Canada’s federal government has sharply curtailed new temporary resident arrivals under the 2026-2028 Immigration Levels Plan, setting targets at 385,000 for 2026 compared with 673,650 the prior year while stabilizing permanent resident admissions near 380,000. These measures aim to reduce the non-permanent resident share of the population below 5 percent by the end of 2027. Statistics Canada data show the total population already declined for three consecutive quarters through April 2026, driven primarily by net outflows of temporary residents and lower permanent inflows. Parliamentary Budget Office analysis projects flat population growth for the full year as reduced arrivals and continued departures outweigh natural increase. Trader consensus at 88 percent for a decline reflects these confirmed policy shifts and early-year results.
