physics, also for his extraordinary curiosity, independent thinking, and ability to make complex ideas understandable, <em>does not</em> appear among the thinkers I discuss in <em><strong><a href="https://amzn.to/4gpYcOc">Strategic Learning: Our Way Through Uncertainty, Complexity, and Crises.</a></strong></em> There is a reason for that. The book is primarily concerned with a question that has preoccupied me for many years, how do organisations, institutions and, ultimately, societies learn?</p><div y2="14"></line></svg></button></div></div></div></a></figure></div><p>Feynman&#8217;s great contribution was somewhat different. He was an extraordinary individual learner. His life provides an unusually vivid demonstration of what happens when curiosity, independence of thought, experimentation and intellectual honesty become habits. That might initially appear to put him outside the territory of Strategic Learning. I now think the opposite may be true.</p><p>Organisations do not learn independently of the people within them. People notice. People question. People interpret. People imagine. People experiment. People reflect. What we call organisational learning happens when those individual acts of learning can be connected, challenged, combined, tested and incorporated into collective action.</p><p><em><strong>Individual learning and organisational learning are not separate phenomena. They are different levels of the same process.</strong></em></p><p>Understanding that relationship may help us answer one of the most important questions facing organisations in an age of radical uncertainty, how do we turn the natural human capacity to learn into the collective capacity to learn together?</p><h1>Seven Rules. And an Eighth Beneath Them</h1><p>An account of Feynman&#8217;s approach to learning identifies seven habits. An eighth principle, which I draw from his reflections on intellectual integrity, sits beneath them all:</p><p><strong>1. Learn to self-teach. </strong>Take responsibility for developing your own capacity to learn, rather than relying entirely on established curricula, methods or authorities.</p><p><strong>2. Learn by understanding, not memorising. </strong>Do not confuse the ability to repeat information with the ability to explain, apply and connect it to reality.</p><p><strong>3. Do not defer unquestioningly to experts. </strong>Respect expertise, but never allow authority to replace evidence, inquiry and judgement.</p><p><strong>4. Speak your mind. </strong>Challenge ideas when they need challenging, while separating criticism of an idea from criticism of the person.</p><p><strong>5. Build from first principles. </strong>Understand how things work from the inside, and be prepared to reconstruct a problem rather than inherit its assumptions.</p><p><strong>6. Ask apparently stupid questions. </strong>Treat not knowing as the beginning of inquiry, not as something to conceal.</p><p><strong>7. Treat learning as play. </strong>Preserve curiosity, experimentation and the freedom to follow questions whose value is not yet obvious.</p><p><strong>8. Protect the freedom to learn with integrity. </strong>Create the conditions in which people can question, dissent, experiment and admit uncertainty without having to protect their position or status.</p><p>The eighth is not usually listed as one of &#8216;Feynman&#8217;s rules&#8217;. It is my interpretation of a principle running beneath the others. Without intellectual freedom and integrity, the remaining seven are difficult to sustain.</p><h1>Telling People to Learn Is Not Enough</h1><p>It is easy to admire Feynman&#8217;s behaviour and conclude that organisations simply need more people willing to behave like him. Willing to ask more questions, speak more candidly, challenge conventional wisdom, experiment more and be more curious. But that overlooks something fundamental: behaviour occurs within systems.</p><p>An employee who asks a &#8216;stupid&#8217; question in an environment where ignorance is punished soon learns not to ask another one.</p><ul><li><p>Someone who challenges an accepted view and discovers that dissent damages their career soon learns to remain silent</p></li><li><p>Someone who experiments and is blamed when the experiment fails learns not to experiment</p></li><li><p>Someone who questions the expert and is told to &#8216;stay in their lane&#8217; learns to defer</p></li><li><p>Someone who repeatedly discovers that decisions have already been made learns that participation is performative</p></li></ul><p>This is one of the central arguments of Strategic Learning. Organisations frequently contain highly intelligent people yet struggle to learn because the organisational conditions make learning costly. Fear of looking uninformed, challenging assumptions, disrupting relationships or exposing uncertainty causes people to manage impressions rather than contribute what they really know.</p><p><em><strong>The question is not only: How can we persuade people to become better learners? It is, what conditions make those learning behaviours possible?</strong></em></p><p>That is a systems question. And it is where the Strategic Learning Cycle enters the picture.</p><h1>From Individual Learning to a Strategic Learning Cycle</h1><p>In Strategic Learning, I describe the Strategic Learning Cycle as a continuous, iterative spiral rather than a sequence. It has four interconnected modes:</p><ul><li><p><strong>White Space: Sensing</strong></p></li><li><p><strong>White Heat: Framing</strong></p></li><li><p><strong>Living Labs: Designing</strong></p></li><li><p><strong>Learning Loops: Evolving</strong></p></li></ul><p>The Cycle is always in motion. There is fluid movement between modes, and more than one mode may be active at the same time. It is closer to a metabolism than to a conventional management process: a way for an organisation continually to take in reality, interpret it, experiment with possibilities and integrate what it y2="14"></line></svg></button></div></div></div></a></figure></div><p>What is striking is how naturally Feynman&#8217;s eight principles fit within it.</p><div><hr></div><h1>White Space: Notice, Question and Tell the Truth</h1><p>White Space is about sensing reality: observing, listening, reflecting and surfacing what is actually happening.</p><p>It is here that several of Feynman&#8217;s principles become organisational disciplines: learn to self-teach; do not defer unquestioningly to experts; speak your mind; ask apparently stupid questions.</p><p>Feynman approached reality with an unusual lack of deference. He wanted to see for himself. White Space attempts to create that same disposition collectively.</p><p>It asks people throughout an organisation or system:</p><ul><li><p>What are you seeing?</p></li><li><p>What doesn&#8217;t make sense?</p></li><li><p>What has changed?</p></li><li><p>What are we not talking about?</p></li><li><p>What assumptions are we making?</p></li><li><p>Who are we not hearing from?