But that Sunday, as I sat down with mine, Rachel was on the front page.

The story I read, my hand clapped over my mouth, had a clear beginning and an ending. There was an arranged pickup at 3:00 p.m. By 8:15 that night, she had been found dead.

What the newspaper could not tell me was what happened in between.

Around 2:45 p.m.: Back on Land

At 2:45 p.m., this was merely a girl watching the time. She was fourteen, juggling time with friends against sports obligations. Time on the water had stretched too close to an ordinary parental deadline. Independence and self-reliance governed our teenage freedom back then. You had to be independent. This was three decades before cell phones were in every adolescent’s grip. You had your Timex or, if you were lucky, a Swatch. Most of us practically spent every waking hour outside and just needed the sun.

Rachel and two of her girlfriends, Erin and Maddy, were invited to meet two male friends whose names have never been made public. One of them had access to his family’s 12-foot Boston Whaler. There was absolutely nothing unusual about a teenager operating the boat. That is a tradition that continues in Jupiter today.

They spent the cloudy day doing what many of us enjoyed: kneeboarding. It’s a lot like skiing, except falling hurts a little less since you tend to tilt sideways. The same amount of water goes up your nose, though. By all accounts, the day was filled with typical South Florida fun.

Erin said Rachel was acting like her usual self, bossing everyone around and being the center of attention. At one point, Rachel fell off the kneeboard, and the boys kept the boat going for a bit, pretending the person watching her had not noticed. That left Rachel bobbing in the water while she waited for the boat to circle back. When they finally returned, she was furious. Her anger faded to annoyance, and then to laughter. Erin summed it up: “We had a blast.”

A completely normal teenage day.

Rachel loved softball and was a talented second baseman on her team. She and her mother, Andrea, had committed to selling pancake tickets door to door as part of a team fundraiser. They planned to meet at Carlin Park at 3:00 p.m.

Here is where a little Jupiter geography matters.

Jupiter, in 1990 as it is today, had two main beach parks.

To the north lay DuBois.

Carlin Park had the beach, picnic areas, and ballfield, but it did not have a boat ramp. The girls first had to get off the boat at Zeke’s Marine, adjacent to DuBois, and then make their way south to Carlin.

Rachel and her friends said goodbye to the boys and set off on foot.

The distance was about a mile, through coarse sand, and Rachel had only about fifteen minutes. For an active athlete like Rachel, the distance was surely manageable, even on a windy day, but it did not leave much room for delay.

Maddy needed one.

The Split

The exact time is not known, but Maddy said to the group, “I have to go to the bathroom.” Rachel, worried that the stop would make her late, said she couldn’t wait. Erin stayed with Maddy and headed toward the public restrooms at DuBois Park.

Erin later described Rachel spinning on her heel and, with a flip of her hair, continuing south down the beach toward her waiting mother.

That is the last known observation of Rachel by Erin and Maddy.

For much of the walk, Rachel was still on an open stretch of beach. Condominiums rose just inland, the ocean was beside her, and there were long sightlines in both directions. It was the kind of place that felt public and, to us, safe.

3:00 p.m.: Waiting

It was still a cloudy, windy afternoon when Andrea arrived at Carlin Park to pick up Rachel, her youngest daughter, whom she has described as feisty, sassy, and beautiful.

When a wet and sandy Rachel didn’t arrive at 3:00 p.m., Andrea’s first reaction was not necessarily panic. Having raised teenagers myself, I can imagine the mundane machinery of a pickup seeming like the more likely explanation. Maybe the meeting place had been misunderstood. Maybe Rachel had gotten another ride home and hadn’t called.

This was long before Life360 could tell a parent exactly where a child was.

Andrea returned to the Jupiter home she shared with her husband.

Rachel wasn’t there.

Meanwhile, Erin and Maddy had continued south after leaving the restroom. Erin later remembered looking for Rachel as they walked and wondering why they could not see her.

Later That Afternoon: The Calls

Erin and Maddy were back at Erin’s house when the house phone rang.

