Roads can become clogged. Stores can be emptied. Hospitals can become overwhelmed. Floodwater can make familiar roads impassable. Fires can spread into populated areas. Industrial accidents can release dangerous substances. Large crowds can become unpredictable.

Introduction: There Is No Perfect “SHTF State”

If you are trying to identify the safest place in the United States to live through an extreme disaster—a major war, nuclear exchange, prolonged grid failure, economic collapse, pandemic, severe natural disaster, or some combination of these events—the answer is more complicated than simply picking the most remote state.

A truly resilient location has to solve several different problems at once:

• Distance from major population centers and likely strategic targets

• Access to reliable water

• Ability to produce or obtain food locally

• Low exposure to hurricanes, wildfires, earthquakes, floods, and other natural hazards

• A manageable climate

• Access to medical care without being trapped in a major metropolitan area

• Reasonable roads and transportation

• A functioning local community

• Energy options that do not depend entirely on the national grid

• Adequate shelter, especially for a nuclear/radiological emergency

• Low population density without being so remote that basic services disappear

Those requirements frequently conflict.

For example, Alaska is extraordinarily remote and has abundant natural resources, but its climate, transportation difficulties, winter darkness, and dependence on imported goods create substantial vulnerabilities. Florida has enormous agricultural capacity in some areas but faces hurricanes, flooding, heat, and a high degree of coastal exposure. Montana offers isolation and agricultural potential but has wildfire, winter, water, and access challenges.

The best SHTF location therefore isn’t necessarily the place with the fewest people. It is usually a moderately rural location with abundant natural resources, relatively low population density, reliable water, productive land, a strong local community, and access to a small or medium-sized town.

The Federal Emergency Management Agency (FEMA) itself emphasizes that disaster resilience is not determined by a single hazard. Its National Risk Index considers 18 different natural hazards, including earthquakes, drought, wildfire, flooding, tornadoes, hurricanes, winter weather, extreme heat and cold, and others.

And nuclear war requires a separate way of thinking. There is no state that can be called “nuclear-proof.” Fallout depends heavily on where detonations occur, the type of weapon, weather, wind, and the pattern of radioactive material deposition. FEMA’s nuclear-detonation guidance emphasizes that the quality of the shelter can matter enormously: basements and the interior of substantial buildings can provide much more protection than lightweight structures.

This article therefore treats SHTF resilience as a combination of geographic, environmental, agricultural, infrastructure, demographic, and social factors, rather than trying to predict exactly where a future conflict would strike.

How the States Are Rated

The ratings below are broad assessments rather than precise scientific scores.

Excellent

One of the stronger choices for long-term resilience, assuming the particular property is well chosen.

Good

Generally favorable, but with one or more significant weaknesses.

Mixed

Potentially excellent in some areas and poor in others. County-level selection becomes extremely important.

Poor

The state has substantial structural disadvantages for one or more major SHTF scenarios.

Very Poor

The combination of geography, population, climate, natural hazards, isolation, or dependence on outside infrastructure creates significant problems.

Importantly, a “Good” state can contain terrible locations and a “Mixed” state can contain exceptional ones.

A rural county in a mediocre state may be much safer than a suburban property in an otherwise excellent state.

The Five Most Important Factors

1. Water

For prolonged disruption, water may matter more than almost anything else.

A property with a reliable well, spring, pond, river access, or other dependable source has a major advantage over one dependent entirely on municipal water.

But “having a river nearby” isn’t automatically enough. Rivers can flood, become contaminated, or require substantial treatment.

The ideal property has:

• A dependable groundwater source

• A backup water source

• Reasonable rainfall

• Land capable of retaining moisture

• Storage capacity

• Multiple ways to purify water

2. Food-Producing Capacity

A place that can grow food and support livestock has an enormous long-term advantage.

The USDA’s agricultural census provides county- and state-level information on farms, cropland, livestock, irrigation, and other agricultural characteristics. The 2022 Census of Agriculture documented approximately 1.9 million farms nationwide, illustrating just how much agricultural capacity is distributed throughout the country.

However, the best SHTF property isn’t necessarily located in America’s most productive industrial farming region.

A small property near productive agricultural communities may actually be more resilient because it can combine:

local agriculture + household production + nearby towns + relatively low population density.

3. Population Density

Population density cuts both ways.

