Judy Chu's commanding position in the CA-28 general election stems from her long incumbency in a district with a strong Democratic lean of roughly 27 points, where she secured reelection in 2024 by nearly 30 points. The June 2026 top-two primary reinforced this, with Chu taking 62 percent against Republican April Verlato's 32 percent and a second Democrat's 6 percent. Nonpartisan forecasters rate the seat Safe or Solid Democratic, while Chu maintains a substantial fundraising edge with millions in reserves compared to Verlato's minimal resources. Verlato, a former Arcadia city official, advanced as the Republican nominee but faces structural barriers in a district that has consistently favored Democrats in recent cycles. Scenarios that could narrow the gap include unexpected national political shifts, candidate health developments, or late scandals, though historical patterns and the current partisan composition make such changes unlikely before November 3.

A candidate's party will be determined by their ballot-listed or otherwise identifiable affiliation with that party at the time all of the 2026 House elections are conclusively called by this market's resolution sources. A candidate without a ballot-listed affiliation to either the Democrat or Republican parties will be considered a member of one of these parties based on the party with which they most recently expressed their intent to caucus at the time all of the House elections are conclusively called by this market's resolution sources.
This market will resolve based on the result of the election as indicated by a consensus of credible reporting. If there is ambiguity, this market will resolve based solely on the official results as reported by the United States government, specifically the Federal Election Commission (https://www.fec.gov/).