It was Rachel’s mother, Andrea. She wanted to know whether they knew where Rachel was. Erin later remembered telling her that Rachel had run along the beach to meet her by 3:00 p.m.

About twenty minutes later, Andrea called again.

This time the question was different:

What was Rachel wearing?

In that four-word question, a routine Saturday had transformed into something else.

The first call was about location.
The second was about description.

Erin’s mother, now aware of the situation, drove Erin and Maddy back to Carlin Park. The girls went to the pay phones, fed in quarters, and began calling everyone they knew.

5:00 p.m.: The Sheriff’s Office Is Notified

At 5:00 p.m., two hours had gone by, and being late to a softball fundraiser had transformed into a law-enforcement search.

Friends and family were already looking for Rachel by then, although exactly when that search began remains unclear. Once the Palm Beach County Sheriff’s Office became involved, the response expanded quickly.

As the afternoon wore on, so did the worry. The search eventually involved 100 deputies, two boats, a helicopter, eight mounted deputies and three canine units. For our small town, it was enormous.

Erin remembered walking through the woods calling Rachel’s name. Searchers moved debris and pieces of plywood, looking underneath and behind them. At some point, Erin turned to her mother and asked a question that seems almost unbearably adult for a thirteen-year-old searching for her friend:

What are we looking for?

As darkness approached, law enforcement seemed to understand the answer before the children did. According to Erin’s later account, the younger searchers were taken out of the wooded area and moved toward the Civic Center.

Some of the fathers kept searching.

8:15 p.m.: Found

The Palm Beach County Sheriff’s Office placed the discovery at 8:15 p.m. In Erin’s account, her father emerged from the woods and gathered everyone together. At first, they thought the search had ended the way they desperately wanted it to. Then he told them they believed Rachel was dead.

At 2:45, Rachel had been worried about being late to meet her mother. By 8:15, they had found her.

The next morning, I sat at our kitchen table with the Sunday paper and a Pillsbury cinnamon roll gone cold beside me and read how the story ended. I was fifteen. Thirty-six years later, I am still trying to wrap my head around the five and a half hours that came before it.

I have been stalling here. Because recently, I finally confronted something I had avoided for thirty-six years. I retraced the path Rachel Hurley took on March 17, 1990.

Had I deliberately walked that route since then? No.

At first, I didn’t because my parents strictly forbade it. A girl a year younger than me had just been murdered there. Later, when I was old enough that no one could tell me where I could or couldn’t go, I still stayed away.

I told myself there were practical reasons. Why walk on the beach when I could use a treadmill at the air-conditioned gym? There’s a route in Juno with a sidewalk that is easier on my ankles. But that wasn’t really why.

I stayed away because it made me incredibly sad.

Carlin Park. I don’t remember when I first learned its name. Back then, it was just the beach I went to when my mom told me to get out of the house and be back when the street lights came on. It would be many years before I learned the history behind the name.

By the time I was nine, I would catch up with my freckled friends and head for Carlin. We didn’t believe in sunscreen of any kind, unless you count coconut-scented baby oil with an SPF of -5. To reach the relief of the Atlantic, we first had to cross melting pavement and scorching sand. My feet were pretty well calloused from both, so I was usually barefoot until, hard-headed as ever, I wandered into a particularly vicious minefield of sand spurs. After ripping my shorts in an impressive split trying to escape one, I reluctantly dug the rainbow sandals out of the back of my closet.

I flopped through the mulch exercise track called the “Heart Trail,” peppered with useless exercise stops for old people. After crossing A1A, only two lanes, my target was in sight. I sprinted down the sand, dropped my Ocean Pacific backpack, and raced into the surf. Surfing never took, but body surfing did.

Life really was that simple. Rinse and repeat, literally. Jupiter sand sticks like glue.

