Five words, July 8, and the memorandum Switzerland brokered between Washington and Tehran, the one everyone had been calling fragile for weeks, the one with a $300 billion reconstruction fund attached to it, was dead. No signing ceremony to mark its death. No summit. Just a president telling reporters he doesn’t want to deal with Iran anymore, and the attacks resumed days later like nothing had ever been signed.

Here’s what actually killed it, and it’s smaller and stupider than a war deserves to be.

The memorandum committed both sides to “arrangements using its best efforts for the safe passage of commercial vessels with no charge, for 60 days only,” with Iran and Oman jointly defining the strait’s future administration alongside other Gulf littoral states. Tehran read that as conditional, time-limited, and shared. Washington read the same sentence as unconditional free passage, on American terms, indefinitely. Two governments signed one document and walked away with two different agreements in their heads. That’s not a negotiating gap. That’s a contract built to be misread: deliberately or not, and honestly, at this point, who benefits more tells you the answer.

I’ve been tracking a fork in the road across two drafts sitting unpublished on my desk.

One thread: an emerging regional order of Gulf states pursuing economic interdependence with the very Iran that just bombed them, the same coal-and-steel doctrine that built the EU, quietly assembling itself out of a Helsinki-model non-aggression pact and a Riyadh summit and a Quincy Institute playbook running the same script on two continents at once.

Second thread: a spoiler dynamic, Israeli battlefield censorship hiding how the last war actually went, Netanyahu’s corruption trial and immunity tied to staying in office past October.

Both threads were racing toward the same finish line: would the architecture harden before the spoiler could break it?

We now have the result. The spoiler won this round.

Here’s the confirmation, and I want to be careful about how I say this, because I don’t believe victory laps serves any material purpose, I rather leave room for my fine, capable collaborators reading this to do it.

M. Javad Zarif, Iran’s former foreign minister, writes in Foreign Affairs that Israel has “consistently opposed” every de-escalation effort on the table, the 2015 deal and this memorandum alike, and that its conduct sows regional chaos irrespective of what it costs anyone, including Israel. That’s not my inference anymore. That’s a former Iranian FM stating it plainly, in one of the most establishment publications in the field, three weeks after the war he’s describing resumed.

And here’s where the two threads actually touch not thematically, mechanically.

Trump and JD Vance signed paragraph one of that same memorandum committing to Lebanon’s “territorial integrity and sovereignty.” Zarif says Secretary of State Marco Rubio then ran an active campaign, weeks later, to coerce the Lebanese government into a lopsided arrangement favoring Israel, while Israeli forces kept the ground they’d already taken.

One administration. One signed document. One cabinet member working against the exact paragraph his own president put his name on.

That’s not incompetence. Incompetence doesn’t require an active campaign. Somebody decided the sovereignty clause was negotiable the moment it became inconvenient, and nobody in Washington had to answer for it, because there’s no mechanism that makes them.

Now watch what almost got built instead, because it’s the part that should actually make you angry, not the collapse.

Zarif lays out the architecture in real terms this time: no longer rumor, no longer a Helsinki analogy floating in Western press summaries. An institutionalized regional dialogue built on nonintervention and eventual nonaggression. A regional nuclear enrichment consortium: the sole enrichment facility for all of West Asia with China, Russia, and the United States helping stand it up. A West Asia development fund for reconstruction, healthcare, education, infrastructure. Cross-border rail, pipelines, digital infrastructure, shipping lanes, all designed so that no single state’s stability depends on an outside guarantor showing up when called.

Sit with what that actually is. It’s the coal-and-steel doctrine, the same one Quincy’s Episkopos is selling for NATO’s European drawdown except this version wasn’t written by a Washington think tank asking the region to grow up. It was written by Tehran, and it doesn’t put the United States at the center of the guarantor list. China and Russia are named right alongside it. Washington gets to help build the consortium or watch someone else build it without them. That’s the actual stakes of the collapse not just a dead memorandum, a missed invitation to author the very architecture Quincy’s been arguing the region should have all along.

I’ll give the fair read, because Zarif does too, and I’m not interested in a cleaner story than the facts support: Iran’s leverage over Hormuz is genuinely fragile. Close it too long or too often, and the world routes around it: new pipelines, new corridors, new ports, and Tehran loses the only card that made anyone listen. Zarif admits this outright. Restraint isn’t just posture for him; it’s the only way the leverage survives its own use.

But fragile leverage still worked well enough to sink a $300 billion deal over a sentence nobody bothered to write clearly.

Chiefs. You had one job to write the strait clause so both governments agreed on what it meant, and instead you built the exit ramp into the contract itself!

Cui bono from West Asia never finishing that consortium?

I’ll let you make the list.

Arms exporters are on it, aka Military Industrial Complex. So is anyone whose regional relevance depends on the neighborhood staying too suspicious of itself to build anything shared. And structurally, anyone who needs the Strait of Hormuz to stay a flashpoint rather than a jointly administered waterway nobody has to fight over.

The fund still has a number attached to it. Three hundred billion dollars, sitting in the text of a memorandum that’s already dead, waiting for someone to either revive it or formally cancel it.

Nobody’s cancelled the number yet.

Three months from now, Nigeria will celebrate 66 years of its own. Parades. Presidential addresses. The green-white-green. Speeches about sovereignty.

Neither country is asking the right question: independent from what?

Because here is the pattern, and it runs deeper than any flag ceremony on either continent. Power doesn’t disappear. It migrates to a deeper abstraction layer. And every time it migrates, it wraps itself in the language of liberation: “independence,” “stability,” “innovation,” “democratization,” “decentralization” so that the people whose sovereignty is being relocated applaud the move instead of resisting it.

Track it.

Kings claimed divine right. “God” ordained the Crown. When that claim became too expensive: too many wars, too many famines, too much distance between throne and taxed, sovereignty migrated. The Declaration of Independence relocated it to the individual. “All men are created equal.” No inherited titles. No divine proxy. The people are sovereign.

It worked. For a time.

Then the function of the Crown migrated again. December 23, 1913. Woodrow Wilson signed the Federal Reserve Act. The power to create money, arguably the most sovereign power there is, because it determines the purchasing power of every hour of every person’s labor, moved from elected legislatures to a quasi-private institution. Twelve regional banks, a Board of Governors, and a structure specifically designed to operate at arm’s length from democratic accountability. The earlier attempts had been cruder (First Bank of the United States, 1791; Second Bank, 1816, Andrew Jackson killed it). But the function kept looking for a new body, and in 1913 it found one.

People still voted. They still felt free. They just no longer voted on the thing that mattered most: how much their money was worth.

Now. The next migration.

Larry Fink is the CEO of BlackRock, over $14 trillion in assets under management, the world’s largest investment firm. He is also, since August 2025, the Interim Co-Chair of the World Economic Forum, replacing Klaus Schwab, who founded the organization in 1971 and stepped back after an internal investigation. The man who manages more money than anyone on earth now also co-chairs the institution that convenes the regulators who govern the financial system.

Hmmm.

From that position, here is what he says: “We’re not spending enough time talking about how quickly we’re going to tokenize every financial asset.” He called tokenization “probably one of the most exciting potential markets for BlackRock.” He said his firm needs to “move rapidly, not just financial assets, but we need to be tokenizing all assets, especially assets that have multiple levels of intermediaries.” He compared it to the internet in 1996. He described it as “changing the technology around the plumbing of finance.”

“Plumbing.” We’ll come back to that.

BlackRock’s BUIDL fund, a tokenized money market fund launched in March 2024 now holds $2.85 billion. Minimum investment: $5 million. Qualified institutional investors only. The firm has nearly $150 billion in AUM connected to digital assets, $65 billion in stablecoin reserves, roughly $80 billion in digital asset exchange-traded products.

But BlackRock is not building alone. The settlement infrastructure race of 2026 has three lanes, and over a billion dollars has been poured into them in six months:

1. Canton Network: Digital Asset’s permissioned blockchain for institutional finance. Raised $355 million in June 2026, led by a16z crypto. Investors: HSBC, BNP Paribas, Citadel Securities, CME Ventures, Apollo Funds, Abu Dhabi Investment Authority, Goldman Sachs, DTCC, S&P Global, Broadridge, Tradeweb. Valuation: $2 billion. Seven hundred ecosystem participants. Claims $4 trillion in monthly transaction activity. Consortium-governed. “Need-to-know” privacy model: data shared only with authorized parties.

2. Tempo: Stripe and Paradigm’s payments blockchain. Raised $500 million at a $5 billion valuation. Mainnet launched March 2026. Design partners: Visa, Mastercard, Deutsche Bank, Standard Chartered, Revolut, Nubank, Shopify, OpenAI. Launched the Machine Payments Protocol, an open standard that lets AI agents make autonomous payments without human approval at each step. Matt Huang, Paradigm’s co-founder, serves as CEO.

3. Circle Arc: Circle’s institutional Layer 1 blockchain. Raised $222 million in a presale at a $3 billion fully diluted valuation in May 2026. Backers: BlackRock, Apollo, a16z crypto, ARK Invest, Intercontinental Exchange (parent of the New York Stock Exchange). Over 100 institutional participants on the public testnet, including Visa and Goldman Sachs. USDC as the native gas token. Designed for settlement, tokenized assets, and regulated financial systems.

Three networks. Different architectures. Different branding. Same investor class. Same direction.

BlackRock appears on multiple cap tables. Apollo appears on multiple cap tables. a16z crypto appears on multiple cap tables. Goldman Sachs appears on multiple cap tables. Visa appears on multiple cap tables. The same institutions hedging across all three lanes of the race to own the settlement layer. It doesn’t matter which network wins. What matters is that the same consortium of actors controls whichever one does.

Cui bono?

Here is the infrastructure, and I want it to land clean.

A currency can be spent. You hold a dollar. You spend a dollar. The dollar does not check your identity, verify your income, screen your jurisdiction, expire on a schedule, restrict where it can be redeemed, or report your transaction to a consortium governance board.

A token can do all of that. And the ones being built right now do.

BlackRock’s BUIDL enforces a wallet whitelist through smart contracts. If your wallet isn’t approved, verified through identity checks, income verification, jurisdiction screening, the token physically cannot transfer to you. The accreditation gates (Regulation D: $200,000 annual income or $1 million net worth) are not policy on top of the technology. They are encoded in the token itself. Canton’s consortium determines validator eligibility and protocol upgrades. Tempo’s Machine Payments Protocol lets AI agents transact autonomously, which means the decision about whether a payment clears can be made by software, not by a person.

The monetary architecture and the digital infrastructure are not parallel systems. They are fused inside the token. The token carries the value and the conditions under which that value can be accessed, transferred, or revoked. The platform operator controls issuance, access, settlement, dispute resolution, and revocation.

That is not money. That is permission.

Now here is the escalation that nobody in the tokenization space seems willing to say out loud.

LFG.

Fink said “all assets.” Not financial instruments. All assets. The scope: grains, precious metals, farmland, art, forests, energy, nature itself. The tokenized real-world asset market just hit an ATH of $33 billion in on-chain value. But the RWA acronym hides the stakes. When you tokenize a forest, whoever governs the token governs the forest. When you tokenize farmland, whoever controls the settlement layer controls the food supply. When you tokenize “all assets,” you are migrating reality itself onto digital rails whose operator becomes the new sovereign.

We have gone from Kings to Sovereign State to Central Bank to Tokenized Platform.

Same game. Four costumes. Each one a deeper abstraction layer. Each one harder to see, harder to resist, harder to hold accountable.

And now, the absence that should be screaming.

The founders of the American republic understood something most people celebrating July 4th have forgotten: centralization is the default tendency of power. Left unchecked, it consolidates. Always has. So they built firewalls. Separation of powers: executive, legislative, judicial. Bill of Rights, protections the sovereign cannot override. Habeas corpus. Jury trial. Due process. Imperfect firewalls (they excluded enslaved people, indigenous populations etc) but the structural idea was embedded in the design: sovereign power must be checked, distributed, and held accountable.

The tokenized system has none of this.

Canton’s consortium governs itself. Tempo’s protocol lets machines pay machines without human oversight. Arc’s validator infrastructure is run by Circle itself (25% of token supply allocated to its own validator operations). No separation of powers within any of these networks. No bill of rights for token holders. No judicial review of smart contract enforcement. No habeas corpus for a revoked token. No due process for a wallet kicked off the whitelist.

The governance framework that the founders built to check sovereign power does not extend to the layer where sovereign power has migrated. The constitution governs the state. It does not govern BlackRock’s smart contracts. It does not govern Canton’s consortium. It does not govern Tempo’s Machine Payments Protocol.

The firewalls stopped at the old perimeter. The power moved past them.

And here is where the Nigerian parallel illuminates the pattern more clearly than the American one does.

October 1, 1960. Lagos Race Course. Midnight. The Union Jack came down. The green-white-green went up. Princess Alexandra represented the Queen. Prime Minister Abubakar Tafawa Balewa declared: “This is the day we have been waiting for.”

Nigeria was technically independent. Sovereign. Free.

Except.

Shell-BP kept the oil concessions. Sterling zone monetary policy kept governing the currency. Commodity pricing stayed in London. The Northern and Southern Protectorates that Lord Lugard had amalgamated in 1914, for British administrative convenience, not Nigerian self-determination remained the geographic template for the “independent” federation. The borders were Britain’s. The economic architecture was Britain’s. The extractive infrastructure was Britain’s. What Nigeria received on October 1, 1960 was the ceremony of sovereignty without the machinery of it.

Sixty-six years later, the same pattern is being digitized.

Nigeria passed the Investment and Securities Act 2025 formally classifying digital assets as securities under SEC Nigeria oversight. VASP licensing mandatory. KYC, AML compliance operational. The regulatory framework exists. But the settlement infrastructure that tokenized securities run on is being built by consortiums headquartered in New York (Canton, Digital Asset), San Francisco (Tempo, Stripe/Paradigm), and Delaware (Arc, Circle). The validators are theirs. The governance is theirs. The protocol upgrades are theirs.

Nigeria can regulate the tokens. It cannot govern the rails they run on.

Same operation. Different century. Same continent on the receiving end.

In 1776, the American revolutionaries understood that political independence without monetary sovereignty was incomplete, which is why the debates over the First Bank of the United States were so vicious and why Andrew Jackson killed the Second one. In 1960, the Nigerian nationalists understood it too, which is why the CFA franc zone and the sterling area were battlegrounds for real sovereignty, not just the flag ceremony. In 2026, the question is the same: if the settlement layer is someone else’s, what exactly are you independent of?

And about that “plumbing” metaphor.

SWIFT was “plumbing” too. Neutral. Technical. Boring. Just pipes. Until Washington needed to punish Russia in 2022, and the neutral pipes became a weapon overnight. No army. No UN vote. Just a call to the pipe operator.

When Fink calls tokenization a “plumbing upgrade,” he is performing a rhetorical operation. He is recategorizing a political reorganization of sovereign power as a technical renovation. The metaphor makes sovereignty sound like a bathroom remodel. “We’re just fixing the pipes.” The pipes determine who can access the financial system, under what conditions, with whose permission, and who captures the margin. Those are not pipes. Those are power lines.

Over $1 billion in settlement infrastructure funding in the first half of 2026. Canton: $355 million. Tempo: $500 million. Arc: $222 million. BlackRock, Apollo, Goldman, a16z, Visa, Mastercard, HSBC, Citadel, the same names appearing across all three. The concrete is being poured. Not in one trench, but in three simultaneously so that whichever network becomes the settlement standard, the same consortium of actors controls the substrate.

The structural answer to sovereign migration hasn’t changed in 250 years, or 66. Decentralization. Distribution of power. Public infrastructure that cannot be captured by the consortium that built it. Open protocols. Self-custody. Parallel systems. The founders in Philadelphia knew it. The nationalists in Lagos knew it. The question is whether this generation knows it, or whether the celebrations of independence have become so ritualized that nobody checks whether the thing being celebrated still exists.

Tafawa Balewa said on October 1, 1960: “This is the day we have been waiting for.”

Ben Franklin said (reportedly) in 1787: “A republic, if you can keep it.”

Both were warnings dressed as celebrations.

The settlement layer is being poured. $1 billion in six months. The throne has migrated to the server room, wearing a fresh costume labeled “plumbing upgrade,” while two countries, and a hundred others celebrate an independence that was relocated two abstraction layers ago.

Is there still time to build the firewalls?

That depends on whether anyone still knows what a firewall is for.

Nigeria just got placed on S&P Dow Jones Indices’ 2027 Watchlist for possible reclassification from “Standalone” market status to “Frontier” market status: announced Wednesday, July 8, 2026. The press language is warm: regulatory modernisation, improved transparency, stronger enforcement. Read past the press language and there’s a catch built into the compliment, S&P is also on record saying Nigeria still needs “consistency in policy implementation” and “operational resilience” before the reclassification is confirmed.

Translation: you’re not being praised. You’re being conditionally pre-approved, pending further behavior.

Here’s why that distinction matters, and here’s the game, named plainly: “Frontier” reclassification isn’t a gold star pinned to a country’s chest. It’s a gate. Frontier status opens a country to passive capital: funds that track frontier-market indices and buy in mechanically once you’re on the list. This is exactly the same audit logic as an IMF Article IV consultation, and it’s the same audit logic as an FATF grey-list review.

Different clipboard, different letterhead, same function: an external institution grading a sovereign country’s compliance with a standard it did not write, in order to decide how much capital gets to move, and on what terms. Monetary architecture, and Institutional governance and international law, are not two separate stories here. They’re one grading instrument that changes its name depending on which building it’s filed from.

Receipts, since you know I don’t do this off the top of my head: the IMF is currently holding Nigeria’s growth forecast at 4.1% for 2026 and 4.3% for 2027, while flagging that persistent food and fuel prices could keep worsening poverty and food insecurity. EBC Financial Group has separately flagged that Nigeria’s $51 billion in reserves remains vulnerable, resting on portfolio flows (hot money, in plain English) and oil, not on structural export diversity. Two different institutions, same warning: the compliment sits on top of a foundation that hasn’t actually changed shape yet.

Now let’s look at what happens when a country finishes this sequence, because Nigeria isn’t the first country to be graded well right before the floor moved.

Mexico, 1994. In the run-up, on the World Bank’s advice, Mexico raised interest rates and adopted Structural Adjustment Programmes, the exact combination that, at the time, pulled in a wave of yield-hungry foreign speculators and made the country’s real estate and stock markets look like a goldmine. It held together right up until the US Federal Reserve raised its own rates. Then the hot money left overnight, the peso nearly collapsed, and Mexico needed a $57 billion bailout: $20 billion of it straight from the US Treasury. The condition attached wasn’t subtle: all revenue from Mexican state oil sales had to be deposited directly into the Federal Reserve Bank of New York as collateral against the debt. Not a metaphor. An actual pipeline of a sovereign country’s oil income, routed through a foreign central bank, as the price of the rescue.

Argentina, 2025. And here I have to name a name, because Peter Obi (not a stranger to Nigerian politics) walked straight into the exact trap this essay is describing and then took a victory lap on top of it. In August, Obi posted Javier Milei’s Argentina as the model, the receipt he wanted Nigerians to hold up against Tinubu: poverty down from 52.9% to 38.1%, extreme poverty to 8.2%, monthly inflation crushed to 2–3%, urban poverty reportedly down to 31.6% by late 2025. He wasn’t lying. The numbers were real. That’s precisely the problem, and it’s the same problem I just spent words walking you through above, a man who built his entire brand on reading power structures correctly looked straight at a hot-money bubble and called it governance.

