90s “deregulation” of power has always been a misnomer. “Unbundling” is a more accurate description of what “deregulation” is gesturing at. The Independent Power Producer (IPP) wave of the 1990s, which continues today, was the direct result of ending the integrated utility’s exclusive privilege (monopoly) to generate power. They still produce a lot of power but we have a much larger ecosystem of independent operators today than we did for most of the 20th century.

Today, there is a second unbundling slowly underway. There are three new pressure points working against the traditional model at very different speeds, poised to claim market share in areas once closed off, due to regulation and/or technological impossibility, to anyone outside of utilities or regional authorities.

(1) THE COORDINATION LAYER CHALLENGED FROM BOTH SIDES OF THE METER

Coordination: deciding which plants to run, managing power flow across the network, maintaining frequency, and ensuring enough spare capacity exists to handle system failures. In the integrated model, one entity did all of it. The utility owned the generators, so it decided which ones to dispatch. It owned the wires, so it decided how power moved. It served the customers, so it forecast the load it was dispatching against. Ownership and coordination were the same job because the tools to separate them didn’t exist, and that arrangement held for roughly a century, from the state regulatory compacts of the 1910s and 1920s until the RTOs & ISOs took the wholesale piece in the late 1990s. The distribution piece stayed with the utility even then. It is only now coming loose, and from two directions at once.

a. Behind the Meter (BTM)

The distribution utility was built to push power one way. It’s now increasingly tasked with managing rooftop solar pushing back up the line, home batteries cycling, EV chargers, smart thermostats. Legacy systems weren’t designed for any of it, so many utilities have been contracting the intelligence out. DERMS providers, VPP operators, and demand response aggregators fill this gap in capability. Firms like AutoGrid, Kraken Flex, Voltus, Leap, and Base Power all represent this new class of participant.

The utility no longer holds absolute operational control. Revenue will increasingly flow to these new platforms, and the utility loses its historical information primacy as these platforms accumulate deep operational intelligence about the distribution system. The utility still plays an important coordination function but it is not absolute.

b. Front of the Meter (FTM)

BTM coordination as described above, although new, is more mature than the emerging FTM coordinator. The FTM coordinator is a further unbundling of the previous unbundling. Newly formed dispatch platforms are starting to take operational control and financial risk away from the IPPs that the first unbundling created. They control assets they don’t own, assume the risk the owner can’t manage well, guarantee a floor payment to owners, and keep the trading upside they earn through financial engineering. Physical dispatch and financial hedging run as one operation.

• Nodal prices financialized enough to hedge against.

• Storage is becoming programmable inventory power markets have never had.

• Machine learning forecasting has become accurate enough at smaller and smaller temporal intervals.

• Highly flexible loads make the demand side programmable.

Generally, these firms will not own all of the assets they operate. Instead, they’ll lease dispatch decision-making from owners, guarantee a revenue floor, and retain the upside. This is somewhat new to power but is a similar model to how giants like Cargill operate in agricultural products and how Glencore operates in hydrocarbons and a whole range of other commodities.

If these platforms succeed at scale, managing gigawatts physically and financially, they change what RTOs and ISOs are coordinating. Instead of thousands of assets bidding independently and reacting to prices after the fact, a growing share of the fleet arrives already optimized, presenting as firm, shaped, forward-aware capacity via highly competent private coordinators. This makes it much easier to anticipate how the fleet will behave. The private FTM coordinator will be able to signal what they’ll do and when they’ll do it, with the assets they manage, creating more certainty for the regional and state authorities to operate with. That frees the system operator to concentrate on what only it can do, which is reliability, contingency, and worst case scenarios.

(2) THE CUSTOMER IS BECOMING LESS CAPTIVE

The utility’s most durable assumption is that customers in its area can’t leave. They’re “captive”. They sit in a service territory, the utility serves them, and the regulator sets the terms. That still holds for households (Texas is the exception). But captivity is weakening at the top of the commercial and industrial market.

While Texas is the outlier in open-market access, other states are now following suit.

States have started opening this pathway for large loads to bring their own power, sidestepping the usual utility based interconnection process. Texas never needed to explicitly open this pathway due to their relatively open nature of ERCOT but states like Ohio, Utah, West Virginia, and New Hampshire have made these types of carve outs explicit. Dozens of other states have introduced similar types of bills in their own contexts.

At the federal level, FERC has been rewriting the rules for large customers that sit next to their own power plants, making building your own generation easier while making sure you pay the full freight on whatever grid you still happen to touch. If passed, Senator Cotton’s DATA Act would exempt fully off-grid power from federal regulation, providing a clear statutory exit ramp from the traditional grid.

Due to these openings and clarifications at the state and federal level, hyperscalers are building and proposing private power systems in the hundreds of megawatts to low gigawatts, running outside the traditional utility relationship.

Some of these set ups are pure islands but most are, or will be, hybrid set ups. Compute operators will primarily use their own power, but will seek to use a utility connection as a reliability backstop. This allows them to move fast while also giving them a path to enjoy the reliability the traditional grid offers. The net effect being more and more large power consumers ceasing to be completely captive customers of the utilities.

PRIVATE TRANSMISSION

The wire is the last real “natural-ish” monopoly. It doesn’t make sense to, and nobody wants to build, parallel sets of poles. This is true, but private non-utilities have wanted to build new wires where none exist for a long time. Only in this century have they begun to break through, and new momentum is building to accelerate private transmission development.

FERC Orders 888 and 889 in 1996 opened access to existing transmission but left construction with incumbents. Order 1000 in 2011 removed the federal right of first refusal (ROFR), applied only to federal projects, and left states free to write their own. Since then, 3% of new transmission investment has been competitive. Tiny but larger than zero. Order 1920 in 2024 required long-term transmission planning that accommodates non-incumbents.

The major constraint is state law. While the feds were slowly opening transmission up, about a dozen states wrote their own ROFR laws, protecting their local regulated monopolies, handing incumbents exclusive rights to build in their territories.

Lines got built anyway by working around the road blocks put up by states. SunZia, $11 billion and operational in June 2026, worked because Pattern Energy was both the generator and the anchor customer. CHPE, $6 billion and operational in May 2026, substituted a New York state offtake contract for a private anchor. Grain Belt uses 39 Missouri municipal utilities as distributed anchors. Same mechanism underneath all three: something creditworthy commits to capacity before financing, and the route follows existing rail or highway corridors to dodge landowner fights.

The hyperscalers are an incredible new set of potential anchors. Through 2024 and 2025 they moved from buying renewable energy credits to financing generation directly, including Google’s $20 billion partnership with Intersect and TPG and its investment in advanced conductor deployment with CTC Global. A data center committing gigawatt-scale load to one location for a decade is the strongest anchor merchant transmission has ever had, with a balance sheet an order of magnitude past any renewable developer. But capital doesn’t beat state statutes. The most motivated anchors in the history of this business are sitting in many states that have made it effectively illegal for them to build. That configuration is new, and it’s why AI competitiveness and energy dominance arguments are landing in red-state legislatures where clean energy arguments never did.

An emerging policy coalition reflects that. Center left think tank Niskanen and the Electricity Transmission Competition Coalition pushed the White House in March 2025 to prioritize transmission competition. R Street published center-right principles on transmission in April 2026 echoing the same point of view. Industrial users, data center developers, renewable generators, center-left progressives, and free-marketeers are aligned on the same reform.

This will be the slowest to change among the three. The other two pressures are private capital moving into new markets that haven’t been closed off by statute. This one requires breaking or weakening protected monopoly rights under state law, in states where the incumbents have owned the relationships that decide it for close to a century. Nonetheless, the cracks are widening as a motivated and ideologically diverse coalition converges on this pressure point.

WHAT THE INCUMBENTS KEEP

Even if these pressures build, and are successful, the legacy institutions like utilities and RTOs will still be critical parts of the system. If it’s common for incumbents to foolishly assume they’re invincible, upstarts and reformers usually make the opposite mistake of thinking the incumbent will just wither away into irrelevancy. Disruption is usually more jagged and messy than either assumption would lead one to believe.

The utilities will most likely keep the centuries of transmission infrastructure under their control and earn some form of regulated return on it. It will also keep its reliability function, which matters more as the grid gets more complex. These neo-energy platforms optimizing for financial return have no obligation nor the decades of experience thinking about voltage stability or what happens during a situation where the grid is inundated with a parade of terribles. And they’ll probably still maintain their retail and tight regulatory relationships, which is always and everywhere a powerful moat.

The RTOs & ISOs faces a different threat. A loss of scope.

These new arrangements leave the coordinator’s job description intact but shrinks the surface area it applies to. Load that sits behind a generator and never buys from the market, BTM generation never bids in, and private lines built outside the regional planning process all limit the potential scope of regional and state responsibility. The ISO still runs security-constrained dispatch, settles the market, and keeps the system standing during a contingency but it doesn’t do it for all the assets out there that are physically operating.

Traditional institutions will not disappear overnight. Instead, they will undergo an uneven, layered unbundling and descoping, eventually shifting away from general dominance to more focus on the specialized services where they are essential.

Nuclear’s usual pitch rests on four legs, solely related to its output: it’s firm, it lasts, increases national sovereignty, and has a small land and air footprint. Those are good reasons, and they’re all true, but there’s a fifth case that almost nobody makes and has less to do with its output, and it’s arguably the most important one for a country trying to revitalize its industrial base.

A spreadsheet of levelized costs will never capture the complete picture. Building something as complex as a nuclear reactor produces advanced industrial capacity and capabilities that spill over into many different products and industries.

Complexity & Linkage

There’s a school of economic thought, most associated with Ricardo Hausmann and César Hidalgo, that tries to explain why some countries get rich and others don’t, using something more specific than GDP or capital stock. They argue that the complexity of what a country produces is actually the best predictor of a country’s future growth. Not how much it exports, but how hard the stuff is to produce and how many other capabilities that production depends on.

Think of every product a country could make as sitting somewhere in a giant map, the “product space.” Countries that only make simple things (raw commodities, basic textiles) sit on the edges of the map, far from everything else, because those products don’t require much shared infrastructure with other products. Countries near the “core” of the map make things like precision machinery, advanced electronics, and specialty chemicals. Those products all draw on overlapping pools of skilled labor, supplier networks, and institutional know-how. Once a country is near the core, jumping to the next complex product is relatively easy, because most of the underlying capability already exists. If you’re stuck on the periphery, every jump is a leap into capabilities you don’t have.

Albert Hirschman made a related argument decades earlier. He said governments shouldn’t try to develop every sector evenly. They should deliberately invest in the industries with the densest web of backward and forward linkages, what he called “pole” industries, because building one of those triggers a cascade of induced investment in everything that has to exist to support it.

Nuclear power is a great example of a pole industry in energy. Demand for reactors are demand signals for forged pressure vessels, precision welding, specialty metallurgy that can withstand decades of high-stress, high-skilled labor, and many components that need to work without failing for over half a century. None of that capability sits idle once the plant is built. It’s the same capability base that shows up in submarines, in aerospace, and in advanced manufacturing generally. Build the reactor supply chain and you’ve built something with uses far outside the reactor.

Cost is an important variable but treating an economy as a pure cost optimization problem retards the potential expansion of capabilities and capacities. The economy is an evolving organism. The type of technology you choose to build affects the genetic capacity of your entire industrial base. Choose easy, cheap things and you get an economy that’s good at producing easy, cheap things. Choose to build nuclear energy and you get an economy that’s good at the hardest manufacturing problems there are, which happens to be useful for almost everything else with similar levels of complexity you’d want to build next.

The challenge is that this specific brand of industrial capability comes at a high price. If nuclear is indeed a “pole industry” destined to revitalize industrial capacities, the financing structures we build must be resilient enough to endure the brutal math of long timelines and expensive outlays.

The AP1000 Fleet

Standard project finance, which funds most large infrastructure buildouts, runs on three core assumptions. The current state of the US nuclear industry breaks all three.

First, it assumes construction risk can be handed off to a contractor with a balance sheet big enough to absorb overruns. Nuclear EPC contracts run into the range of billions to tens of billions. Contractors do not have balance sheets big enough to backstop overruns at that scale. Vogtle’s two reactors in Georgia were budgeted at $14 billion and came in above $30 billion. The contractors didn’t eat that difference. Ratepayers and shareholders did.

Second, standard project finance assumes cash flows are predictable enough to size debt against. Lenders set a minimum debt service coverage ratio, or DSCR, essentially a cushion requirement: the project’s cash flow has to exceed its debt payments by some margin, so there’s room to absorb a bad year without missing a payment. The size of that required cushion drives how much of the project can be debt versus equity. A $12 billion project where lenders demand a 1.5x cushion needs roughly 29% equity. Relax the requirement to 1.25x and equity drops to 14%, because the project can carry more debt for the same cash flow. That’s the normal tradeoff project finance runs on.