In fifth grade, I moved two miles from the beach, closer to my grandparents, who had, like my great-grandparents, lived in good ol’ Jupiter since the 1920s. Suddenly, I was closer to the railroad tracks than to the coveted shore, and two miles began to feel like a meaningful distance. The divisions within 33458 were beginning to reveal themselves. Even then, Jupiter was not one homogeneous little beach town. There was status attached to where you lived.

There was one advantage. I could walk to Jupiter Elementary School. Unsupervised, of course. My route took me past the bait shop, where you always knew it was tank cleaning day because tiny dead minnows would be floating in the parking lot. Just another Tuesday.

By 1990, I was a sophomore, walking yet again to Jupiter High, and Carlin was pretty much the epicenter of teenage Jupiter. Life was simpler, at least when it came to finding your friends. There was no social media nonsense, no group chat taking forty-seven messages to decide where everyone should meet, and no blue dot giving parents minute-by-minute updates on their children’s whereabouts.

You went to Carlin. Somebody would be there. If nobody was there yet, somebody would be, eventually. All of that matters because the beginning of Rachel Hurley’s last afternoon was utterly ordinary to kids growing up in Jupiter.

She had spent part of that Saturday boating around the Jupiter Inlet with friends and was supposed to meet her mother at Carlin Park by 3 p.m. Rachel and two friends, Maddy and Erin, began walking south from DuBois Park. The other girls stopped along the way to use the restroom.

Rachel continued ahead to avoid being late.

The anniversary articles published by news outlets every St. Patrick’s Day compress what came next into a sentence or two: Rachel left DuBois and headed to Carlin Park to meet her mother.

Reducing it to Stop A and Stop B left out a lot of the walk itself.

From drone images in 2026, and even aerial photographs from 1990, the stretch south from DuBois looks like a pleasant little stroll.

On foot, it isn’t so easy.

Even close to the water, the sand around the inlet is surprisingly soft. Barefoot or in sneakers, my feet easily sank into it. Each step gave way beneath me, slipping and sliding almost like walking through snow. But if you are walking in snow, it isn’t 97 degrees.

Despite the conditions, the beach made sense to me. It was loud and bright.

Beach naupaka and sea grape grew along the dunes. Shells, bits of sponge, and the usual assortment of things surrendered by the Atlantic collected near the shoreline.

Waves broke, wind moved constantly, birds crossed overhead, and people appeared farther down the beach. That part of Rachel’s route still made complete sense. It felt open and public. I could understand walking there alone without thinking much about it.

The beach had dangers, of course. The ocean could pull you under, as it had one of my colleagues who perished trying to save his son. Lightning could strike. Hurricanes had always existed somewhere out here too, spinning toward us and, when I was a kid, hopefully cancelling school for a day or two. Those things are dangers I understand. They belong to nature.

The ocean doesn’t seek you out. Lightning doesn’t follow you down the beach. Neither intends to hurt you in ways a human being can.

Rachel was fourteen, athletic, and a popular softball player. For her, the mile would have been manageable. But this trek did require physical effort. It was no walk in the park, especially on that windy day.

Plays have an intermission to allow crew members to change the set. This was such a transition. The farther south you walk, the landscape begins to change. It very well could have been 1990.

Development disappeared. Coastal vegetation became heavier. Sea grapes crowded together, and buildings that were physically nearby vanished from view. The ocean remained wide open and loud while the land immediately beside it became increasingly enclosed.

At the arranged time, 3 p.m., Rachel wasn’t there to meet her mother. Five hours later, her body was found in the heavily wooded area of Carlin Park.

I revisited that area very briefly. Only a few steps into the thick vegetation and enormous towering sea grapes changed the landscape dramatically. The light barely peeked through, and the sight lines shortened. It is not an overstatement to say all sound and movement seemed to disappear. It felt inconceivable that the ocean and parking lot remained only yards away.

I was fifteen years old when Rachel was murdered at my beach, one of the places where I felt most free. I worried about sharks, stepping on something sharp, and whether I had enough money left for SweeTarts at Circle K. I certainly did not think much about the person walking toward me.