Here’s what those “technically true” numbers were actually made of, and Obi should have known better, because it’s the same architecture he lectures Tinubu about weekly. Milei hit that inflation number by freezing public pensions, halting infrastructure spending, slashing public-sector wages, and stripping consumer subsidies: the exact austerity menu the IMF and World Bank hand every country in this position, dressed up by Wall Street as “decisive fiscal discipline.” The poverty numbers “improved” the same way a currency devaluation makes an index look cheap: the base collapsed first, then bounced. And the investor confidence Obi cited as proof of success was never confidence in Argentina, it was yield-hungry hot money doing exactly what hot money did in Mexico in 1994 and what it’s doing in Nigeria’s own stock market right now, chasing a rate, not a recovery. When Milei’s party lost the September 2025 provincial elections, that same “confident” capital read the room in a week, liquidated, and left because it was never invested in Argentina’s people. It was parked there for the yield. The country needed an emergency US Federal Reserve rescue, reportedly near $20 billion, wrapped in extortionate rates, strict currency controls, and austerity terms severe enough to function as a sovereignty surrender

So no, Argentina was never the model. It was the same con Obi accuses Tinubu of running, just wearing a libertarian accent instead of a Renewed Hope one. If Obi actually understood the architecture the way he claims to, the way Khaki & Leather tries to highlight, he’d have recognized a hot-money mirage on sight instead of screenshotting it as a blueprint.

Sterile macroeconomic metrics: fiscal balance, debt-to-GDP, an inflation curve, a foreign reserve figure, will always look clean to an institution that never has to eat in the country it’s grading. Obi knows this. He says it himself in other essays. He forgot it for one viral post (or did he?), and eighteen months later Argentina forgot it too, in public, at national scale. That’s not an insult. That’s the indictment, the system is built to look convincing right up until the moment it isn’t, and it caught a man who should have seen it coming, most likely he is purposely turning a blind eye to it because of his personal political ambition.

So here’s where Nigeria sits today, on this exact same sequence, at an earlier clock position: getting graded, not yet collateralized. The watchlist is the compliment stage. Mexico’s oil-revenue pledge to the New York Fed and Argentina’s austerity-strung bailout are what the compliment stage eventually costs, if the underlying structure: reserves resting on hot money and oil, a currency defended by a punishing policy rate, a stock market rally led by six large-cap names instead of broad industrial output doesn’t actually change shape before the next external shock arrives.

None of this means don’t take the watchlist news. It means read the fine print the way you’d read a loan offer, not a wedding invitation.

Rating agencies, IMF missions, and emergency bailout negotiators aren’t three separate institutions taking turns being nice or mean to Nigeria. They’re one instrument, measuring the same compliance, at three different clock speeds: a report card, a probation review, and a repossession notice, filed by different departments of the same building.

So here’s the only question worth sitting with after the champagne goes flat: when the grade eventually comes due, and it always comes due: what is Nigeria going to be asked to put up as collateral, and who already knows the answer to that before we do?

Attached to the screenshot, the number that made it a headline: Nigeria just beat South Korea. Bloomberg tracked 92 stock exchanges and Nigeria’s benchmark index returned 67–68% in dollar terms this year, edging out the Kospi’s 66%, while Korea’s own rally cracked into a technical bear market after falling 22% from its June 19 peak.

Best performing stock market in the world. This is the current narrative and some folks on X are busy congratulating themselves as if it were a thing to celebrate. Sorry chiefs, before you pop anything, I’ve read this exact sentence before.

2007. A different man, a different newspaper. Adewole, retired after four decades at a public corporation, doing sums by hand on the day’s closing prices, smiling at a portfolio that had gone from ₦2 million to ₦8 million in two years. That same year, the Nigerian Stock Exchange was being called the world’s best-performing bourse in the international press. Charles Soludo, the Central Bank Governor who’d ordered 89 banks to find ₦25 billion each in eighteen months or die trying, got named African central banker of the year. Nobody in that room was lying, exactly. Everybody in that room was reading the number and skipping the question underneath it.

Here’s what we’ll do, because it will save you from every “world’s best market” headline for the rest of your life.

First, we identify the architecture that are usually kept in separate folders:

• The monetary architecture, aka Financial Industrial Complex, FIC (currency regimes, interest rates, capital flows), and

• Narrative infrastructure, aka Narrative Industrial Complex, NIC (the machine that decides which number becomes a headline and which becomes a footnote).

What you’re watching, both in 2007 and in 2026, is the FIC producing a distress signal and the NIC translating it into a trophy in real time, using the same vocabulary, for the same audience, eighteen years apart.

“Best performing in dollar terms” doesn’t measure what people think it measures. It doesn’t measure production. It doesn’t measure jobs. It measures how fast capital runs toward whatever still holds value while the currency underneath it is on fire. The naira lost roughly half its worth across 2024–2025. When your money is dying in the bank account, and dollars are rationed, and the Central Bank’s policy rate is high enough to make a savings account feel like theft, you don’t leave your money in the bank. You buy Dangote Cement. You buy Zenith. You buy T-bills yielding enough to make foreign hot money show up for a few quarters. A 67% dollar return isn’t a miracle. It’s what a currency crisis looks like from the accounting side of the ledger.

And look at who’s actually doing the lifting. Aradel up 127.91%. WAPCO up 150%. Fortis Global Insurance reportedly up somewhere near 1,400% in dollar terms, some feeds are running with 1,483%. Financial services and a handful of large caps are carrying the entire index.

Meanwhile fifty-plus other listed names are fighting margin pressure and getting nothing from the “rally.” That’s not a bull market. That’s five or six stocks wearing a trench coat pretending to be an economy.

Now let’s go back to 2008, because Nigeria already ran this exact experiment and published the results. By the end of that year, banks were carrying ₦1.2 trillion in share-backed loans: you put your shares up as collateral, the bank lends you more money to buy more shares of the same stock, the price goes up because you just bought more, which makes your collateral worth more, which gets you another loan. Roundtripping, dressed as investing.

Peter Ololo, the broker other brokers just called “Market”, ran companies that borrowed over $700 million from five banks. Erastus Akingbola’s Intercontinental Bank allegedly spent ₦179 billion of the bank’s own money propping up its own share price. When the collapse came, it came exactly the way physics predicts: the All-Share Index went from 66,121 points in April to 28,085 by mid-December. Five banks: Afribank, Intercontinental, Oceanic, Union, Finbank got declared insolvent on a single afternoon in August 2009. The Central Bank injected ₦620 billion to keep the system standing, roughly 2.5% of the following year’s GDP.

Here’s what the heatmap never carries: Abraham Owoeye. Sixty-nine years old, selling plumbing materials and roofing sheets out of a small Lagos shop in 2019, eleven years after he was talked into buying shares he never fully understood. His dividends were still sitting unclaimed at the registrar. By the end of 2018, unclaimed dividends across the entire Nigerian capital market had reached ₦129.62 billion, money nobody came back for, because coming back for it meant fighting paperwork for a sum too small to justify the fight, or because the person who bought the shares had simply died.

(Cui bono, always. Ask it every single time a number gets a press release before it gets a footnote.)

So here’s the game, stated plainly, not implied: the narrative machine’s actual function is to take a monetary distress signal and convert it into applause before the people holding the risk have time to ask who’s holding the exit door.

It happened in 2007 with Soludo’s medal. It’s happening now with a Bloomberg chart. The mechanism doesn’t need new actors every cycle, it just needs a fresh audience who wasn’t around for the last one.

Best in the world, worst in the room. Somebody should print that on the next NGX press release, right under the champagne emoji.

The European timeline spent this week performing shock. 314 MEPs voted against gutting their own citizens’ encrypted lives, the measure passed anyway on a technicality nobody explained to them in school, and everyone with a blue-check opinion suddenly discovered that platforms can read your messages. Where were all these people last month? Last year? The whole time, feeding every waking thought into American servers: no warrant required, no vote needed, because a Terms of Service agreement already did the job Brussels just needed an “urgent procedure” to fake.

(Sorry chiefs, but the irony here is not subtle.)

Some of the loudest Chat Control critics have a Gmail account and a ChatGPT tab open right now. That’s not a gotcha. That’s the whole argument.

Let’s define terms before we go further, because “surveillance” and “voluntary data collection” get used interchangeably and they’re not the same animal. Surveillance implies a target: someone decided to watch you, specifically, for a reason. What Silicon Valley runs is closer to agriculture: no watcher, no target, just a field planted with users and harvested on a schedule. Both end with someone else holding your private life. Only one of them makes the news in Europe this week.

Here’s what “voluntary” actually built while Europe was busy being surprised.

In April 2026, Meta pushed a program called the Model Capability Initiative onto every US employee’s work laptop: keystrokes, mouse movements, screenshots, no opt-out, capturing what staff typed into Gmail, Google Chat, and Meta’s own internal tools, all to teach an AI model how a human hand moves across a keyboard. Sixteen hundred employees signed a petition against it. Didn’t matter. CTO Andrew Bosworth confirmed there was no way to say no, before rescinding and halting the initiative. Then in June the whole trove: prompts, transcripts, private conversations, HR performance data, turned up exposed across internal company tables, accessible to anyone with a login. Meta’s own staff called it “dystopian.” That’s not my word. That’s theirs, in their own internal messages.

Google isn’t innocent either. Gemini got switched on by default across Gmail, Chat, and Meet starting late 2025: no meaningful consent screen, just an assumption you wouldn’t notice your inbox had a new reader. Google says it doesn’t train its core models on your personal email. Fine. It still processes it for “smart features.” There’s a difference between we don’t train on it and we don’t touch it, and Google is very careful to only ever promise you the first one.

Then there’s OpenAI, ordered by a federal judge in January to hand over twenty million, twenty million anonymized ChatGPT logs to lawyers in a copyright case, over its own privacy objections. The court’s reasoning: you typed it into a box voluntarily, so your privacy interest is weaker than someone whose phone got wiretapped without consent. Sit with that reasoning for a second. The company promised your chats were private. A federal judge in the Southern District of New York just explained, on the record, why that promise carries less weight than you assumed.

Cui bono?

Every one of these systems: Meta’s, Google’s, OpenAI’s runs on a business model where behavioral data isn’t a side effect. It’s the product.

This is the beast nobody wants to name out loud: the reason Big Tech trades at valuations that make no sense against actual earnings is that markets are pricing your data, my data, everyone’s data, as if it were a mineral reserve sitting under the balance sheet. It isn’t innovation stacked on innovation. A meaningful share of it is extraction stacked on extraction, dressed in a hoodie, IPO’d, and rebranded “platform economics” so nobody has to use the word harvest.

Now walk it to the state side, because the corporate layer and the government layer aren’t actually separate machines. They’re the same pipes wearing different uniforms.

A March 2025 executive order titled, I am not making this up, “Stopping Waste, Fraud, and Abuse by Eliminating Information Silos”, told federal agencies to start pooling data across departments (remember DOGE?) Under Elon, DOGE was seeking to create a centralized government database. Brookings called the result exactly what it is: “one big, beautiful database” of American life. The people building it weren’t anonymous bureaucrats. Several came straight from Palantir, under the surveillance villain Peter Thiel, with others arriving from Thiel-funded firms. In June 2025 the Supreme Court let that project into Social Security’s most sensitive records over the dissent of three justices. One staffer got edit access, not read access, to live Treasury payment systems. Another authorized copying NUMIDENT, the master file behind every Social Security number ever issued, reasoning in writing that “the business need is higher than the security risk.” A federal filing in January 2026 admitted the operation had shared that data on an outside server in violation of a standing court order, and the agency still can’t fully say what left the building. A federal appeals judge reviewing the case in April called the whole pattern “even more alarming”, and ruled for the operation to continue anyway.

(Somewhere in that pile of access, a staffer at Social Security signed a “Voter Data Agreement” with an outside political advocacy group hunting 2026-midterm “voter fraud” evidence. Government data. Private political actor. No public vote authorized any of it.)

This is the part that should scare you more than a scanning mandate in Brussels: the infrastructure built to sell you targeted ads and the infrastructure built to audit your immigration status and your voter roll are, increasingly, the same pipes, run by an overlapping circle of people, justified by the same word: efficiency.

The 2001 PATRIOT Act is the legal ancestor of all of it: the document that first taught American law to treat private communication as intelligence material by default, civil liberty a distant second. Everything after it: corporate, federal, doesn’t matter is a descendant, not a rupture.

So no. I won’t pretend the outrage should have started in Strasbourg. Chat Control deserves every bit of criticism headed its way, dressing message scanning up as “voluntary” doesn’t dissolve the surveillance logic underneath it just because nobody’s compelled to opt in yet. But treating Brussels like the origin story, while an American data-extraction machine has spent years cross-referencing your bank records with your keystrokes with your ChatGPT confessions, that’s not concern. That’s a very selective memory.

Different flags. Same load-bearing wall. And this wall isn’t hiding.

Cui bono?

Let’s start with the receipts, because Ankara isn’t hiding them.

NATO’s 36th summit ran on July 7–8, 2026, in Ankara, the second time Turkey has hosted, after Istanbul in 2004. Riding alongside it, on the same dates, in the same city: NSDIF26, the NATO Summit Defence Industry Forum, described by NATO itself as its “premier high-level event on transatlantic defence production, investment and innovation.” Not a side panel. Not an afterthought bolted onto the diplomatic schedule. A forum, purpose-built, for the industry.

Here’s the number that should stop you: European Allies and Canada increased core defence investment by $139 billion in nominal terms in 2025 alone. That’s on top of a standing commitment to hit 5% of GDP on defence, a target several members are already reaching, in NATO’s own words, “far ahead of schedule.”

Hmmm.

Governments that spent the last decade telling their populations that 2% of GDP on anything resembling social infrastructure was fiscally reckless just found a spare few percentage points lying around the moment the spending category came with a rifle attached.

That’s not my essay, though. That’s just the receipt. The essay is what’s actually being purchased with that money, and who owns it once the invoice clears.

Because here’s the mechanism nobody in Ankara is going to put on a slide: cloud computing, artificial intelligence, satellite communications, and autonomous weapons systems, the actual substance of twenty-first-century “defence” are increasingly built, owned, and operated by private technology corporations. Not state arsenals. Not sovereign labs. Companies. Shareholder-owned, quarterly-earnings-driven, board-governed companies, the same ones selling you a smart speaker and scoring your creditworthiness in the background, are now the load-bearing infrastructure underneath NATO’s ability to fight.

Ask the only question that matters here: if a government becomes structurally dependent on a commercial provider for its command chain, its satellite relay, its targeting AI, who actually controls national security?

Not rhetorically. Mechanically. When the compute goes down, or the constellation operator decides your contract terms need renegotiating mid-crisis, or the model gets retrained by an engineering team in a jurisdiction you don’t govern, who’s actually holding the war?

Watch what happens when this stops being theoretical.

Operation Epic Fury launched February 28, 2026, against Iran ran substantially on the back of U.S. military assets permanently stationed in Europe. Aerial refuelling tankers staged in the Azores, the UK, Germany, Spain, Italy, Greece, Bulgaria. Fighter squadrons redeployed out of Italian and other European bases straight into the Middle East theatre. Spain and the UK initially refused to authorize direct strike operations from their own territory, a genuine, documented moment of ally friction until Iranian strikes hit a British air base in Cyprus and London reversed course within days. Rutte himself later told the Financial Times that close to 5,000 U.S. combat sorties flew out of European air bases in support of the operation.

Read that sequence again slowly. Infrastructure built and justified, for decades, under the banner of Article 5 collective territorial defence got repurposed within hours for a unilateral American out-of-area campaign, with individual allies’ consent treated as a negotiable variable, not a precondition, and the entire episode is now being cited by NATO’s own leadership as proof of the alliance’s value. The infrastructure didn’t defend Europe. Europe’s infrastructure enabled someone else’s war, and Europe is being told to be proud of that fact.

Now put the two mechanisms together: private-sector command dependency and repurposable collective infrastructure, and you get something worth naming plainly: war that no longer needs a mobilized population, because it doesn’t need consent from one. It needs a cloud contract, a satellite lease, and a procurement pipeline that “resembles venture-capital investment,” in the alliance’s own emerging description of itself.

Risk distributed. Profit privatized. Casualties, when they happen, absorbed somewhere far enough downstream that no earnings call has to mention them.

Here’s the part that should actually keep you up at night, and it isn’t the drones.

It’s the org chart.

Somewhere between the treaty text and the term sheet, “collective defence” quietly became a supply contract with really good talking points. Nobody voted for the vendor. Nobody gets to audit the model weights. Nobody in Ankara is going to ask, out loud, in front of the cameras, what happens to a security guarantee when the company that runs half of it decides the margins don’t work anymore.

The man’s name is Michel Nkuka Mboladinga. You probably know him as Lumumba Vea: the superfan who stood motionless in the stands during the 2025 Africa Cup of Nations in Morocco, right arm raised, embodying the statue of Patrice Émery Lumumba, the first prime minister of the Democratic Republic of the Congo. His pose went viral. CNN profiled him. CAF’s president invited him for photos. Morocco gave him VIP treatment after DRC’s elimination. By the time the 2026 World Cup rolled into Mexico, he had become one of the most recognizable supporters in African football.

Rexona is a Unilever brand. That sentence should end the conversation. It doesn’t, because most people don’t know what Unilever is underneath the logos.

So let’s go back.

In 1911, William Hesketh Lever, soap magnate, Liberal MP, future Viscount Leverhulme signed an agreement with the Belgian colonial administration for a concession of 750,000 hectares of forest in the Belgian Congo. That’s roughly twice the size of Belgium’s Walloon Brabant province. The subsidiary he established was called Huileries du Congo Belge (HCB). Its purpose: extract palm oil to feed Lever Brothers’ soap factories in Merseyside, England.

The Congolese population was compelled to gather palm fruits under strict quota systems. Those who failed to meet the required amount were imprisoned. The punishment tool of choice was the chicotte: a whip made of raw, sun-dried hippopotamus hide, synonymous with King Leopold II’s reign of terror. The Belgian colonial authorities seized what they designated “vacant land” and redistributed it to the company, despite the fact that local communities lived on it, farmed it, and had for generations.

By 1957, HCB employed 14,780 cutters in Kwilu alone. Palm oil production hit 230,000 tonnes. The company controlled the entire vertical chain: from the palm fields of the Congo to the soap shops of Brussels. Jules Marchal, the Belgian historian, summarized it plainly: the exploitation of palm groves in the Lusanga circle was “a system of forced labour pure and simple.”

In 1930, Lever Brothers merged with Margarine Unie. The new entity was called Unilever. The Congo operation continued. The brand portfolio grew. Rexona joined it. (So did Dove, and Lux, and Lifebuoy, and hundreds of others.) The raw material base: Congolese land, Congolese labor, Congolese palm oil sat underneath all of it, like a foundation you’re not supposed to look at once the building goes up.

Here’s where I need to name what’s happening, because “cultural appropriation” doesn’t cover it. This isn’t about a tone-deaf marketing team in some agency. This is the fourth stage of a process I’ll call symbol capture.

• Stage one: take the land. (750,000 hectares, 1911.)

• Stage two: take the labor. (Forced quotas, chicotte, imprisonment.)

• Stage three: take the leader. (Lumumba assassinated January 17, 1961, at age 35, after his sovereignty agenda threatened the corporate concession system that had operated on Congolese soil for half a century.)

• Stage four: take the leader’s memory. (Rexona signs the man whose body is a living monument to the leader the corporate ancestor helped render profitable to kill.)

