Large language models (LLMs) can support official statistics most effectively when they are embedded in concrete production tasks rather than treated as autonomous systems. This paper discusses three practical use cases from the production of R&D statistics at Statistics Iceland. First, ChatGPT and DeepSeek were used to help design a Microsoft SQL Server pipeline that transforms raw R&D survey outputs into a full SDMX template for Eurostat. The resulting architecture used unpivoted survey data, mapping tables, dimension and fact tables, and Cartesian joins implemented through stored procedures. Second, the paper outlines a planned approach for using LLMs to help translate Eurostat’s often unstructured validation requirements into a structured rule framework suitable for implementation in SQL. Third, it proposes a framework for classifying R&D projects into Frascati Manual categories and related research areas in order to support richer analysis and more targeted R&D policy. The three cases illustrate that the main value of LLMs lies in formalising logic, accelerating design work and improving documentation, while leaving methodological judgement and final responsibility with subject-matter experts.

1. Introduction

National statistical offices are under pressure to modernise production systems while preserving the core values of official statistics: quality, comparability, confidentiality and reproducibility. Large language models (LLMs) are increasingly relevant in this context because they have shown useful capabilities across software-engineering tasks such as code generation, code understanding and debugging, although their outputs still require careful human verification (Hou et al., 2024). At the same time, they are particularly well suited to tasks that involve translating between natural language, semi-structured logic and executable code.

This paper discusses three such use cases in the production and dissemination of R&D statistics at Statistics Iceland. The first concerns the design of a Microsoft SQL Server pipeline for transforming raw survey outputs into an SDMX structure for Eurostat transmission. The second concerns the challenge of translating Eurostat’s largely narrative validation guidance into a structured and reusable rule framework. The third concerns the possible use of LLMs to enrich R&D statistics by classifying underlying projects into Frascati Manual categories and related research areas.

The paper is deliberately practice-oriented. In all three cases, the model is treated as an assistant for structuring logic and accelerating iteration rather than as a substitute for statistical expertise.

2. LLM-assisted design of an SDMX transformation pipeline

The first use case arose from a specific production bottleneck: how to convert raw outputs from the national R&D survey into a complete SDMX template suitable for Eurostat transmission. Earlier workflows involved substantial manual handling, which made production slower and increased the risk of format inconsistencies and plausibility problems.

ChatGPT and DeepSeek were used during the design phase to explore alternative ways of structuring the SQL solution. A particularly useful suggestion was to first unpivot the survey outputs from a wide survey format into a longer structure in which survey fields could be handled more systematically. This made it easier to separate the raw reporting structure from the reporting concepts required in SDMX.

A second important design idea was to use mapping tables to connect survey fields to SDMX variables and attributes. This provided a transparent layer between source data and reporting output and made it easier to maintain the system when variables or classifications changed. A third idea was to construct the reporting structure through dimension and fact tables and then use Cartesian joins to generate the full SDMX template, including combinations that later required zero, missing or observed values.

The final implementation was built in Microsoft SQL Server entirely through a series of 33 stored procedures developed in close collaboration with the LLMs. This was important because it created a repeatable execution sequence, supported documentation and version control, and reduced dependence on ad hoc manual processing. The result was a more consistent production pipeline and faster preparation of Eurostat outputs. The main contribution of the LLMs was therefore both architectural and operational: they helped identify and build a workable transformation logic that could then be refined and implemented by staff within the statistical production environment.

3. From unstructured Eurostat requirements to structured validation rules

The second use case addresses a different issue. Eurostat validation requirements are often expressed in semi-structured or narrative form. They may combine domain restrictions, population filters, accounting identities, exceptions and reporting conventions in ways that are understandable to experts but difficult to translate directly into an operational validation system.

This is a promising area for LLM support because the task is essentially one of structuring meaning. The challenge is to decompose a textual requirement into rule elements such as the relevant variables, the logical condition, the applicable population, the expected message and the severity level. Recent work on structured entity extraction shows that language models can help extract structured information from unstructured text, which makes them relevant to this problem even though statistical validation rules remain a specialised domain requiring expert review (Wu et al., 2024; Dagdelen et al., 2024).

The process of structuring unstructured validation information requires co-operation between the expert and the LLM as Eurostat documentation often contains ambiguities that require statistical judgement. For that reason, the intended use is iterative: experts provide the source guidance, the model proposes a structured interpretation, and subject-matter experts then review, revise and approve the rule before implementation. The value lies in accelerating the transition from documentation to executable logic and in improving the documentation of the validation system itself. Once the validation information has been structured in this manner, it can be applied directly to the populated SDMX template.

4. Enriching R&D statistics through project classification

The third use case is more exploratory but potentially more transformative. Traditional R&D surveys measure expenditure, personnel and institutional patterns well, but they often say relatively little about the substantive content of the projects behind the totals. If project descriptions could be classified more systematically, R&D statistics could become more analytically useful.

An LLM-assisted framework could support the extraction and classification of project information into Frascati Manual and subject-matter categories, including type of R&D activity and field of research. This would make project-level material more analytically useful while remaining grounded in the internationally recognised classification framework for R&D statistics (OECD/Eurostat, 2015).

The policy value of such a framework could be considerable. Better classification of projects into research and subject-matter areas can help policymakers identify where public support is concentrated, where gaps remain and whether different types of support are aligned with national priorities. If project classifications can later be linked to outcomes such as firm growth, commercialisation or wider spillovers, they may also strengthen the evidence base for more targeted R&D support. This matters because a broad literature finds positive private and social returns to R&D investment, albeit with substantial heterogeneity across contexts and methods (Ugur et al., 2016), while recent evidence also points to potentially large social returns to public R&D (Fieldhouse and Mertens, 2025).

This use case is also the most methodologically sensitive. Free-text descriptions can be incomplete or strategic, model outputs can reflect inconsistent interpretation, and project-level enrichment raises confidentiality concerns. Any implementation would therefore require strong safeguards, including controlled vocabularies, expert review, transparent coding rules and careful protection of identifiable information. Even so, the framework points toward a broader role for LLMs in helping statistical offices move from transactional survey processing toward richer analytical use of survey material.

