Executive Summary

US strikes on Iran paused overnight into July 25, the first pause after 13 consecutive nights, with Trump saying Washington remains in talks with Iran but has not decided on further strikes. Iranian Foreign Minister Araghchi said Iran has no problem with intermediaries exchanging messages with the US and sees no obstacle to that exchange, framing the obstacle as Washington’s approach rather than a lack of channels. The pause follows a week in which Trump hardened his public language, threatening to expand attacks on Iranian infrastructure and extending that threat to the Houthis over the Bab el-Mandeb blockade, while Rubio said the US remained open to negotiate but that Iran wasn’t serious; Iran rejected a ceasefire proposal carried to Tehran by Iraqi Prime Minister al-Zaidi, citing the unresolved status of the Strait of Hormuz. Secretary Hegseth put the war’s cost at $37.5 billion and has requested up to $70 billion more; the House adopted a $95 billion package covering the war on July 22. In Congress, the House passed a war powers resolution with the same four Republican defectors as prior votes, and Senate Republicans defeated the companion measure the same day, the twelfth such Senate vote this year. Netanyahu is scheduled to visit Washington July 27–28, coinciding with Senator Lindsey Graham’s funeral.

US strikes hit the under-construction Darkhovin nuclear power plant around July 19–20; Iran’s atomic energy body invoked the NPT directly in its condemnation, tying the strike to the conditional withdrawal threshold its parliament set out in prior weeks. Trump separately threatened to strike Pickaxe Mountain, a fortified underground facility near Natanz, during Aoun’s July 21 White House visit; Iran’s Khatam al-Anbiya command called any strike there “an explosion of war in the region.” Assessments suggest the facility’s depth may place it beyond the reliable reach of the US bunker-buster that disabled Fordow last year.

The Strait of Hormuz’s US/Oman-backed southern corridor fell to zero transits on July 22, leaving the Iran-controlled northern corridor carrying nearly all remaining traffic, itself a fraction of pre-war volumes. Yemen’s Ansarallah announced a naval blockade of Saudi-linked shipping through Bab el-Mandeb on July 20 and struck two Saudi tankers this week, one of which caught fire. Brent crude settled above $100 a barrel for the first time since May on July 23, a fifth consecutive daily rise, as equities fell the same session.

Lebanese President Aoun met Trump at the White House on July 21; Trump pledged support and reaffirmed the framework agreement but made no measurable commitment on Israeli withdrawal timing, and Israeli forces fired warning shots near Lebanese Army troops days later as the LAF began deploying into a pilot-zone village. Iran continued striking Kuwait, Bahrain, and Jordan, while sparing Qatar. Andy Burnham became UK prime minister on July 20 and endorsed continuing the existing policy allowing US forces access to British bases including RAF Fairford; the IRGC responded by naming the base a legitimate target. The US and Saudi Arabia signed a civil nuclear cooperation agreement on July 22, which Trump then said on July 23 is contingent on Saudi Arabia joining the Abraham Accords — a condition absent from the deal as signed the day before.

Since February, the Iran file has moved through open war, successive ceasefire arrangements, repeated diplomatic rounds, a signed memorandum of understanding, and renewed military escalation.

Since then, I have written over 40 Briefing Notes covering the war, designed for government officials, professionals working in international institutions, and investors/firms with exposure to the war.

The briefing notes followed its movement at close range. They tracked exchanges, diplomatic interventions, force deployments, political statements, maritime incidents, sanctions measures, proposal exchanges, and the changing positions of the actors involved, the points that together form the map of events.

That level of detail is necessary, because it is what ultimately supports decision making and understanding of a rapidly moving environment. However, it is also important to step back from time to time and take stock without losing sight of the forest for the trees.

The purpose of this article is to take another look at the underlying ecosystem, and examine the broader picture.

On February 12, two weeks before the United States launched Operation Epic Fury, I published An Inevitable War? Iran and the Systemic Convergence Toward Escalation. The article examined the political, strategic, institutional, and alliance dynamics driving Washington toward military action. It also separated Iran’s underlying capabilities from the circumstances under which Tehran would have an incentive to use them.