Low population density generally means:

• Less competition for local resources

• Less congestion

• Fewer people dependent on centralized services

• More available land

• Greater privacy

But extremely low population density can also mean:

• Poor medical access

• Long distances to supplies

• Fewer skilled tradespeople

• Difficult transportation

• Greater dependence on outside fuel and equipment

The sweet spot is often rural rather than completely isolated.

4. Natural Disasters

A nuclear war isn’t the only disaster worth considering.

NOAA’s disaster records demonstrate how widespread severe weather impacts are across the country. From 1980–2024, the United States experienced hundreds of billion-dollar weather and climate disasters involving drought, flooding, severe storms, hurricanes, wildfire, winter storms and other hazards.

The best location therefore isn’t merely “far from cities.”

You also want to avoid putting yourself in:

• A hurricane evacuation zone

• A major floodplain

• A high wildfire-risk canyon

• A severe tornado corridor when alternatives exist

• An area with chronic drought

• A major earthquake zone

• An isolated coastal community

5. Nuclear/Radiological Resilience

A common mistake is assuming that a rural location automatically equals nuclear safety.

It doesn’t.

A rural property near a strategically important facility or major population center may be less desirable than a somewhat more populated rural area elsewhere.

More importantly, fallout protection is primarily a shelter problem once an event occurs.

FEMA recommends getting into an adequate shelter after a nuclear detonation rather than immediately attempting to travel. Consequently, an ideal rural property for nuclear resilience would have:

The fantasy of surviving completely alone in the wilderness is attractive, but it isn’t particularly realistic for most people.

Long-term survival requires enormous numbers of skills:

• Medical care

• Farming

• Animal husbandry

• Mechanics

• Construction

• Electrical work

• Plumbing

• Food preservation

• Hunting

• Forestry

• Communications

• Childcare

• Education

• Conflict resolution

One household cannot realistically specialize in all of them.

A resilient rural community can.

In a prolonged societal disruption, being part of a competent local community may provide a much greater advantage than being 50 miles farther from civilization.

Nuclear War Changes the Equation

For a conventional disaster, the best strategy may be to evacuate.

For a nuclear emergency, immediately jumping into a vehicle and driving hundreds of miles can be exactly the wrong response.

FEMA’s guidance emphasizes sheltering first. Adequate shelter can reduce radiation exposure dramatically, and FEMA recommends remaining sheltered for at least the initial period following a detonation while authorities determine the fallout situation.

That means the ideal property isn’t merely “remote.”

It is remote + structurally resilient.

A rural farmhouse without a basement may actually provide less radiation protection than a well-constructed building elsewhere.

CDC guidance similarly emphasizes moving into a basement or central portion of a substantial building and staying away from the exterior walls and roof.

What About Nuclear Targets?

It is tempting to build an entire relocation strategy around trying to identify which cities or facilities would be targeted.

That approach has a major problem:

nobody outside the people planning an attack can know the actual target set, weapon yields, launch locations, timing, or fallout pattern in advance.

Furthermore, fallout can travel far beyond the immediate blast area.

A better approach is to optimize for broad characteristics:

• Low population density

• Inland location

• Distance from very large urban concentrations

• Good shelter

• Water

• Food production

• Strong local community

• Multiple transportation options

That strategy remains useful even if a future conflict looks nothing like today’s assumptions.

The “Best” State Depends on the Scenario

A nuclear exchange, economic collapse and nationwide grid failure don’t reward exactly the same geography.

Best for Nuclear/Radiological Resilience

The Great Lakes region is particularly difficult to beat on freshwater availability.

But isolation becomes a disadvantage if you lack the skills and infrastructure necessary to support yourself.

Best for Mild-to-Moderate Climate + Rural Resilience

Kentucky

These states avoid some of the extreme winters of the northern tier while retaining substantial water, forest and agricultural resources.

The Worst SHTF Locations Aren’t Necessarily Entire States

Some of the riskiest places in America are urbanized portions of otherwise decent states.

A rural property in Michigan can be dramatically different from Detroit.

A rural property in Pennsylvania can be dramatically different from Philadelphia.

A rural property in western Virginia can be dramatically different from Northern Virginia.

A rural property in upstate New York can be dramatically different from New York City.

A rural property in northern Georgia can be dramatically different from Atlanta.

This is why county and even property-level analysis is more useful than state rankings.

USGS explicitly cautions that earthquake risk depends on location-specific factors and that a state’s general hazard ranking isn’t enough to determine the risk at an individual property.

The same principle applies to flooding, wildfire, tornadoes and other hazards.

