Democratic incumbent Henry Cuellar holds a substantial lead in Texas’s 28th congressional district heading into the November 3, 2026 general election against Republican challenger Tano Tijerina. Nonpartisan forecasters rate the seat Lean Democratic or Tilt Democratic, citing Cuellar’s long incumbency, name recognition in the Laredo and South Texas border region, and the December 2025 presidential pardon that ended federal bribery proceedings against him. A late-August Texas Southern University poll of likely voters showed Cuellar ahead 45-34 percent, with 15 percent undecided. The 2025 redistricting shifted the district toward Republicans on presidential voting patterns, yet Cuellar’s local profile and moderate positioning continue to anchor trader assessments of his reelection prospects. Early voting begins October 19.