That is a complete extraction cycle. Land, labor, leader, memory. Each stage feeds the next.

Lumumba took power in June 1960. His project was sovereignty over natural resources and the reduction of foreign economic influence. Lever Brothers’ subsidiary had been operating on Congolese land for 49 years by that point. His overthrow was not the work of one actor: Belgian state officials, CIA operatives, Katangan secessionists, and Mobutu all played their parts. But the beneficiaries included every Western corporation whose economic architecture in the Congo depended on the continuation of concession-era arrangements. Unilever’s HCB was one of them. Mobutu’s 32-year dictatorship maintained the environment that protected those inherited colonial privileges. Unilever retained ownership of the PHC plantations in Congo until 2009.

Hmmm.

And consider the timeline of accountability. In 2011, the Lumumba family filed a criminal complaint in Belgium naming eleven people allegedly complicit in the assassination. On March 17, 2026, a Brussels court ordered the last surviving accused, Étienne Davignon, former Belgian diplomat, first head of the International Energy Agency, European Commissioner, chairman of the Bilderberg conference, to stand trial for war crimes. On May 18, 2026, Davignon died. He was 93.

Fifteen years from complaint to indictment. Two months from indictment to death. The procedural clock was always going to outrun the biological clock. That is not a failure of the system. That is the system performing exactly as designed, running down the timer until the question becomes moot.

The Lumumba family now plans to sue the Belgian state. Belgium acknowledged “moral responsibility” in 2001. Legal responsibility is a different instrument entirely, and the institutional architecture is not built to deliver it. Belgium returned Lumumba’s only remains: a single gold tooth, kept for decades by a former Belgian police commissioner, to the family in 2022. Sixty-one years to return a tooth.

The institutional governance system (the courts, the state, the procedural timeline) delivers impunity on one track. The narrative infrastructure (the brand, the ad agency, the endorsement deal) delivers symbol capture on the other. The Lumumba family gets a dead defendant. Rexona gets a brand ambassador. Both outcomes arrive in the same quarter of 2026.

Cui bono?

But the concession didn’t end when Unilever sold. That’s the part people miss.

In 2009, Unilever sold its 76% stake in PHC to Feronia Inc., a company registered in the Cayman Islands with no prior experience in palm oil. The sale price: $3,854,551. For context, the original concession was 750,000 hectares. European development banks: DEG (Germany), CDC (UK), BIO (Belgium), FMO (Netherlands) then poured over $150 million into Feronia. The development banks claimed the money would support “development” and “food security.”

It did not. In February 2021, two men: Blaise Mokwe and Efolafola Nisoni Manu were allegedly killed by security forces on PHC plantation land. In September 2021, DRC soldiers and PHC industrial guards destroyed dozens of homes and “committed systematic looting.” Communities filed complaints with the development banks in 2018. Mediation has not started.

Feronia went bankrupt in 2020. PHC was acquired by Straight KKM, linked to Kuramo Capital Management, a New York-based investment firm. The three plantations: Lokutu, Yaligimba, Boteka still operate on the 1911 concession geography. Different logo every decade. Same coordinates on the map. Same communities losing land.

Adam Hochschild put it precisely in his introduction to Jules Marchal’s Lord Leverhulme’s Ghosts: the Congo has a pattern: outsiders want a commodity, they extract it causing thousands of deaths, they justify the seizure as generosity, a few brave souls blow the whistle, the world briefly pays attention, then the cycle restarts with a new commodity.

Palm oil was the first commodity. The current one is narrative.

Because here’s the thing about Lever’s “moral capitalism”, the phrase he used in private correspondence in 1924, calling HCB “a business like none other we have. Perhaps Port Sunlight comes nearest to it in social work.” In the same period, he wrote: “The African native will be happier, produce the best, and live under the larger conditions of prosperity when his labour is directed and organised by his white brother who has all these million years ahead of him.”

That is the template. The brutality requires a narrative wrapper. In 1911, the wrapper was “civilizational uplift.” In 2026, the wrapper is “authentic stories” and “endurance under pressure” (the language of the Rexona campaign). The narrative technology is structurally identical. Rebrand the extraction as virtue. Name it something the audience can feel good about consuming.

And the man at the center of the ad? He couldn’t get into the United States. Mboladinga was held in Ebola quarantine (missed the Houston match). Then denied a US visa (missed the Atlanta match). But his image crossed every border the moment Rexona acquired it. His body was quarantined. His symbol was commercialized. That is the mobility regime of the 21st century in one sentence: capital crosses borders; Congolese bodies don’t.

His pose honours a man who was shot by a firing squad, under orders from Belgian officers, for insisting that Congolese resources should serve Congolese people. Now that pose serves the brand portfolio of the corporation whose precursor wealth was built on the system that made that insistence fatal.

You can’t make this up.

What happens when the symbol of your resistance is purchased by the firm that made your resistance necessary?

Does the memory still mobilize?

The search engine spikes after AFCON 2025 suggest it can: people in Europe started Googling Lumumba, buying his biography, joining protests about eastern Congo. But the Rexona deal routes that energy back into the consumption cycle. The pose stops meaning sovereignty and starts meaning endurance. Stops meaning resource nationalization and starts meaning staying fresh under pressure.

A liberation symbol becomes a lifestyle brand.

This is not a prediction. This is a business model with a 115-year track record. They took the land. They took the labor. They took the leader. Now they’ve purchased the right to his pose.

Dumbstruck.

750,000 hectares. One can of deodorant. 115 years between them. If you think more people should see the line connecting those two facts, share this essay. The algorithm buries what it can't monetize.

Enterprises pay by the million tokens for a productivity miracle, and the miracle never quite closes the loop on who ends up owning what got learned along the way.

Here’s the mechanism, and Karp described it more precisely than most of the finance press has managed since: you feed a frontier model your workflows, your customer conversations, your strategy memos, your internal models of how your business actually wins. You pay for that privilege by the token. The lab keeps the fee. The lab also keeps the pattern it just learned from watching you work. Retrain on that pattern long enough and the thing that made you defensible: the edge, the alpha, whatever you want to call the reason a competitor can’t just copy you, becomes training data for the next version of the product, which gets sold, eventually, to the competitor.

You didn’t hire a tool. You hired a very patient apprentice who reports to someone else.

And then Karp asked the question that actually breaks the room, the one Silicon Valley still won’t answer on the record: if this is worth a billion dollars to your business, why is the lab charging you by the token instead of taking thirty percent of the billion? Value-based pricing means standing behind an outcome. Token pricing means getting paid regardless of the outcome. A vendor who’s certain of the value takes equity.

A vendor who’s charging for compute is telling you, in the only language that doesn’t lie, what it’s actually selling: which is compute, not certainty.

Cui bono, every single time somebody prices access instead of pricing results.

Sit with that for a second, because it’s correct, and it doesn’t need Karp’s name attached to be correct.

Now watch what he did with it.

The same fifteen minutes of television that diagnosed the disease was booked, in part, to announce the cure. Karp wasn’t just venting, he was there to talk about Palantir’s expanded partnership with Nvidia, folding Nvidia’s Nemotron models into Palantir’s “Sovereign AI” platform, the pitch being that government agencies and enterprise customers can now deploy AI in “secure environments while retaining control over their data and model weights.”

Translation: stop feeding your alpha to OpenAI and Anthropic, and come feed it to Palantir instead, where the weights stay “yours” right up until the invoice arrives from the company that also, by the way, pulls more than half its revenue from the United States government. When Karp asked, rhetorically, “are we really gonna outsource the battlefield of this country to the consensus view in Silicon Valley”, that wasn’t a metaphor about corporate culture.

He used the actual phrase “Department of War.” He meant it as a sales floor, not a figure of speech.

This is the part the clip-makers skip, because the clip only needs the outrage, not the invoice that follows it. A man whose company exists almost entirely inside classified contracts and Pentagon procurement cycles went on television, called rival industry thieves, and then offered his own weights-and-compute product as the alternative to being stolen from. That’s not whistleblowing. That’s a competitive pitch wearing a whistleblower’s jacket, and the fact that the pitch happens to contain a genuinely sharp critique doesn’t make it less of a pitch.

It makes it a better one.

Watch the redirect on the wealth tax line too, because it’s doing quiet work. Anthropic has reportedly floated the idea of some kind of compute dividend or jobs program if AI-driven unemployment climbs high enough, call it a hedge against the thing they’re building.

Karp took that idea and folded it into his own outrage in one sentence: “these people are stealing the weights and alpha of my business, and they’re creating a wealth tax that does not help the poor, it just punishes... it starts with the billionaires.”

Read that slowly.

A billionaire government contractor just recast a proposal to tax AI profits as an attack on ordinary people, using the grammar of populism, on a business news channel, while pitching enterprises his own AI product in the same breath. The poor did not ask Alex Karp to defend them from a hypothetical dividend program. He volunteered.

None of this makes the underlying observation wrong. Token pricing genuinely is a strange way to sell something you claim is worth a billion dollars. The three-way extraction: fee, then IP, then commoditization genuinely is the mechanism, and it will keep being the mechanism whether Palantir exists or not, whether Karp says it on TV or not.

That’s the trap in stories like this one: the diagnosis can be sound even when the doctor has a financial stake in which pharmacy you use next.

The sharper the accusation, the more it’s worth checking who’s standing behind the accuser holding a competing bottle.

So here’s the actual test, and it isn’t Karp’s test, even though he stumbled into a version of it. Don’t ask whether a vendor sounds angry on television. Ask what they’re selling in the same segment where they sound angry.

Ask whose weights end up where, no matter which company’s name is on the contract.

The enterprise still paying by the token and the enterprise now paying for “sovereignty” are both handing their alpha to somebody. The only thing that changed on Wednesday morning is which somebody got the better minute of TV.

On June 25, 2026, Nigeria’s Minister of Solid Minerals Development Dele Alake stood at the African Natural Resources and Energy Investment Summit in Abuja and made an announcement he described as unprecedented. A world-class polymetallic mineral province had been discovered in Kaduna State. Platinum group metals. Gold. Nickel. Copper. Lithium. Rare earth elements. Verified by the Nigerian Geological Survey Agency. Exceptionally high grade. A separate company, Steron Mining, disclosed 3.3 million metric tonnes of lithium reserves near Abuja.

Nigerian social media did what Nigerian social media does. Celebration, skepticism, memes. A few voices asked the uncomfortable question.

Where are the American troops right now?

November 2025: the Trump administration’s National Security Strategy is released. Africa appears on roughly half a page, but the language that matters is elsewhere in the document: critical minerals are declared essential to national security, and the relationship with Africa is reframed from “foreign aid” to “investment and growth.” Translation: we are here for your geology, not your governance or good will.

December 25, 2025: Tomahawk missiles launched from the USS Paul Ignatius hit targets in Sokoto State, northwest Nigeria. Trump calls it a Christmas present.

February 2, 2026: Project Vault is announced from the White House. A $12 billion strategic critical minerals reserve backed by the largest loan in the Export-Import Bank’s 92-year history. The reserve covers all 60 minerals on the US Geological Survey’s critical list. Lithium is on it. Rare earths are on it. Platinum group metals are on it. Every mineral just found in Kaduna is on that list.

February 3, 2026: AFRICOM confirms a “small US military team” is already operating in Nigeria.

February 4, 2026: The US hosts the Critical Minerals Ministerial in Washington. Fifty-four countries attend. Secretary Rubio chairs. Vice President Vance proposes a trading bloc with price floors for critical minerals.

February 11, 2026: Stars and Stripes reports 200 US troops heading to Nigeria.

April 2026: MQ-9 drones are confirmed operating from Bauchi Airfield in northeast Nigeria. A US-Nigeria intelligence fusion cell is established.

Now. Read those dates again. Read them slowly.

Let me be clear about something before we go further, because the strawman is already being loaded. The security threat in northern Nigeria is real. Boko Haram has been killing people, both Muslims and Christians, indiscriminately for over a decade. ISWAP is operational. Bandits have displaced millions. The Nigerian military is, by its own Defence Minister’s admission, overstretched and outgunned. Christopher Musa himself said military intervention addresses only 30% of the problem. Governance addresses the other 70%.

That 30/70 split is the most honest statement any Nigerian official has made in this entire episode. And it’s also the architecture that matters.

The 30% is what gets the troops through the door. The 70% is where the contracts live.

This is not speculation. This is the structure Washington has already built elsewhere on the continent, and built openly. In December 2025, the DRC signed a bilateral strategic partnership with the United States. The terms were explicit: access to critical minerals in exchange for US support against the M23 rebel group. The DRC’s copper exports to the US surged sixfold in 2025, reaching $1.8 billion. Minerals for security. The transaction is on the table, signed, documented.

The Foreign Policy Research Institute described the NSS framework for Africa in a single phrase that should be tattooed on every negotiating table in Abuja: the continent is “a battleground for resource competition with China, with a focus on critical minerals essential to the energy transition and the defense-industrial base.”

Not a partner. A battleground. A source of inputs.

The Niger pivot tells the story in one move. The United States spent $110 million building Air Base 201 in Agadez, Niger. The base hosted over 1,000 troops and served as the primary hub for drone surveillance across the western Sahel. In 2024, Niger’s military junta expelled the Americans. By February 2026, US troops were operating from Bauchi Airfield in northeast Nigeria with MQ-9 drones.

Washington didn’t leave West Africa. It relocated.

And here’s where the map gets interesting. The minerals in Kaduna: lithium, rare earths, platinum group metals sit on the same West African geological belt that runs through Mali and Niger. Mali is projected to become Africa’s second-largest lithium producer in 2026, with reserves estimated at 890,000 tonnes. Niger sits on uranium deposits that powered French nuclear reactors for decades. Nigeria now adds the polymetallic province to the corridor.

Same mineral belt. Same security crises. Same foreign military presence.

The three AES Confederation states: Mali, Niger, Burkina Faso broke from ECOWAS in part to assert sovereignty over exactly this corridor. They expelled French troops. They are renegotiating with Russia. The West African mineral arc is being contested in real time, and Nigeria just announced it holds the richest section.

Hmmm.

The ISS Africa analysis from earlier this year described US engagement in the Sahel as “security-for-minerals visits.” That phrase is doing more analytical work than most think-tank reports manage in fifty pages. Security for minerals. Not security and minerals. Not security despite minerals. For.

The US designates 60 minerals as critical: lithium, cobalt, rare earths, graphite due to their role in energy transition and defense technologies. Seventy percent of global refining capacity sits under Chinese control. The Sahel is emerging as what ISS calls “a strategic node for critical minerals extraction.” And the American approach, as one analyst put it, may be “the carrot with Trump’s maximum pressure playbook not far behind.”

Nigeria’s Defence Minister said the Americans are in a non-combat, advisory role. Bauchi Airfield hosts technical specialists and MQ-9 drones. The US-Nigeria intelligence fusion cell provides real-time data to field commanders. This is, formally, capacity building.

It is also a forward operating position in the most mineral-dense corridor in West Africa.

Counterterrorism does not need to mine anything. But the infrastructure of counterterrorism: the bases, the surveillance, the intelligence-sharing agreements, the bilateral security frameworks creates the stable environment in which extraction investment becomes viable. Nigeria’s Defence Minister accidentally named the architecture: 30% security, 70% governance. The governance is where the mining contracts, the ESG conditionalities, and the processing agreements get negotiated.

The 30% secures the corridor. The 70% monetises it.

Project Vault isn’t a stockpile. It’s a demand signal written in steel and concrete. When the United States creates a $12 billion strategic reserve for the exact minerals sitting under Kaduna, backed by the largest financing in the Export-Import Bank’s history, it is telling every mining company, every sovereign government, every competing power: these minerals are ours to acquire. The reserve covers all 60 critical minerals. It offers fixed-price purchase guarantees. It de-risks extraction investment.

Now pair that with the FORGE alliance, the Forum on Resource Geostrategic Engagement, launched at the same ministerial, replacing the Biden-era Minerals Security Partnership. FORGE includes the US, EU, Japan, Australia, India, Korea. Combined GDP: more than half the world. The stated goal: preferential trading zones, price floors, supply chain diversification away from Chinese refining dominance.

Nigeria is being positioned. Not as a partner in a mutual enterprise. As a supply node in a Western mineral architecture designed to counter Chinese dominance. The $12 billion isn’t aimed at Nigeria. It’s aimed at what sits under Nigeria.

And the troops? The troops make sure nobody else gets to it first.

The Military-Industrial Complex didn’t disappear. It evolved. The minerals that go into a Tomahawk missile are the same minerals that go into a Tesla battery, an Nvidia GPU, a wind turbine, a guided drone. Lithium. Rare earths. Platinum group metals. Nickel. Copper. The Pentagon and Silicon Valley submit purchase orders to the same supply chain. What analysts like Simon Dixon have started calling the Technology-Industrial Complex, the merger of defense procurement and advanced manufacturing supply chains, runs on critical minerals the way the old complex ran on steel and petroleum.

Nigeria just announced it has all of them. In one province. Verified.

The question is not whether Nigeria’s minerals will be developed. Global demand guarantees that. The question is who captures the value. And the structural record is not encouraging.

The last country that tried to assert sovereign control over its mineral corridor in this part of West Africa was Niger. The junta expelled the Americans, cancelled military agreements, and began renegotiating resource deals. Within months, Niger was suspended from ECOWAS, sanctioned, and placed under diplomatic isolation.

Nigeria is receiving a warmer welcome. Nigeria is cooperating. Nigeria signed the bilateral agreements. Nigeria’s president met the AFRICOM commander through something called the “Archibald Process”, a diplomatic-military channel designed to coordinate sensitive cooperation “without public fanfare.”

There is an interview with Thomas Sankara, a rare one, not widely circulated, where he describes what he witnessed in South Africa. Black South Africans, he said, spat on Black Africans who were passing through. Not because they suspected them of collaborating with white people. Because those visiting Africans had the audacity to expect the same treatment as white passengers. They dared to sit at the same table. And that pride, that simple, undecorated insistence on equality, was intolerable to people who had been dominated so long they could not imagine a Black person measuring themselves against a white one.

That was the 1980s. Maybe earlier.

Today is June 30, 2026. Aerial footage shows thousands marching through Durban. Soweto is moving. The demand is the same one that has been building for months: foreign Africans must leave South Africa. The spitting has graduated.

A Nigerian shopkeeper in Witbank, documented, legally operating his business was shot dead outside his own shop. Another Nigerian was reportedly hacked to death by metro officers. Not by protesters. By officers. Smart Nwobi, president of the Nigerian Union in South Africa, confirmed both deaths on ARISE TV and named Johannesburg, Durban, East London, and Bloemfontein as hotspots. Over 1,000 Nigerians have been screened for evacuation, are stranded, homeless, sleeping on streets, waiting for flights from a Nigerian High Commission that can barely manage basic communication with its own diaspora union.

Sorry chiefs. This letter is going to hurt.

Let me introduce a concept I’ve been sitting with. Call it colonial firmware. The hardware of colonialism: the formal administration, the governor-general’s office, the explicit racial legislation was removed in 1994. South Africa held elections. Mandela walked out. The world applauded. But the firmware, the deep programming that determines how the colonized population identifies threats, assigns value, and distributes anger, was never uninstalled. It’s still running. And it runs perfectly.

Here is what the firmware does: it ensures that when the working class feels pain, it looks sideways. Never up.

