Canada’s population trajectory in 2026 reflects the federal government’s 2026–2028 Immigration Levels Plan, which stabilizes permanent resident admissions at 380,000 while sharply cutting new temporary resident arrivals to 385,000. This continues earlier measures that reduced international student permits and temporary worker inflows to bring non-permanent residents below 5 percent of the total population by the end of 2027. Statistics Canada data show net population declines in 2025 and the first quarter of 2026, driven by falling non-permanent resident numbers through outflows and lower approvals. These policy adjustments, implemented amid housing and service pressures, have produced sustained reductions in temporary inflows that outweigh permanent resident gains, supporting trader consensus on an overall annual decline.