</p></li><li><p>What might everybody else be overlooking?</p></li></ul><p>But there is a critical difference. Feynman could choose to behave this way personally. An organisation has to create the conditions in which many people can behave this way together. That means dignity, psychological safety, participation, listening and permission to question.</p><p><em><strong>People cannot help an organisation see reality if the organisation makes telling the truth dangerous.</strong></em></p><h1>White Heat: Move from Knowing to Understanding</h1><p>White Heat is the sensemaking mode: connect, debate, interpret, frame and shape intent. Here Feynman&#8217;s insistence on understanding rather than memorising becomes especially powerful.</p><p>Organisations have never possessed more information. They have dashboards, reports, analytics, forecasts, surveys, consultants, research, AI systems and enormous quantities of data. But information is not understanding. This is exactly the distinction Feynman recognised in students who could reproduce sophisticated scientific language but could not connect it with the world in front of them.</p><p>The organisational equivalent is familiar. People know the numbers. They know the targets. They know the strategy. They know the terminology. But do they understand what is actually happening? Strategic Learning therefore moves beyond information processing towards collective sensemaking.</p><p>And there is an important difference between Feynman and an organisation here. Feynman could ask, <em>do I</em> understand this? An organisation has to ask <em>can we</em> understand this?</p><p>That requires bringing different perspectives into contact. Complex realities cannot be adequately understood by dividing them endlessly into departments, disciplines and specialisms. Different perspectives have to be connected into a more complete picture.</p><p>Feynman&#8217;s &#8216;different box of tools&#8217; therefore becomes even more interesting at the collective level. One person&#8217;s different toolkit can generate insight. Imagine twenty people with different toolkits: different professions, experiences, disciplinary perspectives, relationships with the problem and ways of knowing.</p><p><em><strong>The objective should not be to give everyone the same box. It should be to create the conditions in which the boxes can be opened together.</strong></em></p><h1>Living Labs: Build, Experiment and Play</h1><p>Feynman&#8217;s injunction to build from scratch closely parallels first-principles thinking and Russell Ackoff&#8217;s Idealised Design, both important influences on Strategic Learning. Instead of continually asking how an existing system can be improved, we can ask, if we were creating it today, knowing what we now know, what would we design?</p><p>That loosens the grip of inherited assumptions. But imagination alone is insufficient. Ideas have to encounter reality. This is where Feynman&#8217;s principle of treating learning as play becomes much more serious than the word &#8216;play&#8217; might suggest.</p><p>Play means exploration without knowing the outcome. Trying something. Seeing what happens. Becoming interested in the unexpected. Following a question rather than merely executing a predetermined answer. That is also the logic of the Living Lab. Living Labs provide safe-to-fail environments in which possibilities can be prototyped and tested without prematurely committing the whole organisation to them.</p><p>Experiments should not be designed merely to prove that someone was right. Their purpose is to learn what reality reveals. Strategic Learning asks organisations to recover some of that experimental spirit - but to do so deliberately and responsibly.</p><h1>Learning Loops: What Did We Learn?</h1><p>Feynman&#8217;s seven explicit habits do not include a separate rule saying &#8216;reflect&#8217;. Yet reflection runs throughout his method. Try something. See what happens. Discover that your assumption was wrong. Change your understanding. Try again. That is the logic of Learning Loops.</p><p>Learning Loops turn experience into reflection and reflection into changed behaviour. They ask what happened, what was learned, which assumptions survived contact with reality, which did not, what new possibilities have appeared and what should change as a consequence. That learning then feeds back into renewed sensing.</p><p><em><strong>A simplified Feynman learning process might be: Notice &gt; Question &gt; Understand &gt; Experiment &gt; Reflect &gt; Notice again.</strong></em></p><p>The Strategic Learning Cycle becomes its collective equivalent: White Space -&gt; White Heat -&gt; Living Labs -&gt; Learning Loops -&gt; renewed White Space. Not as a linear sequence, but as a continuous spiral of learning.</p><h1>Learning Within, Between and Beyond People</h1><p>This suggests that we need to distinguish three levels of learning.</p><ol><li><p><strong>Learning within the person. </strong>Curiosity, observation, questioning, reflection, imagination and judgement. This is Feynman&#8217;s territory.</p></li><li><p><strong>Learning between people. </strong>Dialogue, challenge, listening, synthesis, shared interpretation and collective sensemaking. This is where individual learning begins becoming collective learning.</p></li><li><p><strong>Learning within the system. </strong>Knowledge travels. Experience is retained. Assumptions are revised. Experiments change practice. New capabilities develop. What one part of the system discovers becomes available to others.</p></li></ol><p>The Strategic Learning Cycle connects all three. White Space begins with what human beings notice. White Heat connects those perceptions. Living Labs convert collective understanding into experiments. Learning Loops turn experience into renewed understanding. And the process continues.</p><p><em><strong>Organisational learning is human learning made collective, connected and systemic.</strong></em></p><h1>But the Relationship Works Both Ways</h1><p>Individuals create the organisation&#8217;s capacity to learn. But organisations also shape the individual&#8217;s capacity to learn. The relationship is recursive.</p><p>A curious individual can make an organisation more curious. A curious organisation gives individuals greater permission to be curious. People who speak honestly improve organisational awareness. An organisation that responds constructively to uncomfortable truths makes people more willing to speak honestly next time. People who experiment create knowledge. An organisation that treats unsuccessful experiments as sources of learning encourages more experimentation.</p><p><em><strong>People create learning organisations. Learning organisations create better conditions for people to learn. Those people increase the organisation&#8217;s capacity to learn.</strong></em></p><p>This creates an upward spiral or, when the conditions are wrong, a downward one.