What happens when you come to Japan hoping to become a rock star, but end up becoming one of the most recognizable voices in Tokyo’s startup community?

That’s the unlikely story of Tim Romero, who is, by the way, still very much of a “rock star” (intentional use of quotation marks).

Who is he?

Tim arrived in Japan in the late 1980s after being signed by a Japanese record company. His music career didn’t work out, but Japan did. Since then, he has founded and sold companies, invested in startups, worked inside major Japanese corporations, and become a leading chronicler of Japan’s entrepreneurial ecosystem.

Can an algorithm build a better ballot box in a political system defined by generational stagnation and backroom inertia?

Context

When a political movement prioritizes long-term institutional redesign over immediate seat-grabbing, it risks irrelevance in the brutal arena of the National Diet. This means that everyday citizens lose out on innovative solutions to systemic voter apathy.

Conventional wisdom

Small third parties in Japan are doomed to either become toothless spoilers or get co-opted and swallowed whole by the ruling Liberal Democratic Party (LDP).

Go deeper

The core debate among Japanese electoral reformers concerns how votes translate into legislative seats. Japan’s proportional representation system uses the D’Hondt method, which divides each party’s votes by successive whole numbers (1, 2, 3, 4, etc.). This formula tends to favor larger parties, making it easier to produce stable majorities but reducing proportionality for smaller parties.

Team Mirai, however, advocates the Sainte-Laguë method (aka “Webster method”), which divides votes by successive odd numbers (1, 3, 5, 7, etc.). This reduces the advantage enjoyed by larger parties and generally produces a closer match between vote share and seat share.

The Sainte-Laguë method or its variants are used in countries including Germany, New Zealand, Sweden, and Norway. At its convention, Team Mirai demonstrated RCV by having members rank merchandise. Losing choices were eliminated, and votes were transferred through the organization’s public voting app, “Minna no RCV” (投票アプリ ・みんなのRCV), which is similar to the functionality of Substack’s own poll feature. Ranking hoodies and pens at a political convention might sound like a tech startup gimmick, but Team Mirai is using these hands-on trials to shift their focus to a serious constitutional battle over how votes translate into seats.

Friction point

Cooperating with the ruling administration on a policy-by-policy basis has exposed Team Mirai to fierce criticism from opposition hardliners, who claim that the young party is being exploited as political cover.

Let’s be real. A micro-party like Team Mirai, which holds 12 out of 713 total seats across both houses, operates entirely at the mercy of the ruling bloc’s legislative calculus.

There is also a risk of algorithmic populism or capture by hyper-engaged digital subcultures. Although in theory Anno represents 120 million people, open-access digital consultation tools in Japan can easily be exploited by organized domestic interest groups, organized online political blocks, and tech-savvy urban communities, which drown out the quieter, analog realities of rural depopulation and aging cohorts—the very people most affected by structural stagnation.

How it works

Team Mirai operates on a continuous feedback loop termed “Listen, Refine, Act, and Communicate”　「聴く・磨く・動かす・伝える」. The party uses YouTube and AI-powered interviews to gather public sentiment, craft negotiation strategies, bargain within the Electoral System Council, and publicly report the results.

Zoom out

While Team Mirai’s current parliamentary footprint is modest, its real objective is to build a deliberative platform for Japan’s 120 million citizens. If successful, this tech-forward approach could permanently alter how policy is vetted in aging democracies across the developed world by shifting the focus from tribal partisanship to algorithmic neutrality.

Commentary

Anno’s stark 50-out-of-1,000 rating suggests that idealistic tech politics in Nagatacho hits a brick wall the moment it confronts entrenched bureaucratic machinery.

For foreign residents currently living in Japan, technical electoral math, such as the Sainte-Laguë method or Ranked Choice Voting, has virtually no direct impact on their day-to-day lives, especially since non-citizens lack national voting rights. Yet, this debate is an important indicator of broader political modernization. If technocratic, data-driven parties succeed in shifting Japan away from static, backroom majority rule toward more transparent public participation, it could signal a systemic shift in how governance handles complex demographic realities. This shift could alter everything from municipal integration policies to labor frameworks, affecting the country’s four-million-strong foreign resident population for better or worse.

What to watch

Monitor the news for the final conclusions of the Council on Electoral System Reform for the House of Representatives at the end of September, particularly regarding the formal adoption of the Sainte-Laguë method.

The bottom line

If you’re a fellow foreign resident of Japan, don’t lose any sleep over this issue, especially since we are powerless to do anything about it.

Rest assured, however, that Team Mirai’s digital democracy experiments are a long shot in a system based on lifetime political dynasties and backroom consensus. Still, watching an engineer attempt to make Nagatacho acknowledge raw math is the most fascinating political spectacle in Tokyo right now, even if the code crashes.

By the numbers

• Between 2006 and 2025, Japan’s real, inflation-adjusted minimum wage increased by 37% (an annualized rate of 1.7%), while the average real wage for regular workers decreased by 2.7%. Thus, the state is artificially inflating the bottom of the economic ladder while the middle rungs of the Japanese economy are stagnating.

• 76.6%: The percentage of SME owners who report that the current minimum wage pace is a “significant” or “somewhat significant” business burden. This percentage climbs to 77.9% in rural prefectures.

• 1.0% to 1.1%: The razor-thin profit margins reported by institutional elderly care facilities, leaving them exceptionally vulnerable to mandated labor cost spikes under government-set pricing caps.

• 32.4%: The proportion of companies that reported in early 2026 surveys that minimum wage hikes forced them to raise pay for full-time regular employees. This figure is up 5.2 points from the previous year.