The central argument was that Iran’s most consequential kinetic threats to American interests were conditional. Tehran possessed the missiles, drones, regional networks, and maritime capabilities required to impose costs on the United States and its partners. In the absence of a direct attack, however, it had little incentive to activate those capabilities at war-level intensity.

The article also identified a deeper strategic divide in Washington’s policy. One pathway sought to contain Iran by limiting its nuclear program, constraining its regional activity, and gradually realigning its behavior, and eventually absorb it into the broader American regional architecture. The other sought to strip Iran of meaningful strategic autonomy through military degradation, complete nuclear rollback, missile disarmament, dismantlement of regional relationships, or political transformation.

Those pathways demand different tools and produce different end states. And the political environment surrounding the Iran file consistently rewarded the harder line. Executive incentives, congressional politics, Israeli pressure, defense architecture, ideological continuity, influence networks, and the public optics of strength all pushed the system toward confrontation.

Five months later, the original framework remains firmly in play, with the war validating several of its core propositions. It also transformed the strategic environment for both regional and global actors, as potentials became realities and the calculations of the various actors shifted.

The broader picture today is different from the prewar frame.

I. February: The System Before the War

Before the first American strikes, Iran presented several different categories of threat from Washington’s perspective.

Its ability to attack the continental United States was negligible but its ability to challenge American forces and partners across the Middle East was far more substantial. American bases, naval assets, Gulf infrastructure, and regional shipping were all within reach of Iranian missiles, drones, maritime forces, or aligned armed groups.

Capability alone did not make those attacks likely.

A direct Iranian assault on American forces would have handed Washington a powerful casus belli, a justification for an all-out assault and a much broader set of targets, including full capitulation and the removal of the government. It would also have handed European governments a justification to support American kinetic action and seeded the reasons for an anti Iran coalition.

Tehran’s regional posture was therefore designed primarily around deterrence, bargaining power, and cost imposition. Iran signaled adversaries that military action would incur consequences, but it had little strategic reason to self-impose a situation where it handed its adversary a pretext for all out engagement.

This distinction was one of the central variables in the February analysis; the gravest scenarios associated with Iran, including sustained strikes on American bases, large-scale disruption of the Strait of Hormuz, attacks on Gulf infrastructure, energy-market shock, and regional spillover, were escalation-sensitive; their likelihood would only rise after a direct American or Israeli strike.

The operational question facing Washington was therefore broader than whether Iran possessed dangerous capabilities; it concerned to what extent military action could suppress and contain those capabilities rather than activate them.

At the same time, Washington had not settled the end-state question.

Preventing Iran from acquiring a nuclear weapon could be pursued through containment, inspection, enrichment limitations, sanctions sequencing, and negotiated guarantees. It had already been partially achieved through the Joint Comprehensive Plan of Action (JCPOA). Eliminating Iran’s enrichment capacity, missile deterrent, regional networks, and political independence, however, required a far more coercive approach.

Israel’s preferred outcome lay closer to the maximalist end of that spectrum. Iran’s continued ability to reach Israeli territory, support Hezbollah, maintain missile capacity, and preserve optionality remained incompatible with the regional order sought by the Israeli government.

The United States could theoretically accept a bounded Iran. Israel sought a defeated one.

II. What the War Validated

Operation Epic Fury activated the threat matrix that had previously remained conditional.

Iranian missiles and drones targeted American military infrastructure throughout the region. Gulf states hosting American forces absorbed retaliatory attacks. Hormuz moved from a potential vulnerability to a central theater of the conflict. Maritime traffic, energy supply, port access, naval deployments, and insurance exposure became active components of the war.

The distinction between Iranian capability and Iranian intent narrowed immediately after the strikes began.

Iran’s targeting pattern followed a consistent logic. American operations launched from regional territory exposed the facilities and states supporting or hosting those operations to retaliation. Public declarations of neutrality did not remove them from Tehran’s target calculations. From Iran’s perspective, a base used to support attacks remained part of the war architecture regardless of the host government’s diplomatic position.

This produced the regional exposure outlined in February.

The Gulf states entered the war as American security partners. They emerged as states carrying the cost of decisions they did not fully control. Their airspace, bases, ports, energy facilities, and commercial infrastructure became points of vulnerability and, contrary to their intended purpose, a cause for targeting.

Hormuz followed the same path.