Nuclear breaks it differently. Run a realistic downside scenario, construction delay plus cost overrun plus lower output plus higher rates, all hitting at once, and the coverage ratio a nuclear project would actually produce falls below 1.0. Below 1.0 means the project’s cash flow wouldn’t even cover its debt payments, let alone provide a cushion. In principle you could cure that with enough equity, since less debt means less debt service to cover. In practice, the amount of equity required to keep nuclear’s downside case above water is larger that most private sponsor would be willing to raise for a single project. That’s the real constraint: not that the math is impossible, but that curing it privately would require equity checks no consortium of utilities or developers would be willing to write.

Third, it assumes every risk can be handed to whichever party is best positioned to manage it. Regulatory risk, political risk, and the loss of a domestic manufacturing base after thirty years without building anything, none of those have a private-sector owner that is best positioned to hold those risks. The only party who could plausibly hold those risks and move the needle is the Federal government. And they’re doing just that.

The recent $17.5 billion conditional commitment from the DoE via the Office of Energy Dominance Financing (EDF), finances ten AP1000 reactors through five separate special purpose vehicles (SPVs), two reactors each. Each SPV is 80% funded by a DOE loan, priced at the Treasury rate plus 0.375%, versus the 7 to 9% a commercial lender would charge if one would lend at all. The rest is funded by private sector equity, split evenly between Westinghouse and a utility, each posting $500 million as a letter of credit.

The disbursement mechanism: Westinghouse places purchase orders on behalf of the utility, they submit the invoices to DOE, and get reimbursed pro rata, roughly $80 from DOE and $10 each from Westinghouse and the utility for every $100 of equipment ordered. Money only moves against equipment that’s actually been ordered.

This solves a specific chicken-and-egg problem that has nothing to do with financing rates. Reactor components, containment vessels, steam generators, coolant pumps, take years to manufacture and come from a handful of forges worldwide. No utility board will commit hundreds of millions to components before the project has final approval. But the project can’t get final approval without firm component pricing, and firm pricing requires the order already being placed. Long-lead procurement financing breaks the loop by paying for components before the project has reached that final investment decision, using federal credit to absorb the risk that the components end up stranded.

The most interesting design choice in the whole structure is what EDF’s Julie Kozaraki calls “interchangeable collateral”. Components across all ten reactors are standardized enough that if one utility drops out, another can take its place and use the same equipment. That single fact is what makes an 80% loan-to-value ratio underwritable at all. This spreads risk across a ten-reactor program, so no single project’s failure sinks the collateral value.

The good news for those who get queasy about government lending, is that this program is manufacturing the conditions for its own obsolescence. Every completed SPV becomes a reference for the private markets to price risk. Lenders who couldn’t underwrite nuclear construction risk on their own will have a growing set of federally de-risked precedents to underwrite against. The standardized components lower the entry cost for whatever entity builds reactor number eleven, because the supply chain built for these ten doesn’t disappear afterward. And a DOE conditional commitment functions as a de facto investment-grade rating for a project Moody’s would otherwise call junk, which is exactly the kind of certification effect that gets private capital comfortable entering a space it previously wouldn’t touch.

None of this is proven yet. The $17.5 billion is a conditional commitment, not a closed loan. The power purchase agreements (PPAs) anchoring project revenue are expected to be taken on by hyperscalers. Whether the DOE can execute five, signed deals is still up in the air.

However, none of this works without fuel, and the fuel story has gotten a lot less attention than the reactor story sitting on top of it. In January, DOE put $2.7 billion behind expanding domestic uranium enrichment, including $900 million split across three companies to build out low-enriched (LEU) and high-assay low-enriched uranium (HALEU) supply, plus a smaller award aimed at next-generation enrichment technology. That followed a Fuel Line Pilot Program launched the summer before, five companies selected to build entire domestic fuel production lines from scratch, and a Defense Production Act consortium set up specifically to get fuel-cycle companies coordinating on bottlenecks none of them could solve alone. Enrichment sits about as far upstream as the nuclear supply chain goes, and it’s exactly the kind of atrophied domestic capability the complexity argument points to. The U.S. let this capability go idle for thirty years and ended up dependent on foreign enrichment as a result. Rebuilding it isn’t a side project to the reactor buildout. It’s the input every tier in this piece, conventional and advanced alike, ultimately depends on while rebuilding the human capital and industrial capabilities that improve other domains.

SMR Criticality

The fuel rebuild had a second dimension to it and it’s the one that actually made this summer’s SMR milestones, four SMR companies sustaining a controlled mission reaction (criticality), possible. Advanced reactors mostly run on HALEU, a higher-enrichment fuel the U.S. had almost no domestic supply of, and the same 2025 executive orders that set a July 4th criticality target also directed DOE to release at least 20 metric tons of HALEU from federal stockpiles into a fuel bank for qualifying private projects.

There’s also another financing story underneath this tier of reactors too, and it’s a different mechanism than the AP1000 fleet. EDF’s Title 17 program has a $100 million minimum transaction size, because the due diligence cost of evaluating a deal is too large to justify anything smaller. Most individual SMR or microreactor deployments fall well under that threshold on their own. A single small reactor project simply isn’t big enough to be worth the federal government’s underwriting effort.

The fix is a structure state green banks are already using for other clean energy projects, adapted here for nuclear. A State Energy Financing Institution (SEFI) sets up a bankruptcy-remote special purpose vehicle, isolated from its own balance sheet so a project failure can’t touch the state’s other assets. Individual developers commit their sub-$100-million projects into that shared vehicle’s portfolio. The state posts real equity, at least 20% of total project costs, not a paper guarantee. Once the pooled portfolio clears the $100 million bar, it can apply for EDF financing covering up to 80% of costs. EDF underwrites the whole portfolio with the same rigor as any other Title 17 deal.

It solves a real tension state green banks face. They’re custodians of public money, which makes them cautious, but they’re also mission-driven lenders who want to move projects forward, which makes them want leverage. Taking project debt directly onto their own balance sheet threatens their credit rating. Routing it through an isolated vehicle lets them get the leverage without the balance sheet exposure.

The May 2026 guidance goes further and explicitly allows multiple states to capitalize a single vehicle together, one state holding the primary equity position, others contributing alongside it. That’s the mechanism already proposed for a Mountain West geothermal consortium, and there’s no reason it couldn’t become the template for a multi-state advanced reactor consortium instead, spreading a fleet-scale bet across several state balance sheets instead of asking any one of them to carry it alone.

This domestic consortium and bundling logic is also being applied internationally for export markets. Earlier this week, the United States, Japan, and South Korea signed a memorandum of cooperation to coordinate SMR deployment in other countries, with an initial focus on the Indo-Pacific. The State Department is backing this with over $10 million in new funding for its FIRST program, aimed at technical support and a regional training hub for partner-country workforces. The reasoning behind the MOC:

“The MOC outlines opportunities for our three countries, which have complementary advantages in the civil nuclear field, to encourage mutually beneficial cooperation among their respective nuclear industries. This framework aims to foster fleet deployment models that de-risk project development, achieve economies of scale, catalyze private investment, streamline licensing processes, and optimize supply chains.”

Fusion

If nuclear fission is a pole industry, fusion is the most extreme version of the same bet, because fusion’s secondary supply chain doesn’t exist, yet.

The scientific momentum is real. The U.S. has drawn over $10 billion in cumulative private fusion investment, more than any other country, and is home to the only three fusion companies globally to raise over a billion dollars each. The National Ignition Facility has repeatedly demonstrated net energy gain through inertial confinement, most recently at an 8.6 megajoule yield. Commonwealth Fusion Systems’ SPARC tokamak in Massachusetts is roughly 75% built and expected to begin deuterium-tritium plasma campaigns soon.

None of that changes the fact that fusion needs an industrial base that has never been built. Building a fusion economy means creating specialized robotics capable of handling components after they’ve been activated by neutron bombardment, precision manufacturing tolerances tighter than anything the existing fission industry requires, and materials engineered specifically to survive sustained 14 MeV neutron flux without degrading. Fusion is primarily an advanced manufacturing capacity problem layered on top of a materials science problem, and right now almost none of the supply base for either one exists.

That’s exactly why the DOE’s own strategy shifted this year. The newly reorganized Office of Fusion explicitly moved away from trying to build complete public power plants itself and toward funding shared testbeds instead, projects like the Tritium-Blanket technology Development Platform and the Fusion Prototypical Neutron Source, aimed squarely at the pre-competitive materials and engineering gaps no single private company can solve on its own. It’s the identical logic behind the AP1000 program’s federal backstop, just applied several technology-readiness levels earlier, where the risk isn’t that a reactor might have a cost overrun, but that the entire supporting industry to build one doesn’t exist yet.

Of the three tiers in this piece, fusion is the one with the highest linkage density and the least existing capability to link into. It’s also the one where the payoff, if it lands, looks the most like the kind of pole industry Hirschman was describing: a technology whose secondary supply chain, once built, would be useful for problems well outside fusion itself.

The Linkage Cascade

The three stories running in parallel form a meta-story: industries with dense, technologically advanced linkages rarely get built by markets acting alone, because no single private actor can capture enough of the spillover value to justify funding and building the whole thing. Somebody has to make the first uneven bet, and somebody has to structure the capital stack so no single balance sheet has to hold all the risk of making it.

The AP1000 fleet is building a bootstrapped path from federal financing back toward standard private project finance. The SMR tier is solving a portfolio-aggregation problem so that projects too small to justify federal due diligence individually can still get funded and built, providing the momentum necessary to get to the economies of scale and repetition necessary to attract private capital at scale. Fusion is skipping straight to public investment in industrial capacity that doesn’t exist anywhere yet, because there’s no supply chain to aggregate in the first place.

Many of the capabilities necessary to bring these to fruition are not nuclear specific. They're the same capacities that show up in a variety of advanced production and scientific domains.

Federal Capitalism

Neither Washington nor state governments have ever been completely passive about their own industrial development. What’s changed across American history is the toolkit and sense of urgency. In the nineteenth and early twentieth centuries the government facilitated industrialization through state infrastructure finance, federal land grants to the railroads, tariff protection for infant industries, and entirely new legal structures for organizing capital, the modern corporate charter being one of them. The postwar era ran on a different set of tools: wartime mobilization, defense procurement that created whole technology sectors as a byproduct of buying weapons, and public research funding that built the knowledge base private industry then commercialized. Somewhere around the last half century, Washington slowly stepped back from a national industrial policy, while state governments built increasingly sophisticated, entrepreneurial development programs to fill some of the gap.

What’s emerging since roughly 2022 looks is the resurgence of the traditional model, not a break from it. Neo-Federal Capitalism: the deliberate coordination of private capital, state development programs, and federal fiscal facilities into layered capital stacks that share risk and pull investment toward strategic industrial outcomes. It’s a coordination and capital formation strategy, to unlock private capital that wouldn’t otherwise show up, and to get it moving faster and at a greater scale than any single actor could manage alone.

Federalism as an organizing principle has primarily meant two things: limits and multilateralism. Power, ownership, cost, benefit, and responsibility get divided up and spread across a large number of stakeholders, rather than concentrated on one balance sheet or one level of government. Nobody owns the whole risk, and nobody captures the entire upside.

Going beyond its generation attributes, the complexity and linkage arguments explain why nuclear is worth the bet. Federal Capitalism describes why the institutional machinery making the bet is very much rooted in the American tradition.

We are big Gorge Heads. Whenever he is back in town, we dart around the various waterfalls, bridges and byways of the Columbia River Gorge, from Cascade Locks to the Vista House to Larch Mountain. On the Washington side, the views are equally plentiful, and somehow sunlight takes on a slightly different hue there: the rays are just as golden, but the blue sky is more emphatic and the verdancy quotient explodes. I can’t explain it. It’s as though Bridge of the Gods links two separate-but-equally-numinous biomes.

The dam always provides an education. The boy and I are drawn to it through our genetics and family mythology. My grandfather started as a custodian at a gravel company before eventually taking full control of the company and leveraging its assets to help build the electrical infrastructure of Michigan’s Upper Peninsula.

The boy inherited this ancestral DNA more than I did. He is a shape rotator with supreme spatial literacy. He’s taken that acumen and transformed it into an aviation career, allowing him to fly Cessnas over our beloved Gorge, where the visual splendor of the dam can be seen from dramatic heights.

Back on the ground, the visuals confront you, less as scenery and more like force: controlled crashing water, turbines, locks, an overhead crane. Fluorescent light in the generator hall, Old Glory waving in various locations. A powerhouse, an American machine in the maw of industrial power. The American spirit pulses through everything. Sentient patriotism; I dare anyone not to feel it.