Catch up quick

Could a policy designed to protect the working poor accelerate the decline of regional commerce? Since the Minimum Wage Act was amended in 2007, successive administrations have cast aside regional wage stagnation in favor of top-down national targets. This culminated in the cabinet’s pledge to reach a 1,500 yen per hour national average by the early 2030s.

Context

A numerical target such as a 1,500 yen per hour national average may sound good in a policy paper drafted by central government bureaucrats in Tokyo. However, in rural prefectures such as Kochi and Miyazaki, this target would profoundly impact businesses operating in low-productivity, low-price environments.

Rural businesses don’t suddenly collapse in dramatic bankruptcies; they slowly suffocate. Owners quietly close storefronts after forty years because they can’t afford to pay a part-time student clerk 1,226 yen (US $7.69) per hour, for example.

When policymakers mandate Tokyo-style wage floors without matching economic output, the human impact is evident in shuttered rural storefronts, reduced operating hours for community care centers, and an increase in forced corporate liquidations.

Conventional wisdom

The prevailing view holds that raising the statutory minimum wage injects purchasing power into the economy, boosts employee morale, and forces companies to run leaner and more efficient operations.

Friction point

A structural disconnect exists between centralized wage targets and decentralized economic reality. While large urban enterprises can absorb labor hikes through scale or digital automation, rural SMEs face a compounding crisis. They must compete with metropolitan wage magnets while remaining shackled to local consumer markets that cannot bear sudden, steep price hikes.

By squeezing rural businesses out of existence or forcing them to cut back on operations, you eliminate entry-level jobs for young people and secondary earners, such as homemakers and seniors. This drives people to migrate to Tokyo, worsening the rural labor shortage. In turn, this forces a higher reliance on automation or further wage pressure, accelerating the hollowing out of regional Japan that the government claims to want to stop.

Furthermore, Japan’s corporate culture has treated cost increases as something suppliers must accept to maintain relationships with major conglomerates (the subcontractor squeeze). When the government mandates a minimum wage down the supply chain without requiring tier-one and tier-two prime contractors to accept higher contract prices, the minimum wage mandate effectively transfers wealth from small, vulnerable subcontractors to large corporations.

Zoom out

The downstream consequences of aggressive wage floors extend far beyond retail balance sheets. As low-margin sectors, such as elderly care, face mounting bankruptcy risks, the industry is hurtling toward accelerated consolidation, forced mergers and acquisitions, and structural automation. In the long term, forcing wage inflation onto a stagnant productivity baseline will not create a middle-class consumer boom. Rather, it will accelerate the bifurcation of the Japanese economy, rewarding hyper-efficient urban conglomerates while eliminating the mom-and-pop businesses that are the foundation of rural society.

Commentary

Japan is solving the wrong problem. Instead of forcing its 47 distinct labor markets toward a single national minimum wage, Japan should improve its existing regional system.

Japan already has separate minimum wages for all 47 prefectures, regional wage councils, and even higher industry-specific minimums. The architecture for localization already exists.

Only partly used, however, are the factors that influence regional rates: living costs, prevailing wages, and employers’ ability to pay. Yet, national policy increasingly pushes wages toward convergence, which weakens the regional differentiation that the system was designed to provide.

Japan should explicitly link minimum wages to local median wages, cost of living, and productivity. Further adjustments could be made at the municipal level. For instance, a booming regional city and a depopulating rural town in the same prefecture may have little in common economically.

The goal should be comparable worker protection everywhere, not the same wage everywhere. A 1,500 yen per hour wage floor does not have the same purchasing power—or impose the same burden on employers—in Tokyo as in rural Kyushu.

Japan already has a regional minimum wage system. Rather than quietly turning it into a national system, policymakers should make it more regional, data-driven, and responsive to local economic realities.

What to watch

• The Central Minimum Wage Council’s ongoing deliberations regarding the implementation of a unified, nationwide effective date.

• Shifts in bankruptcy rates among regional SMEs and long-term care providers following the October effective dates.

• Legislative adjustments to tax-exempt employee benefit limits, such as expanded meal subsidy frameworks, are designed to ease take-home pay pressures without locking companies into permanent, fixed base-pay inflation.

Bottom line

Japan’s top-down minimum wage push is changing the way every employer in the archipelago does business, turning basic wage compliance into an existential survival test for regional Japan.

Commentary

As a former representative director of an American subsidiary in Japan, I oversaw several associates who reached the mandatory retirement age of 60 under our work rules at the time. I selected some of these associates to be rehired part time with modified compensation. Having navigated the personal choice of retiring early myself, I view these open-ended retention programs with a degree of structural skepticism.

While corporate PR frames these policy shifts as humanitarian adaptations to labor shortages, they are calculated survival strategies disguised as progressive HR reforms. Pharmaceutical giants like Shionogi cannot afford to lose veteran medicinal chemists when global drug discovery pipelines are accelerating. Consequently, corporate Japan is splitting in two. Agile, highly specialized firms will follow Shionogi’s lead to secure scarce technical talent. Traditional, bureaucratic heavyweights, on the other hand, will cling to cheap contract rehiring until the labor market forces their hand.

Without a natural exit strategy, some employees will inevitably use these programs to delay retirement indefinitely, driven by deep-seated institutional pressures rather than health or fulfillment. While some elderly specialists will undoubtedly find genuine purpose and intellectual stimulation by working past traditional retirement age, turning the office into a lifelong destination risk calcifying middle management and alienating younger generations waiting for their turn at the helm.