Before the war, the strait represented Iran’s most direct instrument for imposing global costs during a confrontation. Once the conflict began, Tehran used that leverage through interdiction, mining, route enforcement, selective passage, vessel seizures, and eventual efforts to formalize a regulatory structure.

The war also confirmed the instability of the containment-elimination divide.

Washington’s stated objectives expanded across the nuclear program, ballistic missiles, naval forces, regional relationships, and Hormuz. Israel continued to pursue a more expansive outcome, including leadership targeting and operations designed to prevent any settlement that left Iran with meaningful strategic capacity.

As the conflict deepened, the goalposts moved with it. A larger military investment required a larger political return. Iranian retaliation created pressure for further American action. Each additional exchange made it more difficult to deescalate.

III. What the War Changed

Validation is only part of the picture.

The war created a regional system that did not exist in February.

Iran’s retaliatory capabilities have now been demonstrated, studied, degraded in some areas, adapted in others, and incorporated into the planning of every government involved. Gulf states no longer assess Iranian threats primarily through hypothetical scenarios. They have experienced them directly.

That experience has changed their relationship with Washington.

The United States remains the principal external security partner for several Gulf governments. The war nevertheless demonstrated that American security architecture and decision making can also generate exposure. Iranian attacks were a consequence of American operations launched from, supported by, or projected through Gulf territory. Decisions made in Washington, without consulting the Gulf capitals hosting the bases, became the direct cause for retaliation against those bases, and the territories of the countries hosting them.

This has encouraged a more complex regional posture.

Gulf governments continue to cooperate with Washington at the military and institutional levels. In parallel, they are investing in independent defensive capabilities, exploring regional arrangements that do not rely entirely on American guarantees, and engaging Iran directly as they hedge against overdependence on Washington.

Their approach is best understood as strategic hedging.

They support de-escalation, oppose Iranian attacks, and remain concerned about Iran’s missiles, drones, nuclear trajectory, and regional relationships. They also recognize that Iran is a permanent regional actor and that direct accommodation may provide protection that external deterrence alone cannot guarantee, particularly given the lack of clarity regarding the outcome of the current conflict.

The diplomatic architecture changed as well.

Pakistan emerged as a principal political mediator. Qatar’s role as a mediator took different approaches throughout the conflict, and was a key interlocutor in the signature of the MOU. Oman became central to the Hormuz governance discussion. Saudi Arabia, Turkey, Egypt, and other regional governments helped engage with both sides toward temporary restraint.

These actors did more than carry messages. They became part of the conflict’s operating structure.

Qatar’s role is particularly illustrative. It has hosted or facilitated talks, maintained contact with Washington and Tehran, managed frozen-asset mechanisms, and continued mediating after Iranian actions affected Qatari territory and commercial interests. Pakistan has simultaneously maintained military relationships with Gulf partners (Saudi Arabia in particular) and diplomatic access to Iran. Oman has developed maritime proposals while defending its own understanding of littoral-state authority.

IV. The Ceasefire Changed the Rules of the War

The language of ceasefire has obscured part of the conflict’s evolution.

Following the initial high-intensity phase, the United States and Iran did not move cleanly from war into peace. They entered a lower-intensity system in which both sides continued using force while preserving the political framework required to prevent uncontrolled escalation.

This produced a recurring sequence:

A strike triggered retaliation. Retaliation generated diplomatic intervention. Mediators secured a pause. The pause enabled negotiations and military repositioning. Disputes accumulated beneath the framework. A new incident restarted the exchange.

By June, this pattern had become normalized.

The United States and Iran struck one another’s military infrastructure directly and at scale while continuing to avoid a formal declaration that the ceasefire had ended. The June 9 and 10 exchange marked a new threshold in direct bilateral engagement since the April ceasefire, yet both governments continued preserving the diplomatic channel.

The ceasefire label provided value to both sides.

Washington could claim that restraint remained possible, avoid automatic escalation after every incident, and preserve the option of a negotiated exit. Tehran could retaliate without accepting that the entire diplomatic process had collapsed. Regional governments and mediators could intervene within an existing framework rather than construct a new one after every exchange.

The result was a negotiated-attrition equilibrium.

Military exchanges remained serious enough to preserve coercive pressure and deterrent credibility. They were usually contained below the threshold that would make a return to full war unavoidable. Each side demonstrated that it could absorb and impose costs. Each also retained an interest in preventing those costs from becoming uncontrollable.

