What can ordinary people actually do?

It is an important question because awareness, while necessary, is not enough by itself. People can spend years reading, watching videos, sharing photographs, and discussing concerns about geoengineering and weather modification without ever developing a mechanism for turning that concern into something capable of producing legal, legislative, or institutional change.

That’s where the The GeoFight comes in.

During the roundtable, attorneys Tom Renz, Blake Horwitz, and Nicole Pearson explained how we are attempting to build something much larger than an information campaign. The objective is to create an organized network in which citizens, attorneys, scientists, researchers, technical experts, whistleblowers, legislators, and advocates can contribute within their respective areas of expertise. That means educating people about the law, helping citizens understand the governmental processes available to them, developing evidence that attorneys can properly evaluate, supporting legislative efforts, and ultimately pursuing litigation where the facts and law provide a viable path forward.

During the roundtable, Nicole Pearson explained that one of the central purposes of The GeoFight is to provide people with practical information they can actually use. We are providing our legal analyses free of charge, as well as toolkits, talking points, scripts, templates, model language, research and resources resources to help citizens understand both their rights and the mechanisms available for exercising those rights.

“We are teeing you up. These are your rights.”

Citizens should not have to become attorneys in order to understand how to participate in government, but effective participation requires more than anger or concern. Our goal is to help develop a better-informed and increasingly capable community that can participate constructively in this fight.

Saturday: The GeoFight Action Committee

Every Saturday at 1:00 PM Eastern, attorneys Blake Horwitz and Nicole Pearson lead The GeoFight’s Action Committee Meeting.

The GeoFight Action Committee is a targeted working group with participants from around the world, including Germany, Netherlands, UK, Israel, and Canada. These individuals are sharing strategies and information that work, and organizing efforts that include public education, research, legislation, testing, technology development and improved methods of documenting and sharing atmospheric observations.

These working sessions are not intended simply as another weekly discussion about what people believe may be occurring. They are for identifying problems, examining available information, developing calls to action and projects to spread awareness, educate, and end the manipulation and pollution of our skies, with accountability and support. As Blake put it during the roundtable,

“We do not mess around.”

There is a place for people who want to learn, but there is also a place for people who are ready to work, and the Saturday Action Committee is where much of that work begins.

Sunday: Evidence Collection Training

Every Sunday at 1:00 PM Eastern, The GeoFight conducts its Evidence Collection Training.

People routinely send photographs, videos, documents, observations, and other information because they believe what they have collected may demonstrate something significant. We appreciate those submissions, but litigation requires attorneys to distinguish between information that raises an interesting question and evidence that can potentially be authenticated, supported, explained by qualified experts, and ultimately presented within the rules governing a legal proceeding. The Sunday sessions are intended to help people begin understanding that distinction.

Scientific evidence requires proper sampling procedures, laboratory analysis, controls, documentation, qualified experts, and a defensible methodology before attorneys can determine what conclusions can legitimately be drawn from it. As Blake discussed during the roundtable, scientists, chemists, engineers, and other technical professionals have an important role in developing methods capable of producing evidence that may withstand serious scrutiny. We feel honored that many have already joined our community, and are offering their expertise to sharpen our analyses and legal strategies.

Why the Rules of Evidence Matter

Tom Renz emphasized another point during the roundtable that deserves careful attention: attorneys cannot simply walk into court with every photograph, allegation, laboratory result, anonymous statement, or document that reaches their inbox. Courts operate according to evidentiary rules dictating admissibility, including authentication, relevance, foundation, hearsay, education, training, reliability, and scientific methodology. Those rules can sometimes be frustrating, particularly when someone possesses information they believe is extremely important, but attorneys do not have the luxury of pretending those requirements do not exist. Something can be interesting without being admissible.

It can raise an important question without establishing the answer.

It can provide an investigative lead without being something that can itself be introduced before a judge or jury.

Understanding those distinctions is essential if the ultimate objective is to pursue litigation capable of surviving motions, evidentiary challenges, expert scrutiny, and appellate review. That is why The GeoFight’s legal team must evaluate information differently from someone simply discussing an issue online.

We do not care whether someone has a massive following or no public profile whatsoever. We do not care if an individual possesses information or expertise that can help illuminate the facts, develop evidence, improve legislation, educate the public, or support viable litigation, we want to have that conversation. Human and Environmental Health Hazards

According to GWF, regardless of the stated intent of the aforementioned programs, “they constitute deliberate pollution and degradation of the Earth’s atmosphere” and “contaminate our air, water, and soil,” posing “a serious threat to all forms of life.”

We at The GeoFight corroborate these concerns. Based on our independent research and analyses from our experts and coalition members, atmospheric contamination raises potential risks extending far beyond the air itself. Why?

Because what is released into the atmosphere does not remain there.

Airborne substances can be inhaled, chemically transformed, transported over long distances, or deposited onto land and water—creating potential consequences for human health, wildlife, agriculture, water supplies, and entire ecosystems. Potential harms include:

HUMAN HEALTH

• Heavy-metal toxicity — Toxic metals and metalloids can occur in air, water, soil, biota, and food, including lead, mercury, arsenic, cadmium, chromium, and nickel. Depending on their chemical and physical form, they may be inhaled directly or deposited onto soil and water. Once deposited, some can persist in the environment and accumulate in living organisms.

