I will not share Susan Myers, Executive Director of the Oregon Ethics Commission, email sent to me yesterday. It was claimed to be confidential—I will honor her wish.

In March of 2026, I sent Susan Myers an email about the Lottery clearly violating meeting law.. Yesterday, I sent her a copy of my most recent article. I recall our conversation vividly, as she was the first and only person who is a State authority to call me.

Mrs. Myers never responded to my March email, but she did call me back, and we had a cordial 49 minute phone call. She now claims I never spoke with her—and it must have been another State official. Here is my response to the confidential email sent to me last night on September 1st, 2026

Susan Myers,

Thank you for the thoughtful response and clarification on your role in Oregon.

The State and your group have created a very detailed process for any citizen who is interested in filing an ethics complaint.  

You may not see your role as a regulator or policing agency; but if any citizen reported a multi-billion dollar intentional crime done by a State Agency it would seem the Ethics Commission would do their own investigation.  You pretending or believing to be required to be neutral is a bit funny.  Your job in my opinion is to ensure public officials and agencies are operating in an ethical and transparent manner. 

Since January 2026, I have 41 published articles on Substack.  I also submitted 39 public comments, on record with the State of Oregon, to the Oregon Lottery Commission. .  These 80 documents fully expose Oregon is violating every imaginable meeting law in their massive cover-up efforts.  I emailed Lottery Director, Mike Wells on March 28th, 2025.  

As I originally explained to “someone” in March, as our original emails exchanged show, this was the first and only State employee to respond to any of my released proof.  I ended over $50 million in Lottery fraud just in 2026, in three different admitted and ended crimed.  They only ended because of my articles and comments submitted.  

It would seem the Ethics group in Oregon would be interested in learning how a private citizen has pieced the veil and fully exposed a failure of this Etihics group who has elected to ask me to submit more paperwork to have an ethics complaint heard.

The Oregon Lottery, Apollo Global, IGT, BrightStar, Draftkings, Jackpocket, and Interactive Gaming LLC, have created a real mess in Oregon. These companies have been exposed since May 29th, 2026. The annual Lottery meeting announced IGT’s INTELLIGEN CMS has been used illegally in Oregon since 2018. A full scale cover-up of this illegal technology and new large state gaming contracts were initiated by Apollo Global/IGT/BrightStar, after I exposed the corruption in June of 2026.

Illegal Class 3 digital slot gaming has been in the Oregon Lottery since 2018. Digital slots were first illegally installed by IGT in 2005- and, the gambling cartel kept this hidden from the legislature and citizens for the last two decades. Most citizens wrongly think the Oregon Lottery operates the old VLT slot machines with a completely different technology. They should believe this is true since the Oregon slot gaming laws written in 1992-1994 still say the Lottery is operating these old VLT technology slots. Nobody is aware they are AI Surveillance Bot Slot machines designed to manufacture a gambling addict in 1800 Lottery mini-casino private businesses. State and Federal authorities have all ignored this multi-billion dollar crime(s) since April of 2025. I risked my life and went public about the corruption on August 20th, 2025. No press agency has been willing to report the corruption and every attorney in Oregon has a conflict of interest.

Those old slots only had one-way communication and were unable to control the short-term odds. It was one single looping slot algorithm on the 1992-2004 VLT slot machines. In 2005, IGT upgraded the VLT’s to new digital slots with no voter or legislature approval. The Lottery installed Vegas style slot machines in 2005. Today’s highly advanced AI slot machine central system issues slot bonuses and prizes based on the individual and retailer data. The data used to control the slot prizes and bonus games.

The Oregon Lottery never disclosed the most critical technology, companies, or payments for INTELLIGEN until May 29th, 2026. We learned on this date the State Treasury has made these payments and never put the biggest expense to operate the Oregon Lottery on the annual financial statements. Falsified and inflated revenues, prizes, and hiding major expenses. A multi-billion dollar slot money laundering scheme to inflate net proceeds for the State Treasury to sell over $7.1 Billion in Lottery Bonds. The money spent by each Democrat Governor in Oregon since Oregon became the first state to introduce Lottery Bonds in 1994.

I released a 5 part series ending June 22nd, 2026. Oregon's Biggest Crime in 167 Year History.” In this last article, BrightStar, had deleted an October 2019 IGT article where it is claimed they are only a facilities manager providing the IGT Aurora module. The Oregon Lottery and IGT worked very hard to hide this INTELLIGEN multi-billion dollar contract paying 3.5047% of the total sales and gross receipts to IGT. This would be approximately $400 million per year for an illegal gaming technology not allowed in gaming laws. No technology can legally collect data and control the outcome in Oregon gaming laws. The early 1990’s laws still in gaming law only allow the Oregon Lottery to be “Connected and Monitored” to any gaming Central System.

It is my belief, Apollo Global and IGT, entered into an exit strategy of the 21 year+ illegal and secret digital slot gaming relationship prior to Apollo Global $6.3 billion purchase of IGT in July of 2025. The strategy originally included adding a few statements into the FY2025 annual report completed during the merger review period. These first time announcements shared a major contract for the video gaming platform was entered in September of 2017 to May of 2024. The FY2025 contract announced there was a 2 year extension through May 2026. This was inserted into the annual report ending June 30th, 2025 without mentioning the name IGT, technology, or agreed upon terms.

IGT’s past CEO, Vince Sadusky, Oregon Governor, Tina Kotek, and Lottery Director, Mike Wells were all notified by email April 1st, 2025. I notified them my investigation revealed illegal slot gaming technology, accounting, marketing, and multiple schemes in progress. They were made aware I knew the motive. This contract was the key to all the crimes found in my investigation. Done intentionally to falsify a financial statement to sell Oregon Lottery Bonds. The motive was to sell Lottery Bonds. There is no solution to this corruption because the Lottery slot machines are not actually profitable. This gets proven in my investigation and is further confirmed on May 29th, 2026, upon learning I underestimated the cost of this Central System contract by $200 million per year. It was admitted by the Oregon Lottery it is approx. $400 million being paid by the State Treasury per year.

Nobody ever has responded to any of the investigation findings and I was ignored so this multi-billion dollar merger impacted every State in America could be done in Nevada unnoticed in Oregon. No press releases from the State or Oregon Lottery took place about the pending merger or the completion. Several lies were told to complete this merger in secrecy giving Apollo Global a Lottery monopoly in America for INTELLIGEN. They successfully hid this from the public between 2018 to October 2022. This October 2022 IGT Press Release announced INTELLIGEN CMS and Illegal Class 3 Gaming is being Operated by the Oregon Lottery.

People need to know no other State in America has State employees claiming to operate an advanced AI Digital Gaming Platform. All other States delegate the operations to IGT, or a related third party gaming operator. All Lottery States in America, except Oregon, do not have access to the confidential INTELLIGEN data, normally collected and stored by IGT. Each State Lottery regulator is only connected to IGT Aurora to protect each State from being responsible for this confidential data. Oregon is illegally operating INTELLIGEN while storing the player and retailer data in a newly created State Lottery Data Center just announced in May of 2026. I wonder if the Oregon Data Center is being used by IGT for every State Lottery in America?

While doing my daily Oregon Lottery News searches in Google, I noticed a new press release claimed to happen 6 days ago. They used only one third-party news organization in this cover-up attempt. “LONDON, June 24, 2026 /PRNewswire/ -- Brightstar Lottery PLC (NYSE: BRSL) ("Brightstar") announced today that its subsidiary, Brightstar Global Solutions Corporation, has signed a five-year contract extension with the Oregon Lottery through May 23, 2031 to deliver advanced retail technology. Under the terms of the extension, Brightstar will upgrade the Oregon Lottery's central system with high-performing components and deploy new retail equipment including 2,200 units of Brightstar's newest point-of-sale digital signage solution, SignaLink™.

I am 100% certain this article was never released to the public on June 24th, 2026. This screenshot from August 30th, 2026 proves it was released 6 days ago.

Let me try to explain the what has been reported in the last few months by the Oregon Lottery and IGT/BrightStar since May 29th, 2026. The Lottery claims to have 13 different leases for the Oregon Lottery games per the FY2025 annual report. The most critical technology and biggest expense used by all State Lotteries is INTELLIGEN. Most states are unaware this is the name of the Central System because IGT/BrightStar have renamed or hidden INTELLIGEN. All other State regulators only are connected and monitoring activities with IGTAurora. There are multiple different Central Systems are being claimed to be in use or being upgraded in the Oregon Lottery. IGT/BrightStar try to cover up INTELLIGEN by naming attached modules a Central System.

My last story released August 28th, 2026, Interactive Gaming LLC Mobile Digital Gaming Contract with the Oregon Lottery share their are now two different companies claiming to offer a digital central system contract.

On April 1st, 2025, past IGT CEO, Vince Sadusky, received an email notifying them of my investigation findings. They pushed ahead without ever reaching out or sharing my findings with Federal and State authorities prior to completing the $6.3 Billion dollar merger a few few months later in Nevada.

These concerns were raised today by two different people inside the Oregon Lottery Gambling Cartel. Glenn Yamagata, Executive Director of the Oregon Council on Problem Gambling, who also recognized and warned the Oregon Lottery about expanding gambling again by creating a new digital technology platform . A scathing and amazing letter was also written by Roger Humble, Problem Gambling Specialist in Linn County warning the Lottery of the potential harm to our youth.

These Lottery insiders knew something, even I was unaware, was happening behind closed doors. These gentleman somehow knew Interactive Gaming LLC was being selected for a top secret technology contract never previously discussed in any public Lottery meeting, press release, or annual report. I wonder if these Oregon problem gaming experts were aware the company selected for the contract, Interactive Gaming Llc, a venture capital company, was previously called Jackpocket Interactive Gaming LLC. The company is a fraud and directly tied to Jackpocket and DraftKings. It appears the long war between DraftKings and Interactive Gaming Llc was resolved out of court by having DraftKings buy the company-- since Jackpocket is owned by Draftkings today.