This helps explain why the conflict appeared to stop and restart several times.

The fighting never fully disappeared. Its tempo, geography, and political function changed.

V. Why the MOU Became Necessary

By May and June, every major actor had developed reasons to interrupt the conflict.

Washington needed to reduce pressure on Gulf infrastructure, restore commercial navigation, avoid an indefinite regional campaign, and produce a politically usable outcome. Iran needed relief from sustained strikes, the removal of the naval blockade, restored oil sales, access to frozen funds, and recognition that its government and strategic independence had survived.

Gulf governments needed the attacks on their territory to stop. Energy producers, shipping companies, insurers, and commercial operators needed a workable transit regime. Mediators needed a formal structure capable of converting temporary pauses into sequenced commitments.

The regional pressure behind the MOU reflected that convergence. Before Trump announced the framework, leaders from Saudi Arabia, the UAE, Qatar, Pakistan, Turkey, Egypt, Jordan, and Bahrain reportedly urged him to accept the deal rather than resume strikes.

The MOU therefore served a real purpose.

It formalized a cessation framework, provided for the gradual reopening of Hormuz, lifted the American naval blockade, introduced limited sanctions waivers, addressed frozen assets, established a sixty-day negotiation window, and incorporated Lebanon into the termination of military operations.

It also created theoretical institutional scaffolding.

The Bürgenstock talks produced a political oversight committee, technical working groups, a Hormuz communication line, a Lebanon de-confliction cell, and a roadmap toward a final agreement. Qatar and Pakistan became formal components of that structure.

These were potentially substantive achievements.

They reduced the immediate probability of uncontrolled war and created a channel through which the parties could attempt to translate military exhaustion into political terms.

The limits of the framework, however, were embedded inside the same structure.

VI. The MOU Deferred the War’s Central Question

The MOU declared an end to military operations while postponing agreement on the issues that had defined the conflict.

Iran committed to refraining from acquiring a nuclear weapon, a position Tehran had maintained throughout and previously both as a party to the JCPOA and a member of the Nuclear Non-Proliferation Treaty (NPT). The operational questions concerning enrichment, the duration of any moratorium, the disposition of highly enriched uranium, inspection access, verification, and permanent sanctions relief were deferred to the sixty-day negotiation period.

This gave the agreement an unusual structure.

The parties declared the war terminated before they had agreed on the settlement required to keep it terminated.

Their sequencing positions were fundamentally different.

Iran entered the process through a commitment-for-commitment framework. Tehran expected the United States to end military operations, lift the blockade, permit oil sales, and release economic benefits before Iran moved into substantive nuclear concessions. This positioning, from which Tehran has not deviated throughout the escalation cycles, is predicated on the precedents of being attacked during ongoing negotiations on two separate occasions. The first article of the MOU concerning Lebanon was a test of American political will and ability: if it could not be counted on to restrain its ally, then any deal was susceptible to sabotage at the moment of Israel’s convenience, making any agreement tenuous at best.

Washington framed the same process through relief for performance. Sanctions relief, asset access, force withdrawal, and permanent normalization would follow verified Iranian action.

Both sides described the agreement in ways that supported their domestic political needs. Tehran presented the MOU as recognition of Iranian endurance and sovereignty. Washington presented it as a mechanism through which continued pressure would compel Iranian concessions.

The same text therefore carried two competing theories of implementation.

This was the first contradiction.

The second concerned the end state.

Iran viewed the MOU as a transition from war toward negotiated coexistence. Several actors in Washington and Israel continued treating it as an interim stage toward deeper Iranian rollback.

Containment and elimination remained active inside the same process.

The third contradiction concerned enforcement.

The MOU’s mechanisms for monitoring, dispute resolution, and de-confliction remained incomplete. When Trump was asked how the agreement would be enforced, his answer rested primarily on the threat of renewed bombing. The institutional framework was still being built; the military reversion mechanism already existed.

The peace architecture still had to be built. The war architecture never stopped running.

VII. Lebanon Became the Test of American Delivery

Lebanon carried disproportionate weight because it transformed a bilateral US-Iran agreement into a test of Washington’s ability to control the conduct of its ally.

