This market will resolve to “Yes” if any bill, measure, or resolution that requires proof of U.S. citizenship as a condition for registering to vote or to vote in U.S. federal elections is passed by both chambers of the U.S. Congress and signed into law, or is otherwise enacted into U.S. federal law, by the specified date, 11:59 PM ET. Otherwise, this market will resolve to "No". Examples of qualifying legislation include H.R. 22, the “SAVE Act,” and H.R. 7296, the “SAVE America Act.” The primary resolution source for this market will be official information from the government of the United States; however, a consensus of credible reporting may also be used.**The SAVE Act (Safeguard American Voter Eligibility Act or SAVE America Act), which would require documentary proof of U.S. citizenship for federal voter registration and photo ID to cast ballots, passed the House multiple times in 2026 but remains stalled in the Senate.** Repeated attempts to advance it—including as amendments to appropriations and the NDAA—failed to clear the 60-vote filibuster threshold, with votes such as the June 4 amendment failing 48-50 after four Republicans joined Democrats in opposition. Senate Majority Leader John Thune has signaled limited appetite for further floor time this session. President Trump has intensified pressure, including by delaying action on other legislation, yet no viable path has emerged through reconciliation or rule changes. Traders assign low odds of enactment by year-end because the bill lacks the bipartisan support or procedural workaround needed to overcome Senate rules before adjournment.
