was capable of such kindness. Your willingness to part with New Zealand’s gold at 1%, 2%, or 10% — depending on which decade the permit was issued — is truly heart‑warming.

It has inspired me to write with a simple request:

I would like my personal tax rate adjusted to match the royalty rates you apply to foreign mining companies.

After all, your letter makes it clear that low rates are justified when an entity has:

• substantial upfront capital investment,

• operating costs over many decades, and

• a need for stable and predictable arrangements.

Minister, I too have made substantial upfront capital investments.
For example:

• I purchased a car.

• I purchased a home.

• I purchased tools, equipment, and clothing required for work.

• I invested decades into developing skills that benefit New Zealand.

Under your logic, these should entitle me to a 1% personal tax rate, or perhaps 2% AVR, or even 10% APR if I’m feeling particularly profitable that year.

I am currently paying far more than 10% — and I am not even exporting gold.

Request #1: Adjust my personal tax rate to 1–2% AVR

Given your stated commitment to “stable and predictable arrangements,” I would appreciate my PAYE being recalculated under the same generosity extended to Tier 2 gold permits.

If mining companies can extract Crown‑owned minerals at 1%, surely I can extract my own wages at the same rate.

Request #2: Recalculate my car registration

Your letter emphasises that low royalties are justified because mining operations involve “substantial upfront capital investment” and “operate over many decades.”

My car also involved substantial upfront capital investment.
It also operates over many decades (or at least until the WOF inspector says otherwise).

Therefore, I request my annual registration fee be reduced to reflect the same generosity you extend to gold miners. A 1% registration fee seems appropriate.

Request #3: Apply Deloitte’s ‘government take’ logic to my household

You cite Deloitte’s finding that the government’s total take from mining is “35–51% of profits” once company tax is included.

This is fascinating, because:

• Company tax is not a royalty.

• Company tax is paid by every business.

• Including it in royalty calculations is like including GST in the price of milk and calling it a dairy levy.

Nevertheless, if Deloitte’s logic is now official government policy, I request that my household tax burden also be recalculated using this new accounting method.

For example:

• If I pay income tax, GST, fuel tax, ACC, and council rates, can I now claim that my “overall government take” is 35–51% and therefore “broadly fair”?

• And if so, may I also request a Deloitte review of my personal finances to confirm that I am being treated comparably to multinational mining companies?

Request #4: Legacy permit treatment

You note that some mines continue to operate under earlier royalty regimes that result in lower payments, and that this is simply the way things are.

I too have legacy arrangements:

• My mortgage was signed under earlier interest rates.

• My insurance premiums were set under earlier risk models.

• My wages were negotiated under earlier cost‑of‑living conditions.

Therefore, I request that all my legacy financial arrangements also be honoured indefinitely, regardless of how unfair they may now be.

If mining companies can keep their sweetheart deals forever, I would like mine too.

In closing

Minister, I appreciate your generosity toward foreign mining companies.
I simply request equal treatment.

If New Zealand’s gold can leave the country at 1%, I would like my wages, my car registration, and my household tax burden treated with the same kindness.

Please advise when I can expect my new tax rate to be applied.

I began this investigation with a simple question:
What is driving the intensification of flooding in New Zealand?

I wasn’t looking for politics.
I wasn’t looking for bureaucracy.
I wasn’t looking for anything except the physical cause.

So I did what any investigator does — I followed the evidence.

I isolated variables.
I eliminated red herrings.
I traced aerosol pathways.
I mapped cloud‑condensation nuclei formation.
I compared satellite imagery.
I tracked shipping routes.
I analysed plume behaviour.
I checked the literature.

And the conclusion was unavoidable:

Shipping emissions are a primary driver of flood‑intensifying cloud formation in New Zealand.

That was the science.

Then came the shock.

Because when I turned to government agencies to see whether they held information relevant to this — they did.
They held documents, diagrams, internal notes, and staff‑authored material that aligned with exactly what I had found.

But what I did not expect to discover was something else entirely.

Not a missing dataset.
Not a scientific gap.
Not a technical limitation.

I discovered a rabbit infestation.

The organisational chart shows 520–600 management‑grade roles.