While making this announcement today there was one more very important word used at the end of announcing Interactive Gaming LLC. The word “Gambit” was said each time after the name. The internet has no stories or press release about a combined company called, Interactive Gaming Llc Gambit. I did a little digging and did find an online digital gaming company called "Gambit". The company offers a digital online gaming platform for Chess players today. This does not seem to have anything to do with providing a new payment option to cash slot jackpot tickets. The problem announced by IGT in October of 2022 and never solved to this day. This Gambit company name is easily confused with the quickly growing, Gamban, a gaming company who created an app to block any on-line gaming on your phone or computer.

It must be exhausting for anyone with a conscience working at the Oregon Lottery or Secretary of State in Oregon. In less than an hour of research, I can confirm one more HUGE crime and cover-up in process. Todays monthly Oregon Lottery public meeting, seen on YouTube. The agenda of this meeting and many documents can be found at August meeting agenda.

Jackpocket.com was purchased by DraftKings.com in $750m deal in May 2024. By July of 2025, Jackpocket started a massive marketing campaign with billboards, TV commercials, etc., to Oregon citizens. It was a marketing ploy to create new Oregon sports and prediction market gamblers to signup for DraftKings. This is the only legal Sports Betting platform in Oregon because of the Oregon Lottery. In 2019 the Oregon Legislature approved 100% of the profits obtained from sports and online gambling would go to the Oregon Retirement PERS. The damage done to our younger generation is only paying State Employee retirements and not helping one single Oregon citizen- the net proceeds are not given to any of the 5 Lottery initiatives passed in Oregon. Just PERS and DraftKings!

The citizens have previously rejected Lottery attempts to legalize on-line gambling and further harming the youth in Oregon. Remember the “ORcade’ in 2011 almost implemented by the Oregon Gambling Cartel?

This July 2025, mass marketing of Oregon citizens by DraftKings, was simultaneous to the Oregon Lottery and International Gaming Technology (IGT), bought by the second largest Wall Street Hedge Fund, Apollo Global for $6.3 Billion dollars. This purchase essentially created a monopoly for Apollo Global in providing the key piece of Artificial Intelligence, facial recognition, machine learning, and advanced casino management digital platform technology to determine when and where to issue a winning ticket prize. It requires data collection to issue a slot bonus or a winning scratcher and drawing game ticket.

INTELLIGEN CMS has been deployed on a mass scale in America where the second largest hedge fund owns all this illegally collected and stored player data. Way worse than flock cameras. Flock camera are suppose to catch the bad guys, but AI Slots are the devil who wants to harm anyone who naively sits down to play. Violating every citizen 4th amendment right to privacy from their government. Our Governor, Tina Kotek, allowed years of player data to be purchased by Apollo Global while knowing the AI risks and potential financial harm to Oregon citizens and youth.

All State Lotteries are dependent on IGT, but in some states, third party gaming companies, will perform the Lottery operations, where most citizens are unaware of IGT/Apollo Global significant technology. Ask anyone in America how the Powerball games started, and who is the key Lottery company providing the technology, for Scratcher and Drawing games in America? My guess is less than 1% of people know it is IGT/Apollo Global. This secret is intentional and why you will not easily find proof searching the internet. This is why Apollo Global created Brightstar/IGT. People are suppose to now think of BrightStar, and forget IGT’s INTELLIGEN is being used by both companies under a hedge fund, Apollo Global. An elaborate cover-up ignored by every political figure in America when this merger happened in 2025.

None more than the Oregon Lottery. In the August 28th, 2026 Oregon Lottery monthly meeting, it was announced the AI Slot machines were over 80% of gross revenue last month. This is 11% increase and record revenue pace to start FY2027, according to Lottery Director Mike Wells. I won’t detail what this means in this article, but will just say the multiple schemes ended by myself in 2026 have forced the Lottery to make up these losses by inflating the slot sales even higher. It is 100% rigged and fictitious slot revenues being reported by the Oregon Lottery. It was announced today, by CFO Karl Strauss, the Oregon Lottery will be transferring Net Proceeds of $933 Million dollars to the Secretary of State for FY2026 ended June 30th,2026.

The Jackpocket.com Scam Exposed

Upon signing up for virtual scratcher tickets or drawing games with jackpocket.com the customer begins receiving mail and phone marketing to join DraftKings. I was so troubled, and alarmed, at this discovery of illegal gaming and predatory marketing I submitted an article to the Oregon Lottery and Oregonian in July of 2025. I knew allowing people access to 24/7 unregulated rigged gambling from a phone in Oregon was no different to AI slot machines used by 1800 Lottery slot retailers and 10 large tribal casinos. This clearly is targeting the younger generation of gamblers who prefer online sports and prediction market wagers. The Lottery knew they could not legalize it—so they decided to do what any Gambling Cartel would do with no State gaming regulator. You do it anyway.

The latest example is a secretive Request For Proposal(RFP) State Contract for a new Mobile App Replacement and Associated Technology Solutions. There has been no announcement prior to today in any past Oregon Lottery meeting a contract bid was posted at OREGONBUYS eProcurement System.

The Secretary of State posted this contract on April 7th, 2026 and the current posting does not indicate the bidding is closed. Today, in the Oregon Lottery meeting it was announced a new contract and partnership was entered with Interactive Gaming LLC. No details of any of these state contract can be obtained by any citizen.

I personally submitted a public information request to the Oregon Lottery for a copy of the International Gaming Technology (IGT) contract(s), payments, and details of the multi-billion dollar Central System video gaming platform contract for INTELLIGEN. I did this on-line through the Oregon Lottery Commission website back in February of 2026. My request was ignored. May 29th, 2026 the Oregon Lottery announced a new multi-billion dollar contract was entered. I am the only person in America to report this happened, almost 4 months later. No press in Oregon thought a newly announced secret multi-billion dollar contract was worth reporting to Oregon citizens. My lengthy investigation, since 2023, taught me something I never expected to learn. My big revelation was America’s press will rarely print any story harming the brick and mortar slot casinos or State Lottery. Not even a multi-billion dollar slot money laundering scheme using AI, harming millions of people world-wide. -Stealing player data and money to manufacture a gambling addict.

Donald Trump Jr. speaking to a crowd in Montana gathering in March 2026 admitted and confirmed what the world has witnessed since March. He explained, the gambling monopolies have a “vested interest” in their brick and mortar monopoly. He admitted, these monopoly companies decided to attack Kalshi and prediction markets. Trump Jr. was being truthful to his audience.

The public needs to know the monopoly making the most money for brick and mortar is new AI Slot and predatory marketing. The gaming industry and many State Lotteries, who supposedly regulate these monopolies, billionaires, and hedge funds have all been focused on sports betting and prediction markets. 100% of the current State and Federal regulators, attorneys , press, and entire gaming industry want America and the world talking about prediction markets, sports betting, and on-line gambling.

Pointing out this staged event is not to minimize the blatant corruption being exposed. The corruption fully exposed is each State in America has failed to regulate any gaming company. The world has allowed Artificial Intelligence to be installed on highly sophisticated casino management platforms. Slot machines have been turned into Fentanyl.

I highly doubt you will read this obvious conclusion from any other gaming expert in America. Hopefully, people caught in this staged war, will now understand why it is happening.

The biggest story in the gaming world should be AI Slots, consumer protections, and an epidemic of problem slot gambling. Shhh.. we are suppose to be talking about an 18 year old using their college trust fund to bet on sports and Trump Sr. Nobody wants us talking about AI Slot machines destroying millions of lives.

You just released your plan for Oregon’s future under your leadership less than an hour ago.

New Plan

I am highly disappointed.  I sincerely wanted to vote for you until reading this plan.  In 5 minutes, reading your plan, it is clear you do not care about the multi-billion dollar slot and Lottery Bond fraud. Two items in this plan convinced me you would like to be the leader of the Oregon Gambling Cartel. 

1. 

• “End taxpayer funding for programs that enable addiction and instead invest in approaches that promote recovery, accountability and lasting change.”

I read this statement and knew the Oregon Lottery has been mandated to pay $17 million per year to Oregon Health Services for Lottery gambling addiction treatment.  It was previously 1%, and updated while you were in the legislature.  This is tax payer funded money.  One more expense removed from the Oregon Lottery financial statement to sell more bonds if you keep your promise to end public funding for gambling addiction.  

2. 

• “Invest in local infrastructure by establishing a and recurring site readiness and infrastructure fund of $200 million to support economic growth, strengthen communities and improve Oregon's long-term competitiveness.”Currently, Business Oregon, and their 13 boards and commissions, 200+ employees, created and funded by the Oregon Lottery net proceeds and Lottery bonds, run Economic Development and partnerships.  Your plan appears to want to create an additional $200 million new slush fund and never said the quiet part aloud.  You are planning to close Business Oregon if you can get the legislation passed. Then these Lottery funds to entice some ultra wealthy billionaires and corporations to open in Oregon.  Great idea; except, there will be no more slot net proceeds or bonds.  Business Oregon will need to close soon because there is no real cash and Lottery profits to fund the organization.

made it clear how you easily could be elected governor by exposing the Oregon Lottery and your opponent, Governor Tina Kotek.  A multi-billion dollar money laundering scheme done by the Oregon Lottery, multiple state agencies, and IGT/Apollo Global. 

Your new plan  makes it clear you’re being funded by the Oregon gambling cartel in your election campaign.  My research only uncovered Democrats involved in the Oregon Lottery 21+ year secret multi-billion dollar Central system gaming platform contract with IGT/Apollo Global.  It is surprising to me you are this stupid to take the money.  There is no way you give two shits about any Oregon citizen if you agreed to go along and be silent on the Oregon Lottery corruption.  

The contract allowing Oregon to be the only State in America or Canada to run the Lottery operations and highly advanced AI slot technology for IGT.

 The only State with no gaming regulatory agency running slots in America.

 The only State clearly operating illegal slot technology against gaming laws for the last 21 years.  

The only Lottery in America where the State Treasury is paying expenses on behalf of the Lottery and failing to show the expenses on the Lottery financial statement.  

The only State using gross receipts non-customary slot accounting to inflate revenues.

 The only state committing Federal Securities Fraud by inflating profits to sell over $7.1 Billion in Lottery Revenue Bonds since 1994.  