Iran consistently treated Lebanon as part of the war.

The signed MOU reflected that position by committing the parties and their allies to the immediate and permanent termination of military operations on all fronts, including Lebanon. This placed Lebanon inside the agreement’s operative structure, with weight a peripheral demand would not carry.

Washington continued attempting to manage Lebanon through a separate track.

It facilitated direct Israel-Lebanon talks, ceasefire arrangements, military coordination mechanisms, pilot zones, and a framework tied to Hezbollah disarmament. The objective was understandable. Separating Lebanon from the Iran negotiation would prevent Israeli operations from automatically collapsing the broader agreement.

Tehran rejected that separation.

For Iran, continued Israeli strikes in Lebanon demonstrated either American unwillingness or American inability to deliver the commitments contained in the MOU. Araghchi described Lebanon as the first real test of the agreement. Iranian officials repeatedly linked Israeli operations to Hormuz restrictions, negotiating suspensions, and their refusal to advance the nuclear track.

Netanyahu’s position created the third point of the constraint.

The Israeli government opposed an Iran settlement that preserved Iranian enrichment capacity, missile power, regional relationships, or strategic independence. Lebanon offered an operational arena through which Israel could continue applying pressure without directly entering the US-Iran negotiating process.

This left Washington with an agreement whose implementation depended partly on an ally that held different objectives and retained its own political incentives for escalation.

The mechanism repeatedly activated.

Israeli strikes triggered Iranian suspensions or warnings. Iran used Hormuz to impose costs connected to Lebanon. Washington attempted to restore separation between the tracks. New Israeli actions reopened the same dispute.

The MOU required American enforcement of a regional outcome that Washington had not demonstrated the capacity or willingness to deliver.

Lebanon exposed that gap in operational terms.

VIII. Hormuz Became a Contest Over Regional Order

Hormuz also evolved beyond its prewar function.

In February, the strait appeared primarily as a potential Iranian instrument of retaliation. By July, it had become the site of a broader contest over authority.

Iran progressively developed a maritime governance architecture involving designated routes, advance authorization, passage fees, vessel registration, sovereign insurance mechanisms, enforcement warnings, patrol deployments, and selective attacks against vessels using routes Tehran considered unauthorized.

The Persian Gulf Strait Authority (PGSA) and the Hormuz Safe insurance platform represented efforts to transform wartime leverage into institutional control.

Washington developed a competing architecture through naval blockade, freedom-of-navigation operations, sanctions, convoy proposals, coalition-building, and military strikes against Iran’s coastal enforcement capabilities.

Oman attempted to bridge the two positions through corridor proposals separating free passage in Omani waters from coordinated passage in Iranian waters. The dispute persisted because the underlying question remained unresolved.

Who possessed the authority to regulate the strait?

This included the authority to route ships, collect service fees, insure passage, define lawful transit, punish noncompliance, and determine which security presence was legitimate.

The MOU created temporary rules without settling that question.

When the IRGC struck vessels using the Omani corridor in late June, the United States retaliated against Iranian facilities. The communication mechanism established at Bürgenstock was either non-operational or rejected by Iran as nonexistent.

The cycle accelerated in July.

Iran attacked additional commercial vessels. The United States expanded its strikes. Iran declared Hormuz closed. Washington reinstated its blockade and revoked the oil waiver. Trump then announced (and then retracted) an American toll on commercial cargo after Washington had spent months opposing Iranian fees.

By that stage, both sides had moved outside the MOU while continuing to invoke the other’s violations.

Hormuz has become a contest over the postwar regional order.

IX. Where the System Stands Now

The strategic environment today differs substantially from the one described in February.

At that time, escalation was an emergent risk created by the alignment of political incentives, alliance pressure, threat perceptions, and institutional momentum.

Today, managed escalation has become the operating system.

Iran’s regional strike capacity has been activated and normalized. Hormuz has become a contested governance space. Gulf states have moved from exposed security partners toward active hedgers and diplomatic participants. Pakistan, Qatar, and Oman have become part of the conflict’s architecture. Negotiation and military action now function simultaneously.

The containment-elimination divide remains unresolved.