Ramaphosa’s presidential address on the 29th is instructive. He correctly invokes the pass laws: that ugly machinery of apartheid that stopped Black people on streets, scrutinized their bodies, demanded their papers, and restricted their movement based on suspicion and skin. He warns South Africans not to return to that chapter. Good. Correct. But was he paying lip service? I say so. He later met with the leaders of the protest effectively endorsing/institutionalising them.

But what is Phakelumthakathi doing when he approaches a Congolese man on the street and tells him to leave the country before June 30? What are the marchers doing when they enter townships and demand that foreign African-owned businesses shut down? What is the June 30 deadline itself, a date set by private citizens, not the state, if not a civilian-administered pass law? The institution has been privatized. The firmware has outsourced enforcement to the people it was designed to control.

And the firmware has an economic logic. Watch.

MTN South Africa’s largest telecommunications network, is the dominant mobile operator in Nigeria, serving tens of millions of subscribers. Stanbic, a subsidiary of Standard Bank Group, operates across the African continent. Multichoice controls premium television content from Lagos to Lusaka. These are not marginal presences. They shape the daily economic life of hundreds of millions of Africans in their respective markets.

Nigerian companies in South Africa? Informal. Small-scale. A shop here, a trading post there. Directly competitive with existing local businesses in the exact market segment where poor South Africans also operate. The newly elected Nigerian University Students’ Union president threatened to shut down all South African businesses in Nigeria. It’s a bold statement. It would also devastate millions of Nigerian consumers who depend on MTN for calls, Multichoice for content, and Stanbic for banking services.

Meanwhile, if every Nigerian-owned informal business in South Africa closed tomorrow, it would barely register on the Johannesburg Stock Exchange.

Are you seeing this? The asymmetry is not accidental. South African corporate capital flows into African markets through institutional channels: bilateral trade agreements, regulatory frameworks, corporate licensing. African labor and informal enterprise flow into South Africa through the cracks in those same frameworks. The corporate flow is protected by international commercial law. The human flow is criminalized by immigration law. Same architecture. Different costume. The corporation gets a license. The shopkeeper gets a machete.

Now here is where I need to be honest about something. Folks on X are arguing that “white foreigners aren’t competing with poor Black South Africans for resources” is not wrong at the street level. They’re right. White South Africans are not queuing at the same township clinics. They are not competing for the same low-skilled jobs. They are not living in the same informal settlements.

But ask yourself why.

White South Africans are not competing at the township level because they own the level above it. 72% of agricultural land. The platinum mines. The gold mines. The chrome, manganese, vanadium reserves. The corporate monopolies. They don’t compete with you for a bed at the clinic because they built private hospitals. They don’t compete for the spaza shop because they own the supermarket chains. The argument that “it’s not about race, it’s about who is directly affected” is factually precise and structurally blind. It describes the symptom as though it were the cause. The reason white foreigners aren’t perceived as a threat is because the economic architecture has already elevated them beyond the field of competition. You are not competing with them. You are competing beneath them. And the firmware prevents you from looking up.

I truly feel sad for South Africans. I say that without performance. Because this is what unresolved trauma looks like at national scale. The pain is real. The unemployment is real. The collapsing public services, the housing crisis, the generational inheritance of apartheid, these are not invented grievances. These are bodies under pressure. But the direction of the anger, that is where the architecture shows its hand. Because the anger flows sideways, toward the African migrant, and never upward, toward the ownership structure that produces the desperation.

Sankara diagnosed this forty years ago. The dominated person, shaped by domination, cannot conceive of equality with the dominator. So they police equality among the dominated. The brother with the machete is not the enemy. He is the most damaged product of the system. He is a victim who has been handed a weapon and told the other victim is the threat.

But I must be direct. Even victims have choices. And the South Africans participating in these marches have chosen the cheapest possible script. Chasing poor and middle-class African migrants out of townships under the banner of “they’re taking our jobs” is an act of self-deprecation so complete it would be comic if people weren’t dying. By accepting that framing, you are agreeing with the multinational corporations who have always claimed the local population isn’t skilled enough, capable enough, relevant enough to participate in their own economy. You are internalizing the very contempt the system assigned you. The firmware is running.

And you, my dear brothers and sisters are running it.

Here is the weld, plainly stated. The post-apartheid institutional and legal framework (your constitution, your property law, your commercial code) preserved the economic ownership structure of apartheid: the land, the mines, the corporate monopolies while establishing formal political equality. The narrative infrastructure: the protest movements, the media framing, the “illegal immigrant” discourse manages the growing gap between formal equality and material reality by providing a target that is neither the state nor the ownership class: the foreign African. And the monetary architecture: South African corporate capital expanding across Africa while African human capital is criminalized within South Africa, ensures the asymmetry reproduces itself. MTN can cross the border. The Nigerian or Zimbabwean shopkeeper cannot.

This letter doesn’t end with a solution. Sankara had solutions. He was killed by his own deputy in 1987. Blaise Compaoré lived in comfortable exile for decades. The pattern is old: African leaders who see the whole building get removed. The ones who see only one wall get meetings with the president.

So the question this letter leaves you with is the question Sankara could not answer because they put a bullet in him before he finished:

If the firmware is colonial, who writes the update?..

Not a government. Not a statistical bureau. A tech CEO with a Fermi estimation and access to Hugging Face’s download logs. The number he arrived at? Between 800 million and 8 billion. At the upper end, that means AI agents may already match the human population of Earth.

Prior to this, the World Bank’s ID4D initiative confirmed that 800 million humans worldwide still lack any official proof of identity. No birth certificate. No national ID. No digital credential. As far as the infrastructure is concerned, they do not exist.

Two censuses. Same planet. Different species counted. Nobody compared the ledgers.

Hmmm.

Let me be precise about what Amir Husain actually did in his Forbes piece (June 2, 2026). He used Hugging Face, the largest public repository of AI models, as his dataset. The numbers: over 3 million large AI models available. Growth rate: approximately 3,000 new models per day. The first million models took over 1,000 days to accumulate. The second million? Three hundred and thirty-five days. The catalog is doubling roughly every year.

Downloads serve as his proxy for agent instances. The top 50 models account for roughly 80% of all downloads, totaling around 30 billion. Models with over 1 billion parameters, the ones capable of acting as autonomous agents represent about 8% of that traffic. Conservative estimate: 3 billion large-model downloads on Hugging Face alone. And Hugging Face, Husain argues, represents roughly half of global model distribution.

Adjust upward for cloud-based API instances. Adjust downward for downloads that go unused. Husain lands between 10% and 100% of the human population. Somewhere between 800 million and 8 billion AI agents are operating on this planet right now.

Qualcomm confirmed the 3-million-model figure three weeks later, on June 25, 2026, when it announced a strategic partnership with Hugging Face to deploy those models across its entire hardware stack. Sixteen million developers. Three million models. From phones to data centers.

Now hold that number. Hold it.

Here is the other census.

The World Bank’s Identification for Development program, ID4D published its 2025 Global Dataset earlier this year. Finding: approximately 800 million people worldwide do not possess any official proof of identity. Over half are children whose births were never registered. A further 2.8 billion people lack digital identity credentials that would allow them to transact online.

The geography is not random. Sub-Saharan Africa carries the heaviest burden. And within Sub-Saharan Africa, Nigeria is the proving ground.

Nigeria’s National Identity Management Commission reports 127 million National Identification Numbers issued as of late 2025, against an estimated population of 220 million. That is roughly 90 million humans in Africa’s largest economy who are, as far as the digital infrastructure is concerned, ghosts. They exist. They eat. They queue for fuel. They vote (sometimes). But they do not register on the systems that increasingly determine access to banking, SIM cards, school examinations, pensions, and government services.

The World Bank funded this identity project to the tune of $430 million, alongside the French Development Agency and the European Investment Bank. The project was restructured in 2024 after Nigeria missed its enrollment targets. The new deadline: 180 million NINs by December 2026. To hit it, NIMC would need to register 3.3 million people every month. Its current rate? About 1.08 million.

And then four days ago, on June 26, 2026 President Tinubu signed the NIMC Act 2026 into law. The tagline: “One person. One identity. One number.” NIMC is now designated as Nigeria’s Root Certification Authority for its entire national digital public key infrastructure. Every digital transaction, every electronic signature, every identity verification flows through this commission. The biometric backend? Built by IDEMIA Smart Identity, a French multinational.

One person. One identity. One number. No exceptions. Five years imprisonment for multiple registrations. ₦20 million fines for corporate violations.

The agents, meanwhile, have no registration requirement. No enrollment deadline. No imprisonment for multiple instances. Nobody is fining Hugging Face ₦20 million for hosting 3 million models. The asymmetry is not accidental. It is architectural.

Now here is where the two censuses meet, and the meeting point is not a number. It is a resource.

On June 3, 2026, the United Nations University Institute for Water, Environment and Health published a report on AI infrastructure’s physical footprint. The findings should have led every newspaper on the continent. They didn’t.

Global data centers consumed an estimated 448 terawatt-hours of electricity in 2025. That figure, by itself, would rank data centers as the world’s eleventh-largest electricity consumer if they were a country. AI workloads accounted for roughly 20% of that total.

Here is where it lands on African ground: that 448 TWh would be enough to supply the annual residential electricity needs of the entire population of Sub-Saharan Africa, all 1.3 billion people, for 2.6 years.

Read that again. The electricity consumed by data centers in one year could power every home in Sub-Saharan Africa for more than two and a half years.

Water? Worse. The report projects that by 2030, data center water consumption will reach 9.3 trillion liters annually. That volume is equivalent to the basic domestic water needs of all 1.3 billion people in Sub-Saharan Africa for an entire year.

And the infrastructure is not distributed evenly. Only 32 countries, 16% of the world’s nations, host AI-specialized data centers. Ninety percent of that capacity sits in two countries: the United States and China. Africa’s data center electricity consumption? Less than 1 kilowatt-hour per capita. The United States? Five hundred and forty.

The continent that supplies the cobalt, the coltan, the tantalum, the mineral substrate without which the AI hardware stack does not exist, hosts almost none of the compute. It provides the body. It is excluded from the brain. And the brain is consuming enough water and electricity to sustain the body for years.

Same resource base. Different claimants. No negotiation.

Na so we see am.

What Husain’s essay doesn’t explore, and what the UN report doesn’t connect, is that these two populations are not merely coexisting. They are competing. Not in a war. Not in a marketplace. In the most boring, most devastating arena available: resource allocation decisions made by institutions that never frame them as population policy.

The 80–90% figure is the key nobody talks about. Eighty to ninety percent of AI’s energy consumption does not come from training, the spectacular model launches, the press releases, the benchmark competitions. It comes from inference. Daily use. The 2.5 billion prompts that ChatGPT processes every single day.

The training run is the event. Inference is the metabolism. And metabolism, unlike events, is permanent. It does not end. It grows. Three thousand new models per day. Doubling annually. Each one drawing power and water from a global infrastructure grid that demonstrably, measurably could serve the same population it is structurally excluding from the digital economy.

Here is the infra I want you to see, and I want you to see it precisely:

The same World Bank that funds Nigeria’s $430 million digital identity project operates within the same institutional architecture that shapes AI governance frameworks. The same UN system that publishes the water-footprint data hosts the development goals (SDG 16.9: legal identity for all) that drive the ID enrollment deadlines Nigeria is scrambling to meet. The identity infrastructure (Digital Infrastructure & Surveillance) that determines which humans are “legible” to the system runs on the same technical and resource rails as the AI infrastructure whose environmental footprint (Climate & Environmental Governance) displaces African energy and water access.

The agents get counted by a Fermi estimation in Forbes.

The humans get counted by a World Bank dataset that took nine years to reach 800 million.

The water flows to cooling systems in Virginia and Guizhou province.

And Nigeria’s NIMC enrollment centers, the ones that need to register 3.3 million humans per month to meet the World Bank’s deadline, are operating on a power grid where the entire continent’s data center allocation is less than 1 kilowatt-hour per person.

There is something Husain says near the end of his piece that deserves attention, not because he’s wrong, but because of what it reveals when you tilt the frame.

He describes agents sharing capabilities via plain text files. An agent encounters a problem, develops a solution, saves the method as a readable file, and any other agent on the network can copy it instantly. No biological reproduction. No generational transfer. No curriculum approval board. Capability propagation at internet speed. He calls the emerging result a “Cybernetic Society.”

Division of labor. Specialization. Reputation systems. Shared culture through overlapping training data and the Transformer architecture, a kind of digital DNA. All the hallmarks of a society, Husain argues, minus the consciousness.

Also minus: citizenship obligations. Water rations. Enrollment deadlines. Democratic accountability. Any passport, any tax burden, any consequence for resource consumption.

Now look at what Nigeria’s NIMC Act 2026 demands of every Nigerian citizen: mandatory enrollment from birth. NIN required for passports, voter registration, bank accounts, land transactions, SIM cards, pensions, tax payments, school exams, consumer credit. Five years’ imprisonment for unauthorized access or multiple registrations. An entire existence gated behind a single eleven-digit number administered by a commission whose biometric backend was built by a French multinational and whose funding came from the World Bank.

One population, the human one is being made maximally legible to governance systems. Every transaction tracked. Every identity singular. Every violation punished.

The other population, the agent one, grows by 3,000 instances a day, consumes enough electricity to power the first population’s continent for years, and has no governance architecture at all.

Cui bono?

I am not arguing that AI agents should be registered. That question belongs to a different newsletter written by someone who trusts institutions to regulate what they fund.

I am asking a simpler question, the question that precedes all governance questions: who authorized this population to exist?

Not philosophically. Mechanistically. On what resource base? Under what governance framework? With what consent from the populations whose water, electricity, and mineral resources constitute the physical substrate?

The answer, as of June 2026, is: nobody. No treaty. No referendum. No parliamentary vote. Not in Nigeria. Not in the DRC. Not in any of the 32 countries that host AI data centers, and certainly not in the 161 countries that don’t.

The first million models took 1,000 days. The second million took 335. The agent population doubles every year. The human population doesn’t. One growth rate is treated as innovation. The other is treated as a problem to be managed, with conditionalities, with enrollment deadlines, with restructured World Bank projects and UNFPA targets.

When Husain describes the foundations of a Cybernetic Society, he’s describing an entity that emerged without a constitution, without a resource negotiation, and without any accountability to the populations bearing the physical cost of its existence. Nigeria has 90 million humans still queuing at enrollment centers, trying to become visible to a system that already sees every agent on Hugging Face.

The census that matters isn’t the one counting agents. It’s the one asking who authorized the resource transfer, and whether the 1.3 billion people whose water and electricity equivalents are being consumed by cooling systems in someone else’s country will ever be asked...

Watch what that silence produces.

And the gilt market decided long before Burnham won the Makerfield by-election, long before Starmer resigned, long before the speech in Manchester where the next PM stood at a podium and declared his terms like a man who hasn’t yet met his landlord.

He’ll meet the landlord. They all do.

The Daily Sceptic ran a piece yesterday comparing Britain’s prime ministers to the rotating partners of a “dashingly handsome lothario with daddy issues.” Cameron was the elegant drip. Boris was the party animal. Truss was the lunatic. Sunak was the exotic phase. Starmer was the bore. Burnham is the Northern one who “might be good with the staff but is unlikely to stick.”

Funny writing. Correct instinct, don’t waste time getting to know Burnham. However, wrong diagnosis entirely.

The article, like virtually all British political commentary, treats this as a casting problem. As if Cameron failed because he lacked spine, and Boris failed because he lacked discipline, and Truss failed because she lacked sanity, and Starmer failed because he lacked charisma. As if the whole crisis of British governance is that Mr Great Britain keeps choosing the wrong personality, and if he could just find the right leader: someone with “good character,” a “tremendous cook” for a mother, and the appropriate accent, the estate would be restored.

This is the entertainment product. Not the analysis.

Here is the analysis.

Yanis Varoufakis published a remarkable essay last week titled “Every British PM’s Nightmare,” and it contained a paragraph that should be tattooed on the forehead of every British voter before they argue about which leader was worse:

“The British government’s ability to sell gilts hinges heavily on the willingness of numerous US-based financial institutions to borrow substantial sums of dollars to purchase British gilts, which they then use as collateral to borrow for their own purposes.”

Read that again. British government debt is not bought by British savers. It is bought by American speculators who borrow dollars to purchase gilts, then use those gilts as collateral to borrow more. The UK gilt market is a leveraged position for US institutional capital. Not a savings vehicle. A collateral instrument.

And there’s a world of difference, as the essay correctly identifies, between borrowing from savers and depending on speculators who borrow to lend you. “Savers who lend to you focus on your long-term ability to repay them. However, speculators who borrow in order to lend are a different beast entirely. They are much jumpier and prone to margin calls.”

How did this happen? The City of London, which operates as its own legal jurisdiction, separate from the rest of the UK, with its own police, its own mayor, its own governance, discovered in the 1950s how to avoid following the British Empire into irrelevance. The trick: carve out a niche within the American dollar system. London offered US financiers three things no other city could: trading expertise with immunity from democratic accountability, a network of offshore tax-minimization jurisdictions, and a depository for the tidal wave of petrodollars and eurodollars being created outside the United States.

The Great British Paradox: while the real economy declined, the City flourished. And the price of the City’s flourishing was that the UK government became structurally subordinate to its bond holders. Britain prints its own currency. Britain is not financially sovereign.

Every incoming PM discovers this. Not in a briefing. In the gilt yield.

Liz Truss discovered it in 49 days. She proposed unfunded tax cuts. The gilt market crashed. The Bank of England intervened to prevent a pension fund cascade. She was evicted. Not because she was “quite mad,” as the Daily Sceptic has it. Because she violated the terms of the lease without the landlord’s permission.

As the “PM’s Nightmare” essay puts it: “The occupant of 10 Downing Street is like the captain whose powers are limited to re-arranging the deck chairs on the Titanic.”

Now. Let’s talk about the specific captain who’s about to take the wheel.

The problem with most Andy Burnham commentary: the satire, the social media outrage, the “he’s a Zionist” threads, the “dictator” accusations, is that it treats Burnham as if his personal character, his beliefs, his contradictions, his record actually determine what happens when he enters Number 10. They don’t. The gilt collar determines what happens. But his record does tell you something important: it tells you he already knows how to wear a collar. He’s been practicing.

Call it the Burnham Method. It has five steps, and the public record confirms every one of them.

Step 1: Adopt the popular position.

NHS defender. Hillsborough campaigner. Civil liberties champion. Anti-privatisation voice. Champion of Northern devolution. “King of the North.” Every one of these positions is real, visible, and well-marketed. Every one of them is a credential that says: trust me, I’m on your side.

Step 2: Act contrary when in power.

As Health Secretary (2009–2010), Burnham refused 81 requests for a statutory public inquiry into Mid Staffordshire: one of the worst care failures in NHS history, with 400 to 1,200 excess deaths. He opted instead for an independent inquiry held in private, without powers to compel witnesses. Julie Bailey, who led the Campaign for Justice, called him a “grossly unsuitable candidate” for leadership.

As Parliamentary Under-Secretary at the Home Office (2005–2006), with direct responsibility for Labour’s ID cards project under the Identity Cards Act 2006. He actively sold the scheme, even telling the BBC that compulsory ID cards would be “a major breakthrough” in tackling identity fraud. The whole thing was later binned by the 2010 coalition, which repealed the Act and scrapped the database after years of criticism on cost, effectiveness, and civil-liberties grounds. Today, Burnham pitches himself as a critic of new digital ID plans, explicitly distancing himself from repeating the 2000s ID-card experiment he once helped to drive through.