Your plan never said one word about the Oregon Lottery.  The plan never mention Business Oregon and the many economic development programs funded by the Oregon Lottery.  

Ever if the past, and older members, of the Republican Party were involved in the multi billion dollar slot fraud and scam done since 2005; this was the big opportunity to end this relationship and expose every past Oregon Democrat Governor since 1992.  I just can’t imagine an innocent politician would sign up to run a gambling cartel knowing what I have shared.

 My extensive research is clear Lottery/IGT gaming attorney, Steven Ungar, Senator Ron Wyden, and two-term Governor Ted Kolungoski formed the gambling cartel with IGT. Oregon slot machines, gross receipts, and the secret multi million dollar IGT contracts never shown or shared by the Lottery or State of Oregon in the last 21 years all started with these three democrats attorneys and IGT.

I am still holding out hope I am wrong- and, you have a big surprise announcement closer to Election Day. Get your answer ready, because I gaurantee you will need to explain why you ignored both of these letters prior to the election.

Please! Stop what you’re doing now, and ask for a moment of quiet.  It will be such a shame if you sit in silence, do nothing, and then get elected .  Not for the reasons you’re probably guessing.  Your opponent has fully impeached herself and should be in jail for her Lottery cover-up actions the last 4 years.  I guess you will get held accountable for her actions—and then set-up Oregon for another 40 year Democrat run, poverty, crime, and homeless.

This article is being written on a Saturday afternoon- the busiest day for a casino. The key day in every slot operation maximizing cash to cover weekly payroll and expenses. The key decision time for every person living on a budget who had the urge to visit a casino slot room.

If a frequent slot player was slapped in the face and told the slot machine has changing odds, player cards are linked, and AI is watching and listening would get most people to stop. The entire casino and slot industry has hit each player with a baseball bat to the head. The new AI technology deployed on casino management systems was the bat.

The slot “hold percentage” and “bonus” algorithms get tweaked by many casinos to maximize player losses and cashflow during these busy times. Adjusting a hold percentage or generating a perfect timed Bonus means the odds to win are not equal at all times.

The Industry has successfully made the majority of gamblers and employees believe changing short-term odds of slot machines was forbidden; unless, a physical regulated process happened to adjust the payout or hold percentage by each casino.

Even as all the mysterious slot player events and coincidences seen first-hand by digital slot players; the industry still said it was another Gambler’s Fallacy. Each player having the feeling they may have stumbled on a slot glitch. Winning big off a free play offer, hitting a bonus on a last spin, and many strange coincidences—quickly forgotten, or only add to the next urge, to return to see if it happens again.

AI is now running the casino management software controlling short term odds. It no longer requires a casino manager or technician. It just requires a human one-time giving instructions to your AI bot assistant casino slot manager.

The biggest casino game importance minimized

Read any article written in the gaming industry and you should spot a trend. The trend and staple is they all want the public to focus on “gambling.” This generic word minimizes the industry dependence on slot machines.

The future of brick and mortar depends on people accepting a new AI advanced technology and software controlling short term outcomes. A new future where it would seem inevitable only the addicted or naive would still be pushing buttons hoping for a bonus.

The biggest story in the gaming and casino industry is not on-line gambling or State’s versus Federal oversight. The big story is AI slot machines and a negative unregulated consumer experience designed to create gambling addicts. It is an industry culture over decades to use the word “gambling”. Strategic marketing to distract the public’s attention away from the top drug. The crystal meth of the gaming industry sold to consumers between 1999-2025. In 2026, the AI industry turned slots into unregulated fentanyl.

There is no press writing stories or reporting on the reduced slot play witnessed. This downturn has had logical other explanations such as inflation, reduced travel, rising unemployment and poverty.

Plan A assumed State and Federal Authorities would at least open an investigation into a proven multi-billion dollar alleged crime contributing toward poverty, suicides, and more crime. Especially, in a State like Oregon, with the highest youth homeless, 40% of people in poverty, 1/5 on SNAP, 2nd highest unemployment rate in America, and another multi-billion dollar accounting irregularity from the State Treasury recently reported. All authorities have known about my findings for months. Similar to the Epstein cover-up, this is top secret information. The State’s Winner List Database and Retailer Database were deleted by the State of Oregon, between August 2025-March 2026. I saved the evidence and will share some of it with you today in this article.

The documents included in this article were produced by the State of Oregon between 2018 to 2025 are public information. Why Now? Plan A Failed-Now it is Time for Plan B

This is why I want the public to see, print it, and have this proof—In the chance, my freedom of speech is canceled again or worse. I would have already “disappeared” if we lived in any other country in the world. My one-man effort to expose the Oregon Lottery has failed—This a tough conclusion for me to accept and walk-away from after proven to be 100% true on May 29th, 2026.

Plan B, is to show this proof and wait to see what happens. I have given 100% to this effort, for free, and am frustrated and tired of living in fear. I made accusations in Plan A, without showing all the proof and data. This was strategic. It made the Lottery take a number of actions to either cover-up or end crimes in process. The Lottery has not known what to do with me since early 2025. Whenever I am feeling discouraged and invisible, I imagine dozens of State employees and attorneys, who have dedicated thousands of hours of time in reacting to my 38+ public comments submitted to the Oregon Lottery since Jan 2026.

The comments ending a huge Medford scalped and rigged ticket scheme, scratcher ticket fraud, Australia money laundering crime racket, and part of the shadow industry of Lottery gambling crime in Oregon. I estimate, I ended at least $50 million in falsified or criminal revenues claimed by the Lottery in 2026. The sad part is the Lottery just proved it was not a big deal to them. Not one press agency in Oregon or the nation released any stories about the 3 big crimes being ended in May 2026. All easy to confirm by watching the Oregon Lottery monthly YouTube meetings if a reporter ran across my stories on Sub Stack or LinkedIn. Three big admitted and ended crimes and not one Oregon reporter has the cow balls to report it or ask me questions on how I did it.

How Easy is it for The Oregon Lottery and Cartel to Inflate Revenues?

It is easy to inflate gross revenues when all they need to do is claim a prize was paid. It really is a simple and stupid scam if you look at it like a grade school student would see it. Adding player losses and prizes paid together is the Lottery’s admitted definition of gross receipt revenue or total sales. In every business or accounting class I ever attended, only player or customer losses are considered gross revenue or receipts. Since there is no state or Federal gaming regulator providing oversight in Oregon, this most basic crime has somehow been ignored by everyone. Picture handing a hundred dollar bill back and forth with a cashier before allowing her to keep it. Instead of $ 100 in revenue or gross receipts, the Oregon Lottery says they received $400 in revenue, and cannot even prove they provided 50% or $50 in prizes paid in cashed out tickets. The slot retailers receive a commission for every slot jackpot prize, do not cash the ticket, and then all evidence of this jackpot happening is hidden from the public. Simply pay a retailer, enter a prize happened, and then never actually pay it, is how you money launder and inflate revenues. Inflated Net Proceeds to sell Oregon Lottery Revenue Bonds.

It is confusing, as we become adults, because no other State Lottery in America says this is revenue. We thought “gross receipts” meant “gross revenue”. Then Oregon legislators, the judicial branch, and Oregon Lottery decided to never use the word “gross receipts” in any gaming law or rule. The word used to generate 97% of the Oregon Lottery revenue where slot “gross receipts” were $15.9 Billion last year. The word used to get around the State gaming law requiring 50% of each wager (revenue or player losses) must be paid in cashed out ticket prizes. The word used to get around the State law requiring the Lottery administrative and operating expenses must be 16% or less of revenue. It has all been a scam and fraud since gross receipt was implemented in 1992 when the old VLT slots were installed. The Lottery would have never been able to install slots in Oregon without this made up word.

While the Lottery was confident; neither of us could have known the State’s press and legal system were 100% impermeable to Lottery fraud when I went public August 20th, 2025. The last year has proven the Lottery has successfully built a shield around itself to ensure the public is unaware of corruption and Lottery crime. The Jeffrey Epstein Powerball win in 2008, 2 days after going to prison, had less press attention in America, than my many Lottery stories in 2026, and YouTube videos made in August/September of 2025. The stories and videos disappear— just like a Lottery drawing result announced 3 times a week. It would seem nobody cares. Or is it nobody knows?

I just have a hard time accepting millions of people in Oregon do not care the games are rigged with advanced illegal technology, billions of money laundering taking away from services in Oregon, and losing their 4th amendment right to privacy in 1800+ private businesses in Oregon. I have a tough time believing the citizens would not care Governor Kotek, has fully impeached herself in the crimes and cover-up. A tough time believing Oregon citizens do not care they have been scammed for 21 years and the State just signed another top secret multi-billion dollar contract with IGT/Apollo Global. $400 million a year not shown on any Lottery financial statement for 21+ years.

My False Expectations and Surprises

I figured the Lottery or IGT would have tried to bribe or kill me by now. I am a flea to them, flick it off, and pretend I do not exist—has been their successful strategy for the last year. Not a single comment or response released by any State official, press, or a attorney in Oregon. The Federal government and FBI know—but are silent. People can be upset, disagree with the conclusions and findings, but a failure by the entire system to not open an investigation should convince everyone it is true.

I expected media, press, attorneys, entertainment companies, and all of the problem gambling awareness and prevention organizations to be excited to join my crusade to end predatory and illegal Oregon gaming. I actually put my 266 page e-book, “Oregon Lottery Rigged House of Cards” only available on my website, for $20,000 for the first several months. I released it August 20th, 2025, upon giving my 8 minute video Lottery Commission testimony. I thought the Lottery Commissioners were all present for this live meeting advertising the opportunity to provide public input. I shared the Lottery was inflating revenues, falsifying prizes, and was involved in multiple schemes. I then learned a week later in the Lottery monthly meeting, Director Wells told commissioner Greer, “no video testimony could be seen until October”, since a 60 day extension was granted. The month Director Wells needed to delete the evidence of the fraud in the winner list database and get the Lottery Commission to approve new rules on what would appear in the winner list.

