The crowd’s size caught staff off guard. When I arrived 10 minutes before the meeting, City Administrator Ben Martig had already moved the media table behind the dais to make room for extra chairs. He and Community Development Director Scott Wopata kept at it as people continued arriving, pulling in more chairs, opening two additional rooms for the overflow, and helping residents fill out speaker request slips.

By the end of the night, the Commission had gone considerably further than what was actually on the agenda.

What was proposed, and what happened

The agenda item began as a request from city staff to change a single number in the Land Development Code: reduce the required setback for data processing facilities from 3,950 feet to 200 feet, measured from any existing or planned park, trail, or recreational feature. Staff described the 3,950-foot figure as a “typo” or an “error.” At that distance, a data center is effectively impossible anywhere in Northfield’s industrial zones.

Some residents didn’t buy the “typo” framing, and by the end of the discussion, the Commission didn’t fully adopt it either. Rather than simply reduce the setback, commissioners amended the proposal into an outright prohibition: data processing facilities would be struck from the list of permitted and conditional uses in the city’s industrial district entirely.

A second motion directed staff to return within two months with a separate framework, based on power consumption, that could distinguish small-scale operations from hyperscale ones as part of the broader Land Development Code rewrite already underway.

Both motions passed unanimously. The recommendation now goes to the City Council, which has the final say.

What got answered, and what didn’t

Planning Commission policy doesn’t allow staff to respond to questions during the public comment period itself. City Councilor Kathleen Holmes, who sits on the Commission as a non-voting liaison, noted that staff would follow up individually with anyone who left contact information. Northfield News reporter Colton Kemp, who covered the meeting, wrote that Wopata kept a running list of questions on his laptop.

I emailed Wopata directly to ask whether he planned to publish written answers to that list. Wopata said, in a brief reply sent by phone from an airport, that he didn’t have a plan or a platform to do so. He said he’d likely raise the questions in front of the City Council instead, when the item comes before that body, “to ensure the voices/questions get heard there too.”

That means most of what follows won’t get a formal public answer unless Council raises it. Some of it already has an answer in the public record, even if no one said it out loud that night.

Are there any secret agreements with a data center developer?
No. Holmes stated directly, on the record, that no council member or staff member has signed a non-disclosure agreement, and no project is currently pending before the city.

Has Northfield been approached by any data center company?
This one remains open. No NDA isn't the same as no contact. Kuhlmann's answer in the moment, 'I don't know of anybody who has,' wasn't authoritative, and it's a narrower claim than Holmes's 'no pending project' statement.

What about water use, and the aquifer?
Also unanswered on the record. One resident asked specifically which aquifer would supply an industrial-scale user’s water needs. I may look at this in a future post; the University of Minnesota has an ongoing research project on water and energy use by data centers in nearby watersheds that may be a useful resource.

Where does the 200-to-500-foot range actually come from?
The Commission’s written findings state that a 500-foot-or-less setback from parks and trails is “typical” nationally, based on staff’s review of other cities’ ordinances, without naming which jurisdictions or studies. Asked directly why 200 feet specifically, Wopata said it matches the city’s existing 200-foot residential setback, and that noise, the original concern behind the setback, is handled through decibel limits enforced at the property line rather than through distance. What's still missing is the specific research behind the 'typical' range claim itself. The record doesn't identify the jurisdictions or studies behind it.

Is this actually a typo, or something else?
This is the most tangled of the open questions, because the record contains multiple explanations that don’t fully square with each other.

At the meeting, Interim City Planner Mathias Hughey explained where the 3,950-foot number came from: “That is essentially three-quarters of a mile. That is where that number is.” A few minutes later, describing the same figure, he called it “a typo at one point,” and said it was “more accurately probably just described as an error.”

City records confirm the three-quarters-mile origin directly. A December 3, 2024 memo from City Administrator Ben Martig to the City Council describes the setback as “reduced... from 4,000 feet to 3,950 feet for accuracy,” noting that “3,950 feet is ¾ of a mile.” That adjustment was one of several small technical corrections listed in the memo, alongside things like fixing a building-height conflict elsewhere in the code. Whatever the origin of the original 4,000-foot figure, the December 2024 record describes the change to 3,950 as a deliberate correction for accuracy, not as a typo.

Those two things sit oddly together with this year’s framing. A distance calculated and refined to approximate three-quarters of a mile isn’t usually what people mean by a typo.

The Commission’s written resolution offers a third framing, different from either: it states that staff identified the 3,950-foot setback as “a barrier to industrial business creation and economic development,” tied to a 2025 Comprehensive Plan directive to remove such barriers from the Land Development Code. Nothing in that language describes an unintentional mistake.

One resident raised this exact discrepancy in a written comment submitted before the meeting: “Are we correcting a typo, or are we deliberately removing a barrier to data-center development? Those are not the same thing.”

What actually triggered this review now?
Wopata’s answer, offered in response to a similar question about a different item on the same night’s agenda, was that identifying obstacles to the city’s development goals is simply part of his job as the recently hired Community Development Director. Nothing in the public record confirms or rules out any contact with a developer, site selector, or utility beforehand.

The relevant history

This isn’t the industrial park’s first pass through this debate, and public opposition isn’t new either, though this year’s turnout dwarfs what came before. At the Planning Commission’s November 21, 2024 hearing, seven residents spoke against including data processing facilities in the industrial code, citing water and electricity strain and, in several cases, concern for a neighboring horse farm. Three spoke in favor: Chris Kennelly, who said he had no economic interest in the area; Jane Bartho, president of the Northfield Chamber of Commerce; and Tom Sorem, who owns some of the land that would be rezoned. The Commission voted 5-1 to strike data processing facilities from the code entirely, removing both the permitted-use listing and the full set of performance standards staff had drafted. Bill Kuhlmann, now the Commission’s chair, cast the lone vote against striking them.

Five days later, the City Council took up the same amendment. Then-Community Development Director Jake Reilly told the Council that the Planning Commission recommended removing data processing facilities, while staff recommended keeping them. Bartho and Sorem both spoke again in favor of keeping the language. The Council sided with staff, voting 7-0 to retain data processing facilities in the code, including the 3,950-foot setback at the center of this year's dispute. A second reading passed 6-0 a week later, with one council member absent.

Councilor Holmes, defending that 2024 decision, pointed to the scarcity of industrial land in Northfield and the city’s long-standing goal of diversifying its tax base beyond residential property. Whether the Council reaches the same conclusion this time, faced with this Commission’s unanimous recommendation, the reversal of its own chair’s 2024 position, and a turnout far larger than 2024’s, is now the open question.

What’s Next?

Staff has two months to return with a power-consumption-based framework intended to distinguish hyperscale facilities from smaller, already-existing data processing uses in town. The City Council will then decide whether to adopt the Commission’s prohibition, adopt some modified version of it, or take a different path entirely, as it did in 2024.

But then he saw that several of them were carrying guns. He had no idea that he was watching a practice session for the Defeat of Jesse James Days (DJJD) bank raid re-enactment. His 911 call triggered an emergency law enforcement response that eventually brought a tactical team from the Cities. No shots were fired, and no one was arrested, but the incident won’t soon be forgotten.

It all started the previous Thursday when the DJJD planning committee met with the architects and construction managers for the restoration of the Scriver Building, home to the Northfield History Center (NHC). The committee was told that the plan to remove the scaffolding on the Division St. side of the building in time for the DJJD bank raid re-enactment would not work because of material delays and possible conflicts with other subcontractors.

During a brainstorming session to find an alternative location, DJJD Committee Chair Groveland Stevens stated that it had to be at a local bank. “Why a bank?” he asked rhetorically. “Because that’s where the money is. The James Gang would never have targeted a shop selling olive oil or scented candles.” The committee voted to relocate the bank raid re-enactment to Merchants Bank, kitty corner from the NHC. Stevens called bank president Lee Magdalen and got a quick thumbs-up.

The bank raid re-enactors met the following Friday night to discuss the situation. Team leader Freeman Timothy suggested they hold their first practice run early Sunday, when few people would be downtown. “Everyone will be in church,” he claimed. There was some pushback from committee members on that, as a recent economic development study showed that on Sunday mornings, far more Northfielders are shopping at Menards (not Menard’s.2)

Veteran gang member re-enactor Eddie DeWayne suggested that it would be best to not involve horses at this first practice, nor was it necessary to change into their re-enactment clothes. “I hate having to pick up the horse apples after practice. Plus, my duster is at the dry cleaners.”