Not analysts.
Not scientists.
Not environmental monitors.
Not emissions measurers.
Not field staff.

Just rabbits with titles.

And that’s only the visible ones.
The real population — once you include advisors, coordinators, assistants, contractors, digital teams, legal teams, comms teams, regional staff, and the SME lists they keep referring to — is likely 1,200–1,800 rabbits.

Each rabbit has a hole.

Some have several.

The chart shows:

The earlier three‑system explanation stands on its own because it describes observable biological reality, not a framework shaped by 20th‑century institutional models. It treats the human body as a layered defensive organism, not as a set of pharmaceutical targets. Returning to that structure gives you a clean, independent, evidence‑based way to talk about immunity without relying on the “innate vs adaptive” abstraction that became dominant in medical schools after the Rockefeller‑era reforms.

Human defence is not one system. It is three protective layers, each with its own logic, timing, and failure modes. These layers determine whether a toxin is neutralised, ignored, or becomes dangerous — and they explain why how something enters the body matters more than what it is.

The Statement That Should Concern Every Member of Parliament

In the Ombudsman’s own written record of a phone call with me, the investigator states:

“I was having difficulty imagining a world in which agencies could reliably answer these types of questions…”

This is not statutory reasoning. This is not administrative analysis. This is not legal interpretation.

This is personal imagination being used as a substitute for the Ombudsman’s constitutional duty to investigate agency conduct.

If an Officer of Parliament cannot “imagine a world” where agencies define their own terminology — something agencies do every day in legislation, regulations, guidance documents, and risk‑communication frameworks — then the Ombudsman’s Office is not functioning.

This is not a minor flaw. It is a systemic failure of oversight.

When an Officer of Parliament abandons substance in favour of personal impressions, the public loses its safeguard against administrative failure.

This Is Now a Governance Issue, Not a Personal One

Prime Minister, Speaker, Ombudsman’s Office — this is no longer about my individual complaints. It is about whether the Ombudsman’s Office is performing its constitutional role.

New Zealanders must be able to trust that:

complaints are investigated on their merits

statutory duties are upheld

timing is not retaliatory

personal imagination does not override legal obligation

🚗 What Police CAN Do

Police have one specific power when they issue a 12–24 hour “forbid to drive” notice under s121 of the Land Transport Act:

• Forbid YOU from driving for the stated period

• Take the keys you currently possess

• Take reasonable steps to stop YOU driving away immediately

• Park your vehicle safely off the road

That’s the full extent of their authority.

They can only take:

• the key in the ignition

• the keys in your hand

• the keys in your pockets

• the keys they reasonably believe you could use right now

They cannot search the vehicle for keys unless another legal power applies.

🔑 What Police CANNOT Take

Police cannot take:

• spare keys hidden in the vehicle

• spare keys taped under the bumper

• spare keys in a magnetic box under the chassis

• spare keys in your bag if they don’t know they exist

• spare keys at home

• spare keys held by someone else

• spare keys arriving later with a friend

They also cannot:

• seize the vehicle

• impound the vehicle

• immobilise the vehicle

• prevent someone else from driving it

• demand all keys that exist anywhere in the world

The prohibition is on YOU, not on the car.

Police cannot:

• order you to leave the scene

• force you to walk away

• threaten arrest for staying near your own property

• claim you are “interfering” by simply being present

• treat the vehicle as detained or impounded

Their authority ends at:
“You must not drive.”

🧱 Physical Reality vs Legal Reality

This is the part most people never think about.

Physically:

Police cannot stop you from:

• having hidden keys

• having spare keys elsewhere

• having someone else bring a key

• having someone else drive the car away

• sitting inside your own vehicle

They do not:

• clamp the wheels

• tow the car

• lock the car

• seize the car

• immobilise the car mechanically

Legally:

You personally cannot drive until the prohibition expires.

But the car itself is not under Police control.

My name is Nigel Gray, an independent investigator. Over the past year I have repeatedly raised concerns with your office regarding failures in environmental monitoring, Official Information Act (OIA) integrity, and the growing risk to public health arising from sulphur dioxide (SO₂) emissions in port‑adjacent communities.