I found this Kris Skaro golden nugget in July of 2026. It proves no Lottery Commissioners attended the meeting and likely ever saw the video testimony. Only Lottery employee, Kris Skaro, and Senior Marketing Manager, Matt Shelby, were in attendance. Mrs. Skaro also deleted Matt Shelby’s presence from the meeting. All other attendees were out of state lottery courier representatives. The one exception, former Lottery Director, Larry Niswender, who left in 2013; but for some reason 13 years later, is actively involved in decisions related to out of state Lottery couriers. He also has not shared where he is working since 2013 in linkedln.

The “Oregon Gambling Cartel” article shared the proof rules Director, Kris Skaro, deleted this 8 minute testimony video, and my attendance from this Lottery meeting. Something I didn’t notice until today, is Mrs. Skaro, also deleted the video testimony given by Steve & Dani Rosendahl. The owners of Pit Stop BBQ and Game Store Llc. who were paid over $13 million for the Australia scheme. They gave testimony to delay any new rules stopping these Australia sales August 20th, 2025. This also was deleted by Mrs. Skaro, but she did leave their names attending.

The Rosendahls were given a 60 day extension by Director Wells, and a week later paid $2 million more on September 9th, 2026 for a Powerball win. Two key pieces of evidence deleted by Mrs. Skaro and the Oregon Gambling Cartel. It was pretty shocking she left this proof visible of deleting all this information. She hid it from the Lottery Commission and public; and this is partially how the Winner List was deleted with no public debate or comments from the Lottery Commission. This fraud cannot get explained away by the Oregon Lottery. They can attempt to say I was never present, and no 8 minute testimony happened, but clearly I was present. Do you think I might have saved it? This is why I feel in danger for my safety when shit like this is being done by State employees.

This story has all the elements of a great book, future movie, Netflix series, or documentary. All the elements society gets excited to watch. Crime, mysteries, slots, gambling cartels, money and politics. Reality TV at it’s finest. The biggest and most powerful people in Oregon, Las Vegas and Delaware running a multi-billion dollar money laundering operation through slots sounds like something I would watch. Add in a sleepy Central Point, Oregon town, with a shadow industry of scalping 8007 state issued jackpot tickets smuggled to Salem each week for a 5 year period— turns it into the next Breaking Bad series for Vince Gilligan.

Everyone should go watch Kris Skaro on YouTube. A better character could never be cast for the role. Beautiful, intelligent, innocent and shy, in her soft spoken and welcoming voice—is one of the most informed and important members of the Oregon Gambling Cartel. She goes home to her young attorney husband, who walks the Oregon Supreme Court hallways, at the State Capitol during the day. A young ex cop and former FBI agent, with no gaming experience, is inserted into the Oregon Lottery and placed in charge of a multi billion dollar gambling Lottery business. This is Lottery Director Mike Wells (2023-Present,) who allowed the entire Shari’s Restaurant fraud, to happen on his watch. Learning the Oregon Lottery has hidden out the most influential gaming AI experts, Syed Hussain, since 2011, connected the dots for me. The only person with the skills, connections, and authority to rig the IGT software, wins, tickets, and Lottery drawing games in the nation, but specifically in Oregon.

I expected I could have 15 minutes of fame, then hopefully, fade into the background. I figured a big pay check would likely never happen for 5+ years for any class action lawsuit. The money needed to fund my time and efforts, I figured would come from a philanthropist or non government organization who had someone in Oregon harmed by the Oregon Lottery. There are countless suicides and addiction crimes caused by the Oregon Lottery simultaneous to Oregon being in a war to end drugs, addiction, and homeless. Oregon citizens do not need to be rocket scientists to know the Oregon Lottery is only hurting any efforts to help the elderly, addicted, and people in poverty. I thought somebody in the legal, media, political, or entertainment business would have me choosing how to spend my time. I was wrong. This is why Plan B is necessary.

Exposing a Gambling Cartel causing these addictions and society hardships seems like something one of Oregon’s wealthy individuals or the Republican party would support. Every State politician knows and has been previously emailed. No response and silence from Governor elect, Christine Drazan. My letter to her is getting read, but no calls. I didn’t really expect one. They have known for a year and are okay with 34 years of proven Democrat corruption because of the Lottery. The Cartel is controlling a political candidate and she dare not say a word. All she needs to do to win is expose Governor ,Tina Kotek. Maybe, she is waiting, so it cannot be forgotten by voters closer to November. If this is going to happen it is out of my control. This goes way higher than the Democrat Governor in Oregon. It involves the Republican party, Hedge funds, Israel, and the CIA. It seems like common sense you would expose your opponent if it would prove corruption, help people, get you elected, and end the Democrat reign. Drazan has refused to expose it.

The Oregon Tribes Are Silent

Similar to the philosophy build it and-they will come. My biggest unknown and hope was wondering if the Oregon Tribes would lead the crusade. I have proven illegal Lottery Class 3 technology, and a proven a cover-up in the Tribal-State Compacts, of this technology, done to compete against the Tribes. An intentional scam done to the Tribes, by Kulongoski, Ungar, and IGT, to steal slot players and gaming revenue from the Tribes. They have known and are silent. If the Lottery was closed they would have their slot revenues skyrocket in 10 large Tribal casinos. My findings are worth billions to the Tribes, but the Oregon Gambling Cartel has kept them silent.

Several Tribes, just received $55 million from Kotek, to develop the Willamette Falls project in 2026. A payoff and truce offering for the legal war she lost when the Ko-Kwel (pronounced Ko Keel) new Casino was opened last year in Medford. Wyden and Kotek, tried hard to protect the Oregon Lottery slot retailer revenues. They lost a multi-year legal battle to stop it. It opened without the approval of the Governor. Each Tribal compact is essentially worthless, after this casino opened.

I built it. But nobody came, thanks to an impermeable Oregon Gambling Cartel.

There is known illegal slot technology, accounting, racketeering, money laundering, and a shadow industry of crime still happening in 2026. The exact same corruption done by the mob to establish Las Vegas. The Oregon Gambling Cartel operates no different to how Las Vegas was run in the 1950’s into the 1970’s. It is much bigger crime, as 2000+ mini casinos were opened in every Oregon community by the State Lottery and IGT.

A Gambling Cartel run secretly and hidden from Oregon citizens since 1994. Everyone shrugged their shoulders in 1995, not knowing Kulongoski, Ungar, and IGT rigged the Oregon Supreme court decision of Ecumenical Vs. Oregon Lottery Commission. This decision over ruled a lower court and what every Oregonian knew. No casinos meant no slot machines, passed by voters 7 years earlier, when the Lottery was formed in 1985. One Governor, one gaming attorney, and the biggest gaming company in the world at the time did this to Oregon in 1992. It worked so well, these same individuals, illegally installed digital slots in 2005. The Cartel has silenced everyone since 2005 in Oregon. This funded the Democrat rise to power. $7.1 Billion dollars was borrowed and allocated by Democrats through Lottery Revenue Bonds since 1994. Most people do not know this fact because Oregon advertises them as Revenue Bonds.

I have intentionally not shared a considerable amount of additional proof discovered. My thought process was the information is worth a lot of money. It would be critical information in a court room— when Oregon citizens filed a multi-billion dollar class action lawsuit, led by myself, as the lead Plantiff. Millions of Oregonians have been harmed. Citizens may never see a dime from the State; however, the people and companies involved are not legally impermeable. Some have very deep pockets-such as IGT/Apollo Global, Aristocrat, and Light & Wonder Inc. , all offering illegal Class 3 games in the Oregon Lottery.

My thought process when I went public on August 20th, 2025, was the press would grab onto this story, similar to the Nick Shirley $9 Billion fraud story, happening in Minnesota a year ago. This is a bigger fraud in Oregon, by the numbers, and it was an intentional scheme planned and done by State employees and attorneys. Instead of Somalians, we have a bunch of rogue politicians, state attorneys, and a shadow industry of criminal schemes being carried out by IGT/Apollo Global and the Oregon Gambling Cartel.

All the money laundering is done by the State Treasury Department. The Oregon Lottery has been given a mission statement to maximize the net proceeds in State law. So, any previous State employee who may have raised these concerns, would be violating their job mission,—- apparently, deciding to look the other way since 2005, when illegal gaming technology was installed. The Governor, Lottery, Oregon Department of Justice, and Federal Authorities have been silent and known for since March of 2025, likely even a bit earlier, as I talked with a few Oregon gaming attorneys in 2024, who had a conflict of interest. All attorneys in Oregon have a conflict of interest. I have posted an advertisement for a gaming attorney to be rich for over a month on Sub Stack. No emails or calls. Attorneys willing to be silent when they should be able to easily win a multi-billion dollar civil lawsuit should have people asking questions. It should confirm to readers the Lottery and State are legally impermeable to any citizen harmed.

HERE IS SOME OF THE PROOF

Readers need to know the Oregon Lottery ONLY had jackpot slot prizes of $1500, $3500, $5000. or one progressive jackpot on Big City 5’s from 2018 to 2024. Any single win in one spin automatically caused the ticket to print instantly. Any additional wins in the remaining bonus games under $1200 stayed as credits in the slot machine. It took me a few years actively searching in the winner list database- and even I missed this obvious fact, as I researched the many schemes found related to Medford, out of state couriers, Australia, and the individual game wins.

There were hundreds of millions in faked, rigged, falsified, or impossible win sizes found in the Winner List Database between 2018 to 2025. It became very difficult to easily spot these prizes in 2025 because the Lottery began many new slot games where there are now multiple progressive jackpot prizes between $1500 to $25K. This was not true for the previous 6 years and I saved the evidence before it was deleted by the Oregon Lottery. I have hundreds of these screen shots showing evidence the Oregon Lottery was entering impossible win size jackpots in the winner list. Once I knew many prizes were fake or rigged based on the win sizes shown it became apparent the first name and initial for many of these winners was also a made up fake name. I found a $3K slot prize win next to my name never paid. It appeared to be a combination of fake prizes given to either fake names or a real person who won a Lottery jackpot previously.

