Canada’s federal government has maintained reduced immigration targets under the 2026–2028 Immigration Levels Plan, stabilizing permanent resident admissions at 380,000 while sharply cutting new temporary resident arrivals to 385,000. This policy, aimed at bringing non-permanent residents below 5% of the population by the end of 2027, has produced sustained net outflows of temporary residents that exceed inflows and natural growth. Statistics Canada data show three consecutive quarterly population declines through April 2026, including a 0.1% drop in the first quarter, with the Parliamentary Budget Office projecting flat growth for the full year. These official measures and observed demographic trends underpin trader consensus on a net decrease for 2026.
