Two weeks ago Kerala got a year of lessons in 24 hours. Parts of Pathanamthitta took 250 mm of rain in a single day. The warnings existed, and they named districts. The disaster picked hillsides.

This week’s feature is about the man whose mathematics reads the sky at the scale those warnings missed. Prof. Vijay Natarajan is not a climate scientist. He is the one climate scientists call when their data hides its structure. His group at IISc has spent two decades tracking storm clouds that split, merge and regroup, tested on the Mumbai 2005 deluge and Cyclone Aila. His ocean tools map the same warming Arabian Sea that experts now link to Kerala’s mini-cloudbursts.

The uncomfortable part: Kerala has never used any of it. And India’s next big resilience purchase is radar hardware, which will produce sharper pictures for the same interpretation gap.

Two images from the same few weeks, on opposite sides of the world.

This July, the Gironde, the wine country around Bordeaux, burned through an area more than four times the size of Paris. Some 84,000 people were driven from their homes in that region alone, part of more than 250,000 evacuated across south-west France. Two firefighters were killed near Bordeaux-Mérignac airport. When the prefect, Sophie Brocas, could finally offer some relief, the most she would claim was that it was the first somewhat optimistic day, a return, in her words, to the path of a normal life. It is the second savage fire summer in a row. Last August the Aude suffered the worst wildfire France had seen since 1949, and the mayor of the gutted village of Jonquières described what was left as “a lunar landscape, everything is burned”.

This is not the industrial edge of Europe. This is the south that Europe sells: the vineyards, the pine, the amber light that fills a thousand brochures. France is the most visited country on earth. It took in 102 million visitors and 77.5 billion euros in 2025. The most photographed wine ground on the planet is the same ground now under an evacuation order.

Now turn east, to today.

As I write this, on 1 August 2026, Kerala is under water. Eight districts are on red alert and four people are already dead. Kerala calls itself God’s Own Country, and it is not idle branding: backwaters, hill stations, the greenest coast in India. It works. Kerala drew 2.58 crore visitors in 2025, its highest ever.

And the same green hills that sell serenity are the hills that come down. On 30 July 2024, the villages of Mundakkai and Chooralmala in Wayanad were buried in the deadliest landslide India has ever recorded. More than 350 people died. One survivor, Ubaid of Chooralmala, told Deccan Herald that he and his wife were swept more than a kilometre and found injured in a field. His eleven-year-old daughter lived by clinging to a ceiling fan as the water climbed to the roof. He lost his mother-in-law and one of his children.

That is the pattern I want to sound off, plainly, without dressing it as apocalypse.

The most beautiful and most bountiful lands on the map are no longer safe places to be a human being.

The green, fertile lands... The very qualities that make them beautiful, abundant water, dense forest, warm dry summers, are the qualities now turning on the people who live inside them. A Mediterranean summer is lovely because it is hot and dry. That is also why it burns. A Western Ghats monsoon is lovely because it is drenched and steep. That is also why it slides. The thing that draws the visitor and the thing that kills the resident are, increasingly, the same thing.

Here is the part that should be uncomfortable.

The tourism that funds these places has registered none of it. I do not mean the industry is heartless. I mean something colder and harder to fix: it is structurally blind. The arrival counters keep climbing in the very months the land turns lethal. France set a visitor record in a year it also set a fire record. Kerala set a visitor record with its worst landslide barely a year old. The brochure still shows a stable place. The revenue line still assumes a stable place. Nobody in the value chain is paid to notice that the place is no longer stable. Except, maybe insurers. And bankers. Businesses are bearing the brunt. Homeowners are starting to see steep monsoon damage un-insurability.

And the asymmetry inside that is the whole story. The visitor takes the beauty and leaves before the season turns. The resident inherits the risk and cannot. (The tourist’s July in Bordeaux ends with a flight home; the grower’s July ends with a fire line at the edge of the vines. The traveller’s monsoon in Wayanad is a misty photograph; the family’s monsoon is a hillside that may or may not hold. Beauty is being sold to one set of people and paid for by another.)

I will not end on doom, because doom is a way of not looking. So here is the fact instead.

For almost all of human history we chose where to live by where the land was kindest: near water, under forest, in the fertile folds of a hill or a coast. Climate change is quietly inverting that logic.

The kindest-looking land is growing the sharpest teeth. We have not updated the story we tell about these places, in the guidebooks, the property listings, the tourism budgets, to match what the land now does every summer and every monsoon.

The map has changed. The brochure has not. That gap, for now, is where people are dying.

Microsoft, Amazon and Google together produced 119 million tonnes of carbon dioxide equivalent in the twelve months to March 2026, roughly one third of France’s national footprint, up nearly a fifth in a year, largely from data centre construction.

The same week, the World Bank quietly retired its 45 percent climate finance target under United States Treasury pressure. And the National Oceanic and Atmospheric Administration confirmed a new Super El Niño is forecast to peak this winter as one of the largest ever recorded.

Three signals. One failure. Not a failure of will or of money.

I sat down with Dr Christian Häberli, a Swiss trade lawyer who has spent forty years inside the World Trade Organization dispute rooms. His argument, in one line: the two systems, trade and climate, are structurally incompatible, and nobody wants to say so out loud.