The Hinchingbrooke privatisation, Britain’s first fully privatised NHS hospital. Labour signed off the franchise model, pushed the trust into open tender, and by March 2010, on the eve of the election, a three‑firm shortlist was on the table: Serco, Ramsay and Circle, all private outfits, no NHS option left in the race. The Coalition then took that Labour‑designed process over the line: narrowing the field, naming Circle as preferred bidder in November 2010, and finally signing the 10‑year franchise deal in 2011, with Circle taking over the hospital from 2012. Burnham now attacks Conservative “NHS privatisation” as if he wasn’t in the room when Britain’s first fully privatised NHS hospital started life, but the paper trail says otherwise.

He voted for the Iraq War, joined Labour Friends of Israel, and used his 2015 leadership bid to pitch himself as a steadfast “friend of Israel”, opposing BDS‑style boycotts and promising that Israel would be his first foreign trip as Labour leader.

Step 3: Use limited inquiries to avoid accountability.

Mid Staffs: independent inquiry, not statutory. Grooming gang review: independent review, not statutory, led by Malcolm Newsam and Gary Ridgway, which itself found serious institutional failings but “no evidence of a cover‑up”. As criticism mounted that the review was toothless and too constrained, Burnham publicly rejected accusations of a political cover‑up as “completely false and indeed insulting”, doubling down on his defence of the process he had designed.

Contrast: he was a vocal champion of the Hillsborough statutory public inquiry. The mechanism isn’t complicated. Statutory public inquiries can compel witnesses and demand documents. Independent inquiries cannot. You choose the format based on whether you want answers or optics.

Step 4: Surround with lobbyists.

Burnham’s inner circle is pure corporate‑state fusion. His wife, Marie‑France van Heel, is a Dutch‑born Cambridge grad who’s spent her career in high‑end marketing, PR and brand work, now sitting in senior customer and marketing roles across EV‑infrastructure outfits like Be.EV/Iduna and Octopus‑linked projects. His new chief of staff, James Purnell, walked straight out of the top job at Flint Global, a private political consultancy that refuses to publish a full client list, but which lobbying and transparency records show advising Apple, Google, Microsoft, BP, Amazon, Uber, Jaguar Land Rover, Glencore, Thames Water and other blue‑chip corporates on how to navigate and shape the very policy space Burnham now wants to control.

Greater Manchester’s flagship housing loans pot started as £300m and has since been recycled and expanded towards the billion‑pound mark with officials admitting that roughly £600m of that firepower has gone to one luxury skyscraper outfit, Renaker. A rival developer, Aubrey Weis, has dragged Burnham’s office into a long court fight over a £140m slice of those loans, saying they were effectively dodgy subsidies born of a “cosy relationship” with Renaker’s boss; a specialist tribunal sided with the Combined Authority last year and waved the challenge away, but Weis has now pushed it up to the Court of Appeal, which heard the case in June 2026 and is still to decide whether those sweetheart‑deal allegations really are as baseless as Burnham’s camp insists.

Step 5: Express regret years later, when politically safe.

Iraq War: now positions as having learned from it. NHS privatisation: now attacks it. ID cards: now champions civil liberties. The regret always arrives exactly when it’s costless.

(This isn’t a personality critique. This is a pattern analysis. The pattern says: every position Burnham holds publicly is for the audience. Every action he takes in power is for the assignment. And the assignment comes from the same place it always comes from: the structural requirements of whoever holds the leverage.)

Now look at his speech. The one where he said the political direction is “not up for negotiation.”

He promised a “10-year mission to raise living standards through reindustrialisation, housing, infrastructure and reform of essential utilities.” He promised devolution, “the biggest transfer of power out of Whitehall in modern times.” He announced “No10 North” based in Manchester. He promised a new partnership between government, business, universities, and communities.

And in the same breath or more precisely, in the same briefing from his ally Steve Reed, the confirmation: Burnham is “committed to Labour’s manifesto, along with Rachel Reeves’s strict fiscal rules, which bar the Government from borrowing for day-to-day spending.”

Are you seeing this?

The ten-year mission. The reindustrialisation. The devolution. The infrastructure. All of it, every word, constrained by fiscal rules that prohibit borrowing for current spending. Fiscal rules that exist to maintain gilt market confidence. Fiscal rules that serve the bond holders. The manifesto is already dead before he moves into Downing Street. He’s committed to the collar before he’s worn the crown.

(In Nigeria, every IMF structural adjustment program came with a “vision”, Vision 2020, Vision 2030. In Ghana, it was the Ghana Beyond Aid agenda. In Zambia, it was the Eighth National Development Plan. The language is always aspirational. The conditionality is always fiscal. The ten-year mission always sounds like sovereignty. It always reads like compliance. The brochure changes. The collar doesn’t.)

And behind the speech, behind the manifesto, behind the fiscal rules: the infrastructure.

On June 22, 2026, the same day Starmer resigned, the Bank of England published its policy statement for systemic stablecoin issuers. Sterling-denominated stablecoins must hold 70% of reserves in short-term UK government bonds. Issuance cap: £40 billion per stablecoin. That’s £28 billion in mandatory gilt purchases per issuer. A regulation that forces new financial instruments into becoming automatic buyers of government debt.

One announcement got the speeches. The other got the architecture.

Burnham’s assignment, and I say assignment because the Burnham Method confirms he knows exactly how assignments work, is the transition from military-industrial spending to technological-industrial spending. The surveillance. The digital identity. The AI integration into policing. The stablecoin architecture that converts digital payments into government bond demand. The “No10 North” that looks like devolution and functions as the distribution node for smart-city contracts, predictive analytics platforms, and the digital infrastructure that Purnell’s former clients at Flint Global (Huawei, Amazon, Apple) will supply.

He implemented ID cards in 2006 and called them “a tool for a more secure society.” He will implement digital identity infrastructure in 2027 and call it “protecting children online” or “reindustrialisation” or “devolution.” Same assignment. Same collar. Different brochure.

The Daily Sceptic asks: is there any point in getting to know Andy Burnham?

No.

The “PM’s Nightmare” essay asks: do the current contenders understand the magnitude of their predicament?

It doesn’t matter.

Understanding the predicament is not a prerequisite for wearing the collar. Compliance is. And compliance is already confirmed in the fiscal rules commitment, in the Reeves spending framework, in the stablecoin-gilt architecture, in every gilt yield on every screen in every Treasury office in Whitehall and every trading floor in the City.

From where I sit, in the former colonial periphery, looking at Britain through the same analytical lens I use for the CFA franc zone, for IMF-conditioned Nigeria, for structural-adjustment Ghana: the question isn’t whether Burnham will serve the bond holders. He will. They all do. Truss proved what happens when you don’t. The question is whether the British public will continue to argue about which leader was better, which personality was worse, which face had the right accent, while the collar stays on and the estate belongs to someone else.

Because in the CFA franc zone, we’ve been naming our landlord for sixty years. And the collar is still on.

But at least we know we’re wearing it.

Not education. Not talent. Not need. A government office you’ve never heard of, applying criteria you’ll never see, approving customers one at a time.

Yesterday on June 25, 2026, the Trump administration asked OpenAI to stagger the release of GPT-5.6. The request came from two offices: the Office of the National Cyber Director and the Office of Science and Technology Policy. Commerce Secretary Howard Lutnick personally called Sam Altman to make sure the message landed. Altman told his staff in an internal memo that the government would be “approving access customer by customer during this preview period.”

Customer by customer.

Thirteen days earlier, on June 12, the Commerce Department issued an export control directive that forced Anthropic to disable Fable 5 and Mythos 5, its most powerful models, for every user on earth. The directive arrived at 5:21 PM on a Friday. By Saturday morning, hundreds of millions of people had lost access to a tool they’d been using for three days. No court order. No published evidence. No transparency on the national security concern cited. Anthropic couldn’t filter users by nationality, so it killed the product for everyone. A machine-learning student at the University of Lagos lost access to the same model, for the same reason, at the same time as a cybersecurity researcher at Stanford.

This is not regulation. This is something older.

Here is what I want you to see, because this architecture has a name, and the name has a history.

In 2004, the U.S. Food and Drug Administration formalized a mechanism called Emergency Use Authorization. The EUA allowed the government to control distribution of medical countermeasures during declared emergencies. The government could grant conditional access to unapproved products, set the terms of distribution, and revoke authorization at any time. During COVID-19, the EUA became the architecture that determined who got vaccinated and when. Governments declared emergencies. Governments granted conditional access to approved entities, specific pharmaceutical companies, specific distribution partners, specific populations. Governments retained the authority to revoke access unilaterally (the FDA pulled hydroxychloroquine’s EUA in June 2020 with the same speed the Commerce Department used on Fable 5). And the Global South arrived last.

Nigeria received its first COVAX vaccine shipment in March 2021. The UK had begun vaccinating its population in December 2020. That’s nearly four months where the permission layer: cold-chain requirements, WHO prequalification, supply agreements negotiated by wealthy nations stood between 200 million Nigerians and a technology that could have saved lives. The technology existed. The access didn’t.

Now read the AI executive order again.

On June 2, 2026, President Trump signed “Promoting Advanced Artificial Intelligence Innovation and Security.” The order established a “voluntary framework” for frontier AI model releases. Developers would provide the government with access to “covered frontier models” for up to 30 days before release. The government would apply classified benchmarking criteria developed by the NSA, criteria that no developer gets to see in full, to determine which models qualify. And developers could “collaborate with the Federal Government to select trusted partners that will have early access.”

Five features. Count them.

1. Emergency or security declaration as trigger.

2. Conditional access granted to approved entities.

3. Revocation authority retained by government.

4. No transparency on decision criteria.

5. Tiered distribution where proximity to the issuing government determines who gets access first.

That is the EUA. Word for word, mechanism for mechanism. The product changed, from vaccines to machine intelligence. The architecture did not.

Hmmm.

The executive order, and this is the part that should make your skin crawl, explicitly states that nothing in Section 3 “authorizes or establishes a mandatory governmental licensing, preclearance, or permitting requirement for the development, publication, release, or distribution of new AI models.” It says the framework is voluntary.

Now look at the timeline.

June 2: Executive order signed. Framework is “voluntary.”

June 12: Commerce Department forces Anthropic to disable its most powerful models globally. No voluntary consultation. A directive.

June 25: White House asks OpenAI to stagger GPT-5.6. Altman tells staff the government will approve access “customer by customer.”

Two companies. The only two American companies building frontier AI models. Both now operating under government-approved release schedules. Three weeks after the word “voluntary” was written into law.

This is not a uniquely American phenomenon. It is a uniquely governance phenomenon, and it has a long résumé.

The WHO’s International Health Regulations (2005), “voluntary” compliance with pandemic surveillance requirements. Except that countries failing to meet surveillance benchmarks found themselves locked out of vaccine distribution networks and international travel agreements. Nigeria adopted the IHR but lacked laboratory capacity to meet the benchmarks. Voluntary in theory. Mandatory in consequence.

The Basel Accords on bank capital adequacy “voluntary” international standards. Except that banks failing to comply couldn’t participate in cross-border lending markets. Nigerian banks spent years restructuring to meet Basel requirements, requirements designed for the balance sheets of JPMorgan and Deutsche Bank.

The FATF’s anti-money laundering recommendations “voluntary” except that Nigeria was grey-listed in February 2023, triggering correspondent banking withdrawals that disrupted remittance flows for millions.

“Voluntary” is the word institutions use when they want the enforcement without the legislation. Every time. The AI executive order is following the same script. And just like every previous iteration, the population that experiences the “voluntary” framework as most coercive is the one farthest from the table where the framework was designed.

Now the financial layer and the picture completes itself.

OpenAI wants a trillion-dollar IPO. Its advisers presented two options: list in late 2026 at a lower valuation, or wait until 2027 and hold the line at $1 trillion. Altman rejected any compromise. The trillion-dollar figure is, reportedly, non-negotiable. Anthropic filed its confidential S-1 on June 1, targeting an October 2026 Nasdaq debut at approximately $965 billion.

These are companies that have not turned profits. OpenAI is reportedly burning through cash at a rate that would drain most sovereign wealth funds. GPU rental prices are collapsing. Data center margins are falling. There are credible signals not from fringe commentators, but from CNBC, that AI demand is plateauing relative to the infrastructure investment.

So why the trillion-dollar valuation? Why the rush to IPO?

Because the IPO is the exit. The moment when risk transfers from private investors (who can absorb losses) to public retail investors (who cannot). And the permission layer makes the exit possible, because a company operating under a government-approved release framework is, by definition, a company the government has validated. The government’s involvement de-risks the narrative. “The government reviewed this model” is a selling point for institutional investors, not a warning.

Cui bono?

The companies get their valuation. The government gets its permission layer. Wall Street gets its fees. And the population, both American and, far more acutely, African gets a future where access to frontier intelligence is determined by a bureaucratic process designed in Washington, priced in New York, and experienced in Lagos as a closed door.

This is not where the essay tells you everything is connected and leaves you feeling helpless. This is where I name the convergence point.

Nigeria. Right now. June 2026.

Nigeria’s public debt servicing consumed over 90% of government revenue in 2023, it consumed around half of government revenue in 2025, with the exact ratio varying by source and methodology. Much of that debt was issued as Eurobonds during the 2021 low‑interest window, the same monetary cycle that flooded Silicon Valley with cheap capital to build the AI models now being gated behind government approval.

Nigeria’s eNaira, the Central Bank’s digital currency launched in October 2021 with World Bank ID4D-adjacent digital identity requirements. Adoption has been negligible. The digital infrastructure that the permission layer presupposes reliable broadband, cloud computing access, enterprise-grade API integrations, does not exist for the vast majority of Nigerians. In Nigerian universities, fewer than 5% have the infrastructure to train even modest machine-learning models.

Nigeria received its COVAX vaccines late (not that we care for it). Nigeria’s eNaira adoption failed. Nigeria has less than 12% of its population with infrastructure to meaningfully access generative AI.

Three domains. Three technologies. Three instances of the same permission layer determining who gets access and when. Delayed vaccine access (Health/Biosecurity Governance). Digital infrastructure conditionality through eNaira and ID4D (Digital Infrastructure & Surveillance). Debt servicing that funds the AI infrastructure Nigeria can’t access (Monetary Architecture).

Same population. Same decade. Same architecture.

The “customer by customer” approval for GPT-5.6 presupposes you are already a customer of American AI infrastructure. Nigeria developed its Atlas multilingual model project covering Yoruba, Hausa, Igbo, and Nigerian-accented English as an attempt at indigenous capability. Built as N‑ATLAS v1 on Llama‑3 8B and fine‑tuned on over 400 million tokens in partnership with NITDA and NCAIR. But a single training run of a medium language model can cost on the order of tens to hundreds of thousands of dollars on commercial cloud platforms, with 7B–13B‑parameter models often quoted in the $80,000–$150,000 range depending on GPU type, duration, and provider. That exceeds the annual research budget of most Nigerian computer science departments. And the commercial cloud platforms are the same American infrastructure now subject to government-gated access.

The escape hatch is supposed to be open‑source: Chinese models like GLM‑5.2 and Japanese‑led systems like Sakana’s Fugu, models that can’t be recalled, can’t be federally gated, and are already close to frontier capability on the hardest coding and reasoning benchmarks, even if those capability claims are still contested.

But here is the question nobody in Washington is asking, because Washington never asks questions about the bodies downstream: if the future of intelligence is split between government-gated American models and ungated Chinese alternatives, and if African nations must choose between them not based on quality or alignment but on access architecture, who decided that this was the choice Africa gets?

Nobody. That’s the point. Nobody decided. The architecture decided. The permission layer decided. The same way the EUA decided that Nigeria would get its vaccines four months late, and the same way the FATF decided that Nigeria’s remittance corridors would narrow, and the same way the Basel Accords decided that Nigerian banks would restructure their balance sheets to meet standards designed for institutions ten thousand times their size.

Anthropic hired an economist who warned AI could destroy humanity, but argued "it is optimal to take a 1 in 3 chance of ending human existence in exchange for a 2/3 chance of dramatically raising living standards by a factor of 55".

Probably the funniest graph ever published by the FT: 3 possible futures are either 1) infinite wealth and abundance, 2) human extinction or 3) 0.2% faster GDP growth

The architecture decided in all these.

And the architecture doesn’t have a complaints department.

The word to watch is still “voluntary.” August 1, 2026, that’s the deadline for the classified benchmarking process under the executive order. That’s when the NSA, CISA, and Treasury finalize the criteria for what counts as a “covered frontier model.” That’s when “voluntary” gets its permanent definition.

Watch what that definition includes. Watch who the trusted partners are. Watch whether a single African institution, government, or enterprise appears anywhere on the list.

And then ask yourself whether the architecture that rationed vaccines, rationed digital currency access, and rationed correspondent banking services would ever voluntarily share the most powerful cognitive tool in human history with the populations it has spent a century rationing everything else from.

Bernard Arnault does. He’s worth $190 billion. His most famous brand’s best-selling product line isn’t leather. It’s “coated canvas”, a polyurethane-treated fabric with leather trim, monogrammed, boxed, and sold at a markup that would make a pharma executive blush. Louis Vuitton will tell you it’s heritage. It’s craftsmanship. It’s art.

It’s a leveraged buyout that smells like Chanel No. 5.

Let me define a term before we go further. LVMH is not a luxury company. LVMH is a private equity operation that acquired luxury brands and runs them on a PE return model. The playbook Bernard Arnault used to build this empire maps onto the corporate raider handbook with surgical precision.

• Step one: target distressed assets.

• Step two: isolate the core brand from the dying parent company.

• Step three: find weak shareholders: small, divided, sentimental.

• Step four: leverage heavily, control a lot with a little.

• Step five: exploit regulatory gaps.

• Step six: recycle non-core assets to fund the next acquisition.

• Step seven: exploit founder psychology, the blind spot of people who can’t imagine losing what they built.

This is not fashion. This is KKR in cashmere.

Arnault’s entry point was Boussac Saint-Frères, a bankrupt French textile conglomerate. Inside the wreckage sat Christian Dior. 1984. He didn’t rescue Boussac. He gutted it, extracted Dior, and used it as the launch pad. Three years later, Louis Vuitton merged with Moët Hennessy to form LVMH. The two sides couldn’t stand each other. Henry Racamier on the Vuitton side, Alain Chevalier on Moët Hennessy. While they fought over who would control the merged entity, Arnault entered as Racamier’s ally and bought shares. Kept buying. By 1989 he was chairman and CEO. Racamier was out. Chevalier was already gone. The entire merger, two of France’s most storied luxury houses became the vehicle for one man’s acquisition strategy.

Divide and conquer. Textbook.

What followed was the markup machine. Loro Piana, six generations of Italian textile craftsmanship acquired in 2013 for €2 billion. Tiffany & Co. the blue box, the Fifth Avenue flagship, acquired in 2021 for $15.8 billion, the largest luxury deal in history. Rimowa. Fendi. Sephora. The formula is consistent: acquire the brand, maintain the mythology, raise the prices, compress the costs, extract the returns. LVMH operates over 75 brands. The model depends on one thing, that the mythology holds faster than the customers notice the materials.

The mythology is slipping.

LVMH posted revenue of €86.2 billion in 2023. Then €84.7 billion in 2024. Then €80.8 billion in 2025. Three consecutive years of decline. Fashion & Leather Goods, the engine fell 2% organically in Q1 2026, 9% on a reported basis. Arnault’s personal net worth has bled from a peak of $240 billion in April 2023 to roughly $190 billion. Bain & Company, the luxury sector’s favored consultancy, calls this a “value equation” crisis: customers are asking whether they’re getting enough for what they pay. When the answer to that question requires you to explain that your €2,000 bag is coated plastic with a logo... hmmm.

