This market will resolve to “Yes” if any bill, measure, or resolution that requires proof of U.S. citizenship as a condition for registering to vote or to vote in U.S. federal elections is passed by both chambers of the U.S. Congress and signed into law, or is otherwise enacted into U.S. federal law, by the specified date, 11:59 PM ET. Otherwise, this market will resolve to "No". Examples of qualifying legislation include H.R. 22, the “SAVE Act,” and H.R. 7296, the “SAVE America Act.” The primary resolution source for this market will be official information from the government of the United States; however, a consensus of credible reporting may also be used.The SAVE America Act, requiring documentary proof of citizenship for federal voter registration and photo identification to cast ballots, passed the House in February 2026 on a 218-213 vote but has repeatedly stalled in the Senate. Multiple attempts to advance it as amendments to must-pass measures, including DHS funding and the NDAA, failed earlier this year, with four Republican senators joining Democrats to block cloture at the 60-vote threshold. Senate leadership has signaled limited appetite for further floor action, though the chamber's return in September and ongoing pressure ahead of the midterms could prompt renewed procedural efforts or reconciliation attempts. Passage would require overcoming entrenched partisan divisions and internal Republican divisions on legislative vehicles.