Asia, the Gulf and Africa absorbed 45°C and 50°C this fortnight without the kind of collapse Europe is now showing at 41°C and 44°C. People keep asking me how that is possible.

The premise is partly wrong. Heat kills in the hotter regions too. India lost USD 194 billion in labour productivity last year. Mecca lost over 1,300 pilgrims at the 2024 Hajj. The Sahel is warming faster than anywhere inhabited.

But the sharper question is still there: why is Europe dying, and why is its physical infrastructure failing, at temperatures that the Gulf treats as routine? The World Health Organization has now put the death toll across Europe since 21 June at over 1,300. Germany set a new national record at 41.7°C this weekend. Leipzig’s entire tram network was suspended on 27 June. Traffic lights in Verona and Berlin started to sag and deform. The Eiffel Tower closed early for four days running. France’s SNCF cancelled 71 intercity trains in a single day.

We have written a short study answering the question. Five reasons, in order of weight. None of them is the temperature itself.

• Europe’s homes are insulation systems pointed the wrong way. Built for two centuries to keep January warmth in, they now trap June heat overnight. The Gulf solves the problem differently.

• The traffic lights are not melting in the chemistry sense. Polycarbonate has a melting point of 225°C and nothing in Europe came close. What is failing is something else, and it explains why the same product specification works fine in Dubai.

• Steel rails buckle in Leipzig but not in Riyadh for a procurement reason that dates to a decision made in the 1960s.

• The single deadliest variable in a European heatwave is not the temperature on the thermometer. It is the median age of the people standing under it. Italy lost 19,000 people last summer alone.

• The atmospheric trigger behind this heat dome is partly Greenland’s meltwater, by a route most readers will not have heard.

If you listen to him talk, Dinesh Babu is not, in the first instance, talking about carbon credits. Or funds. Or technology. He is talking about access. And he means something very specific by it.

“Access,” he says, “starts from knowledge - awareness, and appreciation. The rest is automatic.”

It is the kind of line that sounds soft until you remember who is saying it. This is a man who has spent his career building the hardest infrastructure in climate finance: the exchanges, the ratings, the data systems that decide whether a tonne of carbon is real. He is not romanticising knowledge. He is telling you, from the inside, where the bottleneck actually is.

“You get too much of knowledge that may not be correct, and applicable for you. That is the first thing that should be addressed.”

Most people walk into the carbon conversation looking for capital or technology. Babu’s argument, earned over more than two decades of doing the work, inverts that instinct. Capital and technology, he says, arrive on their own once the real problem is solved. And the real problem is that people do not yet understand the situation they are standing in.

That is why he keeps using one word that you would not expect from a markets veteran: teaching.

“Throughout my life, I have trained more than 20,000 people - across India, Southeast Asia and Europe.”

And he drops the sinker,

“The trainer learns every time.”

Not the trainee. The trainer. The person doing the explaining is the one who is forced, again and again, to understand the thing clearly enough to hand it over. After twenty thousand rooms, that is a lot of understanding to have accumulated. It is also, quietly, a description of what he believes a carbon market actually is: not a price, but a transfer of comprehension.

The credentials are not the point of this piece, but they are the reason the thesis lands.

Dinesh has been inside carbon markets since 2002. He helped commission what is described as the world’s first carbon exchange, in Singapore. He ran the world’s first carbon ratings agency, built to do one unglamorous thing - tell buyers whether a credit was worth trusting. He led the Climate Action Data Trust (CAD Trust), the global effort to make the world’s carbon registries speak to each other. In April 2025 he was appointed Managing Director, Head of Market Engagement at the Global Carbon Market Utility (GCMU), the New York initiative building a single, trusted ledger for the voluntary market.

And before all of it, at Ernst and Young, he ran the World Bank funded, State Bank of India operated rooftop solar programme across seventeen Indian states. It waqs not a pilot but the internal engine.

Look at that list again and one pattern runs through every line of it. Every job he has held has been about the same thing: building the door that lets other people into a market that was previously closed to them. The exchange. The ratings. The data trust. The ledger. The training rooms. Access, over and over, in different clothes.

“Access is first of all having understood the current situation.”

Which brings us to what he is building now, and what to watch.

UNMAI Carbon Solutions is the Singapore firm Dinesh now leads as founder. Unmai is the Tamil word for truth, which is not an accident for a man whose entire career has been about whether a carbon credit can be believed. The firm’s stated work is the unglamorous core again: high-integrity carbon market frameworks, climate finance mechanisms, and the digital MRV - Monitoring, Reporting and Verification - systems that turn a claim into a verifiable tonne.

In April 2026, UNMAI signed a Memorandum of Understanding with The Energy and Resources Institute (TERI), one of India’s most established climate research bodies, to work on exactly this. It is early. A Memorandum of Understanding is an intention, not a result, and the proof will be in what gets built and measured. But the direction is unmistakable. He is pointing the access machine at India.

Here is why that is pivotal. India is standing up its Carbon Credit Trading Scheme right now. The country is moving from a voluntary, improvised carbon market into a regulated one, at the same moment that Article 6 of the Paris Agreement is opening cross-border carbon trading between nations. The World Bank now counts carbon pricing as covering close to thirty per cent of global emissions. The market is arriving. The money is arriving.