Civic grace gives way to ancient aquatica on the Oregon side. There lie lamprey tanks, where the dam experience takes on a completely different register. Prehistoric beasts with suction-cup mouths float around in green water and particulate, a direct contrast to the hydro-modernism of the machine around them. They are the spirits of the old river, pressed up against the glass. A nearby fish hatchery is home to a massive sturgeon named Herman.

Back on the Washington side, the visitor center holds its own sort of strange appeal. I’m always a sucker for visitor centers, ranger stations, and trailheads, with a particular favorite being the Wild Rivers Interpretive Center in Florence, Wisconsin.

So the time-warp aspect of the dam’s Washington-side visitor center is of course like catnip to me. Completed in the super-liminal year of 1981 — when all the world was an Alan Parsons song and all datelines traced back to Omni magazine — the facility is lined wall to wall in saturated color and flanked by brutalist concrete. Pure visual glory — cobalt, magenta and transcendent orange, contained by yellow trim. A federal dream room, with fish.

The hallways and staircases bring visitors upward from the dam’s out-of-time waiting room. A portal between nostalgic river-management civics and the hydroelectric colossus that sits outside among the firs, gorge newts, and eagles. It stirs up that ancestral DNA; my grandpa spent years building infrastructure in his own right.

Almost two years ago, I wrote about the technical possibility of the decentralized training of AI and its existential importance: super-intelligence and capital was heavily centralizing into a few firms, in a few (two) countries, concentrating immense levels of power into a very small slice of humanity, making the entire world highly vulnerable to their preferences and machinations. A competent alternative to this reality might be a necessity to avoid dystopic outcomes.

Since my last writing, decentralized training has improved by leaps and bounds. The earliest training runs were starting at 10 billion parameters in late 2024. They’ve since scaled to 100 billion-parameter runs in 2026.

These are not SOTA models that compete with the labs, yet, but frontier labs might be crossing into issues the decentralized players won’t have, like infrastructure constraints and extreme political attention. And many users and firms are coming to the realization that most tasks do not need the highest levels of intelligence available. You don’t need to pay a 160 IQ genius to draft a standard legal contract or create a simple financial model for a public company; 120 is probably fine. And to draft a basic email 100-110 is probably fine too. For many tasks in the economy, good enough is good enough, and there is no need to overpay. Paying for a new sledgehammer when your old hammer works fine for you task is asinine.

Despite the large obstacle of communication overhead of decentralized AI, which is very real and daunting, there is no reason to believe that it’s absolutely impossible for these more distributed methods to meet (more likely) or even exceed (less likely) the frontier labs at some point in the future. It is a difficult problem and will take some time, maybe a long time, but incumbents have a way of getting locked into a certain way of doing something (rational to do so) while the periphery has the freedom to explore the entire possibility space, in order to find a brilliant way to do something better at a better price point. In the long run, I wouldn’t bet against the exploration function of an open market.

In addition to the technical progress I mentioned previously, there are financial forces at work that make the possibility of a more distributed compute landscape highly probable.

In my last post, I drew some lessons from the natural gas pipeline buildout that were germane to some of our challenges and opportunities today. As a consequence of my deep dive, the development of natural gas financial instruments also came into view as a rich reservoir of experience we can pull from to glean what the future might entail for compute.

Spark Spread

Before natural gas financial markets existed, natural gas was dominated by vertically integrated supermajors and utilities. In compute world speak these were “hyperscalers”. Without a financial market to price and manage risk, owning the source of risk was the best option available. Can’t hedge gas exposure? Buy the pipeline. Can’t hedge electricity revenue? Own the utility. Vertical integration is what fills the void left by absent financial markets.

The emergence of the spark spread, the difference between locking in natural gas costs and electricity revenue, weakened the necessity for this vertical integration. When gas and power prices became simultaneously hedge-able, a developer could lock in a reasonable future profit, take it to a lender, and finance a power plant without owning anything else. The independent power producer (IPP) was born. Between 2000 and early 2010s, IPPs armed with hedge books and project finance loans were the main builders of over 200 GWs of new U.S. natural gas-fired generation. Like most early markets, there was a quick boom and bust cycle, but nonetheless these types of smaller players were the major catalyst for the buildout. The pretenders and unlucky got terfed out and the strong and lucky continue on to this day.

A similar story happened upstream. Small shale producers used Henry Hub futures as collateral for reserve-based loans. The Permian Basin transformation, the most consequential energy development of the last 30 years, was financed by an instrument that didn’t exist in 1985. New financial instruments don’t just help existing businesses manage risk, they help create businesses that couldn’t otherwise exist.

Economists would say that the emergence of these types of financial tools moves a market closer to Arrow-Debreu completeness: a world where every contingency has a trade-able instrument and every risk has a price. Full completeness is an idealized state that never fully arrives but the market becomes more complete when more states of the world are priced and trade-able. As financial markets move toward greater completeness, the logic for vertical integration (owning the whole stack) weakens. Smaller, independent specialists emerge. In a similar manner, the compute market is about to become more “complete”.

The Compute Spread Is Coming

The spread between electricity costs and compute revenue is almost the entirety of a compute operator’s economic position. Until recently, compute was mostly un-hedgeable unless you had the size and credibility for a major financial institution to create a bilateral OTC hedge on your behalf.

The company Ornn has built a benchmark index for GPU compute prices that the Intercontinental Exchange (ICE)--an exchange and clearing house where most of the world’s oil, European natural gas, and US electricity derivatives are traded--is preparing to list GPU compute futures against it. Likewise, the CME group has announced plans to launch their own compute futures market with another benchmark provider, Silicon Data.

Natural Sellers: Compute operators locking in revenue to service debt. 

Natural Buyers: AI native operations like AI wrapper companies and model fine tuners 
whose operations carry compute cost exposure the way a gas-fired power plant carries 
fuel exposure. 

And as always, the traders and speculators are in the market straddling both the natural 
buyers and sellers, making the market.

With an emerging compute spread, capital allocators will be much more willing to underwrite against this market. A data center operator can sell compute forward, use the forward contract as collateral, and get construction financing without a hyperscaler as anchor tenant. Reserve-based lending, applied to GPU-hours instead of proven oil or gas reserves.

For those getting the impression that this is all imminent, I’lll have to throw a little cold water on the excitement. There are still technical issues around the fungibility and verification of compute that need to be adjudicated before the possibilities I describe can manifest. My bet is there are large enough incentives for the general market to solve these difficult but not impossible problems.

The input side, electricity, already has hedging mechanisms, but they could be developed further. Medium-to-large operators and massive hyperscalers lock in power through Power Purchase Agreements, bilateral OTC swaps, and Nodal Exchange, which clears locational power futures at hundreds of hubs, zones, and nodes across every ISO. But Nodal lists the liquid head of the curve: the major locations, in monthly blocks, for participants big enough to clear and post margin. The thousands of individual nodes beneath that, the hour-to-hour shape a battery actually lives on, and the sub-50MW operator who can't justify the clearing overhead. None of them get served. Outside of the major nodes, zones, hubs, and participant sizes, these financial products stop making economic sense: minimum deal sizes, negotiation overhead, and credit requirements price out anyone who isn’t already large.

My prediction is this service gap won’t persist indefinitely. Compute hot spots like West Texas, Northern Virginia, Central Ohio, the Phoenix corridor, could conceivably concentrate enough small, mid, and large operators to generate enough aggregate electricity generation and demand locally to make even more localized and granular hedging products highly desirable and feasible. That economic concentration, combined with the low-cost financial infrastructure being built in DeFi and prediction markets, makes the creation of local electricity instruments around these discrete nodes more economically rational.

Greater Heterogeneity

The end state for compute is not pure decentralization nor the continuation of hyperscaler oligopoly. It’s what happened to every other open market that matured: a heterogeneous ecosystem where every scale finds its proper niche.

ExxonMobil didn’t disappear after gas deregulation. But Pioneer, Devon, and EOG built enormous businesses. Tens of thousands of small independents drilled wells the majors wouldn’t touch. Heterogeneity finds things the big guys miss or is a better fit to service.

Compute is poised to go in the same direction. Hyperscalers and frontier labs retain real advantages but they’ll lose their market share dominance while market entrants expand and the market itself continues growing.

What fills in around them: independent compute operators (ICPs) financed against hedged spread positions, running batch inference and fine-tuning at competitive prices. Decentralized training collectives like Bittensor, Prime Intellect, Pluralis, etc aggregating distributed hardware from ICPs, optimizing and experimenting with things the general labs aren’t.

And at the far edge of the compute spectrum, individual participants will run consumer and even advanced GPUs, contributing to all sorts of computing use cases, especially inference.

Virtual Compute Plants

Virtual Power Plants (VPPs) have been an interesting topic of discussion for years in energy circles. With the success of companies like Base Power, and others, VPPs have moved out of pure theory into practical implementation and scaling. Having the home become a node in a distributed power plant is cool but lurking beneath the surface is another opportunity that might be even bigger.

If a home can host a battery, it can also host a GPU.

That’s exactly the bet NVIDIA, Span, and PulteGroup are making. Span (the smart panel company), NVIDIA, and PulteGroup (major US homebuilder) launched XFRA, attempting to create a distributed cloud out of aggregating retail edge compute. A “Virtual Compute Plant” if you will.

This is a small pilot right now, 100 homes, but the CapEx outlay for deployment at a scale that matters is risky and expensive. A highly liquid compute futures market would be a huge help in financing and de-risking this type of effort. Equipping 100 homes vs 100,000 homes is a totally different animal. So, not only do more Independent Compute Producers (ICPs) become viable but aggregating the compute from individual contributors becomes much more viable thanks to the development of liquid compute futures.

A Virtuous Cycle

The tight coupling of compute and energy, increases the feasibility of the smaller end of the compute market which in turn affects the energy and power markets as well. A 1 MW solar installation with a battery, a micro-turbine on stranded wellhead gas in a county with no pipeline takeaway, and the home battery market all have another source of demand. The increased viability of ICPs and VCPs increase the viability of more IPPs and VPPs. This in turn creates cheaper and more plentiful opportunities for ICPs. Decentralizing compute also helps decentralize our energy and power markets and vice versa.

A virtuous cycle is poised to be unlocked and play itself out. The development of a Compute Spread might be the key that does it.

The United States built the world’s largest gas delivery system in roughly three decades, from the 1940s to the 1970s. Over three-hundred-thousand miles of high pressure pipleline helped create a continental market for a commodity that now fuels American homes, power plants, and industrial operations from the Gulf Coast to New England. This was made possible by a set of commercial and legal mechanisms that have not been seriously applied to two of the biggest infrastructure challenges America faces today.

The first is interregional electricity transmission. The country needs tens of gigawatts of new transfer capacity between regional grid operators and cannot get it built. The second is the general need for re-industrialization.

Both challenges can learn from how the natural gas pipeline buildout was accomplished.

How the Pipeline Network Got Built

The physics of long-distance natural gas transmission were solved by the 1920s. What remained was a financial, legal, and institutional problem. A classic complex, coordination problem.

The Natural Gas Act of 1938 created the statutory foundation for the buildout. After a 1947 amendment was passed to the NGA, the Federal Power Commission, later FERC, gained authority to issue Certificates of Public Convenience and Necessity to pipeline developers . The certificate granted federal eminent domain authority and a right to acquire rights-of-way across private land through condemnation without negotiating individually with every landowner along a route.

The financial credibility came from local distribution companies. LDCs, the regulated utilities that delivered gas to residential and commercial customers in cities and towns, signed long-term take-or-pay contracts with pipeline developers. A take-or-pay commitment required the LDC to pay for a minimum volume of pipeline capacity whether or not it actually moved that gas. The LDC’s regulated monopoly revenue, its captive ratepayer base, and the physical impossibility of relocating its distribution system made that commitment “bankable” for financial allocators.

What Interregional Transmission Needs

NERC’s 2024 Interregional Transfer Capability Study found that the United States needs between 35 and 58 additional gigawatts of transfer capacity between regional grid operators for reliability. The country is not building it. The pipeline experience gives us a model to emulate.

The pipeline buildout worked because the architecture built regulatory and financial credibility. A FERC certificate demonstrated market need. The certificate enabled eminent domain. Eminent domain enabled right-of-way assembly. Right-of-way certainty enabled project financing. Project financing enabled construction. Construction fulfilled the take-or-pay commitment that had initiated the sequence.

Part of the reason interregional transmission isn’t being built at the speed and scale needed is FERC hasn’t had the same authority it has over interstate pipeline buildouts. FERC issues planning rules that require coordination but not construction. Transmission developers face right-of-way risk that makes financing very expensive. Regional grid operators run incompatible market systems that make inter-regional transactions costly to execute.