Nestor Bradley, known widely for sounding the alarm (“Grab your guns boys, they’re robbing the bank!”) during the bank raid re-enactment, argued that the practice session should include guns. “Without the guns, it’s boring. We’re just empty shells, standing around shooting the breeze.”

That mix of plainclothes reenactors, no horses but many guns, proved to be too lifelike, despite the unlikely scenario that a gang of bank robbers would be planning an attack on a bank in broad daylight.

The whole scene ended quickly as Northfield Police officers assured the out-of-town law enforcement that it was all a misunderstanding. But sensing a marketing opportunity, NHC Executive Director Alan Shaums met with Merchants Bank president Lee Magdalen and Hank Christian, the bank’s Department of Redundancy Department manager, to suggest that they might want to sponsor a re-enactment of the failed bank raid practice re-enactment for next year’s DJJD.

• Every household in the city’s waste contract would pay a new monthly organics charge, whether or not you use it. State regulators have interpreted a decades-old recycling law to require equal charges once the service is offered.

• The price starts around $4 a month at today’s roughly 15 percent participation rate and rises as more households sign up, reaching $5.70 at 30 percent in the city’s current model. The city hasn’t modeled a price above that.

• Nothing is decided yet. The Aug. 3 vote only directs staff to prepare bids and cost estimates for a future contract.

• Larger apartment buildings with more than six units aren’t included in the current scope.

• Curbside Compost Cooperative, the local business running the voluntary program today, supports the move and plans to bid on the new contract.

• Downsizing your garbage cart is one real way to offset the new charge, since garbage rates are tiered by size and food scraps are heavy.

When city staff first showed the council what a universal composting program might cost, they flagged the numbers themselves as strange. “This is a little bit confusing, and probably the reverse of what you are anticipating,” Sustainability Coordinator Sara Pabich told the council on July 7. She meant the price. It goes up, not down, as more of your neighbors start composting.

That’s the part of this proposal most likely to catch people off guard, and it’s worth understanding before it shows up on a bill.

What the council actually voted on

The August 3 motion doesn’t create a composting program. It tells staff to prepare bids, timelines, and cost estimates so the council can vote on an actual contract later. The vote was 5-1, with Council Member Chad Beumer dissenting and Council Member Jessica Peterson White absent. No implementation date has been set.

Why you can’t opt out of the charge

Minnesota’s underlying rule is nearly 35 years old: a 1991 addition to the state’s Waste Management Act says a hauler can’t charge someone who recycles more than someone who doesn’t. That rule has applied quietly to bottles, cans, and cardboard for decades. In 2023, the Minnesota Pollution Control Agency clarified that the same rule applies to organics, since compostable materials count as recyclable materials under state law. In practice, cities and haulers have resolved that by charging everyone the same amount, whether or not they set out a cart, which is the model Northfield is now considering.

A bill introduced in the 2025 legislative session would have removed this requirement specifically for organics, letting non-participants opt out of the charge. It didn’t get a hearing and didn’t pass. The “everyone pays” structure isn’t a fixed law of nature. It’s a consequence of how the current statute has been interpreted, and legislators have already tried once to change it.

Pabich put it plainly to the council on July 7: “Everybody would be required to pay for the service. They would not have to participate in using the service, but there’s no way they could opt out of paying for it.”

You can decline to put out a cart. You can’t decline to pay.

How the price is built, and why it climbs

Here’s the part that runs backward from what you’d expect: the price goes up, not down, as more households participate. Pabich explained this to the council when she first presented the cost estimates on July 7.

As participation increases, she said, that means more routes, more stops, more labor, so the price goes up as participation goes up. I asked her about it again via email last week, and she gave me the same explanation.

Here’s why. At today’s roughly 15 percent participation rate, the city says it would need to collect about $250,000 a year to cover what a hauler would charge to run the program. That figure gets split across all 5,058 households currently covered by the city’s waste contract, whether or not they compost. Divided out, that’s about $4 a month per household. The red arrow on the slide below is mine:

As participation grows, so does the total the city needs to collect, because more households setting out carts means more stops and more labor for the hauler. Staff confirmed that at 30 percent participation, the annual cost would run closer to $346,000. Their published estimates show the monthly price climbing accordingly: $4.50 at 20 percent participation, $5.20 at 25 percent, $5.70 at 30 percent.

Working through the city's own numbers: each additional participating household adds roughly $11 a month to the program's total cost, not to any individual bill. That's my calculation, built from the four figures the city has published, not a number staff has stated themselves. It’s also not far off from the $15 a month Curbside Compost Cooperative, the local business currently running Northfield’s voluntary program, already charges its subscribers.

Put plainly: the low starting price isn’t the program getting more efficient. It’s a subsidy from the roughly 4,300 households who won’t be composting, spread across everyone who will.

Where does it stabilize?

City staff haven’t modeled a price past 30 percent participation. When I asked directly, Pabich confirmed it in writing: “The current modeling does not extend beyond 30% participation.” Nobody, including the city, currently knows what the monthly charge would look like if half of Northfield signed up, or if participation eventually reached the near-universal levels garbage and recycling already have.

Garbage and recycling don’t have this low-starting-price problem, because they’re already priced for near-universal use. Composting would be different, at least early on, because most households wouldn’t participate right away. The direction is clearly up as more people join. Based on what’s been published so far, there’s no obvious point where the price levels off on its own.

One thing you can do about it

If the program goes forward, there’s a real way to offset the new charge: downsizing your garbage cart. Northfield’s garbage rates are tiered by container size, and food scraps are heavy. City staff, at least one council member, and Mayor Erica Zweifel have each pointed out, separately, that households that start composting food scraps often find they can move to a smaller garbage cart and save money. It won’t necessarily cover a new organics charge in full, but it’s the most concrete lever a participating household has.

Is this really like recycling?

City and state officials have compared this transition more than once to the shift Minnesotans made to recycling decades ago, arguing today’s discomfort will fade the same way.

Single-sort recycling asks little of a household: one decision per item, a second bin instead of the trash, little consequence if you get it wrong. Composting asks for a new daily habit: a kitchen container you use every time you cook, a label system (BPI-certified compostable) that most people have never had to learn, and real contamination consequences if it’s done wrong.

Staff have said contamination management is critical, and that cities deliberately start with food scraps only rather than a longer list, because broader lists create problems. That’s a different kind of ask than recycling ever was, worth knowing before taking the comparison at face value.

One wrinkle worth naming: recycling in the 1990s wasn’t nearly as effortless as it is today either. It required more sorting and rinsing before single-sort systems simplified it. Some of what feels easy about recycling now may be decades of infrastructure investment doing the work, not habituation alone. If that’s right, composting may eventually normalize too, but probably on a longer timeline than the comparison suggests.

What’s still undecided

A few practical questions that would affect your bill haven’t been settled, because the city hasn’t gone out for bids yet. The numbers above aren’t the final bill because several cost-determining factors haven’t been decided.

• Larger apartment buildings may be left out. As currently scoped, the program covers single-family homes and units in buildings of six units or fewer. If you live in a larger apartment complex, this proposal as written wouldn’t reach you.

• Container size isn’t decided. Curbside Compost Cooperative’s current voluntary service uses a five-gallon outdoor pail, small enough that subscribers typically bring it inside to rinse in the kitchen sink after the weekly pickup. Day to day, most households also keep a smaller, covered pail on the kitchen counter and empty that into the larger outdoor one as needed. Here’s our arrangement:

Most cities that have gone universal use 30-gallon-plus carts instead. Councilor Brad Ness objected to fitting a larger cart in a garage already holding garbage and recycling bins. Councilor Chad Beumer, agreeing with him, added a second concern: cleaning an outdoor cart without a working hose for six or seven months a year. Which size the city ultimately requires could affect which haulers bid and what they charge.

• How the final price gets calculated is still open. Staff have said pricing will likely be based on participation, but haven’t said whether that means per household signed up, per household actually setting out a cart, or per ton collected. That choice determines who bears the cost if participation grows faster or slower than expected.

• No start date, and no confirmation about winter service. The city hasn’t said whether collection would run year-round or pause seasonally, as yard waste pickup does. That would affect the cost math above.

What happens to Curbside Compost Cooperative?

Northfield’s current voluntary program is run by Curbside Compost Cooperative, a local worker-owned business. A move to a single-hauler contract would put that work out to competitive bidding, open to any hauler, not just the co-op.