Washington continues moving between a settlement that accepts a constrained Iran and a coercive strategy designed to remove much of Iran’s strategic capacity. Israel remains committed to a more expansive outcome than the MOU could provide. Tehran continues seeking a settlement that confirms government survival, sovereign enrichment rights, retained deterrence, economic relief, and recognition of its regional position.

The parties remain unable to achieve their maximal objectives at an acceptable cost.

They have also resisted the concessions required for a minimum settlement.

This explains the recurring return to negotiations.

It also explains the recurring return to force.

The MOU’s implementation mechanisms proved too weak to absorb the disputes placed upon them. Sequencing never acquired a common interpretation. Lebanon remained unresolved. Hormuz retained competing sovereignty claims. Nuclear concessions were deferred. The economic incentives supporting Iranian compliance were progressively removed.

Meanwhile, every mechanism required for renewed conflict remained available.

American forces stayed in the region. The blockade could be restored. Sanctions could be reimposed. Strike plans remained prepared. Iran retained missiles, drones, maritime forces, regional relationships, and the capacity to target American bases and Gulf infrastructure.

When implementation failed, both sides reverted to instruments that had never been dismantled.

The peace mechanisms were provisional.

The war mechanisms were ready.

The latest escalation reflects the convergence of those failures. Multiple rounds of American strikes have expanded across southern Iran. Iran has widened its retaliation matrix. The blockade has returned. Oil relief has been withdrawn. Commercial transit is again under threat. Lebanon remains undelivered. Yemen and Bab al-Mandeb are moving closer to the active conflict architecture.

The MOU has been dismantled operationally even as the need for a negotiated framework has grown more urgent.

X. From Convergence to Managed Escalation

The February article argued that a system optimized for pressure could produce war even without any single actor consciously choosing full confrontation.

That has since been confirmed.

The system produced the war, but the war did not resolve the strategic contest. Military action exposed the costs of escalation without producing a mutually accepted end state. The ceasefire reduced the intensity of the conflict while preserving its instruments, and the MOU organized an interim pause while deferring the questions required for permanent settlement.

The pressure architecture also survived. Executive incentives continue to reward visible strength. Congressional politics generate pressure from multiple directions. Israeli objectives remain more expansive than the terms required for a US-Iran accommodation. Iranian leaders continue to view retained deterrence as essential to government survival. Defense structures, sanctions systems, alliance dynamics, and public narratives all sustain the logic of renewed confrontation.

The war has simultaneously strengthened the forces pushing toward restraint. Gulf governments have absorbed the consequences directly and are building parallel relationships to reduce their exposure. Regional mediation channels are deeper. Congressional resistance to an open-ended conflict has become more visible. The economic costs of prolonged disruption are now tangible, while American military power has demonstrated both its destructive reach and the difficulty of converting destruction into political settlement.

This tension defines the present phase.

In February, Iran’s most dangerous capabilities remained conditional, Hormuz was a potential instrument, Gulf states operated primarily within an American security architecture, and diplomacy competed with the military option.

Today, those capabilities are active. Hormuz has become an institutional and military contest. Gulf states are hedging through parallel relationships. Diplomacy continues during active exchanges of strikes. The conflict has moved from systemic convergence toward war into a form of managed escalation whose mechanisms are becoming progressively harder to control.

The MOU could not carry the weight placed upon it. It was expected to end the fighting, reopen Hormuz, secure Israeli restraint in Lebanon, sequence sanctions relief, produce nuclear concessions, reconcile incompatible understandings of sovereignty, and satisfy political constituencies that had spent months defining compromise as defeat.

Its mechanisms were sketched. The demands placed upon them were already real.

As implementation faltered, each side found confirmation for the arguments of its own hardliners. In Washington and Israel, Iranian resistance reinforced the case for further coercion. In Tehran, renewed strikes, withdrawn relief, and continued Israeli operations reinforced the view that American commitments could not be trusted. Each failure strengthened the actors least willing to compromise and weakened those arguing that negotiated restraint could deliver durable returns.

With the ceasefire and MOU in place with the US, Iran was positioned to organize this event calibrated for maximum impact.

The diplomatic message sent to Washington -and more indirectly to Europe- is that not only is Iran not isolated globally, it is not even isolated regionally; the representation of countries from the Middle East including from the GCC was broad.

