Progress on ISF deployment, including troop contributions from several nations and training for local police, remains stalled pending Israeli status-of-forces agreements and approvals, with implementation further complicated by Israel's October 2026 elections and debates over governance handover from Hamas. Recent recovery of remains from earlier strikes has drawn UN scrutiny, but diplomatic focus centers on sequencing disarmament commitments and reconstruction funding from Arab states.