The trust infrastructure, and the people who understand it well enough to use it is what he is building. A carbon market does not fail for want of supply. It fails for want of belief. And for lack of integrity. So. His answer is not a financial product. It is closer to a conviction about how people change:

“Access triggers empowerment.”

He tells a small story to land it - of how a village does not move because an expert tells it to, but because the local sarpanch, the council head, becomes convinced, and then convinces the rest. Nobody is empowered by being told. They are empowered by understanding. The expert who forgets that builds beautiful systems on paper, that nobody walks through.

The carbon market India needs will not be built by whoever has the most capital. It will be built by whoever can make the most people understand it well enough to trust it. Dinesh has spent his whole career on the second problem. That is why this conversation matters.

Building the door is the job. The room fills itself once the door opens.

The forecast is unusually firm. The World Meteorological Organization gives El Niño an 80 per cent chance through August and at or above 90 per cent after. NOAA puts the odds of a strong event by autumn at around 60 per cent, and roughly one in three that it reaches super strength, a sea-surface anomaly above 2.0°C. The peak is expected between November 2026 and February 2027.

Why a richer economy should care. The direct physical hit to the United States and Europe is real but mixed, and sometimes even favourable: in 1997 to 1998, a mild winter and a quiet hurricane season left the United States a net 19 billion dollars ahead. The exposure that matters lands on prices, supply chains and cover, through three channels.

• Food inflation. The European Central Bank estimates a strong El Niño can lift global food commodity prices by up to 9 per cent. The last event drove cocoa to a record 12,646 US dollars a tonne and pushed coffee and sugar to multi-year highs.

• Supply chains. The 2023 to 2024 drought cut transits through the Panama Canal by around a third, raising shipping costs into American ports.

• Insurance. Catastrophe losses harden the reinsurance market and reprice premiums everywhere. The United States has already logged 403 billion-dollar weather disasters since 1980.

The good news is the lead time. A super El Niño is the rare disaster that announces itself. The Global Commission on Adaptation finds early warning systems return more than tenfold, the best of any adaptation measure assessed. With six to eight months to the peak, the highest-return moves are available now: lock in catastrophe cover before the market hardens, build food and gas inventory before the spike, pre-book supply-chain alternatives, and resource heat-health systems before summer.

The human note. The same drought and disease squeezing cocoa are also shrinking the land where it can grow. One study projects that West and Central Africa could lose around half their climatically suitable cocoa area by mid-century. The industry’s answer is to engineer around the bean, with Mondelez-backed cell-cultured cocoa and cocoa-free chocolate already in pilot. Real chocolate is quietly becoming a luxury.

In 2023, the Himachal Pradesh government submitted a Post-Disaster Needs Assessment to the Centre for Rs 9,000 crore. The Centre eventually released Rs 2,000 crore.

That is a 78 percent haircut on a damages claim that the NDMA itself validated.

The temptation is to read this as a federal financing failure. It is not. It is a representation problem with arithmetic behind it.

The math of who gets heard

Himachal sends 4 of 543 members to the Lok Sabha. Mandi, Hamirpur, Kangra, Shimla. That is 0.74 percent of the lower house, deciding the fiscal allocation for a state that holds roughly a quarter of India’s hydropower potential, 925 million tonnes of forest carbon, and the headwaters of five river systems that drain into the Indus and Ganga basins.

This is not a small state. This is a small electorate sitting on outsized infrastructure.

The conventional fiscal-federal frame treats hill states as transfer recipients. Carve out a special category, write a Finance Commission formula, release a tranche after each disaster, repeat. Himachal has lived inside that frame for fifty years. The frame is now broken, and the 2023 release tells you exactly where it broke.

The reframe I want to put on the table is simple.

Himachal is upstream of Punjab’s wheat, Haryana’s drinking water, Rajasthan’s Indira Gandhi Canal, Delhi’s grid, and Pakistan’s Indus Waters Treaty allocation. The state is not asking for a transfer. It is carrying an unfunded liability on behalf of a downstream beneficiary class that includes most of India’s grain belt and a sovereign neighbour.

The accounting was wrong from the start. The capital deployment that follows from getting the accounting right is the actual subject of this issue.

Three numbers that make the case

01 / VARIANCE, NOT WARMING

April rainfall at the IMD Manali station has swung from 36 mm in 2022 to 280 mm in 2021. A factor of nearly eight, in the same month, at the same station. Temperature shows no clean trend over the same 16-year window.

Apple growers, hydro engineers, road contractors and trekking outfits are not pricing a warming average. They are absorbing a distribution that has lost its shape.

02 / THE CRYOSPHERE IS MOVING, FAST

ISRO’s Sentinel-2 inventory of the Sutlej basin counted 562 glacial lakes in 2019. By 2023 it counted 1,048. An 86 percent rise in four years. Each lake is a potential GLOF event. ICIMOD’s 2025 update placed Hindu Kush Himalaya snow persistence at a 23-year low, 23.6 percent below the long-term normal.

This is the storage cycle the plains drink from. It is destabilising on instrument record, not in projection.