The co-op has said publicly that it supports the move to universal service. Worker-owner Cliff Martin told the council in August that the business plans to submit its own proposal once the city issues its RFP. Whether the co-op or another hauler ends up running the program is another question that won’t be answered until bids come in.

A related program that works differently: yard waste

Northfield already runs a similar-sounding curbside service through its garbage and recycling contractor, DSI: seasonal pickup of grass clippings and other yard waste, for $65 a year. It’s billed monthly on your city utility bill, the same way garbage, recycling, and organics composting would be.

It’s optional today, and it isn’t governed by the same state law driving the composting discussion. Minnesota has banned yard waste from landfills since the early 1990s under an older, separate statute from the one governing organics recycling pricing. The two programs look similar on a bill but run on different legal tracks, which is part of why one can stay voluntary while the other is headed toward a universal charge.

One detail worth knowing if you already use the yard waste service, or are considering it: the city bills for it twelve months a year, January through December, even though pickup only runs April through November. Sign up partway through the year and your first bill includes the months you missed. Cancel, and you’re billed through the end of the year regardless. Northfield already has practice billing residents for months when a truck isn’t running, which is worth keeping in mind if a composting program ends up launching partway through a year.

I still publish posts that feature the vibrant civic life of the Northfield area, encouraging residents to be “more engaged with one another in ways that strengthen the civic fabric of the community,” as I originally put it.

What’s changed is my new emphasis on accountability reporting, and that’s now spelled out on the About page.

Since late 2025, I’ve gradually shifted my reporting toward what’s called accountability reporting, sometimes known as ‘watchdog journalism.’ It's not opinion writing, and it's not the anonymous-source, months-underground version of investigative journalism, though I'll sometimes use some of the same techniques. Accountability reporting means taking a closer look at what institutions (both public and private) and their representatives are saying about their operations or an issue of relevance to the public, seeing whether it matches the facts, and then reporting what I find, whether or not it’s flattering. It can also mean helping readers understand what a dense document or decision actually means for them.

This often involves me examining statements made to media outlets, social media, and the recordings of public meetings. It sometimes involves me requesting public documents that have never been published. It usually involves me posing questions to public officials so they can go on record about the matter. And then it always involves making a decision on what to report, if anything, with a guiding principle of ‘Will this be genuinely helpful for the public to know?’

How AI fits in

I’ve also added a section on how I use AI, which wasn’t mentioned at all on the original About page. This is roughly my process, though it varies by piece, and some posts skip steps entirely:

• Whenever I start working on a post, I explain to AI what I’ve read about the issue and what direction I think I’m initially heading with it. I ask it to ask me questions that force me to think wider and deeper, and I expect it to challenge my assumptions and point out holes in my thinking. This early back-and-forth is less about editing and more about having a smart colleague think out loud with me.

• I sometimes ask two or three AI platforms for a “deep research” report on an issue, then ask my most trusted platform to compare the results. I usually read the source material each one cites to verify the claims.

• As elements of a piece start to emerge from the conversation, I’ll often ask AI for an outline based on what we’ve discussed. That usually kicks off another round of pushback, where I flag what’s missing or argue for a different structure.

• For some pieces, once I’m satisfied with the depth of that conversation, I’ll ask AI for a draft built from it. That starts a new round of back-and-forth, with me now in the role of editor, challenging its version with mine, arguing with its reasoning, and weighing its counterarguments. Other pieces I write myself from the start, with AI brought in only to critique what I’ve already written. AI text-origin scans measure whose sentences survived, not how hard I pushed back on what the piece says

• When I’ve got a near-final draft I’m satisfied with, I’ll sometimes upload it to a different AI platform for a critique, then bring that critique back to my original platform for another round of back-and-forth.

• Whenever I use AI to generate or alter an image, I label it.

• I draft my own titles and subtitles first, then ask AI for three or more alternatives with its reasoning. I make the final call.

The page still has blurbs about my Civility Rules for discussion, as well as the nudge to become a paid subscriber or donor, deductible like any gift to a 501(c)(3), which is what Northfield Citizens Online is.

• The city has had the legal option to default on the Archer TIF agreement since the end of 2025. It hasn’t used it. City Council voted Aug. 3 to keep negotiating instead.

• The project has changed. The 2024 plan mixed 23 apartments with 19 hotel units. The current plan drops housing entirely: 57 hotel units (9 suites, 48 traditional), plus restaurants and event space.

• If the project stalls, the city can require the owner to demolish the site and backfill it. If the owner doesn’t, the city can do the work itself and bill the owner through a property tax assessment.

• Target timeline: groundbreaking mid-November 2026, opening winter 2027 or 2028.

• Parking, a longstanding worry downtown, gets addressed with a mix of underground spaces, street parking, and agreements with Carleton and a nearby lot, plus a longer-term plan to redevelop the city block at 304 Washington.

• Whether local contractors get hiring protections in the new agreement is still unresolved, with council split on the question.

Northfield’s City Council spent close to an hour on Aug. 3 talking through the revised Archer House redevelopment plan, and the most important thing that happened wasn’t the vote. It was what Community Development Director Scott Wopata told them before the vote: the city has had the option to declare the developer in default since the end of 2025, when the original construction deadline passed. The city hasn’t used it. Missing the deadline didn't trigger automatic default. The agreement gives the developer a 30-day cure period, extendable to 180 days with good-faith progress, before the city can act.

Council ultimately voted, unanimously and without public comment, to direct staff to keep negotiating a revised development and TIF agreement with the developer, Rebound Partners, doing business through Manawa LLC. That’s not final approval of a new deal. It’s permission to keep working toward one.

What changed since 2024

The original 2024 agreement was built around a very different building: 23 apartments plus 19 hotel units, ground-floor retail, and structured parking, according to the TIF plan the city adopted that November. That project stalled. City staff say the developer determined it wasn’t financially feasible and spent much of 2025 reworking the concept.

The plan on the table now drops housing entirely. It’s an all-hotel building: 9 extended-stay suites with full kitchens and washer-dryers, aimed partly at visiting faculty who might need a place to stay for a week or a month, and 48 traditional hotel rooms, for 57 units total. (Some coverage back in May, including mine, reported 54 units. Both the Aug. 3 meeting transcript and the developer’s own presentation deck confirm 57.)

Restaurants and retail return too. A classic diner is planned for the largest ground-floor space, still unnamed. The bagel shop has a name and a signed letter of intent as of Aug. 3: DoughCo, founded by Carleton alumni brothers Josh Small (’20) and Jacob Small (’22). An earlier rendering shown to the city labels that same storefront “Bagels Inc.,” an older placeholder from before the DoughCo lease was finalized.

If the project stalls

I asked Wopata directly, in writing, what happens to that demolition and backfill cost he mentioned at the meeting, and who pays it. His answer:

“If there isn’t significant progress on that site, the City would require the owner to complete the demolition of the site, which would include removing much of the concrete walls, floor, and then backfilling the site, and seeding it for grass or some type of finish. For any enforcement of this nature, the City requires the property owner to do the work. If the owner doesn’t complete the work in a timely fashion, then the City may perform the work and assess the costs back to the owner through a property tax assessment.

This is the same process for any enforcement by the City regardless of the property. The challenge for the Archer site would be the compounding cost of all of the backfill and then undoing/removing that backfill when it was ready to develop. Any outstanding property taxes or assessments would be the responsibility of the property owner and are not eligible for TIF funding.”

In short: the owner pays, either directly or through an assessment on their property taxes. The city bills the owner rather than paying out of TIF revenue. Wopata’s added point about “compounding cost” is worth sitting with too: backfilling the site now, only to dig it back out later if construction eventually happens, would waste money on both ends. That’s part of why the city has an incentive to keep negotiating rather than pull the plug.

At the meeting, Wopata put a rough number on the cost if the city ever has to step in: $300,000 to $400,000. He later confirmed that figure covers the full cycle, both the cost of the initial demolition and backfill, and the developer’s later cost to undo it whenever the site is ready for construction, not just the first step alone.

Timeline

The developer’s own schedule, presented Aug. 3:

• August: Complete 60% construction drawings. Send out bids to contractors. Finalize leases and underwriting.

• September: Select construction and management teams.

• October: Complete equity raise and bank financing. Finalize the TIF and development agreement. Close.

• November: Break ground, if the pieces above land on schedule.

