Democratic incumbent Henry Cuellar holds a strong position in Texas's 28th congressional district ahead of the November 3, 2026, general election, reflecting trader consensus on the Democratic Party's 73.5% implied probability. The district, redrawn in 2025 to favor Republicans at the presidential level, nonetheless receives Lean Democratic or Tilt Democratic ratings from major handicappers due to Cuellar's long incumbency, name recognition, and conservative profile in the heavily Hispanic South Texas border area. A Trump pardon in December 2025 resolved federal bribery charges against him, clearing a major obstacle before his March primary win. An August 2026 poll showed Cuellar leading Republican nominee Tano Tijerina 45% to 34%, with the remainder split among a Green candidate and undecided voters. These factors, including Cuellar's fundraising edge and limited recent shifts in the race, underpin the current market positioning.