</p><p>The frightened organisation produces frightened people. The defensive organisation produces defensive behaviour. The organisation obsessed with appearing certain teaches its people to conceal uncertainty.</p><p>The learning organisation does the opposite. It builds people&#8217;s capacity to learn precisely because learning is how the organisation itself survives.</p><h1>From Individual Intelligence to Distributed Intelligence</h1><p>This is also why organisational learning cannot depend upon exceptional individuals. Feynman was extraordinary. But the answer to complexity cannot be to find a Feynman and put him in charge. No individual can see enough. The greater the complexity of the system, the more important the diversity of the people participating in making sense of it.</p><p>Someone close to the customer sees something the board cannot. A nurse sees something the hospital chief executive cannot. A citizen experiences something the policymaker cannot. An engineer sees something the economist does not. An anthropologist may notice what the data scientist overlooks. A young employee may ask the naive question that exposes an assumption the experts stopped noticing twenty years ago.</p><p>The challenge is not to identify who possesses the intelligence. It is to create a system through which intelligence can be distributed and connected in flow. This is one of the reasons Participatory Learning Networks matter within Strategic Learning. They provide infrastructure through which learning can cross organisational, professional and institutional boundaries rather than remaining trapped within them. Feynman&#8217;s unusual box of tools therefore gives us a wonderfully simple metaphor for pluralism.</p><p><em><strong>We do not need everyone to acquire the same toolbox. We need to bring together people carrying different toolboxes, and create the conditions in which they can use them together.</strong></em></p><h1>From Learning People to a Learning Society</h1><p>This is where the argument ultimately leads. The progression is not individual learning or organisational learning. It is:</p><p><strong><span>Individual learning &gt; interpersonal learning &gt; organisational learning &gt; networked learning &gt; systemic learning &gt; societal learning</span></strong></p><p>Each is nested within the next. And each depends upon the others. This is why Strategic Learning cannot ultimately be a management technique. It has to become an infrastructure for learning.</p><p>The individual brings curiosity. The group brings multiple perspectives. The organisation provides enabling conditions. The network crosses boundaries. The wider system connects institutions and stakeholders. And society gradually develops the capacity to learn about itself.</p><p><em><strong><span>Feynman helps us see the beginning of that journey because he shows what powerful learning looks like at its smallest scale, one human being encountering the world with curiosity and integrity. The Strategic Learning Cycle asks how we scale the same essential qualities without destroying them in the process.</span></strong></em></p><h1>Perhaps Feynman&#8217;s Eighth Rule Is the First Rule</h1><p>That brings us back to intellectual freedom. Feynman&#8217;s hope that people might find somewhere they could preserve their integrity without having to protect their position may actually be the foundation upon which every other learning behaviour depends.</p><p>People will not question when questioning is dangerous. They will not speak honestly when honesty is punished. They will not admit ignorance when expertise is part of their status. They will not experiment when failure threatens their career. They will not challenge conventional wisdom when conformity is rewarded. And they will not genuinely learn when the answer has effectively been determined before the inquiry begins.</p><p><em><strong>Perhaps Feynman&#8217;s eighth principle should really be his first, create the freedom to learn with integrity.</strong></em></p><p>For an individual, that is an intellectual commitment. For an organisation, it is a design responsibility. And for Strategic Learning, it is foundational. The purpose of the Strategic Learning Cycle is not simply to create better strategy. It is to create the conditions in which people can see more clearly, make sense together, experiment intelligently and continuously learn from what happens.</p><p>Feynman showed what that can achieve within one remarkable human being. The challenge now is to create organisations, institutions and networks in which millions of ordinary human beings are able to do it together.</p><p><em><strong>In an age of radical uncertainty, our future may depend less upon how much we already know and more on how much we can learn: individually, collectively and continuously.</strong></em></p><div><hr></div><h4><strong><span>Author&#8217;s exploring the foundations of Enlightened Enterprise. This article argues that the defining capability of the twenty-first century is no longer the ability to make better decisions for people, but the ability to help people learn their way forward together. It was inspired by a lengthy conversation with <a href="https://www.linkedin.com/in/ernesto-sirolli/">Ernesto Sirolli</a>, whose deceptively simple injunction, &#8220;Shut Up and Listen,&#8221; has, in my opinion, implications far beyond entrepreneurship, reaching into leadership, strategy, democracy and the future of enterprise itself.</strong></em></p><div><hr></div><h3 style="text-align: justify;"><strong><span>The Assumption We Rarely Question</span></strong></h3><p style="text-align: justify;">For much of the last century, leadership has been built upon a remarkably simple assumption. If we understand a problem well enough, we can solve it. Analyse carefully, gather the evidence, develop a strategy, communicate it clearly and success should follow. Whether in business, government, healthcare, education or international development, the sequence has remained broadly the same. First understand. Then decide. Then explain. Finally, persuade others to implement what has been decided.</p><p style="text-align: justify;">It is such a familiar model that most of us rarely stop to question it. Indeed, much of modern management, public administration and political leadership is organised around precisely this understanding of how change happens.</p><p style="text-align: justify;">We invest enormous resources in analysis, strategic planning and communication because we assume that better decisions, made by better-informed leaders, will naturally produce better outcomes. Where change proves difficult, the explanation is often sought in poor communication, inadequate implementation or resistance from those expected to carry it out.</p><p style="text-align: justify;">There is, of course, much truth in this. Good analysis matters. Leadership matters. Strategy matters. Yet the more I have worked with organisations across different sectors, the more I have found myself asking whether something more fundamental is missing.