Interstate and inter-region commercial infrastructure is a clear cut case where Federal power is applicable and highly desirable.

Incorporating four mechanisms from the pipeline buildout would give interregional transmission a nice foundation to generate some momentum from:

(1) Open seasons. Before seeking a FERC certificate, pipeline developers ran public bidding processes where potential shippers submitted binding bids for capacity. Projects advanced to certification when subscriptions reached a defined threshold; they did not advance when they did not. This filters out speculative projects, and creates the strong evidence FERC needs to certify.

(2) Precedent agreements. Gas pipeline certificates required not just that demand existed but that it was contractually pre-committed. Shippers signed binding agreements before certification, committing to specific volumes at specific rates for defined terms. FERC treated those agreements from creditworthy counterparties as primary evidence of public convenience and necessity. The electricity transmission certification process has no equivalent requirement.

(3) Federal eminent domain authority. The Natural Gas Act’s certificate and eminent domain framework has been tested for 80 years and produced a continental network. Over the years court decisions have limited FERC’s ability to override state siting decisions for transmission projects. One state has been enough to effectively veto an interregional project, forming the largest single structural barrier to a buildout. The good news is this is beginning to shift somewhat in the courts. A September 2025 Third Circuit ruling in Transource Pennsylvania LLC v. Steven DeFrank clarified that when an RTO has selected a regional project under FERC-approved criteria, a state cannot deny siting on the ground that the project lacks "need" by reweighing or contradicting those criteria. Hopefully this can lead to ending state vetos on important transmission projects. If that never comes, congressional action will be necessary.

(4) Interoperability standards. Before FERC mandated standardized scheduling protocols for gas pipelines, each operator ran proprietary systems that made multi-pipeline transactions expensive to execute. The mandate compressed a fragmented national market into a single operating environment. The seven major US electricity grid operators run incompatible settlement intervals, different price formation processes, and different interconnection protocols. A power transaction crossing the PJM-MISO boundary must work through two separate market systems under different rules. FERC has existing authority to mandate scheduling and settlement interoperability for inter-regional transactions. That mandate would reduce the transaction cost of moving power across regional boundaries without requiring a single new wire.

All of this sounds great and pretty straightforward but, unfortunately, the benefits of interregional transmission are diffuse, spread across millions of future ratepayers and industrial customers across multiple states and decades. The costs fall on organized, identified parties immediately: incumbent utilities protecting their monopolies, generators in high-cost regions benefiting from scarcity premiums due to lack of transmission, and state commissions unwilling to pay for benefits that accrue elsewhere. Pure regulatory cost allocation fails because future beneficiaries cannot be compelled to pay now and only benefit far into the future. The pipeline model solved this by finding creditworthy present parties whose private benefit was concentrated enough to justify a binding financial commitment before the infrastructure was built.

For interregional electricity transmission, two groups can plausibly fill that role:

Hyperscalers like Google, Microsoft, Meta, and Amazon, are investment-grade companies with large, predictable, location-committed power loads. They benefit from interregional transmission because it expands their supply options and puts downward pressure on prices. Hyperscalers have been solving their immediate power problem by building behind-the-meter generation rather than advocating for grid connection. That path works for one facility but leaves the structural grid constraint intact for every project that follows. Co-investing in interregional transmission compounds across an entire portfolio of campuses over a 20-year infrastructure horizon, which is the timeframe that matches their actual capital commitments.

Large renewable energy developers, NextEra, AES, Invenergy, and RWE among them, hold substantial wind and solar capacity stranded behind regional market boundaries. A wind farm in MISO with transmission access to PJM, earns materially more for the same output. Interregional transmission converts geographically constrained generation into nationally marketable capacity, which is a direct financial benefit that makes these developers natural co-investors in the infrastructure that delivers it.

These two groups have the credit quality to sign precedent agreements and the financial motivation to participate in mechanisms like open seasons. Together they could form the first organized, creditworthy constituency that benefits from interregional transmission that the policy debate has lacked for a long time.

Leveraging Compute Economics to Re-industrialize

Local distribution companies (LDCs) anchored pipelines built to serve residential heating demand. But the infrastructure they financed benefited a far broader class of use cases outside of residential heating. Petrochemical manufacturers, steel mills, glass producers, fertilizer plants, grain processors, and power generators clustered along pipeline corridors because the LDC-anchored buildout had already covered the fixed infrastructure costs. Industrial tenants arrived at rates below what they could have financed independently, on infrastructure they could not have built themselves.

The general model is this: the anchor helps finance the fixed costs, incremental capacity then reaches a broader class of users and as a result, the socio-economic value of the infrastructure far exceeds what it was financed for. We’re in a great environment to replicate this.

Hyperscalers have some convenient similarities to LDCs. Both aggregate dispersed demand, residential-gas for the LDC and compute-demand for the hyperscaler, into a single creditworthy commitment at infrastructure scale. Each is a high-quality creditor, offers consistent demand, and has long planning horizons.

The differences are in the relative riskiness of the hyperscaler and how the anchor commitment should be treated. LDCs, by their very nature, were substantially de-risked via their regulated monopoly status with captive ratepayers. Hyperscalers are much riskier by comparison but anchor commitments can be structured to substantially de-risk trouble from any potential anchor. Long term power purchase agreements, early termination penalties, and clawbacks, are all tools that should be used to de-risk any large project. In addition, the LDC was the primary intended end-user of the infrastructure it anchored. The hyperscaler should be the anchor for industrial parks that are built to attract other industrial tenants alongside them.

The data center is the financing instrument. The goal is to use data center economics to capitalize shared infrastructure that would otherwise be too expensive and too risky to build, and to hold the remaining capacity open to industrial tenants whose operations diversify economic production and generally require substantially more permanent workers than any data center campus could employ. If the capacity finds those tenants, the anchor has served its purpose. If it does not, the hyperscaler holds a residual expansion right, exercisable on capacity that industrial tenants have not claimed within an agreed to hold-open period.

For a hyperscaler to accept a subordinated position in a campus it helps finance it needs to be treated fairly or they will never agree to this. In return, the hyperscaler should hold equity in the development entity proportional to its financing contribution, capturing regulated returns on the full infrastructure even though its own load will not use 100% of the site’s capacity, along with the residual expansion right if industrial diversification does not materialize. This is much more defensible to shareholders.

State economic development entities need to play crucial roles in this effort: active recruitment of industrial tenants calibrated to the capacity held open during the hold-open period. This requires legal authority, financial tools, and staff capacity specifically designed for phased infrastructure finance coordination. These entities need to develop project management and project financing infrastructure that can manage these complex undertakings and execute.

Power capacity, transmission interconnection, water rights, fiber, and permitted land are fungible across broad set of industrial use cases. Specific facility configurations will vary by eventual end user and can be built after a commitment has been made by a specific industrial tenant. The foundational inputs serve all of them regardless of who ends up committing to the capacity.

The window to capitalize American re-industrialization is open while the AI infrastructure buildout is underway. The infrastructure the LDC anchor financed outlasted its residential purpose and became the physical foundation for the industrial clusters that supported a lot of American manufacturing through the second half of the twentieth century. None of the petrochemical complexes, fertilizer plants, steel mills, and power generators paid to build the infrastructure that made their locations possible. They arrived at infrastructure that already existed because a different kind of company, one whose business model required long-term location commitment and whose credit quality could support take-or-pay financing, had already absorbed the fixed costs.

The hyperscaler-anchored industrial park is an attempt to re-engineer that same broad based socio-economic value creation in our own time.

Conclusion

It’s incredibly rare, some might say impossible, to truly think of a purely novel solution. There is almost always some analogue somewhere in the recent, or deep, past that can point us towards a creative way forward in our own time. If we’re able to learn from what we’ve accomplished, the buildout of a continental scale natural gas pipeline system, and apply those lessons to today we can make progress on not one but two hard things: robust interregional transmission that improves reliability and affordability as well re-industrialization, critical for general prosperity and national security.

The dominant story about the interconnection queue is that AI broke it. Hyperscalers showed up with gigawatts of demand, the grid couldn’t process them fast enough, and the rational response was to bypass the system entirely with on-site gas turbines. Roughly 56 GW of behind-the-meter data center generation has been announced as of February 2026, about three quarters of it natural gas. The narrative is predictable: Compute eats the grid, the climate is destroyed, and greens cry and scream.

Pop the hood on what’s actually stuck in the queue and 95% of it is clean energy. Per LBNL’s 2024 Queued Up report, there are 1,570 GW of generator capacity actively seeking interconnection across about 11,600 projects. Solar above a terawatt. Storage above a terawatt. Wind above 360 GW. Natural gas? 79 GW. Less than 8% of the active solar capacity. The hyperscalers and the solar developers are stuck behind the same multi-layered wall: A queue that doesn’t process, a grid that doesn’t have adequate transmission capacity, an incentive structure that pays for the wrong wires, and a permitting architecture built, ironically, by an environmental movement screaming for more clean power!

The Queue Is Painfully Slow

The active queue is bigger than the entire installed US fleet. 1,570 GW seeking to connect, against roughly 1,100 GW of total installed capacity. The system is being asked to process more capacity than it has processed in a century, with institutions and a workforce that atrophied during fifteen years of flat demand.

Wait times have more than doubled over the last decade and a half. A project requesting interconnection in 2008 reached commercial operation in under two years on average. In 2015, three years. By 2023, almost five. And only about 20% of projects that requested interconnection between 2000 and 2018 had reached commercial operation by the end of 2023. Solar completion rate: 14%. Battery: 11%. Of the 1,570 GW sitting in the queue right now, historical patterns suggest only about 300 GW of the 1,570 GW will actually get built.

Costs have also soared. Active project interconnection costs in PJM went from $29/kW in 2017–2019 to $240/kW in 2020–2022. An 8x increase in three years. Withdrawn projects average $599/kW. Local point-of-interconnection costs barely moved, hovering around $12-13/kW. The increase is almost entirely in network upgrade cost, among withdrawn projects, network upgrades are 94% of the total. Each new project triggers restudies of the projects already in line. Cascading restudies trigger withdrawals. Withdrawals trigger more restudies. The mechanism that processes the queue has become the mechanism that jams it.

Underneath this is a permitting overlay. Every cascading network upgrade triggers federal NEPA review, which can trigger state environmental review, which can trigger Section 401 challenges, which can be litigated under the Administrative Procedure Act. The technical complexity of the queue is real. The legal overlay turns a multi-year engineering problem into a multi-decade legal one. The costs get passed on to everyone.

Gas plants are location-flexible and can be sited next to existing transmission and load. Solar farms have to go where the sun is, wind farms have to go where the wind is, which usually isn’t where the wires are. This makes transmission infrastructure and permitting existential issues for clean energy deployment.

The Wires Don’t Exist

Even if the queue cleared tomorrow, the wires that would carry cleared power from where it’s generated to where it’s consumed haven’t been built.

US interregional transfer capability is roughly 84 GW. NERC says we need 35 GW more, a 40% increase, and that estimate predates the AI demand surge. China built 8,200 miles of ultra-high voltage line in the 2020s. The US built 375. Twenty-two to one. Once upon a time, transmission infrastructure was built in a few years. After decades of accumulated state and federal environmental activism, major transmission lines now take seven to twelve years to build. The engineering hasn’t gotten harder.

Paying for the Wrong Wires

What I said previously, “The Wires Don’t Exist” is partially false. There has been a great deal of wires laid over the last couple of decades. The problem is: they’re the wrong ones.

From 2012 to 2022, PJM transmission owners spent over $38 billion on a category called “supplemental projects” which have localized benefits. In contrast, they spent about $17 billion on baseline regional projects that improve regional transmission. More than two to one in favor of the local stuff. Local and supplemental spending went from 9% of PJM transmission spend before 2014 to 73% by 2021. Lack of investment isn’t the problem. It’s flowing. It’s just flowing to the wrong place.

Why?

Follow the incentives. After FERC’s Order 1000 introduced competitive bidding for large regional transmission projects in 2013, utilities lost the guaranteed right to build them. Regional projects now have to be competed for, with RTO board scrutiny, against other developers. Supplemental projects, by contrast, retained the right of first refusal. The incumbent utility builds, no competition, no review. The path of least resistance and the path of highest financial return point to the same place: small, local, in-territory work that maximizes rate base and avoids competitive procurement.

And not only do supplemental projects lack competition, they are usually compensated via “formula rates”. A formula rate is a FERC-approved mechanism where a transmission owner’s costs flow through to ratepayers via an annual administrative update, with no full rate case, no adversarial review of whether each investment was prudent, necessary, or cost-effective. Costs flow through, year after year, with no independent validation that the project was the right project, built efficiently, or preferable to available alternatives. Cost recovery without accountability.