The Ideal SHTF Property

If I were designing a hypothetical “ideal” American SHTF property, I would look for something approximately like this:

Location: Inland northern or Appalachian United States

Population: Rural county, preferably outside a major metropolitan area

Distance from town: Roughly 15–30 minutes

Land: Enough acreage for gardening, firewood and potentially livestock

Water: Reliable well + backup water source

House: Durable construction + basement

Energy: Grid-connected, but capable of operating independently

Heat: Wood or another independent backup

Food: Garden + orchard + preserved food + nearby farms

Terrain: Elevated enough to avoid flood risk, but not so steep that agriculture becomes difficult

Climate: Four seasons, but not an extreme high-altitude climate

Community: Existing agricultural/rural community

Medical access: Within reasonable driving distance

Transportation: At least two routes to town

Fire risk: Low

Earthquake risk: Low

Hurricane risk: Essentially zero

Water stress: Low

Population pressure: Low

That description points strongly toward portions of:

Michigan, Wisconsin, Minnesota, Pennsylvania, West Virginia, Vermont, New Hampshire, Maine, Ohio, Indiana, Kentucky and Tennessee.

Conclusion

If the goal is maximum resilience rather than simply maximum isolation, the United States has several exceptionally strong regions.

The strongest broad candidates are arguably:

West Virginia, Pennsylvania, Vermont, New Hampshire, Maine

The most important lesson is that state selection is only the first filter.

A great state with a bad property is still a bad choice.

A relatively ordinary state with a carefully selected rural property—reliable water, productive soil, low flood risk, good shelter, alternative energy, nearby medical care, and a competent community—can be dramatically more resilient.

And for nuclear emergencies specifically, geography should never replace shelter planning. FEMA and CDC guidance consistently emphasizes the importance of getting inside a substantial structure and remaining sheltered from fallout rather than assuming that simply being rural or far away makes someone safe.

Ultimately, the strongest SHTF location isn’t the place where nothing can go wrong.

It is the place where, when several things go wrong at once, you still have water, food, shelter, energy, transportation, medical access and people you can depend on.

Those characteristics make the inland Great Lakes, northern Appalachians, Ozarks and portions of the northern Great Plains some of the most compelling areas in the United States for long-term disaster resilience.

Canning is one of the most useful food-preservation skills a preparedness-minded household can learn. When done correctly, home canning allows you to take seasonal produce, meat, beans, fruits, sauces, and other foods and turn them into shelf-stable foods that can be stored for future use.

For people preparing for power outages, natural disasters, supply-chain interruptions, economic difficulties, severe weather, or other emergencies, canning offers something particularly valuable: food that does not depend on electricity, refrigeration, or a functioning grocery-store supply chain.

But canning is also a food-safety discipline. This is not an area where improvisation is appropriate. The difference between safe canning and unsafe canning can be extremely important. Research-tested recipes, correct processing methods, proper equipment, accurate processing times, appropriate pressures, and correct handling all matter.

Without preservation, much of that food is wasted.

With canning, a portion of the harvest can become part of your emergency food supply.

This creates a connection between food production and long-term preparedness.

Instead of purchasing all of your emergency food from a store, you can produce and preserve some of it yourself.

Canning can also provide foods that are considerably more practical for everyday emergency meals than many commercially purchased survival foods.

A shelf full of home-canned vegetables, fruits, meats, and other properly preserved foods can provide ingredients for real meals rather than simply emergency calories.

Canning Is More Than Emergency Food

One mistake beginners sometimes make is thinking of preparedness food as something that should sit untouched for years.

That is not necessarily the best approach.

A better preparedness strategy is to incorporate preserved foods into normal household meals.

If you regularly eat your canned foods and replace what you use with newer batches, you create a rotating food-storage system.

For example, you might can several dozen jars of vegetables during the growing season. During the following months, you use those foods for meals while continuing to purchase or grow replacement ingredients.

This approach has several advantages.

You learn which foods your household actually likes.

You develop real canning experience.

You rotate your inventory.

You avoid building a huge supply of foods nobody wants to eat.

And perhaps most importantly, you practice using the foods before an emergency occurs.

Canning Provides Food Without Electricity

Refrigerators and freezers require power.

If a major storm knocks out electricity for several days, frozen food can become a liability.

A generator can help, but generators require fuel and maintenance.

Canned food is different.

Examples include many fruits, jams, jellies, pickles, and properly acidified tomato products.