• Winter 2027/2028: Open, after 12 to 14 months of construction.

Developer Matt Ganter of Rebound Partners was candid with council that the November date isn’t locked in. It depends on how quickly the city and developer can finalize the TIF agreement, a process he said could take one month or two.

Parking

Parking comes up every time this project does, so here’s the current plan in full.

The building itself will have 19 underground spaces, primarily for overnight guest use. Beyond that, the developer is counting on roughly 30 on-street spaces along Division Street and about 100 total within a two-block walk. For the slower 90 percent of the year, the developer says they don't expect that to be a problem.

For busier stretches, two backup arrangements are in the works: a proposed agreement with Carleton for overnight use of a lot just north of the site, and continued use of the old Byzantine site across the river, about 40 spots, for peak weekends in the first couple of years, with valet service if needed.

Their stated plan is to eventually redevelop that block into an apartment building with a parking structure meant to serve the Archer site indefinitely. That’s a second, separate redevelopment project, still years out, worth watching on its own. The future parking structure isn't part of the current negotiation.

The TIF math

The 2024 agreement (PDF) set the terms that a revised deal would amend, not replace. Under that plan (PDF): a 26-year tax increment financing term (2027 through 2052), with an estimated $6.23 million in total tax increment generated over that span. The city keeps 100 percent of the increase in property tax revenue the redevelopment generates to repay the public costs of the project, rather than splitting it with the county or school district as property taxes normally would be.

That last point matters, because it’s easy to misread the plan’s other numbers as describing a split. A separate disclosure required by state law shows what those taxes would have been divided among jurisdictions, roughly 51 percent city, 29 percent county, 17 percent school district, 3 percent other, if there were no TIF district and the property were taxed the ordinary way. That’s a hypothetical comparison, not what actually happens. For 26 years, the increment goes entirely to the city to pay down the project’s public costs. Only after the district expires in 2052 does the added tax revenue start flowing to the county and school district in the normal way.

Mayor Erica Zweifel used the Aug. 3 meeting to lay out what she wants to see change in the amended agreement: keeping the existing default and deadline language, adding city sign-off on public bathroom signage, and, most substantively, exploring ways to shorten the TIF term below 26 years, reduce the total assistance amount, or build in a clawback that would accelerate repayment to the city if the project performs better than projected. She pointed to the city’s Harvest Hills TIF deal as a precedent for shortening terms this way.

None of that is settled. Council’s Aug. 3 vote didn’t approve TIF terms, only direction to negotiate them. The actual amended agreement will come back to council for a separate vote.

Local contractors: a real financial stake

Councilmember Chad Beumer raised a pointed question early in the meeting: would local contractors get a shot at bidding on the project, or would the work go entirely to outside firms?

Ganter said no subcontractors have been selected yet. The team will go through a standard bidding process once general contractor selection begins. Beumer pressed further, asking specifically about local subcontractors who have “upwards of tens of thousands of dollars” tied up in engineering and planning costs from the original, failed 2024 version of the project, and whether they’d get a fair chance to bid on the new one. Ganter said yes.

Beumer returned to the point later in the meeting, after the motion had already passed. He said he wasn’t asking for a requirement that the developer hire local contractors, only that Rebound and its architect, Amcon, make a good-faith effort to give those same local subcontractors, the ones already out real money from the original 2024 project, a chance to bid and potentially recoup some of it.

Councilmember Kathleen Holmes pushed back on the idea of building any local-hire requirement into the TIF agreement itself. She said that isn’t consistent with the city’s TIF policy and would unfairly constrain the developer’s ability to choose the best bid. She said the city can encourage local contractors to submit competitive bids without mandating their use.

Neither position made it into Monday’s motion. The vote was only to direct staff to negotiate a revised agreement, so whether local-hiring language shows up in that agreement, in any form, is still an open question.

When I rode my bike through them last June, I noticed some small graffiti on the walls of each of them where artist Adam Turman painted his murals back in 2021. Over the years since Turman completed the project, the City of Northfield has regularly painted over graffiti, so the murals are almost always a delight to ride or walk through. I figured this round would get caught the same way. It usually does.

However, I rode through the tunnels again a couple of weeks later, on July 3, and the graffiti was still there. That’s when it occurred to me to take photos and report the graffiti via the City’s Report a Concern feature instead of just waiting it out. Photos of the roundabout tunnels graffiti that day:

When I got home, I fired up my laptop and visited the City’s Report a Concern feature on its website to, well, report my concern.

(It didn’t occur to me when I took the photos to use the City’s smartphone app. Duh. More on that below. But since most of us carry smartphones everywhere we go, my recommendation is to use the City’s mobile app whenever a photo is involved.)

From the City’s home page, it’s easy to find the feature’s big icon on the far right side of its images nav bar. See my red arrow on this screenshot image, which coincidentally shows a biker riding through one of the tunnels:

When you click Report a Concern, what you see next depends on whether you’re using the app on your smartphone or a web browser on a computer. The web version shows three categories of concerns for you to choose from, plus an open-ended General Concern option, non-emergency issues only:

When you submit the form, you receive an automated email confirmation message from one of the City’s departments that looks like this one I got last week when I reported graffiti on the Peggy Prowe Pedestrian Bridge that spans the Cannon River between Babcock and Sechler Parks:

I find it most helpful to have a registered username and password on the City’s website so you can check the status of your Report a Concern request(s). (FYI, the same account can be used to get Notify Me notifications for city meetings and project updates.)

I’ve now used this tool twice, and both times it worked the way it’s supposed to. If you’ve ever noticed something in Northfield that needs fixing and wondered whether it was worth mentioning to anyone, this is the way to mention it. It takes a few minutes, it goes to the right department automatically, and you’ll know when it’s done.

It’s a small thing, but small things are most of what makes a town feel cared for. Report a Concern is a low-effort way for any of us to be part of that.

Update, Aug. 6: After this piece was published, I reached out to Andrew Tussing, the City’s Streets and Parks manager, to ask about the volume of Report a Concern submissions his department handles. He offered this context first:

“The Report a Concern feature is an invaluable asset for our department. With just seven operators, the Streets and Parks Department is responsible for maintaining 35 parks encompassing 564 acres, 22 miles of trails, 22 playgrounds, and five park pavilions. In addition, our staff maintains 79 miles of city streets, along with street signs and other public infrastructure.

“Given the size and scope of these responsibilities, it is impossible for staff to be everywhere at once. The Report a Concern feature provides residents with an easy and effective way to notify us of maintenance issues, safety concerns, and other problems requiring attention. This partnership with the community allows us to identify and address issues more quickly, prioritize work efficiently, and provide a higher level of service to our residents.”

I followed up asking for a number. Over the past year, the department has received 134 Report a Concern reports. On average, those reports are closed out within six days.

That’s a useful data point on top of my own two-for-two experience. It suggests the tool isn’t just a novelty I happened to have good luck with. It’s a working part of how Streets and Parks manages a lot of ground with a small crew.

Part 1, below, is about how the department actually works. Chief Tom Nelson talked with KYMN Radio recently about what a paid-on-call department does well: the community connections, the specialized skills firefighters bring from their day jobs, how the model holds up against full-time departments elsewhere. He made a related case a few weeks later in a different setting, presenting NAFRS’s 2027 budget to the Northfield City Council, on equipment planning, fire prevention, and operational restraint. Both are worth hearing in full.

Part 2 will look at the word "volunteer" itself, what it means legally versus what most of us assume it means. I’ll also examine a retirement benefit increase the Northfield City Council approved on its consent agenda 3 weeks ago. I won't be arguing that Northfield's firefighters don't earn what they're paid. I think they do. But I do think residents deserve to understand the system that pays them.

A gasoline tanker overturned near the Kwik Trip by Dundas last month. NAFRS crews were on scene for hours, managing the spill while specialized equipment was brought in to pump the fuel out. Chief Tom Nelson ended up in a long conversation with a Minnesota Pollution Control Agency (MPCA) representative who was on the scene.

The MPCA rep had a question. How does Northfield still run a paid-on-call department, he asked, when so many cities to the north, Lakeville, Farmington, and others, have moved to combination departments with full-time staff on duty around the clock?