This is rational behavior, not bad intent. Utilities are responding to the incentive structure they were given. Why compete in an adversarial and competitive regional environment when you can frictionlessly earn returns for your shareholders using your monopoly status locally? The predictable outcome from this easy decision tree is a grid that builds out a lot of local projects and very few regional ones. That is exactly what happened.

The consequence is that replacing aging 138 kV lines inside a single utility’s footprint is not the same as building the high-voltage backbone needed to move power across an RTO. The supplemental boom hasn’t relieved congestion. It hasn’t unblocked interconnection. It has produced a great deal of CapEx, a lot of rate-base growth, and very little of the regional transfer capacity NERC says we need.

Permitting: An Architecture of Strangulation

Every major energy project in the US runs a gauntlet. Federal NEPA, where Environmental Impact Statements average four and a half years and the Administrative Procedure Act lets opponents challenge the review on procedural grounds. Federal Section 401 of the Clean Water Act, where states can effectively veto interstate projects on water-quality grounds. State PUC siting, separately, in every state the project touches, with no federal override. State environmental policy acts in 16 states plus DC plus Puerto Rico, with California’s CEQA and New York’s SEQRA imposing substantive requirements on top of federal NEPA. Even in red states the layers stack: a 175 MW Montana gas plant has been in litigation for three years after its air permit was challenged under Montana’s state environmental review statute. Three years for 175 MW of gas in deep red Montana!

None of these are construction times. They are permission times. Major transmission lines: 7-12 years. Federal EIS: 4.5 years on average. New Source Review for behind-the-meter gas: 14 months even when nothing about the project is controversial.

The permitting layers explain a lot of our woes. The queue cascades because every network upgrade has to run NEPA again and every NEPA review is litigable. The interregional grid doesn’t get built because there is no federal backstop for state PUC vetoes, so a single state can kill a multi-state line. The over-allocation toward supplemental spending is partly an incentive story and partly a permitting story, supplementals stay inside an existing right-of-way, qualify for categorical exclusions, and avoid the review gauntlet that regional projects can’t escape. The incentive architecture and the permitting architecture compound each other.

NEPA was passed for real reasons. Section 401 protects real water. State PUC siting reflects real federalism, and the postwar buildout displaced communities and dismissed environmental concerns more readily than is acceptable now. The argument isn’t that the prior architecture was costless. It’s that the current architecture has overshot so far that even its major solution, abundant and cheap clean-energy, is being strangulated by it. It needs to be prudently pruned.

The good news is the legislative response emerging. The SPEED Act, which reforms NEPA, passed the House in December 2025 and is awaiting 60 Senate votes. The SPEED and Reliability Act addresses transmission siting directly with a federal backstop for projects meeting national-interest criteria. Whether either passes is an open question.

Cautiously Optimistic

The political right has never been the major bottleneck on these issues. But now, a bipartisan coalition is forming thanks to solar projects being boxed in with no way out but comprehensive reform on transmission and permitting. The congressional left will have to choose abundant solar energy or keeping their permitting architecture in place. They can’t do both. This tension will separate the de-growthers from the clean abundance types. Hopefully the latter are victorious.

Everyone reading this blog knows hyper-scalers, i.e. commercial computing operations, are the major driver of growth and innovation in energy production and power distribution. The demand and competition for everything has skyrocketed, increasing the existential need for speed and creativity. Another, less discussed catalyst, just off in the background, pushing the possibilities forward, is national security and the space race. But I repeat myself.

DoW’s Project Pele has laid the groundwork for the deployment of mobile, micro-reactors (MR) for mission-critical operations in remote, austere environments with difficult logistics settings. Pele’s first TRISO fuel delivery was received at INL this past December. Final assembly slated for next month allowing the BWXT designed micro-reactor to begin testing and evaluation. This past October, the corollary to Pele was announced, Project Janus, committing the Army to deployments of micro-reactors to 9 different bases.

Space also qualifies as a remote, austere environment with difficult logistics. Unsurprisingly, almost all of the prospective suppliers of these reactors have space based initiatives. Recently, NASA and the DOE re-affirmed their commitment “to support the research and development of a fission surface power system for use on the Moon and future NASA missions to Mars.” by 2030.

A subset of these MR firms, like BWXT, Antares, X-energy, and NANO are reviving 40s era research and 50s era programs like Rover and Orion to build rockets powered via nuclear propulsion (NP). Non-nuclear firms are also getting in on the action. Blue Origin, Lockheed Martin, and L3 Harris have all thrown their hats into the NP ring. For those trying to figure out how all of these reactor firms will make money, with all of the competition and limited terrestrial TAM for micro-reactors, a booming Space Political-Economy is probably the best bull case one could make. Earth is the necessary starting point. Phase 0. Space is the real, seemingly unbounded prize for these firms. And if this ends up being the case, nuclear powered lunar bases and rocketry powered by nuclear propulsion, this is very good for us Earthlings. Big pocket, big volume customers subsidize the economies of scale necessary to bring down the price of producing reactors. It would be nice for earth based utilities to buy and/or finance reactors like they were diesel generators.

Fission is cool but let us not forget there’s a massive, naturally sustained fusion reaction sitting in the middle of space. So it makes sense Solar is also attracting space race related investment. One big idea has made waves because of its proximity to the computing craze as well as its seeming impossibility, is solar-powered low-earth-orbit (LEO) data centers. The logic is the following: launch costs have collapsed (thanks SpaceX), solar energy is abundant (in space), cooling costs are non-existent (in-space), and our terrestrial environment is contested and limited due to political machinations (some justified, some moronic). This adds up to, why the fuck not? Nvidia backed Starcloud, Google’s Project Suncatcher, Aetherflux, Axiom, and Voyager are all making big plays in this arena. But there is another angle on this that has more direct touch points with energy production on earth.

Mirrors and near-infrared light. They’re being proposed as ways to transport solar energy to solar farms on Earth during the night. In theory, this would make the farms firmer and more dispachable forms of energy production. Overview Energy is working on launching a massive constellation of satellites that convert solar energy into near-infrared light and beam it down to solar farms on earth. Reflect Orbital is working on launching a massive constellation of mirrors that can reflect sunlight down to where it’s needed. Seems doable but making the economics work unironically seems like the bigger lift. Or maybe not. I would like to see their pitches to their investors and potential clients.

I’m not qualified to say whether or not any of this will work, when it could work, or who will pull it off, but I do know “doing hard things” has positive effects beyond “the thing in itself”. The frontier is open for business. Teams and organizations full of brilliant, ambitious people will move the ball forward following their passions, seeking their own claim on eternal glory, to the benefit of the many. How far will they move the ball forward? I don’t know. I do know there will be winners, setbacks, struggles, successes, bankruptcies, tragedies, and moments of awe. That much I know.

At this fraternal locus, our conversations jump from Aldo Leopold to liturgy to Agalloch. (It’s not a Secret Society, but hey, if the shoe fits...). The theme this time was “Pilgrim Mindset.” Everyone in our group offered a presentation to riff on this concept.

Below I’ll share the idea behind my own offering plus notes I took while listening to others. I’m avoiding names not for anonymity but because I may have conflated some presentations. Any misinterpretations or omissions are inadvertent and my fault alone.

Interior Pilgrimages and Rebooting Failed Societies

My own pilgrimage is interior.

I’ve been plotting an exodus from the troubled city of Portland, Oregon for five years. But after contemplating a job offer recently — which brought me to St. Louis — I realized my place is on the West Coast, particularly in the spiritually hot confines of Portland.

Portland, you may have heard, has gotten so extreme in its descent that even the author of Fight Club (and other genuinely transgressive and hyper-masculine sorts) have simply left.

But I’ve become more “extreme” too, and I want to act in a manner that pleases God. God wants me here, where I’ve lived since 2000, where lots of people have bought into a crazed unreality fueled by terrible ideas and bad governance.

My pilgrimage involves the continuing pursuit of family and church life, in a place that is hostile to both, and maybe helping my priest clean pentagrams off the priory doors (sprayed on by local Reddit witches). It’s dirty work, in a failing city that is my home.

Which leads to the other part of my brief presentation: how do you reform failing societies? Perhaps not Portland, whose downward spiral may last several generations, but failing places in general? A year ago I met an expert on this subject and he pointed to three major historical examples of where pathological societies were successfully rehabilitated:

• Singapore in the 1960s;

• Sparta circa 700 BC.; and

• Arabia circa 600 Common Era.

But to be clear: these places were re-normed, not “reformed.” Comprehensive change came downstream from charismatic individuals and mass, internalized value shifts. The charismatic individuals were Lee Kuan Yew, Lycurgus, and Muhammed, with the latter placing civic work entirely within the realm of God.

And whether through charismatic leadership or through interior pilgrimage, a key insight is: re-norming requires placing all work (civic, familial, ecclesial) within God’s economy and not inside human ambition.

Pilgrimage as Risk and Frontier

God is the operative word.

The Pilgrim Mindset stretches from Abraham to the American Pilgrims, people who were spiritually serious, physically tough, and half-dying in the process of settlement. They forged the backbone of the American story. They were not romantics, they were hard-edged believers whose legacy complicates New England’s later cultural decline. Modern-day pilgrims face the same problem as their predecessors: divine calling vs. civilizational consequence.

Ecological Cycles and Surfing Collapse

Civilizational consequence implies a profound alteration of systems. Every system moves through growth, maturity, collapse, and reorganization, with collapse serving not as an ending but as a release of stored capital. The crucial moment — the “back loop” from collapse to reorganization — is where the telos of the next system is forged and where spirit is infused into matter.

The Pilgrims lived precisely in this back-loop moment, leaving a rigid, declining system and participating in the spiritual re-creation of a new one. Today, many civilizational systems are entering release, and new structures are rapidly forming, with some animated by adversarial spiritual forces. (Disembodied spirits are all around us — undying, though not eternal).

The modern pilgrim must consciously infuse divine spirit and righteous purpose into the emerging systems before they harden into mature forms. Pilgrimage means assuming a metaphysical responsibility to shape the coming world while the reorganization window remains open.

The Economy Above the Market

The infusion of spirit into emerging systems demands structures that can carry transcendent purpose. An overlooked tool in this regard is patronage. Whereas the modern liberal order depends on self-interest and the “invisible hand,” a deeper, pre-economic order is governed by understanding, wisdom, and patronage, with the latter being the ultimate prestige good that makes honest teaching, religion, and governance possible. Market activity is downstream of these higher goods, not vice versa, and modern digital platforms distort the very conditions needed for such understanding to flourish.

An upper realm is the Christian economy of salvation, the divine ordering of persons within the Mystical Body of Christ. A pilgrim seeks participation in that higher economy, where suffering is meaningful and all goods find their orientation toward the sacred end.

The Lifecycle of Spiritual Development

Arriving at the sacred end requires three stages:

• Discernment — learning to hear vocation (see Kierkegaard and Simone Weil);

• Obedience — acting on divine direction despite uncertainty; and

• Revolutionary continuity — a true revolutionary honors the past by negating the present in a way that preserves historical memory and births a new world (see Kojeve).

Pilgrims didn’t simply rebel, they created a new existence, one based on a faithful negation.

A Nation of Runaway Children

There is a contrarian view to all this, though. In the psychology of the parent–child relationship, the Pilgrims rejected the Church of England without ever rediscovering the possibility of legitimate authority, thereby condemning their project to eventual dissipation. Their descendants’ slide into Unitarianism exemplifies this failure of reintegration.

All this was precipitated by a Luciferian refusal to submit, a rebellion that would not trust authority as benevolence. Extended more broadly to America: the United States is a nation of runaway children who keep fleeing home rather than completing the cycle of reconciliation.

True pilgrimage requires not only leaving but returning — coming home to legitimate authority, roots, and maturity.

Building an Ark and Reorienting Our Sensorium in a Turbulent Age

But what if return is no longer an option?

The most visceral metaphor of the weekend was an ark.1 The pilgrim’s travels are a form of ark building. Our enclave in the woods is an ark project too: a mobile brotherhood afloat in strange and volatile times, built for buoyancy, not abandonment.

Per Walter Ong and Marshall McLuhan, we must reorient our sensorium to the present technological reality. In Edgar Allan Poe’s maelstrom tale,2 survival is not realized by clinging to familiar structures but by discerning the “barrel”: the still, small shape that keeps its head above a vortex. Poe’s fisherman, dragged into the Moskstra-öm, found that same buoyancy — he noticed that cylindrical objects like barrels descended more slowly down the vortex, and he adjusted accordingly.

The current moment calls for a similar maneuver: a perceptual reset, and engagement with a reality that is rapidly mutating, all of which attunes to the Second Power ethos of surfing turbulent forces rather than attempting to control them.