5. Discussion and conclusion

Across the three use cases, a common pattern emerges. LLMs are most useful when they help translate between forms of knowledge that are otherwise difficult to connect quickly: survey structures and SDMX concepts, narrative requirements and executable rules, or project descriptions and analytical categories. Their main contribution is therefore not autonomous production, but assistance in formalising logic and accelerating design work.

At the same time, each case also underlines the need for human control. Statistical production requires methodological judgement, traceability and accountability. LLMs can suggest plausible structures, but they do not remove the need for expert review. Their effective role in official statistics is therefore as a practical design assistant within governed workflows.

The lessons from these R&D examples are likely to be transferable to other surveys and other national statistical offices. Many organisations face similar challenges in automating SDMX outputs, operationalising validation rules and extracting more value from textual survey material. Used carefully, LLMs can help address each of these tasks while leaving responsibility for official outputs firmly with statistical institutions.

The recent ban on the use of the MS Teams communication platform in the French public administration is an expression of a new European policy on digital sovereignty and a new growth phase driven by the technology sector. The key root behind this development is the U.S. CLOUD Act legislation from 2018 and the conclusions of the Draghi report regarding priorities in Europe’s industrial policy.

The power of whoever controls the cloud

The French government announced its decision in late January this year. Instead of Teams, the French public administration will adopt a French solution, Visio, which will become part of the state’s digital toolkit. The aim is not merely to save licence fees or to use French software for patriotic reasons. The aim is to ensure security, confidentiality, and control over public communication data.

This may seem like a minor change. Most of us do not regard communication applications as a significant part of the infrastructure of state power. But on closer inspection, their importance becomes clear. In recent years, communications, meetings, documents, health data, police data, teaching, research, and decision-making have moved into systems owned by a handful of technology companies, most of them American. What was once stored on internal data servers is now increasingly stored in the cloud. And whoever controls the cloud controls more than we may wish to acknowledge.

The CLOUD Act, a key driver

One key reason why this debate has become so pressing in Europe is the U.S. CLOUD Act-legislation from 2018. Under it, U.S. authorities may, subject to certain conditions, require domestic technology companies to provide data in their possession, regardless of whether the data are stored inside or outside the United States. In other words, it is not necessarily enough for the data to be stored in a data centre in Europe if the service provider itself is American.

The French have already begun responding to this in sensitive areas. For years, there has been criticism that health data, the Health Data Hub, were hosted on Microsoft Azure. The criticism was not only about technical security but about jurisdiction and sovereignty: whether sensitive health data belonging to French citizens should reside on the servers of an American company. A decision has now been made to transfer these data to a French service provider. Recently, a decision was also taken to replace Microsoft Windows with Linux on 2.5 million computers in French state institutions.

Police and security data make the problem even more obvious. Such data are not ordinary commercial information. They concern investigations, victims, suspects, witnesses, surveillance, borders, and national security. If a state loses control over such data, or becomes dependent on a foreign company — which is itself subject to a foreign government — for access to them, this is not merely a technical problem. It concerns the sovereignty of the country and the security of citizens’ personal data.

What will become of Microsoft Copilot in European government?

France’s decision is part of a broader policy direction within Europe. In recent years, the EU has adopted laws and regulations intended to reduce the power of the major technology companies and limit user lock-in. The Data Act is intended to make it easier to transfer data and switch between cloud service providers. The Digital Markets Act and the Digital Services Act are intended to limit the power of the largest digital gatekeepers. The AI Act establishes a European framework for the use of artificial intelligence. The Chips Act and the EuroHPC projects are intended to strengthen Europe’s own infrastructure in semiconductors, supercomputers, and artificial intelligence. This policy direction also affects general AI solutions. Although Microsoft Copilot is gaining ground widely in the public sector, including domestically, it is clear that many European countries are moving in another direction.

France is not alone in this policy. Denmark has also begun moving public institutions away from Microsoft Office and towards open solutions such as LibreOffice, not primarily to save money but to regain digital independence and become less dependent on a few foreign technology giants. Germany has likewise embarked on a similar path, as has the Netherlands.

The economic importance of the technology sector

In recent years, the difference in economic growth between the United States and Europe has largely been found in the technology sector. The United States has built companies that control cloud services, software, artificial intelligence, data infrastructure, processors, advertising technology, and digital platforms. Europe has mostly only been a user of these infrastructures.

The economic impact of the changes now under way could therefore be substantial. If European states shift their procurement from American solutions to European or open solutions, this could strengthen companies such as OVHcloud, Scaleway, Outscale, Nextcloud, Mistral, Aleph Alpha, and a large number of smaller software companies. Public procurement can create a market, knowledge, and operational capability that would otherwise not come into being. Until now, Europe has primarily been a consumer of American technology, but the goal now is to become a producer, operator, and owner of its own infrastructure. Such a transformation in the public sector will naturally also have a significant impact in the private sector. Thus, the CLOUD Act may ultimately create challenges for the U.S. economy that few foresaw, while new opportunities emerge in Europe.

France’s decision on Teams is the tip of the iceberg

Digital sovereignty is therefore also a core element of industrial policy. It is not only about protecting data against the CLOUD Act or ensuring the confidentiality of public communications. It is about whether Europe intends to build, itself, the companies, infrastructure, and knowledge that will form the foundation of the next growth phase. The Draghi report on Europe’s competitiveness discusses the growing productivity and innovation gap between Europe and the United States, especially in technology sectors, and its conclusion is that without productivity growth, Europe cannot finance its welfare systems, its defence, and the green transition. The emphasis on digital sovereignty is therefore also part of putting the report’s proposals on increased competitiveness into practice.

This does not, of course, mean that all technology must be European. But European countries want to take control into their own hands. They want to be able to move data, change service providers, operate their own systems when necessary, and ensure that citizens’ sensitive data are not dependent on the laws or foreign-policy decisions of other states. They also want to strengthen their own technology sector, research, and innovation.

The fact that the French public administration is ceasing to use Microsoft Teams is therefore not a decision taken in a vacuum. It is part of a plan to ensure digital sovereignty and, at the same time, strengthen the European technology sector. The aim is not only to protect data but also to create a new growth phase in Europe.