Nelson had an answer. He gave a version of it on KYMN Radio a few weeks later. Consider giving it a listen before getting into anything else about how this department is funded or what it’s called:

The tradeoffs, both ways

Full-time and combination fire departments have a real advantage: someone’s always on duty, so the first response is faster. But they also carry minimum staffing requirements, and when a bigger call comes in, they still empty the bench and page out paid-on-call firefighters to fill the gap. Nelson has heard the complaints that come with that setup at Dakota County fire chiefs’ meetings, departments like Inver Grove Heights hiring ten new paid-on-call firefighters a year just to keep pace, and a version of the same “us versus them” tension that sometimes shows up between sworn police officers and reserves, even when everyone’s doing the same job.

Paid-on-call has its own tradeoff. Firefighters who aren’t fighting fires every shift don’t rack up the same repetition, and skills that don’t get used regularly get rusty. Nelson doesn’t dispute that. “Are our firefighters as fully trained and proficient as full-timers? Probably not,” he said. “They’re training all the time on firefighting.”

His counter is what those same firefighters bring with them from their day jobs and their lives outside the department. Nelson doesn't present paid-on-call as perfect; his argument is that its strengths outweigh its weaknesses

At that same tanker spill, the first person on scene was Assistant Chief Sean Simonson, whose day job is with the City of Northfield’s Engineering Department. He immediately understood the stormwater implications, called Rice County Public Works for sand, and got another firefighter, Andrew Tussing, who also works for the city, moving trucks into place. That’s not something fire academy training covers.

When the tanker’s tractor needed to be moved out of the way, Nelson called Tom Sorum, a firefighter who owns a trucking company. “Can you get that Peterbilt out of here?” “Oh yeah, I can make anything run.” A few years earlier, during a landfill fire, it was Sorum again, climbing into a bulldozer worth close to a million dollars because he was the one who knew how to run it.

Kris Landon is a firefighter with an HVAC background. On a gas call, Nelson said, “he’s like, well, let’s look at this, this and this. Oh, I bet it’s this, this and this.” That diagnostic instinct comes from his day job, not from department training.

Nelson’s broader point is that these aren’t isolated examples. “If I’m working as a full-time firefighter in Lakeville, I don’t know any of that stuff,” Nelson said. “There is a benefit to that commitment.”

How the response actually works

NAFRS has changed how it operates in ways that offset some of the slower-first-response tradeoff. Chief officers Nelson, Assistant Chief Jesse Faust, and Simonson respond directly to the scene rather than waiting at the station, typically arriving within three to four minutes. They take their command vehicles home at night, Faust on the south end of town, Nelson on the north, which cuts response times by putting them in different parts of the city depending on time of day.

That system produced water on the fire within nine minutes at a dorm fire at Carleton College, on a Saturday. “For a paid-on-call department responding on a Saturday during the day,” Nelson said, “that’s an excellent response.”

The department also restructured how many firefighters have to be on an engine before it leaves the station, dropping from four to three, with additional apparatus following behind. That gets the first crew on scene faster, ready for an exterior attack, with more personnel arriving right behind them.

Recruiting has held up better than most departments Nelson compares notes with. NAFRS’s last hiring cycle drew 29 applicants. “I’ve said that to the Dakota [County fire] chiefs,” Nelson said, “and they’re like, you are kidding me.”

What Nelson told the City Council

Nelson made a similar case in a different setting a few weeks later, presenting NAFRS’s proposed 2027 budget to the Northfield City Council at a July 14 work session. On big equipment purchases, Nelson described a deliberate strategy to soften the budget hit. A fire engine costing close to a million dollars gets split across two fiscal years rather than paid for all at once, which also lines up with how long delivery actually takes. “We sign a contract in September,” he told the council, “we’re not gonna see it till May anyway.”

The department’s ladder trucks get the same treatment. Rather than replace an aging platform truck for what Nelson said would cost nearly $4 million new, NAFRS is sending it back to the manufacturer in Ohio for a two-year, roughly $250,000-a-year refurbishment, extending its service life another 10 to 15 years. “We are up-fitting,” he said. “That means that we are going to fix anything that’s aging to get it back to kind of what it was when it was purchased.”

Fire prevention work has also shifted in-house. Sprinkler plan review used to go to the state fire marshal’s office; NAFRS now handles it directly, which Nelson said lets the department apply lessons from actual incidents before a building is built, rather than after.

The department also took over fire alarm system review, catching what Nelson described as years of basically unpermitted systems that had never really been checked. Fewer bad alarm systems means fewer false calls, which Nelson tied directly to firefighter morale: crews get frustrated being paged out for nothing, and residents get frustrated with unnecessary evacuations.

That same restraint shows up in how the department runs calls day to day. Chief staff go straight to the scene, size it up, and decide whether more apparatus is actually needed before sending it, rather than automatically dispatching a full response. “If we don’t need trucks,” Nelson said, “we hold them back.” Fewer unnecessary lights-and-sirens runs through town, in other words, by design.

Neighbors, not shifts

Nelson's point is that a familiar face changes how people experience a bad moment. Many of Northfield's firefighters have been here a long time, and he contends that shows up when it matters most.

If you see someone in your neighborhood with firefighter license plates, or wearing a Northfield Fire Department shirt at Cub Foods, that’s worth a thank you, Nelson said. “They don’t have to do it. They choose to do it.”

I've been photographing and interviewing Tom Nelson for a long time. He was Northfield's assistant fire chief on duty during the 2010 flood. Fourteen years later, during another serious flood in June 2024, I caught up with him on Bridge Square early one morning, camera in hand, and asked him how that event compared to 2010.

I saw bees buzzing around some flowers at the edge of the trail, got out my phone to see if I could get a macro shot of one, and then noticed a couple of beetles going at it:

A little research confirmed that those were longhorn beetles and that they were indeed mating: the male mounted on the female, which is the normal mating position for beetles. The white spherical flower heads are rattlesnake master (Eryngium yuccifolium).

Back in 2007, I authored a post called Sex al fresco in Northfield, inspired by that same VitaMN cover story above. It came with two straw polls asking how often, and how readers felt about doing it outdoors around town. Fourteen comments came in over the following week (including one naming the Carleton Arb as a personal favorite), some quite hilarious, nineteen years before I had beetles to hide behind.

No customers have complained. No accidents have been attributed to the apostrophe, or its absence. Nevertheless, the Commission voted 5-1 earlier this month to pursue the matter. Commissioner Justin Case cast the lone dissenting vote, arguing the matter should first be referred to a subcommittee for further study.

Doug’s Auto Service is jointly owned by Doug Gerlach and Doug Brown. “Neither version reflects the reality of the business,” said Commission chair Constance Tense. “This constitutes grammatical inequity toward the other Doug.”

The complaint holds that the invoice form protects only one Doug’s rights as co-owner, rather than both, while the exterior sign avoids the question altogether. The Commission’s preferred remedy, for both sign and invoices alike, is Dougs’ Auto Service, moving the apostrophe to follow the s.

Municipal Grammar Commissioner Justin Case has proposed Doug and Doug’s Auto Service as a fallback, should his subcommittee ever report back. A third option, apostrophectomy, formally adopting the exterior sign’s current apostrophe-free approach across all materials, remains on the table, though several commissioners consider it a surrender rather than a solution.

The Commission’s report describes the underlying phenomenon as “Monodougism,” the grammatical erasure of a co-equal Doug. The Chamber, whose member’s businesses span beyond the Northield city limits, has commissioned its own legal opinion on apostrophe ownership, a step several members privately admit will likely cost more than the sign itself. “I don’t know what Monodougism means,” said Chamber Executive Director Diane Ledger, “but I know it’s already cost my members more in legal fees than any apostrophe ever cost them in confusion.”

The dispute has drawn academic reinforcements. Retired Carleton College professor Reed N. Wright has cited the Chicago Manual of Style in the Commission’s favor, while retired St. Olaf professor Vera Batim maintains that Garner’s Modern English Usage reaches a different conclusion. A minority report, submitted by local linguist Lex Icon, argues the entire dispute is moot, since proper names function as brands rather than as grammar exercises.

Paige Turner, president of the Northfield chapter of QUILL (the Qualified Union of Instructors in Language and Literature), has thrown the chapter’s support behind the Commission. “Since the original Apostrophe Protection Society disbanded in 2019,” Turner said, “Northfield’s chapter has considered itself the last line of defense.”

Three Municipal Grammar commissioners proudly list the Cannon Valley Elder Collegium's short-lived "AP" (Apostrophe Placement) course on their LinkedIn profiles.