What to watch

Keep an eye on how labor unions negotiate the details of Shionogi’s 2027 rollout, particularly regarding performance-based wage adjustments for septuagenarians. Monitor whether other major pharmaceutical and tech firms amend their employment regulations to compete for elite senior researchers.

• Political zero-sum games: Municipalities are locked in aggressive battles for young families, offering subsidies and housing perks. Often, they are just poaching populations from neighboring towns rather than generating actual growth. Many innovative programs that think outside the box are, however, already starting to pop up. • Corporate decoupling from domestic demand: As Japan’s internal consumer base shrinks, iconic conglomerates must divorce their revenue models from local demographics. They are transforming into multinationals that operate on foreign cash flows while maintaining a mere administrative shell in Tokyo.

Zoom out

In Japan, these issues are collectively referred to as the “2040 Problem.” However, this term does not merely refer to a labor shortage. Rather, it is a total systemic test of Japanese infrastructure. As the junior Baby Boomer generation, born in the 1970s, hits retirement age alongside soaring social security outlays, the consequences will force a radical reengineering of tax policy, immigration thresholds, and automated labor integration.

Commentary

It’s hard to believe, but this month marks the 40th anniversary of when I started studying Japanese as a first-year university student. Studying Japanese has become a lifelong endeavor, and I am not about to give up on Japan. In fact, I have become a permanent resident and am, therefore, committed to helping my local community in Kyushu weather this storm.

I am often reminded that Japan’s situation has been a slow-motion train wreck for decades. These trends were forecasted. That is indeed true.

That said, it is tempting to view these painful municipal contractions and school closures as a sign of terminal decline. In reality, however, Japan is pioneering the world’s first functional post-growth operating system.

While Western economies are sleepwalking toward their own demographic cliffs with bloated public sectors and reactive Band-Aid solutions, Japan’s absolute scarcity is forcing the country to right-size. Thus, this contraction could be a silver lining that is translating into an unexpected competitive advantage in automation, lean governance, and structural minimalism. It is turning a national crisis into a master class in survival that the rest of the developed world will eventually be forced to copy.

What to watch

Monitor upcoming revisions to regional healthcare plans, the rollout of the 9th Medical Care Plan guidelines, and how aggressively small- and medium-sized regional enterprises adopt digital transformation to offset shrinking headcounts.

Bottom line

Japan’s demographic future is set, turning the country into a living laboratory for how an advanced industrial economy can sustain itself when the next generation is significantly smaller than the previous one.

New specialist consultation desks are opening across Japan’s Work Style Reform Promotion Support Centers. Joint teams of labor standards inspectors and certified social consultants will conduct outreach visits to help employers properly structure Article 36 agreements and flexible hours.

For workers, the removal of the rigid 45-hour ceiling blurs the line between legal protection and burnout. This makes self-advocacy essential. Verify your Article 36 special provisions, maintain meticulous digital time records to protect your right to back pay, proactively trigger mandatory physician interviews before exhaustion sets in, and use data-driven conversations to establish hard boundaries with management.

What’s new

Japan has established a high-level expert panel to model the demographics of its foreign residents through 2040. This acknowledges that the country’s more than 4 million foreign residents are not just a transient labor force, but rather a growing segment that will require social security within Japan.

Why it matters

The “foreigner debate” in Japan has historically assumed that all immigrants are young, temporary workers. However, over 250,000 senior resident foreigners already face a looming retirement crisis due to insufficient national pensions. As this population ages, the lack of robust, language-inclusive support systems for elderly immigrants will undoubtedly become an even bigger headache for local ward offices.

By the numbers

• 10.8%: The projected percentage of foreign residents in Japan’s total population by 2070.

  

• 38.7%: Japan’s overall national aging rate expected by 2070, which will put extreme pressure on public welfare. This cohort will be 37.1% as early as 2050.

• In stark contrast to the shrinking domestic population, the number of foreign residents is projected to increase more than threefold, from 2.78 million (2.2%) in 2020 to 7.30 million (7.0%) in 2050 and 9.39 million (10.8%) in 2070. Real-world inflows in 2026 have already surpassed these baseline projections, and some policy experts estimate that the foreign cohort could reach 10 million as soon as the 2040s.

  

• 250,000+: The estimated number of foreign residents in Japan who are currently 65 or older. The fastest-growing segment of elderly foreigners consists of migrants who arrived in the 1980s and 1990s. Many of these individuals worked in subcontracting roles that offered little to no access to Employees’ Pension Insurance. This leaves them vulnerable to “old-age poverty” and dependent on public assistance.

• Tokyo leads the pack, as usual: The projected share of foreign residents in Tokyo’s population is expected to reach 13.3% by 2050, but even by that point most will be younger than age 65. Therefore, it’s important not to judge the situation based solely on the experiences of foreigners living in Tokyo. Many elderly foreign residents live outside the capital.

  • In 2024, seniors over 60 represented over 25% of Tokyo’s general population but are a very minor share of the foreign community. By 2050, approximately 8.9% (170,000) of Tokyo’s foreign resident population will be seniors.

  

Context

While Japan’s total population is projected to shrink by nearly 40 million by 2070, the foreign resident population is growing. This creates a dual reality of a shrinking domestic workforce and a growing, aging immigrant community that remains largely outside the traditional Japanese “family register” welfare safety net.

Conventional wisdom

The traditional perspective holds that Japan’s foreign population is merely a temporary solution to labor shortages. However, the data confirms that millions of these individuals are settling permanently and will effectively “age in place” alongside their Japanese counterparts.