• Neurological and neurodegenerative effects — Exposure to air pollution has been associated with neurological disorders, cognitive decline, and increased risk of neurodegenerative diseases including Parkinson’s disease. Potential mechanisms include vascular injury, neuroinflammation, oxidative stress, and disruption of the blood-brain barrier.

• Lung and respiratory disease — Particulate matter and other airborne contaminants can irritate or injure the respiratory system, trigger asthma, aggravate COPD, impair lung function, and increase respiratory illness and—depending on the pollutant and exposure—contribute to chronic respiratory disease. EPA also reports evidence linking fine-particle exposure to lung-cancer incidence and mortality, while the International Agency for Research on Cancer (IARC), the specialized cancer agency of the WHO, has classified both outdoor air pollution and particulate matter as carcinogenic to human.

• Mental-health and neurobehavioral effects — Air-pollution exposure has been associated with increased risks of depression, anxiety, cognitive impairment, and other adverse neurobehavioral outcomes. Daylight exposure also plays an important role in regulating circadian rhythms, sleep, and mood.

ENVIRONMENTAL HEALTH

• Reduced surface sunlight — Atmospheric particles can scatter, reflect, and absorb incoming solar radiation, potentially reducing the amount of sunlight reaching Earth’s surface. Changes in surface solar radiation can affect plant productivity, surface temperature, evaporation, and hydrological processes, while photosynthesis itself depends upon the absorption of solar radiation.

• Air, soil, and water contamination — Atmospheric pollutants can degrade air quality and eventually return to Earth through wet deposition (rain and snow) or dry deposition, introducing contaminants into soil, vegetation, rivers, lakes, reservoirs, wetlands, and oceans. Deposited contaminants can also migrate among environmental media, including from soil to groundwater.

• Food-chain contamination — Pollutants such as mercury and certain persistent organic compounds can enter plants and animals and, in some circumstances, bioaccumulate or biomagnify through food webs.

• Agricultural and forest damage — Ozone, acid deposition, excess nitrogen, metals, particulate matter, and other pollutants can damage vegetation, interfere with photosynthesis, slow plant growth, and increase susceptibility to disease, insects, other pollutants, and severe weather. Atmospheric particulate matter can also deplete soil nutrients and damage sensitive forests and farm crops, while atmospheric deposition can introduce nutrients and acidifying chemicals into ecosystems.

• Wildlife and biodiversity impacts — Toxic air pollutants can deposit onto soil and surface waters, be taken up by plants and animals, and move through the food chain; animals exposed to sufficient quantities can experience adverse health effects. Mercury exposure, for example, has been associated with reduced reproduction, slower growth and development, abnormal behavior, and death in wildlife. Atmospheric deposition can also alter ecosystem chemistry and contribute to biodiversity loss.

• Acidification and nutrient pollution — Sulfur dioxide and nitrogen oxides can react in the atmosphere to form sulfuric and nitric acids, travel long distances, and return to Earth through wet and dry deposition, harming soils, forests, streams, and lakes. Excess nitrogen and phosphorus in aquatic ecosystems can contribute to algal blooms, oxygen depletion, fish kills, loss of aquatic vegetation, and biodiversity loss.

• Ocean and aquatic impacts — Atmospheric deposition can introduce nutrients, including nitrogen, and toxic substances including lead and mercury into ocean ecosystems. Atmospheric deposition of persistent organic pollutants can also affect marine environments and food webs, potentially altering water chemistry and biological productivity.

• Atmospheric, ozone, and climate effects — Atmospheric aerosols can alter solar radiation, cloud formation and reflectivity, rainfall, and climate. Certain chemicals can also deplete stratospheric ozone, allowing more ultraviolet-B radiation to reach Earth’s surface.

• Long-range and transboundary contamination — Atmospheric circulation can transport pollutants hundreds or thousands of miles, meaning substances released in one location may be chemically transformed and ultimately deposited far from their source. EPA notes, for example, that chemicals and trace metals associated with airborne dust can be transported thousands of miles, while sulfur dioxide and nitrogen oxides can travel long distances and across borders before undergoing atmospheric transformation and deposition.

Human Rights Violations

The GWF also rightly highlights in the Declaration that these programs are a violation of fundamental human rights, as they are conducted “entirely without informed consent.” We at The GeoFight specifically addressed these concerns in last week’s SUBSTACK: “CALL TO ACTION: Stop “Sky Experiments.”

DID YOU CONSENT?

Say what you want, but the U.S. government cannot conduct experiments on people without their knowledge and consent. The modern legal and ethical framework regulating human-subject research grew in response to past abuses, including but not limited to Tuskegee, MKUltra, and Cold War biological testing, and is reflected in the following authorities:

• The U.S. Constitution: The Fourth, Fifth, and Fourteenth Amendments establish constitutional limits on the government’s ability to intrude upon an individual’s body, protecting against unreasonable searches and seizures and safeguarding liberty, privacy, and bodily integrity from unjustified government interference.

• Common Rule (45 C.F.R. Part 46), a federal law that requires informed consent of human test subjects; independent institutional board reviews, oversight, and approval; minimization of risks; extra protections for vulnerable populations; and the unequivocal ability to withdraw from research at any time.