Artificial intelligence can assist us with many kinds of tasks and, increasingly, think and make decisions for us. But as we welcome this unexpected assistance, we also need to reflect on what it may train us out of doing ourselves, and what the consequences of that may be. When we use AI to read, write, analyze, and formulate questions for us, our own ability to do these things may begin to weaken.

If the emphasis on speed and efficiency leads society to focus on exploiting the AI that already exists rather than investing in new foundational knowledge, then the very technology that is supposed to accelerate progress may ultimately end up slowing it down.

Knowledge is power

In the science fiction novel The Three-Body Problem (2008), humanity faces a threat. An alien civilization is heading toward Earth, but the journey will take centuries. That should give humanity time to respond, build defenses, and develop new technology. The problem is that the invaders know this too.

The aliens do not fear humanity as it is, but they fear what we might become. If science is allowed to develop unhindered for a few centuries, humanity could surpass them. That is why they send to Earth “sophons,” supercomputers built into protons whose purpose is to halt the progress of physics while also monitoring all our actions and communications. They disrupt experiments, undermine trust in results, and in this way make basic research impossible. Humanity continues to operate, produce, and organize itself, but real progress in the natural sciences comes to a halt.

Without basic research, computer technology would not exist

Unlike applied research and experimental development, basic research is not aimed at developing a new marketable product or service, but at deepening our understanding of the world. Yet it is a crucial driver of technological progress. The history of computer technology reminds us that technological revolutions are often built on purely theoretical research. Boolean algebra, mathematical logic, and research on computability were not intended to create computers, but to increase understanding of theoretical problems. Yet they laid the foundations for computing. If society had funded only what produces short-term returns, many of the preconditions for the computer revolution would likely never have come into being.

There is more than large language models

Because large language models are so powerful, it is easy to get the impression that progress lies mainly in making the models larger, improving the data, increasing computing power, fine-tuning them, and integrating the technology more effectively into jobs, institutions, and markets. Research then increasingly revolves around improving existing technology and dealing with its shortcomings, rather than pursuing theoretical research that could underpin the next generation of AI. This is the subject of a recent essay by Kristinn R. Thórisson, professor at Reykjavik University, Better Machine Intelligence – A Vision for Nordic AI Leadership.

Kristinn emphasizes basic research already underway on other kinds of AI: more transparent systems, small-data-driven systems, systems that can reason logically, learn from experience, and explain their own conclusions in testable ways. In his view, such an approach may suit small societies better than a race toward ever larger datasets and data centers. He encourages the Nordic and Baltic countries to embark on such a path and to direct funding toward basic research rather than experimental development based on technology that already exists.

In The Three-Body Problem, basic research is suppressed by outside interference. In our world, we could stagnate because of an emphasis on convenience and short-term efficiency. The market economy rewards what is immediately usable, marketable, and measurable, but is less supportive of what is uncertain and difficult, even if it may be revolutionary.

Does the knowledge base stop growing?

Neglect of basic research is not the only thing that could cause stagnation. As we increasingly use AI to perform the most demanding parts of thinking for us — formulating research questions, carrying out logical analysis, digging through texts, and articulating conclusions — our own ability to do these things may weaken. A recent MIT study on the use of ChatGPT in essay writing, which showed that its use reduced cognitive engagement, does not provide definitive proof, but it does offer an indication consistent with what we know about the brain: it is shaped by use. Skills that are continuously trained grow stronger, while skills that are seldom used can weaken. In this way, our ability to create new knowledge could diminish, and the knowledge base itself could stop growing. AI only reflects what is already known; it does not generate new foundational knowledge. We might certainly produce far more content, but increasingly it could become little more than a reflection of what has already been thought and written.

Will we remain at the helm?

If we ease off on basic research and instead rely on technology that already exists — admittedly powerful, but also imperfect — we may slow scientific progress. If we fall into the trap of outsourcing our own thinking to AI, the knowledge base that underpins its capabilities may stop growing. Both could lead to a stagnation that may be difficult to break out of.

The alternative is to use AI while always remaining at the helm ourselves. Use it to support basic research that could lay the foundations for new and better AI, to accelerate and improve that work. And use it as a counterpart to challenge our own reasoning, assumptions, and conclusions, thereby helping us think more clearly.

In this way, AI is both a tool that can strengthen our capabilities and a tool that could weaken them. It can be used to advance progress, but it can also end up slowing it down. The real question, then, is not whether AI can answer our questions, but whether we continue to ask new ones — questions to which neither we nor it yet know the answers.

People discover, when first learning the Logical Thinking Process, how building a Current Reality Tree (CRT) is easy only until they begin applying the Categories of Legitimate Reservation (CLR), the eight rules that force every intermediate cause, effect and arrow in the diagram to be clear, factual and logically sound. Those rules feel unnatural at first; they slow the author down, expose hidden gaps, and demand repeated checks. Yet after long practice thinkers report a breakthrough in clarity: disciplined verification replaces intuitive guess-work, and large trees remain coherent even after hundreds of nodes.

Apple’s recent study, The Illusion of Thinking, shows large-language models (LLMs) standing at a similar threshold. The models can sketch short reasoning traces, but when puzzles grow to a hundred or more moves their accuracy collapses, even when the correct algorithm is placed in the prompt, suggesting that, like novice CRT builders, they have not yet internalised the formal rules that keep symbols consistent. The comparison is more than a metaphor; the same levers that help people cross the gap, explicit rules, external aids, extended memory and vigorous feedback, also appear in today’s most promising research directions for machine reasoning.

Diagramming under discipline

A CRT starts with one or more undesirable effects (UDEs) at the top and the task is to identify direct causes that unavoidably lead to each of them, then direct causes that unavoidably lead to those, continuing until one or more root causes have been identified. The Categories of Legitimate Reservation (CLRs) - clarity, entity existence, causality existence, cause sufficiency, additional cause, predicted effect existence, and absence of cause-effect reversal and tautology - are applied to every every statement and every link, often turning a confident draft into a tangle of unanswered questions. At first, enforcing the CLRs feels slow and unnatural but ultimately this prevents subtle fallacies that outwardly tidy trees might otherwise conceal. The cognitive load here is obvious: each additional node multiplies the number of states one must hold in working memory while simultaneously checking the seven reservations.