A massive administrative gap exists in eldercare. Over 84% of welfare agencies report severe difficulties assisting foreign seniors due to language barriers, a lack of culturally sensitive end-of-life planning, and complex legal hurdles involving inheritance for noncitizens.

Thought experiment

Although this may seem far-fetched, as the number of resident foreigners increases, they may demand the right to vote. Naturally, such a development would certainly trigger the “Japan Firsters.”

According to the Japanese Constitution, the Supreme Court ruled in 1995 that, while granting local suffrage to permanent foreign residents is not prohibited, it is also not mandated by the constitution.

Say what?

Go deeper

Let’s be clear about what Japan’s Supreme Court decided more than 30 years ago:

• Foreign residents do not have a constitutional right to vote. Even a permanent resident who has lived in Japan for decades cannot demand local voting rights directly under the Constitution.

but…

• The Constitution does not prohibit the Diet from granting certain foreigners local voting rights. Since municipal government deals with matters closely connected to residents’ daily lives, Parliament could pass legislation granting foreign permanent residents who have developed an “especially close relationship” with their municipality the right to vote for mayors and local assembly members. Doing so would not violate the Constitution.

The principal legal obstacle is not necessarily constitutional—it is legislative. While the Supreme Court effectively left the door open in 1995, the Diet would have to decide to walk through it.

Don’t hold your breath, but note that as municipalities face acute depopulation and rely on non-Japanese residents to maintain local tax revenues, public services, and infrastructure, the political tension between economic necessity and civic exclusion increases. For conservative policymakers, the prospect of a permanent noncitizen bloc with localized voting power challenges traditional notions of national sovereignty and civic identity. (I’m looking forward to finding the right moment to bring up this possibility with one of my neighbors, who is our prefectural representative, just to see how he reacts. Hopefully, it won’t ruin our friendship!)

Zoom out

The long-term implication is a structural transformation of Japan’s social contract. If the state cannot integrate foreign retirees into the existing social security framework, it risks creating a marginalized underclass. This will necessitate reconsidering everything from municipal healthcare budgets to fundamental legal definitions of “family” and “heir” in a multicultural Japan.

Commentary

Japan’s demographic reality is shifting from temporary labor to permanent settlement, bringing three major challenges:

• From Guests to Settlers: Programs like the Specified Skilled Worker (SSW) framework now offer clear legal paths to permanent residency and family sponsorship, meaning foreign workers are putting down roots instead of rotating out. Although nothing has been officially decided or announced, recent apparent leaks from the government committee responsible for recommending modifications to the permanent resident requirements may be an indication that settling indefinitely in Japan after retirement is, in fact, no longer a viable option for almost all of such workers. It’s an apparent contradiction. If the leaked reports prove true, will the applicant pool for SSW dry up?

• The Retirement Crisis: Early waves of foreign workers—especially South American Nikkei and Southeast Asian spouses—often worked in low-paying subcontracting roles without access to robust pensions, creating a growing class of impoverished elderly non-citizens.

• Infrastructure Strain: Local welfare, healthcare, and end-of-life care systems are severely strained by language barriers, communication gaps, and administrative bottlenecks.

By 2040, immigration to Japan will be seen not as a temporary labor solution, but as a fundamental part of national healthcare and pension policy. As a foreign resident with permanent residency status who will be in his 70s at that point, I have a personal and vested interest in how this plays out.

What to watch

Keep an eye on the Cabinet’s upcoming basic policy report, due in March 2027. It will likely signal whether Japan intends to extend formal safety nets to elderly foreign residents or continue relying on a patchwork of municipal services that are deficient in language access.

The bottom line

Japan’s demographic buffer is aging. Successfully integrating elderly resident foreigners is not just a “diversity” goal, but a prerequisite for economic and social stability in the coming decades.

If you have ever had the opportunity to live and work in Japan, Salarymanhood: The Illustrated Jokes of an American Salaryman in Tokyo will resonate with you. From office customs like VPs falling asleep during discussions they started to everyday life like accidentally buying funeral flowers on Valentine’s Day and dodging road-raged moms on e-bikes, it will all feel familiar.

Building upon his past success with the Salaryman series, this week’s guest on the Real Gaijin1 AMA podcast, Michael (“Mike”) Thuresson, collaborated with Japanese manga artist Kazuhiro Yoshida (吉田一裕) who also goes by the pen name Kotobuki Maeno (前野コトブキ) to create illustrations from his sketches. Japanese stand-up comedian Meshida, famous for the WTF Japan!? The Japan Show, translated Mike’s stories into Japanese. The project evolved into an experiment in cross-cultural collaboration on multiple levels.

The book is written in English senryū (川柳), a traditional Japanese form of short poetry consisting of just three lines and 17 syllables. It uses the same basic syllabic—or, more precisely, moraic—pattern as haiku (俳句): 5-7-5. While haiku poetry tends to reference nature, the seasons, and fleeting observations, senryū poetry focus on human nature, everyday life, social behavior, irony, and humor. Senryū poems often make wry observations about people’s habits or contradictions, making them the perfect genre for poking fun at Japan’s salaryman life.

Who is he?

Before moving to Tokyo and becoming a salaryman in 2008, Mike was a businessman in Los Angeles. His first book, The Salaryman: An American Dude Becomes a Tokyo White-Collar Warrior, A Memoir, was published in 2019 and called “thoroughly entertaining” by The Japan Times. His new book, Salarymanhood: The Illustrated Jokes of an American Salaryman in Tokyo, offers a distinctly Western perspective on Japan’s centuries-old senryū tradition, transforming the rituals, frustrations, and absurdities of Japanese working life into comic verse.