So far, no word from the Washington, D.C.-based group GRAMMAR (the Guild for the Restoration and Advancement of Municipal Manuscript and Apostrophe Reform).

The controversy arrives amid broader civic changes. Northfield’s official slogan, once simply “Cows, Colleges, and Contentment,” was updated two years ago at a consultant’s recommendation to “Cows, Colleges, and Community,” with the third C-word left open for occasional substitution. Residents responded with their own suggestions, including “Cows, Colleges, and Consternation.” Since the City Council’s dissolution of the Arts & Culture Commission last year, followed shortly by its approval of the Municipal Grammar Commission, some residents have proposed a new unofficial slogan: “Cows, Colleges, and Commissions.”

After a preliminary review, the Commission concluded that George’s Vineyard, Coco’s Place, and Flaherty’s Northfield Lanes appear to involve only one George, one Coco, and one Flaherty respectively, and therefore present no immediate threat to grammatical order. Doug’s Auto Service, its report notes, remains the sole outstanding case.

The Commission has also reviewed this publication’s non-profit name. A staff memo, obtained by Northfield.org through a records request filed by Northfield.org to the City’s Department of Redundancy Department, concluded that “Northfield Citizens Online” uses “Citizens” descriptively rather than possessively and therefore requires no apostrophe, a finding this publication accepts without further comment.

City staff noted privately that the apostrophe on Doug's Auto Service invoices is, in any case, a curly quotation mark rather than a straight one, a typographical detail the Commission's report does not address. Staff have tentatively labeled the mark's tendency to appear on some materials and not others 'apostrophic drift.'

That report, which runs 42 pages, concludes that the misplaced apostrophe poses “a low but persistent threat to grammatical confidence within the city limits.” At the upcoming Aug. 3 meeting, the City Council is expected to consider a temporary moratorium on apostrophes in new commercial signage pending a recommendation from the Signage Punctuation Impact Taskforce (SPIT).

Doug and Doug were unavailable for comment, having a shop to run.

Update, 8 PM CDT, July 24:

The Municipal Grammar Commission held an emergency meeting earlier this afternoon. They ended up voting 5-1 on a recommendation that the Chamber begin negotiations with the Dougs to change the business name to Dougz Auto Service. Not only would it solve the apostrophe problem, but it would have a broader demographic appeal, per the Commission’s internal memo that was CC’d to Northfield.org.

When I published that post on May 25, all three parks had already had their old pavement, mulch, and playground equipment removed. Since then, progress has looked very different site to site.

For most of the past two months, Central Park was the only site where anything was actually happening. Dresden Hill and Riverside sat fenced off, playgrounds unusable, with no visible construction.

That raised two questions for me. First, why close all three parks at once, rather than keeping two open while one was worked on? Second, why did Central Park go first?

I sent those questions to City Engineer and Public Works Director Dave Bennett. I’ll update this post if and when I hear back from him.

My original post also noted all three projects were expected to be done by September. With Dresden only now stirring back to life and Riverside still untouched, that September timeline seems questionable.

In the meantime, I’ll keep watching the sites.

Update, July 26, 2026: Peder Jothen, who missed the forum due to a family trip, submitted written answers to several of the evening's questions afterward. Two of his answers are added below, marked with his name: in "How they make the case for themselves" and in "Where they genuinely differ."

I attended the initial part of the Ward 4 forum, took a few photos, but had to depart early. What I did next is the approach I wrote about back in October:

I ran the LWV YouTube audio through a transcription service, then used AI to clean up the raw transcript for each forum session into readable text, organized by speaker and question. I then read the transcribed texts.

That means everything below is filtered through two layers, a transcription service and an AI cleanup pass, neither of which I’ve checked word for word against the video. I did catch and fix a couple of things (an encoding problem, a duplicated question header, and a few misspellings), but I’d treat any specific number or quote here as a starting point, not a verified record. If something matters enough to cite, watch the YouTube video:

The At-Large race

Three candidates are running for the single At-Large seat: Adam Wale, Katy Vondrasek, and Thor Keilen.

Wale has lived in Northfield for eleven years, is an Army combat veteran and national security professional, and has served on the Parks and Recreation Advisory Board and chaired the Human Rights Commission. His campaign centers on continuity: the city is already working, and the job is steady, thoughtful stewardship through the next decade of change.

Vondrasek grew up in Northfield, has an engineering background, and spent her career in Fortune 100 business leadership managing a segment with over $100 million in annual revenue. Her opening pitch leaned hard on one number: city property tax revenue went from about $7.8 million in 2016 to $17.5 million in 2025, plus another 10 percent for 2026. Her campaign centers on fiscal discipline from someone who’s managed large budgets.

Keilen is 23, a recent college graduate working as a tax accountant, and grew up in Iceland before moving to Northfield in 2021. His campaign centers on generational representation: he wants a council voice from someone young, renting, and planning to stay long-term.

The Ward 4 race

Two of three candidates showed up. James Clinton and Dave Juntunen answered questions in person; Peder Jothen was traveling and had a written statement read on his behalf.

Clinton says his neighbors asked him to run and describes himself as still learning the job. He came in with five stated priorities, most centered on housing for people who work in Northfield and reviewing how special-interest projects get funded.

Juntunen is a small business owner who says he’s paying roughly $55,000 a year in property taxes across his properties. He was the most consistently skeptical voice of the night on spending and growth, and volunteered more than once that he isn’t sure he’s suited for the job, which he framed as evidence he’s running for the right reasons rather than the wrong ones.

Jothen’s written statement (read by Davis) focused on affordability, accountability, and accessibility, drawing on eight years on the Parks and Recreation Board and his background as a professor.

How they make the case for themselves

Beyond policy differences, the candidates made different cases for why voters should trust them with the job. Wale pointed to a record of public service and long-range planning. Vondrasek pointed to executive leadership and managing large budgets. Clinton emphasized listening first, learning the role, and representing residents. Juntunen argued that an ordinary taxpayer willing to ask hard questions is exactly what the council needs. Keilen argued that the council would benefit from the perspective of a younger renter planning to build a long-term life in Northfield. Jothen, answering in writing after the forum, argued that his board experience and training as an ethics professor equip him to weigh decisions by their effect on livability for everyone, from seniors on fixed incomes to young families.

Where they agree, across both races

Strip away the different questions each forum asked, and the same handful of themes show up in both rooms.

Spending discipline is the dominant note. Clinton’s special interest projects framing echoes what Vondrasek and Juntunen describe in less pointed terms: spending that they think needs more scrutiny. Nobody in either forum argued the city should simply spend more.

Housing for workers, not commuters, is the shared frame. Wale, Clinton, and Keilen each made some version of the same point: Northfield has people who work here but live elsewhere, and getting them to live here too would strengthen the local economy. Vondrasek’s angle was slightly different (housing that lets seniors downsize so the market can move), but she landed on the same worker-retention logic in the economic development discussion.

Data centers get skepticism, not outright rejection, from the candidates who addressed them. Keilen and Clinton both said they’re wary, mainly over water use and environmental impact, but both left room to be persuaded by more information. Juntunen said he’s personally opposed but sees his job as representing the ward’s view, not his own.

Everybody closes on “I’ll listen.” Every closing statement across both forums leaned on accessibility and responsiveness as the core promise. Nearly every candidate forum ends with promises to listen and be accessible, so I don't treat that as much of a differentiator.

Where they genuinely differ

A few places break from that shared script in ways that seem like real substance, not just phrasing.

Juntunen’s framing is sharper than anyone else’s. Where most candidates in both races talk about balancing growth with fiscal caution, Juntunen’s actual position is "I actually don't think we have an affordable housing problem. I think we have a spending problem that's driving up housing costs.” That’s a more pointed claim than anything Clinton, Wale, Vondrasek, or Keilen made.

The Ames Mill Dam question splits the At-Large three ways. Wale wants a collaborative process without forcing Post Consumer Brands to pay unilaterally. Vondrasek wants Post, an $8 billion company by her account, to cover removal costs outright, with the DNR paying for river restoration. Keilen wants more engineering and financial information before taking a position at all. Three genuinely different starting points on the same question.

The ice arena came up only in the Ward 4 forum. Both Clinton and Juntunen used it as shorthand for a breakdown in trust, a case, they said, where public feedback didn't seem to change the outcome. Jothen, who submitted written answers after missing the forum, raised a different objection: not cost or trust, but how few residents an ice arena actually serves compared with a project that brings a broader cross-section of the community together. There was no equivalent mention in the At-Large forum. It happened to be a direct question on the Ward 4 list, and both Clinton and Juntunen raised it unprompted earlier in the evening too. The At-Large forum never touched it, in part because no question about it was asked.