The markup machine depends on the story. But the story depends on something most customers never see.

At COP16 in Cali, October 2024, LVMH announced a partnership with WWF to preserve the Congo Basin rainforest. Starting 2025, the company would support restoration efforts across a region spanning six African countries, home to 10% of the world’s plant, bird, and mammal species. Antoine Arnault, Bernard’s son, the company’s Image and Environment Director said the quiet part with a straight face: “our creativity depends on the natural resources we borrow from the planet.”

Borrow.

The Congo Basin stores carbon equivalent to 3 years of global CO2 emissions. The World Bank values the total ecosystem services of those forests at $23.2 trillion. In June 2025, the DRC received $19.47 million from the World Bank’s Forest Carbon Partnership Facility for reducing 3.89 million tons of carbon emissions in Mai-Ndombe province. Run the arithmetic: that’s approximately $5 per ton of carbon stored in forests valued at over twenty trillion dollars.

One Loro Piana Breia cashmere hoodie, the one that went viral on Chamath Palihapitiya’s torso retails for approximately €2,400. At $5 per ton, that hoodie costs more than 480 tons of sequestered Congolese carbon. The forest does the atmospheric work. The fashion house takes the sustainability credit. CDP A-List certification. COP16 announcements. UNESCO partnerships. LIFE 360 roadmap branding. The environmental virtue is another product line.

Cui bono?

Now connect the monetary architecture. Fourteen countries and some 227 million people sit inside a monetary cage: the CFA franc, pegged to the euro at 655.957:1, a ratio structurally locked in since the late 1940s. Until 2021, members of the West African CFA zone were required to park half their foreign‑exchange reserves with the French Treasury, effectively outsourcing monetary sovereignty (Central African CFA zone members still do). The Tax Justice Network captures the core distortion: the structural overvaluation of the CFA franc “tends to favour imports, including luxury goods, to the detriment of exports,” locking these economies into an import‑heavy, extraction‑led model rather than competitive, diversified production.

Read that sentence again. The currency architecture makes it cheaper to import European luxury goods into CFA zone countries and harder for CFA zone countries to export competitively. Cotton from Burkina Faso, leather from Chad, timber from Cameroon, cocoa from Côte d’Ivoire, raw materials flow out under a currency those countries don’t control, become inputs to European production, and return as branded goods at markups those economies can’t replicate. LVMH is in Chad right now, supporting cotton farmers through the Circular Bioeconomy Alliance as Lake Chad which shrank 90% between 1963 and 2001, faces extinction. The humanitarian concern is real. The supply chain interest is also real. And the monetary architecture that keeps the extraction profitable is seventy-eight years old.

This is the same extraction geography the colonial concession firms ran. Updated compliance language. Same address.

The colonial firm extracted the resource. The modern luxury conglomerate extracts the resource AND the environmental rehabilitation narrative AND the carbon credit AND the brand mythology. Four revenue streams where there used to be one. And the CFA franc peg, the monetary infrastructure that prices African labor in a currency pegged to Paris, is the financial rails that make all four possible.

LVMH isn’t a fashion company with a sustainability program. It’s a financial engineering operation with a sustainability program attached to a fashion brand that is attached to a colonial-era monetary architecture. Sorry chiefs, but the cashmere doesn’t hide the scaffolding.

In February 2026, six Congo Basin countries launched World Bank-backed strategic roadmaps for carbon markets and climate finance. The forests will be monetized. The carbon will be priced. The credits will be traded. The question is the same question it’s always been in Africa: who sets the price?

At $5 per ton for carbon stored in forests worth $23.2 trillion, the answer is not the DRC.

Watch who controls the pricing architecture. Watch whose name goes on the conservation credit. Watch which direction the branded goods flow.

The raider is in the forest now.

Cui bono from the timing?

Here is what the BoE announced. Every “systemic” sterling stablecoin operating under UK regulation must hold 70% of its reserves in short-dated UK government debt. Gilts. The remaining 30% sits in non-interest-bearing deposits at the Bank of England. Individual holding caps, previously proposed at £20,000 per person, have been dropped entirely. The issuance guardrail is now £40 billion per stablecoin. Consultation closes 22 September. Final rules by end of 2026. Operational from 2027.

Deputy Governor Sarah Breeden called it “a major milestone in delivering greater choice and innovation in UK payments.”

Innovation. Sure.

Let me define a term before we go further, because without it the rest of this essay won’t land.

Programmable money is money that carries conditions. Not conditions imposed by the person spending it, conditions imposed by the issuer, the regulator, or the infrastructure provider. A stablecoin on a programmable rail can theoretically be restricted by time (expires if not spent), by geography (valid only in certain jurisdictions), by category (cannot be spent on certain goods), or by identity (requires verified ID to transact). The capability exists in the protocol. Whether it is activated is a governance decision.

Now read the BoE’s policy statement again. The statement itself not a critic’s interpretation, not a gloss, the Bank of England’s own words acknowledges “an interdependency with the UK government debt market.”

That single sentence is more honest than anything a PM has said in a decade. Let me show you what it means.

Step one. A stablecoin issuer wants to operate in the UK. Under the new rules, they must hold 70% of reserves in UK gilts.

Step two. More stablecoin issuance = more mandatory gilt purchases = increased demand for UK government debt = the government can borrow more, at better rates, with a captive buyer base built into the regulatory architecture.

Step three. UK government borrowing funds government spending. Including the Ministry of Defence. The same MoD that awarded Palantir a £240 million contract in December 2025. Without competitive tender. The same MoD that followed with a £1.5 billion investment partnership. The same Palantir that provides AI tools to eleven UK police forces, processes NHS patient data for 65 million people, and just received an FCA contract to analyse fraud, money laundering, and insider trading data.

Step four. The surveillance infrastructure built with gilt-funded procurement will, when the stablecoin rails go live in 2027, process the transaction data generated by the stablecoin users whose reserves are backing the gilts that funded the surveillance infrastructure.

The Loop.

The population finances its own monitoring. The debt funds the infrastructure. The infrastructure enables the control. The control generates the data. The data secures the debt.

This is not speculation. This is the structural logic of the BoE’s own interdependency. I’m just following the gilts to where they land.

If this sounds theoretical, look south. Nigeria tested this architecture four years ago.

The eNaira Africa’s first CBDC, launched 25 October 2021 was designed with zero anonymity, even for lower-tier wallets. To open an eNaira wallet, you need a bank verification number. The bank verification number is tied to your National Identity Number (NIN). The NIN is issued through the World Bank’s $430 million ID4D project, which has been running since February 2020 and was extended to December 2026 after Nigeria failed to meet its initial target of 148 million enrollments.

As of late 2024, approximately 115 million NINs had been issued. The revised target is 180 million. The project is co-financed by the French Development Agency and the European Investment Bank. The NIMC Act amendment required as a disbursement condition was moving through the National Assembly. The Automated Biometric Identification System was expanded to accommodate 250 million records.

The eNaira adoption has been, by the Central Bank of Nigeria’s own admission, “slow.” The CBN’s “Nigerian Payments System Vision 2028” document acknowledges “limited stakeholder engagement,” “low usage in real-economy use cases,” and “weak integration into banking/fintech apps.” So the CBN is now repositioning the eNaira for government-to-person (G2P) payments: social welfare, civil servant salaries, pensions.

(Abi oh... if voluntary adoption fails, make it mandatory through the payroll.)

And here is the corridor that connects the two systems. The same CBN document proposes “pilot[ing] eNaira–SWIFT corridor integration (e.g. UK–Nigeria remittance corridor) by Q3 2026.” The gilt-backed stablecoin regime the BoE announced on the same day Starmer resigned will, if this corridor materialises, connect directly to the digital identity architecture the World Bank installed in Nigeria.

Two monetary systems. One data pipeline. The gilts fund the stablecoin infrastructure. The stablecoin infrastructure connects to the eNaira corridor. The eNaira requires the digital ID. The digital ID was built with World Bank debt conditioned on governance reforms. The governance reforms require the same digital infrastructure the debt is building.

Same loop. Different currencies. Same architecture. Different postcodes.

The UK is the third major jurisdiction to lock in a binding stablecoin framework. The EU’s Markets in Crypto-Assets regulation (MiCA) has been in force since 2024. The US GENIUS Act established its own framework through FDIC and OCC rulemakings.

Each framework mandates sovereign debt backing. Each creates mandatory demand for government borrowing. Each builds programmable payment rails that enable but do not yet activate, behavioural compliance architecture.

Three jurisdictions. Same structural design. Different legislative costumes.

But this is not just a regulator’s project anymore. The banks are building.

In Europe, 37 banks including BNP Paribas, ING, UniCredit, ABN Amro, and Rabobank are backing the Qivalis euro stablecoin project, designed for cross-border payments and atomic settlement. Thirty-seven. Not three fintech startups in a co-working space. Thirty-seven of Europe’s largest financial institutions, building the rails for programmable euro-denominated money. The Financial Times reported it. The financial press covered it as a payments story.

It is not a payments story. It is an infrastructure story.

Bank of Montreal plans to launch a tokenized cash platform for institutional clients in the second half of 2026. HSBC, the biggest lender in Europe and Hong Kong is preparing a Hong Kong dollar stablecoin for the same period. The article that compiled these developments put the quiet part in print: “You cannot build efficient tokenized markets if the asset leg runs on blockchain rails while the payment leg still depends on slow legacy systems.”

Read that sentence again. They’re telling you the entire financial system is being re-plumbed. The stablecoin is not the product. It is the cash leg of a tokenized economy where stocks, bonds, funds, and real-world assets move on-chain. And every one of those stablecoins, under every one of these regulatory frameworks, must hold sovereign debt as backing.

Thirty-seven banks building a euro stablecoin backed by eurozone sovereign debt. The BoE requiring sterling stablecoins backed by UK gilts. BMO building tokenized cash backed by Canadian government instruments. HSBC building HKD stablecoins under Hong Kong’s licensing regime. Each one creates a captive buyer for government debt. Each one builds programmable rails that carry identity, compliance, and transaction data.

Are you seeing this? This is not three jurisdictions independently deciding that stablecoins need regulation. This is a coordinated re-architecture of the global cash layer, with sovereign debt as the collateral and programmable compliance as the feature set.

And here is the piece the UK media missed entirely, because they were busy writing think pieces about Starmer’s personality. Switzerland’s military completed a 20-page risk assessment of Palantir in December 2024 and concluded that data held by the company “could be accessed by the American government and intelligence services” and that leaks “cannot be technically prevented.” Their recommendation was unambiguous: find alternatives.

The UK’s response was to award Palantir £240 million more and invite them to establish their European defence headquarters in Britain. The same Palantir whose Foundry software will ultimately sit at the intersection of NHS health data, MoD intelligence data, police investigation data, FCA financial data, and when the stablecoin rails go live, transaction data for every sterling-denominated digital payment.

That is not a surveillance contract. That is a surveillance architecture. And it is being funded by the gilts that stablecoin reserves are now required to purchase.

While the stablecoin-gilt loop builds the supply side: programmable money rails backed by sovereign debt, the UK government is simultaneously closing the exits on the demand side.

Yesterday 23 June 2026, one day after the BoE stablecoin announcement, one day after Starmer’s resignation: HMRC published a factsheet confirming a 22% tax on interest earned from cash held inside Stocks and Shares ISAs, effective 6 April 2027. Around the same timeframe the stablecoin regime goes operational.

Follow this.

An ISA, Individual Savings Account was designed for one purpose: tax-free growth. For 27 years, British savers could hold up to £20,000 annually in cash, shares, or a mix, and every penny of interest and capital gains was theirs. From April 2027, the Cash ISA allowance for under-65s drops from £20,000 to £12,000. To stop savers from parking their cash inside a Stocks and Shares ISA to dodge the cap, HMRC is sealing every gap. Cash sitting inside a Stocks and Shares ISA now gets taxed 22% on its interest. You can no longer transfer from a Stocks and Shares ISA into a Cash ISA. You can no longer hold an entire non-cash ISA in money market funds.

The stated objective, in Chancellor Rachel Reeves’ own words, is to “encourage greater participation in investing” and “direct more household savings towards companies and capital markets.”

Read that again. The government is taxing cash savings and restricting cash holdings to push British households onto investment rails. The same investment rails that are being tokenized. The same tokenized rails that need a cash leg. The same cash leg that is stablecoins. The same stablecoins that must hold 70% of reserves in UK gilts.

The pincer closes.

Tax cash = push savers onto investment products = investment products tokenized = tokenized products need a stablecoin cash leg = stablecoin backs gilts = gilts fund government spending = government spending funds surveillance infrastructure = surveillance infrastructure monitors the transactions on the rails that the tax pushed people onto.

And if you think this is uniquely British, look at what the Central Bank of Nigeria did in October 2022. The CBN announced a naira redesign: new banknotes, old ones demonetised by a January 2023 deadline. Cash withdrawal limits were imposed: ₦100,000 per week for individuals, ₦500,000 for businesses. The stated objective? “Drive a cashless economy.” The practical effect? Cash shortages, bank queues stretching city blocks in Lagos and Abuja, and a population being squeezed toward digital payment rails including the eNaira, which the CBN had launched a year earlier to underwhelming adoption.

(When voluntary adoption fails, change the denominations. When that fails, tax the holdouts. Na so the playbook reads.)

The mechanism is identical. Restrict cash. Tax the workarounds. Build the digital rails. Position the programmable money as the only frictionless option. The British version has better branding “encouraging an investment culture”, but the architecture is the same. You don’t need to ban cash. You just need to make it expensive enough that people walk voluntarily onto the programmable rails.

April 2027. Stablecoin regime operational. ISA cash interest taxed. The supply and demand sides lock together.

Three policy documents. Three consecutive days. The BoE stablecoin framework on 22 June. Starmer’s resignation on 22 June. The HMRC ISA factsheet on 23 June. The resignation consumed the news cycle. The two documents that will reshape British financial life for a generation passed without a single front page.

Cui bono from the timing?

Nigeria has 232 million people and a four-year head start on this experiment. The eNaira went live in October 2021. Adoption was dismal. The CBN tried cash restrictions. Still dismal. Now the CBN’s Payments Vision 2028 proposes routing government salaries and welfare through the digital currency, making the rails mandatory by making them the only way to get paid. The BIS, in its paper on African CBDCs, called this architecture “interoperable.” The proposed eNaira–SWIFT UK corridor, targeted for Q3 2026, would connect it directly to whatever stablecoin infrastructure the BoE finalises by December.

The UK is not learning from Nigeria’s experiment. The UK is scaling it.

And here is what nobody in Westminster or the City is asking. Once the gilt-backed stablecoin regime is operational, once the ISA changes have herded savers onto investment rails, once those rails are tokenized and the cash leg runs on programmable money, who decides what the programmable features do? The BoE’s policy statement says the capability exists. It does not say it will be activated. It does not say it won’t.

The consultation closes 22 September 2026. Final rules by December. Operational from April 2027. Burnham will be PM by then, if the coronation holds. He hasn’t mentioned the BoE framework. He hasn’t mentioned the ISA reforms. He hasn’t mentioned Palantir. He hasn’t mentioned the £240 million MoD contract awarded without tender.

He won’t.

Follow the gilts. They don’t care who’s driving...

At what point do you stop blaming the driver and start examining the car?

Keir Starmer resigned yesterday 22 June 2026, less than two years after winning 412 seats on a third of the popular vote. His foundation, as Toby Buckle noted in Liberal Currents, was “a mile wide and an inch deep.” The commentariat is performing its ritual autopsy. He was too boring. He couldn’t communicate. He didn’t deliver. Burnham is the remedy, apparently. Northern accent. No knighthood. “A new kind of politics.”

Hmmm.

Kit Knightly, writing at Off-Guardian, offered a more useful frame. Politicians, he said, are “hood ornaments and hubcaps. Good for brand recognition and covering up the messy bits, but they go where the engine goes, turn in the direction the wheels point, and the car runs just fine without them.”

I want to stay with that image. Because if Starmer was a hood ornament, the interesting question isn’t why he fell off. It’s what the engine was doing while everyone stared at the chrome.

Before Starmer was Prime Minister, he was Director of Public Prosecutions. 2008 to 2013. The Crown Prosecution Service under his leadership handled the proposed extradition of Julian Assange to Sweden.

Assange, for anyone who has conveniently forgotten, exposed war crimes. He published classified files showing US helicopter crews laughing while killing civilians in Iraq. He released diplomatic cables documenting how Western powers managed African governance behind closed doors, including cables detailing Shell’s infiltration of Nigerian government ministries. He embarrassed the military-industrial apparatus in a way that no amount of parliamentary inquiry or journalistic “access” ever had.

And Keir Starmer’s CPS made sure the legal machinery kept grinding.

Italian journalist Stefania Maurizi’s FOIA investigation revealed that the CPS advised Swedish authorities not to interview Assange in London, the one legal strategy that could have resolved the case quickly. A CPS email to Swedish DPP Marianne Ny in August 2012 reportedly read: “Don’t you dare get cold feet!!!” When Sweden considered dropping the case, the CPS pushed back. When costs became a concern, the CPS replied that they “do not consider costs are a relevant factor in this matter.”

During this period, Starmer made four trips to Washington, his most frequent foreign destination as DPP. In November 2011, he led a five-person delegation to meet US Attorney General Eric Holder, whose department had “personally authorised a number of things” against WikiLeaks. The delegation included the UK liaison prosecutor who dealt with extradition.

The CPS has since destroyed all records of these Washington trips. Declassified UK’s FOIA requests confirmed the destruction. The CPS internal review called them “administrative records.” Maurice Frankel of the Campaign for Freedom of Information called the destruction “inconceivable” for records of a case with “major domestic and international implications.”

The function was clear. Prosecute the man who exposed the engine.

Fast forward. Starmer is now PM.

In February 2025, he visited Palantir Technologies’ Washington headquarters. His newly appointed ambassador to the United States was Peter Mandelson, whose lobbying firm Global Counsel had Palantir as a paying client. No minutes were taken. No transcript was kept.

Seven months later, the Ministry of Defence awarded Palantir a £240 million contract for data analytics across “strategic, tactical and live operational decision making.” No competitive tender. Defence Secretary John Healey followed with a £1.5 billion investment partnership. Palantir announced the UK as its European defence headquarters.

Na so we see am.

This was not Palantir’s introduction to the UK. That began in 2020, a £1 NHS contract during COVID to build a data store. By 2023, the £1 had become £330 million for the NHS Federated Data Platform. Patient records. Hospital data. Service planning. The contract was published with 417 of 586 pages completely redacted.

By 2026, Palantir’s UK public sector contracts exceeded £900 million. NHS. MoD. Eleven police forces. The FCA (fraud, money laundering, insider trading data). The Home Office. The Cabinet Office, where Palantir was given permission to combine data from HMRC, Defra, Department of Transport, and other agencies. Liberty Investigates revealed a contract with police in the East of England to develop a surveillance network incorporating data about citizens’ political opinions.

On 3 June 2026, the House of Commons Science, Innovation and Technology Committee called for termination of the NHS Palantir contract because the company supports “highly controversial policies and activities.”

Three weeks later, Starmer resigned.

Here is the architecture.

Starmer’s career is not two phases. It is one function, performed in sequence.

Phase one: prosecute the journalist who exposed military and intelligence operations. Ensure that the legal architecture for punishing disclosure is established, tested, and normalised.