For example, he believed a customer meeting had been a disaster because a Japanese executive fell asleep. However, his colleagues told him that this indicated the customer was comfortable. This example perfectly encapsulates the premise.

• Japanese senryū poetry provides the perfect vehicle for salaryman humor: Salarymanhood: The Illustrated Jokes of an American Salaryman in Tokyo grew out of Mike’s fascination with senryū, the traditional three-line poetic form that has long been used in Japan to capture the frustrations and absurdities of everyday life. Inspired by the long-running, annual Salaryman Senryū competition sponsored by the Dai-ichi Life Insurance firm in particular, Mike adapted the concept from a foreign salaryman’s perspective. The new book contains 50 bilingual jokes, each accompanied by manga artwork. This effectively combines a deeply Japanese form of expression with a Western perspective on Japanese working life.

• Self-publishing has made professional book publishing accessible, but the author becomes the publisher: Drawing on his experience as an author and a former product manager for Amazon Kindle Direct Publishing, Mike maintains that writers can now perform most of the functions of a traditional publishing house themselves. Freelance marketplaces provide editing, cover design, interior design, and other specialized services. Print-on-demand eliminates the need to finance and warehouse inventory. The trade-off is that the independent author must assemble the production team and, most importantly, market and sell the finished book. By the way, it can be easier said than done to manage all the resources needed to turn your idea into a professional-looking book. • AI can assist the creative process without replacing the creator: Mike draws a sharp distinction between using AI to create writing and using it as a production tool. He says he did not use AI to write Salarymanhood: The Illustrated Jokes of an American Salaryman in Tokyo, describing the actual writing as “sacred,” but he did use AI extensively to solve difficult design and layout problems for a highly visual, bilingual book. Otherwise, this work might have required an expensive professional designer. His approach offers a broader model for independent creators: preserve human authorship while using AI to reduce the cost and complexity of production, workflow, and other noneditorial tasks.

Key takeaways

• Cross-cultural success requires “style shifting” in both directions: David’s concept of “style shifting” applies to Japanese professionals working overseas and non-Japanese people working in Japan. Japanese mmanagers operating internationally may need to become more direct and explicit, as well as more individually oriented. Meanwhile, foreigners in Japan may need to adjust in the opposite direction, learning to work with indirect communication, hierarchy, consensus-building, silence, and other Japanese cultural norms. The point is not to abandon your personality or decide that one culture is “right.” Rather, it is to understand the environment well enough to modify your communication style deliberately so that you can operate effectively within it.

• Respecting Japanese norms sometimes means knowing which battles not to fight: David illustrates this with a painful episode from his early career at Fuji Xerox. When company president Yotaro Kobayashi (小林陽太郎), a well-known business mogul, visited his department, the Japanese employees were invited to hear him speak. However, the foreign employees, who were hired to teach cross-cultural communication, were excluded. Furious, a young David wrote directly to the president’s office. The resulting investigation, he says, was a “witch hunt.” He was ostracized and ultimately felt compelled to resign. Decades later, David says he would handle the situation differently. Instead of trying to change the company, he would recognize that the environment was not right for him and leave. This experience taught him that succeeding in Japan requires understanding its cultural and organizational norms, as well as recognizing when confrontation is unlikely to produce the desired change.

• In Japan, knowing what happens before the meeting can be more important than the meeting itself: David highlights nemawashi (根回し), or building consensus before a formal meeting, as a particularly important feature of Japanese business culture. This contrasts sharply with cultures in which participants expect debate and decision-making to occur during the meeting itself. He also mentions hierarchy, indirect communication, silence, and nonverbal cues as elements that foreigners must learn to interpret rather than simply applying their home country’s business norms.

• Effective media communication is about controlling the message, not saying more: David’s decades of media and crisis training have led him to a deceptively simple principle: executives generally talk too much. Effective communicators identify a few key messages, repeat them consistently, and avoid allowing an interview or press conference to derail them. Delivery matters too—pace, body language, visual presentation, and cultural appropriateness can determine whether the intended message actually reaches its audience.

• In a crisis, speed, honesty, and transparency matter more than ritualized contrition: David is skeptical of what he calls the “empty bow”—the highly visible corporate apology that appears disconnected from genuine accountability. He argues that Japan’s consensus-driven decision-making process can become a liability during a crisis because organizations may take too long to formulate a response. Crisis management requires taking control quickly, communicating transparently, and acknowledging mistakes instead of allowing internal deliberation to create a communications vacuum.

• “Money-maxxing” is an internet finance trend focused on optimizing the financial efficiency of every dollar—or, in this case, every yen.

• Rather than trying to get rich quick, living in Japan provides an ideal environment to access unique government subsidies, tax shelters, and point ecosystems to increase your purchasing power.

• Audit your daily expenses, check out tax-advantaged programs like NISA or iDeCo (though be aware of caveats if you are a U.S. taxpayer), search your local municipality for hidden subsidies, and compress your fixed costs.

Why it matters

Japanese-style money-maxxing is less about “making more money fast” and more about “systematically exploiting the country’s rules, subsidies, points, tax shelters, and depreciation peculiarities.” Given the recent devaluation of the yen against the dollar and euro, many foreign residents of Japan are interested in ways to make their hard-earned yen go as far as possible.

• Explainer —> The term “money-maxxing” was inspired by gaming terminology (think “stat-maxxing” or “min-maxing” your character’s abilities). The concept is to treat personal finance as an obsession with growth metrics, net worth milestones, and financial efficiency.