I warned of these risks months before the seven deaths at Mt Maunganui, deaths now widely understood to have occurred in an environment where SO₂ exceedances, monitoring gaps, and regulatory blind spots were already known to government agencies — but not acted upon.

As I have already stated, until the Ombudsman’s delays and inefficiencies are addressed, I am continuing to direct all complaints to the Prime Minister’s Office. The Ombudsman’s backlog, procedural delays, and prior hostility toward me make that office functionally incapable of performing its statutory role in a timely or impartial manner.

This letter sets out clear, documented contradictions within the Ministry for Cities, Environment, Regions & Transport (formerly MfE) that demonstrate systemic failure, concealment of commissioned evidence, and a breakdown in environmental governance.

1. The Ministry denies knowledge of SO₂ monitoring — yet its own commissioned report confirms monitoring exists

The Ministry’s OIA response (26‑OIAD‑02196) states:

“We do not hold any information regarding the Ministry’s ‘knowledge of SO₂ monitoring’… refused under section 18(e).”

Yet the Ministry‑commissioned NIWA report states:

“Monitoring of SO₂ has been carried out in residential and industrial locations by Regional Councils.”

The Ministry received this SO₂ chapter on 18 June 2024.

It is not credible to claim “no knowledge” of monitoring when the Ministry commissioned, received, and read a document explicitly describing that monitoring.

2. The Ministry denies holding cost analyses — yet the commissioned report contains cost analyses

The Ministry claims:

“We do not hold information relating to monitoring costs.”

Yet the NIWA report states:

“A new SO₂ instrument can be several tens of thousands of dollars and cost thousands to tens of thousands of dollars per year to run.”

If the Ministry commissioned and received this report, then it does hold cost analysis.

3. The Ministry denies holding evidence of SO₂ health impacts — yet the commissioned report contains such evidence

The Ministry claims:

“The Ministry does not hold information relating to SO₂ health impacts.”

Yet the NIWA report states:

“The evidence on the health impacts of exposure to SO₂ is strong… hundreds of studies internationally.”

The Ministry holds this evidence by virtue of holding the report.

4. The Ministry denies holding exceedance information — yet the commissioned report describes exceedances

The Ministry claims:

“We do not hold information relating to SO₂ exceedances.”

Yet the NIWA report states:

“Concentrations in some high-risk areas exceed guideline values on occasion.”

This is exceedance information. The Ministry holds it.

5. The Ministry denies holding hotspot or port‑risk information — yet the commissioned report describes hotspots

The Ministry claims:

“We do not hold information relating to hotspots, monitoring gaps, risk assessments, or port emissions.”

Yet the NIWA report states:

“The country has port and industrial hotspots where concentrations have exceeded health-based guidelines.”

This is hotspot and port‑risk information. The Ministry holds it.

6. The Ministry claims no internal discussion of the SO₂ chapter — yet 250 emails referenced the report

The Ministry claims:

“None of these internal emails contained specific discussion on the sulphur dioxide chapter.”

Yet it also states:

“Over 250 results were captured that referenced the report.”

It is statistically implausible that:

250 emails referenced the report

0 discussed the SO₂ chapter

0 discussed monitoring

0 discussed exceedances

0 discussed health impacts

0 discussed port hotspots

0 discussed regulatory implications

This defies normal public‑service communication patterns.

7. The Ministry admits it failed to disclose the SO₂ report in earlier OIAs

The Ministry states:

“We acknowledge this document should have been referenced in previous responses.”

This admission is critical.

It confirms:

the Ministry held relevant information

the Ministry failed to disclose it

earlier Section 18(e) refusals were incorrect

current Section 18(e) refusals are likely incorrect for the same reason

This is not an isolated oversight. It is a systemic failure of OIA compliance.

8. Consequences: Seven preventable deaths at Mt Maunganui

The contradictions above are not academic.

They have real‑world consequences.

The seven deaths at Mt Maunganui occurred in an environment where:

SO₂ exceedances were known

port‑adjacent hotspots were documented

health impacts were well‑established

monitoring gaps were identified

regulatory oversight was failing

the Ministry held evidence but denied holding it

the Ministry failed to disclose commissioned science

the Ombudsman was too backlogged to provide timely oversight

I warned of this situation. My warnings were unheeded.

The result was fatal.