03 / THE STATE CANNOT LOBBY THIS GAP SHUT

4 of 543 seats. Rs 9,000 crore claimed, Rs 2,000 crore released. The Supreme Court warned in 2025 that on the current trajectory the state risks vanishing from the map. The political ceiling is a structural feature, not a negotiating posture.

So what is the instrument

A single hectare of restored mid-altitude forest in Himachal does two things at once. It sequesters carbon for global mitigation buyers, and it holds the slope above the highway, the orchard, and the river intake immediately below. Mitigation and adaptation, priced into the same instrument.

The methodology rails already exist. Verra. Gold Standard. India’s Carbon Credit Trading Scheme operationalising in 2025-26. The compliance demand is arriving. Voluntary credit pricing for high-altitude wetland restoration sits in the USD 25 to 45 per tCO2e range on current Ecosystem Marketplace data.

What is missing is the aggregator. Nobody has assembled 25,000 to 50,000 hectare contiguous land-banks across panchayat, private and forest department holdings in the Western Himalaya, with verified baselines and standing MRV. That gap is the entry point.

And the buyer side of this is not philanthropy. It is the cheapest unit of NDC delivery and downstream water security available to the Green Climate Fund, the World Bank, ADB, AIIB, AFD, KfW and the sovereign and pension capital benchmarking to UN PRI. It prices correctly because the geography prices correctly. The downstream beneficiary class is national, and transboundary.

What sits in the full report

The Centre will eventually release the rest of that Rs 9,000 crore. The state will eventually expand its EV grid. The northern grid will eventually price the firm-capacity haircut. None of these resolves the trajectory.

What resolves the trajectory is restoration capital, structured for dual yield, deployed at the scale the catchment demands. The methodology exists. The compliance demand exists.

Microsoft Pauses New Carbon Removal Offtake Agreements Amid Shifting Environmental Targets

Three days ago, Microsoft bought 620,000 tonnes of carbon removal from an Indigenous-owned project in Saskatchewan. It was the kind of deal the CDR market had come to treat as a given: large, durable, Microsoft.

Forty-eight hours later, Microsoft told developers it is pausing all new carbon removal purchases.Something about “portfolio review.”

For the developers who had built their 2026 and 2027 financial models around a Microsoft offtake, the call landed like a margin notice.

Here is what the data actually shows, before the speculation takes over.

Microsoft has accounted for 90% of all durable CDR contracted volume in 2025. The next largest buyer in the history of this market, the Frontier coalition backed by Stripe, Google, Shopify and JPMorgan, has contracted 1.8 million tonnes across its entire lifetime.

In Q2 2025 alone, one quarter, Microsoft contracted 14.5 million tonnes across five deals. That single quarter was larger than every prior quarter in CDR history combined.

Twenty-five project developers had named Microsoft as their first-ever buyer. Sixteen of those had no other buyer on record.

This is not a market that lost a buyer: we just discovered it never had a sizeable enough second one.

The question every developer and investor is sitting with tonight is the same one Eve Tamme, a long-time climate policy advisor, asked publicly on 11 April:

“When Microsoft is stepping aside, who will step up?”

We have been working through that question for the past 48 hours. The answer is not simple. But it is there, and it points somewhere most of this week’s coverage has not looked.

Beer launched his career - with Canadian Renewable Energy News - on Halloween 1977. This was before there was a climate movement to speak of, before the IPCC existed, before most people in positions of power had even encountered the phrase “greenhouse effect” in a professional context. He was a journalist covering solar panels and wind energy at a moment when that beat was considered, at best, eccentric. At worst, irrelevant.

He has been at it ever since.

Today, The Energy Mix is a Canadian non-profit news agency that scans more than 1,200 headlines every week and publishes four digests, including the widely-read Energy Mix Weekender on Substack.

Its beat is global: renewables, fossil fuels, climate finance, carbon pricing, grid systems, community resilience, and the political machinery that governs all of it. Its team is distributed across multiple countries. Its readers include policymakers, civil society leaders, clean energy investors, and the practitioners who are, in Mitchell’s phrase, deploying the journalism that journalism school says you are not supposed to deploy in the service of a purpose.

That phrase matters. Beer is precise about the distinction. The Energy Mix is not an advocacy organisation. It does not campaign. But it is also not pretending that the climate emergency is a topic on which a journalist must present “both sides” as if one side were not in possession of the scientific record. He calls it solutions journalism with a purpose: faster, deeper carbon cuts.

Sitting across from him recently - or as close to across as a Bangalore-to-Ottawa video call allows - I was struck by something that is easy to overlook in people who have spent decades in a field. He is not tired. There is no fatigue in the way he talks about 2035. There is something closer to professional urgency combined with genuine warmth.

He received the Canada Clean50 Lifetime Achievement Award in 2022 and the King Charles III Coronation Medal in 2025. He delivered a TEDx Ottawa talk in 2019 on why wider, more constructive conversations about climate change are not a softening of the argument but a sharpening of it.

He is, by any measure, one of the most consequential climate journalists on the planet. Not because of institutional size - The Energy Mix operates as a lean non-profit from Ottawa, on unceded Algonquin Anishinaabe territory, as they state openly. But because of the deliberate accumulation of credibility, rigour, and network across nearly five decades.