• Department of Defense (War): Federal statutes and regulations, including 50 U.S.C. § 1520a, 10 U.S.C. § 980, and 32 C.F.R. Part 219, restrict the Department of Defense’s use of human beings as experimental subjects and establish requirements for informed consent, review, approval and supervision by independent review boards (“IRB”), risk minimization, and oversight of human-subject research. Most significantly, 50 U.S.C. § 1520a expressly prohibits the Department of Defense from conducting tests or experiments involving chemical or biological agents on civilian populations or other human subjects, subject to limited statutory exceptions and, even when one of those exceptions applies, the statute requires informed consent from each human subject in advance and requires DoD to provide advance notice to Congress of covered chemical or biological testing involving human subjects.

• Ethical standards, such as The Nuremberg Code developed in response to the atrocities revealed during the Nuremberg Doctors’ Trial, established 10 foundational principles governing human experimentation, which formed the bases for national and international laws severely regulating and limiting human experimentation, including but not limited to the following requirements:

  • Voluntary and informed consent is essential;

  • Socially valuable purpose;

  • Scientific necessity;

  • Avoidance of unnecessary physical or mental suffering;

  • Risks cannot exceed the humanitarian importance of the problem being studied;

  • Precautions to protect subjects from injury, disability, and death;

  • Performance by scientifically-qualified persons;

  • Ability to withdraw consent and participation at any time;

  • Investigation, supervision, and termination of an experiment when continuation is likely to result in injury, disability, or death.

• The Belmont Report later articulated three foundational principles for the ethical treatment of human research subjects—respect for persons, beneficence, and justice—which became central to the modern federal human-subject research framework described, above both.

• Federal Exceptions do exist, but only in specifically-defined and limited circumstances—a general invocation of “national security” not being one of them. These narrow exceptions do not create a general governmental power to conduct secret experiments on civilian populations merely by characterizing an activity as an emergency, military operation, or matter of national security, and include:

  • Emergency medical research — 21 C.F.R. § 50.24: research involving patients experiencing life-threatening medical emergencies when the patient cannot consent, an authorized representative cannot be reached, existing treatments are unproven or unsatisfactory, participation may offer a direct benefit to the patient, and the research could not practicably be carried out otherwise. The exception requires extensive safeguards, including IRB approval, community consultation and public disclosure.

  • Minimal-risk research — 45 C.F.R. § 46.116(f): an IRB may waive or alter informed consent for certain research presenting “no more than minimal risk” when the research could not practicably be conducted without the waiver, the waiver will not adversely affect subjects’ rights and welfare, and other regulatory requirements are satisfied.

  • FDA-regulated minimal-risk investigations — 21 C.F.R. § 50.22: FDA regulations now permit an IRB to waive or alter informed consent for certain “minimal-risk clinical investigations” when specified safeguards are satisfied.

  • Military medical research — 10 U.S.C. § 980: as mentioned above, the general rule is that DoW funds cannot be used to conduct research on a human being without advance informed consent; however, Congress created an exception when the research is (1) undertaken to develop a medical product (2) necessary to the Armed Forces that (3) may directly benefit the test subject, and (4) complies with “all other applicable laws.”

    • Note: the exception is not expressly limited to members of the Armed Forces— section 980 refers broadly to a “human being”— and does not expressly limit the waiver to military personnel. This exception is concerning.

• Potential liability: Unlawful government experimentation can potentially implicate constitutional remedies, the Federal Tort Claims Act, specific federal statutes, and in some circumstances criminal law, a topic we will be covering next.

Bottom line: The government does not have a general right to secretly use Americans as experimental subjects. Human experimentation is ordinarily subject to informed consent, independent review, risk controls, and federal oversight, with only specifically authorized exceptions.

THEN WHY IS THE U.S. ALLOWING FOREIGN COUNTRIES TO DO IT?

Perhaps the history of protections surrounding and limiting human experimentation explained, above, answers the question: if America cannot do it to its citizens, why not allow other nations to do so, but without being held to the same regulations, without providing citizens with notice or an opportunity to be heard (due process of law), and without accountability to American citizens.

What an incredibly lucrative opportunity to be able to conduct your research without any oversight or accountability.

ENTER SKYWARD TECHNOLOGIES

You have heard of Stardust Solutions, Make Sunsets, and Rainmaker, but have you heard of Skyward Wildfire Technologies, Inc.? Skyward is a Canadian-based, wildfire-prevention/AI/tech company that claims it can prevent wildfires by predicting and physically intervening in thunderstorms before lightning reaches the ground. Its team—“rooted in wildfire, AI, and science”—claims it can:

1. Predict. Using AI/proprietary forecasting it can allegedly identify thunderstorms and locations where cloud-to-ground lightning is most likely to ignite wildfire.

2. Intervene. Deploy aircraft and/or drones to release silica or basalt fiber with an aluminum nano-coating into selected thunderstorm cells.

3. Intentionally alter the storm’s electrical behavior. Their materials are conductive and intended to redistribute electrical charge within the cloud so that less charge develops into cloud-to-ground lightning. In other words, it is an intentional atmospheric intervention—not merely wildfire forecasting.