How it works (in Japan)

While many of the same money-maxxing techniques popular abroad such as side hustles, job hopping, or launching a new business can be applied in Japan, here are some country-specific techniques:

• Furusato Nōzei Maxxing (ふるさと納税): Instead of paying your entire residence tax (juminzei・住民税) directly, you can redirect part of it to a specific town or multiple municipalities. In return, you will receive regional specialties (e.g., scallops from Hokkaido). This allows you to legally increase your annual deduction ceiling. Virtually all of Japan’s 1,700+ local government bodies participate. The key is to calculate your maximum deductible contribution rather than donating casually.

  

• Nippon Individual Savings Account (NISA) Maxxing: Modeled after the UK’s Individual Savings Account (ISA) and similar to a Roth IRA, this is Japan’s tax-advantaged savings account. The idea is to invest your hard-earned yen in this account before investing through a taxable brokerage account. The current NISA program allows for an annual tsumitate (積み立て) allocation of 1.2 million yen (US $7,500) and an annual growth allocation of 2.4 million yen (US $15,000), for a total of 3.6 million yen (US $22,500) per year, with a lifetime tax-free holding limit of 18 million yen (US $114,000).

  • Yes, but for American citizens living in Japan: “Japan tax-efficient” and “U.S. tax-efficient” do not necessarily mean the same thing. Japanese-domiciled mutual funds and ETFs held through NISA can create Passive Foreign Investment Company (PFIC) complications for U.S. taxpayers. Importantly, however, the problem is not NISA itself—it is what you hold inside the account.

    • Pro Tip for Americans: Consider a NISA account with a broker that offers eligible U.S.-domiciled ETFs. Interactive Brokers Securities Japan (IBSJ), for example, now offers NISA accounts with access to international stocks and ETFs through the Growth NISA. This can potentially allow American taxpayers in Japan to obtain diversified ETF exposure while avoiding the PFIC problem associated with many Japanese-domiciled funds. In other words, Americans no longer necessarily need to restrict their NISA investments to individual stocks. Just be careful about the domicile of the fund you buy—not merely what index or market it tracks.

      • IMHO: For Americans, the key rule of thumb is: NISA is not the PFIC problem; the investment inside the NISA may be. A Japanese-domiciled S&P 500 index fund can potentially be a PFIC even though it tracks American stocks, whereas a U.S.-domiciled ETF generally is not a PFIC. For more details, skip to around 39 minutes into the following Real Gaijin AMA podcast with , the resident foreigner behind The FI Professor website, which is a comprehensive resource.

• Individual-type Defined Contribution (iDeCo) Pension Maxxing: This is another relatively new, state-backed, voluntary personal retirement savings scheme designed to supplement public pensions. It is particularly useful for people with meaningful taxable income because contributions are tax-deductible, and it offers tax-advantaged retirement investing. Resident foreigners between the ages of 20 and 65 can participate in iDeCo as long as they have a valid Japanese address, a My Number card, and are enrolled in Japan’s public pension system—either the National Pension (Kokumin Nenkin for the self-employed or freelancers) or the Employees’ Pension Insurance (Kōsei Nenkin for company employees).

  • Yes, but for American citizens living in Japan: The same advice as above (see NISA) applies.

    • IMHO: The problem is that the most attractive investment options in an iDeCo are Japanese mutual funds. For U.S. tax purposes, non-U.S. mutual funds generally fall within the PFIC regime. Much as I would like to invest in this program, I have chosen to forgo the opportunity out of an abundance of caution. Maybe you can do it, though.

      

• Point Ecosystem Maxxing: This is huge in Japan. It even has its own vocabulary in Japanese and is called “poikatsu” (ポイ活). Think of it as a type of cash back from credit card purchases or airline miles. Rather than viewing points as incidental, consumers deliberately accumulate them through credit card points, QR payment campaigns, Rakuten, PayPay, d-Points, Ponta ecosystems, shopping days, coupons, and merchant rewards. Some people take saving via points to the extreme.

  About a year after we moved to Kyushu, we found a nearby gas station that offered its own rewards program. We have saved money ever since. With an annual fee of about 3,000 yen ($19), gas costs about 40 yen ($0.25) less per liter than the going rate, or about 150 yen ($0.95) less per gallon. You don’t have to be a math genius to see that those savings add up quickly.

  • IMHO: Because vendors tend to devalue their points over time, it’s best to use up your credits as soon as possible. My preference is to pick a single service, such as d-Points, with which to link as many purchases as possible, rather than spreading out purchases and accruing a point balance among too many minor loyalty programs (easier said than done). Additionally, I prefer cash-back rewards to exchanging points for in-kind gifts.

    

• Shareholder-perk Maxxing: Japan has an unusually developed culture of companies rewarding shareholders with benefits such as restaurant vouchers, merchandise, rail discounts, and shopping credits. These loyalty programs are called kabunushi yūtai (株主優待/) in Japanese. Some investors deliberately construct portfolios partly around the household consumption value of these perks rather than dividend yield alone.

  Shopping center / supermarket / card operator AEON’s “Owner’s Card” (オーナーズカード) is probably the most popular program in the country. Shareholders receive a special card that grants a 3% to 7% cash-back rebate on all purchases made at AEON supermarkets, MaxValu, and related group stores, depending on the number of shares held. Cardholders also get access to special discounts at AEON Cinema and can use designated waiting lounges in select shopping centers. Given AEON’s enormous national footprint, shareholders can reap such benefits virtually everywhere in Japan—and online.

  Other Japanese companies that offer popular shareholder-perk maxxing programs include Oriental Land (Tokyo Disneyland/Disney Sea), Japan McDonald’s Holdings, ANA, JAL, NTT, and KDDI.

