Recent weeks have seen limited progress in these zones, with Israeli officials citing insufficient removal of militant infrastructure and Hezbollah’s continued presence. Hezbollah Secretary-General Naim Qassem rejected the framework on August 28 and reaffirmed adherence only to the 2024 UN Resolution 1701 ceasefire terms, while the US State Department on August 29 pressed for arms handover under Lebanese state authority. Negotiators plan further Rome talks in September focused on verification mechanisms and expanded zones, as UNIFIL’s mandate expires December 31 and the US opposes renewal in favor of a new monitoring arrangement. Hezbollah’s political resistance and dependence on Iranian backing remain central obstacles to full state monopoly on weapons.
