I just obtained the full selective search call logs for Water Street — specifically 47 & 53 Water Street, home of the ME-RAP Access Center — covering July 15, 2025 through August 6, 2026.

What they reveal is staggering.

Hundreds of calls. Dozens of “Community Interactions.” Relentless welfare checks. Disturbances. Protection order attempts. Arrests of people living in the apartments at 53 Water Street.

And medical rescues… until they suddenly vanished.

Through the second half of 2025, RESCUE-MEDICAL calls were a steady drumbeat — many ending in hospital transports. Then, after December 30, 2025, the category falls off a cliff. One single entry on January 14, 2026… and then silence for the next seven months.

No more labeled medical rescues.

The underlying chaos didn’t stop. Other medical responses continued under different labels. But the high-volume RESCUE-MEDICAL traffic that defined late 2025? Gone.

Balloons, cake, a bouncy house, and plenty of **children** were on hand as the organization touted “serving over 1,000 people.” What the celebration lacked was any meaningful accounting for the substantial public funding it has already received.

Executive Director and Augusta City Councilor **Courtney Gary-Allen** delivered a very brief speech — reportedly under two minutes — that quickly pivoted from celebration to solicitation. 🙄

According to attendees, she urged the crowd to “get out your checkbooks” and make donations, claiming the organization couldn’t continue without more support. This came at the very moment critics have been demanding transparency over how ME-RAP has already spent hundreds of thousands of taxpayer dollars.

The organization opened in 2025 with nearly **$500,000** in opioid settlement funds from the Maine Recovery Council. Additional funding from other sources has reportedly pushed ME-RAP’s total public and grant money well over **$1 million**.

Yet during the anniversary event, there was no detailed breakdown of how that money has been used — only vague claims of impact and a direct ask for more cash from the very community that has already funded the project.

Like McDonalds, ME-RAP claims it has “served over 1,000 people” in its first year and connected 107 individuals to housing and treatment. Even taking those numbers at face value, the results appear underwhelming given the resources deployed.

With more than a dozen staff members on the payroll, the output of roughly 107 people meaningfully helped (housed or in treatment) raises serious questions about efficiency and priorities.

This isn’t to mention what they cost taxpayers having to clean up behind all the hazardous waste the Access Center leaves in its wake all over the city’s parks and streets.

Many of the “1,000 served” appear to be drop-in visits that may involve little more than signing in and receiving swag — hardly a robust measure of success for an organization burning through significant public funds. Insiders like Jennifer Nisby and others say Courtney is ALL about the numbers.

The optics of the event raised further concerns. Children were present throughout the celebration, complete with a bouncy house and birthday-style cake. Introducing young kids to an environment centered on substance use recovery, harm reduction messaging, and recovery-branded apparel (“Recovery is for Everyone”) struck many observers as inappropriate.

“Recovery is for Everyone,” many believe, masks a harm reduction model that prioritizes keeping people using safely over actual sobriety and long-term recovery. Courtney Gary-Allen has openly described the Access Center as creating an environment “there for them when they are ready to seek recovery services.”

To detractors, this is textbook enabling — a system that incentivizes the organization to serve ever more people (and justify ever more funding) rather than successfully graduating fewer individuals into sustained recovery. Volume over victory appears to be the business model.

Notable figures in attendance included Augusta School Board member **Jon Reynolds**, School Board Chair **Martha Witham**, and **Raegan Larochelle**. Their presence at an ME-RAP celebration only deepens the appearance of cozy relationships between city officials, school board members, and the Access Center operation.

The ME-RAP Access Center has positioned itself as a vital community resource. After one year and over a million dollars in known funding, however, the organization still struggles to demonstrate clear, measurable results proportional to the money spent. Instead of providing detailed financial accountability...

The people of Augusta and Kennebec County deserve better than vague claims, short speeches focused on fundraising, and events that blur the lines between recovery support and the normalization of substance issues for the next generation.

What we saw yesterday at the ME-RAP Access Center was pure gaslighting. It was a carnival, complete with empty food, jugglers, poorly assembled rides, freaks, con men, carnies and pick pockets.

The riots of 2020 were the opening salvos as the civil war became kinetic. We have been in one ever since… reaching a crescendo with the assassination of Charlie Kirk. That act has created a rift that hasn’t healed to this day… the issue of Israel and “the jew.”

The rise of Gay rights and Islam stand side-by-side in an unholy antichristian alliance.

Christianity is the only way… period. All others are false religions and cults… all of the. And there IS a God and everyone knows it. Some just lie to themselves and become foolish… and their hearts become darkened.

Why is this a big deal? Well certainly not because YouTube is revolutionary… hell I was doing YT vids 20 years ago. Well, it is because I figured out how I need to use it in the bigger social media scheme. Having a vision of the big picture is critical.

YT is dangerous livestreaming… constant pitfalls there. It’s only good for curated material… post produced to make sure to comply with the rules.

Substack need to be my home base… no algorithmic ramping or throttling. No penalties for posting too much and SPAMMING out. I like it here and need to keep exploring and creating. I guess I can livestream here too.