4. Prevent ignition. The intended result is fewer ground strikes and, consequently, fewer wildfire ignitions.

Skyward claims its methodologies and materials are highly targeted and temporary; limited to particular high-risk storms for periods of hours—rather than continuous or regional deployment—do not affect rainfall or climate; and are inert, non-reactive, PFAS-free; and present no identified risk to humans, animals, wildlife, or the environment at the quantities used.

SO WHAT IS SKYWARD DOING IN AMERICA?

First, Skyward is already operating in the U.S.A. Its NOAA reports here and here indicate that it planned to begin operations in July 2026—it did.

Second, Skyward told NOAA that it was going to conduct “lighting prevention and wildfire reduction” experiments in Alaska, North Carolina, Idaho, Washington, Oregon, and Montana.

The federal filings describe aircraft intentionally releasing silica and/or basalt fibers coated with aluminum, or “chaff,” into convective storm systems to—allegedly— decrease the electrical field and reduce the likelihood of cloud-to-ground lightning. In its Idaho filing, Skyward describes the process as “cloud seeding” and reports that the aluminum-coated material will be released in 2-kilogram increments per updraft.

Skyward, itself, tells NOAA exactly what these operations are:

“Skyward will be conducting weather modification activities for R&D purposes only.”

In other words, these are not merely routine wildfire-prevention operations. This is research and development involving the intentional release of aluminum-coated fibers into storm systems to test and develop a method of suppressing cloud-to-ground lightning.

Worse yet: they don’t know how bad it could be:

Skyward admits that no federal or state Environmental Impact Statement had been filed, and the records presently available do not contain an environmental study that has addressed what happens to the aluminum-coated fibers after they are released—including where they ultimately deposit or their potential effects on people, water, soil, wildlife, or the surrounding environment.

WHAT DOES THIS MEAN FOR US?

1. Weather-modification research involving the planned aerial release of aluminum-coated fibers into thunderstorms is being reported to the United States government in 2026 is no longer debatable.

2. We do not know:

   1. how much of the reported activity has actually been carried out,

   2. how much material has been released,

   3. what independent environmental and human-health testing has been performed,

   4. what governmental approvals beyond NOAA reporting apply, and

   5. what oversight exists to protect the people and environments below.

Because NOAA reporting is exactly that— reporting— the federal filing tells the government that the activity is planned, but does not answer the much larger questions: Who decided that intentionally releasing experimental materials into thunderstorms over the United States was safe? What data did they rely upon to make that determination? What happens if they are wrong?

The Conversation Around Stardust Is Expanding

When The GeoFight launched its Petition to Stop Stardust on May 22, we did so because we believed the public needed a voice in decisions surrounding solar geoengineering. Stardust Solutions has raised $75 million and is developing technology intended to reflect sunlight by introducing particles into the stratosphere. Public reporting has also documented the company’s lobbying activities in Washington.

On March 26, 2026 a letter was sent out to members of Congress from ICAN Legislate concerning Stardust Solutions. The letter cites a 2023 company pitch deck that contemplated a gradual temperature-reduction demonstration beginning in 2027, possible government contracts by 2028, a large-scale demonstration by 2030, and global full-scale deployment by 2035. The letter also raises concerns about scientific uncertainty, oversight, lobbying, government funding of geoengineering research, and potential environmental and geopolitical consequences.

The significance of this development should not be overlooked. We welcome and celebrate serious examination of these technologies from attorneys, scientists, physicians, researchers, lawmakers, advocacy organizations, and citizens. This is precisely the public conversation and exposure that proposals capable of affecting a shared planetary atmosphere manipulation demand.

A Movement That Is Being Recognized

One of the most significant observations in the article came from George David Banks, a former energy adviser to President Trump and a supporter of geoengineering research. Banks acknowledged The GeoFight could make proposals involving sunlight-blocking technologies significantly more difficult to advance. He described The GeoFight as a “first mover,” suggesting that if our coalition succeeds in building public awareness, others may follow in opposing large-scale geoengineering initiatives.

From the very beginning, The GeoFight has sought to ensure that ordinary citizens have a voice in discussions that could affect the atmosphere, agriculture, public health, and future generations. For too long, many of these conversations have occurred among private companies, government agencies, academic institutions, and investors with relatively little public participation. Our mission has never been simply to oppose. It has been to educate, investigate, litigate where appropriate, and encourage an informed public dialogue grounded in transparency and accountability.

Why Public Awareness Matters

The GeoFight has always recognized that litigation alone cannot solve this issue. Legal action is one essential component of a much broader effort that includes scientific inquiry, public education, legislative engagement, evidence collection, and grassroots organizing. Each of these efforts reinforces the others, creating a stronger foundation for long-term accountability.

The national attention generated by this article demonstrates that those efforts are working. Every interview, every educational video, every Substack article, every social media post, and every supporter who shares our work has contributed to bringing these issues before a larger audience. Awareness is not the end goal, but it is an essential step toward meaningful public participation.

Litigation Continues to Move Forward

The article also highlights our commitment to pursuing legal accountability through the courts. Our first lawsuit has already been filed, and additional litigation is actively being prepared. Developing complex legal cases requires extensive investigation, scientific analysis, expert consultation, evidence collection, and substantial legal preparation. These efforts take time, and they require significant financial resources regardless of whether attorneys contribute their own time without compensation.