9. Constitutional implications

New Zealand now faces:

an environmental regulator denying the existence of its own commissioned evidence

an OIA system unable to function due to blanket Section 18(e) refusals

an Ombudsman’s Office unable to provide timely oversight

a public‑safety risk that has already resulted in multiple deaths

a governance vacuum where no agency accepts responsibility

This is not a policy disagreement. It is a systemic failure of democratic accountability.

10. Request for immediate action

I respectfully request:

A formal review of the Ministry’s OIA handling practices, specifically its repeated use of Section 18(e) in contradiction with commissioned evidence.

A public explanation for the Ministry’s failure to disclose the SO₂ chapter in earlier OIAs.

A cross‑agency investigation into SO₂ exposure in port‑adjacent communities, including Mt Maunganui.

A parliamentary review of the Ombudsman’s backlog, delays, and functional inability to perform its statutory role.

Immediate steps to prevent further deaths arising from unmonitored SO₂ emissions.

Closing

I will continue directing all complaints to the Prime Minister’s Office until the Ombudsman’s systemic delays and inefficiencies are addressed.

A scientifically documented case of skua dying from secondary poisoning

In its recent OIA response, the Department of Conservation (DOC) insisted that brown skua — the large, aggressive seabirds occasionally seen around New Zealand’s coasts — are ecologically insulated from inland toxins such as 1080. DOC stated:

“They do not go further inland to hunt and would not encounter any species affected by predator control operations using 1080.”

This claim is presented as categorical fact.
But it collapses instantly when confronted with the evidence from Macquarie Island, where brown skua were documented consuming terrestrial mammals and dying from secondary poisoning.

This is not hypothetical.
This is not “unlikely”.
This is not a fringe theory.

This is documented science, published in 2023.

What the 2023 Macquarie Island research actually found

DOC’s position is not scientifically defensible.

The Petone skua was:

• found within flight range of multiple 1080 operations

• never tested for toxins

These symptoms overlap strongly with sublethal toxin exposure, including:

• starvation following toxin‑induced debilitation

MPI tested for H5N1.
MPI did not test for 1080.
DOC insists poisoning is “not relevant”.

The urgent need for a compulsory, secular moral education programme in New Zealand

I write to you today because New Zealand is facing a profound and accelerating crisis: a collapse in moral reasoning among youth, a complete absence of structured moral education in our schools, and an alarming admission from Police that they cannot identify any moral principles in their own Code of Conduct or training manuals. This is not a partisan issue. It is a foundational one, affecting every sector, every community, and every future generation.

The evidence is now overwhelming. Unless we act immediately, New Zealand risks a progressive breakdown of what we recognise as “normal society”: a community in which people understand right and wrong, foresee consequences, restrain harmful impulses, and treat others with dignity.

I set out below the full case for urgent action.

1. Today’s headlines reveal a pattern of moral collapse

On a single day, New Zealanders woke to headlines describing:

• A horrific group assault by teenage girls in Takapuna.

• Two teens hitting a police officer while driving a stolen car.

• A man stabbed to death in broad daylight on a residential street.

These are not isolated incidents. They are symptoms of a deeper problem:

• Group violence filmed for entertainment shows moral detachment and absence of empathy conditioning.

• Assaulting a police officer shows no respect for authority, no understanding of consequences, and no internalised moral boundaries.

• Daylight stabbing shows erosion of social restraint and collapse of community ethical norms.

These behaviours are not simply “criminal”. They reflect a failure of moral reasoning — the ability to evaluate right and wrong, foresee consequences, resist peer pressure, and recognise the inherent value of others.

This failure is developmental, educational, and systemic.

2. New Zealand has no structured moral reasoning curriculum

The New Zealand Curriculum mentions “values” and “key competencies”, but these are behavioural descriptors, not moral frameworks. They do not teach:

• How to reason morally

• How to evaluate consequences

• How to justify ethical decisions

• How to handle moral dilemmas

• How to disagree ethically

• How to resist coercion or peer pressure

• How to build personal integrity through reason

The only programme containing philosophy — the Civics, Politics and Philosophy subject planned for 2029 — is:

• Optional

• Restricted to Years 12–13

• Not focused solely on moral development

• Too late for the developmental window in which moral reasoning forms

In reality, New Zealand begins moral education at 17–18, and only for a minority.