The reason nobody else in Oregon figured it out is because the Lottery used some 1990’s database and made it impossible for anyone to generate any data reports from the winner list database. People could only see 50 wins per page and only could print the single page. I found 331 pages of $3K slot prize jackpots paid between 2018 to 2024. These were physically impossible since the Oregon Lottery did not have a slot machine capable of producing this win. Upon this realization, every odd number win is highly suspicious, knowing only win sizes of $1500, $3500, and $5000 should be seen most commonly. These jackpot tickets all came from one single spin. A variety of small numbers under $100 for other win combinations; in addition to the 3 jackpot prizes are possible, but rare. I personally have only won a $1500 and $3500 jackpot prize in the Oregon Lottery. This is how I figured it out and most people would never realize it unless they knew the Oregon Lottery slot machines and possible payouts.

While I could list many more attorneys in Oregon, who have been involved in racketeering and money laundering—violating their oath as a state attorneys and public appointed officials- we will just let these people squirm for awhile, wondering if they also have been discovered in my investigation. Yes, you likely have been caught. The Secretary of State Business Data Base confirms who owns all these Lottery retailers and the names of many attorneys using their State authority to harm and profit from their connections to the Oregon Lottery. Specifically, slot contracts have no value and cannot be bought, sold, or transferred for a value. 100’s of examples of attorneys profiting from illegal transfers were found in this business database. More Details of the Oregon Gambling Cartel

Today, the face and leaders of the Oregon Gambling Cartel, is current Governor (D) Tina Kotek and Senator (D) Ron Wyden. The Oregon Governor is in charge of the largest gambling cartel in America, when you combine the slot sales and jackpots of both the Lottery and Tribes. None of these slot jackpot 8% state taxes paid by citizens have been shown or reported by the Lottery.

There were no documents produced by Oregon showing the Oregon Lottery gave this 8% tax collected at Lottery payment centers, to the Oregon Department of Revenue. Hundreds of millions in taxes collected, but never shown on any Lottery Financial statement or reported received by the Department of Revenue. Another major crime-where it should result in the Oregon Lottery being closed.

Governor Kotek, is likely following the orders of attorney Senator Ron Wyden (D-Or), attorney and former Governor Ted Kulongoski, active gaming attorney Steven B. Ungar, and International Gaming Technology (IGT), who was bought for $6.3 Billion dollars by the second largest Wall Street Hedge Fund, Apollo Global, in July of 2025. IGT/Everi bought for $6.3 Billion.

On May 29th, 2026, the Oregon Lottery announced for the first time ever, after the merger was completed, the State Treasury has paid IGT approximately $3.2 Billion dollars since 2017 related to the gaming platform contract for INTELLIGEN CMS. Not one dime of this expense has been shown in any Oregon Lottery Financial Statement and it was paid by the Oregon State Treasury. Not one word in 20 years of Oregon Lottery annual reports disclosed the relationship with IGT, monies exchanged, the gaming technology, or any details. The only way a citizen would have known previously is to investigate who owns the 10,500 slot machines running in the Oregon Lottery.

I have known these slots were Class 3 illegal gaming technology, not allowed in Oregon gaming laws, since my investigation started in 2023. On May 29th, 2026, all my accusations related to a secretive, illegal, and very expensive gaming contract were confirmed in the annual meeting.

Governor Kotek, has sole authority over the Oregon Lottery and Tribal gaming allowed in Oregon. There is no state gaming regulator agency and the Oregon Legislator has ignored their obligation to regulate the Lottery for decades. The Oregon Lottery also hired every past large law firm or gaming attorney in the state confirming the Oregon Lottery is legally impermeable.

Upon any citizen successfully filing a lawsuit for being harmed by the Oregon Lottery, this would need to get handled by the State police and Judicial branch. These are State employees working for the Lottery. There is no press agency in Oregon willing or able to release or expand upon my big Lottery stories— because they also are directly paid and controlled by the Oregon Lottery.

Governor Kotek, caught red handed, in a major lie and cover-up in 2025, upon deleting the evidence in these databases. My investigation findings, known by her in late 2024, would have caused the Oregon Lottery to be closed.

The evidence of all the crimes, was found in the Lottery State agency databases for the Winner List and the Retailer Database. The Lottery deleted both in March of 2026. The governor signed HB3115 to make winners anonymous, end the visibility of scalped and rigged jackpot tickets already illegal, while promising to not delete the databases. She promised transparency- Here is proof of the lie:

This is the KOIN TV quote given by Governor Tina Kotek on May 13th, 2025, “As Governor, I believe that safety and transparency are not mutually exclusive and can be achieved concurrently. Given this, I will direct the agency to continue to make non-identifying winner information such as city and zip code readily available,” Kotek wrote.” I believe the Oregon Lottery will maintain strong oversight of the system, and thus I hereby sign HB 3115 into law.”

On September 24th, 2025, the Oregon Lottery deleted 5 years of data attached to the first name and last initial of each winner. In March of 2026, the Oregon Lottery deleted the entire databases, where evidence has been saved, showing the Oregon Lottery was involved in multiple illegal Lottery schemes.

The Lottery and Governor Kotek, deleted this evidence and transparency while failing to make any announcements on why this was done. The complete opposite of what was promised to a senior investigative journalist, Ted Sickinger, of the Oregonian/Oregon live in September 2025. My investigation also proved the Chief Editor of the Oregonian, Laura Gunderson, worked closely with the Lottery to ensure The Oregonian Cover-Up of the Oregon Lottery corruption.

The Oregonian’s, Ted Sickinger and Laura Gunderson, have recently been given national Journalism awards for publishing false data and many Lottery stories where they accepted credit for initiating HB3115- To delete the evidence in the Winner list and Retailer database. They teamed with the Oregon Lottery to hide several in-process crimes discovered.

My joint investigation, with Ted Sickinger, from May to Sept. 2025, was hidden by Laura Gunderson. She kept the secret for the Oregon Lottery. Gunderson then decided to write an article in July 2026, The Oregonian Cover-Up, to announce the Oregon Lottery and Legislature were a finalist for being the most secretive agencies in America.

Multiple criminal schemes were in progress most of the last 5 years:

1) 8004 Jackpot tickets were cashed from one small pawn shop, Cash Plus in Medford, Oregon. Regina Cantere was the mule, going weekly to Salem headquarters to cash many rigged and falsified jackpot tickets (Feb 2021-September 24th, 2025). The leaders of this large scheme have direct ties to the 71 slot retailers owned by Elmer’s Restaurant owner’s, Jerry Scott & Mike Chamberlin.

This corrupt attorney and politician, was former Oregon Liquor Cannabis Commission (OLCC) Director Rob Patridge, He started the 5 large pawn shops in Central and Southern Oregon, called Cash Connection. The investigation of these tickets proved many of them were rigged and cashed by Ms. Cantere. I proved they were coming from Cash Connection. I called retailers pretending to have a jackpot ticket to cash. I was sent to Cash Connection by a local Central Point Lottery retailer. I interviewed Regina Cantere in September of 2025, where it was admitted, she has been a long-time friend and knows Rob Patridge.

Today, while confirming the information found in the link for Mr. Patridge, a new discovery was found, indicating his role in the Oregon Lottery corruption may go deeper than having his family pawn shops sending rigged and scalped jackpot tickets to Regina Cantere’s Cash Plus pawn shop. it is located a block away, on the same street, in Central Point. Here is the quote I found today, proving he has direct links to Deloitte Consulting LLP, who just received $25 million in 2026, per the May 29th, 2026 Oregon Lottery annual YouTube meeting seen.

Deloitte Consulting- Directly tied to IGT/Apollo Global is who claims to audit the Operations of the Oregon Lottery. Deloitte is also part of the Oregon Gambling Cartel. Mr. Patridge also has admitted a relationship to another member of the Oregon Gambling Cartel- Oregon’s State retirement fund PERS. The whole reason to start the Gambling Cartel was to find a new revenue source for the under funded Oregon Pension system for State employees.

I have served as the elected Klamath County District Attorney and Chair of the Oregon Liquor Control Commission, which regulates recreational cannabis, alcohol and Oregon’s container recycling program.

Previously, I was elected for three terms as an Oregon State Representative where I served in positions of Majority Whip, Chair of the Public Safety Sub-Committee of Ways and Means, and as Co-Chair of the Joint Legislative Committee on Information Management and Technology. I have also been the President of the Medford City Council and served as the General Counsel and District Director for U.S. Congressman Greg Walden.”

2) Counterfeit sales and unsold scratcher tickets being claimed as revenue by the Oregon Lottery. This fraud was admitted by the Oregon Lottery and ended in April 2026. After the admission and revising the 2026 scratcher sales the Lottery went from sales being up 12% in 2026 to down 7% instantly. Approximately a $7 million dollar swing in sales. In July 2026, Scratcher sales it was announced sales are now only slightly down for the year.-More false accounting happening to end the fiscal year June 30th, 2026.

3) Australia Money Laundering between 2023 to May of 2026. This fraud continued for over 2 years after being told to end the out of State drawing and scratcher sales to the The Lottery Office and TheLotter. They ignored the request from the MUSL to stop, ignored the Texas Lottery Commission being fired for this fraud, ignored the Oregonian articles written by Ted Sickinger on the fraud, ignored all of my letters submitted and video testimony given to the Oregon Lottery Commission, and then voted to allow these Australia sales to continue on October 31st, 2025. It took 38+ Lottery public comments submitted exposing the information discovered in my in my joint investigation with Ted Sickinger, before the Lottery had no choice but to ban all future sales.

When Lottery Director Mike Wells, gave the one Oregon retailer, Game Store LLC, previously known as Pit Stop BBQ, a 60 day extension to any rule making decision, everyone expected a ban of these Australia sales in September of 2025. A week after receiving a 60 day extension, Game Store received one more $2 million dollar Powerball win on September 9th, 2025. This corruption alone should have had every Lottery employee and Commissioner fired. It took 38+ public comments submitted by myself since January 2026, forcing the Lottery to add an amendment in May of 2026 to end these sales where over $11 million in jackpots and many more millions in commissions paid to Dani Rosendahl were halted. Of course, no consequence or open discussion of this fraud ever happened in any past Lottery meeting seen on YouTube monthly.