Sunday’s Evidence Collection Training

On Sunday, July 26, at 1:00 PM Eastern Time, we will host our next Evidence Collection Training session. This program has become one of the most valuable educational resources offered by The GeoFight because it provides practical instruction on how citizens can properly document observations and collect information that may assist ongoing investigations and future legal proceedings.

Many people regularly send us photographs and videos of what they observe in the skies. We are grateful for every submission. However, effective evidence collection involves much more than simply taking a photograph. The manner in which evidence is documented, preserved, organized, and submitted can significantly affect its usefulness during investigations and litigation.

During this training, participants will learn about documentation methods, recommended tools and applications, best practices for collecting observations, and procedures that help ensure evidence can be effectively reviewed by our legal team. Our goal is to provide citizens with practical knowledge that allows them to contribute in a meaningful, organized, and responsible manner.

The GeoFight‘s concern extends beyond the immediate effects of introducing new particles into the atmosphere. It’s this:

Throughout Earth’s history, volcanic eruptions have released enormous amounts of ash and particles into the atmosphere that reduced sunlight and lowered global temperatures. Such events are neither rare nor hypothetical— there are typically 40 to 50 volcanoes with ongoing or "continuing" eruptions at any given time, and eruptions are a recurring part of Earth’s natural systems— therefore:

What happens if Stardust Solutions reduces global temperatures at the same time a major natural cooling event, such as an eruption, occurs?

Stop Stardust

According to Horwitz, if Stardust Solutions succeeds in reducing global temperatures by 1.5 degrees Celsius and a significant volcanic eruption occurs at the same time, the combined cooling effect could reach 2.5 degrees Celsius (approximately 4.5 degrees Fahrenheit), an abrupt temperature shift that could dramatically alter weather patterns, impacting growing seasons, agricultural productivity, and food production around the world.

Translation: millions of lives could be in jeopardy if Stardust succeeds.

The GeoFight‘s concerns— echoed by hundreds of experts across the globe— deserve serious public discussion. At a minimum, the following critical questions (among others) need to be answered before Stardust begins its operations:

Should private corporations be permitted to alter atmospheric conditions on a planetary scale?

What happens if unintended consequences occur?

Who is responsible for these unintended consequences? Or if the outcome differs from what is desired?

And perhaps most importantly:

Should the public have a voice before such activities move forward?

So why did we launch one?

What Is Happening Right Now

While you are reading this, a private company called Stardust Solutions has $75 million in funding, a team of lobbyists, and is actively working the halls of the United States Capitol to obtain authorization to spray tens of millions of tons of engineered particles into the atmosphere above every person on Earth.

It is not asking for your permission.

Why?

Because it is not required to.

There Is No Federal Law That Could Stop Stardust from Launching Today

While Stardust wrote its own rules— “guiding principles” it claims would never lead it astray— if you peek behind the curtain, the truth is clear:

Stardust answers to no one but its investors, who include:

• Silicon Valley billionaire Chris Sacca,

• Israeli-Canadian venture capital firm AWZ, which has a partnership with the Israeli Ministry of Defense’s Directorate of Defence Research and Development with whose strategic advisors include former directors of Mossad, and

• The Agnelli family, the Italian industrial dynasty behind Fiat and Ferrari.

Most Americans Have Never Heard of This. That Is Not an Accident.

A 2025 peer-reviewed study published in Nature found that most Americans have never heard of geoengineering and know very little about it. The same study — conducted with a national survey of over 3,000 Americans — found more opposition than support for solar geoengineering research, and a strong preference that any such research be conducted by universities, not private companies.

Let that sink in:

The public, when informed, opposes this, and they specifically do not want private companies doing it.

Stardust Solutions is a private company.

A separate peer-reviewed study — conducting focus groups across 22 countries — found the same pattern globally. Across the world, publics consistently show lower familiarity and lower support for solar geoengineering compared to other approaches to climate change. The same study found a strong global preference for multilateral coordination and meaningful public engagement before any research begins — let alone deployment.

None of that has happened here: no public engagement, no multilateral body was consulted, no consent was sought anywhere. Instead, a private company raised $75 million, hired lobbyists, and began working Capitol Hill while most Americans had never heard the words “stratospheric aerosol injection” in their lives.

The science on public opinion is unambiguous: when people find out about this, they oppose it. The question is whether they find out in time to do anything about it.

That is why this Petition exists.

Why Now?

1. Stardust has a head start.

They have money, access, and lobbyists in rooms where decisions are being made before the public even knows to push back. A petition is how we get the public into that room.

Every person who signs the Petition has just learned that a private company is preparing to experiment on the atmosphere of the entire planet without their consent. Every signature is a constituent telling their elected representative:

“I know about this. I am watching. And I oppose it.”

2. Legislators respond to constituent pressure.

A senator who meets with a Stardust lobbyist on Tuesday needs to hear from 10,000 constituents by Wednesday. That changes the conversation. That changes votes. That inspires legislation, and gives legislators courage to support it.

3. We are heading into primaries— every signature is a voter, every voter is leverage.

4. This is not a policy we can walk back.

If Stardust begins deploying particles into the stratosphere on a permanent, continuous basis, the world could become dependent on uninterrupted spraying just to maintain current temperatures. Stop spraying — whether due to funding failure, political collapse, war, or any disruption — and global temperatures could rebound violently and rapidly. Scientists call this “termination shock,” and scientists estimate that a reduction of just 1-2% in solar energy reaching Earth resembles conditions that historically triggered ice ages. This is not a policy we can try and walk back. This is a decision that, once made, may bind every generation that follows.