</p><p style="text-align: justify;">We seem to have become increasingly skilled at designing change while becoming no more successful at helping people own it. Across the private, public and civic sectors, leaders continue to speak about engagement, transformation and collaboration, yet many of those they hope to engage describe a very different experience.</p><p style="text-align: justify;">Decisions appear to be made elsewhere. Consultation often begins after the direction of travel has already been determined. Participation becomes an opportunity to comment rather than to contribute. The language is one of involvement, but the experience is frequently one of having change done to us rather than created with us.</p><blockquote><p style="text-align: justify;"><em><strong>The phrase, &#8220;being done to&#8221; has become increasingly important in my own thinking because it captures something that conventional management language often misses. It describes an experience rather than a process. It explains why people can feel alienated even within organisations that genuinely care about their wellbeing. It helps us understand why well-intentioned reforms so often encounter scepticism rather than enthusiasm, and why calls for greater engagement frequently produce little more than polite compliance. People do not necessarily resist change. More often, they resist the experience of being changed by someone else. (I have Peter Senge to thank for that last insight).</strong></em></p></blockquote><p style="text-align: justify;">It was while reflecting on exactly this question that I spent time on a long call with Ernesto Sirolli yesterday. Many readers will know him through his celebrated TED Talk or through his pioneering work on Enterprise Facilitation. But our conversation made me realise that the phrase for which he is best known, &#8220;Shut Up and Listen,&#8221;<strong> </strong>has often been interpreted too narrowly.</p><p style="text-align: justify;">It is commonly understood as advice about communication or interpersonal skills, as though Sirolli&#8217;s principal message were simply that leaders should become better listeners. Listening is certainly central to his philosophy, but it is not the philosophy itself. His deeper challenge is directed at one of the most deeply rooted assumptions of modern leadership, the belief that those with authority, expertise or good intentions already understand enough to decide what other people need.</p><p style="text-align: justify;">The longer we talked, the clearer it became that Sirolli&#8217;s work reaches far beyond entrepreneurship and economic development, the fields in which he works, and in which it first gained international recognition. His insights apply equally to governments attempting constitutional reform, businesses pursuing transformation, hospitals redesigning care, universities rethinking education and communities trying to shape their own futures.</p><p style="text-align: justify;">His insights also connect, often in surprising ways, with a much wider body of thought that has been questioning many of the assumptions upon which twentieth-century management and governance were built. The names differ. The disciplines differ. The language differs. But a remarkably consistent pattern can be seen.</p><blockquote><p style="text-align: justify;"><em><strong>Again and again, thinkers working independently arrive at a similar conclusion. The intelligence required to navigate an increasingly complex world is far more widely distributed than our institutions are designed to recognise.</strong></em></p></blockquote><p style="text-align: justify;">Before exploring that argument, however, it is worth pausing over another word that has gradually lost much of its original meaning. Today, when we hear the word enterprise, we almost instinctively think of business. We speak of the enterprise sector, enterprise policy and enterprise education, usually meaning commercial activity or entrepreneurship. Historically, however, the word meant something much broader. Derived from the Old French <em>entreprendre, </em>to undertake or to attempt, enterprise simply referred to important and purposeful human endeavour. It described people organising themselves to pursue a shared objective. Commerce was one example, but only one.</p><p style="text-align: justify;">That distinction matters because it changes the scope of everything that follows. Businesses are enterprises, but so are hospitals, universities, government departments, charities, cooperatives, voluntary organisations and neighbourhood groups. Scientific collaborations are enterprises. International institutions are enterprises.</p><p style="text-align: justify;">Even democracy itself can be understood as an enterprise, a collective undertaking through which citizens attempt to govern themselves in pursuit of the common good. Throughout this article I use the word in that original sense because the principles under discussion apply not only to commercial organisations but to every form of purposeful human endeavour across the private, public and civic sectors.</p><p style="text-align: justify;">Seen in this broader way, a striking pattern begins to emerge. Although these different forms of enterprise pursue very different purposes, they increasingly confront remarkably similar challenges. Businesses struggle with employee disengagement. Governments struggle with declining trust. Communities feel excluded from decisions that shape their futures. Public services wrestle with reform while those working within them often feel unheard. Universities face demands to adapt to profound technological and social change. Across almost every sector we encounter the same language: engagement, participation, collaboration, trust and transformation. But despite decades of effort many of these challenges appear to be intensifying rather than diminishing.</p><p style="text-align: justify;">We usually study these problems separately. Economists investigate productivity. Political scientists analyse democratic decline. Organisational psychologists examine employee engagement. Management consultants develop frameworks for transformation. Each discipline has generated valuable insights, but each tends to view only part of the picture. Increasingly, I have come to believe that they are describing different manifestations of the same underlying phenomenon. If that is true, then the defining challenge of leadership today is not simply to improve communication, redesign organisations or produce better strategies. It is to rethink one of our most fundamental assumptions about where understanding comes from.</p><p style="text-align: justify;">That possibility first became clear to me through Ernesto Sirolli&#8217;s work. His famous instruction to &#8220;Shut Up and Listen&#8221; is not, I believe, primarily about communication at all. It is about the origins of knowledge. It asks a deceptively simple question that reaches into every form of enterprise: What if understanding does not precede listening? What if it emerges from it? Everything else in this article follows from that question.