I would likely wave, in fact. After Rachel, I wondered if every male had bad intentions. Nothing about the beach had changed. What I understood about people had.

By 1999, Rachel Hurley had been dead for nine years, and her murder was still unsolved. Bob Weakley and Mike Waites, two of the original Palm Beach County sheriff’s detectives, had long since left the homicide squad, but apparently Rachel’s case had not left them. That summer they carried it to Philadelphia and presented it to the Vidocq Society, a group of investigators, forensic specialists, prosecutors and other experts who gather to take another look at cases that have gone cold. It is not exactly the sort of thing most people do after leaving homicide.

Weakley and Waites brought crime-scene photographs, investigative records, and the accumulated frustrations of nine years without an arrest. Among the photographs were images of bite marks on Rachel’s body, which led one member of the group to suggest a Florida forensic expert who specialized in examining subtle bite marks from photographs. Investigators also had photographs of impressions on Rachel’s thighs that they hoped might contain identifiable fingerprints. Those details alone make clear how much physical evidence Rachel’s killer may have left behind.

But the detail that stopped me was buried in the discussion of DNA. Investigators had recovered biological material from beneath Rachel’s fingernails, material they believed might have come from her killer. Weakley acknowledged that it had not been preserved properly because investigators in 1990 did not yet understand how evidence would need to be handled for future DNA analysis. Nine years later, science had advanced considerably; unfortunately, the evidence had already been collected.

Rachel had defensive wounds and, by every account, fought her attacker. That makes material recovered from beneath her fingernails particularly interesting, although it does not automatically make it the killer’s DNA. Weakley told the Vidocq group that investigators planned to reexamine the samples using newer techniques they learned about at the meeting. What happened after that is much harder to determine from the public record.

That matters because the phrase “DNA testing” gets thrown around Rachel’s case as though all DNA evidence means the same thing. It doesn’t. DNA on a piece of clothing or jewelry may tell investigators who handled that item, but without more it does not necessarily identify the person who committed the crime. Biological material recovered from beneath the fingernails of a girl who fought for her life potentially carries a very different evidentiary significance.

So the question is not simply whether someone “matched the DNA.” The important questions are which sample was tested, where it came from, whether a usable profile was obtained and why investigators believed the person who deposited it was connected to Rachel’s murder. We still do not know publicly what ultimately became of the fingernail material, whether it produced a profile or whether enough of it remains for modern testing. Those details make a phrase like “cleared by DNA” much less useful unless we know what DNA did the clearing.

There is another side to the 1999 story that deserves some credit. Weakley and Waites walked into a room full of experts and openly discussed mistakes made during the original investigation. They showed the bite marks, the thigh impressions and the problematic fingernail evidence, then asked people outside the case to tell them what they might have missed. That is not what indifference looks like.

But dedication cannot undo what happened to evidence nine years earlier. Cold cases live or die partly on whether physical evidence survives long enough for science to catch up with it, and forensic science has changed dramatically since 1990. Samples once considered too small or too degraded can sometimes yield information investigators could not have imagined then. Rachel’s evidence needed to survive the wait.

We know from Weakley’s own account that at least some of it did not make that journey cleanly. That does not mean Rachel’s murder cannot still be solved, and it does not tell us what modern testing may have accomplished since 1999. It does mean that before accepting neat statements about who DNA did or did not eliminate, I want to understand exactly what was tested and what that evidence could actually prove. Somewhere in that answer may be one of the most important unresolved questions in Rachel Hurley’s case.

Before explaining one of Jupiter’s worst memories, a bit of context to the setting of this unsolved murder may prove useful. To most, Jupiter is seen as a quaint and quirky coastal town, often overshadowed by West Palm Beach about twenty miles to its south, but it could be 1,000 miles. The latter approves plans for multi-story buildings and advances growth, while the former most certainly does not.

Hands down, although I am unabashedly biased, having been born and raised here, it is paradise, a place organized around tides, thunderstorms, and turtle nesting season. Hurricanes, humidity, mosquitoes, and alligators have made its longtime residents hardy folks. Much of life here seems to revolve around what the water and weather decide to do. We get little choice in either.