The filled jars are placed into boiling water and processed for the time specified by a research-tested recipe.

The water must completely cover the jars by the required amount. The National Center for Home Food Preservation generally recommends at least one inch of boiling water above the jar tops, with two inches recommended for processes lasting more than 30 minutes.

Boiling-water canning is usually the easiest place for a beginner to start.

It is relatively straightforward, and the equipment is generally less expensive than a pressure canner.

Pressure Canning

Pressure canning is used for low-acid foods.

This includes many vegetables, meats, poultry, seafood, beans, and mixtures containing low-acid ingredients.

This distinction is extremely important.

Low-acid foods cannot simply be processed in boiling water using a longer period of time.

They require pressure canning according to an appropriate tested process.

The reason is food safety.

Certain bacteria, including Clostridium botulinum, can produce dangerous toxin under conditions associated with improperly canned low-acid foods.

Pressure canning allows the food to reach temperatures substantially higher than ordinary boiling water.

The pressure itself is not what destroys microorganisms. Rather, pressure allows the canner to achieve the higher temperatures needed for appropriate heat processing.

Never Guess Whether a Food Can Be Safely Canned

One of the most important rules of preparedness canning is simple:

Do not invent your own canning recipe.

There is a temptation among experienced cooks to think that if something tastes good or seems cooked thoroughly, it can be safely canned.

That assumption can be dangerous.

Canning is different from ordinary cooking.

The thickness of the food, jar size, ingredients, acidity, density, preparation method, headspace, processing temperature, processing time, and altitude can all affect how heat penetrates the food.

A recipe that works perfectly on the stovetop does not automatically have a safe canning process.

Use current research-tested recipes from reputable sources.

Getting Started With Canning

You do not need to purchase an enormous amount of equipment to begin.

A beginner can start relatively small.

Your basic equipment may include:

A pressure canner if you plan to preserve low-acid foods

If preparedness is your primary reason for learning to can, a pressure canner is one of the most valuable pieces of equipment you can own.

It allows you to preserve foods that cannot safely be processed using a boiling-water bath.

Pressure canners come in different sizes and configurations.

Some use weighted gauges while others use dial gauges.

Read the manufacturer’s instructions before using one.

Never treat a pressure canner as simply a larger pressure cooker.

They are designed and tested for different purposes.

The National Center for Home Food Preservation specifically cautions against using small pressure saucepans as substitutes for proper pressure canners.

Starting With Easy Foods

New canners should resist the temptation to immediately fill their pantry with complicated recipes.

Start simple.

Good introductory projects can include properly tested recipes for:

Canning Vegetables

Vegetables can become an important part of an emergency pantry.

Instead of depending exclusively on dehydrated or freeze-dried foods, you have another preservation method available.

However, many vegetables are low-acid foods and therefore require pressure canning.

Never determine processing times simply by looking at another vegetable and assuming that similar cooking characteristics mean the same canning procedure.

Properly pressure-canned meat can become an extremely useful emergency ingredient.

That gives the household another layer of food security.

Canning Beans

Beans are another excellent preparedness food.

They are inexpensive, nutritious, versatile, and useful in everything from soups to chili.

Dry beans can be stored without canning, but pressure-canning them after proper preparation can make them ready-to-use foods.

The National Center for Home Food Preservation recommends hydrating dried beans before pressure canning rather than simply placing dry beans directly into jars and assuming they will process safely.

This is a good example of why following the tested procedure matters.

Canning Soup

Soup can be an excellent preparedness food because it combines several ingredients into a convenient meal.

However, soup is also an area where beginners need to be particularly careful.

Some ingredients commonly used in ordinary soup recipes are not appropriate for home-canning processes.

It may look insignificant, but it is an important part of the canning process.

Different foods and recipes can require different amounts of headspace.

Too little or too much headspace can contribute to sealing problems, food loss, or other quality issues.

Do not simply fill every jar to the same level.

Measure the headspace specified by the tested recipe.

Preparing the Jars

Pressure Canning: The Basic Process

Prepare the jars.

Place the filled jars on the rack.

Secure the canner lid according to the manufacturer’s instructions.

Allow steam to escape through the vent.

The canner must be properly vented before pressurization.

Once the required pressure is reached, begin timing the processing period specified by the recipe.

Maintain the appropriate pressure throughout processing.

If pressure falls below the required level, follow the tested guidance for restarting the processing time.

When processing is complete, turn off the heat.

Allow the canner to depressurize naturally.