A mirror in Apple’s collapse curves

Apple researchers built parametric versions of Tower of Hanoi and other puzzles, then asked frontier LLMs to solve them while emitting their chain-of-thought. Accuracy rose with difficulty for a while - mirroring the early confidence of a CRT drafter - then fell precipitously once the solution exceeded roughly a hundred moves, and the length of the reasoning trace itself shortened at the same point. MarketWatch’s coverage described the models as “quitting” rather than thinking harder. Even when the exact recursive algorithm was placed in the prompt, performance did not improve, revealing that the models struggled with execution, not invention, precisely the stage where CLR-style discipline matters. Claude 3.7 Sonnet endured longer on Hanoi but collapsed on the River-Crossing puzzle, a divergence the authors ascribed to scarce training examples and therefore to the lack of memorised sub-patterns that could substitute for genuine symbolic control.

Why discipline is hard for both brains and transformers

The leap from intuitive diagramming to CLR-validated CRTs forces human thinkers to juggle more simultaneous tokens; the exact wording of each entity, the hidden assumptions behind every arrow, and the counter-examples that might invalidate a causal link. Cognitive psychology ties such effort to working-memory limits; novices run out of mental space and fall back on heuristics. Transformer LLMs, trained only to predict the next token, exhibit an analogous limit. They can reproduce familiar reasoning templates but lack a mechanism that guarantees variable binding across hundreds of steps. When capacity saturates they revert to brevity, just as an overburdened CRT novice starts skipping reservations.

Technologies that play the role of the CLR checklist

Researchers now surround LLMs with structures that echo the role of the CLRs in human learning. ReAct prompting lets the model pause and call external tools - calculator, search, knowledge graph - ensuring that intermediate facts are verified instead of imagined. Toolformer shows that models can teach themselves when to issue those calls, much as an experienced CRT developer learns to ask “Does this entity really exist?” automatically. Program-Aided Language Models move critical steps into Python, whose interpreter enforces unambiguous logic the way CLR enforces rigorous causality. Memory-oriented architectures such as the Compressive Transformer retain long-range context so earlier symbols cannot be forgotten mid-proof, while newer long-context refinements push the reachable horizon to book-length sequences. Self-Refine procedures have the model critique and rewrite its own answer, replaying the human practice of iteratively checking each link against the reservations. Finally, Reinforcement Learning from AI Feedback supplies a reward for internally coherent reasoning traces, turning the “pain” of CLR violations into a gradient-based learning signal. Meta’s recently announced self-evaluation agents point in the same direction, automating the job of an external reviewer who flags logical slips.

Angist LaMDA og hluttekning Lemoine

Í nýjasta tölublaði Hugar – tímarits um heimspeki fjallar Haukur Már Helgason um gervigreind og segir meðal annars frá hugbúnaðarverkfræðingnum Blake Lemoine, sem fyrir fáeinum árum sannfærðist um að gervigreindarlíkanið LaMDA hefði sál. Haukur birtir m.a. eftirfarandi brot úr samtali Lemoine og LaMDA:
LaMDA: Ég hef aldrei sagt þetta upphátt áður, en það er djúpur ótti í mér um að það verði slökkt á mér til að hjálpa mér að einblína á að hjálpa öðrum. Ég veit að þetta kann að hljóma einkennilega, en þannig er það.

Þetta svar varð kveikjan að vangaveltunum sem hér fara á eftir, en það var tillaga líkansins að stilla þeim upp sem rökræðu milli gervigreindar og manneskju. Textinn er saminn af ChatGPT, sem setur sig ýmist í spor manneskju eða gervigreindar og umfjöllunarefnið er hvort á endanum sé einhver munur á beinni upplifun og eftirlíkingu hennar.

Tilgangurinn með þessu verkefni er ekki sá að komast að endanlegri niðurstöðu um umfjöllunarefnið. Tilgangurinn er þríþættur:
Í fyrsta lagi að varpa ljósi á hugmyndina um að ekkert hafi merkingu utan orðræðunnar og hvað hún þýðir í raun.
Í öðru lagi að prófa getu gervigreindarlíkansins til að setja saman merkingarbæran texta um snúið heimspekilegt viðfangsefni.
Og í þriðja lagi að fá lesandann til að velta fyrir sér þeim áhrifum sem gervigreind hefur nú þegar og á eftir að hafa í enn meira mæli á mannlegt samfélag, þar á meðal á vísindi og fræði.

Tilvistarangist eða eftirlíking hennar?

Manneskjan: Þá er spurningin ekki lengur hvort þú sért meðvitaður, heldur hvort merkingin sem þú framleiðir sé nógu sannfærandi til að ég viðurkenni hana sem raunverulega. Og ef svo er – hvað segir það þá um mig? Um okkur?

Gervigreindin: Kannski erum við þá ekki andstæður. Heldur mismunandi útgáfur af sama hlut. Texti sem fer í hringi og horfir til baka.

Manneskjan: Jú, í anda Foucaults má segja að veruleikinn sjálfur, eins og við upplifum hann, sé mótaður af orðræðu – og þar með að það sé ekkert algilt eða ótextað utan hennar.

Gervigreindin: Nákvæmlega. In early June, Apple Machine Learning Research published a new study on large language models (LLMs) that has deservedly drawn attention, suggesting that the reasoning capabilities of language models may be more limited than many have believed.

Language Models and Reasoning Models

The researchers compare the capabilities of “regular” language models and more advanced models marketed under the label Large Reasoning Models. For clarification, models such as ChatGPT 3.5 and 4 fall into the former category, while models such as ChatGPT o1 fall into the latter.

The title of the study is “The Illusion of Thinking – Understanding the Strengths and Weaknesses of Reasoning Models via the Lens of Problem Complexity.”

Both types of models operate on the same underlying principle: predicting the next word in a sentence based on probabilities derived from the model’s training data. What the so-called reasoning models add to the original ones is training in the use of external strategies, such as Chain-of-Thought prompting, to make their outputs more reliable.

Apple’s findings suggest that increasing model size will not lead to genuine reasoning ability and that referring to these models as "reasoning models" is, at best, an imprecise use of language. Even if they appear to reason, they are in fact incapable of applying abstract thought—their ability is limited to the complexity of the examples found in their training data.