The Petition Is One Part of a Larger Fight

Let me be clear about what The GeoFight is:

The GeoFight is a coalition of law firms, scientists, doctors, advocates, legislative analysts, and experts united to end geoengineering and weather modification programs. We pursue a coordinated legal, legislative, public education, and grassroots advocacy strategy — and we are moving all four simultaneously.

The GeoFight has already filed its first federal lawsuit, the first step in what will become a much larger legal effort focused on transparency, accountability, and the integrity of scientific data used to justify weather modification and geoengineering activities.

Litigation is a powerful tool— it compels written responses, document productions and testimony under oath and forces actors out of the shadows— but litigation, alone, does not educate the public.

Legislation, alone, does not build a coalition.

A petition, alone, does not stop a well-funded private company with lobbyists on Capitol Hill.

All three working together at the same time is what forces change. That is exactly what we are doing.

What Your Signature Actually Does

1. It educates. The moment someone reads the petition they learn something most Americans don’t know: that a private company is preparing to spray the sky above them without their consent, without government authorization, and without any federal law to stop them.

2. It organizes. Every signer becomes part of a growing coalition of advocates — lawyers, doctors, scientists, parents, farmers, veterans — who can be mobilized for the next step.

3. It pressures legislators. We will take these signatures directly to state and federal representatives. We will use them to leverage support for companion legislation. We will use them in primaries. A legislator who knows their constituents are watching votes differently than one who thinks no one is paying attention.

4. It identifies plaintiffs. If you have been harmed — or believe you have been harmed — by atmospheric modification activities, your signature is the beginning of a conversation. Litigation requires plaintiffs. Plaintiffs require awareness. This petition is how we find each other.

Who is Stardust Solutions?

Stardust Solutions is a U.S.-Israeli startup that has secured more than $75 million in private funding and published a detailed feasibility study outlining plans to:

1. Manufacture and deploy up to 10 million tons of submicronic silica particles into the stratosphere per year on a permanent, continuous basis and

2. Build the global industrial infrastructure to make this possible, including hundreds of manufacturing hubs, chemical supply chains, aircraft fleets, and logistics networks across the globe.

This is not a research project. This is the construction of a permanent planetary intervention system, built and controlled by a private company, designed to operate indefinitely. The implications of that infrastructure alone deserve their own conversation — and we will be addressing that in a forthcoming piece.

According to Stardust, pumping this much particulate matter into the air is sufficient to modify approximately 1% of Earth’s “solar flux.”

What does that mean?

Stardust Solutions is planning to manufacture and release 10 million tons of microscopic reflective dust particles into the upper atmosphere every year in order to reduce the amount of sunlight reaching Earth by 1%.

This is no longer theoretical. And Stardust is not alone.

Stardust’s plans are not being hidden behind academic language or dismissed as conspiracy— they are being discussed, funded, and planned in the open— and where one company goes with $75 million in backing and a published industrial roadmap, others will follow.

Why the Risks Are Unacceptable

The dangers surrounding solar geoengineering are not theoretical abstractions, or conspiracy theories. Even scientists and institutions that support researching geoengineering admit that Earth’s atmosphere is an extraordinarily complex and interconnected system that cannot be fully controlled, predicted, or accurately modeled over long periods of time.

Mainstream scientific bodies, including the National Academies and researchers affiliated with Harvard’s Solar Geoengineering Research Program and MIT’s Technology Review on for-profit geoengineering have warned of significant uncertainties involving weather patterns, agriculture, ecosystems, public health, governance, and national security, among others.

What happens if a major natural disaster occurs during active geoengineering operations?

The eruption of Mount Pinatubo in 1991 measurably cooled parts of the Earth, disrupted rainfall patterns, and suppressed agricultural production across entire regions. History already shows us what volcanic eruptions alone can do. Now imagine layering industrial-scale, global dimming operations on top of it.

What happens if atmospheric cooling accelerates unexpectedly, or weather systems destabilize in ways no model predicted?

4. Establish an independent oversight body with authority to investigate and halt unauthorized solar geoengineering and atmospheric experimentation — because oversight must exist before deployment, not after.

Who Is Being Affected.

Steve Jarvis, a fifth-generation farmer and architect of a national proposal to create one million new 40-acre farms, explained that restoring independent American agriculture requires transparency surrounding environmental and atmospheric policies that directly affect food production, soil health, and rural communities. Jarvis emphasized that ending large-scale atmospheric intervention programs was a foundational component of his agricultural vision for rebuilding decentralized farming systems across the United States.

Bryan Mussard, former President of the Montana Stockgrowers Association, discussed the distinction between traditional localized cloud seeding operations and broader geoengineering concepts involving solar radiation management and atmospheric aerosol programs. He described concerns shared by many farmers and ranchers who have observed persistent haze conditions, unusual cloud formations, environmental changes, and atmospheric patterns they believe deserve serious scientific investigation and public scrutiny.