Contra something Karl Rove once said, we can’t invent our own realities (God is reality), but we can act in holy mirroring, and ask Him to bring the light that illumines: an “invading” grace.

I know many Amish folks in the surrounding settlements and they have perhaps the most robust example of a functioning moral economy in the twenty first century. But is it possible to recreate our own version of a moral economy and community without strict personal and behavioral restrictions?”

• The Economy Above the Market: “…patronage is radically undervalued today, compared with all prior times in history. As it is the only area of the economy that works without the motive of narrow self-interest and without expectation of economic return. And yet patronage indirectly generates all economic return. It forms the only condition in which economic return can come about. In this way, patronage is always already a distributed form of checks and balances on the profit motive and self-interest that operates legitimately in the rest of the economy.”

As Matthew Stoller notes:

“Utilities face no competition, but they must supply electricity to all-comers in their region. And their prices are set by public commissions…The rate of return utilities could pass through to customers should be equal to the market-based cost of capital.”

Nowadays, California's investor-owned utilities can earn ROEs as high as 10.75%. Granted, those returns compensate for real risk. But this regulatory structure creates perverse incentives.

To wit: utilities have the authority to earn an approved return on every dollar of “prudently”-invested capital, which means a utility earning 10% on a $10 billion rate base makes $1 billion annually. Expand that to $15 billion through new investments, and returns grow to $1.5 billion, all paid for by ratepayers.

But utilities’ ROE, though worthy of scrutiny, is just one layer of a crazed price spiral. Regulatory failure (and legislative decrees from above) are the deeper engine.

Consider a recent vote at the California Public Utilities Commission. The CPUC approved a $9.6 billion revenue requirement for Southern California Edison’s 2025 “test-year” General Rate Case, with three subsequent years of half-billion-dollar hikes to follow. Commissioners cited wildfire risk as the key driver.

Commissioner John Reynolds said, quite gravely:

“A single, utility-caused wildfire can cost billions of dollars in damages and have major consequences, for communities and for electric service.”

He and other regulators consistently, and very subtly, participate in a sort of regulatory theater, speaking with concerned faces about utility responsibility. And in one sense, they are correct: utilities must harden their grids and manage their affairs more prudently.

But where is the parallel accountability for the state and its thicket of powerful agencies? Just because regulators believe their own bullshit — which, ironically, adds “authenticity” to their performative lectures — doesn’t mean they are entitled to ignore reality. With furrowed brows, they preach endlessly about utility responsibility and climate vigilance while systematically avoiding accountability for the chaos their own policies have created. We have reached a point where the “unintended” consequences of their actions have become very predictable (and border on deliberate).

Why isn’t forest management and vegetation control — preventing trees from falling onto live wires — the most serious and diligently-executed area of state policy? Why do utilities seem to be straddled with the most responsibility for rights-of-way that become tinderboxes? Where is the state apparatus in all this? Is there any true vigilance at all?

Regulators sleep easier when they can blame “IOU shareholders and climate change,” but those are only two pieces of a much larger failure of land stewardship, public planning, and “integrated” problem-solving, to borrow from their own vernacular.

The result is a perfect circle of evasion, because nobody is bold enough to claim the mantle of leadership:

• Utilities keep building gold-plated infrastructure because every dollar of capital earns a huge return.

• Regulators make “hard decisions” about IOU spending and deflect blame onto climate change. (They are powerless doves in this dramatic affair — don’t come to them with your tales of woe.)

• Politicians posture against “greedy corporations” while ignoring their own dereliction in managing forests and rights-of-way. (Gavin Newsom consistently sets the tone here, creating divisions with the oil industry to maximize his silly optics.)

This is more than timidity, as Stoller suggests with ROE. It is full-on institutional negligence, a system that rewards capital inflation and excuses public mismanagement while sending the bill to ratepayers and taxpayers alike, with commensurately stern and sad faces during the decision-making process.

Throw them all out.

The $2.2 billion Ivanpah Solar Project in California’s Mojave Desert, which received $1.6 billion dollars in federal loan guarantees from the Obama administration, is shutting down, at least partially.

More specifically, two of Ivanpah’s three units will deactivate in 2026, pending CPUC disposition of PG&E’s January 2025 proposal to end the relevant power purchase agreements. Similarly, Southern California Edison is said to be in discussions that could lead to the third unit’s closure. (The facility doesn’t use molten-salt storage, btw, which I had previously and mistakenly tweeted — confusion on that point gets intermingled with the nearby facility at Crescent Dunes.)

Oddly there has been no official activity on the Ivanpah development since January, regulatory-wise, but the story has somehow made its way back into the public’s consciousness as of late. Curious, that…

Anyway, I’ve explored the subject of Ivanpah before, initially by way of this 2022 post from environmental researcher Dustin Mulvaney. In reference to the state’s battle over where to site utility-scale solar farms, Mulvaney wrote:

In 2005, the Bureau of Land Management opened 22.5 million acres of public lands, first come, first served, to solar development. It was initiated by a policy mandating the development of 10 gigawatts of renewables on public lands. Soon speculators of all types—power plant developers, vertically-integrated start-ups, out-of-state electric utilities, even major financial powerhouses like Goldman Sachs—were sitting on 80 percent or so of the acres seeking right-of-way permits to develop solar projects on public lands. The lack of a planning framework led to proposals on lands donated to the Bureau of Land Management for conservation in perpetuity by the Wildlands Conservancy.

The acreage under application exceeded all land leased to oil, gas, coal, and hard-rock mining industries since 1872. The 2009 American Recovery and Reinvestment Act1 supercharged this land grab by fast-tracking environmental reviews for public land projects. Most applications were eventually withdrawn. But the projects that survived were destructive.

Utility-scale solar projects built on public lands transformed the Ivanpah Valley, Chuckwalla Valley, and western Mojave Desert into industrial zones, reducing habitat for the desert tortoise, flat-tailed horned lizard, fringe-toed lizard, bighorn sheep, pronghorn antelope, and Mojave ground squirrel. Other projects damaged cultural resources, including cremation sites and geoglyphs…

Over time, I’ve gone from being relatively agnostic on utility-scale solar farms to having some actual animus toward them. I believe solar’s most useful condition involves off-grid or grid-adjacent projects — decentralized, complementary, or project-specific power, not massive farms. I’ve also come to believe that large-scale solar only further accelerates the worst traits of central governance and centralized planning.

Additionally, I’ve written about utility-scale solar having a confusing visual allure — I can’t tell whether I find huge solar farms aesthetically interesting or kind of profane. They have a quasi-futuristic vibe (sort of time-androgynous, like Star Wars technology). And their structural oppressiveness and doom aesthetics, like brutalism, are visually arresting in a manner where I struggle to find the correct word (some variant of techgnosis, maybe? Some term that conveys aesthetic-spiritual vertigo or infrastructure-as-ritual-device…?)

All this is to say I never had a knee-jerk revulsion to it, per se. And I do think federal spending on experimentation is worthwhile, as are expensive failures that move toward actual wins.

Techgnostic Solar Death, Briefly Steelmanned

And truthfully, Ivanhpah’s attempts at innovation were pretty interesting. The plant uses a direct-steam concentrated solar power facility. Its computer-controlled mirrors, or heliostats, focus sunlight onto three large central towers, where water converts directly to high-pressure steam that spins conventional turbines.

Each morning, Ivanpah burns natural gas to pre-heat its boilers so that steam can be generated once the sun is strong enough. Unlike photovoltaics, which produce variable DC power requiring complex inverters, Ivanpah’s steam-turbine output is easier to integrate into the grid.

But the project was not cost-effective in an era when photovoltaic solar continued to see cost reductions. And it repeatedly under-performed, sometimes delivering less than 75% of its expected output. Additionally, its $1.6 billion in federal loan guarantees created perverse incentives to build a technological dead end at massive scale rather than allowing smaller, private experiments to fail cheaply and quickly.

The Streamers

And now the Aztecan project that vaporized birds mid-flight and defeated its own purpose by burning natural gas appears headed for decommissioning.

Workers had a name for the dying birds at Ivanpah: “streamers.” Because as they fell through the superheated air (1,000 degrees, hot enough to liquefy lead) the birds would ignite, and in their terminal descent leave behind trails of smoke and water vapor. During peak migration counts, observers recorded approximately one every two minutes. The sky writing its own indictment in vapor trails. “Look on my works, ye mighty, and despair…”

These large-scale projects are institutional-level testaments to how progressive utopianism nearly always reveals itself as death-cult. A system premised on abstract love, eternally divorced from what it alleges to care about. The Parable of the Motorcycle Helmet, on repeat.

Meanwhile, geoglyphs are erased to inscribe new ones, written in bird smoke, tortoise shells, and federal guarantees.

The purpose of a system is what it does.

Last month, I floated a concept that energy systems operate through dromology: speed, acceleration, and the accidents they generate. But nuclear power complicates this framework. Nuclear power’s temporal strangeness forces a reconceptualization of how tempo shapes power. My speed-based analysis reveals its limits when confronted with this strangeness.

Nuclear doesn’t move through time and space the way fossil fleets or renewables do. Fossil fuels keep time by linear depreciation and accounting schedules (organizing around financial timelines and planned obsolescence); and renewables keep time by weather cycles. But nuclear moves at a stranger cadence. “Nuclear time” — the temporal condition of nuclear power — is not market time or human time, it’s “containment” time, in the mold of a hyperobject, so all-encompassing that everything must synchronize around it.

Hyperobjects exist, but at a scale so large that it is impossible to point to one and say “here it is.” Where is climate change? Where is the atom bomb? Where is democracy? These things are real, but vast and difficult to pin down.

The grid dispatches electrons in milliseconds, but nuclear licensing drags across decades. Operational time runs at the speed of light; institutional time crawls through hearings, reviews, and legal proceedings that span generations. Of course, this institutional delay, and its exorbitant costs, have been amplified by bad political actors, whose motives are grounds for an entirely separate post.

To integrate nuclear is to graft millisecond dispatch onto 80-year amortizations, to force the instantaneous and the eternal into a unified frame — a long medley with time signatures that owe more to King Crimson than AC/DC.

Oil and Nuclear

Nuclear is similar to oil in that both operate (in some respects) on state time rather than market time, buoyed by subsidies, strategic reserves, and military force. But where oil is nomadic and obtains power through mobility (tankers, chokepoints, flows), nuclear is monastic, securing power through immobility: fortified domes, exclusion zones, millennial waste. Oil’s dromological accident is geopolitical rupture; nuclear’s accident is ontological rupture. One disrupts flows, the other unseals deep time on Earth.

Transmuting Time

But this static monasticism is changing. Experiments in small modular reactors and microreactors attempt to compress nuclear’s geo-institutional tempo into something closer to a market cadence. If successful, they will make nuclear a stabilizer for radical new pathways: producing hydrocarbons out of thin air, removing the grid as an anchor client and opening up wild new markets, and perhaps civilizational-level innovation.

Tolerance for Catastrophe

Temporal compression comes with its own dark logic though: all the stability and innovation that go with nuclear carries the potential for not just an accident, but “the” accident. In terms of dromological space, every technology inscribes a territory for its accident. The reactor dome, the petrochemical fence line, the blackout map. These are not just safety perimeters but cartographies of deferred catastrophe, admissions that failure has been anticipated. They are containment zones —sealed landscapes where the tempo of electrons is milliseconds but the tempo of waste is centuries. To rule energy is to orchestrate rhythms but to also decide which populations will live inside the containment zone when the accident arrives.

Here, containment is not failure. It is anticipation engineered by realism, and a willingness to live inside the perimeter of the Ultimate Accident.

In the end, nuclear risk tolerance is a civilizational fitness test. Successful societies of the future will negotiate with its high-consequence, low-probability risk. Those who fear such risk may become failed states.

• What Portland Should Learn from History: “Portland has the lowest consumer and business sentiment rating among 47 cities included in a national survey. Its total crime rate was second-worst in the nation in 2024, according to a study based on FBI statistics. It has the worst housing outlook in the nation, according to LendingTree.com. It has one of the highest cumulative tax rates in the nation and schools that rank well below average in most measures for both instructional time and educational outcomes. Portland has fared so poorly in reports issued over the past few months that there are only two questions, closely related, left to ask. How much lower can the city sink and how long will it take for it to recover - assuming it does?”

Below are a few young projects that portend things to come.

Plural

It’s easy to finance rooftop solar and megasites but surprisingly difficult to do so for projects in between. The former is small and generally covered by consumer credit like financing companies while the latter more effectively spreads the expensive underwriting costs over a larger financial surface area. The bigger the better. The middle is stuck between a rock and a hard place. Plural is using tokenization to collapse the underwriting and fundraising costs for middle market projects in the energy, compute, and general infrastructure space.