A quick distinction, since terms get used interchangeably and that’s part of the problem. An e-bike has working pedals and, under Minnesota law, is limited to 750 watts and 28 miles per hour. An e-moto can look like a minibike for the street or a motorcycle for the dirt.

Some e-motos have no pedals at all. Many can quickly accelerate to 30 or more miles per hour on throttle power. Legally, Minnesota treats them like electric motorcycles and mopeds: registration, a license or permit, and no riding on sidewalks or bicycle trails.

The gap between the two categories isn’t an accident. According to the Bicycle Alliance of Minnesota (BikeMN), the bicycle advocacy group tracking this issue statewide, 750 watts is roughly equal to one horsepower, about what a healthy adult cyclist can produce at peak effort for a short burst. A legal e-bike motor is designed to assist human power, not replace it with something categorically more powerful. There’s no comparable national legal definition for an e-moto, which gives manufacturers room to put pedals on what is functionally an electric motorcycle, market it as an e-bike, and sell it online to anyone with a credit card, including minors.

BikeMN has been pushing back hard on media coverage that blurs this line, arguing that “’we don’t have a word for what it is’ is not the same as ‘it must be what the police report said.’” Their point: calling an e-moto an e-bike doesn’t just cause confusion, it obscures who’s actually responsible when something goes wrong, and it fuels calls to restrict legal e-bikes for a danger those bikes don’t pose.

What's At Stake

On August 12, 2024, Janet Stotko was walking near 15th Street West in Hastings when she was struck from behind by a 14-year-old riding at 25 miles per hour. She suffered a traumatic brain injury, a blown eardrum, broken bones in her face and skull, severed nerves, and a brain bleed. She spent two days on a ventilator and three weeks in the hospital. She will never taste or smell again.

Early police reports and national wire coverage described the device as an “electric bicycle.” According to BikeMN’s Erik Noonan, who tracked down the make and model, it was a Movcan V60, an electric motorcycle with a 1,500-watt peak motor and a top speed over 30 miles per hour, capable of full throttle at any speed. Under Minnesota law, that device was illegal on any sidewalk, trail, or road before it ever left the store. The 14-year-old riding it was below the minimum age to operate even a legal e-bike, and had no license.

The rider's age, the vehicle involved, and where it was being operated were all already prohibited under Minnesota law. Nothing about it required new legislation to prevent. It required enforcement of rules that already existed.

NPD's Approach: Education First

The Chief’s initial reply indicated that the department was aware of the problem and preferred to emphasize education, since most e-moto riders are juveniles and their parents don’t realize that e-motos are different from e-bikes. The department says it will cite unsafe riders when appropriate but is not making routine citation of e-moto violations its primary strategy.

The Chief described education as the department's primary approach. The one concrete example he provided was a brochure the department produced last year about e-bikes and e-scooters. It doesn't mention e-motos, the vehicles at the center of the concerns he described.

Beyond the brochure, I found one other piece of NPD public education specifically addressing e-motos: a Facebook post from November 21, 2025, ahead of the holiday shopping season.

Consumer Alert: E-Motos Sold as “E-Bikes” in Minnesota

As we head into the holiday season, the Northfield Police Department wants to remind residents to use caution when purchasing electric bicycles online.

Several direct-to-consumer companies are marketing one-, two-, and three-wheeled motorized vehicles as “e-bikes” when, under Minnesota law, they do not qualify as bicycles. These products — often called e-motos — can pose significant safety risks and are illegal to operate as bicycles on Minnesota roadways, trails, and paths.

Before buying, make sure the product meets Minnesota’s legal definition of an e-bike. When in doubt, do your research or reach out for clarification. Your safety — and compliance with state law — matters.

NPD got the classification exactly right here, months before this became a citywide conversation. What’s unclear is why the message wasn’t repeated or built into a sustained effort as e-motos became more visible on Northfield’s trails and sidewalks this spring. Based on NPD's public Facebook and website presence, I found no follow-up to that post.

The Same Week, At City Hall

On the same day I emailed the Chief, Councilor Jessica Peterson White raised the e-moto issue unprompted at a July 7 city council meeting during a discussion of plans for the expanded skatepark. I’ve lightly edited her remarks for clarity:

My follow-up, then, is it seems to me like there’s probably a larger conversation to be had around electric scooters and electric bikes, not just in this park. I’ve certainly heard a lot of concern about this from constituents, with some of these electric scooters and bikes able to go really, really fast. They’re on downtown sidewalks. I was at the pool the other night with my kids, and there were a couple kids riding around on what looked to me to be electric dirt bikes, riding the hills in this park… So I’m just flagging this for staff, not as part of this [skatepark] conversation, but I think it’s time to have another conversation about electric scooters and bikes and their regulation in Northfield.

A Parallel Track: CROCT and the Skills Park

I’ve been tracking this issue since March as one of several volunteers with the local mountain bike club, Cannon River Off-Road Cyclists and Trails (CROCT). We’ve been working with Streets and Parks Manager Andrew Tussing about a city response to the e-motos on the dirt trails and skills area at Sechler Park.

We had a tentative plan in place to post 'no e-moto' signs in the park. Tussing’s July 8 email to the group suggests that decision is now folded into the larger council process rather than moving ahead on its own. See his reply in footnote3.

Pressing on the Ordinance Question

I emailed the Chief to ask whether he had anything to add in response to the comments from Councilor Peterson White and Tussing. When he replied that he could see the city “doing something with an ordinance here, but that takes time,” I pressed him further:

One question on the ordinance piece. Eden Prairie’s bike safety page cites existing MN State Statute 169.223 as the basis for prohibiting e-motos on sidewalks and multi-use trails, without a local ordinance. Is it your position that existing state law doesn’t provide sufficient authority to act in Northfield, or is the education-first approach a choice independent of what the law already allows?

His reply:

Apples and oranges, hence so much confusion with these. 169.223 is for e-motos, thus needs registration and permit or license and cannot be on sidewalk. These are essentially the same as like a moped. E-bikes on the other hand, can be on sidewalks (except downtown). And that’s just the tip of the iceberg, hence so much confusion about them.

Essentially, the Chief confirmed that his department already has the legal authority to cite e-moto riders for operating on city sidewalks and paved trails. His response indicates the department is not currently making citation of these violations its primary response.

My Take

I keep thinking about the fact that Peterson White has watched e-motos ride past her downtown bookstore. Janet Stotko was hit on a quiet neighborhood sidewalk in Hastings, not a busy commercial strip, which suggests the danger isn't limited to downtown. That distinction, between what the law allows and what the department chooses to enforce, matters for what residents can expect if they call 911 to report a violation.

The city doesn't need to wait for an ordinance or new state legislation to start enforcing what's already illegal. I'd like to see the council and NPD treat that as a starting point, alongside a more concerted, multi-faceted public education effort than what exists right now.

One worker told me they were spraying an herbicide on various invasive plant species, such as thistles. They were also spraying the willow trees that aggressively grow along the edges of the pond. Update July 29, 7:30 am: Northfield.org's summer drive hit its stretch goal of 50 paid subscribers this morning. Thank you to everyone who made the drive a success!

I’m Griff Wigley, co-founder and editor of Northfield.org. I’ve been paying attention to this town for a long time. My colleagues and I started the non-profit Northfield Citizens Online in 1994. We ran the Northfield.org Web Cafe, the Issues Email List, the Blogosphere Project, and the Community Issue Forums over the following decade.

In 2005, Ross Currier, Tracy Davis Heisler, and I started Locally Grown Northfield, a civic-oriented podcast and blog that ran for a decade and drew more than 45,000 comments.

In 2021, Tracy and I took ownership of the dormant nonprofit and its domain name, and we relaunched it here on Substack in 2024. We put it on hiatus in December of that year during a health crisis in my family, but I brought it back in October 2025.

I’m currently the only person doing this. Editor, reporter, photographer, publisher. Twenty hours a week, most weeks. (You may have noticed our new look. New logo, new banners, business cards, all rolled out last month:)

What I cover

Since October, the coverage has included a seven-part series on how Northfield Police handle ICE enforcement operations; an examination of how local data centers might affect Northfield electric bills; a critical analysis of the city’s first community satisfaction survey; a proposed School Board ethics enforcement policy that failed on a narrow vote; a two-part series on the city’s Ames Mill Dam removal grant; an extensive look at what the public record shows about Northfield’s $19 million high school construction overrun; and, since June 1, Quick Takes: shorter posts on infrastructure projects, community events, and local developments, with their own section on the site. Seventeen so far.