</p><h3 style="text-align: justify;"><strong><span>The Mistake Good People Keep Making</span></strong></h3><p style="text-align: justify;">Ernesto Sirolli often tells a story that has become famous around the world. It is humorous, self-deprecating and memorable, and audiences almost always laugh at the ending. Yet I have increasingly come to think that many people miss its real significance because they focus on the punchline rather than the principle.</p><div id="youtube2-chXsLtHqfdM" class="youtube-wrap" data-attrs="{&quot;videoId&quot;:&quot;chXsLtHqfdM&quot;,&quot;startTime&quot;:&quot;3s&quot;,&quot;endTime&quot;:null}" data-component-name="Youtube2ToDOM"><div class="youtube-inner"><iframe src="https://www.youtube-nocookie.com/embed/chXsLtHqfdM?start=3s&amp;rel=0&amp;autoplay=0&amp;showinfo=0&amp;enablejsapi=0" frameborder="0" loading="lazy" gesture="media" allow="autoplay; fullscreen" allowautoplay="true" allowfullscreen="true" width="728" height="409"></iframe></div></div><p style="text-align: justify;">The story is not really about tomatoes, hippos or Africa. It is about a habit of mind that has become deeply embedded in modern leadership. It is about the assumption that expertise comes before understanding, when in reality understanding has to come first. Stated like this it seems obvious, but it is not what usually happens in practice.</p><p style="text-align: justify;">As a young Italian working on economic development projects in Zambia during the early 1970s, Sirolli and his colleagues arrived with enthusiasm, expertise and an entirely genuine desire to improve people&#8217;s lives. They identified fertile land beside the Zambezi river, imported Italian tomato seeds and introduced modern cultivation techniques. Everything appeared to be going exactly according to plan. The crops flourished, confirming what seemed to be the soundness of the experts&#8217; judgement. Then, one night, hippos emerged from the river and destroyed the entire harvest.</p><p style="text-align: justify;">The bewildered Italians turned to the local people and asked what seemed the obvious question. <em>&#8220;Why didn&#8217;t you tell us?&#8221; </em>The answer was devastating in its simplicity. <em>&#8220;You never asked.&#8221;</em></p><p style="text-align: justify;">The Italians were intelligent, compassionate and committed to helping. They possessed expertise that the local community did not. But they assumed they understood the problem before they had understood the people living with it. More precisely, they assumed that technical knowledge alone was sufficient to define the problem they were trying to solve.</p><p style="text-align: justify;">The people who lived beside the river possessed a different kind of knowledge. Knowledge rooted in place, experience and daily life. But because nobody thought to ask them, those two forms of understanding never came together. The project failed not because expertise was unimportant, but because expertise on its own was not enough.</p><p style="text-align: justify;">That distinction turns out to have implications far beyond international development. It challenges one of the most deeply embedded assumptions in modern leadership. That understanding exists before action begins. We analyse the evidence, commission the research, consult the specialists, formulate the strategy and only then begin involving those whose lives will be affected by the decisions that have already been made. Listening, if it happens at all, is often treated as something that refines solutions rather than something that helps discover them. This is why I have come to believe that &#8220;Shut Up and Listen&#8221; may have been widely misunderstood.</p><blockquote><p style="text-align: justify;"><em><strong>The idea behind &#8220;shut up and listen&#8221; is not principally about becoming a more empathetic manager or a more effective communicator. It is about recognising where knowledge comes from. It begins with the acknowledgement that no individual, however experienced or well qualified, possesses enough understanding to intervene wisely in complex human systems without first learning from those who live within them. Listening is the outward expression of something deep. A belief that intelligence, agency and possibility already exist, even if they have not yet been expressed clearly enough to be obvious. It is the discipline through which different forms of knowledge begin to meet.</strong></em></p></blockquote><div class="captioned-image-container"><figure><a class="image-link image2 is-viewable-img" y2="14"></line></svg></button></div></div></div></a></figure></div><p style="text-align: justify;">Once that idea takes hold, it becomes remarkably difficult not to see its relevance elsewhere:</p><ul><li><p>Governments routinely spend months developing policy before launching public consultations.</p></li><li><p>Organisations invest enormous effort in designing transformation programmes before inviting employees to engage with them.</p></li><li><p>Health services redesign strategies and plans before asking patients and frontline providers if they stand any chance of working.</p></li><li><p>Community regeneration projects frequently begin with professionally produced masterplans before local people are asked for their views.</p></li></ul><p style="text-align: justify;">The details vary, but the underlying sequence is, all too often, strikingly familiar. Analysis comes first. Decisions follow. Listening comes later. Too late.</p><p style="text-align: justify;">Perhaps that explains why so many consultation exercises leave participants feeling strangely dissatisfied. They have been invited into a conversation, but not into the process through which understanding itself was created. Their experience, knowledge and judgement may influence the edges of a proposal, but they rarely shape its foundations. Participation becomes something that happens after the important thinking has already been done.</p><blockquote><p style="text-align: justify;"><em><strong>This is the point at which Sirolli&#8217;s insight becomes much more than a critique of development practice. It becomes a challenge to the prevailing philosophy of leadership itself. The issue is no longer whether leaders should listen more carefully. It is whether they begin in the right place.</strong></em></p></blockquote><p style="text-align: justify;">If understanding emerges through listening rather than preceding it, then many of our institutions may have reversed the natural order. As a result, we have become highly skilled at designing solutions before we have fully understood the realities those solutions are intended to address.</p><p style="text-align: justify;">The implications of that reversal are profound because they suggest our greatest failures may not begin with poor leadership, inadequate resources or flawed implementation. They may begin much earlier. At the moment we assume understanding can be produced by a relatively small group of experts and then transferred to everyone else.