Do not attempt to rapidly cool a pressure canner.

The National Center for Home Food Preservation specifically warns against force-cooling because it can cause liquid loss, seal failures, and other problems.

Once the canner has safely depressurized, follow the manufacturer’s instructions for opening it.

That means you should never blindly copy the pressure or processing time from someone living at a different elevation.

If you are uncertain about your local elevation, verify it before beginning.

The Importance of Processing Time

Processing time is not simply a suggestion.

If a recipe specifies a particular processing time, follow it.

Do not shorten the time because the jars “look done.”

Do not increase or decrease the time randomly.

Do not assume that doubling a recipe means you can automatically double the processing time.

Changing those variables can change the safety of the final product.

What Happens If a Jar Does Not Seal?

A failed seal does not necessarily mean that the entire batch is ruined.

The important point is not to simply place an unsealed jar on the pantry shelf.

An unsealed jar should not be treated as shelf-stable canned food.

Never Taste Suspicious Canned Food

This is one of the most important rules in home canning.

Do not taste food to determine whether it is safe.

If a jar is leaking, bulging, badly damaged, spurting liquid, showing unusual spoilage, or otherwise appears suspicious, do not casually open it and taste the contents.

When in doubt, throw it away using appropriate precautions.

Food safety is more important than saving a jar of food.

Label Everything

A preparedness pantry should be organized.

Every jar should be labeled with useful information such as:

The contents

The date canned

The batch or recipe when useful

Potentially the source of the food

This becomes extremely important once you have dozens or hundreds of jars.

Without labels, it becomes surprisingly easy to forget when something was canned.

A simple marker on the lid or an adhesive label on the jar can solve the problem.

Build a Rotation System

Preparedness food should be rotated.

The goal is not to create a pantry where food sits untouched indefinitely.

Instead, use the oldest appropriate food first and replace it with newer food.

A first-in, first-out system works well.

Place newer jars behind older jars.

Use older jars during normal meals.

Replace them as you can.

This keeps the pantry active and reduces waste.

Store Canned Food Properly

Canned food should be stored in a cool, dry, dark location whenever possible.

Avoid extreme heat.

Avoid freezing temperatures.

Avoid damp areas that can cause metal lids or bands to deteriorate.

A basement, pantry, cellar, or dedicated storage room can work well if environmental conditions are appropriate.

The exact shelf life and quality of home-canned foods depend on the food, processing method, storage conditions, and other factors.

Over time, quality can decline even when food remains properly sealed.

This is another reason to rotate your supply.

Canning as Part of a Larger Preparedness System

Canning should not be your only food-storage method.

A strong preparedness food system can combine several preservation methods.

A household that has hundreds of jars of food but no dependable drinking water still has a serious preparedness problem.

You need water for drinking, cooking, cleaning, and potentially food preparation.

Canned foods may contain substantial amounts of water, but that does not mean canned food eliminates the need for stored potable water.

Don’t Forget Cooking

Having canned food is only part of the equation.

During a power outage, you also need a way to heat food if the food requires cooking.

Depending on your circumstances, this could include an outdoor cooking appliance, camp stove, propane equipment, wood-burning cooking setup, or another safe emergency cooking method.

Always consider ventilation, fire safety, fuel storage, and manufacturer instructions.

Never operate combustion appliances indoors unless they are specifically designed and approved for indoor use.

Carbon monoxide can be deadly.

Start Small

Perhaps the biggest mistake a new preparedness canner can make is trying to do everything at once.

You do not need 500 jars your first year.

Start with one food.

Learn the process.

Make a small batch.

Inspect your results.

Learn what worked and what did not.

Then move to another food.

Over time, the skill becomes much easier.

Eventually, you may find yourself naturally planning your garden, grocery shopping, hunting, and food preservation around your long-term pantry needs.

Build Your Pantry Around Foods You Actually Eat

Preparedness food should be practical.

If your family hates canned beets, do not preserve 100 jars of beets simply because they are easy to grow.

If everyone loves chili, think about the ingredients that go into chili.

If your family regularly eats tacos, consider preserving ingredients that can contribute to those meals.

If you eat a lot of soups and stews, vegetables, meats, and beans may become especially useful.

The best emergency food is food your household will actually eat.

Consider Canning Ingredients Rather Than Complete Meals

There is another useful strategy.

You do not necessarily have to can complete meals.

You can preserve individual ingredients and combine them later.

For example, a pantry might contain jars of:

Carrots

Green beans