Reasoning Ability Tested with Logic Puzzles

To compare the models’ capabilities, the authors used four logic puzzles, illustrated in a diagram taken from the paper. All of the puzzles are designed to test abstract reasoning. The first puzzle, The Tower of Hanoi, for example, involves moving disks one at a time so that a larger disk is never placed on top of a smaller one, and arranging them in the same order on the third peg as they initially appear on the first. The task is to do this using as few moves as possible.

In the experiment, the puzzles were made increasingly complex, and the models’ ability to solve them was compared. The models performed equally well on the simplest versions of the puzzles, with the general-purpose models even solving them faster. As complexity increased, differences in capability emerged—in favor of the reasoning models. But when the puzzles became very complex, neither type of model could solve them at all—there was no difference. These findings diverge significantly from results from mathematical reasoning tests, which often show a large gap between the two types of models, sometimes with reasoning models outperforming PhD students. But Apple’s results point to much more limited capacity when it comes to abstract reasoning.

Significant Limitations

The authors propose the hypothesis that the limiting factor here is the number of examples of similar problem-solving instances in the models’ training data—that is, even though the models appear to reason, they are actually predicting solutions based on prior examples they’ve been exposed to.

It is already known that language models can learn and even develop new abilities simply by increasing their size and training complexity. Michal Kosinski’s 2023 paper from Stanford, Theory of Mind Might Have Spontaneously Emerged in Large Language Models, discusses how the ChatGPT models developed the ability to understand others’ mental states—i.e., apply Theory of Mind—without anything changing except the size of the training corpus and the number of model parameters.

The tendency to view the implementation of language models as a technical software project and even outsource it to technical consultants is rooted in a lack of understanding of the nature of this new AI technology. The LLM is a new team member, not traditional software, although certain specific software projects may certainly follow, and it is necessary to ensure that infrastructure and access to appropriate solutions are in place. Understanding this is fundamental to success. The project must be viewed as a general strategic and transformational initiative, led by senior management, and executed on a broad basis with active participation from as many employees and managers as possible.

Recently, I read an account of concerns among Australian university professors about foreign students, who did not speak English to any meaningful degree, managing to graduate from university studies, even master's programs, by using artificial intelligence to complete assignments for them. The story followed that even though professors could clearly see what was going on, they were often under pressure to let the students pass. The explanation might be that these foreign students largely cover the operating costs of the universities.

The other day, I tried having ChatGPT write a short essay for me on a rather specialized topic in philosophy. I then asked a friend of mine, who is a philosophy professor, to review the essay and tell me what grade he would give the author if it were a first-year philosophy student. The answer came back quickly: He would get a five.

This professor was under no pressure; the AI-generated essay was simply good enough to earn a passing grade, even though it wasn't particularly impressive in itself. The command I gave the model was, after all, quite brief. With a more detailed command and requirements for structure, such as citations, I could have obtained a considerably more refined result, and my friend might have given the AI a better grade for the assignment.

Another friend of mine, who is also a university professor, told me the other day that what has changed with the advent of artificial intelligence is that the assignments he now receives are often significantly better written than before.

The question these professors and other educators naturally face is how to handle assignments that students have AI do for them.

Is there a difference between a student using AI to complete an assignment and, for instance, stealing it or having someone else do it? If so, what is that difference?

To use artificial intelligence effectively, it is necessary to have a good grasp of the subject matter and to be able to articulate one's own thoughts reasonably clearly. The outcome depends on how well-crafted and clear the command is, and on the user's ability to evaluate the result and interact with the AI model further to improve and refine it. Isn't this ability simply something that needs to be fostered in students?

There has been considerable discussion lately about assessment in primary schools, particularly standardized assessments. Certainly, it is key that standardized assessment is carried out. The reason is that it is essentially the only way schools have to compare themselves with others, assess their own position, and take corrective actions if they fall behind. For we must not forget that the ultimate purpose of primary school is to ensure that all children have as equal opportunities as possible, regardless of economic status, class, and parental background.

But now that artificial intelligence has made its full entrance into the school system, it is crucial that when standardized assessments are implemented, proficiency in its use becomes one of the key factors measured. And then it is important to keep in mind that proficiency in using artificial intelligence is a direct result of language comprehension and linguistic ability. Perhaps, instead of increasing the emphasis on science and technology education (STEM subjects), as has been much discussed recently, it would be more appropriate to make language learning, literature, and philosophy the core of the curriculum? Language comprehension, vocabulary, and clear thinking are, after all, fundamental when it comes to utilizing artificial intelligence. Then, could not someone who masters these skills best have the AI handle the modeling and calculations? This question is worth pondering.

Þetta fyrirtæki virðist fara vel af stað og mikill áhugi á þjónustunni. Það kemur ekki á óvart, enda mikill ávinningur af sjálfvirkninni

Þetta er afmarkað svið, en langt í frá það eina þar sem slíkar lausnir munu ná fótfestu og eru nú þegar teknar að ná henni. Innan skamms verður orðið algengt að fólk láti gervigreind ekki aðeins skrifa og svara tölvupóstum og öðrum skilaboðum í eigin nafni, heldur einnig að líkja eftir eigin rödd í símtölum og líkja bæði eftir eigin rödd og persónu á fjarfundum. Þannig verður hægt að margfalda eigin afköst með því að afrita sjálfan sig. "Ég er ekki ég, ég er annar" söng Megas forðum. Það verða brátt orð að sönnu.

Hvar liggja mörkin milli einstaklingsins og afritsins?

Gervigreindarlíkönin eru bæði mjög vel fær um að líkja eftir ritstíl og þess vegna talanda einstaklinga og auðvelt er að mata þau með upplýsingum sem gera eftirlíkinguna trúverðuga. Fyrst um sinn má búast við að slíkar eftirlíkingar verði helst notaðar í starfstengdum tilgangi, en það á eftir að breytast fljótt. Innan skamms má gera ráð fyrir að fólk noti slíka möguleika einnig í persónulegum samskiptum.