I personally am responsible for ending all three of these above crimes. I have yet to receive any credit by anyone for ending over $50 Million in money laundering, falsified prizes, and racketeering when all of these schemes were ended because of my undeniable proof of fraud submitted to the Lottery Commission.

5) DraftKings and jackpocket.com. Illegal Igaming and more corruption than I care to write about. These prediction markets, Sports Betting, and illegal on-line social gaming lawsuits are currently on-going in dozens of States fighting Kalsi, Polymarket, and DraftKings. They are trying to avoid taxes and regulation to offer expanded gaming not allowed in many States. DraftKings/IGT have had sole control of the Oregon Lottery preventing any outside competition in Oregon. DraftKings is a member of the Oregon Gambling Cartel.

6) The Oregon Lottery teamed with IGT employees to open a Data Center for the INTELLIGEN CMS gaming data. It was also discovered IGT is currently replacing Oregon Lottery State employees who are required to run the Operations of the Oregon Lottery. She was working as an entry level employee for the Department of Human services making $40k in 2019. She then married an Oregon attorney in 2019 and was given a key role in the Gambling Cartel. Sen. (D) Ron Wyden is a powerful long-time Oregon Democrat Senator. He has not been mentioned in any of my past stories.

Today, with no admission from him or an interview, I can confidently declare Sen. Wyden is a member of the Oregon Gambling Cartel. The Oregon Lottery corruption is unmatched in the history of gambling. A multi-billion dollar money laundering and Ponzi-like scheme funded by $7.1 Billion in Lottery Bond debt obligations.

The State Treasury money launders billions each year of Lottery funds, inflates and falsifies the slot net proceeds and prizes paid, so the Treasury can sell more Lottery Bonds to cover-up the falsified net proceeds. The Iraq Mystery man from Baghdad wins $6.4 Million Oregon Lottery jackpot. The Eddie Tipton Story known as the Hot Lotto fraud scandal. The Texas Lottery and Australia corruption led to the firing of the Lottery Commission in 2025. The Texas Rangers, a division of the Department of Public Safety, are currently investigating two jackpot wins — including the $95 million win — as well as courier operations in Texas. This investigation has been on-going since 2024, while this same Jackpot ticket and money laundering scam was ramped up in the Oregon Lottery between 2023 to 2026.

The obvious links between attorneys Wyden, Kulongoski, and Ungar go further than a shared political party and law degree. These are the founding leaders of the Oregon Gambling Cartel officially formed in 1992, upon installing illegal casinos in 2000+ bars, restaurants, and strip mall locations in every Oregon community.

34 years of Democrat Governors since 1992. Kulongoski hired Ungar as his Governor campaign manager in 2002, Kulongoski was elected Governor from 2003-2012. Ungar, who sold Oregon VLT slot machines in 1992 then goes on to control and run the Lottery, from basically 1992-2013. Ungar remains an active gaming attorney in Oregon running his own law firm. His daughter controls a large SEIU union today. Digital slots were then illegally installed in 2005 by these three knowing the new technology was illegal in State laws. 21 years later, no slot machine technology or false marketing laws related to slots have been updated.

The Oregon Lottery has never released any information sharing our State Lottery hired one of the most recognized rock stars in the gaming industry. IGT has him placed as the longest board of director officer in the history of the International Gaming Standard Association. One of the most prestigious positions available to any gaming industry member. Mr. Hussain was removed from Lottery annual reports showing key employees in 2023, upon the arrival of Director Wells. The Lottery marketing department since 2011, or any Oregon press agency since 2011, released any stories to promote or brag about Mr. Hussain.

Jeffrey Epstein won a $85 Million Powerball in 2008, 2 days after going to prison. This story was hidden by all main stream press until it was exposed in the. Epstein investigation in March of 2026. Eddie Tipton Lottery employee rigged many Powerball drawings. TheLotter.com , has been banned by most Lotteries, and multiple proven rigged drawing game wins such as an Iraq man winning, the Texas and Oregon scams the MUSL requested be shut down (The MUSL is also in on it and a suspect).

You will see Oregon has employed only 440 employees,+ or -, over the last 20+ years, while creating Billions in record slot revenue for Oregon. Well, everyone knows it is a lie, but ignored by everyone since 1994. The obvious truth, upon a deep investigation of the Lottery structure, is MANY, other state agency employees, such as Police, Mental Health, Administration, Treasury Department, Secretary of State, Judicial, AND out of state gaming companies work for the Oregon Gambling Cartel Lottery. They provide likely double this number of jobs, but never shared by the Lottery. Most of these costs are NOT shown in any Lottery commentary disclosed in the last 20 years of annual reports- requiring all large material facts to be shared with Oregon citizens and Bond investors.

I am likely the only private Oregon citizen, or Lottery watchdog, who understands what this job posting means to Oregon. A citizen would need to know IGT has never previously done this job— The state Lottery currently hires and employees account managers. iGT currently provides no Lottery jobs in Multnomah County, or at least this is what has been advertised. This would be one of many, servicing the estimated 750 Multnomah county slot retailer accounts- out of the 1800 in Oregon. Another 2000 Lottery retailer accounts at gas stations and food stores, also need to be serviced.

Most people would not catch this major announcement because the job posting never once refers to the Oregon Lottery in LinkedIn. Within Indeed, the job description refers to working with a State agency (the Oregon Lottery).

A person needs to know IGT’s only role in the gaming industry is to provide State’s with IGT’s monopoly Lottery technology called INTELLIGEN CMS. In all other Lottery states in America, IGT does recruit new employees to support Lottery operations they run. In Oregon, IGT supposedly does not run operations. This was confirmed May 29th, 2026 in the annual Oregon Lottery meeting seen on YouTube.

The reason this announcement is huge is because it confirms what I have suspected, but had no proof. Everything between IGT and the Lottery is top secret information. This is the first confirmed IGT employee working in the Oregon Lottery operations. Upon cross checking with Indeed jobs, I then found additional proof IGT employees are working in Lottery operations.

Running the Oregon Lottery operations is a massive job. No other State Lottery wants anything to do with this highly expensive and risky job. These states only regulate and collect a portion of the gaming profits and jackpot taxes. The IGT highly advanced technology, slots or VGT’s, and gaming software are linked in a remote location at the Salem Headquarters new Data Center. Also admitted for the first time ever to exist in May of 2026 by the State of Oregon.

The reason this unique IGT relationship and cover-up exist:

1) The Oregon Lottery now could use non-customary gross receipt accounting. This is how the Lottery inflated revenue to sell bonds. Any jackpots created by the Lottery becomes revenue using this very unique and undefined definition of gross receipt revenue. Customary accounting is provided by IGT in all other State slot Lotteries and in Canada provinces-through a IGT module called IGTAurora for State monitoring and reporting.

These states have no access to the highly advanced IGT gaming platform data used to harm citizens and control the slot outcomes- called INTELLIGEN CMS. This marketing stunt will prove to be the biggest mistake of any gaming company in the history of the world is my prediction. The State of New York wants $36 Billion for knowingly providing an illegal game in a State Lottery. This IGT article should cost Apollo Global at least $36 Billion someday to Oregon citizens. Maybe, even enough to pay off the $7.1 Billion in Bonds outstanding. Maybe enough for a few attorneys to become very wealthy, upon every Oregon Citizen getting a huge settlement check while harmed intentionally by the State of Oregon.

2) This class 3 IGT gaming platform is illegal in State gaming laws and rules. It is not even debatable on whether it is illegal. The old Video Lottery Terminal State laws written into law between 1991 to 1994, are grossly outdated in 2026. They cannot be updated to allow Class 3 Vegas and Tribal slots within the Lottery because this would be an open admission to fraud since 2005. It also would have to be passed by the Oregon Legislature where the State would be announcing an expansion in gaming the Oregon Tribes and many citizens would oppose. It would never pass. This is why Governor Ted Kulongoski, gaming attorney Steven Ungar, and IGT did it illegally in 2005.

3) The only way to meet the 1985 Lottery State mandate requirement the administration and operation of the Oregon Lottery must be 16% or less of revenue. Gross receipt accounting has been called “Revenue” claiming the Lottery operates at 3% to 4% of gaming revenue. Slots operate at 100% of any actual player losses or real revenue, if the prizes were actually paid.

The State currently has slot machine expenses exceeding the actual player losses. This was proven true very easily by using published IGT slots return to player in the New York Lottery. It is a big revelation, proving the Oregon Lottery and IGT falsified approximately $5 billion of the claimed $16 billion in prizes in FY2021 to present.

4) While there are many other devious benefits of running Lottery Operations;-Such as handling and controlling the cash and prizes. IGT does this in all other State Lotteries. The motive and primary reason the Oregon Lottery runs operations is to money launder Billions of dollars through the State Treasury, falsify and inflate the net proceeds, to sell over $7.1 Billion in Lottery Bond debt obligations. The funds allocated by our Democrat Governors since Lottery Bonds began in 1994. No budget since the 1990’s could have passed without these “Lottery Funds”.

If IGT runs operations they perform ALL accounting, operations, data centers, cars, ticket redemption, and Lottery retailer contracts. Oregon claims to do all this for IGT. Not hiring IGT to run the Oregon Lottery operations would appear to be a major cost savings for IGT to offer the gaming platform. The truth is Oregon is paying just as much for INTELIGEN, $400 million per year or approximately 33% of the slot machine profits reported. There are no cost savings to Oregon by not allowing IGT to run operations.

In May of 2026, IGT/Brightstar/Apollo Global just signed a new multi-billion dollar contract with the Oregon Lottery. This is the $400 million estimated cost admitted on May 29th, 2026 in the annual Lottery meeting seen on YouTube. The contract, costs, and technology never admitted in any previous press or Annual Lottery statements financials or comments. The attached job posting is clear evidence of yet one more HUGE cover up by the Oregon Lottery and State of Oregon. My Lottery stories have shown the Oregon Lottery has no way to fix this illegal, secretive, and hidden estimated $400 million dollar per year. Oregon is the only state in America claiming to run IGT’s technology for them. Supposedly, to create jobs in Oregon and save money versus paying IGT to do it.