Boats of all sizes navigate the tannin-stained waters of the Loxahatchee River, whose name comes from the Seminole language and means “River of Turtles.” Anyone who has ever paddled that river knows it’s an accurate description, based upon the number of red-bellied cooters sunning on partially submerged logs.

It’s so objectively special that the Northwest Fork became Florida’s first federally designated Wild and Scenic River in 1985. It winds from freshwater creeks into a brackish estuary before reaching Jupiter Inlet and, eventually, the Atlantic Ocean.

At high tide, the darker river water flirts with and draws in the clear blue waters of the Atlantic. Old folks, like my grandaddy, described the water as “clear as spit.” Stingrays and schools of snook are visible, no mask and snorkel needed.

Jupiter Inlet is beautiful, but it is also infamous, a story to be shared in another article. The bright red lighthouse looms 108 feet over this route, a gigantic brick tower completed in 1860, a beacon standing watch from the northern bank. Its watch could do nothing to protect Rachel from what happened that day in 1990, nor does it protect boaters from the shifting sandbars that confound even the most experienced captains. Whether the inlet itself had anything to do with it, Rachel had not asked permission to go out on the 12-foot Boston Whaler that day.

Florida State Road A1A, paved and repaved more times than anyone can count after hurricanes ripped the sand from beneath it, runs north from Juno Beach toward Jupiter. Sea grapes tangle the view of sunbathers lounging on towels or folding chairs, while purple beach morning glory and yellow dune sunflowers spread across the sand.

At the bend in A1A sits Carlin Park, the site of Rachel’s murder. The park was named for Captain Charles Carlin, who commanded the United States Life Saving Station at Jupiter Inlet from 1886 until 1896. Just to the north sits the old Jupiter Civic Center, which was built in 1933 as the “Jupiter Log Cabin.” My family had been there to see it built. But I digress…

On its western side is a ball field where Little Leaguers chase fly balls across the outfield. The field carries a name that is easy to pass without noticing.

But I want it known that it is Rachel Hurley Field.

On St. Patrick’s Day, March 17, 1990, just after three in the afternoon, Andrea Hurley waited at Carlin Park for her daughter. Rachel was supposed to meet her there so that the two could go sell tickets for a pancake breakfast benefiting Rachel’s softball team.

She would never arrive.

The beach was part of daily life, not an outing that required planning. Kids rode there on bikes with towels over their shoulders, spent hours barefoot in the sand, climbed onto friends’ boats, wandered through the parks, and came home when they were supposed to. Parents did not hover. They did not track us. Most of the time, they did not need to.

Carlin Park was different then, rougher around the edges and far less manicured. The wooded sections were dense with Australian pines and overgrown vegetation, dark and cool compared with the open brightness of the beach. There were places where the brush closed in enough that you could disappear from view within a few steps. The ground was littered with tiny seeds and needles that stuck to your feet, and the whole area felt wild in a way that is hard to picture now.

DuBois, Carlin, the inlet, the beach roads and parking lots were not separate destinations to us. They were part of the same map we carried in our heads. We knew where everyone gathered, where you could cut through, where you could sit in the shade, where you could leave your bike, and where you could be alone for a while without anyone thinking that was dangerous.

I was fifteen years old that March, a tenth grader at Jupiter High. Rachel Hurley was fourteen and in eighth grade at Jupiter Middle. Her sister was one grade ahead of me. We were not from different generations or different versions of Jupiter. We were growing up in the same town at the same time.

And I had been at the beach earlier that Saturday.

By that night, Rachel was dead.

Her body was found in a wooded area of Carlin Park, in a place that had belonged to the ordinary geography of our childhood. The news moved through Jupiter quickly, and for those of us who were teenagers then, it did more than frighten us. It changed the meaning of a place we had always believed was safe.

Before Rachel, the beach felt like ours.

After Rachel, it never felt quite the same.