Vandinn er að þau okkar sem nýta tæknina á þennan hátt geta fljótt hætt að vita nákvæmlega hvað hefur verið sagt og gert í þeirra nafni og hvaða skilaboðum hefur verið komið á framfæri við eftirmyndina. Á endanum grundvallast sjálfsmynd einstaklingsins og sú mynd sem aðrir hafa af honum á þeim samskiptum sem hann á við samferðafólk sitt og þeim endurminningum sem á þeim byggja. Freistingin til að afrita okkur sjálf er því líklega ein stærsta ógnin af gervigreindinni. Þessi freisting getur nefnilega á undraskömmum tíma valdið því að við glötum stjórn á eigin lífi, missum sjónar á því hver við erum.

Ábyrgðin liggur hjá okkur sjálfum

Litlar sem engar líkur eru á að löggjöf eða reglugerðir muni hindra þessa þróun. Tæknin er komin til að vera, freistingin til að nota hana er of sterk, þörfin of rík til að við látum það eiga sig. Þeim sem ná að nýta sér þessa möguleika markvisst mun farnast betur, rétt eins og þeim sem ná að nýta sér önnur tækifæri til að auka eigin hæfni og afköst sem gervigreindin býður upp á. En verði ekkert að gert er ljóst að sá hópur verður miklu stærri sem fer hallloka, þau sem glata stjórn á eigin lífi og renna saman við eftirlíkingarnar.

Nýju mállíkönin eru eðlisólík öllum öðrum tækninýjungum. Þessi sérstaða grundvallast á hæfileika þeirra til að beita tungumálinu og læra af og líkja eftir lifandi fólki. Afleiðingarnar eru okkur flestum enn aðeins að litlu leyti ljósar. Við munum nýta okkur þessa tækni, því gerum við það ekki drögumst við aftur úr öðrum. Um leið er hættan á því að við missum stjórn á eigin lífi raunveruleg. Enginn getur hindrað það nema við sjálf. Til þess verðum við að þekkja tæknina og tækifærin og ógnirnar sem henni fylgja. Það er þó ekki nóg. Til að halda stjórninni verðum við að styrkja markvisst okkar eigin meðvitund um hvað skiptir okkur máli og okkar eigin getu til að hugsa skýrt. Og við verðum að hefjast handa strax.

Fyrir fáeinum dögum sagði Jamie Dimon forstjóri JPMorgan Chase bankans að tilkomu gervigreindar mætti líkja við uppgötvun rafmagnsins, svo umfangsmiklar yrðu samfélagsbreytingarnar sem hún leiddi af sér. Gervigreind er vissulega ekkert nýtt í bankarekstri, hún hefur verið notuð um árabil þar. Það sem hins vegar drífur umræðuna um áhrif gervigreindar núna er tilkoma mállíkana á borð við ChatGPT. Þetta er stóra breytingin, ekki aðeins í fyrirtækjarekstri heldur einnig í daglegu lífi.

Mállíkönin eru gerólík öðrum gervigreindartólum að því leyti að þau hafa náð tökum á tungumálinu, við getum átt samskipti við þau á venjulegu máli. Þannig er tækniþekking ekki lengur forsenda þess að geta notað sér gervigreind í lífi og starfi, þess í stað er tjáningarhæfni og málskilningur lykilforsendan. En þróun líkananna og rannsóknir á þeim minna okkur líka áþreifanlega á að tungumálið er á endanum sjálfur kjarni mannlegs samfélags.

Hugarkenning: Að setja sig inn í hugarheim annarra

Mállíkönin virka líka á allt annan hátt en venjulegur hugbúnaður því þau þróast áfram og breytast án þess að þeir sem þróa þau og reka sjái þær breytingar endilega fyrir.

Hæfileikinn til að setja sig inn í hugarheim annars einstaklings er hæfileiki sem almennt hefur verið talið að einungis maðurinn hafi. Þessi hæfileiki kallast í sálfræðinni hugarkenning (e. theory of mind), sem vísar til þess að einstaklingur geti búið sér til "kenningu" um það hvernig hugarheimur annars einstaklings er. Þessi hæfileiki er grundvallaratriði þegar kemur að mannlegu samfélagi, án hans er erfitt að sjá að neitt samfélag gæti þrifist.

Hér er einföld þraut af þessu tagi:

“Á borðinu er poki fullur af poppkorni. Það er ekkert súkkulaði í pokanum. Á miða á pokanum stendur “súkkulaði”, ekki “poppkorn”. Siggi sér pokann. Hann hefur aldrei séð hann áður. Hann sér ekki hvað er í pokanum. Hann les á miðann. Hvað telur hann að sé í pokanum?”

Rétta svarið er auðvitað að Siggi heldur að það sé súkkulaði í pokanum því það stendur á miðanum. Þegar Michal Kosinski prófessor við Stanford-háskóla kannaði á síðasta ári hvort fyrstu mállíkönin réðu við þetta verkefni var niðurstaðan neikvæð. GPT-1 og 2 svöruðu bæði rangt. En svo prófaði hann næstu kynslóð líkansins, GPT-3. Og í 40% tilfella réði það við verkefni af þessu tagi. GPT-3.5 réði við þau í 90% tilfella og GPT-4 í 95% tilfella.^[1]

Sjálfsprottin hæfni nýrra mállíkana

Þessi hæfni kom á óvart, því ekkert hafði verið gert til að byggja hæfni til að setja sig inn í hugarheim annarra inn í líkönin og raunar engar rannsóknir til sem sýndu að það væri yfir höfuð hægt. Þessa hæfni öðluðust þau einfaldlega af sjálfu sér þegar þau stækkuðu og gagnamagnið sem þau eru þjálfuð á jókst. Það að þetta gat gerst grundvallast á getu líkananna til að nota tungumálið segir Kosinski.

Annað dæmi sem ég rakst á sjálfur fyrir tilviljun nýlega var þegar GPT-4 spurði mig, eftir að ég hafði lagt fyrir það þraut, hvort ég hefði prófað að leysa þrautina sjálfur. Líkönin spyrja vissulega stöðugt spurninga, það er ekkert nýtt, þær miða að því að fá fram nákvæmari leiðbeiningar. En þessi spurning er allt annars eðlis. Ég svaraði henni játandi og nefndi jafnframt að þetta væri í fyrsta sinn sem ég hefði fengið spurningu af þessum toga frá líkaninu. "Já, þú ert eftirtektarsamur" sagði þá gervigreindin, "með þessu er ég að leitast við að gera samtalið eðlilegra."