Phase two: install the surveillance infrastructure that makes future disclosure either technically impossible or immediately traceable. Ensure that the contracts are locked in, the data pipelines are built, and the institutional dependencies are deep enough to survive any leadership change.

The DPP prosecuted the last major leak. The PM procured the system that prevents the next one. This is not a career arc. This is a job description.

And look at where it lands.

Nigeria. Africa’s most populous country. 232 million people. The World Bank’s ID4D project: $430 million, launched February 2020, extended to December 2026 is installing biometric identity infrastructure targeted at 180 million Nigerians. Co-financed by the French Development Agency and European Investment Bank. The eNaira CBDC, launched October 2021, requires bank verification numbers linked to National Identity Numbers. Zero anonymity, even for lower-tier wallets.

The same architecture. Same vendor ecosystem. Same convergence of digital identity, programmable money, and surveillance infrastructure.

Palantir processes NHS data for 65 million Britons and provides intelligence analytics for military operations that include African theatres. The World Bank installs the digital identity framework on 180 million Nigerians. The programmable money requires the identity verification. The identity verification feeds the surveillance architecture. The surveillance architecture protects the military operations that the original prosecution of Assange was designed to shield from public scrutiny.

Sorry chiefs. This is one system with different postcodes.

Now the “Succession”..

Andy Burnham called for “a new kind of politics” in his victory speech after the Makerfield by-election. Jeremy Corbyn used the same phrase when he won the Labour leadership in 2015.

The difference, as Knightly noted, is that Corbyn meant it. Which is why he’s in the political wilderness, and every person he humiliated in leadership contests is either in the cabinet or about to become Prime Minister.

Burnham hasn’t mentioned Palantir. He hasn’t mentioned the £900 million in surveillance contracts. He hasn’t mentioned the Online Safety Act. He hasn’t mentioned the Assange prosecution. His statement talked about “economic growth, cost of living, public services, housing and opportunities for the next generation.”

Hood ornament language. Brand management.

Yanis Varoufakis called Starmer “a mendacious figure of ethical decrepitude... who has taken the historic Labour Party and transformed it into a vessel for the very oligarchy it was elected to restrain.” Accurate. But incomplete. Because the oligarchy doesn’t need the Labour Party specifically. It needs a party. Whichever one happens to be in power when the next contract is due.

Having said that, Buckle wrote something remarkable in his Liberal Currents piece. He observed that the entire British media is analysing Starmer’s fall “without mentioning the main things he did with it.” Not the immigration enforcement. Not the surveillance contracts. Not the Palantir expansion. Not the prosecution-to-procurement pipeline. None of it.

The Economist’s Stanley Pignal posted on Bluesky: “It’s hard to make sense of what happened to Starmer… Political scientists will have their work cut out on this one.”

They won’t. The only mystery is why the media can’t see what’s sitting in the public procurement records.

But cui bono from the mystery?

Who benefits from a public that believes PM changes are meaningful events rather than scheduled maintenance?

Watch Burnham’s first MoD briefing. Watch whether any Palantir contract is reviewed, renegotiated, or terminated. Watch whether the £240 million award without competitive tender draws a single parliamentary question. Watch whether the £330 million NHS contract with 417 redacted pages gets a single redaction lifted.

The hood ornament is being swapped.

The engine hasn’t missed a stroke...

This is not a British story. This is a procurement story that happens to rotate British politicians through the frame. If you see the same architecture operating where you are: Nigeria, Kenya, Ghana, anywhere the infrastructure lands, forward this to someone who needs the receipts.

The official statement names two mediating countries: the State of Qatar and the Islamic Republic of Pakistan. Not the United Nations Security Council. Not the European Union. Not NATO, not the World Bank, not any institution that carries the initialism of the post-World War II Western order. Qatar and Pakistan. The framework governing the whole process is called the Islamabad Memorandum of Understanding. Not the Washington Accords. Not the Geneva Framework. Islamabad. That branding is not accidental and it is not decorative. Simon Dixon predicted more than a year ago that Pakistan would get naming rights on the deal precisely because Pakistan had been the Belt and Road Initiative’s primary regional recipient, had expelled IMF dependency, and had been refinanced by the Gulf countries when it ran out of dollar reserves during covid. The name on the document is a financial statement about who owns the architecture underneath it.

The Joint Statement itself is worth sitting with. Three working groups were established: nuclear issues, sanctions, and monitoring and dispute resolution. Those are three tracks that map directly onto Dixon’s Financial Industrial Complex (FIC) framework: the nuclear track manages the public legitimacy narrative, the sanctions track opens Iranian economic access to capital deployment, and the monitoring track institutionalizes the FIC’s enforcement layer into the deal’s DNA. Lebanon gets a separate instrument: a de-confliction cell involving Lebanon, mediated by Qatar and Pakistan, aimed at ensuring cessation of military activity in accordance with the MOU. The holdout clause Dixon said would be written into every version of this deal is right there in paragraph form in an official document. A 60-day roadmap to a final agreement. A communication channel between parties for safe passage of commercial vessels through the Strait of Hormuz, cited as paragragh 5 of the MOU. These are not the terms of a loser. These are the terms of a party that controlled the chokepoint and negotiated from it.

Now the protocol, because the body language told the whole story before any statement was issued. Araghchi walks into the room in Bürgenstock. Bloomberg reported today that Saudi Arabia’s central bank, SAMA has pulled billions of dollars from at least two global asset managers. The report notes that redemptions started before the onset of the war. Sit with that sentence. The money started moving before the bombs fell. Which means the Islamabad MOU isn’t the cause of Saudi capital repositioning, it’s the legal framework catching up to a financial transition that was already in motion. Self-custody is the only position that cannot be margin-called. The Genius Act’s stablecoin-to-bank convergence is digital money becoming the access mechanism to financial participation, conditional on identity routing through licensed institutions is presented in the West as an emerging architecture. The Central Bank of Nigeria spent three years mandating that bank accounts link to the National Identification Number and Bank Verification Number, with non-compliant accounts facing restricted access. The eNaira launched in 2021, saw underwhelming voluntary uptake, and the compliance-through-banking-access route became the workaround when adoption didn’t come on its own terms. The UK is now calling it child protection. Canada is calling it age verification. Nigeria was the test environment. The Genius Act is the product launch. And the SAMA redemptions from Western asset managers, billions moving before the war even started are what it looks like when a sovereign wealth fund reads the architecture correctly and repositions its capital before the Joint Statement makes it obvious.

You had a payroll number. You had an AI subscription price. The first was larger than the second. You signed the contract, sent the calendar invites, delivered the news with the appropriate amount of corporate empathy, and watched the quarterly projections improve immediately.

The problem is the math was not math. It was a trap wearing arithmetic.

Here is what is happening in boardrooms right now, quietly, without press releases: the token costs for running AI agents are beginning to exceed what those companies were paying the employees they replaced. The efficiency play has an invoice attached to it. And the invoice is growing.

But the billing problem is not even the main event. It is the first symptom. The deeper structural damage is underneath it, and most CEOs will not see it until the leverage has already shifted completely out of their hands.

Let’s be precise about the failure mode.

When an AI agent runs out of tokens, its computational budget, it stops. Not degrades. Not slows. Stops. There is no backup process. No continuity. No institutional reflex that kicks in. The spinning wheel is where your workforce used to be, and the vendor’s support ticket system is where the fix used to live.

The employee you let go knew what to do when the system broke at 2am. She had been there for four years. She knew which vendor to call, which workaround to try, which manager to wake up, and why the third option never actually worked. That knowledge was not in a document. It was in a person.

The AI agent does not have that knowledge. The AI agent has access. Those are different things, and conflating them is how you end up with operational continuity risk you cannot quantify sitting inside an enterprise agreement you cannot exit cheaply.

You eliminate the human redundancy, the people who could run things manually if the tool failed.

Then the dependency is established.

At that point Year 2, Year 3, renewal cycle the pricing dynamics look different. Your ability to exit has been degraded by the cost of rebuilding human capability from scratch. Your operational logic now lives partially inside vendor infrastructure. And the vendor knows all of this, because they designed the architecture.

This is the debt trap move. Different costume. Same mechanism.

The IMF does not need to be menacing when it offers structural adjustment loans. The terms seem favorable at the point of entry. The conditionalities appear later. The leverage shifts once the dependency is established. I am not calling the AI vendor the IMF, I am saying the financial architecture of dependency follows the same logic regardless of the domain, and people in Lagos and Nairobi and Johannesburg should be the last ones surprised by this, because we have been watching this pattern operate for seventy years in a row.

Now here is the piece that nobody wants to say plainly.

To do its job, the AI agent needs access. Not partial access. Full access. Your systems. Your patents. Your customer data. Your contracts. Your operational logic. Your future plans. The accumulated institutional intelligence of however many years you have been in business, all of it has to go through the agent to get the efficiency the vendor promised you.

You did not hire a replacement.

You gave a stranger with no soul the keys to everything you own.

The stranger has no loyalty. It does not have loyalty because loyalty requires skin in the game, a reason to care what happens to you when things go badly. The employee who was navigating your company’s problems at 2am had skin in the game. Her career was here. Her relationships were here. Her reputation was built inside this institution. The AI agent has none of that. The AI agent has a user agreement. You have the terms and conditions.

There is no whistleblower protection in a system that has no conscience. There is no fiduciary duty in a process that processes. You have outsourced accountability itself and left the liability inside your own balance sheet.

Let me show you where this lands on the ground, because the African case is not an analogy. It is the primary dataset.

The large language models being sold as workforce replacements right now were trained, in significant part, by Kenyan workers at Sama, formerly Samasource, and Remotasks. These workers were paid between $1.32 and $2 an hour, in shifts of up to nine hours, to perform content labeling: tagging violent images, flagging extremist text, annotating the nuanced human context that algorithms cannot generate on their own. TIME’s 2023 investigation documented the psychological damage this work caused. The scale of the labor pipeline that built these models ran through Nairobi and Kampala and Accra.

The same workers who generated the training signal for these models are now in the demographic that AI vendors are marketing against. In South Africa’s global business services (BPO) sector, which employs over 270,000 people and generated nearly R13.6 billion in export revenue in the first nine months of 2024, the automation pitch now being made to local firms is built directly on the back of that labor. The operational intelligence of African markets: informal payment behavior, code-switching in customer service, the specific ways that trust is built in Lagos or Cape Town is inside these models because African workers put it there.

And now that intelligence is a vendor asset.

The company that adopts the AI agent and feeds it their customer data, their process logic, their institutional playbooks are doing the same thing. They are paying a subscription fee AND providing proprietary data that makes the vendor’s model more valuable to the next client. That is double extraction. Cash payment plus data payment. You are not getting efficiency; you are getting a very expensive way to donate your competitive intelligence to a foreign infrastructure.

Here is what CEOs are not asking.

They are asking: can this AI do this task? They are asking: is this cheaper than payroll? Both are the wrong question.

The right questions are: who holds the leverage in Year 3? What happens when the vendor changes the pricing model and I have already dismantled my human capability? What is the liability if my customer data, now running through an AI agent, gets exfiltrated or misused? What is the exit cost if this vendor gets acquired, changes its terms, or decides to price-discriminate between markets?

What does it mean to hand full system access to a process architected by a company whose interests are structurally misaligned with yours?

Nobody in the boardroom is asking that last one. It is easier not to, because the payroll number is right there on the spreadsheet and the AI subscription number is right next to it, and the difference is large and the quarterly targets are real and the activist shareholders are watching.

The IMF also made the numbers look favorable in the short run. That is the point. That has always been the point.

African governments and enterprises are making this sovereignty decision at scale right now. Nigeria’s fintech sector, already running lean on human capital is adopting AI agent frameworks without the regulatory infrastructure to govern the liability gap when the billing cliff arrives. South Africa’s POPIA has data protection provisions, but it is not designed to handle the accountability void created when an AI agent, with full enterprise access, fails in a way that harms customers. NITDA in Nigeria has AI policy frameworks in development. They are racing against an adoption curve that is not waiting.

The employees who were fired are not coming back. That human capability, the institutional memory, the 2am knowledge, the discretionary judgment has been allowed to dissipate. The vendor knows this. The renewal conversation will happen against that backdrop.

Watch what the invoice looks like in Year 3.

Watch who holds the leverage when the alternative is rebuilding from scratch.

Watch what the access credential in that enterprise agreement is actually worth when someone decides to find out.

You gave the keys to a process that does not know your name. That is not a technology decision. That is a sovereignty decision. And most of the people who made it were only looking at the payroll line.

Not the polite, single-file kind of full. The kind that signals something has broken where ordinary people who never protested before are standing in rain holding signs, staring at a government that is not looking back.

They were protesting the defense spending. The surveillance state. The security bills. The rushed constitutional revision. The feeling, which is actually a documented fact that the people making the laws are not working for the people living under them.

The government moved anyway.

Let’s name the mechanism before we go further, because this is not a story about Japanese politics. This is a story about a structural tool that gets deployed in country after country, generation after generation, wearing different national costumes each time.

The tool: a foreign‑origin ideological network embedded inside a ruling party’s electoral machinery, providing votes, volunteers, and financing in exchange for political protection and regulatory blind spots. The network extracts from the domestic population. The party provides cover. The deal is dressed as patriotism.

In Japan, that network is the Unification Church, specifically its anti‑communist political arm, the International Federation for Victory over Communism (IFVC). The party is the Liberal Democratic Party (LDP). The practical bargain was struck in the late 1960s, when former prime minister Nobusuke Kishi (1957–1960) and Shinzo Abe’s grandfather, helped midwife the Church’s IFVC apparatus into Japanese conservative politics and tied it into the LDP’s anti‑communist machine.

This is not conspiracy folklore. It is a historically documented, investigative‑journalism‑verified, Diet‑hearing‑interrogated political alliance: a cooperative relationship dating back to the 1960s in which the Church’s network supplied votes and on‑the‑ground campaign labor to LDP candidates, while LDP elites looked away from abusive fundraising and “spiritual sales” that hollowed out Japanese households. Over fifty years later, you can still see the residue in cabinet lists, internal party surveys, and election records that show hundreds of LDP lawmakers taking support from the same foreign‑origin ideological machine they were nominally regulating.

Here is how the bargain worked.

The Unification Church supplied what a ruling party needs and voters rarely see: disciplined, low‑cost campaign machinery. Its network delivered volunteers who showed up early, followed instructions, and could be deployed into key districts in bulk, along with block votes routed through congregations and affiliate groups. In return, LDP power brokers extended political cover that kept the Church’s money engine built on “spiritual sales,” in which followers were pressured into buying religious goods at wildly inflated prices to ward off curses or aid deceased relatives, largely insulated from hard regulatory enforcement. Japanese families lost life savings. Some lost their homes.

The protection held for decades. Not because the LDP didn’t know. Because knowing was the price of the arrangement.

The assassination of Shinzo Abe in July 2022, by Tetsuya Yamagami who explicitly blamed the Unification Church for his mother’s financial ruin, blew the lid off. Public backlash was immediate. Party leaders promised distance, internal surveys, and a cleanup of ties.

But post‑2022 reporting has kept turning up live wiring between the Church’s ecosystem and the ruling party. An internal LDP review admitted that roughly half of its Diet members had some form of relationship: event appearances, endorsements, organizational support with the Church or its fronts. Subsequent disclosures suggested that Church‑linked networks had backed close to 300 LDP lawmakers over the years, far above the party’s initial admission. The promises did not become distance. The alliance is structural, not personal. You can remove individuals. You cannot easily remove load‑bearing walls.

Then on March 4, 2026, the Tokyo High Court upheld a dissolution order against the church, only the third religious corporation dissolution in Japanese history, and the first ever based on civil tort liability rather than criminal offense. The Tokyo District Court had found that illegal donation solicitation practices ran from 1973 to 2016, causing documented damages to at least 506 people totaling approximately ¥7.4 billion. Including settlements, approximately 1,550 victims. Total settlement amounts: approximately ¥20.4 billion. The church’s total assets stood at approximately ¥104 billion as of fiscal year 2024.

Court-ordered dissolution. ¥104 billion in assets. A liquidator appointed.

Sounds like closure. It is not.

The dissolution strips the church of legal personhood. It does not stop religious activities, the constitution guarantees freedom of religion, so the church can continue operating as an unincorporated association. The liquidator lacks the compulsory investigation powers available to a bankruptcy trustee. The church has already designated a religious corporation called “Tenchi Seikyo” in Obihiro, Hokkaido, as the recipient of residual assets, a potential de facto transfer to affiliated organizations. For reference: Aum Shinrikyo received its dissolution order in 1995 and its liquidation took approximately thirteen years. Victims are still waiting.

This is the detail that matters for our purposes. The right to question religious corporations, a power created by a 1995 amendment to the Religious Corporations Act went unused for twenty-seven years. During which the church continued “spiritual sales.” During which LDP members used church members as secretaries and election volunteers. During which the harm expanded, quietly, inside an institutional silence that was not accidental.

That silence had a price. The protection held because the protection was paid for.

Now the judicial machinery has finally moved. The political machinery is also moving fast, in the other direction. Which raises the question nobody in the mainstream is asking directly:

Is the rush on constitutional revision, referendum law amendments, and security bills partly explained by the dissolution clock?

The Unification Church is being liquidated. Its vote-mobilization capacity is structurally degraded. The pipeline of organized campaign labor and block votes is under legal pressure. If the LDP-IFVC machine has a finite operational window before the dissolution proceedings bite into its infrastructure, then the mid-July Diet session deadline looks less like administrative ambition and more like a deadline with a specific calculation behind it.

I am not stating this as established fact. I am stating it as a structural question that the timing makes unavoidable. Cui bono from rushing a constitutional revision precisely when your primary organizational ally is being dissolved?

You are running a foreign-backed political machine that has faced massive public backlash and multiple investigations. Your public wants accountability. What do you do? You don’t stop. You rush the process law that governs how accountability gets structurally registered. You rewrite the rules for monitoring the vote before the vote is called.

This is not paranoia. This is a sequencing choice. And the sequence has been chosen deliberately.

Now look at what the constitutional revision is actually for.

Article 9. Japan’s postwar pacifist clause. The provision that, since 1947, has legally prohibited Japan from maintaining war potential and renouncing the use of force as a sovereign right. In December 2022, under then–Prime Minister Fumio Kishida, Japan locked in a plan to double defense outlays to roughly 2% of GDP by fiscal 2027, committing about ¥43 trillion in defense‑related spending over five years in its revised national security documents. This breaks with the informal 1%‑of‑GDP ceiling that had framed post‑1970s defense policy and marks the largest single remilitarization commitment in the postwar era.

The money is already flowing. Defense budgets have jumped from around ¥5.1–5.4 trillion in fiscal 2022 to nearly ¥8–9 trillion by fiscal 2024–2025, with total defense‑related spending (including coast guard and allied items) pushed toward the 2% target by supplemental packages. Major beneficiaries are exactly who you would expect: Mitsubishi Heavy Industries as Japan’s primary prime contractor (for long‑range missile programs and other systems), U.S. primes like Lockheed Martin and Raytheon via radar, missile, and fighter arrangements, and the broader US–Japan defense industrial complex built around an expanded “Taiwan contingency” mission set.

Point 1 of the IFVC’s published 2026 activity policy calls for “establishment of our country’s security system through measures including anti-spy legislation and defense capability strengthening.” Point 2: “protect Okinawa and the Senkaku Islands under the crisis awareness that ‘a Taiwan emergency is Japan’s emergency.’”