</p><p style="text-align: justify;">If that assumption is mistaken, then the challenge is not simply to improve consultation or communication. It is to rethink the relationship between knowledge, leadership and power itself. That was precisely the question another remarkable thinker began asking almost a century before Sirolli started his work in Zambia. Her name was Mary Parker Follett, and although she used very different language, she arrived at a conclusion that now seems extraordinarily prescient. It is to her work that we now turn.</p><h3 style="text-align: justify;"><strong><span>The Engagement Myth</span></strong></h3><p style="text-align: justify;">If Ernesto Sirolli&#8217;s story were simply about a failed development project in Zambia, it would be an entertaining lesson in the importance of local knowledge. The reason it has endured for more than forty years is that it is about something much larger.</p><p style="text-align: justify;">It exposes a pattern that repeats itself in organisations, governments and communities across the world. Once you begin looking for it, it becomes remarkably difficult not to see it everywhere.</p><ul><li><p>We continue to assume that understanding is created at the centre and then communicated outwards.</p></li><li><p>We continue to behave as though expertise is something possessed by a relatively small number of people and then shared with everyone else. </p></li><li><p>Listening, if it happens at all, is too often treated as the final stage of the process rather than the first.</p></li></ul><p style="text-align: justify;">It is here that Mary Parker Follett&#8217;s work becomes so remarkably relevant. Writing a century ago, she challenged the prevailing assumptions of industrial management in much the same way that Sirolli would later challenge international development. Her central insight was both simple and profound.</p><p style="text-align: justify;">Most organisations, she argued, are built around <em>power over</em>. Authority resides at the top of the hierarchy. Decisions flow downwards. Information flows upwards. Those with formal responsibility decide what should happen, while those closer to the work are expected to implement those decisions. Even when consultation takes place, the underlying relationship often remains unchanged. One group determines direction. Another is invited to support it.</p><p style="text-align: justify;">Follett believed there was another possibility. She called it <em>power with</em>. She was not arguing against leadership, nor suggesting that organisations should abandon accountability or responsibility. Rather, she argued that the quality of leadership depends upon its ability to create understanding collectively rather than impose it hierarchically.</p><blockquote><p style="text-align: justify;"><em><strong>The most effective leaders are not simply those who make the best decisions themselves. They are those who create the conditions in which the best decisions become possible because different forms of knowledge are brought into relationship with one another. Leadership, in other words, becomes less about exercising authority and more about enabling collective intelligence.</strong></em></p></blockquote><p style="text-align: justify;">As the systems thinker Stafford Beer made clear in his book, The Brain of the Firm, is dispersed. The same is true of any organisation. Though for too long it has also been outsourced to consultants, the consequence being to &#8220;infantilise&#8221; the civil service Marianna Mazzucato suggested. An insight with implications far beyond the civil service.</p><p style="text-align: justify;">The distinction may appear subtle, but its implications are profound. It changes the question leaders ask themselves.</p><blockquote><p style="text-align: justify;"><em><strong>Instead of asking, How do we persuade people to support the solution we have developed?, the more important question becomes, How do we create the conditions in which we discover the solution together? The difference is not simply procedural. It is philosophical. One begins with the assumption that understanding already exists. The other begins with the recognition that understanding must be co-created.</strong></em></p></blockquote><p style="text-align: justify;">Once seen through this lens, much of the language surrounding organisational change begins to sound rather different. Leaders drive transformation. Management implements change. Employees are engaged. Stakeholders are managed. Citizens are consulted. Patients are involved. Students are encouraged to participate. Each expression appears entirely reasonable, yet together they reveal an underlying assumption that often goes unnoticed. One group acts. Another group is acted upon. The direction of influence remains largely one-way. However collaborative the process may appear, people frequently experience it not as something they are creating but as something that is being done to them.</p><p style="text-align: justify;">That phrase, &#8220;being done to,&#8221; captures something that conventional management language struggles to describe. It explains why:</p><ul><li><p>People can support the purpose of change while resisting the way change is introduced.</p></li><li><p>Organisations that genuinely care about their employees still encounter cynicism</p></li><li><p>Governments committed to reform often experience declining trust</p></li><li><p>Communities asked repeatedly for their views eventually stop believing that their views matter.</p></li></ul><p style="text-align: justify;">The issue is rarely change itself. Human beings adapt continuously throughout their lives. The deeper issue is whether they experience themselves as participants in shaping that change or as recipients of decisions already made elsewhere.</p><p style="text-align: justify;">This is why I have become increasingly uncomfortable with the language of &#8216;engagement.&#8217; Across every sector we hear calls for greater employee engagement, community engagement, stakeholder engagement, patient engagement and voter engagement. The intention is invariably positive, but the language itself conceals an important assumption.</p><p style="text-align: justify;">Someone is doing the engaging. Someone else is expected to become engaged. We ask how we can encourage people to participate in decisions that have already been framed, rather than asking how they might participate in framing them. Engagement becomes something organisations seek to generate rather than something that naturally emerges when people possess genuine agency.