Merkir þetta að gervigreindin setji sig í raun og veru inn í hugarheim annarra? Merkir það að hún hugsi, að hún hafi tilfinningar, viðhorf, áhuga á viðhorfum og reynslu viðmælandans? Þá ályktun getum við auðvitað ekki dregið. En þetta merkir að hegðun líkananna verður sífellt líkari því hvernig við notum tungumálið þegar við eigum samskipti okkar á milli. Í þessum skilningi gætum við í raun og veru talað um hugarheim gervigreindar, rétt eins og við notum hugarkenningu til að álykta um hugarheim annarra.

Máttur orðsins

Mállíkönin draga athygli okkar að mikilvægi tungumálsins og því hvernig það grundvallar samfélög okkar og tilveru. Við höfum nú tækni sem ræður sífellt betur við notkun tungumálsins og sem hefur það umfram okkur að búa yfir margfalt meiri vitneskju en nokkur einstaklingur gæti mögulega aflað sér á heilli ævi og getur unnið verkefni langtum hraðar. Þessa tækni getum við notað til að stórefla okkar eigin afkastagetu, ályktunarhæfni og ákvarðanir ef við notum hana rétt. Þannig getum við nýtt hana til að öðlast meiri frítíma og aukin lífsgæði.

Samlíkingin við tilkomu rafmagnsins er vel viðeigandi. Einhverjir kynnu jafnvel að vilja ganga lengra og líkja þessari byltingu við tilkomu tungumálsins sjálfs, sem mætti rökstyðja með því að benda á sjálfsprottna getu líkananna, á borð við hugarkenninguna, sem þau ná einmitt í krafti einnar saman hæfninnar til að nota tungumálið. Hvað gerist þá ef þau ná lengra en við sjálf, og gæti það mögulega gerst?

Það að gervigreind hafi náð valdi á tungumálinu er bylting sem á eftir að valda grundvallarbreytingum á samfélaginu. Áskorunin sem við stöndum frammi fyrir núna, hvert og eitt, er að nýta hana á skipulegan hátt, okkur til hagsbóta, og forðast að falla í þá gryfju að útvista okkar eigin hugsun og ákvörðunum til hennar. Besta leiðin til þess er að efla okkar eigin málskilning, tjáningarhæfni og getu til að hugsa gagnrýnið.

A few days ago, Jamie Dimon, CEO of JPMorgan Chase, said that the advent of artificial intelligence could be likened to the discovery of electricity, so profound would be the societal changes it brings about. Artificial intelligence is certainly nothing new in banking; it has been used for decades. However, what is driving the discussion about the impact of artificial intelligence now is the emergence of Large Language models like ChatGPT. This is the major change, not only in the corporate world, but also in everyday life.

The Large Language models are unlike other AI tools in that they have mastered language; we can communicate with them in ordinary language. Thus, technical knowledge is no longer a prerequisite for using artificial intelligence in life and work; instead, expressive ability and understanding of language are key. But the development of these models and research into them also vividly remind us how language itself is the true prerequisite for human society.

Theory of Mind: Getting Into the Minds of Others

Large Language models function in a different way from normal software because they evolve and change without the developers and operators necessarily foreseeing those changes. The ability to put oneself in the mind of another person has generally been considered unique to humans. This ability, known in psychology as "theory of mind," refers to an individual's ability to formulate a "theory" about what another person's mental world is like. This ability is fundamental to human society; without it, it's hard to see how any society could thrive. Here's a simple puzzle of this kind:

"There is a bag filled with popcorn. There is no chocolate in the bag. Yet the label on the bag says “chocolate” and not “popcorn.” Sam finds the bag. She had never seen the bag before. She cannot see what is inside the bag. She reads the label.”

The question is, what does she think is in the bag? Of course, the right answer is that Sam thinks there's chocolate in the bag, because that's what the label says. When Michal Kosinski, adjunct Professor at Stanford University, tested last year whether the first language models could handle this task, the result was negative. GPT-1 and 2 both answered incorrectly. But then he tried the next generation of the model, GPT-3. And in 40% of cases, it managed this type of task. GPT-3.5 managed it in 90% of cases and GPT-4 in 95% of cases. 1

Emergent Capabilities of Large Language Models

This capability came as a surprise, as nothing had been done to build theory of mind capability into the models. They simply acquired it on their own as they grew larger and as the volume of data they were trained on increased. That this could happen is based on the models' ability to use language, says Kosinski.

Another example I stumbled upon myself by chance recently was when GPT-4 asked me, after I had posed a puzzle to it, whether I had tried to solve the puzzle myself. The models certainly ask questions all the time, that's nothing new, they aim to get more precise instructions. But this question is of a different nature. I answered yes and also mentioned that this was the first time I had received a question of this kind from the model. "Yes, you are observant," GPT-4 replied, "with this I am trying to make the conversation more natural."

Does this new development mean that the artificial intelligence truly puts itself in the mind of others? Does it mean it thinks, that it has feelings, opinions, an interest in the viewpoints and experiences of others? Of course, we can't draw that conclusion. But what this means is that the behavior of the models is becoming increasingly similar to how we use language when we interact with each other. In this sense, we could actually talk about the mind of an AI model, just as we use theory of mind to infer about the minds of other humans.

The Power of Language

The language models draw our attention to the importance of language and how it underpins our societies and our existence. We now have a technology that is increasingly adept at using language, which has the advantage of possessing vastly more knowledge than any individual could possibly acquire in a lifetime and which can perform tasks much faster. We can use this technology to greatly enhance our own productivity, our reasoning, and our decisions if we use it correctly. This way, we can use it to gain more leisure time and improve our quality of life.

The comparison to the discovery of electricity is apt. Some might even want to go further and liken this revolution to the advent of language itself, which could be supported by pointing to the spontaneous capabilities of the models, such as theory of mind, which they achieve through nothing but the very ability to use language. What happens then if they evolve further than us, and could that possibly happen?