The Climate Desk exists to bring the Indian story into conversations like the one I had with Mitchell. India’s energy transition - coal at 79% of primary energy supply, renewable capacity potential at 4.7 million megawatts, 89% crude oil import dependence, Himalayan ice melt already in the water systems - is one of the most consequential and least well-understood chapters in the global climate story.

Mitchell knows it. He is actively looking for the signal from this part of the world that his readers need, and currently cannot find in the volume or quality that the moment demands.

At 8:25 PM on 6 April 2026, a controlled fission chain reaction began inside a reactor at Kalpakkam, Tamil Nadu, and sustained itself without external input. India's Prototype Fast Breeder Reactor had reached criticality. The second stage of a nuclear programme conceived in the 1950s had switched on.

The Department of Atomic Energy made the announcement. Prime Minister Narendra Modi called it “a defining step in India’s civil nuclear journey,” noting that the reactor produces more nuclear fuel than it consumes. The PFBR was designed by the Indira Gandhi Centre for Atomic Research (IGCAR) and built by Bharatiya Nabhikiya Vidyut Nigam Limited (BHAVINI), both under the Department of Atomic Energy, after satisfying all conditions set by the Atomic Energy Regulatory Board (AERB).

This is an architectural shift: in fuel cycle strategy, in energy sovereignty, in industrial capability, and in India’s position within the global nuclear order.

01 What Happened

First Criticality: What It Means

Criticality is the state in which a fission chain reaction becomes self-sustaining. Each fission event produces exactly enough neutrons to trigger subsequent reactions at a steady rate, without external input. It is the threshold a reactor must cross before it can be scaled to full power and connected to the grid.

Criticality achieved on 6 April 2026 does not mean the PFBR is generating electricity. It means the reactor is confirmed to be functioning as designed. Staged power ascension, testing, and safety validation follow before grid connection. Commercial operations, generating 500 MWe, are targeted for September 2026, pending further AERB approval.

Fuel loading had commenced on 18 October 2025 after AERB granted permission for the first approach to criticality. Construction of the PFBR began in 2004 with an original target of 2010, a delay of 16 years that reflects the genuine difficulty of first-of-kind nuclear engineering at commercial scale. The project cost rose from an original estimate of Rs. 3,500 crore to approximately Rs. 7,700 crore over its development cycle.

02 The Technology

How a Fast Breeder Reactor Works

The PFBR operates on principles that are categorically different from every conventional reactor India has run before. A standard Pressurised Heavy Water Reactor (PHWR) uses uranium-235 as its fissile fuel: uranium-235 constitutes only 0.7 percent of naturally occurring uranium. India holds only 1-2 percent of global uranium reserves and currently imports over 70 percent of its nuclear fuel requirements

The reactor uses 1,750 tonnes of liquid sodium as coolant. Sodium does not slow down fast neutrons, making it ideal for this design. A dedicated Fast Reactor Fuel Cycle Facility (FRFCF) is currently under construction at Kalpakkam to support reprocessing and closed-cycle refuelling for the PFBR and future fast breeder reactors.

03 The Strategic Context

Bhabha’s 70-Year Plan: The Three-Stage Programme

The PFBR is not a standalone reactor. It is the second stage of a three-stage nuclear power programme conceived by Dr. Homi Bhabha in the 1950s and designed around one resource reality: India has very little uranium and very large thorium reserves. India holds an estimated 25 percent of global thorium deposits, concentrated in the monazite sands of Kerala and Odisha, but thorium cannot directly fuel a reactor. It requires transmutation into uranium-233 inside a fast breeder. The PFBR performs that transmutation. Without Stage II operational, Stage III is unreachable.

04 Energy Resilience

What This Changes for India’s Energy Mix

India’s installed electricity capacity stood at approximately 520 GW as of January 2026, per the Central Electricity Authority’s 20th Electric Power Survey midterm review (March 2026). Coal and lignite account for around 215 GW: over 40 percent of installed capacity and close to 50-60 percent of actual electricity generated. Solar has grown rapidly to over 100 GW. Nuclear, across 25 reactors, contributes 8,880 MW: approximately 3 percent of generation.

The PFBR adds 500 MWe to that nuclear base: modest in isolation, consequential as a trigger. A March 2026 parliamentary reply confirmed that achieving PFBR criticality would prompt financial sanction for the twin FBR-1 and FBR-2 projects at Kalpakkam, each rated at 600 MWe. The commercial FBR pipeline of six reactors at 600 MWe each represents a total of 3,600 MWe from the IGCAR-designed FBR-600 class. India’s Nuclear Energy Mission targets 22 GW of nuclear capacity by 2031-32 and 100 GW by 2047.

A note on cost: nuclear electricity in India is more expensive per unit than solar, with multiple independent analyses placing the levelised cost of nuclear at two to three times that of solar (Climate Scorecard, citing CAG 2022 and CEA 2023). The economic case for nuclear rests on baseload reliability and fuel sovereignty, not on marginal cost. Solar and nuclear serve different grid functions. Both are necessary. They are not in competition.

