Both sides accuse the other of violating a 1991 agreement on military maneuvers, with India citing the incident in international waters and Pakistan claiming it occurred in its exclusive economic zone during exercises. This follows India's 2025 Operation Sindoor strikes on Pakistani targets after the Pahalgam attack, alongside ongoing disputes over the Indus Waters Treaty and cross-border militant activity. No new major terror incident or official trigger has emerged in recent weeks to shift the immediate risk calculus.
