Intense nationalization of the 2026 House contests as a referendum on the Trump administration, combined with a persistent Democratic enthusiasm edge, anchors trader pricing around elevated turnout ranges near 120-130 million votes. Recent primary and special election data show Democratic participation rising sharply versus 2022 levels even in Republican-leaning areas, while polls indicate higher motivation among Democrats than Republicans and Trump approval ratings near 38 percent. Expanded mail and early voting infrastructure, demographic shifts adding younger voters, and competitive battlegrounds further support mobilization above historical midterm baselines of roughly 100-115 million. Republican get-out-the-vote operations targeting base and Hispanic voters introduce counterbalancing pressure, leaving the market tight between the 115-130 million buckets as key variables like economic sentiment and late-cycle events could still shift final participation.