This has never been a debate or question to me in the dog and pony show, with multiple lawsuits, in process right now. The State’s will win this battle. While this prediction certainly is not written in stone yet-America is going to hell in a hand basket, if the outcome is different, and States and Tribes lose.

Per Brian Quintenz, Senior Board member for Kalshi, in a CNBC interview July 31st said, “There is no Federal law defining “gambling.” Wall Street iprediction markets receive Federal regulation done by the CFTC. States offer and regulate sports betting and similar related gambling products.

My short article on the saga is to point out how this will impact Oregon and each citizen from this $36 Billion dollar suit they will someday win.

The lawsuit will determine the financial consequences of offering an illegal gambling product harming the State’s citizens. Sound familiar? This is exactly what has happened and been done by the Oregon Lottery.

The Oregon Lottery, IGT Brightstar/Apollo Global, DraftKings, Jackpocket.com, TheLotter, and many others, have offered illegal predatory technology against State gaming laws in Oregon. Exactly what Kalshi has done to many States.

While people may get confused on the accusations, in my stories of money laundering, racketeering, and the cover-up—these are different lawsuits someday. The proven and undeniable fact is all these companies offered illegal gambling products violating existing Oregon gaming laws.

In my mind, a multi-billion dollar fraud in Oregon, deserves a class action lawsuit, where anyone harmed would be participating in a multi-billion dollar settlement. I still believe this is true. The New York suit today proved it. If someone asked my guess, or opinion, I would have predicted a $6 to $10 Billion lawsuit. Not $36 Billion! It may get settled for a lot less; but now we know there is huge liability in offering illegal gaming harming people.

This revelation should have people watching my stories very closely and wanting to join me in ending the Oregon corruption. The shocking part of Oregon’s gambling crimes is there is no attorney able to file a lawsuit against the Oregon Lottery today. There are now Billions of reasons for an attorney to sue all these companies. Maybe a struggling sharp attorney in Oregon, who does not work for a large law firm, will read this article, and decide to become a billionaire. This person exists, and I am confident will find my SubStack account someday.

It is all very ironic to me. New York gambling is run by the New York Lottery. There 10 large Lottery casinos run by Everi, who is a partner subsidiary of IGT, before being purchased for $4 Billion in July of 2025. New York uses the IGT gaming platform called INTELLIGEN CMS, just like Oregon. Without this monopoly technology in every state Lottery in America—No State could offer scratchers, drawing games, slots, Lottery casinos, etc.

I believe the State of New York may win $10 Billion+ and shutdown Kalshi’s sports betting. The ironic part is New York and Oregon, along with Apollo Global, just created the precedent on how much money they will owe to settle their own future lawsuits for offering illegal gaming in the State Lotteries.

The proposal to amend retailer compliance actions (OAR 177-040-0118) is almost comical. My first question: Who exactly would be the regulator to determine if leaving a Lottery retailer open after a violatiion? I believe this would be director Wells. It is comical because I know for a fact there were SEVERE non-compliance to retailer rules the last 5+ years. The Shari’s fraud where it was admit by Melanie to the press they had an insufficient funds notice in May of 2024. Mike Wells ignored this retailer violation and then you kept the slots running until the Lottery/IGT/MGG/United Gaming fraud was ended upon closing 6 months later.

This rule proposal is a joke because the Lottery is asking the Lottery commission to loosen regulation when the Oregon Lottery is involved in a multi billion dollar fraud with many outdated or false gaming laws (these retailers are being asked to follow as law and fact by offering Class 3 gaming in these private locations.)

It is a joke because the Lottery just deleted the State’s public winner list and Retailer database in March of 2026. Less transparency to known schemes this same commission supposedly allowed to happen. (While never saying one word about it any annual reports, press releases, etc.)

It is a joke because while you’re highly aware of my proven facts and investigation of fraud happening in 126 retailers, owned by 3 small groups, (You call them Tier 1 now). While you have less transparency, known schemes, and many retailer violations the Oregon Lottery has the cow balls to propose more flexibility to commit more fraud and make it appear to be legalized in future investigations. It is presently illegal and if you now suddenly want to appear like crime fighting warriors to demand accountability to the retailer contracts- You better clean your own house first.

It is a joke because as Kris Skaro presented the rule change she never provided any specifics to the past rule and situations where retailers were harmed due to the Oregon Lottery’s strict rule to terminate a contract. Obviously, this is yet one more slick cover-up attempt to past non-compliance and failing to address situations related to the integrity, fairness, and potential harm to the public. I do like the last line in the new rule. The contracts could terminated by the Lottery based on the public perception. Does this rule apply to the Oregon Lottery and IGT.

My perception is the Oregon Lottery has failed to perform 50% of your mission statement to offer games commensurate to public good. The public would like to know what violations in the past happened broken into all these new categories created. This new process relates to morals and accepted business practices in Oregon. If the Oregon Lottery wants to make new rules for NGO’s and all the many organizations handling “Lottery Funds” you now have a template in this new rule proposal. My suggestion is go to the Legiislators (The Oregon Lottery supposed regulator who has been missing in action for years) if you want to make it morally and legally acceptable to minimize the consequences for violations to State contracts.

This is the challenge faced in providing a 180 degree different view of what we thought, or were told by the casino industry, for decades related to the old technology.  So many myths people still believe true as the technology evolved.  There is no regulation from a neutral unbiased authority allowing this false marketing.

The marketing module you reference, receiving money each spin, would be one way to describe what is done, but not really.  It is called a “hold percentage” where most states do require tracking of “hold percentages” internally and a process upon any machine exceeding a 4%.  All Tribal casinos are given the rules on this class 3 technology, including hold percentages.  The Oregon Lottery fails to disclose, track, or report any hold percentage and you will not find the term in any Oregon gaming law.

The “bonus” technology is not just a pot sweetener.  This is how ALL casinos and the new games almost exclusively use the “ Bonus” to create the customized entertainment experience.  Using AI, facial recognition, and machine learning the software is tracking individuals and many internal history events on the when and who of any bonus. 

The symbols do not generate the associated win or false win.  Algorithms have been written where each slot game now has MANY algorithms to be selected depending on the data collected.  When digital slots first started all games had one algorithm and one set payback percentage.  It was a process to change this chip manually in the slot machine if you wanted to change the payback.  Meaning change the algorithm.  Upon adding many algorithms within the same payback percentage setting it no longer required this previous manual process.  

I apologize for thinking you invented Gamification, but this is exactly what has been done in all these games.  Higher bets, more frequency, player interaction, leading to the “zone”.  The new technology really is not a smooth ride anymore.  It is highly volatile where the normal and low betting players are losing faster. The “value” or “frequent” players, usually using a reward player card, are able to receive manipulated large wins.  It is an investment in most cases to retain customers and bring them back.  Wins early in a visit or at the end upon large losses.  The player card is linked to the casino management software.  The trick is to say they are not physically linked inside the slot.  This is true.. they are linked in the software controlling the slot outcomes.

Yes, in a normal time period, with normal play, utilizing the normal algorithm, players can eventually win in this algorithm…after large losses.  Meaning when a new algorithm, with a known short-term outcome is automatically done by software it provides the RNG with a programmed input.  This is how you control the RNG and make it appear random.  The old truth, before this switching and linking of data and software made people believe there was no way to influence short-term outcomes.  Most people, even working with the industry, believe this old myth and happily share it with anyone who asks.  

Sorry to get off track on the slot industry, and what I am sharing is phase 2 or 3 of trying to educate people on how slots really work.  My idea for phase 1 is to expose the slot and IGT corruption in Oregon.  It is proven Natasha and this is a national Al scandal.  

Oregon is inflating the slot revenue, and other games too, by generating jackpot tickets, never actually paid to anyone.  There also were multiple schemes indicating rigged jackpots were also entered in this State winner list database.  I saved all the screen shots and reports printed.  My investigation and catching them in the schemes caused the State to pass HB3115 to delete this database. It was only suppose to make winners anonymous and my 35 public comments directly to the lottery caused the entire database to be deleted in March of 2026.  Not a word has been said by any press or Lottery.  

Something big occurred to me last night.  I know Oregon is inflating revenue by falsifying prizes so the State could sell billions in Lottery Bonds.  I do not think this is happening in any other Lottery because they all use normal slot accounting where this would be detected.  My new thought is I wonder if the large Hedge Funds and casinos may be using a similar strategy.  The steady incomes reported from slots by most make me wonder if their reported numbers are also fake.  Their motive is obviously their stock price and borrowing more money.

These catchy mafia names to become famous on YouTube may land these guys in a lot of trouble. Jail time trouble. Mr. Handpay shares he submitted an on-line Federal Trade Commission (FTC) complaint.

The story released by Mr. Handpay (very popular slot channel and influencer) exposed the dark under belly of the predatory unregulated shadow industry designed to manufacture gambling addicts.

Hundreds of new slot channels exist in America where millions can watch YouTube videos of influencers playing the most popular high-limit slot machines. ALigator Capone, and his two buddies, went from low-rolling in early videos, to suddenly making bets of $5000 per spin (accidentally hitting the wrong bet size versus $500 a spin)- pretending to be wealthy influencers.

First, I want to thank Mr. Handpay, for exposing corruption he knows is harming people. His reason for inserting himself into the scandal was to protect the hundreds of slot channels playing real money in real casinos to build their follower base.

The long video released by him is exposing the paradigm shift of where the slot influencers are now being greeted with open-arms by the casino industry since the pandemic. Previously, casinos would not let anyone film slot play. 5 years later, these same casinos, are throwing jets, free play, group pulls, and just about anything you could think to ask. It is unregulated marketing to manufacture gambling addicts.

5 years ago, the Oregon Lottery slots, had a max bet size of $2.40 per spin. In a never publicized action, the Oregon Legislature unknowingly, allowed the Lottery to just deleted the State mandated law of $2 max bets during this period. Today, $5 max spins in slots with $30 scratcher tickets are now allowed. Soon to offer $50 to $100 scratchers, with NO debate or process to pull it off.

Many addicted gamblers watch these slot channels as therapy to sooth the craving to visit a casino when they lack time or money. While an argument could be made these YouTube creators have prevented or ended some slot addictions, this would be a very small number. It is an eventful trigger for most addicted while training our future max bet pushers who are in high school and college.