  

• Secondhand Depreciation Arbitrage: Japan’s obsession with “new” creates excellent opportunities for buyers willing to purchase “almost new” or “pre-owned” items. Cars, kei cars, appliances, furniture, cameras, musical instruments, and luxury goods can suffer substantial depreciation from the first owner despite remaining in excellent condition. Mercari, Yahoo! Auctions, Hard-Off/Off-House, and other specialty recycling shops have turned this into a household strategy.

  • Pro Tip: We worked with a family friend in the business to purchase a nearly new kei car, a dealer demo with only five kilometers on its odometer. I recently learned that many vehicles parked in Japanese showrooms are technically registered to the dealership to meet manufacturer sales targets. However, keeping the odometer reading low is vital for their eventual resale. In Japan’s mature used car market, buyers are exceptionally sensitive to mileage and condition. A vehicle with fewer than 100 kilometers on the odometer can be marketed as an “unused pre-registered car” (shinkōsha (新古車) or torokusumi sharyō (登録済車両)), enabling dealers to recoup nearly the price of a brand-new car while offering buyers discounts on weight taxes (jūryōzei・重量税) or faster delivery times. Test driving every day destroys this high-margin classification. In short, you can use this system to purchase a nearly new car in mint condition at a substantial discount from a brand-new model. Plus, at least in terms of kei cars, Japanese pricing seems stuck in a time warp relative to the cost of new and used cars in America. There are some amazing deals to be had!

    

• Used Home Maxxing: Similar to “secondhand depreciation arbitrage” (see above), you can save a significant amount of money by buying residential real estate in Japan that has previously been lived in. This is because Japanese residential structures have historically depreciated much faster than Western buyers expect. Those who care more about land, location, and functionality than the prestige of living in a brand-new home can take advantage of Japan’s vast stock of existing housing. In Japanese, a pre-owned, stand-alone home is called chuko ikkodate (中古一戸建て) vs. a brand-new home, which is called shin chiku (新築). Abandoned properties, called akiya (空き家) in Japanese, are an extreme—and riskier—version, but some great bargains are available with pre-owned homes in relatively good condition.

• Local Town Subsidy Maxxing: Before making an expensive purchase, search “[your municipality] + hojokin (補助金) or joseikin (助成金).” Local governments subsidize many things you might not expect, such as renovations, insulation, solar panels, batteries, energy-efficient appliances, childbirth, fertility treatment, moving costs, disaster-proofing modifications, and sometimes relocation costs for the elderly. These programs differ by municipality and change frequently.

  

  • Not to Brag: About seven years ago, we essentially moved for free from central Tokyo to a small town in rural Kyushu thanks to one of these programs. Although we only committed to renting an abandoned home from the town’s akiya bank (abandoned home registry・空き家バンク) for a year before building a new home in the area, we were able to receive enough funds to cover the entire cost of moving simply by filling out a one-page application form!

    Keep in mind the old adage, “You don’t get, unless you ask.” It often works in Japan. For the full story, check out this post:

• Medical Expense Deduction Maxxing: First, consult your financial advisor or tax accountant. If you do anything, make sure to keep all receipts!

  In Japan, maximizing medical expense deductions involves actively claiming the iryōhi kōjo (医療費控除) tax deduction to reclaim money spent on health costs. Japan’s High-Cost Medical Expense Benefit program caps monthly medical expenses. However, annual out-of-pocket spending exceeding 100,000 yen ($631) — or 5% of income for lower earners — can be deducted from taxable income, up to a maximum of 2 million yen ($12,600). Eligible expenses include doctor visits, prescription drugs, public transit fares to hospitals, necessary dental work, and over-the-counter medicines. To maximize this strategy, households should aggregate all medical and care expenses across dependents. The highest-earning family member should file the claim because progressive tax brackets yield significantly larger cash refunds. Since employers cannot process medical deductions through the annual year-end tax adjustment (nenmatsu chōsei・年末調整), salaried workers must file a final tax return or refund filing (kampu shinkoku・還付申告) independently. Many employees miss out on this opportunity because they assume that withholding covers everything. They fail to realize that they can file for a refund at any time and retroactively recover deductions for up to five prior tax years.

  • Yes, but: The following do NOT qualify: Cosmetic or elective surgery, teeth whitening, or non-essential health enhancements, preventive health checkups (ningen “Dock”・人間ドック) unless a disease or condition is discovered during the checkup, leading directly to treatment, gas money or parking fees for hospital visits.

    

• Small-Business Owner Maxxing: Eligible small-business owners, corporate officers, and sole proprietors, such as freelancers, can use the Small Business Owners’ Retirement/Severance Fund (Shōkibo Kigyō Kyōsai・小規模企業共済) as a government-run retirement/severance plan. Contributions range from 1,000 to 70,000 yen ($6 to $440) per month and are fully tax-deductible. When you receive mutual aid benefits in the future, they are treated as “retirement income” or “miscellaneous income from public pensions, etc.,” and deductions are applied to reduce your tax burden. Since the program is operated by a government agency, it is highly reliable, and your principal is guaranteed even in the event of an emergency. Additionally, if you need business funds, you can utilize a low-interest loan program within the limits of your mutual aid benefits.