Throughout the conversation, the importance of evidence-based legal standards remained a central focus. Blake Horwitz explained that environmental testing and sample collection intended for litigation must follow strict scientific and evidentiary protocols in order to withstand judicial review and become admissible in court.

SOUTH CAROLINA’S CLEAN AIR ACT H4624

South Carolina’s Clean Air Act – H.4624 (2025–2026) is a bill authored by South Carolina House Representative, Lee Gilreath, that would make it illegal to intentionally release substances into the air to alter weather, temperature, or sunlight.

The bill would prohibit anyone from intentionally injecting or dispersing chemicals or substances into the atmosphere “with the express purpose of affecting temperature, weather, or the intensity of storms and the dimming of the sunlight.” In practical terms, it would ban weather modification activities and aerosol spraying intended to change climate conditions.

Should the bill become law, it will impose some of the most serious penalties in the country: violations will be classified as a felony, with the possibility of up to 10 years in prison, and a minimum penalty of $500,000.00 per day of illegal dispersal calculated per day, not incident.

Gilreath’s bill would force state environmental agencies to punish violators, but more importantly it creates a private right of action, allowing citizens to bring lawsuits to enforce the law directly. This distinction is powerful because it means enforcement will not be limited to regulators, and is powerful where we have seen gaps in enforcement in other states.

H.4624 provides exceptions for cloud seeding if performed under “an approved public contract.” While the term is not explicitly defined in the bill, applying the definition from other South Carolina laws, this likely means that activities entered into under government-authorized agreements will be permitted. The Geo Fight is working to clarify the scope of this exception.

THE GEO FIGHT’S EXPERT TESTIMONY IN SUPPORT OF H.4624

For The Geo Fight, involvement in state legislative efforts is part of its overall strategy to stop harmful atmospheric activities through lawful means. State laws banning geoengineering and weather modification are also part of The Geo Fight’s broader mission to expose facts, build an evidentiary record, restrict harmful activities affecting human and environmental health, and support citizens who take meaningful action to protect themselves and the planet.

Each state bill is not an isolated victory: it is part of a larger legal framework in the broader effort for transparency, accountability, and public awareness.

Because of this, The Geo Fight attorney Blake Horwitz provided expert testimony before South Carolina lawmakers on May 1, 2026, laying out an evidence-based explanation for why states must act to protect their airspace. Speaking as a federal trial attorney with over 30 years of experience, Horwitz explained that states have both the authority and the responsibility to regulate activities affecting public health and the environment, and that clear laws are necessary to ensure transparency, accountability, and enforceability.

Testimony Highlights:

• A whistleblower lawsuit has been filed on behalf of an atmospheric scientist connected to NOAA and the University of Colorado, alleging destruction of historical weather data to support a geoengineering narrative.

• The lawsuit includes 33 pages and ~66 citations, backed by federal documents, patents, and publicly available records detailing atmospheric intervention activities.

• Hundreds of millions of dollars have been spent through federal agencies and universities to research and engage in weather modification.

• Both U.S. and private patents exist specifically designed to intervene in weather and atmospheric conditions.

• Private companies, including Stardust, Rainmaker, and Make Sunsets, are actively developing and promoting atmospheric intervention technologies.

• Current federal framework allows these activities with only advance notice to NOAA, with no meaningful approval, oversight, or enforcement.

• A growing carbon credit market creates financial incentives to release substances like sulfur dioxide into the atmosphere.

• Particulate matter exposure near airports is linked to increased disease rates, raising concerns about what is being dispersed into the atmosphere at scale.

• Federal agencies acknowledge that aircraft trails impact atmospheric conditions and can contribute to warming by trapping heat.

• Sulfur dioxide dispersal can convert into sulfuric acid, leading to acid rain, soil disruption, and agricultural impact.

• The emergence of weather derivatives creates financial incentives tied to changes in temperature, rainfall, and weather patterns.

• State legislation like H4624 is positioned as a necessary enforcement mechanism to prevent atmospheric contamination at the state level where federal oversight is lacking.

WHY STATE BANS MATTER

• Create enforceable law that regulates conduct and actors.
State legislation is not symbolic—it can prohibit conduct, impose penalties, and stop or limit activities within the state. Private companies, contractors, agencies, and partnerships must comply. While there are currently enforcement issues, this does not undermine a lawfully enacted bill’s legal force and effect.

• Control funding, permits, and infrastructure.
States can deny permits, restrict use of state resources, or condition funding, limiting or preventing activities within their jurisdiction.

• Increase legal risk and liability exposure.
Bans and restrictions raise exposure to civil penalties, injunctions, and reputational harm, making it more difficult or appealing to carry out unauthorized or dangerous activities.

• Impose oversight, accountability, and transparency.
Reporting, hearings, and enforcement mechanisms bring activities under scrutiny, create consequences for violations, and help prevent or limit unchecked operations. Registration, disclosure, and reporting requirements also generate information that can be accessed through public records requests and used in litigation.

• Create enforceable rights of action. OR Create rights for citizens to act.
Legislatures can create private rights of action, allowing citizens to hold violators accountable directly.

• Enable injunctive relief before harm escalates.
Statutes can allow court orders to stop conduct before damage occurs.

• Force agency action or rulemaking.
Legislation can require agencies to adopt regulations, investigate, or report, reducing the risk of inaction.