Gulf and Arab States

Oman, Saudi Arabia, Qatar, Egypt, Lebanon, Iraq, and Yemen all sent official delegations. Three of these GCC states — Saudi Arabia, Qatar, and Oman — suffered direct Iranian strikes during the war. That they could move past that and send delegations to the funeral, sends an important message that echoes through this conflict and beyond into the post conflict regional architecture: the Gulf states are signaling independent, interest-based foreign policy and a refusal to be absorbed into a conflict they neither initiated nor condoned.

Each government’s participation sends a dual message, one of implicit disapproval of the US operation against Iran, and simultaneously one of absolution from association with the operation. While many of these states have strong ties to Washington, the decision to launch the war against Iran ran against their security interests, and their measured behavior since has reflected their increasingly hedged position. While it is unlikely that any of them would take the extreme step of severing or ending the strategic security relationship with Washington, the expectation over the medium term is one of derisking, and reducing dependency.

The Quartet

The newly emerged regional Quartet, Egypt, Pakistan, Saudi Arabia and Türkiye was also fully represented. With head of government level representation for Pakistan, vice presidential for Türkiye, senate speaker for Egypt and deputy FM for Saudi (a matter of protocol given the friction during the war), this level of representation stretches beyond the simple gesture of solidarity to a more pronounced political statement of active engagement.

Türkiye’s unique position straddling both NATO membership -and due to host the NATO summit days from its participation in this funeral- makes it an unrivaled bridge between Tehran and the West. Its participation in the funeral at the vice president level signals that despite its engagement with NATO and the west, that it is nevertheless independent in its foreign policy and capable of setting its own course, rather than having it set in Brussels or Washington.

Similarly, Pakistan’s role as mediator between the US and Iran did not prevent it from attending this event at the highest level, navigating a delicate tightrope between Washington and Tehran. Egypt’s engagement follows the same pattern, albeit to a lesser extent, and Saudi Arabia’s decision to participate is itself a step toward rebuilding relations in the post conflict ecosystem.

With the direct engagement of these key players, alongside the other members of the GCC, and the added Arab states, including Lebanon, Tehran’s regional positioning as it prepares for the post conflict stage is solidly anchored in direct diplomatic engagement.

The message that these actors sent individually and collectively is that their foreign policy decisions are not tethered to Wahington, an important signal to Iran for future engagement, and one heard in the White House about the importance of managing its relationships with its allies in the region.

Central Asia, CIS, and OTS

Every Central Asian government was represented: Uzbekistan, Tajikistan, Turkmenistan, Kazakhstan, and Kyrgyzstan. With the addition of Azerbaijan and Türkiye, it means Every member of the Organization of Turkic States was also present. And with the inclusion of Armenia and Belarus, the entirety of the Roster of the Commonwealth of Independent States was in attendance.

While there is significant overlap between the members of those organizations, the fact that every organization was fully represented, means that across the Eurasian landmass, engagement with Iran remains at a significant level.

Great Powers and Global South Architecture

Russia and China participated at the level of Deputy Chairman of the Security Council and Vice Chairman of the National People’s Congress Committee respectively, and India sent the governor of Bihar (the highest ranking Shia Muslim official in India).
Together with the Gulf participation, the Central Asian bloc, and the multilateral representation (SCO Secretary-General, OIC Deputy Secretary-General, ECO and D-8 secretaries-general), the attendance maps onto the core institutional nodes of the Global South: SCO, BRICS, OIC. It also showcases Tehran’s breadth of diplomatic reach despite the current restrictions and challenges.

European states were excluded outright, along with any government judged to have directly or indirectly supported the war. This continues a growing trend across the Global South that shows that the center of gravity for international diplomacy no longer centers around Western or European approval or engagement. The most prominent early signal of this was the Kazan BRICS summit held in Russia in 2024, which while sanctioned by much of the Western European states at the time, managed to secure the attendance of leaders from across the global south.

The Iranian funeral is in a similar vein albeit at a somewhat smaller scale given the surrounding political pressures on governments not to attend. Tehran’s decision to both refrain from inviting European governments and publicizing this fact allowed it to control the narrative and ensure that any attempts at portraying Iranian isolation would fall flat.

China and India’s attendance signals that the two largest consumer economies in Asia continue to engage with Iran through the conflict and beyond it.