USD.AI

Intelligence production is very CapEx heavy. Whether its training or inferencing, running many expensive machines is non-negotiable. Advanced GPUs are extremely valuable but tapping into that value isn’t easy. USDAI is making it easy to tokenize and collateralize a fleet of machines and borrow against them. This unlocks debt financing for non-majors who can’t secure financing from traditional institutions, large and small.

Just the above is impressive in and of itself but from what I can tell the team behind has built it with impressive primitives that can unlock creative financing of a much greater constellation of physical infrastructure outside of advanced GPUs. This looks like just the start of something that could become much bigger.

Zeus

Access to accurate weather predictions has always been important to optimal grid management. Its importance increments up with every increase in variable supply. Sun, wind, rain, and snow all effect demand for and the supply of electricity. Researchers & professional organizations as well as projects like Google’s DeepMind have filled this role. Zeus, is attempting to do the same thing but through a novel mechanism that shows the potential creativity and power of DeAI, and more specifically Bittensor.

Zeus is a “subnet” or sub-network within the Bittensor network. Currently, there are many operating Bittensor subnets, with an upper-limit of 128. Each subnet creator sets the purpose, rules, metrics, and reward system in order to attract contributors that can forward that subnet’s purpose. The Zeus subnet incentivizes the creation of accurate weather predictions. This is an open, co-opetition that anyone or group in the world can contribute to and/or compete within.

The team behind Zeus is reporting impressive predictions that meet or exceed predictions made by the state of the art open source forecasting service Open-Meteo. This is just one of many interesting subnets operating on Bittensor producing digital commodities like weather prediction in completely novel ways.

WOAH!

The following scenario is not too far off from becoming a workable reality:

Imagine 2, 10 MW micro-reactors powering a data center that’s financed by a broad coalition of small financial institutions, funds, and individuals. Lets call it WOAH.

The securities for WOAH are easily accessible via secondary markets on Coinbase, Uniswap, and hundreds of other venues. Holders can also access low cost financial services like collateralized lending on Kraken, Morpho, and many others. In addition, a high performing team contributing to the Zeus subnet is renting rackspace from the data center, providing revenue, some of which filters down to WOAH holders. More importantly they crank out high quality predictions to grid operators all over the world helping them optimally manage their assets. This team is also able to easily collateralize and borrow against their GPUs using USD.AI. This allows them to buy or rent more machines to improve their performance on the Zeus subnet, earning them more rewards.

There is a lot to lament in the world but there are still small, powerful pockets of competence, productivity, and good will. Never black-pill. Do your part, however small, to increase the size and power of those pockets.

The grid is an accident in motion.

Paul Virilio once said:

When you invent the ship, you also invent the shipwreck; when you invent the plane you also invent the plane crash; and when you invent electricity, you invent electrocution...

Energy, the general subject of this blog, is Virilio’s dromology made incarnate: speed and infrastructure fused into a single nervous system. The grid housing this dromology isn’t so much a machine as a choreography of velocities:

• Electrons running across transmission lines;

• Dispatch signals pulsing every five minutes;

• Frequency deviations within fractions of a second; and

• Trade windows collapsing into the sub-instant.

To govern energy means to balance supply and demand, of course, but also to command tempo. Regulatory proceedings, RTO dispatches, FERC orders…these were once dry bureaucratic acts but they’re becoming dromopolitical struggles over speed. Whose tempo is supreme? Or more precisely: what is the shape of that tempo as it reaches domination?

Fossil fleets march to the slow time of depreciation schedules: predictable, securitizing beats across decades. Renewables lunge into interconnection bottlenecks — like lightning fields, they are volatile, with intermittencies that mean rapid success or sudden failure. And in the edge node, Bitcoin miners chase marginal megawatts like stormfronts. They are nomadic (albeit territorially agnostic) players.

Per Virilio, each acceleration breeds its own accident (and for our purposes reveals the shape of power):

• Negative price cascades expose feedback loops where automated bidding deepens volatility instead of damping it;

• Texas 2021 wasn’t “just” a blackout: it was slow, brittle tempos colliding with untamed intermittency under weather stress; and

• California’s rolling outages reveal the jagged seam where algorithmic speed strikes physical constraint.

And beneath all of this lies the immobile sludge of planning: “Resource Adequacy” stretches across years, “Integrated Resource Planning” simulates infinite futures, procedural rituals grind away while electrons demand answers in milliseconds. Institutional time is fundamentally mismatched with operational time. Bureaucratic delay begets temporal violence.

The system, meanwhile, is learning to operate in live time, with quasi-sentience. Watch an operator dashboard: there are price spikes, frequency corrections, and dispatch orders radiating like pulsars. This isn’t mere data flow; it’s systems responding faster than human operators can deliberate.

Nick Land saw this in Bitcoin’s “unleashed thought”: infrastructure that philosophizes by running. He writes:

Bitcoin seizes philosophical attention because it is already doing philosophy – or what philosophy is still (on ever rarer occasions) expected to do – and at multiple levels. It tells the truth. Bitcoin is not only a recognizable philosophical statement, but also, and more importantly, a philosophical automatism, a synthetic philosophical machine. It not only philosophizes in the manner of a man – although this is its certain prospect – but also finally in the way of an angel, or a lesser god. The ‘intellectual intuition’ (Intellektuelle Anschauung) that is for Kant a mortal impossibility, is for Bitcoin an operational principle. It is destined to close upon itself, and thus know itself. By becoming time, Bitcoin promises an exhibition of unleashed thought, in a way no introspective anthropology ever can.

What Land identifies in Bitcoin (infrastructure that operates as philosophy) is equally visible in the grid. But where Bitcoin crystallizes time; the grid shapes “temporal topology,” the contours and textures of how speed unfolds across infrastructure. Both systems generate meaning through operation, not contemplation.

The broader ecosystem emerging from all this (microgrids, ASICs, and data-driven sovereignty projects) represents laboratories of temporal autonomy. Post-grid autonomy isn't so much an off-grid lifestyle as a means of creating your own time-signature, at your own cadence, rather than bowing to a centralized clock. These projects contain pulses and heartbeats. Each stakes a claim on its own time-shape, a unique way of moving through catastrophe (or near-catastrophe).

To wrap it all in a bough: Energy is speed made visible. Regulation attempts to civilize this velocity. But dromology's lesson remains harder: there is no power without acceleration, and no acceleration without accidents. True sovereignty becomes the right to orchestrate your own accident, to establish the conditions of breakdowns before someone else's tempo determines them for you.

Your rhythm, your tempo, your chosen fragilities and their topologies make up a new form of sovereignty, one that operates through the deliberate orchestration of breakdown rather than the prevention of it. The future involves a tolerance for fragility (and innovating on its bleeding edge), not because doing so is ideal, but because entropy and human error make invulnerability a pipe dream.

The U.S. Department of Energy (DOE) today officially kicked off President Trump’s Nuclear Reactor Pilot Program, announcing DOE will initially work with 11 advanced reactor projects to move their technologies towards deployment. DOE will work with industry on these 11 projects, with the goal to construct, operate, and achieve criticality of at least three test reactors using the DOE authorization process by July 4, 2026. Today’s initial selections represent an important step toward streamlining nuclear reactor testing and unleashes a new pathway toward fast-tracking commercial licensing activities.

“President Trump’s Reactor Pilot Program is a call to action,” said Deputy Secretary of Energy James P. Danly. “These companies aim to all safely achieve criticality by Independence Day, and DOE will do everything we can to support their efforts.”

President Trump is committed to re-establishing the United States as a global leader in nuclear energy and securing a reliable, diversified, and affordable energy supply to drive American prosperity and technological advancement.

DOE announced the Reactor Pilot Program in June 2025, following President Trump’s Executive Order 14301, which reforms reactor testing at the Department. The goal of the Reactor Pilot Program is to expedite the testing of advanced reactor designs that will be authorized by the Department at sites that are located outside of the national laboratories. Seeking DOE authorization provided under the Atomic Energy Act will help today’s selected companies— Aalo Atomics Inc., Antares Nuclear Inc., Atomic Alchemy Inc., Deep Fission Inc., Last Energy Inc., Oklo Inc., Natura Resources LLC, Radiant Industries Inc., Terrestrial Energy Inc., and Valar Atomics Inc.— unlock private funding and provide a fast-tracked approach to future commercial licensing activities.

Long story short, AC, because of its superior distribution properties could support the economy of scale necessary to win the economic war. DC, because of its less flexible and efficient distribution properties, would have lead to a costlier but more decentralized system of microgrids located much closer to their end customers. AC became the dominant paradigm for an increasingly regulated US grid, effectively locking it in with a legal moat.

Edison “lost” this battle but DC was already baked into the electro-commercial sphere of telegraphs, telephones, lighting of Edison’s time and never actually died. Pretty much all electronic devices, telephones, radios, TVs, computers, batteries, and the many others in the market have been powered internally via DC circuits. Quietly, over the last decade, and even more aggressively since the AI boom, DC transmission has been making a comeback.

In March of 2014, Congress passed the Energy Efficiency Improvement Act of 2014 (H.R. 2126) designed specifically to make federally operated data centers more efficient via DC transmission. Instead of using the traditional AC design, deploying DC power distribution in a colocated data center full of DC powered compute reduces power loss, eliminates unnecessary conversions, and frees up rack space. Since the electricity is consumed close to the source and never has to travel through a maze of transmission lines, the distribution advantages of AC become irrelevant and DC, in this context, is actually the superior option.

But this legislation only applied to federal data centers. Other private data center designers and operators have joined in overtime but the impact at the time would have been small and the incentives to do so, not as sweet and tasty. But not anymore. With the demand for high performance compute soaring, power is becoming a major cost center. A once marginal area of potential improvement is transforming into a large opportunity for efficiency and savings. This is exciting stuff for a lot of midlife corporate warriors out there. Catnip for silver haired CFOs and CTOs.

A small wrinkle in this set up is the vast majority of electricity is generated by turbines that are natural AC producers. This isn’t a huge issue because rectifiers (which convert AC to DC) are inexpensive compared to the potential energy efficiency of a more DC native approach. However, there is one particular energy source that naturally produces DC: Solar.

Couple that with quick construction times and low CapEx outlays, compared to other power sources, and we have a winner.

Outside of Reno, NV is an off-grid DC solar array powering AI compute. A recent joint venture between Crusoe Energy and Redwood Materials in Nevada portends what we are likely to see a lot more of.

According to the tandem, this is the largest micro and off-grid compute center in the world. It comes equipped with a 20 MW ground-mounted solar field and 63 MWh batteries worth of capacity. If this is the biggest off-grid compute cluster in the world, there is massive room for growth. Another interesting wrinkle on this project is the batteries supplied by Redwood Materials, a Tesla cutout, are repurposed EV batteries, effectively recycling them.

Which brings me to another trend: closing loops.

Setting aside gradation and degrees, there are open and closed economic loops. Open: there is “waste”. Closed: nothing goes to waste. Waste to energy, compute heat recapture, and nuclear fuel recycling, are all accelerating.

In May, Tether, yes the market leading stablecoin issuer, announced that it acquired a 70% stake in Adecoagro, an agriculture and energy company operating in Latin America. It recently announced a pilot with the company to mine bitcoin via its sugarcane waste. Adecoagro repurposes agricultural byproducts, like sugarcane bagasse for biomass energy which is then used to generate electricity, which then powers Bitcoin mining. Agri-waste becomes energy, energy becomes Bitcoin, and Bitcoin becomes an asset that strengthens the balance sheet and/or funds further expansion and innovation for Adecoagro.

The bitcoin mining industry has also become a small hotbed of entrepreneurial activity in heat recapture. Exergy, Marathon, MintGreen, HeatBit, GDA, and 256 Heat are all advancing the ball forward. If successful, a significant portion of humanity’s heating needs could be supplied via recycling heat from bitcoin and other compute based heat production.

As noted in my previous piece, the Trump admin published a slew of nuclear power related EOs. Most of them centered around regulatory reform aimed at speeding up the deployment of nuclear power. However, lost in the discussion was strong directives on spent fuel recycling, pushing the government and private industry to create a more cyclic nuclear economy. Both the older, more conventional reactors as as well as some of the newer, more advanced designs can benefit to differing degrees. In general, the advanced reactors get us closer to a fully closed fuel cycle while also dramatically reducing proliferation risks.

Interesting times indeed.

A scenario in which California decarbonizes at scale, while phasing out fossil fuels and electrifying everything, is not technologically feasible in the near-term, nor is it affordable. Whether Californians actually want this vision is perhaps debatable, but it’s clear that their elected officials have turned the legislature into a distortion chamber where such dreams have become toxic mutagens.