• Build a public record.
Legislative processes generate testimony, disclosures, and documentation that support oversight, future litigation, and identify key players and positions.

• Fill legal gaps that litigation cannot.
Litigation addresses existing law but does not create new law—only legislation can close gaps and set clear rules going forward.

• Build a long-term legal framework.
Each law becomes part of a structure that can be amended, strengthened, enforced, and expanded over time.

• Reinforce state authority.
State bans reinforce the state’s authority to protect health, safety, and the environment.

• Avoid or narrow federal preemption.
Laws can be structured within traditional state powers to reduce vulnerability to federal override.

• Support state sovereignty.
A body of state law supports arguments related to limits on federal authority and state decision-making power.

• Shape what is accepted and permitted.
State laws influence what conduct is allowed, restricted, or challenged.

• Create pressure beyond the courts.
Even where enforcement is limited, laws increase scrutiny and constrain behavior.

• Build momentum across states.
When multiple states act, it creates regional pressure and can influence broader standards.

• Support a broader strategy.
State bans work alongside litigation, enforcement, whistleblower actions, public records requests, regulatory pressure, and public education.

The First Amended Complaint in Mabie v. University of Colorado, Civil Action No. 1:26-cv-00274-SB, is not merely a whistleblower retaliation filing. It is a legal document that exposes a much larger architecture: the alleged collaboration between government agencies, federally funded academic institutions, private companies, and research entities in the development, study, funding, and attempted normalization of geoengineering and weather modification activities.

The Central Question

At its core, this lawsuit asks a simple but profound question:

If these programs are legitimate, beneficial, and scientifically justified, why would the underlying historical weather data need to be altered, destroyed, moved, or rendered inaccessible?

According to the complaint, Plaintiff Dr. Justin Mabie was responsible for stewarding significant historical weather data for the United States government and the United Nations, including data ranging from the mid-19th century through the end of the 20th century. The complaint alleges that this data is no longer being properly stored, maintained, or made available to scientific researchers, and that large amounts have been destroyed or disorganized in ways that prevent proper interpretation. Compl. ¶¶ 7, 36-40, 48-62.

Why Historical Weather Data Matters

Historical weather data is the baseline from which modern climate claims, policy decisions, funding requests, and atmospheric intervention proposals are evaluated.

Without reliable historical data, one cannot honestly determine what has changed, how much has changed, why it has changed, or whether proposed interventions are justified.

The complaint expressly alleges that decisions regarding agriculture, food security, disaster preparedness, infrastructure, energy, public health, national security, environmental policy, economic policy, and weather derivatives are all affected by the integrity of this data. Compl. ¶¶ 41-44.

Why This Filing Matters

The complaint is important even before the litigation proceeds further.

The filing itself places into the public record a documented theory of how the machine works: historical data allegedly compromised; public agencies and academic institutions funded; private entities developing intervention technologies; patents and projects showing capability and intent; and a permissive legal framework that allegedly allows atmospheric activity with reporting but no meaningful approval. Compl. ¶¶ 45-47, 91-100, 102-149.

This lawsuit does not end the fight.

It begins the exposure.

The GeoFight’s position is that the filing is an essential first step toward dismantling an opaque system in which government, academia, and private enterprise allegedly work together to justify, fund, study, and enable geoengineering and weather modification without the level of oversight such activities demand.

If these activities are as safe, necessary, and beneficial as their proponents claim, then transparency should not be feared. Data preservation should not be resisted. Whistleblowers should not be punished. Public scrutiny should not be avoided.

The public-private geoengineering machine must be examined in the open.

Denver, Colorado — A first-of-its-kind federal lawsuit sets forth allegations by an atmospheric scientist that historical weather data was manipulated and destroyed in order to justify weather modification and geoengineering activities. The case, Mabie v. United States (Case No. 1:26-cv-00274-SBP), involves an amended complaint filed by a legal coalition known as The GeoFight.

The complaint challenges the reliability and integrity of long-standing weather datasets used over multiple decades, including during the Obama and Biden administrations, to model climate trends, support federal rulemaking, and justify large-scale environmental initiatives, including geoengineering and weather modification. It also adds claims against the University of Colorado, Boulder, alleging retaliation and violations of federal whistleblower protections.

At the center of the case is Justin Mabie, a former steward of critical historical weather datasets used by the United States government, the United Nations, and other global entities. He asserts that historical data was destroyed in order to create a narrative aligned with political objectives, but not based on science.

The lawsuit also alleges that companies have been permitted to enter U.S. airspace, with the knowledge of the U.S. government, and release particles and gases intended to influence solar radiation, while significant funding from U.S., foreign, and private entities has been directed toward developing methods to intervene in weather systems.

The complaint further details that Mabie reported concerns regarding data handling, record preservation, and access to sensitive systems to NOAA officials, military personnel, and university leadership, including issues involving potential foreign access to restricted infrastructure. Rather than being protected, Mabie was allegedly subjected to a sustained pattern of retaliation, including harassment and eventual termination by the University of Colorado, Boulder.

Recent federal budget decisions, including actions under President Donald J. Trump to reduce or eliminate funding associated with certain geoengineering-related initiatives, have prompted renewed scrutiny of the scope, oversight, and underlying basis of such programs.