05 The Pipeline

More Reactors Using the Same Technology

The PFBR is explicitly a prototype. The commercial programme it unlocks is the FBR-600 class: six reactors designed by IGCAR at 600 MWe each, co-located in pairs to share infrastructure and rationalise cost. Running in parallel, the Nuclear Energy Mission funds five Bharat Small Modular Reactors (BSMR-200) by 2033 for industrial decarbonisation, and the NPCIL-NTPC joint venture ASHVINI is building four 700 MWe PHWRs at Mahi-Banswara, Rajasthan.

What India Can Now Offer, and to Whom

1. The Kalpakkam criticality, read alongside the SHANTI Bill (Atomic Energy Bill 2025, approved by Cabinet December 2025 and permitting private and foreign participation in India’s civil nuclear sector for the first time), constitutes the most significant restructuring of India’s nuclear sector since the 1962 Atomic Energy Act. Three technology tracks are now available for export or partnership, each at a different level of commercial readiness.

2. The strategic demand map for Indian nuclear technology follows the same logic India itself operates under: countries with large thorium reserves and limited uranium access face an identical structural constraint. Brazil, Australia, Norway, and Turkey all hold significant thorium deposits. Countries in South and Southeast Asia building first nuclear capacity need reactor designs scaled to smaller grids, with technology transfer built in.

3. India’s existing template is instructive. Its contribution to Bangladesh’s Rooppur Nuclear Power Plant, alongside Russia’s Rosatom, included capacity building, knowledge transfer, and training of Bangladeshi nuclear engineers. The Indian Council of World Affairs (a Government of India think tank) has outlined this as a model for what it terms “thorium diplomacy”: using nuclear knowledge-sharing as soft power, with the FBR and thorium cycle as the long-term centrepiece.

4. The US-India nuclear relationship is also evolving. In August 2025, the United States granted an export licence to Chicago-based Clean Core Thorium Energy to supply its advanced HALEU-thorium fuel technology to India’s PHWR fleet: only the second such US nuclear export licence to India in nearly two decades. This bilateral technology flow signals that the non-proliferation architecture around India-specific nuclear cooperation is maturing, a prerequisite for India to eventually export its own technology outward through IAEA-governed civil nuclear agreements.

   

06 Risks: A Fair Assessment

What Could Go Wrong

  Execution track record

  The PFBR was originally due in 2010. It achieved criticality in 2026. The 100 GW by 2047 goal requires a pace of delivery that has not been demonstrated. The interim 22 GW by 2031-32 target is considered ambitious by independent analysts.

• 02

  Electricity cost relative to renewables

  PFBR electricity will cost substantially more per unit than solar. Climate Scorecard, citing CAG 2022 and CEA 2023, estimates nuclear levelised cost at two to three times solar LCOE in India. The economic case for nuclear rests on baseload reliability and fuel sovereignty, not cost competition.

  Sodium coolant risk

  Liquid sodium burns in air and reacts violently with water. Japan’s Monju reactor suffered a sodium leak in 1995 that contributed to its eventual shutdown in 2016. This is a manageable engineering challenge with inherent passive safety features designed into the PFBR, but it requires sustained operational discipline across decades of operation.

  Thorium timeline

  Full Stage III deployment is not expected before 2050 per Indian parliamentary records. The doubling time for fissile material in fast breeders was revised from Bhabha’s original 5-6 year estimate to approximately 70 years, due to technical realities unforeseen in the 1950s. Large-scale thorium utilisation remains a long horizon.

  Export readiness gap

  The AHWR export design was announced in 2009. The World Nuclear Association notes that “little has happened on this front since then.” The gap between announced design and commercial delivery has been a consistent pattern in India’s nuclear sector. Speed of scale execution needs a re-look.

  Grid and transmission infrastructure

  A 100 GW nuclear fleet requires commensurate transmission infrastructure, grid management systems, and demand planning that must be developed in parallel. The Central Electricity Authority projects total investment requirements in India’s power sector at approximately $2.2 trillion over the next two decades.

07 The Bottom Line

What Kalpakkam 2026 Signals

On 6 April 2026, India proved it can build and operate a fast breeder reactor: indigenously designed, indigenously built, using a closed fuel cycle that produces more fissile material than it consumes. That proof has been 70 years in the making.

For India’s energy mix, the PFBR begins a structural shift from import-dependent uranium toward a domestically grounded closed fuel cycle, with thorium as the eventual terminal fuel. That shift will take decades to fully materialise. The Kalpakkam criticality is the moment it became technically confirmed.

For the commercial pipeline: FBR-1 and FBR-2 financial sanctions are now unlocked. Six commercial FBR-600 reactors follow across the 2030s and 2040s. The SMR programme runs in parallel. India’s nuclear construction programme is the most active it has ever been, and the SHANTI Bill has opened it to private capital for the first time in over six decades.

For the region: India is the second country in the world with an operational commercial fast breeder programme. The institutional knowledge in IGCAR and BHAVINI, the supply chain across more than 200 Indian industries, and the three-stage fuel cycle architecture are strategic assets that countries with large thorium deposits, limited uranium access, and growing baseload demand will find increasingly relevant across the decade ahead.