What happened next is now the subject of a civil lawsuit filed by the Augusta School District against Bodnar. According to reports from the *Bangor Daily News* and *The Maine Monitor*, a school official left her seat and traversed over 12 feet approaching Bodnar from behind stating “That’s enough… this is DISRESPECTFUL.” as he played the song and shouted questions about Reynolds’ whereabouts.

Bodnar raised his arms fearing his phone would be seized or damaged and his presentation disrupted. He made minimal, incidental contact, and stopping the official’s forward progress.

The district claims this constituted assault and filed a civil suit seeking up to $500 under a statute allowing schools to recover damages for threatening or hostile behavior. NOTE: at the time of this article, Bodnar has not yet been served with this civil lawsuit.

Bodnar was also issued a trespass order barring him from school grounds for a year. There are also reports of a criminal assault complaint filed by the official (identified in Bodnar’s correspondence as Katelyn Rodriguez).

Bodnar’s version, shared in a detailed public email and Facebook post, is that he was protecting his property — his phone — believing the administrator intended to grab it.

He called one official (Charles Hicks) a “f****** beta male” on his way out because he is protecting the CRIMINAL on the BOARD rather than the children his SHOULD be looking out for.

This is Classic Bodnar: provocative, theatrical, and unapologetic.

The Demands and the Counter-Punch

In a blistering email sent the same day (and copied to Superintendent Michael Tracy, the entire school board including Reynolds himself, City Council, Mayor Mark O’Brien, Police Chief Kevin Lully, and even DA Maeghan Maloney), Bodnar laid out formal demands:

• FOAA (Freedom of Access Act): All correspondence regarding the alleged assault or trespass.

• Immediate withdrawal of the trespass order (calling it legally shaky since no charge or adjudication had occurred, and an anti-SLAPP violation aimed at silencing speech).

• Drop any assault suit by the official.

• Drop the $500 civil lawsuit.

He didn’t mince words: “This is not a negotiation. These are formal DEMANDS.” He warned of filing his own complaint for assault and attempted battery, complete with the prospect of a full jury trial, subpoenas, and discovery that would drag everyone into a long, drawn-out court battle.

He referenced the district’s own recent legal setbacks, including a federal court ruling blocking parts of their public comment policy for viewpoint discrimination (in the related case brought by Nicholas “Corn Pop” Blanchard).

Bodnar closed with a biblical flourish — “Come now, let us reason together, says the Lord” (Isaiah 1:18) — while making clear he reserves the right to “sue the shit out of your collective asses” if they double down. A clear disclaimer emphasized this was about legal escalation, not physical threats.

The Broader Pattern

This isn’t happening in a vacuum. Augusta’s school board has faced repeated accusations of trying to control or silence public comment, especially from conservative critics. A federal judge recently sided with Blanchard, finding the board’s restrictions on “gossip,” “abusive” language, and complaints about staff were likely unconstitutional.

Reynolds’ own presence on the board — despite his criminal record — has become a flashpoint for protesters like Bodnar, who see it as hypocrisy: the system tolerates certain criminality while weaponizing process against those who point it out.

Meanwhile, supporters on social media (particularly in Maine conservative circles on Facebook) are calling the response “overboard.” Comments note that Bodnar has won prior cases against other boards, that controversial speech isn’t illegal, and that boards should simply ignore disruptors rather than escalate into lawsuits and trespass orders that cost taxpayers and invite scrutiny.

“If a board doesn’t like what someone is saying/doing — just ignore it,” one typical reaction read. Others see it as selective enforcement and an attempt to chill dissent.

Cutting Through the Noise

The real shenanigans here aren’t just one heated moment at a podium. It’s a school district and board that appear more focused on managing optics and silencing critics than addressing the underlying tensions — whether that’s public safety on the streets, policy disagreements, or basic accountability.

Suing a provocateur for a few hundred dollars while simultaneously facing free-speech lawsuits of their own looks less like governance and more like petty retaliation dressed up as “calming raucous meetings.”

Bodnar is no shrinking violet. He’s theatrical, profane, and deliberately disruptive. But the response from Augusta officials risks turning a gadfly into a martyr and a local dispute into a broader test of how far public bodies can go to police speech at their own meetings.

March 16, 2026 email from Mayor Mark O’Brien to Stephanie Sienkiewicz, Courtney Gary-Allen, and Annalee Morris-Polley (cc: Jared Mills).

The Mayor explicitly states he is having trouble fitting applicants into required categories and asks the three of them to:

• Categorize applicants

• Find seats for people

• Recruit additional applicants to fill empty categories (specifically mentions needing someone with “experience in youth programming”)

Direct quote context: “I am reaching out to each of you as I suspect some or all of you may have encouraged individuals you know to apply… Is there a way you can help me place our applicants in appropriate categories and maybe find a seat for each applicant, or else recruit additional applicants…”

New Insight: This is the clearest documented example of the Mayor actively recruiting the same small insider group (two councilors with direct ME-RAP/recovery organization ties + Stephanie) to shape committee membership rather than using neutral staff or an open process. It significantly strengthens the “insider influence over who gets on the committee” pattern.

This email is ethically problematic because it demonstrates a closed, insider-driven process for shaping a public citizen committee, rather than an open, impartial, and transparent one. In public administration and democratic governance, how advisory boards and committees are constituted matters as much as (or more than) who ultimately serves on them.