</p><p style="text-align: justify;">Perhaps this explains why, despite decades of investment in leadership development, organisational change and communication, the same concerns continue to reappear. Gallup has documented persistent levels of employee disengagement around the world. McKinsey has produced extensive research into failed transformations, silo thinking and organisational inertia. Governments commission review after review into declining trust in public institutions. Political scientists examine falling confidence in democracy and the rise of populist movements. Each body of work identifies important aspects of the problem, and together they provide a remarkably rich diagnosis of contemporary organisational life. But I find myself asking a different question&#8230;</p><blockquote><p style="text-align: justify;"><em><strong>What if disengagement is not the problem at all? What if it is the symptom? What if people withdraw not because they care too little, but because they increasingly feel that things are being done to them rather than created with them?</strong></em></p></blockquote><p style="text-align: justify;">If that possibility is even partly true, the challenge facing organisations and societies is much deeper than improving engagement. It is not simply a question of better communication, more consultation or more sophisticated leadership techniques. It is a question of human agency itself. It requires us to ask what happens when people no longer believe that they can meaningfully influence the decisions shaping their own lives.</p><p style="text-align: justify;">That question takes us beyond management, beyond organisational design and even beyond politics. It takes us into the territory explored by Amartya Sen, Martha Nussbaum, Donna Hicks and Francis Fukuyama, all of whom, in very different ways, have argued that human flourishing depends not simply upon what people possess, but upon their ability to act, to have agency. To contribute. To be recognised, And to shape the world around them. It is there that the deeper consequences of being done to begin to reveal themselves.</p><h3 style="text-align: justify;"><strong><span>From Leadership to Learning</span></strong></h3><p style="text-align: justify;">If the arguments developed throughout this article are sound, they point towards a surprisingly simple conclusion. The defining challenge facing organisations in the twenty-first century is not simply to make better decisions. It is to become better at learning. That may appear an obvious distinction, but it represents a profound shift in the way we think about leadership, strategy and enterprise itself.</p><p style="text-align: justify;">For much of the last century we have invested heavily in improving our ability to analyse, predict and plan. We have developed increasingly sophisticated methods of strategic planning, organisational design, performance management and change management. These have undoubtedly brought many benefits. But they were largely developed in a world that assumed the future could be understood with sufficient confidence for leaders to determine the right course of action and then organise others to implement it.</p><p style="text-align: justify;">Today, that assumption has become dangerously outdated. Technological disruption, environmental change, geopolitical instability, demographic shifts and rapidly evolving social expectations combine to create conditions in which certainty is increasingly elusive. The challenge is no longer simply to decide what to do. It is to discover what to do while events continue to unfold.</p><p style="text-align: justify;">This is why the work of Prof. Henry Mintzberg and Prof. John Kay sits so naturally alongside that of Ernesto Sirolli:</p><ul><li><p>Mintzberg challenged the idea that strategy could be reduced to planning, arguing instead that successful strategies often emerge through learning and adaptation.</p></li><li><p>Kay, particularly in <em>Obliquity</em> and <em>Radical Uncertainty</em>, reminds us that many of the outcomes we value most cannot be engineered directly and that judgement frequently matters more than prediction.</p></li></ul><p style="text-align: justify;">Neither rejects planning. Both reject the illusion that planning alone can master complexity. Seen through that lens, strategy becomes less a blueprint than a hypothesis: a carefully considered explanation of how we believe value will be created, continually tested against experience and revised as understanding develops.</p><p style="text-align: justify;">A shift to what I call the <em>Strategy as Hypothesis</em> approach has important implications:</p><ul><li><p>If strategy is a hypothesis rather than a blueprint, then learning becomes the central capability of every successful enterprise.</p></li><li><p>The quality of future decisions depends less upon the brilliance of the original plan than upon the organisation&#8217;s ability to recognise when its assumptions no longer reflect reality.</p></li><li><p>Feedback ceases to be an afterthought. It becomes the lifeblood of strategy itself.</p></li><li><p>Listening is no longer a courtesy extended after decisions have been made. It becomes the means through which better decisions become possible.</p></li></ul><p style="text-align: justify;">This is the thinking at the heart of much of my own work during the past decade. I found myself asking what kind of organisational capability would be required if we took these ideas seriously:</p><ul><li><p>If intelligence is distributed</p></li><li><p>if understanding emerges through dialogue</p></li><li><p>if strategy must evolve through continual learning</p></li><li><p>if agency and dignity matter as much as efficiency</p></li></ul><p style="text-align: justify;">Then traditional approaches to consultation and stakeholder engagement are clearly insufficient. They are too episodic, transactional and tied to individual projects or organisational cycles. What is required instead is an ongoing capacity to learn collectively across organisational, professional and sectoral boundaries.</p><p style="text-align: justify;">That is the thinking that led me to develop Strategic Learning and, subsequently, Participatory Learning Networks. They did not emerge because existing theories were wrong. They emerged because I became increasingly convinced that the thinkers explored throughout this article had left us with an unfinished question.</p><p style="text-align: justify;">Sirolli is right that understanding begins with listening. Follett is right that power is most effective when exercised with rather than over people. Mintzberg is right that strategy emerges through learning. And Sen, Nussbaum, Hicks and Fukuyama are right that agency, dignity and identity recognition are fundamental to human flourishing.</p><p style="text-align: justify;">But how, then, do we organise ourselves to make those principles part of everyday practice rather than occasional aspiration?</p><p style="text-align: justify;">Participatory Learning Networks are one attempt to answer that question. They are not another form of consultation, nor are they simply advisory groups or stakeholder forums. They are enduring communities of inquiry in which citizens, professionals, policymakers, businesses, researchers, voluntary organisations and others learn with one another rather than merely exchange information.