Ask any serious investor in India’s carbon capture sector what they are waiting for and they will not say technology. They will not say capital. They will say the same thing: clarity on who is liable if CO2 leaks from a storage site, what the second GEI compliance cycle will actually demand, and whether there is any government instrument that bridges the gap between what sequestration costs and what the carbon price will pay.

These are not abstract policy questions but specific conditions that must be satisfied before a term sheet can be signed, before engineering design can begin, before a lender will touch a sequestration project. And none of them have been answered.

That observation reframes the entire policy debate. The technology gap and the regulatory gap are the same gap, seen from different ends of the value chain. You cannot build the legal architecture for a technology that does not yet work at commercial efficiency. You cannot develop the technology without the infrastructure to test it. And you cannot fund either without a carbon price signal that makes the investment rational.

India filed its most ambitious climate plan on 25 March 2026

By the time the Cabinet approved it, the headline energy target was already 87% met.

That single fact tells you something important about how India does climate commitments. Not that they are insincere. The opposite: India has delivered ahead of schedule on every NDC it has ever filed. The 2030 non-fossil target was hit in 2026. Five years early. The 2030 emissions intensity target was hit in 2020. Ten years early.

The question worth asking is not whether India will meet NDC 3.0. It almost certainly will. The question is whether targets designed to be achievable are the same as targets designed to drive change.

There is also what NDC 3.0 contains beyond the three headline numbers.

1. A full adaptation architecture covering coastlines, glaciers, urban heat, and agricultural resilience.

2. Seven named policy delivery vehicles including, for the first time, Carbon Capture, Utilization and Storage (CCUS) and nuclear named explicitly as climate assets.

3. A four-tier governance cascade from the National Action Plan on Climate Change down to local schemes. Four global coalitions.

4. And a normative framing tied to Viksit Bharat 2047 and net zero by 2070 that positions India’s climate commitments as structurally permanent.

In her eye-opening book, physicist Anja Røyne unearths the hidden story of the non-renewable materials that build our modern world. I sat down with her to discuss the startling disconnect between our daily lives and the vast, complex systems that support them, and why understanding this connection is the most critical first step toward a sustainable future.

Theresa Ronnie: Anja, you’re a physicist who has studied everything from environmental physics to nanoscale materials. What was the spark that led you to write a book about the immense, global topic of non-renewable resources?

Anja Røyne: It was the realization of a massive blind spot in my own education. I went into science because I’m fundamentally curious about how the world works. Yet, it occurred to me that no one had ever taught me where the materials we use every day *come from*. Our world is built with things dug up from the earth, but the story of their origin, the plan for their future, and the fact that they won’t last forever was completely absent. I wrote the book to find the answers to those fundamental questions for myself.

Theresa: Your book is incredibly accessible. It’s not just for academics or policymakers, but for any “earth stakeholder.” Since its publication, have you seen it influence the policy changes you might have hoped for?

Anja: Unfortunately, not directly. It’s a complex issue. In a country like Norway, our wealth from offshore petroleum has made the realities of mining and extraction almost invisible. It’s hidden from the public mind. A recent film featured a stunning shot of a huge open-cast mine in Norway, and a major newspaper reviewer dismissed it as “AI-generated” because they simply didn’t know it existed. This disconnect is profound. When policymakers discuss new frontiers like deep-sea mining, it’s clear they often lack a foundational understanding of the global mineral value chains and the environmental destruction that mining entails.

Theresa: That’s a powerful and startling anecdote. So, if not for policymakers, who is this book truly for? What is the central message you want readers to take away?

Anja:The central message is that knowledge is empowering. The book is for anyone who wants to understand the hidden connections that define our world. It’s for the curious person who, like me, wants to get to the bottom of things. I was wonderfully surprised to hear from people who gave the book to their teenagers and found they loved it.

The significance of the work is to demystify complexity. When the world seems to be facing overwhelming troubles, understanding the nature of the danger is empowering. It helps to know stuff. Even a small action, born from knowledge, has the potential to ripple outwards and create consequences you can’t foresee.

Theresa: It’s easy to feel disheartened. Where do you see hope? What kind of innovation is most promising to you right now?

Anja: The hope is in the engineering and the bottom-up initiatives! The fundamental science is often there; what we need now is industrial-scale engineering and market mechanisms to help solutions grow. I get excited hearing about companies in India developing advanced hydrometallurgy to recycle battery elements with a tiny carbon footprint. In Norway, the Longship project is applying decades of petroleum expertise to create a full-scale industrial pipeline for carbon capture and storage (CCS). These are real, tangible solutions. The key is to ensure they don’t die due to market pressures but are allowed to mature and scale.

Theresa: Finally, if a young, 14-year-old Anja had read this book, what do you think would have happened?

Anja:(Laughs) I think she would have been quite happy about it, because I wrote the book I always wanted to find in the library as a kid - the one that really had the answers. Perhaps it would have pushed me to become more active sooner, to get my boots on the ground. It just reinforces that feeling that it helps to know, and it matters to act.

Theresa Ronnie: We’re heading into COP30 in Belém… and honestly, expectations feel low. Are we walking into another talk shop?

Erik Solheim: Yes… if you’re looking at the negotiations.

The United States is retreating. Europe is distracted. The UN is struggling to stay relevant.So no. I don’t expect breakthroughs inside the rooms.