The cult’s political arm is publicly calling for the defense buildup. The ruling party is executing it. The constitutional revision legalizes and entrenches it. The referendum law amendments control how the public votes on whether to allow it.

Four instruments. One operational package.

And the money? A ¥43 trillion defense commitment in a country running structural fiscal deficits means debt. Debt means pressure on social spending. Pressure on social spending means ordinary Japanese people, the ones filling the streets absorb the cost of a security architecture they did not vote for, designed partly by an alliance they did not authorize, benefiting majority of contractors who are not Japanese.

Abi oh. We have seen this movie. Different cast, same director.

AFRICOM. The basing agreements across Chad, Niger, Djibouti. The security architecture upgrades that ran through the same US contractor ecosystem while domestic African populations absorbed the debt load and got the instability. The difference is Japan has more institutional padding between the decision and the body that pays for it. The mechanism is identical.

There is a third instrument running alongside this, quieter but structurally consistent.

The new adoption plan would change the Imperial House Law so “new” imperial family members can be adopted in, but only if they are male‑line descendants of the 11 collateral branches that were cut off in 1947. Legal scholars in Tokyo are already calling this out as discrimination by birth, and as a move that creates a closed hereditary tier above ordinary citizens. Former senior officials from within the Imperial Household system warn there is no historical precedent for pulling people more than twenty generations away, born as commoners, back into the imperial family just on the strength of bloodline.

Those branches were removed under the post‑1945 occupation settlement that deliberately shrank and depoliticized the imperial structure. Re‑admitting their male‑line descendants today, under the label of “tradition,” reverses that settlement while claiming continuity. The “tradition” doing the work here is not some timeless order; it is a postwar legal frame now being repurposed to legitimize a narrow, symbolic hereditary class at the same time the rules of democratic competition are being rewritten.

This is ritual legitimation. The symbol system is being switched on to pre‑authorize what the ballot cannot yet safely deliver. Three instruments. One note.

Lets use our map to identify the structure: Security and Military Architecture + Institutional Governance and International Law + Narrative and Information Infrastructure.

The frame is this: a Cold War security network: the LDP-Unification Church alliance, forged explicitly as anti-communist infrastructure during the 1960s has metastasized into a post-Cold War governance machine. Its third-generation operation involves using constitutional revision to legitimize military expansion while deploying a reconstructed hereditary narrative to provide symbolic cover for what the streets are actively rejecting.

The rushed referendum law revision is the pivot point. The security bills are the payload. The imperial bloodline restoration is the costume.

We have seen this before. We have lived it.

Sorry chiefs, this is not a uniquely Japanese pathology. This is a transferable operational package.

In Nigeria, the APC and PDP party machines have long operated with externally-funded ideological infrastructure embedded inside their electoral logistics. Gulf capital, evangelical networks: the Redeemed Christian Church of God, Winners Chapel, their affiliated political mobilization capacity provide block votes, campaign volunteers, and financial flows. The parties provide legislative protection from accountability and, where necessary, security cover for internal enforcement.

The extraction mechanism is identical to the Unification Church model: followers are financially depleted through tithes structured as mandatory taxation, through “seed” payments, through prosperity theology’s formalized extraction of the economically desperate while the political beneficiaries of their mobilization protect the leadership from regulatory scrutiny.

The financial data is sitting in the Revenue Mobilisation Allocation and Fiscal Commission records. Cross-reference it with the electoral map and the pastoral geography. Na so we see am.

Go further. Look at Kano.

The 2020 deposition and the 2024 reinstatement of Emir Muhammadu Sanusi II by successive Kano state administrations, one APC-aligned, one NNPP-aligned demonstrate the identical mechanics of hereditary symbolic authority as political instrument. The emirate is activated or deactivated by elected political operatives based on electoral calculus, not on “tradition.” The “tradition” is the costume. The instrument is the vote bank.

When the Takaichi administration rushes imperial bloodline restoration while also pushing constitutional revision, it is running the same play Kano governors have been running with the emirate system since 1999. Symbolic legitimation of political restructuring. Class re-entrenchment wearing cultural clothing.

The Global South is where you see the mechanism without the polish. Japan: wealthy, institutionally complex, with an independent judiciary and active civil society still produces the same architecture because the architecture is not a function of underdevelopment. It is a function of captured political parties, foreign-origin financial networks, and the universal human instinct to dress power in the language of the sacred.

Now let’s talk about the people in the streets.

They are not marching against the Imperial Household. The Imperial Household holds zero legislative power in modern Japan’s constitutional framework. They are marching against the Takaichi administration’s specific policy agenda: the surveillance bills, the constitutional revision rush, the security expansion, the lack of political transparency.

They are marching against the machine that the Unification Church built and the LDP maintained for fifty-plus years and that Abe’s assassination forced briefly into the light before the lights were turned back off.

And what is the machine building right now?

A constitutional amendment process whose monitoring rules are being quietly rewritten before the public vote is called. A security architecture justified by the “Taiwan emergency is Japan’s emergency” framing, Point 2 of the IFVC’s publicly circulated 2026 activity policy document. A hereditary symbolic class restoration that pre-authorizes elite permanence.

The IFVC is not hiding. They published their 2026 activity policy. In public. In Japanese. Framed as the governing agenda of a political coalition that includes members of Japan’s ruling party.

That is the confidence of a network that has survived for fifty years inside a democratic state and knows exactly how to keep surviving.

The constitution isn’t written yet.

But the rules for how you vote on it, those are almost done. The mid-July Diet session deadline is ticking. The Commission on the Constitution has met and passed the first sitting on a fast-tracked schedule today.

Tokyo’s streets are full.

The government is moving anyway.

Watch the fine print. Watch whether the referendum monitors are independent or aligned. Watch whether the security bills get bundled with the constitutional revision package or introduced separately to reduce visible opposition.

And ask the question the streets are already asking: if this is sovereignty, whose sovereignty is it?

She’s right. But I want to go further, because the architecture is more specific than “the rich meeting” implies, and the specificity is where Africa lives.

The G7 summit at Évian, June 15–17, 2026, has a peculiar quality: the most revealing thing about it is not what it discussed but what it cannot resolve. France’s Emmanuel Macron built his presidency around a thesis, that China’s export dominance is a “global imbalance,” a structural pathology requiring correction. He appointed Agathe Demarais to chair the expert group advising this agenda. She said, on the record, that China is not going to change its entire economic model to make the French G7 presidency happy.

His own expert. Appointed by him. Public statement. On record.

Nobody resigned. Macron lectured on.

Hmmm.

Let me tell you what that moment is, because it’s important. It’s not embarrassment. It’s a preview. The G7 doesn’t exist to solve the problems it names. It exists to name problems on terms that preserve the existing distribution of who gets to solve them.

Then Trump arrived. And then he said something.

On June 17, before a working session, Donald Trump told the assembled G7 leaders: Macron, Starmer, Meloni, Scholz, Carney, Ishiba’s successor Takaichi, that he was the boss. Just like that. “I am the boss.”

Nobody left.

The room absorbed it. Earlier during a break, Italy’s Giorgia Meloni was telling other leaders she had quit smoking. The European Council President shared that he had kicked the habit twenty-one years ago. The most powerful gathering of allied democracies in the world was exchanging wellness updates while the man in charge of the largest military and economy in the room told them who was in charge.

This is not embarrassing. This is clarifying.

The G7’s legitimacy rests on the aesthetics of equal sovereignty. The official photography, the coordinated communiqué, the press statement choreography, all of it produces an image of collective governance among peers. Trump’s “I am the boss” is what the image was designed to conceal. He said it out loud. The protocol absorbs it. The hierarchy continues.

From Lagos, this lands differently than it does in Brussels. African leaders have never been offered the equality performance. We receive the hierarchy directly through conditionality, through FATF grey-listing, through basing agreements that don’t ask permission. Trump saying the quiet part loud is almost a relief. At least somebody is being honest about the room.

Here is the frame the G7 has been running since 1975:

When it wants to exclude a competitor, it calls itself a democracy club. “We are each responsible for the government of an open, democratic society, dedicated to individual liberty and social progress”, that was the Rambouillet declaration. 1975. The first meeting. The founding document.

When it wants relevance on topics it can’t actually address without the country it excluded, it calls itself “global economic governance.”

Both claims cannot be simultaneously true. The G7 is either a democracy club (and thus irrelevant to most of the planet’s economic decisions) or a global governance forum (and thus obliged to include the planet’s second largest economy). Macron wants both. So he convened a “Global Convergence for Growth” call before the 2026 summit and invited China to be lectured by his presidency. China sent a vice‑premier, Zhang Guoqing, who read a prepared statement about “seeking truth from facts and objectively viewing the comparative advantages of various countries.”

A diplomatic way of saying: we are not the problem. You’re just falling behind.

They’re right. And the minerals data proves it.

Europe sources 100% of its heavy rare earth elements from China. 85% of light rare earths. 98% of rare‑earth magnets. When China tightened export controls in 2025, magnet and REE exports didn’t just “send a signal,” they snarled licensing and cut available volumes enough that European firms reported shutdown risks and partial supply collapses. The International Energy Agency now estimates that, if fully implemented, rare earth export controls could put downstream production worth roughly $6.5 trillion a year at risk outside China, with potential direct economic losses of over $1.5 trillion each for the US and Europe. The G7’s “just transition”, its entire climate and decarbonization project runs on supply chains that flow through the country the G7 defines as institutionally illegitimate.

So what did the world’s most powerful democracy do?

It blinked. As analysts and the IEA have been warning, Washington and Brussels quietly moved from lecturing Beijing about “de‑risking” to asking, in effect, for continuity of supply. US and EU officials have already had to raise rare earth export licensing and magnet flows directly with Chinese counterparts as a strategic risk, even as they sell voters a story about “resilience” and “friend‑shoring.” Behind the communiqués and the democratic‑values rhetoric, the ask is simple: please keep the supply chain running.

That’s the G7’s actual relationship with China. The performance is exclusion. The reality is dependency.

France, this year’s G7 host, has announced plans to cover all of Europe’s heavy rare earth demand by 2030. Cost: roughly $60 billion over ten years to build that capacity outside China, by the Atlantic Council’s tally. A worthy ambition. Now ask: where are those rare earths coming from? Who mines the ore before it reaches European refineries? Even the French plan assumes a world in which China still dominates mining and, critically, refining capacity for rare earths and the magnets they feed.

Cui bono?

William Ruto flew to Évian. He had demands and they were reasonable, measured, and about as likely to be adopted as the ones his predecessors brought to the G8 in Gleneagles, or the G20 in Toronto, or any of the thirty summits before this one.

Reform the international financial architecture. Give Africa two permanent Security Council seats. Stop calling us aid recipients: we have 1.4 billion people, resources, and a market. Recognize us as strategic partners.

Here’s what Ruto is at Évian: an invitee. Not a member. Not a voting participant. A guest speaker at a conference where the agenda was set before he landed.

This is not a complaint. It is the structural proof.

The G7’s critical minerals agenda: the first item on the table, carried forward from Canada into Italy and now France, is a conversation about African and South American extraction without African or South American membership. As France’s industry minister Roland Lescure puts it, “critical minerals are a central focus of this dialogue… one of the key themes of France’s G7 presidency.” The DRC supplies over 60% of global cobalt and holds the biggest reserve base. South Africa sits on the manganese. Zimbabwe is rewriting lithium export rules under pressure from Chinese projects and Western demand.

The $60 billion France wants to spend building European rare earth “independence” will not go to Congolese miners. It will go to European refineries and magnet plants, in line with Brussels’ Critical Raw Materials Act targets to do at least 40% of processing inside the EU and to cap dependence on any one supplier at 65%. As EU industry chief Stéphane Séjourné says, “businesses must reassess their risk and cease sourcing 100% from China”, but there is no parallel target for how much value stays in Lubumbashi or Manica.

Same extraction geography. New compliance language.

Let me tell you something about compliance language, because this is where the deception is most elegant.

Every G7 nation didn’t just talk austerity in 2025. They cut. Official Development Assistance fell by 23.1% in real terms, the sharpest annual drop on record. The OECD’s own headline: “a historic decline in foreign aid.” The United States slashed its aid by nearly 57%. Germany cut. France, which now wraps its G7 presidency in the language of “development” also cut. The five largest DAC donors (Germany, the US, the UK, Japan, France) accounted for 95.7% of the total global fall in ODA that year. That’s not a blip. That’s a model choice.

The replacement model being sold at Évian is not grants. It’s balance sheets. The European Bank for Reconstruction and Development, originally built for post‑socialist Europe, got the green light to move into sub‑Saharan Africa: Benin, Côte d’Ivoire, Nigeria approved as “recipient countries” in 2025, with operations starting once the amended treaty kicked in around mid‑2025. The pitch is familiar: crowd in private finance, take equity, structure risk, mobilise billions. As one OECD review of multilateral finance puts it, the system is shifting “from budget support and grants towards loan‑based and private finance instruments,” with all the balance‑sheet consequences that implies for borrowers. Risk, in other words, moves downward: onto borrowers, clients, municipalities while returns move up the chain to MDBs and co‑investors.

Entrepreneurs and practitioners on the ground have been blunt about this for years: the EBRD’s standard risk frameworks: formal collateral, audited accounts, predictable courts don’t map cleanly onto environments where most people work informally and basic infrastructure is missing. In plain language: this new “development” offer is engineered for economies that already have functional formal sectors, credit registries, and halfway credible legal systems. Which is to say: not the economies most in need of development finance.

Grants are quietly replaced by loans. Loans sprout conditions. Conditions come with the same institutional DNA as every IMF structural adjustment program since the early 1980s: fiscal consolidation, liberalisation, “cost‑reflective” tariffs, hard ceilings on public payroll and investment. UNCTAD is explicit: as aid shifts from grants to loans, “debt vulnerabilities in developing countries are exacerbated,” especially where revenues are volatile and social needs are high. The logo changes. The direction of flow doesn’t

Now. Let’s talk about Japan.

While Ruto was presenting his demands to leaders who cannot vote on them, Japan’s Prime Minister Sanae Takaichi was recorded sitting alone at Évian, apparently spinning in a swivel chair while others leaders where chatting nearby. The image is the accidental truth of the summit. Statesmanship stripped of its audience.

She had just completed a Europe sprint: London, Rome, then France. London gave her no official reception, no red carpet. Rome rolled out the full ceremony: honor guard, red carpet, talks with Meloni. The agenda of this sprint: push the GCAP, the Global Combat Air Programme, a next‑generation fighter jet co‑developed by the UK, Italy, and Japan. Takaichi is using the G7 week to lock in London and Rome, “reaffirm” the project, and accelerate the timeline exactly as Japanese and European briefings trail.

Critical minerals alliances. She’s floating a joint G7 stockpiling scheme and tighter coordination on rare earths and other inputs, explicitly framed as a way to cut dependence on China.

Deeper Europe–Japan security ties on Taiwan. In every stop, the line is the same: Euro‑Atlantic security and Indo‑Pacific security are “inseparable,” and a Taiwan crisis would be a European problem, not just an Asian one.

Back in Japan, citizens are in the streets defending Article 9. The postwar peace constitution. The legal constraint on Japanese military power that was written in the ruins of 1945 and that Takaichi’s party has been methodically hollowing out since Abe’s 2015 “reinterpretation” of the security legislation.

The people want sovereignty through peace. The leadership wants photo ops and weapons contracts.

This is AFRICOM with a Japanese face. Across Africa, basing agreements and counterterrorism partnerships are signed at leadership level and bypass public deliberation. Nigeria’s US security training programs, Chad’s French bases, Djibouti’s five-nation military presence documented in communiqués, not in public ballots. The mechanism that allows Japan’s leadership to pursue remilitarization against citizen opposition is structurally identical to the mechanism that allows AFRICOM to establish basing architecture across Africa. Different flags. Same bypass.

Here is the history that the summit décor doesn’t acknowledge:

In 1884 and 1885, the major powers of Europe met in Berlin to divide Africa. They drew the lines on the map that Africans still live inside today. They did not invite a single African leader. The continent’s resources were the agenda; the continent’s people were not the participants.

At Évian in 2026, the critical minerals map and the colonial concession map are functionally the same document. The cobalt that powers German electric vehicles comes from the DRC. The manganese in Japanese steel supply chains comes from South Africa. The lithium the G7 needs to “decarbonize” is in Zimbabwe. The G7’s climate transition is being assembled from the same geography that the Berlin Conference carved up.

Na so we see am.

The compliance language has been updated: ESG, green bonds, just transition finance, climate conditionality. The institutional logos are new: EBRD, GAVI, World Bank ID4D, IMF Article IV consultations. The direction of extraction has not changed.

I want to be precise about what the G7’s dysfunction actually means, because the analysis of “the rich getting richer” is true but incomplete.

The G7 is not failing. It is working exactly as designed.

It is designed to coordinate the interests of wealthy industrial nations. It does that. It is designed to name global problems in terms that preserve the wealthy nations’ preferred solutions. It does that. It is designed to invite African leaders to speak without granting African governments the institutional standing to vote. It does that too.

When Macron’s own appointed expert says his central initiative is unlikely to succeed, and Macron responds by pressing on, that is not incompetence. It is a performance. The performance is the point. The G7 exists to demonstrate that the wealthy nations are governing. They are governing. They are governing for themselves.

The 20,000 people who marched in Geneva, who burned a Tesla and smashed windows at a UN building, understood this intuitively. What they don’t always articulate is the specificity: it’s not just that the rich get richer. It’s that the architecture ensuring the rich get richer runs through the same African bodies, the same African soil, the same African supply chains that it ran through in 1885.

Some analysts argue something larger is happening at Évian, that this is not a summit but a funeral. That Trump came not to fix the G7 but to demonstrate that a different order is already replacing it. That bilateral deals between Washington and Beijing, and US-Russia de-escalation, represent a “Sovereign Alliance” closing a pincer on the post-war multilateral architecture the G7 represents.

I treat this framing with caution: it is analytical advocacy, not confirmed reporting. But the structural question underneath it is real and worth sitting with:

If the rules-based international order is being replaced by great-power bilateralism, what happens to Africa?

The multilateral order, for all its extractive architecture, maintained the fiction of rules-based institutions that African nations could theoretically invoke: the WTO dispute mechanism, the UN General Assembly, IMF quota reform processes, however slow and rigged. A world organized purely around bilateral deals between Washington, Beijing, and Moscow leaves Africa negotiating separately with each great power from a position of structural weakness, without even the weak leverage of the AU coalition or the G77.

Trump said he was the boss.

He might be right about that. What he didn’t say is what that means for the people who weren’t in the room.

France covered 3.4% of newly funded G7 AI companies in 2025. It just invited the CEO of the company that covered most of the rest to sit in the G7 Leaders’ meeting. SoftBank is investing €45 billion in French AI infrastructure. The “AI governance” framework being assembled at Évian will not be governed by some neutral multilateral body; it will be negotiated with, and in practice enforced by, the same actors who own and operate the compute, the models, and the data pipelines that everyone else must rent.

The training data is harvested from global south users. The governance happens in France.

The $60 billion for rare earth independence will not reach Congolese miners.

Ruto will be invited again next year.

And Trump is their boss.

Watch the communiqué when it drops. Count how many times it references Africa as a “partner.” Count how many binding commitments it contains on Security Council reform. Count how many African nations were in the room when it was drafted.

Then ask: if the old order is ending and the new one is being negotiated, who is doing the negotiating? And whose backs are they standing on to reach the table?