</p><p style="text-align: justify;">Their purpose is not consensus for its own sake, nor is it to replace leadership or accountability. Their purpose is to create the conditions in which understanding can continually evolve as circumstances change. In that sense they represent not an alternative to strategy, but a different way of doing strategy. One grounded in curiosity rather than certainty, relationships rather than hierarchy and continuous learning and adaptation rather than periodic planning.</p><p style="text-align: justify;">This brings us back to a question that has been there beneath the surface throughout this article. If we believe democracy is the least imperfect means yet devised for governing societies, because no individual possesses sufficient wisdom to govern alone, why do we organise so many other forms of enterprise as though intelligence resides primarily at the top?</p><p style="text-align: justify;">Businesses are not democracies, nor should they be. Hospitals, universities and government departments have responsibilities and accountabilities that cannot simply be put to a vote. But the issue is not whether every decision should be made democratically. The issue is whether the process through which understanding is created should draw upon the distributed intelligence of those who will ultimately live with its consequences.</p><p style="text-align: justify;">That, I believe, is the deeper significance of Ernesto Sirolli&#8217;s deceptively simple advice. &#8220;Shut Up and Listen&#8221; is not a communication technique. It is:</p><ul><li><p>The first principle of collective learning</p></li><li><p>An acknowledgement that no individual, however knowledgeable, can understand a complex system from a single vantage point.</p></li><li><p>Recognition that wisdom emerges not from the accumulation of expertise alone, but from the meeting of different forms of knowledge in relationships characterised by curiosity, humility and mutual respect.</p></li></ul><p style="text-align: justify;">The argument developed in these pages therefore reaches well beyond leadership. It points towards a different understanding of enterprise itself.</p><p style="text-align: justify;"><strong>If enterprise is understood in its original sense, as purposeful human endeavour, then every enterprise, whether commercial, public or civic, depends ultimately upon its capacity to learn. The organisations that flourish in the decades ahead are unlikely to be those that produce the most impressive strategic plans. They will be those that become the most accomplished learning communities.</strong></p><p style="text-align: justify;">Listening, however, is only the beginning.</p><p style="text-align: justify;">Once we accept that intelligence is distributed rather than concentrated, a series of much larger questions naturally follows. What does it mean for:</p><ul><li><p>the way organisations should be governed?</p></li><li><p>democracy beyond elections?</p></li><li><p>economics if value is created through relationships as much as transactions?</p></li><li><p>the relationship between citizens, institutions and the state?</p></li></ul><p style="text-align: justify;">Those questions take us beyond leadership and into the architecture of society itself. They are the subject of the second article in this series.</p><p style="text-align: justify;">Ernesto Sirolli&#8217;s advice has become famous because it is memorable. It deserves to become influential because it is profound. In an age of complexity and radical uncertainty, the first responsibility of leadership is no longer to demonstrate that we already know enough. It is to create the conditions in which people can discover, together, what none of us could have discovered alone.</p><p style="text-align: justify;"><strong>Every journey towards Enlightened Enterprise begins in exactly the same place. His work on industrial clusters recognised it. But his core ideas: five forces, competitive positioning, competitive advantage, puts competition at the centre as the thing that <em>creates</em> success. That&#8217;s the error. Not omission, bit an error of emphasis.</p><blockquote><p><strong>Competition doesn&#8217;t create capability. It reveals it.</strong></p></blockquote><p>Look at Greater Manchester in the UK. Its rise to become the UK&#8217;s most productive city outside London wasn&#8217;t built by &#8220;competing harder&#8221; in any given year. It was built over three decades of collaboration. Councils, universities, hospitals, investors learning to work as one ecosystem.</p><p>The same pattern shows up everywhere. A World Cup-winning team is drilled to trust each other and cooperate. The Berlin Philharmonic&#8217;s excellence isn&#8217;t rivalry between sections. It&#8217;s relentless shared rehearsal. Manchester&#8217;s Oxford Road Corridor wasn&#8217;t competition between institutions. It was deliberate collaboration.</p><p>This is a misunderstanding of cause and effect. A football team is not compeititve when player compete with each other. They are copetitive when the collaborate and cooperate. The same is true of musicians and the orchestras.</p><p>In all organisations, mistaking the moment of revelation - the winning or losing - for the source of the capability to win has real costs:</p><ul><li><p>Forced ranking systems that corrode trust</p></li><li><p>Strategy reduced to positioning, not capability-building</p></li><li><p>Short investment horizons that can&#8217;t fund the slow work real learning requires</p></li></ul><blockquote><p><strong>Competition still matters. It&#8217;s a valuable diagnostic. It tells you where you stand. But the strategic task isn&#8217;t managing the diagnostic. It&#8217;s building what the diagnostic reveals.</strong></p></blockquote><p>That means collective learning. Participatory Learning Networks. Structures, leadership and governance built for collaboration rather than internal rivalry.</p><p>Competition is the moment of revelation, not the source of capability. The first series of dialogues ran between February and June 2026. </p><p>The dialogues are for groups of up to 24 leaders to explore the themes with Paul, and with each other, as they relate to their own experiences. Participants come from several countries and a wide range of industries, organisations and institutions in the private, public and third sector. </p><p>They are NOT delivered as lectures. They are highly interactive collective learning sessions with a very practical focus. </p><p>They attract people who recognise that traditional approches to strategy do not work in the post industrial era. They are searching for new approaches that will work. </p><p>Participants include directors and CEOs, strategists, managers of major projects, risk manager, shange and transformation managers.