But that’s not where the real story is anymore.

Theresa Ronnie: Then where should we be looking?

Erik Solheim: Outside the tents. Because the real transformation is already happening. Markets are moving.Technology is scaling. Countries are executing.

And that shift… is not being led by the West anymore.

Theresa Ronnie: Let’s go there. Who’s actually leading?

Erik Solheim: The centre of gravity has moved. A decade ago:
Brussels. Berlin. Paris.

Today: Beijing. Delhi. Jakarta.

China and India are driving the global green economy. With Brazil, Indonesia, Vietnam close behind. This isn’t narrative. It’s now scale.

Theresa Ronnie: Give me proof. Not positioning — output.

Erik Solheim: China dominates manufacturing across solar, wind, hydropower. Electric vehicles. Batteries. High-speed rail. It installed 93 gigawatts of solar in a single month in 2025. That’s not policy ambition: it’s industrial dominance.

Theresa Ronnie: And India — what’s different here?

Erik Solheim: India is building integrated systems. I was in Andhra Pradesh - a six-gigawatt energy park. Solar. Wind. Pumped storage. Round-the-clock clean power.

Nothing like that exists in the West.

In Tamil Nadu, mangrove ecosystems protected through tourism. Jobs created. In Gujarat, 100 gigawatts of renewables planned.
Driven by industry. Backed by government. This is not at an experimentation stage. This is execution at scale.

Theresa Ronnie: So what flipped? Why is this happening now?

Erik Solheim: Economics.

Solar is down over 90% in cost.
Battery storage is now competitive.

In Gujarat — solar plus storage is already cheaper than coal.

So the question is no longer “Why go green?”

It’s: Who captures the value?

Theresa Ronnie: Which puts Europe in a strange spot…

Erik Solheim: Exactly.

Europe led on climate ambition. But risks losing the industrial race. You can’t block imports from developing countries…and then complain they’re too competitive. The green transition cannot be protectionist. The best technologies must win.

Theresa Ronnie: Let’s come back to COP30. Why does Luiz Inácio Lula da Silva choosing Belém matter?

Erik Solheim: Because it changes the frame. Belém is in the Amazon. This is where climate policy becomes real:
Forests.
Communities.
Livelihoods.

The future is not targets on paper as it was before. It’s going to be about aligning nature with economic value.

Theresa Ronnie: You’ve worked on this directly. What actually works when it comes to forests?

Erik Solheim: Incentives.

When I was Norway’s environment minister, we partnered with Brazil and Indonesia.
Later, Guyana joined. Now Guyana sells verified carbon credits through global aviation markets, CORSIA. Real revenue. And that money goes straight to communities:
Schools.
Digital access.
Local enterprise.That’s the shift. You cannot protect forests against people.
Only with them.

Theresa Ronnie: One thing that stands out: there’s far less climate denial in the Global South. Why?

Erik Solheim: Because climate action here is not ideological. It’s economic.

In India, no major political voice denies climate change. Same across much of Asia. Because the framing is simple: Growth and green go together.

Theresa Ronnie: Leaders like Narendra Modi, Xi Jinping, Lula. They all sell that idea.

Erik Solheim: Yes. They don’t talk about sacrifice. They talk about opportunity. Go green. Grow faster.

That’s why it works.

Theresa Ronnie: So where does that leave global institutions?

Erik Solheim: They need to evolve.The system reflects 1945.

The Indian Carbon Market (ICM) portal went live this weekend at Prakriti 2026.

1. With ICM, 460 industrial plants across 9 sectors now carry legally binding emission intensity targets for the first time, with the first compliance trades expected in October 2026.

2. At the same time, the EU’s Carbon Border Adjustment Mechanism (CBAM) entered its definitive phase on January 1st, placing a real carbon cost on every tonne of Indian steel, aluminium, and cement exported to Europe.

3. Threading through both, Article 6.2 of the Paris Agreement is now operational, with India’s first bilateral agreement signed with Japan and every other partner country negotiating against that template.

3 regimes. 1 country. The same fiscal year.

While each of these developments has received its own round of coverage, it is worth noting that their simultaneous convergence on India is something that has not happened before, and the implications for capital orientation are significant.

We have at The Climate Desk been tracking this architecture as it is being built, not just as it is being announced. That includes a recent conversation with Negative Emission Platform (NEP) Chairman Chris Sherwood, as part of our ongoing effort to speak directly with the people who are shaping the standards, the methodologies, and the bilateral frameworks that will determine how this market actually functions. We are not interested in summarising what others report because we follow the process upstream and downstream to bring the right convergence of insights.

Returning to the topic in hand,

The window between announcement and first trade, roughly 18 months, is where interpretive frameworks get set

Decisions on ‘which methodology?’ matter, how Article 6.2 authorisation works in practice, what the gap between ICM measurement standards and CBAM product benchmarks means for Indian exporters..all matter. The people who understand all three regimes during this window will have the most influence over how this market takes shape.

After October 2026, they will be the ones others are catching up to.

We are opening a small number of conversations with organisations that want to be part of this moment, not as advertisers, but as participants in the intelligence conversation that is actively shaping the market.