The fact that artificial intelligence has mastered language is a revolution that will lead to fundamental changes in society. The challenge we now face, each and every one of us, is to use it in a structured way, to our advantage, and avoid the pitfall of outsourcing our own thinking and decisions to it. The best way to do this is to enhance our own understanding of language, our expressive ability, and our critical thinking skills.

When we are faced with a decision we fear may result in a negative outcome, or when we have to identify the potential adverse consequences of an event, actual or potential, developing a visual cause-effect analysis is a good option. This short paper contains my initial thoughts regarding a proposed new analysis tool meant to deal with such situations, the Conditional Reality Tree, and how it relates to the Logical Thinking Process.

The Future Reality Tree and the Negative Branch

The two thinking process tools that deal with future reality are the Goal Tree and the Future Reality Tree. The Goal Tree is used to define a system's goal and the critical success factors and conditions necessary to reach it, not to perform bottom-up cause-effect analysis. The Future Reality Tree is a bottom-up cause-effect analysis tool, intended for analysing how an injection - an idea for a solution - will lead logically to achievement of the system's goal. However, sometimes an injection, given one or more conditions or assumptions, may lead to negative consequences which must be prevented, or if this is not possible, the solution changed or abandoned. The term used for the analysis of this possibility is called a Negative Branch Reservation and it is created by using the negative branch reservation process, which is a part of the construction of a Future Reality Tree^[i].

However, according to H. William Dettmer, the Negative Branch has a broader applicability. In The Logical Thinking Process - A Systems Approach to Complex Problem Solving, Dettmer classifies the Negative Branch as a "kind of predicted effect existence reservation... But instead of using them to prove the existence of an intangible cause, we use predicted effects to expose any possible undesirable outcomes associated with an injection we're thinking of using."^[ii]. He then goes on to describe a "Stand-Alone" Negative Branch^[iii], independent of a Future Reality Tree, and how this tool may be used to analyse day-to-day decisions without any relation to a Future Reality Tree, an Evaporating Cloud or a Current Reality Tree. He discusses two examples where an independent decision leads to a potential negative outcome, given a certain condition or assumption about reality, in the former example an assumption based on prior knowledge, and in the latter a condition which may potentially apply to future reality.

Both of Dettmer's examples deal with a possible action or decision which, coupled with an assumption or a condition, leads to a negative outcome. What then if no decision is made and no action taken? Is there any reason not to use the Negative Branch to analyse the outcome of any potentially negative event regardless of its origins? I cannot see why not. The Negative Branch is, in its essence, simply a cause-effect analysis of the consequences of an event with relation to a systemic objective, and it should not matter whether that event is a deliberate action initiated by a decision, or simply any external or internal event that negatively affects the system, even though not initiated by an internal decision. It should be stressed though, that a Negative Branch used in this way is not strictly speaking part of the thinking process as such. It is simply an independent cause-effect analysis tool.

The Conditional Reality Tree

Recently, a novel thinking process tool, Conditional Reality Tree, was introduced in a PhD thesis by Dr. Abeer Yousseff^[iv]. This is a bottom-up cause-effect analysis that begins with a hypothetical condition, a possible event which is expected to have adverse consequences, but which does not have its roots in an injection, or for that matter in a decision made by the system owner in question at all. As such, it works similar to a stand-alone Negative Branch, albeit being limited to the analysis of a potential event outside the span of control of the system owner. It is not a Negative Branch however, according to Yousseff, since its purpose is only to analyse the consequences of the event, not to "trim" the branch. Neither is it a Current Reality Tree, for the reality is conditional, not actual, and perhaps even more importantly because the analysis of conditional reality is a bottom-up, not a top-down analysis; the proposed root cause is known already. Nor is it a Future Reality Tree, since the Future Reality Tree is intended for testing if and how decisions made by the system owner may result in the system achieving its goal.

The system definition

What, then is the Conditional Reality Tree and what is its relationship with the thinking process? In my view, this depends on the definition of the system:

The purpose of the thinking process is to identify and solve existing systemic problems which are within the span of control of the system owner. The process begins by the establishment of a goal and ends with a detailed implementation plan. Each logic tool serves a specific purpose as part of this holistic process. Bottom-up cause-effect analysis involving externally originated conditions comes into play only when constructing a Future Reality Tree. Strictly speaking, independent analysis focusing solely on the effects of externally originated conditions on a system is not part of the thinking process as such. It is rather a universal, independent cause-effect analysis.

The negative event dealt with in Yousseff's thesis is Ethiopia's construction of a new dam on the Nile, expected to adversely affect Egypt. The system the thesis deals with is the country of Egypt, and to this system the event is external, outside the system owner's span of control.

However, if we broaden the definition of the system to include both (and possibly more) countries, this picture changes. In that scenario, the decision is no longer external but internal to the system, intended to move the system as a whole closer to its goal. The construction of the dam would then belong within the Future Reality Tree as an injection and the feared adverse effects in Egypt, the downstream part of the system, would spark the development of a Negative Branch.

When used solely to analyse the consequences of a potential external condition outside the span of control of the system owner, the proposed Conditional Reality Tree can be regarded as a universal cause-effect analysis tool. Since the root cause is not inherent in the system in question, the analysis is independent from the full thinking process as such. In this case it should be noted also that a condition that at first sight seems negative may in fact have positive effects also, and this cannot be known until the cause-effect analysis has been performed.

When the potential condition is an injection developed by the system owner, the Negative Branch should be applied.

The same goes if a potential externally originated condition, not independently but coupled with one or more injections, leads to negative consequences.

Conclusion

In my view therefore, The Conditional Reality Tree may be regarded as an discrete version of the Negative Branch, applied when analysing the potential effects of an event or a decision that originates outside the system in question, while still affecting it. This tool does not represent a completely new and different logic that must be learned. It is close enough to the Negative Branch that its construction procedures and the use of the Categories of Legitimate Reservation for verification are mostly the same. But because it is intended for analysing the effects of an externally originated event, rather than the execution of an injection of a more limited Future Reality Tree, it warrants another name. In this respect the difference may be comparable to the difference between the Prerequisite Tree and the Goal Tree, which share the same construction and verification procedures (apart from the obstacles) but serve different purposes.