Looking back, the 7-part ICE series over two months became a turning point, as it inspired me to pursue more in-depth, local accountability journalism that has followed since.

The gap

Northfield has a local radio station and a weekly newspaper, and I’m glad we do. Few communities our size are lucky to have both.

But neither KYMN Radio nor the Northfield News have the staff or the time for the kind of accountability reporting on an issue that can take dozens of hours over weeks: transcribing public meetings, filing records requests, asking officials pointed questions with deadlines, and publishing the answers whether they’re flattering or not.

That's where I'm trying to add something different with Northfield.org.

Researchers have found that when local news coverage declines, so does civic engagement: voter turnout drops, fewer people run for local office, and citizens know less about what their local government is doing. Northfield isn’t in that situation. We still have KYMN and the Northfield News. But the kind of accountability reporting that neither currently has the capacity for is exactly the kind the research points to as most important.

I’m a paid subscriber to the Northfield News and to a dozen other newspapers, newsletters, magazines, and Substack newsletters. None of them replace the others. This is what Northfield.org replaces: nothing. It just adds something that wasn’t there before.

The numbers

Northfield.org has 335 subscribers. Thirty-nine of them are paid or have paid in the past. Expenses are roughly $1,700 a year: web hosting, transcription and AI services, filing fees, and a $500 annual pledge to the Northfield Area Family YMCA youth fund, which gets Northfield.org a banner in the gym. I think of that one as advertising, but it’s also just a cause I believe in.

So far in 2026, Northfield Citizens Online has brought in $610 and spent $736. As of this week, we have $203 in the bank.

I applied for outside grant funding this spring. It didn’t come through. I plan to try again.

Your subscription covers the expenses; beyond that, it’s how I’m compensated for the time it takes. And the stronger this base of support gets, the more credible Northfield.org becomes as a candidate for the kind of outside funding that could someday let this grow beyond one person.

It is a look at how the numbers came back down, and an account of what still does not add up.

What’s Actually Different

On June 16, the district received 46 bids across 15 trade packages. Construction manager Knutson recommended awarding sixteen contracts totaling $69,634,367. The school board approved all sixteen at a June 24 special board meeting:

Fourteen packages came in as low bids. One, the mechanical package, went through a best value process and was awarded to Ryan Mechanical. One more covers Knutson’s own staffing and general conditions.

One package increased rather than decreased from March: masonry and metal wall panels, tied to value-engineering changes made in those trades.

Value Engineering, Explained

That last point is worth sitting with, because most people assume value engineering only saves money. It does not always work that way.

Value engineering means going back through a design after a price comes in too high and asking, for each piece of it, whether there is a cheaper way to get roughly the same result. It is not the same as cutting scope. Cutting scope means removing something. Value engineering means keeping the requirement and changing how it gets met.

Superintendent Matt Hillmann gave a clean example of the difference in his June 30 radio interview with KYMN’s Rich Larson before leaving office.

The district had hoped to build a small addition for the Family and Consumer Science program. That did not survive the rebid. “We’re going to have to put that into an existing renovated room,” Hillmann said. That is a cut, not a swap. The full culinary kitchen and equipment stay in the plan. The addition does not.

More Bidders, Not Just Better Design

There is a second thing worth separating out, because the district’s June 29 Family Update #25 blurs it.

More contractors bid this time around, 46 bids across 15 trade packages, more competition than March saw. More bidders competing for the same scope can drive prices down on its own, with no design changes involved.

That is different from value engineering, even though the email to families said 'the better bids seem to reflect positively on the value engineering process,' without mentioning that the district also received more bids this round than in March. Both things happened, but they're not the same mechanism. Value engineering changed what gets built. More competition just changed the price.

Where the Money Actually Came From

So what actually closed the gap? In his own words in the KYMN interview, Hillmann named three things, and I will refer back to these same three throughout the rest of this post: the rebid itself, the bond sale interest earnings, and the long-term facilities maintenance revenue.

“The additional interest earnings that we have above what we had projected, in the long-term facilities maintenance revenue, our initial vision, they would have been doing things for value add or actually reducing the taxpayer impact,” Hillmann said. “And, now, they’re going to be used to really just keep the project on point.”

That is a straightforward, citable explanation. Money originally set aside for improvements beyond the core project or for reducing the tax impact on residents was instead redirected to close the gap. Three sources. One purpose.

A Fourth Item That Isn’t Quite a Fourth Item

Then there is Carleton College’s $2 million contribution.

Here is a full quote, because the wording matters. Right after explaining the redirected funds in his KYMN interview, Hillmann continued, without pause, almost in the same breath: “And for one last time, I want to thank President Allison Byerly and Carleton College for their two million dollar contribution. That made a significant difference for us here, too.”

That “here, too” lands directly on the heels of “keep the project on point.” As delivered, it sounds more like a fourth item in the same list, not a separate thank you tacked on afterward. Listen to the segment starting around the 5:30 mark:

Here is why that matters. Carleton’s contribution was pledged in August of 2024, more than a year before the overrun was even discovered. It was explicitly tied to the November 2024 bond referendum, intended from the start to reduce how much the district needed to bond in the first place. Both Carleton’s own announcement and the district’s own release at the time framed it that way: the pledge meant the district “would sell two million dollars less in bonds than proposed.”

Neither of the district’s written communications about the June rebid results mentions Carleton at all. Not Knutson’s June 17 recommendation letter to the board. Not the district’s own email to families. Neither says anything about Carleton at all.

KYMN’s subsequentf July 2 news story, New Bids Put Reimagine Northfield High School Project Back on Track, based on the Hillmann interview, lists three things too, but not the same three: “Additional funding from bond-interest earnings, long-term facilities maintenance revenue, and Carleton College’s two million dollar contribution also helped preserve the project’s scope.”

Notice what happened there. The rebid itself drops out. Carleton takes its place. It is a fair compression of what Hillmann actually said, connected without pause, the way he said it. But it means that the nearly two-year-old pledge, already built into the original financing plan voters saw in 2024, gets described as one of the things that helped close the gap. Not so.

What Still Doesn’t Add Up

Which brings me to what remains unresolved. The district’s own email to families, sent the same week as the board vote, says this plainly: “There are still variables to reconcile, which is typical in the post-bid process, especially after value engineering.” That is the district, in writing, confirming the accounting is not finished.

I have not found any public document that shows these four numbers, or that they add up to $19 million:

• how much the rebid itself saved

• how much value engineering saved

• how much of the interest earnings got redirected

• how much of the facilities maintenance revenue got redirected

“On budget” has been said. It has not, as far as I can tell, been shown.

Knutson’s Two Roles

One more structural fact, unrelated to the money above. Knutson serves as the district’s construction manager, a role that includes reviewing bids and recommending which ones the board should award. Knutson also bid on Package 1A, the general trades package, in both rounds. In March, Knutson and Kellington tied exactly, both at $9,500,000 base bid. In June, Knutson bid $7,819,000 and lost to Kellington’s $7,031,975, according to the June 24 agenda packet.

Knutson’s contract requires it to avoid any activity that would “reasonably appear to compromise” its judgment on the project, and requires the district’s knowledge and consent if such a situation arises. I have not found evidence that anything improper happened. I am naming it because readers should know the structure exists.

And related: can Knutson bill the district extra for proposing value engineering options during the overrun? Its contract states plainly that this category of work, covered under sections 6.4 and 6.6 of the agreement, is not subject to additional compensation. That question has a clear answer: no.

The numbers look better than March’s did. Matt Hillmann’s last day as superintendent was June 30. Tim Anderson has taken over, and any further reporting on the HS Reimagine project will go through his office from now on.

RiverWalk Market Fair was in full swing in the morning, along with KYMN Radio broadcasting live for their 2nd Annual Ice Cream Breakfast.

Starting at 5 pm, the Northfield Arts Guild (supported with funding by the City of Northfield’s Art in Public Places program) hosted a Light Show and Community Party along the NAG’s riverside entrance. Unfortunately, a storm with heavy rain arrived just as the 9 pm light show was about to begin.