  

• Salaryman Deduction Maxxing: Even regular company employees, or “salaryman,” can take advantage of a lesser-known Japanese tax provision, the Specific Expense Deduction (Tokutei Shishutsu Kōjō・特定支出控除), to claim tax deductions on out-of-pocket work expenses. While standard corporate employees in Japan receive a flat employment income deduction that assumes typical career costs, high-earning professionals or executives who incur substantial unreimbursed expenses can bypass this standard formula to lower their taxable income further. To qualify, a taxpayer’s total out-of-pocket career expenses must exceed 50% of their standard employment income deduction for the year. Qualifying categories are limited to commuting costs, business travel, relocation expenses for corporate transfers, professional training, job-related license acquisitions, and specific work-related books, uniforms, and client entertainment. Employees must obtain their employer’s cooperation because the National Tax Agency requires employers to formally certify and sign off on the expenses as being necessary for their job duties. Since these deductions cannot be processed through the company’s year-end tax adjustment, employees must file a final tax return itemizing all receipts and calculating the amount exceeding the statutory threshold to secure their tax refund.

  

• Seasonality Maxxing: Japan’s calendar creates predictable pricing distortions. Avoid moving around March–April, purchase seasonal goods after the season ends, and take advantage of “fortune bags” during New Year’s. These bags are called fukubukuro (福袋) in Japanese. These sealed, mystery bags or boxes, filled with a random assortment of merchandise, are often sold by department stores, fashion brands, electronics retailers, and restaurants during the first week of the year.

  Many of these suggestions are common sense: shop at supermarkets late in the evening for half-price stickers, use commuter, tourist, or regional rail passes when it makes financial sense, and avoid buying expensive consumer goods merely because a Japanese fiscal or calendar milestone says you should.

  

• Fixed-Cost Compression Maxxing: Japanese households can be remarkably aggressive about reducing expenses such as mobile phone fees, insurance premiums, electricity plans, subscriptions, banking fees, and transportation costs. For instance, switching from a major carrier to a Mobile Virtual Network Operator (MVNO) can save more money on your mobile phone bill (keitai-dai・携帯代) over ten years than worrying about differences of only 30 yen ($0.19) at the supermarket.

• On August 7, 2026, the Ministry of Health, Labor and Welfare (MHLW) released a special report compiling vital statistics. This report also includes extensive data on foreign nationals residing in Japan up to 2024.

• A couple of key findings are that foreign-linked births have more than doubled over the past decade, accounting for 5.4% of all newborns in Japan. Also, marriages where at least one spouse is a foreign national totaled 23,499 couples, making up 4.8% of total marriages.

• Policymakers and public health officials must address the data’s critical insights—such as higher age-adjusted mortality rates and rising stillbirth trends among foreign residents—to better support Japan’s evolving multicultural population.

What’s new

The new MHLW demographic report is Population Dynamics in Japan: Vital Statistics Including Foreign Nationals (令和８(2026)年度人口動態統計特殊報告「日本における人口動態（昭和30～令和６(1955～2024)年）外国人を含む人口動態」の概況). The report covers births, deaths, marriages, and divorces from 1955 to 2024.

Why it matters

Traditionally, Japan’s vital statistics have focused on Japanese nationals, which has increasingly obscured the country’s demographic reality. This new series includes foreign residents, whose growing presence in Japan’s workforce and communities makes understanding the population living in Japan essential.

Let’s take a look at some of the key findings in each category.

Please note that the most recent data represent the results for the full year of 2024, which is the final year of the analysis.

Births

By the numbers

• The proportion of total births in Japan accounted for by foreign nationals residing in the country reached 3.2% (22,878 births) in 2024, doubling from 1.5% a decade ago.

• When including children born to couples where at least one parent is a foreign national, the number reaches 38,389 children, representing 5.4% of all births in Japan.

• Out-of-wedlock births among foreign residents stand at 7.7%, which is nearly triple the rate of 2.6% recorded for Japanese nationals in Japan.

• Among teen mothers (aged 19 and under) who are foreign nationals, 58.2% of their births are out of wedlock.

• For mothers of Chinese nationality giving birth in Japan, 27.4% of the fathers are Japanese nationals, while 69.2% are Chinese.

• For mothers originating from Brazil, 56.5% of the fathers are also Brazilian, but 24.9% involve fathers from “other countries”.

• For Peruvian mothers, the largest share of births involves fathers from “other countries” at 31.0%, followed by Peruvian fathers at 29.1% and Japanese fathers at 27.7%.

• Out of 709,051 total births in Japan, foreign mothers accounted for 4.2% of all maternities.

• Out of total births, foreign fathers accounted for 4.2% of all paternities.

• Among mothers aged 45 to 49, the out-of-wedlock birth rate for foreign residents reaches 27.7%.

Key takeaways

Who is he?

Meet Arie Meir, a computer scientist and a UC Berkeley-trained biophysicist with a Ph.D. He is one of the few AI leaders whose career spans both Silicon Valley and the healthcare industry. For decades, strict vehicle regulations and safety standards have restricted standard commercial taxis to large sedans or electric kei car models. This has left depopulated towns struggling to maintain basic mobility infrastructure.

In rural communities where narrow mountain roads and residential alleyways make standard sedans impractical, kei cars are already an integral part of daily life. In Kyushu, Japan’s southernmost main island where I live, kei cars are everywhere. Whether new fleets of kei car taxis will flood Japan’s countryside, lowering capital barriers helps regional operators stay solvent while ensuring that aging populations have access to medical and shopping trips.

While the older male taxi drivers of Japan’s aging workforce are likely to resist this development, a new generation of younger female drivers is likely to be much more receptive.

Conventional wisdom

But not so fast…many assume that smaller vehicles mean cheaper fares for passengers and relaxed licensing rules for drivers. In reality, however, regulated regional fare structures remain identical, and drivers must still hold a standard Class 2 commercial driver’s license.