Here’s a lengthy footnote:

In 2023, Stanford’s Center for Carbon Storage published “Pathways to Carbon Neutrality in California,” which modeled the state’s potential transition to net-zero by 2045.

Two important takeaways:

• California can achieve only about half of its emissions reductions using commercially available low-carbon technologies e.g., solar, wind, heat pumps, and electrification.

• There is no silver bullet. The study shows decarbonization demands a suite of expensive solutions (carbon capture and storage, bioenergy, hydrogen, efficiency gains, permitting reforms, and negative-emissions technologies like direct air capture).

In short, the scale of buildout, the cost of innovation, and the necessary bureaucratic reforms make near-term, affordable decarbonization and full electrification technologically improbable and economically burdensome.

The rest of the piece might be a little too rude and heated for my current disposition. In the spirit of Jules Winnfield, I find myself being more selective lately about how I spray my rage around. Maybe I’ll publish the whole thing in a couple of weeks, I dunno.

ROOFTOP SOLAR

For years, I’ve made a lonely, unpopular argument that California’s rooftop solar customers have been unfairly maligned by a so-called "cost-shift" narrative (or Reverse Robin Hood characterization), which I believe is based on false assumptions.

Now, in a rare and significant move, the California Supreme Court seems to agree that the CPUC’s treatment of rooftop solar warrants additional scrutiny.

• Earlier this month, the Court heard oral arguments in a case challenging the CPUC’s controversial “Net Billing” tariff (aka NEM 3.0). The case is now under submission. (Some video is available here).

• The case, brought by the Protect Our Communities Foundation and the Center for Biological Diversity, argues that the CPUC failed to follow state law when it based solar export compensation on the Avoided Cost Calculator, a tool that sharply reduces payouts to solar customers.

• The plaintiffs contend that the Avoided Cost Calculator improperly excludes key benefits (e.g., grid resiliency, avoided methane emissions, transmission savings, and land-use impacts), which are legally required as part of a costs-and-benefits analysis under the Public Utilities Code Section.

Here’s an instant analysis, via the grapevine.

While rooftop solar proponents hope the Court will overturn the CPUC’s NEM 3.0 policy, the more significant issue may be the standard of judicial review.

Typically, when a CPUC decision is appealed, the Court of Appeal defers heavily to the CPUC, and overturning a decision is rare. But the plaintiffs argue that this deference is outdated and violates a 1998 legislative amendment that requires courts to determine whether the CPUC proceeded lawfully.

Their argument has convinced the California Supreme Court to consider whether the lower court applied the wrong standard, which is significant, and could affect how all CPUC decisions are reviewed going forward.

LANDMAN

My wife convinced me to watch Landman, which I initially resisted. But with two episodes left in the first season, I have some thoughts.

I’m enjoying it. I like its drunken, screen-door aphorisms and general incoherence. It’s great low-calorie entertainment.

A few observations…

• In some respects, Billy Bob Thornton is playing Bad Santa again, only this time he’s working for Jon Hamm instead of John Ritter.

• The show can’t decide if it wants to valorize oil and gas work or if it wants to make moralistic statements about peak oil.

• The show is obviously trying to court a “blue-collar” audience but the effort feels more like a contrived sidestep from the dried-up cash flow of prestige-woke content than a genuine cultural instinct.

• Its goofy digs at renewable energy and green capitalism are of course warranted but too boilerplate, too eager to please. (“Honey, there ain’t nothin’ renewable about it!”)

Nevertheless, I sometimes enjoy being seduced by bad TV, and seduced I have been. Relatedly, Landman has made my wife more Tex-curious. Over the years, I’ve tried to pitch her on a relocation to Texas (with exploratory trips to Austin, Johnson City, Houston, and San Antonio) but she’s always been repelled by the heat. However, Landman is selling her on the idea pretty hard. The show’s terrible/great country soundtrack, its Mexican food, its Friday night lights, its pickup trucks — all make Texas look like an inviting refuge from the dystopian West Coast.

DEFERRED BATTERY RESTART by MOSS LANDING: California’s Elkhorn battery facility, one of the largest grid-scale energy storage projects in the state, came close to resuming operations recently following the big January fire at the neighboring Moss Landing Vista plant.

While Vista’s blaze destroyed its 300-MW lithium-ion system and forced evacuations due to toxic smoke, PG&E’s adjacent Elkhorn facility suffered only minor environmental impacts from drifting ash. The Lancaster Clean Energy Center (LCEC) will be powered by on-site solar using a fraction of the groundwater that was previously used for agriculture on the site. Construction is scheduled to begin later this year, with the facility operational by mid-2027. Element Resources is also considering a second facility in Boron, California.

REINING in the NRC: Joshua Antonini discusses Executive Order 14300, which requires a major overhaul of the of the Nuclear Regulatory Commission (NRC), an agency widely viewed as the main obstacle to new nuclear development since its inception in 1975.

NH Senate has been Second Powered

Although not a mover and shaker (yet!), Second Power has recently had some mild impact on state level politics. After our interview with the guys from CRE, a state politician from New Hampshire reached out to Travis and Glen for help drafting a provision that would open up CRE type opportunities in the Granite State. It has since passed the NH Senate!

The bill is poised to be signed by the governor sometime in July.

Nuuucular (Nuclear) Updates

Is there anything worse than the Nuuucularr pronunciation? Absolutely horrific.

Anyway, Trump’s nuclear EOs put him on the path to being the most consequential (positive) president for nuclear energy since Eisenhower. After we get some reps in and re-capture some atrophied muscle memory, given the advancements throughout the economy in communication, construction, finance, and intelligence, the United States is being put into position to bring more nuclear power online this decade than the peak buildout of the 80s.

Lucid Catalyst has the best comprehensive breakdown of all the EOs and their potential impact(s). These are rough estimates and aggregates but Lucid has a pretty good pulse on these things. If we trust them, I do, it’s fair to say at least a $100 billion, maybe much more, in private capital has been moved from, “doesn’t make sense for us, good luck” to “ok, I’ll hear you out, the calculus is changing.”

But that’s not good enough to actually make the big money move into specific projects. There’s still a lot of uncertainty around government policy and a lack of critical services to move capital from being unlocked to actually feel good about being deployed.

Policy

On the policy front, the DoE’s Loan Program Office (LPO), and Congress’ Investment Tax (ITC) & Production Tax Credit (PTC) paradigm is on the ropes.

The LPO provides robust, cheap, and long-term financing. This financing is critical to maintain momentum, breaking-ground, and attracting the scale of private capital necessary to meet our ambitious goals and the tsunami of demand on the horizon. Emmett Penney created an excellent proposal for nuclear focused deployment of LPO funds. Hopefully key power centers in Congress and the Admin take Penney’s proposal, and those like them, into serious consideration.

The ITCs and the PTCs are not financing vehicles in and of themselves but they make the breakeven math more attractive and palatable to capital looking for a cozy home it can feel safe and happy in. Fiscal hawks and doctrinaire free-marketeers on the Republican side are the biggest roadblock here.

LPO funds are naughty because it involves “picking winners and losers” and ITCs and PTCs are pseudo-subsidies that have been the life blood of wind and solar. This is a toxic mix for this group of congressional votes. They’re something that could and should be cut from this perspective.

I have no idea how this will play out. But if the ITCs, PTCs, and LPO funding are cut out or severely cut, this definitely dampens the amount of capital that could flow in, putting severe downward pressure on how many GWs of power, not just nuclear power, we can bring on-line over the next decade.

Financial Services

For the sake argument, lets put our positivity hats on here and assume, that these three programs are largely kept in place. Nuclear power is still not very legible, computable, and investable for a lot of institutional capital. This is a much different genus of capital than VC Capital which likes making long-tail bets and are more open to funding moonshot science projects with vague business plans. The major capital needed to bring GWs online are in pension funds, infrastructure funds, sovereign wealth funds, insurance funds, REITs, endowments, etc.

This group needs much more granularity and certainty. Standardized data and cost modeling, neutral risk models, credit rating agency support, securitized products, insurance coverage, telemetry for real time insights on performance, are either missing or inadequate in their current form, but are all needed. Any tool or framework that creates some firm cognitive grounding for capital to stand on and compare projects, will help capital march forward into specific projects.

The institution that is best suited to lay the foundation for this type of work is the World Bank. The WB was instrumental in creating these very resources for the global buildout of renewable energy over the last half century. The WB has become more publicly open to nuclear power over the last six months due to three primary pressure points: emission goals, geopolitical competition, and major shareholder pressure. Hopefully this is enough to get the WB moving quickly.

DeAI

Distributed (intelligence) training is on fire. A foursome seem to be the front runners in this space: Prime Intellect, Nous, Pluralis, and Bittensor.

This is a complex game of technical breakthroughs in architecture, networking, verification, and incentive design. I know enough to know I’m out of my depth to know if any have a clear advantage over the other. I’m not sure anyone on the planet can know for certain but smart builders and investors are making their bets. We’ll see how they play out. May the most intelligent win.

The strongest prediction I can make about this space, given what we’ve recently seen play out in crypto, AI, as well as in technology and markets more generally, is we can expect a power law distribution of relevancy.

Pure monopoly or pure competition is hardly ever the outcome. There’s usually a dominant player with some respectable also-rans keeping the dominant player strategically anxious, capturing most of the market share and value, followed by a long tail of somewhat interesting, small niche servicing players.

The hyper-scalers with massive compute campuses are all the rage, rightly so, but these distributed training runs will only get bigger, putting even more demand signals into an already hot market. An advantage they have, though I’m not sure of its magnitude at the moment, is they would be much less reliant on the buildout of new capacity. They can soak up slack in grids everywhere like Bitcoin. We have a new species of dung beetle crawling on to the grid.

ZK-Proving

AI mostly, and to some extent Bitcoin, is sucking up all the oxygen in the data center demand conversation, but lurking in the background is zero-knowledge proving. This is a key primitive that brings scale, privacy, and trust to crypto-finance and AI powered technologies.

Three cutting edge projects (I know of), Boundless, Nockchain, and Succinct, are now live. There are others that are close to being live and probably loads of others I don’t know exist.

Their current digital footprints are tiny but the demand for ZK-proofs are essentially only bounded by the demand for crypto-finance and AI.

The energy demand of the two headed monsters of AI and Bitcoin were infinitesimal at their earliest stages and inconsequential a decade ago. Using these as guide posts, we shouldn’t be surprised if ZK-mining is another serious source of compute power and energy demand by 2035.

On-Chain EnerFi

Media that act as own-able and transferable abstractions of underlying assets are as old as ledgers and coined money. Financial assets aren’t new. Securitization isn’t new. But, what I’d like to impart on you is that old things transmuting into new forms, that move through new mediums, is powerful and you should pay attention.

The pieces are coming together for physical infrastructure to be financed through tokenization. In a previous piece, I wrote that this was important not because it was new or “on the blockchain” but because it ultimately lowers the cost of capital. It can onboard and coordinate more capital, quicker, and with much less intermediation (middle-men/admin), meaning cheaper, than the financial rails that currently power our capital markets.

An analog to what will happen here is what happened in the late 70s and1980s. The tri-parte forces of technological advancement, financial engineering, and deregulation led to the emergence of what became known as the junk bond market.

Telecommunications and computing were being adopted at breakneck speed by the financial system, bankers were creating novel securitization products, and the US was shedding its New Deal-era financial regulatory skin.

The junk bond market got its derogatory name because, like any financial innovation, it was rife with adverse selection. Meaning riskier borrowers are going to seek out financial resources in the new space because they are shut out of the old. The higher quality and less risky a firm is, the less they need to use this financial innovation. But what’s lost in looking at this purely in a derogatory way is that many good firms and borrowers could be locked out because of technological, regulatory, and/or somewhat arbitrary constraints rather than just being “junk”.

This market gave many smaller, less established firms, access to capital they couldn’t access before. This gave startups, smaller corporates, and emerging industries the fuel they needed to grow and innovate. This translated into close to immediate economic growth and an expansion of the technological frontier, setting the stage for future economic growth. US industries became more competitive and less oligopolistic, the economy became more dynamic and less sluggish, and emerging industries like telecomm, computing, cable tv, biotech, and many others were able to access the capital they needed at a reasonable cost. The rest is history.

In our own time, similar trends are converging.

The SEC is being much more clear on what is and what is not a security, Congress is debating stablecoins, and the appropriate market structure is being worked out by industry and regulators. Meanwhile projects like Converge, Plume, Centrifuge, Ondo, Republic, and many others are creating the technological scaffolding and financial engineering necessary for a new era of capital formation, liquidity services, and corporate and project finance to emerge.

It pays to pay attention.