This is educationally indefensible.

3. Parents cannot teach what they themselves were never taught

It is often said, “Parents should teach their children morality.” But this argument collapses under scrutiny.

New Zealand has had no structured moral education programme for decades. Therefore:

• Today’s parents were never taught moral reasoning.

• Today’s grandparents were never taught moral reasoning.

• We are now living through a multi generational absence of moral education.

Expecting parents to teach what they themselves never received is unrealistic and unfair. The result is predictable:

• Children grow up without moral frameworks.

• Parents rely on instinct rather than structured guidance.

• Schools assume parents will teach morality.

• Parents assume schools will teach morality.

• Neither does.

This is how societies lose their ethical foundations — not suddenly, but gradually, through generational drift.

4. Police have confirmed they have no moral principles in their Code of Conduct

Recently, New Zealand Police informed me that they are unable to identify any moral principles in:

• their Code of Conduct,

• their training manuals,

• their operational doctrine,

• or their professional standards.

This is an extraordinary admission for an organisation responsible for enforcing the law and modelling ethical behaviour.

It reveals:

• A structural absence of moral architecture

• Reliance on rules rather than principles

• Increased risk of inconsistent ethical decisions

• Erosion of public trust

• Institutional moral drift

When youth lack moral reasoning and Police lack moral principles, the entire system becomes ethically unstable.

5. The Way to Happiness: evidence that secular moral education works

In considering solutions, it is vital to distinguish between religious instruction and secular moral education.

The Way to Happiness is a non religious moral code built around 21 principles such as:

• “Do not harm a person of good will.”

• “Do not steal.”

• “Do not murder.”

• “Be temperate.”

• “Try to treat others as you would want them to treat you.”

Each principle includes:

• Clear reasoning

• Explanation of consequences

• Benefits of ethical behaviour

• Accessible moral logic

It has been used successfully in:

• Rehabilitation programmes

• Police youth diversion initiatives

• Community safety programmes

• Disaster response contexts

Its track record proves that structured moral education can improve behaviour, reduce violence, and strengthen social cohesion.

6. Consequences must be taught in two directions

A complete moral education programme must teach consequences in both dimensions:

A. Impact on others

“If I do X, what happens to other people?” This develops empathy, social awareness, and ethical responsibility.

B. Impact on oneself

“If I do X to others, what will be the result for me personally?” This develops foresight, impulse control, and understanding of long term consequences.

Both are essential. One teaches compassion. The other teaches self preservation through ethical behaviour.

New Zealand currently teaches neither.

7. The risk: breakdown of normal society

The combined evidence shows a clear trajectory:

1. Schools do not teach moral reasoning.

2. Parents were never taught moral reasoning.

3. Police have no moral principles in their Code of Conduct.

4. Youth violence is escalating and becoming performative.

5. Social cohesion is weakening.

Unless addressed immediately, this deficiency will worsen and lead to a breakdown of what we recognise as normal society — a community in which people understand consequences, respect others, and restrain harmful impulses.

This is not alarmism. It is a logical conclusion based on observable trends.

8. A proposal: a compulsory, secular, age scaled moral education programme

I urge the Government and all parliamentary parties to initiate development of a compulsory moral education programme that includes:

Years 1–6 (Primary)

• Foundations of fairness, empathy, honesty, responsibility

• Cause and effect moral reasoning

• Consequence based reasoning (“What happens to others?” and “What happens to me?”)

• Age appropriate ethical stories and scenarios

Years 7–10 (Intermediate & Junior Secondary)

• Ethical dilemmas and structured decision making

• Logical reasoning and argumentation

• Peer pressure resistance

• Personal integrity development

Years 11–13 (Senior Secondary)

• Formal moral philosophy

• Applied ethics (digital behaviour, violence, justice, environment, civic duty)

• Integration with civics and citizenship education

This programme must be:

• Secular

• Compulsory

• Culturally inclusive

• Evidence based

• Long term and cross party supported

9. Cross party responsibility and invitation to engage

Because moral education underpins justice, policing, social development, health, and community wellbeing, it requires cross party commitment.