While I am certain we will all be entertained by a few young men throwing their life away to get a like and subscribe—this goes to the root cause of how you manufacture a gambling addict. I can guarantee, ALigator Capone, and his mafia side-kicks will never satisfy their desire to gamble by low rolling a real $2 bet on a slot machine. The drug is higher bets- more risk -to scratch the itch; regardless of your checking and saving account balances.

Excellent comment, writer of belonging! Highly informative to me on how an educated and concerned citizen has interpreted my stories. I know my biggest struggle with this amount of corruption happening is reaching an audience and writing about the issues citizens can care about and understand.

The reason the State wants to be involved in an illegal Ponzi scheme is a bit misleading. To my surprise, I learned it was one corrupted two term Governor Ted Kulongoski, gaming attorney Steven Ungar, likely a current Oregon State Senator, and IGT/Apollo Global. One person did this to Oregon and every future Lottery employee, judicial branch, and legislative branch followed the orders of the Gambling Cartel since 2005.

I did not know about DMS 5 new classification-thank you. I read a Linkdln post yesterday from a Casino owner, defending their dedication to prevent problem gambling say, “Only 2% of gamblers are addicted”. We know it is 80%+, but all the data the public receives is usually false from most problem gambling organizations paid and controlled by the Lottery.

The reason they are borrowing against future losses is because this gives the gambling cartel control in Oregon to fund their priorities. A cartel of many corrupted attorneys and media to pull it off. It is pure evil unregulated illegal slots. They cannot make them legal because updating State laws to allow the technology would require IGT to run operations with customary slot accounting. If/when this did happen the Lottery would lose about a billion per year in Net Proceeds needed to sell more bonds. The whole scam was done because the State had no way to pay for State employee promised under funded PERS retirement.

DraftKings was allowed to be the sole provider of sports betting, now being redefined as prediction markets and also illegal IGaming now happening in Oregon. This was done right before COVID in 2019 where 100% of the profits go to PERS.

On September 24th, the Lottery Commission had just held their monthly meeting, and implemented a new anonymous winner law- HB3115, and signed by Governor Kotek, in May of 2025. Several of my past articles go into details of this corruption.

The State needed to delete the evidence of fraud- and, this was how the winner list data proving corruption was deleted. The Lottery deleted 6 years of data, and the first name, last initial, attached to this data on September 24, 2025. Exactly, what they told Senior Investigative reporter, Ted Sickinger, would not be done by the Lottery.

The last year of data, was left in the winner list database between September 24th, 2025 to March of 2026. The entire database was deleted in March of 2026, against state laws, and it now has been almost 5 months with no press or Lottery announcements.

There is ZERO transparency to any jackpot wins in Oregon; unless, the Lottery decides to share a winner story. The Lottery then decided to delete the public accessible Retailer Database sharing sales and commissions for each individual retailer. This was deleted in April of 2026. All the past fraud has been deleted (but I have much of it saved).

In Mr. Sickinger’s last Lottery Story released September 26th, 2025, (which nobody can read the end of the article; unless, you pay the Oregonian to see it), he slides something past his corrupt Oregonian editorial board, who approves and edits each article. I won’t copy or promote the Oregonian by sharing the link; however, Mr. Sickinger, wrote a Lottery official claims no data will be deleted from the database. Only the first name and last initial, according to the Lottery, around September 12th, 2025, would be deleted—according to this interview with the mysterious Lottery official.

It is unknown if Ted Sickinger checked the winner list database- and, found out all the data was deleted 2 days before he released his article. It is my belief he knew and was on team “Pete” after our 5+ month long investigation proving many new things together. I would find rigged prizes, email them to Ted, and he would do his best to get some admission out of the Lottery. This game went on for a few weeks in late August.

When I found another $2 Million rigged win was paid through the Australia scam, Ted had written previous stories, I immediately called him. With this final bit of proof, knowing Lottery Director Mike Wells had just granted this Australia company and one Oregon Lottery retailer a 60 day extension, prior to providing the final ruling on banning sales to out-of-state third party Lottery Couriers.

10 days after granting this extension, another $2 Million win was paid to Dani Rosendahl, who owns Oregon retailer Game Store in Portland, Oregon. We proved the Game Store LLC, was only opened as a cover-up. The Rosendahl’s, Lottery, and Australia were fully exposed in 2024 by Ted Sickinger. He knew the Pit Stop BBQ was sold in a cover-up attempt of this Australia corruption after being told to stop the sales by the MUSL Lottery association. The Texas Lottery, in 2025, fired the entire Lottery Commission, for this exact same fraud done in 2023 and 2024 in Texas.

What most readers do not know is I had created a YouTube channel called Slot Watchdog, where over 30 videos were made by myself exposing the corruption. The Channel was mysteriously deleted with no warning on September 30th, 2025. My biggest watchers were the Oregon Lottery employees is my suspicion.

I found the hundreds of millions in falsified winner list data entries in late August and September of 2025. It was a cat and mouse game, where I made multiple videos showing the Lottery deleting millions of the fake, duplicate, or impossible wins just days after my original video exposed it.

This background story is necessary to understand why the Lottery changed their minds and decided to delete the data a few weeks after they said it would not be done. A few weeks after Governor Kotek, promised in May 2025 upon signing HB3115, for continued transparency.

You also would need to know I have submitted 35+ pubic comments directly to the Oregon Lottery Commission through the on-line website since January 12th, 2026. These comments and this slide show created September 27th, 2025 are why the entire winner list database was deleted in March of 2026. Hopefully, readers can see it alright as a copy/paste. There is a lot of information on these slides for people unsure or wanting to see proof.

Readers must know I worked directly with the Oregonian’s Senior Investigative journalist, Ted Sickinger from May 2025 to September 2025. I called Ted Sickinger, to tell him his big article used false data, the real biggest winner was Regina Cantere, and his reported biggest winner story used false data. Both Ted Sickinger and Laura Gunderson know his Lottery stories were false and State-run media.

Thanks to Gunderson, the Oregonian never released my investigation findings or my name to the public. The last Oregonian article released by Ted Sickinger was September 26th, 2025. I received an email from Ted Sickinger letting me know the Editorial Board was “outraged” at his original article sharing my name and facts we proved in a separate investigation of the drawing games and winner list. She then delayed the release of any new article for over two weeks until the Lottery Commission formalized new anonymous rules on September 24th, 2025. Had the Oregonian released a timely and factual article the winner list would have never been deleted.

When reading this letter from Laura and Ted please use your critical thinking hat. Why did Laura release this opinion editorial article versus have a reporter write a front page story? Could it be a cover-up to minimize the legal liability?

Although this article, in my opinion, was the Oregonian’s attempt to re-write history and minimize liability it does serve a very useful purpose in exposing the Oregon Lottery corruption. What this article from Gunderson proved is the State of Oregon judicial, executive, and legislative branches of Government have failed and are guilty in the cover-up of Lottery corruption. The Oregonian is fully aware of inflated Net Proceeds, falsified prizes, money laundering, and all the associated crimes to harm Oregon citizens through predatory Lottery slots in 1800 Oregon Restaurants, Bars, and strip mall casinos.

Oregon nearly wins for keeping its secrets

For most journalism awards, news organization nominate their staff or a particular piece of content, whether a story, series, video or photograph.

But there’s one infamous prize administered by the Investigative Reporters and Editors that allows us to make nominations for "the most secretive public agency or official in the U.S.”

The Golden Padlock contest is obviously a bit tongue-in-cheek, but it highlights the ridiculous efforts public officials and agencies take nationwide to block the public’s right to know how their tax dollars are spent.

The award “is a notorious distinction for government secrecy, an award that recognizes the quiet, time-consuming battle that journalists often face in their quest for public records at the heart of many great investigations,” said Brad Schmidt, The Oregonian/OregonLive’s content director who submitted the entry.

And this year, The Oregonian/OregonLive’s nomination of the Oregon Lottery and the Oregon Legislatureplaced as a national finalist.

The agency and legislative body made the top four for “making sure an explosive scandal like the one The Oregonian/OregonLive revealed would never tarnish the state lottery’s reputation again — by enacting a secrecy provision covering the very records reporters used to bring the scheme to light.”

In 2024, reporter Ted Sickinger analyzed a database of past lottery winners and delivered a series of stories examining questionable ticket sales. One delved into an Australian company’s scheme, which blatantly violated interstate lottery rules that Oregon Lottery officials ignored to boost revenues.

Another examined how so-called discounters or ticket aggregatorsbought winning tickets at a steep discount from the original winners. They’d cash them in for face value and profit from the difference.

The scheme allowed the real winners to avoid child support or other debts to the state.

After the stories published, state lawmakers drafted proposals to block that practice and several others. Thing was, they also added a provision to keep future winners anonymous, unless they consent to being named publicly.

As the award presenter recounted in June, “thus making it difficult – if not impossible – for reporters to see if reforms are working and hold governments to account.”

“This one’s good. Begrudging respect on this one. This is innovation,” said Robert Cribb, chair of the award’s committee and director of the University of Toronto's Investigative Journalism Bureau as he led the ceremony in National Harbor, Maryland. “Solid nomination from Oregon.”

Sickinger said he was glad that IRE, like us, recognized “the utter absurdity of this outcome,” adding that lottery officials never provided any examples of winners being doxxed or otherwise harassed because of their names being made public.

“The lottery is obviously a major revenue generator for the state and it’s largely unregulated beyond the commission that oversees it,” he said. “Lawmakers don't want to kill that golden goose, but sunshine is the best way to ensure these games are being run fairly and no one is manipulating the system.” 

It was tough competition for Oregon, which faced off against the Louisiana State Police; Allegany County, Maryland, and its attorney, T. Lee Beeman Jr.; and the City of Chula Vista, California.

Ultimately, Beeman and Allegany County won the award – a massive, mounted padlock – for withholding a report showing a police officer admitted to exchanging inappropriate messages with a 17-year-old girl he met at a community policing event in 2015.

As always, the winners were invited to the luncheon. IRE officials said Beeman did not respond.
